e e e take roll call aif here Fulk pil here Nolan here papis Gorman here motion second to appoint a secretary protim so moved second who for me finish who are we have secretary great thanks accept yes Nolan yes a yes yes Gorman yes motion is passed Motion in second to approve tonight's agenda so move second aif yes P yes Nolan yes gourman yes motion is carried now please join us in reciting the Pledge of Allegiance like to thank everyone for coming out and uh waiting for the train sorry I was late many of you um Dr M yeah welcome everybody thank you for coming out for the visitors at home uh we do have a few people i' just like to recognize tonight uh for the board of education so on far back we
have Marilyn Mata she wants to stand up it's m right mat sorry um she is the new principal for PR I'm sorry preview elementary school so she's coming to us from uh Elgen School District had worked there several 20 plus years SEC 24 years and so coming to us we're excited to have her uh big team effort in terms of finding her so we're very very excited uh to have her join us so thank you R welc welcome Kristen nocki um stand up please Kristen nocki she's been with us for several years uh she worked as a special education uh teacher for a little bit then she was a coordinator for us she's now going to be our assistant director uh of student services working alongside Sarah uh since Mike has retired Sarah is the
new director and she'll be the assistant director for student support services so we're excited to have Kristen join our admin team um Nicole Brady uh she is uh she comes to us from Rockford public school um actually is it even Rockford public school it's it's it's a County right County Office position executive director worked in at RIS school as the executive director for three years prior of that she was in elementary school um as well as some other well3 chart okay thank you uh so we're excited she is the uh new assistant principal at Central High School Central School welcome other not here so all right want public a comment we have Mike MC yeah Mike oh that okay so I'm here I'm have Plato Township I'm getting a lot of calls in my office
asking me questions and I don't have the answers to um so I'll give you an example of one question that came through someone called me and they said they want to know how the data is being collected for RSP um and I've had some conversations that didn't go very far with RSB myself um so so here's how her question went basically she said she has a student that has graduated but goes to another program but they you hold a diploma here so they're still going down to um what's that program called Valley Mid Valley yeah Mid Valley so we're wondering so if you get counted here are you getting counted it down in Mid Valley so is there a double count even even though they're not in here they being counted in the data so
this is just one example so we're kind of wondering you know is there a number of cases like this where people could be counted twice and that's going to slant the data now when I talked to RSP they said we'll contact you if we have any data we need how do they know who to contact and who has data other than going to the school they wouldn't even know what data I have to even ask me for anything so I don't know so I encourage and find out if RSP is going to reach out to more people than just the tool cuz we all I want at Plato Township is things to be fair that's all I'm looking for and that's all the people in PL Township are looking for um so I guess you
call that transparency right um let's see so I guess that's the main scope of my example like I said when I get calls I don't know how to answer it U other than yeah we like to get people's transparent as possible okay ask him to call the district office more any ask him to call District office I'm more than happy to answer any questions some I think a lot of people are afraid to call district office for some reason I don't know why it be that's up to them um I can refer that but but again I'm you know I don't know why they're calling the township but they are and that's okay I just tell them what I know and sometimes it's not a lot okay all right next up is G Meer hello
gan Meer Christian resident ex-transgender what we focus on or what someone else focuses on uh tends to increase our interest in it so for example when I get my gardening cataloges in the spring I begin to become avidly interested in gardening oh that our school children would have Educators focus them on such wholesome Pursuits instead our education system increasingly focuses on critical race Theory black lives matter and gtq interest as seen when I perused the Central High School library site a few times in the past year or so today I hope due to my poor technical schools only I could not access the library in the same way as they had in the past in which I found students were directed to areas that Educators desired them to be interested in large blocks with labels
and two of the first blocks labeled critical aace race Theory or black lives matter and LBGTQ most taxpayers would like to see the focus be placed on subjects they would like students to be directed and these would not be it Carl Marx needed the max masses to rise up and be and Revolt to obtain Marxism when the masses would not he decided he needed an oppressed class hence as we move towards totalitarian government and losing our beloved freedoms Marxism we have socially engineered oppressed classes people of color and gtq instead of treating and respecting all students the same until their behavior doesn't justify respect EG thugs we put the needs of Select groups before all else to their detriment we're not helping them not their benefit and to the detriment of our entire country I
believe these two groups of people are being used once again remember the tuskes syphilis experiments on black males they're being used and they'll be tossed aside when they're not useful anymore that's my belief but in the past I hand chose the church headed by a black Pastor whose family had come out of slavery he preached valiantly against black lives matter and critical race theory in amazingly understandable language saying it was Reverse Racism amongst other things and his church was filled with every skin color and cultures all listening to God's word preached and worshiping Jesus and we loved each other without regard to skin color it it gives me shivers to talk about it it was beautiful I picked my african-born black gynecologist not because he was allowed into Medical School unable to pass the mcats
Tess needed to get into medical school as is now the case but because a bunch of white Gynecology nurses said he was competent in all ways the best hm my pastor and my gynecologist black I think that means it's true that I Believe We Are All One race the human race made in God's image the black Pastor said that when there was a dad in the home the markers of success for black children leveled out similar to Caucasians that black people tended to focus we talked about focus at the beginning their children on Sports while whites tended to focus on academics he said you tend to get what you focus on let District 301 focus on academics and on Pursuits that the taxpayers would agree on thank you so much thanks J next is Virginia
Rano hi there um I'm here more to talk about the tax situation um regarding the tax levies I'm just hoping you guys don't go raising the tax levy or having other truth and Taxation hearing um amongst yourselves and that maybe that you include the general uh public uh in on that let them in on uh yeah what we feel about that um because right now I'm feeling like we've been hoodwinked and robbed you don't need more of our money I want fiscal respon responsibility that I'm not seeing um and I would like to thank you for uh we haven't seen evidence yet but if you have hired RSP I I am grateful that you've done that so that we can get a fair analysis on the whole situation so that's all thank you thanks Virginia
all right move on to action reports uh we need a motion second to discuss and approve the consent agenda so second um included in your board packet or your revenue and expenditure reports um revenues are currently at 105% and compared to 101.9 a year ago expenditures are at 10.57 compared to 99.99 a year ago um these percentages are pre- audited numbers so they're um they might change after the audit there's usually some journal entries um northern Cane's revenues they exceeded their expenditures by $117,000 for the year um which increased their um fund balance to 179 um District impact PS we received $324,700 for 34 home starts for the month of May um looking back at um prior years it's the highest we've had in in quite some many years no transition fees were received this
month um total impact fees came over budget by $500,000 and those went into the capital projects fund and then transition fees came in a little over budget um by $2,470 uh bills payable for both Central and Northern cane are typical for the final June payout that we do and then the month of July um and then I kind of just reported in the board memo that um some of the bigger payments um Mid Valley special ed Co-op tuition was $3.3 Million um bus leases to two different vendors total $2.2 million and then we had a construction payout to for the new high school edition for 1.1 million and then our audit begins August 5th any questions for uh Hil yes Nolan yes a yes Corman yes motion is carried uh next we need a motion
second to discuss and approve the adoption of biology textbooks so moved second so this came forward for you guys information uh director books is here if you have any questions for him PR to making the approval so do we have any questions the books have been on public display for obviously more than 30 days because we didn't have enough time between the first meeting and last month therefore they stayed on public display until I don't know half an hour ago when I walked to get them to bring them right here so we saw those already right yes two months ago yeah no questions no question question questions on that you look like you want some questions he's waiting for it maybe we save them [Laughter] all okay Tempo yes Nolan yes a yes Gorman yes
motion is carried next motion second to discuss and approve the adoption of chemistry textbooks so move second any questions Stephen all right same thing noan yes a yes pil yes Gman yes motion is carried well thanks for coming up with got one more one more I think I can go sit down and come back oh oh you do okay need a motion in second to discuss and approve the renewal of veternary affiliation agreements so second so last month uh a handful of agreements came through already so those were on last months two more have come across uh our docket here so I've updated and put in a memo to get case which is Companion Animal specialty and emergency and the Kendall Road E Hospital uh very near the high school it's on the next Road
over um approved again these are past location so we're just reapprovals where our internships happen and hopefully we'll have a couple more uh either next month or the following month so that we get all of our placements again secured so our students have access to those uh critical internships that they need thank you a yes fil yes Nolan yes Gman yes motion is carried thank even next we need a motion in second to discuss and approve the ni executive board ballot so second uh last month I brought this forward we are part of the northern Association ni that's for the Harley hearing program and so it is required that the board a ballot from the executive board and so I'm just looking for approval from the executive board for the board ballot as written as
written there's only one person for each position aif yes Hil yes Nolan yes Gorman yes motion is carried all right new motion and second to discuss and approve the tenative Northern Kane Regional Vocational system EF budget second so tonight I'm presenting to you the fy2 K Ted a budget um and asking you to formally approve it it was um posted in the Daily Herald it's been on display since this morning um at the district office on our website so it'll sit for our 30 days and then next month I'll bring back the um final budget um joint annual budgets which is how when Northern cane falls under um they they're required to be submitted to ISB by September 1st so that's why we bring them uh the month before centrals this slide is the same
as every year it's just kind of shows you um the four schools that are included um u46 300 301 and 303 um and the goal is just to provide more Partnerships and collaborative efforts and shared resources between those four schools flow of funds the money comes from is goes to Northern Cane's program and then we distribute it to the schools based on their expenditures um as they spend their money this slide has a bunch of CTE programs that we offer um graphic arts was a new one that was added this year um each year we try to continue to strengthen and and enhance the programs that we have um Graphics Arts is at um the high school Central High School summer internship opportunities those um on the side you can see all the different types
um or the sections that we have these are paid internships and they're mostly for juniors heading into their senior year so they've had um some course workk already done um this year we've had over 150 students participating last year we had 83 and the year before we only had 52 so you can see that how um expansive that we've grown in just those three years um these are some new pictures of some manufacturing places um Fasteners um Alta equipment in South algen for diesel um some CNC work in there too these are the regional programs that we have um offered um same thing trying to expand opportunities new opportunities for all the students within all those schools um those are yep regionals um Grant is two grants make up these sources so you got the
Perkins and you've got your CTE Grant um we've had two other grants that those have expired um so all of your expenditures are are fully funded from these two grants one's a federal and one's a state so fi25 revenues and expenditures here we see the UN audited beginning fund balance of $445,000 $179 um revenues and expenditures Broken Out by CT and Perkins and then the ending balance would be the same um typically in this in this budget usually some of the stuff that didn't make it in for this year will roll into next year and then the same will and for next year will roll into the following year so it's pretty flat um so that's why the revenues and expenditures equal um and that's where we project our ending balance to be if that
all holds true cte's grant allotment um you can see last year's compared to this year it's flat um as of the tenative budget when we were putting this together um there was there was um the state said that they were going to give more money we didn't know what that would be um these were the amounts that we allocated for the different buckets so you can see broken down by salar Services supplies and then the four schools um so money shifted within those categories but not the grand total is that shifted due to enrollment based on encre it's based on enrollment 46 okay um and yeah u46 is I think in R is kind of staying flat so that's why they went down where other ones of growing so then they got a little bit
more of the pack um we did get um word that there might be a pretty sizable increase coming so once we get that it'll be next year's or next month's final one we'll put all those numbers in and this is just a little bit more breakdown um a little bit more by your functions so you have all your different functions and then based on services or salaries and benefits that then breaks it down into that 1.3 million in the in the far right column that you can see for CTI pretty similar from last year um Perkins here's Perkins from last year to this year a little bit of a decrease about a 12% decrease um from 24 to 25 and most of it's due to as we kind of reallocating some funds that they had
from the prior years and this is what was left over and so then we reduced the amounts and then here's Perkins just broken out by a little bit more by the account numbers a little bit more detail that's it we do have director stro here if there's any questions specific to the grant or the budget nothing stood out to you as far as looking the numbers just reallocating and yeah the fund balance that we had the 1.3 whatever the fund balance total between the two of them just how that was divided right so u46 was significantly less for that first one okay and like I said with the new money coming in that it might be sizable then all of those were going to change so we we'll have that next month right thanks all
right aif yes Hil yes Nolan yes Gorman yes motion is carried motion second are required to discuss and approve the serious safety hazard findings for CHS pkms PV Lake CMS and hbt second uh good evening I'm Pam Porter director of Transportation um attached in your board packets you'll find uh Illinois Department safety hazard findings information on six specific areas of the district along with some detailed information on each of those sh sections showing speed volume traffic Etc um all of these are based on points and anything that is above 12 points or more is declared a serious Hazard um we're looking to have the Board of Education uh approve these areas that we've given you so that we can uh submit a formal claim to the Illinois Department of Transportation um so that we can
receive additional funding and once we receed that we would put the claim in to the Illinois Department of Transportation about 30 days and so then we'll know currently these six locations are currently we're picking students up they are not walking across it's directly across PL Center goes to high school hbt same one that subdivision comes across uh two of the areas uh we also have some areas over in the alga corridor that's correct problematic because you have to come across nestler and then also Li link is back on the sidewalk that comes up so getting L Lakes from one location to Lily Lake is also Edition been there for a while this is just allows us to get the reimbursement plates uh because we are doing that one of the things we're talking about for
next year and we haven't looked at the cost differential is getting um currently I check of Elgen we cannot get crossing guards they don't provide those for us through El some of those locations but can we get crossing guards instead of busing uh to save us in some busing routes and have kids walk instead uh we'll look at the cost to benefit to that I mean I think with the new West Point Gardens going up if they put that path all the way down correct that would be right at the entrance the bus entrance even there that would be awesome if we could get across there that's one of the areas as well yeah I mean that's a lot I already know some kids who are on the other side of Nester who ride their
bikes anyway right be responsible in seventh grade and do that so having pulling a lot of those kids over would really shift a lot for you Pam that's for sure exactly from that area yeah okay okay great all right thank thank you thank you baby uh Hil yes Nolan yes aif yes Forman yes motion is carried next motion and second are required to discuss and approve the paving bid so moved second good evening I don't have to compete with Athletics tonight this is kind of amazing um so we decided to take a real aggressive approach and try to squeeze some Paving into the summer docket because we were just looking for something else to do um and we got very lucky putting a bid out in the middle of the summer can be challenging but
we got very lucky we're very aggressive got six bids um we broke up the package in with alternates so that's why you see multiple costs in that line item we typically do that just as a budgeting tool um break it up into feasible sections just to kind of make sure that if for whatever reason things are over budget we can take things out Simply it's a more cost effective if we have ask a contractor to give us a bid and then just take things out we're not getting we're getting Pennies on on the dollar so we do it this way that just gives us some flexibility going into that bid opening um so we were very lucky we we're under budget for the total project um with both of those things so and it worked
out really well between the two um closes contracts like 115 bucks so that's a pretty pretty tight bid window so I'm recommending that we move forward with Abby Paving we worked with them in the past shales mcnut worked with them they've been a quality contractor what would your time frame so they're going to be as soon as you approve it they're probably going to be starting in the next 24 to 48 hours and they will be done they ironically when we did our uh scope review they had a window of time that's why they were pretty aggressive bidding it they wanted the job they have a window of time to get it in before school and I promised our administrators will have it done and you guys so I guess some way somehow we'll have
it done to start school sounds good yeah that's awesome right P yes Nolan yes a yes Forman yes motion is carried move the information items you still got the spotlights um so kind of just an update on where things are at um High School editions moving along um in the construction phases we got ceilings going in we got floors going in um we're still stuck um HVAC equipment um has not been nice to us so there's peace pieces of our air handling units that we still are pushed out till now the middle of August to receive that major component to have those Air Handlers up and running um working with h the supplying vendor and our contractor to try to come up with we'll probably end up having to do some temporary cooling because now
we're going to have finishes going in and stuff so we got to protect all that stuff from humidity and things so we're working through those but the rest of the stuff everything's kind of kind of moving right along so it's that's looking good um generator project so we uh did the official electrical tie in for both Prairie View and hbt so the electrical equipment's tied in probably in the next couple weeks we'll be doing startup for those so those will also be um up and running we got fences around Lily Lake and the one at the the transportation and maintenance building just to kind of protect those units and kind of keep them safe those two units are up and fully functioning now and we should have the other two up and functioning for the
start of school um our painting crew and our contract we're kind of working through that process of kind of going through and and uh getting some paintings some updates some of those things that some of the buildings have lacked we've been focusing on kind of the main entry areas hitting some classrooms and hitting things that have kind of we haven't got to over the last few summer so we're wrapping some of that up with our in-house crew which is made up of quite a few of our summer workers which has worked out well and then we have a contractor helping out with that um Lily Lake we're working on uh that uh playground also so Asphalt in that playground and making that so they'll be able to use that for parking so when that Park
uh playground's done it'll have new asphalt it'll be lined it'll be ready and we'll be able to use that for off-site parking based on some soil borings and stuff we did there um Plato Road uh I got some barricades out there so that's step one into starting to tear that up so that still is on the docket to start this week start moving Earth on our property kind of getting that road widen that project is also on the docket to kind of wrap up this year kind of tied that in working with Kane County tied that into the high school renovation so um we're working on that and then at the same time that same contractor is going to take care of um hbt's playground so that asphalt to get there's some grading issues and
some things we'll be doing out there and then overlay in that playground so that playground will be knock and wood brand spanking new to start the year too um the last thing is is our cleaning our staff is working hard we we're in a good spot where we may not need a lot over time going into the end of summer typically we end up having to work quite a few Saturdays our our staff's working hard to kind of stay away from that kind of you know save that for when we actually have to so they're they're in a good shape as far as cleaning working hard with our summer H uh summer help to make sure the buildings are cleaned and everything's ready to start school questions about anything with the renovation at the high
school are you on track now I know aside from the agback would you say we're still on schedule or did you make up some time um we're still we're still behind schedule um overall schedule where we where we'd like to be at this time you know that early on weather didn't didn't really help us we had some other electrical delays and stuff so so we're a little still a little bit behind other questions thank you thank you all right next up is the recommendation handbook revisions good evening uh Matt newquest Still The principle of prayer no middle school I was wondering I was like did he go somewhere heart skipped a beat to start off the night but happy to be here um joining me is Mr Dan Carpenter from the high school um but
I just wanted to touch on a few things here you know as Dr Manan um had referenced the last time we met um you know the the real goal in terms of the handbook move the student handbook m moving forward is unifying at all three levels um so what the handbook committee did and what they're recommending is uh we combined the three handbooks Elementary Middle School High School into one handbook this also includes the Middle School athletics and activities and High School athletics and activities handbooks as appendicies for greater convenience and consistency um another piece I'd like to highlight updated references to board policy throughout to make sure they are current and consistent with board approved policies uh board policies are linked directly into the handbook for convenience and as someone who has perused through
the uh updated document it is very convenient um updated the registration process and transfer student documentation section to be current information uh We've updated the Community and Mental Health Resources language to be more thorough and upto-date information I'm not going to read all of these um but I'll choose to highlight uh the second B on your second page if you have it uh We've aligned an updated dress code language removing the restriction on hats in school and adding that dark glasses gloves and outer wear shall not be worn during the school day we've revised language regarding visitors to our building to be consistent with current practices utilizing Raptor um specifically at the ele level um we've changed the threshold for indoor recess to be 10° with windchill instead of 0 degrees with windchill specific to
the middle school before I turn things over to Mr Carpenter uh We've adjusted language regarding student IDs at school dances from students must show school ID upon entrance to a school dance students who do not have an ID will not be permitted it's been adjusted to students may be asked to show a valid school ID or proof of enrollment upon entrance to a school dance rationale behind this um at both middle schools PK and CMS um student council really runs it they kind of do a uh oh now I can't think of it uh you know purchase added time uh real clean operation so the students specifically at PK will purchase their tickets to the dance during school lunches well we know you bought a lunch we know you're a student here so here we
go so really kind of holding up the line to show like hey here's my IDE well they have their ticket um so that pre-sale process has really cleaned things up um on our end um and we've removed language about bringing students outside of their grade and language regarding purchasing IDs prior to the dance Mr Carpenter high school there's only a few things left um he already hit on the um slight changes to the dress code so next thing would be the parking permit language we removed the GPA requirement and offering this to all first uh before offering any remaining permits to Juniors um another thing that was done at the high school level is we remove some sections and those will be inserted into the curriculum uh guide book to remove some redundancies there's going
to be added language regarding the graduation attire to align with the new guidance and the last thing would be regards to Athletics and activities um we kind of align some of the language so it ensures that students are going to be um in the building by second period to ensure that they can participate in the different extracurricular activities or meetings do we typically I know Ted's not here do we typically have to push back on that for any reason not the high school it's a big high school's been doing that it's a change in the Middle School process what was added for graduation is there like a dress code or like what it's a religious regalia to allow for religiousity and some things they want to bring St makes sense thank you right thank you
thank you thanks guys so uh four Freedom of Information Acts were responded to this month uh Miss Curts we requested had requested uh the contract and documentation requested from RSP at the time of the request we did not have the contract completed with them uh Miss shudo received request for bid results on Alternate bids for classroom Edition at Central High School including alternate bids accepted we were able to comply with the request muda also received request for steering committee minutes and documents and we were able to comply with that request and Miss Welch we received a request for email communication between myself and the Board of Education between September 1 and October 18th of 2023 and we were able to comply with that request those are the four flers we had for this month any
questions no all right need motion second to journ open session and move to close session for the following exceptions 2c1 2c2 2c3 2c9 2c1 and 2c2 so Mo second Nolan yes a yes Hil yes Corman yes motion is carried
