amen roll call a thief vul yes henil yes Nolan yes papis here vote Yes Gorman uh we need a request a motion and a second to approve the agenda so moved second Fulk yes pil yes papis yes vot yes Nolan yes please join us in reciting the Pledge of Allegiance I pledge Al to of the United States of America for it stands na indivisible all thank you for joining us tonight in person and for those um online um we'd like to welcome this to this evening well it's nice to see we've got a couple of our Union Representatives here so thank you guys here Kira and Dave for coming some administrators some great uh community members uh so thank you for coming out also thank you to those that are listening to us on YouTube

um we appreciate that you're taking the effort to to hear us out so thank you for coming is is Brad here Starks talk about that's okay want to do want to do public comments first yeah just we'll start with public comments then and potentially come back to uh to Mr Starks here first up is Jean Meyer sure is it on scen yes hello Jean Meyer homeowner School District 301 Christian I've been attending school board meetings since Jan January of this year since that time I have felt very frustrated at the lack of seriously important topics of discussion on the agenda I have seen very little to no discussion on most topics and then heard yes yes yes from the board members perhaps I have heard a no vote once or twice seems like a sham

what is the purpose of an elected School Board we live in a state with a constitutional republic and these United States with the consti public Republic in opposition to a democracy in which the mob of people would vote on every issue we have elected representatives at all levels of government we should choose these individuals carefully that they might represent our values and the input we get we give them we the people need a clear and concise way to get the full information of how our schools are being run what is being taught and that nothing is done behind the backs of parents and taxpayers we need to know that our elected board is in charge of important decisions and not committees and employees of the school circulating the community is the attached picture are these

new plans being designed this year for an upcoming referendum what happened to the plans for the referendum that failed the attached picture is evidently the plan for a floor for the school's proposed new high school it includes a large Bank of inclusive bathrooms by far the vast majority of taxpayers would be opposed to this in nine months I cannot remember hearing a discussion about an addition to the high school when were the plans completed and who gave their approval what was the cost did we try our best to make it adequate so we would not need a new high school we need to take into account that Illinois now has the distinguishing honor of being the most flee state in the Union a declining population we are here hearing how school districts Across the Nation

and in Illinois are helping students transition to another gender without parental consent is this happening in Burlington remember the now 18-year-old California girl who was suing a Health Care system for removing her breasts at age 15 she wants her breast back she said paraphrased they never tried to help me feel comfortable in my body they only affirmed me I just heard a school board recently or a school district recently paying out $100,000 for just such a thing helping a young person transition without parental consent or knowledge the topics in the last three paragraphs are topics that should go to our elected board and not decided by committees our School Employees we have no press news reporters at these meetings please direct me how to really know what's going on in the district how how can

we vote with knowledge for our school board if they do not vote on the most important issues and if there is no way to access what is really going on and I hate to be a thorn in you guys' side but thank you thank you you uh next Annie dogen thank you very much and good evening everybody my name is Andy dogen I'm a parent of a third grader at Prairie and I'm here tonight to express concerns about the plans for the new high school it is clear from the new houses being built to the mobiles at our schools throughout the district that something needs to be done to address growth that's happening I'm a licensed architect with 25 years of experience in public sector buildings and I've worked on about 20 referendum campaigns in

my career I don't have any major issues with the concept that architect is developed and I know from experience that the district is in good hands with its construction manager so why am I here tonight I'm not here to talk about bathrooms I'm here tonight because this process seems very rushed and in my opinion structured in a manner that inhibits transparency as far as I'm aware the population projections and considerations that led to the decision to pursue a new high school were developed by District administration for a series of just three focus groups in November 2022 in comparison district 303 is making their future facility Decisions by carefully and intend Ally hiring a professional firm to complete an enrollment in facility capacity study and following that study with a professional facility master plan that evaluated

several Alternatives in detail to Pro address projected growth before arriving at a preferred consideration each of these steps in 303 were done intentionally with Community engagement and feedback after each step if this was done here in 301 there's no public record of it that I can find why wouldn't we slow down and do this and why is there such a rush to go right into a new high school the second concern I have is the structure of the steering committee that is guiding the design and planning of the school as I understand it the steering committee is formed of Administration staff three parents and two Boe members this structure with just two Boe members keeps it from having to comply with open meetings act requirements and the transparency that comes with them I ask all

of you is the Board of Education to restructure this committee so that it is accountable to you just as you are accountable to all of us who voted you into office and I ask all of you involved in this process to slow down develop guiding principles for the design of whatever you decide to build get more feedback evaluate more Alternatives engage the community in your findings before you arrive at the results you think is best find out if there are issues with what you are pursuing like flood zones or soil conditions before you start designing and showing the community Concepts don't spend tens of thousands of dollars in architecture and engineering fees to be bid ready for something you don't know for sure is the right solution be transparent and diligent all the way through

you may very well end up being back at the same place but you will know and the community will know you are making the right decision for our children's Futures right now we're not sure my daughter is taught in math at Prairie View to slow down and show her work we as parents and District taxpayers ask tonight that you do the same please slow down and show your work thank you very much thank you um next is Moes contes hi good night to everybody so my name is Moises um and I am here because I am concerned about about also I know your plans to build a new high school and to expand the room for everybody because yeah we we are we are having some room issues and that's fine so your design is

is is a looks amazing in the 3D on on the ples and everything but most of the things is I am concerned about the the plans for for the schools and and what uh was mentioning before about the the all inclusive uh areas about the all inclusive bathrooms I know that it's not only the bathrooms so is the Fed rooms everything is going to be like all inclusive after that because if it is a bathroom way know the for the sports the shower everything is going to be all inclusive so that's why as a father of a four beautiful girls I am concerned about their safety and their privacy so I I don't feel comfortable with uh with my by my girls being in a room with another boys or people Shar in the same

area as a teenager I have heard the testimony of some teachers which are adults having issues to have privacy with little kids from kindergarten grade in the in the bathroom imagine a a little young lady trying to have privacy among other teenagers or everything so that's my main concern so as a father I am in charge of the safety and take care of my family my kid my girls and my and my wife so that's why I'm here uh to to to express my my opinion and is my main concern so to be because we are restricting like the the the areas the yeah the the the spaces for the for the more probably more vulnerable which are the ladies sometimes they are having a little space spaces or areas just to do to have

their own time their own latest thing to do so it's is something that I'm concerned about so losing that we have been seen that in other things like sports so now the ladies are not the the the winners of the Olympics so it's it's it's something that we are losing and so that's why is my main concern please uh when we when we you are planning and when we are planning because we our community so we need to make decisions all together it's not you only you not only us but all together so I would like to keep a that that that space and that area for ladies and mens so it's it's something that is needed so and and that's all is thank you thank you thank you so we'll have um communications director

R wal come we'll talk about the award for uh Brad Stark's here good evening uh he had said that he would try to be here but obviously uh he is just kidding he U he will uh be receiving this reward award um uh at school at some point during the week so hopefully we get to bring that to you on social media um last spring a birdie told me about a wonderful project the kind of educational assignment that shows creativity and it list it's an emotional response this is the ideal formula for Content that best describes what the educational experience is here in central 301 Mr Bradley Starks has a lesson in which he has his students write letters to him themselves that they will open 10 years later in this case we're talking about

the 2012 2013 second grade class at at Country Trails the students wrote letters in May of 2013 addressed to their future selves and on that may Friday morning this past spring those students met with Mr Starks at Central High School just a few days before their graduation they said hello they hugged they reminisced and they opened and read the letters for the first time since many of them were eight years old the feature video that we did for the Country Trails Elementary School second grade teacher was honored with an award of Merit by the Illinois school public relations Association inspra in its annual Communications contest this is the first time that Central 301 has been honored by instra the state recognized Agency for its messaging Communications and more Stark's idea is a rather unique level

of creativity to highlight students self- understanding of their own progress inside the classroom so we wish a congratulations to Mr Starks a central alum and I think you will all appreciate this that he now knows that his commitment to this project will keep him busy every single May 10 years after he retires because you can't just do it and then not open the letters so our congratulations to him we'll move on to the consent agenda uh motion and second a requireed to discuss and approve the consent agenda second does anybody have any questions about the consent agenda tonight no no all right go ahead um included in your board packet are your revenue and expenditure reports um revenues are currently at 27.9% compared to 2788 um expenditures are at 17.54% compared to 17.01 a year

ago um this past month we received two months worth of impact fees we last month there was none but this one we have August in the amount of $1 38,8 1968 for 15 home starts September came in at $77,200 uh motion and second or required to discuss and approve the overnight trip for the CHS boys golf team to the ihsa golf state playoffs uh that occurred October 5th through 7th so moved good evening Mr JY sent his uh apologies he cannot be here today so he sent me with the Athletics updates for the night so this is one that already happened our boys went down to Bloomington um played at webring golf course and we sent six of them they qualified as a team which is pretty amazing Matthew kwick cam cello Tyler samon samon

Ben chzn Luke seik and Tommy wise they qualified as the team and finished ninth in the class 2A competition the other amazing thing that we are happy about with that is none of them are seniors so we are looking forward to a even better year next year and so are they and I would also just mention along with that we did have Ariana R from our girls golf team qualifi to play sectionals not going out of state so not worthy thank you Mr Hil yes papis yes vote Yes vulk Yes Nolan yes a motion the second a required to discuss and approve the overnight Tripper FFA students to attend the National FFA vet science competition and the National FFA convention scheduled for October 31st to November 4th later this month move second questions no questions

good no okay looking forward to again hopefully we have another national award winner like we did last year how many kids are going not have that right in front of me now we have two teachers I believe that it's probably around 30ish okay that's just a rough estimate off to my head though I can get that to you though all right thank you good luck papis yes vote Yes Fulk yes Eno yes Nolan yes a motion in a second uh required to discuss and approve moving forward with consulting services with EO Sullivan for Community engagement with the vision for future enhancements and Investments as we plan for future Challen growth challenges so second so this is a recommendation to hire a consulting company to assist us and uh working on communication plans one of the

challenges as we continue to hear is that they don't believe that uh communication is as fluid is that what they would like it would provide us the opportunity to be able to push out Communications quicker um as many of you are aware we made a big transition in terms of district office staff I'm brand new as a superintendent um therefore learning my job as well as trying to take on some of the elements of communication uh although I'm doing my best job I can uh it is a new role for me and so therefore it would be beneficial to have some other party assisting in some of that work so um I'm looking for you to approve us the U opportunity to be able to work with another agency to assist us in some of

the information that really we need to get out to our community members in a more fluid basis when you think about what um we're most consistently hearing I think it's a a delay in how information is coming out it's not enough it's not frequent enough it's you know what's your we think about what ultimately we would want them to potentially assist us with I think um much of the information that I'm seeing coming out either in the Facebook pages or communication nobody's reaching out to me so let me be clear about that I'm not getting a lot of communication from people uh but there is a lot going on in social media what I'm picking up from other individuals who are keeping me impressed uh it's really about stuff we covered last year so information

we did in the focus group it's information is on the website it's information in terms of um when I went to focus groups as well as I went to all PTO in every building I went to businesses I went to uh different agencies churches uh last year community centers um and talk to individuals but I think it's just trying to re get that back out there and trying to get it in front of everybody so they understand what we had gone through the process um on the website is clear the options that we had um but maybe getting that back out to community members as well I mean you know something that I would certainly be hoping for be you know Clarity and accuracy right to making sure that there's consistent information and so if

that is you know community members saying like we don't know what we're hearing or I heard this thing over here and this thing over here how do we make sure that there is a you know for lack of a better description a Clearing House of sorts right where like we One Stop where people can go to get information about whatever they need to get information for and also the facts laid out correctly yeah well that's exactly the point that's the bigger thing because there's a lot of misconceptions out there so I mean I I you know I I look at this cost and say all right well what what are we going to be getting with this and so that's something that you know we we have we have it in here um certainly look

at the board book if they're so inclined um you know and I think um you are still in discussions with what something might that might like this might look like to mail down I basically gave you a range because we asked for some pricing and gave you a range uh it's kind of a ly of what we decide we need uh right now I'm still trying to work on the menu of what we might need or don't need and trying to hear from community members listening to what I'm getting from other people um I think I'm getting a pretty good menu uh and once we get that clear then we'll kind of refine it to a general price that range is really broad somewhere in that range is where I'm looking um probably in what

it's going to cost us why was this company chosen this company has been utilized I talked to our legal team as well um we had two different agencies we looked at this one Dana and Dana can address it a little bit Dana had been in a couple presentations had seen some information regarding a couple vendors um and talking to both our legal team as well as other superintendents who have used these agencies this one came up as one of the top agencies out there is there anything data that stood out to you since you were part of those as well um I I just their expertise and I think their um their percentages they they were high they were in like the 94% for you know just impr yeah and a lot and they had

come in and um you know on second rounds and and came through and won so their success rates pretty pretty good there um they don't just I mean they do the Long Haul ones too and stuff like that but yeah they came highly recommended how do you think you had you had that our legal team knew what about uh Builder and I Che just just out of curiosity they work I've not talked with them regarding this because it's marketing Communications right right do we have a clear delineation between Mr ral's you know overall position and how this would be you know like what that would look like and separation well one of the things I keep hearing is that communication in our district is way better yeah I keep hearing that from a lot of

community members but I'm hearing on the on some of the areas not so much so obviously Matt is used Mr rwal is used in terms of District communication trying to make sure we're staying on top of things that are happening great inside the buildings happening you know doing things relevant to activities that are going on with within the district um keeping the website up to date some updating all of those types of things so trying to inundate him with additional elements is problematic so it's just trying to kind of split the pie uh we have a lot of new people a lot of people trying to move us forward and trying to hear what we're hearing from community members it's a way to help us it really is a way to assist us in trying

to get these communication pieces out that our community members are asking us for makes sense should this go on should this have been a competitive bid process no it's any agency any group like this does not go out to competitive bid look like our Architects it comes through this way does not have to go out to bidding great question though so my first question for everyone is do do do you feel comfortable do we feel comfortable voting on this tonight there are five of us here not seven of us here so we could table this until next month if we thought that was necessary um if anybody had more specific questions we can certainly talk about it now eser can answer whatever she's able to answer um we can vote we can vote we can

choose a not vote we can table it I don't I don't see the reason to hold back I mean my my my you know the community wants to hear more I think this is a way to get it going and get the topics rolling you know I mean if we kick it down the road 30 days that going to well and and one thing I did ask Esther already was you know is there a way to do a kind of alart thing if we realize that one aspect of this is not something that we need and so even with the range that we have in front of us if we end up deciding that you know what this chunk whatever that percent 20% right of this total cost might we might say you know let's

see how we do before we add that in I as long as there to me is some flexibility within that that we say here's the contract for the services but we might might might not need a certain type of support right right until a certain time we find out that we don't need it based on whatever engagement you know we have with the community or improvements that we see in otherwise so that's that's the flexibility that I would want to have that brings up a really good question as you said our communication is improving and this is a big chunk of money to me asking to be put out with improving communication and hearing things so I beg the question like if we're not going to use it if we find that communication is getting

better maybe the public needs to come a little more towards you versus them just doing it on social media then that communication can be brought to light without necessarily having to use a consulting company correct I mean it's really a means to Pro I need approval before I can move forward um if we decide that we don't want to move forward we don't have to uh this is really to kind of help us keep getting going in terms of the process of moving forward with even Contracting with this this company maybe to clarify so we give you the approval to continue to move forward and then we would continue me obviously a signature I'm assuming from me or Jeff who is you know a part of the that and kind of going contract we with

that you know as far as kind of how depending on when I'm assuming it would be before the next board meeting so it's not something we obviously wouldn't talk about that here we're approving it here um is that something that you know you could communicate you know however it is that we're allowed to do that of course you know individually if anybody had specific questions about what that looked like and again as long as you know we continue to move forward and have these conversations like this to make sure that again and to be fair we to minimize the financial outlay while still meeting the ultimate goal right that to me is the point of this of this type of conversation about um this specific thing and so what would so we let's say there's

a yes of the five of us and we move forward and then you would continue to hone in on a contract that would be x amount of dollars um and again is to me we I would want there to be those stipulations and about the ability to say this is not a service that we inquire any longer whether we initiate it and truncate it or we don't initiate it because we say we might not need that so that's the flexibility that I would expect so before you know we sign anything we make sure that there's some clarity about that is there anything else that anybody else would want to make sure that Esther is having in mind if if we choose to move forward with this so to be clear we're not moving forward to

spend money you're going to go into negotiations with them and come up with a contract in a more concrete payout you're moving forward with giving me the right to move forward with a contract um with clear definition in terms of all card and those types of things we feel like it meets the needs of that so it would come through you're proving that I could move forward with the contract but we would work on specific tasks and have it signed off by either je Eric or Jeff so let's make sure I mean obviously you know when there's a contract that comes through to make sure that everybody everybody has the ability to take a look at that and then individually people could reach out to me if any if anybody had any questions specifically about

that um what happens if this doesn't happen for you like what's the challenges you face well I think you do the best you can do where I mean I'm I'm trying to communication out right now you know most of the information that people are asking for we've already done I can resubmit it out I can link it anywhere it's on the website um people aren't calling me so I think helpful to have call me um so I can have conversation with people call anybody on the cabinet team for that matter more than happy to to walk them through anything or explain it to them um but I think first there got to be some communication so that we can continue to move forward otherwise I I am basically getting information from other community members that

are sending me what's being stated you know and then I'm going to try to be responsive to those uh the best that I can be so what Communications from the community go to this consulting company it would probably I would be feeding them what I'm getting they would have be working up on the what how they're going to respond to it to assist me in they response I mean I think the other prac it's not me writing it completely right now I'm putting all the presentations together working on all the bond debt putting together the graphs uh doing all of those types of things this just helps with some of the person helping do those things and they would be doing those I'm still supplying information yes and so I think even if just like

point I think maybe being a little more specific about you know with you and Todd being there together for many years dropping out the our orc Orcs chart has shifted significantly with reallocating titles and responsibilities and so I think even speaking to your you know asking like what what if we don't do this what happens I mean I think a little to that I think could be helpful as far as just what you're doing now and and having this off of your plate with a system from somebody else what that allows you to sync a different amount of energy into more productively or that we could again just strategize a little bit differently for you in your time y so that's that would be my hope too vote I'm okay to vote and again any

other stipulations and what I would say too obviously if anything you heard what I had to say about what I want as a stipulation in there get specifically related to having the ability to leave Parts out is there anything else that even would have to add to at least continue forward with this or allow her to move forward with this I just think the exit clause would be Uber important at any at any at any point in time so that's St payments and right no fault like we're done right like if we only need it for a month we're done right right if it's not if it's not we looking if it's not specifically benefiting the community then we're off right I think that's so we continue to move forward with that and we'll take

a look at a final contract when that happens yeah I think I I I personally think time is of the essence so so then do you want to take a vote once we know that or just she can't move forward unless we need to that's why I so that's the case we do need to vote now but then again if she comes forward with a contract that we don't like we I mean yeah I mean that's something that that has to be considered again individually you guys would have to reach out to Esther if there were specific concerns and Jay obviously not being here tonight and we don't have contracts opin Jeff and you or any of the board members see it and have pause we communicate directly with her yeah pick up a phone

call Esther immediately but even with that though it's not like you can take your vote back like it's like youve move forward rather not but we can move we can choose to not sign contract not to sign a contract contct to we can still make that decision not necessarily saying yes to the contract so I would again depending on who's still you know in this position it's me or Jeff if when this comes up I will I will probably reach out to each one of you separately to make sure and then if there's any questions that I'm not able to answer Jeff isn't able to answer of course obviously we put you eser before anything ass signed okay why don't we go ahead Mandy papis yes vote Yes Fulk yes Hil yes Nolan yes um

so we're move on to information items um first up Mr Glenn Ericson with Ericson engineering to provide information regarding the roron road property so we have Glenn Ericson here from Ericson engineering thank you for coming out to the board meeting to um to discuss this um basically in 2008 the rorison road property was purchased we did purchase the property uh knowing that there was a flood plane in the property but as we've been getting closer and closer some of the elements that are relevant to this property I wanted uh Mr Ericson to come speak to the board about so thank you for coming okay thank you as Dr mongan said the property has been designated as having flood plane on it for very many years when you actually acquired the property when the District board

acquired it it the flood plane Maps were out there at that point in time what unique first of all about the property is that you do have pingre Creek coming underneath roron Road off let me point this way so you can see it from here is that easier well you do it for do this way do this do it there so everybody can see it sure sure and one thing I was going to ask for those that are in the room and and on YouTube that maybe don't understand what a flood flame you can explain that I know what it is but maybe others may not necessarily understand what you're saying when you say that certainly what ends up happening is you have a stream that flows around the outside perimeter as shown in this

General location like this and it comes underneath worson Road right over in this area here as you as many of you know the land surrounding the parcel of land which the school district owns has now been acquired by the Kane County forest preserve District so they are in the process right now of modifying this stram Channel which was a very very tight Channel and by that I mean it was subject to flooding when there were more extreme storm events and when we talk about flood plane that's typically associated with what we call the 100-year storm which has a 1% chance of occurring in any given year that being said the rainfall data in the state of Illinois keeps changing every couple years so that statistical study is constantly moving along okay so the property as

I said Forest Preserve District right now is completing a project in this general area up on the North side where they have taken and widened out the stream channel and that means it's going to have more capacity to both flow water as well as store water and on your site there's kind of a unique thing taking place here with the flood plane and what it means there's a restriction right here underneath rorison Road where the water oh let me explain better this map that we're working with was not really an engineered study it was something that was originally created in the mid 60s it was based upon what they would call flood of record and these are just aerial photography aerial imagery that basically said in this area we saw there was water on the

top and and these maps are not done using detailed topography like what we have now you did commission a topographic survey of your property and you can kind of see contour lines representing one foot intervals throughout the property property when you take and overlay the flood plane map on the topography it doesn't line up perfectly it's relatively close but it's not exact so what you have here uh this this is an area that first of all this is off your property now this is the forest preserve so there's your corner of your property and then it shows a finger coming down to the South all the way to rorison Road and then it shows a finger coming back to the southeast corner of your property we do not disagree at all about the fact that

there's flood plane in this location here but this finger of flood plane we couldn't figure out why they were designating it as flood plane a long long time ago and in reality what we think they did with the mapping and what we think is going on at this point in time is that the water flowing underneath the Culvert that's here is the Culvert is causing the water to back up in this general area here and there's a spot in the farm field to the South that is about four feet lower than the elevation of rorison Road in this location now as you see the map they showed the flood plane going right over the road well we've surveyed it to that point and said no it's not happening in reality when this restriction chokes up

water it rises in this area here where the railroad tracks are as well on both sides and there is a big wetland in that location then it goes up over into this what we call a saddle and then it flows back northeasterly to this location here and you can see that there is crop damage in the field over in that location we believe that they saw some water in this area here I mean we're Rising several feet but we believe that they felt that the water from this location was contiguous with the water from this location back in the 60s what all this means and I don't want to get overly Technical and I could because this is a very uh interesting but not unsurmountable issue is that to get the maps modified to remove

and I do believe we could remove this section of flood plane or alter it and move it around that process takes about a year and that's starting from right now or whenever we're actually authorized to do a hydrologic and hydraulic study of this area the permits that you're going to end up needing is you have to get a letter of map first of all you get a what's called a conditional letter of map provision we would be doing a study on the stream and we're still trying we believe the Forest Reserve District must have done some study on this but but at this point we don't have the documentation they did not need to modify the the maps even though they were working in the flood plane because they weren't filling they were Excavating they

were making it bigger so one thing that we do suspect is that when they increase the capacity to carry water through and store more water in this area we believe the elevation of water over here was lowered in all likelihood which which means then the water over here can pass through when there's pressure it'll push the water through one water level another higher water push it through further if that's the case the water May no longer even be able to jump this Ridge the farm field but we have to do all you have to commission the studies associated with that to be able to see what's really taking place and the approvals are going to be starting with the uh K county is going to be the first government agency that's going to have to

review the work and agreed and after County it's going to need to go to the uh state of Illinois Department of Natural Resources that will be they'll need their approvals after that it's going to go to FEMA the Federal Emergency Management agency again all told this is typically about a one year long process until the study is completed we can't say with certainty that we how much of the flood plane we could get out of the property we do believe that we certainly could relocate it around wherever you decide and right now there's been no plans done in terms of really site planning for putting a building on that site more focused on needs and satisfying what the district in all might need or need going forward so that's probably the single biggest challenge associated

with property again not insurmountable at all but it is a time consuming element and there's no guarantees until you start the process any one agency can go well we don't think that's right I mean we just actually we've been holding on this and I will say the district commissioned a little bit of additional survey so we were able to come over here and we commissioned they commissioned survey in this location so we could see what the water level would have to jump to and we did survey further into the Farmland on the south side of Rison Road one thing we did find is that in reality the road area is about six in higher than another little saddle in this Farm driveway coming into here so in reality it's going to start jumping here first

rather than going there and then there's a series of little pockets in this area here and it leads to a point right down here where there's two 36 in diameter culs so there is water coming through in that location again we just saw that today because we went back and looked at it and said wait till we point that out to everybody but again process has to get going and what's the ballpark of the process we'll call it the Hydraulics and all this the Hydraulics and hydrology I mean start to finish start to finish yeah for there's no way of telling or rough typically we would end up having the because we now have survey we could get going it pretty quickly and just getting the data put together to be able to say what

the status you know what you can and cannot do probably about a I'd say probably about a six week period to get that looked at to be able to have enough information one thing again we do want to do is get from the Forest Reserve District their consultant is not going to give us information right they're working just like you me it all has to be clear yeah I would like to see what they did when they developed plans for this if they did a study I think they probably did something but we haven't seen it yet and we need to get that from the forest preserve District but uh it's it it would be the first step would be the first six weeks and then it's a matter of starting to think about how

you want to move forward from there it's a long process it's an alterative process you move forward and then somebody can place in well what about this and then you go back and look at it a little bit but we've been through this process many times in the past yeah you can address this that this is probably the one it's it is the most sign and when you say discussion of challenges with the Ron property this is this is the challenge and really over in this area here not a big deal over here not a big deal this is a little bit it when we looked at the survey in reality the Swale goes right where I'm pointing here it doesn't even go up that way the Contours don't match the mapping unfortunately you have

to prove that all the agencies they each want to look at it they each want to pick it apart but it is pretty obvious that the low point is not where they showed it on that any other questions for now question for how much does it cost to change the map process ass well the feeds associated with at least the study and the mapping and that is in the area of 30,000 35,000 something like that in in the context of what you're talking about that's not an insurmountable enough but it is something that you have to do and it falls upon the party wanting to make the change to have to get the map done you know it's not like somebody else is going to do it for you so it's not necessarily financially consuming

it's just time consuming it's just time consuming so the federal agencies that work with you FEMA Army Corps there's no cost associated with their services that's just there's going to be a little bit of permit Fe but it's not I was not a million dollars no no no it's not that more time it's time and and costs that are going to come from what they you know when if you were talking about building high school campus in this piece of land you know you can have athletic fields in flood plan we do that all the time I mean we've done projects where the Chicago River drains right through it and it's all flood plane built some of the best athletic facilities in the state of Illinois it's just a matter of time associated with achieving

it and uh you know like I said if if the study looks encouraging then you start proceeding into more design of the site itself saying where do we want to put a building down how would that function with the needs of the district and the needs of the community you know but then they the two processes would kind of go together for a little bit and then because you have to show a reason why do you want to move that finger of flood plan Well we'd like to put a building in that area you have to prove you have to show them what you want to do so and again like I said the forest preserve District because of what they did they built the new Wetlands they widened out the stream channel I gotta

believe they studied the stream so that there would be some data but I don't think they've been bothered looking at what we saw here they don't care about that finger running through your property they only care about what was going on in theirs but if we had something to work with to start with we can off and we don't know when they acquired it if any of this stuff was discussed at that point I'm assuming it was oh the school district I don't know we don't know I know that the maps have been out there a long time right but again like I said those Maps were not really created based on the detailed Hydra they don't spend money on detailed hydraulic studies of farm ditches out in the mid more rural areas only and

they have studied penre Creek but they've studied it starting much further north outside of the limits of this drone and then heading out to the Northeast from there they have studied it there they just haven't worked it all in that much detail back to this point okay where we are and nothing would be able to be until this was rectified at this property nothing would be able able to be done until the map was and there was a new map well I can tell you if you were to place a building in this location here you could go ahead and get going do the normal engineering associated with it and be able to get a physical building started but is that the correct location Bas on what we for the building exactly or is or

is this the correct location for the building where it's a little bit higher you got to kind of look at those things and really site planning is the most important thing you got to develop a functional right school that satisfies your community up until now you have not been doing details kind ofuse for a little bit thank you thank you for your you appreciate that uh Dr M will share information regarding the possibility of selling the district's property and Plato Center so we talked a lot about selling here in Burlington and had got approval from the board for moving forward to try to sell some of the property off here um to the Burlington Park District at this time I have understanding that there could be some interest in purchasing the property somewhere nearby uh

The Plato Center it is currently only seven or eight Acres I'd have to have it check I think we think Seven Acres um so it is not feasible for another elementary site if you remember uh when I talked to architect they say about 13 acres now is what is typical uh for the least amount of land you'd want for an elementary building so it is really not a good piece of property for elementary or for us to hold on to uh so as we're trying to figure out how to manage some of the things within the district be my recommendation for me to go ahead and move forward and trying to look to see if we could find some buyer for the the property there in Plato So so obviously knowing that cdbl has used

those fields since you know I was growing up and played baseball in those fields in the 80s um what would what would it look like what's the process for selling that kind of property so in a school district we can sell property directly to a government agency uh we can swap land with a government agency so if Plato Center wanted to buy it from us we could work with them because it's a government agency uh when it comes to selling to a um third party person or a resident or anybody like that would go to a bid press um and we'd have to work through the bit process in order for that to be sold we know there's been I mean would assume I not the answer for Plato Township you know with since that's

really the only entity that exists there I'm assuming there's been no interest in I don't not reached out or anything like that have no idea if there'd be any interest in Playdoh Center purchasing it or not I know they have Park District there but I I don't know but I would definitely reach out to see if there's other parties interested or anybody interested and so is this something that we obviously information we could put to vote next yes month obviously yeah I I think it's something that I mean obviously it's out there we know cdbl uses it a great deal they've done a lot of um updates to the field um they put a lot of time and effort into it um we we just can't outright sell it to to that kind of organization

we can surely go into a bid process um government agency I don't know about pler Center um but I do think at this point it's really not for us it's land that our you know our maintenance crew has to try to work with and work between and it's just easier if we can kind of you know say let's get rid of that property it's really not usable for us at this point only being seven acres it's just not a piece of property that's in our best interest to maintain and keep and in the sealed bid process presumably if we go to that as a public entity we would have to then accept the highest bit or was it still at our discretion I have no idea I've talked our legal to it's a question I

can't answer that at all okay all right um we'll move through the rest of information I we're gonna embarrass Mr Starks right here who just came in so will'll happily do that um so we'll move on to the enrollment report Dr M we review the en enrollment report included in the board packet so the enrollment report we've shifted a little bit just to give you guys a picture of what's going on so compared to what we usually do you can see the the current total enroll that we have in every single building but one of the things that we never really take into account is all of our residents who are actually um non-residents hosted inside District 301 so we have Mid Valley programs although most of our Mid Valley programs where we give them

a room or two are most of our students um I would say 85% of those students are actually our students but being serviced by Mid Valley Personnel um and you can see the number shift there we're at 4887 with our nonresident house in District 301 you can see we're at 4933 so about 49 35 so almost $5,000 getting close to or 5,000 uh students um below you see out of District not house so we have some students who we pay our residential facilities then they go to Mid Valley those districts that are not serviced inside our doors uh you can see those numbers too for total out of District not housed in District 301 those students could come back to our district um so it's always a work in progress we're trying to hopefully get

them back to our district as soon as possible but currently they're being serviced by a different agency uh because we just cannot meet their needs inside of our doors um so we added that to the enrollment just so you can see a full picture of where on our students are um in terms of enrollment um so you can see the top one is the total District those are actually kids that are seated right now inside of our doors uh non-resident District that could be EF that could be Mid Valley numbers and then of course the students are being serviced outside any questions about that it's just a different way to look at the report as as we look at our projections moving forward especially with the data that we had a year ago it's kind

of you know drove a lot of our conversations about future options um and I guess this is partly a question for Dana too just looking at our projections for the budget this year our home starts for this you know we had 30 whatever in this you know when we look at the number of houses that are going up at this point particularly in the Highland Woods in that neighborhood in particular seems like the one that I see the most um do we have any idea using our one point for kids we8 kids per like what does that look like as far as projected home starts by let's say August of next year as far as what Al is you know licens what's going on do we have anything short of the um occupancy permits or

the transition fees to know what that looks like no shorted driving around and see what's under construction we have we have the number and they keep changing remember country trial shifted they had originally talked about being um 50 plus homes they changed those to be more apartment or condos uh which those mean more students to our district versus what they originally had planned with Country Trails so we are absorbing more students than we had actually anticipated um that being said I mean the issue right now right is that every single building is almost at capacity uh Central Middle School cannot take on two grade levels it can only take on one it's not large enough even with the addition of the high school which was approved last year by the board um and we talked

about it came out of focus group we can't even house our high school kids currently in our current High School the 20 class addition allows us to get our high school students this year we're bringing 80 more kids in next year just was Zero increase in enrollment this where we live today so we need those classrooms for our high school students today um so that's why that 11 uh 20th classroom Edition is going on um we're trying to adjust to make sure that we have like the best plan that we can moving forward to a lot for every single grade band needs something different iteration so we need to have an iteration at grade low at elementary at middle school and at high school we're trying to find the best solution uh for that at

the cheapest rate and for the longest for the longest distance for our taxpayers uh that's kind of why we landed where we landed from the focus group but I think enrollment will continue to be a challenge for us um we are still getting students in our district it has not stopped enrollment is still coming in we are lower we're at 1.83 right now so we were at you know we sit somewhere somewhere between two to 3% every year uh we projected out last year at 1.2 and I projected out at 3% so we're right in the middle of those two ranges so either way either one of those 1 point two or three we're in trouble I think if we look decade over decade we talked about this a year ago it was like from

the 60s through now that's been consistent growth and shaki or Ed is that his name shaki Ed shaki superintendent way back he had a quote that we have which was a throwback which was that we were growing at 3% uh so we have continued as a district to to grow at a rapid rate of 3% consistently year-over-year so I mean again with the with the uh the flood plane now too pushing that back and that could present certainly presents a major problem complexities three years from two years from now even especially the grade school level one of the things I asked our architect was our architect our SM Shel MCN was how much is this going to cost me moving it out a year because that was the big concern um and it's any anywhere

between seven to 10% so if I just take eight% it's a 15.6 million ticket to us to push this out another year at that point I don't know what we'll do uh it's really not worthy of that I am trying to look for other Solutions at this time because we try to absorb another you know 15 or16 million on 195 there's no way we're going to get that um passed and so it's is there a different alternative that we can think of or or come up so I'm continuing as you are aware of some of the um things I'm working on I'm continuing to work on some challenges or some ways to solve uh the problem that was brought forth by Mr Ericson about a month ago so uh facilities update director PA to discuss

an update on construction projects thank yous I app but he's not here Mr principal um short and quick uh the high school edition we've got all of our permits in place um so concrete's going footings um getting concrete foundations in last week's weather Panic through a couple monkey wrenches in the in the plan three plus inches of rain in a we is not good but we're working that so we should still be on Pace to get everything under roof by winter which is our goal we do have some contingency money if we suffer some winter conditions and have to do some things we do have that in place um some other things we've also worked with our um engineering partners and shs we've done and did some value engineering on some components in the project

so we are you know looking to do the best we can with what we have and make sure we stay under that budget we've uh We've allotted um as you can see district office remodel projects kind of moving at a little slower place than we'd like um material things and trying to get some materials and vendors lined up hopefully by next month you'll see some drastic changes that's my goal so when you come in you'll be surprised and things will look more complete so we're moving forward on that um and then next month I'll be bringing um we're expecting generators January of 24 for uh Prairie View hbt in Lily Lake so we're going to probably put a bit out um month for the electrical work associated with that so it'll be a fairly small

project we'll try to do over days off and breaks Christmas break and kind of be ready for those generators to to show up the transfer switches we've already received and paid for but the generators themselves were were 24 to 30 months out when we place that order so that's all I got any questions about anything thank you thank you thank you principal bagorski for an Athletics and activities update beyond what we already discussed Beyond um so without Mr Jessie being here I'll start off with a joke the uh flood plane that we just talked about I think it is does exist and it's in Hampshire because at the football game this past week that would be my first starting point the football team stayed alive for playoff hopes um if we beat Huntley this week

that would put us into playoff eligibility with five wins and then it goes to point system we talked about boys and girls golf already cross country and we're at the season basically right now where everything's wrapping up where we have our senior nights and our our playoff uh regional series cost country will be running in Woodstock on Saturday tomorrow night at badier our boy soccer team will be starting their Regional play um volleyball we are hosting a regional on the 24th and that pretty much wraps up fall Sports we had our Bring the Noise concert last week which was a soldout house packed gym for our band awesome to see I'm amazing to see what Mr strike can do with getting kids in there creatively and getting them on the stage and running up and

down uh the pathway we had our choir concert right after that for choir and coral and then coming up around uh Halloween like the 30th no 1st that first week we will have Puffs as our fall play so those are all the things that are going on from a sports activities standpoint there um winter sports meetings starting to happen Winter's coaches meetings starting to happen so excited to get everything started once we get through the fall season and playoffs and hopefully go pretty deep with some of our teams I took my kids to the cross country to the conference meet only because it was in my subdivision I could get there very easily it was crappy weather but I think they did a great job especially running four races on that course everybody had a

wonderful time um saw some people one of the uh track coaches Mr poock was like this is what like your memories are May you're an adult you're remember running in this weather and it was a lot of fun to see so many people out there cheering on and and the kids all seem to have a great time despite the win and the r couple people SLI flooded borderline speaking of flooding it was fun so that's for fall Sports and activities to stay up here for oh yeah uh for the CHS receipt of the AP honor roll award so the AP honor roll award we were awarded this is actually one that I get to do not just stepping in for Ted the AP honor roll award we actually got two Awards there one is the

AP Equity access award and essentially College Board doesn't give us any stats there but what that award signifies is that for this population of lowincome or minority students underrepresented students that we proportionally pass tests with a three or above with that population so it's just proportional to our population it's a good sign of equity in our classrooms which we're proud of and then the AP access award is an award that I believe for the last few years we have scored in the silver ranking of it and we are actually making gains and growth to get into the gold aspect of that what that essentially means is how many of our classes are this is all based off the senior class of last year I'm sorry class of 23 it's how many kids take one AP

course before they graduate um how many earn a college credit by scoring a three or above and then how many kids take five or more AP classes between 9th and 10th or ninth and taken one at least in nth and 10th grade five total across their whole High School career so we're in the gold categories for taking five or more at least one ninth or 10th grade year we're in the gold category for um getting college credit where we have 40% what we are a little bit behind by making gains in is having one or more of our kid or a kid take one or more test which to me is the going along to the Equitable one and the easiest to fix and we made some gains there going from about 40 to 50%

so 65% is the threshold there to get to the gold a question for the two of you do we are we having any issues with space in classes if kids want to take AP classes have we had any issues with with exceptions I certainly understand that the vast majority of times if kids want to take them it's not a teacher shortage we're sorry we have 15 kids who can't take it because it's not a teacher shortage but remember we do have class size limitations so we try to maintain so if we don't hit those class sizes we try generally speaking we adjust make sure we get every AP student getting the access to those AP courses the thing I think that you know uh principal poori talked about was and we have talked about it

at the board but never made a determination is do you start to have people test if they take the AP courses remember right now we give choice they don't have to test so it is difficult sometimes to determine how is it how are we performing an AP for all of our students as well as getting the numbers up so that you know we are hitting those markers and continue to show the growth we have a lot of kids that take AP uh but don't take tests um and so the question is you know we had talk the bo at one time five years ago um about five years ago right and we had talked about you know do you reward kids if they get a three four or five you kick back a little bit

more of what they paid for that AP exam if they you know HD that so that they had the the purpose of why do they need to take these but it is definitely a benefit to our um our families if their kids get the three four or five it saves them a lot of dollars when they go off into college because they get those college credits automatically um in it's ill Illinois school it may be for not necessarily in the content area that they're in but at least some kind of college credits that they need so it's something should discuss as you said what we say 40% for took the test for the test I took the test they take the test taking taking one course is 50% getting to three or above we are

there at 40% 35% is the goal threshold and we don't know how many kids actually take the exam up top my head no but talking last year been a Ginter who runs all of our testing there's I would say out of the kids who are in there there's probably 15 20% that might not again that's just anecdotal so most of them do large portion do but then it's also just a discussion of how many kids might might not be taking the class in general too is it secondary discussion but I could get the exact number again that's just anecdotal guesswork not looking at all the registrations thank you than thank you I would have Mr Ral come up now and maybe before the steam presentation so Brad's not so inclined they talk about the first

time so let's see if you missed the jokes um no you didn't nobody really did yes you're right um if you mind come on up here because I want to present this to you in front of everyone else um this is the award of Merit by the Illinois school public relations Association this organization uh really liked the video we did and the reason that they like it is because of the lesson you put together that shows true interactivity and um a great understanding of self-awareness and progress in the classroom so this I hand to you all right congratulations encourage all of you to go watch the video on our YouTube channel we are always looking for subscribers Central 301 and Matt you might want to give him your presentation that you gave because he missed

all that he may want to read that so especially the last yes thank [Applause] you uh so director Burke M will provide an update on the elementary steam roll out for this school year all right just wanted to touch base and let you know an update on how things have been going this year this fall if I can connect suddenly that one paused it must have been she couldn't get so it must be oh here we go all right so we had started um you heard last spring we were going to do our roll out this fall so just wanted to kind of touch base and give you an update as to where we've been where we've been heading this fall uh steam we're focused on not just the Science and Technology but that integration

across multiple content areas including math and the Arts so we've embedded all of those components within our programming um this year our instructional coaches at back to Hill had presented some of the robots that we have um that were using this fall so they did a wonderful job of offering a variety of different pieces um the dash hurdles uh build a boat which is the design and Engineering projects and then we had the marble run as well so that was highlighted [Music] here and then we tried a little uh different spin on it this year rather than um you know to reduce some of the anxiety and and overworking we really took it from an approach of putting in each building would have a steam team so we have roughly five to seven grade level

teachers as well as service providers content Specialists anybody that was of an interest of being part of this team would uh be our steam team within each building and so to kick that off we had two meetings over the summer June 1st and August 1st to really acclimate those steam members what are the tools that we have how are we utilizing them really build what the structure is going to look like in each of the buildings so that roll out would be very smooth um in August in September those steam team members went ahead and kicked off in each of the buildings to talk about what are the resources that you have available to you how are we going to organize the supplies and those types of things then this past month in September each

of our steam teams and with our instructional coaches also went to each of the buildings and rode through each of the um activities with the students so they got acclimated to what do you have in your fingertips how do you use them we called our driver ed so rather than your driver ed at 1516 we did it here in our elementary schools here is an image of our steam team this was from our June 1st meeting um again it's maintaining those Frameworks what are we using how are we using them in addition to that they're also the eyes and ears to add additional support So as somebody comes across an activity they want to implement these steam team members can also be additional support as planning is is U moving forward and how did you

become a steam team it was volunteer basis so we went ahead and put it out um and we got a grade level rep from each grade level as well as service providers so we have art we have our media Specialists we have a variety of an El staff member anybody that was interested in being a part of it we opened arms and let's let's dig in and get these things in our classrooms is there any like training on the curriculum and yes yes so that's what we as we're meeting in addition to our our two meetings that we had over the summer we're meeting monthly so this um coming up Friday we have a few hours in the afternoon as a steam team to dig in a little bit more ni yeah and then our

steam team also after they're receiving that training they're taking it back to their building so at a staff meeting or a morning meeting they will pull together and Implement that material and talk through it with the whole staff here's just some fun images um as we're walking through various projects we've captured some pictures there of Staff again here walks through what we have so we have blue bot that's captured in our K2 it's more of just the physical coding they can push forward um and have those robots do various tasks lots of card maps that are followed through we did um add additional supplies that they can manipulate on those Maps so you'll see the blue bot on the left side and then we have Dash that's mainly covered in our third through fifth grade

it's more the block coating as we're as we're building our cating skills they'll be um coating those robots and actually um participate in different activities here is storage so storage was also part of an issue like where are we going to house these things so our media Specialists opened their arms we had uh various materials that were purchased to store them so we've done the best we can they look pretty good but they're definitely getting used which is the purpose of this so again you'll see what they look like from the outside here um at the very top we had those mats those are used for our block coating um I should correct me that is a physical coating to start as we move towards the block coating so we purchased those wall mats so

that the weight would cover them and it would go a little smoother as we're working through our Dash um and our blue bot and then the bottom two carts that we added in the design and um technology components we needed those supplies they're consumable based so we added those carts so that they are movable throughout the buildings and then this again speaks to our engineering and design projects and materials again they're more the consumable pieces as we Implement various projects uh these are being utilized and then um uh fulfilled if we need more additional pieces and then here are some of our staff rollout so activities that staff got to engage in before we rolled through it with our students our staff had an opportunity to participate in them here's an example with them it

worked and then here's Dash in action my kids did the one in fifth fifth grade last year now it was summer it was in the school year it was it was they Dash you know they had a lot of fun with it kids had a really good time too a lot of fun and we'll continue to expand it every month like I said we're meeting monthly with the team as we're trying various things and expand this programing so we'll definitely keep you a breast to how we're changing in and and um and uh implementing materials but just want to give you a quick brief update on the roll out so far questions for me thank you thank you uh next we have our foyer requests for the month uh we are pretty busy with foyer

requests this month as you can tell um in the board packet uh we had Mr Boss who had received we received a request for information regarding the release of the athletic director trainer athletic trainer sorry uh we did not have responsive records to release um as trainer was hired by a third party and therefore it was obviously Personnel so we did not release any information Miss osas we received a request for information regarding certified Librarians in d301 um we were able to comply with this request but she sent a secondary request asking for a clarification regarding her initial request uh was she wanted just a list of names of all certified libraries we had in District 301 and we're able to comply with that request uh local Labs again which is the lab that always

sends information to us that we can't verify received a request from information regarding our El students bilingual staff and migrant Asylum Seekers um we request a verification of a secure email address and of course we have not received a response uh which we generally do not Mr Griffin we received a request for information regarding radon testing and Remediation in District 31 we were able to comply with this request however we did not have any responsive records uh we do have not done Ron testing uh Mr Doan re we received a request for information regarding the steering committee and contracts for the possible new high school we're able to comply with all of his request and Miss czy we received a request for information regarding bid tabulations for the Central High School addition uh bid number

two um and we were able to comply with that request as well nextcell any questions guys so motion and a second are required to turn to open session and move to close session second vote Yes sorry faul yes Hil yes p yes Nolan uh yes let me just restate that a motion at second are required to adjourn Open Session and move to close session for the following sorry to clarify I had one word mixed up apologize thank you everyone for joining us
