And before we approve the agenda, I would just like to make a recommendation that we move new business, the approval of the new superintendent contract and appointment to directly after our consent agenda. 002Hi. >> Hi. >> Okay, now we will move um to our open forum time. I just want to say thank you. It's great to see everybody here tonight. So, thank you all for taking your time to come u be with us. And before we start public comments, I'll just read this real quick. It's protocol of this board to use the board to use this board meeting and public participation portions of our meeting to hear from the public. Comments are li limited to three minutes per speaker. We don't engage in discussion or respond to questions at this time. We focus on listening out of respect for our community. However, as appropriate and necessary, we will use the district's regular communication channels to share any information that may address questions or concerns from tonight. So, with that,

003I'd like to call our first person, Mara Roach, up, please. [snorts and clears throat] Hi, my name is Mara Roach and I spoke at a board meeting last July about starting tennis at Central. I presented a survey showing almost 200 taxpayers signatures supporting tennis and almost 40% of respondents thought that Central already offered tennis. Um, at the time D301 has faculty support and potential coaches. And most importantly, I discussed the support from the United States Tennis Association, which I'll refer to as the USA. The [clears throat] USDA has a grant of up to $200,000 towards construction, and this is from their website of how they can help with the process, connections to contractors and vendors, um providing 2D and 3D architectural renderings, reviewing construction docs and bids, analyzing profitability and cost recovery, helping make proposals

004to get funding, considering ways to include pickle ball, and providing a website online booking tools and court security guidance. Um, Mike Sitter responded and I really appreciated the time that Mike took to talk about the growing athletics at Central. Um, and the biggest takeaways from that that I got is that Central's in a conference where all the other schools offer tennis. So the match scheduling is built in and that the hierarchy to move forward with tennis comes from Mike the ad then the school principal a superintendent a formal budget request and finally the board of education approval. So I'm wondering where we are today and how can I and another and a group of committed parent volunteers help? Has Central reached out to the USDA? Has Central received a construction quote? Has Central explored a

005team playing only away matches? Has tennis explored a co-op team? Caneling only uses their courts for a girl season, so they're available in the boy season. South Elgen has 12 brand new courts when only eight are required. Could Central limit team numbers to alleviate strain on transportation? I know busing is an issue. Keep the numbers small and have a coach drive it. There is not a nearby tennis club or park district in our district. These central tennis courts could be a functioning tennis hub and could likely support itself. We could run USA tournaments there making revenue. We could run summer camps making revenue. Run junior and adult lessons making revenue. It could likely support itself. I've played at the St. Charles North tennis courts with a community group of an email chain of over 60

006people and it's informal and a staff member opens the gates to unlock to the courts but it proves that tennis is in this area and tennis is in 301 and we want to help bring it to our school. Thank you. Next we have PK Per. >> Thank you. Good evening. Um uh first uh uh regarding the advanced uh learning pathway that was presented last month. Um I received a question from the community I do not didn't know the answer to. Um, first of all, I commend the administration for sending representatives to the Illinois Association for Gift to Children Conference in the fall, for incorporating best practices um from experts uh in gifted education, and for being open to incorporating community feedback in designing the program. I think it's a solid first step uh in terms

007of what we should do in the district uh and fully support it. And so the question I received that I didn't answer to was um does that need to come back for a formal approval of any kind or uh is is that something that can proceed forward for uh implementation starting in in the fall. And I think if you could just uh address that whenever you feel comfortable whether it's in the meeting today or subsequent I know to the community I think that would uh uh address a question on the mind of a lot of parents. Uh second topic is uh school calendar. I know you're approving the 2728 school calendar today and we did have an opportunity to talk about it in the chat. Um uh with the recent emergency closure a couple weeks

008ago um uh there's been uh some energy in the community around um you know there's always energy about like when does school start, when does it end? But what I decided to uh inquire about was the predictability of the end date. And uh I did an informal online poll. I got 300 responses from the community, mostly parents. Um people by and large uh prefer something other than the district's current practice of uh you know there's one day of closure, we add one day to the end of the calendar and use that emergency day. Um they prefer something that keeps the last day the same. Uh and there are some practices used by surrounding districts. What we do is not unusual, but there are other ways to do it that employ um that would create that

009predictability. Uh and so that may be something good to explore further with the community um whether it's for the 2728 calendar uh or for future years and I have more information about that if you're curious. Um but in the interest of time I'll move on to the third topic which is um for approval today you have the bus bids um renewing uh the contract with Midwest Transit which is the incumbent. Um the recommendation is confusing for a few reasons. Uh uh first of all the um uh the cover memo doesn't reconcile to the uh bid spreadsheet. So it says there are seven bids sent out and there were two completed but the the table only indicates four bids sent out and only one completed. So then there's no competitive uh bid. Um it's also confusing

010because uh last year in January uh the board approved mid transit for both this school year and next school year and then today's proposal is for next school year and the following one. So it seems to be overlapping although the quantities are different. So it's not clear if it's like an incremental bus need and if so what transportation issues is the incremental bus need solving. Uh and then for the overlapping time period of the next school year, um you know the the spec elements on the bid sheet, the if I just take for example the the 78 passenger bus, um there's a price that's already approved by the board in the current contract and then the price for the same school year, same vendor, same type of bus is 6% higher in today's proposal. So

011why would we pay 6% more when we already have an agreement at a lower price? So those are some examples of things that are confusing. Um in the instance where we just can't get competitive bids. Today we just have one apparently. Um you know I think maybe some more time to explore more vendors. So start the process earlier or absent that um collect the comparables from surrounding districts so at least you have benchmarking to say is is our our unit cost kind of in the in the realm of reasons regionally. So those would be a few recommendations, but I think in particular clarifying what is the bus bed actually for? Um do the prices make sense? Did we actually do a competitive process? Um you know what what are you approving right before you approve

012it? All right. And then um lastly, there were uh public comments last month uh from a number of students. I'll wrap it up. Um regarding uh the the district basically identifying that its practice was inconsistent with uh state requirements and then conforming the practice those requirements. I think that was the gist of the issue. Um, but it was impacting their ability to participate in certain, uh, activities that they enjoy. And so, um, uh, I'm not sure if there was communication. I didn't see a communication after the board meeting about that. But I think, um, explaining the issue, right? Uh, and then, um, explaining not only what they can't do, but within whatever the constraints are, what options do they have so that they can continue to take, for example, band or whatever else uh, during

013both semesters. I think that would be constructive and helpful. Thank you. Thank you, PK. Next is Ginger Romano. >> Good evening. This is Ginger. Um, I don't have too much to say. Hi. Um, I guess with this new superintendent, I didn't haven't known don't know too much about what went on, so I haven't been busy with a lot of other things. So, I'm trusting the process. Um, I would like to say that um I hope that the new superintendent does some deep diving into some of the books and um just the procedures and maybe I don't know just just the whole thing overall um based on um from my perspective uh what took place a few years ago. So, um, and just to be fiscally responsible as a taxpayer, everybody's in our pocket, the county,

014the schools, the this, the that, whatever. So, I just hope, you know, you guys get what, 70 to 75% of our tax dollars. The county only gets 4%. I get it. There's a whole big lot more. I mean, there's 500,000 people in the county and we're only a small piece of that, but still a huge chunk of our tax dollars goes to the schools and sometimes I'm not so sure we see what we should from it. So, although I do know our school I think is doing better than most. So, anyway, um that was all. Thank you so much. >> Thank you, J. Okay, next we're going to move on to our action items. I think it's why most of us are here kind of anxiously awaiting. Um before we get to that, I just wanted to say a few words. You know, when we were looking for a new superintendent for our district, uh as a board, we really wanted to know what our stakeholders had to

016say. We wanted to know um kind of what our community thought, what we needed as a district for our next leader. And so we had our forums. We had um focus groups and surveys that we sent out. We also had a group of stakeholders involved in our interview process which was extremely helpful. Um first thank you to everybody who participated in all of that. It was extremely valuable to us not only for us to know what our community felt but also to gauge that against what we as a group of seven individuals um felt that we needed for our district. And it was extremely encouraging to myself to see that we were all really on the same page and we were all really looking for the same thing in our next leader and our next

017superintendent for 301. Sorry, I have a few notes. Um, I also wanted to thank everyone on the board. This process was a long process for us. We held several interviews. Um, again, really just looking for the proper fit for us and the board worked extremely well together. There were some late nights that we had, but the the dialogue was always very positive and I think as a board we grew together. Um, and every single one of us really had the same purpose in mind going forward with this. Um, so again, I already said it, but we're super excited. This is a probably one of one of if not the biggest things the board [snorts] of [clears throat] education is going to do is is appoint a superintendent. [snorts] So with that I got to get

018my notes. I need a motion and a second to approve the contract and appointment of Dr. Amy Mcrindle to as our superintendent for Central 301. >> Second. And before we go to vote, are there any board members that would like to say anything as well regarding our process and our appointment? >> Ryan, I'm I'm right there with you. I thought it was great how we were able to engage a number of stakeholders um in in throughout the district, educators, um parents, um just everybody who intersects with the district. It was really helpful for us as a board to um have that information as Ryan said to see that there's a lot of alignment and um I couldn't agree with you more that we found that as we were discussing this that there were a lot

019of things I felt like we got closer closer together on we found ourselves agreeing with we found ourselves understanding where other people were came coming from and um I personally am super excited about this >> I'm excited excited to have everybody vote to bring Amy on as our superintendent. Um, we threw a lot of tough questions at her and she was very much on the ball and able to answer those and kind of give us the answers we were kind of looking forward to in that she could take what we need here in the district and kind of start running with us and give us the direction and the goals and work with us for like our strategic plan and where we want to be as a district together. So, I'm really looking forward to

020having her on board. >> I would echo that. Um, the amount of work that went into this, I think that I know prior to being on the board, that was kind of lost on me. Um, what you see from a public board standpoint. We had what, nine meetings in the month of November. I mean, we had I don't know how many meetings the one week. We were in there till 11 o'clock every night. and and we were aligned on the fact that we weren't going to settle and and if it wasn't right, we were going to do it again and we're going to do it again and we're going to do it again and we're going to do it again and and and I can say that I I agree with everybody that we're not

021settling that we have picked I truly believe the best candidate for Central 301 and and and there's a lot of boxes there's a lot of boxes that have been checked I think by this board you know in the last six months I think this is the capstone up there. >> Um, I just want to add quickly as a board member and as an educator myself, um, this board did a phenomenal job working together, like they said, the late nights and really getting to know each other and really being there for the kids, right? And for the staff. That was our main thing, the staff and the kids. And I am so excited and can't wait um for Amy to start because she is she is great and I can't wait for people to see that

Um it's it's been a couple months since um with the holidays and with our um architects working behind the scene with Dan and his team um working on several things. Um had a great committee meeting last um last week

030and I just thought I'd give the board um and by extension our community um an update. I'll try to keep it under 40 minutes. Just kidding. [laughter] >> Under three. >> Yeah, [laughter] that that I think I can do. We had we had presentations from both of our district's architects. STR partners is working on a district-wide facilities master plan. Um they um are getting into the process of knowing the buildings, identifying um what sort of um space is available on each site and um are going to be presenting to us as a full board next month um as as I understood it on their progress. We also have w um architects and engineers doing a comprehensive facilities condition assessment um of all of our buildings and sites um to see where we're um doing and

031what we may need to be expending over the next um 10 years um in just [clears throat] maintenance and upkeep. Um they have a very impressive way that they're tracking that and I'm feeling really good about um the depth and the quality of work they're doing. So, um that's that's all great important background stuff that's been happening. Um uh Dan also brought us up to speed on um on some um future capital projects. Um we are looking at um some some new um HVAC over at Lily Lake. Um together with that, we'd be looking at some finish updates um and electrical work. Um it's pretty common when you update um HVAC systems that you're getting into some other things like electrical as well. Can't just plug the new thing into the old thing. Um some

032paving projects coming up at um Country Trails and um CMS. Um we are almost complete with um putting new generators in um all of our facilities. So um the last piece of that coming up is um our generators at um CMS and here at the district office. And then a future project that is just starting to be studied that we'll hear more about as plans are being developed um is the possibility of replacing um bleachers at the high school um football field. So, we'll be getting more information there. Um Dan brought us um information on the track bids that we just approved this evening. As I mentioned, um we um we're we're tracking very close to budget here. Um it's hard to get contractors to bid site related work when it has to happen in

033those two and a half months in the summer. Um so I thought it was really important that we proceed with that work and get it um ready for kids um in um in late summer. Um talked a little bit about um the the farm lease of the pro of the mouse former mouse property on 47 coming up to bid. We're looking for the highest responsible bidder um not the lowest responsible bidder to um to be farming that land for us. And then um finally, Dan um talked about some projects that are um going on um with grant funding um updating security and um specifically classroom door locks um at the high school. It's and at the middle schools. And then we'll also be looking at replacing some exterior doors at some of the buildings. Um

034strengthening, hardening those. Some we've got some that have seen better days and um we'd like to replace which we're able to do with grant funding. So um Dan or Dana, have I missed anything? All right. That is the facilities committee report. >> Thank you. 12 DT district leadership team uh met uh February 12th. We had a virtual meeting but a couple of topics on there. U some is it was a little bit of the superintendent search update and kind of how do we prepare for a new superintendent. What's the work that we do as as leaders in there so there was some work done with the team. Uh we also heard from Joyce Turnup Seed who is one of our district nurses um on first day exclusion. And I think we talked about this a

035couple months ago. It's but it's in regards to students and their vaccines and their physicals and all of those types of things. Right now October 15th is the deadline for when all of those things are due this year. Um even with many phone calls and many emails and many more phone calls. We had a lot of students particularly at the middle school and at the high school who did not have their physicals and or vaccinations done. What happens then? They're excluded from school and they can't come back to school. those things are are taken care of. Uh more districts are moving towards what's called a first day exclusion, which means that you have all of that done before school starts. Um it takes some good communication on the front end for for that to occur.

036Um so we began having that conversation. Joyce is actually going to present to the board in March on that um possible change for this district. The good thing about that is is that there does it's a little encouraging. um you don't get to start school, you don't get your schedule, you don't get your, you know, your locker, you don't get any of that information until you've gotten all of that stuff in. So, a little extra work on the front end for some of our health techs and nurses. Um but she'll present a little bit more about that. We discussed e-learning plans. Um again, we have talked about that here as well. Um we are looking towards creating an e-learning that would be used for extended days off versus just singletons. being off one day. So,

037that is a work that we'll be currently using. Um, an example that that I talked about is West Aurora actually has an e-learning plan, but they didn't use it this last snow day. They actually took the snow day, right? Um, I know there's always questions about when is the last day of school. Um, again, we we end pretty early in this district. Uh, so part of that is by law, we have to build in five emergency days at the end of the calendar. That's just required. Um, we can have whatever we want in the middle, but we have to have those have those days built into the end of the the school day. Whether we our school year, whether we use them or not is is is irrelevant. So, but when we present a calendar,

038we add those five days in. U there are some ways of perhaps in the future for the next superintendent [laughter] that they can look at some other alternatives. Some of those are taking days that may be, you know, currently um days off and then having school. I will tell you that parents who have those schedules hate that because they've already planned that three-day vacation to do college visits or to do other things. So, um it's it's a it's a kind of a no-win situation at the end of the day. You're never going to please everybody through those processes. And while there's other schools who do different things, the same complaints exist there, too. So, um and we are our future topic, uh was going to be uh well or will be on possibly the superintendent

039visiting the DT meeting and the CAT meeting. Um she's hearing that verse here tonight. Uh and then we're going to be talking about some e-learning examples that we like and want to to put forward. [clears throat] The CAT meeting was very similar. Commun community advisory uh committee was also um virtual except for two members who joined me in my office uh because they read their emails wrong which was totally cool. Uh it was nice to have company. Um, we talked Dan gave his presentation uh about the facilities update and Jeff Gorman was was uh also participated in that. We talked about e-learning. We talked about safety and security and just some of the things that the EPC is doing um and some of the tabletop exercises that for school safety that will be occurring. Um

040the work with the the local police and sheriff's departments, etc. We're going to continue some of those conversations and um talk about future plans and future Sorry, I'm clicking through things. Partnerships with local first responders was a conversation too that was was held. Um we also talked about the technology plan. We are currently on a four-year cycle of replacement for the Chromebooks. Um the price of RAM has actually increased about 600%. uh and computers. We got our order in. We will be getting our shipment this summer at a at a a rate that's good. Um others who are delaying that computer costs have gone up about 200% for for Chromebooks with everything. So um thanks to Brian Tobin and his department for you know getting all of that stuff ordered um and everything. So those

041were those two meetings. Then we had CCC today. Um CCC today heard a presentation from Anita Bliss regarding the heritage uh for spa Spanish speakers class 2. We spoke last spring about the Spanish for native speakers or heritage class one uh that was approved. So they'll be bringing that forward um for that class that will be for the 2728 school year. Um, in addition, we had conversations regarding something else related to health and it was important, but but it was not important enough to take any action on. So, Stephen will talk about that later at some other point when it becomes relevant. Um, and then we spent the rest of the time talking really about the bylaws for CCC um, and working on those and kind of updating them to to address um, the CCC

042that the district wants moving forward. So, did I miss anything that was of any relevance? I'm looking at our people here who were there. So, we're I'm done. >> Thank you. >> All right. The next up is our information items. Um, first one being our FOYA report, which is in the packet, and the other one being the 2026 school maintenance project grant, which I think Andy spoke about just a little bit. >> Just a little. Our next item is old business with the middle school schedules. >> Yeah. So, I just wanted to bring up that we are we've we've been having the conversations with that. I think we're in a good spot. The the committees have have been meeting. The principles have met um and shared some ideas with them about some possibilities of some

043schedules. Um that would allow for more of a straight kind of 50-minute period. uh would not get rid of all of the overlaps necessarily within the schedules, but would certainly allow for some consistency across the board. Right now, they're blocked and language arts and math have this blocked time and math or science, social studies have different time. So, kind of be evening all of that out. U we're meeting to kind of look at some of the language and look at how that impacts um both core and encore uh as far as their teaching schedules and that. Um, but I think that I feel that we're in a good place with a lot of common ground of where we wanted to go in order to have hopefully offer more um encore opportunities for students particularly at

044sixth and seventh grade. It's a little bit limited at 8th grade just with the language course that's in there and with the with the current schedule, but we did want to keep in line with the current transportation schedule so that we weren't adding extra routes which would have been um would have been costly uh and to ensure that we're not having to hire, you know, a lot of new staff across the board um in in all subject areas. So, um I think that this what they've come up with, what they what has been proposed at least um is in a good place uh to to move forward without a lot of costly increases for for the district more within the regular realms of where the district would be as we grow um just in general.
