Gorman here we need a motion and second to approve tonight's agenda so moved second buul yes Nolan yes papis yes vote Yes Gorman yes motion is carried please join us in reciting the Pledge of Allegiance to the flag of the United States of America stands andice like to thank everyone for coming out tonight Brave in the cold welcome everybody at home Dr Mangan same thing thank you guys it's really cold out there I was just kind of teing care about no not wearing any socks so thank you for coming up with in the cold weather and braving the cold so and thank you to everybody out there listening as well we'll go on to public comment we have a few tonight first is Jee Meyer Jean Meyer P Christian patriotic American I was totally impressed
with Dr mongan taking the time to phone me and speak with me at length about issues I had brought at last month's board meeting she does an excellent job of being agreeable while disagreeing um one topic brought up was that I suggested to cut Administration not teachers to save money I brought up the long list of psychiatrists and social workers employed by our district perhaps some of these positions could be cut after all it is rather shocking that we need this money of this number of mental health type professionals Dr mongan said they were needed because Society has changed I said it has not changed for the better for these young people um and I say now should we accept this change and can we turn it back I believe there is but One race
the human race made in God's image yet at last month's Schoolboard meeting was the discussion of improving the English and math percentages that meet or exceed the state state standards Asians were at 68% and the presenter asked the question why this group is getting material is getting material retaining material and performing with that material versus another population a former black Pastor of mine speaks so well against critical race Theory and black lives matter saying that the disparities of well-being between black and white people levels out when their black children are raised in a home with both a mother and a father furthermore the Inconvenient Truth he said is that Asians Faire better than any other race including whites yet they are a minority of color which has been discriminated against just like other uh minorities
a book written by a young Asian man An Inconvenient minority is the name of the book speaks of just this another young Asian man making the news says of Asians we make smart decisions we get married and have kids after we're married we graduate High School academic success so back to the question of why we need so many psychiatrists and social workers in District 301 and in the rest of the nation and why Asians are scoring so much higher in math in our district and Nationwide we this school district need to look at what has changed and I believe the young Asian man had it paid we need to encourage our children to get educated to delay sex until marriage to delay children until after marriage we as a school district need to encourage parents
to parent and to be involved with their children we as a district as a state and as a nation need to turn from any law or policy that negates parental right I ask you board members to think about this and be willing to stand against the low to not protest is to get give consent to the direction that is destroying this nation's most valuable resource our children I do not consent thank you thanks J all right next we have Mike Meer my comments are brief last bort meeting uh we saw statistics comparing District 301 to nearby districts but the bar for that measurement I think was set too low some districts in Chicago area are poor I'll use words that the grand kids can repeat the students leave school and compete for work and career
against a nationwide set of people um who want a good career for example what moved me to Chicago here there were 150 applications 75 interviews they picked nine of us they have to put out a good product student wise so put the budget monies into preparing students to learn to compete for a good career rather than in facilities that are we can be prideful about fewer bricks better brains thank you Mike right next up Mike man hello Mike McMahon here um so I'm going start out with a couple of things here my job as a supervisor of Plato Township is to represent the best interest of the people of Plato Township um so I try to look at both sides of every single issue and one of the things that I always ask my board
to do is I want them to challenge me on things and I think Esther's open to challenge too so I would expect the board to challenge anything and ask a lot of questions question question questions on that note you know I see opposing views on all sides of this issue and you we have town halls and I want to encourage the to the board to get out and get the word out to get more people to attend the town halls and have the questions uh answered because this isn't the Forum to answer questions you don't give feedback I would love to see feedback but we don't get feedback in this for Forum the feed BET's going to come from a from a u um you know a forum here so that being said I'm aware
as the township supervisor that my job again is is to represent the people but to get the most value so when you have good schools and people want to come here it increases the value while it increases the value of course it's going to raise some of those taxes so you you get a benefit in one pocket you get a little bit taken out of the other pocket but it comes out better but then then what can I do in my position then that's going to be to bring in some businesses somewhere so I intend to have meetings with Elgen I already have Elgen pingry Grove Campton Hills um and we want to get some water out this way okay water is going to help the infrastructure of the new school that should offset some
some of the cost I don't know if that cost is rolled in yet or not don't know that if it is or not but you know I'm looking at a 10-year Vision can we get water in four or five years when this opens up I don't know but I'm going to work hard at doing that because that would bring in some other businesses to help bring down the taxes as well so the ideal situation is to lower the taxes raise the schools and raise everybody's property values okay so I'm looking at it that way now my worry with opposition to this my worry again I'm not convinced one way or the other is if we wait too long is it going to cost us more in the long run okay you don't want to take
a poison pill here okay so we do have to all be informed on all sides of the issue they need to hear you you need to hear hear them I get that um I want to go to the handout here for a moment IE had because I because whatever there's there's a group out there that's putting together some fabulous information it's a really well organized but when I look at something so well organized then I wonder I have to be spe skeptical too is there a trojan horse s along the line I mean there's a this is good I'm not sure I agree with everything but I agree with a lot of it we start out with we agree to address the capacity issue elementary schools I get that now that said I'm going to
give an example of my neighborhood because people go well home we're getting new homes not those homes aren't starting anymore that may be true but the demographics changes I'm in a neighborhood now that when I moved in and in 2016 there was like five kids in the area there's like 50 there now so it's not new houses but it's a new demographic that's moving in and Plato Township is going through both new homes and a new gra and a new uh demographic as well um so again I I I really want to hope you could encourage and get more people to the town halls I know I've talked about trying to have a town hall meeting with every taxing body in Plato Township the assessor the fire district the uh Plato Township the school board
and most people seem to be on board with getting that now it's trying to figure out how to get people to come cuz the only way we move the entire Society forward and better for everybody is open Communications okay so I'm only addressing the cost factor in a new B the resolution right now I'm not addressing curriculum at this point I'd like to look at that too but that's not on my that's not on my list to do at this point just yet I got plenty to plenty to go through um and I may disagree with some of that and that's okay um but they do everybody's listed on this website when these uh Town Hall meetings are come talk ask questions I mean that's what I would like to see because I I have
questions too and I'm not going to just say okay you're right you're wrong no you both could be right now we got to find out if someone is 20% my enemy that auto makes automatically makes them 80% my friend so if we kind of go through that you can have that 20% disagreement so you know please as a board and I'm guessing the board get this word out to people what you know don't hold your cards so close to you because it's supposed to be a transparent Society pretty much all I got thank you thank you you thanks Mike all right next we have Virginia Romano hi Virginia Romano um I wasn't real impressed that the property got uh yeah we need to get you closer so people online can hear you okay there thank
you welcome um I had heard that the uh contract was signed for the new property um I think it's a little bit put in the cart be before the horse um because you really don't know what the outcome of the referendum is going to be and yeah spending more money of our hard-earned tax dollars hard actually our hard-earned dollars um and I think that's kind of poor stewardship of of the school resources um and even to possibly with the properties that are being sold could possibly be at a loss so I yeah that's about it so thank you very much for your time thank you thank you we're going to move on to action reports uh we need a motion in second to discuss and improve the consent agenda so moved second in your board
packet um you have the financial report our revenues and expenditures are included in there revenues are currently at 41.5 4% compared to 3935 a year ago expenditures are at 43.86 per compared to 40.25 a year ago um we received impact fees in December for the amount of $77,900 for both Central and Northern now so we're reviewing those and we expect to bring them back at the February board meeting good any questions for Dany Fulk yes held yes Nolan yes pepis yes vote Yes Gorman yes motion is carried next motion second to discuss and approve the veterinary affiliation agreement renewals curriculum director books is here here if we have any questions some second any questions these are just two new ones correct renewal we've had them in the past but as were required you know the
annual paperwork has to go through so that we can place our students so they can have that beneficial externship um you'll know one is in our district um we had that's the horse farm hospital that's uh and and and the other one is Gilbert's um so just continuing to keep those Partnerships going and making sure our kids have those options and we can place our students there as soon as uh this semester sounds good I do we have to update that one agreement on the um the affiliation agreement to read ester's name on it versus Todds is that okay y okay yeah if we could get that updated okay sorry all right Hil yes it I I wonder is this because the work based learning okay just for clarification the the name is Todd Sterns
is on it because he's in the work-based learning office now that's not her as the superintendent him as a superintendent it's just the role change created different places where those names show up perfect I just saw the central 301 yeah email yeah no absolutely because we continue to house them here yep yep I'm fine with that okay all right okay thank you yes Nolan yes pepus yes vote Yes Fulk yes Gorman yes all right the motion is carried next need a motion in second to discuss and approve the cheerleading team's overnight trip to ihsa sectionals in Knoxville January 26 to 27th so moved second thank you uh this year the state of Illinois has decided to create the boundaries for medium division cheerleading uh ourselves kin and Sycamore have the distinct honor of heading down
by Galesburg for the ihsa sectional rather going to I know dundy Crown's hosting one but the state has decided us to put us down there so just for the opportunity those kids to have every opportunity to to be ready to go you know if they have to get up early you know we're talking about maybe at 2:30 3 o'clock in the morning uh departure depending on what time they perform so we just want to kind of be prepared like I said give those kids every opportunity to earn the trip to State based off of what the the predicament the IHS they put us in as we didn't make the choice to go down there it was just kind of where they're putting us self all right thank you Nolan yes pepis yes vot yes Fulk
yes henil yes Gorman yes motion is carried next we Motion in second to discuss and approve the resolution authorizing the sale of real property located on Russell Road as as presented so moved second so in your packet you have a resol for the Russell property which is our property located in Plato Center um the bid process will begin effective if you were to approve this resolution this evening um it'll actually begin putting packets out uh getting it posted in the newspaper um by law generally speaking bids go out one time uh to newspapers because it's real estate it has to go out three weeks in a row and so I'll put that bid process out there is um as the board had decided when you set the price there is a low bid price that's
part of the resolution was part of that packet um between January 17th and February 7th is when we have the notice out there for public sale uh February 7th is any bitter questions indeed deadlines we have doc um we have Mr Dan paway who's our building's grounds who will take any questions they may have or want to visit the sites people can go check with him to do that and our bid opening uh would be on February 14th Valentine's Day little big heart uh for bid opening on that day um and then February 20th if the approve an agreement then we have a 60-day due diligence that's part of the agreement as well any questions on the resolution that's in the more packet all right papz yes vote Yes Fulk yes Hil yes Nolan yes
Gorman yes motion has carried uh next we need a motion and second to discuss and approve the resolution authorizing the sale of real property located on roron road it's presented so moved second so again another resolution but for the property that's located in Plato Center on morison road which was the property that we had normally actually positioned to have put ourselves with the um high school that we're currently putting out for a referendum um same timelines will be established with this one so they'll go out together in the bid process and the bid packets um although the bidding date of the 14th will be the same times will be different so one will be earlier than the other and uh Mr palwe will establish those time frames and when we get the bid packet out
um for everybody that wants it we'll also be pushing both of these out via social media um and making sure that gets out uh not just through newspapers through other means um just set it again we have a low price here in terms of what theal bid would be um for the property on Rison Road um and then following the same time frames 60 day due diligence as well any questions on the resolution all right vote Yes Fulk yes Hil yes Nolan yes papis yes Gorman yes motion is carried move on to information items first director po who review the Environmental Studies completed on the property at 47 good evening it's been a great weekend I'll talk about that later talk about that later though yeah it's my hair isn't it um so um as
Dr Mangin reference for the properties we s we are selling we also had the 60-day due diligence for the Route 47 property that we recently purchased so we worked with uh the attorney and our civil engineering firm um which their representative is Glenn Ericson to go through all those processes and go through all those things to make sure the property is what we thought it is um so we completed the Ala survey which is just a a detailed survey survey of the property which helped us establish where we were going to put buildings roads things like that um we also completed the uh Wetland delineation process um which also came through with u positive information there's very little Wetland there's a little piece in the northeast corner and then a few other low areas not
affecting any of the locations or anything where any of the roads or building structures are going to go um we also completed the phase one and phase two um Environmental Studies the phase one study was the initial study that um the Degan Group which was subcontracted through Ericson went through and just went through all the environmental impacts of the site Was An Old Farm site so you never know what could have been out there in the past so they went through did soil samples look for you knowest containing materials in the homes and the buildings so went through and did all of that the only thing thing that came back as a question which brought us into a phase two survey was there was an old burn pile on the site um that had some
petroleum based products that were in that that we either used for burning or that were burned so then one of our requests was to have the the owner remove that um which they have so completed already um and then that was really the only thing that that was contained in the phase two environmental all those reports are in the board packet um and then we we're starting the geotechnical work so we're starting all the soil borings um we kind of got hampered by this little weather snafu that came through um but we did get some initial borings done before that and the soils look atypical to what we'd find in this area of of Kane County um which at this point aren't going to require any you know crazy structural you know Integrity issues or
any crazy footings or anything like that based on those soil samples we're starting in the area of the building structure which would be our phase one construction zone where we would try to um work through getting a building pad and all that stuff so that was where the area of those soil boardings were done first we're going to check obviously the rest of the site for roads and any future structures and all that are all part of that also um any questions about that so apart from that burn pile there was nothing else really of any significance that nope that up to Warrant further exploration or flood issues that we had yep flood issues that we flood plane that we had on the other site there's a piece on the the north border and and
the South border which interesting enough the north border will probably be what we tie some of our retention basins and stuff into but nothing that's impacting any roads or the uh or the building site that very POS uh the 19th of this month is the due diligence so we did get the Environmental Studies in within the time frame required in order for us to then say that we are moving forward because currently we have not move forward with the contract even though you have approved it um because we want to get to that 60-day due diligence but that is the 19th of this month so just a few days away any other questions thanks D thank you thank you thanks for getting it done go go for next we fac I'm not moving I'm not
moving um so um weather was a interesting impact and interesting on the 20 classroom addition we're doing um ironically uh our construction management shales mcnut did a great job of getting concrete poured um on our on our last slab for the first floor so the first floor is completed with concrete got it in right before the storm on that Monday we poured got that done so now we we can start building up those walls and get um structure to try to get that second floor on we're probably about two two and a half weeks behind schedule on our overall predicted schedule which was very aggressive but we do have some time on the back end so we don't think it's going to impact us once we start getting that structure up and getting that under
roof then we'll be able to pick up those days so that that project's going going really well if we can get some snow cleared and kind of get some moderated temperatures we can keep keep working on that site we've been tenting in um and pumping heat in so the Masons can work in a tented structure so we've been working through those winter conditions doing that and then blanking all our concrete to make sure we don't have any issues in the future so that's all going really well um we're working on U still working on bid docks want to get those out soon for the pl Road turn lane um that is going to be a summer project on the docket um we're going to be partnering with Kane County on that um so we've worked
very closely with Kan County on that project and they're going to be a financial partner in that with us and share some of those costs and develop at that turn lane in front of Central High School um so that that bid will be going out in the next couple weeks and that'll be a summer project to get a nice turn lane in front of the high school um and then we're also still right after that bid goes out which hopefully it'll be a couple weeks I keep talking about this generator thing we're going to get those bids out Dana's on me to make sure we get those things done so we're going to get those that bid out to get that work done try to get some work done over spring break and then on
some Saturdays going into the summer to try to get all the interior work done for those generators um and then the last thing I wanted to do is is this weekend was as everybody knows was crazy um our staff weathered the storm so to speak like we keep saying our staff put in 30 plus hours this weekend um to make sure we got facilities open make sure we got streets plowed I I can't commend our staff any more than you know say thank you to them and everybody should just appreciate the time and effort that those guys put in a lot of other people were at home enjoying a nice cozy fire sitting on the couch those guys were out working they were out in that stuff plowing doing a great job and and we
appreciate them and we only had a couple of issues through the weekend um we had a couple heating issues at Prairie View minor heating issues couple Frozen coils we had a boiler down for a small period of time got that all up and running um our mobile units we have a that's all above ground Plumbing as we all know in a mobile structure as well as you insulate that and heat tape all that lines are going to freeze so we've had some sewer lines and water lines in our mobile classrooms freeze um so that's something that we got to look at and got to moderate use of those during these cold temperatures there's nothing we can do to M you know to take care of that or change that at this point in time we
got just got get people underneath there so we may be without washrooms in those structures during this this really nasty cold snap so so but other than that knock on wood everything is we came through it so we're ready for tomorrow great job thank you guys awesome thank you all right thank you all right next up is Athletics and activities update director J is here I'll give everybody a minute if you want to pinch yourself and wake up after uh Mr got done talking because uh before I did but uh in all seriousness I do want to thank I do want to thank uh Dan and his staff um for getting the uh getting at least the high school and all the other facilities up to par for some of the events that we tried
to host this weekend I know uh the hours that they put in do go unnoticed but a lot of what we have and when you come to events and you see you know whether it's mooping the floor you know bleachers or anything else that's that's Dan and his crew so thank you to him and and everybody under his in his department for getting that ready um just wanted to come up here let you know hard to believe Winner's wrapping up as you saw uh cheers going to sectionals dance sectionals this weekend uh basketball boys and girls is kind of coming to an end wrestling's nearing the end and we've already opened up uh our boys bowling is done and girls bowling is going to end January we've already opened spring registration as you got that
that mailing and you know most of the coaching staffs are are filled at this point ready to ready to go and crossing our fers for it to be 70 and sunny on February 26 when they kick off so but our indoor track season will start Wednesday and uh we'll have a lot to get moving there um our robotics team is uh entering a couple competitions this year so they'll be down at Pavia uh this Covington's doing a great job getting them off the ground and running and we've got Scholastic bow and our math team already competing so uh numbers and opportunities for kids to participate as fantastic and the one final update that I do want to give you is uh with the help of Dr maning we uh were able to sign a contract
with Team rehab uh facility right there off of Randall Road nelgen and we're uh we're that much closer to potentially having a full-time athletic training solution uh at our high school for our athletes and our kids kind of hopefully towards to wrap up winter and then obviously comes Springtime so uh once we have more information on on the C who that might be we'll obviously share that out but uh each day is looking a little little closer so again can't thank all of you for the support and everything and uh look forward to seeing you out at some of these uh final home events at in the winter before uh we sit outside and freeze a little bit in the spring so thank you next up is bus bid director Porto is here um hello
I'm just here to share that uh bus bids are scheduled to go out at the end of January and that will be for the 24 25 25 26 school year it's our small uh bus bid package so we'll be looking for 22 school buses um and we will bring the information back uh for board approval in February thank you and we were really well with Dan pway too so um we worked hand inand with him getting our buses ready and cleared off because that is quite a task um they've all been started multiple times throughout these cold weather days so we're also ready to go for tomorrow thank you thank you all right next up Dr mongan will review the recommendation for school fees for the 2024 to 25 year so um annually we like
to review the school fees we did look at school fees across the region and we're well within the the range so we are not recommending any uh increases in fees so status quo as we have been for like the last five or six years nice I mean if this is the end of the 24 25 year that will be 10 years y with unchanged fees sry that's good well it says 2015 yep oh yeah so next year 2025 use those eyes we got it those eyes got it really it's been a while right right the enrollment report is also in the packet any questions on that move on to foyers uh so we had one Freedom of Information Act that came through uh from Miss Welch we received it um it was reference to multiple
items uh relating to the 2016 referendum uh past in current enrollment forecast and school capacity due to the number of items that were requested we denied the request for for based on being voluminous was there a dundum done to shift said within 10 days you know you we we submitted a letter to miss wall just to let her know that she had number of days to resubmit it in more of a um concise concise fashion or different one so that we could respond and we have not received a response back okay right that concludes everything on the agenda uh we need a motion second to adjourn Open Session and move to close session second buul yes Hil yes Nolan yes papis yes vot yes Forman yes motion is cared
