we're going to get started this is the Board of Education meeting through which actually have notice under the open public meetings act was provided by written notice on January 19 2016 to The Courier news the echo settled star-ledger tap into law and the courts of the furrow of watch hung in the townships of green book long hill and want roll call vote please mr. Collins here miss Olivia here mr. Perron mr. Posner honor mr. Sackett here mr. hunter yet storage in smash booty step mr. Morrison yes dr. zubowski Eric of the porch of Allegiance I pledge allegiance to divide the United States of America and to the Republic for which it stands one nation under God and it is only to deliver CSSS all in accordance with the provisions of the new jersey open public
meetings to act be it hereby resolved with the board moved into executive session to discuss confidential student and personnel matters GSA contract and legal matters governed by attorney-client privilege after which action may be taken it is expected that the matters discussed in executive session will be made public as soon as the need for confidentiality no longer exists what if you move into executive second Thank You Stanley that service sorry keep everyone waiting at our executive session went a little bit longer than expected on behalf of the board I would ask everyone if we could take a moment of silence to express our deepest sympathy on the sudden lawsuit one of our value teachers Senor Juan Cruz to his wife his family and all of the watch on Hills community who have been touched by him
over the years thank you and I think miss Jarrod's going to be sending out information about memorial services if it is not already been sent out that everyone is aware so our first item estoppel correspondence we have a letters outside of graduation well email was some kind of leak yeah thanks mr. president we team each year and we receive a request from the Project Graduation folks for donation work to support their program we were lucky enough again to have parents step up and run the project graduation they're asking for the same donation last year with 17,500 which typically has done that and we are raising an extra five matted up are confusing potentially from the parking fees because the mania seriously provide that also something that the board wishes to do I would if you're
in consensus to do that I would gladly go back and tell them that you wish to do that the comments or discussion addition is and I think mr. Stites correctly characterized our previous discussions when the parking fees went after that our thoughts were not only towards project a Jew Asian but anything related to parking activities refinishing that pavement of there's gravel etc that those fees would end up going towards issues that are related to those who are paying that user fee correct anyone objects to continuing our support of that effort signalize assume we'll see that as an action item next time yes thank you presentations sorry we're all rapper Thank You mr. president I think the tour it has a copy of the synopsis for the Europe for 1516 just to give you a brief
synopsis of that fiscal year the UN regret that we have released rendered a clean opinion which is from our professional record an unmodified opinion which validates the accuracy of your financials I think the business office of item size should be commended for that the financial records were in excellent condition the surface at the end of the year when I factored in the various reserves that the board has created is actually in excess of six million dollars keep in mind half of that money is in a capital and maintenance reserve and you were also in October when twenty-two million dollars for tax relief which was in the 1617 budget as well as in 1718 there'll be amount of money set aside for that so really what's left and where we close an unassigned basis is approximately
seven hundred thousand dollars which is really your 2% cap if you remember years ago is they eliminate how much surplus a school district is allowed to have you will right at that cap level that's money that could be used for preparation of the 1718 budget royal sub we had one minor recommendation and that is that with the scholarship account just a recommendation that making sure that there are two authorized signatures on withdrawals from that account we have met with the operations committee reviewed the reports and I think at the next meeting mr. skies will have a collective action friend yeah it actually have it voted on at the next meeting okay so if there's questions from the board I'd be happy to entertain my apologies just for not introducing you mr. Gary Busey at our
accounts are any questions okay now thank you thank you sir so this is the first opportunity for public commentary limited to agenda items for this meeting only a second public comment period reveals any topic we and the usual speculation of name and the town of viewer hi miss humans I'm here in my capacity as the president of the board of the Long Hill township scorns mr. gadget Ronnie extend sympathies on behalf of our entire district your district and to the family of senior crews and all the students and folks affected by this I didn't lassos having that's a really nice piece written by a student I think in 2014 Bobby I'm and if anybody gets a chance it's a really nice piece to look at but our centerpiece thank you very much thank you very
much appreciated again there will be a second opportunity for public comment will go on to committee reports starting with my education education can be met on October 28th to discuss for four new clubs that will be on our agenda for approval at our next meeting and before the American Sign Language Club because Maddox Club intrapreneurship Club and the history both team and it I don't think you have it yet we'll be receiving the applications that the students submitted they should have read about these clubs and discuss the next time book will be on the agenda for approval as I said there are on I'm in the ed committee for on Google Drive okay yep scenario right program was discussed with Farrell a risk that we're looking to increase opportunities for students or to pre some
ap enrollment and in close it is to take that more than one language certain students will have the ability or be encouraged to study more than one language right now it seems that everything will go back to the students who decided to take Latin and German online we will have one student taking AP German and mr. Chappelle has made himself available to the Swiss math student and the other students taking German and I just report out that it was difficult to find a an applicant for this ap German student and miss Phelan contacted a professor in Oklahoma State who are from this program through edges here and her classes fill out the math round convinced her that she should accept this student so now he had this opportunity and it's welcome that this student will
be stuck on through college in Germany so we're lucky that she went out there and did this to the student and LSO we will grab an Italian immersion program at Montclair State over the summer without transits update right now there are we discussed that similar to to group or classroom it's an online platform but we've had two business teachers to put together the financial literacy curriculum and right now there are about 30 students who were storing financial literacy class online many of them are seniors or transfer students and they had none of the opportunity to take that courses freshman and whether to open open up this course after sophomores in the third quarter and after that this pilot program with its initial bearing students is complete with the committee suggested that we have the supervisor
or the business supervisor to come to discuss how this all worked out on canvas and give a presentation to the board on how canvas is working and that's it thanks any questions for mr. mrs. see none now we handled personnel and operations I don't know if Stalin has a stinking represent rate it will just take care of everyone Tim Burton now we spent the bulk of the operations committee meeting reviewing the the audited financial reports and then there were a couple other items that are coming up on the agenda I think that Tim has that that we can either discuss now or discuss when they come up in the agenda there was a resolution specifically there was a resolution authorizing more funds for the magnetic field project for some one was a change order we
already put in one was a backflow preventor for the sprinkler system and then other miscellaneous things which we could happen we have had an incident where we during construction there was another sinkhole and so that's going to be part of that it may be a cost to fix that I believe there was some stumps and things pulled out but actually good to have that happen now as we're going through a cut so that was that when I was one of the things we talked about so there was a changer that we had in the north kitchen which was the sprinkler system that was at the day you know if the opponent inspection was taking place we had to do some quick work with our the main going into the sprinkler system so we had Fran
Cox keeping that were to not change orders on theirs for $10,000 those were the two real main when there's a couple of contract and again committee was working on the arc program and that we have a resolution memorializing that from next semester for our special ed students and I had to get the attorneys involved because it's it's it's unique it's not like any other program so it's a nice little program but you have to sit to the vid laws so if it was I need to get the attorneys involved to do that and we also had the cane thing briefly talks about the cane University agreement with two years that's a great program we get three thousand dollars a year from cane our students have the opportunity to take the classes there for reduced rate
tuition rate so it's a nice program for us and for kids and our college credit sport and yes college credits thank you any questions for the poverty a first question or a bikini program I forget with other students pains to these credits for anyone else or three credits okay believe it's three programs which we credit chips yeah which I would argue is lit are you invited settle or insanity having to write some big checks to realize you're not one we the other questions and let's move on to representative reporters no thank you snag a Bible we can damage other personal items every night when we had meeting and I did get a few more of our job descriptions which we've been working on and I think we're all going to be happy that we have
been done like right now football equipment manager which has been a discussion before and now it's fun I think it's in your folder as well the other interns non-certified positions we have being our performing arts center manager now has a broad job description and we've added a full-time assistant now which is also non certified so they're in our focus tonight so everyone is read them already and the other part of our meeting was that we have a number of personnel that are the replacements because we're gonna add to the population residual we're doing very well with new moon babies being born for those respects our other discussion okay thank you any questions from a spectrum now moving on to representative reports well I have stepping in for Peter Fallon who is going to cover the
some information on the New Jersey School Boards Association meeting in the county meeting I'll at least kick it off and then open it up to anyone else that was with us last week we attended the New Jersey School Boards Association conference down in Atlantic City this to him bethe myself Peter and me so we're down there for two days attending sessions and working on our own professional development as as board members I was able to attend several different sessions a couple of ones that are of interest was a session held by the Hillsborough School District on how to organize the committee structure and meetings around a strategic plan we've just recently gone through that process and had some interesting insight on how they've restructured their their meeting schedule and even the composition of their committees
to come into alignment with their strategic plan and how that has helped them so that may be something for us to take a look at at some point in time in the future we also had the chance to learn that the State Board of Education will be releasing a new strategic plan of their own actually the first thing first one I think they've done in in about a decade and that should be coming out in in March of 2017 also had a chance to hear from the new acting commissioner of Education Kimberly Harrington who will be in that acting position for the remainder of governor Christie's term Kimberly or acting commissioner Harrington has a tremendous background coming from the school setting she was a teacher she was a administrator and then was the chief academic
officer at the Department of Education for being elevated to acting commissioner and she's really she's really very well grounded in in the realities that we face in in in operating local districts and very sensitive to many of the issues that we have she highlighted her four goals for the remaining that makes sixteen months that she has in office that setting and maintaining the highest levels of standards for our students her second goal is assessing our students progress toward these goals identifying schools that are in need of support you know identifying and providing help to our lowest performing schools and then identifying ways to support our educators so that they can be successful in the classroom and we're going to be seeing a lot of her as she goes around the state holding meetings and listening
to different constituencies about the ways that Department can be more helpful to them we went to legislative session all with mr. musio comment on that if she likes and then also attended a session with the State Board of Education which was also interesting so those were some of my highlights certainly look to anyone else that was down there to comment on their takeaways I thought it was a walk in the park we did attend a part session Peter Schulman who was the assistant commissioner of education overseeing accountability their whole presentation on the changes that have been made and the department's outlook on Park and I can't necessarily say that we walked away with anything new insightful from that presentation what I can tell you is there they are on this park train and they're committed
to this park train and as far as the eye can see so because the six states that participated smarter than every other Street that's right we remain the only state that has actually embraced Park as a graduation requirement and are one of only six states that remain of the 24 states that signed up to do Park original seven but that's a whole nother discussion is there any chance to going to back off on the park is rye as a graduation requirement no one from the Department of Education would say that they're going to back off on the park as a graduation requirement however in the State Board session and as well as in the legislative session that came up pretty strongly and the presidenting State Board Mark gudren did say that the board would be
Northam to looking into whether or not you know staying with Park as a graduation requirement would it would be the right way to go my guess is they've kicked the stem so far down the road I mean obviously it's the class of I believe 2021 that you know it certainly could change by the time we get there is there a way that the public can push them a little further down to stop this well I think certainly there's action in the legislature the Assembly Education Committee has held some hearings on this sitting would be helpful to let their particular elected leaders know I think it would also be helpful to let the State Board of Education know as we recall we as a board put forward a resolution pushing back on park being made a
graduation requirement and strongly recommend that both the Department of Education the State Board you know revisit that decision but I think that the more that members of the public what their elected officials and the State Board know that they prefer alternatives to Park as being the graduation requirement I think that would be beneficial okay mr. musio intimately do you I may take aways it's the program was excellent I said whenever at every session I attended I got a lot out of it when my favor to the Finance session which was led by two advisors from Phoenix advisors our guys and a business administrator of mr Boyle I don't know what this morning for liable yeah so that was that was excellent and then I spent atheist school reform and I want to mention my friend
or attorney and a great event I'm special sort group thirdly who further is given in your word and it's been straddled elderly put intend and so I made a speech and it was excellent excellent your hospital I didn't know that to feel calm stood up there and accept the award so I just didn't excellent in front of the group two days and he continued to he who could sing or you didn't see that I'm sorry our dream is tuning that was late that after parties on this point I could say that around you know that out the front [Music] responsible for the profits we mentioned in percent an awful lot of time in sustainability section oh that's right all right we want to talk about that I was I would say that they focus on
all right so I got some information what on how we achieve that designation system that was interesting mm-hmm yep and there and one of the ladies who was with the state they mentioned oh we had a board member who was involved in sustainability here and she mentioned Laura Bowman down on the mortgage the webinars and I saw her down there yeah I don't know where we were I think that's a thing she did she did a webinar that and I saw her down here she's part of that session I know they're a lot different sizes yeah anyone not attending have any questions I would just over if you had the opportunity to go at least once every few years I would highly recommend it the sessions are excellent the the exhibits are our grain so
to be able to go and talk to some of the vendors that we're doing business with their vendors we may be looking at doing business with in the future but the professional development opportunities that they have there and the ability to interface with legislators and state board members and senior staff at the Department of Education on all of these issues that because of a great opportunity that we should take advantage of when you have an opportunity can absolutely like some other more fun people not to have the third inspector and one of the organizations I'm involved in when folks get this kind of continuing education there's something that they become responsible for called teach backs where they come back to the group and sort of they calculate and summarize if you think that there might
be value and dedicating well or simply as you want to suit I'm not prepared tonight it has to do technical education as purpose and land again only a careful thing of our students that are not college bound 2 train people to work in factories the figures work and they suspend scholarships were the schools throughout the state that did have these programs the colleges have the program's been a regular college program and we're trained and I what the neighbors do is take these students into the factories to see the work they would want to do but I didn't check the website all the information but it's something I would like to show because that does - - to make the office students an option listen whenever you're ready from that I've been on a committee agenda
yeah yeah I think about this a little research on it okay great for the penance no the Rhonda board discussion items wouldn't really like to discuss any of the agenda items keep in mind our next meeting is a Wednesday rule eight disapprove or cycle I think the 16th today's class data apparently not moving all the communication Gwen's not here I haven't had an opportunity to talk to him yet unless somebody's got something serving on that I did on Kris and Bruce actually volunteered to be on the ad-hoc communication committee so wool so I'll be meeting with Evan shortly I figured after tonight we'd um we set up a time I had some things to talk to them about that I've mentioned to the board I met with one of the local Realtors recently that I
know Bob had talked to it and we talked about some different ideas for you know that that obviously would benefit realtors in terms of benefit high school in terms of getting our message out to the community and also a better term marketing all the high school has to offer better than we currently do because we certainly do have a lot to offer and in terms of just getting the message out there of why you would want to come to watch on hills over another private school in the area on and so you know it would help us from the realtors perspective if she obviously talked to the folks in the community where folks will get into the community and can give us some insight into what type of information we are looking for so if
the media actually joins me at that meeting with the relatives we're talking about in the job description you know in terms of helping with putting some video footage together two different things from our high schools they're still in the infancy stages but that was nothing I wanted to bring to the committee as well as our initial steps in resigning the website so those are some of the initial topics you know that we'll be talking about that they can then bring back to discuss with the foot board to get additional feedback on good the questions for this strategic plan did you I can flag and start on that one um obviously at the last meeting we had all the supervisors share how well the department's are doing in terms of aligning their departments or bulbs with
the strategic plan we've seen times the five action planning committees working each of the committee has two co-chairs on one who is an administrator and one of them is a teaching staff member and you know in either some of them are in the counseling capacity on different capacities we have an administrator and an administrator co-chairing each committee the first meeting Tyler committees was on essentially the afternoon of our October I believe the Wednesday the 5th with our October board meeting we had over 75 soak meet in here initially and when break into their committees that consisted of teachers some students and some parents as well and those committees have started meeting regularly we are scheduling times where they add meets or that way there is at that time basically every other month during one of
the department meeting days so the next one will be November 16th but they've been meeting and what I will ask them to do because I tell them to expect that quarterly I would want to report on how they're doing so in the next couple of weeks I'll be meeting with each of those sets of coaches so I have more to update the board on you know one of the at the next meeting or so but that is moving along you know some of the things that they've started doing is guidance for example has put together a survey and I believe they're actually working on they're sharing it with the other guidance departments in our county because we figure we'll get a better response from the colleges that they know it's coming from more high schools
and just run but it's going to be sent out to colleges and it's around from what they see on our transcript to our level of our courses to our course offerings so we can get direct feedback from them on what they look at you know when they're they're admitted students so there's a lot of Pullum and I worked on that a lot of research and I'm really very appreciative of the way that the teachers have dug in and and really found you know the committee that speaks to their passion so I will have more to speak up on that in the coming meeting and what are the science committees so they Jones let me this thing for you to do is open up my Google folder Google Drive folder so I don't misspeak one of
the other things that we'll talk about while I'm looking for this the board talked about in forming a committee at some point to do the effective school library test and I said to you that I would spend this year on gathering input so that revision just sitting down you know pulling that from scratch and actually one of the professional development sessions in October was focused around having teachers come up for the profile of the Graduate and it was our staff members actually some from our funding districts as well so I'm starting to put that information together to share with you so let me just go to my over here to make sure you don't leave any out okay so we have we have our alternative scheduling committee and that is a community that is looking
at our current structure and if we can find any additional time in the day to for our students to get support from teachers you know we have the common lunch period that that has become so jam-packed and utilized that students rarely have free time during that so one of the things that be that one of the strategic plan teams had come up with was looking at Burlingame whether it be a homeroom or so this committee is actually looking at other high school schedules and have a homeroom built in or have some kind of creative extra time in their day for students to see teachers developing they need to see them about able to they may not have time to if their place for your AB AB in the cloud where they have lab because that
takes up their after-school time and during lunch time and actually any chairs of the I want to actually say who is the you know I'll go back to that later so we have the alternative scheduling committee we have the Diversity Committee and they're taking a look at everything from um I mascot and respect you know respectfully illustrating our mascot and rise mascot to a transgender policy that the board will need to adopt so they're looking a lot of those issues and that actually shared by dr. D Giovanna and mr. McConnell we have our proof secondary planning committee and that's the committee that's chaired on by Kathy Angela Stroh and Lynn Raimondo she's an English teacher and that are the ones looking at our whole grading structure or GPA calculation all those types of things and
and one thing I should emphasize there are a lot of other action items in the strategic plan that different folks that were school have responsibility for but these committees were firm so right without lined in the plan of specifically moving a committee to look into whatever the issue is and come to a consensus we also have the senior experience committee and that group is looking at alternative experiences for our seniors to make to be end of senior year as mundos possible you know whether it be community service internships and that is um want to make sure I get my my chairs right for them to look at my my master list and then we have our Wellness Committee and that is Patricia turban and jewelry comes and they're the folks that are looking at planning
the Wellness days throughout the year that's the committee that started the conversation about the homework-free holidays that's actually a I'm sorry come out of the strategic plan discussion we are starting off with our December break being a homework free break and then we're going to see how that goes and you know perhaps extend it to Spring Break so that that's nice and let me just I do want to acknowledge the staff members who are overseeing the other committees so let me just look at this screen here we go what the master list years so we have our the ones they left at alternative scheduling committee shell Madigan one of our science teachers and CCO Fossen of our system principles and for the senior experience committee that's great Krueger one of our social studies teachers and
Michael's our SDL who is our director of science and testing so we have a lot of folks involved and and what's nice is they really are looking at you know potentially innovative practices and in addition to what the committee's are doing we have our science teachers or media specialists or math teachers looking at maker spaces you know we have our other members of our science and engineering departments looking at stream offerings along with the art department so they are doing also other pieces of work these are just some some of the centralized committees so there is a lot going on and I want to have you lift and going on by the staff please with the question please you mentioned transgender policy at the remember college member by the state and do we have any
sample pilot what is surely working with there is actually on and I put a lot of it in the policy committee folder for the board as well basically anything that that dis but the strategic planning committee is looking at I've shared with the board there are sample sample policies however there's also a lot of discussion around sample policies from different groups different advocacy groups saying that their discriminatory they're not appropriate so that we do have to to have a policy it doesn't say what we have to have in the policy which is why I want to get student input and staff input you know and for that weight on the board to look at the recommendations with some of their thoughts are obviously have our Charlie Mikado but then our other schools or some other
schools in New Jersey that have adopted policy so they're looking at their sample powered lead so really that I asked them to do you know it alternately examined to go through a policy committee of the bird that we had discussed our policy and last year that before we just adopted one of the central policies that we were given you know bye-bye schoolb order brushed off that's my own from one of the other districts that we wanted to get some feedback from the folks that would be impacting and so you know if I love how many emails that has read any of them I'm just wondering how much of the policy we serve the positive decision the statute is enjoyable we're pretty fair in protection I'm wondering if it's a lot of leaf strength ecologist taking
from statute you know yes or no I think that on what the policies to try to say they try I think that the sample policy shredders do try to explain and give more examples of what implementation of the policy may look like and I believe that's where some of the controversy exists with the examples they're giving are appropriate or actually more discriminatory on so if you want if you can certainly take a relative and that's why I wanted you know dr. D you know believes our LGBTQ and that way he can talk to those students about it and there I'm really interested in what their perspective that would be and in terms of things where we may look at it and think that okay this looks fine it makes sense just like with anything they
may have a different perspective and point something out to us that we didn't think about you know that's either entered in the policy or inappropriate but you can take a look it gets approved from a statute but it elaborate not a lot all right thank you the other questions moving on the future discussion items any fourth members have things that they would like to bring up for future board meeting anything that we touched on the past but may have found on the back covers off the radar screen that we need to revisit or revise if I may mr. korzenik I just want to just remember between we are actively working on room runaway and making it a temporary situation we may run over an architect met with one of the contractors today for temporary shelving
so the second I can get some pricing on that it will come forward so that maybe at the next meeting as a walk in item concerning their project has there been any information or decision made on whether or not they can use the expensive stainless steel hood that's sitting idle in the session I'll talk to Ron I can't honestly dad and seeing today and all salva but I will talk bit anything else couldn't see none are we all to our action items for this meter north anyone would like to step in for the very reason this matter or one new preferred second anyone have any agenda of changes to the minutes saying no more portals mr. count yes with resumes yes it's a cliche absolutely yes mr. Martin's yes mr. Morrison yes yes you bills
