no one yes hello yes right yes bro like jazzing yes for me yes okay we need a motion a second to discuss and approve the annual IHSA agreement to allow central 301 access to all i h SI tournaments and sponsor events second there's an annual resolution give a memo in the agreement news work packet hopefully we will be able to have HS events yes yes no one yes yes next emotion and second are needed to discuss and approve the annual agreements perception 301 students their access to the programs offered at the Fox Valley Career Center even though we were really focused on our agreement with northern King County Cooperative um I still serve on the board of directors for Fox Valley vocational we're currently in strategic planning I'm trying to order I should say not

just the superintendent's involved they're trying to make the program's there more relevant to see if they can actually lead to like industry recognized credentials because right now that's or so part of it just not sending students there because I feel like last year we said this is last year we did this right if we can revitalize it Jason Pearson is looking in that way as well Jason's superintendent st. Charles would also have access to murder cane so basically my message to Kent County Career Center is that they need to adapt or come here relevant so they need to add they have a good problem but the programs don't have the meat that they need to get the proper certification eventually I've talked to dr. Mannion about this but it may be something that we cannot

achieve I I could see where you could have even a larger scale regional program where we have access to both North and the South but I don't know if it will be able to be accomplished it's not like this costs us money because we only get charged for students in the program this allows me access to stand the board and it does cost us more per student though because of the numbers right what do we do have once - yes right now I don't I think we've limited out the number of students that we have attending there Nolan yes hello yes yes our motion and second are needed to discuss and approve the resolution authorizing land Cashner governmental agreement along the application through withdrawal of funds dr. Stearn can you expand on this little later

give us a little more detail I will defer hope we have moisture second okay I will refer to Dana flu who is working so the county of Cain had had given out school districts in King County money that they were holding on to for land cash over the years we're the last school district that hasn't cashed out we have three thousand one hundred seventy five dollars sitting there it was for a Sunset Hill subdivision off of Burlington Road it was to lats so this there's a resolution an application for withdrawal of funds basically to start the process to get that three thousand dollars into our accounts to be used for the kids would go to lily Lake so we'll just use it for some building improvements for Lily Lake going forward whenever a builder goes

to build and they need a permit they're going to cut certified checks to the school district that King County will just hold on to until it's all approved and once it's approved they'll just mail us the check direct so we get our money faster but this is this could take almost like three or four months to get through all King County's paperwork's and stuff so I won't see it probably this year but we were the last one so this there's three of resolution and a intergovernmental agreement form and application both a drop to sign and then we can put closure to it Thanks from Johnson no one yes yes yes Foreman yes the emotion in second the Memorandum of Understanding with the King County sure regarding the notification of exposure to trauma so moved so

um I was contacted by sheriff Haines he's actually been a very good partner with the school district I've been very impressed with his leadership his communication this was an initiative that the Sheriff Department worked with in Westover a school district initially and they wanted to reach out to some of their other partners and talking with Cape Vincent we thought it would be something nice to have so how this would work is if there's a police call to a residence that has students that attend our school and whether it's a disturbance or some type of trauma or something that affects that family the night shift supervisor will send an email then to our student service staff that basically doesn't give any details but what I will say is handle with care the child's name the approximate

age of this child and the school attendant if known and the approximate time of the event and that's not for us to ask the child what happened but more just to keep an eye on the child in case they're under or some type of distress during the day so in talking with our other emergency King County emergency management team people I think it's going to be I think it's something good we would be the second school district then King County to it out it sounds good gansan yes yes yes great yes bro yes alright on the information I didn't go over too many reports well CCC and Foundation were cancelled due to the recent outbreak on to the Aces results so as many of you aware Andrea Kyle was a staple here for us with

the Y steam high steam was kind of taken down and we've revamped for EIU took it over as the Aces team and Kelly stoner took on the task of being her partner and last couple of years to learn the ropes she was very proud this year because she got a first place finish and Andrea finished with a 2nd place so she did call her and poke at our tent but say hey yeah one last year so she was very pleased she had an overall first place finish they'll be moving to state if it runs on April 22nd so we'll see how it goes at Eastern University you can see the list of medalists that we have for them so we had our really well represented and a really exciting adventure there with Kelly's daughter so

she was very very excited for her team so kudos to her for a first place relations great educators nominated for awards so we currently have two educators they're been nominated for awards mr. Scott parola who had mentioned before who's a math teacher at CMS he's in the early educator career category so it's unlikely that he'll win the overall Kent County educator of the year because he's just young in his career but he's a he is a phenomenal teacher he engages the students in in many ways I know he's one of those people that it was a pleasure to write a letter for dr. Mangan and I am hold him in respect and then Rebecca Jersey actually reached out to me and said you know it's for whatever reason no one ever seems to want to

nominate an administrator and Rebecca is evolved with the Elgin YWCA and there are YW say women's leaders award and she said she could not think of a more deserving female leader in our area and education than dr. Lanyon and then I said well good that I supported the thing about the thing about dr. Banion is that she'd be the first to say it's not me it's all the people I work with I told her you know they're gonna have a big lunch in and stuff it and may will have to get a table just like for your leadership and education and I mean you won't say it about yourself but I will that you're highly respected up and down the county for your educational leadership and knowledge and then I'll shake your hand that you're

embarrassed best wishes to you and achieving that award it would be in mail send out information of the board I believe it's May 14th all right and we have an update on the 2020 food service kitchen equipment grant you know I was going to help in morinda sure this great news with you but since I told her to stay home I will ask Dana because Dana worked closely with Pam to make this possible on Monday March 9th we received the email that we were awarded the $1500 for the Central High School salad bar pam emailed the person that it has to come in and do the audit so there's two different weeks to choose from one was during our spring break and one is some middle of April so once she gets all of King

County's people in then she's gonna start scheduling dates to come take a peek at it we'll get it rolling exactly to be put off with the know I mean we still may make it cuz we're in April not the May date but I appreciate your wishful thinking we're ready to go we just need this audit so we get approved so we can get the stuff though so they can enter the building is untrue because the administrators we could yep but no that's awesome I'm glad you guys did that exciting for the students and staff be good for her kids we're gonna hop back up to a five - really quick for that we skipped you for the Aces results starters a fool yeah you reply well I was planning to update the board on what

we would do in the event of a school closure so the state kind of jumped the gun on us and this one I shared with you the Illinois Department of Public Health a daily announcement the siren report I received yesterday we're at ninety two cases were at a hundred and five cases right now from the reports I'm receiving but not confirmed there's still only three cases in Kent County then I've also shared with you an executive order that came through late this afternoon from the governor and this will be amended because in this executive order he was cancelling or postponement of in-person events that consist of 50 people or more but now based on the president's recommendation I think they will reevaluate and he will most likely issue new guidance what would be most interesting

to the board is a section six on the last page and on our conference call this weekend with the superintendent's we spend some time saying well if they're limiting public gatherings how do we do meetings and still being compliance with the Open Meetings Act and so relief has been granted and you can see there that we we will not be required to be physically present for a board meeting at this time and that we could have remote participation and public bodies are encouraged to put postponed consideration of public business when possible so just focus on your action items and keep your meetings brief that you can enter in by video audio or telephonic access and then if possible you want to make sure that members of the public can monitor the meeting or listen into

the meeting if you have that capability they leave it fairly broad because many districts have the ability to make that happen but there's also many districts in the state of Illinois where they cannot make that happen so I've had a couple board members say so what happened because it looked like you know what you pushed out Friday and then there were some changes well it was fluid like we literally worked non-stop all weekend literally we worked non-stop all weekend so on Friday we knew we were going to be closed so we were gonna have all staff report today for training to lunch he learning your learning platform then over the weekend and talking with our legal counsel on Saturday were preparing for different things that we had different events there were different groups that were

meeting in Springfield on Saturday and we had Tony Sanders from u46 representing King County and we had a large document from Loudoun we were putting questions in Cindy de Kola contacted us and said there was case law and I shared this with the other King County superintendents there was case law that during an act of God closure you can make the day up so if it's an act of that closure if you require someone to work to make the day up you must pay them and my take originally on that was well okay we're paying them anyway so we're just asking them to teach remotely because they're being paid she goes no you don't understand if it's an act of God day if you cannot require someone to work so you're going to be paying

them to the contract so if you if you Todd Stern say you must deliver you must deliver this remote instruction then you must give them double you have to pay in their per diem so then so then dr. Manhattan crunched the numbers and I called President Herman and I said if we actually require them require them to deliver instruction it will cost us an additional 110 over 110 thousand dollars per day over a half a million dollars per week in this way then based on the guidance of the of the phone conference that dr. Maia and I participated in on Sunday they were taking questions that you could text in or email in I emailed and texted in that specific question and they would not answer it they skirted it and then they came back

with guidance that all we can do that the governor highly suggest highly promotes that we do whatever a school district can to promote remote learning opportunities but we cannot force them to do it we cannot force them to and all districts are an act of God right now practically through next Friday at a minimum now until the 31st so it's through the 30th through 30th so it's really interesting so I had a couple friends from other districts send me the information that was sent out by the teachers it is not sound what like Chief screenshot email from the teachers this is what you are expected to do like very clearly not it sounded not option like well as far as I know like they can't unless that district chose to take on what the financial

or they're gonna up with to force it and deal with but they don't know I think that the challenge is that the case law is actually only for teachers hmm the things Cindy's telling us is that that the law is really you have to pay a teacher per diem hmm the other staff one the other thing is we don't know the implications for imrove right we know the application for TR us and we have retirees so our retirees who we pay at 6% every retiree we pay an extra day pay a penalty to tear us as well as their their per diem rate that they have so the 110 is basically just salary and TR us that does not include our 6% retirement penalties we'd paid for anybody who's in the retirement long for this

year and we have quite a few another 155 they said that they're encouraging learning but they're not permitted to move the curriculum forward because these are not instructional regression because an active maintain an active day cannot be counted as an instructional day so if you say you're actually delivering instruction attendance day then right because you have to if you're tracking stuff isn't how you know something no I know they're not but a my point is if you do if you're tracking that's how they track attendance of e-learning right is if you logged in and they're counting is an instructional day no it's not so it's going toward the heart it's only for instructional days we have four students because we're not making them up so the act of God allows it to be an instructional

day because it's one of those 170 fours because we will never make these days own well feasibly what will happen right depending when we come back so right now when you know it's 90 days where those in two weeks we hear a hearing there could be some you know some shifting in terms of our assessments we don't have to do all the assessments in this spring's because if they have to come back and do all assessment and they've lost the entire year so there's some superintendents that are actually pushing not to have any assessments statewide assessments it's still unclear how it's going to shake out related to graduation requirements and the duration of the of the closure but we are hearing that we can expect it to probably be longer we did hear that the

anticipation is it will be longer not shorter which is we know which is why we did not try to even think about moving or Spring Break because we actually have done anything we actually want that week because they were trying to say well maybe school districts should move their Spring Break a week earlier and I'm thinking I think we're gonna need the time we're well so that gives us a buffer actually and I think I mean I honestly think that we need to hire two kids asking me hard like you know it's said the CDC's at eight weeks of no more than fifty that gets us to four days before graduation yep I we have to assume there's no prompt to mean it over me and I believe so I believe that it's closing rest

of the of the year that I believe the state will just say you count them everything is where it was when it ended and we just moved forward with you learning them or we just move forward like everyone moves up and they continue with active dad so we were told and we have not and we thought for today we'd hear some we knew IEA and I have T the Illinois Federation's of teachers in Illinois Education Association we're meeting with Illinois State Board of Education today to try to come up with and we have some leeway to allow we want learning but we did not get anything through the the medium so we have not heard back interesting to note is the IEA actually has on their webpage were they telling teachers that you will be

paid and you do not have to work it's right on their webpage our district we do have great teachers and numerous times our union has said that's right and so I highly doubt that any teacher would come back and request that double pay and I think you need new leadership would tell their membership the same just to continue giving curriculum to our children and and continue for as long as these goes on so there's no restriction on the teachers doing that right there's no there's no restriction we just can't mandate it currently I'm animus ooming that will have some clear guidelines at the end of the list from the state so everybody's for the same rules well we're gonna continue to get guidance guidance is evolving daily and in the coming weeks ahead what I

can say is that I'm extremely proud of our staff today coming in working hard on instructional coaches were working with them we had administrators working with them and I was getting reports throughout the day of that they were ready to go that teachers have many teachers at the middle school level they had two weeks of lessons prepared they're working at grade level teams some are pushing stuff out elementary so these days I have to say that I have to see our staff stepped up to the plate today they really did seventh-grade YouTube social studies I just I commend those teachers who are stepping up at this time we're watching like Disney nature documentaries and asking - is about it like I was like Mike we gonna be creative I'm not gonna be here I'm working

but you can be creative at home so he's very happy about that it's the younger kids I'm working or working for home now or put those what if their parents are teachers think about all of our teachers who also have kids that are trying to learn at the same time they're trying to educate their students I just don't know how there's www.afcea.org keep learning you can go for resources I think there's many challenges though so this I mean for us that the challenge is so broad in that you know we don't have guidance on special education we don't have diamonds on how to meet the goal what we do know is that currently we're living underneath the guise of the current regulations which mean we have to meet annual review of timelines we have to

meet those deadlines that we have to do meet with parents which means we have to have education teacher so there are some costs we have to incur because if we have to pay their per diem we have to pay them for their time that they're doing these things even if they're in on a zoom meeting or whatever they're not zoom sorry Google whatever you call it meaning that we have you know with a video chat so we're still working on those guidelines to determine what that looks like honey are absolutely mandatory for these nine days that were off and then what does it look like we come back but the spring is heavy with a no reviews so we have a lot of our transition meetings transition meetings at 6:00 than 8:00 tonight those are

about homebound tutoring do we have to offer that we're not gonna push somebody in do we have the guidelines to pull that oh we received guidance while you were out afternoon there is no homebound it's done I mean they still want to move forward with IEP meetings you have to then word that were but they want us to try to do it through video yeah and Mike was we're questioning but if we're aware of those teachers to meet those means we may have to double pay them so but we could also check with the families if they would waive their participation in some cases and actually Christina why did one of those yeah video our transitional meetings that you try to cram as many into one day as you can 45 minutes each and especially

you know there could be short when people are virtual yeah so we just had our bets and assume that we can pay that 8 hours and five minutes of you know minimizing think costs obviously you try to maximize in our bat I mean that's what we have to do so we're trying to lay a planet right now my building and Mike and Michelle and Kate are working on that to try to get us those numbers what can be done on what can't be done I mean there's there's just so many unknowns right now that one every day we're just making decisions as they come it's the best we can do so if everything you guys did is well give you kudos for that plan I know some of it was worked on and there was

pushback back and I by people I wish the plane could have been in place we did one-to-one all our students have that you know it's and I think we should just look at the benefits of what we can do and continue to do that as much as you can teachers follow that plan that'd be wonderful and we'll just continue down that path because we were able to well I think one of the things our teachers learned today at least what I was hearing is wow this isn't as hard as I thought this was actually an awesome day we learned so much and we even found holes in the curriculum and play things that some people were doing in one building and not doing in other buildings lots of good conversation today a lot of good

collaboration a lot of you know decreasing the stress of where they were at with remote learning so I think we kind of got over the hurdle so today was really I think very valuable for us as a district to continue to move forward our trajectory of where we want to go I think was a big win for all of us I'm sure we all think we went for the kids yeah I'm I'm sure we also would agree to say that you guys particularly I said you know the clarity of the information you put out the last few days has been fabulous - thank you thank you I know that has many information act I'm sorry the report is very similar to last month's we're still because of the early grads we're still down for four

more word at the October first number but you can see her our growth as a district some ways I'm glad that we can control it a little bit because we'd be nice they have that time that extended time so it's there didn't change very much in February and now we can go to forest so we we had our multiple fires so we had a thing from local labs requesting our high school grading schedule that was easy to share that we didn't have any problem sharing her grading scale but then the same person sent a second plan asking for any and all emails with the word trump in them well we received like all kinds of emails like from the national news organizations I get national news letters of things affecting the thing so when director

Tobin did the search it was like tons of emails so we sent him a letter saying that it was voluminous in nature and that he would need to reduce it and we gave him a time frame and if oh if he did not reduce it within that time frame that would be considered null and void he didn't respond so there was no one void then we received from the retired teacher Association the requests for names and emails of those people that are retiring at the end of the year we were able to assure that and then requested Chris McGowan and I think is a insurance agent who requested a contract for our workers compensation insurance programs so we just send them the resolution for when we made Gallagher Bassett our our program all right that

concludes the open session move the back into executive session so you need a motion and second to leave it open and oppose yes yes make it snappy ladies
