So, we're really excited about that. Um, and then also on Saturday, it was a busy day. I was able to participate in the University Park Village. They invited me to come in and be on a panel with five other um, amazing women for the women's leadership conference. And that was at the um the golf course over there. And like I said, they uh they did a magnificent job. Kevin Battles kind of organized that. So um the golf course, they've done a really good job. They've got a new chef over there now. The food was amazing. So I certainly give a shout

009out to them and all their good work. Um so we're going to see if we could organize an event there at some point in the near future to help support our village and that good work. 010item B under business. Uh first we need to discuss uh it's that time of the year where we uh went out to bid for our landscaping and lawn care services throughout the district. So the bid opening was held today on March 10th at 1:30 p.m. We had three companies bid on the project uh to provide landscaping and lawn care services for two years with the option of a third year. Um, bid results are in. They range from $16,875 per month to $18,500 per month. And considering we did have one of the biders is our current provider. And uh, Mr. McClean is in the process of checking references and just verifying everything else that encapsulates the bid. and I'll be able to give you guys an uh update in the FYI and then we'll look to

011take action on awarding those bid uh results to a company uh next meeting on March 16th. >> So you say our current vendor or contractor that we have when does that contract expired? >> Um that contract actually expired in the end of November of 2025. So, we're looking to procure this company to service us through April um of 2026 because when we prepare the bid scopes, it's April through the conclusion of November. Are we going to lose any ground? Because I believe we off we have that vendor perform some type of pre-emergent treatment, fertilizing, things of like that. >> It's all the same. Yeah, we we still have >> we got time to do that though. >> Okay. So, we start that in April >> and weitting >> weather permitting and we do a cut

Yeah, >> just a slight reduction in our total area. And Keith also placed in uh the bid specs to uh receive a credit for the areas near the sports plex that are still in u m maturation phase that aren't fully um grass right now. They're still seed and straw. So, we'll receive a credit till that area or those areas are um ready to be taken care of

Thank you. >> You're welcome. >> Moving on to agenda item B. I'm here to provide you with an update on the short-term facility plan from 2024 to 2026. Um, as you guys know, this plan's been going on for 3 years. um covered uh the remaining work at uh four of

015our elementary schools in addition to the ELC uh roof replacement at Creek Elementary um Sportslex and what we have currently going on right now the project for additional classrooms at the middle school. So, um, as you guys can see where we remain with all of our projects, and I can get to these, uh, buildings individually, but, um, we currently have still a small amount that is left from the Tilala and ELC project of summer 2024. Um, Keith, correct me if I'm wrong, but I'm understanding that we're just having some pro electrical light programming issues with those. That's where we're at with that. So that's uh relatively small roughly $60ome,000 for those two projects. And then we have uh the middle school and the high school. Um I do want to speak to you guys and

016once I get to the buildings I can get more specific about those, but there is an addition uh project for this summer at the high school. And I can also talk to you about the possibility of uh item number uh the third item on the agenda tonight um possibly redoing some flooring and the middle school classroom. So um with that being said, total outstanding projects we have, including contingency, is just over $6.6 million. Okay, elementary schools. I can roll through these really quick because nothing has happened in the summer of 2026 at any of these buildings. Um, turn your attention here to the middle school. Uh, we're doing very well with the project at the middle school in terms of the interior construction. We'll be opening up the exterior wall for the two additional classrooms

017over spring break, weather permitted. Um, as you guys have been updated with the photos in the weekly FYI, interior classrooms are fully drywall, taped, sanded. Um, and then we'll be looking to paint once we take care of some of the electric uh mechanical and electrical equipment in the ceilings. Okay. We do have a cont uh an amount in here that's been in here since the previous presentation for uh classroom furniture for the additional four classrooms along with the four small group spaces that we created and the two teacher workrooms which will be done in the rotunda areas of the 2015 edition this summer. We have a design fee and then also a contingency amount of $380,000 and five $385 $380,584, excuse me. Okay. So, this leads me to the point to speak about replacing the

018flooring at the middle school and the original portion of the middle school, the 9205 edition. Those classrooms still have carpet in them. Each year when we do our summer cleaning, um, we run into issues with the carpet, uh, through the moisture being on the concrete. Um, it causes the carpet to buckle. So, what we did is we went out to got a bid to replace the classrooms with carpet. Also, any classrooms, specifically science classrooms that have the original tile in the 92 2015 edition. And then um two summers ago, we replaced the carpet in the hallway the uh hallway floors um for majority of the building with the exception of the hallway right outside the main gym. So those are the three areas that we looked to um get bids on. That was the scope

019of the project and um bid results came in lower than the contingency amount of $380,000. Um, in fact, the bid results, well, um, I got that as another item item. Do you guys want me to talk about that right now while we're still in this presentation? I think it might flow a little bit better. >> You could. Yep. >> Yeah. One was 320, one was >> Yeah. So, um, we we received, you know, the way Keith wrote up the bid specs, we did receive, uh, four different bids from four vendors. So, everyone that bid actually um was the low bidder for one portion of the project. Just depending upon which way we want to take. Um my personal preference is to replace the tile in the hallway with Texas granite. That's what we've put in

020our elementary schools. That's what we put in the hallways at the middle school two summers ago. Um, then we have another product, uh, Tarquette flooring tile that we're putting in the seven classrooms that we're adding. We can go ahead and use that product in the other classrooms along with the science classroom. So, um, that bid came in at 364,000. Um, sorry, excuse me one second. Yeah, that's why I I was a little confused on that, you know, when I saw the bids and >> the lowest bidder was not selected. But you saying there's a split difference here on them. >> Just the difference in the materials and what rooms we're doing. >> Are you going to use them both? >> Uh yeah, we'll use Texas granite in the hallway and then we'll go with Tarquette

021uh tile in the classrooms, including the science classroom. >> Tarquet was 364. Uh that's the product we're using that actually the company that had 364 was Douglas Flooring Covering. Yep. And that'd be my recommendation to go with them. Um and also put in the B board report not represented in this slide. Um in the base price for the project, we had a 5% design contingency. We also had a few allowances for data cabling um and uh a winter weather allowance that we didn't use. I doubt we used the data um allowance fully. So in total there was also an additional Wait for it one second. I think it was I'm still a little confused on it. Jason, you said we had a $380,000 budget, right? >> We had a a $380,000 contingency here. That's 10%

022of the total project. Inside these base prices was also some allowances. >> So total we're looking to expand on the flooring at the middle school. >> 364,000. So it fits within our contingency 380. >> Not a lot of wiggle room there. What I'm communicating and being transparent is the fact that inside these prices up here, we actually have about $270,000 of allowance. So, it's an additional buff. >> Okay. So, the so the bidder they bid at $320,000. That person that company's not getting anything. >> No, because they were um there was the lowest bid was $34,000. Okay. That did not include replacing the tile in the science classroom. So, this way the 364 were consistent with all the classrooms in the non205 edition. So, everybody was offered the same specs and all of that to

023bid. That company did not bid on that component. >> They did. They just weren't the lowest. Everybody bid on >> Okay. I didn't see it. Okay. Okay. Cool. >> You're good. Okay. Okay. I'm sorry. Believe me, it took me a little time to wrap my head around it, too, when when Keith explained it to me, but I made sure to have a good understanding of it. Well, I mean, I think I'm doing a pretty good job here trying to communicate that to you because I'm just saying if it was presented to me five minutes ago, I'd be in the same position you were, President Brown. >> No, you're doing well. Good job. >> So, uh needless to say, uh we do have the option to replace the flooring in the classrooms and the corridors at

024the middle school and it can fit within the contingency that you guys see right now. That's it in a nutshell. And you're going to be bringing this to the board for an action item next week? >> Yes, sir. >> Okay. Okay. >> And just to clarify that the contingencies only on the middle school project, right? >> Yes, sir. >> So, meaning the the total 380 plus the additional 270 is in different items throughout just this project. >> Yes, sir. So he he's essentially reusing money that's left over from what we allocated for it still for the same school to maintain consistency >> and this is not increasing our overall budget and anything. >> No sir. >> Okay. Thank you. Um next uh we've been working with the capital project subcommittee and I'd like to thank

025uh Dr. Hall for his uh attendance at those meetings. Um we are wrapping up the Sportslex uh project. Um you'll see a pay application not for the entire amount but uh for majority of it as we're at the point right now we're working on punch list items. Uh one two items that have come up uh that we are looking to address is the replacement of the scoreboard at the competition gym at Cremon High School. And also uh this past August I believe we experienced uh some malfunctions with the control board to the lighting and the auditorium. So those two projects you can see listed in the lower right hand corner. um to replace the scoreboard, the high end of um bids we had is 1927 and that'll replace the scoreboard in the main competition at

026CHS. That will also uh make us compliant with IHSA cuz next year they are requiring the use of shot clocks for girls and boys basketball. Um the competition gym scoreboard is also used for volleyball and wrestling too. So um this will bring brand new piece of equipment. It comes with video board capabilities similar to the one that we put in in the sportslex. And then the lowest quote we had to replace the lighting in the auditorium came in at $464,69. Um within those two projects, we're hoping to get those done this summer. Um, but I also did include a 10% contingency in those products there. So, you see a contingency amount of 65,620. >> Is are there any type of to your knowledge incentives any type of incentives when it comes to the lighting? Did

027we did we look at comed to see if there some rebates or anything of that nature? >> Keith will be reaching out to he's got a real good connection with his rep at at Kameed and we can see if we get any rebates for that. Um we definitely look to take advantage of that as we have in the past. Correct. >> Right. Uh it is very limited on an auditorium lighting type project because it's not a fulltime lighting. >> Oh okay. >> But but I do have them looking into that. >> And also any solicitations of grants for this project. >> Um we are working with Miss Pile. She had one local company that might be looking to make a donation. We haven't been able to firm that up. So, we do welcome any money

028out there um that's looking to support the capital needs of the district. >> Okay. >> Um I have a question. >> Yes, sir. >> Um the we know that the wait room needs to be upgraded. We kind of talked about that. And is there any way to get this done like in the summertime? because I don't think everybody understands that and that a lot of the equip or it's not a lot I don't know how much but there's a good number of the amount of the equipment that comes from the old high school and they just been peacememelling stuff together and as I said before it's kind of like we're Rocky and everybody else is Russia Russia so >> um no and and I do have quotes for that um I can work with Mr.

029connect you to see if that equipment can be procured and then work with uh you know the building staff just to see if we can schedule the logistics of it. Um that quote I can provide in the FYI um and and put that in there for everyone if you're interested in addressing the weight room um this summer. Uh high-end we had on that with the addition of equipment and new flooring. So then there could also be some speed and agility work. You know, I know I don't need to tell you. Um, generally they'd be looking to put the equipment on the sides of the walls. That way it still kind of leaves the middle of the floor uh open for some kind of speed and agility training as much as we could fit in the

030weight room considering its size. But um yeah, I can get you guys the firm amount um that we have for the weight room equipment and flooring and I could put that in FYI. Yes, Jamie. it. >> In addition to the lighting there had for the auditorium, there had been concerns with the sound system. Is there any funding in there to replace the sound system? >> Um, if that came from me, I may have misspoke. It it we upgraded the sound system there recently. Correct. Just >> new board in there. Um, it was actually just the lighting. So, I apologize if that came from me. So I think to clarify in that 464 is there sound some is something going to be done with the sound or no because if it's already been done um the

031one thing I didn't mention that we were at last Thursday for the black history the sound was awful. >> It was horrendous. and not once, not twice, but about five times the the the back feed, the the sound. So part of that could be in a redesign because whoever's in there now moved everything in behind the brick walls and you can't if you go to So if you go to any concert, look at where the mixing table's at. at all the show choir competitions I went to, even the one we hosted. Center of the stage, right at the bottom of our bleachers is where they sit. They're in the middle. They're not tucked away behind brick wall because you can't hear anything. So, if we're going to spend this kind of money on lighting and

032and we're going to redo it, I would like to make sure that we do it the right way, right? The lighting and the sound is right. But I'm telling you, if you guys haven't been in there, Janine, you were there. Mr. Brown, you were there. You heard it. >> And as hard as the the director's uh work and the kids students work, it was it was awful. >> Okay. >> So, just if you can look at that. >> Yeah. With your blessing, I'll be glad to look into audio, >> too. That just goes to show you how well our kids played that with the sound being awful, we still they still sound good. They sound they did great job, but as you can see, the engineering part of it was >> not very good. And

033it's not >> it's been going on for a while, but I just assumed at some point we were addressing some of that, but >> we just got to talk about how everything maybe moving some of the stuff and redesigning a little bit of an area and looking at all of it. That's it. I'll be sure to I'll be sure to look into that for you. >> Um, real quick on the on your high school project, you have 1.95 million as a contingency. So, so we're on the same page, the money that we're talking about spending for the lighting in the auditorium and the scoreboard and the main gym and then even the contingency is not extra spending. It's coming out of the money that we're not spending on the original project. Correct. Um well I

034kind of looped it all in together with what you will see the the one coming out of it. So at the end of this presentation um we still do have a surplus that we can put to the side and continue to manage uh additional capital projects that we can't identify as life safety. >> And more or less I was just saying that so people understand that we're not spending more money than we've already borrowed. It's coming out of our existing bonds that we sold. It's coming out of part of the contingency money. >> You are correct. Yes. We're not selling any additional uh the remaining adult uh alternative revenue bonds. >> Right. >> Uh just on that note, and I know you probably told me a hundred times about the $35 million that we approved

035for the al alternate alternative bonds and we used we sold 30 million. Were we ever going to go back and sell those 5 million or we lost the opportunity? No, we we haven't available available until next year. >> The opportunity is available. However, that would impact our operating expenses, which would then in turn impact our financial profile score. So, I think it'd be best, as Mr. Swallace said, not to sell any additional >> uh of the of the bonds and because that way we don't have to worry about it with a increase in our debt payment and that would then eat into our operating expense. But we got until next year to >> Yeah, I believe it's March of 2027 if we would like to. >> And I think the way it worked out with

036the financing that there was even >> Mr. Okisinski had mentioned that we could it was up to six or seven add like it was up a little bit more if we wanted to, but I think when we talked >> Okay. I think you shared that with Bill and I. >> Yes, I did, sir. >> That's what it was. Okay. >> Okay. So, uh, just a reminder of the revenue source for, um, the 2024 to 2026 short-term facility plan. Um, we still do have the bonds that were sold that we keep to help with the, um, uh, fund balance. This goes back prior to my time being here, but that number does continuously go up because we're able to earn um, non-t taxable interest on that. And then you as you can see this was our

037net proceeds the 28 million455283 from our two sales of alternative revenue bonds that we split into split into to avoid arbitrage. The remaining uh balance of those funds is $13 million. And every year we annually apply for the school maintenance project grant. Uh one year uh 2025 uh use that $50,000 for the work at CIT Elementary roof and then 2026 that's going to be used for the additional classrooms at the middle school. >> So we are we we are a recipient of that grant. you're saying already we >> um yeah we pretty much get it every year. Um >> we get it pretty much is by default. >> Well, I mean as long as you file, you know, as long as the work falls within the parameters and you meet the deadline. Um that's one

038thing that is has continued to fund. >> Okay. >> So, in conclusion here, um you guys can see the remaining contract balances at all the buildings in the district. Um, and then what we have here is a surplus of $7,375,000 when we close out this project. So, uh, the plan is to close this project out, and then we will go ahead and prioritize anything else, um, the district needs, meet with the capital project sump committee, and then balance that out, uh, along with the needs of the district. >> And, and that money can only be spent on specific things. It's not just it's got to be what was earmarked for, what we borrowed the bonds for, >> within the within the structure of the sale of the bonds, which was pretty general. Just so that

039people don't think that that's just we can do whatever we have to stay within the parameters of the bond. >> Yes, sir. Okay. All right. Well, thank you very much. Um, going back to the agenda, that actually knocks out items two and three unless we want to have any further discussions on the flooring at the middle school. Thank you. And the last agenda item is, forgive me, I got a lot of paperwork here, but I don't have a copy of the agenda. Um, >> yep. Uh, the we're getting to the point where we are approaching the 2025 levy calculations. Uh, I've been in touch with the Will County Clerk's Office and the district is does have the possibility to adjust the 2025 levy in the amount of $53,448. Uh, if we wish to abate that,

040uh, that's like a one-time relief to taxpayers that will not impact our levy amount going forward year after year. So, um, considering that we did receive $639,000 from the village of Mon, um, for the, uh, close out as a surplus for TIFF 3, just throwing it out, there's a possibility if you guys are interested in abating the levy adjustment. That's another item that we look to take action on March 16th because the levy calculation needs to be signed and returned to the county clerk's office by the beginning of April. Now, we've done that in the past. >> Yeah, we've done it for several years, but not last year. >> We didn't do it last year >> because of how things are pretty tight here. And as much as I would like to abate this to

041show our taxpayers that, you know, we we care about them as well, we kind of walking on thin ice on some things here. So, I would, me personally, I would recommend that we don't abate that 500, $600,000, whatever that is. That's me. I hear the rest of the board. >> For the novice of us that are in the room, can you give us the fifth grade explanation when we say, "Do we want to abate?" What does the question mean? >> Yeah. So, basically, um, you know, we have our annual levy that's primarily funded by all of our taxpayers within the district. Um the levy adjustment is uh allows the district to be made whole um based on the outcome. And I'm so glad I got Bill here. Uh I know you if I rely on

042John on this one, but um any property tax appeal boards that the district loses, the county allows you to make an adjustment to make up for those funds from people that have the means to appeal their property taxes. So, um, this is an annual process as, as President Brown stated, uh, we did not abate, uh, last year's levy, and like I said, it will not affect our levy going forward. It's not part of our base levy. It's just a one-time levy to make up for any losses that the district faced from property tax object object. >> I think it might average out to, I don't know, 20 bucks per family or something like that. I'm just throwing a number out there, but it's a very relatively small number, but any number is important. Any dollar

043the taxpayers could be relieved of is important, but I'm just looking holistically at the district and what we have seen forecast over the next couple years that I think it's best that we we hold on to that. That's me again. So, we can give it out, distribute it out equally to the taxpayers. I don't know if it's equally or more equitable or we hold on to it that four, five, $600,000 and we keep it for the expenditures because I don't think things is going to get better for us revenue-wise over the next couple years. I don't think so. I I don't see that happening. New construction, we don't have any tiff expiring. Uh we probably I don't know if we at the point that we aren't losing federal money right now. Are we at that
