001either way we can donate i'll leave it to you yes second yes yes yes gorman yes please join us individuals i'd like to thank everybody for coming out tonight and those at home watching the stream and dr stern looking out there tonight wow it's a little loud i'll move back a little bit i want to i want to thank our incoming board members for joining us tonight uh jfe and mark thank you for being here we have our leadership from cea thank you for coming out and uh community members as well thank you for being here and our administrative team with part of different presentations tonight thank you all well i'd like to recognize a few board members that have served on with us for a while to thank stewart we've worked for a couple

002years 2019 uh christina johnson from 2017's the past four years and jeff kellenberger from 2013 so as long as we'd like to thank you all for your great service and just you know working with you guys it's been a pleasure so i know um what i'd like to share is that many times people i don't think they understand the the service the the servant leadership qualities of a school board member and that you run for you run for office but unlike many political offices a school board member is not a paid office so you receive no compensation for your service to the community but it really speaks i think to to your nature of giving back and always trying to keep the central 301 moving forward making it a great place for families and students

003and staff we've been through a lot especially this last year this last year on all the challenges that we've had to face as we wrestled with cohen and yet we were able to do really good things for our kids and for our region of course our work will continue you will be missed but um i know also that our incoming board members are excited about picking up that mantle and continuing to move our district forward in a positive direction so thank you all as a token of appreciation we do have clocks for you thank you i can hear yeah i got um just a couple things to say i kind of wrote it down just um just so i uh wouldn't miss anybody but i'd like to thank the administration and staff for being proactive

004in education excellence in the eight years i've been here being in real estate i know our district is a huge draw and many parents want their kids educated here so um i think a lot of that credit goes towards our the board members here and some of the past ones and especially our staff uh the board and uh the board and administration recognized that teachers deserve a big thank you for the efforts they put in every day and especially last year with covet dr stern and dr mongan since i've been on the board i've always emphasized we've got great teachers so um hopefully if there's any out there listening that uh you could take that to heart because it they they really do say they don't say it just in public they say it to

005us in in our other sessions too so i'd also like to thank my fellow board members especially jeff laura and mitch we've served together for for eight years and and we've had a lot of good times some tough ones some tough decisions we've had to make but overall i think it's been it's been very rewarding for me together with administration team we have negotiated many labor contracts added air conditioning to the buildings at a classroom space at the high school along with a gorgeous field house and added the vet science program and and just many many other projects so i think we the four of us especially uh have a lot to be proud of so i leave this board uh feeling very good about the future and wish the new board members that are

006with us tonight best wishes no that's fine i've said enough last two years all right next we'll move on to public comment please keep your um for three to five minutes first we have david cruz uh hi everybody this is my second time attending i didn't speak last time i just wanted to see how things work um like jeff just said my name is david i have three kids going to 301 schools i've been in the district a long time and although all of my children have suffered from the forced lockdowns this last year i'll focus on one who went from being a straight a student and a happy well-centered person to falling apart over the long winter being prescribed to stare at a screen of zoom classes for endless hours losing the community of

007school classmates and sports that child woke me up one morning at 5am crying in fear because the excess number of pills swallowed and attempted suicide i brushed that child to the emergency room thankfully uh everything's okay it seems so now at least health-wise not necessarily mental health i did get a call from the school principal and the prescribed amount of concern seemed to be shown but of course the district still kept our kids locked out and at home staring at zoom screens uh policy seemed overly fixated on cove adult understandably concern right there are a lot of other concerns too that i think didn't get the attention or maybe still don't get the attention they deserve regarding this child i subsequently discovered a trove of journal entries and poems and the tone went from whimsical

008and happy and positive preschool lockouts to the later mentions of suicide of blood flowing through open veins of furious teachers perceived as being the ones forcing the home confined prison sentences poems reflecting the anguish of sitting alone staring at a zoom screen and of a life that had been taken away by policy decisions i don't state he she or which child this is because i respect that child's privacy but i'm sure that this is not the only child in our school districts that has suffered similarly my child might blame the teachers but i don't blame the teachers teachers from my understanding don't set policy i'm still trying to understand where the policy and how the policy gets decided why indiana wisconsin or might i say even illinois private schools are more open than illinois government

009schools doesn't seem to me to be because of teachers it's also not because of the virus the virus in illinois is the same virus that is in other states the problem is how the illinois public school system has reacted to the virus in my mind or maybe should i say the problem is how we are still reacting to the virus now anders now that we have examples of other states that offer more to their kids is inexcusable not to follow best practice anyway what's happened to my child months ago um is in the past i guess right and we've progressed so where are we at now yes we have started all the in-person classes four days a week um when did we start in-person classes the cynical part of me noted that was on the

010magical date right before the election i would hate to think that that had some significance nevertheless i will take the win and say thanks for giving our kids a chunk of their lives back but we still have more work to do when picking up another of my kids on april 8th from school 11 days ago i saw junior high kids cross-country kids running through the field outdoors with masks on when i first witnessed that site i thought maybe it was a voluntary act by one runner maybe one singular child that was terrorized into thinking that the virus spreads alone in outdoor sunshine or that a 13 year old athlete outdoor is really at risk but then i saw one by one as all the runners ran across the field that all the children were wearing

011masks my first reaction was to laugh at the embarrassing absurdity however my second reaction was that it is outright abuse what happens when an athlete who administrators have instructed to a-run hard and b cover their air intake then gets dizzy or light-headed blacks out and falls do we know the underlying health conditions of each athlete that is told go out into the sunshine run hard but cover your oxygen intake i repeat i think it's abuse that policy needs to be ended last point i saw on cbs nightly news this last sunday evening that 50.2 percent of american adults have had at least one vaccine shot not to mention all those who've had the virus and recovered and i believe we are getting three million more vaccinated daily maybe it's two maybe it's three biden said

012that at some point in may that every american that wants or can have the vaccine will have access so lots of immunity now under such awesome progress i sure hope that we have plans to totally end the forced masking of our precious children both running through fields and elsewhere as well as return to full five days a week of schooling as adults it's been hard enough and we have some mental capacity to adjust to these things kids don't have that at least at least a lot of them that i know otherwise we will continue to damage the precious children we're supposed to be defending like i said at the outset i don't really know how policy gets gets affected i hope that we can all be vocal to try to get this back for our

013kids thank you chapman good evening uh first on behalf of ceo i want to thank chrissy stewart and jeff for all your your years of service as a school board member i know there's a lot of time and effort that goes into this position so thank you for all your your hard work um i also want to thank the entire school board for changing the calendar so that the friday before spring break could be an institute day i know that day was very valuable for staff there was a lot of effort going in with all parties involved on that day um and i was unable to go to the last school board meeting but i did hear president gorman kind of just wondering what people were doing on that day so we did ask members

014to share what they did so that we could you know kind of show you guys what they're doing on that day so i did compile there's enough for everyone it's a little heavy i just put together a couple different ones um it's not everyone's but just kind of gives you a good scope ec through 12 what people did on that day you can really see the value and the appreciation of having that time to work there's a lot of collaboration that goes in to prepare for the transition after spring break you know some teachers have new students that are coming in so being able to collaborate with their old teachers to see what their strengths and their areas of growth are is really valuable and takes time also transitioning to a learn new learning model

015also changes the type of instruction and the activities that you need to modify your lessons and things like that so having that time was very valuable even just creating seating charts takes a lot of time because now we're three feet instead of six feet so we are very appreciative of that time that you guys gave the staff and then i did want to give a big shout out to the custodian staff they did an excellent job on that friday i mean they were running all over the place trying to set up classrooms and everything like that so definitely thank you to custodians and dan and everyone so uh but thank you all right move on to action reports i need a motion second to discuss and improve the consent agenda revenues and expenditure reports are

016in your board packet revenues are currently at 50.12 compared to 48.02 a year ago expenditures are at 55.82 compared to 57.21 a year ago this month the district received two months worth of impact fees so february brought in 86 472.83 for 12 home starts uh march impact fees came in for 184 600 and 64 cents for 38 home starts and then transition fees came in for february were five thousand seven hundred dollars and two cents march came in at eighteen thousand six hundred and ten dollars and four cents and then the bills payable for central and northern keener are typical for april great thanksgiving any questions for all right johnson yes kellenberger yes nolan yes bro yes yes alex we need a motion a second to discuss and approve the bid to direct energy as

017our natural gas supplier for a three-year term our contract with constellation is up for renewal um july um july 1st nania energy advisors ran a live reverse auction on march 31st in that auction there was two different parts the first part four different suppliers participated in it mid-american constellation santana and direct energy from that part of the bid mid-american came in with the lowest price at 0.29 per therm and then after that we had asked for the second part to be 100 swing product to protect us for the big swings like it happened in february and march this year so that winner only two people quoted us on that one so consolation and direct energy where direct energy was the lowest we signed with direct energy for a three-year term with our first meter read

018being in july recaps in the package and then also our transportation and maintenance department the little mobile unit has very minimal usage so they're underneath a customer select account is what they call it um it's just because it's a smaller amount so that went out to bid and constellation came in at the lowest price for that so we also left in for a three year period with them at point three five one per third pretty good questions was that where you anticipated it being um cost wise yeah it went up a little bit but not far from where we were at before we we locked in a good rate the time before and having this hundred percent swing um protection it helped us tremendously compared to a lot of other schools that didn't have that

019with the cold in february yep so that's great okay helen berger yes nolan yes yes rape yes brown yes johnson yes gorman yes thanks to motion and second are required to discuss and improve the annual resolution of mid valley for classroom space for specialized programs so the the mid valley special education question oh sorry some moves i'll try it so the the mid valley special education cooperative that we're part of is in agreement with batavia geneva saint charles and kainland and we pool our resources to provide certain special education student populations that would be cost prohibited to offer in a standalone program individual districts so in central 301 we host um a classroom at perennials middle school in a classroom at central high school for the educational life skills program is at perennials middle school

020and um the new pathways program is currently housed at the high school since we're since the districts are paying themselves for the rent uh what you're going to notice is that the rent never seems to change so i think for the last five years the rent has been the same but we charge six dollars a square foot because it's just it's one district paying another district so um it's part of the cooperative to offer these services so i would recommend approval of the annual agreement thank you there'll be no movement around we won't get any buildings no new classrooms this year no nuclear everything will stay as is spring yes next motion second are needed to discuss and approve the annual ihsa renewal second so a memo was included in your board packet ihsa did

021things a little bit differently this year and director diversity would you like to speak to that for for the board okay so the change this year the reason why this usually comes a month earlier everything was delayed till april because they were waiting for their executive board to meet because they need to regain financial status because they're they've been you know uh destroyed by covet as well without all the state tournaments so they delayed the renewal based off of the approval of a three-year membership fee so those of you that have been around the ihsa these they have this about a decade ago and then it kind of got washed out when they started generating a lot of revenue from all the state tournaments but due to their deficits they instituted this three years so

022next year and it's all based off of uh school-sized enrollments so ours would be 1625 for 21.22 and then it decreases over the next two years so that's was part of the membership renewal going in you know for next year is this agreement to this so this should get them back to an even playing field and then hopefully as i'll mention later they're going to run state series in the spring to help recoup some of their deficit as well so that was where the delay came in in the renewal thank you all right yes rabe yes brown yes johnson yes yes yes yes we need a motion second to discuss and improve the gymnasium roof replacement at cms good evening um so this project um as you know they've been around for a while i

023think going on five years ago we had this project go out to bid when we did the full roof replacement at central middle school we decided at that time it wasn't cost effective to do it so we decided to push it down the line that roof is still holding strong but it is way past its life expectancy so we decided to bid it out at that last time when we did it about five years ago the price came in at eighty thousand dollars so as you could see um top roof incorporated came in under what our allotted budget was which was substantially higher than eighty thousand dollars and even cheaper than five years ago um so i'm recommending we uh open bids last week we did a scope review we discussed with them the project

024and shales mcnutt and my recommendation is to move forward with them one thing to note is they are a non-union contractor which by law we must pay you know our vendors contractors must pay prevailing wage so we can offer them the opportunity to bid but they have to follow all the same rules as far as paying prevailing wage and all the osha requirements and everything else a union contract would provide we reviewed all that with shales mcnutt and reviewed that with their owner actually came to the school preview and they assured us and we get that documentation so we're comfortable moving forward with them what's the normal procedure for referrals or references for these companies because you always hear you know you take the lowest bid all the time i know we normally do so

025part of the bid package so when we use shales mcnutt part of the big bid packages they provide five references they have to provide all their osha accident data they provide all that they provide references so we have um companies and other you know jobs they've done they've done a lot of uh government work so they've worked in municipalities and other districts so yeah so there's a process to to review all that that's just great thanks rave yes brown yes johnson yes nolan yes as long as dan's still standing there we need a motion second to discuss and approve the window replacement at cms and chs um so this this project is one that um was taken on i mean well before my time in the district where we did the front side the north

026elevation of central middle school so now we decided it's time to wrap the rest of the building so we'll complete the south elevation to more or less match the south elevation in this uh process again we uh our bid estimates it came in under underestimate and then at the same time the south elevation of windows of the existing building of the high school we've had some issues with over the last few years as far as air leakage and we've had to screw them shut and seal them so we decided to take a bid alternate to do those at the same time and again those came well under um under what our projected costs were and again a lot of these costs are up 40 to 50 building costs between metal and wood and all these

027products are substantially higher now so we were lucky that they came in you know well under our estimated costs um rock valley glass who did work on the high school edition who's you know a good vendor that's worked for the district you know many times was the the low bidder and that's who we recommend we move forward with so your recommendations move forward with the cms window replacement and the alternate bid correct for the high school window replacement correct so yes where the goal is the start of school um the only snag that the event that rock valley sees is we're doing slider so the active windows instead of the old school tip outs we're doing sliding windows for emergency evacuation and stuff that's a better design but the issue is is there's a little

028longer lead time so there's a chance those active windows won't be in for the start of school so we'll just have a fixed piece of glass in there until those come in but all the rest of the material they said won't be any issue getting it done before school starts correct correct yep brown johnson yes yes nolan yes yes yes gorman yes next we need motion second to discuss and improve the asbestos abatement related to the window replacement at cms um so one of the oops sorry i'm sorry as i was gonna say sorry um one of the issues why i believe this wasn't done early on is the asbestos piece of this project the window caulk and glazing on the exterior of these windows has asbestos-containing material so as part of this project we

029have to remove that all that all of that work will be done from the exterior we're going to seal those openings from the inside and all that work will be done from the outside so that made the scope of this project a lot better so we're going to incur a little bit of cost by blocking off all those windows 100 on the inside but it's going to save us a lot of frustration and aggravation we could still occupy the building and use the building like we normally would that is not the case at the high school the high school was built after they were using asbestos-containing materials so there's no issue there so this is just at central middle school we had multiple bidders the timing of this work is going to be in july

030so the timing of this work there was a lot of bidders that were were interested in this project because of the timing of it based on the schedule zone so we got a very competitive bid and universal was the little bitter and we're recommending to move forward with them no no they were so we use tem as our environmental consultant so tem vets them and manages the project for us they're like a shales mcnut for abatement and all of our other testing and stuff that's how we use tem environmental but it's the same exact process same references the same process yes and last we need a motion second to discuss and approve the addendum to agreement between nsn and um central this uh memo is put forth uh if you can recall a little earlier

031this school year we had a situation we still have a situation across the state and the nation regarding unemployment claims and fraudulent claims that have been coming our way we talked about that we have employees who consistently get fraudulent claims still coming from medicine although we're seeing a decline in that one of our questions became what does our contract show us in terms of having productions for secure data and any data breaches so in the memory i have language that you can see regarding the data breach language that we did submit within the addendum as we're signing this contract that we're looking for a board approval line to really put in additional protection for secure and safe data going between us and unemployment the agency that we work with we don't work with our employment

032plans obviously we hire an agency i'm a little surprised this wasn't in there already actually yeah when i read the contract uh we came forward for a renewal when i was reading the contract when i was going to sign it i recognized we didn't have a data breach addendum so i did submit with our legal counsel who then put forth uh the addendum that you see here to make sure that we were protected i agree it's been we've been with them for 12 years this is the first contract that i've seen come through so questions yes move on to information items athletic director of diversity is here it will give us an update on athletics activities all right i kind of have a lengthy but quick report um so we'll start out with athletics this

033is the final week for what i'm calling the spring one season uh football concludes friday at mchenry uh girls volleyball has had uh what i would consider a 180 season you know last year we were at the i think bottom two teams and this year we finished our regular season and got the two seed so we're gonna host tomorrow night and wednesday night and then if we win those two we're on the road to crystal lake central um and that'll be an uphill battle but anything can happen on any given day and our girls are playing really well um so on april 5th we started what i'm calling spring tour hsa's calling summer season so that's our traditional baseball softball boys and girls track and girls soccer so needless to say uh there was a

034little bit of overlap for the last two and a half weeks so a little crazy sharing athletes our coaches have done a great job uh getting the kids everywhere they needed to be so they didn't miss out on a lot of things um and wrestling started today so it's you know we're picking everything back up and you know it's a good thing like i mentioned earlier we're gonna have a state tournament for all the sports except for wrestling i do know that the uh wrestling association very similar to kind of summer baseball they're going to try to put on some sort of a state tournament as an individual aspect not so much a team so that way those those wrestlers that are committed to doing those things that need those accolades can partake in that

035as well it's very similar to the frosh soft state that they run every year they're just gonna offer it for juniors and seniors this year as well um as far as masks you know we started on april 5th and you know it was it was a big task you know having these kids run play baseball catch throw do all of these things uh fortunately on april 12th the hsa executive board met with their smack committee they they came back out with the new mitigations from idph which allowed all all of our spring athletes outside when they're engaged in activity they can take their masks down so in baseball softball where they're on the field of play the masks come down as soon as they get to the dugout masks up track when they're engaging in

036their activities practice competing masks down back when they're talking with their coaches or team camps masks up uh wrestling anytime that they're engaged with another wrestler the masks can be down due to safety considerations and then anytime they're on the bench and everything else the masks have to be up so they're starting to recognize i think you know outside versus inside and some of these things in safety which is a good move in the right direction so and i can tell you our athletes and our coaches are very happy with that because it's definitely not easy when your distance runners are outgoing or you're sprinters and doing those things so that's a good sign as far as spectators as a conference it's really hard to govern how many people enter a baseball field or softball

037field because it's not like a football or soccer stadium where it's totally fenced in so we've mapped out the areas for the dugouts to extend the space needed for the social distancing and then we're just encouraging all of the people that come stay within your own household unit social distance from the next family and we're just constantly promoting that we also realize that it is an uphill battle as to try to govern adults when they make a lot of decisions on their own and our main focus is the kids so that's where we designated extended dugout areas so like for example uh working with director polloway we went out to girls softball our dugouts could only hold technically six six people so we we snow fenced off the back part and took the bleachers so

038now they can extend out and go up here to the bleachers and now our fans have to be down the right field left field lines in the outfield so it's so far it's been working just fine so that's kind of the sports update moving into the next realm which is fine arts uh april 9th through 11th we aired our our high school play clue and you know give give kudos to ms heckman and mr billin it was a great production i know she's disappointed because we did not get the viewing numbers as she was hoping but i thought it was pretty awesome considering it was a high school production you know and you watch it and you know you think of the old original clue and then you see the newer version you see our

039kids and and i thought it was an exceptional piece given the current times it was very well done yeah i sold my membership to many other people but it was it was an excellent program yeah and i thought it was a cool added piece that you could start it pause it and then just come log back in and finish watching it later so you didn't have to sit through the whole thing if something else comes up too so it was it was a nice uh added piece to see hey something else now in the repertoire if we have to do something in the future as well i do know they're working on the musical and trying to finalize script and those types of things right now so more information for that coming later another fine

040arts update is banned at is working to try to set up some sort of an outside concert we're working on you know levels and nights and all of those things so information will come as as that planning you know gets solidified there uh the biggest piece that i entered into the board packet was our academics as you can see every year we compete scholastic bowl our math team and then our wise team and we usually pick one of those board meetings and recognize those accolades because there are so many individuals so i'll focus as a team and then as you guys review the board packet you can see the vast amount of individuals but there's a couple things i wanted to highlight i know scholastic ball last year we finished a little higher in the

041conference than this year but i think being covid it was all virtual so talking to the scholastic bowl coaches they said it's just not the same whereas you know the pressure of sitting in the room having hit a buzzer there's a lot of delay so you know it was really hard to see okay who really truly buzzed in first but you know they got their competition season in and then coach cenove's preparation for them allowed us to do a 180 because then the ihsa came out and said for regionals you're in person so now you spent two and a half months all virtual competition we had two days of practice to gear up for an in-person regional and we took second in a regional that we did not anticipate making it out of the first

042round because you know there's no classifications like in sports it's big school small school you go to this area it has no bearing so you know we lost to a you know an 8a type school if you're looking at size but we took second so that was it was a great season for them um and they learned a lot about their kids and everything else in regards to virtual training versus in person and it also helps because we were still able to do those practices when we had snow days or couldn't be attendants because they're virtual so now they have that avenue for future if we have bad weather they can still continue to work on things uh the next one was our math team in the past our math team was pretty much it

043was a conference team you competed one or two times within the conference and that was it well we had we had a new sponsor come on board mr palmer this year so we still competed in the fox valley conference for the second time and we finished third well mr palmer said i want more for these kids so he decided to do the research and we joined the illinois council of teacher of mathematics contest so it's a whole nother regional piece with batavia geneva st charles all the schools out in this area to get more competitions in so i'm like fine let's do it so we jumped in knew nothing about it and our team finished second in the regional so you know pretty awesome and now we're going to get into other competitions because what

044he found out is batavia hosts a competition on a saturday i'm like all right fine let's go you know so it's nice to see that that building and developing as well uh the third one our wise team which we know always gets tons of accolades you know finished first in the regional um i did not get a team place for the sectional but we qualified an abundance number of kids and unfortunately due to spring break the timing of when the test was administered spring break we still haven't gotten the final state results so hopefully they're coming within the next week or so they said but as you can see on may 3rd we're going to we're still going to conduct our annual academic banquet at elgin community college granted it's very restricted you know 50

045people that's it they're following all the covid precautions for everything that is going to take place that night and we're still working with them to see if we could do some sort of a virtual telecast for the parents that can't attend and so forth and so on with that event but uh you know it's kind of nice to come and finish the night with with the academic piece and all all the things that our kids have been doing and we're looking to continue that into next year so questions congratulations yeah great job thank you next we have the in-person remote learning update uh dr stern dr mangan well i had my um had a meeting with the king county health department today and received her siren reports also from the state today on our coveted

046updates some of the news um is promising in that they're reporting that 53 of individuals 18 and up have received at least one dose of the vaccine and right now they're going to start more of a push for 16 year olds and 17 year olds to become vaccinated and right now it's been by appointment only but they're in the near future they believe they will start accepting walk-ins at the clinics in aurora and batavian elgin um hopefully as more vaccine becomes available there's talk about the trials that are going on right now with vaccines for children and where they're at there's there's some belief that it's very possible that the vaccine that's now being offered to 16 year olds will be scaled on back to even 13 year olds so that could be something that

047could be coming out in the near future as well again they're really pushing um for the vaccination clinics to continue to move forward one of the one of the issues that our school districts in kent county are facing and that we we share our concern with the king county health department is that we're allowed to have three foot social distancing in the classroom but when it comes to contact tracing uh due to an exposure we have to contact trace six feet so we've been advocating that the contact tracing matches the social distancing guidelines for the classroom but right now it doesn't and so what that means is that when we do have a someone who comes to school ends up becoming symptomatic we have to contact trace 48 hours um deck so if they come

048to school if they develop symptoms on a friday we have to contact trace on thursday and wednesday so what this means though is that we have a greater number of students now that are being quarantined due to potential exposure and i know that's that's causing some frustration we've shared our frustration as well but with the health department but unless things change with the guidelines of idph in the health department those are the rules that we must follow so that's an area that we continue to deal with school districts around our entire county that's a 10-day it's not a 10-day quarantine because they the reason why it's a 14-day quarantine is they offer a caveat that with testing um after you know at the seventh day then you could end your quarantine at the 10th day

049but you can only end your quarantine at the tenth day if you can guarantee six foot social distancing and their classrooms aren't set up for that so yes so they say well this is a possibility but it's not real a realistic possibility because we don't we don't have the space to allow for the six foot distancing for those four remaining days and then you can go back to the three that makes absolutely no sense sorry um well it's we've asked for some data and you know we've asked for research on it um because we we have some information as well but the issue is that we know people are going to become more frustrated because again you have you have your classroom which is allowable three feet contact tracing is six feet that it doesn't

050doesn't match so um and then the whole return from quarantine we'd love to be able to return people from quarantine after 10 days with testing but we can't do it realistically with the six foot social distance so what's the next stage then they it's just the health department advocating with the illinois department of public health until rule change comes through right we're obligated to follow the guidelines of idph and isb so we we in other schools have made representations and then how do they give you any time frame for response or hold on we've been asking for this for four weeks probably at this point okay so nothing has changed yet so i don't give you any promises to say we'll come back to you whenever they'll say yep so anybody listening out there so

051pick up the phone to your congressman or yeah right yeah add some sanity to this process please i mean the bottom line is from the very beginning we've we followed the guidelines of the idph and isb you know from and we have to continue to follow those guidelines but at the same time we can advocate for for change that seems realistic well i mean certainly the logic should apply it right so yeah so those are that's the that's the issue that we're facing right now so it's got to be more difficult for students and teachers and you don't have the remote options and now they're out for all of those days so it takes us to next year right so as we continue to look at where we're at right now and we continue to

052look at the guidelines being provided to us by the illinois state board of education in conjunction with idph in kane county you know our goal is to get again all kids back as quickly as possible in person following the mitigation strategies that are put in place by our government officials so as we're looking at one of the challenges is right now the guidelines allows us to bring off back all students in person which is our expectation for next year with the exception people who have a medical designation if they come back with a medical designation at the 6th 12th grade level our assumption is we're going to be doing a via a software program at mentum which we currently use with some of our other students who sometimes have trouble getting their credits to graduate

053and at the elementary level we'll probably do remote teachers depending on the number of students we still haven't got the guidelines in terms of how many students is that that's going to make up a classroom we have to look to hire multi-grade teachers it really will depend on the number of students that have medical needs for this year i think the three weeks is our third year our third week coming back the tuesday town hall has been very positive we did ask we did not have the opportunity our elementary group was very quiet last week very very quiet i think they were just getting awake we moved their time frame to early morning and so they were getting ready to get their school going and lots of things going but our high school staff and

054middle school staff said they really appreciate having students back a lot of energy students were very excited sometimes getting strategies back in place for school how to do school back in place was a big challenge so how do you get them kind of wrangled back into classroom management the strategies of what you do inside of a full classroom maneuvering within the hallways keeping their mass up not covering down below their nose just kind of implementing all those strategies but overall very very positive i think teachers are excited to see the excitement i know annetta bliss you know she i love her because she just gets so excited and she made a comment about she was just so excited to see the kiss she was taping them talking and interacting and communicating she was so excited

055about it so it's awesome to see that kind of excitement from the staff and being just the third weekend full-time and really having to reestablish what school is has been a challenge especially at our elementary school level so kudos to our staff again for the work that they're doing and the adjustments and the flexibility that they're showing and for our students i'm sure it's hard to be here all day especially at the k5 they had half day for so long now they're extended to the full day but i think everybody's doing their best and i believe we're doing a great job for our students here in central 301 so kudos to the board for allowing us to open at the beginning of school year and continue to progress as fast as we can so the

056first friday after we opened i made it to all seven schools on that friday and it was just just a different vibe having been in all of them the friday before break to check in with teachers and kind of see how people were doing and to dave's point at this thing i didn't want to say anything done but you know they were all very appreciative and it was like they were throwing back thank you so much eric we really appreciate the board doing this and so that was the feedback that i got from all them too but especially the fifth day and it was great to see like a relatively normal number you know i went into a couple i went into a kindergarten class for me to my fourth grade school is to kind

057of see what the little ones were doing and how they did meeting new friends right because they know these other kids presumably in the first half and then at the middle schools in high school was really great just to kind of be in the hallways during passing periods and just see it you know depends on swinging a little bit more in the direction of pseudonormal well i think i think it was dr hogg who said this to me i was talking into the principles and seeing how it was going and i think he said it's just so nice to not hear that silence because when it was you know half of the class there it was so quiet and the interaction just wasn't the same as when you finally get that full class in place

058and everybody's talking and meeting up with their friends and the conversations are much more rich and so much more collaboration going on that it's very very exciting you're starting to see a sense of normalcy come back for our students and for our teachers and that's always a good thing how's transportation holding him investigation is doing a good job i mean they did a phenomenal job for us over spring break all the way to the bitter end until sunday night i swear they basically rerouted the entire district they did have to much of the district to make sure that we could get the students on the school bus and stay underneath that you know 49 students plus the driver so the 50 marker but they've done a phenomenal job of managing that plus bringing back our

059remote students at the middle school level and our high school to do testing that's mandated by the state of illinois that has been exceptional and they're yet up against a challenge for the elementary group now so big kudos to translation she's done a phenomenal crown port on her team have done outstanding well done to everybody and holding up very positively yeah all right next we'll review the proposed changes to the elementary school handbook good evening board of education we have three major changes proposals for the handbook at the elementary level the first one is for our cafeteria which is an updated payment procedures which is the rationale behind it is district-wide change in lunch payment program so we are going to be using a different payment program that actually is going to benefit many families

060if they have multiple students so that's one our second one is our visitors section where we are going to be updating our current idph symptom lists where we will be removing congestion or runny nose and nausea and our third one is as dr mangan just stated for next year the change in the ab schedule our am pm schedule and full time remote for next year full remote will be for medical exemption only based on the current guidelines questions thank you thank you thank you dr schreiber next we'll review the middle school handbook good evening everyone um we have a few uh changes this year almost all are subtracted just to get us back in alignment with our new practices as as the pandemic has has eased the first three are found on page five uh

061two under attendance policies removing language um because we don't have an a b hybrid schedule any longer so that is not applicable um we are only either in person or remote the third one on page five is steps to follow and absent from school once again pulling some language out and rewriting that language because the old language implied there would be an a b schedule and that no longer exists our next three are found on page six and these are language cleanup items the first item is for some reason last year there was not a number four so we just re renumbered things um second one is steps to follow and absent from school again clarifying language tying that language so that the reader goes directly to the appropriate section under makeup work during absences

062and the last one on page six there is again cleanup of language getting the article a in the sentence uh the next three items are found on page eight school arrival and departure um if you recall we moved up our school day this year uh to coincide with transportation so we are anticipating that we will go back to our normal start time of 8 12 which means students would arrive in new orleans 7 45 that would also then impact the next item which is parent pick up and drop off again updated office hours 7 45 to 4 pm for drop off of materials and then the third one on page 8 is similar to what dr schreiber said in our visitors section correcting symptoms language for their report removing congestion of runny nose or nausea

063to align with idph symptoms the next two items are found on page 10 and 11. these are updates actually from the food services department of new payment procedures that are in place and these are changes district-wide to our lunch program following that section then on page 11. and i apologize for the the memo it's actually page 11. the new lunch prices going into the 2021-2022 school year then the last item it's actually an item that that we missed from last year it was it was in play solved last year it wasn't updated in the handbook it's um it's removing language uh regarding our interventions and special education courses rationale here is that reading intervention is now taking the place of an encore course which is worth half a credit um self-contained special education math and

064ela take the place of regular education math and ela for students and that's one credit so we just needed to align that so that we were stating students got the appropriate amount of credit and that covers the middle school questions you have thank you dr holmes thank you next we'll review the high school handbook changes hello thank you for having me here tonight for the high school we have a few um that are on here listed for more major items the first one is going to be in our table of contents we'll be removing the duplicate dependencies we don't need it on there twice um on page two and seven uh we are going to update the ap name i don't look much like terry stroh so if we could get that updated uh page

06520 we are also echoing what the elementary and the middle school are doing and um the verbiage is the same so we'll be updating our cafeteria to make sure that that language is correct the next one is actually on page 29 on the visitor section we still have some symptoms in there that are listed that are no longer valid so we will be removing those on page 30 also echoing what the middle school is said we will be removing the language about a b hybrid as that will no longer be valid on page 32 under excused absences uh we just add a little change in how that was worded so it was clarifying the language for the reader it read that it was directly below but when you're changing pages that was a little confusing

066and then our last major change is on page 39 in driver education there is a paragraph that is no longer valid we require students to be 15 before the first day of class and do not have any rules as far as behind the wheel once they have their permits and they're enrolled in the class they are allowed to drive there are a lot of other items listed in the memo a lot of them are grammar spelling capitalization i didn't think you would waste all of your time for that but if you have any questions i'd be happy to answer them questions thank you mrs ferrington all right thank you all right next we have uh some new board meeting dates for a 21-22 school year so um typically the board meets on the third monday

067of the month i did share the 2021-2022 board meeting dates with our incoming board members so they have those and then just part of information the board packet those will be posted to the website um as well for the community a couple of dates are highlighted in black sometimes in september we have to move the september meeting date a little bit later in the month because the budget has to be able to be on review for 30 days before it's acted on but in this case there are 30 days between the august meeting september meeting then um we also move the the january and february meetings to the tuesday uh because of martin luther king's birthday and then president's day as well so i'm assuming that we're still going to have this live on youtube

068so that the outgoing members could watch it we'll still be able to be live stream you can join us thank you all right that's all we have for tonight's meeting we need a motion second to adjourn going to the executive yes
