pam can you take roll call is secretary pro tem for the evening second year a thief yes phelp missouri and phil yes nolan yes unfortunately yes yes [Laughter] now we need a motion second to approve tonight's agenda second uh thief yes campfield yes nolan yes yes rabe yes gorman yes now please join us as we recite the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all like to thank everyone who came out tonight and everybody watching at home um dr stern like to recognize anyone well thank you community members for coming on out on director pollowing is here he'll give an update on our life health safety um we have

our cea president vice president thank you for joining us tonight we have our auditing firm thank you for being here this week kicks off american education week where we we celebrate public education today is actually school board uh member appreciation day and it would be remiss to not thank each other one of our school board members for their service to the district um as an unpaid elected official so thank you we're going to open this up to a public comment uh you can keep your comments about three to four minutes we have some other business to go over tonight so um stephanie allison can i pull it down to speaker you want it up keep it up that would be if we have a hard time understanding we might do something different but okay thank

you no problem all right first i want to read your community relations public relations guideline the board president is the official spokesperson number one developing community understanding of school operation number two gathering community attitudes and desires for the district securing adequate financial support for a sound educational program helping the community feeling more direct responsibility for the quality of education provided by their schools earning the community's goodwill respect and confidence promoting a genuine spirit of cooperation between the school and the community keeping the news media accurately informed coordinating with the district safety coordinator to provide accurate and timely information to the appropriate individuals during an emergency with that in mind as a parent of a child in the district based on these goals goals for community relations we'd like to know how the district is going

to handle the progressive bills that passed in illinois in regards to sex education beginning in kindergarten seo slash crt curriculum with one kid with young kids being taught to feel oppressed or guilty for the skin color they were born all where they're trying to navigate learning to read and write growth hormones and everything else also the push for gender fluidity to confuse them more i ask is the same science being used in regards to the masks our kids have to wear the one that says that there are more than two genders as a concerned parent what are you going to do about it you say you have our kids best interests and safety at heart but if you did you'd also be pushing back against an experimental vaccine the recovery rate for children with covet

is extremely high citing webmd coping 19 survival is between 97 to 99.75 percent i also want to ask you know what it's like to hear firsthand a horrible vaccine reaction because i do as a 911 dispatcher in neighboring county i've taken five calls in one hour from one of our vaccination sites at one of the schools in one of our towns we serve hearing over and over 12 year olds passing out going into seizures or taking calls day later for a teenager who can't feel their legs after receiving their second dose what is being done to our children is criminal the mental health crisis among children is growing and very real and this curriculum and coveted fear is the gasoline to the fire taking calls for behavior issues and suicide for children continues to rise

again i ask you if the safety and well-being is your top priority for the children in this district what are you doing to truly be their advocate i'll end with this the only privilege that my son will have instilled is that god sacrificed his only son so that he could be saved thank you for your time thank you stephanie uh next leanne larson hello and um i too would like to say thank you to the school board members for your volunteer work and the time that you put in it's um i'm sure very time consuming and a challenging task that you're doing for the community but we do appreciate it we really do tonight i'm here to request that the board and the district administrators improve the way they are communicating to our community currently

i receive emails from time to time and a quarterly newsletter i can express my concerns at these meetings or by contacting someone at the district office but that's it lately there's not been any public forums or questions and answers there's no news conferences and no requests for input from the community on specific issues this lack of discussion seems to be creating more questions than answers people want to know the issues the board is considering before the decisions are made we want the opportunity to ask questions and get answers and share our ideas and concerns from the community section of the 301 website on the board of education page a couple of the sections addressed this specifically the lady that spoke before me stephanie mentioned community relations and just the summary for that was the public

relations program should include things such as regular news releases concerning district programs policies etc news conferences slash interviews as requested or needed and publications having a high quality of editorial content and effective format another section is titled section 8.95 is parental involvement and this is quoted from the website in order to ensure collaborative relationships between students families in the district and to enable parents slash guardians to become active partners in education the superintendent or designee shall want keep parents guardians thoroughly informed about their child's school and education encourage parents and guardians involvement in their schools in their child's school and education three establish effective two-way communication between parents guardians and the district four seek input from parents and guardians on significant school related issues and five informed parents and guardians on how they can assist

their children's learning and a final comment there was the superintendent shall periodically report to the board on the implementation of this policy that's specifically the parental involvement policy in my opinion currently i don't think i'm currently being thoroughly informed i've not been asked for my input from the district lately on any significant school related issues such as a significant increase in behavioral problems and students with anxiety and i hear about that a lot from teachers principals other people in the district that the level of behavioral problems has skyrocketed and i'm sure a lot of it's due to covid but this isn't being discussed with the community the current quarterly newsletter feature that we got this fall it featured topics such as teacher conferences and bus safety but nothing about what our district is considering or

has already implemented in regards to critical race theory there are sections about enrollment numbers budget updates and developmental programs for teachers but we have no idea what the board is considering in regards to transgender policies at the schools when we hear what is happening in neighboring districts without the knowledge of those communities we can't help but wonder what our school board might be doing that they don't want us to know about not accusing anybody but that is what comes up when we're not getting the information we're assuming that something might be going on that we're going to hear about later a monthly update devoted to serious topics would be extremely helpful an online survey for feedback would also be welcomed and i'm not talking about the five essentials survey which in my opinion it's mostly

vague multiple choice questions it's not specific for our community public forums like news conferences would be very well attended a few years ago there were some focus groups that dr stern was involved in developing and those were very engaging so perhaps those could be revived also announcing the school board elections well in advance and having town hall q a sessions would engage more people to either run for one of the positions or at least learn about the candidates and their stance on the current issues the community is not the enemy here we are serious about keeping 301 a great place to live work and raise our families we deserve the opportunity to do more than receive emails and quarterly newsletters please consider what you can do as representatives of our community to hear from us

more often and in other ways thank you very much thank you thanks leah next we're not assuring thank you to all of you for serving the community we do all appreciate it i have a couple points tonight um our children should not be masked that is my opinion masks inhibit breathing masks cover one's facial expressions current first graders have never known school without wearing a mask we are teaching kids to live in fear and not depend on their own robust immune systems is there a point when as a district you as board members would rescind mass orders if you determined the governor's edicts were too far reaching critical race theory does not belong being taught in any school if critical race theory is not being taught is sel or social emotional learning which you explain

the difference between the two and thirdly communication is imperative between a school district and the community parents throughout the us have begun attending board meetings in mass after learning of inappropriate content being taught as well as inexcusable books being available children are a parent's responsibility not the schools students should be taught and never indoctrinated with ideology that doesn't align with our constitution if certain curriculum or agendas are being pushed by the state it is incumbent on you as a board to act in a morally proper way parents and taxpayers should at the very least have a seat at the table in discussing controversial positions you will ultimately be judged by your actions and i pray that you choose wisely thank you dave chapman good evening thank you for listening to my comments tonight i understand

the challenges you face as a school board during this unique time in education the system the decisions you make are definitely not easy ones every year the mental health of our students has been a priority especially this year as we've transitioned back to full in-person learning given the unique circumstances this school year we also need to address the mental health of our educators so we can properly educate our students staff are already feeling burnt out and stressed and there are many reasons for this some of which are we're still not in a normal school year educators are tasked every day with implementing covet procedures and restrictions in the classroom while helping students continue the transition back to being fully in person and the expectations and responsibilities that go along with that teachers are also taking

on district initiatives that were usually handled on school improvement days but are now occurring during our plan time we've also lost access to resources this school year for a variety of reasons which include the student online personal protection act also known as sopa this is added to the time to develop curriculum and has overall added more to our educators plates when it comes to preparing for our student learning to help with the subbing shortage educators are giving up their planned time and lunch to sub for colleagues who themselves are out sick caring for their own children or are out due to coveted related reasons these are just some of the reasons we are seeing an impact on the emotional well-being of staff this school year our educators are going above and beyond as you can

see but need your help there isn't enough time in the day this school year to effectively plan for students a possible solution is to implement early release days district-wide at all grade levels for this school year this edit time would help our educators plan for students collaborate with colleagues and reduce stress in a year that is still anything but normal i'm hopeful a solution like this would help alleviate the burnout placed on our educators and give them the necessary time to educate our students thank you for your time for listening thanks david all right next we're gonna have a presentation on our audit from the heater cassella and company and kathy naftan is from eder casella um she's a senior manager at better castle she's been there for um 15 years so she's got a

report for both northern kane and central 301 thank you for trying thanks for having me give me one second here get situated okay i understand you should have draft copies of the audit report and i think it's a final copy for northern queen so i will start with central's [Applause] the big [Laughter] it's something that i'm passionate about and and i enjoy but i understand that it's not for everyone all right i'm ready almost ready okay um again thank you for having me i love to talk about my work i'm excited about it um and i know it's it's a really important step in in terms of governance over your school district so um i again it's something to me i like to come and point out the district's accomplishments in regard to you know

fiscal responsibility um the auto went really well as usual you know we usually um come out here dana and her staff was well prepared very accommodating you know any requests or anything that we have you know we get timely information etc as part of the audit we evaluate the district's internal controls over financial reporting and then we test those controls to make sure that they generally um are appropriate working properly implemented and so on and then as part of the audit we usually make recommendations if we find things that are not necessarily reportable comments you know we we work with the district to you know improve their controls where needed uh maintain those controls and we've never you know had any kind of issues with management not not repeating our recommendations ah good news in

terms of this year there was no formal management letter um that means that we did not find anything that is required to be reported under uh governmental auditing standards so that's always uh positive the audit report itself as you mentioned is is rather large one of the first items you will find in the audit report and this year it's page one it's not the first page it's page one is our audit opinion so generally what this does is outline the responsibility of the district the responsibility auditors and then give some information about what we looked at in terms of internal controls and financial statements and and ultimately it gives our opinion so the district's uh our opinion for over the district's financial statements is is considered adverse and the reason that uh is true is

because the district reports on the regulatory basis of accounting which is the basis of accounting prescribed and permitted by the state board of education so in other words it does not follow gaap which is generally accepted accounting principles that's that's basis that's used if you think about business financial statements and so on so under the regulatory basis however the district's financials are found to be unmodified the opinion over those financial statements are unmodified in other words it's a clean opinion the opinion letter also discusses that we evaluated internal controls over the financial reporting and compliance with laws regulations and grant agreements we test those controls but we don't provide an opinion on those uh in terms of the federal audit there's a section at the back of the auditory report that discusses the federal audit

this year we tested two programs one is special education that's a large program for the district we've tested it in the past and then we've also tested the new program the covet 19 elementary and secondary education or emergency relief act it's esser so that was a new program we have no findings to report in terms of compliance over those federal programs despite esther being a new program with continually changing guidance so that's that's actually good news then we have no findings there one thing i want to mention at this point is that the reason that you're looking at a draft of the audit is that the guidance for esser we're expecting some updated guidance to come out supposedly in november so we didn't want to finalize we recommended the district didn't finalize their audit until

that guidance comes out we really don't expect it to change anything in the financial statements but just to be safe we decided it would be a good idea to kind of hold off on finalizing all right um the rest of the audit report if you scroll down or page down to page five is where basic financial starts [Applause] and what you're going to see on page five is essentially assets liabilities and then fund balances of the district i'll let you catch up here so you'll see that across the top are the columns for the various funds held by the district and this essentially shows the assets any liabilities that the district might have and then fund balance just wanted to mention a little bit about fund balance on in a cash basis you will be

looking at fund balance as reserved or unreserved and any unreserved fund balances are could be designated or undesignated um in the education fund what you see is reserve fund balance uh specifically used what you have this year is a reserve for student activity funds and driver ed funds uh unused driver ed funds and then under designated fund balance you have the district designates early property taxes in other words the 2020 levy is supposed to be used for 2022 expenditures so that's generally what you're going to see in designated fund balance um let's see there's also a small designation for interest collected to be used for future interfund transfers if need be um and that's a policy that the district has had for a long time right the next financial statement is basically the statement of

revenues um expenditures and then change in fund balance and that starts i think on page eight here yeah page excuse me while you're taking through um i really don't have a lot to say here all i just want to explain the purpose of the financial statement it summarizes the revenue that the district received and the expenditures based on the functions in the district and then shows the excess or deficiency of the revenue over expenditures um and that combined with the beginning fund balance will provide you with the ending fund balance one comment i wanted to make was you'll see a fund balance adjustment in and it refers to footnote 17. there's a small dollar amount in there it's about i think it's 130 138 000 this is a result of a new accounting standard governmental

accounting standard which required the district to evaluate its fiduciary funds and uh determine whether they are more appropriately included in the district's funds so this represents what the student activity funds were at the end of last year under the new financial standard those funds were required to be brought into the educational fund so we just make a fund balance showing what those activity funds house at the beginning of the year going forward starting in fiscal 21 all of the revenues and expenditures of the those activity funds will be included in the regular revenues and expenditures of edition all right again this is just where you can look at the changes in fund balance um the following statement is really us more specific to all of the various categories of revenue so if you want more

details of where the revenues are that's the the next couple of pages um overall revenues were pretty stable in a cash basis district revenues fluctuate based on collections so timing of things like state aid payments uh grant reimbursements and stuff like that will always impact the district's revenue but um that's basically just giving you an outline of those specific sources revenue and then finally you know after that you're going to look at several pages of budget to actual schedules this is where you'll find detailed line items from the budget and a comparison of those actual expenditures to the budget expenditures and i believe that for all funds except two the actual expenditures were less than the budgeted and one of them was capital projects funds and the other was tort fund um and i know

capital projects again kind of fluctuates depending on how projects are completed during the year and then the tort phone there were some changes in the way that accounting was done in the tort fund so again that's probably that variance could be a function of that change um and then the last section of the audit are basically the footnotes and what i like to say is that the footnotes provide additional details that support the numbers or get kind of give explanations uh of the numbers that are contained in the financial statement so it's really important part of the the audit report and i think one one new note that you'll see this year is a note indicating that the district adopted that new governmental accounting standard and it explains the the change in the fiduciary funds

including that student activity fund other than that the um the footnotes and and the report are really consistent with what you've seen in previous years uh the other report that's part of the audit that we conduct is the annual financial report for the state board of education you do not have that in front of you that will be filed as soon as the the audit is uh completed um and and finalized and really the only thing i want to mention about that is there is a section in the annual financial report that provides a financial profile of the district and it basically provides a ranking on a scale of zero to four and the the district in the current year um has a profile score of 3.9 out of four and it in other words

it's in the highest category of recognition um the only thing the only other thing i want to mention is you know there's a new leasing standard so some of you might hear about you know new governmental standards that are coming out the there is a leasing standard that's going to require entities to report uh it leases all leases on their balance sheet um we don't expect it to have a significant impact here because again your district reports on a cash basis but just in case you hear anything about that wanted you to have a heads up on that and then i think the only other thing is um just knowing that next year you should see an increase in funding from that new round of assert funds i'm sure you have heard about it in

planning and things like that but um that's really the only exp uh information that we have to you know expect something a little bit different for next year okay all right so that is it for central any questions awesome thank you thank you dana all right and then i just have really a couple comments about northern kane a little bit smaller report there [Applause] okay um as you are aware i'm sure uh the district is now the administrative district for that uh northern king county regional career and technical education system so the audit went very well we did not identify any issues despite the transition um of the district taking over the duties for the system this year the process for the audit was generally the same as it was for for central uh we

evaluated internal controls tested then found nothing that appeared out of the ordinary everything appeared to be designed appropriately and working properly there was no management letter comment at all for uh northern kane uh the opinion that's provided is going to be similar to what you see at central again it's a regulatory basis district so there's an adverse opinion in terms of gaap financial statements but an unmodified opinion on the regulatory basis in other words free from material misstatement and then internal controls appear to be appropriately designed and implemented there was no federal audit for northern kane uh because the federal expenditures are less than 750 000. i want to say they are in the high 500s you know at any point if to funding change that would be something that would have to be looked

at but currently that's not been the case uh same same deal with the basic financial statements assets liabilities and fund balance in the case of this entity uh the entire fund balance is reserved because those funds are to be used for state and federal grant programs so no unreserved fund balance there and the total net increase in fund balance is approximately 358 000 which you'll be able to see on the statement of revenues expenditures change in fund balance and that's that's um you know generally again we're talking about cash basis entity so any kind of increase or decrease in fund balance is a function of you know any funding effort new funding opportunities but again based on timing of cash collections so that's basically it and then uh happy to report total expenses spend expenses

there were less than budgeted amounts so and that was it that's a much smaller report so any questions on that okay thank you very much okay thank you [Applause] consent agenda second okay [Music] reports are in your board packet revenues are currently at 33.58 compared to 41.70 a year ago expenditures are at 26.04 compared to 27.43 a year ago um this month we received two months worth of impact fees so september impact fees came in for fifty six thousand eight hundred and thirteen dollars and sixty two cents for 10 home starts october impact fees came in at 113 970 dollars and 16 cents for 16 home starts transition fees came in at four thousand one hundred ninety dollars and four cents bills payable are typical for the month of november for both um northern kane

and central this month there is a bond payment totaling 5.94 million in there and that's that's the exception um kathy naughton just uh reported our audit reports and i'll give a couple more highlights uh and the next action items and then also tonight we're gonna do a levy presentation for our tentative levy um we're requesting 47.765 million for our levy we only anticipate getting about 47 million oh 84. and then the taxes for the debt service will be eight million two hundred ninety four thousand nine hundred fifty dollars so that did go up from last year um with the increase in our eav and new construction coming in higher than we budgeted um we're thinking or approximating 12.8 decrease in our tax rate this year so we're anticipating our total tax rate will be six

dollars and 62 cents so i'll go a little bit more in detail in the powerpoint presentation all right thanks david question this morning and phil yes nolan yes rave yes yes gorman yes next week motion second to discuss and improve the fiscal year audit [Applause] um you also have a memo in there um just some of the highlights we had no negative findings um we had positive fund balances in all funds no cash overdrafts we were fully insured and collateralized in all funds um actual expenditures were below the budget amounts except for the capital projects and torque funds which she had mentioned and then line item actual expenditures were not every single line item was exactly over under but in general the majority of them were there below budgeted amounts and then she already discussed

the gasb 84 that was something that came out a year or two ago but then was never fully implemented and then this year they said this is the year we have to do it so we made that switch to get the activity accounts into their proper bucket and then after tonight i will because essentials is still in a draft form once we do get that finalized report if there's no changes if there is changes i'll report it at the next board meeting and if there is none then i will take them to the roe and everything and then we'll post it to the website yes lexington motion second to approve northern king county's regional vocational system fiscal year 21 audits so moved second here again um kathy just reported out to the results for the

northern kane audit same highlights there's no negative findings positive fund balance no cash overdrafts the one thing the checking account was not fully collateralized but that has been rectified since august 30th when we found out that it wasn't um we did fix that revenues exceeded expenditures by the 350 000. total expenditures were below the budgeted amounts and um the starting fund balance uh 770 770 840 increased to the 1.129 um and that was just due to timing of um receipts from the state in fed yes yes keeping dana busy we need a motion second to improve the tax levy some move exactly okay [Applause] um there you go tonight i'm presenting um the presentation that we're reviewing is the 2021 tax levy tentative tax levy the final levy will be completed next month um [Applause]

sorry okay um so every year i like to show the historical trends so here you can see um starting in 2016 central's eav started going up which causes our tax rate to go down this this is true as long as the percentage of the eav increases more than the bond payment increases so over the years this has been holding true except for one one of the years this year estimated existing eav is 3.5 as opposed to 3.03 last year another piece of history not shown on this slide but i like to show or just remind and and for the new board members back in 2015 the board abated a million dollars out of our budget um to give an extra 18 cent decrease in the tax rate and then the following year baited another half

a million dollars just to try to be fiscally responsible and try to give some taxpayer the tax rate relief to the taxpayers and that was a board decision that they made back then to try to help with the tax rate and then also when we were planning for the referendum in 2016 when we did the high school additions and the field house we are anticipating that our tax rate was going to be around 6.9 6.96 it actually came in at 6.78 so we kept our promise um and then so i i like to remind the community and just for the new board members that those were things that we decided as a district to try to help our community and our tax rates in 2018 you'll see that our in the levy year 2018 our

tax rate went down seven cents and then in 2019 it lift up a little bit for nine cents and then back down another five cents the following year and then you can see here if our estimated eav comes in at 836 million dollars and 60 000 and our new construction comes in at 15 million that we're estimating then our tax rate will be 6.62 cents this slide is just a chart showing you exactly the the information from the previous slide is just in the chart format for those who like charts instead of all the numbers it kind of shows you how our eav's been going up over the years and how it's making our tax rate go down and comparative every september king county tax extension they give us an estimated projection and based on

those projections that's how we come up with our estimates for these two new construction in eav and every year i call him or email him and ask if there's been any newer projections before we present here just in case something comes up and there was nothing changing i do keep track of this is the history from if you look at it the new construction and what we get in september's projections from that report and where final new construction came out every year so you can kind of see over the years new construction always comes out a little bit higher than their projection um anywhere from 224 000 in 2016 to 3.3 million the following year so there are big swings in there but if you kind of averaged out the years this year it came

in at 14 million oh 54 464. so i projected a 945 000 increase to that to get you back to that 15 million it's kind of an average in 2020 it was 1.1 million in 2019 was 560 000 so 9 million seems fair the other columns are the september eav to the final eav same concept those are all the numbers that were estimated at september's report and every year eav always comes in lower so based on that i think in 2018 they came in 1.3 million lower 2019 was 5.4 million lower and last year was only 573 000 lower so big swings there i'm kind of averaging those three years that's where the 2.4 million that's where our estimate came in for that amount any questions okay so this slide just a quick quick overview

again you keep seeing these numbers over and over but these are the four main variables that are used to help calculate the tax levy um you get your your actual variables your 2020 extension base is the 45 million six hundred thousand six hundred twenty and the consumer price index which is the cpi um those are both known cpi is 1.4 percent and then here you see these projected variables these are the 15 million again for new construction and 836 million for the totally eav and you'll see these um in the next couple of slides too so this slide i always like to show kind of puts us in perspective of why we're so heavily reliant on taxpayers and residential residential as opposed to some of our neighboring districts if you can see on here central

is all the way at the very bottom over here on how much commercial eav they have or we have so this is the big key we don't have any commercial in our district so we can't get any money from those commercial or industry so when you're comparing us to other school districts why why is this so much lower why is our tax rate so much higher than all the rest um this you can clearly see that um depending on like some of the schools have kane and dekalb taxes so the it's kind of color-coded at the bottom we average our tax rates kind of put us at the third highest is kind of where we've been sitting we're always kind of behind canelon and yorkville oswego which if you look at who's at the bottom

with us you've got yorkville and kane when right there so it makes sense that we're kind of neck and neck with them for tax rates we're just behind 48 cents behind you 46 is tax rate and you can see how much commercial they have so if you put that into perspective we're doing a pretty good job with our tax rate um not having that commercial and that stuff central you can't really see it but central has 36 million dollars for um commercial kane wins the next closest they have 58 million so they have almost double the commercial than we have and then like the district 300 which is all the way at the left they have 508 million and st charles has 435 million so that that kind of is a that's a very telling

chart for us um so this is our recommendation for the 2020 levy um we're requesting 47 million 765 thousand dollars which is a 4.74 increase because we're under the five percent increase with there's no truth and taxation hearing required we expect to only receive 47 million 084 which is an increase of 1.483 million and that equates to about 3.25 percent increase our bond and interest levy 8 million 294 um dollars is our levy payment and that it was an increase of 4.16 percent so total all funds we were anticipating 3.39 percent increase which would give us about 1.8 million dollars and these all will hold true as long as new construction comes in at 15 million and the eav comes in close to the 836 million if any of those fluctuate then these will fluctuate

as well so to end it our total tax rate um is going to be a decrease of about 12.8 cents um from 2020's level so you have to 6.75 um so and that is great news and um and that's due because the eav went up and our bond payment went up our percentage and bond payments went up but the eav went up bigger than our bond payment so this was able to be this is where we're landing so after going through a bunch of different scenarios i think in your booklet you had a crazy excel spreadsheet that shows you where we kind of landed on the final estimates all of those feed into formulas i kind of color-coded numbers so you can track it that way i can definitely walk you through it if you

really are interested in learning how all that plays out but going through a bunch of different scenarios if eav goes up if new construction goes down if this went up this amount that amount that excel spreadsheet is where we kind of landed it should give us all the money that's available to us it'll allow us to increase our opportunities for our students and still remain fiscally responsible to our community we will get our final notice um usually in the spring of where we where it lands and then typically historically central's always gotten 50 of their tax money in the spring and then the fall of the following year last year was an anomaly because they allowed people to make late payments so money kept trickling even past the september october we were still getting in

november december and i think even into january so that kind of skewed the 50 50 went to 44 and whatever yeah um but this year i think we're kind of back on track because they did not extend that this year so i budgeted for 50 50 again that is it [Applause] any questions on that for [Music] to approve a couple of veterinarian affiliation agreements back to you as always we continue to bring these back uh month by month bartlett is a new uh facility for us that's partnering with us as a veterinary clinic so we're excited to bring out a brand new uh partner but we're looking for approval for bartlett animal hospital to work with us in conjunction with our students who are doing their 100 hours of externship experience any questions right right

yes a thief yes anvil yes nolan yes yes gorman yes the last plan is to approve the boys country overnight trip that occurred beginning in november um i notified the board in advance because it was between board meetings that we had two athletes qualify for the state meet and then i would be including it as an action item on the agenda all right a thief yes yes nolan yes first up is the enrollment update so um we brought back the enrollment update last month and then the board asked for some additional information because i i gave you numbers i provided numbers from the 19 uh 2019 uh 2020 school year and then you're wondering like last year we didn't report because it was kind of anomaly we lost some students which was unusual but it

was due to the covet year um and different families made various choices and then we have our numbers for this year so this month's enrollment report we're showing the breakdown um by where we were at in every grade level through those three year periods and then down at the bottom you can see it's color coded by cohort so you can see how that cohort has matriculated through so in some cases you you saw that even the coveted year that enrollment gained in them from one year to the next in certain instances we lost enrollment in the 2021 school year and then gained enrollment uh when we came back to a more normal type of experience but it shows you how our district continues to grow we're a member of luda the large unit district association

we're one of only a handful of districts that is experiencing growth and we're still one of the fastest growing school districts in the state of illinois so what i'd like to highlight is that we went from from a student enrollment of 4493 in 2019-2020 to an enrollment of 4 600. currently thanks for adding that information all right uh director polway will give us a little update on uh how he'll play sticky so hello again um so i just wanted to give an update um we're required to do uh 10-year health life safety surveys on all of our district buildings it's kind of in relation to the capital projects the plan that we put together for capital improvements in the district but the 10-year health life safety differs and that we have the architect come in

survey all of our buildings on a 10-year rotation any updated laws or regulations and any updates life safety codes stuff like that and then gives us an update and a plan on what that looks like so larson and darby architect firm did that provided us with the draft last week which which we reviewed with our team so next month and that has to end the final plan has to be approved by the board so next month you'll have the the plan available to you with the budgeted items um just based on our analysis of it it's a very it's not going to be a very costly initiative for minimal improvements we've been doing a good job keeping up with all of our improvements over the last years keeping up with all the life safety codes

and everything so it's it's going to be pretty good but again we're required to do that so i'll have that for you as an action item next month um any questions about that i'd like to commend both dana and you and the team for staying focused on things a lot of times are unseen like maintaining district reefs and things like that so it makes a difference in the long run thank you um i just wanted to give a quick update it's not on the agenda but i figure while i got a minute i'll add some more information to your plate um just an update on the mobiles that you approved we've been working with our vendor getting all the documentation and planning and everything and designs approved we're looking at starting with lilly lake and

country trails is the first locations um those are tentatively gonna be the plan is to have those delivered in mid-uh december um to have them delivered on site which then will mean that then we'll start the process of putting them together getting them installed and making them operational we're shooting for that christmas break window to try to have things operational prairie view and howard b thomas will be right behind that so those locations will be delivered probably the end of december so just a quick update on that i think next month i'll start giving some more updates on what our summer construction plans look like and kind of what direction we're going with with work for this summer as we move along so next next month we'll get an update on the installation and then

capital projects yep any questions about any of that awesome thank you thank you all right uh update on our governor's executive order so the the previous executive order um requiring numerous things where he scooped in all other previous executive orders for continuation and that executive order was set to expire um on the 13th it was set to expire on the 13th so um we're checking the websites looking at that earlier we're kind of unclear what where we're at but um you can see that an updated executive order well you can't see i have the copy that just was put up so updated executive order was filed on november 12th its executive order 2021-3 and it extends all of the current provisions through through uh december 11th so that's the state that we're in as of

right now all right we have a couple points first from smartphone here we do a smart procure they're kind of a recurring uh requester for purchasing information and we receive this typically quarterly and we're enabling developed a spreadsheet which we just upload and then share and then the second foia came from joe hart from the illinois education association who requested the names date of higher buildings hours hours per day work of all non-certified staff not currently part of ia and we were able to provide mr hart with that information all right all right we just need a motion second to adjourn going to executive session [Music] yes yes right yes yes yes it'll take a six minute break [Music] six minutes what happened
