002time to use public participation portion of our meeting to hear from the public. Comments are limited to 3 minutes per speaker. We do not engage in discussion or respond to questions at this time. We focus on listening out of respect for our community. However, as appropriate and necessary, we'll use district's regular communication channels to share any information that may address questions or concerns raised here tonight. So, our first public speaker is Jean Meyer. Okay, the green light's on. It's good to go. Yes. Jean Meyer, resident. As a recovered transgender student from 1971, I would ask the board to love and fight for every student. That includes loving the transgender student so much like I was. Loving them by teaching academics, not indoctrination. God's holy Bible gives the parent, particularly the father, the responsibility to raise

003their children in the way they should go. That's rather a politically incorrect statement nowadays, and I'm proud to say it. Increasingly, the school systems are excluding the parents from vital decisions a student may make or what students are taught or allowed to access. On May 2nd, 2026, the US Supreme Court gave victory to parents and educators in California in Mirabella versus Bonta, which challenged parental exclusion policies or gender secrecy directives that forced educators to hide critical information from parents about their own children's secret gender transition. The decision was 6 to 3. This decision creates a strong precedent for challenges in other states as this ruling violates parents' constitutional rights under the 1st and 14th Amendment. States with comparable policies may face immediate legal pressure to revise or rescind them. School districts in dozens of states

004that have California-style non-disclosure rules may face financial and legal consequences. California was corrected with a $4.52 million fine. I have never heard this board discuss parental rights, and certainly I have spoken about them, encouraging only the hiring of staff, including principals and superintendents, who have a record of supporting the rights of parents. If state rules do not allow local board um to uh discuss topics such as this, I ask you not to comply with the state and to discuss it anyway. Let's take back local control. By not addressing such topics as parental rights, the guilt you should feel will not allow you to have peace. Just like me, you will feel the need to speak out that the topic of parental rights is more important than a variety of issues on the board agenda. Two

005courageous teachers in California and what a state to be courageous in um they spoke out and that's why we had this court decision. How about you guys? I'm smiling at you and I'm going to tell you that I'm praying for each one of you. Thank you very much. Next is Ginger Romano. Hello, Ginger Romano. Um I was only able to read a a synopsis of the agenda today, so forgive me if I'm a little inaccurate. Um regarding salary increases, who gets a 5 and a quarter percent raise nowadays? Um we're already paying 70 plus percent of our state and property taxes to the district and I did say state cuz we do give it the the you guys do get money from the state via us taxpayers. Um should you be not only looking to

006see if it's a fair wage for the county and area we live, but also compare wages for similar work across the private workplaces. You might find that public employees are paid far more and have much better benefits, too. Have any of you checked to see if we are overstaffed and paying people um that may not be getting enough work for what they're getting paid? There are various agenda items that are not in the agenda for public inspection. What happened to the somewhat transparency we once had? Is this farm lease going to cost our taxpayers more money? Um you know, like if there's any cuz I saw that there's no lease for the FFA FFA and I'm sure you're charging the farmer something if there's a farmer. Um and I know FFA is absolutely wonderful. I

007don't want to discount them at all. Um they have ways to acquire funding for what they want to do cuz I saw something in there about seed and it was unclear to me whether the school was going to be paying for that or or what. So that's where I'm unclear about my with [clears throat] my accuracy here. Um students with other areas of study have to pay their way for certain programs. Um Yeah, cuz I'm kind of looking out for myself as a taxpayer and possibly others that, you know, um think they're getting overcharged. Um that we don't really want to see another uh I forget what it's called, the tax levy where you have to ask for more money or you just actually just tell us where you're going to take it. So anyway,

008um so and there's something in there about the approval of a resolution to prohibit sexual harassment. I think we already have a law about that um that I know everybody has to take this class um every year. So anyway, that was all I had to say. Thanks a lot. Have a great day. Bye. Um one of the reasons I voted no for the uh teachers contract for 5 years was because of the salary and it's basically 5 and a quarter for 5 years. Um status quo is that we always put what the teachers get into a merit pool, merit increase pool for administration. So um to

So um the policy committee um which is um administrators um and um member Mervich and myself met on numerous occasions um three times over the last several months to go through the entire policy manual from top to bottom um

012with IA IASB representatives. Um as we've discussed in previous meetings, um there are some elements of the policy manual that have some optionality in different directions. We thoroughly discussed those and I'm very confident that we've got a manual in place that um reflects what this community and this board is is looking for. Anything else, Scott? Well, just some that were obsolete, some needed to be updated. Some were already as good as they were, so Mhm. And what you're voting on tonight is not only the policy manual, but there's a couple of things. There's a harassment piece and what that that those are two resolutions coming up later and those will those basically are updating a resolution to anything that's remaining will supersede and anything that's remaining in the in the policy manual, it will automatically

Um the other side is we're also joining PRESS Plus which is the Illinois Association of School Boards service that um Andy just mentioned and uh PRESS Plus will basically be tracking our policies for us as new legal citations come in, as new uh policies either we have to implement by law or a recommendation from the School Board Association. And so we'll be getting those and so next year with Dr. McCreindle up here, she can go through the PRESS policies with you. Um I would recommend you do it probably quarterly unless there's something really pressing. Otherwise, you're going to be have these policies trickling in and I don't think you're going to be able to keep track of them all. That's just a recommendation I would have. Um most of our larger school districts do

014use PRESS PRESS Plus and so this puts us pretty well in line with most other um unit districts and and larger districts. And I mean our larger, you know, 3,000 and above uh school districts. So um that's what you're going to be seeing tonight with all of these different um things with the PRESS Plus and the policy manual. So I'm trying to clarify it all if there's some confusion. Thank you. And and our board policy that we went through, it was through October 25, so that got us current through October. So they come out usually maybe twice a year and sometimes quarterly. So there's a newer one that's going to come out that we're going to have to go through and there'll be amendments in May and June as those come through. This was just

015at that point in time when we started this process, we were working through Octobers. So there will be some adjustments probably coming through. Thank you. It's a living document. Right. Last month, this was discussed at this table. Um this this first day exclusion will now prevent us from going to students on October 15th and sending them home if they don't have the proper um immunizations on file. Um our nurses came forward with this. We commend them for their efforts. They're going to be the ones that are driving this along with Karen Grollin in the central office over here. Um we do think it's going to work out

017very well. It just takes a lot of front loading of the communication piece. So, Matt's going to be pretty busy with his communications, as will our building nurses. But, um we think this is going to be a good thing, and come October, we're not going to be rounding up 5% 10 or 15 students saying, "You have to go home right now." So, that's the rationale for it. And it seems like more and more school districts are going to first day exemption. So, we'll report back at the start of the school year to see um how this how this initial phase goes. So, the farm lease You may know the property that the district owns. There's approximately 250-ish acres that we have that the last 2 years we had a tenant farmer. Tonight, we have a different person that is we're recommending the awarding of the lease to. That is not including the FFA 28-acre portion. It is just simply it is for the farm lease of which we which we've done the past 2 years. Um the district obviously will command some some some monetary relief from this. Dana's worked very very hard on it. Dana, if you want to go into more detail, please feel

019free to do so. Yeah, I think just um we're just switching tenant farmers. So, we originally asked for 275 as a minimum bid. Um they came in at I think it was like 362. So, um we had five people that came over that. Um the lowest one was $301, which I thought that was cute for 301. >> [laughter] >> So, um Yeah, so this would bring in $91,948 to the district. So, 362 was the winner. Yes. And who are we recommending then? Let's put two. Um Mad Farms Partnership. What was it the past 2 years? You had to know I was going to ask that. >> [laughter] >> It was a lot more cuz it was $104,000. >> Right. It was 451. Both? Both years. But, they had some financial challenges. Right. And some bankruptcy

020notices came, so we got lucky. Um we got paid. And this bid is at the high of what we received, correct? Yes. I think for context, too, that everybody on the board should know that at the end of the day it it doesn't always come down to This is very similar to like it's not always high bidder. It's also who is financially sound and who is going to be a good steward of the ground. As we saw with our last tenant farmer, they paid a substantially higher quoted rate, and they went bankrupt. So, we potentially were in the farming business, as we would retain that crop had the payments not been made, and that is why, you know, that crop sat out there all winter. So, what comes into this is is part of that,

021and then the clarification of the 28 acres, the FFA lease is totally separate from this. That that relationship is also in the process of being renewed with the alumni association. So. But, we did take the highest bid. We did. Yes. But, but not because of the money. That spread is I mean, aside from the market, potentially that spread is I mean, there is always if you were to do this once a week, there potentially could be somebody that would be like, "I'll pay X." And if it fluctuates and If they can't pay, then the number is irrelevant. And if they're not a good steward of the ground, then within a couple years, if they're not farming professionally, then we get in a situation where it won't command a high rate of rent. And this is

022far above the King County average for cash rent, so. I just like to say thank you to Dana, Tim, and Chad. The school district, I don't think that when I was trying to get on the school district, realized that we're somewhat in the farming business, and that's not what the district is intended for. And so, there's a lot of things that come with that that I have no background or knowledge in. And so, having people take that project on to actually try to do the best for the district and get the most that we can out of the land that we have right now, um was awesome. So, thank you. It really outlines what is the curricular changes or how we're progress monitoring students, and some of the um how we're going to spend some of our grant dollars. This is something that we have to submit annually, and it requires board approval. And so, in your board packet was a draft copy that highlights any of the changes. Um And so, they're advising us as and council has also approved, so. That's why it's here. Under the expense policy, um Tim, it looked like there's a blank amount um for reimbursements. Was the intent to have something specific there. Right. Yeah, Dana, I think we have something in our current We're going to put our current number. Do you recall the current number? It's there. I think it was like a reasonable amount.

027is facilities. So, just really quickly, we haven't had a real meeting with facilities since last month, but um I have put at your tables this timeline that you all have. The board has asked for a little more concrete information from STR, our architects, and Jennifer Costanza, one of the principals that we are working with, um put together this timeline that I think um responds to exactly what it is the board is looking for with the deliverables and the dates. Um this will consistently be updated, and it will continuously move out as we as their services continue with us. One thing you may want to note is that anything that references Caserta is the demographic study. Um so, you see two red lines, the demographic study. We have a few more items to provide to them,

028which we have. They followed up today with questions, very basic ones. We'll get that. And then on the core team management or team engagement, I should say, um we have to identify a district level team of administrators, which we are doing, and we'll get that back to them. But it's mostly going to include our folks in curriculum. It's going to obviously it's going to be Dana. It's going to be Dr. McRindle, um Dan with facilities, and then as we need individual building input, we will be calling people in as needed. For example, principals will be coming in when we're talking about things at CTE, and the respective principals would be um but I do anticipate as we move towards it, more and more input will be sought not only the board table, but also from

029our staff, um and community as well. So, we're in the initial stages of the launch here, um and so as we get a little bit more in detail over the next uh 6 months to a year, you'll probably see some surveying going on, and um and maybe some focus groups, um depending on where the board wants to go. But this is the initial step, and just thought I would bring that to show you that your requests have have been answered. So, So, looks Thank thank you. It looks like around July or August, um we'll start to get past some of the foundational information and get into some options. Correct. I think we're all set. Just to see. Yep. Great. Um the main things that we talked about um were a couple different offerings for different courses for our high schoolers, which I thought were pretty cool. Uh two of the proposals were for in relation to math. Right now we don't have dual credit um math classes at the high school, and so they're proposing to have dual credit algebra and dual credit trigonometry, which um they came to give me a presentation that I thought was was great, and I

031think it offers some really cool opportunities to our students. Um next we talked about um a couple offerings for aviation and for drone for our students, which would be uh I thought would be absolutely fantastic, and it would be part of the regional pathway program. Um The offerings for our students, it's just really cool to see the different programs that um Steven Brooks is working to get uh for our students in the offerings for that, and so uh I appreciate Thank you very much for all the work that you're doing. Um those programs that and you can correct me if I'm if I missay something, but it sounded like that was an opportunity that came to our district for us to be the sponsor for that or to at least host that program here, and

032he jumped jumped on that. You want to say a few things? I just want to clarify that um yes, taking the opportunity, but I want to make sure it's clear that we're not financially assuming 100% cost uh being part of the region, um we got to appreciate Terry Stroh and 110 and our other local partners. They voted to uh agree that we could be the site location for this and making the investment. So, some of that regional money is actually the kickstarter funds that is is supporting Central getting this opportunity. Um and I I think it's a great opportunity that we take the chance to offer something new and unique here, uh and still allow it open to other districts as well, but I just want to be clear it's actually not 100% Central's money,

033which is also a good uh fiscal choice that we're able to partner with them and and move forward. So, that would be the only thing I would clarify. Can I ask you just in in like a 30-second, you know, overview of the aviation program, where you see this growing over time here? Yeah. This is pretty fascinating. Yep. Um the goal was is not to mislead uh our students in the wrong direction, is to actually open up their eyes to maybe career fields they're not considering. Aviation is one of them, and the the wider spectrum of aviation. This is not just for pilots. While we are starting with kind of an aviation and drone uh setup, the goal is actually including aviation maintenance and and communications and all the other aspects that go into aviation. Um

034and so this is just the beginning, and hopefully, you know, I don't know, 5, 6 years from now, we have a kind of a a full-blown uh start on a multiple paths and careers within the aviation field. So, uh don't want this to sound like we're just going to train pilots. That's not what this is about. Uh and so just uh keep us uh relevant and and accurate to jobs that are here. And the other side is the the strategy that we are in a great location with jobs that are available here. Uh sometimes we're training kids on on careers that would require them to move out of our region, uh but uh we have airports in our area that have huge needs in a lot of different aviation jobs. And so that's why it's
