002for coming out I know we have some of our Illinois State Scholars so welcome and congratulations in advance for that um I also want to take time here to just thank the Board of Education Wednesday the 15th was a national board of education appreciation so I want to appreciate their efforts for the service that they provide to our our district uh for Central 301 I know that sometimes it's challenging uh you come up with a lot of different decisions and discussions that we have to have so I want you to know that we definitely appreciate you appreciate you appreciate what you do for our our teachers and for our Administration and our community so thank you for your service thanks all right principal borski I was here to recognize our 2023 Illinois State Scholars now

003that sure not yes definitely with that sure not it's College Monday that's what we do at the high school thank you everybody um I'm here to honor our Illinois State Scholars so Illinois Student Assistance Comm commission the ISAC honored 42 of our students this year we do do an early notification which is something that we opt into so we can let our kids know let our families know right away so they can start adding that stuff to their their resumes and applications um this honor is based off exemplary College Assessment exam scores so the SAT uh strong record of high school achievement including unweighted GPA class Rank and then school size is taken into um effect there we have like I said 42 students so it's about 15% of our class and I would say

004roughly it's supposed to estimate about the top 10% of the students in the state so good achievement there showing where our kids are at each kid gets a certificate of achievement from the organization which we will be giving to them they also have access to digital badges that they can add on to their resume social media Myspace LinkedIn whatever they're using these days and this morning we had uh a breakfast honoring students which our own food services department put on kids got to come in hang out in the library have a good time so we do have a a handful of them here told by you know all account come on in here and be recognized so I'm gonna have them stand up right now and then I'm going to read the 42 names and

005then bear with me and I'm try to get them all so if you are here tonight as an Illinois State scholar please stand up be recognized I'll let you sit down as I read the 42 names so zann aif Jaden Alex Kenzie Anderson Duke Anderson Robert Anderson Leila basa Jenna Brandis Vishnu CH chath andth Haley Cunningham Thomas Deval B DKI Danielle durkl Kyo gady Adam hlan soam jwani irini caravus Alicia kutu oad Kaja Braden Kim Joseph kowall Emma lson Andre magnia Daniel Nava Ethan alera CIA Patel yisha Patel Andrew Payton Alan Perez Ryan renberg Claire Salen gomba Evan sellan Tristan Sensa lakmi Sila Arya Shaw Natalie simic Isa Saia AI ther Arya ther Dia ther Luke wood Jade Jer and Victoria zalinski represent those students congratulations to the ones that came out and everyone else

006we are extremely proud of what you've accomplished and what you will continue to accomplish thank do they do they um fact does that impact their scholarship options and opportunities that they have definitely it's a good a good flag to put on their applications say I am an Illinois State scholar just depending on where they where they go and indirectly no or directly no indirectly yes because they're being recognized as the top 10% already and their sat are also in conjunction with that so awesome job guys that's great way to I also told them they more than welcome to hang out for the whole Bo you want to go SK marks AR is first on the link I like that answer okay thank you there go that was fun all right next we have public comment

007we have one uh Jean Meyer before I start can I ask about these microphones they don't seem to work like the ones where you have to speak into it what does this do is it a green light on it is but does it amplify my voice and how close closer to you for for online for the recording this is so that we can do online so it's not really amplifying my voice but the the people who are listening online will be able to hear okay but So for anybody else here I have to amplify my own voice yes correct okay thank you okay so I'm going to say no to the tax increase Illinois I've said that before is number one in fleeing the state out of the 50 states more people are leaving Illinois

008than anywhere else there's a variety of reasons for that but one of them is that Illinois also has like one of the highest property taxes or maybe it is the highest property tax among the 50 states Elgen itself where I'm from is cited in in a recent um publication as being one of the highest in the country and so Illinois spends and I don't know how they figure or how much you spend per student $24,000 per student this isn't really a sustainable path that we're on here the amount that is spent per student does not correlate with higher scores in reading and math my realtor sends a market analysis every month and she just stated that homes are becoming out of financial range for most buyers so what's it going to look like when these

009kids graduate with the tax burdens that we're putting on them we have to consider that they're not going to have the chance that we had for Bounty um homes and freedoms so we're giving our students a bankrupt country at all levels we need to focus on Bas basic education without Frills that lead to more taxes and then as far as the new high school um we are just adding a new addition and I think that was 20 classrooms and I might be wrong um but I'm thinking that should take care of us at least for a few years and then we have two new board members a relative ly new and I think I mean I don't know where to find the data how we've evaluated all of the classrooms we have now and what

010they're being used for um to see you know how sufficient it would be so I would think that would take uh we could take another look at that we have time to do that and then finally the public relations firm um I don't think this is a business like we're selling a product and we need to advertise I think that money should be used to educate the students and not to try to change um people's perception um of the taxpayers anyway thank you very much thank you thank you you we move on to action reports we need a motion in second to discuss and approve the consent agenda so moved second can no um included in your board packet is your revenue and expenditure reports revenues are currently at 37.0 2% compared to 35.2% a

011year ago expenditures are at 28.7 six compared to 27.6 to% a year ago um this year or this month in October we received impact fees for $13,693 for 13 new home starts um no transition fees came in this month and then kind of year-to date the impact fees were at at $697,000 of our million doll budget um bills payable reports for both Central and Northern cane for are typical for November in the bills paid report you'll see a bond payment for $ 6.85 million that's payable to US Bank um tonight right after this action item um we'll talk about the tenative Levy to be uh adopted and acted upon and then there is another round of the school maintenance project grant that came out for 2024 um every year we try to capitalize on it

012we try to do a project that we we um are already committed to doing um this one is going to go to we've done the Lily Lake generator the hb2 generator so this one would just finish out the prview one um so it is a $50,000 grant that must be matched with 50,000 of local funds so um we just needed to and it would be for a sorry a backup generated for Prairie View to kind of um support all the critical systems the um technology the well the boilers the heat um the lunchroom freezers and stuff like that and then the rest the 50,000 match would come out of omm or capital projects depending where the budget is for that um it's about $300,000 and we hope to have it done by this June the

013end of this June right any questions for d all right Fulk yes Hil yes Nolan yes V yes aif yes Gorman yes the motion has carried next we need a motion in second to discuss and approve the tenant of tax Lobby so moved okay so attached in your board book is 2023 tenative 11 memo the presentation and the resolution um the board will be asked to adopt this tentative tentative tax levy for next school year in December we will have a truth and Taxation public hearing before the regular scheduled meeting on December 18th um and then you'll be asked to adopt the final tax levy as in past years it's necessary to ask um for a higher amount than we anticipate getting just to ensure that we have access to all the dollars for um

014new construction eav that comes through and then the law provides that we cannot receive more than we're entitled but we cannot receive more than in any fund if we don't ask for it so first this is just kind of a ly timeline it shows you our board meeting tonight at the very top and it goes through all the way through the December board meeting um levies are due to the counties by December 26 it's the last Tuesday of every year um the tenative Levy must be presented at least 20 days prior to the final Levy the adoption of it um the truth and Taxation notice must be published no more than 14 days but no less than seven days so December 6th will be our magic date that we will post this into the Daily

015Herald and get it posted onto our website um every year I like to start out with just kind of the history the trends that you can see here um for the eav new construction and our total tax rate um starting even before the slide in 2016 our tax rates um for the school tax rate our eav continues to increase so you can see that it's growing um and then that makes our tax rate go down um it holds true as long as the percentage of the eav is high enough to cover the bond increases so for the next couple years we do have a little bit of bond Bond increases so as long as eav out does that percent um we'll still continue to see the tax rate drop um our estimated existing eav increases

0168.25% this year um as opposed to 7.1 from last year um and then you'll see that there's a drop our current tax rate is $66.50 and we are anticipating it to drop to $624 this slide just basically shows the correlation that as eav goes up our tax rates go down so it's just basically those same numbers on a graphical presentation for you and every fall um usually in September but this year they've did a revised one in October um the Kane County tax extension office will provide this assessor estimated eav report um for every taxing body out there um Township Schools and everything um this is what we use to do our projections for the tax levy so in the very middle of it you'll see a rate setting eav that's where our 1 billion

017$20 million for our eav um is showing up and then the on the far right side you see the 20 million 444 for new construction so those two numbers are what we throw into our projections that you'll see coming up on future slides so in the September columns here you'll see the 20 thou or 20, 444 for new construction and the 1.02 billion um for the eav and then based on the trends um kind of for the last five years you'll see the trends um you'll see eav always tends to come down after my projection um and new construction always has gone up um so for 2023 we're estimating new construction to go up about 1.2 million um it's kind of the average of the last couple years um and then for 2023 for the

018eav um we're estimating about a $3 million decrease there and that's kind of the last two years Trends because three years ago was kind of an anomaly this is a kind of a quick overview there's four main variables that make up the tax levy the formula um the first two are the previous years's extension base so you'll see the 2022 extension base for 50 million 899 so and the um CPI is 5% CPI is actually 6.5% but because we're tax capped we will be stuck at the 5% um so those are known variables those will not change um then the right column shows you the projected variables those are those two numbers that we were that were just on the previous slide um for the 21 million 645 for new construction and then the 1.07

019billion for the eav um these four things and a bunch of other things go into the formula that will come up I think in two slides from now this slide shows our commercial eav so last year's 2022 Levy um it kind of shows you where where we're at with Arcane County school districts um based on the 2022 Levy report we're dead last with commercial we've known that nothing's changed um we're always at the bottom here so the reason that this is important is because these other schools that can have a lower tax rate because they share the burden with the commercial and Industrial and other um governments that they have we only have that's how much commercial we have so that that's why we're heavily reliant on our taxpayers and then this is the um

020spreadsheet that we work through to get the formula and how all the calculations come out um there's a lot of numbers on here but on the right side you'll see those um actual numbers that are known from 2022 is Levy and then towards the middle up on the top you are those estimated variables coming from those slides that we've already seen and then there are color codings on here to kind of show you the numbers that they go where they fall into the formula so the middle section of all the colors that's the actual formula that calculates the um our tax rate and then off to the right down on the sides are the dollars that go with those percentages um from that formula and then off to the right shows you by fund how

021the those dollars will break down by fund so our recommended Levy for 2023 is $54 m951 and5 $951,000 um for our operating funds which is a 7.96 per increase um since our increase is over the 5% we do need to do the truth and Taxation hearing like we did last year um we we expected it I guess um we knew that CPI was going to come in this High um and then we anticipate to receive only 54 mil 606 um based on all those variables from the prior slides um and that's going to give us about 3.7 3.7 million in new dollars and then the bond and interest Levy um went up $85,000 um so very minimal but our new Bond payment will be $8.9 million and that's about a 9.97% increase and so then

022total all funds would be their um 3.79 to would be our increase for the new construction and the eav or the CPI increase which would be about 6.35% so our anticipated tax rates for the school um you can see the 2023 rate we are going to go down the 26 Cents that I um showed earlier so we're currently at 650 and we're going to go to 626 24 um based on the projections so if eav goes up higher our tax rate will be lower and if eav is lower then our tax rate could be a little higher so after analyzing all the scenarios and going through this this Levy requested should give us access to all the money that are available to us um it allow us to increase um our opportunities to our students

023while remaining fiscally responsible to our community um and then typically around spring break March April we'll get our final numbers and then um we're back to about receiving 5050 for our distributions those dollars are split between FY 24 and 25 even though they're really four fi25 expenditures any questions was there anything surprising in here um no as far as the projections for eav and everything um nothing surprising um we we met that billion dollar Mark so that was kind of hard for me to like keep putting the extra zeros because we're not in the millions anymore so that was kind of a crazy number well thank you Dan what does this mean for household increase in taxes so for the school tax rate is the only control here I can't control the Val of your

024home um but our school tax ratees going down 26 Cents on the tax bill so it all depends on the value of your home and then your exemptions that you would have off of that and then um I don't want to misquote a number um I think when I was playing with it for about a $300,000 home it'd be about $241 savings on the school tax rate thanks you held yes Nolan yes vote Yes aif Yes Fulk yes Corman yes motion has carried next a motion and second to discuss and approve the cross country trip to Poria for the state competition that occurred November 3rd to 4th 2023 so moved second okay cross country trip yeah cross country team two weeks ago two individuals races Ry Ry years of hard work efforts with the cross

040site all right aif yes Fulk yes Hil yes Nolan yes vote no Gorman yes motion is carried our last action item uh we need a motion and second which are required to approve real estate purchase agreement for the purchase of real property located at 9 North 636 Illinois Route 47 as presented so moved second so in front of you you have a real estate purchase agreement for uh $5 million2 um and $5 m2250 uh this is a property that we are requesting to purchase as you're aware last month uh we heard from um Glen Ericson who is our engineer uh we ging the flood plane on morison road as we began to work with the flood plane we had talked to the forest preserve um basically to see if we could swap some land when

041we first found out about the flood plan and realized that it could uh cause some challenges for us in terms of placing a building on that property uh the forest preserve was unable to do a swap there was a problem with the um core of engineers the um core of engineers actually has some mitigation elements that they require for them to to complete uh which HS holds up the property for about 20 more years and so because of that the other issue we had requested is if was there interest in purchasing the property at that time um at this time there's we don't have a a formal you know agreement with them or anything like that but they are somewhat interested in the property if Rec call where horison is currently located it is completely

042surrounded uh by Forest Preserve on all sides all three sides and so there is some interest there in terms of that but that mitigation for the wetlands that they have put up near the property was definitely a challenge for us in terms of being able to um get some kind of a swap while this was going on and while we were working through some of the challenges of the property uh we also heard about the r Crossings being concerned other community things we happen to get a very good opportunity I always feel like you know sometimes that opportunity comes forward for a reason we heard about a family who had a trust out there for some property that was located in our district and we had the opportunity to try to see if we could

043work through an agreement with that family uh the property was located on R 47 uh it's it's a good location for us directly on R 47 it also um comes all the way to our current property at Central High School or central campus on the backside right off at Alor and peace Road and so it extends that full G it and so it does allow us to have some property that's on central campus located to it in order for us to share it um these discussions have been happening in close session primarily because we were in negotiations with this family it's not something we could talk about uh openly as we were trying to work through the negotiations uh we were able to complete those negotiations and actually just receiv received the final copy on

044Sunday of this week so it was very very close to get it into this board meeting um but you know with the potential Road boox of rorison road I think we had to come up with a different solution um this came along uh for 307 Acres it's a lot of Acres so we have to ask ourself what are we going to do with that part of our hope as a district was to actually uh shed some of the front end of that for commercial property right on about 47 at some point uh not right now but it does give us a much better approach to be able to place the property or a school whether we have a high school or we end up going to a middle school elementary but for additional property uh

045to place it on there it's very desirable it's right on Route 47 uh that's kind of the center of our district so when you think about the location and actually having the opportunity as the district grows as we see kind of the urban spraw come out here and we know at some point that will be a very beneficial location for our district so as we're looking at really what's the best for our district long term you know not tomorrow but long term we're trying to position ourselves in a very good position we do believe that this property positions The District in a much better uh position than even the r and Road property did just by the pure location of it and being close to our current central campus we can share other facilities other

046elements uh with the if the Middle School were located there should the referendum pass it does provide for a great opportunity for some collaboration with some of those elements as well so it is my recommendation at this point in time that the board does approve uh the agreement here that you have in front of you none of that's on a flood plane uh there's a very little itty bitty flood planes three different spots but nothing that will impact any of the site we've already looked at that um and I think you know I think it's I think we can I can say you know if we move forward with this land I mean the goal would be we don't wouldn't need to hold on ideally to be clear right we can't predict what's going to

047happen in the future but the goal would not be to hold on to any other land we've talked in Open Session information last time about Plato we've talked about Burlington right so we've talked about that you just mentioned the existing land that we've had since 060708 whatever year that woron right woron was 2006 I think so many years but the point being that the goal isn't just to continue to hoard land and become a real estate Barren District because that's not our job and so I think anything that we choose to do um if that's what the board so chooses is going to be with the goal of continuing to shed what we don't need whether that's at a new piece of property however that might look um and to make sure that you know

048as paradoxical as this is we're talking about an $195 million ref rendom we're talking about five plus million dollars for a piece of land on top of the land that we already have which I know is jarring at the same time I feel like we're I feel personally like we have done as good of a job as possible maintain financial resp responsibility to the district and to our taxpayers especially when we wait one two three years the prospect of high school is no longer feasible we know that the cost will continue to rise this is a window that we have at this time to really set the stage for the next 20 potentially plus years for this school district so that we can have some stability from a building standpoint we know there over the

049years there'd have to be some Readjustment we know that I get that oh I think that's a good point I forgot to mention so part of the challenge of the r and Road property was that if we were going to change so we we couldn't swap we didn't know if we could sell it so we talked about well could we have um somebody come in and actually readjust the flood plane it was done in the early 1900s so Glenn ericon who is our engineer uh did say he thought we could do that that would actually push it back a year would require Kane County and as well as it would do the Ary core of engineers and that's about a year process that year process if you look at the cost I asked our construction

050management company what is the cost of construction when we did the 195 million that was based on factors to get it built by 26 27 school year if we go beyond that 26 27 school year is an 8 to 10% construction cost uh estimate right now which means that we're talking 15.6 million to somewhere around a$1 19.5 million addition at that point it becomes almost unfeasible to be able to do this as a district because that when you add that cost you well over 200 million dollars to have to look at that um part of that challenge right or part of what we refer community members is they prefer to have one high school not two we did talk about building two smaller high schools that was not the pref uh preference of our community

051members I know there was a question about the 20 classroom Edition the the 20 classroom Edition was put on this year primarily coming out of the focus group we cannot fit sixth seventh and eighth grade in that building without a 20 classroom Edition the classes coming up are larger than what we're exiting out of our high school so that the time crunches is there the other challenge with our current High School is cafeteria is too small the theater's too small there's not enough parking um so there's other challenges that we have in front of us but the issue isn't just the high school the issue is also our elementary school and our middle schools every single school we have with the exception of Central High School is close to capacity or over capacity we have

052mobile units at all our elementaries mobile unit at high school um so those challenges I think really one of the reasons we look to say is there other land uh worris Road was another year out if we had to do best case scenario best case scenario could have been longer which meant additional costs add to that of just done construction costs alone I think you know I I just want to say out loud that you know I I think that you know the seven people six tonight but the seven people we've had very good conversations in close session we've had conversations very clearly in in an open session about this and I I think that you know what was happened a year ago with the focus groups and what came out of that um you

053know I wouldn't want there to think that this is being done flippantly I mean I think that there's been a lot of thought a lot of careful consideration for a variety of options which again four different options we had in the focus groups over a year ago at this point which is kind of what propelled us forward with that plan um at the end of last calendar year for the initial uh referendum that did not pass and what has continued kind of to to move us forward with that as the ideal option at least you know as we talked about it so agre concur yes all right Mandy Fulk yes Hil yes Nolan yes vote Yes aif Yes Gorman yes now the motion is carried next we'll move to information items first up is the

054enrollment report so in your board packet you'll see the enrollment report um not sure I need to go over this every month I feel like this is a standing item whether there any questions regarding the enrollment report I just like seeing it so yeah is that just for future reference is that something we could put in the consent agenda would that be we could put in consent so it's not specifically addressed just so we have access to it I'm fine with that I'll let you guys talk about that yeah I would agree with that thanks I like seeing it too and the trend all right next uh the new high school design build update so just just an update on where we're at so uh Steve Nelson myself um have been working a little bit

055with our department chairs at the high school uh dependent kind of just asking them what is it you would want for furniture as he's continuing to kind of design this out for our Focus or for our next focus group uh we'll bring out the 3D model for our community members to see uh so we we went Department by Department to see what they needed to make sure the locations that we currently have in the design are appropriate see if they had any questions anything we could add so we had spent most of early part of November doing that it was two full days of information uh just trying to gather to make sure that we're doing the appropriate um elements they're currently working on trying to clean that up and then a 3D model for

056us to take a peek at so I would anticipate that in December or January you'll see that come to the board as well as we'll do a focus group of of community members being able to come and take a peak as well as well as an additional flyby by three 3D awesome all right next one to the E Sullivan Consulting contract so the EO solvent contract when we talked last month um the board did approve me moving forward with this as long as I was able to adjust the elements based on District knes I was able to get in the contract that at any point with 10day notice without CA that I was able to get out of this contract as well as uh they could get out so it's mutual in terms of both

057of us getting out of that contract but otherwise the contract is as it existed U last month there is that the out clause that you had requested so I've already signed that because you approve it last month but it's more for information and I would just think I would I mean I would still encourage if any board members if I had a question about something that I saw come out or some sort of Engagement to just Reach Out to me y next up are the draft calendars for 2024 to 25 and 25 to 26 so um we decided to go with the two-year draft calendar just because I think it gives our families a better approach to be able to look out two years I'm going to talk primarily about this for next year's school

058calendar there is a a board mem for you but I want to talk about just a few points here um we did send out a survey to All Families and the staff to kind of get their input to see where they were at relevant to just to see where they was at um regarding some questions I have a result there so you can see them I'll talk about a few of them as well and then we pushed a secondary uh email out to all staff on November 13th with just a few more questions clarifying A few things to make sure we could hone in uh the best that we could so I'm going to talk first about what you're seeing on both calendars just so you can kind of see that so you want at

059version one and version two you'll be able to see what both calendar state so um both the family and staff felt that starting on a Wednesday was imper imperative I think that starting on a Monday was not good they'd prefer to have that Monday Tuesday kind of teacher Institute day Wednesday have students come uh it's a nice transition into the school year they're not coming in for a full week that was kind of problematic so having that Wednesday Thursday Friday uh was something that both parent family and um staff had you can see the percent um that individuals have listed in the barograph that we have there so we had for that um students start 68% of families actually said they would prefer that uh and I combined for that number the Monday August 19th

060which is the orange and then later than August 19th so some parents actually wanted later than uh August 19th and 68% in those two combined uh was the families for staff uh Monday August 19th was only 17.6 but that later than August 19th we had 28 so those combined was 46% the next highest one for them was Wednesday August 14th which was 43.2 so based on where parents were at and being a little higher than the Wednesday August 14th we went with my recommendation will be to start a week later than what we normally would do so you'll see that in my version two calendar um kindergarten we don't have on there yet there's still discussions we're meeting with kindergarten team uh we met last week we still have a meeting coming up the Monday

061after we come back from this break um to kind of talk about some of the um time they made need regarding how we had done kindergarten this year um and we really haven't honed in on them yet so we may push back a kindergarten start but that will come forward with the action calendar and I will give you an update my weekly update when I just kind of give you information to let you know kind of where that landed we do have an August 30th teacher Institute day um we did get good responses from our faculty on that I think it's good for them to get kind of going and then it gives them some time to reprieve catch up have two days in service three days off we go into a four so now

062we have a three and a four which is a nice graduate release getting kids ready it also gives the staff time to work on planning and adjustments that they might need one of the things that I heard in my listening tour her one of the things I hear every time I talk to teachers is you know what can we do for you how do you help give me time I need time time time time but we can't make more hours in the day so how do we get them time was really the essence of how do we hear them and how do we give them that time that they might need to plan for instructions that August 30th teacher Institute provides that time that they may need as they first start getting going uh Thanksgiving

063week was a huge um piece for both our families and our staff uh for the week of Thanksgiving we had 57.2% of our parents request either no school um or are they had no preferences or conferences no school for students so huge piece 57.2 said either no school or conferences if you add that other 11% we're at 68% of the parents wanted Thanksgiving off uh for our staff uh 45.6% of the staff said they want a no school uh 9.7 said they had no preferences at all and 24.9 said conferences but no students for that week so again we're bending on the side of those blend and so we're requesting in that version to F full Thanksgiving week off Dr it used to be that way right I thought conferences were money conf I don't

064know we've ever had staff off yeah I don't think we've ever had all staff off on that not no not the staff but the kids yeah okay um yeah that's different so both St Charles and Geneva are closed for the week of Thanksgiving as well so we're trying to marry up with some of our neighboring districts both of them are closed uh District 300 does have conferences that week but no students that week um and u46 M tabber are only partners that actually have students on that week so U there's some impacts with some of those districts um the january6 teacher Institute day that's a new request this year as well uh teachers did indicate that they' be very help to have some time to prepare for the second semester as they're coming back for

065some last minute changes and actually in version two you pushed back we're actually pushing back that second quarter into maybe after the uh break so it allows the teachers time to do some things that they may need to do after they're coming back from uh the Break um a couple of the other districts within our region do do that um I think St Char does it uh did Geneva we'd have to look but a couple of our districts also did that as well uh spring conferences we've positioned conferences to be the week before Spring Break um for the last couple of years and it's been well received uh so basically we are recommending that we do the exact same thing the one addition we did add here is the half day sip days again it's

066it's trying to find the time that teachers need um and so those half days allow those times kind of scattered between second quarter third quarter and fourth quarter to give teachers to be able to do some of the things that they need to do just to you know work with their colleagues to talk about things that they need to get done to work on their own planning and some of those types of things uh when we asked parents because that was our big question for families only we I did ask families only how they felt about half days or early release days and we had 58% said I'm okay with them 42% I don't like them so we had a better percent that said they were okay with it so uh we lean toward that

067to try to give our teachers what they needed to have so do we do we think the I mean even pushing the semester back this is the calendar that I was on it was always the finals L up to MLK that was just what we did and that was that would have been historical for years and years and years um do we anticipate any concern on the part of the teachers or did you get any specific feedback I mean it's not like we're doing them the first three days were back that would be one thing um so I think shifting how they realign you know studying for the semester however it is that they're choosing to do exams are we going back to traditional exams are we not again no we're not going back to

068tradition we don't anticipate that happening I think that for us basically learning is all year right learning is a progression we do have semester classes that semester class ends and then you have a new semester class we did hear from some staff very minimal staff that they wanted to try to equalize those quarters initially we had the end of the term at on the 10th of January which only gave those four days but we felt like that would be lost instruction because they come back and they would just do review and it' be done uh so we wanted to extend it so we did go into the 17th to ensure that there's instruction going going on and they can finish up that quarter or that semester strong so we did extend it on version two

069to the 17th um to try to give them some extra time based on just a few Stu staff members conversations that we had seen come through on our responses um and so and we did try to equal as you look at the bottom we have 43 days in quarter one 43 days in Quarter Two by doing that when we push that week back is we try to make it back to right equalizing at 42 and quarter 3 and 46 and and quarter 4 uh we did try to equalize that the spring semester we're not as worried about days because about seven days go to testing when you take all the Illinois State assessments you take the screening you take the AP exams you're losing about seven days so I think there is some play you

070could do in the second uh semester just because of those those days um for for the difference between calendar version one and calendar version two uh obviously August 14's the start date on calendar version one this does align with u46 District 300 303 which is St Charles bavia kin and most mid valleys the only one that's going later at this point is Geneva uh Geneva got the same feedback as we receiv received from parents and so Geneva is also going back a week when I talked to um Andy who's the superintendent there I said how are you managing your students he said we just bus them so I did talk to Pam Porto to say is is there a problem busing our kids that might be in a regional program might be in the mid

071Valley she said no we follow their calendar anyway so if their calendar starts no no big problem so she does not feel like that should impact the date we start we she feels like we can manage that very easily within our own District um conferences October 10th 11 families responded the survey that they were they prefer conference to be held earlier than later um but our teachers really feel like they need more time we do ask our teachers to really spend the first week or two getting to know their kids that sense of communication understanding their kids doing those things so if we push it really tight it is hard for them especially teachers that have 155 students on their load um sometimes it's difficult to get to know 155 students that they need to

072have so that was a give and take as well for calendar version two um you can see we're starting a whole week later on that Wednesday the 21st conferen is have been pushed back to October 24th 25th which is a little bit later and I know they were two years ago and this year we obviously pull them yet back even further because we started that much earlier too y balance Quarter Two ending January 17th without the end of quarter 2 semester one would be 20 days shorter than semester 2 that's why we had to to shift that to try to equalize those days um the other thing you see on it's a little bit odd is the um going to maybe to trimesters that's on there as information we have not made that determination in

073the report card committee that miss burkmeyer is working with the elementary they really would prefer trimesters over quarters and again our philosophical approach is that grades are really a progression of a students's learning especially at the elementary how are they progressing in their learning so I do have trimester days there they're more for information so you'll see them kind of you'll see quarter dates for middle school high school trimester for our elementary which is uh shown kind of in a parenthetical on the sideline and you can see them in the center piece there but it's really providing then at three times them communicating with parents on specific grades uh for GR for elementary that'll come back as a final for um December but right now they're still working through some of those we talked about

074that either last year or the year before about trimester r a lot of our schools in the area do that especially K5 and some of the middle schools so when again we talked about how much work that takes out of teachers in prepping this um and just the amount of time that goes into those assessments that they have to do and how much to be fair when you're doing that four times a year how much you're losing if you pulled one of those out and spaced it out I I think you anory right you look at art art only sees their kids uh one time a week for 45 minutes so when you take nine weeks you see them nine times so in that quarter right and so trimester gives them a little bit more

075time music sees them twice for 30 minutes a week so having having a little bit more time for them helps them kind of uh determine where those kids are at as well um and then the 25 26 calendars the version one parallels the version one 2425 is just corresponding dates version two parallels it's just corresponding dates my recommendation for the board of education is version two both of the calendar for both years that's my current recommendation any questions that you might have for me just seems like it's more balanced I was we take a look at it for Action next month I was a big proponent when we shifted you know three four years ago to having semester one end before Christmas break but that's when we were doing finals and exams like probably everybody

076in this room went through right so my question on that I guess it's not really a calender question but how are we making these kids College and Career ready well not career ready College ready not giving them the final exam or even a midterm exam when colleges have that well most colleges don't have that they have projects or papers um many many colleges don't go and they still have projects and papers here but it could extend and giving that week and a half now not the four days allows them to come back and do those things um at least that's what we believe um but I don't I mean when you look at colleges today that is not usually generally what they're doing now they're doing much more of papers projects those types of things

077they're not doing a multiple choice or sit down answering a question kind of final there probably are some contents that do that uh but for the most part that's not the standard we're not putting the students in a situation where they have to work on a final project over Christmas break are we no it sounds like it' be Standalone project when they come back and there are I think it was Rosary one of the schools in order for that parody of the semester their whole week when they come back from Christmas is is like problem based learning so it's like the whole week is just based it's a circumscribed week of specific projects in all of their classes that just kind of serves as an addendum almost to the first semester so have their finals

078whatever those final things are and then that's just what they did for that so I think they're creative ways to do that I think giving the teachers you know AP classes are going to be different than other classes and that's you know as long as the teachers feel comfortable that autonomy and that I don't have an issue with that I like version two best I have one question for the teacher conferences is having the conferences the in the end of October was that enough time for teachers to actually learn their students and you know understand their students and how they could better impact the students with the conference well we've always done quarter conferences so your trimester if you look at version two if if Elementary goes trimester their trimester is until November 15th so

079for those K5 it's much later the quarterly ones so for our middle school high school folks it'd be October 23rd but compared to this year it's way later than it was this year um so I think what we heard from staff this year was there was concern that it was way too quick they prefer to have a little bit more time um and it's the end of the quarter so at that point you you generally give them a grade so we'll be giving them conferences on those grades that theyed to be clear we can approve the calendar for two years from now and if there's significant feedback about one or of these situations we can obviously shift that I'll be really curious to know too I mean you know how much we've talked more years

080ago even pre- pandemic and the pandemic too so with more half days with more specific sip days how much that is going to be entirely left to the teachers to determine at A Team level at the high school for instance or at a grade band at our schools or how much of that is going to be directed scheduled by do let's say or building left of the buildings how much of that will be you know our own time and how do we balance that so thought was the blue which is the teacher in service days would be directed by Administration whether it be building or District the yellow for the teachers to have time that was kind of our thought to try to give that time back to teachers half days is is before lunch

081correct yeah it' be whatever the half we used to have early dismissal we used to have half days used to be years ago different but now it's just the one and that's before yeah we don't serve lunch so the advantage to this also version two and it could be version one the the half days the advantage to half days is it Prov us the opportunity finally to give inservice to our par professionals our lunch workers our administrative assistants sometimes it's difficult to find time to actually PD them given that professional development this does allow us that time that they need to to learn and to be professional developed in terms of their own careers so there's one one group of kids that um may not benefit from having the semester end uh until after and

082that's the um the group of kids that are applying to colleges um because uh a lot of the early action schools um they'll get issue their decision like like UI and Michigan and Ohio State like the the big 10 schools that are in our region um at the end of January so as it stands now the the students have their e they apply early action they get their grades that they can submit to the universities so one more semester is worth of grades that can be considered um and that that can cut both ways uh it could help it could hurt but um uh that that's one one group but that's just one small group out of like you know the whole school district I just wanted to put that out there that do you

083know what those early action dates are usually are they later January they mid January they they they're late late January for for um some of those schools I mean some of the schools early action they'll they'll decide like right now you know November December so uh I'm just saying that um there are a number of schools that uh I know our students frequently apply to Champagne is a big one um that one uh will um make the decisions end of January so um you know as it stands right now it it helps those kids um if they they if they have a great semester their senior year especially because the classes are usually the highest rigor um and so to be able to have that last semester uh factored in could could help them it's

084just something to think about well maybe we'll ask the counselors so some of our counselors to see if they have those whatever universities that might be because they should know that and then we'll try to send some information out so you know that yeah in preparation for Action so we'll pull some of that just stick a peek and what's the date it's a late January I feel and I don't don't know how it goes we might be okay but if it's mid January it could be a problem so and then to confirm you said if we go with version two we would be starting a week later than most schools around us everybody but Geneva but Geneva but we would still have our students start their programming so if they're in Mid Valley they're in

085u46 they're in District 300 the well some of those programs we would still bust them we would fall the calendar of the school that the students are attending and Pam portal felt that was not an issue that she could absolutely do that the only thing that stands out to me in the 2526 calendar is seven straight five day weeks of school at the end of the year with one early dis with one half day that's a lot of five day we've since I've been on the board not at seven weeks of five days of school next year um for the 2425 um it there's uh the Good Friday day that we have off that cuts out that that uh April 18th but then you know after that we still have five weeks with one so

086seven weeks is a lot of weeks part of that is remember we do Illinois assessment of Readiness we do fast Bridge testing we have is AP testing so even though we're having five straight weeks it really is very broken up in terms of it is not about the students I'm more worried about the teachers my teacher friends having that many five day five day weeks is exhausting for my teacher friends who often will take their own personal days in the middle of that because it's just really challenging so I think that's just something to keep in mind because as it is right now we end on a Tuesday the second on the current draft of the 2526 next calend next year we'd end on Wednesday so I'm wondering if there is an opportunity to put

087a Friday May 1 kind of break up that seven period and a full day instead of the half day that's on the 29th just something to consider to break it up by law we have certain criteria we have to establish so the yellow days we have to bank X number of hours order to get the half days and those don't count against a full day um if we put a blue day in we have to move the day at the end of the year oh no that's I'm saying we have right now on a Wednesday for next year and the following year then I'm talking what is it on Tuesday so I mean it would still put us on a Wednesday finishing the school year yeah so I mean that's all I'm saying that I

088think it's something to consider and to be fair if our teachers if our you know CA leadership takes us back to some people and they're like we don't care I don't care I mean I'm GNA you know seven 35 days in a row of school is a lot is a lot of school pleas I think teachers want to get out so I don't if that's I'll I'll fine with me I mean i' find starting on the 12th too so like we have uh we have what up Wednesday coming next week so we'll ask that Wednesday find that answer out for you so we can we can ask that question at both levels curiosity thank you yeah move on to accelerated placement Act books books' curriculum direct of books give us information about that just to

089provide an update to the board um this is obviously based off the act that Illinois passed that we need to follow the accelerated placement act that automatically enroll students based off some obligations with test scores uh that have happened you know within the the past year and we have moved forward with this we have put it in place just to make sure you all know that we are following it we have placed kids in the core subject areas and then by law it also parents have a right to make a change to their child um course load and so we've provided an access point of a Google form that is organizing that feedback to come back because we as uh a school district recognize the balance that needs to happen in a child's life and

090this act May uh be a little bit more rigorous on the placement that it's causing to happen and we still want our students to be well-rounded individuals that are active participants in clubs activities um even recognizing uh all our family backgrounds are different that there might be outside obligations whether that is taking care of a younger sibling or um other religious or club or activities that don't happen within our school indoors that they can have that kind conversation as a family and be able to come up with the best balance for academics and rigor in combination so I'm just here to report that we are doing our best um of course with a new process going there are lots of questions happening there are um obstacles and and you know there could be a mistake

091here and there but we are learning through that and and moving forward so um we are on track still with scheduling and and all of that at this point but wanted to make sure that you were aware that you know the automatic placement is occurring and that impacts just to be clear the students that will be 9th through 12th grade next year so our current eighth graders and through 11th grade as they're selecting schedules right now that's what we are talking about for the student body itself can you give the criteria that places them the Accel the actual scores no oh me exceeds oh so yeah so the the other side of this remember yeah I was just like I can't remember I don't know all the eighth grade ninth grade 10th grade and 11th

092grade scores for meats and exceeds on every uh subject matter but it is any student who meets or exceeds on their math is going to be moved forward in math and science anybody who meets and exceeds moves forwards in their Ela and social studies so this is a large group of students Within our education system because uh I don't want to brag but like our teachers do a really good job on preparing our students which is a really good thing um but on the other side you know it's we've got to balance that social emotional anxiety thing of we don't want to push the kids so far so fast without that um example an eighth grader who is scheduling at this point just the step of becoming a freshman in high school is a learning

093curve in itself and we understand that and that's why we've been trying to send out messages about the importance of of kind of pausing for a second whereas in the past recommendations occurred get like that all of those steps happened um but we really want to be intent on that and this does not remove our practice of counselors sitting down with every single student individually to talk with them one onone to really have that in-person conversation to meet their needs so we still have that in place which will occur in the coming weeks because that has not started that's going to uh start here after our Thanksgiving break that's coming up and so there will be another placeholder of like we can pause for a second and make sure if there needs to be an

094extra communication or or some type of conversation that needs to occur um and it's also the time when we check uh graduation requirements you know that happens every single year through the process so this is not a forc situation of of change changing graduation requirements or any of those things this is really about um following the the rules that we've been given by the state um and making sure that we also have provided parents with that ability to you know make an adjustment as they would like yeah I can I can speak to like the um the form that was given to the parents um uh like I I had some confusion about it but I got some really very responsive from from the administration when I reached out and um you know that they

095helped me out through it so so that was great I app I appreciate that thank you thank you all right next Athletics and activities director J give us an update on Athletics and activities good evening um I know I mentioned some of this but again just a quick recap we had uh Ryan C and Abby Burke as we found out earlier went down competing at ihsa State uh they did a great job representing Central uh Nicole sandborn Annabella Perez are the two tech crew individuals that have made it down for the Illinois theater um FFA concluded uh last earlier in October there and uh we were pleased to have a national winner in vet science Ravina zilmer was a national winner for our vet science team and our our a team that we took down

096was actually uh 13th Place overall uh at the National Conference so highlight those individuals we try to get those individuals here in December to honor them but uh that was just a quick recap winter sports are up and running it's hard to think you know you blink your eyes The Falls done but uh we hosted a girls basketball tournament that we uh renamed after Mark gwick longtime volunteer who who did a lot for Burlington Central and our student athletes we honored him in the fall fall in the fall football season and we honored him last week with our 12 team girls basketball tournament that we had here we had a team as far as Molen High School come out uh had a lot of people a lot of positive things to say about what we

097have out here as a school district and and our facilities so that was nice to see and then uh wrestling cheer dance bowling uh everything really starts kicking off again uh this week so uh a lot more a lot more coming up but uh just wanted to give you an update there and uh thank thank you again for the opportunity and all the support appreciate it quick question how was bowling doing second year as far as numbers we a good amount last year the boys we actually had to make some uh reductions in our roster I think we had uh close to 26 boys come out uh because we don't own the lanes you know obviously for our Sycamore Four Season Sports uh to accommodate all those kids it was difficult and I think we're

098right around nine or 10 girls right now so you know again takes time but but the boys the boys program exploded and um you know I think we're up to we had 60 wrestlers come out so we've got a lot going on there obviously with basketball numbers we had to make reductions with some of those but you know we're the numbers across the board whether it's a sport minus the reduction of the program or clubs or activities are we're seeing an increase as we continue to grow so kids are taking advantage of those opportunities thanks thank you thank you all right see The Best For Last to facility director youo my thund Vanessa Williams up in the microphone um so the best for last um as you can see our district office remodeling project did

099make some transformation since last month that worked out very well um flooring's about 75% exterior painting is completed we got that in before the weather interior paintings probably about 95% um still working through some tuck pointing on the exterior of the building just to tighten up that building envelope and then looking at uh modifying that entry after we've kind of occupied it a little bit we might need to do something with kind of modifying a little more of a secure entry so we're looking through some options with that um 20 classroom addition again weather cooperated well we were probably a couple weeks behind schedule but we caught right back up we got all the found all the floor um are poured um so so masonry will be starting this week or early next um we

100got the electricians on site we got some trailers contractors are stocking up so we can get material delivered and get things going and get it under roof we're in really good place there um Kane County we had a good positive meeting with Kane County on the Plato road development um we did a conference call with them uh last week and they're going to partner with us um on that modification to Plato Road um so to add a wide turn lane that will ENT essentially go from ENT traffic in the turn lane to allow more through traffic it's going to be a better option for our kids and our staff and our families getting around so it was great to hear that King County was going to partner with us thank you Dr mongan for uh

101being a a spearhead in that and a and a voice that helped with that so that worked out really well um the generator bid um we're working through some scheduling and some um getting the uh um um Scopes written so hopefully we'll bring that to the board next week with a plan for getting that out to bid we still are working on getting an update uh January 24 is when we're expected to receive those generators um so we're working on getting an update on if that's going to still happen um so that'll be a project that'll be going out to bid um Dr Mar me uh mentioned the listening tour uh we've met a couple times um with Dana talking about some of the the things that were brought up some of the questions some

102of the ideas some of the concerns so working on addressing those um with our staff and making sure we're being proactive in that in that plan um and then just a quick update um capital projects we've had that conversation kind of looking at our building envelopes um parking lots some of those kind of things HV systems so kind of working on plans we've been focusing a lot on the 20 classroom Edition and on the high school we want to make sure that we're keeping up with our building systems on our current schools we're in a great place place um with our Capital project plan we've been using for the last 10 years so just making sure we're staying on Pace and making sure we're addressing those needs and staying in front of that stuff before

103we start having issues like some other districts in the area um so we're in a good place with that um that was short and sweet any questions thank you been very busy thank you thank you next we'll move on the Freedom of Information so we had one uh for this month from Alam data uh basically uh we were able to comply with the request by to letting them know that we have a statutory coverage it was actually a group out of Colorado that sent the for request sent it over to over two 20,000 public entities um in order to really get a database so our response was very very limited in that basically we offer the statutory coverage that they're interested in and that came directly from our n group that assisted us with that
