We can you get to take your seat up here on the board if you would like and you can read the oath from there. I apologize it's kind of long, but if you'll stand and read it. [Laughter] I, Chad, do solemnly swear that I will faithfully discharge the duties of the office of the member of the board of education of central communities school district 301 in accordance with the constitution of the United States, the constitution of the state of Illinois

I further swear that I shall respect taxpayer interest by As a faithful protector of the school's district's assets, I shall encourage and respect the free expression of opinion, but my fellow board member by my fellow board members and others who seek a hearing before the board while respecting the privacy of the students and employees. I shall recognize that a board member has no legal authority as an individual and that the decisions can be made only by a majority vote at a public board meeting. I shall abide by majority decisions of the board while retaining the right to seek changes in such decisions through ethical and constructive channels. Gan Meyer residents. We get one day July 4th to honor our country and one month

005June to honor Pride Month and no days to honor the biblical family designed by God with one husband and wife and children. I would ask the school district not to celebrate Pride Month. Nearly 10 years ago, I felt compelled to stand in support of the transgendered students who had been allowed to use opposite sex bathrooms in the schools. Hear the compassion in my voice for these pre precious young people. My support came not in the same direction this country was moving to, but in indignation that these transgendered students were being helped by affirming their mental issues. As a master's prepared nurse, I checked out the many research articles testifying to the board that environmental pollutants from microplastics to synthetic birth control hormones were messing with vertebrae reproduction from fish to humans. It looks like this.

006A male turtle exhibits female behavior and has eggs in his testicles. I listened to numerous transgendered students testify causing horrific repriced memories to come flooding back. My adolescence causing overwhelming anguish putting I'm shaking. putting these old memories into a whole picture. For the first time, I had experienced insomnia, hair loss, nausea, complete preoccupation with trying to hide what adolescence had done to my body. By the end of high school, I had gotten over it. For such a time as this, I had been transgender. In 1971, I was called a sexless sixth grader. My peers commented not so nicely about my clothing and even the way I walked because it was like a boy. The mental anguish over puberty was severe. There's no test for transgenderism. Subjective thoughts only by the person. So please don't dare

007say that I wasn't one. People say that. Oh no, you weren't. I went through mental agony and I went through it alone. That's the only test of whether you're transgender. The agony. While sex change operations were available, even there was no one to affirm my mixed up thoughts on my adolescence. No one appeared, even my loving parents, to notice anything was wrong. I was not affirmed, and I kept my body parts inside and out. I praise God I wasn't raised in this time. So many of these transgendered young people are finding that the reality of the many operations, hormones, and hormone blockers don't fix the underlying mental issues. Not to mention the adults who affirm them and sometimes lead to irreversible irreversible sterilization of our youth. Thank you. I must speak out for these young

008people so much like I was. Thank you. Um our next is going to be I apologize. I forgot my timer that usually shows you. So I apologize if I interrupt you. Um PK per P perk Thank you. Good evening. I'm PK Parak. Uh my comments today are about uh community engagement and transparency uh which I've talked about a few times, but things are necessary to build trust in the community. Um the first thing regards the uh superintendent search process. Uh there are a number of good proposals in your packet. Look forward to hearing your discussion about that later. uh whichever firm the board chooses, I encourage you to fully utilize the options for meaningful engagement with a broad range of stakeholders, including district staff, unions, parents, students, and leadership roles and otherwise voters without kids

009in the district and key community organizations to get input on the attributes of a new superintendent that are desired. and needed which will inform the job description that you post and the selection criteria. And then during the interview phase, utilize the option for candidate interviews with stakeholder groups representing district administrators, parents, and other community members. So they may provide you with feedback for you to consider before you make your final decision. Doing so will ensure broad engagement by stakeholders throughout the district and the community and build support for your ultimate decision. Uh the proposals also include some great points on how to provide transparency throughout the green process. And although you may pick only one of the providers, I think you could look across and pull in some of the great elements that other ones

010proposed. Second topic is on um meeting notices uh minutes and streaming and reporting. Um I think I think you know um that uh in principle the more the district can do in public view the better. Um you know right now uh everyone has to go and like refresh the page on the on the board meeting site um to look at the agenda and determine if there's a meeting. Uh it would be better although maybe you're not required to do so. it would be a better practice to send an electronic notification out, push out uh notification of regular board meetings, time changes, special board meetings, board committee meetings which aren't even posted, although they should be uh I believe under OMA uh district committee meetings and other forms that are subject to open meetings act uh

011or that contain an agenda item for public comment or that are expressly for the purposes of community input. How can the community provide input if they're not notified? Uh also recording those open meetings including all portions of the open meeting. So for example, you have an open meeting, then you go to close session, you come back to open meeting. Typically on the last part, you're taking the decision of whatever you were going we're talking about in the closed meeting. You're taking the decision in the open forum. That should also be recorded in stream, but typically isn't. Uh okay, next topic. Um thank you PK. Thank you. I'm sorry. Okay. If if anyone else has time, yield to me, I can finish my comments. 012communication. All right. So I was reading through the agenda for today and I wanted to just strictly stay on communication for today. So I put this together. We recognize you have a new board and we encourage board members to reestablish the trust in our community. The only way that this trust can be reestablished is with open communication. So I encourage the board to re-evaluate the one-way conversation which you still have in place on the agenda. I find no statute which prevents an open dialogue, a back and forth between the commenters um and uh between the residents and the schoolboard members. You have a big job and an obligation to the community to reestablish the trust that we once had with District 301. To conclude, the only only by having an open dialogue with our community

013can you reestablish this trust. We encourage all sides to be rowing in the same direction. We will never agree 100% with each other or at least that's pretty odd that'll happen. Doesn't happen in life. Uh but in order to come to a uh reasonable covenant with our community, we must hear each other and every uh that starts with a two-way commun conversations. So um I didn't write that right. Anyway, so it starts with two-way communications. If you're going to go to a one-way communication, you're not going to be able to reestablish that trust with the community. And that's the best way to do it. And I've talked to some board members about, you know, having a forum where we could all meet with every different uh governmental agency or taxing body within the area. Um,

014and then have that open format. I prefer it here because people show up, but we can do it other ways as well. But again, that's really the only way you're going to reestablish the trust that was lost. We had you have a big hurdle ahead of you to get that trust back and people are expecting to get that trust back. Okay. All right. Thank you. Thank you very much. Uh, next is Dave Chapman. 015the previous superintendent formed a community advisory team. That's one of the committees on your list for discussion later in the agenda. Um we only met twice uh initially in January and then in February. We never got to the intended purpose, which was to provide input on the formation of the district's new strategic plan. And I know there's a change in leadership, change in board. It's always changed. So, you know, things are changing, but um you know, it's been 5 months now and we've not had any meaningful discussion around what the committee wants to see in a strategic plan. We could have used that time to gather input um for your consideration. Uh and so uh I'd encourage you to to retain that forum or another one like it uh with a broad range of stakeholders

016from the community and to utilize it to discuss topics that are likely to have a broad range of community perspectives. It's a great opportunity to hash things out and kind of understand what all the issues and concerns are. All right. And my last topic is uh one that I've talked about a few times over the past year, which is uh advanced learners and accelerated programming. Um, we the parents uh uh of advanced learners remain interested in working with the district to expand options for accelerated programming in Central 301's elementary and middle schools. Several months have now transpired without engagement from the district to get input from stakeholders like us. Um, we also heard from a teacher in a previous meeting um with similar sentiments and we're at risk of missing a window to take constructive

017steps to better serve those young advanced learners for this fall. Now, I think there's still some steps we could take in a positive direction if we engage soon to have a dialogue and we can build on that to do additional things for the following year. Thank you. So, and some some of the things I hear comments of are like, "Oh, gee, I only had a chance to skim over the board board agenda." Some of them some of the board meetings I

018go to, they might have 500page agendas. So, I know that's a little difficult, but um so then they end up voting maybe for something that maybe if they had more information, they would vote differently. So, I'm just like encouraging you to really spend the time to to uh do your homework on these agendas and if you have especially uh contracts with certain uh businesses and things like that, um we're kind of finding a lot of things that not necessarily here, but other places that um really could use some exploration. So um and then I think uh somebody already mentioned about the special meetings. I would appreciate it if if um because we don't check, you know, most of everybody I know here is is busy with something and and it's just tough when when you

019like hear I did I was aware of that the first special board meeting of that that you had this month. Um someone else alerted us but it was that morning so you know I didn't have wasn't able and actually I didn't see it till the next day. So, but anyway, um that would be, you know, just open more communication, I guess. And if you know, I know sometimes maybe the thought doesn't occur to somebody about stuff like that. So, um anyway, uh so yeah, that just helped the transparency thing. Um the I was reading about the mobile unit that was purchased and I recall it being talked about, but I don't remember it being voted on. And I'm like, that's an awful lot of money that 270 plus or minus,000 for a mobile unit. And

020I don't know, it seems kind of expensive anyway because I think you could buy a double wide mobile home for that, you know, that type of house for a house. So anyway, um just throwing it out there. Um and I'm not real appreciate appreciative of the the term equitable. I don't really like that so much. Um they can right right now, especially with the climate of things. Um the title n stuff um equitable isn't a really good thing in my opinion. Um because especially like they're talking about the kids that maybe have are a little I don't know what you want to say more advanced in their learning. Thank you. Okay. Thanks. Dan, you want to come forward on the FF FFA land agreement and before we get discussion motion second start the discussion? Okay, I need a motion and a second to discuss and approve the formal lease agreement between Central and the FFA alumni organization. A motion motion and second roll call please. No, thanks. We're good. Can I give you a little background to see if there's any discussion on this? So, the agreement that's in front of you is an agreement we've been working on with our FFA alumni association that the district has worked with since I've been here. Um, but we haven't

022had a formal written agreement. So, we've been working on this agreement for better part of a year, maybe even longer, trying to get uh verbiage together that was protecting of the district and equitable of the organization. So, there's been some back and forth with them. I think we've come to a good conclusion here that liability and things like that and understanding what their program is going to provide our students are in this document. we have an actual contract with them because we are giving them something and we're actually getting something in return for our students. So that's where this document comes from. You really characterize a little bit of the history on how this all developed. So the the to me I think that Yeah. So the the um FFA alumni association has um farmed

023and utilized u district properly property directly or indirectly since I've been here for the benefit of our students and the FFA program. Um, when we started some of the agricultural sciences programs and some things like that, there was student involvement and having this opportunity for our kids, actual farming exercises, how they sell the grain, all the processes in it seemed very beneficial. They they did have um a plot of land at the Rorson property for a while. That was an agreement that I was part of years ago. They had since worked out a negotiation with some other farmers in the area. So, it's local farmers, local families that participate in this. And again, we haven't had a formal written agreement. So, that's why we have been talking for a while about getting something in place.

024Again, just to cover the liability pieces and to make sure that the organization understands why the district is giving them that land. We're not receiving any compensation for that. We're getting stuff for our students and for our FFA program. So, any other questions about that? My thought is this would be an annual agreement. So in case obviously something changed on the district property and we needed to utilize it in a different capacity, we would have the flexibility to do that. 025committee meeting um a couple weeks ago um led by led by Dan. um learned um a little bit more about um upcoming capital projects um for next year. Um I think the biggest being Dan, please feel free to come up if there's anything anyone has questions on, but uh re-roofing at HBT I understand was um recently bid and will happen this summer. Correct. um and um just had some um brief discussion about um our two new architecture firms and um understand the district um staff met with them to um to get um things going and figure out how they would divide up work. So thought it was a good meeting and um good information. Any questions from my other board members on that? I did attend that meeting and I shared with you their commitment

026not to spend any money on their orientation of our facilities and grounds. I think that was a concern that all the board members had architect firm. I I I would agree. It's um as as one myself, it's a cost of doing business and that's basically what they said in that letter. I shared it with all of you that I wanted them to go on record in writing so we're not spending more money for them to get to know us. Correct. That's all. So, because we kind of started, Andy started with that. So, I'll kind of just go into

027some of that stuff. Some of the other things we talked about obviously the um country trails mobile that'll be another um capital project. Those will be our two main projects for this summer. Um that mobile again tenatively is on the docket to be delivered uh the week of 4th of July roughly four-week install. Um shortly after the first two sections are done, we'll be building the connecting link in between the two units. Um, that was something that was discussed with the staff that they thought would be beneficial to have an area for students to enter. We're going to have some cubbies in there, kind of make that a little bit better usable space. That's something we've been talking about at the facilities committee. Also, um, I want to just give a a high school track

028update. So, we met with um all of our uh partner firms, our engineering firm and um architect. we came to the conclusion that doing the track this summer would would not be the wisest long-term move for the campus. Um so our their recommendation was to look at the facility the stadium upgrades as a whole. We had some preliminary estimates from a vendor that Mr. Jesus had reached out to that we could be anywhere in the six to9 million range for full upgrades turf the whole nine yards type upgrades to the stadium. So thinking about what we're going to be long-term, what's going to be the best. We don't want to put in a track and be shortsighted and have to tear up the track to do something else. So we decided it would be best

029to hold off on that for this summer and talk about bidding that this summer and doing it in the spring. So we've been working with uh Mr. Jesus on kind of what that would look like and how things could be modified in the athletic world to get that done. So, that's something we're still working through and talking about and we'll probably bring some more information to the board on that next month. Um, couple of the other things, um, odds and ends for this summer work. Obviously, the two major capital projects. We know space is an issue. So, we'll be making some modifications at the high school, at PK, at HBT, and at Prairie View to modify some small storage spaces, some office spaces that aren't that we could utilize better capacity, knocking down some walls,

030building some doing some things to kind of make those spaces more usable. So, that'll be a project. And then we'll also do our usual painting and flooring updates that we try to do annually in the summer. We always commit funds to that to keep up the up upkeep and the aesthetics in all of our buildings. So, we'll keep doing that this summer. Um, two other um items that are on the docket are also um we know we had the well issue at CMS and we have that power um running above ground right now in a temporary capacity. Uh we're going to look at getting that buried. So, we'll dig up that that water line going into the building, double check, make sure that that's in good shape, get that line buried, and get that finished

031this summer. And as well as looking at the issues we've been having at Prairie View, we've been having some power issues with our main feed coming into Prairie View. That's kind of been giving us some fits the last couple weeks, thank God, for generators. It hasn't affected class and education um in any capacity. So the generators helped us out in that capacity, but trying to get to the bottom working with combat and our electrical contractor on kind of what that issue is. We're still kind of working through that. Have we figured out on what end that is? Is that happening on our end or com? We we're still we're not 100% sure. It looks like it could be the power fee coming into the building is inadequate. We've added things on. We've done a lot

032of things. capacitywise it should work but you know you're you're dealing with percentages and a lot of variables so there could be something in that. So that's why we're trying to work with KMED to have them test their stuff on their end and make sure it could just be a bad main breaker for the building. That's another thing but just that breaker is like $35,000. So we don't want to guess on a $35,000 breaker and then it not be the issue. So, um, so that's kind of the the summer updates. Um, uh, Mr. Jesus and myself are still working on our facility rental procedures. We we want to get that done and get that rolled out for next school year. So, we'll be going we had the attorney went through some updates on that document.

033So, we're working through that. So, hopefully I'll bring some more information to that to uh in June to the board to kind of look through those actual documents and kind of see where we're at with those. um central district girls softball. Um so Dr. Powell and myself met with them. I know they sent some information and sent some questions to the board. Um Mr. Jesus again and myself. We do a lot of stuff together. We're together all the time. Um have been working with them pretty well on kind they have some money to spend. Want to do some upgrades to Lily Lake. Obviously, in the the condition we were in and kind of in limbo and not sure not sure what we were going to do, we didn't want them to commit tens of thousands

034of dollars to the campus and then us have to make a decision on doing something different over there. So, we've kind of been holding them off, letting them do little improvements, but now they're in the to the point where they want to do some major improvements. in looking at that document and when we met with them what I shared with them and again we've talked about this before to do work on the district property engineers permits the ROE there's a lot of other things that come into that whole process so in talking through that with them for them to even start looking at the things that were in the document that they shared we really need to get our engineer involved in that process that would be the first person we we got to look

035at water detention if they're talking about paths, where we're putting trees, you know, kind of what they're doing with fences, all those things have impacts to that site from a civil engineering. So, what my thought is, we would have our civil our district civil engineer, Ericson Engineering, look at the campus, look at what they're talking about, and kind of give us an idea on what we can and can't do realistically. Obviously, that's going to be an expense to us. So, I guess my question is, do we want to commit commit those funds to do that? I haven't even broached them. So, I don't know if it's going to be $2,000 or $20,000. I have no idea, but I didn't want to even broach them until Are we at least get a proposal so we can

036talk about Yeah, we Yep, we could. If if that's a direction we want to go, I don't think it hurts us to to find out what it would cost for them to Yeah. to do that. I don't think so either. Um, and maybe it's something that then they're I know it's cost to us, but maybe that's something that they can contribute to as well in paying for that cost. Yeah. So, I'll get a proposal from them. Um, I'll bring that back. Again, this is probably work that'll be done after their season anyways. So, I'll bring that information back to the board in June and we can have further discussion and then I'll also get kind of a schedule from Ericson to see what time frame or something knowing that if we get approval in June,

037kind of when they could have that work done. Um, and then kind of what Andy alluded to, the architect update. So, we did meet with both of our architectural firms, Dana, Dr. Paul, and myself, got them in the same room and said, "How do we do this?" That was kind of my way of kind of starting this conversation. So, that's literally what I said. Shake hands. How do we do this? So, kind of where we came as a as a starting block. They did definitely commit that they're not going to charge us to get to know the district, but how they're going to get to know the district is our capital facility assessment and then look at our capital improvement plan and our health life safety plan. So, that's the direction we're going. We're going

038to have STR work on that um capital uh facility assessment and then we're going to have Wol start working on looking at our capital improvement plan and our HLS plan. I think that'll give both firms a good opportunity to get to know the district. That'll things that'll be starting this summer rather quickly. Give them an opportunity to probably get some feedback to the board later in the summer would be kind of like a report on kind of where things are at as far as that goes. That capital facility assessment is probably going to be every bit of probably pretty close to a year, nine months to a year based on the conversations. We have data that we're going to be sharing with them. So again, this summer they're going to be busy just kind of

039putting that stuff together and kind of figuring things out, but I think that's a good starting block. Um, and then we can kind of use that data to kind of move on from there. D plan both was spring of 26. Is that where we're at? Yes. For for the Yeah, the capital facility plan. Correct. Be looking Yeah. spring of 26. Spring at 26. Yes. Great to hear that moving forward. Yep. Uh, and then the second meeting we're going to do, so we do have current contracts with our civil engineer and our mechanical, electrical, plumbing engineering firms. So, in the next couple weeks, we're going to get all of them in the same room and kind of talk about how they can support, you know, the architects to getting to know the district and kind of

040getting all those documents together. So, that'll be the the next big group meeting in that process. That was a lot. Any questions about any of that? Thanks. Anything? Okay. Question on the mobile. Yes. They're all self-sufficient. Correct. Correct. When students go from the mobile back to go into the school, how do they get in and out? So, there's a set of doors that has a key fob that's right there on the sidewalk right off the corner of Country Trails. And actually, at all the buildings, they have a key fob and they're within, you know, 100 ft of the door where they come out of the mobile to get into the school building. If a kid gets called to the principal office, they walk out with a key fob that gets them back in or out.

041So there there was a lot of discussion about about how that happened. It happens differently at every building. So some buildings they utilize walkie-talkies and then they'll have staff members communicating that and somebody will escort them or receive them. Some buildings have we have given fobs so the kids could have access to the building using a fob. Correct. Thank you. I've been asked about canopies covering the walkway. Has that been something discussed? That's something we looked at that when we originally did the mobile. There's a lot of things with those are temporary structures that have to be a certain distance away from the building by code by fire code and with the ROE. So connecting those structures to the building, there's really not a good fire rated assembly that we could do that based on

042conversations we had with the ROE and looking at fire code. So that's why we didn't go that route. I would concur. I knew the answer, but I thought the public should hear it. Another question about, and I apologize to keep hitting on this topic, but with the mobiles and the kids going back and forth, have we addressed any concerns about kids being outside by themselves moving between a mobile and a and the actual building. So, I think a lot of that conversation was was based on them being fifth graders. So, I think that was where the original conversation came and having fifth grade students out there and being more comfortable with fifth graders being able to do that. It's again, it's a fairly close distance. They're going outside for recess. I mean, we have there's

043a bunch of different conversations about that. So, we've went a lot of different directions on on how to the best way to do that. But, that's kind of where we ended. where my question came from is heard you keep hearing about students walking going one by one or going by themselves into the school and they kind of get forgotten about they're standing at the doors for an extended amount of time. So I was just wondering if there was actually a process forward but if they do have keys yeah they there was yeah we we had issued key fobs so those students that are transitioning should have access to a key fob to get into the to get back into the school. Yeah. And they and my understanding is they're received by somebody whether it's a

044specials teacher whether it's a you know whoever it is speech or whatever they're going into the school individually for my understanding is there's a staff member that's receiving them whatever they're going there for. Thank you. Yep. Anything else? Yeah, somebody else superintendent process. Hopefully everybody was to bring your ask to bring your calendars. Uh if you're going to start meeting the we put out a request for proposals and we you have them in front of you. So, if you'd like to give us some dates that you're available or would you like us to choose? Is there any date you want to stay away from? Uh, would you put out a request for dates and we can see coordinate that? I want to get through in early June before you start taking your vacations through June

045and July. It's going to be hard to bring all seven of you together during July and that's just normal. Unless this group never takes vacation. I figured I'd get a laugh out of that. All right. 052so, Griff was kind enough to to get us those committees. And then he's also going to speak about another committee. So, what I might be doing is asking board members, including Mr. Hurst now that he's here with us to um if you if you want to change um the committees that you previously had or if you'd like to stay on your current ones or if maybe you'd like to be added to another committee um and so we'll pass on our list of the committees that are not board involved. Also, there was a suggestion for a a finance budget committee. Uh that's something the prior superintendent planned on setting up. Uh and it is a very common committee in almost all the districts I've ever been in. A budget finance committee uh is pretty typical. Dana,

053I can't wait to meet the new budget committee, but that is something that is very common. It is not common though for things like insurance committees. It's usually the union and and administration look at the results of trends in insurance. It's something that if the board wanted to be involved, uh I' I've sat through many of them. Not very exciting, but uh it's it's very important to our our union members and all our employees. So, there's a number of of these committees that uh like the calendar committee. The board has the final say so on the calendar. Uh, however, we we try to do as much as we can work to prepare that calendar for all of you. And even that that said, I wasn't at the meeting, but I heard somebody didn't like the

I thought it was, but if you wanted more involvement in a committee like that, you want to assign a board member or two board members, you could. So, it's up to the board. There is one Griff I've heard exists, but I haven't been able to see anything out of the threat assessment, the safety committee. a safety committee.
