e e e either the state seal or accommodation in uh recognition of their Proficiency in English in Reading Writing listening and speaking as well as a secondary language that they may speak at home or have learned through our schools um fra Bliss is here who has been very instrumental in the past two years and helping to plan and execute the testing but as well as teach these kids and get them to the point because most of our German students are definitely taking that on from roughly eighth grade freshman year on so um this year um we have students 18 which is similar to last year I think it's the exact same number we also have 10 more students who are retesting again and that's primarily because in our German students have gone through and got

an accommodation which is the lower level which because whether it's not being spoken at home or just not of as much time and experience they have retested multiple times to try to get to the state seal we do have some kids that do that so we give them multiple opportunities to get to that point um once they get get that seal or accommodation they can calculate into college credit um given two years of credit for uh college level and or additional hours depending on the school's individual policies but we had students who tested um over 40 and they tested in German Spanish polish Mandarin and Hindi this year so it's cool to see that grow as well and show the diversity of who we are as a district so we will be doing a picture

and putting that on our social media um later on this week but I'm just here tonight to congratulate these 18 students and our commendations are Robert Anderson Emma Larson Joselyn pela Kai ribbons Matthew soloff AR thear Ben Jenna Brandis and those are our accommodations in both German and Spanish our seal um winners are AA baharas Andrea Guzman Lucia Lopez maganus Nicole sandborn Adriana cifuentes Victoria zalinski Jazelle navaras irini kav visus rahem Khan Kyrie arer and Melissa Montero sigura and that is in Spanish German and polish so year two making some gains and excited to see what other language we can come in and we are actively looking at that in finding uh you know there's various programs we can use for that testing and every day every year there's new companies coming up that might

be able to offer additional opportunities for example anything from Ukrainian to various dialects of some of those Southeast Asian languages as well so congratulations to those students and we look forward to honoring them [Applause] graduation thanks Patrick so we're gonna move on to uh public comments so read them off in the order we got them if you could Lim me your comments a little little bit tonight U we normally ask three minutes there's a quite a few so keep it around there would be great uh first up uh Mike new man hello I wrote I wrote uh to everyone the letter so I'm going to I no one responded back to me so I'm just going to read it again because um I'm troubled I didn't hear anything back but anyway I wrote it to

you and it was open letter to everyone so I want to start out with why in the long run I didn't support the school and the money because in the beginning I I I thought what I was told made some sense okay at the last board meeting that was the last board meeting and I tried to warn uh everybody the board here that you sell that property for $3 million you know just going to put a bad taste to people's mouth and it did mine as well I trying to put that out there um so selling the property $30 million loss gives a really bad taste to taxpayers thus raising more opposition than $195 million referendum we're in a economy that taxpayers are frankly tired of and right now you know they want to see

more services but they want to see what we can do with what we have I too did not like the fact that we lost $3 million $3 million however I learned uh or excuse me when I learned about the plan to amend House Bill 4254 that's when I became very concerned about the lack of transparency uh this action was labeled actually unusual by some of the state representatives I talk to um maybe I better preface this too as I'm writing this from um as the township supervisor of Plato So I and the taxpayers understand there's a need for something we all do um but we still need to file the existing laws and the limits the taxpayers have tired of not having full transparency in government and I know I am I've always I always

still say all taxing bodies in Plato need to sit down and talk to each other this means at least the four is preserved District 31 Plato Township um Library possibly but we just sat down and talk because because what people see is the whole picture every taxing body here is looking at our levies for the township our levies for the school our levies for the Forest Reserve and it's like okay fine we can do this this is what we need to do but no one's looking at it from the taxpayer's point of view because they see the whole pie is coming out of their pocket and that's what we need to start with we need to start with looking at everybody and we need to open communication up without the open communication we're going to

be in that back in the same spot that we're at now because this really turned into to what how many million dollars were thrown out the window in this whole process okay uh there's opposition sit down with your opposition I strongly recommend we use the independent uh eyes to look at the needs of the community and our students okay I get it the students need something that said it's imperative that District 301 sit with interested parties and not keep all oppos all options in house that we thought I thought was done in the past transparency is the only way I kind of talked about that before um trying to hurry here for you a little bit the students in the community are all counting on the board to do the right decision so when you

I hope you vote for an independent but I hope you bring in other community and opposition in selecting an independent set of eyes because yeah you know when I look at the school that has the least Lily Lake they're performing the best so it's not about the building it's about how we can serve the students because if you serve the students well you bring up the taxpayers uh uh value of their property as well so we all want District 301 to succeed but how are we going to do this and I think now we can take this opportunity to sit down go through it again and do it the right way okay it's all I got to say please we need to all talk together right next up is Bonnie Bret Schneider I'm Bonnie Brer

I've lived in Burlington my whole life I have many generations of family here so my family and friends have multiple Generations that have attended 301 schools we have been supporters of the district vocally V volunteering our time as taxpayers and even as staff as I used to work at ly Lake as a pair of professional in 301 we devel positive relationships with our classmates teachers Administration administrators and community members that have lasted years beyond graduation a few years ago there was a class reunion for those Central alumni that graduated at any time in the 80s that also included teachers and administration it was so popular that even those who graduated in the 70s and the 90s came to it it was not held in a fancy Country Club Central graduates chose to have it hosted

at that farm again the idea that so many former students wanted to get together because of time spent there is priceless in the 90s the athletic boosters were very active in our school we needed bleachers and they were not in our budget uh Rockford Hanah donated their old bleachers to us many booster volunteers drove on a cold wet freezing Sunday and disassembled the bleachers loaded them in their trucks and delived them and constructed them on the Rocket Field football field they also built a concession stand and a Crows Nest and the men did the plumbing the building and the electrical talents that they all donated they didn't have degrees but they didn't have the shiny new but the community was thrilled to death to have it and the team was proud to play there on

their field markwick who spent years of giving his time and talents as a football and basketball announcer to enhance the athletic programs because of the positive experiences he had as a student when Central Middle School was the high school the gym caught on fire and the community came to the rescue the all volunteer Burlington Fire Department the ladies fire auxiliary with food and drinks the local farmers with their semi tankers to bring enough water to the school so that the Burlington school didn't burn down all the way as a district you used to offer a much needed rental space for a local daycare preschool both in the Plato Center and Burlington schools which I used to work at maybe in the future you could offer courses for students to learn about careers in education with

real world experiences by offering an in-house daycare and preschool setting that also supports our community families and our District staff your District community members have much to offer to our 301 students the building a better District group has given our community back its voice to demand that we are not shut out of the process of educating our students and not just to use for our tax dollars there are many in this group that have expertise and experience in so many areas they are professional transparent honest and open to ideas and wants everyone to participate they understand and care that many of the community members are aging in place I'm fixed incomes and have been greatly affected by inflation before ever bringing back a referendum for facilities I believe you should work together with Community to

have a public master plan for 301 goals for educating programming offer an independent enrollment forecast and an in independent facilities analysis I appreciate your time tonight and I want to thank everybody with the building for a better District we believe in Youk thank you thanks buddy next up Micheline Welch hello my name is Micheline Welch I have two children in the district and before I make my comments I do want to say that my children love school here and they're thriving they've had a wonderful experience here so far over the past several months myself Andy dogen and Chuck Barb have had the incredible incredible opportunity to speak to many people across our district as building a better District living on the east side of town um you can get the very wrong impression that most

of our population living in Providence and Tall Oaks and Highland Woods um what we've learned is those subdivisions actually don't represent a majority of the taxpayers in the district and the roots here as you just heard run really deep throughout this process two themes became pretty clear there's a significant lack of trust between the broader community and the district and a significant presence of fear of speaking out publicly those sentiments were normally followed by a personal anecdote about where that feeling came from and I want to say that those examples span different decades administrators and Boards disenfranchisement is not quite a big enough word for what we saw heard and felt while interacting with the larger Community even though that wasn't Our intention my greatest concern at this moment if I were in your shoes

would be how to repair the trust between myself and my community what steps could I take to show them that I hear them and that their trust in me matters I'd be looking to take proactive steps toward them rather than waiting for them to come to me I can say the following with confidence of the hundreds of people that we interacted with over the past five months not a single person has said they simply refuse to pay any more taxes regardless of the needs of the district we actually found people were overwhelmingly ready to support the district with a reasonable plan based on solid data including a family who actually paid out of their pocket to put the Burlington um the Rockets logo on the Burlington water tower a great start to moving forward in

a show of good faith would be to commission an independent enrollment forecast and analysis on the facilities from a demography firm 303 is done at 304 and 308 those findings would put to rest the vast disagreement we have in our community over how fast we're expected to grow when we're expected to grow and what grades we're going to see that growth in convening a new and broader steering committee to work with those findings and develop a new plan would also be another great step barington 220 is doing this right now and they really have a good plan our community has a wealth of experience Talent creativity and passion and I'm sure with the right foundational data and their help a great plan to address all of our needs can be developed but first we have

to understand those needs and we have to agree on them building a better district has always acknowledged we're not an elected body and we don't hold any power in this District as it relates to making decisions all we can do is try and educate the community and ask them to show up stay engaged get involved and participate Dr mongan and members of the board I leave you with this what you do next will tell the community what you believe of us if you hear us if you sincerely want to include us in your process and hear our voice what you do next could set our entire Community up on a different path of partnership cooperation of finding common ground but you you do next will make all the difference the next move is clearly yours

and we're all counting on you and have faith in you that you'll make the right one in good faith thank you thanks M next up uh don Texa hi my name is Don tza sorry I have a cold so I'm a little muffled here um we have lived in this community and district for 2 7 years I'm here to ask that before any other plans are made or put in front of the community that a proper due diligence is performed going forward in the form of bids prepared bid out for two Services one being independent enrollment forecast companies and two being facility facility uh structure um to determine facility study to determine exactly what current buildings structures can be utilized for future growth if it is determined necessary from the growth forecast company's report what

we don't want to have happen is these three things one any kind of a referendum that will end in the result of a $22 million ask as it was in 2016 That was supposed to sustain us for 20 years growth which only lasted 5 years and the district's answered when this was questioned during the current referendum we haven't been able to pinpoint the methodology that was utilized to determine the calculation for the 2016 Fieldhouse and classroom additions we suspect that it may have been based on square footage rather than student enrollment growth unfortunately we reached that capacity sooner than anticipated this was a pretty costly assumption two that land is not purchased without prior land due diligence performed to buy land for $6 million and only to be determin to be determined five to six

laters years later that is not billable because it or buildable is because because it was on a flood plane doesn't sound like due diligence was performed and lastly what we don't want to have happen is $195 million plan for a district that is that its estimated assessed value is maxed at 95 million how is this a good plan to me this is negligent planning without a budget and without proper due diligence when explaining this to my young adult child that went through the school district I said to her that this would would be like Dad and I going to build a new home and the bank and the mor mortgage company said that the most that we can get for a loan is $500,000 and yet we contract an architect and a builder to design

a $3 million home does that sound like a good plan so I am asking the district to do our proper due diligence step one and moving forward with the plan with the community and the rest of the district thank you for your [Applause] time thanks Don next up Michelle Shuda good evening um I'm here tonight as a community member a 2016 referendum supporter a former substitute teacher a parent of graduated students from the district and a taxpayer who wants to help this District prepare for the future I would like to see the district hire a firm to perform an independent enrollment forecast and facilities analysis a master growth plan based on proper forecasting is the first step secondly we have the responsibility to provide an appropriate learning environment for our students the challenge is to

accomplish this in a financially responsible way there existed a shock Factor when discovering that our District's debt ceiling was $96 million and making a $195 million referendum more than twice the debt our taxing body can afford this is not a financially responsible solution to our District's needs looking at our elementary schools from the outside one can see the portable classrooms as they drive by and we realize that we have a facilities issue before building we should look within our own existing walls and ask questions about the strength of our current Educational Foundation so let's dig a little deeper and T the soil are the lowest paid teachers in the county given adequate programming to support in their classroom as support in their classrooms can teachers be anonymously surveyed so they can respond openly about needed

improvements without fear of Retribution are we retaining good teachers or is District 301 becoming a stepping stone District new hires get a few years of experience and make lateral moves to other districts for thousands of dollars more why do we have so much administrative turnover in our schools what is the current status of the Career and Technical education programming at the high school classes and elective courses are cut for budgetary reasons and yet the district is promoting a new high school to house them doesn't it seem more reasonable to build an elementary school on land closer to Elgen to eliminate uh alleviate some excessive busing I ask the these questions because our community should be confident that when we build our next house or in this case a school it is built on a strong

educationally sound Foundation a foundation where the community the Educators and the leadership are working collaboratively on a fiscally responsible solution to our facilities issue then we can all say that we are Central thank you thanks Michelle next up Kelly Cameron I'm Kelly Cameron um a member of the community a mom of two they both are at Central um been in the district since 2012 I believe as a parent inside the d301 district boundaries I am invested in the responsible growth and development of our district as a taxpayer I would also like to say for the record I'm not antix that's not me at all um as a taxpayer I was concerned about the district's current plans for a new high school and the request for 195 million to fund it without an independent outside enrollment

forecast and Facilities analysis I call upon the board to stop any further development plans until these reports are Commission and completed by a reputable demog demography firm and those findings shared with us this will ensure that any decisions made will be based on comprehensive data rather than assumptions or incomplete and inaccurate data it will give us eyes to see so to speak what we can expect for enrollment growth getting these reports done is a win-win for everyone for about $50,000 we will see that a new high school is needed or we will see that a new High School is not the most appropriate solution for our enrollment challenges either way we will have solved the arguments over what is needed and what is not and come move and move forward accordingly I also call upon

the board to assemble a new steering committee to create a development plan that identifies what the community wants to see and prioritize now and in the future aside from space for enrollment growth it should be made up of a wide number of people people from different townships Villages and walks of life with open meetings minutes available to the public and regular check-ins and surveys for feedback from the broader Community this will help us build consensus for a new plan long before it ever makes it to a resolution to be placed on a ballot and will ensure strong support at the ballot at The Ballot Box I'd also like to say that um although there seemed to be some controversy I have been moved by the amount of community engagement with this and what it comes

down to is the love and the support of the children uh personally I had to put aside you know we're all different people I had to put certain things aside and be like you know what this person is about the kids so I don't care what their political affiliation is or I don't care where they go to church or they don't or what kind of flag they fly whatever all that was put aside and I believe that we can work together to achieve we've engag the Mind empowered the Learner in School District 301 and there are a lot of parents grandparents people in the community who are interested and who are invested and it's not because we're jerks it's not because we're anti-tax um I was married to an accountant no longer but that's okay

but here's the thing he wanted to see the numbers and to this day that is how he is and it's not wrong to want to see the numbers in regards to building a school like I Echo someone else building a house and um I went over my time so I just want to say we are with you we are for you we are for these kids in this school district and um thanks for being here and thanks for listening to us thanks Kelly next up uh Gan Meyer Jean Meyer resident um I just just have a few unrelated points to share but the first one was just that I agree that District 301 needs to commission an independent enrollment forecast and a facilities analysis um the second point was I was wondering about the farm

that was going to um have the new building on it uh what's going to happen hopefully that's going to continue some sort of a farm lease and get some rent from that um the third Point we've been told that that you can drive a bus through the high school cafeteria and if that's true if so we need to get some cafeteria tables and um fill up that space to the maximum amount of students and make them quit eating at 10:30 if there's actually room like we used to have in school uh a lot of kids in a space um not so much space between the tables um anyway point four uh residents that I have talked to to feel that attending or speaking at Schoolboard meetings serves no purpose um whether they're heard or not

no change is going to happen there's no chance to debate or discuss anything um so um how can we change this um we heard people saying that we we need to um build trust with the residents of this community we need to feel that that it matters what we say that we have a chance to debate um so and I know at least uh some school boards where they have an additional three minutes at the end of the meeting so if we sit through the meeting and we hear something we want to question or we want to debate we'd at least be given time to speak after that but um anyway how can we make this more user friendly for the community and then the transparency issue I um I brought that up at the

last board meeting so I'm being redundant but the fact that District 301 needed to pass a bill in our state legisl let me repeat that we had to pass a bill in our state legislature if we were to get the $195 million referendum because we were well over what the state um allowed us to get we heard those numbers earlier but we need to hear that I have not missed a Schoolboard meeting now in 16 months you can't get rid of me I haven't missed one you guys need to discuss these things we need to know there's not anything going on behind our back and and again what the kids are being taught Engage The Mind empower the learner I like that from the last speaker um we need to engage them in academics and

not in social engineering and the parents and the residents who don't have have kids who care about the Next Generation need to trust that it's about academics and not social engineering so um the the other thing about transparency it sure seemed that the purchase of that new proper property it seemed to be well on its way to completion even before it was discussed at the first board meeting we went from some engineer talking about how he thought the property that was sold at a loss was um actually could be used like we wanted to use it but it would take a year probably to get things cleared up and suddenly we were buying a new property and selling this and it seemed there was no way to change course so more transparency more time for

discussion and thank you guys for always being friendly and welcoming all right Chuck baram good evening everybody uh I have a third grader and first grader that go to hbt and Mrs Lewis you're doing a great job there so thank you we love this District district 301 is our home my kids play cdbl they play cdgs my wife Jennifer and I are very involved in PTO so we have roots in this District but I want to talk about three words trust transparency and insanity trust let me give you the definition of that firm belief and the reliability truth ability or strength of someone or something to put forth the truth you have to do a better job of that with the community as a board you're elected we look to you for guidance if we

can't feel that we're getting truth from you you know what's going to happen it's going to happen all over again and that's the definition of insanity doing the same thing over and over again expecting a different result you pushed that Ballot Box in March you did it in the rears in 2023 and the word on the street is you're going to do it again in November that's Insanity $1 million have been flushed down the toilet of taxpayer money that doesn't include the fiber optics that have been run out to roris and that's not even in my 11 million you have to do a better job transparency it's been talked about State House Bill 4254 knowing that we've got a limit of here but nobody's talked about it on the board to your community about what

you had to do to go get the extra $99 million to subsidize the 195 million to me that's bad transparency is key truth transparency and Insanity don't do the same thing over and over again how much more are you going to spend up until November 5th hopefully the only thing we really agree on right now is doing the independent enrollment forecast that is the only path forward districts around us have done it because they've listened to their community building a better District should be thanked by the community because they shined a light on things that weren't happening and things that were happening that's what needs to happen building a better district is not here to make it a red or blue thing it's a green thing and I'm not talking about environmental and windmills I'm

talking about taxpayer dollars spend them wisely we've elected you to do that but don't do the insane thing and put that $195 million referendum back on the ballot in November it will fail don't waste our money but I appreciate each and every one of you because I know your road is tough but listen to us we're here we've got Roots thank [Applause] you thanks Chuck next up Connie Collins I'm not going to talk about the ref at all at all period what I'd like to speak to you tonight about is curriculum transparency parental rights we should all be aware that the leadership in Washington and our own State have a very Progressive agenda and continue to push this agenda on parents and children by any means possible through legislation executive order and I'm grateful that

this district is one of the more conservative districts and believe that most of the people in the district care more about protecting and educating our children than they do promoting this Progressive ideology but there's only so much you can do this means that parents need to be actively involved in what happens to their children while they are in school and subjected to all the rules and ideology imposed on teachers and administrators parents are ultimately responsible for their children they're the ones who chose to bring their children into the world or into their family they will be the parents of these children long after they leave the classroom parents need to have need to have the right to know what their children are being taught and what is happening to their children while they're in school

being under the influence of the teachers and administrators there they need to be able to ensure that their children stay true to their family's core values and when to step in to balance what is being taught if it differs from their values the parents and not the school or the state have the ultimate authority over their children I'm not suggesting that they do not work with teachers and administrators to achieve what is in the best interest of the child but the parents are the ultimate Protectors of their own children every day I see or hear of an organization trying to take away right and give more power to those who want to take the role of the parent out of their children's lives this is wrong children belong to the parents not to the state

this is America not communist China or Russia parents must do everything in their power to stop this growing Trend right now there's a bill in the Illinois legislature HP 4876 trying to do just that they're trying to criminalize parents if they don't follow the progressive ideology and indemnify anyone who pushes their child into a situation where the parents don't agree in the fall 2021 my daughter and I met with the curriculum director of hbt after finding a lesson directly taken from Howard Zin if you don't know who Howard Zin is he's an activist who hates America he hates our founding fathers he hates the way their country was founded he just he hates America and the curriculum director assur us that this was not approved curriculum and that the district was working on getting all

the curriculum entered into a website so parents could see what the base curriculum was that was being taught to their child it's now almost the end of the school year 2024 this information is still not available to parents we are the parents the grandparents the caregivers and the Guardians of the children in your care and not going away we will not turn our children Lock Stock and Barrel over to the state they're ours and we have ultimate authority over the people they will become thank [Applause] you thanks Connie and last is Tim Mets evening everybody my name is Tim Mets I'm a locco I've got my son William here um just graduated about a year and a half ago um I'm showing interest in farming the open space that you purchased this last March and

also I'm part of the FFA program Alumni Association and we do the um awarding of the scholarships for the children um that are showing interest in some capacity of Agriculture that line of Agriculture is very broad um you need lawyers you need um people that grow the food obviously cook everything it's just a wide variety and I emphasize that on All My Children who are going to college at SIU two of them already graduated out of there um I don't want to get too long here but where I'm at with the Alumni Association we brought that in about 15 years ago which was the 4in pro uh it's a program with Agriculture and they're trying to run it through the school and our program that we brought in was a four-year course and the classes

were a lot longer back then or shorter I think you short you did something and now we can only have two classes or two years uh with the FFA program and now because of that the the program that we running with the the land that we have these scholarships going on the children aren't really seeing the whole perspective because it's only like two years that they're able to get into because of the way the classes are and I think that the School Board needs to look at that and go back to the way it was about 2 three four years ago um that's about all I have to say I don't want to talk about the referendum I think you guys heard enough about it and um just you know be wise about what you

guys do on voting so thank you [Applause] thanks we're going to move on to action items we need m and second to discuss and improve the consent agenda um included in your board packet you have your Revenue expenditure reports um revenues are currently at 4926 compared to 4539 a year ago um expenditures are trending higher um 65. 67% compared to 57.4 a year ago um since our last board meeting we received two months worth of impact fees so we have februaries at 21,8 24 cents for three home starts and March came in for $842 for one home start um the bills payable for both Northern and Central are typical for there's a typ that says March but it's for the month of April um and then in included in your in the bills pay report

there some construction bills and student questions for Fulk yes Hil yes yep papis yes vot yes aif yes Gman yes motion is carried motion second required to discuss and approve the aces team overnight trip to the state competition at Eastern Illinois University was held April 10th to 11th 2024 second our uh Aces team last week took a trip down to what is the Harvard of Illinois schools Eastern Illinois um so I've been told performed uh perform not their best performance but had a lot of per uh a lot of Great Performances the second page of that kind of shows some results on where some of those kids finished uh in terms of um English math chemistry engineering Graphics Computer Sciences things of that nature so grateful to have that opportunity for those kids and they

enjoyed that that experience all right pil yes Nolan yes papis yes vot yes a yes F yes Forman yes motion is carried next motion and second are needed to discuss and approve the skills USA overnight trip to the state competition in peor Illinois April 25th to the 27th 2024 not this coming weekend by next weekend we will have a group of student so moved so mov jump gun I apologize um excited just got a chance to get up here first time caller long time listen um and uh in two weeks they'll be heading down to uh Poria competing uh business uh video and now we're adding a portion of our robotics this year kind of expanding that we got a few kids and a sponsor going down to U compete there so looking forward to

that opportunity for this group of individuals as well Nolan yes papis yes vote Yes aif Yes ful yes pil yes Gman yes motion is carried thanks Ted next Motion in second to discuss and approve the Mid Valley special education Cooperative articles of joint agreement so moved second so in your board packet I have listed for you the changes that were made within the Cooperative articles of joint agreement uh if you recall this has undergoing throughout the course of this year uh some shifts it hasn't been touched since the Inception of Mid Valley so they went back kind of teasing that was on Stone uh so we've gone back and made quite a few changes a lot of the new language is actually current practice so there still this practice that goes on in terms of

how classrooms run for our special education programs in some cases we run special classes inside our district for Mid Valley so midley teachers come on site we hold those programs it's um hope that we can bring our students that have special needs to our districts they can be in their home District if possible so we have a lot of programs that actually run within our districts and so you'll see that some of the language that's here is just how do we manage a classroom that's inside of our district versus the expectations of a classroom that's outside of our district obviously there's discipline issues that are can arise staff issues that arise working cooperation very closely with mid with Mid Valley for those types of programming um so this is basically that we had you this

Advance P if have specific questions with the new languages versus with the old languages so you can see the changes that are put forth in agreement but it really was just an update of all the bylaws that we had any questions just sorry go ahead anybody have any issues with the language I mean you're five the five of you as far as superintend go no no generally agreed upon we all work collaboratively together our legal teams have seen it so to us it's in good shap so I just wanted to explain to the public so they knew I don't know if everybody knows mid valy is special ed programs um some of this language you guys can read through it it's online in the packet but I think we're are one of the highest districts

or the the district with the most enrollment we have the number of most enrollment so it's like why do we need more space if we're giving them classrooms but again to your point of keeping students in their home District it's beneficial if we can spare a classroom or two or three or however many it is to do have these programs here so just a little more information if you knew it any other questions comments All right papus yes vote Yes a yes ful yes hemp yes no yes Forman yes motion is carried next the motion second are requir to discuss and approve the Consolidated District plan for the 2024 to 2025 school year move I have angle here who is our grand director he is the person be charg doing consolid District plan it takes

obviously many many players that give feedback here so he's going to walk you through the changes from the Consolidated District plan for next SCH year yeah good evening everybody so uh in your board packet is the Consolidated District plan for fy2 uh just like Dr mgan had just mentioned with hers you see a red line on some of the changes I do want to just highlight some of the things you'll see some strikethroughs for example sr3 funding ends this year we at the conclusion of summer school we will have expended all of sr3 funding so it's not going to be included in the fy2 plan um some major changes that you would see some redlined in some of the um additions of the things we were able to acquire a full-time translator Administrative Assistant role

this uh spring here at district office and she will help uh with the parently aison piece and helping translate our documents into the languages of need and so that was a great addition we feel to uh our district uh I have highlighted some of the things that we're doing we are looking at a strategic plan uh internally right now at the cabinet level working through goals and trying to get some of that stuff to present to the board and have plans in place to work with uh all stakeholders teachers and community members to try to as we funnel that um information down you'll see some uh this plan annually uh includes some of the resources and things that we have for our students and so you'll see if there's a new resource that comes alive

like uh purchasing uh inter reading in the Spanish version which aligns with our gened Spanish curriculum at the elementary level so now they're getting it the resources touch and connect better so um uh little elements like that um I've highlighted a few oh and one of the other ones that we're looking at and uh as Dr Mangan said this is not although I'm presenting this to you this is in collaboration with all the different departments across the district so working with curriculum working with special education myself and grants and and looking up what some of the funding is is really looking at some of the things that we had preo and and trying to get back to strengthen some of those alliances with um you know with Kane County or with ECC and and looking

at things that we've had in the past for Early Child hood and for our different programs and and go through things like that so those are the major changes that we have inside the district plan do you guys have any questions for me uh looking through it or as you read through it anything I can answer y you're welcome V yes aif yes F yes Hil yes Nolan yes CIS yes Gorman yes motion is carried next up are information items first we have a facilities update good evening this is the best time of the evening for everybody I'm sure this is the most exciting part I always I always start it with a little humor just saying um and then they left yeah I can wait um so yeah so um kind of to start

the the list um we have a few projects that we're uh ongoing right now uh the first ones are generator projects so getting generators at the um other three elementary schools Lily Lake is 95% complete um the transportation buildings and ground Office Buildings 95% complete so working on gas connections for those then we'll get those up and running so then we won't have a sit situation at L Lake weake we had on Friday um and then hbt and Prairie View the generators themselves the units have been set um those will be a little more complicated for the pipe rums and stuff while we're in session we may do some mechanical room work but most of that work will be done in the summer all those will be up and running by the start of next

school school year um the second project is the the big one on the dock it is the high school edition um The Roof is uh half the steel is done on the roof as of today um probably the next week the rest of the steel will be up we'll get all the window enclosure sealed up so in the next two weeks that'll be fully enclosed and and um ready for the next phase of of roofing for concrete and the rest of those things so we're excited to get that fully enclosed so weather won't be such an impact um we've lost in the neighborhood of we're sitting at about three or four weeks right now of of weather related losses I rain cold all that stuff um based on schedule I that's not going to affect

our our opening any of our opening plans so things are still on schedule we had some leeway on the end of the schedule so that shouldn't be an issue um The Plato Road Improvement project is still is out there um that's been awarded that project will probably start some earth work towards the end of school but that'll be a major summer project there's going to be a lot of impact to traffic and and all that so that'll probably be a major um summer project then the last thing is we're working on our list of of other summer improvements and summer planning um so um we meet weekly with Dr mongan and um Dana to go over that to to work through our budgets and kind of get those things set up so we're currently working

on those so in the next coming month or so we'll have some more updates on um other plans and other improvements for our our summer docket any questions sorry you missed that d i could repeat it clear room yeah that's what everybody else said all right thank you all right next up for the next steps discussion for enrollment challenges so I I for the sake of having conversation I put together a presentation for the board um to look at the next steps I wanted to walk through first uh kind of where we're sitting in terms of the district uh so we'll talk a little about the survey that we presented that we have given out to community members we'll also take a look at some of the projected growth uh specifically from the city of

Elgen it does not cover the other areas of our only city of algian that put together the analysis for me so that you can see that you see where we're heading and then we'll break into some conversation from the board's perspective sh so theal survey that we did with community members was uh responded by 787 community members um with that I broke down by percent uh how the ranking came out from the survey if you recall the survey asked and gave them the four options that we had put forth uh 47.6% of the respondents responded they still believed that a new high school was the best choice 14.6% said the new elementary school 12 class of pkms the a parking cafeteria spaces we've already put the 20 class up so that was section c option

C that we had in the original plan 9.7% new middle school and Elementary School and auditorium parking cafeteria space that was in the plan since we've already done the construction of 20 classed 5.8% D which was mobile to Central High School and to Central High School and to I'm sorry CMS then 12 class addition plus adding those additional lockers that are needed at cor middle school and a class trials and adding the auditorium parking cior space as you know we already are in the current process of constructing 20 class at the high school 19.1% was other comments the comments really were not other in terms of different choices or options it was really just comments uh with approximately 14 plus% of the 19% requesting independent enrollment study and then 3.2% was left blank I had

with the city of El kind of exactly where a bit p in terms how many in our current subdivision so we can see how manys are still out for sell as you know Dana reports monthly what's coming in for impact fees what's coming in in terms of the number of houses sold um interesting enough this year we're actually hiring were last year years ago but even the interest rates the our housing rates are coming in when they're coming in um so the remaining Lots at Highland Woods currently we have 106 Lots left to be sold um the built and permit city of Al could Now give me how many permitted were actually still out there to be built um they can only combine the two they just know when a permit comes through so it

was hard to get a measure of are their houses still not built um so total homes coming out of Holly Woods was 723 right now 106 plus whatever is permitted 12 Oaks has remaining lots of 688 remaining lots to be sold build in permit there was 265 and units four and five have been completed um so uh right now you can see there's quite a few coming out here but I'm call it 68 we don't know how many permits are sitting out there P Stony Creek we have remaining Lots five currently building in permits 107 we aren't sure how many per have been built but right now we call it remaining lots of neighborhood 183 building a permit issued there was 203 again I don't many those are actually being constructed and then these are

the ones that they have approved when I ask develop approval obvious we don't know when these are going to break we have no idea said don't have still out there still options you can see there is infrastructure that surrounds this to pipe into part of the challenge if you have no infrastructure would take longer coming up right up against another subdivision so West Point Garden South phase three there's a total lots of 74 Lots open at this time trendy Chase has a total lots of 214 68 of those are Town Homes 146 for single family home and 9.3 is uh targeted for commercial property where is that Trinity chase you can see Stone a total lots of that's 14 years here fing Creek South uh this one is expanded way over District 300 so it's

going to take a while to come this way they' started 30073 120 7 733 multi family apartments and 846 single family homes and then Bella has a total L of4 are all so total for the city of Alin currently we still have 362 open Lots that are buildable inside the subdivisions I don't have the clarification I'm building a permitted so I'm just going to go with the 362 approved construction has not begin which we have no idea when it's going to begin but if you take you know the total future expansion 277 homes are possible for for the district if you equate that to a point8 or so it's around 21 students to the district if they were all to sell at Point so I think for the board discussion tonight a couple things we

want to talk about is the master facility planning Dan I know if you can come up and talk a little bit about what we currently do in terms of Master facility it's been part of our process for quite a while yes so in 2015 we commissioned our architect Larsson and Darby to put together a districtwide facility um Capital Improvement plan which I kind of joke about I call it my Bible so this is kind of our living document that we've kind of all of our um infrastructure planning all of our um building envelopes HVAC systems all that stuffs was documented and and went through at that time and we kind of use this to kind of gauge when we do those improvements how we do them at one point in time along with budgets at

that time um we also um have to have a 10-year Health Life Safety plan we just commission that with our architect in 2021 so kind of in my facility and I've been doing this for a few years these two documents are like roughly five years apart so essentially every five years between ourselves and our architect we're taking a look at our facilities we're going through them making sure that all the infrastructure everything's in place to make sure the teachers can do what they do and the kids can learn so between these two documents that's what we've used in the district I've used this in previous districts these are kind of our our Bibles like I said of kind of how we plan and kind of facilitate kind of taking care of our facilities these these

do address enrollment in the perspective of square footage which we know is not the best way to do it but from a general standpoint that's how we utilize these documents that's something we could talk about with our architect and look at that further to kind of count classrooms and really get down to the nuts and bolts about how many kids we can have in our classrooms so that's probably something we would look at doing in our next phase we're just about at that point to redo our uh facility master plan so we would look at doing that in this districtwide Capital facility plan and probably expand that piece to look at kind of those classroom spaces and kind of that that student population and that's done in house with our architect with our architect with

with our architect our AR our architect they'll they'll survey they'll interview we'll talk to staff they'll talk to our staff we'll walk the buildings we look at every square inch of every single building when we do put these things things together so we're part of that conversation but our Architects are the Professionals in that realm and they're the ones that kind of spearhead that that conversation the other issue the enrollment demographic studies so that one if you look at the districts that have done that and the one that the babd put together is those are all districts that have a declining enrollment inre so it's not a matter of what should we do and how do we adjust things but how do we manage fill schools with students and have the space that we need

that being said in my mind the enrollment demographic study that I would have expended for would asked the board for would have been at the time when we would ask dists part of our challenges where is the heat where are kids sitting where do we know our biggest population we know is an Elgen but how do we move those kids around in terms of District boundaries we know District boundaries have shifted in our district multiple times it's not an easy thing for families because you always are shifting from school to school and we also know that the past when we opened Perino's middle school and Central Middle School was a 68 Center pkms was a 68 center part of the challenge was we had a depleting enrollment based on District boundaries going to Central Middle

School and when it happened over that time was teachers unfortunately were forced to not comfortable they where they going to be the next year we had to decrease or move theming Middle School sometimes we had to do a reduction in force because we positions for them because as students declining just like you see St Charles of Geneva right now as the student numbers decline your need for FTE reduces and shifting kids around happens so that's partly why the district shifted to a six s building and an eighth grade Center it kept continuity for our sta kep continuity for our students it was the middle school we didn't want to do a full District boundary consistently the challenge was elementary partly prayview is landlocked uh so prayview is not growing at the same rate as country

TRS in hary Thomas and partly Harvey Thomas is really growing because we took some students out of prayview to shift them to hbt they literally almost drive past their school to go to Har Thomas because we had to do that due to the the demographics and the heat map of where our students are sitting which is over there on the Eastern you know that Elgen Corridor um and so those are the things we have to that's where I see an enrollment demographic is really really important um I feel like city of elig has given us a pretty good indication um I think that it'd be hard to do that at this time so you know you have to decide as a board do you want to complete this now which you absolutely can um or

in the future which you absolutely can or it might likely be both because once we put a facility up we're still going to have to do some kind of a study to figure out the rotation how we manage the longest we can based on the our student population is really coming out of and how do we make sure for our elementary schools where they're located as well as whatever we do at Middle School where they're located to make sure that we aren't shifting uh District boundaries consistently trying to stay consistent as consistent as we can the longest period of time with those District boundaries so families aren't forced to shift their kids mle times so that's the challenge I think it's important to recognized to the exception of waterf moving from uh hbt PV my

kids are it has been the same boundaries so again the fourth out that was in place I think is is huge and that we had certainly a lot of kids and my kids friends left with fifth grade and went to you know went to a different school um and so the grand scheme of things I think that's remarkable that such a small percentage of our kids were required to leave bed on Space right which is obviously pushing the conversation forward at this point I mean as far as an enrollment or demographic study I mean I don't necessarily have an issue if you do that challenge to be B know some of the things we' heard we' got emails and things like that so there's concern about the idea of um you know a referendum anything

and we're going over our limit I we need to come back to this slide after we talk about these options because I if we are not talking about the idea of building a new school in this moment and we're banding this the seven of us decide whatever we decide if we're not going to go to for a referendum I don't know if this needs to be done at this if every decides we want to do it anyway just to see I think that's reasonable I think we need to talk about these other options and then we need to come back to this slide to see where people are feeling here because if these options are all over the99 million or 95 96 whatever are you know percentage 10 at a minimum right so some of

these options are already over that cap which would require us to then go back and get another bill to ask for a cap raise even if it's just a middle school and if that's something that we decide is not feasible for us then I don't know if this is necessary so I think we need to talk more about what some other viable options are and then I think we come back to this and discuss that yeah I don't understand what the forecast would do you you're giving them numbers the numbers you just shared and they're making a nice pretty report that you could probably do also what else are they doing for us I think in the facility what St Charles did they did the piece of D was speak about we've never looked at

it from an operational standpoint generally speaking it's by square footage and I know that's a question that we got and it is difficult because operational capacity is way different than sare footage you know you think about let's just take middle school for example we may say that you get nine of your students but that's not really true because when you look at a middle school that have elective courses and the larger the population goes the more elective courses you have to run or the more teachers you have to have two teachers teaching one in elected courses because if you're up at 900 students they all have to rotate through there we take two FTE two fulltime teachers to be able to run all those electives which takes up another classroom same thing for physical education

same thing for art for music any of those elective courses expand into that classroom space the other piece with um enrollment and capacity is the size of the classroom smaller classrooms we have some smaller classrooms you can totally run a special education self-contained special CL no problem but you could not put a general classroom of 25 kids in a special education smaller square footage classroom and so that is out of the space in terms of what you can use for the general population so you have to look at the size of the classrooms so how many classrooms you have how many kids can you actually function if look at the Union contract and our class sizes um to make sure that you're staying under class size try to stay with those are only guidelines and

we do a great job of that but you still have to stay within those guidelines and so all of those are we Tred to look at we look at that so capacity way different we never really looked at the capacity project footage and so that that is definitely a piece that you could look at and and also the registrations I me we're seeing those oh yeah a faster Pace than right when I looked at enrollment from last year September to now we're up over 5% what we report to at the board is basically end of last year to this month you end of each month we're at 2.77 now so we're still at about that 3% growth rate um even given you know all of the changes that we have relevant to you know the

economy we've consistently stayed at that rate um and so it's just in terms of where you seeing population come from we're not seeing that close and slow down we still have houses to sell if you're in Highland Woods the concern about Highland Woods is if they keep getting I don't to eventually have to Mo that are currently not in Highland Woods some sub are feeding Woods they're going to have to move um not sure where I'm move them to yet but they're going to have to be moved because that capacity that building cannot withstand all of the growth that's currently available and happening at C TR hbt ands couple times a week we get new students still every week we're getting students consistently at both of those buildings once in a while a little B

more land and of course lake is and once in a while they get new kids but it's really happening at Harve Thom of course at middle school middle school and the high school get some new students as well but a lot of our growth is coming just from that areas where we've done District boundary shifts that aren working right now so we're gonna have to figure out how do weage that boundar shift and that look like and to Jeff's point I mean just understanding you know well outside my scope of knowledge here to be clear uh but you know do they get data on their own do they go to Elgen and get the data that you presented do they get data from us about our en rolling past like where where does the data

that a demographer would use right so so I I read the I read the attachment that uh think Andy dogen sent so you know I read that and um so uh RPS or something like that there was like a long report yeah so um the you know in that they talk about like you know they pulled data from like the the city and from the county and from like you know birth and death records and like they pulled data from all these different sources basically like my take on this is look we've tried to pass the referendum twice to get this done the Build The Better district has said like uh at least from the the vocal individuals that have emailed us and talked to us that we want to see this independent data so

my take on it is I don't know what uh those demographers do and like you know I have the same questions and and like you know as a lay person as a non- technical person in this area like I might look at it the same way Jeff did that you know said well we're GNA give them the data and they're going to put it into a report and I know that that's probably dismissive to to take to take that approach but you know like as a late person I think that so why don't we like get some presentation maybe like ask some of these other school districts that have done it maybe uh get uh somebody that isn't going to bid for for for uh a project for us to come and give us a

presentation on what it is and answer some of these very rudimentary questions so that we can then say all right maybe we should do something like this and I personally could take an educated vote say well what is this um demographic report what goes into it how long does it take where do the DAT to come from how is that I'd like to ask them a question how is that different than the data that we've been given you know over the last couple of years that has convinced me that you know we're constantly growing and we need more space ask them you know what will you tell us different from what we've seen already and then we could take an educated vote and if it turns out that yeah this is going to give us

like insights that we can't have on our own let's go ahead and you know I would propose that we would then go ahead and do because the alternative is to just you know hope for a better turnout in the vote in you know a future election uh better campaigning canvasing I mean we lost bigger the second time around than we did the first time around and I feel like both sides did their due diligence in getting their point of view across I I I don't agree with um a lot of the emails that I got that said that we were uh you know our Our Town Halls were uh dismissive or sales opportunities not at all we we were giving the Community Information Community had an option to come and participate those who came participated

They Come Away with a different opinion from the the perspective that I have but it it was done the right way but clearly they weren't convinced so it's it's it's in our it's our responsibility uh for the sake of all these kids that are coming through the system to see if you know this request is uh viable um and uh for me to vote Yes on that I need to be educated on it yeah I agree I could I think it's a waste of money right now in my lame view so yeah I like to say that I'm Pro investing in our infrastructure when I first moved to this District I was kind of um embarrassed to see that our students are in Portables now as a member of the board I'm ashamed that our

students are in Portables and we need to get a plan that gets the students out of Portables and then ultimately addresses the growth because when's the growth going to come I don't know but obviously there's open space there's going be building or houses built at some point we need to proceed slowly with a really solid plan um I don't we're in a position where he can go forward with a new referendum um the way I would look at it we're kind of like a um sports team we've gone over for two and we went with this last referendum we had basically the two best draft picks we get and we had the rascally veteran being the pr firm and ultimately failed at a bigger rate and soever there's a referendum the new referendum has to

pass at the same level that this current referendum failed at and I think the only way to forward is to have a demographic plan I think the other thing we need is somebody who's going to be able to guide us in what we're needing are we needing an elementary school do we need a middle school do we need both do we need the high school what do we need and we need that guided it's great that we've asked the community what they're thinking but as we saw there's so many different opinions across the board what do we truly need and we need someone to help guide us through that I mean I personally think I just need more information I'm with Jay on that I feel like just with so many different you know sides

to this like you said comments questions to me that just means that we need more I want to make sure we're not missing something um especially since like we said we tried twice and did not Prevail so to me that just means more of a question mark of okay what are we missing what do we need to look at a little bit differently um I think we can all agree as a community that there's a need right there's something that needs to be done I think obviously we're disagreeing on what that something is um and I just think that more information um hopefully will get us a little bit more streamlined I don't want us to be seen as just working in a um in a vacuum and not taking the different opinions um that

there are out there because they're all very important and um I think for me you know especially rather it's a loud voice or a soft voice um for me I want to hear all voices um I think it's important it challenges me to think differently than where I was coming from and so I would agree I would want more information and a study to be done well I think we have to listen to the public I think in some ways we think we did a good job being transparent but based upon all the feedback we're getting or something we could have done better or several things maybe we could on better and we really need to slow down and listen to what we're getting from the public and somehow change how we do things to

make us more transparent you know we see ourselves as transparent but obviously perceptions are different than how we see we conduct business yeah I'm not going to Bas an enrollment analysis off eight people you know or or 12 including the emails we have so um yeah if we get more information and look at it if we have town hall with the public and maybe more people show up now that they're all riled up from Facebook maybe we'll get a better turnout and a wider range of opinions there maybe that would be helpful too but I think that um uh getting the opinions are are it's valuable and having that conversation is good but I like personally I want to hear from like a a vendor or somebody like an RPS andalis yeah yeah in that

Forum where they're presenting and telling us this is what we're going to tell you this is how we're going to do it and this is how it's different than what you and us uh did in house with the data because then I can say oh okay so what you're G to do is going to be you know significantly different or you know uh it's going to take into consideration so much more information than like you know our back of the napkin you know by relative standards uh approach if it turns out to be that or they might say no you guys went 75% of the way or 85% of the way we're just going to add this additional thing that's the kind of information that's gonna uh Empower me to say oh well yeah I

think then this is a good idea or you know or not and I'll decide at that time yeah and I and what I would say too is you know I'm a big believer in my office and everything if we're going to get more data it has to drive our decision Mak if we get a an enrollment report that says you know what getting the getting a new high school is the best option I I I don't based on what we've heard I I don't know how that would pass the concerns about a bill that's increasing our in Max by 100 million dollars understandable concern about that okay that's fine so if things are off the table because of that already which again eliminates a high school eliminates a middle school even that's the same size

as PK so again we're not going to use it to drive what the potential different options are at the board level like if we say gosh collectively going back and like trying to get a new high school I mean that's not even like in the realm of consideration for me at this point I wouldn't I personally in this moment would not even consider that based on what happened and so do we think it's feasible to come back and it would be more than $195 million the exact same one that we did because costs go up so we're over $200 million and we're asking for more money um you know and we could put every addition on every building this is what we'll talk about I think tonight we put every addition every building to increase

temporarily the classrooms that we still need something what's four years from now right so we get a new a new elementary school for $55 million and let's say it goes on 47 and then what about when we need more Middle School space then what's next and then another you know so I mean you know so that's I think again if we're going to use the data to actually change what we're doing I think that's one thing if it's if it's just to check a box and did it I do not agree with that well does a demographic report show us how quick expansion would come as far as new homes being built when I them I give you years guarante they guarantee it they'll you for but they get five years bottom line is we

get our money back if they're wrong at five years or what what they build a school for us they confident there's a 95% confid okay good to know we have to educ kids right so that's that's the bottom line and the one thing we do know is the registrations are going up so we have to act quick and swiftly about a plan as to how we're going to educate all these people our product that we Pro you know and also make it a accommodating for the Educators that are teaching these kids you know I mean the more you put in the classroom we've seen it it's it's not you know pretty as far as the scores and everything so we have to keep cognizant with that as well so you know I I I'm willing

to find a path forward um certainly to make to make sure that we're educating the product that we put forth the best so you know whatever that study or whatever you want to do I'm open to it I just I just think you know we have larger concern here now which is a grow that's moving upward and we heard it through one of the Town Halls was was at um you know the Ws is doing a complete shift now and turning over and now the kids are younger as people are aging out of their homes and going elsewhere so you know I heard a comment on one of the Town Halls that maybe thought it was kind of a back a comment but how do we become so desirable maybe we shouldn't be such a

desirable district for people which is kind of amazing but I guess if we can't pass the ref ref to your point what's the alternative and maybe annexation I know it's not ever done in the school district but it is possible um P grow of development that hasn't even begun I mean that would be crime I don't even know how you do that with no voters in the area that you want to Annex but as crazy of a idea as that is it's a possible possibility you know I do think one of the things miscommunication out there regarding why can't we just build it why can't we just put our kids over to sou elig you know every district has boundaries and our school district's boundaries requ we can put our schools so we can't send

kids to u46 to use their schools they not using um I suppose we could try to run it from u46 they'd be happy to take our students from the tax base um but we can't send our kids somewhere else um our kids have to be educated inside the district boundaries we don't make those boundaries up when I say District boundaries there a a difference between District boundaries and School boundaries so District boundaries mean that the county has determined the boundaries that make up Central District where those boundaries lie School boundaries mean the boundary shifts that we make internally within our district when we look at the heat Maps we look at where student populations are coming from we have to shift them to allow us to manage school buildings of a certain size and so

when you're looking at those kinds of things the options you have is annexation that means that a whole subdivision can choose to Annex to another district and they can put forth down it takes two-third of a vote by those people to go there but it also takes the other District voting to take those people into their district for annexation so that that's one option and we do border District 300 we border u46 we border St Charles so there are annexation pieces that could happen for subdivisions or different people even individuals um so that that's one option I think the other option is to try to consider you know District boundary shifts and we'll talk about other options that I think we can do here um you know we all know where our buildings are sitting

every of you bu are sitting right now we have we definitely have our that are there I think any fifth grade teacher who teaches tell you they not best for kids that might listening to going around talking to staff that's one of the pieces that's brought to my attention is just the the needs of teaching a classroom in Mobile there's not enough space to do some groupings there's not enough room for shifting some of the things they need to do you have kids that are going in and out of brain coming in soaked have a soaked lot of challenges that come with that um of course we're always looking at ideas from gr funded dollars to see other ways to get something covered whatever we can do to help from a fiscal standpoint as well

but the growth isn't going to stop um at least we haven't seen it at some point we'll get done I just don't know when the next group will start you know we have 300 whatever it was 306 homes once those are done if we get a lall great news we get out further than we thought we were going to get out but you still have to Tak three years to build something and so you know V has come and something just opens you're here and you've gotta you've got to plan for the future that's that's got to be one of the things we have to consider so I think that's part of the eners Mr was talking Pro for the future of the district in the last referendum that passed for CT and PK how

many we run that was that an insane referendum ran three times and it only passed the presidential election the third time I guess my question would be at that time when it didn't pass was the public as vold as it is right now social media not social media streams game right it started 06 was passed that in 03 or 04 it was passed in 04 because right it was buil in 206 so was 2004 texting all the time on my fot phone it was all frer was around um my space right space other questions regarding uh enrollment okay some options to consider um trying to think about things differently we can do modular classrooms uh Dan did do his due diligence in trying to get some pricing for me so thank you Dan um building

option we could put up a 12 modu unit U system which is similar what St Charles has done in the past they there's lots of programming that has come to their 12 modular units um that comes at a cost of 83,8 to purchase it uh we could do a lease option at 36 months for $21,000 a month uh for those uh 12 modular units we did consider this maybe at Central Middle School uh currently long Plato is one of the softball field is so there's not a lot of space that's not used often The Varsity softwall is used much more frequently uh Dan felt we could maybe get water there so we have to do water and sewer right Dan Water and Sewer there to where we could place those 12 classroom modu units there

and then we could pull a second grade level there whether it be a four five we do a six uh 56 uh we do early childhood kindergarten I think there's some options to do that but you you would absolutely have to have the modular units at Central Middle School in order to put two great bands there just based on the sizes of what they are building option two uh is similar what we're currently doing this would be the four module units which is what we currently located at Country TRS at PR um and at um hbt they come at purchase price of 32 3889 for four units or 36 months uh we can lease them at $6,900 a month um and those would be still getting the cost of what we're doing now for pumping

pump and dump uh for sewage uh trying to bring in botle water like we do now all that's occurring that would be similar to what would you do for building option to the challenge I think we're having I'm going to your but I think the challenge with building option two is there's some requirements for the what we have to put down to put the modu up is that correct right yeah the expanse expanse of the current of the three modular units at Howard be Thomas Prairie View and Country Trails would be footings and how that those sites lay out obviously the parking lot option we're eliminating more parking we need to have a lane to be able to drive around them so it's going to be really tight and talking with the vendor joining units

together can be problematic so they had s suggested a Breezeway option which I don't think we really have space for so just that that construction would be kind of complicated and mind you these costs are literally just for the unit that doesn't include all the other ancillary costs fire alarm Blue Point all the other pieces this is just the cost of the units and the current modules we have the three buildings we' had to put new flooring down because they did separate the joint we were getting nail coming up through the flooring so I know FL yep and do to some of that sh yeah I mean it's they their trailers life expectancy Dan the life expectancy is is probably I think 10 to 15 years is probably a good life expectancy of them you're

still going to be maintaining roofs structural Integrity pieces but they do shift they do move it's it's a modular unit I mean we all know it's not the best option but it's space it's a good option it's space we need yeah yep thank you so this is just what the 12 just do you want to know classroom unit was so there bathrooms in between both of the sections of three on each side bathrooms in the center similar to what we have in the four classroom uh we have a bathroom between two classrooms uh currently in those four this would provide two bathrooms but in the 12th uh classroom unit we could build another Middle School similar size in pkms so two middle schools uh sixth through eth grade uh one placed on Route 47 the

other one over at uh where it's currently at nestler um obviously part of the challenge there again is going to make sure that boundaries District School boundaries uh don't play a role part of our challenge is our heat map is over on the alen corridor um so we may be busing kids quite a distance um trying to you know make sure we're getting there and making sure that we don't have massive shifts that have to occur um we don't want to relive what we already did we go to e Grade Center because of population changes advantages were bigger now we have more growth coming it's just really that's where the demographer study is very very important trying to figure out that heat map and trying to K us out X number of years to make

sure that we're we can sustain programing and sustain population that we as well as at Middle School advantages provides flexibility consistent programming for electives uh it's challenging when we have a six CER theth Grade Center is challenged because part teachers asers are sharing with school we don't have enough section to run fulltime programing when you get a whole 68 you can now bring in fulltime teachers you get better quality people aring part time pieces our high school staff running back and forth that some of the stressors that they have to go to go through but when you're doing a CT Music art foreign language all go ative courses it just provides for a better system we do know the state has a mandate coming down the pipeline where every student has to take foreign language

for two years when that goes into play uh we would like to do foreign language at the eth Grade Center so we can open up ative options and not complete that at the high school level require one year foreign language at the high school and one year at the eth grade because you can have an eighth grade course count is graduation credit as long as it's taught by a certified teacher in that country area we do that down math in foreign language so it's not something new to us but we definitely want to do that provide some of that flexibility it provides more continuity to learning progressions we know that you have when every time you do a break in a student's life scores dip so when you go for five to six scores dip

seven to eight scores dip eight to n scores dip because that is research out there it shows you anytime a student shifts that's what happens if we can minimize that we can get better learning progression from sixth to eth grade so there's not that constant shifting we can provide related Services psychologist social workers you know those people they're really connecting with for some of our students that really struggle for some of our special education students who need um their case managers get to work with them get to know them being able to provide that for our students is a good thing so only having it shift once versus twice would be great um obviously you know as I mentioned the district challenge that I think is probably some of our most challenging pieces that we

have to consider as we continue look at construction options bu El School similar size to CT uh for EC through fifth grade on rout 47 property uh advantage of that is it does get us to five elementary building so again you can shift those numbers out we may pull see out and put the Central Middle School that's an option it gives you more space we have to run some numbers to figure out which gets you out the longest um it provides flexibility for growth um as Aroma changes provides opportunity for small community film um but again District boundary challenge would be the shift there and it's always going to be the sh the cost when I ask our um construction management firm for the Middle School equivalent cost for pkms right now is around $16

million That's not including the FF and so you can take another eight% or so on that because it cost as Furniture fixtures equipment that you need basketball rooms all the things that you need for furniture for classroom desks teacher desks all of that there's an added cost on top of that6 um and also the additional Mass grading site remember we have a new site this road doesn't matter part of5 that massing site we have bring roadways in we have toing we parking LS we have to do all of those that's an additional cost regardless of what we do on the facility of anywhere between six and a half to8 and a half million doll is the cost to do any of that site work that we have to do so if you just did an

elementary you have to add another six and a half to eight and half million doll if you do just in Middle School add another six and a half 8 half million if you do middle school and high school you can add all together plus the six and half eight and half the middle school is out of our range of 110 million with that s grade if you did not use the legislation that's allowable to the district um you cannot get a middle school the only thing we could do at this time would be an elementary school um what the current funding that um we would have if we did not go over the legislative numbers um so that that's an option but it is allowable to go over that limit so the legislation process and

I I made a note to maybe have Tammy come because obviously this is not my exper right we depend on agency but this isn't us this is our agencies that we work with we work with PMA um who gives us the information what we can do and what we can't do uh the legislative process really nothing happens till after the referend passes because it's truly will will the community do they have a flavor for going and and spending and doing what we need to do um for growth interesting enough the legislation also has some areas that if you're over 200 students in enrollment you automatically can do this without a legislative process are close to that every single year there are years we've done that um it is not required to notify community members of

that legislative process it is basically after the fact so once it gets passed it then goes to a hearing and the bonds get posted in the newspaper all that's been after the fact because we don't want to raise you don't want to cause massive problems very difficult to understand I myself as a first year superintendent been in education a long time still struggle that's why we have experts like PMA who are counseling as we work through the process uh so everything we did with legislative process was absolutely truly within the gual is what we should have done um and so there was nothing that was hidden any kind of hidden agenda nothing that was done behind the backs of anybody it's the normal process I asked them what's the process most schools Angel who wrote

the language for the referendum said this is always the process they um and so that is just what they tell school districts when they're working with us us being superintend how to move forward in the process um other expansion of CMS we could expand CMS we could drop buildings grounds we could we could take out the transportation facility drop down all those little stalls build a new facility on the property Route 47 property expand Central Middle School and make that the 68 building so instead of going to R 47 expand Central Middle School um we take out some of the parking figure out where that parking might go we could expand out to the softball field that I talked about that Dan and Ted thought May get by with that we going to put those

classroom mobes maybe expand that direction um and then build something a little bit for transportation because we need a transportation facility and U building BRS maintenance um and that would allow for that second Middle School 68 as well that would have to be grade school though we expand Middle School that doesn't help I mean we got it I mean that would theoretically be an expansion plus a grade school plus buildings and grounds on correct the other side construction option we know currently we're building a two story 20 classroom addition at the current High School um we do have the option right now I mean there's not a lot of time we'd actually have to have probably have a special board meeting to figure out if you want to make action on this we do have

debt certificate bonds that we could take out does not require any kind of a referendum it's up to the board to do this uh you could have debt certificate B you could take out for three to 3.3 million which is the cost we do that are available to us to add a third floor to the current edition when I had that constructed I had a constructed to be to go up we have room for an elevator all of that is there we only to go two stories could go the third floor to that current edition it would probably push us out another year which means we could not use those facilities this school year we have to wait a year um but the advantage to that is it would provide the ability to offer those

CTE expansions that we really need to have uh currently our our forb problematic we can't get some of CT expansion that we need to do we don't have the facilities for that um so being able to give those handson opportunities for our students which are crucial would provide us the opportunity to do first floor of addition for that expansion we would do the 10 classrooms on the third floor which would provide us the 20 classroom Edition we need to be able to expand the challenges right now would remain that we wouldn't have the cafeteria aor or parking I did ask um Shel n what it would cost for the auditorium addition be 14 to 16 million to put an auditorium onto the high school at some point in time and the cafeteria expansion would be

million so those are some add dolls that we can look into for for the future as we're looking at other construction options as a board that you could look at and then the question is are we even considering the no November referendum because obviously we don't want to spend money we don't need to spend and so if we're going to take a break and sit back um then we can we can do that look at some of these other options and see where you guys want to go um we tight you know uze mobile for we start looking at that we're going to do what we probably looking at that 12 classroom Edition 12 classrooms would be the smartest and then using some of those sh loc and discuss regarding some of these thoughts so

when do we have to decide if we want the November referendum like what's the process for that well the process is just the language we've done all the work right so I mean it's pretty much process of determining if we're going to go out then redoing campaign and some of those so I would say by August so I I think that um before we talk about November referendum why don't we like look at this uh uh possibility of doing this it feels like the barrier is this de like a thirdparty demographic and like you know growth study I mean that's what I'm hearing that that's what we want we want this study to show whether or not what what we as board members have been shown through like within internal staff so let's let's figure

out if that's viable let's get it let's I I don't know how long that takes to do you know yeah and then let and if we if we get a presentation and we you know learn what this is and the board votes yes let's do it and uh you know we we set the timeline then maybe we can get that and and and then if if that if that study shows you know if it confirms what we've been told from staff then let's get it on the November referendum and and and then the uh advocacy work is already done because there's this third party that's telling us what we what we already knew and if it turns out that it's not what we thought then fine we can step back I think that the the

only thing that is time sensitive is this third floor and I think the other challenge is going to be too if we lose out on those 20 classrooms for next year what does that do for us at the high school makes it pretty tight you don't say yeah because the incoming classes Y is big would ises that dollar figure include ripping off the steel that just got placed for the roof on the addition does that three include taking out the steel that we just put in for the roof to go we don't have any roof on the I thought he said the steel was plac he's probably talking something no the steel so that so what what we did with this addition so the steel floor the steel deck still goes on it's a Concrete

roof that we're putting on so now all we do is peel off the roofing insulation roofing membrane and we can go up so we're at the point correct yep yep steel and then the next the next phase of concrete would be would be for that that floor but like we're like there like like now like yeah yeah like now and we're starting the interior built we're starting the interior buildout yeah sure the interior build out of the first floor is essentially done we did drywall partition so to modify that now to make larger CTE space and you know do some different things would cost us a little bit but again it's it's like now is the time to do it but if we do it then that pushes us out another year so get up

andol to saying we may have some space by Christmas break would be the goal to try to have some space available disabili children so I mean that's the other concern special boxes the challenge is there's so many decisions I've on other decisions we just have to figure out where to start that's the bottom L I think the question is if the challenge is you don't want to put a third High School go for high school you're not go for school and you're andily because we definitely need c space we definitely need to expand that high school to be able to manage the populations that are coming in obviously limit and I know Mr mentioned already complains parking is parking it's going toi for next year that's just where we're that's live so just some of

those things that have to understand that's just off that's where we be for them to function we provide busing so bu especially to school located yeah parking is more than just parking to allow your kid to drive in high school you know I mean Athletics clubs after school parents work now they're working more because their kids are older they can sustain themselves on their own so it's not really a I mean it's a benefit to the family so I mean it's not a benefit as oh I'm a junior I get to drive it's helpful for your family to be able to drive so now we're cutting out Junior parking you know it's a for those who have high schoolers it's a pain to drive up to the high school at what five o'clock six o'clock

who knows as it gets bigger less parking more teachers have to park here um you know events you take up more space again you're land like you put a third story on that's 30 additional teachers 300 kids not 30 addition teachers it's right it's 20 classrooms so it's you know every time we we're adding ft right you kids got brity F of and the other concern is the more the more time we take to make decisions the more the cost got and I guess a question I would have too I mean even with the 3.3 million so you know do we feel like you know let's say something happens where we add this on and then a demographic study comes says oh we under under sorry we underestimated where we thought it was going to

be we really need something I mean we could use CT classrooms at the middle school level it's not like we we you know we could use them with other you know kinds of opportunities and so I don't think it would go to waste U my biggest concern is delaying a whole year based on what we had planned for that's a bit concerned um and then if we don't do it and there isn't anything going on moving forward uh related to high school at least than we out the CT than what do you CT and mobile units but maybe that's what we'd have to do I don't know one of the things we've talked about uh you know being creative maybe double blocking classes using some of the outs that are for construction those of things

beond we just don't we have CES we already use Fox Valley we use ECC one of the things that you know Mr books talked about coun was even though we use those programs there's lied seating so for example we have a nursing program right the nursing program we've always run through Community colle well unfortunately they limited our seats so we had 22 students who wanted to get into a CNA program they're qualified they're ready to go they gone through EC Unfortunately they only have eight seats for our kids well eight seats out of 22 kids actually qualify so we then checked with Fox Valley Fox Valley originally told them he had night okay yeah Wilding we seats any students who wanted to seats so those are challenges for every district righted is is Shifting The

Way We doed sh the way all of those things that are down are shifting the way we bus and so when look at that if want to give our kids the best opportunity we can want to give them the choices of where they want to land of facilities to provide those opport if we don't have the space we just don't offer them we are usings as best as we can at the school the challeng is lab space needs lab space you can't do you can't do a chemistry lab room that can't do a chemistry lab I mean certain Labs certain labes that are required to do the education which we want to us those similar to a science lab have differentes ofs I guess my question would be how much time does this really buy

us you know if we add on this third level we go and we use a 3 million like to me it's a bandid I mean it sounds like a bandid it might not be but like how long and I know you don't ever Crystal Ball but right like what is it another year another two like what our enrollment numbers the way they are I mean depends you could do Central Middle School as a nth Grade Center and then the high school becomes a 10th or 12th grade Center you know if you don't expand Central Middle School I think it's about there's lots of options it's about which option do you want to go with how far want to go out you know the issue is we TR go for the one thinking that us out

there's lots of things that bck get paid people off and goes backet that being paid off and try to do so that it's not tax not being to a always the only other question I have that kind of bring my mind is was there any analysis on whether or not I know a lot of people said it's not a tax thing but for those that it is a tax thing have we looked into if we were keep taxes flat and not have that increase what does that get us as far as an amount have we looked into that all yeah am what's the question was it 95 million if we were just going to go out for flat no tax increase I think it was 995 million was that 20 years for without the leg

be 9 you know I think this corer Tech I mean that that's important we heard that throughout all the I mean you know I mean not every kid I mean we all want them to go but not every kid's meant to go right and there's a lot of opportunities in different traits such as welding and you know carpentry and ement um being a attack you know so I I I I think you know it's our responsibility to make sure that kids have the best opportunity to do that whatever that looks like and we need to we we need to act quickly and swiftly because it's just not the one thing that I believe based on what we're seeing as far as registring uh Dr it's that's going forward quicker than what we're doing here and

so that's my concern so do we need to have another board meeting the next week yeah yeah we need to do I mean we need to act now I also heard that the public would like us to do the best job we can with what we have so maybe we are trying to do too much you know so maybe we keep sending the kids to CT outside of the district don't focus on exactly I mean we have to stick with what we have and do it better than anybody so that's another option we cut some programs in order lied seats yeah I mean you can't have everything right I think we be creative in how we do it and I really want to see what do we really need is it at a high school

level if it is and we do these studies that they want and it shows that it sounds like the community would be behind that maybe not at the Grand size that we were looking at but maybe in a smaller size you know as you put up for the option in the survey the Google survey was a 2400 student you know high school instead but I need more information to make that educated decision to vote on it I need to know where we need it do we need it at the elementary do we need it in the Middle School does the high school need like I think with that statement is that every Elementary becomes a midle scho mid scho becomes a school the situation we have at the high school as our community grows that

numbers grow in all levels and every level is that capacity it's not like we have space anywhere other than Central Middle School and Central Middle School isn't big enough to take on another grade level I can put a mobile unit in there and get on the grade level there but every single building is almost to capacity and all of those kids are feeding to the next level so it's not like you can just fix one level a point in time right they're feeding like 400 kids become 500 kids 500 kids become 600 kids for each grade level as those 600 kids become there as a grade level they go to the middle school now 600 becomes 1800 middle school now same 600 become 2400 High School it just multiplies it's it's so you can't think

of it that way because that's not the reality of how education system functions we have small Elementary buildings but they all go into a six seven Center or an eth Grade Center and then they all go into a high school and so as we're graduating smaller classes bigger class are coming in right kindergarten numbers are down a little bit right we know that birth rates have been down but birth rates are picking back up so during Co they went down but they're G to come back up this is all cical and we know for our district is not a St Charles it's Nota they're losing because they're landl our challeng is we don't know it mob you still have to put the kids we can't decide whether to educate a kid or not we have

to educate them so we're gonna have to we're have to do mobile if that's and if we go peace meal and um we you know go with the stay Within million budget and just do whatever little we can if that it becomes a self-fulfilling prophecy uh maybe we shouldn't be a desirable Community because over time that's what'll happen the school district will cease to be a desirable place to come uh to you know to for for the schools because it'll become less and less desirable as we continue to be peac meal uh year over years so I'm saying let's let's figure out what this demographic study research you know thing is I want to learn about it figure figure out what it offers and then I want to vote on it and um if if

if and how I vote on it will depend on whether or not I think it's really that much better than what we've done in house if it's not I'm not going to vote for it uh but if it is then I'm GNA vote for it and I'm saying that we should collectively move that ball forward as quickly as possible so that there's a possibility that can still be in the November referendum with the buyin of the the the sector or segment of the community that said we don't trust what you did in house we want independent eyes so again back of the timing we really to talk about 3.2 million for a third store the only thing we have to talk about urg I think it's a the only i g what he said PE

more money time you know I mean it's just I don't that b don't think GNA help time be right where we started well we need a comprehensive plan I don't like this idea of peac mailing in my mind I see this looking like some type of I don't know Geral Community all these additions and things coming off the buildings and you know we don't want that want so we investigate we use our intellectual sweat we move forward with whatever we we uncover but I mean we we we can't pause I mean the district you know I I moved out to this District because it had a great reputation and the scores were what I aspired to see in my kiddos so I mean I think that everybody can agree on that that that's why you

moved either West or south or north or wherever you move or east you know but we got to educate these kids well and that's our responsibility that's the that's the main responsibility and make sure that the teachers have the tools to do that and you know bigger classrooms as you see in other districts don't work so and mobile units are challenging as through the the exploratory for the referendum I I can't remember but um there there was one of the one of the gentlemen that said or ladies said their kid was struggling because they were in a mobile unit and they couldn't he AIT correct so so me I'm in favor I'm in favor if we need to meet to meet um but we also need to investigate to see what we what we don't

know and correct me if I'm wrong I mean do is this just a general consensus right I'm we're not interested right but I'm talking about for the we're talking about voting that's a consensus at the table correct so that's not a formal vote so we don't need information so we could have the presentation and make a decision correct together at right other questions on this we'll go on to rental rout 47 property um So currently I've had two individuals now three um actually Reach Out determine the possibility of running the rout 47 for cash Farm lease um according to what we found out during the closing piece there was a lease on the property uh prior to us purchasing it by an individual it was for right around 286 Acres uh that they had rented

the property um that's what they had the total land um on the overall property that we have um the cash fings did not include the residents and the adjacent buildings the 10 acres more less of the former nser um you see a map that I provided for you in the board packet of the property see was outlined in terms of what the farm lease was covered in terms of that but I think the important piece is the FFA had 20 acres that they were basically using the purpose of FFA Mr Mets talked about a little bit earlier for the FFA alumni they support our F organization by paying doing scholarship but they also help of they spend they also send some of our kids down state cover some of the cost for some of those

registrations down state all of those types of things um so in here you'll see that I've also got information from the FFA piece and I think that plays a role in terms of the direction how much we use here um when you look at leasing Farmland I think what people don't realize they think you're just going to make the dollars we have to pay at that point we remember we're tax exempt but we're not tax exempt if we rent the property that property we no longer taxes out so we pay property taxes um so those property taxes have to come back out but also know that part of that money comes back to the tax levy to us so we pay the tax we get some of that money back in tax levy uh so

it's kind of like a double sword so we had 135 Acres on Ron um we rented it for 33 about 334 um for the farmer to to pass property taxes were $13,700 on that so we had a net income of about 19,00 plus we had the eight that came back to us through the tax levy so we made about $27,000 net on that property another person reached out to me uh which is an interesting piece to consider as well um there's something out there called a crop share lease program and basically what that is is that a farmer works with you in conjunction as a school dist work with you they would lease our the property um from you but not for for a portion of the share so say it was a 60 40

they get 60% you get 40% because they get the fertilization they plant the seeds they do all the exavation and that 40% could go back to say the foundation or something that could actually fund educational programs and so it's another way to give an opportunity from an educational standpoint where you're working as a CR share program with some other farmer to help you get that so I think there's a couple options for the board to that is still tax because uh somebody is still earning dollarss at 60% I'm sure they're making money to do all the work because they're coming to do all the farming and all those so there's those two options you could out and out lease it knowing that you know either way we're going to be paying dollars you could do

this crop share where actually the district or Foundation District wouldn't take the money because it wouldn't seem right but the foundation who does really benefit the organization the Educational Foundation could get those dollars and then bring it back into some type of programming um could be an option all to the FFA if you had somebody and they could do with your crop share and it would all go back to some other student organization I think there's multiple ways to skin the can that I don't want to always I think sometimes we go to the traditional let's just lease it but there's other options that could be beneficial for organizational standpoint as well that we may want to explore we are under a tight timeline when I talk to a farmer one of the farmers that

out to me obviously they need plant and they really need to plant later early um this is under the same timeline as when we had done it last time with I think we're in the same time frame um we could have a special board if so thought we should be to do that a little quicker what's our it's May 20th I think is our so it's later May for them to be able to be notified that they actually could lease the property the other challenge is that we have multiple people reaching out to lease it so we don't have to bid a lease that's not part of the law um so it's like how do you want to award you want to force a bid we did before Dan looked up on the Ora proper

we did bid that out and that bid came in at $327 per acre that's what got us to the total that we get now through the B process you could reach out put as a b process they what to the B if you so so those are all options them least with a bit because we have multiple people have reached out so I would not want to say definely you need to go for bid check out the farm share and see what that does the land share where you lease it and it's a split between the whoever's doing that for free basically that the profit but also giving a certain percent back to the district say the foundation of some other organization we just solicit kind of informal proposals there's no formal bid process we

just the people that like how would that work I think you have to I don't good question I think there's a difference between an RFP and R and a bid yeah so maybe a proposal is more flexible just curious about that ask our attorney I don't know answer the next meeting well we need to have an action it for the next meeting because a person who was going to lease it could not L it dire want to go they need to get CR well I know you said you want to get more information right and then put it for the farm from the far if we're interested in the farm lease I don't want to spend time doing that if there's no interest in a one Le it be a one year right now because

we wouldn't want to do beyond that depending what we do so we' be just a onee cycle I know you say that's TR it's also predictable and it's also we don't know what the year is going to be like that means I think there's also a lot of uncertainty right now I think just doing a year lease a regular lease guarante price all right then I want to talk so that was 286 Acres but my recommendation and Mr Mets is here so thank you for coming Mr Mets for to talk about the F Bank you have questions the next information is really about the Fout 47 the the board approved for AC for FFA and hased in talking to our legal counsil I think there has to be some drawn up agreements to make sure

that we're clear on how this is supposed to work and having work maybe the board legal team really felt that the student organization should get something back it goes back to mr's comment about students not been in a lot of activities of that field so they don't come out they don't do soil testing they don't do some of those things that they can do fora and I talk to Mr Robinson teacher for he agrees that there's ways to do that easily integrate those things and he would like to have those opportunities for students so my recomendation at this point in time would be to really look at the opportun for us to give 20 acres Dan did a little bit PL study for for me of it's kind of the far south end that's like

a little rectangle in the plot um it's 20 it's actually 28 plus acres plus or minus but it's natural place for them to be able to enter off about 47 on the property um it's nice clean it's really not usable place for us for construction because we want to be a set off it's right off of the building so it just makes good sense to give that to the f a little B more than we given in the P we do think it makes sense for the purpose of student education and for some of those scholarship opport they give to our students as well Asar funding that they do for our kids to be able to go down and to do some of those activities in field trips very kind in trying to help assist

that and that we would work behind theen more directly on reating the bylaws getting things more in line what they should be but they'll come forward next month to all to a Mr anything you want to add to that I work some of the land that I deal with is because of the FFA program and because I like to donate back to the school in different ways uh up there at the high school when I was landscaping and farming many years ago the kids came from to me and we did that where the flag pole is we did the papers there and the students helped work on that none of you have seen it it's a beautiful place and it's still there today um with the land with the FF um if you were able

to lease me the the land which I could honor the rent that you would like uh I would also Farm the 28 acres for the FFA program at no charge so I would plant it Harvest it spray it and haul the grain to the elevator um it's roughly about a $200 hour I'm just taking a rough number it's about a $200 an acre cost in labor with equipment and all the labor that we deal with per acre that's just a rough number so thank you um just just a little note and back to what you guys are talking about I think it was good that you guys had that presentation in different areas with the referendum and it might not be a bad idea to have a monthly get together fundraiser for the new school

like a tent and what you do is you call up um phas barbecue and you just put up a tent out there and they'll come out and cook up the pork chops and it's a fundraiser for the new school and I'm just throwing it out there it's it's a way to bring the community together and to let everyone be aware of hey this is what we need to do we're trying to raise money so thank you thank you move on to the enrollment report I already talked about the enroll report pretty much what we do so any questions on there for so fo it's been a very busy Foya season um for us continues to be busy uh Miss Tesa received a request for information regarding uh my employment agreement compensation bonus structure meeting minutes

uh which we had submitted to her uh Miss McDon received request for information regarding Orton Gill to certification training and accreditation we're able to give her all the information she requested to that request Miss not received request the sell property Morris Road um the request was denied as the closing has not yet occurred uh Miss dubanowski we received a request for a complete list of reading materials at Central High School uh we were able to comply with that request and those were the points that we currently have responded to any questions on the Motion in second to adjourn Open Session and move to close session for the following exceptions 2c1 2c9 2 C10 2c1 and 2c2 so second aif yes Fulk yes Hil yes Nolan yep papis yes V yes Gman yes motion is carried
