agenda items only again please come to the podium state your name or address prior to making a statement or asking a question on agenda items only seeing none I have no report this evening so I will turn it over to dr. Larson so I'm very pleased to inform you that three of our Deerfield students plays very high on the AMC mrs. Richards can you please explain what AMC stands for it's an American math okay okay the AMC eight to twenty five question forty minute multiple-choice exam in middle school mathematics designed to develop students problem-solving skills and interest in math seventy one students participated and these are students who are currently in pre-algebra algebra one geometry and algebra two and I'm very pleased to announce I'm going to come up to the microphone and up the
podium and invite these students up we're very proud of these students representing our district nationwide and they are Alexander Wang he's the first-place winner at our school and he will receive a certificate of achievement a student in grade six or below who scored over a 15 and he will receive on a roll of distinction for scoring in the top 1% nationally yes because maybe we'll take a break okay next Hanna Tao she was the second-place winner at our school and we'll see van honor roll certificate for scoring the top 5% nationally and last but not least Michael Royce Minh he was the third-place winner at our school and now I'm very pleased to introduce a special guest tonight from from Berkeley Heights he's the interim superintendent and he came to talk to you for a
little bit and address any questions is it doctor I'm sorry dr. rich Noonan yes okay I got it right come on come on down I'm just on a first-name basis so I don't usually call you doctor [Laughter] so good evening everybody and and thank you for sending us such oh thank you for sending us such quality representatives to serve on our school board people like Jeannie Parker and and dotty of course people who are deeply committed to quality education people who are smart and weigh in when it matters on important issues before our school board we deeply appreciate the relationship between the two districts as well as the opportunity to educate your graduates at governor Livingston high school I need to add that I definitely value having the opportunity to work with Nancy during this
her final year it's been an absolutely when you started five o'clock and otherwise let me share with you what our major focus is this year in Berkeley Heights number one we're looking for a new superintendent of schools something that's on your to-do list as well of course interviews are actually occurring tonight as we speak and the board engaged the top national search firm to assist it in this process secondly advancing the district strategic plan objectives which set ambitious goals for technology integration improving our media centers bolstering academic performance in standing and attending more completely to the social and emotional health of our students thirdly developing plans for reimagining our media centers across the entire school district much like you've done here at Deerfield or at Deerfield and we have our second presentation concerning the plans
for our reimagined elementary media centers coming up this Thursday night fourthly successfully bringing our contract negotiations to a conclusion we're in the overtime phase at this point but we have another schedule and negotiation session on March 7th and then finally and probably most importantly strengthening curriculum coordination articulation between our two districts now both dr. Barsky and I as well their staffs have made building stronger curriculum coordination between the two districts major priority and major push for our staff this year and what we're doing is we're focusing on curriculum in the core content areas at the middle school level so in math there been multiple joint faculty and administrative meetings at grade six we're working toward common benchmark standards and sharing lots of curriculum professional development and teaching resources we hope to go on to more
closely align our seventh and eighth grade math programs in language arts there have been multiple staff meetings and sharing sessions as well we're striving to accomplish a clear description of common skills students will need as they move on to GL and to better coronate teaching resources such as books vocabulary programs etc which are used in both schools I know that we have some differences pedagogically in terms of the instruction that unfolds in our language arts classrooms I know you're deeply committed to the Teachers College reading and writing project which is a project that I have a lot of experience with an enormous respect for so what we're trying to do is bridge what some of the instructional differences are and make sure that we're working toward a common set of capacities and our students with
regard to their skill levels reading writing wise speaking etc as well as some greater commonality in the kind of book studies and author studies that our kids are involved with in science our eighth grade teachers that visited one another's classes to get a better sense of how well aligned we are the teachers will also be observing biology classes to identify fuse skill areas that could be strengthened in our eighth grade classes in social studies we're trying to better align around common writing and research skills we both offer Spanish and they're two we're working on common teaching and assessment practices I think this coordination work is extremely important to you and to us ideally from my point of view we develop a set approach to developing and implementing curriculum across the to school districts we're not
quite there yet so in the interim we're both deeply committed to insurance ensuring that our students are Oppel being optimally prepared in both school communities for what they're gonna go on to face at governor Livingston with that I'm concluding my formal remarks and I'll take questions either from the board or from the audience here tonight your board has any questions I just want to say I really appreciate the work I appreciate dr. Newman's experience that he brings because he's worked in a variety of districts and I appreciate his willingness to for us to get the ball rolling on this and we've you know we've both attended a lot of the meetings already so we're definitely both have our hands in it and we're making sure things move along and we're adding our two cents where
we think we need to and and I think the teachers have really grabbed a hold of it because they are I mean beyond us they're creating Google I'm not gonna say this right but Google's Tap Room's or whatever you know like in order to exchange materials ideas teaching isn't isn't that right mrs. Richards Google classroom okay they're creating their own Google classrooms to share ideas so that they've they've just grabbed ahold of this and they're really excited about it it's another set of collaborators colleagues to work with and I think I think it's really moving in a positive direction yeah it's really key I think it's it's fabulous just to see the amount of like shared observing that we're doing and one another's classrooms I would imagine that that's much more than we've done in
the past between the two school communities so setting aside the formal curriculum planning development and alignment work that we're striving to accomplish just the getting together and seeing what's going on in our class sermons I think has been invaluable and I also think that our philosophy of there's an equal equal partners equal partners coming to the table is really really important and and we're really emphasizing that that both there's there's valid instruction going on in both districts and we want we want to say what what what are the what are the things that we can do together to move forward what's the best of both that's really what we're looking at not to say ours is better yours is better but to decide together what's what's the best strategies for instruction and I'm relieved that
you have such versatile staff members such as well Nancy and and Kim I'm Kim said all of our meetings here she wears multiple hats and we see her at all of these sessions all of these class observations all of these planning meetings and her contributions are just fabulous just extremely professional and very helpful to building the stronger bridge between the two school communities so if anybody in the public has anything they'd like to ask dr. nunu please come to the podium state your name address and part of asking you a question good evening Frank Kelly 1160 root rot doctor is there a set of metrics that are established or created or existing that are new freshmen that come in from Deerfield and the freshmen that come in from Berkeley Heights and takes some sort of
entrance exams or status exams are there existing statistics on their performance on these exams as they come from each of their schools working with the guidance Department in making determinations about what the best fit is for students as they move on to ninth grade governor Livingston so we don't have formal entrance exams we utilize the assessment information as available right and what what are those assessment you know as they come into as they come into high school what are those assessment examinations called is there a name or is there the New Jersey standardized assessment system which our students sit for I think just recently they've Reap ranching then they change the name it's pretty regularly but essentially it's the New Jersey State assessments new great and when are they when are they taken great so
they're taken in the the same test is taken in schools in both schools as they graduate eighth grade every time the state of New Jersey yeah I mean I'm Yeah right it's podcast it's the same tested great great so is there is there a way that those and when I'm getting at is their way to see how the Deerfield kids come in versus the Berkeley Heights kids come in focused exclusively on that now certainly when students are placed into classes it's looking at standardized testing score as well as course performance as well as teacher recommendation counselor recommendations etc so there's a multiplicity sure factors that are here which is okay okay and you we've never done that well what we do like in Berkeley Heights I'm sure your board does as well as you take
a look at your assessment results and your curriculum planning team administrative staff working in concert with your faculty try to learn as much as from that about how to better align the curriculum and the teaching practices so the kids are developing each respective school and in how does that dovetail into the the alignment that you folks are doing now I would think that you would look at perhaps because they're both the same standardized tests in in these different disciplines are you looking at the standardized tests and how one school performs better than the other and how to better align the kudos related curriculums as a result yeah I can respond to that because I'm you know I'm kind of the were the driving force in telling what I mean it's easy to say let's just
look at how our kids perform on the test but we're teaching curriculum we're not teaching to the test and so we didn't think that was a productive way of looking of starting it's not that we won't end up there but we thought let's look at what we're doing in the classroom to see if I mean we know how our students do when Berkeley Heights knows how how they do and we've shared information it's not something that Berkeley Heights does to say mountainside students are better than Berkeley Heights and Berkeley had sensor of it we look at our own we look at the comparisons with our peer group other districts that are like ours but we did not think starting with test scores because there's so much more than just test scores we we want to
give students and we want to make them lifelong readers and writers we want we want to make sure kids are prepared to go into college and so we're looking at those prerequisite skills first and then ultimately we want to say once we align our curriculum then we may take a look at the test scores I don't know we will take a look at the test scores to see you know is any of this feeding into it is what is what mounts are doing in this particular area at this particular time affecting the test scores or or not so so we'll look at the test scores as part of the process but it's not where we're starting yeah they might saying that's where you start but it's certainly a great calming basis right of saying data
even perhaps that which curriculum is stronger kids do better do we have the same curriculum standards in place and do we have the teaching practices in both school communities to properly support meeting those standards with our students the standards aren't entirely reflected in the state assessment program the state assessment program assesses for certain but isn't there isn't a one-to-one correspondence between that and the state curriculum standards so we're trying to make sure that regardless of some differences in instructional methodology in my existing community I think I think mountainside also enjoys a pretty proud history of having a large percentage of high achieving Berkeley Heights graduates and not only Berkeley Heights graduates but mountainside graduates that move on to their project connect program their honors programs their ap programs we actually enjoy a very large percent
despite our relatively small percentage of the student population there I know at least from my experience in the years that my children have been going to mount Side in Berkeley Heights mountainside has always enjoyed a very large percentage almost disproportionately large compared to this our population there in those high achieving programs and I think you have to look at that and and realize that there's the synergies that had been in place even without the initiative that we're doing now have had have led to great success already in Berkeley that doesn't mean that we could reality we're gonna do better that's good to you now how does the public know you as a board member and having kids in that environment how did the public those folks in Deerfield is there a question for dr. Soong
because you just got circles here thank you thank you any other questions for dr. Newton seeing none I just want to thank you for coming down I think it's short rate it's it's a great continuation of all the work we've been doing to to work together and you know make sure that we're aligned and growing in our relationship so thank you for taking questions and thank you this is a preliminary overview of our budget normally what happens is we start early on giving kind of a over a high-level overview and some of the financials that we anticipate and then we have a deadline on the 18th we have a special meeting on March 18th where we have to finalize the preliminary budget and send it off to the county office and then we approve the
final budget in we have to come up with a date for a special meeting for the book for the budget hearing that's between April 24th and May ok so that will be coming up right so this is an overview of the of where we're headed programmatically and then some of our our issues with our current budget so this is an outline of what this covers so I'm gonna talk to you about our overarching goals maintaining our high expectations continuing our previous and current improvements and innovations I'm going to talk a little bit about our strategic plan which was newly developed this year and how we're meeting some of our budget challenges so one of our are we're using our strategic plan as our roadmap for all of our improvements across the district and and our
strategic plan is what guides our budgeting so one of our goals is to continue with data-driven educational program that we're using data in a variety of ways to inform us on how to best teach our students where their learning needs are both at a high level and if any students have weak areas so we're using a lot of data and I think we've presented in earlier in the year last year the dashboard that we have which puts all of our different methods of assessment in one place so we can get a student profile and so teachers know how to best teach that student we are providing professional development because that's an ongoing process some of our teachers didn't come with the technical skills that we need them to have so we're we're continuing to provide
them with professional development development to support that data understanding how to use data and the data the the data dashboard that I just mentioned is something that we're using to report to the public on Stu on student individual student progress but mostly student progress as a whole how our district is doing as dr. Noonan said this is an important goal for us it's part of our strategic plan as well and it's so nice that both districts have this as the same goal because that certainly helps keep it in the forefront we want to make sure we have coordinated curriculum development that our curriculum is parallel not necessarily identical but parallel with Berkeley Heights we're starting this year with the middle school we hope next year to move to k5 but we thought that middle school
was more critical because our students are you know we moving into Berkeley Heights in the next couple years we wanted to make sure that those were that was aligned and we want to make sure that our students are equally prepared for the rigors of governor of Livingston high school and again we also have this as our goal we started this last year with developing our social-emotional program we want to make sure and this year we're in the process of evaluating that and modifying it if need be we'll figure that at the end of the year and we want to make sure that students have the social and emotional tools and skills to meet the challenges of a rigorous curriculum so if students are insecure if they're worried if they have anxiety they're not going to
perform as well so we really want to make sure that not so much that everything is wonderful but that they have the tools to cope with stress that's really the most important thing not you know not that we there's never going to be difficult situations but how to best cope with those challenges we want to make sure we have qualified in knowledgeable administration and faculty to support a comprehensive program I mentioned at an earlier meeting we are developing a new administrative structure we want teachers administrators to have a better understanding of the budget process and new technology tools we're developing to streamline that process and we want to have continuous professional development for all our new initiatives our strategic plan is also we want a state-of-the-art multimedia learning environment we have We certainly have come
a long way with our Media Center but we want to keep building on that in both schools and to support stem and steam goals now two things that are not part of this budget but we will be spending money on this year and I'm gonna explain it as best as I can and Steve needs to support me here we have money in different reserve accounts from the previous year that we that are designated for only certain things so you'll see we have had some budget we will show you that we've had some budget shortfalls and ways that we have made it up and it would seem easy to say well then don't spend it on on stem labs use that money to close the gap we can't they're designated they can only be used for
certain things and so that's why we're going ahead with these projects with the money that we have even though we've had to do some different kinds of budgeting and finance to close some of our gaps I just want to make that clear because these are important things to move our agenda forward and and we do have money to pay for them and one of those things is we're looking at our upgrading our star science labs right now our science classrooms to make them fully integrated steam and stem labs with new furniture some of those if you if you can picture the labs that have those kind of stationary Center I think they were state-of-the-art at some point in the past but they're no longer state-of-the-art and they actually are a hindrance to students moving around
the room and working together so those we expect to prove that tonight and that will be a project that we'll be working on it should be ready for September and the second is ceiling mounted projectors and all classrooms this is actually some PT PTO money that we we did not spend that was designated for this and combined with some money also in our reserves so we hope to have new ceiling mounted projectors in every single classroom which will really right now a lot of those projectors are on carts and they're old because we've had them for a number of years five years we've had thank you we've had them for five years so they definitely need to be upgraded and this will make them more the projector is a much more useful tool in every
classroom so that's another project that will be completed by September now we're going to take a look at the actual budget explain the process which I think I did a little and look at our well let me just say when you build a budget you put everything in it you say these are the things we absolutely need and then you look at your revenues and you say well our revenues don't really match the total amount of what we say we need and so we have to look that and that leaves us with in budgeting terms a gap and we have to figure out well do we really need those things are there other ways we can fulfill that need or how do we how do we bridge that gap so that's what these next slides
will show you with that dark blue bars used the phrase we put in what we need well there is a human factor there so so budget people will put in what they want and and say that that's what they need so as part of the process we really have to shake it out and to try to figure out what is it that we really do need and what is it that we can't afford so that brings us that brings us to the gaps so that slide shows I wanted to show obviously there's two components of a budget there's expenditures and there's revenues the expenditures this is the first draft and there are multiple pieces this this slide shows very simple simplified response to what what is causing the the budget gap it's and the first
being salaries of four hundred eighteen thousand dollars right I'll get to the revenue get back to the revenues so those salaries of four hundred eighteen thousand dollars that's that is a big piece of that gap of eight hundred sixty seven thousand dollars that's in red then the benefits to support the new staff and then we the the board we signed on for a very good deal at 11 percent increase but it's for 17 months so it is but that that's an increase over over the current year so that's three hundred twenty two thousand dollars and then with the first draft the idea was that the approach was that we were not going to be able to hold or run our in-house extend the school year program so we figured we were gonna have to send
the kids to Berkeley Heights so the cost of that it was estimated to be a hundred twenty-six thousand so that's the expenditure side of it the revenue side I always could budget cautiously with revenues and this is including a two percent tax increase and I stayed up there all else flat through all the other revenues are flat but I do have to say I really have to refine that because I would say we were a little too aggressive with the revenues approach the revenues that were budgeted last year for this year and we're probably going to be about I would project be about $50,000 short of the revenues in years past in the 1718 year you had a very good year for revenues you had an additional 150 thousand dollars over the budgeted amount I
would my approach to budgeting is always to be cautious with revenue of courses with revenues and with expenditures but certainly courses with revenues because that is that's that can be kind of seductive to think that you're going to have you're going to be able to make a lot of money in your revenues in it that can close a budget gap but you really have to be sure when you do something like that so the combination of the expenditure number and the revenue number the difference there being the first draft one gap evading just 67 thousand dollars the budget more than 2 percent no matter what our expenditures are so it really puts us in a bind because all of these insurances go up year after year and yet we are we are sort of locked
in to this minimal increase we can't do anything about it it's state law and that 2% increase is a tax levy cap that's all that that that we can we can increase unless there are waivers that are available if you're eligible for them that but that's that is a separate a separate piece so we went about looking at reducing our expenditures to close that gap so the here are the major categories that we reduce the revenues by I'm sorry reduce the expenditures by 1 was 2 decide to have the extended school year program in-house as opposed to signing the children to Berkeley Heights that's a savings of 70 to $9,000 now that was budgeted at 126 thousand dollars but the cost to have an in-house program that differential differential was the savings of seventy nine
thousand there were teachers requested 4.5 teachers requested that that request and here it here once again you go through the process of how can you manage this how can you handle this well there was one of the programs or both of the programs but probably the biggest piece is that we figure we can manage not hiring an additional classroom teacher because we are within our schedule our enrollment guidelines or per pupil guidelines so we can handle it that way and just a review of the scheduling also will allow us to not hire another part-time piece and and you may or not be aware but we have for the past I'd say five years we have kindergarten classes that are 90 and then 75 then 90 and then 75 and so we're we're constantly playing chess
with with class sizes and and so it happened that we have a small class that's or a large class that's turning into a small class so we were able to take one of those teachers and plug in another great level teacher which we happen to do a lot from year to year and that was how we saved money with that one particular teacher the next piece small piece of this is we have a teacher that is funded in through Title one monies basis a basic skills improvement program and part-time but we needed to want to increase her to full-time and we figured that the grant was not going to be able to carry that so that money would have to commit to the general fund expenditures so redoing that figuring that the grant will be
able to handle that increase so that's reduction of 12 thousand dollars from that initial budget gap art are children that go to Berkeley Heights Aaron resource room they're in the program they had two retirements there so those retired those teachers were replaced by less expensive teachers so the savings that that happened that with that that allowed us to reduce that that cost by thirty thousand dollars with the new administrative structure we the because those are enough those are not 12-month positions they're ten and a half month positions we can reduce the anticipated salaries that we would pay that staff now with the other the teacher reductions loss of one-and-a-half teacher positions the medical benefits that would go with that are knocked out of the are knocked out of the general fund need so that's twenty
six thousand dollars and then budgeting the use of the idea a grant the federal program idea we uses specifically for our out of district tuitions this year that use of that grant has not was not budgeted and we are we are required to use that money to earmark that money now not we're required to your market for tuitions but if you take it for tuitions you are supposed to take that money out of your general fund need so that's one hundred nineteen thousand dollars there so the total of all those reductions expenditure reductions is three hundred seventy nine thousand so that gives us a revised gap a draft to gap of four hundred eighty seven thousand almost four hundred eighty eight thousand dollars so if you go to that thank you so they we start
with the revised draft two gap of four hundred eighty seven thousand dollars now the approach here is to try to change the revenue side of this gap and one of the these are all these are all possibilities one of the things would be to the district historically has had money left over at the end of the year and changes the fund balance and that is for those that aren't used to public school funding probably used to a business if you had a business and you had you had took it more money that then you spent that would be your profit well districts can't have a profit that has a fund balance that's cool that equates to a fund balance and so that fund balance is fueled by expenditures that are not made or revenues that
are over or overreached seven writers that are over reached okay the I would project that we would have money left over at the end of this year that would go into that increase that fund balance number and we can we're comfortable with that then we could take two hundred seventy seven thousand of those dollars and use it for a revenue budgeted they call it budgeted fund balance in in the in in our budget the state has committed last year committed to increasing our state aid we're on on board for an increase of one hundred fifty thousand dollars additional above this year that is not not money in the bank yet the state aid notices I'm sorry the governor's budget address I believe is is March fifth and we should get the state aid numbers I
think statutorily you're supposed to get them within 48 hours of that so that would that answer that question will be answered at that time and then also one of our from this last year we we funded a maintenance reserve account one another way of closing that budget gap would be to budget that money as a revenue for for the nineteen twenty year so that would close our gap right there if everybody was in agreement with that now there are two other possibilities that we could we could do to close budget gap by increasing revenues and but this would have require additional tax money these are the ways that you can increase your taxes over the 2% the statutorily 2% limit one is the use of bank cap and this is money when the district in
years past did not go to the 2% limit they the state has given given districts the leeway to use that money at a future time that's the bank cap so that's seventy seven a thousand dollars that we could increase our taxes by if we need to close the gap and everybody was agreed to that and also the medical benefit waiver another way of increasing your taxes because of the the increase in our medical benefits from this year to next year that would be seventy four thousand dollars so that's expenditure side of revenue side that's that's what we do on the board that's what we do in committee and I said that's the less so so so I'm gonna I think school financing is confusing the most of us fund this fund that different grants so
I'm gonna try to simplify this it's just a little bit and before I do that I want to thank Steve for those those of you don't know don't know Steve's an interim we've had to be aged prior to him over a period of about a year so he had to do a lot of digging and really try to figure out what was happening with our numbers and it wasn't an easy task whenever you're moving between interims you could find you have an interim that doesn't do things the way maybe you'd wanted them to and steve steve helped us clean that all up so it's much appreciated in regards to some of the budget items he mentioned benefits we we had we had basically put the benefits out the bid several months ago the benefits who
were looking at now that's an 11 percent increase was effective January 1st if I remember February 1st so at the time we were looking at budget increases of eighteen percent so we thought the eleven percent was a very very good number we were able to extend that from a year to seventeen months which we also thought was very favorable about two-thirds of that increase has to do with the actual 11 percent increase the rest of its new new teachers when you look at new teachers we're looking this year at a lot of a lot of students that have classifications so when you add teachers for classifications yeah obviously have to add the medical benefit on the back side and that hurts you as well so that's really the the main part of what happened with
our expenses when you flip the page and you look at some of the things we're talking about you know historically we've we've had we have a ton of experience with our expenditures being slightly under what we anticipate each year now it's been customary for us to use that money in the following year as a revenue revenue stream when we look at where we are now compared to previous years we're trending exactly the same way so that's the two hundred and seventy seven thousand dollars that Steve's alluding to when you look at some of these waivers our position was once we went through the referendum we wanted to give some money back to the community so we intentionally did not increase to two percent I believe it was last year the other piece of this is
the medical waiver most most districts immediately use that medical waiver it's not even a question on the board later and we're trying to find ways to keep our taxes your taxes at two percent those two waivers in some districts are given ease the board just applies them they don't question it so we're trying to be creative we're trying to make sure we have the class size as class sizes the right size and we're trying to address all of these needs that we have without taking your two percent of three and a half four percent so that's that's the short story of everything that's in here and I think even though the $150,000 $152,000 that use some bank cap and the health benefit fund would add to the tax levy wouldn't really move the needle very
much in terms of each person's individual real estate tax experience but nevertheless I mean I like the fact that we've stood as a board for the proposition of not adding to the tax burden of the municipality when we don't have to I mean so personally I don't like that idea at all to add that into the mix and I think that we should utilize the other methodologies that you outlined which I think are sound I think they're prudent to bridge the gap and then continue to move forward with you know more prudent and more conservative approach in terms of anticipated revenues that you suggested and then the last piece doctor lebar see I'd mentioned earlier was that the stammer steam labs years ago when we were embarking on this referendum we've got a lot of
feedback from the community if they didn't want us to come back for another referendum so we promised as we were able to save money that we would set it aside and we would take care of some of these projects whether its lights roofs whatever it might be to maintain our buildings from a general fund without going back to a referendum so the money we're using for these labs or montar dollars that we've basically saved over the last two or three years for these type of projects for value-add projects for our kids that we don't have to ask for an additional tax increase or referendum and those are coupla funds that we have to use for it's money that's reserved in a capital reserve fund that has to be used for capital projects and that was
a promise we also made probably three or four years ago we've kept it now we're trying to use that money in in a way that we think is beneficial to not only our schools but to our children and that'll be seen in the resolution has passed tonight authorizing us to go out to bid for that for the science labs the idea the hope is that if we can get everything everything set we can go out to bid in March and better returns in a march bid than if we went closer to the warm weather any other questions from the board I just think that we should be very thankful for Dante with his numbers and Steve for juggling them Nancy and back and forth I mean I was there they did an amazing job really
and I don't think the community realizes what they did behind the scenes to get it to this point the door took a lot of work thank you and hope on the on the new labs is that they be ready for the start of the new school year September yeah yeah that's why we're pushing for a more much page because usually school projects are done over the summer it's obvious that's definitely something I would think that we can utilize and harness toward you know there's been some comments about you know we we obviously have a legal compulsion and obligation to provide for our special needs students and then I think we need to continue to do and make even more robust and more efficient so that our parents have a greater sense of the fact that
the district is linked arm and arm with them toward that and they don't have to fight us because generally we're all fighting the state and and the almighty dollar on those but I think the the enhancement of this stem it steam lab is something that we can harness to address the high performing students as well and really maybe enhance the you know our tap program or whatever it evolves to or whatever we want to add to that would be a perfect science to enhancing the program I'm saying it moves everybody up yeah no no absolutely but I think you know having a more state-of-the-art facility just you know breeds the opportunity to have more robust programs thank you very much so you wanna know why we're gonna tag-team this you want me to go first
because you're gonna do this so the next what we're gonna do is just give you an update on the CSA search how things have been going and what we're anticipating doing moving forward this is again the first time the board's been together as a whole to sort of discuss these matters we have received a lot of resumes and the committee of the search committee met and reviewed the ones that were off what's the word I'm looking for forwarded through from dr. levar ski we then selected resumes to then be presented to the full board and that's going to happen tonight there are still two days where people can submit resumes and just as an example from the time that we selected the resumes that we were presenting forth to the full board some more came
in the committee reviewed them and we put some of them through so tonight for the first time we're gonna sit after after this regular meeting and we're gonna go through them and our goal is to take them from we're at 10 to some number in around half I'll just say half we're not sure because we haven't discussed it the other thing we're going to do is after we get that down tonight we're going to start setting up interviews and doctor the barsky's going to go through the tentative schedule that we're planning to do and explain why we're being aggressive and the reasons why but we're anticipating right now having all the interviews done with the full board so every board you know any time we meet we have to advertise will be we will be
meeting we anticipate having in that interview session a member of the PTO a member of the MEA and members of our administration so we're going that's the way we're going to go to those groups yet we have not using it now we're kind of announcing it now that has so again because this is the first time we met as a group so we kind of work that through an executive session and this is where we're gonna go so I think that was everything yes so with that doctor the bars he's gonna kind of give a quick run-through of the calendar and the reasoning behind it so there you go so I'm gonna sort of explain to you in kind of a backwards design so I announced my retirement and I gave six months notice in
my contract that said I needed to give a minimum of four months notice so if there's another superintendent if there are superintendent candidates among our finalists or among the people we select as the person that they may be in a similar situation where they have to give four months notice so my last day will be June 30th so if you work backwards you know if we selected a candidate this month which seems like short notice and they have to give four months notice that brings us to August first so that means that there might be a month where there isn't a superintendent available and and there would be less overlap time for us to work that and that's if we selected someone in March so so when I present this schedule you'll understand why because
it was my hope by announcing early that we would be able to hire someone early and I would be able to at least help that person transition before I leave you know and and have you know ideally have them be able to take some time to come into the district to meet the faculty to meet parents so that when they hit the ground running August 1st they would have some sense of and a comfort level with the district now if we pick someone who is not currently a superintendent that gives us a little more flexibility because typically those people would only have to give 60 days notice which would bring them to July 1st so these are the kind of parameters that I'm I recommended this to the board because I wanted to have the
maximum amount of time to transition so tonight we'll be working with the resumes the 10 resumes deciding on a smaller group I think next week we will set up two days of interviews and I think it was agreed that the full board will be doing the interviewing both of those times and we will invite I will reach out to the PTO into the NBA to see if they have representatives who are available on on those nights we also have now those interviews will have to do we have to advertise for them because anytime there's more than four three board members it has to be a board meeting so you will see in the next week or so we're going to be advertising for we already advertised for a special board meeting on the 18th -
for the budget now they're going to be probably no less than three additional meetings of the full board - next week to do the preliminary interviews and one the following week when we narrow it down even further to finalists those meetings will not be open to the public the executive sessions because it's personnel ideally by the 12th we will after two interviews the board not me the board will be able to make a decision on an offer to a candidate once the offer is made then it begins contract negotiations because you have to then just work through with the candidate and that may involve tourneys and then once that contract is developed it has to be approved by the county superintendent in order for it to go on the agenda so if the all of
things happen if the Board finds a candidate does the second round of interviews finds a finalist and the contract negotiations that's and the county finalizes the contract take place in the next week and a half then we can put the candidate on the agenda for the 20s the meeting of the 26th in March and and again it may seem like a compressed process but now is when candidates are starting to look so if we wait another month there may be more advertisements and the potential is that more people will be getting jobs now we have a really good group of resumes really very high quality candidates and we're hoping that we will be able to select or you will be able to select one of them from the pool and again this could go to
April but then you run the risk if it is a ultimately they the board settles I like someone with superintendents perience you run the risk now you're talking to in September first which is a tough situation to be in with no preparation because I think what we wanted to avoid too is having an interim for a month or two months I don't think that would be something that we would be interested in doing again tonight's the first time we're together to discuss all this so when we when we go and in our second exact to go through the resumes things may become even a little bit clearer in an hour but that's that's right now the tentative plan for what we're doing are you so then the other thing I wanted to do is invite
people up at this time we're gonna limit it to three minutes at this time per person to just talk about if you want to input on the superintendent what you're looking for we do have the survey answers with us tonight where that will be part of the process so if you did submit on the survey we have it so there's no need for you to necessarily come up again tonight of course you're always welcome but again open the floor three minutes apiece just to give us your qualities that you're looking for in a superintendent if you so choose once we get it all in I don't know when I guess I don't know when you're close after as Jordan suggested yes I don't know if I don't know if we put a closure date on
the survey I don't I don't recall obviously there's gonna be a point in time when we're making decisions so again it's it's flowing we have it and we'll keep updating it as we go so with that if you want to you're free to again if you answered the survey you don't have to but you're free to okay seeing none are you all done I'm alright you did a yeoman's job spin a lot spin a while I broke that out for the new board members okay with that we'll turn it over to Dante for the Berkeley Heights liaison report okay so there's been three meetings since we last met two of them we're executive sessions to review candidates we were we interviewed three last night two this evening we were supposed to interview three this evening
but one backed out the the calendar there is we're probably going to refine that they're doing that now I left to come here down to two or three candidates I'm not exactly sure how many and we'll we'll have a second round of interviews next week the hope is sometime mid-march we'd make a determination on who the final candidate is so that's going well I think the the candidates we've met so far they all have some great skill sets and we just have to weed through that the girls sprint medley was group two state champions you've got a governor Livingston on top of that when they won the Union County championship their time was second best in the state of New Jersey and seventh best nationally so that qualifies them for the national competition which is
in March which is a great accomplishment so so congratulations to them we finalized up government sting a really mr. noon dr. Newton could have spoke about this better and I could but for quite a while they've been researching this say something anonymous reporting system you you can't believe the number of correspondences we got in regard to this both positive and negative this this has to do with a anonymous reporting for security concerns if someone is suicidal or there's a concern they might come to school and and commit some form of violence obviously there was people who felt like any type of reporting is great there was others that felt like it could be a form of bullying it's it's in a it's an infringement on their civil liberties so the other day the recommendation of
the administration was not to use this star system but the implement on a trial basis the the hipster based tool that they use for boolean and they're gonna roll that out in September and see what the results of that before we take a next step and that is my vertical Heights liaison before Thank You mr. Newman so with that I'd ask for a motion to approve under administration items 1 & 2 comments or questions one of these is the school calendar so there's any questions this is a skeleton right just to approve the beginning and end and the questions roll call please mr. Georgia yes dr. Widow see pietre mr. Hyman yes mr. Rubin yes mr. minks yes yes motion carries motion to approve under budget and Finance items one through six seven we're sorry
I forgot to grab the I'll make the motion including the addendum second comments or questions let's hand them out see just so people I missed you know appreciation to to solicit page for you oh that's the busy science lab yes I didn't I forgot the Griffin I have so many papers so right seven is the science lab bid that we discussed roll call please mr. Georgia yes dr. Guido C Pietro mr. Hyman yes mr. Reuben yes mr. minks yes miss Xian oh yes mr. Venice yes motion passes motion to approve under personnel items one through nine so moved comments or questions roll call please mr. Georgia yes dr. Guido C Pietro mr. Hyman yes mr. Reuben yes mr. minks yes yes mr. vanna's yes motion passes motion to approve under curriculum item one second comments
or questions who's gonna ask about Randy no comment roll call please mr. Julia yes dr. Guido C Pietro Thank You mr. Hyman yes mr. Reuben yes mr. minks yes Missy Anne oh yes mr. Vanek yes motion passes all right so motion to approve under policy item one and item just so you know policy five eleven is being removed for now because there were some revisions further revisions and sort of a template from stress and SMA and we wanted to propose yeah well the optional paragraphs in also we wanted to include our arrangement with Berkeley Heights because I talked about that I get a chance to do that we'll have it ready so 511 is off and then item 2 4 so that's for second reading item 2 is for first reading so moved second comments
or questions um I have a question about policy 5756 which is the transgender student policy is that a policy in place in our policy book now because it identify this brand revised mandatory right now so I don't think we ever - I don't what happened is we had objections to it you had objections to it as did many communities in the state by the way it was worded and so Strauss as me took it back and they redid it and it's taken this long so this is the revision it could based on the laws change they didn't bother to show us what the revisions work from the last objectionable policy that's what I'm saying it's not a red line or a black line it's just the right clean version I mean we can probably dig
that up yeah we may want to do it you see but I mean I think there's still a lot of problems with it just in terms of its I mean I understand the genesis of it I understand the importance of it especially you're a child with that's a transgender child or have a parent of a transgender child but at the same time we're a K through eight district and some of these requirements in terms of you know compulsory allow us to participate in sports and other activities that are consistent with the child's gender identity including bathroom use and all that you know we need to think about our facilities and whether we can comply with the policy provisions that are being put here and if not what what fail-safes we have built in that we
can kind of comply yeah you know use of nurse's bathrooms or the alternatives but I mean I think this is something that goes further than just I'll just impose a policy I mean we have to be prepared to implement and kind of have a strategic plan to create that safe space that this is intended to this one put much more emphasis on the administration yes and and this I think has actually less it's pretty still intense it's still pretty intense well its first reading so by decks so now you want to see the old policy next month given I think ideally we should ask Straus s mag to give us one line of it that shows what changes were made to it so we can see if things that we were ever read flexed us
to begin with I've been addressed in a way that we think but moreover I think from the administration the administration's point of view I think we need to look at what this implicates in terms of can we do it enforcement and are we prepared to to implement it in a way that accomplishes the goal of the policy otherwise we're adopting a policy that we would theoretically be you know be violating if it ever if the instance or the need my problem is I mean it's a sticky wages law on this no no this is legal no we have to do this but I'm saying that this is remember the problem is is to look at if we need to have a regular sex bathrooms for instance and we don't have UNICEF this doesn't compel well
no no but it says it can be met with that you know there were some things about that so we have that like you said we have a van it did leave in the use of like a nurse's bathroom or strangers no no no I'm with you but there needs to be how would we achieve it that's if we achieve it I agree with you so that's really where we're at any other comments or question I would like to comment on on some of those policies I read about some of the issues that we had previously that were confirmed in here residency tuition right out of district in district right yeah that one's gonna come back for next month we just actually there's a relaxation though of domicile and guardianship room right in the current
iteration of this policy you'd no longer need to be a legally adjudicated guardian of a child in order for that child to claim Dhamma Cerie status domiciliary status in your district as long as you're paying for that child without remuneration and the parent relinquishes control you don't have to be a legal guardian that's a little funky yeah it's weird because the the law is basically saying you as a parent can abdicate your responsibilities financially over your child and allow them to live with someone who's not their legal guardian it's a little funky but they still have to sign that form they do have to sign that form but it used to be they've had to have person right whom they were domiciled you had to be their legal guardian right no longer the case which
i think is just wrecked with issues it's a mandatory amendment any other comments roll call please mr. Georgia yes dr. Guido C Pietro mr. Hyman yes mr. Reuben yes mr. minks yes miss ya know yes mr. Venice yes motion passes do we have any old business any new business you have a date we have to discuss yes let's see in another March day well the dates are three actually the fifth the seventh and the twelfth for additional um we were gonna make a fourth Kirsten you recommend a fourth no three no it was three I do say with ready we originally talked about whether we would need the third I sit down okay all right I just remember that that we needed okay all right I think we're all good with them no you can
wait you can wait so that's it for that you don't need a vote on this for this the interview calendar no no we're not to vote we just have to advertise yeah we will be public meetings yeah okay committee reports we may want to say now at everyone that that's intros dates no I'm just saying that those dates are gonna be advertised they're gonna be a public meeting but it's not going to be conducted in the same way we're gonna basically open open immediately make presumably there would be a motion entertained to move into an executive session and then the meeting would actually be conducted an executive session so it's it's not gonna be action taken for the public to participate just so people don't I think oh yeah you can go you can start
it just interrupting oh I'm getting the love sorry I'm getting the look PTO liaison report we had there was a bingo night which was a fun family evening they had a fantastic number caller awesome yes yes I heard about that only one laughing at her because it was me my jokes and no one thought I was funny but I was and also the PTO spring fundraiser will be on March 29th it is PTO s biggest revenue maker it's our biggest fundraiser of the year and all proceeds go back to our schools a secular barsky had mentioned the projector screens and all that comes from events such as the PTO Spring Fling so encourage everybody to attend and March 29th thank you and that is it excellent mr. okay I went to the County School Board
Association meeting and there was a good program they talked about the district relationship with law enforcement during a crisis when dealing with student rights and morphed cinema was the the attorney who ran the program and there are so many different issues and if in doubt call your attorney to get the exact ruling and also work with your police department also there was another interesting piece that came out and in Middlesex County they have something for gifted and talented for seventh and eighth grade students they're gonna start one in Union County and union of college and they're looking for gifted and talented students they will go one day a week approximately from 1:00 to 4:00 and they will have these experts they'll bring in and to have to a dish don't be in I wrote it
down that's like fine arts music theater jazz and I know we have a lot of gifted and talented students and if they want more this program might be the thing they been doing it in Middlesex County for quite a while and it's been very successful so I mentioned that well so one less thing I know you're good we talked about schools they're making it mandatory that every school what district school has a panic button where they kill and I asked the question I I know there's a referendum for five hundred million dollars and I yes if each districts you get money from that they weren't sure they don't know the burden may be on you to provide the funds I know what they're gonna do it the five hundred million but was passed in November
with the referendum on I said I thought that was supposed to implement this program but nobody wanted to make so maybe that well maybe you'll be partial maybe you'll be matching but so that's something that we should probably be alerted to that's gonna be mandatory in um April that's part of the PTO education program we're having someone come from the state dr. Gambino who's the expert so we can certainly ask him you know that question about what where this what the status is and what schools are supposed to be responsible for they're mandatory and they do have money from this referendum but I don't know where that's going that's for something else we'll say no more information out of but this is I can get I can give you the name of who you to
contact these are some of the programs they're doing in Middlesex County and they'd like to implement that in Union County any other committee reports tour did you have a library meeting you know oh I don't mean to interrupt you no no just that it's taking some time but there is still a we'll call it one shooter coming together that that we will I hope to have before have them give it to us for tonight but there's still our head of tonight it is coming in there wherever it'll include things like museum passes and sort of the things that they think are important in our viable science fair itself dungeon where they can add value so it is in the world okay awesome yeah any other committee reports Oh oh yeah yeah I do I just
want to acknowledge the passing of one of our teachers mr. Crowley I know at the last board meeting her medical health was in limbo and she did in in the two weeks ago I think she did pass and it was a great loss to our district and on Saturday she was honored by there was a candlelight vigil that to parents in her class organized and it was well attended and it was the students participated and it was really it was it was really a wonderful tribute to her and and and we really mourn her passing she's a great loss to the district and and we're still sad and we'll continue to be but you know we did have members we did have represented from imagine here yesterday working with teachers and the students in case
there was any kind of continued sadness from the event on Saturday and we will call on them as we need to as the months progress and just add to that in the last board meeting at Berkeley Heights the board president had some you know some kind words to us and you know I I thank the the Berkeley Heights team because I know they sense and I I did thank them as well I sent letters for all the the guidance counselors at Berkeley Heights who helped us who came over and as we you know we got great advice from imagine they were just wonderful response and guided us for how to tell students and and so that was the day that we informed students at Deerfield and and they helped us go into classes and they
were just terrific yeah so um what the PTO has decided to do is for the 50-50 that's going to be taking place at the spring fundraiser a portion we have hasn't really been discussed but a portion of the 50-50 or the 50/50 is going to go towards a scholarship fund for in honor of miss Crilley on behalf of the PTO and there's going to be some some rules too a former student of hers can be eligible for the for the scholarship and it'll be presented at the eighth grade graduation every year up into the the timeframe for when she talked her it's it's the eighth graders now are actually the first class mrs. Crilley ever taught so it'll start this year and just to add to that I know there's a talk about an appropriate
memorial and so I think in in time to come you know in the next couple of weeks we're gonna be meeting I think the MEA and the PTO representatives are going to meet to talk about I think what would be appropriate memorial each group probably wants to do something you know for their own you know to represent their own feelings and their own tribute and I think we're gonna meet together so that there's collaboration and and not cross purposes on that so we hope that's gonna happen in the next couple weeks to do something it's all coming from the right place but I think we just have to always be sensitive to the family and their interests and include them with regard to any decision that she made and sizing miss Crowley's name her memory
because ultimately it's really it's really up to them and I mean I'm amazed and just really really warms my soul at the amount of outpouring that people in the amount of you know desire for people to do something and that's all wonderful but I just think we just don't always have to remain sensitive to that absolutely absolutely thank you so with that it is now 9:30 we will open the floor for public participation for 30 minutes after 30 minutes we will limit to three minutes per person so again if you come to the podium please just be mindful that there may be others who wish to speak in that 30-minute period but again come to the podium state your name or address prior to making a statement or asking a question seeing none oh my
friend from the back I know it's been a while Randy Bella really seven I come in I had like two questions quickly about the special ed kids and the teachers are cause a trillion dollars I don't do some real kids that have real issues also some Down syndrome and so forth so on but nowadays it seems like that ADHD word has been thrown around and every other kid so-called special ed with that ADHD does that affects the you know we need to get more special staff for these kind of kids because to me a lot of kids seems to be normal and they go home they play video games all day and they become you know hyper and they fall into that special ed category well there is a I mean there is a rigorous
process in it and it's a scientific process and there's a measurement process that determines whether a child is eligible for special services and that's through the child study team so ideally the recommendation should come through our before you know our process but sometimes parents suspect certain things about their children and they want to have that checked out so they can make a request but it doesn't mean that everyone who makes a request is eligible for special services it really it really depends on the the just briefly it's it's the tests compare the students to their ability to function in a normal classroom and if they can function they're not special at so just because they you know may have a problem concentrating or a problem you know behavior wise it doesn't always make them special
education there's a certain set of objective criteria that determined whether that child emotional academic needs fall below learning needs fall below a certain level and that makes them eligible those the increase in those teachers aid and you know ii teachers in classrooms does that contribute to you know the so-called salary you know boosting for the budget because i was noticing twelve years it's been you know those were talking about more because that kid is not quite special ed but is it like borderline and yeah yeah that wouldn't be the the teachers that are co-teaching what we try to do there's something called and miss Orosco please try mean if i'd get it wrong least restrictive environment so ideally you want students to be in a classroom with their peers and often times so that so
then you may put that extra special a teacher in the class with a regular ed teacher so that child's can be in an environment that most resembles what other kids have sometimes a child has learning needs where they really need to be in a small group and that is another that's a pullout class so so we have different structures that meet the needs of different kids depending on their level of need so though those new teachers the special ed teachers they'll be mostly to pull out kids special separately i'm not necessarily I thought they could teach regular kids and then sometimes what's warranted in a class is just an aid for to help one or two students who just need to be redirected or need some extra individual attention so it really just depends on
what the IEP calls for a teacher to serve in that capacity to give that special needs child or children the additional educational support is based on a very painstaking review by our child study team who are a group of professionals that evaluate the child they may consider medical information or evaluations from outside physicians as well as well as the the learning experiences a child and their performance in the classroom to determine whether or not they are a special education student that needs either additional time to take certain assessments or they need additional support in the classroom and only if that is implicated during that study and the IEP is an individual educational program or individual program that is developed to address that child specific special needs every IEP does not necessarily include an additional teacher
it's only for those students that have a more profound need for additional support within the classroom when the board is compelled by law to hire that additional support so those are the additional teachers that you may see and in any given year the board we don't know if it's going to happen we may have IEP s that revised and that support is not necessary in which case that teachers not needed or they could move to another IEP or we may have two children that move into district that have special needs and need that support additional teachers that question the so-called profound need for some sorry kids does every school's mandated by law to retrofit the staff structure to you know to attend to these students or they could go to a specialized school but sometimes
that's another layer some students we can't meet their needs and then they go to an out of district placement can they push can they put all the state contributes a little bit to our special education but it's essentially we were just discussing this earlier tonight it's essentially an unfunded mandate we're mandated to do it and we have to figure out how to pay for it but there's a lot of children in district that do not need to go to a special school that are have a home right here in mountainside that just need a little extra support and a little extra help and they deserve that children who go home and play video games and are extremely hyper are not children that are diagnosed ADHD those are the children that are not able to function
in a classroom that struggle there's so much more to it than just anxiety so I I think that it's it's it's different from maybe what you've experienced or seen in children it's a lot different if you're a parent of a child who's diagnosed because I know doctors just write that this diagnosis is like left and right as a oh my son is hyper so special that especially I'd question that doctor who would write that down within the district and all of our criteria comes together once that criteria comes together if at that point that may be an additional piece of the criteria and then once we do our testing if our testing shows that the student does in fact have a disability beyond ADHD or maybe just ADHD and confirms what the doctor has stated
then that child would get an IEP at that point once a child does receive an IEP it is state law that we are mandated to follow up but there's a protocol that's followed it's done it does it just because they scribbled piece of paper all the question I've been out you know it's my first meeting probably this whole school year I don't miss our Roscoe's leaving and I just want to know I'm probably talking about it already but is there a reason why she was not able to you know transition to the new position or it was a disconnect or what's the specific reason why the switch has to be made they're restructuring we didn't know she was leaving well you're asking multiple questions you're asking about the structure and then you're asking about a
certain person so let me talk to you about the structure okay we've had a history in this district of of different ways of providing leadership for Beach with school and it always involves someone in a dual role or the position has been a dual role and it's over the years the board is determined that it's real and I see it - it does Beachwood school a disservice because often times the person in charge is splitting their time among among two different responsibilities and they're not in the building all the time and that creates a gap and so it was decided the best way to alleviate that is to split the position the current position into is dedicated to be true one that's dedicated to special ed okay and and that is the reason the position
was split there's no reason that mrs. Roscoe couldn't apply those positions have been advertised yet so there was no reason that she couldn't apply for one of those positions so no one but we really can't talk about her desires and wishes and preferences that's a personnel matter but no one has restricted anyone because we haven't even advertised those positions yet so we don't know like you're saying when you when you this month next month you're gonna be doing the CSA and the interviews so our current assistant surprise tandem the shores title she could be part of the interviews as well I mean the the application is well sure yeah I think the idea is that to get the new chief school administrator in place and then have them work to fill the other positions kind
of in to achieve their their vision and our vision and and all that so that's that's why we're doing the chief school administrator first and then those positions will be advertised at some point three positions coming in well chief school administrator we've got the supervisor of special services and we would have a principal here at beechwood okay that we went over that again you've been busy right it's a little Bambino but last month that's the anticipation of how we're going to set up the administrative structure and again we've had to work through the budget to see how that new structure works and fits and I think you know we're there pretty much so thank you all right now in 4th 285 Timberline so I'm pleased today to come to this podium because I've been a
vocal proponent of having the presentation of security in our school so I was very pleased today I don't attend very often the board very pleased to have a 10 and that my voice has been heard I was not aware that that was something that was led by the PTO but will there be more communication coming to the parents about you mentioned I think was made to April oh yes oh yes because I was not I mean as I said I apologize I did not attend but so that that will be in April when the session will be absolutely held that this school piggy bag on the new new structure administrative just for clarification purposes so your position will be filled in and the hope is that these other two or multiple position will also be
in place before you're leaving and and the school is the new school exactly okay also to just could you weren't able to come last month and we did miss you we did announce our new school resource officer did you know that I'm sorry we announced our new school recess to officer okay I just wanted to make sure you knew that we now have an additional officer and I saw him he's picture at Deerfield awesome very good I'm glad you know just wanted to make sure I called him resources on a resource he's a class to I these terminals terminal 3 is eco class - now he's plush too so if there's no other public participation at this time we will be going into a second executive we will not be returning to take action so
with that I'd ask for a motion - all in favor aye opposed motion carries let's go to exactly you
