R here G here like a motion and second to approve tonight's agenda so moved I'm sorry who was the second second jeber Brown yes Johnson yes curer yes Nolan yes yes R yes yes please join us in of aliance plge Al to the flag of the United States of America and to the for it stands one nation God indivisible with liy and justice for we like to thank you for attending tonight and we' like to thank everyone who's listening to our stream on uh YouTube Dr Stern you want to acknowledge else um no just thank you for being here tonight and thank you for joining us remotely as well all we have uh some public comments we're going to go with the in-person public comment first and then we'll go over the other public comments
and then we also re questions we'll wrap it up with those so first I like to call a Jen Scher is your mic on you hear me it's red press that button there you go okay all right my name is Jen Scher and I'm a parent at Country Trails on June 23rd we received an email from Dr Stern laying out the back to school options and forming of committees I noticed that he signed the email in Partnership the hope of a true partnership on this really excited me I volunteered the meetings were timec consuming but were well worth the effort to me I felt the sense of Pride for being included as part of the solution all of the subcommittees met that Tuesday at 1 and the main committee meets Thursday you can imagine our
Collective shock at getting an email from the district 28 minutes into our meetings shocked to see many of the topics we were discussing had already been decided and none of us knew anything about it it left us with more questions than before many that we had already addressed and answered during our meeting we felt like the district office had no respect for our time or input were the Committees made to fool us into thinking that the district cared about what we had to say I hope to God not I felt aggravated and disappointed this is all adding to the existing lack of trust and transparency a lot of people have experienced How can any partnership succeed without trust and respect open communication is so important parents and staff want to feel heard but they also
want to be heard I am requesting that the board put in place a policy in which surveys and comments can be collected quarterly at a minimum from staff and parents alike this will require 100% transparency to the involved parties the only way to get real answers is by making these surveys and questions completely Anonymous I also have great concerns with the lack of nursing staff and assistance in the district at this time we have one nurse per school and no backups we need to do better to support the medical staff they have the greatest potential for exposure right now there is an opening online for a sub nurse position but we need somebody that knows the school in and out the kids everything finally I am coming to you as a mother with a son
who has ADHD and is on the autism spectrum when he started preschool in the district he was in a contained special ed classroom with one of the most amazing teachers I have ever had the pleasure of knowing it was in that classroom he met his best friend to this day who happens to have autism the next year he was Blended last year he was in a mainstream kindergarten class and he totally rocked it and I could not be more proud but as we speak kids that he formed relationships with in his special ed classes are being sent to Mid Valley so even if they are trying to form relationships with kids in the neighborhood or become more verbal they're being sent to a school almost an hour away with complete strangers one of my son's
teachers gave him the nickname the mayor because he knows everyone and everyone knows him he learned to be social mostly in school he welcomes everybody he's the most inclusive person I know and he doesn't have to try because it comes naturally but it was 100% because he was exposed to special needs students when he was little by sending children to Mid Valley against their parents' wishes you are not only depriving these students of a chance for inclusion locally which you are depriving your children and children like my son from developing relationships with special need children at their home schools inclusion makes everyone better what is going to happen when these kids get older and enter the real world our homeschool families are like a puzzle and by sending kids to Mid Valley we are taking
away essential pieces that the puzzle needs to be complete thank you next we have Jamie Clark good evening school board and fellow community members my name is Jamie Clark and I am the mom to a sweet 5-year-old boy Blake in our district Blake is entering kindergarten this year and has autism I also have a three-year-old son Parker entering preschool I need to know I sorry I'm also the vice president of the autism hero project and taking classes in inclusion I need to know what the school board's plans are for inclusion in our district going forward currently we have Mid Valley which Jen spoke about and we also have mainstreaming with bed and accommodations but from talking to many other special needs parents in the district we need to do better most special needs children do
not fit neatly into one box the definition of inclusion is the action or state of including or being included in a group or structure the practice or policy of providing equal access to Opportunities and resources for people who might otherwise be excluded or marginalized such as those who have a physical or mental disability and members of minority groups inclusion is an opportunity a right and a mindset it is providing or promoting the opportunity for personnel sorry for personnel and to be successful regardless of the differences and acknowledging the benefit that we gain from working with a diverse group of people in inclusion is opening our minds to new possibilities making rule for different perspectives and enriching the experience for everyone along the way by sending our children with special needs to different towns with kids
they don't know teachers they don't know therapists they don't know and buildings that are unfamiliar to them we are doing a disservice to these children and their families we need to make more room at the table in our district we need to do better not just for our son but for the 1 in 34 boys and the one in 145 girls that will be diagnosed each year with autism ISM autism is climbing at a 10% rate according to the CDC according to the niche website Central Community Burlington school district has 435 students in grades PRK through 12 to put this in perspective this could mean that there are approximately 80 plus students in our district with autism spectrum disorder with the rate increasing each year and this is not including the many other special needs
in our district this is roughly the size of three to four classes in our district it's time we follow the leads in districts like St Charles Community district 303 Elgen u46 and bavia District 101 and create a local in-house program if somebody who lives in the autism world every single day and donates heavily in both my time and money to this worthy cause I'd be happy to work with the district to provide feedback on ways they can better serve our children thank you for your time all right we received some comments via email so I'm going to start using one first comment is from Christine Heckman the faq's info that Dr mongan sent out states that students who are covid positive will be allowed to return after being fever free for 3 days based on
the science available to us no one should return to school until they have a negative covid test if they test positive additionally I would like to have access to appropriate PPE including n95 masks which will protect me no matter who is unable to wear masks in the building thank you very much Chris Heckman theater Central High School next we have one from M Nichols as the school year approaches there are some concerns based on the last 3 months of the school year ending last year we understand you understand this is the best interest for the teachers staff and students for their health going forward and if you ultimately decide that there would be no in-person classroom sessions then ultimately things have to be changed the way that they did things ending last year the teachers
would definitely need to be logged in with the students from the beginning of the day to the end of the day with the lessons and teachings because the way that they did it the last time the children did not take it seriously as they were rushing and they were not learning the children were bored as they are relying way too much on the parents and ultimately not learning anything I know for my son is especially I just got him approved for extra help with his writing and reading and he's farther behind now than he has been before which he's going to be entering third grade and he's still at the kindergarten level ultimately we cannot go into this being fearful we can take the precautions and guidelines recommended by the state of Illinois and enforce
it in the schools so the children can have the interaction that they need to learn not to mention most parents are back to work now which would make this extremely difficult for the remote sessions to work from home as well there should be credit from last year and also a discount of some sort going into this year if we are indeed going to be doing this remotely next we have a comment from Ann Hagen I think an option would be letting the students go home for lunch I spoke to my elementary school that I attended and they can sign up by month to stay go to stay or go home for lunch I think once the masks are off for lunch even with distance even with distance is going to be a pet petri dish
of viruses there is also be less of a chance of a food allergy reaction since there is peanut butter and milk offered in the district one in 13 elementary school kids have a life-threatening food allergy also The Chicago School District is limiting 10 students to a pod she lists a link from their website and as a question also do you know if pkms has a PTO sir next we have a comment from Brandon Ballard I am all for returning in full capacity I also like the idea of splitting into a and b days what I think is a very poor planning is sending group of students Monday and Thursday or Tuesday and Friday this proposed scenario will make Child Care extremely difficult however if the kids are going to school two days in a row
say block a goes on Monday and Tuesday then remote learning the other days it will make child care so much easier to acquire and or arrange with family members plus it it doesn't doesn't it make way more sense for sanitation to send one block of students for two days then deep clean then send the other block for two days then deep clean next we have a comment from Kim Cowell we want School sports to go please let children play it is so important for so many reasons and they are relatively safe no less than pre-co kids have been playing sports for months now and it is safe thank you next we have a comment from Rebecca franto I appreciate the effort and hard work of everyone who is working together to plan for the safe
reopening of our schools amid the global covid-19 Health pandemic I have some concerns to share about the current information Central School District 301 has provided that contradicts the guidance established by the Illinois State Board of Education and the Illinois Department of Public Health as well as a question to help clarify the district plans for students who are are engaged in remote learning number one the Central School District 301 FAQ section regarding School reopening plans for the 2020 to 2021 school year States quote within the classroom given that we will be establishing social distancing as much as possible breaks will be provided for students to remove their masks while working at their desks quietly throughout the day this policy is in direct violation of the guidance issued by the Illinois State Board of Education at the
Illinois Department of Public Health the Illinois State Board of Education part three transition guidance starting the 20121 school year FAQ document States the following regarding use of face masks inside school buildings are all individuals in a school building required to wear a fast face covering at all times yes as required by idph except while eating and during band face coverings must be warm warn at all times in school buildings even when social distance is maintained all individuals in a school building must wear a face covering unless they have a medical contraindication are under two years of age have trouble breathing are unconscious incapacitated or unable to remove the face covering without assistance will Central School District 301 change their policy regarding the use of face masks and school buildings to comply with the guidance issued
by the isbe and the dph in response to number two in response to the question quote will the district be providing masks for students unquote the Central School District 301 FAQ question document States no masks for students will be will need to be provided by the parent SLG Guardians Governor pritzer announced on June 23rd 2020 in a press release regarding guidelines for Illinois school reopenings to help schools meet these guidelines and prevent the spread of Co 19 the Illinois Emergency Management agency will provide public K to K through 12 districts in Illinois with 2.5 million cloth masks allowing K through 12 schools to provide a cloth mask to all students and staff will Central School District 301 changed their policy to ensure that students and staff are provided with a face mask by The District
in accordance with the direction of governor pritzer and the Illinois Emergency Management agency to assist in preventing spread of covid-19 to students staff families and community members numers number three how much time will students be required to be in front of their Chromebook screens for live instruction on remote learning days 301 FAQ document States if your student has English first hour they will be an English first hour either by remoting in or face Toof face the students will follow their daily schedule regardless of their daily location can you provide clarification on this will students at the middle school level be required to be on screen all day with their teachers for up to six or more hours a day thank you for the opportunity to share these concerns and questions next comment is from Christie
mausi District 301 administrators and board members thank you for reading this email I completely recognize the unfortunate situation all school districts are in determining their plans for fall instruction and thank you for your work to determine plans for our students however I feel the athletic Community has been completely forgotten most if not all schools in our conference have been training SL practicing while following idhp protocols many more local schools are starting Summer Camps on their up on this upcoming Monday yet we have not received any plans communication or instruction about when our student athletes will begin we completely understand there are measures to be taken to carefully and responsibly return to play as a district we are lucky enough to have open fields in front of PV at pkms Etc which can be and have
been utilized in the past for open air training in parentheses non contact but you can still work on speed agility form Etc basketball can also utilize the outside courts at pkms in the parking lot versus inside gyms and smaller groups to again maintain safety requirements baseball softball and soccer all of which are playing with other programs can also have their camps on their outdoor Fields athletes need to be together practicing their their craft building team camaraderie and relationships as well as improving skills for when we are allowed to compete again it is extremely unfortunate that student athletes who chose to be loyal to their school summer programs instead of playing club sports now have no instruction nowhere to play while club and Park District Sports have returned to play I also worry how our student
athletes will comp compete versus the Fox Valley Conference when we aren't able to work together yet they are it is not only in the athletes best interest but also a safety concern that other programs will be far ahead of our own athletes I personally understand the stress of making these decisions and how decisions must remain fluid and changes will be necessary please understand no action is far worse than starting and having to make changes and adjust plans protocols the a athletes need to come together with the athletic Community they need their coaches role models and peers during these uncertain times please consider allowing return to play as soon as possible in action is for getting a huge community of student athletes and all they do for our schools school spirit and recognition thank you for
your time next we have one from Tracy Adams would the district reconsider their stance on the Early Childhood refund policy students with no IEPs are paying $22,000 a year for tuition in the FAQ section it currently indicates that if a family wants or needs to pull their students during the school year there will be no tuition refund most preschools that I contacted in our area have a withdraw policy some indicating they require a 30-day notice before withdrawing this allows families to withdraw for any reason and they are not required to continue paying tuition I think the District 301 family should have the same flexibility especially given the covid situation I think most families would agree that it is extremely unrealistic to expect a three to four-year-old child to remote learn for an extended period of
time if the school needs to close and conduct 100% remote learning I think families should have the ability to withdraw their students from enrollment with a refund of their remaining unused tuition thank you Tracy Adams um this is from Howard think hi Pam my question for the board tonight is how PE and recesses will be conducted while children are wearing face masks I'm extremely concerned with combination of low oxygen levels and strenuous activity as my son pushes himself very hard will PE a resour recess curriculum be modified to help combat breathing problems Andor has the board considered the legal action or has the board consider the legal action should a child suffocate or die from these activities and then um he was asked if he wants this question read out loud or submitted as an
fq um and he was informed that he'd like it to be read out loud if possible thanks and then Pam did let Mr key know that the board does not answer questions during the meeting but we'll read your comments I will also add it to the FAQ plan page thank you and then finally Howard did add I guess I add that many football players have died of heat exhaustion in the mid late 2000s okay this one is from Michelle balini um good afternoon District 301 Board of Education and District 301 Community I am reaching out to you to voice my authentic concerns about the propos proposed plan for a safe return to school for the 2021 Academic Year while I realize there is not a one-size fit fits-all approach to education during the pandemic I
firmly believe that we need to re-evaluate our approach for the safe return of all staff and students as a cea high school building rep I have had several members MERS approach me with the concerns both similar to and different than the concerns I have myself therefore I am pleading for you to consider the voices of your teaching staff in your difficult decision-making process first and foremost before addressing my safety concerns I would like to recognize the anxiety created amongst staff of all buildings due to lack of communication from District leadership yes we were asked to complete a survey that in of itself seemed carefully crafted to require all yes no answers when returning to school is not as simple as yes no response that survey was followed up by a return to school plan that
did not include any input from Educators in the district the frustration felt is compounded by the communication delivered to only CHS parent Community excluding staff it is imperative that you hear Educators concerns since we are the ones committed to the high level educations that students receive in 301 which then translates to the Integrity of three District dist 301 in its reputation if you take the teachers out of the equation what happens to the students and the district in the end I like many other teaching staff have many concerns about a safe return to school if parents can opt for remote learning ex experience for their children who will facilitate that instruction and why can teachers not opt to provide that remote instruction as opposed to imperson instruction like many other staff members I have health
conditions that put me at risk being in a classroom 5 days a week what about the health and safety of the staff what about the health and safety of my own family yes we are limiting exposure to the students but it seems as if the health and safety of Staff has not been prioritized and it certainly should be we have been told that deep cleaning will occur and I have a question how that will occur as it is especially problematic in the years before the pandemic even occurred what about those of us who live outside d301 and have children in other districts who have schedules different than ours how can we ensure child care and supervision for our own children when we are in the building 5 days a week we certainly don't expect d301
parents to leave their children home alone to fend for themselves so why would we expect that of our own staff and their own children many staff included myself are also worry of privacy concerns regarding live streaming contrary to to the feedback that has been shared with us we had many many positive responses from the 301 community in regards to various aspects of remote learning as it occurred in the spring I would be more than happy to share those as time permits likewise I would be more than happy as are many of my fellow Educators to plan a more long-term for remote learning experience that seems to be inevitable given the current covid numbers if I am being completely honest I love my job I love my students I love the central family and while I
understand you will never make all stakeholders happy 301's current plan has completely eliminated and to be honest not even considered the input of the teachers who make it possible for children to earn such a quality education The District 301 teachers I am invested in these children and in this District I have served the Central Community for 20 years should it my voice and the voice of my colleagues mean something I implore you to consider the safety concerns that our members are bringing to you as the plan currently stands I know that I will reconsider returning in the fall as will many of my colleagues it is a disservice to require us to return to school in the manner proposed a decision that leaves Educators voiceless thank you for all you do for the Central Community
please please please consider what your educators are voicing with kinds Michelle bini CHS English teacher this one is from Megan Ganon first I would like to thank the board and the District staff who have put in countless hours to come up with a plan to safely get our children back to school in the midst of a global pandemic your efforts are appreciated I would like to express huge concern through though regarding the questions posted on the district district fact page regarding mask breaks in the answer provided by the district it was stated that that students would be given MK breaks throughout the day while seated at their desk this completely goes against idph guidelines that were set forth and poses an enormous health risk for not only the students but the staff members in the
room where this is happening masks should be worn at all times unless the child is outside and is able to maintain social distancing guidelines or is eating I find it completely unacceptable that the district would consider putting our children at risk in this manner and I hope that the board and the district will reconsider their position on this matter in order to keep everyone safe I am a teacher in the third largest District in the state and this is one thing that we keep hearing over and over again masks but must be worn at all times thank you Megan Ganon um this one is from Tiffany Simon Simon Sully hi pan please pass on my comments questions for tonight's meetings what will the district do for teachers who are medically unable to engage in the
return to school plan they select IE is the district allowing teachers to teach remotely if they are immuno compromised question two if the return to school plan hings on live streaming classes for those students engag remotely how will the district accommodate the vast increase in technology I.E internet speed Etc necessary to facilitate this additionally how will the district adjust adjust technology capabilities to allow for live live streaming as well as students use of online resources during a lesson as needed since not every lesson is a lecture to be filled thank you again Pam this message is from Connie greetings thank you for much thank you so much for keeping the public in the residence of Central District School District 301 updated on the decisions of the school district plan to return to school I do
have one concern concern one concern regarding each child must have a permission slip to board the bus certified health conditions of the day if they don't present that they're not allowed to get on a bus my concern is the parents aren't home or what if the kindergartner does not know where he lives to get home from his bus stop kindergarteners cannot be left alone at bus stops to return home correct corre perhaps this should be done at school where there's a safe environment instead of a street corner I understand the importance of self-verifying their health but perhaps it could be done electronically instead of paper once again thank you so much for listening to my concerns and for all the hardwork going into secure securing safety and health for all within the district I look
forward to hearing from you after the board meeting Annie wait my eyes are awful okay um this one is from ostri hi Pam U just the heads up there's a small group of parents are watching remotely and you may receive questions from my email address thanks Nate ostay okay I think that was it the rest is a disclaimer I don't have to read that right no okay um good evening Dr Stern Dr Mangan and Board of Education members thank you for allowing me the opportunity to speak to you tonight this one is from Janet maritz sorry 2020 will be remembered for many significant events such as co9 and social distancing while many negative attributes will be associated with 2020 there are many positive attributes shining through such as Brave courageous and steadfast Health practitioners and
all other essential workers have answered the call of duty during covid-19 these people have shown the world what it takes to continue to provide their essential functions educating is C certainly an essential Duty now it is time for our District 301 Educators to answer their call as essential workers and educate our children our future since March we have learned about covid-19 and we have learn how to move forward the nation quickly realized the importance of educated children in person in the classroom Dr Anthony fi director of the National Institute of allergy and infectious diseases stated I feel very strongly we need to do anything we can to get children back in school we need to look at other government entities as examples of how to move forward and keep living by providing a service in
a safe manner Kook County Jail is a population that is diverse and in close proximity and yet they have sh shattered the curve as a result of following the Illinois Department of Public Health guidelines the example should teach us that children can be educated in the classroom and still maintain a safe environment for everyone tonight WiiU will be exciting the future of the students in of District 301 as the teachers have already been impacted by the loss of direct in-person instruction for the fourth quarter of this past School Year I hope the Board of Education will decide in favor of in classroom instruction in a safe environment for the 2021 school year I hope the Board of Education will allow Educators to be brave courageous and steadfast as other essential workers have by moving forward
with inperson and classroom instruction we are all in this together thank you for your time Janet marovitz and this one is from Brandon Ballard um is that the same one you H or no that could be a DLI okay different sorry I am all for returning in full capacity I also like the idea of splitting into a and b days what I think is very poor planning is is sending the group of students Monday Thursday or Tuesday Frid this one's been right it's the same one right okay thank you Brandon yeah it's the same I can keep reading it but no no it's already been red okay I'm done the the next public comment is from Kristen kazanov dear 301 Board of Education I'm ready to express my concerns related to the proposed delay in
starting the 2020 21 school year I know there are many considerations to the school year however I do not see the delay of school as being one that will benefit our students after months without physical presence in school our teachers and students need time to build relationships in a sense of classroom Community there is no doubt in my mind that at some point this school year the reality is all our students will be remotely learning while the start is being pushed back just a few weeks there is a potential that Illinois may move back into the phase three at that time therefore our students start to school in person may not potentially start may not even occur that being said taking away the earlier start of school from our students seems to be shortsighted additionally
many of our families will be changing job schedules and the like to support student learning from home this year the push back of the start of the school year also creates additional difficulty for parents who have anticipated a regular start date it is also interesting to me that 301 is one of the only districts in K County that I have heard of of proposing a later start pushing back the start of the school year feels ill prepared rather than allowing additional time for teachers to prepare I know teachers are anxious to get back to our normal routine too thank you for your time and cons consideration next public comment is from Andrew dogen my name is Andrew dogen our family would like to express our appreciation to the district for offering families a choice of
in-person or remote learning or a combination thereof for the full semester we realize there is no good solution to the issue before us and appreciate the district's effort to provide a degree of flexibility we understand that there might be hesitation and valid fear on the part of educators who may feel uncomfortable retiring to the classroom returning to the classroom at this time while that is the right of every teacher to make that determination in their own interest we also feel that there should be an opportunity for temporary or substitute replacement teachers to be brought in to fill the positions of teachers who may opt out of teaching in person classes this semester we must all recognize that no situation or circumstance in life is without risk and provide opportunities for those who are comfortable with
providing person instruction the ability to do so this fall we again thank the district for its consideration and options given the parents and families during this difficult time and appreciate the opportunity to be given a voice this evening thank you this next one is looks like a letter um let me see well here it is um Carissa laflor dear Dr Stern and Board of Education First thank you for your hard work in planning for the safety and education of our community's children since schools shutdown in March I realized that none of you signed up to figure out the complexities of educating during a pandemic we are in Uncharted Territory and I truly appreciate your efforts I believe that the current State directive is putting local school districts in an impossible position and I do not
envy what has been unfairly put on your plates over the past few weeks I have become increasingly concerned with the push for schools to reopen for in-person instruction including the Myriad of hybrid options recent upticks in positive cases and continued deaths indicate that we are heading in the wrong direction from a public health perspective I strongly believe that District 301 must begin the school year year with remote learning only and continue this method of instruction until the virus has been suff sufficiently contained we must continue listening to scientists and not fall prey to the politicalization of our nation's Public Schools while I want nothing more than for this life to get back to normal for my children and myself I am increasingly concerned about the public health implications of reopening schools too early as a
parent I'm able to choose to keep my children home home and I feel grateful that District 301 will offer a remote learning option unfortunately we will still be left to deal with the public health debacle that school openings will eventually create also with the uncertainty of how exactly the students will be taught remotely this could cause a negative impact if students are simply going to be flies on the wall while a live teacher is already teaching students in the classroom at the same time this is not quality remote learning in in fact this type of instruction is more conducive to a college lecture class I am looking for more engagement for my own children and I am sure others would want the same more upsetting many teachers are being forced to make impossible choice between
their health and the much needed income and health insurance benefits for their families teachers are used to making sacrifices for their students but this is an unacceptable and unfair thing to expect from the teachers that have dedicated our their lives to our community's children while I understand the crucial role that public schools play in the economy in providing student services to atrisk population the risks by in-person instruction are too great at this time there must be scientific consensus that the virus has been sufficiently contained before we put teachers students and their families in a position where many are forced to accept this unjustifiable risk just today the Illinois Federation of teachers made an announcement calling for the 2020 2021 one school year to begin with remote learning Statewide as you likely realize Illinois currently fails
to meet the CDC criteria for opening safely the current 301 opening plan has been shared with parents Falls in between the more risk to highest risk category according to the CDC the CDC states that the lowest risk for preventing the spread of covid-19 in K12 schools is for students and teachers to engage in Virtual only classes activities and events specifically the cdc's 3phase reopening approach is based on whether states are improving in these six categories number one the number of newly diagnosed covid-19 cases number two the number of hospital visits with covid likee illness number three the number of hospital visits with influenza like illness number four the percentage of positive covid-19 tests number five the capacity of hospitals to treat patients without Crisis Care six the robustness of diagnostic testing programs it is imperative
that the legitimate concerns regarding remote learning are addressed instead of wasting valuable time and resources planning for Hybrid models of instruction we must plan for how we can best service our families during remote learning specifically we must provide the following to the families of 301 Equitable access to technology and interet Safe child care options for essential workers and families a safe way to provide legal required IEP Services daily food distribution to students that reply on the public schools for nutrition standards for monitoring the social emotional well-being of students during the crisis including increased funding for social workers and wellness checks for students that demonstrate they are struggling with mental health and or abuse or neg negligence high standards for remote learning to help parents and caregivers navigate the process including more synchronous learning and increased
accountability as a parent of three District 301 children my number one concern is the safety of our communities teachers and children please continue listening to The Experts and prioritize Public Health above political driven narratives it is completely unfair that you are in this impossible position but the unfortunate reality is that you have an obligation to protect the health safety of / burington residents next one is from beatric uh win as a parent of a central 301 District I'd like to say that the school in the 2020 21 school year should be a five day a week in school for children who can attend not four days with Wednesdays being remote learning this makes it easier for parents schedules when it relates to work the children learn more while at school and parents don't end up
paying more money for hours of daycare services on Wednesdays thank you next public comment is from Chris Lawrence I encourage the district to approve a return to play for at the high school sports this fall at the minimum I also believe August 10th should be the date to start any activities to help mitigate any issues that may be flaring at the moment and give us a three-week window to prepare for a safe return to play next one is from um Dave Chapman good evening District 301 Board of Education members my name is Dave Chapman and I'm an eighth grade social studies teacher and president of our District's teacher Union we are about to enter a school year that will be anything but normal your position as board members is not an easy one and I
appreciate your time discussing the reopening of our schools next month I know many of our Educators have taken the time to email you regarding safety issues and the significant concerns with live streaming from our classroom which include but are not limited to student and teacher privacy Effectiveness and feasibility thank you for reviewing our educator concerns keeping in mind that this year will be unlike any year before safety needs to be a top priority of the school district our classrooms and buildings must be properly cleaned and sanitized last year the majority of our schools had cleanliness issues due to being understaffed often dusts and Floors were not clean we had instances of blood and urine left on the bathroom floor for days my hope is that our district is prepared to hire more custodial staff to
ensure our learning environments are clean and safe for students and staff in referencing the FAQ document sent to staff last week not every classroom will even have hand sanitizer at the elementary and middle school level in a time where we are encouraging everyone to clean hands to reduce the spread of illness and disease I hope the district reconsiders this this and places proper cleaning supplies including hand sanitizer in each classroom another important item is nursing we need to ensure that we are adequately staffed during the pandemic with more than one FTE nurse in each building for example we only have one nurse at the high school that serves 1,200 students to put this in perspective CMS just has over 3 students in one nurse other districts like St Charles have a registered nurse in each
building with an additional eight certified nurses spread throughout the district proper Staffing is crucial illness will occur and we must be prepared to service all of our students especially during a time like this we had many instances last year where we did not have a nurse or substitute nurse in a building and students were just sent to the main office this cannot be acceptable this is not safe we're surely we surely will have times where students will need to quarantine at school due to co-like symptoms and if we aren't prepared to hire more nursing staff and provide them with the proper equipment to handle these situations the safety of students nurses and all staff are at greater risk these are just a few of the safety concerns heading into the upcoming school year I've shared
other concerns from our Educators with you over the past few weeks including issues with properly social distancing exposure to co and an educator with a compromised immune system it's my hope that before reopening schools next month the school board takes a close look at the safety protocols that are being put in place to ensure all of our students and staff are safe in school thank you for your efforts during this difficult and challenging time next one is comment from Jeffrey Meyer dear District 301 Board of Education thank you for your time and efforts in seeking to lead our community and School District through the reopening of our school this fall all I serve as an elected member of a College Board of Trustees and that experience leads me to appreciate acutely the challenges you face
as you balance the needs and interests of our community faculty staff and students as you formulate the district's reopening plan I believe that the reopening plan you've outlined and published with a stated goal to move to an alternating schedule which incorporates both face-to-face instruction and remote learning for all students is well intentioned but good intentions not withstanding the plan is also largely unattainable for working parents with the exception of students whose families opt for and can facilitate full-time remote learning the district plans call for alternating attendance by nearly all other districts by nearly all other students one half of a class will attend school in person on Monday and Thursday the other half will attend person on Tuesday and Friday all students will be remote on Wednesday under this plan working parents are left choosing
between enabling their child's education or retaining their job to provide food housing and Health Care coverage for that child many employers simply cannot or will continue to per many employers simply cannot or will continue to permit their employees to work remotely especially if their employee is spending significant time at home assisting with e-learning for that employes child The Limited availability of a 4day optin seats for some students only partially alleviates that problem the working parents will still need away from work uh every Wednesday the alternating attendance plan also does little to further the cause of Public Health students will still be exposed to each other via contact with the faculty and staff who are present each day and with the opt-in students who are present every day moreover the alternating attendant students whose parents can't
be home with them on remote learning days May wind up at daycare facilities were they exposed to another Pool of children whose germs they then will bring back to the school thus expanding the population to whom all our children are exposed many other components of the reopening plan are also unworkable it is unrealistic to expect that preschool students kindergarteners first and second graders are going to keep their hands off their kids for are going to keep their hands off other kids maintain six- foot social distance from other kids at all time not share toys and supplies and keep a mask on from 8: to 4: requiring these children to do so will um will scare cause anxiety for them and hinder learning it's unrealistic to expect those same kids to sit at a desk or
table at home all day for three days a week for simultaneously virtual instruction for a semester it's unrealistic to expect a teacher to be able to teach to a dozen kids in person and simultaneously monitor online participation from home all while policing social distancing and fast fast face mask use in the classroom at the end of the day if the schools are safe enough to be open to all then they should just be open if students go at all for inperson instruction they should be doing it each day it defies logic to believe alternating days really prevent much spread of the disease apparently spread even by asymptomatic carriers when the same faculty and staff will be in the school every day if a family wishes to opt out they should be able to do that
in remote instruction should be available to those families the same is true for teachers these uncomfortable or at those uncomfortable or at a higher risk could be the remote instruction teachers for families that have opted out this alternative puts more control and discretion in the hands of families and teachers and it mitigates the adverse and it mitigates the adverse uh extra extremes born out of the district's well-meaning but flawed reopening plan I respectfully request that you consider revising the district's reopening plan accordingly thank you for your time and for considering my comments next one is from uh eron Kaki I am good evening I am ready to advocate for 4 days a week for my youngest child and other students with an IEP in general education under the proposed 2021 school year students can go
four days a week if there is room all student needs are different and access to a free and appropriate education fape for my child and other children uh with disabilities needs to be considered my child has Down syndrome she is six years old and will be in kindergarten I could write a book explaining all the reasons she needs the additional time but I won't take over your night I'll highlight a couple reasons why inperson instruction is so important for her and others with disabilities to receive what they need under Fae last year her team was absolutely phenomenal literally hands down the best in the area and I know many parents with a Down syndrome so I appreciate all the hard work all the sacrifice everyone did to make Hope Spring successful as possible it's imperative
that the school district considers the need for inperson connection ction with their support team in an ongoing manner for example with my child she often did not understand that remote learning was the same as school learning she would run away from the computer she is concrete in her thinking her team is at school not in our home through device it was very confusing and frustrating for her routine my child and many other students with disabilities Thrive and learn best when there is routine they know what is expected and feel safe less confused on what is going on and can concentrate on and the learning that is being presented from the day my child was born there has been told we've been told that she can do pretty much anything we had dreamt of prior to
knowing Her diagnosis I would just take extra time and extra practice so I'm asking tonight that those with IEPs in general education are also given the opportunity to go four days a week like those in a special education program have already been offered to me this is only Equitable and all students with IEPs are treated similar during in this unprecedented time um following now will be uh the questions and questions that will be read but they'll be answered in the FAQ first um question is from Danielle BL blui and hi just a couple questions that I'm curious about and I don't know if there is something they'll address tonight but just to help my decision regarding my child in the selection this fall how limited are the four day a week students and is it
limited to a certain group of students only essentially if someone is diagnosed with Co in the classroom oh this is number two essentially if someone is diagnosed with covid in the classroom would that then put all those kids in that classroom as homeschoolers for a week and then would they all have to take a test to return number three homeschool days it's circulating that it's a 5 hours of instruction on their tablets I'm concerned for my kindergartener in being able to sit and be engaged for five hours on a device is there any confirmation on how homeschool will operate thank you and again all these questions we're going to keep the these questions separate and they will be updated in the FAQ throughout the course of this week uh estani Michelle estani hello probably have
other people asking but my few questions are for remote learning how will chorus and PE be done for the high school students for Blended learning if a child has a fever or other symptoms how long will they be unable to go back and if they are able to still attend class remotely even if it's for a day that they were supposed to be in class next question is from Sharon hello has there been any talk of half days no lunch to have to coordinate and only a half day of face coverings thank you next one is Christina Hines I have I have a question regarding my son he's stared in kindergarten in the district he's autistic and and with his disability is not required to wear a mask I have a doctor's note as well
with that said is he still able to go to school next one is from Ros Johnson hello Mr and Mrs Philip Johnson would like to ask the following question on behalf of their students will we be getting a refund or partial refund for the Spring Track fees and when if not please explain why next one is from TR n um I'm looking for the question oh is lunch going to be held outside at times that's the question next one is from Judy KN my sophomore student will be doing remote learning for full semester he is currently scheduled for driver's Zed I saw the email about a about AB driver's ed classroom behind the wheel I assume that that was for those on campus two days a week how might this work for everyday remote students
we could bring them to school for just that class on behind the wheel days if that works we would also like guidance on other classes like video editing PE Etc thanks Howard G my question for board tonight is how PE and recess will be conducted while children are wearing face masks I'm extremely concerned with the combination of low oxygen levels and strenuous activity as my son pushes himself very hard will PE or re recess curriculum be modified to help combat breathing problems and is the board considered legal action should a student suffocate or die from these type of activities believe that one was already read correct next one is um Mike Pat my child is set to begin at ly Lake Elementary this year I have several questions regarding this upcoming school year that I
would like the board to address first I would like to know that I extremely disappointed of the decision of sending students twice a week to school below are some of my questions I'd like answered or acknowledged by the school board and or superintendent number one why is District 301 going against several Health experts opinion as well as Early Education experts that children should in school full-time 5 days a week with reasonable precautions how do you expect elementary students even kindergarteners to focus on a computer for e-learning why is District 301 doing two days a week for elementary students by other districts including schools and barington St Charles Etc are doing all five days number two remote learning is not a viable alternative for elementary students and is a backd door way for the school board
Educators and administrators to continue to collect full salary and benefits on the backs of the taxpayers if there are certain Educators that are not comfortable or willing to teach due to legitimate CID concerns I'm sure the district can make arrangements and those teachers remote teach for those parents students that are uncomfortable with the situation since District 301 is unwilling or a unable to accommodate my child and is offering approximately 40% service will my tax burden for nearly 12K of which most 10K goes directly to District 301 student schools be lowered by 60% I look forward to hearing the school board's response to these items thank you next one is from Michelle Hansen why are athletes in particular football and basketball not able to attend inpersonal conditioning camps practices many other surrounding schools have been training
for weeks now while our athletes sit and do virtually or no camps my kids as many others are desperately waiting to train with their coaches and teammates the next one is from Judy honi my questions are as follows the email state that they will be devising remote IEP plans will these plans align with current Services the children should be receiving how exactly is District 301 planning on putting together these remote IEP plans will it require an IPP meeting with the team if yes how does that how does the district plan on doing that to ensure that they are in place before the start of the school year if no will parents have the opportunity to work with the team to make adjustments before school starts for children with IEPs who will be remote does the
district have plans for supporting for providing supports if so if yes can you please provide some insight into options that will be available for students that are transitioning and our bus between schools how does the district plan on handling Transportation sanitation if any of my questions are addressed to previous communication um I've read all communication at this time and I'm looking for details thank you next is from Tracy Adams if a family selects the 4-day classroom option do they have the ability to decrease to the two-day classroom option once school has begun next one is from Mr and Mrs Patel how many hours of instruction will be expected for kindergarten students through the remote learning is there a schedule of real-time requirements number two how involved will the caregiver need to be for remote learning
for kindergarten can a parent set a child up and still be able to work number three will kids be wearing masks in class and with recess a classroom is an indoor area much like bars how many kids at one time will be in the cafeteria and at recess number four if parents work requires them to go to the office let's say November will the district allow for students to enter class before the semester ends number five at what percent positivity positivity rate will the school close number six will we be notified on how many positive cases there are in the school and in each class what happens if there's no internet thank you uh next one is from Jennifer Lawrence please ask the board to approve our athletes return to play full Sports next one
is um from Kelly cler my name is Kelly Clinger and my son is going to be in second grade at Country Trails I received information that we must email you tonight in order to make public comment um please let me know how we'll be able to ask questions here are some of my questions for tonight what is the district plan if a teacher or student within a classroom is exposed to someone with covid or contracts covid while the whole classroom needs to quarantine for 14 days and transition to all remote learning how will this be tracked will remote learning be presented by the teacher to whom the student is assigned live from the classroom or will it be a different teacher for that grade level what will happen if a student does not wear their
mask at school or a parent insists that their child not wear one will the student be sent to remote learning next one Trina n one huge concern I have is kids with life threatening allergies I don't want my child eating outside as I don't feel this is safe unless it's a nut-free school which Country Trails is not I also heard that staggering of lunch hours may make this extreme due to no snack policy at the school I wish for this to be evaluated so that children are not in Mass all day and possibly hungry resulting in dizziness or tiredness no one can learn while their tummies are hurting again I believe this only pertains to Country Trails where both my children will be attending next one is Cindy row I am hoping that we get
an answer on when our kids can return to sports I know that other districts in our conference are playing and would like to get an update next one is from um eth grade social studies teacher Lauren sterwald what happens when a student or staff member tests positive for covid will all the students and staff in direct contact require to be quarantined if so how long and if a staff needs to quantin will Subs be available now the next one is from Bridget Cho will face coverings be provided by the state of Illinois to schools updated updated June 25th 2020 the Emergency Management agency is providing 2.5 million Mass to elois public schools with the goal of ensuring that all public students receive a mask if you are a 12 K12 public entity basically then you
should be getting a mask oh I see there's more questions here um how will lunch recess especially during inclement weather work PE what about theater art and music science labs spacing in classrooms um what will the maximum student body and square footage be what if a student refuses to wear a mask even with self-certification with HIPPA how will the school know when a student teacher or step Member gets tested a person who shares living quarters with a student teacher or staff member with HIPPA how will a student know when a student teacher or staff tests positive a person who shares a living quarters with that person what happens if it's known that someone in the class test positive will the entire class quarantine how will IEP support be handled Safe Haven rooms support staff Etc
next one is from uh David Schmidt does a student lose Sports eligibility if they choose a learning option that includes remote learning at the high school level question at the middle school level question next one is from Sher Sherl Sharon burgerman I was wondering if School sports will be discussed at all during tonight's board meeting I understand some schools have also begun practice for sports under the guidelines set by the ihsa yet our district has not at least not for football and the last one um there's no name to it many districts surrounding are removing enrollment fees for the upcoming school year most recently District 112 is 301 thinking of doing the same the last one is from Renee Landa good afternoon I have a question I know that it has been potentially answered on
the FAQ page but I was told when I called the district office if I ask to chose remote learning and say three days after school starts I decide to send my kids can I I'm hearing the only possibilities if you choose four days you can move to two days I was also told that we are locked in with whatever choice we make until January thank you and we'll be working updating our FAQ based on those questions thanks everyone submitting for submitting questions and comments um next we'll move on to action reports we need a sec a motion and second to discuss and approve the consent agenda um revenue and expenditure summary reports are included in your board packet revenues are currently at 98.83% um compared to 95. 50% a year ago expenditures are at 98.69%
compared to 97.1% a year ago these um percentages are pre- audited figures and might change slightly after we work on audit some audit entries this month the district received imp fees of $54,900 came in over budget 73414 19320 of the $700,000 budget transition fees also came in a little over budget um 17 72,5 124 of the $50,000 budget bills payable for um the final June run and the month of July are typical this is the time of year where we pay bus leases our insurance um annual licenses Chromebooks a lot of big um lot of big expenses in there we need to schedule a special board meeting to review the tenative budget so if you guys go look at your calendars in close session and let Dr St know um the week of the 10th
um when would be best on June 16th we held our electricity supplier live RSE auction um D energy came out the lowest price there were 65 bids from 10 different suppliers we did accept a four-year term for um 0562 kilowatt per hour um with services to begin in November of 2020 the expected savings for this is about 6,000 a year so it' be about 24,000 over the foure turn then on August 10th we have our annual audit starting question I have a quick question have we have we uh in within the numbers here we seeing any extraordinary costs due to um changes or arrangements for Co are they included here at all yet um there are some expenses that are related to the covid like the masks and the um sanitizing guns and stuff like
that um purchases probably in maybe in last War's meeting could have had some in there as well okay but any significant numbers or not CU I can't see anything um I don't think it's been that significant yet thank you have we received that already car's dollars yeah are they what if we receive those at all yet we have not not received any money yet just like just like um question regarding the state supplying Mass the state said they would but there we haven't heard any guidance from the regional office or anywhere regarding that PP equipment we have an indication of the amount of money we expecting under the cash program for the cares Grant uh somewhere between $275,000 for our district is what we were given as an allotment indication but we've not seen anything
come from the regional office it's supposed to come from the state to the regional office right then to the districts and that's from a giant bucket and then the dispersed correct from the state it could it could be where it's dispersed like our four different payments where we may not get it till I don't know six months from now 12 months from now basically we're writing up a plan for car's Grant and anything we're expending currently under covid we're putting in that budgetary line item okay um we'll readjust we won't readjust next this last year's budget for anything for next year we'll automatically readjust to spend all those dollars first and then anything that's an excess of that will take out of District funds do we have any other indication on impact on Revenue coming
year uh Point those two for next year yeah you want to talk a little bit about the impact of revenue for next year um I'm going to go further detail in our budget for next month but um right now when I was looking at different different pieces you know um lunch revenues were down because we didn't have launches our taxes came in you know a lot lower than had anticipated um with the state 20 uh we did get um our our extra payment for the categoricals that we were not thinking we were going to get so that was good news um but for the next year we have no clue on how far behind they're going to fall it's going to be that whole where I have to report how far in the hole we
are before we get our payments so um they haven't talked about Pro rating but that's always on the table um for our payments and stuff like that so I'm going to try to come up with the best plan I can for the budget and lay that all out for different where we were under where we're over and is the do the state given us any timetable on this yet no we've heard we we keep hearing from the media and Todd talked the reg Office of Education they're not getting any feedback either from the state in terms of when those dollars are coming through uh partly what Dana talked about here in the budget she she took a lot of our large expenditures and we paid out for two or three years um to get in
preparation because we had some dollars because of March April May being shut down so we Ed those dollars to offset soft for licenses we might have learning management system some of those things that we use that could be extended out we got extended uh contracts with better pricing and try to pay out as much as we could to put us in a position where we have some dollars hopefully to work with next year that we already put and paid into this this year's budget we're a little ahead of the game Bas we're hoping yeah okay good thank you let's just dispense with the logic there steuart that's probably the safest assumption we've got a lot more people listening today so I think that background information I me seriously right yeah yeah right yes yes M
yes yes R yes Crown I yes a motion in second I require to discuss and approve and amended 2020 to 2021 school calendar second so I placing two options in front of the Board of Education and you heard um some of the public comment related to the calendar we because of the the governor making the November 3rd election day a state holiday we had to amend the calendar anyway when we're looking at putting together a reopening plan and having everything in place and providing training to our staff we realized that we needed more time um committ commes are continuing to meet our reopening plan that we'll be sharing a little bit later with you is still fluid and we continue to gather feedback and look at look at best practice one of the things that's
clear is that we need to be able to provide um frontload professional development under the under the current closure uh we are allowed up to five uh days of student attendance that can be used for staff professional development so the calendar options you have in front of you instead of the traditional 174 calendar day because of the two parent teacher days in November it goes to 169 and we frontload the professional development before students return we took into account that families if we started later would not want their children going late into June so throughout the school year we REM many of those professional development days and we basically put them in the front so um the reason why I'm recommending that we have our first day of school attendance be on August 31st is
to give us um the administrative team the Committees the various groups even a little bit more additional time um to tweak the plan and have everything in place that we feel we need to including training we could make we could make either one of these plans work but it is my recommendation that we approve the August first start date I was a little concerned about the later start date later end date early start date hopefully next year um I see you did it that's June 3D would be the last day of school if we started um August 3r 3st right because by taking those other days throughout the rest of the year we were still able to complete the school year in early June of course we still had to include emergency days but under
the August 31st start date the last day of school attendance would be Thursday June 3D OPP no there's all there's whole different statutes that apply to having e-learning days to be approved so that's why we built the five emergency days so it's not like we can't switch gear right we just can't say oh we're going to use an e-learning date Falls underneath different rules and statutes than the remote instruction do okay and I think what we had said to for the 2122 school year we revert to it later so theoretically on paper that would be the 18 next year a year from now right in 2021 if we stick with the same rotation we would have gone a week later correct so we're also not going to like the 11th next year August 11th we
were supposed to be the 12th this year we pushed the week later I think that Wednesday is the 18th off the top my head right now because I'm a calendar it sounds um so you know so I think that at least adds another little buff in there so I know there's probably anxiety in the part of parents myself included who you know we've had short Summers before this was a really really long summer especially if we add on not mean it lasted a lot longer as well I still get to leave the house so to go to my office so I'm okay with it uh but uh you know when I heard that this was on the table I mean I breathe a sigh of relief I'm not an anxious person at Baseline and the
last few days and talking to teachers and talking to parents and talking to people in this room um has been extremely anxiety inducing for me and so I I think just knowing that there's something like this on the table I think it allows you guys as ad ation us as a board to support that right but allows you guys more time it allows our teachers to have uh the ones that I've spoken to directly to breathe this s of relief to say okay do we want to start late or no but you know what it helps us feel better prepared for whatever it is that we are ultimately going to do and we're being more conscious of how we are building in uh PD and we're you know peer leadership if we we as a
board decide we're going to bring some people in to help us with that that's the thing those are the things that we need to think about and I think that just an extra 2 and a half week just feels a lot better to me than starting in 23 days that just does not seem palatable because of the uncertainty that still exists I think something that Jeff Gorman and I talked about too just along these lines of the timing of all this we just happen to have these other schools have board meetings earlier than we do and so it feels like we're behind the eightball and really we're just doing the same thing at our board meetings that other schools did two weeks ago and some last week to be fair I think that's another source
of anxxiety just the way that we've always third Monday at least since I've been here uh it just it's like bad timing to help sort all this out so I think it just buys us more time and I understand parents concerns believe me I do I have a lot of my professional and personal and all this stuff but I I think that this to me uh mostly for our teachers again whatever ends up happening I think this building these days in I think is extremely important so we are not scrambling because teachers already feel the uncertainty parents feel the uncertainty everybody in this room at this tea this long table feels the uncertainty and I think I think I I am absolutely in support of that while not ideal I think it's the best option
we have now to feel even a little better prepared or hopefully notice that we better prepared yeah I would no sorry well I mean things are actually moving to of as actual properly planned remote learning process as opposed to the crisis system we had in March right is that going to be enough time because we need to start training we need to start setting up I mean curriculum I mean the whole the whole thing literally have to start from scratch now right I hope not no it allows us a chance to bring the faulty back for full five days before students come back and um this allows us some additional time for our committees to continue to work and refine the plan um we continue to re receive feedback and guidance is changing on a
regular basis yeah so it gives us a chance then to be able reflect on that as well so I believe it's a measured approach and um while other districts have announced their plans I'm sure that many of their plans are much like ours that are fluid and um I know that you know they could consider updating and changing their plans as well yeah I would agree that you know having that extra time and then the teachers have requested personable development for remote learning and that it's definitely that's something going to be addressed and then since since we do have a little bit larger of an audience could you discuss those committees what the Committees are and then who they're made up of because it it seems you know I'm getting a little bit of feedback
that is just happening in a bubble from the community and I know that's not the case I just want somebody else to be able to understand that it's who's what the Committees are and then who's in those committees what type of people doesn't have to be named but what type of I think it's actually on the website we have's listed up there in the reopening plan so like everybody can see that um I think first it's it's I think what people have to understand is you can't build a plane as you're waiting for people to come up with decisions so you put a plan in place and you know that you're going to change it and we've said it all along we've never said this is the plan we're going to stay with this plan
we're not moving it's all draft it's all based on guidance it's all based on information we're receiving from community members from experts in the field um and we have a lot of experts in the field out there in the community that are responding to us and as we're getting information we're having conversations taking it back to committee work and trying to decide which way is the best way to go uh the Committees we have we have a governance committee which is made up of a primarily Administration that's taking all the committee work that comes to the governance committee and then we try to set policy because policy has to come to the Board of Education um and that's where we'll look at attendance policies grading policies policies about individual education plans um how do we
meet the needs of all of those things that are legal um in terms of meeting the guidelines for um operations you know forming machines sanitation uh how do clean the the classrooms how do we make sure we get the large units taken care of um that's all coming to governance from governance we have um we have one called Wellness Wellness is uh made up of they're all made up of except for governance they're all made up of support staff um parents teachers Administration so it's a combination of a multitude of those we did limit the number obviously because the larger a committee gets the less work you get done and so we tried to limit the committee to a reasonable amount um we did ask for volunteers from the teaching staff and the teachers that
all the teachers that actually volunteered but two were able to be placed on a committee um to to be working with us in addition we have our CA president and vice president who did not take one of those seats that are sitting on on four different committees um we have Wellness which really covers the nursing it covers social emotional learning um it covers Michelle and Mike actually uh kind of do that can you guys talk about else you're covering in their committee I you guys move to micophone two people text me you can't hear me well this this thing feedback I'm getting on my phone and I can usually talk loud well good evening Board of Education so it's Mike and Michelle and we are overseeing the wellness committee for the school district um we've
talked about those variety of topics obviously we're talking about safety we're talking about health care um we're talking about some of our procedures within the nursing office or students that might be symptomatic um we're talking like lots of those types of topics personal protective equipment it's been a big conversation as well cleaning all of those types of things so some of our conversation does overlap you know like with buildings and grounds and and other committees as well but those been major focuses we then broke out into subgroups we have a group working on the visitors procedures we have a group working on kind of the the health procedures within the building as well like visiting the nurses office Etc and we also have another committee that's done some great work looking at social emotional learning
and maybe what we can do within addition to meet the needs of our students so we have them really coming up and generating some procedures and some plans for us that we're reviewing then and then we're going to present in more detail as we move forward too with the governance committee so that's been a major focus of the wellness committee and then these meetings are ongoing I mean they've happened about once a week some cases we're doing two weeks okay depending on what information we have on our agenda and if we were able to get to the material the other committee that's running is special education in English language Learners again uh Mike and Michelle are fronting that because that's out of the student service department you want talk a little bit about what you
discussed at that meeting sure well we we talked about the guidelines that came out from isby and idph relative to special education they did speak to that um We are continuing to focus on providing special education services to our students um and what that's going to look like with a blended model with a remote ladel and partnering with curriculum instruction on that so that's obviously service deliver is a major focus of this committee and what that's going to look like for our students with the various models that we have available um we also talked about compliance types of issues like IEP meetings making sure we're meeting deadlines for an reviews making sure we're meeting deadlines for evaluations because we can do inperson evaluations now we've worked and partnered with some of our um evaluators about
personal protective equipment what that situation is going to look like we've come up with some assessment guidelines with them as well so we're really looking at ways to tackle all of those particular subjects when it talks about special education compliance we are looking to do most of our iip meetings remotely um as we reopen school we had a lot of great success with our Google Google meet platform and our feedback from our families and from our staff is that platform had work well so we would anticipate most of those meetings would be held remotely um El we're talking about they have to do some screening and they're talking about Services you know looking at models of Service delivery pushin models versus pull out models so we're trying to um learn a little bit and work
with our eel um we have the eel people on our committee as well and kind of helping guide them and what what some of those things we're going to look like when they're trying to um you know screen students and service those students that have related needs so that's been a major focus of our community lots of different topics and we've had some great Partnerships with our stakeholders a lot of good feedback a lot of great questions some questions that continue to come in that we're definitely thinking about some that were read about you know tonight at the board meeting that we're continuing to review and and make sure we give good clear communication and guidance about what's to be expected so I'm glad we're adding some more questions to the FAQ and uh we're
we're continuing to address those as as well as as a as a district so oh good to hear I mean we have three more committees yet we're we're not Clos don't want the answer all right we'll step back from this one that's theirs now the next two committees that we we have that kind of um overlap a little bit one is facilities the other one is operations Dana leads up the operations uh committee and Dan pa um does the facilities facilities we have a subcommittee of custodial staff buildings grounds and maintenance that work with him on the sideline some of them participate as well talking about cleanliness of buildings how do we train our custodial staff what do we need inside the building for foaming machines how do we make sure that we have locations
for sanitation on ends of hallways how many can we put in each building um what kinds of sanitz can we use inside the office what do we put inside the classrooms with the high school going to a more of a traditional schedule how do we ensure that there sanitation in every single classroom partly we don't see sanitation one of the questions was why not every classroom every Elementary School for the most part has a sink inside their classroom so they can wash their hands inside their classroom there's soap and water right there kids can go right to the sink to do that so there's not a need necessarily for us to put um the what's it called hand sanitizers in there so Dan has walked all the buildings and he is currently working with the
facilities Department to put all those things into place Dana Works operations and I'll let her talk a little bit about what she does but she's dealing more with Transportation lunch some those operational type things um yes both of those agendas kind of Co mingle but um on the operations agenda uh food service we do have um a subcommittee out of the food service so all the head Cooks so all seven schools are meeting um we've been meeting weekly just to kind of come up with more what kind of containers are we going to use what's what's our menus going to look like um how are we going to get the food from if we're not serving it on a tray for the elementary to get it to where they're seated um a lot of the
you know can we adjust our schedules on deliveries and things that are more at the specific levels for food um and then on the transportation side same thing how how we're going to get the buses sanitized in between routes and um making sure um the entry tickets are being you know the drivers will have to look at the entry tickets and stuff like that so um director Porto is working with a subcommittee of of some bus drivers and they've come up with some other ideas and questions to and through the committee we just try to figure out the best possible solutions and um a lot of good ideas coming out of them and a lot of questions coming up that you don't think about um free and reduced students how do we feed them on
remote days um just came up today so we've had two or three meetings and new things come up all the time so it's just a running agenda and we just try to get answers as we can get them so and then the last committee is the instruction committee so the instruction committee is made up of CCC members who whoever wanted to participate as well as we offered additional teachers to join that um as well as uh we have our CA president that's part of that conversation parents that are on that conversation we have paros uh that are on that um Brian Tobin's on it as technology to make sure we're covering all of the elements in that committee we're talking a lot about you know um what's the grading going to look like what do
we do about attendance policy how are we going to go about instruction what might we want to be doing here how do we you know we're going to get to how do we adjust our stand standards how do we assess students as they enter our doors to make sure that we know where the students left the doors in the spring and where do we have gaps in their learning and how do we close those gaps um what does vertical articulation look like between the grade level teacher last year to the new grade level teacher to make sure we know where we have holes inside of our curriculum once we assess those students um in the first three week three or four weeks then what how do we go about differentiating how do we make sure
that they're getting the the new standards the new curriculum yet folding in the curriculum that may was Miss missed last year so all of those questions are being handled through the instructional committee um so as when we talk about a plan everybody's asking for a plan so we did put a plan out there to try to give people an idea of what we're thinking about because we had a lot of anger and a lot of angst out there about okay you're not doing anything well we have a plan but it's not fully baked um so we're putting stuff out and it you know we're building it as we're flying I hate to say that but that's the reality of the situation we're in so as guidance comes we keep adjusting it we're going to go
through a pathway to reopening tonight by no means by no means you know is it even close to being completed uh but it is a draft to get us going to think about things to get some questions answered for our community members our staff um so that we can try to alleviate some of the stress that they're feeling um that being said we have a lot a lot of work yet to do uh to be prepared for this school year no thank you I mean think it's you know that from what I've been hearing and just like Eric had mentioned and Stuart had mentioned there is a lot of anxiety and uh you know that it's all these decisions are being made in a bubble and uh you know you know fortunately I'm on the
inside and I can see that it's just you know we've got 500 people listening today I don't think we've ever even had 500 people total in a year actually paying attention so I think it's good to hear that you know there are committees and it's not just a few people it's you know it's community members parents it's teachers it's admin you know it's you know Direct s of facilities and things like that so cool thank you you're welcome there's there's obviously a lot going on and a lot to do and that will change tomorrow as you quite rightly say right yes the the the the question of discussion right now is the question of the calendar for the coming year at what point and how will it work well somebody says we're just not ready
I mean there has to come a point when mean the last thing we want to do is open an open badly right going to do it going to do it properly as you say there's a lot still to discuss to work work out and again that will change how does that process work when somebody says listen we're just not going to be ready not and then so the calendar has to be reviewed again oh I don't think the calendar will have to be reviewed again I think that's our Target you know even if you said no tonight our Target would be to hit the mark where we have to hit it we won't hit it no I understand every's working towards that but I mean there comes a point where say listen either technolog is
there or the the the training's not there or something I'm seeing particular the remote learning we it we have training working right now we have I have my instruction coaches building PD as we speak all that's working behind the scenes and have no doubt they positive to get it done but y I mean our our options are to leave the current calendar in place and just replace the November 3rd date I'm recommending the extension of 31 because we need additional time to work through this and I couldn't agree more with plan and get our get our plan you know even more polished and ready I'll wait addition guidance we hear sometimes that additional guidance will be forthcoming so it gives a little time for that as well so I raised a couple questions earlier today
on the two weeks extension of beginning of school and we all know this in this room anyway the strength of the Illinois Teachers Association what they came out today that they don't want to come back to school to teach they want everything online so more than half of your planning is for in-person instruction I would I would say um what happens in two weeks when their shackles are in so deep that we go to online learning I actually have a two-tiered plan in this Pathway to be opening that we'll go over in a little bit where we're looking at alternating I I think the the reality is it's not if we'll go to remote learning it's really when we'll go and so I think uh to be prudent we have to plan for both and
so we are trying to do a tiered two-tiered system to make sure we prepared in in my mind um I think we have to look at what's the best way to educate students it shouldn't matter where they're seated right if we educate students with the mindset that we're always educating them as if they're in our face to face and we're trying to adjust our curriculum and our our pedagogy to meet the needs of students regardless of where they're sitting I think as a district our teachers are very qualified and very you know very good teachers I think they can get that done it's a matter of how do we train them and help them to support them to be able to do that and I think that's a plan we have to put in place
as we look at professional development uh to make sure that they can see it from both a face-to-face perspective and a remote learning perspective how do you meet those kids behind the screen and how do you make sure that you're using the time um that's relevant and researched based on the students's age that's appropriate for screen time um and still getting a much better education or learning from our mistakes if you will learning from what happened last spring we've heard from many parents um you know of what they'd like to see and so it's really taking what we've heard and trying to um develop a system that will work for us I think we have to be prepared for both and in this plan we do have this is what it looks like alternate and
this is what it looks like remote because the reality is we gave parents an option for both and so we have to be prepared to do both I would agree but the my question I guess is pointed at the five days well the three additional days before school starts for teachers so I understand administration's working today you know for this plan um but that helping teachers with professional development it's not like they're going to have an extra two weeks well I think one of the things uh Dave Chapman cea president said is you know we can offer it to teachers it doesn't mean that they have to take it but I I do think there's a lot of teachers that will take the time we have Central PD which we do a lot of online
university we call it central PD right Central University uh where we're doing a lot of professional development that can be done online at home streaming kind of looking at it from that way it's been built that way in canvas and I think there are teachers I think Dave's correct that there are teachers out there that would be willing to to do that there's some teachers won't that's okay we'll pick them up in those three days but some of those teachers are going to go on do that themselves our instructional coaches are building stuff uh we just talked I just talked to them today you know we've got six different modules coming out and as we build those modules and we have those ready to go for teachers to look at I think it'll help them
hopefully alleviate some of the anxiety that they have um so that they can take it while they're at home more on their time frame not sitting here in three days because you're right three days we can't get it all done right but we'll do the best that we can so maybe the better question I think to Jeff and I spoke briefly about this last week you know so what if it was the 24th like maybe how do we arrive at the 31st as opposed to the 24th well 21st was teachers right so it was really to make sure we could get everything up on Central PD make sure we get teachers uh communicated with and what we had to offer make sure they had time to actually complete the training if they chose to do
so um from their home before we actually started school um so we had a little bit of time for to offer that to them at their home um and then hopefully we have some teachers that take that advantage of that and then when they return we look to say okay how do we mitigate specific either grade levels teachers to make sure we're getting them the the training that they need where I can utilize my seven instructional coaches to actually go and support those teachers face Toof face because maybe they are not online Learners and they need that more face- tof face instruction as well and I think something to point out for those people at home too you know in week three and week five also two built-in remote learning planning days there two Wednesdays
completely off again for the benefit of teachers ideally right that over the first yeah we 12 school days they can identify where do we need that extra support right now where do we need to get in two weeks as we continue to collaborate right right one of the things we heard from some teachers was that it would be beneficial to have front loading of PD kind of work on it tweak it then as we're moving along we may need to tweak it can we have time to actually tweak it and so those days provide that time for them to make adjustments and things that maybe aren't working to make it a little bit better and a lot of that came out of your your committee discussions then correct well it came out of a discussion
we had with Union representation yes and then PD for everybody home is a personal development right PD would be professional development professional devel I'm lost with these initials now and I'm sorry yeah we have a lot of acronyms anyone else okay we would we what are we voting are we voting which one we want we know we need someone to make a I don't think we think the mo to discuss but not which one we're voting it was just discussed so someone it was the amended it was the amended calendar two calendar shown yeah but I brought two present we get a motion in second to approve the amended calendar that starts in 2020 2021 school year on August 31st for students for students for students we write can you write any f f faster
Pam got it because I can't speak faster ready kellenburger yes Dolan yes P yes gra yes Brown I yes yes next any Motion in second to discuss and approve the release of Clos session items Mo second uh memo is included in your board packet along with the agendas and the Personnel reports issues addressed in executive session from January 2020 to June 2020 include items related to Personnel uh the sale or purchase or lease of District property and student discipline the Personnel reports are public information any items related to student discipline or ongoing discussion related to the sale or lease of land and litigation will be kept closed in that release for public review the agendas and personal reports are included with this memo questions Nolan yes yes R yes Brown Johnson yes helenberg yesman yes
move on to information items the central 301 Pathway to reopen schools uh for for our community members that are listening to the board meeting uh remotely you can access this plan through boardbook on the district's web page so on on the district's web page under Board of Education you can go to board meeting and then under board meeting you'll see a link called board book the agenda is there right there and board book and this document you'll be able to access so that you can review it as we're talking about it so this I want to begin by saying this is a draft document and is subject to change as conditions and guidance from government agencies is updated this is our Central Pathway to reopening and it includes Wellness instruction operations human resource and communication
it's currently a 19-page document I don't believe it will become shorter if anything I believe it will become lengthier as we continue to navigate through this process uh to cover a brief summary and I think Dr mongan already covered this pretty well over the past month we've been working on different uh Pathways to reopen for next school year the district continues to prepare for educational plans and operational protocols based on guidance from the Illinois State Board of Education and the Illinois Department of Public Health we also work closely with the K County Health Department and the state's five-phase reopening Plan called restore Illinois in that plan um it's linked in this document for your review one of the things that we're going to stress continuously is that it's important to note that during any phase
of the reopening plan if staff students anyone if they're feeling um ill if they have any of the possible symptoms on the covid list that they please stay home we're currently in phase four of the restore Illinois plan which is revitalization during this phase social distancing guidelines are in place Gatherings of 50 people or less and designated space are permitted and um and we also will be following the the rules set forth by the state and the Illinois High School Association for athletics one area that we've spent and continue to spend a um much time with is health and wellness uh which is documented in this uh guide We are following guidance from the Illinois Department of Public Health the Illinois State Board of Education and the Center for Disease Control and prevention using this
guidance we've developed protocols to allow for a return to in-person instruction I cannot overemphasize the importance of good hygiene among our staff students and visitors and this includes frequent handwashing and sanitation of the buildings one of the questions that have been asked numerous times um either in public comment and through our FAQ is what happens in the event of a confirmed covid case well it's outlined here in the event of a confirmed covid case we've been asked to notify the King County Health Department and then we have to notify people that had close contact and close contact is currently defined uh by someone being within six feet of the infected person for a sustained period of 15 minutes or longer if that is the case then those individuals must s self-isolate at home and be
alert for symptoms students will stay home for at least 10 days and must be fever free for 72 hours or have two negative covid-19 tests in a row with testing at least 24 hours apart of course as new guidance emerges these guidelines may change then there's guidance for classrooms too and you'll be able to read through this in the document but I want to highlight some some major areas we're going to clearly Mark classroom areas where to sit stand line up for six feet spacing if possible we're going to emphasize sanitizing hands whenever anyone enters a classroom this could be done in different ways through a hand sanitizer through a restroom sink through a sink in the classroom um we're going to maximize ventilation in the building uh we have increased our filter replacement in
the FAQ we've added coils for disinfecting to our air handling systems and we will display clearly visible signage to remind everyone of social just distancing just like we have here in our inperson meeting tonight for preschool uh pre kindergarten uh Early Childhood classrooms we want to limit student Movement we want them to stay within the same group throughout the day we want to schedule and coordinate restroom and handwashing breaks throughout the day we want to have clearly Merk common areas we want to refrain from sharing school supplies and we want to coordinate Recess by classroom to minimize student mixing in kindergarten through th grade we will have um the same classroom group throughout the day uh we'll take precautionary sanitation measures utilizing small group instructional uh spaces and when there has to be close contact
with students face Shields and maths are um available as well as some partitions in grades 6 to 8 students will remain in the same classroom throughout the day they order to maximize social distancing as best as possible we're going to stagger transition times and again as I mentioned before in and we're going to stress proper handwashing and sanitation in grades 9 to 12 we want to maximize social distancing within classroom spaces it is required that teachers provide assigned seating for students and require students to remain in their seats to the greatest extent possible we want to stagger transition times and coordinate activities by grade level to minimize student mixing in our specialized programs we want to take extra precaution for sanitation measures when utilizing these small group instructional spaces P if I could um one
of the questions that was asked was U one of the questions we keep getting from parents is how do we manage students in an AB schedule um and so we're not taking desks out of classrooms if you can imagine that say there's 24 kids in a classroom there'll be 24 Des but the social distancing would be that the a students they the kids that are coming on that Monday Thursday would be dispersed six feet apart have their own desk with their own supplies all maintained in that desk that they would keep all year when the next rotation comes in they would take the opposite desks that have not been sat in and put their supplies in so they'll have an own desk that will be located in there uh the numbers in the classroom will
be what allows us the six foot distancing U but the desks will remain as they are in the classroom so I think some parents felt that we going to keep the same desk or use somebody else's desk that's not at all what we're anticipating we plan them having their own desk with their own supplies at the middle school level that was a little more challenging for us there's a lot of discussion out there it's in our instruction committee um we're thinking about having um some kind of a bin that students would have their own personal bin where they keep their supplies by their desk uh because we don't want them using lockers at the um the middle school or the high school so we really have to try to readjust how we're going to take
care of some of those personal supplies that they may have they probably have in their backpack but there may be some things like a whiteboard markers that teachers will want to use that we might put in bins for each student so it's only a student material and not shared across the the classroom and we're not planning putting Plex CL desk no uh we have plexiglass for students where there's not six foot that could be maintained we' have plexiglass uh reading interventionists might be working closely with a student psychologists might be testing students social workers may be working closer with students students with special needs sometimes that distancing is difficult so we have face Shields masks and we also have some plexiglass whatever if works best for the student and the teacher okay we also have
um included in the document guidance for common areas for cafeterias restrooms hallway main office areas uh for expectations there one of the of areas will be marked in the restroom um certain urinals will be closed so that there's distancing that even takes place in using those bathrooms and they will have a extra scheduled disinfecting throughout the course of the school day um it's important to remind everyone that we are requiring face coverings for all students and staff while inside the building when you're outside the building in Social distancing can occur at six feet or more it is permissible to remove a mask can we address that perceived discrepancy because there's a lot of stuff online about that this idea that it said in fq that kids would be able to take their masks off it's
one thing like I've just done right like we're doing and drinking and putting it back on um so can that be addressed what because that was confusing to me I think it's difficult to to respond I mean if if a kid has water in their classroom they're going to have to remove their mask to drink the water if they have a snack break during the classroom they're going to have to remove their mask to do the snack um so I guess we could say no I mean right now we have breaks built into the schedule because I think they're going to need that we talk about breaks we talk about snack breaks water breaks those types of things we can remove that so maybe the way we we worded it in the FAQ could have
been I think the wording was if they're working quietly at their desk that's different than a snack break and that's different than a 30 second water break where everybody holds their mask and you know like again I said to people like my kids love that like you know you got to figure it out I think there's a huge modeling component right for how teachers approach it how parents approach it how I approach my office with kids who are anxious about it or parents that are anxious about it right like I mean you know I'm wearing I'm wearing a mask I don't see people in person but I put mine on to show kids like the different ones that I have right and I think we can do that uh so I think that Clarity is
really important because I think there's a lot of distress and we had a couple you know letters about that and idph guidelin so I think that makes perfect sense to me because you can't do that we want kids to be hydrated especially if we're going to have more movement braks and it's 90 degrees and they're going to be outside twice a day even for just 10 minutes to run around the building one time I think that's all fantastic uh so thank you for clarifying that I think that needs to be there I'll redo the the FAQ I think it's that simple okay and the there is another point that there are masks and masks by the way right I mean is the element of saying well somebody just basically putting a the rag over the
face is not a mask I'm assuming there be some control for for the not wearing a face mask for the students yeah yeah we'll have part of our student parent handbook uh adjustments we have quite a few adjustments that will come to the board a couple of our principles and Stacy work come out instruction again working some policy regarding attendance the next piece will be working on discipline regarding face masks um and what our expectations is because we obviously we expect them to wear them and there will be consequences and there be guidelines what and at some point right if if we if it escalates I think the the final point will be that they'll actually be remote learned you know we remove them from the class from the school if they can't wear them
my question is basically will there be some guidelines as to what actually a a acceptable mask is right oh we a drawing in the handbook that says a bandan is not allowed we we will make sure there's no profanity and we'll we'll talk about what the face mask should have standards mass for Mk just like it is for t-shir we just haven't gotten to that point yet that'll be in the handbook as well as we start to work on policies a lot of that's coming out of the student parent handbook that will come back um we'll probably end up having a have a special board meeting to get all of those things passed through but that will be the next step of policy the other thing I've seen a lot of recently the last few
weeks is the whole question of whether the teach teaching staff will be provided with n95 masks no we are not will not supplied with n95 masks they'll be provided with cloth mass then there's no requirement for that there is no State requirement that we reply staff with a 95 Mass long as be an evaluation I think the the purpose of a mask is to protect the person I'm talking to not to protect you yeah um and so I think it's remembering what the purpose of the Mask is and reading the CDC guidelines and the idph um and so does not require an n95 mask for for teachers uh it really is to protect the students or the students to protect you know the teacher right that give them take I'm protecting Chrissy Chrissy's protecting me
yeah um and I mean just just to clarify again I know because M the mosque issue is an issue I don't quite know why but it is an issue that we're very clear that no masks no entrance basically no if there's a medical reason for no mask uh which we can have a doctor's note that gives students and and staff wear face the right to not wear a face mask um they would be given and granted that we can't kick them out if they have a medical there we have some students who would maybe have sensory issues um other health type issues and we have to take that into account and meet their needs as well and in those cases a face mask uh a face mask may not be reasonable and which at which
time then we would expect a face shield to be worn okay well we try sheld if we couldn't do that we would try to put together some kind of individual education plan but we are going to deal with the situation whereby a student comes to school and says I don't have a mask because I'm I don't need one refusal no refusal will be dealt with yes and you know there is I it was a few weeks ago I don't know if it's was a 301 families or hbt thing and I don't comment too often on those for obvious reasons but there was one that very clearly was my first amendment right I can wear I want well back at Central when I was here you could still wear Johnson t-shirts and that one way very
quickly by the time I left high school because they were grossly inappropriate and eventually you just said no we have you know it's distracting in the school environment you could imagine what a kid who willfully is not wearing a mask would do to the other kids in the classroom it would be grossly disturbing to the academic environment for that to be the case which is a threshold that we use for that kind of stuff so I don't I think the discussion is done right I mean I think as long as we're on the same page and again as a physician who has worked very closely with 303 more so than our own Support Services people that we have in here and kind of how notes get written for let's say Homebound and stuff like that
I want to monitor pretty closely what kinds of notes we have coming in and who's going to ultimately be that I know if you have an MD behind your name you can kind of say whatever you want but that doesn't mean that we can't follow up to kind of assess the overall medical needs I think there needs to be a diagnosis on there that allows for that not just patient is not required to wear a mask which is my concern and maybe that's pessimistic but just that is my concern that we're going to have going to the family that we have who's a doctor and and is is it once it's come in do we just not ask any questions are you're on the wellness committee I mean what are we going to do for
for families who who have opted very vocally in some of our public r i mean you can choose to do what you want to do but we also have to educate our children in the safest way possible and so what are we going to do if we start getting what could be perceived as nonmedically necessary notes but that are signed by a doctor what are we going to do about that I think we'll be looking at every every know it on a case-by Case basis we know the medical history of all of our students we know you know the historical context of all of our students we have documentation records uh so if if a parent were to come in and you never saw anything we would definitely be verifying and double cheing and doing
some followup in some capacity you know many students might have anxiety that we're not familiar with and they're seeing some other you know getting support services that do does not impact them in school as well but those are things we would want to follow up on on a case-by Case basis and given obviously what I do I think there is so much of this projection of Parental anxiety and I the vast majority of kids barring in the underlying sensory stuff primarily from my perspective as a child psychiatrist are not going to have issues of anxiety I mean for me this is like a great way to further uh demonstrate your personality what you like my kids all of a sudden like Pikachu because a friend of a friend made him a mask that had Pikachu
on it they didn't even know who Pikachu was but now they love Pikachu because it was on their face right so I I think that again back to the modeling component I think that's huge and I think that all parents are obligated to to do this even if they don't necessarily agree with it or understand it but that's bottom line that's going to be our expectation so parents can start working now to support their kids their friends kids their whomever they need to to help make it easier not perfect but easier than it might seem now I think it's very important that we make the regulations clear there is no doubt I mean and so that there isn't a an ongoing conversation it's either yes or no at time I think medical exemptions are the
only out correct what's that medical exemptions medical exemptions that's the only reason you must have a medical exemption yes under under our guidance uh for common areas we're also um providing access to school buildings to authorized personnel only and anyone who does come into the building must undergo a pre-certification form uh for health screening and that's covered later on in this document also include included guidance for shared materials and that um it's very important that any shared materials if it must occur you want to keep it to a minimum but if there's any sharing materials then disinfecting has to take place right away and then um that's true for not only classroom materials but athletic materials as well and then he screenings it's important to note and I said before if if anyone has any
of the symptoms associated with covid we ask that they please stay home students will not be penalized for missing school and are encouraged to stay home when not feeling well and then it lists all the various symptoms of covid and what we are asking is if you have any of those symptoms you must remain home students will wear a face mask covering and remain in the quarantine area if they come down to the office with the simp symptoms and then um the trans they will Arrangements will be made for their parents to come and pick them up and they will be supervised in the quarantine area until they're able to leave um the next area addressed in the plan is hygiene so staff and students and I mentioned this earlier staff and students must sanitize
their hands at either a hallway foaming station a restroom sink or classroom sink upon entering a classroom hand sanitizer will be placed in common errors throughout the school building each building will place signage reminding people for proper hand hygiene in the appropriate areas so um assisting students May sometimes require close contact hand washing or sanitizing must be done before and after contact with students then we go into the illness procedures any individual who tests positive for covid or shows any signs or simp for illness should stay home and then we will follow the guidelines of the CDC and the Illinois Department of Public Health it is recommended that if you are medically fragile and imuno compromised students consult with their medical provider before attending school again any individual who shows symptoms will be immediately separated
from the school population and they will be sent home we have those spaces identified in each school they're going to be well Wellness is working on those currently do you guys have spaces to step I think it's going to be conference rooms or yeah we're looking at conference rooms in all the buildings because I was even going to say I mean you know when I hbt let's say during the day during lunchtime there's a good portion of teachers for their three separate blocks are are in there two three or four blocks are in there um are we even going to encourage teachers to like be pres I mean as it can be like you're kind of relegated to your rooms and that's a nice open spot like an hbt right near the nurses station just
thinking about SE soide obviously yeah we're asking staff to pretty much isolate as much as they can and not going into commoners who who actually would do this separation would it the nurse be doing this or would be the the the actual the actual class teacher if if there are symptoms shown and they have there symptoms that be sent to the nurse's office and the nurses would work with their building Administration and so the teacher the class teacher would take them down to the nurses room or send them to the nurses room if they broke out a symptom during class yeah yes as mentioned before face coverings must be worn at all times that includes even on the school bus even when social distancing is maintained it's important to note that Central 301 will provide
three class masks to employees one to wear one to spare and one to be laundered and a face shield to staff and or students when needed students will be expected to provide their own face masks I know that the state is promised to provide us PPE equipment but and I hope that they do but in the spring we also put in a request for PPE equipment and we never received uh the equipment that was promised so I think we have to have a fallback plan are we uh I think somebody asked this maybe at last meeting are we procuring um gel at this point like what are we doing for hand sanitizer I mean as a school district we have like different access I know on Amazon I as a physician I can go on
and have access to different large quantities of we're working with our vendors to provide us with stations and with San hand sanitizer and then it's important to note that we have two types of sanitizer that we're able to use we have electrostatic guns that use one type of sanitizer but it has a 10-minute dry time then we have another sanitizer uh that is food based sanitizer that is EPA approved for covid which has a shorter dry time for other areas so that's not for hands hand San that's for oh in hand sorry thank you yeah we have we have gallons gallons that we're buying that we would fill uh we have Fort ones we have foaming stations so you actually walk up to foaming stations we're currently working on the high school because that's our
biggest challenge at this point just because of the structure of how their schedule doesn't work like a an elementary and middle school was able to adapt it um but based on that we're trying to get hand sanitized in every classroom um and so Dan is currently working with his vendor to see we can't get the machines the the actual you know like you walk into a censored one we can't get those they're not available but definitely we can get pumps and then you also mentioned that each of the Elementary classes has a SN most of there are some that I I don't think the lake has sinks if I recall but I believe the other ones all have sinks in their classrooms and then there's some classrooms that may not have them in those cases
we would offer hand sanitizing uh for their classroom correct it's important to note that immunization and physical requirements of the state of Illinois have not changed so we would still expect that all of our families are compliant with immunization and physicals by the exclusion date of October 15 then um as I mentioned earlier about social distancing we'll have visual reminders throughout the building and in the hallways reminding people about social distancing handwashing uh we will be staggering bus loading and unloading and passing periods meal times bathroom breaks to ensure student and staff safety and then training we're going to uh require staff members uh to be receive training related to physical distancing face covering and hand hygiene procedures and then um at the beginning of the year we'll be working uh teachers will be working
with their students also training them in those protocols and then uh visitors will be restricted as I mentioned to essential personnel only visitors to any building must always wear an appropriate and approv face covering and Report Direct to the main office for a wellness screening and then the wellness screening is identified below that in the document so we're basically saying the visitors remain in the in this the lobby area they would remain in the office area until the screening is completed including a temperature check and the questionnaires and then then there per no we we're limiting any uh visitors to the building at this time with the exception of uh parents for an IEP where they want to come face to face they can still be done legally uh via Google meets or some kind
of digital means but if a parent really wants to come meet with the team we would allow that for individual education plans otherwise we're really we're not taking volunteers we're not doing the normal things we would generally do inside of a school system we'll be at a halt um as a matter of fact we talked a little bit today about is there a way for us to use Alis Thomas had developed a QR code where parents can actually scan a QR code and they can answer a bunch of questions for their student that may be tardy or whatever so they can get into the build and then we talked about even having our secretaries walk out maybe and having parents sign their kid out instead of having them enter the building we're still working on
those procedures and protocols but uh definitely bringing somebody else in we're trying to limit that as much as possible in every building on the question of IEPs I mean and and and know it was mentioned earlier that you're looking to actually make those remote where possible right yes correct I know that some of those meetings can be can have a lot of people in them yes right both internally and externally people right do we actually have the locations to be able to do those the actual physical spaces where we can actually maintain social distancing properly well you could bring them here we talked about coming here because you definitely could social distance here I don't think most parents want to come here I think uh if we use the conference rooms like they're talking about
for wellness that's one of the larger spaces but we could always use a classroom okay um and then clean it I mean the issue is the cleaning but you I don't think we'll see a lot of those I think many of them will still be done virtually we didn't have a lot of requests last year did we there pretty you happy with virtual that is correct and it depends the fa like the high school there's a couple different confer room and a couple the larger so social could you even could you even do a mix whereby you've got some in person and some some remotely yeah yeah you could do we' actually doing that for committee meetings that want to come this we us have here come in we people but generally they be encouraged
to be Remote Full Stop yeah okay parent teacher conferences open houses that'll all be done virtually I got a couple questions so back on page five when we're talking grades 6 to 12 it's talking about transition time so are we those students in those grade levers are switching classrooms or the high school is switching classrooms every period just like a normal schedule um the Middle School it depends so physical education we'd like them to take them outside uh if we can't get them outside on a ready day we'd like them to maybe use the way um extend those students out six to get them moving and those types of things that's the transition we have students that get intervention services uh special education services maybe they get Social Work Services there's were some transitional pieces
the overall groups in uh 68 will be in a classroom and the teachers will go to them but there will be some movement depending on what a student schedule is at the middle school to meet some of the needs that they have um at the elementary we still haven't gotten to the intervention piece to figure out what that's going to look like right now now we're thinking pushing that may not always work so we may have to look at how does that look in a pullout model and having some movement again for our elementary as well for those kind of special services and then my other question related to sports um there were several questions about that can you kind of give us an update where we're at with that I'm kind of I guess
well the that we not in Texas people well so about a couple weeks ago we were ready to hit the ground running and then we had a School District close by who was shut down for Co um and at that point the ihsa um stepped back a little bit and started to change the guidelines a little bit during that whole time and Dr Sterns and my conversation with uh Steve dersy the athletic director the the challenge was how do you manage this how are you going to guarantee that you're going to keep these kids safe why why are the guidelines for athletics different than the guidelines that we're seeing underneath the Illinois State Board of Education and coming back to school so Steve asked uh ihsa we was trying to get some clearance on that
um and they said well we're going to revamp this now just recently ihsa came back out and said listen we're going to follow isby and idp's guidelines and so now we're waiting to see what those guidelines are we can start many districs have um and we've asked some of our coaches to actually put together plans and take a look at what their plans are um the reality is is that you know it's a liability we're trying to figure out what the liability is I want a waiver to be signed and we're waiting to get the way we're back from the legal council uh to to mitigate any issues that we may have and so all of that is kind of happening as we're um a waiting ihsa's new guidelines which they still have not presented
ihsa meets again deflected IDP they deflected idph and is they they have um a special meeting uh scheduled for this week so we're hoping to receive the the guidance at that point and that high school that was affected that was it was 36 students 36 students that were I didn't want to see the distri well I he said it not me he said it not me I just wanted to it was it was a big big cluster and we found out that it was due to people going to different parties I think outside of the you know and connecting oh sure across the way but again we don't know where our students have been so um well yeah there's no question that continued contact with a with with a with somebody that's sick your likelihood
of getting sick is very very high so so we're airing on the side of caution okay and we know it's not a popular decision but until we get clear guidance from ihsa we we're kind of hedging on waiting to see what that guidance is do has there been since that this was obviously all parents I mean do we have um just generically coaches especially for fall Sports here who are getting frustrated that they're feeling like their hands are tied or we're understanding and we're frustrated or we don't want to practice anyway because this is D I mean like what are you hearing from our staff our no I think our coaches would like to get going um a couple of our coaches have definitely put plans in place part of our challenge was okay well
how does this look if you have to if you have to practice football and you can't touch what are you doing what does that look like how are you cleaning I forget what they're called those Sledge you know as they push um how are you cleaning those after everybody's usage are you running the same Five Guys down and then bring it back and running it again so we wanted plans and clear guidelines from the coaches on what that looks like like um the reason we want it from the coaches is they had to administer it so we felt if they wrote it they would know what they wanted to do cross country is a little bit easier they run some distances the challeng is when they compete right they run fairly close together um basketball
was a camp so we're not talking about flaw Sports we're talking about camps we're not talking about fallaw sports we're talking about camps and our question was is it worth the risk for a camp if we don't even know if fall sports are going to be occurring especially for like basketball boys basketball girls basketball which really has Happ happening in the winter or late fall is it worth the mitigating issues that we could have given for Camp if we don't even know what ihsa's guidelines are um so I'm sure there is some frustration out there uh Steve's been pretty relaxed in talking to coaches I've not talked directly to coaches I don't think Todd has pretty much has been between Steve and his coaches we have seen some plans come across our desk though uh
to take a peek at and we have a little bit more of a liability issue than a club sport wood as well so I mean a little bit yeah I mean I'm you know just being perfectly Frank so we we've definitely got a little bit more skin in the game and need to act conservatively to be able to address it many other districts are running many are not what's that putting up any and that 8 I'm I don't know I will follow up with him tomorrow on that good question Jee I don't know I believe football's doing a virtual where they're getting I think that most coaches have been trying to send plans for kids to at least keep them up and and endurance and some of those things um but I I don't have
a I don't have enough information to give you a full report on that there's a lot of information in this document I appreciate everyone's efforts that went into it whoever they may be Dr M would you like to address instruction sure so next one's instruction and a lot of information isn't here um because we're still working through the committee and uh trying to determine what that will look like and so as we're continue to work I couldn't give clear guidelines uh but this basically is walking through what we plan to do if we return in person and then what we're planning to do if we end up going out completely remote learning um a lot of the elements I had to remove until I can figure out what that's going to look like and so
you're not getting a lot of direct conversation you look on remote learning we just talked about the guidelines that we really want a parent to make a choice up to winter break we know we've had some parents that say could you do it by quarter the ration out for winter break is um High School grades go off of semesters um and usually we don't go quarter by quarter um we don't if we have kids that come in mid quarter and we have classes set it's hard to add a kid in um like we talked about before it's much easier to take a kid from a classroom take them out because we have class siiz rules that we're going to following so to add additional kids in the middle of a quarter will be very problematic
um we did just kind of talk about what the rules are for that then we have the learning guidelines which you don't see there those will be guidelines for each of those four levels so parents will be able to access and teachers will be able to access what do the guidelines look like inside my classroom for Early Childhood if I'm an elementary teacher if I'm a middle school teacher or a high school or if I'm a student at those levels um they're not quite ready yet driver's education behind the wheel current Curr ly behind the wheel is running with these guidelines uh it was passed over the summer late summer that we able to offer behind the wheel for the first time and uh Sarah farington who's our department chair at the high school has
done a great job of making sure that she got that up and running we have many many drivers who are taking our kids out getting them caught up you can only have two students and one instructor per vehicle they must wear a face mask you must clean the vehicle after they're using it and so they have their own equipment that they're cleaning those vehicles um and then they have to avoid any unnecessary stops so no stopping at the Dairy Queen for an ice cream should be posting anything about the remote learning question that was brought up at the the high school yes so remote learning will still be able to do behind the wheel it'll just be signed up after hours and working within that so yeah she'll she can address that um as we
get closer um the extracurricular activities again we don't know we're in phase four we have a gathering of 50 we don't have clear guidelines from ihsa we don't have clear guidelines from the IESA which is the elementary athletic Association so we're still wa waiting for those guidelines to see what activities look like can we have after school activities you know Scholastic B some those ones that are smaller probably as long as we can do six foot distancing but we have to kind of work our way through that um and determine what that's going to look like that'll come again out of the instructional committee um I am dealing with algae Community College dual credit remember that we've shifted a lot in terms of how we educate students at the high school level where we now
do a lot of dual credit with our neighboring and partnering District um our ECC so you can see the guidelines for our students um for Elon Community College non-lab classes um they're originally scheduled to meet face to face um but they're going to be changed completely to online now if there's a lab class they will come on site for a few lessons for the lab and then they would go back out for online and then uh we've reached out to all the parents who are in the BSN program which is the nursing program to see if they were willing to have their students do some of their externships um out there all of the parents have submitted a yes so we do have I have a waiver I'm currently working on to have those parents
sign as well um for their students to be able to access that through Elon Community College music and theater this one's a challenge um the guidelines inside idph and Illinois State Board of Education and um Janis uh pitz who's our keyboard person at the high school has been here for many many years she actually sent me a study which was very interesting that have been done as well and they're saying that if you use an instrument you need to wear a mask um because when you're either talking or blowing an instrument or singing saliva the small particles actually the large particles like when you sneeze or cough they're are larger particles they drop to the ground and they're not as dangerous as when you're singing in those small particles that can get into the Airways
and so they that's actually more detrimental than sneezing that being said we're trying to we look at what do we do with music in terms of chorus band and theater um are there different options there Elementary music teachers sent us some good ideas in their spreadsheet we're looking at some of those options um I know Matt is talking to his middle school teachers I don't know if Chris has really talk much to Jeff or or Jim um but I think this one's going to be a challenge for us um band is huge in our district um the marching band is huge in our district a lot of kids exempt from PE because of marching band um so I think we're going to have to be creative the space at the high school is problematic they
say if you have a window or a door that can open you're better off um if you think of where our music is located it's in the second floor inside the building zero ventilation coming through there and no way to open a window or door so that one um it's pretty vague because we have no idea that's that's one of our biggest challenges I think and how we're going to deal with that situation at all levels we only have 20 kids at the Central Middle School that have signed up for us one of my questions today was can we go ahead and drop that course for 20 kids and uh use that teacher at LLY Lake to make us have a full-time teacher there um to help us get the um specials that we need
to have throughout the course of the day only 20 kids at CMS yeah well they usually sign up later in the day year sometimes they get going but yeah currently we only have 20 scheduled so we may choose to just drop that contact those students and have them go somewhere else because music's problematic I don't know we just have to figure that out um again we deal with personal protective equipment for instruction um proper hygiene making sure that we're not sharing equipment all those same types of elements that we have throughout the whole document um English learner program we just talked basically that we're still going to hold TBE and TPI Services which are the type of services we give for our students that are language speakers if we have over 20 students we're supposed
to offer TBE within a building we have bilingual teachers will continue to service those students uh we don't anticipate that that's going to shift it just may shift in how that platform is or what that parent chooses to do with those PE gyms playgrounds and locker rooms um we will not have students changing for physical education so we will not be using the locker rooms for changing uh PE uniforms at this time uh PE we really want those teachers to take the students outside if weather is permissible uh to get them out and moving um and trying to get those m off and get them a break from that so that is our attempt to do that if the weather is not um as inclement then they have to used markers inside the gymnasium um
for Central Middle School Prairie NS Middle School the high school we have curtains that drop so you can drop them and according to our guidelines we can run 50 in one room and 50 in the other as long as a curtain is between them um Elementary we don't always have the curtains to drop so we have to look at partitions or other mechanisms to be able to manage uh the physical education facilities at the elementary school you can see that any shared equipment has to be cleaned so we have to talk about that with our physical education teachers how are you going to clean that who's responsible for it um as they're using balls those types of things maybe keep it to feet not to hands um they're really just going to have to think
about how they're going to instruct physical education and what how that might be different for those students that are in the house this year we know social emotional learning is a big part of what has to happen with our students they've been out since March um know that um they really haven't been communicating face to face so we want to try to make sure we're meeting those social emotional needs the wellness committee and uh special ed has even started to get into that a little bit as well they're dealing a lot with the social emotional elements and now we just have to talk from the instruction side and try to bring all those together so we can see what that's going to look like there's lots of conversation happening about what that should look like
student services um we know that Co has really impacted our most vulnerable students the students with special needs students um of course our kindergarten preschool k123 those kids that are learning early literacy early numeracy um so those are our populations we really have to try to look at and student services is working again in their special education committee to kind of mitigate some of the issues that are here and to try to come up with strategies that we can employ this year to help us with that population of students um and then you can see we have some guidelines that will be coming soon for both middle school high school student services and then for the 301 special programs like leads and aop and those types of programs questions on instruction I have a question
if uh if teachers were going to live stream a class what are the student privacy rights on that um we actually have that question with our legal councel we're looking at it from um both a human resource perspective and from a student privacy perspective so we have uh multiple Avenues being looking at that um and we do not have a response when I get that I will send that to you do I any responses back from the survey compar yet in terms of how many are coming would like the two day or the 4 day or I have the timing is right for that now oh yeah I do have um survey results back from parents and we have about a 50% response rate that want to come to school four days a week W
um so it's it's a fair large 50% of people responded or of the responded so far and we have about 50% of our parents who have responded um that and it's been pretty consistent across the way in terms of um what they have and what they would like to have I'm trying to see if I can find My overall so we have um 821 parents currently that would like the ab schedule 1,443 that would like the 4day option 23 that are choosing not to attend Central 301 next year 425 that would like remote for semester one and 111 remote for a year we currently still have 16 1,672 parents that have not responded but we had received many parents who wanted to hear tonight's presentation first before they actually responded what was that number again
for nonresponders non respond 1,672 there's a deadline we've given them a deadline respond we gave a deadline for coming this coming Wednesday so they have the board and then so we can start to make plans but uh we definitely have a large proportion of our parents who would like to be back in person instruction instruction because that puts the rest of this into like a huge complext basically right yeah yeah it's pretty similar to the last survey I gave to parents yes um in terms of the numbers and the percent so not a lot changed their mind since the recent um media we continue to go go the route of in person were there any thoughts or plans to bring in someone to assist with managing they remote learning they did yeah if they did
a live stream too couple things we're looking at is um because we have quite a few parents and are requesting a 4-day option could we marry a teacher up for 4 days so those 4-day kids would be there and maybe with this teacher the numbers when I break them down by building um we definitely have at least one section if not two the question becomes what's the cost if we offer that to everybody and then we need to keep that class size because remember you're taking a 24 class size to 12 or or 13 um so it would take you two teachers to do one so we'd have to look at some cost options there at the middle school looks like maybe one team could have a 4-day option and the other team could have
the two-day alternate option so I think it's being creative in terms of what parents want and seeing if we can work those kinds of options out um so that's one of the things I think we could do I think this my big concern as a parent is the lack of parity between kids who are in school four days a week and kids who are in school two days a week we have a stay-at-home parent so it's hard for me to justify saying yeah my kids need to be there my kids are just as social as I am I want them to be in school four days a week it's better for them for a variety of reasons um so we said oh we'll do two days a week but as I'm thinking about this there's
no way my kids would get the same instruction being home two days a week with the kids that ear in four days a week well I think we're hoping that we can get something that marries that um that's what we're working with our instructional committee on and with the you know the union to to determine if we there's some way for us to get something that is married right uh a student should have it shouldn't matter where they're sitting how do we get them the same education regardless if they're in the face to face or they sitting at home do I think there's some challenges with that and definitely do I think face to face that's why we believe in education way we believe in it right I mean teachers are important um because they
service them in so many different ways than just academics and when you get that relationship you can get a lot more out of them and you make that relationship usually when you can meet them face to face more so than in a a remote you know Avenue um but I don't disagree and I think we have to figure out how do we mitigate that and give the students that are at home the same approach to education and if we can't four days a week can't be an option I mean honestly if we we can't come up with a way to make two and three the same as four plus one it cannot from my perspective feasibly be an option on the table we cannot bridge that Gap as close to zero as possible it is
not appropriate why I believe we have the staff that can do that it's just how do we get it accomplished in building that structure right next area is operations so um spending a lot of time with our facilities and how we look at our facilities there were numerous comments about cleanliness of buildings and how we're going to disinfect even though we're going to deep clean on Wednesday and Saturday we're still disinfecting the building every day so the building will be disinfected every day we've purchased um electrostatic sprayers we've trained our staff in the proper cleaning procedures and then we're going to increase disinfecting of high touch areas throughout the school day um soft surfaces such as carpets will be cleaned daily and then um we may adjust Personnel schedules to meet the reopening uh special
needs and cleaning schedules but that's a for this plan to work the disinfecting is a high priority it has to to be there on a daily basis I think a a good really important piece here that I know is not popular we've talked about in our restruction committee is that we need to declutter the classrooms to a lot for as much space as possible which means we're going to need to have removed you know rugs that are not District rugs bean bag chairs those types of things to to provide the space we need inside those classrooms to be able to clean more effectively because the more materials that are in there are not ours takes custodial staff much longer to clean and so we're going to have to purge some of those classrooms and have
it be a little bit more sterile in terms of the environment than we're used to um as we're working our way through um this pandemic yeah the classrooms have to be decluttered as much as possible so that we can increase social distancing in the classroom there have actually been a number of comments throughout in terms of the fact that the questioning whether we actually have the Personnel today to do that prop are we comfortable that we do Dan is very comfortable he does yeah food service so serving and seaing areas will be established indoors and Outdoors I know that there's um been concern in the community about um students eating outdoors and bees and bee stings we are looking to the greatest extent possible to have our plan in place so that we can social
distance appropriately in the lunchroom and be able to serve lunch um groups will be limited to the maximum Gathering size based on the store Illinois plan where we're at meals will be individually plated or packaged as grabbed to go Foods um non-disposable Food Service items will be handled with gloves and washed with dish soap and hot water and a dishwater dishwasher and where students conern their meals will be thoroughly cleaned and disinfected even in the lunchroom uh people would be required to wear their mask when they're not eating um our food service Personnel will use a appropriate PPE uh while preparing and distributing food and then students are required will be required to um bring in only disposable items with their lunch there will be no lunch boxes allowed and please make sure to use
only paper and Plastic Products no lunch boxes no ice packs no cold lunches so and then [Music] we probably have in the cafeteria I think that was when people felt that students were going to be eating in a classroom we'll still have like a peanut free table area for those students that have allergies and then hide hand hygiene will be promoted prior to and after eating meals or consuming any food items then the health offices as well we be providing sling their water bottles yes like thermoses and like uh they're going to keep them in their classroom so yes thermos but no lunch box I'm hung up on the lunch box I think the the lunch box is it has to be transported between classroom to cafeteria and back to classroom and the way they
do it now is they deposit that in a sometimes they go in the bathrooms whether at lunch they touch other people's lunch boxes I just I think to mitigate any of the transferring we're trying to eliminate as much transfer as possible they can't just carry their own back and forth in their backpack with their books that each is responsible to carry their own we're open to it I'm something we look at can surely look at that I think it's trying to mitigate as much as we can stuff coming from home and not and have to go back out so trying to keep everything at school comes to school thrown away at school and they go home looked into putting bunks and having the kids sleep at school just saying all in favor say I really
creative Mitch is going to build them give teacher some iens for some overnights come on yeah our current protocol is the lunch boxes get thrown into like a laundry hamper and then they wheel it down so to mitigate all of those being in a thing and then if they do go out to recess after that I'm not sure they you going to put them and then go back and grab them in cross contamination between the different paper bags it is people we could do it by different levels maybe middle school and high school don't go out for lunch recess but they don't use carry boxes either you know so we are still looking to offer our before and after school Child Care programs however they follow the guidelines of uh DCFS and they also have
limiting numbers so that can affect their their ability to serve the community but we will continue to offer those programs in our schools and then um transportation you know there there's been much talk about students entering the bus and being pre-certified and we continue to look at other options but right now the pre-certification form is our best option one of the recommendations that came out of one of the Committees was to provide students with a lanyard that the precertification form can be placed in so we are going forward with that recommendation um at this time uh that said uh we're also looking at other options as well for for that but right now this is our pre-certification uh program and a selfer program at home on a daily basis how do we deal with a
situation whereby a parent stretch the truth because they have a big need work so we have to depend on parents being honest it's like I mean I understand there be some sanctions involved going forward right what's that some sanctions involved going forward some sanctions like what do you want to penalize the parents if they send their kid when they shouldn't okay just check it well to be fair I mean you know people I mean I've gotten in trouble for sending my kid to school because it was 23 hours after May vomited and they wanted me to come pick her up and I said no because by the time they called me it was 20 minutes left and so we got you know was like they should have sitting for 20 more minutes and then she
hit 24 hours and so I think there are parents who do that already it's just something different right so oh my kid had diarrhea this morning but they ate something bad and or they threw up because they stuff themselves with ice cream but is that the same as being sick I mean that happens all the time already so I think again you just have to trust that people are by and large going to do what they're supposed to do and we have to assume you know that whole social social good and relying on each other hasn't been all that successful sometimes but you know I will be optimistic that here in 301 we can make it happen so seriously what if a kid has allergies they're going to cough and sniffle all day but we
know that right those are things that parents know I know but it's the perception but it also says do not come to school with a runny nose I know so it's it's it's like this weird perception Jud yeah I mean I hate yeah we're doing our best to follow guidelines that have been issued byb and Illinois Department of Public Health to well I think I think the reality is it's unfortunately we live in a litigious District litigious time and we need to make sure we're following the guidelines as established and we have to trust that parents are going to follow the guidelines that we put forth um we've gotten a lot of questions about why why do they have to bring it on the school B us the interesting thing about our district is this
we're the only District short of maybe kin where almost all of our students ride a school bus so many districts that aren't doing this and they're asking for the electronic form that's because they don't have 85% of their students on a school bus we are actually bringing you know eight out of 10 students are coming on a bus to our district buildings and so we can't get an electric form at 6:30 or 5:30 and then get it to our bus driver so they know every student has got issues on their buses so we're asking for that pre-certification great idea came out of operations which was the lanyard with a big plastic piece where we slide that seat in there non-touch for drivers they show it their driver knows what they're looking for student sits down
with it on they come to school we'll figure out how that's working one of the things we're talking about because there is a lot of administrative tasks that we increasing Administrative Assistant tasks um and maybe even nursing tasks that maybe we hire temporary administrative assistance for every building one per building to help bu with some of these factors that we're talking about you know checking this in uh checking with parents when they're dropping their kid off dealing with the QR codes tracking all the documentation you need to track um because I hate to hire something they terminate them right so when you're temporary at least they know it's a temporary position and so we're trying not to hire somebody and say thank you so much for your service but we have to let you go
CO's over um and so we're trying to be thoughtful um we're looking at Staffing patterns as well to make sure that we're doing that in a way that's I think we have parents who might be willing to do that right if the kids already at school and we can do a shared thing we're like I'll just be there when my kids are there I think that we might if we can justify that on our side and have clear guidelines as to what that would be and it's a nwe contract so if we're out of school all of a sudden we're not paying somebody which I we want to be responsible with that but I think that there's ways to do that that would meet the needs of let's say our support staff and at hbt
since sign know that so well you know our two admins that we have up front to help navigate a kid running in late to help navigate kid need to come and kind of be on a walkie and really be helpful I think that's a really great creative way to help support our staff you probably have a pool of people out there that maybe are temporarily unemployed maybe that could help step it could help bridge their Gap while they're waiting for this to kind of end so they can get back to what they would normally be employed for idea right or you have college kids that are just out of school that can't find you know you have a gene pool of right employment opportunities where if there they doing nothing something is better than nothing
you like to address Human Resources um so this one's really hard and I've got I'm I'm saying this to everybody to hear me because this is a draft document and human resource is very unknown at this time and I have a lot of staff that have reached out to me and I have to get back to them and I'm hedging because I don't know where we're Landing yet um what we do know is that we will be monitoring illness for staff um there is the family first Corona virus response act out there that does provide up to 10 days um for an employee to get some pay if they're out due to a quarantine um the question comes up of what happens beyond that I don't know for sure I'm guessing that you'll have to
use the paid time off that you have but I don't know that for sure the first um the the FFC that's out um does not require them to for the 10 days use any of their current paytime off they have it's basically just a 10 free days that they get for the purpose of a quarantine so we'll be doing a lot of tracking of what's going on with staff we will require doctor's notes medical certifications from staff that end up out on covid-19 if they're on a quarantine we'll talk about the procedures that that's going to look like and the documentation for that um we do have a list that we have to provide to all community members of testing centers in the area because when we send students home we will ask that they
be tested um we be asking for our staff to be tested so we do have testing centers remember that it's free to test for covid-19 um I hear it's not a great procedure uh but definitely something that we're going to require um we're going to try to F not going to try we're going to be following the Cane County Health Department the idph um guidelines as we move forward with this um the next thing I have is a staff return plan so a staff can read about what that looks like um you know we have the authority to determine who returns to work um so but we're going to follow the executive legislative guidance obviously as we're looking to do that and to make sure that we get safe staff back safely and as they
would want to be um when it comes to absences you can see the requirements there again it's it's still a little fuzzy we know you have some family first that you can take and then it's the other elements that we're still trying to work on um Staffing level we are doing a survey to substitutes to see who is willing to come back and sub uh who is willing to a come back and sub face to face come back to sub face to face or remote come back only for remote or not willing to come back at all and we'll see what our levels are for substitutions and then based on that we'll determine how that impacts our staffing levels and what we need to do um currently if we look at the response coming back
from parents and we look creatively at how we're going to offer for these Services we'll look to see if there's additional Staffing patterns that are required there as well to be able to administer what we have um set forth um taking in account what what Eric said you know um if we can't service all students the same way do we not service do we service them all in ab and not in a 4 day those are discussions that I think we we have to have as well um to make that determination I believe we have the staff that can do it well on the question of the the FSC you mentioned eligible employees who would be eligible um any employee that's working at least 30 days is eligible okay so theoretically new hires in the
first month would only be the ones who correct would not be eligible correct y it's 30-day limitation then they start and testing cost definitely confirmed to be free or cover covered under under health insurance right uh it's free it's covered under health insurance but I think all coover 19 right now is free anything with that attachment on it gets paid and and and I mean obviously we we know that the test and come back instantly they take three to four days 3 to four days we're expecting obviously people to to be absent for that 3 to 4 days while we wait we are but I think the the part that's not quite figured out yet which um I think that they could work right if they're just quarantined if they want to work from home
remotely and change your class from being face to face remote do all remote I think we could work that out where it wouldn't be anything but I think those are things we have to work out between you know right the union and some conversations about what that might look like I think just WR there since you just brought up all remote um I talked to Todd on Thursday and I talked to Jeff on Friday and really one thing that hadn't been talked about is starting the school year all remote Y and and and doing that because with the presumption being we're going to be remote at some point now again I'd love my kids to have a few weeks in or something like that or six weeks or whatever and obviously there's a lot of
unknowns and so you know with you know with our luck if we decide to do that for instance being missed the whole semester cuz something would have happened you know is that likely no um and so I think it's it's it's just a crapshoot and I fully appreciate that but I think that this is something that needs to Beyond because what we talked about especially adding uh the extra time in and PD so five full days if you will of prepping and I think about like the collective energy and anxiety that parents and you guys doing all the leg work our administrators uh the board as I said somebody who doesn't typically feel this kind of anxiety all of the energy could be put into continuing to make an even more robust remote learning plan
and we can just do the best and be the best at that around here for when we need it that was just something that was absent in the conversation from my standpoint and so uh it looks like u46 tonight just announced that they're going to be essentially largely remote except for their support they they're doing a soft start with all remote right higher need students through the first quarter not saying we need to do that but that to me at least has not come to the board I should say and any that that was anything on the table so I don't know if you guys part of the reason why that has not come to the board and we are planning for the remote option but when you look at the guidance from the from
the state the guidance from the state want the students in school to the fullest extent possible so again we're just trying to follow the current guidance well I think to the American Pediatrics right we're trying to look at what's best for kids um and staff but you know how do we get them back into a School environment I think the challeng is if we go all remote which we can the challeng is about how do you make parents and students understand the game changed right from fourth quarter yeah it's nothing like it was when you exited in the spring and how if they haven't been here for any kind of you know meeting with teachers have no relationship with any of the you know when kids move up the reason kids are motivated is they
usually like their teacher if they don't have that relationship they don't have any kind of commitment to anybody it's very difficult to get start relationship I chrisy and I talked about this too you know this idea especially at the grade school level yeah where that is let's admit it grade school teachers have different relationships with their kids than Middle School and High School teachers do so there certainly is that component and and again I think we could if if this is something that we get thrust upon us you know my hope is as sooner or rather than later critzer is going to make the decision with the if whatever it is Federation of teachers and then you know with CTU coming you know all that stuff I mean to me it's just kind of potentially
heading in that direction um but you know it would be unfortunate if he did that because then you know Christy and I were talking about you know you could schedule a half hour with every kid in in the building with with your teacher right to get someone on one time to do small groups just like we did in kindergarten my kids year was the first year that they had a social part where they had the kids together or the year after mine or something like that I mean think that there's things that we could do and while it's not ideal because again I want my kids in school my husband wants my kids in school for very different reasons probably but that's okay you know but I think that you know I want that and
I just want to make sure that we're doing our best to kind of Step and say like great we're following the guidelines but if the guidelines aren't going to work best for us in this community we I don't care what other districts do I really don't care we need to do what we think is best for our district and that includes our families and that includes our students and our staff our faculty and staff and those are clearly competing and I think we have to acknowledge that they just given the comments that we read tonight for an hour and the questions read tonight opposites a lot of them and there's so many interdependent variables here that we can't grab onto any one thing and sort anything out because it's a it's a web of everything
and everything touches everything else and I think that the lack of certainty as a parent is where my anxiety comes from too right like the teachers I've spoken to over the last four or five days sometimes it's like we don't care what the decision is can we just have something so we know what we're working with so we know what to expect so I can start making plans if it's videos if it's live streaming if it's reworking my curriculum for my for my middle school for my high school for my grade school what is it I don't have that answer and I know you guys are working diligently to move in that direction there are Dynamic forces absolutely um and so that's that's to me what at least is appealing about considering that that at
least we take the dynamic forces out of it because we say it's not ideal but again if we can do better with this group there's parody we can potentially have our special ed kids in for certain things and again if the pritzer doesn't remove that ability to do that obviously it's a whole other story there I I think the challenge is that we have to ask ourself what's best for kids right and we when we survey teachers again the teachers that have responded so far I'm at 80% that are are willing to come back in my support staff When I Survey them again I at 88% that want to come back I've had employees who have returned in the support staff side that have thanked us for bringing them back because they were feeling depressed
they were feeling isolated they felt they needed some connection so I I think there's more to coming back than just I mean for me remote learning would be great because I wouldn't be spending you know hours doing that that would be awesome um but do I think that's best for kids instructionally no um you know as the assistant soup giving the board my thoughts I believe we need kids in school to some capacity I believe our teachers need to be back in some capacity do I understand there's fear out there yes do I understand it's real yes yes do I understand we have to figure out how to deal with that yes um those are all really difficult things to to manage and and I'm glad I don't have to do that by the way
so thank you very much and and you're trying to take all of everything you're hearing from parents from staff you know um even from students and you're trying to make a decision I don't think there's there's not going to be a right decision I think we have to make the decision on what we think is best for our community and for our our staff um I think I think you know just another variable that we we we obviously have to talk about is you guys continue to work with the ca leadership to try to find what what is it going to look like for for uh the the admin and the board here to say hey how can we hold teachers accountable how are we going to empower teachers and staff to hold our students
accountable right and parents accountable like nobody was able to do fourth quarter I think that that's just another variable obviously right so that that to me is the most dynamic part of this how do we work with the ca right to make sure that you know everybody compromises in some capacity it has got to be the case we know teachers as especially fourth quarter asked to do things that they we're not used to we're not comfortable with and we're going to have to do the exact same thing again but to me it's the same way that we're asking our students to be uncomfortable with what they're doing differently it's the same thing we're asking our parents to do differently as far as them doing something they've never had to do want to do anything like
that in the same way we're asking our administrators to kind of operate differently inside the buildings everybody's got to do something and I'm just hoping that we're able to come to some sort of agreement but that to me another variable that we just haven't mentioned tonight but but just to clarify the reason we have to offer an AB schedule is because we don't have the resources to do everybody here at once we can't manage we don't have the facilities right to do the social distancing of getting the class sizes down we looked at only doing Elementary full-time yeah and leaving Middle School and High School remote um and we did look at what's the capacity we'd have to move students across the entire all seven buildings the challenge with that is we have some staff
members that had um internet issues um at their own home so they may have to come on school but we definitely can do that we could take our four Elementary spread them across all seven buildings put our four and five at say you know Central High School because it's a bigger facility and Central Middle School and then kind of work around there and just do a K5 completely face to face five days a week and then do um remote 612 612 mean that was another option because those students are a little bit more independent can function better uh take some of the dress off of parents and community members um because the ab schedules really complicated things obviously right in terms of um it's a it's a total unknown for everybody I don't think the
ab complicates it I think the the challenge is that we would like to see to Eric's point the education the same for our students who are remote and our students are face to face so we want our kids to have the same experience all four days all five days of getting good instruction regardless of where they're sitting whe they're sitting at home or they're sitting in the classroom and we're not saying that has to be you know sometimes instruction in classroom may happen 10 or 15 minutes of frontloading information and the rest of time is activities or doing you know those kinds of things so we're not saying a student sitting on there for 45 minutes we're saying for that piece that it's there and then you work on how do you incorporate what's going
on in that classroom outside the doors in the home um that's what we're looking for we talk about live streaming we're talking about that 10 minutes instead of a teacher doing um a plan here and then videotaping it for the remote why not just turn it on for that 10 minutes they get to see your instruction and you're done but if if they want to do twice the things if they want to do both a video and that or whatever they think we'll talk to you know to Dave about that but I think the challenge is we're trying to alleviate stress and uh mono work for teachers we're not trying to add to it um and I think we're just having a hard time articulating what it is we were thinking I would agree and
I think that you know the anxiety I think we just heard a couple things tonight about the the small children and this idea of like sitting in front of a computer and I think that there there was this oh my God is my kid GNA have to sit in front of a computer from 910 until 3:35 for our elementary school buildings well of course not because that's not realistic right we don't have kids sit for 45 minutes they have an hour of math every day hbt or 50 minutes or whatever they're not learning math from a teacher the whole time right it's learn practice learn practice talk and so you know you'll get that when you're in person and you wouldn't get that other part of it right uh at home which which I think
is is part of just an educational component right about how does teaching actually work right right you don't stand in front rarely I should say I don't want I got all the teachers listening right now I it's pretty rare to sit up front for 49 to 50 minutes and lecture that's just not how it works at this level and so I think that that that kind of um understanding and and kind of getting feedback from teachers about hey on an average week what percentage of my 50 minutes at the middle school and high school level for instance are are spent directly teaching versus collaborating versus watching small groups versus walking around the classroom versus student Le and that's one of the things that I heard from a teacher friend of mine was you know a
lot of my stuff is student Le and so how do you go from a 90% student Le class to something different if you have people watching and and I don't have that answer I'm not a teacher I I fully acknowledge that but I think again this idea of how do we push everyone to be uncomfortable the same way asking every other stakeholder to be everyone needs to be a little uncomfortable and how do we find those limits while still having an adequate and the best education we can facilitate with the limited options that we have so we don't have facilities that for you did AB because of our facilities but I thought the guidelines stated that we could do when social distancing isn't possible you do the face mask Technically when possible we could go
up to 30 it would be very difficult cuz they have face mask yes we definitely could do that like the BS with 50 it's the same day classroom is much bigger that's something that I think that needs really needs to be talked about too right well yeah I was just going to say could you which just furthers the that masks not coming off right and again maybe we look at different for K1 versus 45 right which is a whole other need of body awareness and all of that we're not we're talking about our you know to be very clear we're talking about our middle of the road kids without special needs who are developmentally intact who you know who who have the capacity to do that I I certainly understand that so maybe that's 10%
of our students GRS that might fall outside of the large capacity to do that but that to me is a clearer option right like do can we have you know if we're what 25 or 27 and 35 I forget where we are for three five capping um you know do we go we go to two thirds of the class right recogniz the equality you were talking about earlier so you do all five days you have the equality if it goes remote everybody's remote otherwise I mean you have your remote in person but but again you would have you still have a percentage that be remote anyway right yeah yeah I mean for this in person would be all together yeah for the A and B plan to work we have to have a certain number
that want to stay home and a certain number that want to go all the time you know could you talk a little bit about that plan because wise uh well not well the the thinking behind the ab having you know Monday and Thursday and Tuesday and Friday versus having Monday Tuesday and Thursday Friday I mean talk about because that was you know that was brought up here in our questions and that was brought up in the committee I understand the reason but I don't know if everybody else understands the reason the rationale initially was that we want students so coming off a spring students had some habits that we want to try to mitigate and to do that we wanted to have students in front of teachers at least twice throughout the week well if
you do back toback Monday Tuesday that means a student can shut down on Wednesday Thursday Friday and then they have the weekend to come back on Monday same thing a student be Saturday Sunday Monday Tuesday Wednesday and they come back on Thursday when it was a Monday Thursday Tuesday Friday the student comes on Monday they go out remote on Tuesday everybody's remote Wednesday they come back Thursday to have to discuss with the teacher have accountability to what they were supposed to be doing same thing for that Tuesday Friday student's there on a Tuesday he's back on remote Wednesday still out on Thursday Friday there's another check in with the teacher that was the rationale behind that but while it could be inconvenient for child care it's best practice or best plan for student engagement I
think it it we think I think it definitely I agree I'm just I'm just asking the question to you know clarify some of those questions we definitely have heard from other people saying they prefer Monday Tuesday they think that you know we weren't sanitizing we're sanitizing every night M we're not asking students to share desks they all have their own separate desks I think there was some misunderstanding out there in the community that we were having them come to the same desk use the same student materials that's not happening at all um you know I mean physically the room's going to be the same you know you're not moving desks you're just you know day a day child B's here whatever day he's she's in another I think the challenge with all students coming back
because that was the question why did we go to AB logistically lunches I don't know how you possibly manage 50 kids in a lunch you'd have to start feeding them when they walk in the door and finish them before they exit the door because of the number of students you have 1,200 kids at the high school you have you know 750 at pre perals and in middle school has you know three CMS 375 CMS in ly Lake probably the easiest the other buildings not so easy to feed 50 only getting them through a lunchroom having time to sanitize in between all those students shifting that logistic that was a major major logistical issue we had um comfort with staff being with all students even though they have their face mask on just the perception that
it's not as safe to be with 30 as it might be with f just a perception thing you know hearing those kinds of things kind of let us off of that so there's some of those logistical things you know um how do you manage the how do you manage the hallways because then we couldn't do home rooms like we're doing now you'd have to try you can't move all those teachers and all those students so we'd have some you know issues with bathrooms some issues with hallways so in order to use that and to do the social distance with the urinals or some of those other things we really need to get that number down in each building to be able to function uh in the way that we could and so the best way
to do that was to go on AB schedule so as we've kind of relooked at all these options that's where we landed um it's kind of I guess our trajectory no I appreciate the Insight but again I mean if just knowing the classrooms of my kids have been you know there's a reading corner right and if all that stuff is going to be shoved up against the wall and you're eliminating that 9 by9 corner where the reading stuff was where three or four kids are sitting at any time right during their free time um and you know how much room are we adding and maybe that's one or two desks but if we again if in a kindergarten classroom we get to instead of just 12 out of 23 or 24 we can get up
to 16 does that allow more parents to choose that four day option where then people who want it can have it uh again but if as long as to me as long as everybody has that option and again the parody issue is is the most important thing that comes out of even having that as an option um so you know the other districts I think are are are allowing you know the the all remote for those families who choose that which I am fully in favor of uh but then essentially exclusively right it's it's AB like that's just what is existing um so you know I think it's it's it's very difficult for me to say you're going to have parody I couldn't guarantee that it's that's dependent on every single teacher you know I
mean and and the professional development we give them but again it's still about you know a teacher being able to adjust their instruction learn all that and it's a big shift it's a big shift so I I could never guarantee the parody so if if that's where we're at then I think we have to remove the four day and go only a two day those are kind of conversations I think you know you've got 50% of your community members who have consistently said they want their kids back in school um that's been a consistent pattern certain am I the only one who has a concern about parity here like equity and education we have four kids in person you know every we talk about it because you know when I was thinking about this so
I've got four kids you know and I was going to have them on the two-day schedule simply to allow for everybody to have the option for the two-day schedule I mean because we've got space restrictions within the building that for everybody to be able to have you know equal options that you know what some of us are going to have to take two days some of us are going to have to take stay at home you know the 4-day option is ideal for everybody but it's not ideal for us to make it work so it's you know you know that's the the only option to make parody a possibility or solution we might have to address it we might have to also address that could be a lot of concerns from parents for child care
providing as well which I which I certainly can understand but my point is like we oh no no I mean I see the big picture yeah so it's I'm super concerned with that I just don't think you'll get that this year but I don't know that you get that you won't get the same thing from remote or in person right I guarantee it well I think he's discussing parody from 4 day to two day because I think I mean I think the all remote option for a teacher who's especially the grade school level for instance when you can teach kids from all grade school areas right it doesn't matter who where they are I think that that you know that's almost appealing to me in some ways too because of the structure that they can
provide and they're going to dedicate all their effort to remote learning um so I think there is some benefit to that and I think that it's that hybrid it's that difference between the two and the four the four plus one to the 2 plus three that that is conc to me and since that's the choice just like it's a choice to be home for all five days and that's a family's choice to do it feels like there isn't the choice for everybody to choose four days who wants it I was taking an altruistic approach saying again I have a stay-at home parent but then I thought about it I'm like well God I want to sacrifice my kids's education just because we happen to have somebody who stays at home like I so there's that
again it's not going to be fair across the district I certainly understand that um but that's where my head is putting that parent hat on like I don't want to screw my kids over uh by not getting the four days because we have a stay home parent and we had the ability to not be in that and I don't I feel extremely badly for people that are doal working parents and trying to navigate this I hope that doesn't come off as insensitive that but it's about my children and that's why I'm here in this building right now is for them and for the community so that's my concern well I don't think everybody who selects four days is going to get four days either so that's another is I mean that's that's my point right
is then it's a lottery system and then I mean you know because the people that are wanting for days are really in 4 days and I think a lot of it is necessity and I I absolutely appreciate that and understand that and then I think we're going to have the luck of a draw which to me just adds a whole other layer of really significant complexity when you have let's say arbitrarily 50% of people that want four days a week don't get it and then what happens and then the ranker that comes from that in this you know that it just it just adds another layer of of crap on to trying to sort through something when there's more uncertainty about that when do you do the lot when do parents actually have to choose
that is it a week before is it like next week is it because we still don't have any final stuff some are pushing that further and further and further getting closer even with the delayed start date of August 31st now we're pushing that further and further as we're trying to make these plans Dynamic which creates the uncertainty the parents desperately want to IM but if we don't get a response by Wednesday then we decide they go AB I mean that's where we lock in so at that point everybody just goes to the ab that so the 1600 would go up literally that we that we couldn't handle everybody on 4day and not have an a agent so 4day and remote as the two options you're talking about elementary only full day or you talking about
oh you talking K12 we do not have the facilities for food services and to to maintain the guidelines established um so that's guidelines are too restrictive to bring everyone back how are these other districts doing that they have more space than we do what I really think may they have more space or more maybe they have larger lunchrooms you take like Country Trails the lunchroom is very small hbt at least they have a lunchroom and they right you could do 100 Kids CT you got one space um Lily Lake you got one space you know it's smaller Central Middle School um you know we're going to put some people outside if they want to go outside right that'll help us but you got one space um you know the high school is much bigger we
could kind of partition that off and get more people there because you have to put partitions between them you have those Dynamics you have the Dynamics of spacing so like you said whenever possible so they excuse me they do 375 people they do one grade level at a time at the high school so we're way off that's seven sections now for us that we have to figure out in that 50 combined so that's where you became issues almost eight right I mean it seems to me that there that there's certain students that would maybe benefit more than others for a day or AB uh just based on their their their their history history yep um and those kids you know I absolutely we need to we need to almost we need to almost identify them
through their teachers you know through their history and say and offer it to them um in order to get them educated properly it would defin be very clear what the criteria was and I think I think to me the clarity is just you know any kid who's receiving his an i is receiving like you know push in or plot like that that they clearly are the ones and you get a little it's a little fuzzi when you say oh but we have these kids below the 30th perc time for instance pick whatever 20th or 30th we talked about in the board meeting six months ago that gets a little bit more challenging I think because kids can be below in math and perfect def find in English and then you're left kind of dancing around
that but I absolutely agree we know our our kids that receive any sort of formalized Support Services need the extras need to be in the building I I completely agree with that well it's good feedback for us to take back to our committee groups and well I kind of like to know a little bit more about where we're at not going to lie transp yeah trans well transportation is I mean that's def because you have 50 we we have enough buses to bring everyone back well we'd have do in a rotation right scalable School Day a different type of schedule and time I think what I already said too I mean we we can determine even as a board to give you recommendations about what we like but there's still again this you know this
Administration you guys working you know to figure out what's going to be feasible so I think that again that that is a big variable that we can make three different recommendations and that's going to just I think help maybe eliminate some options maybe make some options more on the table than not on the table I mean I don't know so we can say what we like but that's going to be variable so even my comments about the two days versus four days right like what those kids are doing on the two days that they're not there and what our teachers are feel able and equipped to do is going to make that get to determine whether or not that should be on the table from my perspective again to be very clear for those people
listening to like the board is not making this decision I think that needs to be clear right like we're not voting on this correct this is ultimately an Administration decision with our support presumably right we want to be we need your direction right which I I want to make that clear so people don't think that this is you know a board seven people here that decision we're hoping to guide you and and hoping to to you know funnel us away from some things and towards other things um so but I already said the interdependent variables start how do we even say what we want how do we even come to any conclusion at this point I think i' made very clear what my concerns are about the 4 day and the two- day that is
my biggest issue as it as exists right now especially for the elementary school kids for K well I think the challeng is that we we can reduce all fours U with the exception of special populations which I definitely think our English Learners our students with special needs all have to come in as frequently as we can get them into the school day um some of our special programs our aot program at the high schools the leads programs most special programs that we have as well um I I just think that we have to I think you have to weigh this we need the board right you have to weigh what the community wants and and think about that as well so um I get where you think there's no parity between and I couldn't guarantee
that right there's no way I could guarantee that either so I think that's a decision we would need from you guys if you want us to move away from the four I think that's that's go low C I think we should go up down you think we should go up with what we should go if we're going to move we're going to move the mix the mix should go more towards four rather than towards all everybody going to four days versus going to no I don't think that's the direction we're going I mean we clearly have don't have the space restraint we clearly don't have the space for six feet between students in our present facilities that's why there is the ab schedule I mean correct me if I'm wrong I mean because we we
it's not class it's lunch and well lunch and class but you know primarily Su yeah primarily it's I mean it's classroom for sure too but you know the hinge pinge lunch hallways it's all the pass movement those kinds of things all of it yeah so I mean it's it's SP it's the other operations piece that makes it difficult that makes it difficult because my original thought is that's that's what I wanted I wanted um everyone to come back to the greatest extent possible but as we spent more time looking at the operations piece it wasn't Fe feasable under the guidelines to be able to just do that so no I think you continue with where you're headed because once you get the other 1600 parents to respond you know you're going to have all those
AB days and seriously I mean you're not going to have that much space for four times right we just have to decide what we have right and you don't want to take it away because again if we have the capability to do it it's obviously better for those parents and those students so why not give them the opportunity if we can do it but with the focus on providing four day schedule for those who I should parents who are electing it though that's the issue right parents are electing into this no but it's not that's not their sole thing they have to select AB with the option of going for if it's available they gave their preference right but they're select and we can do as best as we can to accommodate those preferences but
children with needs greater than that you know our IEP kids our kids you know are all the kids that uh you know are you know freeing reduce lunch everybody like that they get the priority because obviously they need it well this is where I said I didn't really want to go but if someone is just has poor grades I mean you can't say that they should go four days a week I think the problem is if you're trying to set schedules for students and teachers and you have a Max cap you're trying to keep at so let's say we do alphabetical AK right and L and Z we can't if they switch at quarter those classes are already capped we can't shift the class mid quarter we we're we're readjusting all CL I'm saying students
who say I got a 2.0 grade point last year and someone else got three we both want 4 days so are you going to I'm just making sure we're talking about the same thing I want Clarity on that you do it based on grades at all we talk about Lottery other than IEP and whatnot but somebody who needs more education is are those individuals not someone who just got poor grades last year that correct that would be a lottery at that point so we would we would skim off the special education students students with English language issues those students first would get put them if they wanted four to give them the services some of them may still be choosing to do remote and then it'd be a lottery to fill up classes at that
point and we' have to look at the cost it could be cost prohibitive that's why you know it's it's an idea if we find out that we have to add 10 teachers or you know there's no way it's $500,000 we're not going to do that we don't have those kind of dollars to sit and do those so that could be Pro cost prohibitive and we may have to go right back to everybody going AB with the exception of special populations I think you guys came up with a good plan we need to continue and decide so everybody can make their decision and move on I I would we add a board meeting in two weeks another update to this I really think we need to do that um and so you know that's that would
not that just used I think you're three weeks out the the week of the 10th for her budget is three weeks she won't be ready that week so I mean if we the budget one I think is always super short right typically so if we added a separate I mean if we have a separate meeting in two weeks Monday again and we had talked about looking at reallocating our dates a little bit um I think given that Wednesday cut off I think that that again something else like this maybe not this long obviously if it needs to be it needs to be but something else to have open access to the community like this I think will be I think it's important I think that's a good idea just because we can keep the community
updated on our plans and how they're progressing so we'll work on scheduling something kin does two a month I believe so yeah they do 13 a year right all right anything else on the reopening plan going once all right to approve fo we did have one fo from Smart procure if you remember this is the the quarter Lea Foya that we received and so uh we have a spreadsheet already built and we're able to reply to that for request right the motion second to adjourn Open Session and go on close session second yes bra yes Brown hi Johnson yes kellenberger yes ran yes Gman yes thanks for everybody to everybody for joining us we'll be back just after executive this thank you so ladies that attended is it everything you thought it would be super
