001all right perfect sounds good all right it is seven o'clock we will call the meeting to order welcome everyone to the June edition of our school board meeting and we'll begin with a roll call please Kelly Moyer here Greg Meyer here Lisa Schumacher here Tyson search we have a quorum and I misspoke earlier this is actually our public hearing so welcome to our public hearing for June uh baby would like to stand and recite the Pledge of Allegiance with me please I pledge allegiance to the flag of the United States [Music] awesome thank you all right now we'll have our presentation of our fiscal year 23 amended budget yeah it did change from last month to this month a little bit I've had no questions comments or emails regarding it the Ed fund did end

002in a deficit of 281 736 dollars in the operations and maintenance was also a deficit of 107 540 107 547 um everything else was in the Surplus except for capital projects that one was the big one that was four hundred and three thousand nine hundred and seventy however we did put on a brand new roof for quite the price we actually went up there and uh walked it because it is done and the Middle School roof is beautiful just ready to be used um the Ed fund will end with a but with a balance of 8 million three hundred thousand the O M fund ends with three million seven hundred and eighteen thousand so although we don't like to see a deficit it's not that um extreme in fact we don't need to do a

003deficit budget summary or a budget plan because our deficit in the operation and maintenance so out of all the funds the Ed fund the O M fund the transportation fund and the working cash fund those are considered the operating funds and looking at those four funds we were only what the state would say sixty four thousand seven hundred and seventy four five dollars in the red when you look at the total fund balances of 17 million 105 000 of those operating funds that's point three percent we were out so I mean it again we don't want to be in a deficit but right now it's not a time to panic but we will keep an eye on it again nobody made any comments this is the first year without the incredible influx of federal Esser

004funds and so um that probably had a little bit to do with it but that's the presentation it is a public hearing does the public have any comments you know does the board have any comments so just for clarity that the new roof will be it's expected to be a 20-year roof for what's yeah it's it's got a warranty for 20 years and so in 1918 years I would suggest you do the same thing that you just did which was put on that that coating for you know two million dollars we were able to put on a new roof that would have probably cost a full replacement of eight nine million so it's it's a it's a brand new product and it's a white kind of almost a fiberglass so they they lay down a

005material and then they put down a resin and a fiberglass mat and then they encapsulate the whole thing so on top there's really no seams everything is seamless and it's white instead of the black so it it doesn't track the energy in the summertime and just a really good product there was a product similar to this that they were using before but could not be renewed this one can be renewed every time we did a [Music] right well I'm talking about this one still we we did a scan and we replaced any wet insulation so as long as the roof is solid We're not gonna have that again so if we keep up with it we do have a 20-year warranty so we know this problem is solved for 20 years Mr security saying 18

00619 years from now we can actually redo the same thing and just reapply this coating and so this is going to be a cost saving for the district for the next 50 years I mean it's a is a really Innovative and good project and we did the same thing on the Eagle View the Eagle View it was a this was the Big Brother of the Eagle View project but yeah it is something I would recommend we do with the high school as well because they can pretty much replace the roof without taking the HVAC units off without replacing all the curbs because they just I liken it to the Linex that you can put on a truck bed when it's beat up you know you just you spray it's not Linux but that's it restores

007it back to yeah exactly but it saves the district a lot of money and it's it's really a very Superior product so um Chris and I walked the roof with the contractors and and the inspectors and everything and and uh was really impressive and we had Shea Roofing was the contractor on it and they actually went way above and beyond they even painted all our Stacks so everything just looks nice and I mean they really did a little extra work for us that they didn't charge us for and it really shows on the the craftsmanship was incredible I guess yeah everywhere tangent on that sorry about that but all right any other comments with that I'd entertain any motion to adjourn from our public hearing thank you Andrea do I hear a second yes Andrea

008Corey yes Helen Boyer yeah Craig Myers yes Lisa Schumacher yes Tyson search yes all right that concludes our public hearing we'll now run into our regular board meeting welcome everyone to our June board meeting and unfortunately I think we do need to do another roll call please in case somebody snuck out in the last two seconds yes Adam pumpkin Andrea Corey yes Billy Moyer here Craig Meyer Lisa Schumacher here all right well can we get in public good have you been a long time very well all right any public comments on this section move on to our correspondence I believe that is do we have any correspondence do we have any all right all right no public comments no correspondence this is going to be a fast meeting all right we'll move on to our

009consent agenda Mr skirt if you'd be so kind to walk us through that yeah it's our active time of year we've got um seven resignations uh Lauren foreign is halftime art and paraprofessional she's gonna take a full-on time position Don Kessler and RTI 8 I believe she's also going to a full-time teaching position Jeannie Rice Middle School she's not resigning us but she is stepping down from the middle school student counselor co-advisor uh Kelly Christensen that's the Eagle View nurse we'll be going to I believe Giants not Granite City let's call it China City Lucas child's custodian has resigned uh Quentin Spivey has resigned he was the middle school high school business person and the eighth grade assistant baseball coach um we hired him a month or so ago the unforeseen circumstances Megan vartanian is

010the third grade teacher that we're accepting a resignation for and so those are the resignations we've got support Personnel Jenna Stewart is coming back to us as a paraprofessional Rebecca Weiss also coming back to us is a paraprofessional Tanya voigy East is a new bus driver and Amanda shouldlinhoffer Island stereo nobody communicate better than I my apologies High School library Aid um and then we've got some Employments Olivia Rogers is with us today she's going to be the new um PE teacher over at Eagleview and Caleb Muth is going to be the special ed teacher we do have one leave of absence we got a letter today uh Chloe Alexander she's the middle school cheerleader um she's expecting coach not cheerleader yeah Cheerleading Coach yeah she's not a cheerleader well you said Julie yeah no

011basically she's gonna uh she's expecting a child and so she's going to be stepping down for this year we're gonna need to find a sub replacement but that is a leave of absence not a resignation to my understanding and then so the vacancies that we have is still an RTI Aid a halftime art teacher um a school nurse a custodian the business teacher we're gonna have to hire again an assistant baseball coach and an elementary uh teacher we also need a middle school cheerleading coach for next year given all of that information the administration recommends that you approve the consent agenda can I ask one question just to make sure that Brad signed the treasures report because it's not signed in our packet so he did sign it he did sign the original perfect any

012questions comments suggestions concerns all right here none I'd accept a prior to entertainment motion to approve the consent agenda as presented I'll make the motion thank you Tyson do I hear a second Marine seconds roll call please yes yes perfect unanimous welcome aboard so congratulations welcome and thanks for attending tonight it's nice to put a face with him what's his name all right move on to our Communications reports and presentations and rolling report is in your packet it's summer time so we're gonna dispense with our building report our assistant superintendent is Springfield Springfield getting smarter and that leaves us with our superintendents report um our financial conversion is moving along as I told you we had software unlimited and now we're moving to link which uh is going along quite nicely accounts payable will be

013up and running come July 1st in fact there's been a few purchase orders for next fiscal year as we've tried things out secretaries have entered them they've gone and I've approved them and it seems to be working very nicely the best part about this is it's paperless no more paper POs to be signed varied around it's all electronic all the information's there but you'll get that payroll we're still doing the conversion on that we hope to be up and running with in September so um July August you know the data comes over but then in September it'll be on the new system that's when the teachers are starting their new contracts as well so it will be a smooth transition there um again we're going to be moving to paperless with that where the goal

014is to start doing all of the leave requests electronically so that there won't be all of this signing and shuffling of papers there either um we do need a special meeting um as far as facilities goes I got today a proposal for the survey of the land at the high school that needs to be done in the survey of the Braum shukoff Park that we're looking at doing some parking with so I need to get those approved and I'd like to do those I couldn't add them to this agenda because I got them today apologies but we I would like to get those approved before July so just so that we could be moving across on that so let me know what your availability next week is I need at least four of you we've

015also started negotiations everything's going well we've met once but we will go into closed session to discuss that there is no action after closed session stay if you want but there's nothing that's going to be done afterwards um and that's it for the superintendent's report perfect all right move into the business section of our meeting I asked for Action so the first one is the approval of the fiscal year 23 amended school budget yeah the administration recommends the board approved the budget as a presented as we said it was um there were no comments no issues concerns questions really uh and I'd like to get going with the Auditors so approved questions discussions motions whatever you like to make a motion to approve the budget nobody wants to spend money that's good that's a good

016sign I have a motion do I have a second oh second two seconds roll roll call please Andrea Corey yes yes Kelly Moyer yes Fred Meyer yes Lisa Schumacher yes Tyson search yes Maureen Friedrich yes unanimous again our Item B is the approval of the 2023-2024 student handbook for all schools this is a yearly activity it's a yearly action um we review the IPA they look at the legal changes and make sure that these are the recommendations for the handbook changes and then we go through and look at some of the issues to get more clarity so that those issues are resolved there's always some things that you clean up that are kind of amusing you'll note that we remove the parking privileges for the Eagle View and Parkview students in their handbooks no need

017for them to be driving to school but uh I'm a Cozy Coupe or something out there you know there's always something that that your day so Administration recommends the board approved those as presented so as we start registration people can see the handbooks they actually were cleaned up very nicely from last year yeah or at least let's have it what am I going to say anything she said very nicely I said they were cleaned up very nicely all right here's the comments suggestions Corrections you guys are lively bunch tonight I actually had something and now I can't find my where I marked it there's something with respect to in all the buildings where kids can't wear coats hats or anything and basically it says in the building well obviously kids can wear their coats to

018school yes school and they can wear it to the right Locker you can't wear it in the classroom I mean like I think that's the point right yeah that was the only thing it it's not a big deal but it was also awarded weird like obviously nobody's not going to send their kid to school with the coat and hat on because but the way this reads it says you cannot take your code you can't wear them in school before you enter the pill yeah yeah so it it's so minor but anyway it just it irked me a little bit okay I'll make a note of that and I highlighted it I'll send it to you all right well we I would entertain a motion to approve the handbook as written with the exception of the

019clarifying the language of the wearing coats understand that kids will be able to walk into the building after the cold outside with a coat and jacket they will then take things off as they go shorts and t-shirts year round yeah next year it'll read 15 minutes they have 15 minutes yeah it's page 14 people dress code student appearance and it's all of them yeah cats coats bandana sweatpants and sunglasses may not be worn in the building during the school day I mean you know to clean it up is that the heist Public School I only read the stuff that was red that starts it that's just 14 but they all read the same way that is kind of weird perfect we can make that change is that emotion um emotion to mind perfect and accept

020the rest correct awesome awesome thank you for watching all right all in favor there's no is there a fees in the handbook okay perfect all right any opposed any extensions all right well actually there is it says what the pre-kb is intuition based we wouldn't interroll called them since there's money involved roll call Foreigner here Greg Meyer yes this is Schumacher yes Tyson search yes Maureen Friedrich yes Adam Hopkins Henry Court yes we are unanimous thank you our next item is the approval of the intergovernmental agreement with the Illinois Department of Health Care and Family Services yeah we get Revenue through Medicare and through the Health Care system and so Gina and I were trying to find the last time that this was they've adopted it we didn't know the last time it was approved

021the recommendation is to approve this as presented um if this is one of those things I need you to approve or I'm not going to get the revenue and so hopefully you don't have any concerns with it any questions concerns comments letting me like to make a motion to approve the intergovernmental agreement with the Illinois Department of Healthcare and Family Services how many commotion thank you Tyson do I have your second oh second Andrew seconds all in favor any opposed many extensions it perfectly passes next is the proven over intergovernmental agreement with the city of Columbia this was a late ad and it hasn't gone through the city yet so I'm um We're not gonna have an action item on this this time we'll table that to July or special meeting we want the city

022council to look at it as well we're looking at 20 years agreement and then it'll go year to year from there but basically it it's that we're going to build that parking and then we would be able to have our students our high school students park up there and they would use it other times so that the section that comes up from the stairs yes if you're tied into the stairs and we're going to put railings on those stairs because there's no railings on those stairs yeah my only thoughts I was going to mention this in section four on page two of three is that I I know the the whole purpose is to have parking for wild school's in session so obviously we have a great need for parking when there's events afterwards if

023there's a play if there's this or that this doesn't say it gives us exclusive possession to park there from seven to three but it doesn't say anything about afterwards and I don't know if there's any way to add some verbiage that um during I mean there's always after school activities that's the thing like there's always something's going on but it seems like we have our major traffic crunches is when there's a play or when there's something made you know something afterwards yeah and I think the my reading of it all is that anybody would have first come first served parking there and so people could park there I don't know if we'd be able to even monitor like if someone's just walking the park and they want to park there on the night of a

024play yeah I don't know if we could police that or we had we had the discussion with the with the city um personnel and basically all the afternoon because the park is available to all citizens all the time we the priority was really to restrict it during during actual school first student parking because any extra you know after hours or extra good it might be people attending so we didn't actually want to limit it just student parking because then that would eliminate the Public's ability to park there to also be a spectator so that's that's the issue with because it'll be a permit basically they'll get a permit tag just like they do so we know that they don't want to restrict it at night if my child has an assigned parking space up there

025and I'm going to all play or a football game I shouldn't think that my parking you know like when you go to a football game they have assigned parking but you know someone else is going to park in your student spot right even though it's assigned at that event so if you have an assigned parking spot up there and you go to an event first come first serve first come first serve okay and do I understand it correctly too that the city is wanting the district to pay for all the expense to bring the road up to our construction and all that but then we can allow it for public asset and yet time during you know non-school hours so is the city going to be helping with the expense at all or it's just

026something that they're expecting the district to do because we want to use it for parking yeah I think this is we're looking at doing it and it's a mutually beneficial because we're going to use it for parking we don't have any other place to really put the kids for parking and so we're gonna foot the bill on this and then so not like not like a lease like we are over here right okay yeah so we build it and then they make the city maintains it after we after but I read we had to maintain as well we would do snow removal it's like so once we did the initial cost to make it the parking lot that we need for the extra parking spaces for high school then if there's additional maintaining after that

027I read that it'd be either we'd come to an agreeance and we both would split the cost that's how I understand it when I was reading it I think that's after the lease expired then it became a shared deal but I think during the term of the lease I think it's on us I would I would referring to that I I think what you're saying ordinary maintenance is you're right snow removal I or salting that kind of thing uh any like if there's a huge pothole well I don't think that's ordinary maintenance so we would have to come to an agreement with the city as to how that's going to be right handled even while I mean it could be year one and that happens but yeah but we would have to reach an agreement

028so I don't think it's implied it's 50 50 by any means I think it's just an agreement that needs to be reached yeah yeah well then also we need to clean the language a little bit on the signed parking spaces because it says we're going to let her and then remove the letters and that sort of thing we don't want to be re-striping and renumbering and removing numbers so because they're only gonna they're only got a number so many of those spaces up there so section four section seven and what was the striping section I think it was in the email yeah I don't see it yeah it's section six it talks about being numbered or not numbered so it just languages needs to be cleaned up a little bit I think just a little

029bit got it I don't I don't think it's a and big deal on either side no this is good this is why we're looking at it this time and then we will I believe that um Mr brim is going to bring it to the city council on Monday's their next meeting okay so we will table that as an action item for our next meeting then yeah or future meeting all right so we'll go on to item e which is the approval of the first reading of board policies press issue 112. this is the first reading um I did not look through them yet we have the first reading and then we approve the second reading next month um between then and now I will read through them I suggest you do as well Andrea Corey

030has stepped in for Scott middle camp and Adam hemkin is still the other person that's the go-to for the policies so as you're reading through it if there's things that you see that you need to correct let us know but other than that we recommend that you approve the first reading of the press policies and we'll have some questions we have to answer yeah next week I'll go through them in more detail and I'll email you all my thoughts and be like to make a motion to approve our first reading of the board policy press issue 112. I'll make the motion Thank you Lisa during a second thank you Adam roll call please this is a Schumacher yes yes Andrew Corey yes Kelly Moyer yes yes that concludes our action items and we're into our

031discussion items which we'll start off with our facility study we kind of hit a little bit on that earlier Mr Myers and Mr hemkin and I met with um Cobalt which is the owner's rep and um FGM architects today and went over the the site plan you've got them at your place these are still rather rough but you can see kind of the idea of where the competition gym would be where the um Auditorium would be how new classrooms would be their first floor office area um a lot more details need to be put into these pieces but this gives the footprints we did go out I sent out um requests for services on a construction management company at risk they would be the ones that would coordinate the bidding and the construction through the

032three phases am I missing anything Mr dryers Mr things you want to point out it was a long meeting this morning but I think it was a good one afternoon I mean I I would say just as you said this is a rough we had a lot of discussion about flow and you know some other ideas for altering this so this is you know I would say it gives you an idea of what's going to happen but you know by no means doesn't mean that that's the exact location of where stated classes are going to be or even the sizes some we had discussion about different walls and utilization of space and layout and you know a bunch of other things so but it is going to uh and then they pictures do show what

033um you know there will be new labs in addition to the the gym the auditorium some specialized stuff a couple elevators being added so yeah if you have any questions about the what you're seeing there feel free to ask us and you know we'll be glad to share more of the conversation but it was multiple hours just hashing through this picture alone um to come through you know so that everybody could kind of I guess formal formulate uh some discussion or just go through discussion on what we think will work well Mr Reeves was part of the discussion as well to kind of represent the faculty there um so yeah so we're looking forward to the next draft it's kind of like writing a book you'll have multiple versions before we get to the final

034but at least this does give an idea and then uh you know the very the front page I I'm a visual person so I find it helpful to see where the building will be the footprint will be impacted so and then one other comment with the parking is always a question with that upper parking lot we will basically net out to about the same number of parking spaces we currently have so we're losing some where the competition's going Jim's going we're losing some at the front where the inter the new front entrance in the auditorium will be but that upper parking lot will effectively replace what was displaced so that's part of the reason that the school is looking to pay for the parking lot because we are having we're having a net loss and

035we have we're constricted in space so it is very much in our benefit to maintain the ability for students to park at at least the same quantity or number as we have currently so it will be very close within probably 10 or 15 parking spaces of what we have now when we're complete it will also the upper parking lot will also give us more flexibility during the construction process we're planning on having that done before construction starts the new parking lot so that will help with some traffic flow and ease the burden on the school as a whole while construction is underway for their Innovations so he has this construction happening in increments yeah they will be in Phase you know what like what will be the first NO phase we haven't got that far

036yet that will be between the the CM the construction manager and our bidding process and then the bids that come in that'll all be part of this probably the negotiation and proposal process of what the contractor thinks is best for them to start and most economical as well as what works best for us as a district to minimize impact so there's a lot of factors that will it's kind of fluid at the moment what will be first um it'll we're going to be teaching in the building while it's sure going on so we have to maintain operations all the time so summer time is going to be a fast and furious flurry each year during it but that's at least that's the that's our goal so hopefully that answers a few questions because I know

037that parking lot you know while it's it's separate and you know that's why we're working with the city to try to get that done that agreement done quick so that we can get that parking lot done before they break ground and all this stuff takes multiple months to get through just procedural stuff much less getting it on contract and then getting something done so when Cobalt they first came to speak to us um they said we had to kind of Target a number of students for them to start doing the designing and all that did we come up with a number um we've come up with a few numbers and um it's all over the place I mean no one knows what the crystal balls what what uh right now this is plus 13 rooms

038is that where we ended up core classrooms core classroom Jazz yeah so with as far as the number what we had to use as a baseline when we were talking with the city they there's up to 800 houses approved in the next what 10 or 15 years whatever for the community the the state's recommended multiplier was 1.2 kids per house um so that basically took us to a thousand new kids in the district if if we use that multiplier we're not sure it's going to be quite a thousand but that would add you know just shy of 400 new students to this to the high school they were planning on 350. and this is we're doing a 20-year plan right so it's basically just you know 80 kids per class so we're we're planning for

039three 300 plus more students in the high school in the fourth grade within the four grades is our Target to be able to accommodate um because we're trying to make this a 20-year solution to where we don't have to where we don't have availability as soon as we're done um if if it stays on Pace and a lot of this space um I will say that we're some of the space we're not going to outfit right away because we're doing this for future growth so we're not going to spend everything right up front as far as putting all the bells and whistles in it because this is some of his planning so build the space and then you can go through the expensive outfitting all the the details for additional students as needed so some

040of it will be Flex space and just classroom space so we're trying to make sure that we maintain that balance of what's you know what do we have to spend now in order to have an opportunity later and then what are our current needs to address for right now and and you know make sure we're smart and you know we also looking at all of the different options so we're not going to have you know like for instance you know like the auditorium isn't going to you know I can say with almost certainty um the auditorium won't have everything we need to be a full-on Performing Arts Center it will be a base it will be basically an auditorium up front because and then as we grow and as funds become available later we'll be

041able to outfit more stuff as far as AV or type of thing so we're trying to find what that balance is we will do as much as we can within reason and what you think makes sense with our current current student population while providing opportunity and flexibility for future improvements and growth so what you're seeing here also why it's going through multiple iterations because we would love to have you know whenever we whenever the discussions took place with fgma and a lot of the fact you know the different interest groups within the school The Faculty that the I think the cooks and the maintenance staff and administrators and the teachers you know everybody has a different wish list there's no way we're going to be able to accomplish everything everyone wanted that's just not feasible

042so we're trying to pair that back to what's feasible and you know maximizing the return on our investment to make sure we're improving as much as we can within a budgetary constraint so however we did talk elevators we did talk bathrooms and we did talk storage which were three of the people that live in the high school know those are the three things that would be you know we've got a wing that doesn't have an elevator on it our bathrooms are not adequately sized and I love Educators but boy can they hold on to things they need storage and where will there be a point when communication starts rolling out to parents in the district are and it's not just going to go to high school parents it's going to go to our entire District

043yeah for it okay education plan this this is all a very transparent process where you know we're we're helping book and and questions and we want to share everything and one of our biggest challenges is to get everything we can Within our budget and without burdening the community I want to acknowledge Adam he has spent just a a ton a ton of time on this and you know when we get into this meeting position we had a three and a half hour meeting today we are going through every detail to down to desk positions and if we move this over here and we do this and you know the Architects are kind of looking at us like we don't normally do this you know and we're like well why are we doing why were you

044spending any money here because we don't have to change this we can do this or that and it's really you know we're challenging them there's no doubt about it we joke today that we probably saved five million dollars just in our meeting today which I don't think this too I'm not interested and happy to Glad changes they need to be they need to be impactful Adam knows this the school so well and he knows what has been done or what we've been Remodeling and and we're going to them going hey look we just spent a bunch of money on on this area we don't need to move it we don't need to change it it's good you know let's let's spend our money where it's where it's needed and uh I said this is this

045is a whole different plan than you guys saw originally and we we moved to Auditorium for example and you know we just kind of a it was stuck on the end and we were going to get rid of the greenhouse and that sort of thing we said that's really stupid to have to rebuild those those are functional buildings why why can't we just design around them and so we're we're challenging them and uh I think it's it's the process is is working very well it takes time to remove barriers it was a good discussion good meeting today and we are moving forward sometimes it feels slow and there's other times where it feels like I can't keep up but the average any other questions beat that dead horse wow so we'll go on to our

046individual board member comments I think they have anything they'd like to contribute tonight feeling you wouldn't that President's prerogative again you guys have hurt more than me than you needed to deal with for one evening so I'll spare you that we do have Mr Grody alluded we have the executive session there are no action items as a result of the executive session you are more welcome to come back and watch us adjourn we understand if you don't want to with that I'd entertain a motion to enter executive session for the purposes of appointment employment compensation discipline performance or dismissal of a specific employee of the public body or legal counsel for the public body including hearing testimony or on a complaint lodged against an employee of the public body or against legal counsel for the

047public body to determine its validity pursuant to five ILS Yes 120 2c1 and also for student disciplinary cases pursuant to five ilcs 12-2 C9 and thirdly placement of individual students in special education programs and other matters related to individual students pursuant to five ilcs 120 2c10 make that motion I'll make a motion thank you Tyson dryer second thank you roll call please yes yes yes rejection thank you all for joining us this evening all right we are back in our regular session do a quick roll call please uh Noreen free yes Adam himkin here Andrea Corey yes Kelly Moyer here Greg Meyer there Lisa Schumacher here Tyson search you're right perfect we have a quorum uh no further business or action as a result of our executive session with that I'd entertain a motion to

048adjourn so I moved thank you second a second second all in favor hi that concludes our meeting it is
