And we'll go ahead to uh public comments. Do

002we have any public comments, Sydney? Yes. All right. If you would just state your name, please, and Sure. My name is Brad Landreth. I've been involved in the Columbia School District for nearly 50 years. I was student, teacher, coach, and school administrator, and a parent. This is the most disgusted I've ever been with the school system because your actions ruined Ms. Bedard's reputation and career for no reason. And I place blame on a teacher who exaggerated claims from 4 months prior and an assistant superintendent that willingly went along with those claims. I recently sent a letter I sent an email to the board members expressing how disappointed I am in the way the entire situation was handled. As more information continues to come out, I feel even more strongly that Ms. Bedard was wronged and

003deserves to have her name cleared. It was obvious from the beginning that no inappropriate conduct took place. Yet Ms. Gainey was ready to believe the worst before there was even an investigation. The this entire situation should have been avoided by proper leadership from the two people you chose to lead this district. I have reviewed the complaint letter. I reviewed the complaint letter submitted by a teacher, Ms. Gaddy. The letter contains a long list of grievances, many of which stem from frustration over administrative support and dissatisfaction with an evaluation from Ms. Bedard. Instead of recognizing this is a personnel conflict involving a disgruntled employee, district leadership became fixated on allegations of inappropriate behavior from 4 months prior. Again, this is an employee clearly attempting to get Ms. Bedard in trouble. Should the district have looked into

004these claims? Absolutely. I'm not arguing against an investigation. But the way this was handled created damage that never needed to happen. Even after it became abundantly clear that no inappropriate conduct had occurred, the district decided to take actions that destroyed Ms. Bedard's reputation and career. Even if the district placing her on leave was necessary during the investigation and chose to err on the side of caution, as Mr. Myers told me, there were still ways to handle that more respons- more responsibly. Instead, the district chose to ruin her reputation and career. I continue to talk about her reputation or her career because your actions caused these to be ruined. I also have an email I sent to Mrs. Gaddy and Dr. Groning that I can share with you after my son was questioned by your school

005attorney. I said I hoped that since the district had confirmation that nothing inappropriate occurred, Mrs. Bedard would be told she could return following the board meeting that evening. The truth is I already knew that would never happen and felt the district had already decided she would either be fired or pressured to resign, no matter what the investigation showed. Neither Mrs. Gainey nor Mr. Brody ever responded to that email. And that certainly confirmed my expectations. I continue to be deeply disappointed by the lack of empathy and lack of accountability shown even after it became clear that no wrongdoing occurred. I encourage the board to look closer at this situation and hold the people accountable that created the chaos. Did Mrs. Bedard make mistakes? Probably. I'm sure there are things that could have been addressed through evaluations

006and conversations. But none of her mistakes justify the way you chose to proceed. I feel badly for the employees of this district who are concerned that they could be next and someday be treated in the same way. I also feel sorry for the students. Teachers and staff will hesitate to build relationships with students and will not want to joke or connect with students out of fear that innocent interactions could be twisted into something harmful. All of this occurred because of a disgruntled employee who either exaggerated or lied, administrative overreach from an unqualified assistant superintendent, and comments from a speech that were completely misinterpreted. I believe Mrs. Bedard deserves an apology for the personal and professional damage caused by your superintendents. Peggy? Anyone else? Could you state your name, please? My name is Dana McCloy. And

007you all have seen me here before, some of you. Um when I was here one other time, it was to address safety concerns, and that is still my intent. There are still a lot of safety concerns happening in our schools that I know many of you do not actually have a student in the school district. I actually had two. My daughter just graduated from high school. I might have a son who is a freshman in high school. Um so, what I had interpreted before was that one of my safety concerns is that we have one music teacher who is supervising over 110 students this year on with the marching band and next year it'll be over 120. Another cause of concern is that we also have a driver's ed teacher who has been arrested for

008DUI and other things related to that. Um we also have students who are participating in a Tik Tok trend, but it's something that goes way back um in a classroom with other students and there were three students who did this trend where they are choked until they pass out, turn blue. And there were two teachers in the gymnasium and it happened during a physical education class. Where is the supervision? This is a huge safety concern. Literally seeing a video where your child turns blue and passes out is nothing any parent should ever have to witness. And then also children are allowed to get high and vape in in classrooms I've been told, but then also in bathrooms it happens on a very regular occasion and all the students seem to know about it, but there's

009nobody going in and actually monitoring these bathrooms. I think until I made a remark to the well until a child ended up having to go to the ER because of a problem with that. Um so there really needs to be better safety things put into place so our children are kept safe. I literally do not feel like my child is safe at school. I would rather he be home with me because the school is not doing enough to keep our children safe. Um so that's basically but I wanted just to raise awareness like you know these things are happening and there really needs to be better supervision. Whenever I raised my concerns about this, I was ushered into the vestibule and locked out of the school and told that my child did not have to

010leave and that they couldn't force him to leave the school even though I did not feel safe with him in attendance. So that's that's my feel. Thank you. Anyone else? I was talking about the music program and I actually after after that I decided you know in in an effort to sort of impart some of the thoughts and feelings that I had heard from other parents and things I wrote a petition and I asked for folks to sign it just so that you know so that their voices could be could be heard in regards to the same stuff that I was talking about before. So if it's okay, I'd like to read

011it. Uh So this was titled petition to add a full-time music teacher to Columbia, Illinois School District. So it's growing up in growing up in nearby Belleville and uh experience is the music theater and marching band played a major role in shaping my tap my path into the events and entertainment industry where I now help manage St. Louis St. Louis branch of a large employee owned company. Uh as drumline captain my senior year of high school earning best of show drumline at a regional competition remains a highlight and a reminder that hard work and discipline are keys to excellence and success. I want students in the Columbia school district including my three sons to have similar opportunities. We are currently blessed with four exceptional music educators for which I am extraordinarily grateful. My sons have

012spoken highly of all of them and I personally have had the chance to get to know them after the over the past several years. The district has also invested in a beautiful new auditorium at Columbia High School. However, I'm concerned that we lack the staffing to to fully support and utilize it. With the upcoming retirement of Miss Hughes and current teachers already stretched across multiple schools the program seems at risk of becoming overextended potentially diminishing the quality of instruction. There are also safety concerns. One teacher overseeing 110 marching band students is not sustainable and limits both the effectiveness and the students student's support. Performing arts build creativity, discipline, and teamwork skills that benefit students far beyond the classroom. Investing in an additional full-time teacher a full-time music teacher would strengthen the program, improve safety, and

013ensure our facilities are used to their full potential. I am urging the Columbia school school district administration and Board of Education to create and approve a new full-time music teacher teaching position in addition to replacing Miss Hughes in time for the 2026-2027 school year. Ideally soon enough to support the summer's band camp. Please consider signing this petition to support future music education in Columbia, Illinois. That all being said, uh that was written sometime ago now. I've learned a few things since I wrote that. That's really good conversations and I wanted to talk about a couple of couple of those things um before sharing it with you. I was going to give you guys the petition. Uh all told we have 282 signatures uh on that petition. Um But since writing that, I've had a number

014of conversations uh with other parents. Uh One of the things that uh I learned was that there was actually a part-time music teacher approved um in March of 2024 by the board. It's in the minutes. Um I don't know whatever happened to that position, but to the best of my knowledge we do not have a part-time music teacher of any uh of any variety. Um I've also learned that among a lot of parents in the district, there is for some reason a culture of distrust of some of our administration, some of our school board. I'm not one of those parents. I have seen the work that you guys do. I think that for the most part everything I've seen is that you care deeply about the district and that you do a really good job

015of making sure that we're financially uh aware of what we're doing and that um that you you're keeping the interest of students uh in mind as best as you are able. I know that running a district is a lot like running a business and running a business is hard sometimes. And I get the struggle. Um I've had conversations with our band teachers. They are concerned because class sizes are growing. Next year's marching band is as stated going to be over 120 kids. And also interest in the program is growing, which is fantastic, but also means that they will potentially have even larger groups. Some of them are often doing uh combined classes, meaning 60 to 70 kids in an individual group is not unheard of, not unreasonable. Um we had enormous interest in the uh

016the middle school musical last year over with over 100 kids auditioning. Uh so. I had a good conversation with Dr. Brody a couple weeks ago. I learned a lot of things about the way that these things are done. I know budgets matter, but I also learned that that doesn't mean there can't be a conversation about this. So, I I hope that uh that that's possible. And earlier this week, I had a conversation with uh with my high school drum line instructor actually. Uh And he's he's worked as a music teacher himself. Uh he's also worked in music programs his entire career. And uh he talked to me at some length about both uh the challenges of of what it is to be a music teacher and to work in a school district, but also he

017talked to me about some of the really incredible successes that he's had with his students over the years. Um the effects that learning about discipline, teamwork that comes from a marching band program, or comes from a music program that students get, those are skills that have a massive impact on their lives. He's had so many kids over his career who came into his programs maybe on not such a good trajectory, and then were able to learn the ability to really focus and work hard at a thing and be truly excellent at it. On the front page of the district's website, there is a sentence that reads, "The community of Columbia truly bleeds blue and has always fully supported the district in its pursuit for excellence and continual improvement." And I would like to amend uh

018the the ask in my original petition and say that what I am really asking for is that the board and the administration focus on bringing excellence to our music program here in Columbia. I think it's noteworthy that on social media when I posted this originally, we had a I had a number of people message me and say things like, you know, Columbia is known for sports. You have really amazing athletics programs. I didn't even know that Columbia had a music program. I think that that's something that can change. We have fabulous talent here in the kids in this district. We have some really great teachers, and I think with some, you know, clever allocation of resources and supporting the program a little bit more, I think that we could see some, you know, kids going

019to state, marching band winning some awards, like and so this is me asking you, along with 282 other folks who care, to please consider that. So. Thank you. We'll scan this and give this to the board. Okay, perfect. Okay. Any other public comments? One more. Like the rest, please state your name for us. I'm Andrea Perkins, language pathologist for the district. Um I just want to speak about an event that took place in April, and in teacher time, that seems like approximately 14 years ago. Um in April, the district had the ACE Olympics, and for those of you that don't know, the ACE Olympics stands for Athletes Challenging Other Athletes, and it requires months of planning because more than 100 athletes from Columbia and surrounding areas come to participate each year. Students compete athletic events

020that are adapted to meet a wide range of abilities. Every year this event continues to grow, evolve, and embody what I believe is true inclusion. The football field is filled with ages 3 to 22-year-olds. They're dancing, laughing, throwing, catching. It's It's simply the best day. So, I just want to express my sincere gratitude to Jean Goocher and Keaton Bromberger and the entire planning committee because they go above and beyond every year. Once again, this event ran seamlessly and it's just amazing. Because of the unique nature of our district, it's really hard to have an event that is truly district-wide. This is the only one I can think of that really has all the things. Um you'll see athletes 3 to 22 participating. You'll see middle school and high school best buddies putting on events for

021students. You'll see Parkview students walking down the field with handmade signs cheering on their participants. Middle school and high school students fill the stands enthusiastically cheering on their peers. Even Eagleview gets to join with a parade and a live stream activity. So students can cheer on their friends that are participating in the event. Community members fill the stands. It is just a full field and it's so amazing to see all the athletes and community members there. This year the event took place on April 17th, which was also my 40th birthday. I had originally originally planned to take a personal day and do whatever 40-year-olds do. So I said that to my seventh grader and she quickly reminded me that I could not possibly take off my favorite day of the year. And so I canceled

022my personal day and she was totally right. I would never want to miss this day because it fills my cup as a professional and this year as a mom watching her in the Best Buddies program. It reminds me of what it is to be a Columbine Eagle and to be part of the special education department that I love and that supports my students wholeheartedly. So next year as we celebrate the 10th annual, I really encourage you to come. It will just fill your heart full of blue. Um and I need help to be there. Well, thank you. Anything else? Move along. 023of things going on in the summer. Um we've got the following resig- uh resignations, and this is an updated list from what was posted previously. Um we've got Carrie Stein, CHS math teacher. She is going to be going to O'Fallon. Patrick Baker will be going to Dupo. That's CHS PE. Matthew Dooley has put in for his four year. He's in the pipeline, so he will be retirement at the end of the 209-30 school year. Alexis Duck, who we uh hired last um month, uh did not start. She's not going to be working for us. Kelly Seebert, Park View Elementary teacher, is going to Belleville. Um Alina Metz, we got notified today she's going to leave education. Um it just And then Laney Randolph, our middle school sped para- professional is also leaving us. We've got

024those resignations. We have the following employments. Uh Rebecca Post is the recommendation to replace Jill Dickerson at the high school for the attendance secretary. Uh Morgan Gauch, Gauch, Park View para- Gauch. Gauk. With a K. Yes. Gauk, sorry. Morgan Gauk, Park View paraprofessional. She's going to be replacing um Alexis Duck. Uh Abigail Keely is a student worker for next year at Eagle Zone. Julia Webb, also a student worker for Eagle Zone. Um we're always looking for Eagle Zone workers, so if you have a child that's in high school that would be good with little children, that'd be awesome. Uh Stephen Pippick is going to be our middle school evening custodian. And uh Courtney Fritzl is going to be our middle school head cook. Uh certified personnel, we got Annie Dent. She is um going to

025fifth grade math and ELA to replace Mrs. McLellan. Yes. Uh Nicole Avis Rouse will then be moving into that position. We have Jordan Messenger then moving into the position of Nicole Avis Rouse. >> [snorts] >> Kyle Stumpf will also be leaving the middle school. However, the following extracurricular assignments, Breanna Willbacher, eighth grade head uh softball coach. Mike Darnell, high school boys soccer volunteer assistant coach. Ford Barnfield is going to be

026the cross coach. And then it gets to this list of summer workers, which I will go with as presented. I want to remind the board that we when we have student summer workers, Kurt Steve's given a budget and the and they will work the hours. Having so many workers does not mean that we're going to have 20 kids there on one day. But uh we are going to have them throughout the building cuz we've got a lot of rooms that need to be moved and a lot of people that are moving into those rooms. We also have the extended school year staff. This is the extended school year for our special ed students. And you can see that long list listed there. The key parts here are we have vacancies. We have two high school

027math teachers that um we're going to be looking for. I've got one that we because of the resignation today, high school PE teacher, a Parkview elementary teacher, a middle school social studies teacher, an eighth grade assistant softball coach, a high school assistant principal, a fifth sixth grade resource teacher, a high school custodian, a middle school cook, uh sped teacher, and a middle school special ed paraprofessional. So, um beginning of the school year to tell you all the cool things we're doing, and so I'm always hesitant. I've always wanted to bring my friends along, but it's a school night. This is the last school night of the year, so we're cool with it. We want to highlight some of the work we're going to do a grade level parade at Eagle View. Um so, their parents will come and enjoy. They'll probably parade in. I'll announce to

029them what they're doing, and then we'll parade out. Awesome. It's my big full to show off all of their hard work. So much growth happens. I talk about this in the beginning of the year. So much growth happens over the first year. Students are reading and writing. Students are literally learning how to talk. We have one of our speech students, a couple of our Ace Olympics friends that Mrs. Bird has spoke about are also here. These are the proud families. They're just coming in to witness, and then we'll have I mean, they're great, too. They could probably show off some work, but they're not the ones I particularly invited to show off their work tonight. Um and I did tell Mrs. um Vinnie that if we're going to have groups like this, we could always

030have with prior notice move to a gym. Yes. So, um So, I'll go ahead and just run down the list. These are roughly in order. So, we have Phoebe right here in front. We're showcasing her work and she wrote about Let's Talk About Me. Do you want to hold that up? She did writing sentences. Oh, that was a multi-page composition. So, go ahead and put this page up. >> [laughter] >> We have James Howard, one of our buddies from Mr. Hankel's class. Say hi, James. James is a picture hero. He loves Pete the Cat, so he wrote his book. He and he also he did some amazing William talking about what he wants to be when he grows up. And he's always our superhero at our school. He's also a first grader. We also have

031Vivia LaFleur from Ms. Dunphy's class who did a comparison and contrast of butterflies and moths. First grade does this great thing where they grow the butterflies and then release them. It's fantastic. We also have Where's my buddy Aubrey? Aubrey is an artist. Did she paint in this um elephant? Is his name Elmo? Is that her artist? Yes. And I also have to say Aubrey is the student who designed our shirt for Eagleview next year. So, we'll be sending you an email with that. Molly Trembley, first grader, writing all about flag writing. So, you can see the integrate some social studies. And look at those beautiful Keep in mind our oldest grade that we have is first grade. So, I'm very proud of their writing. JP Burns. They Oh, this is Oh, this is kind of

032like a We have Jade who also was my go out to lunch with our breakfast with the principal. She wrote about a farm animal. Evan McKee here is an excellent mathematician. He's doing great with addition and subtraction. Jade McDermott is one of our musical specialist that Mrs. Hughes nominated to show off her music. Scarlett Thompson created this beautiful speech flower. So, in our speech department, they do such great both speech and language with our students. And so, she created that. Elena Wesley is an expert jump roper including today. What? How many times did you jump at recess today? >> 229 229 Um Hudson Lane pulled yours up honey. Hudson wrote about ladybugs. So since they're ladybugs and then we have a duo that's actually Mrs. Wise's class did a whole study about space and planets.

033She loves to transform her room. Last week it was camping. Before that we were in a whole like you know intergalactic situation. But they did research and wrote about planets. That's Ellie Kitchin wrote wrote so show and show Ellie's too. And then last but not least we have the great Daisy Burris. Yes Daisy. She showed off She's also an extremely talented artist but also does really well. And so she brought her work to show off too. Last month was patience and I have to give a super shout out to my patient friends who are so excited to come and share their work and they were just showing their work. They weren't showing their work. They were

034so good out there. That's why I bring them. You can take these kids anywhere. That's why we do whole school field trips to go see a musical at CMS. So, anytime you ever want to come do some math or painting or I have actually a couple of adorable photos that Dr. Brody was there the other night. I took a personal day for my own son's awards and I have some cute pictures of him out on the playground with like kindergarteners and third graders. Some of them are smiling. They

It's probably one of my best days in the last few months. So. If you ever need a pick-me-up, come to Eagle View. You know, board members aren't paid for their service, but that's payment you you just can't match. So, thank you very much for doing that. That's awesome. Awesome. Uh the This is the superintendent report was sent. Okay. I'm assuming we're moving on. Yes, sir. Okay. And as far as the superintendent report, we put the budget on display. That's we're going to uh set the hearing date for the amended budget um tonight. And so, it's been on display. I

037sent it out to you all. You got an email from me. Um I will talk more about that next week or next month. Uh we have a chamber meeting on May 17th. Uh talked to the chamber director and basically they're going to have lunch at the falls Uh and then the chambers are going to come out to the high school and they're going to take a tour of the auditorium and the gymnasium. Betker's going to have 30 some hard hats there for them. So, if any of you would like to on, um, June 17th. >> June 17th, that's a Wednesday at noon. If you're available, come and be at the high school and and watch the community kind of see the the facilities. We'll talk more about the facilities later. We had a meeting with

038GRP Wegman moving forward with the solar and the lights. Um, they're going to be doing the lights this summer and then the solar will actually start in the in the, um, in the fall. That's going to be interesting. I I I won't be here, but I do hope somebody will update me cuz you're going to be able to see what the energy bills do with the lights and then when you click on the solar how they move again. So, it'll be a nice little study. Uh, It's actually good they're doing it in two phases so we can >> Yeah, so you can actually see the cost differentials and whatnot. Uh, we had it's it's always been at the middle school in the in the cafetorium and people were people don't always read their emails and so a lot of people were thinking they were going to the middle school and I was like, "Oh my god." And I was So, I sent out a quick email and I said MHS and and and I've been corrected numerous times and it just, yeah. Anyway, it's going to be at the CHS auditorium tomorrow at noon and it's going to be good times, but that's where we're at. It's next board meeting will be actual summer. I'm not changing anything until the state tells me I have to change it. Uh it it is the all the requirements that we do that say we will follow the rules for the federal and the state grants. So, if you have a question on it, you can ask me. But, um it's one of those formalities. So, administration recommends that you approve the consolidated district plan as presented. We had one of our high school students that did classes over there or not classes, but went over there and actually worked with the civil engineers and learned how to read prints and everything, and it went very very well. Um, we want them to look at our middle school ADA. One of the first projects I did when I got here was fixing that bridge between the multi-purpose field of the high school and the um and the middle school. However, it is not ADA accessible and it really needs to be. There's slopes there, but basically what they're going to do is come up with a plan that would connect the back of the um middle school parking

043lot and connect it with the proper slopes and everything down to the bridge. And then from the bridge, it's probably going to need to switch back, but you want we want to get the bridge connected to the visitor um bleachers. And then from the visitor bleachers to be concession stands. We also need the the um that concrete ramp to go the other way to the bridge that goes into the park. I've talked with the city and um they understand that we're trying to do that because we need ADA accessibility cuz leaving on an emergency, that's our path. And so once we have contract over to that bridge that the Boy Scouts have built, that gets us into the park from the high school field, um the city's starting to write a grant or looking back

044into a grant for um connecting schools. And so then they will get the concrete going from there up into the park. Uh that's the main plan and what would happen is here we're would like you to have David Mason and Associates approved to do that site work. They are going to be working with our CTE class. So the kids are out there seeing how the trigonometry and everything's used to do the leveling and the grading and I I'm not using the proper technical terms. I can tell by the way Mr. Hemken's looking at me. Um but they're going to do the design stuff and the kids are going to be able to see that and and um and then we'll come up with a plan. So, my recommendation is to approve the contract with Daving

045Mason and Associates. All right. I have one question first. Certainly. In their proposal, it says we aren't going to get as-builts after it's complete. And I would like to know why or or if that's something we should get because if we don't have as-builts afterwards, any future maintenance people are going to be guessing. Yeah, this is a yearly time where you um appoint who will be sitting on the board for the property casualty and for the health insurance for our our employee insurance. Uh the recommendation is that you appoint the superintendent, Dr. Amanda Ganie, as the representative for the board. Any questions on appoint Dr. Ganie? And so what this does is it gives them the 3-years expectation so that they can get better costs for the uh programs that we have. And we have looked at it a few times in my tenure here where we've looked at whether or not we should bid out and go to a different company or even look for our own insurance and um Mizzou Vica is a very well and uh well-run organization and my recommendation is that we extend our our partnership with them for another 3 years. 050Um I told you about the May 17th where we're going to be doing a walk-through. I will say that the gymnasium is looking very, very nice, and um phase three will be up and running very, very soon cuz tomorrow at noon we have our end-of-year celebrations. And so, the school year will be officially over, and and the coordination is there. Kurt Steve is meeting with the um the the Petker and um every Friday to go over this is what we need to do because there's a lot of cleaning that needs to happen in coordination with phase three as they they they work together. The gym floor is um I believe it's going to be done by tomorrow. I have not looked at it today, but they said that they think that the floor is going

051to be And when I say done, all of the wood installed cuz then they have to sand it, they have to then silk screen it, they have to wipe it up and all this other stuff, and then they start putting down the lines and painting it. So, it's another like 6 weeks, I think, for the the painting of the gym, but they're hanging a lot of drywall in the other areas, and the fire suppressions are on. So, we're on track for the school to start. Um Did I miss anything? You guys walked through it last week, and Now, did they have Did they open the They did not. the or music room? Yeah. One of the goals that the the project manager wanted to um have the wooden wall in the commons area taken down

052so that you'd be able to see how the how the commons are going to look with the because the the pit has been filled in with concrete and they've got two windows there and so he was really trying to get it taken down so Friday when the kids come in they could they could see it like the as a teaser for the next year what they're going to see and there was something with a brick layer being able to come in and do some work and so he said kids seeing it getting that work done and he went with getting the work done so Probably best.
