mandy can you take roll call brown yes johnson yes killenberger yes nolan yes yes rape yes gorman yes here now we need a motion second to approve the agenda for this evening hey brown yes johnson yes helen berger yes nolan yes pennar yes raid yes gorman yes please join us to the flag of the united states of america and to the republic for which it stands one ancient undertaking indivisible with liberty and justice for all all right thanks everyone who came out and everyone who's viewing in the comfort of their home too um dr stern any visitors i would like to thank um steve diversity and dan polloway for being with us tonight from the administration and uh for mike schmidt who are going to recognize also we have our auditing firm here and we

have um our president of the ca vice president ca happy to announce that earlier today that the cea ratified the the two-year agreement that the board will act on later in the meeting so congratulations there's no public comment so we'll move on to mr mike smith all right we're here to recognize a distinguished honor for one of our coaches who's been a lifer in 301 and that's uh mike schmidt on september 13th it was a sunday afternoon i got a phone call saying from jim akins hey give me a call as soon as you can that's never a great feeling when you get it at three o'clock on a sunday and i call them up and he goes i have great news for you he goes mike was just inducted into the hall of fame

or voted to be inducted in 2021 i'm like wow that's fantastic so we were kind of sitting on this mike found out that day and we were waiting for all the press and everything to come out but a little bit about the illinois high school cross country and track association there was 40 coaches nominated on only six pick this year and you guys saw in there the little bio that they put in there about mike and his lineage here in 301 not only as an athlete but as a coach but one thing that didn't make it in there which makes us pretty special to work with a coach like mike is over the past six years with his fundraisers he donates so much back to the community in a range of over twenty thousand dollars

to our families and that's what makes mike such a special coach and we're lucky to have him on our staff so on behalf of the board the administration we wanted to get you a little bit of an early induction plant because you're going to get yours in january if they have it at the banquet but on behalf of all of us congratulations and thank you for all the hard work uh thank you i really appreciate it um yeah looking back this is my 31st year i'll be coaching track and i ran track at central uh before that but just a little bit more about uh what we do is um it started with trying to find something to motivate our kids to think of something bigger than just track we wanted to get them to

strive for excellence but also to learn how to give back to their community and for the less fortunate and it started with a young boy who had brain cancer in huntley actually about seven years ago and then i decided um you know we need to look around in our own community and see if we can find a family in need and the buck holds family i think everybody's aware of uh we basically for four or five years raised money for their family for their child riley who suffered and eventually passed from brain cancer and made him a part of our team for a long time and had him come out to a special day you know and have him in his wheelchair kind of interact with the boys and run relay races and things like

that as best he could and then the last two years we've had another special situation in 301 where we had a track athlete in the middle school evan milbrant who was paralyzed and he's the same class as my son they ran together in middle school and it's a great family and also a family in need so we've kind of adopted them over the past couple of years and like i said when you know when you establish a culture of of a track program and of winning to really motivate your athletes you need something bigger and when they see that there are uh kids out there that are less fortunate than them um you know it's it's running so it's usually never a big crowd there or anything but but we can put those kids in

our hearts and really help motivate our kids to go above and beyond is really helped take our program to the next level but also for our kids to have these wonderful life lessons to give back to their community and to the less fortunate so i'm very proud of that and um like i said before in the in the paper when they interviewed me that this is really a program award in basketball and some other sports the head coach really has a ton of control but track is one of those sports where you need really good assistance and uh if there's if there's one kind of good quality i think i have it is picking good people to uh be around me and uh help make my program that much better and i've got some just

phenomenal assistants including jim atkins who's also in the hall of fame and john pollock my distance coach who was recognized as the assistant coach of the year in illinois track two years ago so very fortunate to have the people i do and it's a program award but also award for uh central high school and our track program so i appreciate it thank you so much for the recognition it's not why we do it but at the end of the you get towards the end of your career it's kind of a nice thing so thank you very much congratulations all right sheridan jurgensen is here with edward casella and company to present the audit well good evening my name is sheridan i'm one of the uh partners at eder cassell and company um so i just

wanted to spend a few minutes and go over the results of the audit this year uh just to start off a few things that we're kind of required to tell you that's in some of the documentation you have but there was no deficiencies so we had no issues as far as internal controls or any of the processes that are done through the business office we spent a lot of time testing that making sure that that um not only people following policies and procedures but making sure actually sitting with them and making sure that that's being done and so uh we had no issues with that uh dana and her staff just did a great job this year with the audit just having everything ready for us and getting all of our questions answered there's a

lot of them and i'm sure she's glad when we're gone so um there's also no uncorrected misstatements so anything that we found that we felt needed to be corrected which there was nothing material or anything really significant that i would point out but if there was anything that we found we did correct it so there's nothing that's been uncorrected after the audit and then there was also no new accounting standards that took effect this year so kind of the audit report that you're seeing is very consistent as it has been in the past there was supposed to be a new standard everything got kind of pushed back with covid so their standard that would have brought all of your activity funds into the education fund is postponed until next year so you'll see that starting

next year so as far as the audit report the first thing in the audit report is our opinion and that's kind of what you pay us to do it is a adverse opinion which according to accounting standards just means that the report is not up to accounting standards however in the state of illinois they allow you to report on a regulatory basis of accounting which again is in accounting standards but is allowed in illinois and so you have an adverse opinion so just so it's a clean opinion based on regulatory um but they're just saying it's not up to accounting standards i would say probably still there's probably about 50 percent of districts in illinois that do report this way so it's not unusual a lot of it i think depends on your location north

shore chicago area seems to have gone more what's called gas b34 full accrual which is fully up to standards out here and downstate is typically just regulatory so a couple things i wanted to point out on the financial statements on page six you will see the balance sheet which shows your assets liabilities and fund balance for each of the funds one of the things we look at is your cash reserves on hand at the end of the year and we always recommend you have a minimum of three months and then once you get to the other side once you start to get over 20 24 months that's when you start and start to see tax objections so your education fund was about at six months operations and maintenance was at 10. transportation was at 13

and imrf was at 12. and so you're right in that range i will say there is kind of one caveat to that is since we're reporting as of june 30th it does include all of your early tax money so those numbers are a little bit inflated so if you were to take those out those would be lower so um just figured i'd point that out and on that page too on the bottom you can see under fund balance there's the designated line those are your early tax money so you can kind of see what it would be without having those in there so we're about seven million ahead than what we should be so yeah so your fund balance is about seven million seven point four million if you exclude the property taxes okay because

that's the early taxes okay yeah then on page eight this shows oh 14 is the early tax so we're above about seven million so seven million would be the true fund balance without correct on page eight is shows the revenues and expenses for each fund and you can see overall there was a net increase of about 186 000 for the year and you can just see the various funds and kind of how they ended up over the year uh o m did have about a 970 000 drop but i believe that was planned for and um so so that is why that is that the other thing that we're required to do is um to perform a single audit which is a test of all the financial uh federal awards that you do get and

so we have to do compliance testing to make sure you're complying with all the grant requirements and we had no issues with any of those so that all came back clean as well then the final thing i just wanted to point out was we also have to submit the afr to isbe and that they calculate your financial profile it's on a scale of zero to four and this year it's a 3.9 which is in the recognition category so that's good so i will open it up if you have any questions now you mentioned the difference between the different accounting practices in the north shore and then out here what's just the top-level view what's the difference in what's the pros and benefits of each um i would say most regulatory districts the reason they do

it is because cash basis tends to be very easy to understand once you start going accrual basis it's not just based on what money is coming in and what's going out it's what's due to vendors what is expected back from the state and that's what gets recorded so it's not as easy to understand there's also more significant cost associated with it going to accrual the report you would find out is about 50 page longer there's just a lot more adjustments that have to get made etc so that's the downside i guess the good side is if you did have delays in property taxes if you had delays and state monies those would be recognized even if you hadn't received them so it kind of smooths out things a little bit year to year which i

think is why some districts like it better but again it's more of a preference thing so revenue recognition on that basis okay on accrual yeah so we have to record anything that has been that is due to the district as far as so anything that will be received it's normally 60 days after a year and so anything that is expected from the state within 60 days of your end is recorded as a revenue i mean essentially we're actually we're internally managing it on accrual basis anyway right i mean you know what's coming out yeah i report out how far we get behind in state payments but if if it was june 30th i would have to if we were two months behind or two quarters behind with state payments i would have to record that

as revenue on to our onto our balance sheet which truly we don't physically have in our hand yeah um that was that it's just a tiny thing so basically i'd make an entry and then it would reverse out for the next year's audit and then on the other side too if you have expenses that you've already committed to pay and you've received an invoice for it just hasn't physically been paid out those would be recorded as accounts payable at the end of the year even though the cash hasn't gone out yet so those are the big elections to do that yes okay yep you just file it with the state um so okay yeah there's any reason why we should but any other questions all right thank you very much thank you all right sounds

good so we're going to move on to action reports from the consent agenda so i'm watching a second record and include the consent agenda okay johnson yes helen berger yes nolan pennar yes raid yes brown foreman yes revenues and expenditures are in your board packets revenues are currently at 39.09 compared to 28.01 a year ago expenditures are at 15.80 compared to 17.32 percent a year ago district received impact fees of 114 824.67 for 24 new home starts and transition fees came in at 16 000 515.02 the bills payable reports normal for october included in there are a bunch of refunds that were owed to country trails and hbt families for some field trips that did not happen last spring and then we got through some of the senior lunch refunds and people that have moved

out of district um we still have more um lunch refunds that we're working on so those will be next month and then um etta casala sheridan was here and she reported the board so tomorrow or wednesday i'll take the reports and get them all signed and deliver them to the roe and kane county tax extension any questions for dinner all right we'll move on to the audit motion in a second to discuss that and approve second are there any further questions other than thanks to dana who clearly is doing a wonderful job and making you know oughta come up clean so thank you very much we agree yeah thank you just to clarify for the o m that was negative 900 we were intentionally trying to reduce that fund balance down so that's why it

was kind of right where we had anticipated a little bit more i think we were doing 600 000 so there was a little bit more of a deficit than originally but it was intended so all right mandy kellenberger yes nolan yes yes raid yes brown yes johnson that's gorman yes all right exceeding motion second to discuss and approve the donation of 600 um from the illinois foundation ffa for the state winner last summer so moved second three fundraisers and community events from uh project dance and a fan fest and then bags for events and um the donation will help continue their efforts and hosting events and activities that benefit the school and the community and hopefully we can get back to those type of those type of community events soon all right maybe all right

nolan yes henry yes rabe yes brown yes johnson yes killenberger yes gorman yes next motion on secondary to discuss and improve the resolution open a new checking account old second bank second you know this was um brought up in information last month basically just seeking approval to open up a separate checking account for northern kane to keep it separated from our central 301 accounts we have a resolution and the new account forms signed and then the signers will be dr mangan dr strong and myself all right yes brown yes johnson yes helen berger yes nolan yes gorman yes the next motion second to discuss and prove the veterinarian affiliation agreements well these were in your packet last month as well for information and it's really just the affiliation agreements that we do on an annual

basis now for our veterinary program so we're just asking for approval to be able to partner with these veterinary clinics there's 18 18 that are coming forward this month there may be some additional ones coming forward in the future as well and some of these look new how many new ones did we get this year compared to last year we only got three new ones those are all readings did they all resign yep no we do we have something there that have not uh resigned this year at this time they're waiting it out to kind of see where let's see what happens yeah okay as far as we know the experiences that they all have are students so far the experiences have been exceptional and partnering with our students but it's just the covet situation

that has helped them off in terms of moving forward and they're from their standpoint of liability issue right uh i think it's more some of the clinics have partners that maybe have some health issues they don't want to bring additional people in so we have a multitude of reasons why they're choosing to hold off at this time yeah i've heard good feedback from the community on that that the vets have enjoyed it and kids have great amber baller and izzy castillo are doing a great job of getting all of our current vet students placed into internships so most of them are out there already working in their externship opportunities rave yes brown yes johnson yes killenberger yes nolan yes henner yes gorman yes next motion second i needed to approve the donation agreement between chroma

and central 301 for the glasses again this memo came forward last month uh this is in chrome glasses for colorblind students elizabeth codd who's a teacher in our associates department had the opportunity to get these donated six pairs of glasses feel strongly that it would be something that's misrepresented within our high school students that many male students are uh blind and so this is an opportunity for them to experience color the way they should see it sorry mandy brown yes johnson yes helen berger yes nolan yes penner yes rabe yes gorman yes lastly motion and second to discuss and approve the donation of 500 from the king county farm bureau for participating leading various agricultural community events dana do you want to trust us you want me to take it um central high school ffa

got another donation for 500 this time from the king county farm bureau um it kind of stemmed from mooseheart ag days the doing the booth at the king county fair and then touch a tractor day so this is an annual award that the central ffa has been given and then it just is basically going to be used for school and community events going forward good johnson yes helen berger yes nolan uh yes nr yes rabe yes brown yes gorman yes move on to information items update for the in-person remote learning status well i think we have some good news to report and dr mongan will talk a little bit about the survey that's out but we were successfully in our eighth week of on both in-person and remote learning guidance continues to change from the

state in fact on october 13th on october 13th there was a change in the exclusion guidance that for the testing where they said you could not you could no longer just rely on an antigen test that you had you rely on a molecular test so the new guidance calls for an rt pct pcr test but really any type of molecular test would count that said in a conversation that i had um earlier this afternoon with pat del santo who is our regional superintendent of schools she indicated on a phone call that she had with with the state board of education that the federal government is going to be providing on the states and illinois um test molecular tests and we would receive guidance hopefully dr nzk with the state will sign the doctor's order for

us to be able to use those tests in the schools we're expecting to receive our first batch of 8 000 tests in king county in the near future with more to come before the winter break so um you hear different talk if you were listening to the news at all uh it broke i believe on wgn earlier this afternoon that that dupage county uh was recommending um going fully remote we had this discussion that was part of the reason why i was talking with the regional superintendent and with the king county health department as of last friday and continuing today king county is not taking that position currently in fact barb jumpers the executive director of the king county health department confirmed on friday what we know is that um schools because of what we're

doing in schools that's not where the spread is coming from spreads coming from the community and the largest jump um is not school-age children it's people in their 20s so if you saw the report that i forwarded to the board um 40 of on the cases in the month of september were people in their 20s and it's because they they want to go out people are tired of being down so we're doing very well um we do have some students and some staff out due to symptoms um and due to some positive cases but we monitor those and doing contact tracing and we don't have any evidence of any spread within our buildings at this time which is good news um we'll continue to move forward with with education and we're we're happy to continue

to be in person uh to the greatest extent possible dr mogan you want to talk a little bit about the survey i just want to add that what dr stern just said means that we can't do that saliva test that we were hoping to do with the u of i uh that will not be a test that would be approved and so we'd have to go in a different direction uh that's the reason we're looking forward to maybe getting tests provided to us by the government and it was told that the molecular test um that there will not be a charge for it as well because i asked about that how does that work then who who administers it and when our nurses would would be authorized to administer the the swab right and then

it would go to the lab and we would get our results and this is a this instead of people going elsewhere to get the test done right you would bring it in-house basically correct and it's these these packets are being sent to the states they're they're really designed for um first responders um health care workers and then schools both teachers and students so there is that we we send it off to the testing center right um does the response come back to us or does it go to the to to the individual the response goes to the king county health department and it would go to the individual right and we don't see that no but before before someone's cleared to return to school they have to provide evidence of either alternative diagnosis that rules

alcovet uh by a healthcare phys a healthcare worker or they have to provide that that negative test result okay good question so we don't have any any privacy issues really was really my concern there we don't have what these privacy issues no there's no privacy issues because everything's above board yeah it goes to the health department through the individual okay and what would be the requirement for us to take test an individual if they have a symptom and they have any symptoms show up to school have a symptom we can make the determination they can either choose to do the test within our school system or they could choose to go to another healthcare professional whether they're not majors to just be out for the exclusionary period so there's a finite number i mean if

there's eight thousand for the whole county there's how many schools in the county or how many first responders and okay so we'll end up getting two hopefully we'll get more than two yeah i'm just a sort of matter of interest i mean how many do you think would be would be likely to administer over a month i mean just is it likely to be two or is it like to be 100 based on what we know right now well based on based on our common experience that i mean yeah based on what it is what we're averaging around in the various districts because you remember if you have one symptom you have to be excluded right so you could have 150 to 160 i would say so okay to do it properly yeah okay in

terms of the academic side of this hybrid elements we did do a survey out to parents and are asking them to fill a survey out by this friday giving us their choices for a semester too if we did not hear from them we will automatically put them in where they're currently existing to date we've received about 1500 responses from parents or about 34 of our student bodies have responded back of them very small numbers are shifting we only have about 76 students going from remote back into in-person learning but we have 62 they're going from in-person learning to remote so it's about a 50-50 split the the champ spread across chromosome chron's k-2 early childhood to 12th grade so the challenge will be how it impacts inside each building so we're monitoring building by building

as we get closer we'll be communicating with principals we'll then communicate with staff as we look at trying to make those adjustments i think for us um the pattern right now is we're about five weeks into instruction because remember we asked for the first two or three weeks to really be about that social emotional learning and to take the time to get to know your students build that relationship so that we can get the buy-in from those students and have them help them kind of reacclimate to doing school we're in week eight so that means about five weeks in some of the things we're hearing is there are students that are failing at a higher rate than usual so we're going to have to pivot a little bit and we look at what's going on

are there some interventions some things we can put in place what do we need to do for different strategies so some of our work moving ahead will also be dealing with okay how do we make sure that students are as successful as they can be what things can we put into place what protocols can we shift uh listening to the teachers to see what uh they're up against some of those challenges that they might be seeing engagement of course for those students that are remote only is always a challenge it's how do you engage them in the process even without spending that time up front when you don't get that face-to-face contact with those students it's really difficult to build that relationship that's needed for those students to really want to do the work for

the teachers so how do we pivot to help our teachers kind of re-engage those students that'll be some of the work that we'll be doing maybe in ccc some subcommittees working in school improvement teams maybe site-based learning teams at the building level to see if there's some ideas out there on how to improve that but overall i think it looks at this point we only have four days left at this point it's almost a 50 50 shift which is good news i just don't know where it falls into by grade level we'll have a better report for you than export me the next director is here to give us a billion runs update hello um so last month i spoke about the issues and what we had going on at the high school with that

roof we got the bids back um and we did that process through the omni us communities so we didn't have to publicly bid that uh roof coatings is something that's were part of that purchasing co-op so we're we're privileged to be able to go through that process and not have to do a public bid so we had five vendors come out and bid on that and that that came in um under budget um so we're looking at moving forward with that project to get that done so we don't have any further issues with that gym floor in the music room um so the gym floor is uh completed up to paint uh we did approve moving forward with new bleachers so new bleachers are getting installed as we speak and will be done this week

like we talked about last time we used this opportunity to upgrade lighting paint the gym kind of get the gym because of this situation that allowed us an opportunity and then with not having students and athletes in there gave us an opportunity to get some needed upgrades done in there so that's going to be a great space so painting of that floor will commence next week and then in the next two weeks we should occupy that and we'll start using that again for classes um as far as staffing wise our department now is we hired a second shift uh facility supervisor so we filled that open position uh mr nick demius started a week and a half ago um to aid our our staff with supervision of our second shift custodians um he's doing a

great job uh he's participated in the hls inspections which we've done over the last two weeks he has a lot of knowledge in in the custodial industry so he's going to be a great asset for our department um and then we're just down we're interviewing still for one open custodial position midday position at central middle school and then we had a second shift custodian resign to move on to another opportunity so we're in great shape we're covering all of our needed openings our staff's working hard every saturday we're continuing with disinfecting every building so besides the extra disinfectant we do during the week staff is working at every building every saturday to make sure we're keeping up on that hls inspections i mentioned we came through all of our buildings like they do annually we

walk with them with the building administrators and dr stern got to meet them and and he talks very highly of our buildings our buildings look great their everything's up to up to where it's supposed to be expectations we work really hard to make sure that as they bring things to our attention we make sure we address them um so we're in really good shape there um and i think that's about it any questions about anything can you address the how you're covering the custodial staff the mid-days oh so so the the staffing so we make sure we we've allocated overtime for staff so any whether it's an absence or we have two floaters that work on the night shift and then we have a day floater so we have three full-time sub positions that are

utility workers so they if they're not subbing as custodian they may be cutting grass they may be painting so we're utilizing them as well as our supervision staff will help out whenever needed if we have to help clean you know at some point for a shortage every one of our positions is covered we we don't let a position go uncovered so we're we're in in great shape this year in that that respect an hos inspection that was health life safety okay hl yeah that's our hls sorry that's our annual inspections with the regional office and we received a clean report for all of our facilities yep minor minor things that they they come across as far as you know decorations lighting you know scent things things like that but no no major no major revolution

received clean reports in the past as well correct yes yeah typically i'm not saying that this was an abnormal year we we always do very well on those okay good now good to hear yep we talked in previous sessions about the whole process of sort of identifying um items that need addressing by the using the ticketing system yep are we putting some any kind of reporting system in places we can actually review review any data we can't that that all that data is logged in school do it so we can pull reports by by building by by issue or whatever we can pull those and provide those i think it would be helpful if we could sort of publish something out there or just circulate something so we can just keep an eye on it

because obviously sort of claiming this is the heart of success in this in this case we also received the health life safety reports themselves that showed that we're uncomfortable correct i'm not talking about the top of the internal tickets in terms of yeah just making sure we're responding to those properly yep yep we can definitely provide that i mean it it doesn't really matter how many tickets we have this question of how we responded to it is really the issue right so and like we talked about last month we're making sure that we're utilizing that system to its fullest so that's a great communication tool with the teaching staff and building administrators so we're making sure we're putting feedback on those tickets and nick's been doing a great job with that a lot of those

he's been following up with himself so he's he's very versed in that system too yeah absolutely again on the base as long as people are using it as long as that's the only place that things get done we can then actually we can sort of work the data on it and just make sure we're heading the right direction so correct other than that great thank you thank you any other questions awesome thank you thanks all right we got next quarterly for you from here yes we did so this is a quarterly form that we received and dana did set up a spreadsheet and it's already been responded to so thank you dana for taking care of that it's nice to have an element of normality isn't it at least one night on the list right

all right next we just need a motion and second to journal concession and go on to executive session seven seconds got it all right helen berger yes nolan yes henner yes rabe yes brown yes johnson yes gorman yes all right we'll take a five minute break thanks for filling up thank you thank you i figured on how to create a big
