001well time is 7 pm we will call the meeting to order and kimberly if you do a roll call please here here andrea florey here right here here tyson search here thank you next item is our pledge of allegiance sorry please stand i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you i'd like to welcome our visitors this evening thank you for joining us and everybody that's tuned in over youtube appreciate you participating in our meeting this evening do we have any public comments all right here we go we'll move on to correspondence and i think correspondence is passed around and we uh apparently we've all received a large stack of uh

002good wishes for monday was schoolwork member day and uh board member day wow this is a very overwhelming so uh thank you all for the students and everyone who took the time to send those in so much appreciated i think any other correspondents going around all right we'll move on to our consent agenda everybody has a chance to take a look at that screen are you gonna walk us through that you've got your uh typical reports in the consent agenda you'll see that we've got three resignations five employee for educational support personnel a lot of them are transportation but we've got a cafeteria and a part-time custodian uh no employee uh certified personnel no employed certified personnel leave of absences we have three there were no extracurriculars and no non-certified class advancements just three vacancies

003and those vacancies go with those three resignations the administration recommends the consensus agenda be approved as presented any questions or discussions with that i would entertain a motion to approve the consent agenda as presented i'll make the motion thank you tammy for a second at least the second roll call please yes yes andrea cory yes yes perfect motion carries on a side note i did want to also mention briefly i was really touched by the letters that were sent in for the most understanding for the resignation how well thought out they were and thanking the district for the time and it was definitely nothing that the district has done that these people are moving on is just kind of like we had some pregnancies but just the way they did it was impressive to me

004so i just kind of want to make a note of that all right move on to item 7 which is our communications and reports start with our enrollment report you got that as we do don't think there's any big changes or surprises enrollment report is in your packet have you sent any questions on that turn on uh goes on to our administrative reports and our first one is our building report mr reeves good evening uh some quick points we just closed beauty and the beast i don't know if anyone was able to go see it performed last week high school and middle school production miss babcock put it on again it was another great performance we had i think five or six showings it was fantastic we have started our winter sports girls teams in

005the middle of their tip-off classic right now girls and boys basketball bowling are all gearing up to start get going and as we turn towards december we're starting to look at our courses for next year which is pretty amazing we've been working with swick our counselors uh and i and mr bleckley been working with swic trying to look at some of the courses that we currently offer that might also tie in and it looks like we're going to be able to add courses three courses that we currently teach our current staff have certification that will also be able to be considered a swic class so we're going to be adding three more that are dual credit so the students will be getting their high school and some credit through swic for our basic horticulture class

006with mr burch consumer management with mr doogie and then our pe weights courses are going to be able to get some credit as well and we're looking to add one new course with mr birch it's another horticulture class that'll be out in the greenhouse putting making more use of the greenhouse and that will also be a swift dual credit class so a lot of things going in january the kids will start getting their packets for classes to start picking for next year so we're moving right along this school year is flying that's it thank you for our assistant superintendent's report our assistant superintendent has a death in the family so if you would keep her and her family in our thoughts and prayers so we will she did send me a we have an update

007so i'm going to read for you uh we're continuing to move forward with our power standard breakdowns which will guide us to ensuring that our curriculum mapping is strong and providing all the necessary stepping stones for columbia students as they grow academically in our district after this phase is complete mrs smith will be aligning the standards into maps and then involving teachers in the community and finalizing those curricular maps she's excited that this process is well underway there's so many many wonderful things going on in our district that she wanted to highlight a few of the opportunities that she's been invited to be a part of at the high school she was fortunate to go into one of mrs clayton's science classes as the students were working on their final projects for the unit mrs

008clayton had created opportunities for students to complete alternative assessments showing their knowledge from the unit some students were creating story books while others were creating games as students were engaged in their projects at the middle school mrs smith was invited into mrs haven's fifth grade science class as the students were completing a lab to identify mystery substances the students were utilizing their investigatory skills to complete series of experiments to determine the unknown substances again the students were engaged using their academic vocabulary and she was able to make uh her way around the different groups and inquire about the process and learning it's always good to be in a classroom and then with mrs wontuck invited her into the second grade classroom at parkview to be a guest scientist again a scientist as the students were

009completing an erosion experiment students were challenged to make different hypotheses as they worked through the experiments they had to pull from their background knowledge as well as lessons previously taught they had to do gallery walk around the room and see that the experiments resulted in different outcomes for the different groups at eagleview mrs meisner invited her to participate in trick-or-treating with some of the pre-k and speech students they created touch bracelets to help them communicate that they were trick-or-treating for candy and to share with their cup and to share what their costumes were the students were so excited it was wonderful to see them practicing their communications communication skills in a real world type of situation trick-or-treating we're lucky to have so many amazing people in our district and i'm looking forward she's looking forward

010to seeing supporting and being a part of the wonderful things they are doing in the students in colombia so it's nice to see our assistant super curriculum getting out there and getting into the classrooms and as she's building the curricular maps it's it's one thing to kind of have the ideas but it's another one to really understand the hands-on engagement that we're getting with our kids so report on your report let's keep on going i will say that uh just uh there were no foias this month i always have to report on the foias and there were none like that um adding on to that kind of the curricular we got a uh email betsy kanyak who's a fifth grade teacher and wendy stevens who's the high school math teacher are both um working through

011their national board certification process and so what that is it's a year-long project where they have to reflect and write and have to submit all of this work but ultimately they're going to get national board certification which is a nice little feather in their caps and it's good it's a wonderful process i've seen many teachers go through it before and the amount of writing and the amount of reflection i've never seen a teacher walk away from it without just being one of the more growth experiences so that's wonderful to see test to stay has been working well we've been testing a lot of kids uh so that they don't get quarantined for the close contacts that seems to be doing well we have had an uptick in cases mostly at eagle view but uh some

012at parkview the older kids not being close contact we're seeing some uh more of that we think it has to do with the holiday season the halloween and whatnot um that said there's been no movement in the tro case if you remember the fifth was supposed to be the hearing um as they added all those school districts it seems like uh you know there's a lot of reports and now they're looking for a new location right now there's no movements lots of motions have been filed um lawyers sometimes move at their own speed state lawyers move even slower and so this is just going to be one of those things but we'll keep you posted on those cases as they move forward also we got a letter from i got a letter from the city

013they're going to have the joint review board for the tiffs scheduled for december 2nd they've not had those in 2019 nor in 2020 because of covid so them having that um that review board back the teachers doing all of this stuff we're really starting to get back to normal and um we have had an uptick in cases we are following the protocols that are necessary we're testing a lot of kids so that they can stay and not be sent home um but it is nice i i did go to beauty and the beast and it was a wonderful performance the kids did an outstanding job um so it's just it's it's good it's the holiday season i wish everybody a nice thanksgiving and you know before we come back before the christmas season but uh

014that's really all i have for my report perfect thank you all right item seven or eight excuse me is our items for action we'll start off by the approval of the resolutions authorizing the estimated aggregate tax levy for the year 2021 yeah everybody's favorite topic taxes the process is is that the school district says this is the amount of money that we need we look at historical trends and whatnot we ask for an amount of money then the county will look at the eavs the growths and whatnot and they will set the tax rate we have historically always extended for 4.95 percent in schools they say don't leave any money on the table you if you've got a growing eav you can go above 5 but with that you need to have a hearing it's

015not typical or not atypical for school districts to tax it like 10 percent or extend for 10 you don't get that you only get the maximum that you're allowed but they call that don't leave any money on the table we're going to be extending in this uh recommendation for 4.95 so we won't need to have a hearing um it's it's within what would be normally done questions concerns comments on that we this is one of those two point processes we'll be approving it this month and then we will be approving it again next month so it's not completely official and filed until next month so um the recommendation is to accept the extension that would be a 4.95 percent increase so what's the increase for the increase is what you do is is every year

016you say i want this amount of money okay and then the state and the the county says this is how much you get okay because if you say 4.95 you might get three percent it depends on what your eav does and everything else okay and so then every year all you can do is you can you have to then look at what you've got the previous year and then say i want this amount more and you can do a percentage more you're not guaranteed to get the 4.95 because the the county's got to do the calculations to set the rate but you get you won't get anything that you don't ask for so yeah i'm just trying to figure out this it seems the process is backwards but it is absolutely designed i've said this

017before and i've taken many many classes on the tax rate it's designed to confuse people because what we're levying right now will be the taxes that you'll see next year and we'll get them the following year it's uh you're always in the rears and so it's a it is probably the most confusing and convoluted process the thing is is that you you really kind of if you look at it it's a fork of roads you can say i can want to go more than four five percent or i'm going to go at five percent and that says whether or not you want to have a hearing and see if you can get more money a lot of times right now our last couple of years we haven't seen the growth that would have allowed us

018to go over five percent and so you know why would you have a a request for ten percent more money when you're only going to get probably less than five percent and so looking at the information i would recommend we go with four point nine five percent because that would be and then the four point nine five percent is not a tax rate it is it is the um it's the percentage of the increase over what was given to growth last year yes the gross revenue for last year to this year that is correct right so and you know some folks infuse that 4.9 percent as their as a new rate right it's not an increase it's not an increase of their rate it's an increase of the amount of money we are requesting and

019then the rate gets calculated right and so um yeah that's because it's based on eav you know bab has gone gone up quite a bit then the rate would be much lower and yes and that kind of thing right yes okay any questions discussions good idea bad idea so it's still us asking for 4.95 more than we asked for last year no it's 4.95 more than what we got last year okay so we asked for a certain amount last year we got less than that last year so we didn't leave any money on the table which is a good thing four point nine four five percent we're asking for that so that we can depending because we don't know what the eav's gonna do it it's so what this allows us to do is to

020get the hopefully the the right amount in in my past worlds we have always gone above the five percent and always have it had to have a hearing do the black box in the paper and all that kind of yes right and there's a process you go through for that and that's because in those districts you you you need every dollar you can get we've been very fiscally responsible we've done a very good job and so the 4.95 i don't think that it'd be worth it to go out to try and um capture more money with the 4.95 we will we will be able to function as we have in the past because because basically we're expecting the av to rise about that percentage in this area yeah i mean tax rate would pretty much

021be flatter yeah you know but that's where you start getting into the has any tiff districts falling off are they coming back on and so there's a lot of variables right um i believe a 4.95 percent is is fair uh again that's not a tax rate that's an increase of the extension that we got last year so that the rate can be calculated which is pretty consistent with our 10-year history yes any questions anybody like to make a motion to approve the resolution authorizing the estimated aggregate tax levy for the year 2021. uh i'll make that motion thank you scott tyson second thank you camera please yes yes tyson sir yes yes perk thank you motion all right item b is our approval for years of service record i think that's all in your packet

022and that is a yearly uh report we send it out to the faculty and staff they then make any corrections we update it um tweak it here and there but the administration recommends that the service report be approved as presented looks like it's all about one year more than last year for the most part every once in a while there's there's there's somebody that there's a question you have to look up but perfect any questions on the years of service report that entertain a motion to approve the report as presented i'll make a motion to approve the years of service record thank andrew for a second second thanks scott kim roll call please andrea cory yes frank meyer yes hi lisa schumacher yes and search yes yes all right item c is our approval to

023post public notice to sell school buses we bought school buses now we sell school buses we well we have two school buses that we will be trading in next year as we go through the rotations and we buy new buses one bus is worth a thousand dollars as a trade-in value the other bus is worth nothing is a trade-in value what i've done previously at other places is you put a notice in the paper you say you know for the one bus that i know i can get a trade in for a thousand dollars we say we'd like to um have sealed bids sent to the district office if you should want this bus thousand dollars are best offer and we'll we'll then give it to the person that gives us the highest bid um

024regarding the other bus there will be no minimum bid you might be able to get that bus for a dollar but it's a dollar more than i can get if i would trade it in um and so what does somebody want an old used bus for i've seen people put it out on their property for um hunting they they go in there for uh to keep out of the woods tailgating it you know i i'm not here to judge what people want it for i know i can get a thousand dollars for these buses as a trade-in if somebody in the community wants to give us more money for them i i think that we allow the community to have at it i'll get more than that scrap metal what's that you can get more

025than that scrap metal right right as i am put in a bid sir we'll take them sealed and then on the day that it opens we we look at it because it's not an auction it's just you give me what you think you're willing to pay for it it's you know i have a better idea what's your better idea a website called gov deals where they sell school buses all the time you definitely can set a minimum so you can whatever but it's restricted to government entities anyway so school districts so individuals can't sell on here and uh gov deals gets three times what an average market does on there so i didn't realize the price was that low on these are the gas or diesel or i believe they're both gas they're both gas

026okay yeah you know a year off hand they do not they're both they still operational do you think they're both gas um it is a small bus and a large bus i believe all our large buses were decent but that and anyway okay now i think we bought do we know what year the small buses by chance i don't okay i i'm very experienced in bus prices so i can probably help you with that but i didn't again i didn't realize that i was going to ask where the public notice was i wanted to see if it was an auction type or whatever so now what we would do is just say our best you know you you send us an amount that you'd like i know nothing about gov deals so do we want

027to table this until next month and you and i all have some conversations what does the board think i mean i'd like to see what the buses are i mean because i'm with you i think that you know there's there's a market especially for anything vehicle related at the moment right so you know the market for school buses so anything air conditioned is worth ten times non-air because it's just a better deal but certain school bus certain school districts have regulations where they can only operate buses with so many years model years okay so if ours are within that thing they're a lot more valuable as well so yeah i think we probably need to table this and we're all in agreement though that we do not want to trade them in we're going to

028want to either go through gov deals or i'm familiar with cub deals as well so okay a lot of them yeah we don't want to give them away exactly i don't have enough share next month sheriff's department cities uh yeah there's directions yeah exactly right it's true all right all right cool perfect all right items nine is our discussion items the first one should be a quickie the is iasb resolutions which there's only like what 29. yeah yeah i did i hopefully everybody read through them we talked about it a little bit last month uh the key thing for me i think is just as a supportive time we've got them listed out here um i i i know whether or not the iasb recommend support or oppose i will bring up because we did

029not have a public comment we do have a person in our community that has spoken last year regarding the child safe gun storage i think like the last three years probably she's been here yeah but she isn't tonight she's been here longer than me the uh the point of that is is that the illinois association school boards recommends that we oppose the child safe gun storage and that sounds counterintuitive however it's because they believe that the the the the resolution that they're trying to lobby for is a law that would control inside of a house what happens inside of the house right an iasb is firmly saying we we should govern what happens inside of a school and not what happens in the local homes that's why they oppose this it's not that they want

030children to not be safe with guns but that's why they oppose it our community member is asked last year for us to support that uh we chose to oppose it i believe last year for the yeah and so um let's start with that one is there a a desire to divert from what iasb recommends or i actually just wanted to kind of second what you were stating it's it's not really you know i i support their position in opposing it uh because it's not our job as the board i mean even reading through the our board policy you know our rules and our governance has nothing you know it's basically stops with the school it's not in the homes it's not reaching out to the governing the community it's what we do at the schools

031for the kids you know and for the learning environment and you know to to support this resolution would be overreach and i think we've had enough of that recently are we talking about number two number 15 we are okay with actually let's just go in order real quick can we do that sure since there's enough of them we'll start with number one which is the pre-service teachers education licensing literacy and the recommendation is that we support that right the illinois state board says that their committee says you should support that is there anybody that disagrees i personally would not support that one because i think i'm kind of with adam i think we're a little uh mandate heavy and i think we're i i like local control personally i think it's up to the each

032individual board to figure out what you want your teachers to qualify for and do that so i wouldn't be opposed for it but i'm open to other one of some opinions yes exactly i was pretty neutral on that one actually so again i'm not i'm not real for one way or the other it's just my initial conceptually i think it's good but i think that like you said but then making it a state mandate is that's a whole other level so anybody else such a lively group tonight that's kind of neutral on that one too can we be neutral or do we have to go one way you've got to support or oppose well i guess we'll leave that to tammy when she votes about that no any input from the teachers that are here

033they probably don't know i mean yeah i don't know do you want to read it to him it's not very long you go out there and look at um our look for is iasb delegate uh delegate assembly for 2021 you should be able to find it where did we post it on our website and basically this one just says that it's our poster on our website as well yeah that's why we tabled it last month to this month so kim can post it oh it's on our website website it is pretty much requiring everybody uh education required pre-service teacher seeking license here in the areas list to complete at least one undergraduate level literacy education course solely dedicated to scientifically proven methods of reading instruction so and that i i don't remember but was that

034um k through eight yeah right not not high school if i remember correctly um i believe it was for elementary teachers yeah early childhood education for childhood special education elementary education english language arts middle grade language arts reading specialist reading teacher special education it comes down to does this board want to you know we agreed on the number 15 the child safe gun storage that was overreaching should local school boards have a say in what colleges teach to make our teachers better and again the last thing i'm going to say on this issue is my my biggest issue with it i was kind of for it before i was against it so uh so it puts me in the neutral category but i was worried about teachers coming from other states so if we have

035somebody that is trained in missouri or go to school in missouri trying to get an illinois license they have to go take a whole class just to teach in illinois we have a teacher shortage i think they have to take a class or two anyway how many taylor you have to take at least two to three and attack yeah yeah so it's not a big deal right yeah so i mean i get what you're saying we don't wanna so what's the teacher's opinion on that like i've been here 16 years would this be something new just for the new hires it could be pre-service teachers right would be the the courses you'd have to take in your college class would be more consistency across the state but i also agree with local control versus all

036these mandates and things this one would be better for kids and that's kind of what we're supposed to be looking out for so maybe i'm good with the with recommending if you guys are so excited i'm not real strong on it so are we all okay then with support it yes okay one down all right sorry about that try not to do this um the student safety and protection plan this is the one i believe that she was always opposed you know the public was opposed to in the past some of the people who were here it basically lets um it basically gives local control for districts to decide if they want to allow certain people to conceal carry firearms in the school it would be up to the districts the districts would again it's

037local control yep so to me i'm i'm good with it because it is it is based on local control and also some of these districts that look to do this you know they're very rural and don't have you know we're very fortunate to and yeah we're very fortunate just to have the police station right here and we have we have uh folks very very close but not available number three will be a good one for you all to discuss school board member compensation i agree with this as well i agree do not do not adopt do not adopt yeah the recommendation is to oppose this is there anybody that would like to i could occur you concur with the opposition correct and basically for everybody at home this is one that would allow school board

038members such as us to receive compensation for our time which uh yep i think we just double our pay and call it good so that would be there is no compensation right that goes with the with the recommendation but it's opposed correctly number okay yep is that a math test there greg that's right any number times zero exactly now number four is a support of the board member child care reimbursement and the rationale for this is that there are lots of people that cannot run for a board because they cannot do the child care and so to get more board involvement um districts that would need to would be able to provide child care or reimburse them for child care so i will say that i actually i concur with their stance of opposing because

039it's it while the head why the title says it's about child care they recognize that the child doesn't care it's about meals oh then i oppose that it's about child care of meals you get reimbursed for missing work um the fine print goes beyond child care reimbursement if they kept it to what the title was that'd be it i may have a different position but extending it to meals to you know cost of missing work and others so you are opposing of that i am opposed yes okay so you are changing from what yes and i i agree with that i changed from that as well change from there's no recommendation it's just another report for composition before you are opposed okay remote virtual school board open meetings number five the recommendation is that we

040would adopt this this one basically is currently like during covid we had to do a special dispensation to allow us to establish quorum because we weren't physically present our board policy says that we have to be physically present in order to establish a quorum this would just allow us to establish a quorum by remote instead of in person and it also talks about you know you have to be sick or because of work or not just because you feel like staying home right yeah right i mean if i read it correctly more of an accommodation process right number six all right this one is the rigor reorganization of the board from 28 days to 40 days so currently when we are elected the board is supposed to be sat within 28 days from another stand

041and this would extend it to 40. the problem they're saying is that 20 days sometimes you have to have a special meeting and that sort of thing and depending on how long it takes for your county to canvas the votes correct yeah so they support this are we all in support of that i i do yeah because can make a 60. we had a small yeah because we had a very small window to meet after the votes were canvassed number seven the indigenous people curriculum inclusion native american indigenous people for social studies contents and us history the recommendation is that they would that we would support the included of this into our curriculum i'm sorry that the assistant superintendent smith isn't here i'd like to know if we have other include inclusionary is that the

042word language for for other groups and things like that yeah there's um there's stuff for holocaust there is stuff for african-american there's there's there's other inclusionary groups i'm a little hesitant in going down this path i mean this is not too far off from crt in my view i mean you're you're picking out a certain group of people above everybody else and concentrating on them like i just if where do you stop it where do you start it i think this is the start of it personally so you're in a position i would be opposed to this one knowing that there's other groups that are currently in our curriculum are you supporting or opposing sir um if there are other groups that that is similar to this that they're forcing they're forcing talking about i

043would say there's no reason to exclude this group i'm not saying exclude him i think it's important to learn about this but i just i have a problem mandating one group over another that's okay i think it's important for us to learn about all cultures and differences and everything else and to keep politics out of school i support only because i know there are other groups and if you're going to do it this is a big part of our history i don't understand why it's not why they have a list of them that already are mandated right yeah this is not tough so if you're going to mandate others i think this is one i would support that i mean i don't feel like this group of people was excluded from my education at columbia

044high school and it was there um what are we wanting to talk for an entire semester about native americans i'm just asking yeah and honestly our curriculum probably wouldn't change um it's whether or not as a board that they they would want to see schools that don't have it included make it included so yeah but i'm glad to hear that we've already included them because i do like to think that we are rather well-rounded where are we i know they do in middle school because my daughter brought home a whole section of work on it so support it with the recommendation or oppose it against the recommendation support number eight science and reading curriculum this was the one that does reading again but it says it's scientifically based correct k through 5. yeah and they're

045recommending that this is does not be adopted maybe i need some more reading help but i've had a hard time understanding this one honestly i put a big question mark next to it too you know i didn't walk you through this one yeah so um are we okay with opposing this one i guess i just focused on how they said it was more restrictive than previous resolution as it requires changes to local curriculum in contrast to changes in teacher preparation i would i would say yeah i'd go with the iasb so we concur with the opposition just on the fact it's not clear enough for me about them all right number nine health and sex education curriculum and the recommendation is that we would adopt this do we vote in agreement or do we and

046this this is um local district control correct if i'm reading this correctly yes okay that iasb would support and advocate for local school district control of content and curriculum for health and sex education courses offered in the district so we are supportive yes [Music] another nice one cannabis sales not on campus [Laughter] correct and what this one basically comes down to is 20 of the tax should go to education um they are saying we should support this is there anybody that wants to isn't that what the law said when they no actually that start with that's what recurrent is this is to distribute more money to disadvantaged districts so this would be taking money away from us so these funds should be divided across the state based on the disproportionately impacted area maps that determine

047there are three funding so you're losing money on that one yes exactly yep equally based on the the prophecy of practice are we in opposition i am totally in the position of this one you're in opposition mr hampton as am i me too yeah we don't want to lose money i mean when they when they passed it in the state it was that all districts would get it was right it's kind of like lottery how it started out and now they're doing we want to distribute it based on an equitable fashion instead of everybody gates no thanks everybody good with that perfect 11 clean energy infrastructure federal funding so this is basically um asking the feds for money for uh clean energy solar so geothermal thermal we currently have two buildings on geothermal you know

048would we want the feds to help us get that third building on geothermal is it you know my thought on this one is we're probably ahead of the curve more than most districts and i don't think we would get our fair share so you're in opposition as is the is this big iasb so you're in agreement with them as to oppose this i am yes anybody else going once and twice we will oppose number 11. number 12 electric school buses charging stations federal funding so this again isb recommends the uh opposite opposition of this one are we in agreement with the opposition of the electric school buses and federal funds thirteen more federal funds to legit for for landscaping and they are actually recommending this one to be passed i'm okay with that recommendation to

049support landscaping for flood areas this was another one where they they really merged two different initiatives together but that's one reason i'm even hesitant but i'm okay with it is there anybody that's less okay than mr hempkin put that one down as a support because it's not just landscaping yeah public use areas wow walks bike paths yeah that's not they didn't those aren't landscaping initiatives they didn't put really good titles on these right landscape federal funding and the other one was cannabis sales right yes i mean if it was you know for soil erosion for you know planting of trees for rain gardens environmental environmental stuff that's one that's one whole subject sidewalks bike paths covered bike parking i mean that's a whole other subject in my opinion but none of them are bad i

050just don't think they're all right number 14 expand broadband internet access the association would say we should support it are we in agreement with that i know i am yeah i don't see any reason why that would be is child safe gun storage and we had already talked about that that we are in opposition correct yes school code review which is a delicious title i would love our school code to be reviewed modified edited they're saying do not adopt and that's because they want the iasb to lobby the state board to do an in-depth of school code and make rest medic recommendations for systemic education change to the general assembly so it doesn't sound like they're going to reduce the code right so are we in agreement that we should oppose this all right new

051resolutions are there number 17. the recommendation is that we would adopt the constitutional amendment on school funding i did not concur one it says that i mean these are you know it's it's opining that these are human rights regardless of and then even within it you know part of it says that their goal is to reach for students to reach their economical social and political potential it's not our job to help students reach political potential we're still teaching them and you can't you're not in politics until you're out of school anyway i'm not going to advocate for any position that says our goal is to add politics to students so you're in opposition which is contrary to what iasb saying that's correct is there anybody that feels strongly to argue the other side i agree

052with adam you agreed with adam so anybody want to argue with adam and miss corey are we in opposition then yep charter schools number 18 they say to please adopt this iasb shall urge adoption of legislation that allows for participation of the host school district in the charter renewal charter school renewal process we don't have a charter school here so i'm i've never worked in a district that has had a charter school so i'm kind of unfamiliar but the recommendation is to support this it sounds to me like they're giving the public schools more say in what a charter school should be that's whether or not they should be re revisited and i think public education has a right for that but there anybody that wants to speak out about this one or do we

053support it i'll go with the iasp's recommendation yeah this is definitely a support i mean again the these charter schools not our district isn't here but basically for these charter schools it's 100 funded by the districts if we did have a charter school here we would be paying for it but we would have no input on how it's ran or anything else so it's our money but we have no say so so we should support this i think we should support it okay i wouldn't like it if it was in my backyard number 19 and again isb says that we should um and this is again it goes to the charter school educations all four of these are regarding charter school education and they all pretty much have except for the last one funding and

054special education programs 19 and 20 is there anybody that would be in opposition it kind of falls into the same thing that you were saying before mr myers 19 and 20 are we good supporting number 21 [Music] this one actually is saying that we need to lobby and try and get the federal program to fund our idea i would strongly encourage that we try to get our federal funds to fund our idea which is individuals with disability education act so is there anybody that wants to oppose that one okay 22 the title prepare all students to succeed and they're saying we should adopt this um i'm opposed to this one it's basically saying it's okay to turn in late assignments then you've got to give them credit regardless and it's not teaching responsibility i i

055know that the debate is back and forth on that one i would probably agree with the opposition just because i think that it's the local school district's decision as to how they're going to handle homework and turning in of assignments i agree with that yeah i don't like the no zero policy if they if they give teacher gives them multiple chances and they still don't do it that's why you have good teachers and you let the teachers do their job yeah so we opposed that one we did oppose that one i've got them all circled out here for you oh thank you i made you a cheat sheet you keeping score over here i am um last but certainly not least uh the belief statements the illinois association of school boards is being is saying

056that they we should adopt and we're adding physical and mental health to the belief statements that the illinois school association school boards would believe in is there anybody that thinks that we should not add physical and mental health of students is something that we should carry in well this also has a requirement for vision testing before they go into kindergarten i think doesn't it vision dental and physical looking yeah and again vision's already there dental and physical would be an ex additional we do that at certain grade levels and so all they doing is doing what they already do and putting it to other grades so i don't think that needs to be at the state level i think that can be at our level so you're in opposition to that one not in not

057the context of it but in the delivery of it i guess i would is my issue do you enter me to vote in support or an opposition ain't it clear that's mud i i would oppose this because i don't think this is a state mandate i think this is a again if you're talking the entire state of illinois you have poor districts and districts without access to the healthcare that we have we're very fortunate this area that we have all this and it's very easy for us but other districts not so much is there anybody that wants to speak to the other side well doesn't it i mean it is saying local boards of education and school district officials should have the authority and flexibility to assess state and community health services as appropriate i

058mean i iasb is urging but it's not mandating unless i'm missing something so we're just adding these additional mental health and so forth to the guidelines if it's not a mandate and it's giving us the opportunity to add those things on our own then i'm certainly in favor of it yeah i don't think there's enough okay i misread it my apologies number 23 are we in support then okay yeah i'm good i'm sorry all right perfect perfect thank you very much miss heinz i have this great thank you take it it's the dark the little dot is what was recommended in the big circle okay is what we voted on i'll go over it with you after the class no i get it but what is one two three four like one through six is

059gonna say they're in the listing of the things weren't the same as in the book right which was one through 23. i had to find one and then circle yeah i don't think it's in alphabetical order either i i gave up trying to find out what the reason was i make sure you have all these in the order they were submitted i worked for the state too long it's sometimes you just kind of overlook those things obviously in my case i quit reading as i got to the last one i'm so happy to be finished with them all right all right uh another discussion item here with our discussion items is uh be our facility study this one um i've given you a bunch of information this first sheet the short sheet with numbers on

060it i got from the the city these are the number of lots or units that were created over the last 10 years in our in our area in our district these are our buildings that were built houses that were put up okay so this was our last 10 years of growth as far as houses are concerned this sheet of paper that you see is a fascinating one it is our from from 20 the 2011 12 school year all the way to the 21 22 school year it is our enrollments for every grade level and then at the bottom in the bold type you've got your building enrollments you'll see like on eagle view i did a dark yellow from three from the 18 19 school year to the 1920 school year because eagle view school

061went from 369 students to 349 students it took a large drop there what you see is that in the 1718 school year we had 172 kindergarteners that the next year became 166 first graders which then left eagleview so that was a large class going through and so that lighter yellow is a step going through so when i'm looking at this i see that next year um fourth grade we've got a big class of 162 fourth graders they're going to be moving into fifth grade next year my middle school is going to be a little bit larger as far as its enrollment goes i did this because i was looking at when was it a big jump in a a small jump trying to find some pattern some reason we've had a lot of growth in

062houses over the last 10 years what this shows us is that we had our total enrollment was 2097 in the 2011-12 school year this year it's 1952 okay so we've gone down in the last 10 years with these new houses coming in part of that has to do with covid you'll see that we actually went from 2097 to 2010 in 1920 and then the last two years we did take a jump and i think we talked about people going across the river because of the masked mandates the missouri people are leaving illinois for a lot of reasons and it doesn't we live this close to the border it makes sense that they might send their kids over there too before they can get over there um but this enrollment the the key question i have

063for the board and the conversations i've been having with local people as i get chances is with the number of houses that have grown why have in our numbers and then you know because we're posed with a question in the next 10 years we're going to see another influx of a lot of houses do we need to look at that so this is for you to think about ponderon i also have for you a map of like the high school and it then the sheet of paper that goes with the high school shows you that in first hour we only have two empty classrooms in the high school second hour we have three empty classrooms fifth hour there's only one empty classroom as is sixth hour and one empty classrooms third and fourth second third

064and fourth hour when we have the most open classrooms with three or four i'm looking at this and i'm seeing our high school being rather full if we wanted to add another program like the three programs mr reeves talked about today luckily some of those are going to be done in the greenhouse which is a room that's not on our map but our high school is pretty full our middle school our newest building does have some room you can see where fifth grade is we've got some empty rooms um that is the building that has the most space parkview is pretty full however we have the administration offices here we've talked before about how we could move out we could move into other locations maybe we could move to the middle school where there's room

065that would you know or we don't want to have to pay rent someplace the middle school has it we could do that that would alleviate parkview a little bit eagle view is also extremely full and so as we're looking at our enrollments looking at our facilities we need to start having a discussion as to what do we think the next 10 years are going to bring us as far as students and how do we make sure we don't get slammed with overcrowding if we do happen to go up um i think for me the biggest question is with the houses that have grown why haven't we grown in numbers um i don't you know the information i have are the number of houses it doesn't tell me what price range these houses are in are

066they you know more older families that don't have kids yet are they you know and so there's a lot of factors involved luckily we have a real estate agent on our on our board that might be able to look at some of those things um but what we need to do is is really think about what's going to happen to our growth in the next 10 years and if there's something that we're doing that has stopped our growth because they're sending kids elsewhere i mean i can't do anything about the missouri mandates being less than the illinois mandates but if there's something else that they're not sending their kids here for that we can correct i'd like to know maybe we'll talk after class or maybe we need to have an open forum where we

067invite the public in to talk about some of those things um or maybe if we could go send an email or a letter to the parents who have left the district to find out why that might be a lot of work to figure out who those people are but to ask for honesty on why they left i thought of it at the last minute tonight about 4 30 and i uh i sent a text message to five families that i know that have done that i got replies from two so i'd rather hear from everybody you know you see but but more than anything i mean the the people that are going over to missouri they're going over there for uh catholic schools most of them maybe there might be somebody thrown schools but it's

068faith-based as well too so there's that there's that component of it as well but i got some feedback from it and i'll share it but like i said only got responses from two people because i thought of it too late today but when i get i i will hear from the other three and so i can share that with them with everyone and looking at this development like walnut ridge they're just now starting to develop that so they have 34 down but those haven't been built yet and then i think briar lake over the last 10 years those lots were developed probably more than 10 years ago but they built up over the past 10. they just were filled so this is just showing probably anything new that's been approved in the last 10 years

069but not necessarily what has been built okay so what you're saying if i'm hearing you correctly was that in the last 10 years these would have been put on the docket but they still haven't been done well correct some of them like walnut ridge jazz and walnut jet there's rice that's good okay so but for instance briar lake was developed probably well over 10 years ago but sat fairly dormant for many years and then over the last six or seven really built up yeah empire lake isn't on there so what you're telling me what i'm hearing you say is is that our growth might not have been with a bunch of new houses we might not have actually stayed flat because we didn't see much growth of families brought to this community in the last

07010 years what the question might be to the city how many new construction permits did we have over the past 10 years instead of what's been planted yeah right um yeah that would be that would be the question and then you know from i mean along with what you were talking about you know other places this the some of these homes here folks have moved from other parts of the city or this community and moved into these homes and then you know we have younger folks that don't have kids or what have you into smaller homes or homes are like like me i moved out of a bigger home and into a condo so next steps do we want to not in december but like in january have an open forum where we discuss some

071of the the curricular see what kind of feedback we get and that and that kind of thing to see why you know and is it is it more on the high school end of things um you know folks going going here for for a park and middle school and then and then they go someplace else for high school um you know that's that's what we need to look at i mean your trends here we should we should be able to see in you know five ten kids on on 2000 is is a lot yeah i mean you know our numbers aren't huge so every every student counts one thing that i have heard is years ago we must have done placement so when kids from ics would come over they could place if they were

072ahead they didn't maybe have to take algebra they could skip up to algebra two and then we quit doing that and so then the kids were coming over and they weren't challenged for their first year or two and kind of got bad study habits and then it's interesting that you bring that up because that's one of the things that um we're looking at is uh the eighth grade math uh placements and how that works so that is something that alyssa's been diving more into so and you're right that is something we had in the past but i you know of course my youngest has been out of school for a while but you know it and i want to say it again beauty and the beast was a fantastic performance it seemed odd to me

073to be the in a middle school to watch the high school play an auditorium at our high school would be something that i think that our children deserve um and then and then their the cafetorium is nice but it's you know i was sitting in the back and that's fine my kids weren't in the play but having stadium seating in a nice auditorium would be uh nice and i i'm sure mr reeves would love to have assemblies and whatnot in a much larger uh area and then you start looking at things that you can do if you have an auditorium with a big things you could actually in your cte classes start doing set design classes you know your art department could be making the handouts for the the plays and stuff and so you

074can really start integrating these pieces um a health classroom that's located by the gymnasium with big windows can turn into a event for senior nights where your foods class you you mr reeves read this somewhere i forget but we were talking about it how your foods class cooks the food and you've got students serving it for your senior parents to be able to sit there and watch the game and you could rent out this room possibly for some of the games and stuff i mean there's a lot of neat things that a a high school would allow us to do curricularly that would be getting those kids involved i mean mrs smith's writings today we've got a lot of very active kids learning in the classroom let's bring the community in and let them see

075that that that kind of integration is anyway um i'm getting off my soapbox i'm sorry we'll need to discuss this more though because um our high school is pretty full and all right i think it's important our job is always looking to the future and planning and being prepared so okay c is our individual member comments board members have anything they want to talk about board parents is prerogative you guys have heard way too much of me tonight so i'm not going to say anything more and that we do have executive session we do have an executive session but i don't think we have any action nothing coming out of this evening so uh you guys are more welcome to stick around until we get out of the executive session we're just going to make
