001president and phil here nolan here here gorman here uh just a reminder if you want to do public comments fill out a green form and bring it up here if you would need um motion in second to approve tonight's agenda second a thief yes brock yes yes nolan yes yes ray i'm sorry gorman yes uh rejoice in reciting the pledge of allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice good to thank everyone who came out in person and then those watching at home welcome thank you we have some administrators here tonight for some reports uh uh matt newquest with the middle school matt hogg with the middle school will be presenting later on on middle school

002handbook changes and we have director polloway with us discuss capital projects have public comment now we have one public comment uh leanne larson just press the button on the mic there you go thank you thank you i'm on um i came because of what i've heard about seesaw closing i was really shocked when i heard that because um three of our four sons went to seesaw one went just as a preschool student for two years until he started um kindergarten hbt and then our twins who are juniors now um came here two days came to see saw two days a week full time when i went back to work um part-time work and i just saw seesaw such a wonderful resource the people were fantastic they were teaching the kids things i mean i think

003it really prepared them for kindergarten really well and i don't know the whole story here i've only i had first heard that they were closing because someone was looking for another um daycare center and i thought oh well maybe they're retiring you know it's just they've been at it a long time and then i've heard on facebook that it was more an issue you know with the district offices needing more space and i thought wow um where are people going to go out here i mean we're we're out here quite a ways and it's such a fantastic resource to have this here in these people i mean they're here until six o'clock at night and you know the kids can come after school and come before school they're you know they've got babies here i

004can only imagine what they went through during covid you know to mask these little kids and i mean it's just it's part of our community and um i just was really shocked i thought well if they need more office space i mean a lot of private businesses people are working from home i have several friends that they work from home practically full time so if there's more administrative positions you know is that being considered but again i'm not i don't i don't know the rest of the story and i've asked before when i've spoken if the the district could possibly communicate to the community some of these issues you know more proactively so that we hear about all the facts that we we know what the situation is before we just see it on facebook

005um that would be helpful to everyone but i think community input would be really crucial also you know we get these emails about any other issue that comes up that everybody can get this email glass so i know there's ways that you can communicate with all of us and you know some surveys or something i think would be very welcome because people want to be heard and um i just was really surprised that it might be that they're being pushed out for more office space it just didn't make sense these are our families in our district these are kids are going to go to not all of them they're from hampshire and other communities but a lot of these kids are going to go through these schools and the hardship on the parents that a

006lot of parents have to work and there's not a lot of options out here and um especially right on the the eve of our tax bills being due you know it's kind of a slap in the face i think for some of these parents to be scrambling around for daycare my opinion so i just wanted to say that i have a prior commitment tonight so i'm only going to stay for a few minutes i'll duck out early but um again thank you to all of you you're all part of our community too and um i know so many people here that care about um the whole community you know and and all the the needs of it so we'd really like to have a voice in it and and be able to be heard the

007other thing just i i thought about this the other day um there's no way that we can ask questions we can come here and we can make our comments for three minutes and then it's and you're done and um it'd be really great if each person would be allowed one question and i know you guys aren't necessarily set up to offer facts and figures on the fly i don't like putting people on the spot but be really great if someone could come up and say i have a question about this and just ask the question you guys do what you could and then i know i've had comments before and esther or dr stern you've followed up with me you know and it's been great but some questions that we could ask to you in

008this this setting would be really helpful for people and just tell you get one question and you know if it can't be answered you know it needs more but i think a lot of things people would like to just hear you know even a brief response so it's my two cents for tonight thanks all for thanks all to all of you for serving really appreciate it thank you thanks thank you another public comment uh rachel hi good evening um i just wanted to talk about uh the curriculum i was doing some research on the district website for 301 and there's not a whole lot for parents in regards to what and like entails the curriculum the only thing that's on there is uh the common core stuff which only addresses like math and reading and

009language arts it doesn't address any of the other things that are taught in school um i did meet with the curriculum one of the curriculum directors on she told me that you guys were developing or working with a system called embark that will give parents more resources to know what's being taught in school because i just feel it's hard as a parent there's no school books anymore textbook type things that come home there's very few pages that come home so i just feel that we're not really getting a complete picture of what these kids are what our children are being taught in the classroom other than if you know my child comes home and she's she or he is online and i'm standing behind them looking at what they're doing there just doesn't seem to

010be the resources that i feel as a parent um are needed in order to know what's going on in the classroom so i just she told me the embark program wasn't going to be ready for like a year or two and it seems like a very long time to wait to know what's going on in school and to i know there's all these mandates there's always a new mandate um about what's being taught in school or what you can do or what you can't do and i just feel as a parent it's just very hard to navigate through that and to know what your obligations are um and i know some of them are like there's a scope you know like you you have to do a certain requirement and it's only like you can

011fear this way or that way there's kind of a broad thing um so i just had some concerns about that and i just wanted to encourage and like ask if maybe there's any way we could get that program sooner or if there's something more that can be on the website so parents have more of an idea of what is going on because it's very vague i just feel like the curriculum base is very vague and i know teachers can't give you all things all the time but i would just like a little bit more information so i can do my job better as a parent knowing what these kids are going to be taught at school and then i can back that up at home or redirect at home if i feel appropriate so thank

012you thanks thank you thank you all right move on to action reports uh we need a motion second to discuss and improve the consent agenda no he's louder [Laughter] i resemble that remark revenue expenditures are in your report revenues are currently at 47.87 percent compared to 52.47 a year ago expenditures are at 60.41 compared to 60.84 a year ago this month district impact fees came in at 271 thousand three dollars 52 cents for 30 home starts our total impact fees for the year are 1.5 million dollars which puts us over our million dollar budget we've had 470 new home starts in the last two years which shows you the need or the reasons and stuff that we need extra classrooms cafeteria spaces mobiles boundary shifts district office expansion future additions to schools and maybe even

013a new school right now the surplus is going into our capital projects funds to offset all of our future school construction projects no transition fees were received this month and currently we're under budget with our transition fees bills payable report for central's normal northern cain is a little bit light this month because of the timing of balancing out the schools none of the schools got their reports in on time [Music] the next fact on your list the usda authorized some funding to help assist with supply chain challenges with food service meals so we did qualify and we did apply for it for the relief funds we received eighty one thousand seven hundred eighty nine dollars this year already um so it's going to be used to offset um food and certain supplies there's not very

014many supplies that it covers but it covers like non-processed foods the milks the grains your fruits and veggies it can't be on pizza fries chicken nuggets anything is processed it doesn't qualify so we think that's good so we have to we have to keep track of it and we'll use it no problem the next big thing our current bus supplier midwest transit received a cancellation letter for lots of buses we were one of the schools that was affected with that and there was a 5 000 increase per bus if you wanted to place an order to to try to get back on the list our 83 passenger buses that we were excited about were not being manufactured this year so they're going to give us 78 passenger buses which is still bigger than our 72

015so we can still try a little bit bigger nine of our 28 buses were cancelled luckily we were trading at eight so we were able to negotiate an extension of our current lease and we ended up going with a two-year lease because i don't think it's going to fix in the next year so we extended our lease for two years on those eight buses and then we did have to buy one extra bus and then our two wheelchair buses we had to to buy with that increase and because we don't buy them outright the the lease is we do a two-year lease they're able to midwest transit was able to eat some of that lease cost they did it with us and some other schools that i've talked to so um it won't be a

016huge impact on our our budget for for next year are we concerned about the eight buses in two more years and maintenance like you know what does that look like potentially because that's why we always do our two or three years or whatever it is good question we did look into that um so the mileage then if the small buses have um 20 000 miles on them they extended it to 60 so you'd have that extra 20 000 um we may be on you know for tires and and more oil changes and stuff like that um that we can manage i would look yes for the nine buses it's worth it they're not having no buses and director was going to look at the routing in some of the buses that were in shorter routes

017flipping those around yes so she can take some of the buses that have higher mileage and put it on a shorter route to kind of keep the miles which they do anyway but she can do that a little bit more so um so i gave you the letter of the collins that's the manufacturer that had canceled i don't know how many orders but i it's just a crazy world out there and then the last thing was just some positive news that back in july when we locked in our three-year contract for natural gas obviously we jumped on that before who knew the energy market crisis our energy market would double in price so currently based on our therms that we use we we're going to save about 185 000 in natural gas this year so

018we've locked into that price for the next two years as well so i'm hoping to see the same kind of savings so that was some good news yes next we need a motion and second to approve student attendance uh boundary shift for hbt so moved second we really don't have any update we did communicate with the hundred-plus families that we're going to shift to 100 students not that many families via district email we've not really received too many uh concerns a couple parents i've talked to specifically and we've kind of adjusted ways that we can manage their concern so at this point in time i feel like it would be a good move to go ahead and make that approval so that we can move forward with some of our staffing needs that we have

019uh currently yeah and the total was 108 kiddos yes give or take with that projected kindergarten group you don't know what it's going to be presumably i was at pv on friday um and chatted with them i mean they were you know already talking about how they can be creative with their students as we talked about with rachel you know after you know open session last week and she and i have spoken outside of that about you know kind of what that looks like and i know you guys meeting you and our new principal i'm sure we already have some of that done we'll uh we'll work diligently to make sure we can cluster some of these kids to minimize the social emotional impact especially for our older kids our orphans like my girls that

020are fourth graders going to fifth graders have their one year kind of with without them and then they get to go back with their peers at least you know in sixth grade which is great for just for my kids age group for the ones that we know yeah our goal for all the fourth graders going into fifth grade would be to cluster them with at least a couple students to try to keep them and i think there's like 16 or 18 of them like it's a good amount it was almost the whole class not that we do that anyway to be very clear but i think there you you've spread them out among all four classes and have three four five kids each one so all right hempfield yes nolan yes yes yes bulk yes

021garment yes next week motion in a second to discuss and approve the annual fuel bid second field bid specs were sent out to 12 companies four companies um return formal bids um al warren company al warren oil company came in with the lowest responsible bid um they were all i mean if you look at the results in your packet they were like within 1300 bucks i mean it was basically was a wash but it was they were just that much cheaper the budget for next year is going to increase tremendously based on this so when i was looking at it it's it's gonna probably be double so we'll we'll see how that goes but this year just as a reference we budgeted 330 000 and we've already spent 350. so it is affecting this year's

022budget already just having the gas prices be higher so we'll see is there any claws is it for being locked in at this price through the remaining or do they have outs um so with our bids we always kind of do what their markup is over the market price so if it goes down and the market their bid price is like 12 cents that's what it is okay so it can fluctuate correct yes crossing fingers no one yes yes a thief yes yes and phil yes gorman yes the next emotion and second are required to discuss and approve the annual paper bid second um so copy paper bids were sent out to eight suppliers three came back with responses only one came back with a complete bid all three of them came back with terms

023and conditions due to paper shortages and there are no guaranteed dates so basically all of them said that they can't guarantee that the delivery will be on time contract paper group was the one that came with the complete bid their total bid came in at fifty four thousand four hundred and eighty two dollars [Music] they uh they did say which is included in your board packet um that they can't do they can't guarantee the delivery dates but right now it's from eight to twelve weeks of the order date um quill came in with a bid not on white paper which is what we need so um they only bid the pastel paper and then their prices were subject to change within 30 day notice so any 30 days they can stay up it's going to

024go up and you're just stuck with it and then midland paper didn't do anything they didn't bid at all they just sent a letter stating that they're not able to for all the same reasons you could order three three months at one time and through their state of illinois master paper contract and so looking at the price of that contract it's actually higher than what contract paper was able to give us so i think everybody every school district is going to probably go to the state contract because everyone's desperate so i'd be fearful that we wouldn't get it even if it was cheaper um so we're basically recommending that we accept contract papers group um and looking at when we placed our order almost every school but one has a surplus of paper so it

025would definitely get them through at least probably december we can shift some paper over to the school that is is light so my recommendation would be to place the order now so we can have it by december when we really do need it did we see anything significantly different between 1819 which is our last full year and now we're using more digital resources that require less paper did we was there anything substantively different did we see more paper use this year unexpectedly in some buildings in some buildings yes yes and is that something that as administration would give feedback on you know as far as one of the things we're talking about with uh brian tobin some some districts actually limited amount of paper that an employee can use we've not gone there yet but

026if we continue kind of using your key fob and they get so many um that may be something we want to consider especially as we look at you know making sure that we have enough paper for all teachers minimizing what a teacher might be able to use to ensure that we have enough paper for all teachers to have access to those resources uh so it is something that we're still having conversation about but have not made a determination i mean even something is simple for me the amount of paper that comes home and one daughter who brings home everything another one who just put some recyclemen in the classroom so i don't know what comes out from her so but there's so many single-sided things when they're getting so many things in the same day

027why is it not getting double-sided right to use i mean even something simple like that that you know some of it absolutely is of course but there's still a lot of single-sided sheets especially k5 we're talking here we're actually doing those kinds of worksheets but you know hopefully we can provide some sort of support and creative paper minimizing solutions my guess is why it's not double sidedness they could be instructing it at different times and so to have a kid track it and keep track of it and you know get shoved in their desk or wherever it's probably a management nightmare so that never happened with my children just kidding so they're probably everything i'm sure they have the people trying to have a kid keep track of that yeah that would be my guess

028and then on the paper recap sheet it shows you the amount um contract papers in the first column and kind of what some of the other ones would be but then in the far right column i kind of showed what the award was for last year and the price difference over kate for the case compared to last year so you can see that the prices um average 60 increase on copy paper prices so it it went up tremendously too so are they putting chips in paper now is that what the problem is they're microchips in the paper it's like everything else yeah supply chain shortages um you know not being able to get buses fuel prices going sky high from energy prices even then our ability to receive paper yeah next year will be toner

029right it's always something yes anfield yes nolan yes gorman yes i move the the temporary secretary lisa algoman shall not be re re-employed for the 2022-23 school year as her temporary employment will be concluded so moved got the motion yeah right second so um again just like we have our reduction the temporary um resolution we bring forward for our teaching staff this is for the support staff uh we have a temporary secretary this year we brought in later due to some of those covet guidelines that had changed mid-september i'm sorry mid-spring and so we had brought some to assist us one is already resigned we still have one left and so as to not keep her on permanently with a temporary position for this school year we're just asking for the resolution to go ahead

030and release her at this point in time and if we need to look at that for next year we go back to rehire all right a thief yes frog yes hemphill yes nolan yes yes dormant yes ocean second required to discuss and approve er cassella and company as our external auditor through 2024 i'm in your board packet you have a recommendation to renew for a three-year period in the packet you'll have the actual letter that came straight from eder casella we negotiated down to a five percent increase each year same thing everything's being affected they came a lot higher we negotiated them down to this these prices that you see in the letter um they are they're efficient they this past year was the first time that the audit was a little bit delayed not

031not of their fault but just the compliance stuff not coming out in time so i recommend that we renew their their agreement any questions on that would there be any other reason to go with someone else um i i feel for it it'd be a lot more work starting over again because they got the history they've got it all set up not that they would do any different a different firm probably they could do the same services um but for you guys let's be honest for the amount of work that you guys put into it there's that that it makes it easier for you to continue i know what they're looking for so we have a lot of that stuff already done for them prior to that and i did reach out to other king

032county schools to kind of see what they were getting as increases and some were getting 10 to 12 percent um so i feel that this was fair in the past i think the the last two times we've renewed about three percent three percent which is what it was um some of them are still in like a five-year contract where they had two two two and you know they might be at zero but um everything's just going up so i the cost of the northern kane one is a little bit that's close to the floor i mean with the whatever 1.5 whatever our budget is for that which is obviously very small relative to and the complexities are very different for that one is that just this price is this cost just end up looking like

033the bare minimum that you would have for anything of that size because it's pretty simple yeah you still have the same reports you got a report and there's probably different testings that you have to do yep so you still have you may not have as many similar responsibilities though yep you got to do the federal compliance because um perkins is a federal grant um so you got the single audit and stuff like that sounds good cool thank a you yes bog yes stanfield yes nolan yes yes gorman yes mexican emotion and secondary to discuss and approve no change to our food service prices for the 2022 to 2023 school year don't move second you want to take it dana do you want me to cover it okay um so every year there's a ple calculator

034that comes out that you have to like put all your figures in to see if you need to adjust your prices they sent out a letter saying that this ple calculator is not going to be available for a while but there was like an exemption that if you had a positive balance or a zero or a positive balance that you can get a waiver and you don't have to worry about that calculator for the year so we did fill that out we did have a positive balance very small fourteen hundred dollars but um it was still positive so we are able to keep our prices the same okay we just need board action on it to lock it in yes i think something changed i don't there's a state level maybe a few months ago

035where i know we're mandated to take public school districts humanity to take the lowest bid on all food service and now i think there was some flexibility within that that is what i recall a few months ago correct so there's a couple changes and so just even just with our bidding for our food services do we re-look at that and say if something's three percent higher but we feel like the quality of food is different the choice is different do we explore that are we in the middle of a multi-year contract right now with our food service vendor we usually do gordon's i think right is that who we are well we were part of a purchasing co-op so as a co-op then they go out everybody makes that decision together so okay um and

036so i think we're in ni ipc whatever that stands for i'm not sure off the top of my head but i can definitely get that um and part of that does allow for that flexibility now so it'd be interesting to see when they're just curious what will come back if there's any there's more compound competition then too because right now we don't have to pick the lowest one but there's various local vendors that i know that have received so garden food services are currently provided and then the help of baking for yeah yeah so we have certain ones that have got the lowest bids and i know that in like 2023 i think there has to be a plant-based option as well i think headed towards i think it's giving us more flexibility too for

037different types of foods absolutely which is again the fact that you could be you know five dollars cheaper for a year-long bid and that's that gets you how you were required to take it which is kind of crazy um so you know hopefully i'll be interested to see what is that something that's done when is that like june 1st is that like next meeting or is that august that we well they actually do purchasing a month by month because they're looking at different food products so similar things so they do a lot of work with their yeah with their you know what they're going to serve i'm just curious what that looks like so any information even the next meeting just information item maybe yeah sure i'm glad it didn't go up one thing yes

038i mean yes excuse himself in a motion second to discuss and approve the annual resolution to allow the lease of the classroom space at cms and chs for specialized programs with mid valley so moved exactly so this is an annual resolution that allows the lease of classroom space and last year was at prairie holes at the high school we are moving um the the program from perennials middle school to central middle school and it will be for two classrooms for the educational life skills program and the new pathways program and the rant does not change and then for the central high school classroom for the new pathways program as well so we have another classroom didn't we have a new one this year at the high school at the high school right is there another

039new one so a second new one this year and one next year the high schools remain the same oh that is the same just want to make sure just an update we're just adding no new classrooms or shifting adding additional classroom to the middle school middle school okay we're moving into central middle school because of the need for an additional classroom did not have the space so for mpk but the central high school no change in the number of mid valley rooms at chs correct hand pill yes nolan yep yes a thief yes yes gorman yes motion second to discuss and approve the affiliation agreements including the board pack to provide externship opportunities for students seeking assistance certification this is just similar to what we do almost on a monthly basis for you to approve

040the event affiliation agreements uh the one thing i do want to add i'm just going to pass it around amber ballard who is our kind of our externship coordinator she's our vet uh tech assistant who is actually hired by us who works within the classroom one of the cool things she did this year was have our students actually write letters to the veterinary clinics that they've worked in for the externship opportunities to thank them and to let them know what they learned in their services and i think there's some really great stuff here in terms of the experiences that our students are getting with these externships that we thought maybe you would like to kind of preview while you're you're here at the board so something to look forward to thank you are we finding

041i mean obviously animal eye consultants is a very narrow scope and a very high specialty i would assume eye consultants right are we getting i haven't noticed any other kind of very specific you know like eyes or you know other specialty vets that are getting access to like animal ophthalmology for instance which is not i'm guessing a very common thing to have specialty eye clinic yeah i don't know that we're accessing those we're actually we're we're basically looking at any veterinary in the region depending on what they're doing i do think we have some specialty clinics not necessarily i don't know something like this that's pretty special yeah this is pretty specialized but we do have some really great experiences for some of our students who opt into those programs and finding that good marriage

042okay uh with those i don't know if we have you know all of those right all right nolan yes yes a thief yes yes handheld yes gorman i'll move on yes information items first we have the review the proposed changes to the middle school handbook uh tonight we have um matt newquest joining us and principal uh dr hogg and matt will be presenting on changes to the handbook good evening and thanks for having me um i believe you all have the memorandum um which is what i'll be referring to here um major proposals um those first four bullet points that you read the addition of uniform grievance procedure which is board policy two colon two six zero located on page twenty four the addition of title ix sexual harassment grievance procedure which is board policy

0432 colon 265 located on page the addition of the administrative procedure formal title ix sexual harassment complaint grievance process which is board policy 2 colon 265 ap2 located on page 28 and then finally edition of exhibit title ix sexual harassment glossary of terms which is board policy 2 colon 265e which is on page 33 those four were recommended by our district office who sought legal counsel to add those to the middle school handbook so those four sections right there would be additions moving along to page 11 book bags and purses the language in the handbook would be returning to what was read in the 2019 2020 handbook language i'll read that for you apologies as i think about what we were talking about with one-sided and two-sided paper at the bottom so what we would

044be deleting is one book bag or backpack will be allowed in the classroom for transport and storage of supplies all supplies must be carried back and forth between home and school each day and be able to fit in the bag and hang on the back of a chair slash desk again that is the language we would be deleting what we what would we be adding would be book bags backpacks etc etc are not allowed in the library media center or classrooms purses must be able to fit into an 8 by 12x5 box if the purse does not fit under the desk or into the box it must be kept in the student's locker during school hours so again that was language that was approved in the 2019-2020 handbook so we would just be going back

045to that next would be the cafeteria board policy for colon 130 that is located on page 12. the revisions to the cafeteria board policy are made by district food service recommended specifically by pam miranda so those were made in the handbook and then finally on page 43 the multi-tiered system of support or mtss the language in this portion of the document replaces the problem-solving team again this language was recommended by district mtss coordinator sarah nolan so that is the reason for the revision on page 43. for all the title ix stuff that's just language that obviously was given to us and we just had to add it to the to the handbook i presume correct it was a board policy that was approved that was mandatory it was actually just cut and pasted with the

046handball correct i mean i did type it up but i'm joking um minor changes are you guys good to move forward with minor changes sure okay uh minor changes first and foremost uh a lot of this is just removal of coveted language um which was in the last active handbook so uh for attendance on page seven uh what we would be removing um our students are expected to attend every class whether remote or in person the following structures for instruction will be used in person uh full-time remote medical exemption only again we are deleting that because that is coveted language um and next specific to attendance policies we would be deleting it is important to note that while students are remote learning they should follow teacher procedures to log into the class for instruction students

047are expect expected to attend all remote learning sessions provided by the teacher and if they are not in attendance they will be marked absent next on page eight unexcused absence um this one is quite simply uh we go through seven examples of unexcused absences we are removing the language for the fourth example which is cutting class the verbiage there is in person or remote we're removing that language next we have makeup work during absences this is located on page nine uh for makeup work during absences uh it reads students who are who are absent from school in person or remote we're removing the in person or remote and then later in that paragraph we have the same verbiage uh in parentheses in person or remote we're removing that as well you said page nine yes

048i know on the memorandum i have paid and then it just i will tell you sir that the most difficult part of this entire handbook was the table of contents so no it is fine i am i'm i'm full disclosure all the way um i did have my boss dr hogg review it beforehand he let me know that before i walked out the door late arrivals to school this is on page nine as well and i double checked that when a student arrives late to school he or she must report to the office the office will issue a tardy pass to admit him or her to class work missed may be made up if the teacher permits it permits it we are recommending we delete that language the school must allow students the opportunity opportunity

049to address work because of an absent and this is protocol that's already in place at prairie knowles and central middle school so we saw no reason to have that language in there um moving along to visitors which is pages nine and ten very bottom of page 9 and moving along to page 10. it's a whole lot of recommended deletions of covid language specific to visitors entering the building i don't feel it's necessary for me to read through all that with you guys unless you'd like me to okay i appreciate that um and quite simply put covert yeah you can go ahead covet proto my rationale would be covid protocols are no longer in place [Laughter] moving along to page 11 lost and found what i'm recommending that we delete is the second sentence there if

050you have lost something in the school building ask the school office secretary who will check into the lost and found collection in the office so at prairie knowles i know several of you have frequented in that building we don't have our lost and found inside the main office so having a student go ask the office staff and then go back out to the lost and found it just didn't make a whole lot of sense to us and you know fortunately we had a discussion as an administrative team at pk and you know dr hogg does a great job of communicating this type of protocol you know at the beginning of the school year and throughout so he does so in his weekly newsletter uh we cover this at length with students when they first enter

051our building specifically with the sixth graders interviewing it with the seventh graders as well um as we all know this impacts central middle school as well so discussing that with their administrative team i'll be honest i have not set foot in central middle school outside of a couple times but they've told me that they're lost and found is also not in the main office and just like pk they communicate protocol for lost and found at length before throughout at the conclusion of the school year um so that is why we deleted that language uh next moving along to the back side middle school locker rooms on page 15 this in my opinion revisits um oh no it doesn't we're just uh deleting um some language specific uh two coveted product protocols due to current kova

05219 protocols middle school lockers will not be utilized until schools are reopened full-time in-person learning once we assign lockers to students district and building policies and rules will apply i can speak for pk the kids have done a phenomenal job of transitioning back into lockers full time staff from the get-go has been outside their classroom doors looking for opportunities to help students i would say that staff's effort during our task and advisory period has been huge for all of our kids and not just 6th graders 7th graders as well so i think that's been a job well done by our staff next moving along to student dress board policy 7 colon 160. this is on page 36. what we are recommending is the deletion for guidance for face coverings again i won't read through that

053entire portion there but because covert protocols do not apply anymore we figured it would make sense to get rid of that in the handbook moving along to page 39 health services um again this is under communicable and chronic infectious disease which is board policy 7 colon 280 underneath that uh we have cova 19 language any individual who tests positive for cova 19 or shows any signs or symptoms of illness should stay home and so on we are recommending that we delete that language as well moving along to page 40 excuses from pe board policy 7 colon 260. pretty simple here in the second sentence of that paragraph excuses for medical reasons it reads notes to excuse students from pe classes for medical reasons are to be are to be presented to the main office we

054would like to delete main office and add school nurse because at the end of the day that is who needs that documentation um and again from my vantage point of prairie knowles that communication is very high level our nurse lawrence sack does a wonderful job working with our families um and administration certainly supports what she does on a daily basis uh finally district 301 middle school retention policy this is on page 45. this is centered towards central middle school um we're recommending the deletion of eighth graders who have not earned at least the required 12 credits by the last day of school will not be allowed to participate in the eighth grade promotion ceremony after discussing this and reviewing this with uh cathy britzackson and kerry walters well there is no eighth grade promotion ceremony

055um and all students um at the end of the year they participate in the end of the year festivities at cms so we saw no reason to have that language in there and that concludes the revisions to the middle school handbook i had a couple questions for you if you don't mind sure what was the backpack rationale school safety we did what i can say from a personal standpoint when i am observing classrooms walking through the hallways and to be honest with you specific two classrooms you know sixth grade teachers seventh grade teachers they ask that their students place their backpack on chairs or underneath their desks when i walk into a classroom i i just see that as a safety concern i mean i've literally watched a handful of teachers hurdle over school backpacks

056while they're circulating the classroom trying to check in with kids um and specifically at the middle school where we have that middle school concept so kids on six red their locker is probably going to be about 20 feet outside that classroom the only real issue we can see with that are with our encore classes where for going uh to phys ed art um you know energy and environment anything that's near that door 26 that could be a challenge for a student it really could um and i think that's where you know task and advisory really comes into play where we practice and rehearse with those kids a lot of the critical conversation that i've had personally with kids is kind of game planning you know it's kind of a life management skill to be honest

057with you and i i reflect back to my days as a junior high student um you know i've got ela math and uh you know pe so i'm gonna bring my ela stuff my math stuff go back to my locker i'll be supported by my teachers then make my way and pee with my necessary materials so as we've transitioned to that throughout the school year yeah if a kid is a couple seconds late to class but they're showing that same sense of urgency teachers are going to identify that administrators are going to identify that in the hallway and provide those kids support and cms is the same with structure for classes and hall correct lockers or clustered yes and then uh a question on dress code of course sure um thankfully my daughter made it

058through scantily clad and all you know i guess um i know there was talk about changing that i guess why was it not updated because our language is just very archaic there was certainly discussion amongst the administrative team and amongst the middle school handbook policy um and again full disclosure when i saw guidance for changing any type of board policy that's already been approved um when i read the current language i feel it supports what we want you know our children coming to school and appropriate dress attire and from a personal standpoint when you know a teacher or a staff member presents an issue to me and in seeking administrative guidance yeah you're going to have to have some of those critical conversations with students um and those critical conversations aren't aren't successful unless you

059involve the parent um so i feel confident in the protocol specifically at pk where we have that open line of communication uh as administrators we're not there to you know play the i gotcha game um you know if we see something we address it professionally appropriately and we involve the parents in those conversations to that point how much do you get involved with this is a big issue for me i you know walking through the hallways you know i'll see hats as an issue um you know and dr hogg would be obviously my right hand man or maybe i'm his um and mrs alstead if we see something like that we'll have a polite conversation with the kid and you know one thing that's really impressed me about our students is there's no back talk

060there's no disrespect you know if an adult asks you to do something and again it's asking not telling you know the kid falls right in line and i'm to be honest i worked in a lot of buildings where that's not the case um so i firmly believe that you know kids in our building they appreciate structure they respect what's in the handbook um and they're open to having conversations you know i've had conversations with kids mr nuquist you know why can't i wear a hat oh buddy it's in the handbook and this was agreed upon and i'm not lying to them um it's a healthy conversation other dress code infections again i i'd reference those critical conversations we have we always want to make sure we're having those in a comfortable environment for the student

061um we we don't enjoy we don't want to ever call a student out in front of their peers and i think our teachers do a really good job of that as well if there's ever a student in question uh teachers do a wonderful job of communicating to myself mrs alstead or dr hogg um and again we we just go about the right way and i apologize if that's not detailed enough but um i feel confident that the student's not uncomfortable yeah i haven't heard anything outrageous but i just care yes it's it's self-policing it just fixes itself or yeah i think you know you'll always have you know a couple students you know as they grow older that are you know not testing it but you know in my opinion they they kind of seek

062an adrenaline rush to an extent and you know if you if you have a respectful conversation with that kid they amaze you um at the responses they give you um and if anything it improves the relationship between the student the teacher and the administrator because kind of see eye to eye thank you i think the other thing to note here is that we're following board policy 7.160. so back several years ago if you recall there was separate uh requirements for student dress code and they're actually going directly to the board policy that's been approved by the board of education that's what's actually been inputted inside the handbook i mean i was just a pk on and cms on friday as well i mean i see kids all the time that clearly are not abiding by

063this dress code hands down so my concern is how are we choosing the kids to say something to i see shorts that are clearly above way above their i mean they're here when their arms at their side so i don't personally have an issue with that sure i don't care what my kids wear my kids are probably the ones who are going to wear what they want to wear and test those limits because i would encourage that i think there's something to that so um so i think the concern is the equity with which these policies are put into place what kids are getting targeted maybe differently than other kids that is my concern and i think that's something that we had talked about several years ago as well so you're asking me no i'm

064saying i mean i walk through the hallways there's kids that are clearly violating these policies so sure how are we choosing the kids to maybe have a respectful conversation with versus the ones that we don't have a respectful conversation with because you can walk down the hallway and passing period and see holes above the knees where their hands are see short shorts and again i don't have an issue with that right but if that's what the policy is it's not getting policed equitably right and i would say you know not to use use your verbage but i don't go to school looking to be a police for dress code you know what i mean um i i would just say you know from my end if a staff member or another student brings it to

065my attention um and you know perhaps mentions it might be a disruption to the learning environment where that focus isn't why we're here in the first place um then those critical conversations need to be had with that student or that group of students for that matter um and we all need to you know have that open line of communication come to an agreement of what is appropriate what is not appropriate and certainly involve the parents in that conversation i agree with their disrupt i completely agree with the disruption of the school environment that's a non-issue but that's my whole point is the kids are just moving through the hallways it's not disruptive right so that's again there's leeway there but again my concern is are there going to be different kids that are targeted for

066different reasons that's my that's my the the end point that would be concerning to me as a board member i i'd say without having specific data in front of me to track that i i don't feel that you know and what does that mean but you know i don't feel that we're targeting specific students um you know if we were to target specific students it would be more centered towards a hat than anything you know the same kid wears a hat on the bus when he gets to school and takes it off or she for that matter um so i think if we were targeting anybody specific to the dress code it would be more so more so for the hats to be honest with you and if there are the challenges with the board

067we're more than happy to work on the board policy and bring back different board policy that we would replace inside the handbooks but i do think for the administration's purpose they are taking actual board policy inserted their handbook so if we do see concerns with what the language is here we're more than happy to bring forward something different in board policy if that's what you're requesting i think what eric is saying this just needs to be consistent let's just make sure that all staff members it's hard a woman you know a female that is large busted in middle school versus a female that's not and you look at the tank top that might be low cut somebody who has a larger busted or something else is probably going to draw more attention or if you

068look at somebody who's you know different physiques draw attention to different things so a teacher may pick up somebody there where it looks like they're you know they're showing more than one or maybe disrupting other parties more so than somebody who is more smaller framed by those types of things because that's what happens in middle school you start to see changes in middle school students from fifth grade up you start to see some of those physical changes that occur so i think sometimes that's what's causing it's not necessarily a target it's more about what somebody might pick up as being more offensive or maybe drawing attention to them or those types of things so it's when you're dealing with children who are different sizes different you know they grow differently adolescence comes at a different

069rate sometimes that's an impactful piece as well and what might draw attention to or to somebody some kids are more curvy by the time they hit middle school some kids stay you know not curb at all like they're third graders you know until they get into high school so i think some of those challenges when you look with a middle school system the adolescent piece of childhood is always one of those things if apart from hats this is something that's happening five times a week well i don't care because that's such a low percentage of the school of you know 700 800 kids so like again it doesn't sound like it's happening with any sort of significant frequency so that's less of an issue for me but again if if a kid were feeling unfairly

070targeted who are they going to talk to their parents probably like who's the kid get it i would say as an observer though with pk you guys are doing a great job so keep it up i think you know what what i thoroughly enjoy and why i'm happy to be where i'm at is we address things from an administrative uh piece as a team you know in terms of you know something like dress code i mean it's very common to have you know carrie alstead you know help an issue on a monday you know i might take the next one if i'm available on a wednesday and dr hough finishes up on a friday it's all the same message and i think that's crucial and i think you know as a new administrator to the

071building at the start of the year you know dr hogg did what was common knowledge was have me be present as he addresses those conversations so to ensure that it's the sum of the same message throughout um so again it's it's a piece where as you know dr mangan said we'd be very open um you know in the future to be part of those conversations um but i'm very confident um from as an administrator that we're going about it the right way and having those appropriate conversations with the student and the families i guess i'd like to look at the board policy and then i didn't realize it was my bad that they were taking it from board policy but i don't quite get why a discussion would be made about dress code with your

072committee um on the handbook if it wasn't going to change because it's pulled right from board policy i guess sure so that seems kind of like a waste of time on everybody's part that was done you know it seems kind of ridiculous yeah i think back probably five years ago uh it was separate pieces that you saw and now you know one of the things we work with the legal counsel is to make sure that we're marrying up for policy with what we're expecting for our administrators to follow through within the school so we have consistency in the event that you know we have a litigation or some other element that might come around so making sure that we're really connected and the language is similar so we're taking a lot of word policy and

073dumping it right into the handbook you're not cms but i think i brought this up last month so this isn't really towards you but honor roll like i got a twitter feed from cms that their star awards went out um but nothing was mentioned of honor roll and i know that's in the handbook that they do on a role but i really think that's very bad that we don't show or showcase those students at cms um especially because you know up to seventh grade we do yeah i mean i know pk has like different levels and obviously in high school it's high school so so and the reason i was told that they don't do it is somewhat social emotional that there are a lot of kids that didn't make it so they didn't want

074those kids to feel bad so they just stopped doing it um there's truth to that or not i guess nobody's here from cms but um dr stern and myself spoke with the building administration it's our understanding they are going to be doing uh the honor roll for this year this week on wednesday so it is supposed to be what is it this week for their headquarters the honor roll for eighth grade that is an expectation yeah but quarterly they should be done yeah but they haven't it's good that they're doing it finally now so hopefully they really like these people have done it for yeah she won't be on there for the record but that's so not right oh my goodness and she's watching right now she's gonna be wrong thank you thank you thank

075you thanks guys appreciate it very much thanks dr rob all right next we have the enrollment report enrollment report is taken from may night you can see that last year we were in 4232 students as we said right now we're 4 652 students which means that we continue to see the rapid growth that dana was talking about earlier with the housing developments and then also with our enrollment students from where we were here i think the other thing that's interesting here we know that uh 2021 our enrollment went down primarily because some people chose to keep their students at home or take them to other schools or do other means so one of the things that todd and i spoke about today because we keep talking about the enrollment growth and how do we manage

076uh some of the growth in terms of our elementary school middle school and high school we know that we're going to be in trouble shortly at the high school level just with enrollment as you watch these classes come through in a few years if you look at the growth between 1920 to 21 22 which was the year pre-covered we went on a march of 20 to this year we had almost a 21 percent increase in enrollment um and when you look at our housing projections and see what's coming through i think we're in for another big move again for next year so i do think we're going to be tackling things as a board and as a community uh relevant to you know the enrollment how we're going to manage uh some of these uh

077student populations that we're going to see coming into our district it's a pretty large increase when you think about it for two years yeah all right next to high school graduation this thursday high school graduation is this thursday um packets of information were provided uh to every board member i know our seniors are excited we were at high school earlier this morning we're in the incubator classroom i was talking with a senior who's going to be going university of iowa he's all excited tomorrow's the practice and then graduation thursday night so a good group of graduates coming on up and that will be at the convocation center and it will be streamed live for for anyone who would like to view it i hope i have a quick question on the um the commencement uh

078booklet like last year we uh recognized the students that were graduating with honors and with high honors in the booklet but this year we're not here well go ahead it may be because we're doing chords different for colored chords my guess is based on the cord colors that kids will be wearing this year they'll have them stand because as they're coming down walking they'll we have different colored cords to represent certain things that is correct very cool okay all right we have capital projects update director holloway is here second part of the um monthly update um country trails and prairie knolls the cafeteria updates are ahead of schedule we had a little setback at pk but we gain momentum the weather's cooperated so it's looking like the week of may 23rd we'll start the breakthroughs

079um into the existing building moving relocating windows that we're reusing and breaking through those structures so we're in really good shape there we're going to be getting the bids out next week we finally got the drawings completed for the prairie view parking lot expansion and then for the ct um entry modification that we're doing this summer so those bids will be going out next week so with any luck we'll we'll push our construction manager and we'll bring bring those to the board in june um we're currently those are out we're working on the details with the affected municipality so that was one of the delays from our engineers and also forthcoming will be the lilly lake generator bid for the grant that dana received and then we'll be tying in pv and hpt that equipment

080is now 18 to 24 months to receive those generators so we'll probably be looking to do the infrastructure we'll put the bids out this summer we'll probably do that work over winter break next year and expecting those units to arrive 18 to 24 months later then the final bid that will go out in june will be for the transportation and maintenance facility that will be a project to relocate the um office space on central campus um out of cms and out of their current trailer uh that facility will be uh built in late october and then all the interior work will be completed over the winter so we'll occupy that uh the following summer some other summer work we're knocking some things off the capitol plan that we started uh started the year before i

081started so we've been working on about nine years now um we're going to be doing some flooring uh replacement at prairie view and hbt some hvac upgrades some equipment that we haven't done over the last couple years we're catching up on some of that at the high school in a prairie view and then we're gonna uh all the new seal concrete or asphalt we've done over the last few years we're going to get all that seal coated we're also going to start knocking off some of the projects on our 10-year health life safety that we brought to the board a few months ago so we're going to start whittling that list down of our high priority projects we'll get some of those done this summer we're still working with our architect on what that uh

082list will look like but we'll start getting into that this summer any questions about anything awesome thank you thank you thank you all right athletics and activities update do we have anything good if you're into diversity could not join us um we do have the handouts that we put out uh for everyone a couple highlights for baseball is that we finished seven and nine in the conference and we will um central host the class 3a regional and we'll play glenbard south on may 26th and then the softball program oh boy it was as everyone knows it was a cold wet spring but yet they were able to make it through the season placed third in conference and the varsity earned the number two seed in the maple park super regional which will be played next

083week at woodstock north high school then um girl soccer finished four on five in conference play and our boys track program continues to be strong central is back-to-back fox valley uh conference champions and the closest team to to score against us was huntley um and they were down 30 points from us so they did very well this also marks the 12th consecutive year as conference champions for for boys track of note evan millbrand who was a senior uh and disabled was able to compete um in an assisted race uh in the 100 yard and we believe he will he will compete again uh this upcoming wednesday and we believe that evan and other student athletes will qualify for state great so you know just talks to strength and perseverance and um just overcoming then girls

084track uh ihs ihsa sectional at genoa kingston and we did really well there and we have um qualifiers for the girls track team and they will be competing at the state meet and then this weekend on saturday the service and diversity club co-hosted our color run where they received um where they were raising money for the national alliance for mental illness and so going to a great cause and that was well attended as well another thing is i just received this today so it's for an overnight trip uh the board will approve the overnight trip which will have already occurred at the june meeting but since the i didn't have 48 hours for posting we can't approve it tonight so it's coming to you just so you're aware of it as a board it'll come

085back to you in june for approval okay yeah pk did a great job at the track meet so did cms in west chicago good so they had a great great run and coaches were awesome so there's a sidebar nice longest track meet ever at least i got a good burn yes yeah no kidding you still got that color don't you right the girl's one section i believe nice yeah they did a really nice job the coaching staff was excellent and supportive so hats off to both schools next is the board of ed meeting dates for 2022. that's awesome was a great job we had three kids between the two schools that um qualified to peyton stout qualified now cms logan gibson and kevin o'brien qualifying from uh nice education meeting dates uh the board meeting

086dates starting in july through june of next year included in the board packet and they will then be posted to our website as well why is june moved uh juneteenth oh that's right and the ones in bold are on tuesdays versus the ones in boulder on tuesday president's day and mlk yep is that what that is yeah thanks i like paper moves received two foias one from smart procure which is quarterly foia business office has responded in fact you have a spreadsheet that's all set up to to answer that file second one was received from community members samantha cook related information related to the csun daycare leagues uh we did respond to that with the letter that we shared with the owner but not regular in september and a copy of the lease agreement all

087right that concludes the meeting thanks again for coming out and viewing uh take a five minute break so we need a motion second to go into executive yes
