001all right we need to order okay yeah [Music] yes here I won't go over any budget changes that we had um so tonight I'm just gonna quickly go over some of the quick revisions that we have um for the final FY 22 budget and then ask for a formal approval of it in the regular meeting it's been on display for 30 days at the district office no one has come to ask a copy of it public notice is close to the newspaper the board must adopt by September 30th so we are making that deadline and then it needs to be filed with ISB by October 31st so we will also make that deadline and then after this been approved tonight then we will file it with the Roe and the county clerks and everything after
002we get all the resolutions signed so in this booklet Pages 7 through 11 we'll show you all the revisions um so to highlight the revenues the education fund majority of the changes were made to student lunches in the summer food summer service program because we switched to feed the all kids for this year I reduced down the national school lunch program because we won't be funded through them anymore it'll be the summer food service program so kind of made that change our accounts did go way up so that's exciting to see we'll and hopefully we'll see how that goes also in the education fund the evidence-based funding change went we got the actual numbers so that went up 238 thousand dollars is what we were granted extra this year and then sr2 and sr3 grants
003were modified a little bit better to the updated estimates some of them kind of moved into fund 20. so it's kind of just a shift the O M fund um corporate personal property tax we got those actuals so that has been made there was a new another school maintenance grant that was added we're going to apply for that 50 000 and hope to get that and then Transportation fund the revenue revisions were better estimates from the the tentative claim that we filed so the numbers came in a little bit better for the special ed a little bit lower for the regular and then expenditures textbook adaptions were adjusted a little bit I know Elementary I believe is looking at maybe some reading stuff so those adjustments were there a majority of them are all salaries
004just shifting new hires coming in cheaper still some open positions mentors get updated here now that they're assigned to people we know kind of where they landed at the bottom of page eight there's some minor Supply changes on page nine we have um more splits we have some Ells salaries going into the grant accounts Library AIDS kind of shifted to librarians um majority of them are salaries like normal and then on page 10 we adjusted the sr2 and sr3 a little bit more where the money is currently allocated these get amended throughout the year so it's probably won't land here but these are better estimates and then at the bottom of page 10 you'll see the operation and maintenance fund those are the sr2 grants kind of shifting and then the last page 11 shows
005you um transportation fund now that the routes are driven the bus drivers routes get adjusted accordingly to their route so that's the biggest change in that fund and then the imrf kind of changes based off all the salaries above so all of these revisions here were made in my PowerPoint the PowerPoint um to just show you that um just real quickly I'll just go to the pages pages one through five there were no changes on um this Slide the state categoricals the this one just shows you the evidence-based funding we got additional the 240 530 that we got additional um Revenue assumptions you can see here you have the ebf increase which will give us 7.49 million dollars and then the state categoricals the transportation fund that number has been adjusted to the 2.422 um
006million based on the rev the revisions in that fund uh no changes in the levy projections nothing new came through here the operating funds these percentages changed a little bit just from the revisions um this slide was also updated slight changes in the in the four funds that were edited a little bit snow changes on this slide so these slides here I'm not going to go through every line but we did adjust the salaries so you'll see elementary middle school high school all of them have been revised with the new numbers for all those slight changes depending on where they landed in the other one um so these are the Ed fond ones food service and then the new Total education expenditures 48 million 385 458. o m fund these are the only thing that
007changed on here was our capital outlay um which was the sr2 and sr3 amounts so their total is going to be 10 million eight sixty five thirty two Transportation fund the salaries is the only line that changed on this slide and then their total expenditures will be 4 million 666 105. this slide only the imrf changed the I think it was 43 000 that it changed on this slide so here you can see the new projected revenues and expenditures by fund um and what their new difference was um education o m still have a deficit but it did go down from the original tentative one and then this one shows you our fund balances so um we still haven't got our audited balance yet for July but assuming those come in pretty close um our
008projected ending fund balances are going to still be we'll still be positive so none of them are going to be negative um that's it any questions it actually seems like our headphone your sentences are going down like usually the sellers and benefits seem to be higher like I think it was like 72 point something percent yeah it seemed like it was closer I mean I'm going back maybe five years it seemed like it was up of 78 79. so I think the sr2 the grants some of those grants are starting because more of it went to the O M fund so I think that's why because it's not salary related and it went to um it was like three million dollars that went to that way so that did adjust it okay I did look
009at that too not necessarily question just right because I did the same thing like wait we're supposed to be in the 70s and it dropped yep sorry Nolan yes yes great yes 554. thank you I got some isn't that what was going on back and forth Pam can you take a roll call okay here here hello here Brave here Gorman here I need a motion a second to assign which Penner is a pro tem secretary for this evening so moved second yes oh it's all in yes denier yes Rabe yes Gorman yes I actually need a motion in second to approve tonight's agenda so moved second that's Rafi yes and pill yes Nolan yes then our yes Rabe yes yes all right please join us in saying the Pledge of Allegiance to the flag of
010the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice world I would like to thank everyone for coming out and everyone at home watching um Dr Stern you have any recognitions Welcome to our community members that are with us tonight to our CA leadership and administration who has some presentations or to answer questions regarding the bid so thank you we'll find a public comment uh first we have Diana Rendon verified mail but I just wanted to be sure that you have a copy you said they received at home um certified mail it came at the end of the day [Applause] okay hi my name is Diana Rendon and the reason I'm here is because I stand for all the parents and all the
011students in our district that want a voice and want to be heard um I looked into your bullying policy on the 301 website and what I found was that if a student is inducing reasonable fear or fear of harm to that student's person or property that's considered bullying that's something that you would take um action against and I feel that we as the community and as students and our students have also been feel we definitely feel that we are being bullied so um one of the things that we need to talk about is how oh can I interrupt you put your skin on please oh okay oh thank you so if you put on correctly over your nose and Bells out in the audience also a mask goes over the nose under the chin as
012much as it's perfect too sir that'd be great uh you're trying but you can't get it up there huh this really it's not about the masks yeah that's pretty much what it is and and I get it you know what we're being bullied by pritzker we'll be being bullied by Biden it's and this is a political war let's not even pretend like this is about our health or it's about like the well-being of our community because if it was we wouldn't be making our athletes wear these while they are running hard and trying to breathe oxygen okay so we all understand we're in a political war right now we get it there's a process and we've got to follow it and we're going to we know what the process is now we're not going to
013stop we know we know what your oath is that you're supposed to be upholding the Constitution of the United States of America and of Illinois which it's questionable but we've got pritzker up there so I'm not sure if this is about you're afraid to lose funding I'm not sure if this is you don't want to not be recognized as a school in the state of Illinois or if you listen to the mainstream you don't actually believe that these masks that you're worried about having on actually do anything because they don't and we all know it and there's so much proof but it doesn't matter because the bottom line is you guys have to do what you have to do and that's coming from the top and we're we're simply all in this together and we're
014the little guys you have a tiny bit more power than we do in the community and and the the governor is going to just tell us what we're going to do so so I digress what I came in to tell you was I've I've presented you with a petition of grievance and I understand that when you have a grievance there is a process that you need to go through and we will be going through that grievance process from now on because we we can stand up here we can all come in here we could come in here every month you have a meeting it's not going to make a difference you can't talk to us because that's not the process but we know the process and we're going to address the process and The Bullying
015that that's happening this mask thing this mask thing that's exactly what you did to the family that you won't let come into the school of hbt you know the bottom line is that's a power grab that's a power struggle and and this is what you want you want us to conform put that mask on cover your face up but you know what if if you're not patriotic if you're criminal if you have things on your record that are uh questionable or if you have questionable activities that you engage in we're no longer going to be asleep behind the wheel as parents we it's you know what shame on us we should have been more involved way ahead of time and thank you for covet 19. because if we didn't have covid-19 we'd be sitting there
016I'll sleep behind the wheel for much too long so uh I want to work with you as our community leaders I want to I've reached out I've sent emails all I get is a a letter in the mail that says this is our policy I've sent emails to Ivory School my my students attend and to the principal and to the vice principal and to and I sent it to the Illinois State Board of Education and I've sent it to the Senators I'm not I'm not going away and I'm not going to be quiet because I care about the human beings that are on this planet and CRT is something that is not acceptable because it doesn't it doesn't promote a loving Community lgbtq plus is just fine you know what that's just fine but I
017don't know how it how it is in my daughter's world studies class and then in a a note that I sent saying I do not want her taking any kind of a survey that has to do with that what does she get asked if she identifies as him her as he she or or or them they so anyways all I all I want to say is we have now learned the process we are not going away we want to work with you as as the the parents of the children in our school and we understand that there's a process a grievance process and there's people that handle those things and we're we're not going to just show up and not be heard anymore because that's pretty much what happens you nod at us you tell
018us put your mask on but that's not going to happen anymore you know see covet came because we need to know that we are a part of this community we need to run it with the people that are here and when we're going to so I just hope that you hear what we have to say you you take into consideration that we are having a grievance we're having a grievance we've we've been we've been been damaged and I know that there are things in place with your board where you can address those damages and and I'm with my foia ACT I will I will find out how I can be compensated for the damages that have been caused so at least my family but the rest of the families you know hopefully we can all
019work together and and really it we need to be a community work that works together for the children's best interests because in a political world the children should not be the ones that are getting the assault the political assault against them and and that's really all I have to say so thank you [Applause] great thanks Diane uh next is Todd Andrew so it's my understanding that one of you is a child psychiatrist is that uh Eric Ward Eric Nolan Dr Eric Nolan you your side you're a psychiatrist your child psychiatrist sir that is my profession okay so the answer is yes okay in May of 2018 you gave a speech about anxiety and fear is that correct ly we're not here okay fine to help us back and forth you can make your public comments
020sir fair enough so we all know that wearing a mask when it is not medically necessary is grotesque and inhuman it promotes fear it promotes anxiety it treats the air like it's toxic and that people are nothing but vessels of disease you want to talk about creating fear and anxiety for children I think it's time you take that off your face and look at a man I feel like you of all people should understand this I expect that from some of the people at these tables here but I expect more from you the psychological and developmental damage being caused to our poor innocent children who are not vessels of disease they are just kids and are not spreading the virus like the media keeps telling you and you keep parroting that is false and if
021you don't think covet has been politicized and science has been politicized I'll refer back to the CDC last year when they declared racism a Public Health crisis are you kidding me don't ever tell me that this hasn't been politicized we are sick and tired of it and we're going to let you know every month if we're going to stay on you and we're not going to let up we're very disappointed in all of you elected people and if you're not going to do what you swore to do and take care of the kids and you're going to continue to abuse children instead we're going to get you out of here that's all I got to say [Applause] start next is David Cruz uh yeah my name is David Cruz and I've got three kids going
022to 301 schools as well remember last year we kept kids at home staring at computer screens during the darkest and coldest months of the year took away their socialization took away their Athletics and their clubs for the rationale of coveted risks carried out a massive social experiment risking the education and mental health of our children but believing it was worth the risk to save their lives I spoke here last April and I shared that during the worst of this period one of my children engaged in some serious self-harm and was struggling with mental health issues still as today contributed by the state's mandates and the way that we handled this so regarding covid what are the risks of the kids I'm not saying that mental health has what's covet when I wrote these notes last
023week the covid.cdc.gov website said that the USA has lost more than 660 000 people to covet and after September 8th of that 660 000 people that have been lost guess how many of them were kids under the age of 17. and at the I guess that's not their number okay but let's take their number all right their number if it was 10 that'd be sixty six thousand if it was one percent that'd be six thousand six hundred their number is 412. okay 412. thank God right imagine if this was a disease that hit them the hardest how does 412 compare to other causes of death for kids in 2016 the leading cause of death for children and adolescents was motor vehicle crashes of four thousand firearm deaths of three thousand suicide 2300 Suffocation 1400 drowning
024deaths 995 drugs 982 etc etc this perspective shows that covet thank God as only minuscule risk to kids it's far less dangerous than suicide a CDC study released in June of 2021 so three months ago showed that female adolescents between 12 and 17 visited the emergency department for suicide attempts between February March of this year at a rate nearly 51 percent higher compared to the same time frame of 2019 before the covid-19 lockdowns and stay-at-home orders and that's why I shared my story of my child back when I was here in April I was hoping that Dr Stern and others here would hear that and maybe act on it I was hoping I would be listened to and heard that's why I shared my story was I heard and does it matter was that considered
025in the mass continuation to make deep disappointment I understand that Dr CERN decided to have all three-on-one students mask up for this new school year even before pritzker's aggressive and early mandate came out I'd love to know if I got that fact wrong because I heard that from somebody Maybe I'm Wrong if so why are we even more aggressively ahead of it than our own governor especially in light of the data of how 412 kids Nationwide out of 660 000 making these kids carry the burden but anyway since I did share my store in April and you heard it and you actually called me and I appreciated that I wondered at the time if you considered mental health and the balance of this calculus when you take the covert risk and you balance it against
026the other risks where was mental health in that because I shared a very real story with me and we made this decision even before pritzker so I understand the Panic that said it in 2020 very early on I understand how we got it wrong how we overreacted but this is 20 months later and if you so sincerely feel that kids should be covering their faces why not make allowances at least for the kids that have recovered from covet or some kind of reasonableness have had the vaccine remember when Biden promised if you get the vaccine you don't have to wear the mask did he not say that and we have a one size fix throw masks back on the kids mask them up mask them up mask them up so we look at the situation
027Your solution is still to match the young and those that are least at risk that are suffering suffering mental health issues when does this end and where is our leadership what's my issue with the mass I don't have to say it these guys already said it but I see the pain I see where it chafes I see where they can't understand teachers I see where like you said they treat the air like it's something toxic it brings fear I'm not talking about other people's kids I'm talking about my kids and of course I care about others but I wouldn't I wouldn't be here otherwise I was here in April all right what's the long-term mental and emotional impact of the masks you don't know you don't know are the kids guinea pigs is this just
028an experiment and remember the kids are safer from Cova than they are from a long list of common dangers including Suffocation including suicide but mask them up hear me mask them up thank God the kids have only a minuscule risk from covet but you make them carry the burden if our leadership is just going to follow the political winds that are blowing and they aren't leaders I don't want to lose one of my kids mental health issues last year was already a horror show Horror Story I wish I could see our leaders fight I understand taking on pritzker and the union Disney's new fight it's not easy I get it but just punting and forcing the kids to carry the burden is wrong forcing kids that are not at risk or have immunity or whatever
029any kids to mask for half of their high school or their entire Junior High School that whole experience of having the mask is just not unnecessary but cruel and when does it end because because Biden said 100 days of mass wearing the mask 100 days went by we didn't hold them to it everything has been a shifting goal post and it's always shifted in One Direction and nobody stands up and says I'm gonna at least fight pritzker might beat me pritzker might win but I'm gonna fight I'm gonna make it be seen so in summary my three points was I wondered how you considered mental health and the balance of your decision to match the kids how was mental health stacked up against the other risks can't see it but maybe and I understand you
030guys can't reply here but when do we start the fight and when does or when do you start to fight for us when does this end anyway I asked you and ask our kids and help us end this thank you foreign motion second to discuss and improve the consent agenda so second second um your revenue and expenditure summary reports are included in your board packet revenues are currently at 5.09 compared to 11.09 percent a year ago expenditures are currently at 10.38 compared to 10.88 percent a year ago the district did receive impact fees for 627.88 for 14 new home starts no transition fees came in September bills are typical for us it's always our biggest month everything from the summer gets caught up um and it's it's consistent and then next month at our October
03120th board meeting our auditor partner Sheridan Jurgensen plans to attend us as long as we finalize the report there's a few things still we're working on but we still hope to make that deadline your questions all right Sam pill yes Nolan yes 10 hour yes Ray yes a thief yes garment yes excellent motion second to discuss and approve the 2021-2022 budget so just before this meeting we held a public hearing at 5 45 um I went over the review of all the revisions for the revenues and expenditures um so now we just ask that you approve the final final budget for FY 22. I don't think there's questions Hemphill yes Nolan yes denar yes raid yes a thief yes Gorman yes next motion on second I needed to discuss and approve the three veterinarian affiliation
032agreements so moved second so there's three new uh we have two new clinics that are come on board and one that we had from last New Hampshire Animal Hospital the two noisy Animal Medical Clinic of St Charles in Fox Valley same process we go through annually so our I mean monthly pretty much now is getting a lot of good business partners so any questions for me all right okay Nolan yes dinar yes Rabe yes a thief yes amp Hill yes Corbin yes all right finally a motion a second I need to discuss and approve the purchase of the mobile classrooms for each Royal Elementary buildings second we have um director Holloway with us as well who've worked with um the various vendors our architect for the bid as long as our as well as our
033business manager manager um Dana flute you have questions related to it they're waiting in their wings to start building it allegedly [Music] all right go ahead okay um 10 hour yes Rabe yes Buffy yes Adam Hill yes Nolan yes Gorman yes all right athletic diverse uh director diversity is here you can update us on the sports and homecoming activities foreign so it's been a busy month so far we've had a lot going on in uh our Athletics and activities World um the quick overview in regards to participation numbers uh from a registration standpoint numbers are up across the board from middle school through high school which has posed you know many issues so kind of before I get into all that you know I want to kind of thank you know transportation and buildings and
034grounds because the extra buses needed with you know trying to get all of our athletes everywhere and get keeping our facilities top-notch both inside and outside and I know those two departments are struggling to stay staffed and it's it's amazing what they can get done so you know shout outs to them and I know they don't they're the behind the scenes group that don't get a lot of Kudos so figure out start there um first off sixth and seventh grade uh we're up to 32 kids playing football uh numbers are up from the past years and they're undefeated so far so that's that's a great start for seventh grade football uh volleyball they're in the top three in the conference and from what they're telling me is they have a shot to win the ncjc
035and cross country is doing well and they're going to host uh their meet on October 1st did not get a recap from the middle school but I do know their numbers are up and they're very competitive across everything they're doing as well the only sport where their numbers kind of fell short is cross country and I think a lot of that is due to not having that season you know last year to get those kids drawn in as 7th graders but uh we'll bounce back there uh from the high school standpoint we're off to a great a great start all of our teams are very competitive uh we're either you know top half in the conference you know football's two and two you know we were one yard short of of beating Huntley Friday night
036very controversial but you know it was one of those moments where we had about 180 kids there and as they're driving down that last 50 yards all the kids came out of the stands are moving down the fence screaming cheering doing all the you know it was just a great atmosphere and just to kind of see that it's uh it's been awesome volleyball attendance has been been great um you know everybody's doing well there across country you know we have probably one another top male runner in the state went down to Detweiler you know last week finished first and right now there's only uh one kid that he's chasing Statewide to be a state champ so a lot of great things are going on there uh before I get into the craziest week in a
037high school setting uh we had two other big events go on in this past month uh two weeks ago we had our Kells Angels night Friday night but it's kind of a gold week and throughout that entire week you know just the high school alone brought in about ten thousand dollars just with t-shirt sales and everything else which is pretty awesome you know and of course as our community knows you know we lost three of our own to Pediatric cancer and all three families came back out that night and you know it's just a great teary joyous night to you know raise money for a great cause and celebrate lives um then this past weekend we had our 19th annual Jacob Frazier golf outing sell out as always um kind of and Todd's been at
038it in the past so this year we had 12 12 guys from Jacob's troop comeback which is the most we've ever had so that that was huge um his dad flew back in from Florida just another outstanding evening um you know remembering and doing things like that so the last piece um I sent it I gave you guys a copy so I won't read the whole thing to you but as we know homecoming is kind of a lifelong standing tradition in high school last Friday the kids stayed after decorated the hallways they chose uh the Disney movie theme which is kind of interesting you walk in and one Halls of neemang we got jellyfish hanging all over the place so it's kind of it's kind of awesome to get back to that um we don't
039really have anything major festivities besides as you can see the slew of athletic events throughout the week but they got their crazy dress-up days each day and then Thursday we get back to what we know you know kind of his homecoming we've got our big Powder Puff Thursday night and then our our bonfire you know to follow so that's Thursday and then Friday due to covid We Can't pack you know just shy of 1400 kids in the gym so we're gonna go out to the football stadium and we're gonna do it outside and I've been working with the uh the games kids and the exec board who emcee on how we're gonna get this done and they're excited for it I know we tried this years ago and the weather wasn't Cooperative because we were
040the second week of October now being September I think it's going to be uh very favorable uh then of course we got our game and then you know as everything else we're transitioning to you know homecoming dance outside in the parking lot behind vet tech after walking with uh you know deep from the board helping with their event I'm like well we could do the same thing so we got some tents coming um gonna make it an awesome night we have three different food truck vendors coming an ice cream truck vendor coming and you know gonna turn it into you know as big of a gal as we can outside in that sense to try to make it memorable and it's not just being in the parking lot um I do know everybody in our
041conference has been doing outside either a barbecue before a football game or some sort of a dance and uh you know so we want to give our kids the best that we possibly can and you know help them create you know the memories that they can so that's my update for this month oh and the last piece is um since our teams are doing so well we graciously decided to accept we're hosting girls volleyball regionals boys soccer and boys and girls cross country and I don't know if that's just the fact that I don't know how to say no either [Laughter] so any questions awesome thank you thank you next we'll go over Public Act 97-256 all school districts are required to post on a district website annual administrator and teacher salary benefit report [Music]
042no these are just annual things that we have to get onto our website so okay all right uh Public Act 97-0609 um just another annual this is just the imrf instead of the TRS group so it has to be on the website six days after approving the budget so just the timing of it gotcha all right I'm going before this um we received three four years um since the last board meeting one was um a foia related to her to any salt Towers any leases of cell towers but we don't lease any antennas we do not lease radios we do not leave such space on our tower on central campus so um there were no records to reply to that request uh the next poem uh dealt with with um any data that we had
043in our policy regarding usages of mass and our coveted policy we're able to send the most frequent um FAQ from idph uh directed up into the school reopening plan some Mass guidance on the school website and then some research from CDC and then the last one was requesting substitute pay um pay rate going all the way back to 1995. we're able to comply with that request up to 2001. those were the records that we could access all right I can concludes the public session in motion a second to go into executive session great yes a thief yes and pill yes Nolan yes yes Foreman yes took a five minute break thank you
