call this meeting reporter the purpose is to review any budget changes to the king county regional vocational system budget um so there's just a few minor revisions since the last tentative budget i added on 450 for the prior year revenue we received a check for a refund for something that was for last year's expenditures that they gave us a rebate on so i added that in there nothing else changed on the revenue side the expenditures i decreased the ctei grant um it was 1.675 million and i reduced it to the 1.554198 and then the perkins was eight eight hundred twenty eight thousand seventy dollars and i reduced that down to six hundred and ten thousand hundred and forty um so a total of three hundred thirty nine thousand six ninety six um total expenditure change
and most of that was due to you can also see the the unaudited beginning fund balance it was 1.527 million that also reduced to 1.335 million it just offset so there were expenditures that u-46 had paid for july august that we were not aware of um so that is why the fund balance went back to the 1.3 and then the ending fund balance will bring us down to the 777 thousand that we've kind of started at last year okay that's your only revision that's it are there any questions from the board of education on the roof budget all right so i'll just need a motion second to adjourn someone second a thief yes fog yes camphill yes nolan yes pinara rabe yes ian gorman [Applause] yes foreign president faulk yes handheld yes nolan yep pinara
yes rabe here garmin yes all right i need motion and second to approve tonight's agenda till moved second a thief yes bulk yes han pill yes nolan yes yes rabe yes gorman yes please join us in reciting the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all let them know um just a quick notice you guys the on the table out there there's green forms if you wanted to speak any public comment you could fill those out really quick and then just bring them up here um we'll do that in a second thank you all for coming out tonight and everybody at home watching i do have some recognition so
um i'd like to start by introducing you to lindsay sharp lindsey sharp is our director of curriculum and instruction 612. lindsay comes to us from district 300 we've worked with this with lindsay in the past with issues related to cte and with elgin community college so we're very grateful to have you join us then we also have terry strow who is our regional director of the efe 110 for our vocational programs um in case there is any questions later on regarding the budget and then we have athletic director steve diversity who's with us who'll give us an update on fall athletics and activities so thanks and also community members thank you for coming out tonight should i wait for the gentleman yeah well we'll have other words we'll just take him i'll remove the public
comment um it was brought to my attention that some some people thought that we were going to discuss with them after they spoke their comments and what public comment is is just a time for you guys anybody um just to tell us how you feel say any comments you have but it's not really a discussion time so if you have questions for us you can reach out to administration any of the board members phone call to the district office we can get into discussion and let you guys know trying to get you any answers you may need but right now it's just specifically for public comment and we don't go into any discussion with you so just wanted to clarify that for people at home who have come to comment and then you guys too
so we'll start with uh connie collins i have two grandchildren in district 301 and i have not seen that this school district has banned crt so i'm here to fight against the indoctrination pushed by a small group of people who have no respect or love for this great nation i do not want one time to be spent on crt curriculum i think it should be banned in this school district as it has been banned in other districts in our country there have been no other countries who have fought a civil war on slavery the president of this great land was willing to tear this country apart to end slavery it was a horrible war with americans on both sides being killed and maimed and businesses burned sound familiar in the end freedom prevailed now a
small group of people want to bring back that war they want to disrespect everything our nation has been through since that time by creating new laws and constitutional amendments to ensure the freedoms given to all by our founding fathers critical race theorists believe our country is systematically racist they don't believe in a person being judged on merit or that people cannot treat others equally regardless of their color they want to destroy anyone who is white or christian regardless of their character or merit where's the insider for our children to grow and learn and strive to be better people if the critical race theorists believe they should be condemned based on their perceived definition of racists crt attacks everyone who has worked hard to make their lives better for themselves their family their communities and their
country i will do everything in my power to stop the indoctrination of our children with this evil movement i request we ban crt thank you connie right next we have jeff bling board members thank you i'm here to speak to you tonight as a parent of two children in this district and as a voter and it is my firm belief that this board has abandoned its most basic responsibility you have been put in the positions you are in to represent the people who voted you in and put you there and it is clear that there is no support for a mass mandate every parent that got up at this podium at the august second meeting completely opposed it they want masks optional anybody that wants to send their kid to school in a mask is
free to do so but there should be no mandate to have it happen for those that don't want it now for any of you that are under the delusion that the governor idph or isb can mandate you follow their rules on this issue they cannot it is not in the law anywhere that you have to do this you have the local control as the board and there is no greater evidence that you have the local control than house bill 2789 it was voted out of the house and died in the illinois senate that bill would expressly give izb the ability to change recognition status for a school district that did not comply with the rules promulgated by idph when the governor has declared an emergency or a disaster if you already had that authority or
if isbe already had that authority there would be no reason to introduce that bill it would be completely useless because the authority would already be there but it does not exist all of you have the authority right now to defy the governor's executive orders because they are just executive orders they are not laws you can defy idph because they are an administrative agency the illinois legislature has not tasked them or given them the authority to rule school districts and isbe doesn't have the authority what is be did to timothy christian in elmhurst is patently illegal it is expressly written in the school code in 105 ilcs that the superintendent of the state schools does not have the authority to change recognition status or punitively defund the school district and unfortunately timothy christian caved to the
pressure and they decided to go back with the mask mandates but for any of you that think dr or the school board or the state superintendent or the state izb can come in and tell you what to do on this issue they do not have the authority so i ask all of you to stand up and take the masks off our kids we don't want it they don't want it thank you jeff todd hart thank you board members i too am a father of two very young children one of which just starting this year another is three years old i boy it's kind of hard to follow after that i'll tell you what it's a smart man um i implore everybody at this meeting tonight everybody on this board to change course immediately masking children
is beyond asinine it is it is despicable in my opinion and many others i think i speak for more parents in this district than the ones that would disagree with me um influenza was never a cause for mass hysteria and muzzling of children influenza is statistically proven to be a bigger threat to children today or at least until it poof went away and never to be seen again but influenza was more of a danger to children than covet 19 ever was never will be and nobody wanted to muzzle a child back then but due to public pressure public political pressure it is my opinion that everybody sitting in these boards right now is is falling in line like certain pundits would prefer masking a child this should be a right that a a parent and
a child makes together i think if a child wants to wear a useless piece of cloth like the one that you see in front of me now or if they want to use a properly fitted n95 which is the only thing that is effective for an airborne virus then that is their choice adults have a choice to protect themselves as well there's vaccination there's all types of effective treatments and i just want everybody at this at these tables to know that what you are doing is child abuse everybody here is responsible for abusing my child and i think i speak for a lot of people [Music] that's all i have to say thank thank you [Applause] thanks todd next mcmahon thanks for your data over there can you hear me on this because we can't
hear back there when people are talking very well can you hear okay we can size this silly thing i mean if we just we besides the law and everything if this board would just apply a little bit of common sense just common sense what is this stopping just tell me the wholeness what does this possibly stopping did you ever stop and ask the question why are we doing this why do we do it oh it mandated you go to the cdc website and you can find all kinds of data where the fatalities really aren't what they say they are in the news and so forth you find all this data but what you don't find is any research on the effectiveness of mask none okay but some parents have taken upon themselves to take the
mask and again this goes back to common sense and say this is an exhaust pipe right what are we breathing into the mask therefore what are we breathing back into our child's body the analysis detected from a study down in florida in gainesville back in june 216-21 there's things there is pathogens that cause pneumonia tuberculosis meningitis um food poisoning lyme disease diphtheria the list goes on the stuff that's being caught in this mask from one day it doesn't take much sense to say let's take our mask and put it under a microscope and see what's in there holy cow why are you doing this to the kids if you continue to be compliant i'm sure those people will be glad to replace you out there and that's all i got to say [Applause] david young
i am also here to talk about this mask mandate it's a cdc guideline and i and i called and i i talked to dr stern about it and he said he's following the guidelines of the cdc the board is following the guidelines of the cdc and we have a governor in florida that has decided not to follow the guidelines of the cdc look where their state is at they did have a couple of counties decided or uh groups decided that they would go against desantis order of non-masking the kids and now he's going to hold them responsible by getting and cutting their salaries of the board members i don't know if that's gone through but you're looking at a governor of a state that is thriving that declined not to follow the cdc guidelines and
out here i would think that in this neck of the woods of illinois that we are the same cloth of those people in florida we should not follow the cdc guidelines what and he mentioned it perfectly where where are the studies that show that this paper mask you're touching it oh i just touched this microphone i touched this guy's hand i touched my pants what does it do doesn't do anything the typical mask has holes in it there are about five microns okay you know that the virus is one it's like putting up a chain-link fence and thinking that a fly isn't going to fly through it this is ridiculous so if you guys are going to demand that we mask our kids do the cdc guidelines show us the data show us the data
that this helps because it doesn't exist but you know what i'm willing to go along with it and look at scientific data and evidence where studies have shown let's not even talk about covenanting let's just talk about the common cold cold influenza those studies have to be done based upon masking haven't they if not in our country how about in another country so the mass mandate what is it going to do to us it's not going to help first of all it doesn't help second of all what is this doing to our kids psychologically emotionally how about just learning you can't see someone's face when the teacher is all messed up you can't see what they're saying and then if they're making an expression toward you whether that expression is positive or negative you don't
know what that is so how is this going to affect our kids not only psychologically emotionally but how about just the whole learning environment itself and if you guys really want our kids to excel then you'll think about that [Applause] thanks david several times that i've been here i guess i missed the memo that nun masks are required i won't regurgitate what the others have said and i don't mean regurgitate in a negative way but um i think the board and the superintendent i think you've all heard that um the data does not support wearing masks um you know i'm finding myself in a quandary so i stand here as a mother i stand here as an educator i've been subsidy teacher for seven years i also stand here as a a woman of faith
my son ever cameron right there supposed to be a freshman um and you know i want him to believe that the school board and the administrators have the children's best interests at heart and as a parent and a mother i stand here and i just do not believe that to be the case and um i lost it for a second though um i did some reading um on the school district website about the policies and i found curious language so it stated here by you guys that the cdc recommends universal masking indoors the cdc recommends recommends being the highlighted word okay the cdc guidance which was adopted by idph and the isbee recommends indoor masking etc etc face coverings are expected um saw the merriam-webster's um actually asked school personnel today when everett went to
take a tour of the school and um because he was asserting his constitutional rights to not wear a mask because our governor doesn't have the authority to mandate the mask wearing and he was denied so i look at this as an incredible life learning lesson for my children because i am standing up for their constitutional rights not just them all the other children i'm seriously disheartened by the school board i can't comprehend what the reason could possibly be for following a mandate that we all know is a bunch of bunk i've been nice i've been respectful i will continue to be respectful but there's a lot more appearance then maybe there was who know what's really going on and we know the freedoms and we know our rights and we're not taking it lightly i
appreciate you giving me the opportunity to speak thank you thank you [Applause] thank you kelly we're going to move on to action to discuss and approve the consent agenda second dana um revenue and expenditure reports are in your board packet revenues are currently at 3.04 compared to 7.76 a year ago expenditures are at 5.79 percent compared to 7.14 percent a year ago there were no impact or transition fees since the last board meeting all the bill payable reports for everything are typical for august and then the northern kane county regional vocational system they don't qualify to use central 301 letter collateral their letter of credit since they have their own fed id number so i will be signing the paperwork to establish their own collateral for them any questions for david all right pam yes
and pill yes nolan yes yes rabe yes yes gorman yes yes actually in motion second to discuss and approve the tentative budget second second tonight i'm presenting central 301's fy tentative budget and asking for formal approval of it there were no changes since the august 2nd meeting so there's nothing really to present just a recap for those that weren't here or want to hear the um there are two funds that have deficit balances the education fund and the o m the operations of maintenance and the the illinois state board of education did give out new evf numbers tentatively so we're going to increase by 240 000 roughly so i'll make that change in the revision when we do the final budget and then categorical payments we increased normally we it changes every year but i
increased them to four payments so one from last year that was owed and three for this next year coming up owed um last year we only budgeted for two and we did receive four so that's why we made that change and then um that's really it so tomorrow this tenant of the budget will go on display at the district office newspaper notice will go in the paper for the public hearing and then at the september 20th board meeting we'll have the final budget with revisions for you to approve great any questions regarding that all right stanfield yes nolan yep yes rabe yes rafi yes frog yes garmin yes next motion second are required to discuss and approve the final budget for the northern kane regional vocational system efe-110 second um we had our public hearing
before this regular meeting basically i went over the revisions over it the budget's balance in all funds revenues decreased slightly for the perkins grant from last year to this year the cte went up a little bit from last year's budget to this year and then there were two new revenue sources that were added for the cte education career pathway and cte career exploration grants and then the expenditures should be covered by all of these combinations of these grants nolan yes yes rabe yes a thief yes bulk yes pam hill yes gorman yes next motion at second to discuss and approve the bid to purchase the tire balancer tire changer and on car brake lathe second okay dana and we also have um our executive director terry stroh here who who was the one who sent
out the bid so the recap should be included in your board packet um it met all the bid specifications the total the subtotal for all of them was 37 676 dollars and 39 cents um they did give us a prop pay 5 discount uh so that would come to 1 83.82 discount so the grand total bid would be the five thousand seven hundred ninety two dollars and fifty seven cents and terry any concerns about where the bids were so at this time it's the same uh vendor that we used previously for other equipment this is the only vendor that will give training to our teachers and certifications for our students on this equipment okay and then this is the same equipment that's used throughout numerous externship dealerships where students would be working correct we visited
multiple locations for dealerships and other auto repair stations and they all use the same equipment right now so it is for approval of the bid all right all right thank you terry thank you pinner yes rabe yes yes folk yes and phil yes nolan yes gorman yes very much in a second to uh review all the serious safety hazard findings um approved by the illinois department of transportation for a preview second so this is another annual thing we do annually um until something major happens with nestle road we're always going to have this on file um but it just requests that we just review it manually so that's where why it's coming to you this month to just approve again what's the significance of this i read it i wasn't so because we have students
that live less than a mile and a half we can't claim them on the claim unless we have one of these on file so for the kids that live across the street in providence they live less than one and a half but we can't claim them um but nestle road is a hazard for them to cross there's no bridge or a tunnel bridge or a tunnel yeah those are options great got it thank you future career tech ed project partner with ida partner with idaho i don't think we're looking partner with somebody rape yes a thief yes fog yes anfield yes nolan yes panera yes garmin yes penny motion second to discuss and improve the veterinary science affiliation agreements uh provide clinical opportunities for our students there are seven i believe so yep seven seven
of them they're listed in our board pack so moved second second yeah you see these consist consistently come across these are just new affiliation agreements all these partners we've currently worked with in the past so they're not signing on brand new uh this year but we're just looking for updated signatures to make sure that we can continue our partnership with our veterinary clinics any questions yes bulk yes and phil yes nolan yes yes rape yes gorman yes move on to information items we have to return to school over here we'll have a more detailed report in september but um we know that our first grade through 12th grade students uh returned to school last wednesday we're off to a great start um our early childhood and kindergarten students returned to school today so we're very
busy we have we're running 70 bus routes with over 87 square mile footprint of a school district and we're transporting over 4 000 students each way on a daily basis so um i've been in daily contact with transportation following up you know things are going well there's always hiccups and surprises but overall um pretty happy as we continue to make final adjustments to routes did we think about the past year's numbers of incidents let's say in the first three days of school right wrong bus routes things like that is it consistent with past years oh yes so nothing stood out in fact i would say overall probably better yes okay this might have been one of the less stressful ones okay and then our food service program we're back up and running um with full
use of our cafeterias and in the three days wednesday through friday we serve 3086 meals and then our custodial crews have been very busy performing their sanitation and they're daily disinfecting so we sanitize and clean everything then at the end of the evening they go throughout the buildings with the electrostatic disinfectors and we disinfect using that method as well our district population growth and some delayed registration caused the district to split some classes right before the start of the first day of school but our administrative team and staff and everyone adjusted and staff and students are happy to be back in full time and our current positivity rates in our district remain low so that's that's good and we monitor that on a daily basis as well dr mangan you have anything to add i
went to all seven schools again on friday so i got a chance to go into probably three grade school classrooms in each of the four grade schools i went into one high school classroom i went into two each in the middle school classrooms and i i think it was really great seeing all the kids back it was great i met some new teachers uh my person my kids fourth graders at hbt were very excited to be back um and so my takeaway was energy was great i talked to one of the principals at at tennis meridian ap and she had really great things to say about our new teachers you know coming in and we had a lot of them at hbt this year i think eight or nine um and so that they had
really good energy my one of my daughters has one of them and it's been a great experience so far so i'm looking forward you know seems like it's been a really great start yeah a really good energy level in fact we saw some of those um those new teachers at our event at our community event back to the hill event which was well received by by the community we had it was a constant flow of people uh throughout the afternoon so it was nice to see and thus i got this sunburned from from the day uh listen use sunscreen so but it was a great event it's great to have everyone back and um off to a good start excellent next athletics activities update good evening so i'm here to bring some excitement and some
energy uh to what's going on so far so we got back to school august 9th all the great kickoff in the classroom and then the chaos started after school so pretty much all high school sports started on the 9th middle school started the 12th and then the last start of the middle school was uh football today but as we saw over the summer with our summer camps you know numbers were up across the board we're continuing to see that in some of these numbers so i wanted to kind of bring it forward to you by level so just at pkms in our sixth and seventh grade cross country has 73 kids in comparison to two years ago they had 41. so that's a huge increase football they're at 32 they were about the same in
in 2019 and volleyball was at 28 and they were about the same um then we get to eighth grade cross country's a little bit down but steady they only have 10 kids total but we kind of see a little bit of uh a dip off but hopefully if we have 73 maybe we will see those numbers come through and one thing we've i've seen in the past 10 years i've been here our participation numbers is kind of like a roller coaster and we see sometimes we see that dip in eighth grade and we're not sure why but some of them come back when they get to high school they take a break they're tired you know there's a lot of different things that happen so that's not too alarming uh football they have 29 it's
their largest group in eighth grade that they've had in a long time so we'd like to see these numbers increase especially being in the fox valley if we look you know three years ahead and through attrition if we stayed 20 to 25 we could have 50 on a frosh off level now we're talking about competing so those are some good things there volleyball is in the 20s as well and i really think volleyball stays a little low because it's it's a cut sport as well and it's hard to run big numbers there where we saw some boom is up at the high school we ended up with about just below 60 tryouts for volleyball we're we're right around in the mid 40s just based off of of cuts and you know not everybody can play
it's it's one of those facts across country we're staying strong at 50. we see the fluctuation between boys girls one year boys or more one year it's girls but you know 50 in that program is pretty good considering we have not had a huge incoming freshman class so we could see a big spike in two years uh boys soccer is up from about low 50s up to the mid 60s so that that's a nice increase there boys golf is the same just due to being a cut sport we're in the 20s girls golf is down from 13 to 8. we graduate a lot of seniors and you know golf is one of those niche sports and it's i've been flow there uh cheers about the same we're back up from the coveteer because it's a
little bit more normal and you know the girls are back they didn't have to choose between all-star and you know football season uh dance is way up uh that we're in about 32 last year we're in the teens so there's a huge spike there a very successful program and uh i think that's where the interest is coming and the biggest one is uh football taking taking covet out where we were below 50 we're in the low 50s last year with covid we're in the low 60s a few years prior to that we're at 92 today so that's a huge increase there a lot a lot of excitement you know for the sports i think kids are are just excited to be back playing you know trying to get some normalcy there i met with all
the sponsors today so this week at the high school we got all the logistical stuff done you know all of the activities and groups and clubs are going to be kicking off in the next week or so i know we're meeting with student government on wednesday because homecoming's in a month so be here before we know it and uh you know we talked about hey let's have our in-person meetings you know have the virtual option as a backup or run both because you know kids can't you know they have to be somewhere else but they could turn it on so we learned a lot last year with having to do things that way and we're not throwing that to the wayside we're still trying to incorporate both to meet the needs of of everybody and
we really stress this year that we don't want a lot of overlap with our our clubs you know we have a google calendar don't overlap with someone else don't make our kids pick give them the options that they need it's been a year you know since i haven't had these things and i said we're all in it together so i think it's going to be great um i know this week we kind of start with our sports a lot of our scrimmages are going off this week and then next week it's you know hit the ground running with opening up against hampshire so with the clubs and other activities are we encouraging them to do like somebody right after school and somebody's starting an hour later and with as many as we have i'm assuming
we can't have just one no but the like the minimum requirement for a majority of our clubs is to meet once a month okay so if if they're in that once a month it's we can if you want to go on that wednesday okay this one's taken go on this this time slot you know the ones that meet two times a month or three times a month just based off of what they're they're trying to do you know try you know that's where the calendar comes in kind of pick the days and once it's gone kind of it's gone okay another questions all right thank you thank you all right next is um foia do a smart procurement request we know that this is a quarterly for that we receive so our business manager has
developed a spreadsheet to make the response easy we're able to respond to that then we also received a form from mr james horn regarding the enrollment totals of black hispanic white students as well as other students on free and reduced lunch and students not on free to reduce lunch who are enrolled in our advanced placement courses and we're able to provide our our data for that point as well all right excellent that wraps up today's video uh into executive session for the emotional second to do so so much
