welcome everyone to the May edition of the Columbia school board meeting uh Kimberly if you do a roll call please [Music] here perfect we have a quorum thank you if everybody would stand in Reese repeat after me for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation another God indivisible with liberty justice for all thank you all right welcome our visitors this evening one or two just joined us do we have any uh public comments you like the same thing are perfect correspondence any correspondence going around none this month we'll move right into our consent agenda McCurdy if you'd walk us through that all right well it is that time of year as you see we've got four

paraprofessionals that have resigned they are moving on to other positions as is Miss Long our special ed teacher um and then we've got some retirements uh Kathy Ray bus driver and Michelle Swann a bus driver Jordan Goodman is an elementary library aide and she is also resigned and we have one more to add and that would be Aaron Allen our high school English teacher brought in she was approved at a Missouri board meeting last night we wish her well and so we will be posting for that as well um I've got an eagle Zone worker that won't start until next year when school starts they're the after school club we've got certified per Personnel Miss Michelle florkey is going to be a full-time teacher she has been a part-time aide part-time teacher and with the

RTI program we are moving it more like the elementaries where we'll have an RTI teacher and an AIDs that work with them so miss floorkey is moving to full time um Melanie Keck is a special education teacher we're bringing in and then the Middle School language arts teacher we have the name Michelle Harris I will email you those those names tomorrow um no leaves of absences we've got uh some extracurricular assignments Mr Schaefer is a uh part of the FFA and there was a trip over this summer and we thought maybe he would be driving and so we were going to have him as a um volunteer however he's not going to go on that summer trip because he's got family coming into town however we're still leaving him as a volunteer because he's able

to drive the bus should we need it and um he's very active in the FFA so he would you do he's gonna be a volunteer sponsor for FFA summer workers we have all of them I need to add Amanda our she's one of our lunch ladies at the high school and she's gonna work custodial services with those seven so there's actually eight there and then to our vacancies we are looking for two bus drivers we are looking for an elementary special education teacher we are looking for two paraprofessionals I know the agenda said four but we moved some things around and we really just need two Elementary library Aid in the high school Ela so with those Administration recommends that the board approve the consent agenda as presented please any questions comments concerns right with

that I'd entertain a motion to accept the person to accept the consent agenda as presented Tyson made a motion Adam second roll call please aye yes Mr Schumacher yes yes perfect unanimous all right we're going to our items for Action now I'm sorry with communication reports I'm getting ahead of myself yeah we have Miss Noble here and she is with I know you're with steeple you are but sitting next to you you are with stifles [Laughter] she's with stifle which is uh the bond brokerage not bad to council because that's Chapman Cutler the brand brokerage and so she's got a presentation and um we'll be here to answer any questions you may have thank you to some of you in the past but obviously some new faces around the table um I'm Ann Noble with

stifle We Are The District's Bond underwriter and worked with you most recently in 2020 to refinance some bonds at a one percent interest rate which was pretty pretty amazing and now it looks really amazing we expect the same I know right I wish we could guarantee that but um so I just want to walk you through the district's current uh Bond scenario and show you what the what the future holds and just make you aware of some opportunities and the timelines related to that so that you can ponder with full facts um so we've got the same presentation on the screen numbers are very small I thought it'd be a lot easier to look at on paper or so um slide three are just the district's three outstanding sets of bonds these you're almost debt

free um which is which is why I'm here to talk to you because it is your opportunity to consider whether there are additional projects that you want to take on um because you are about to have a window in your payment schedule for that so you have three sets of bonds outstanding that total about five and a half million and those will be paid off over the next two years which is really just one additional Levy cycle because the the levy in advance of the pain um so there's really no refinancing opportunities here these are very short-term bonds the interest rates are very low um and and just everything's working perfectly smoothly on ground seeing your balance okay slide four just shows you two different statutory calculations related to your debt the most important one

is on the left and that is your overall statutory borrowing capacity we have another book or we're short a short one uh you guys thank you so much um so on the left we show just the history of the district's eav um your equalized assessed valuation and then below that your statutory debt limit calculation your debt limit is simply 13.8 percent of the district's eav uh minus your outstanding debt so 13.8 percent of your eav is 58.4 million dollars we subtract from that the outstanding approximately five and a half million leaves you with the remaining uh statutory debt limit of 52.9 million that number obviously changes every year as your assessed valuation grows and as you pay off bonds both of those things will affect that number but that's the current number then on the

right is a different calculation related to borrowing for working cash purposes we don't need to spend a lot of time talking about there is obviously a more limited calculation related to that you have about 10 and a half million dollars of borrowing capacity for working cash and that just really comes down to if you choose to borrow again what's the purpose that you're borrowing for and then we can talk about the different types of bonds that are available and this is one of those options Slide Five shows you the district's outstanding Bonds in terms of your tax rate so you can see we've got this this row right here represents the levy that you've already extended these are the tax bills that are being paid and collected right now um so that totals about 3.4

million dollars from the three sets of bonds these are the principal plus interest payments whereas that slide I showed you on slide three was just the principal payments themselves and it showed you that interest rate this includes principal plus interest so combined about 3.4 million dollars and a tax rate of about 81 and a half cents related to your bonds the tax bills that you'll be setting um in December will reflect the last Levy for your outstanding bonds and the levy drops because this Bond particularly the series 2020 abouts truly because the interest rate was so attractive on those bonds we were able to shave off um almost two years of bond payments so now you have a pretty big drop in the tax rate so you go from 81 cents to about 50 cents

um we assumed a one percent growth in your assessed valuation for next year which should be conservative based on what you've seen but that's what we have modeled in here for now so does that make sense to everybody any questions about anything so far so the the question is just do you want to let that drop in the tax rate happen or do you have needs because it obviously is easier to keep the tax rate constant than it is to let it fall and then cause it to increase in the future right so if you if you have needs and there are things that you're thinking about this is the opportunity to think about it because you have that drop coming so you're gonna drop about 32 cents here and then another 50 cents after

that okay so what I ran for you on the next slide is if this is almost the extreme to one end and that would be if we just kept your tax rate flat at that 81.6 rate and and held it there for a 20-year term which tends to be the typical bond term when districts are borrowing because you're typically funding long-term projects um so if we did a 20-year mortgage for your next project and we held the tax rate flat and we did it before that drop-off happens what would it get you that's that's what this page is showing you and what this is showing you is we ran it at three different interest rates and sadly it's not one percent um it's four percent four and a quarter and four and a half and

right now you should be in this four percent range um and the 81.6 cents this column of new this these are the new Bond payments right here okay these are your current Bond payments so these Bond payments totaled together and then basically present value back at a four percent interest rate Garners you about 49 and a half million dollars you could obviously slice this 100 ways I could run this for you so many ways you could do a 10-year payback instead of 20. you could do 70 cents instead of 81.6 um I mean you you can do this any way you want and I'm happy to look at any scenarios that are of interest to you it's fairly Pro rata if you said what could I get for 40 cents it's gonna be about half

of what's up there okay so so you can think about it that way um but the key here is you do have an opportunity coming and you're you're you do have a deadline um which is the end of February 2024. that is the deadline to catch this before it goes to 50 cents and then you would have a whole nother year to catch this before it goes to zero okay you don't have to do 50 million dollars you could do a two-year bond this year and just hold it at 81.6 cents because you're not ready to think about the big project if there is one okay there are so many different ways um to address this but what what I really just like to make districts aware of is that you have the drop coming

and that if there are needs that you're thinking about we have six-ish months to think about it it takes a minimum of 90 days to work through a bond this year maybe 120 depending on the types of bonds that you're talking about so um starting no later than December 1st if you wanted to catch that before the 50 cents that's sort of the the time frame that we're talking about and I did outline the steps for you on page seven that we run through when we when we work on a bond issue great to do a public hearing um and I guess I should say that there are a lot of borrowing actions for school districts in Illinois that don't require voter approval if you're building a brand new building that requires voter approval um

but almost everything else we are by and large able to finance without voter approval as long as you have debt capacity to go back to that page way back at the beginning that said your debt capacity was 52 and change as long as you're buying less than the statutory debt limit and you're not building a brand new building we by and large can do it as long as we run run through these notices we have to provide public notice we have to publish things in the paper we have to go through certain steps to provide the transparency to the community but you don't necessarily have to go to the voters unless you're choosing to build a new bill so we don't have to work around the election Cycles because the election Cycles are very limited

we don't have an opportunity to vote again before that tax rate or drop is the next election is uh is the primary which is getting for March we would miss our deadline on that one so that's my broad overview and I can go into any level now we can clear it out whatever path you guys are interested in but I thought that would at least give you something to chew on are there any questions I can answer or Chris something that didn't cover that I I think I have one and I know that our last Bonds were sold at one percent that was the interest rate it was a great deal we are now at around four is what you're saying so do you go out longer with the I mean how does that the

interest rate how does that affect how much you can get and how long you have to go out because a 20-year mortgage I'd much rather have a two-year mortgage although right now honestly we do have a little bit of what we call an inverted yield curve the the like one two three year interest rates are very similar to the 17 18 19 year interest rates because of what the fed's been doing every time the FED raises the raids it's artificially pumping up that front end so our interest rates are currently will look like this is the shortest part of the curve then they go down a little and then they come back up we have a really very unique that's not usually interest rates are like this the shorter the bond the lower the interest

rate um and then the longer you go the higher because that people want they want to be paid for investing along right if you're going to tie up your money for 20 years you want some value to that um so right now we do have that weird shape to the curve um so I can't say if you did a two-year Bond it would be cheaper than four percent because right now it probably wouldn't be but normally it would be um but if you were doing a 10-year bond it would beat you um and we're obviously speculating about the interest rate when I make those projections for you which is why I gave you the range um clearly you know if we started the process now you wouldn't sell bonds for three months so we're we're

just so if I understand you correctly and I could be completely wrong but that's why I'm going to ask if we did a 20-year term that would get us the lowest interest rate correct no no 10 years 10 years yeah yeah probably a mid you know a 10 year-ish Bond maybe 12 will be notably lower than the 20 year I mean the one percent bid you you got even at that time was yeah we couldn't leave it at the time crazy good right the market was actually more like like a 180 and you you got a 101. you know I mean it was an amazing bed um so we thought you did that to your business um but the the current market is definitely diplomatically changed from 2012 so should we are just we're just

in a higher industry environment any other questions yeah I have one so we are we've been talking we have a facilities committee and we've been talking about remodeling the high school and pretty major system is there is there a limit on what we can do since an existing building or we do have limitations on on how much of the building we can I mean that is a very good when you so if you take down 99 of that building probably some lawyer is going to say now it's a new building right um we're not really taking down anything yeah yeah I mean as long as you're adding something renovating you will be fine we will obviously have the lawyers weigh in and make sure we're dotting the eyes and processing activities you will be it's

an addition when it's when it's a multi-phased large project is it best to get all the money up front and go through the process once or is it sometimes best to do 10 years and then wait two years and do another 10 years or that's two years that might be different too that is true um because the short-term interest rates right now are so high you can actually earn a decent amount on your project funds right like you just are earning on your cash balances right now which two years ago you weren't you were earning you know it's like around a year um so now you can actually earn good money on your project funds but the federal government hates that they don't want you to borrow on a tax-free basis right you're selling it

to me man right the federal government hates it because when you borrow your your tax-free governmental entity so you can borrow on a tax-free basis which what that means is if an investor buys your bond that investor doesn't have to pay federal income tax on the interest that you pay them on that Bond so to the federal government they receive no income on that investment they don't like that um what they also don't like is if you borrow at four percent and then you turn around and invest at five and a quarter that's called positive Arbitrage and right now you can actually do that so you make money on what you're borrowing so they put rules in place and they say if you're going to earn positive Arbitrage you have to spend it just so

and they give us spend down requirements you have to spend a certain percentage every six months and be done in two years so right now I would say to you it is a very worthwhile Endeavor to consider borrowing as much as you could spend in two years and meet the spend down requirements because you can keep the profit and we can quantify the profit for you and and you can decide if it's worth it you know is an extra 300 Grand worth it probably right um and then maybe just come back a year later and do another phase you don't have to wait a long time to do the second phase you just want to do it hopefully so that um the two phases both would meet the spend down requirements maybe by the time

we get to the second one um we can't earn positive Arbitrage anymore I mean who knows what the short-term rates will be then but right now we are earning positive Arbitrage and it is it is not uh it's not a small number explain that again so if positive Arbitrage we are earning we're getting money on our on the money that we borrowed or bonds we sold for four percent we're getting five percent so we're making a percent that's right so but we can only do that for two years so two years so okay but I can get that even for two years and you have to spend down a certain you should lose 25 so like by 12 months you have to spend 45 percent of them so we'll work with you and your architect

to develop you know if you saw if you were going for 50 million total if we sold 30 million in the first phase do we feel confident you can hit those spend down requirements and you have to hit them if you miss it by 0.01 now any positive Arbitrage that you earn you have to pay back to the feds I literally write a check to the IRS give it back have you guys handled the investment so we would agree we do that through you or we will secure or is it yeah I mean we would typically put you in a ladder treasury portfolio you could invest in one of the Illinois government funds it's all the same types of Investments you're used to doing it's very secure so definitely doing it in series Chris would

be worth at least at least considering the downside to that that you would want to weigh is interest rate risk so we split it into two we do one Series in in 2023 and we plan to do the second one a year later in 2024 well how much positive Arbitrage are we going to make and how much do interest rates have to increase on the 2024 Bond before we lost our the benefit of the positive Arbitrage and that'll be the that's what we'll come talk to you about well the positive Arbitrage is worth 30 basis points point three percent do we think interest rates are going to go up more than point three percent in the next year if any of us knew that for sure we wouldn't be sitting here but we'll do our

best to guess um and then and then you can just make bad decisions any other questions anybody all right well thank you very much always very educational yes [Music] thank you very much moving right along our enrollment report is in your packet and we'll go out to our building reports so [Music] um so um to something on the next slide if we can go to that one and on the right hand side I want her to talk about something that she does um with her program with the speech and language and related services so last year we started doing a related service push-in or we call it like a therapy group and so OTP myself and then the classroom teacher we have centers typically they're revolving around themes and the students move from each Center

seeing all of the therapists at the same time throughout the lesson um this last one that we did in may we kind of ends the end of the year with the water day and it was super fun so we have different activities I have like categories and the kids headed through water balloons of the categories it turned into a big water balloon fight but it was it was really fun we've been doing really looking into some adaptive equipment for some students who are wheelchair bound and looking at how we can really engage them in different activities throughout their school day but also just kind of seeing what um resources we have throughout the district but um it's been a great addition this year we added one more classroom so we're doing it at Parkview as

well um and it's been yeah and I think it's just really neat to have the therapies see each other do the therapies so then they kind of compliment each other later and they kind of know what they're working on with the students so and the classroom teachers also get to see that because a lot of times therapies they're pulled out of the classroom and when they push in like that they kind of know what the therapists are working on so they can reinforce that in the classroom so that's been a great addition the last two years and I will Kirsten is our she has an obsession right now um and it's a good obsession with uh technology and adaptive equipment she's been doing some amazing things and one of them you can see on the

Parkview coffee crew we have a kiddo who's non-verbal and is in a wheelchair and the coffee crew as uh we all love on Friday they deliver coffee to us they make it on Thursday Thursday they orders on Thursday and the kiddos are learning reading and um counting money and uh writing uh the the orders down and all of those things just within what a two-hour period uh they crank out I don't know how many coffee and hot hot cocoa and everything but as you can see on the left hand side there we have a kiddo um who that yellow button I don't know if you can see it in that picture Kristen helped create and it's attached to a Keurig coffee maker he makes the coffee you can turn it on um and help so

he gets assistance putting the cup in there but he is doing that and then usually when they also have um switches that when he comes to deliver he hits his head on it and he says have a great day or be careful the coffee is hot so he is learning communication just amazing things that Kristen has brought in to help with that and and just getting all kids involved there's not one kid on that classroom that's not involved at some level and then they're they're going into gen Ed classrooms so the other kiddos get to see them so it's that inclusion feel so just that's a big highlight so and then another thing that Christina did on the slide before one of my favorite days of the year and I don't know if any of

you have had the opportunity to come but it's our special ed Ace Olympics and we host it every year and it's just an amazing day it's kind of our version of Special Olympics um but what the a stands for is athletes challenging each other and my goal there is to have gen ed students work with our students with disabilities our athletes with disabilities they're athletes that day and some of them are true it's ooh they're stretching they're doing everything they need to do get ready we had one kiddo who what trained for about a month yeah sit-ups every night ran at home you know his mom's like getting ready for the Olympics so Kristen also this year now you can kind of see it in the middle picture there she found a way to hook

up a you you describe this um this was at the basketball uh station um and it's just an Adaptive basketball so I came to Jean like two weeks before and I was like can we do this she's like go ahead so um it's a leaf blower connected to the same switch with a power source and so um students activate that if they don't have the accessibility so they might use their head they might use their elbow they might use their leg um and then the leaf blower turns on and blows the beach ball we made it a few times it's really hard to enter the basketball hoop yeah yeah but wow so just getting students who really have a hard time participating to participate even more and feel as important as we think they are

and we're Tate she's taking it to a whole nother level too I think with um with our PE classes so we're trying to do more adaptive things there so she's given me a long list of things and we've looked up some items and to purchase to be able to do that to get our kids more included into the PE as opposed to hanging out on the sidelines which happens often so um she's she's kind of gone nuts with it and sends me things all the time which is awesome you know a lot of fun um but to highlight our Ace Olympics again uh we had about 115 student athlete or athletes with disabilities who came they come from Dupo uh Freebird middle or Freeburg High School Freeburg Elementary and Millstadt and then ours so it's

about 115 which is just amazing and then the other part of that is we have about 65 student gen Ed volunteers who helped throughout the day they run all the stations so I'll have like the football team a couple the coaches usually nominate students and then cheering them on and get and they just have an absolute blast and it's really getting tough because everyone wants to volunteer there's not and it's not to miss class you would think it is it is at the end when they are kind of hanging out trying to clean up for me but uh to get back to class but to get there once they're there they have just they just have an amazing time um and they just interact so well with the kids and the idea with that is

when they go into the hallways my my speech to them every year is it's not over inclusion isn't over and one day at Ace Olympics we want you the next time you see them in the hallway you see these students in the hallway because I try to have middle school students as well volunteer so they end up knowing the students and saying hey how you did a great job the other day or whatever so um it's just making that inclusions and seeing that you know kids with disabilities have a lot of challenges and it really helps them understand that so um but have a great time with it and we we have great sponsors who help us do this day because we provide the t-shirts the food and everything so we have Aces wild that

helps us quarterback club that our own PTA helps purchase the medals because all students get medals at the end um we also had red bird Solutions Diesel and auto repair didn't even know where they came from uh Schubert's Smokehouse and Aces wild and then Bria which is I think um the what is that a what's that Senior Living facility and they actually will bring some of their residents out and watch they just love to come watch and they cheer cheer on but we also have fans in the stand so we have parents who come but we also have a lot of classrooms who come down and they make posters for their uh their their uh their buddies and their classes so they're cheering them on and doing all those things so it's an amazing day

um I always encourage you guys to come and be a part of that too so that's our speech but um but yeah that's it yeah that's our highlights that's a lot thank you all right we'll move on to our assistant superintendent report um so just a couple of things so one of the very cool things about our district is we have a new teacher Mentor program and it's a two-year program so whenever teachers come in no matter if they've been teaching for several years or this is their first teaching job we set up a two-year program and it's modified based on their experience but we really just kind of bring them in try to help them get acclimated but then also try to help support in a lot of ways this year so this is

our Freshman Class of this year um all 16 of them in our group but they've just been great so they have a mentor and those mentors do a fantastic job there's several things that they meet quarterly with their new teacher about and go over talk about how report cards are done how parent-teacher conferences go here in Colombia things like that but those mentors are also huge because right when that new teacher is here and again no matter if you came with 10 years experience or this is your first one having someone buddy that's been in the district that knows that you can run and ask questions to is huge so I really appreciate all of our current staff that volunteers to be those mentors but these people these 16 teachers like I said have regular

meetings with their mentors but then they also have additional professional development training that they do with me throughout the year they have reflection sheets that they have to go over to stop and actually pause and think about what am I doing what can I do they're finishing up right now and submitting to me their goals for what their plan is for next year and so then next year I spend a lot more time with them really individualizing what they're doing so that's what that year two program looks like is here's something I want to work on or I didn't feel quite confident with my first year but here's what I want to focus on and then we try and find individualized professional development for that so just very excited about these 16 people and then

I just wanted to give we had our retirement banquet last night so our retirees for this year Karen Dent is our first one there leaving here from our third grade Carrie farmer is in the middle so she is one of our shared staff so she's at middle school and high school and then Kathy Ray is one of our bus drivers and these three ladies um last night at the retirement banquet it was just so cool to hear the stories about you know what they've done whether in the district um their years of experience but just to see the impact that they've made on not only so many kids but on their colleagues and their co-workers is just really impressive and I think really goes back to that part of what makes this school district so

very special are the people that that help run it every single day that is what I have for you also thank you very much on to our superintendent all right um I'm going to first start with the the ace because you I'm standing there and I'm watching everything go on and this is the first year I was able to see the ace Olympics and this adult comes up to me and says who's that young man over there with the baseball bat and and I see this this one of our baseball players what was his name Aiden Gaither okay so this woman comes over to me and she's like who's that because the kids weren't I mean they're little guys with a baseball bat and she's like he's getting down on his knees he showed him

how to stand he'd had him choke up on the bed and you should have seen their face because they hid it and those moments of somebody calling out a kid that's working with the like that doesn't happen all the time and it's just beautiful to see and so the ace Olympics that just you know an adult noticed it and it was just a beautiful thing so those are are good moments the new teacher mentoring programs a wonderful thing it's part of the PD um we're done with this year like Tuesday's our last day um we did something new this year with half days right 57 hours of PD are offered to our employees this year inside and outside of those half days professional development sorry educator in me but if a teacher just came to

every half day the stuff that was scheduled by Mrs Smith on those half days would be 27 hours of PD that they log professional development that they log and to give you an understanding in five years to get recertified they need 100 hours of professional development and so just by going to those half days are they you know we're getting the professional development but then it's also getting the the check marks to get re-certified and get that certificate so that you can continue doing this profession and so um I think the half days are working well and I'm glad that we moved that way and I know Miss Smith does a huge amount of things outside with that mentoring program and other things like that so it's just great there too um a lot of

good things going on today Mr Myers and Mr humkin and I met with the city up at the broom City Park the city park by the baseball baseball field uh talking about the parking up there because we've talked about expanding the parking so that when we do the construction at the high school we'd be having a partnership with the city and that's moving along um it's going to be good for the city it's going to be good for the district and I think those relationships are another very positive thing that's happening so we will not have closed session today so there is no reason to go into closed session but those were the key things I wanted to point out um in my report so all right thank you very much we'll move on to

our islands for Action the first is to establish a public hearing date and time to amend the 2022-2023 school budget yes and the budget is on display I emailed it all out to you all um and it is posted on our website Administration recommends the board approve the posting of the amended budget and set a hearing for 7 pm on June 15th which is our regular meeting date we do it at the same time and then we have the regular meeting to follow historically no one has shown up and special hearing meeting is rather short so perfect will that work for everyone okay I think we'd like to make a motion to approve the establishment of our public hearing date for our regular next board meeting Thank you Lisa toward your second all in favor

any opposed perfect all right next item is their approval of the resolution resolution to extend the term of the misfic employee benefits pool we are part of the Mississippi Valley Insurance Consortium better known as Miz Vic um and this would be the employees benefits pool to give you an understanding when I first got here we met with them and looked and talked to other insurance agents but if you look at our 10-year history we had two years of five percent increases everything else has been under that as someone that has been in other consortiums other groups um I'm very happy with Ms Vic and I recommend we stay with it so Administration recommends the board extend the terms of the Mississippi employees benefits pool what we do is we do that every year and it's

a three-year term and then in November if we wanted to get out of it we would have in November decided to get out of it but it's three years but we do it every year and a few years back Scott and I and Chris worked on this quite extensively and me being in the insurance business there they're very very difficult to beat and uh in fact so much so that I didn't see a real need to even address it again this year so so it was it was a pretty clear choice from they're just really other alternatives right viable Alternatives let's see there are but you'd be spending more exactly exactly that's why viable would anybody like to make a motion to approve the board resolution to extend the term the misfic employee benefits pool

I'll make the motion to approve like Andrew Joy a second all right we do need a roll call for this since it's money yes yes yes that's unanimous and to accompany that we also need to discuss the approval of the board resolution to extend the term the misfic property and cashley pool yeah so we do the employee benefits which is the health insurance and all that stuff but this is the um property and vehicles and all that other stuff and the administration would recommend that we continue with them as well same thing three years of renewed every year a discussion questions comments concerns would it be like to make a motion to approve the board resolution to extend the determine the misfic Property and Casualty pool ignoring do I hear a second any of your

seconds perfect a roll call please yes Kelly Moyer yes Greg Meyer yes yes yes sir yes all right next item is to appoint a misfic employee benefits and or Property and Casualty pool board members so we need a sucker I mean a volunteer Administration recommends that Chris Grody the superintendent be that sucker or volunteer of The Miz Vic employees benefit property casualty pool board member anyone else want to do it didn't think so would anybody like to make a motion to approve Mr Grody as our Thank you Lisa wow perfect all in favor all right you bet all right aim to send any opposed any potentials unanimous all right the next item is the approval of the ATI Physical Therapy service agreement this one was tabled from an earlier meeting yes and uh we had

a question regarding whether or not it was going to be a class for physical therapy it's not however we are starting a class that got made um a class being made means enough students signed up for it and uh our EMS Columbia EMS Services is going to have an EMR what does the r stand for so I asked because I didn't know either but it's an EMR class and the students are going to be able to um learn a lot of that first aid and stuff so we're we're getting that need met without ATI having to do it but so we recommend that we continue with ATI Physical Therapy um as presented in the contract perfect I think the r is response but I'm not 100 what's that your Medical Response the plan is the

EMR class comes before the EMT class and so we're hoping to be able to extend it on and we're lucky enough that the city of Columbia actually has an agreement that they can hire once the students turn 18 so if they pass the EMT class they can then take the test in the city of Columbia we'll hire them any other discussion or questions comments would anybody like to approve the ATI Physical Therapy service agreement I make the motion to approve thank you a second Tyson seconds okay roll call please yes yes sir yes yes yes we're going to continue to clear up some old business here we have the Nexus the approval of our land lease for the Columbia agriscience Association this was tabled last month and Mr humkin and I met with Mr Schaefer

and uh so yeah so the the current um lease agreement runs through 2025 but due to you know Investments that need to be made into land as part of normal you know agricultural business it's really a three-year investment cycle so with only two years remaining in the process they approached us about extending so we are definitely in favor of that it makes a lot of sense so I'm actually gonna recommend that we sign a five-year sign into a five-year lease with them beginning this December so that they have that Assurance when they invest in the soil and put the different fertilizers and such as December 2023 December of 2023 for a five-year period which is basically just renewing their contract two years early so that they know they have Assurance as they invest in put

money into the soil and and such so that's why it's coming up early if anyone's wondering why it's not due for two more years two and a half more years but I do recommend we keep it on the same cycle the current loan current lease period goes through December so this would actually be a recommendation to start a five-year lease as of December 2023 um third December of 2028. whether it be a recommendation or motion I'll make a motion now that I'm done talking for any other discussion perfect well we have a motion on the floor here a second so the motion to extend the agriculture release five years beginning December 2023 correct all right I have a motion in a second I can really roll call please Greg Meyer all right our next item

is the approval of the implementation of our second reading of the board pile of press policies issue 111. Mrs Schumacher uh brought edits to a policy 2 110. it's because you gave her homework that's fine well and she did it and then um as I typed it up and you've got a uh I sent it out to you um Mrs Schumacher was good enough to correct my mistakes in the editing to which you've got a paper here that has a yellow highlighted area that includes the sexual misconduct related employee history views on there I I forgot to add that that was a new addition to the policy and with her notes it was on an older policy and so I didn't do that one um and then she pointed out to me because she is

the detailed focused person that she is that if you look at number four that says at well number five goes up because that's attend and observe any board committee I'm under President the numbering all changes it up so now number six becomes number five number seven becomes number six and then number seven which I miss completely is the president calls special board special meetings of the Board of Education so I've made this extremely difficult however that would be all of the corrections and then you've got um 8 9 10 and all the way down is as presented all the other policies we've reviewed and did not see any changes but really her edits are very good the um the key things where we moved some of the secretary stuff to the recording secretary to be

more precise with what we actually do um Administration given all that recommends that you pass the second reading with the edits as I have tried to make clear all right let me want to ask any questions on that didn't think so all right would anybody like to make a motion to approve the second reading as amended and presented so would this be before we get into motion would this be to accept all of the policy updates or just two one ten no it'd be all of them with the changes that we've Incorporated because that's still two two one ten is only one that we made edits to yes the rest correct as discussed previously there were some minor minored revisions made to the policies and updates but nothing yeah 2110 was going to just be

the adding of the sexual misconduct which is a new rule that we have to follow and so they added it in there and so the other policies have little things that laws to keep us in compliance but right yeah yeah but we're approving but the recommendation is to prove all of them that answers what I wanted clarify well that's how I will make a motion to accept as with the discussed edits Perfect all right and just for the public and our new board members too so we have the Press policies that's basically our board policies that we follow they're pretty much director or developed by the Illinois School Board Association and we pretty much follow we can change anything we want and that's what we're doing Lisa found some kind of procedural errors I guess

and how we do things about how they do it so we're free to make edits as we want we obviously probably rely on a lot of them because they spend a lot of time and have a lot of basis and the these press pass updates are based on new laws that pass so they get incorporated as we stay current but then we have two readings and then the second one or the final one we actually vote and they become part of our board policies so that's pretty much what's Happening Here is we're just kind of cleaning them up now the next time if we make our own changes when the next press pass comes out our changes will be incorporated already in there so we don't have to go back and keep adding these we

have actually our copy then and then we we merge it with the new documents come through so and if you're able to attend the Forum in Chicago they always have a nice session on the press pass ions for those that are new to help explain how they keep track of all these policies and and what its function is to help us State as Greg said you know current on any Law changes and the recommendations and what what rights we have to make edits so an opportunity for clarity there on just how this plays into our function the edit that we did to the secretary and the recording secretary will that be updated on our website yes through the policy website and then they create and make them all legally correct and then once that's done

it takes sometimes it can take to three weeks so once they complete their updates of any changes in additions that I put in from what you guys vote on then I upload that to our website and that's how our changes remain constant throughout the years because they actually update again I don't mean to talk down to anybody or whatever it's just kind of complicated and especially people at home if they want to pay attention so all right any other discussion all right well we have an emotion on the floor do I hear a second sorry and roll call please Tyson search yes Maureen Friedrich yes Adam hemken yes Andrea Corey yes Kelly Moyer yes Greg Meyer yes all right unanimous all right that concludes our items for Action so that's all the work we got

to do today now we're just into discussion items we'll start with our facility study we are working with Cobalt and FGM to decide um our next steps on what we're doing at the high school it seems like we've been working on contracts more than anything else and that's probably rather true but we're looking at the big scope and trying to get in a good understanding of what the dollar figure is that we need um as you saw today we have opportunities to try and fund this project without messing too much with the with the tax rate hopefully to lower it a little um Mr Hampton has been quite clear on on his expectations with that I think everybody agrees uh but that's where we're at is we're really trying to get the scope of the

the work down so that we can get a dollar amount so that we can then get the finances and do this all of me a lot of moving Parts but on that note I promised before that we would have a version or at least a draft drawing we don't have that yet that meeting has been postponed to the first of June so but I will get you guys a copy of the new rendering as far as the proposal sketch if you will once we receive it but we were going to have that meeting earlier today and then that's been pushed due to some availability challenges so it is it is all we will still get that to you as soon as we receive it and possibly some design challenges so coordinating calendars is is they

were pretty significant changes from their perspective of from the original rendering so all right individual board member comments anybody like to say anything I wanted to give a shout out to Mr Reed leaves for the excellent job that he did on graduation on Saturday I mean having to take it from the football field into the gym an hour and a half before it starts I know it was a lot of work and stuff like that and it was it well as far as we know successful um I thought it was very graduating 160 in the class and 153 walking was but yeah Big shout out to him and everybody that helped with him get that ready absolutely along the same lines just as you know we talked about the ace Olympics which you know for

years heard nothing but good things about so thank you very much for you know continuing to put that on and all the efforts but um you know as Mr Brody said I we went in to the high school today and saw that but in the meantime we were able to drive around and we saw some of the kiddos out doing some of the end of the year activities and you know I want to thank all the teachers and everybody that all the staff that helps put that on because I know the kids are having a blast you could hear it from a block away which is you know always a great thing to hear you know kids having fun in the middle of the day you know there were a couple of field trips that

happened and a lot of end of year activities a lot of preparation for finals and you know like Middle School just did some of theirs with the eighth graders I know there's preparation for tomorrow's ceremony for the eighth graders for them moving on so I just want to Echo a shout out to all the staff for all the extra work because there's no way they're doing it in 40 hours this time of year there's just no way so but as a parent and a Community member I'm very appreciative of all those efforts because the kiddos were having a blast today and and the PTA our Columbia PTA has done a huge amount of they're they're involved with the faculty on making sure that those days happen the way that they're supposed to and so anyone

else okay we're friends with Progressive just welcome our new board members again you guys are uh are already off to a great start because I see we have new name tags so we've had the same old blocky name tags forever you guys Cameron and now they're all fancy so uh you guys are definitely dressing up the place so uh welcome and again um you guys have been through the training so you know that all our discussions have to be in public and that sort of thing so feel free anything you have that's why we again why we have the individual board member comments whatever's on your mind let's get it out there we talk about it and uh you know if we're if we're missing something or not doing something right or something wrong or

even we are doing right feel free to ask questions I mean obviously there's a lot of history and and that it's it's a kind of a learning curve catching up in acronyms if you don't know what an acronym is you're not supposed to ask you know and uh sometimes we assume you know things that we don't and so we just want everybody on the same page so we can welcome appreciate you guys volunteering to uh step up so that's awesome right that's all I have Mr security alluded we have no executive session so the only item we have left is the Germans if you like to make a motion to adjourn I'll make a motion thanks Tyson first one all night okay I'm sorry all right second morning seconds all right all in favor all

right perfect that concludes our meeting it is 801
