001it's called budget hearing order Pam King signal call a thief yeah fog present Hemphill yes Nolan yes rabe Gorman here the only thing on is to review the budget changes so same that I presented last month um revenues expenditures were balanced it was on display for 30 days and then no one came and asked any questions so not one not one there were no changes any questions is there any public comment regarding the efe 110 CTE budget nope move to approving then is that good it's a roll call microphone here president anfield here Nolan here an hour right with Gorman here are we need a motion a second to approve tonight's agenda so moved second yes bulk yes anfield yes Nolan yes Gorman yes please join us in reciting the Pledge of Allegiance I pledge

002allegiance to the flag of the United States of America and to the Republic of which it stands one nation under God indivisible with liberty dresses from thank everyone for coming out tonight those viewing elsewhere nice night out so we'll make it quick so we can get back outside Dr Stern given yes thank you for coming tonight um we have a couple of our graduate students here welcome um we also have our Union representation thank you for being here members of the community and athletic director Jessica who will be presenting On Athletics and activities oh it wasn't public comment Dave good evening uh on behalf of the cea I want to say thank you to the board of education and administration uh for your time on negotiating our new contract I appreciate the collaborative effort on

003both sides and getting a new contract done and I you know we hope that will lead to retaining quality and attracting quality Educators so thank you for your time and efforts we appreciate it you're welcome thank you Dave all right next we need a motion in a second to discuss and approve the consent agenda someone's second um in your packet you have a more lengthy Finance memo there's a few other things added than my normal monthly stuff uh revenues and expenditures are um in your packet revenues are at 6.34 compared to 5.09 a year ago expenditures are at 11.8 percent compared to 10.38 um a year ago impact fees we received 314.19 for 14 new home starts and then we also got transition fees for seven thousand two hundred ten dollars our bills payable report

004for September are normal for September September is always the largest bills paid month that's coming back from the summer um everyone's kind of getting back caught up and then um it's just yeah massive our audits for both Central and Northern Kane are still in progress there's a few things still outstanding like our asset schedule from the appraisal company a few other new reports that we're going back and forth on so it's taking a little bit longer we're going to probably file extensions just to make sure that we take our time and I have time to review it before we sign off on it um so you probably won't see that next month but maybe in November um there's some new grants that are out there that are opening up two of them that kind of

005caught our eye that we think that one of them I know for sure we can we're going to apply for and and probably will get um there's the school maintenance project Grant we've been doing it for the last couple years it's a 50 000 match um they'll give us 50 000 we have to at least spend fifty thousand we currently have the one open week we did Central Middle School and High School windows with it two years ago completed that one now we're I'm in the process of doing literally Lakes generator so now I think we're just basically going to write the same grant for hbt's generator and just knock that one off the list too um the rebuild Illinois capital program they've appropriated 100 million dollars for Early Childhood grants um and reading that

006lengthy Grant application from a totally different obviously not ESB or state related but um it's more for building new Early Childhood centers and big construction type things but in there there's the words equipment so we were thinking we could try to apply for some playground equipment that might be more um for the little three and four-year-olds and get them at the elementary school so we're going to do our best to apply for that and see if we can kind of um get that funding for us as well and then um Central 301 right now we have a letter of credit with the federal Home Loan Bank of Chicago they hold part of our collateral not all of it but just some of it um we're going to move that back on to like old seconds

007books and Harris will be the custodian of that collateral as a third party we're doing it with Northern canes um and I think it's just it's just something it's just one person different it's not anything it's not going to affect our collateral or anything like that so um after tonight's meeting I'm going to kind of move shift back to that looks DNA for home starts remain about the same that will be well over 200 new permits again this year if it looks like it's going to funnel a previous year's pattern we're only eight homes off of our highest which was two years ago for this same period of time right mm-hmm let me slow up a little bit with the market but I'm still pretty active thank you well yes I'm Phil yes Nolan yes

008yes Gorman yes vaccinated Motion in second to discuss and approve the tenanted budget so much second your board package should have a budget that looks like this tentative budget it's the detailed Excel spreadsheet it has every single section of the budget goes through every single line item in the budgets our working budget that we use in the finance department and we use it in payroll and kind of the behind the scenes part of it if you have any questions on it I can go through it later but there's a lot of information there but I just kind of wanted to present to you some of the highlights so tonight we're just doing the tentative budget going to ask you to approve this tenant to budget and it's going to be on display for 30 days

009it already is in the newspaper and then October 18th which is Tuesday because we have to have our 30 days is when we'll present the final budget with revisions and we'll have a hearing at 5 45 for that that one so we're pleased with FY 22's outcome these are kind of the bullet points of some of the going through the budget of what I kind of saw when I was going through it um after coming off of fy21 and covet all the covid stuff we're kind of getting back on normal Revenue succeeded expenditures and all funds except for the tort fund um last year we projected that the Ed and O M funds would have had deficits didn't hold true some of the reasons we got extra money in our Levy our Levy came in

010more than what I had originally projected and then our national school lunch program that we did the free free summer meals we got over a million dollars more than what I budgeted which is crazy um and then our athletic and registration fees were up I think just we didn't know how many kids would come back in sports and all that stuff jumping in so in the O M fund our corporate personal property tax came in higher than than budgeted um and so because the O M fund had extra Surplus I was able to move some of the ebf from the Ed fund to the O M fund so I kind of just evened out the the funds that way um the tort fund had a workers comp refund for over ninety one thousand dollars it

011was from like 2013 14 and 15 claims it was like three years that because we were really good with our work comp claims they gave us the pool gave us money back so that was totally unanticipated on the revenue side but then our legal bills and our insurance property insurance went way up so that ate up that 91 000 and then put us in that deficit um still pleased with how it all came out um and it the tort fund you'll see that I'm working down that fund balance anyway because it's kind of creeping up to close to a year so this would actually help that um and FY 22 all of them all the funds landed with positive numbers so nobody had a had a negative um fund balance these reserves kind of help

012us you know for future exactly what happened with covid we were able to sustain all of our stuff and not cut anything any programs and coming up down the road you'll see that our enrollment is just forever and growing that we're going to have to do something with our buildings and stuff so building up some of our fund balances in the o m capital projects funds will help try to offset some of the borrowing we might have to do um some of the projects that were completed last year we finished the windows and frames at CMS in the Central High School front we got mobiles at the Elementary's and got those up and running CT and PK's cafeterias got expanded and there's still a little bit of work being done on those but majority of

013the work has been done and then we did um HVAC upgrades throughout the district and then finally you have a question yes so when those projects go from one budget year to the next are those will that all be allocated to last or did was that ever cut off on June 30th and like that's then continued over into this correct kind of budget that's how it is if it crosses the bills paid up until June 30th yes okay because we're Cash basis anything we pay in up to June 30th we that goes in that fiscal year so I think um I think the cafeteria have 200 000 left over to spend so um and then one of the things it might be in one of my future slides but we used Esser funds the Federal

014grant that we got we had an sr2 and an sr3 Grant we used all of sr2 to for the mobiles and the cafeteria expansion and then what it didn't cover in that fund or in that Grant we moved to sr3 so we used as much as we could out of sr3 was a little bit more complicated you had to use so much for um like remediation and interventions and you had to use so much for some kind of curriculum stuff and you had like there were certain buckets that you had to meet so all the buckets that were optional or extra we definitely used for those projects so almost all of that was paid for on the federal grants and not out of ours and then anything that we could pay early like a lot

015of the schools got their school supplies for this school year and they paid for them in May and June just to kind of get that up and running it's just out of the way the tuition bills Mid Valley we always pay early just to we know those numbers so we can capitalize on that this slide hasn't changed and since probably I created it which is kind of our philosophy obviously the top top is for the students needs whatever they need for instructions whatever the teachers need to be able to instruct the kiddos to be able to learn we want to keep our fund balances um adequate and then be fiscally responsible with all of our purchases when we we do our budgeting um budget considerations these are the key points kind of the most expensive

016areas that drive the budget on both the revenue and the expenditure side our top revenues come from local property taxes we don't have very we don't have very little commercial so it basically all falls on local property taxes and then the evidence-based funding is um is vital for us so we definitely need that money and then like I said earlier the sr2 grants and stuff we used for most of those projects so that was able we were able to not use our own local funds using those up the expenditure side's salaries and benefits there were people people company so obviously that's going to be our biggest thing and then our curriculum instruction needs and then the last two kind of just our capital projects we're always trying to make sure that we're staying ahead of

017our our buildings and making sure that they're clean and safe for staff and students and then the operating cost is it's just amazing it's hard to predict this world we're living in with the gas prices going up and natural gas and electricity and then Cappy paper shortages and things like I never thought we'd be talking about are happening so it's kind of if you we we need copy paper we had a bid and they weren't following through so my choice would be to pay a little bit more somewhere else to get it because we need it those are things you can't plan for so um we're kind of we did get it so all the teachers were very happy about it but from here from the original bitterness um so I think just the supply

018chain shortages and stuff those were kind of you we don't know and with some of those things they may not be here in time like we may think we're going to get this generator for instance it takes 18 months to get here so eight so it might not even hit this year it might be next year so it's kind of hard to project with that kind of stuff um this is our sources of revenues uh you they're sorted out by local state and federal I just kind of put down the ones that fall under each bucket um it you can I'm not going to read it all to you but you can see the local property taxes our lunches athletic fees are in the local the state is our ebf and then a bunch of

019Grants um and then the federal we have our national school lunch all of our title grants are Medicaid and then those special ed grants are in there um and then the the sr1 was done we've used it all up sr2 and three they're one-time grants we don't they don't keep happening so those were just one and done so for Revenue assumptions you can kind of see I kind of broke it out in five different categories our local taxes um I projected 50 of the distribution coming in the fall 50 in the spring kind of goes 48 51 it all kind of varies I'm kind of back to the 50 50 just because it seems like they're giving us more in the spring than what I normally project our local taxes are projected come in about

02056 million dollars so that that is for that slide evidence-based funding we are projecting it at nine million sixty six dollars and 540 we got new tier money of 1.5 million dollars the years prior we only got about 200 000 or 167 000 I think very minimal but because we moved from tier two to tier one that me that makes us so tier one is the one that gets all like all of the funds tier two it's like 10 of whatever's left over from the 90 goes to tier one and then of that ten percent then you get a little piece of it so because we moved down which sounds bad um it's not it's just that we're getting the calculations have our enrollment because our enrollment's growing and it takes into effect your local

021capacity Target which is a lot of um we're heavily reliant on our local funds there's no commercial to kind of offset it so there's a whole bunch of different variables in there so it's basically showing that we're out growing faster than what we are bringing in and on the taxpayers dollars so um so yeah so that's a huge jump for us this year is that a new calculation then like starting this year no it's the same calculation but we were at I think 72 percent last year and now we're at 67 which bumped us to the lowest category okay so the goal of it is to get all the people in tier one to get them all equal so that way we're all in tier two and basically getting rid of all the tears eventually

022but you got to get all the tier one people like the poorer people up into the tier two and then like tier four they're they have more money than they know what to do with so we yeah become friends with those districts yeah State categoricals um same nothing's really changed with them they're they're more timely so we are getting our four payments so that's good um so I budgeted for one for the one that they owe us for this year and then three for the following year so that would be a total of four um that's what we projected in our budget impact fees I projected at 1.4 million we got 1.7 last year we got 1.4 the year before so I kind of went back to a two years ago amount it's really anybody's

023guesses to we keep the housing searches keep coming so um and then transition fees those ones have kind of been kind of stagnant at the 55 so I we had 54 last year at this point and 55 000 for those um so this slide just shows you the expenditure objects So within that big Excel spreadsheet there's all these different buckets um just kind of lays out the different categories that the expenditures can fall into and then this slide shows us salary benefits um 70 of the budget where all the rest of the budgets 30 so it just shows you that we're really having our salaries percent really doesn't change I think it was like 67 last year and went up to 70. um this slide kind of shows the um percentage breakdown of expenditures in

024the operating funds you can see the education fund is the biggest that's where all of our salaries and um basically everything's at in the ad fund and then the O M fund is right behind it it's the second biggest um Spanish assumptions you'll see a list of the major um the major ones that I kind of pulled out of the budget there's still changes occurring with our costs as we're kind of coming back from covid um we've made increases for all of our salary benefits from both the cea and the best contracts we made the adjustments for all the insurance increases and TRS and everything on that aspect uh capital projects we are budgeting for the transportation and buildings and ground facility the generators we have three or four more schools that need generators so

025we'll get those up and running and then the high school the central high schools track outdoor track is going to need some repairs and a whole new facelift so that's kind of what's on our docket and then the increased costs I kind of already touched based on those were kind of the hot ones that I was shocked at how much fuel and the bus leases and you can't get the buses but you're kind of stuck with you know the cost that these people are charging the Food Supplies it's just outrageous how much I mean now everything's charging a five dollar delivery charge just to get the same food here that we've been doing for 20 years so it's but we have to have food so those are kind of the the bigger topics that have

026been kind of sitting out there um and then these are the next couple slides are just kind of some highlights I pull out I mean I could highlight the whole entire budget but I try to just pick the same ones that I kind of do every year but this one kind of shows you a bunch of different salaries kind of broken out by the elementary middle school and high school athletics um and then your total total salaries in the Ed fund are the 31 million at the bottom there this one's kind of broken down my department I kind of just picked the food service department the special ed Department tuition and the technology budget because those were the bigger departments throughout that budget so total education expenditures are 52 million 447. o m you can

027see their salaries Services supplies just kind of the top ones I pulled out and then the if there's more buckets but I just and then the total o m would be 8 million to 27. foreign same thing I picked a few of them the salaries they're the bus leases the fuel there's contingency in there so the total for transportation would be 5.3 million some of the remaining funds so you have your um the rest of the funds that weren't talked about are listed here you got your bonds and your debt certificates of eight million 8.7 million dollars that we have to pay this year your imrf Social Security Medicare is 1.9 million I did budget 900 000 of the capital project fund so between o m and um this Capital project fund should cover the

028about 2.5 million that we hope to have done this year in our FY 23 school year and then the tour is where all of our legal bills and our work comp and property insurances and for 900 000. so this slide kind of summarizes all the revenues all the expenditures and the difference of where they're going to land at the end of the year you can see that o m imrf and tort fund have negative or deficit balances toward working down the fund balance imrf working down fund balance o m um that's not really they do have a fun balance but that's not intentionally to work that down it's just the way that the dollars fell with the amount of projects and stuff that we had so if you have all of that combined it's about

029a 95 000 Surplus and all and then we have our projected fund balances so the First Column shows you the unaudited fund balance so that is where we were where we landed when in June 30th before the audit entries there are going to probably be some so those won't stay 100 true and then the changes from the slide before is in the middle column that shows you the plus or minus for over expenditures and then kind of where the ending fund balance is going to land so they all still have positive fund balances at the end of the year foreign [Applause] with all the unknowns the future um I think our biggest thing that moved to the top was our rapid enrollment growth it's always on our planet like just we're always thinking about it

030trying to figure out when's the best time to do stuff what's the best plan to do um do we really need this stuff so I think when you think about our enrollment we have to add more staff because we have more classrooms more sections our building capacity is getting maxed out where are you going to put the kids in the teachers they need spaces so in that you can't just turn on the light and move in you gotta pre-plan and build for it and then our transportation parking place is just maxed out there behind CMS so we're definitely going to need a new spot to house some of those buses um the second bullet pointer bucket I kind of already discussed the in the increased costs and all the supplies in the fuel I mean

031one of the meetings I just went to um one of our old fuel suppliers said that they can't get diesel fuel for the for Geneva's buses so I didn't realize that there was a shortage in diesel fuel but things like that kind of you know if you're worried um the state of Illinois fiscal problems those three things have been on there for the last year they've been stagnant there's been no movement on any of them so I I'm not I didn't like try to budget for any of that kind of stuff but the property tax raise with the zero percent CPI definitely would would hurt us I'm not sure the exact numbers but last I looked it was about four hundred thousand dollars maybe 500 000 that we would lose if that were to take

032place so it that could have Financial impact on us um and then the last one was the same same one that's still in progress It's all the so requirements um the high school Dr mongan and her curriculum team and the administration at the high school are working to make sure we get these indicators and everything up to speed that we need to so but it all costs time and money so with that is there any questions great job as always thank you so next up budget will be on display starting after our meeting for the next 30 days and then our next board meeting we'll have the public hearing at 5 45 that's on Tuesday October 18th thanks Taylor I'd actually need a motion in a second to discuss and improve the AP music theory

033textbook oh I'm sorry on the budget Bill yes yes yes that'll take a motion second discuss and approve the AP music theory textbook psychic we have our director of curriculum 612 with us tonight Stephen books he's the one who authored the memo that was coming to the board and um if the board has any questions he's here do you have anything you'd like to share about textbook at all 30 days meets the AP requirements requirements and we feel it's going to be a great addition to helping our kids in that AP course thank you thank you thank you yes yes bulk yes yes Gorman yes that's the motion second acquired discuss and approve the overnight trip some cross country to attend the Invitational in Peoria second okay we have much in a second this is

035have Terry stro with us who is our director of our efe 110. um I don't know if there's any questions we had our hearing already um there are no changes to the budget any questions from the board no no thank you Terry happy yes well yes yes good motion a second needed to discuss and improve the flight director jusky as one of the check signatures of the CHS impressed and CHS activity checking accounts second so in your board packet you should see um we're gonna clean up because we had some we had an old Secretary on there as well but we're removing Steve Diversey Kylie Garden Dr Stern and adding to Jessica to both of those checking accounts so he can be assigned around the account and that would leave myself Dr manga and Krista

036Stoney and Ted as signers on it so every check needs two signatures so I will sign and then Ted will sign all right Falk yes yes Nolan yes Alfie yes Gorman yes move on to information items we have an enrollment report so um we wanted to get the year started and double check all of our numbers and so we're bringing now uh fourth our first enrollment report of the year uh numbers were pulled from September 14th and it shows um our rate of change from the 2021 school year to this school year and you can see that from the 2020 2021 the 2022 school year we grew 262 students and then from last year to this year we've grown on another 109. so that puts our total District enrollment right now at 4734 students no
