Good evening to Dr. Coglin, to our board, to our staff, to our families uh at home and students at home uh watching us. Uh as we open up for the school calendar this year, I want to um make a few comments before we um start the presentation. Uh the holiday waiver does not
003remove any holidays um from the calendar. It is a planning option to avoid extending the school year into June uh because of emergency closures. The waiver was recommended by the district's calendar committee which includes representatives from classified and certified staff as well as building and district administrators. The committee's recommendation was based on staff feedback survey data collected during the calendar development process. Illinois law does not allow e-learning when all students do not have devices because prek to elementary school students next year will not take home Chromebooks daily during that 26 27 school year. Many emergency closures or some emergency closures might require adding days to the end of our calendar year. The waiver provides flexibility by allowing one of our designated non-attendance days to be used instead of extending the calendar. Tonight's purpose is to
004provide clarity, purpose, and discussion and there's not going to be any action taken. At the next board meeting, the board will have multiple options including approving, delaying, removing the waiver, or gathering additional public input. And so, we open up the hearing. Uh I do want to start off and say thank you very much to our calendar committee members who uh commit to this process each year. This year we held three meetings. Uh there are 15 members um as I stated from classified certified staff uh as well as building and district administrators. In the presentation, we always uh put in the articles from our CMEA agreement in terms of setting up um our committee and what our commitment to this work looks like. Our overview um this year is that when we have these discussions, some
005of the things that we talk about are the flexible days um not inven session uh during those five uh holidays and what those options could look like. I'll go more into detail on that. Um the feedback that we receive after each e-learning day, uh we send out a survey to staff and to families. And some of the things that they brought up is that, you know, we just like sometimes just to have a regular old school um snow day. Uh the parents talked to us about the number of school improvement days and they're called um also early dismissal days where students go home and staff continues to work. Um they uh ask for those numbers to be decreased. Um and then they ask for consistency with the days of the week. Uh we when we
006receive calls about that at district office uh we tell the parents it depends on what's happening with our program and this is about building our teachers capacity and our staff capacity with professional development and learning. Um and of course they understand that uh teachers on their contractual time need to have time to learn which is the reason why we had um the number of school improvement days that we had this past school year. Uh when I talked to or when we talked to those parents they were very understanding and again just ask for consistency as they try to provide child care. Um, and then like I said, we take those parent comments and staff comments into the uh committee's decision. Uh, we also talked about our efficiency plan across the district. We spend about $150,000
007repairing Chromebooks each year. Uh, and we took those uh parents concern about I think there's about a $300 charge uh for devices that are broken. We also surveyed our staff at the elementary level and asked did they take home did they send home homework on the Chromebooks and exceedingly that data said no. >> Um Wednesdays we did uh records day. We tried to to put those records day where teachers do their report card on Wednesdays. Uh and then we talked with uh teachers about uh you know if we're we're always constantly out on Wednesday and I see my kids specialists see my kids at 10 o'clock they're missing that class uh that number of times a year. So we developed uh with principles a AB schedule so that if you're consistently out on a Wednesday
008then you would see your afternoon kids some days some Wednesdays and vice versa. Uh we still as a unit district try to balance our trimesters and our quarters and semesters between going from prek to uh high school. Uh there were no needs to delay the start of next school year because of final um construction. But again, we take that into consideration. Uh working uh with the business department and buildings and grounds and making sure that none of our capital projects will spill over and uh we can start school on time. In this calendar, we also have our new higher orientation dates. Uh ELC creates once the calendar is approved, ELC creates their dates around that for the many parent events that they have. Uh the calendar shows that grades 1 through nine will start on
009August 17th. And then we trickle in and bring in our kindergarteners and our 10th through 12th graders. We do have professional development days and we will have banks enough days to have a full day without interruption in April. Uh we the high school has asked that we always consider stopping um the trimester by winter break. Um and that is because when students transfer in or out, it helps with the rest of the state. uh we balance out the amount of days that our uh IB program at the middle school uh needs and then as well as the middle school and high school always will put in their graduation dates so that families can start to plan that year in advance. Uh the dates that you see here are in blue are about the waiver and
010the flexibility that we're asking for on those dates right now on the calendar. Those dates are nonattendance days and they have to remain because of the state as nonattendance days unless this public hearing is held and a waiver is granted. So this public hearing will talk about the possibilities that we could use those days in case we are not able to have e-learning. Again, the purpose of the holiday waiver uh is to provide the district with flexibility in the event that we could not have an e-learning date. The state um says that those days can be used for institute conferencing staff development. That is not why Monique is Creek Monique is seeking those days. We are seeking it uh in case we are not able to have our traditional e-learning. uh the last two years
011I can't remember our November date uh right now off the top of my head uh but we were uh caught could have been caught without students having devices at home and should we had had to call that November date as a e-learning day all students are required to have devices and if they do not we cannot call an e-learning day and would have to add that to the end of the calendar and if memory serves me correct not this past year but the year before maybe two years before we got hit with that same um unexpected snowstorm October 31st. Uh so the proposed 2627 calendar would use the holiday waiver developed in collaboration with the district committee and representatives from our teachers, administrators, support staff, and district leadership. And what we would do is say
012instead of uh tacking on a day as of June 1st, uh if it is agreed upon um with some criteria that we would set up, uh we would say we would use the next available holiday uh you know within 30 days and the superintendent uh would uh be able to make that call. Without the waiver, we do not have that flexib flexibility and we would have to um again uh add those days to the end of the calendar year. Uh the committee met multiple times to review instruction operations, student impact considerations, and all of those things I talked about um on that first slide. Again, the flexibility ensures the district can maintain instructional time, emergency closures. Um, as in the past, all five holidays mentioned are currently and must remain on the Illinois school calendar
013and are currently non-attendance days. They would remain non-attendance days unless we needed to use them because of one of those emergency closures. We do have districts around us that have uh this waiver in place. You don't have to use all f five days. You can decide if you want to use one or none. Um so we followed the guidelines and laws that we are supposed to with the publication notice to both of our union memberships. Had it um published in the Daily Southtown. uh did the affidavit with the uh Chicago Tribune and then posted it on the website for this hearing. The proposed calendar uh is on the website and then the board of education has a uh copy of it uh which shows 180 teacher days, 176 student attendance days. All right. Any questions?

Um, and uh we're only we would only need to use that if we were only able u unable to have uh e-learning day. So, >> here's my struggle with this. There's seven board members. You had CMEA members, ACME members, administrators that are all employees of the district. >> Yes. >> So, I just I'm not understanding I think whatever the committee brings because they did all the work, we should go through this. I think there was rumblings earlier in an email that people are whether they're happy or unhappy with the calendar. I shouldn't all that be done and then the
015committee would come to us with a recommendation >> so that we would go because we're not doing any of the work and none of the seven of us are employees of this district. >> So whether we have 5 days off or 25 days or whatever it is it doesn't affect us. So, I'm just thinking that whatever emails or complaints, shouldn't they go to the committee and then the committee would come to us with a recommendation and we, you know, look at it for the week like, you know, we're getting in the committee the whole and then kind of vote on it. But we don't have any input on this, you know, regardless. And I'm not in education, so I have no idea. School calendar doesn't really mean anything to me because I work 12 months.
016So I guess that's my question is how do we how do they fix this and considering you know these employees did hard work on this. So how do we like are we moving forward or or do we have kind of a like some rumblings of questions? >> Well I would say I will say that this was unexpected for the committee and the public hearing was um already scheduled. So this is >> is there a deadline? >> The deadline with the state I mean we have some time. So one of the options that next week when the board is asked uh the options that you have are to um approve the waiver to approve the calendar without the waiver. approve both the calendar and the waiver or table it and have a another public hearing which
017would allow us we could go back and get additional input >> and listen to the input or the >> the questions that other that employees have because as long as we're not on a time frame >> if we're not on a time frame why rush through something we have zero input on right I mean I don't know if you guys agree with that and and then let the committee figure it out, listen to whatever it is and make their decision and then I think they should come and present it to us and then we can then vote from there. Right. I still don't understand why we vote on it since we're not employees, but maybe it's an ISV thing. >> It is an ISV thing. The board is required. >> I mean, you've got you've

So this year we do have less days, but that is based on the training that is needed for the teachers because we were building a new framework around our standardsbased grading. we needed more time in the calendar for training for our elementary staff uh because they we spent the year training them. Uh we did not need as many days and as parents called um asking questions over the year. Uh we explained that to them and and we did not have any parents said that they understood. Uh and so as we talked back to those same families um and and gave them this calendar uh they were just they just said thank you and again
022thank you for being consistent as much as possible with those days. So but yes we did achieve having less days but it's because of the training that's needed. So when you say that are you saying if there was no training we would have still had the same amount of early dismissal days or in lie of I'm not sure if I'm following >> it it really depends it depends on the training that is needed for the staff uh the school improvement days are needed um certainly since we have uh schools in designation we want to give time for those teams to meet collaboratively um and give them that time to uh build their school improvement plans. >> Okay. 025the school calendar to eliminate five holidays and the number of early dismissal days for the 2026 2027 school calendar. As a parent and someone whose job schedule runs parallel to the school calendar, I rely on those holidays for appointments for my child, family time spent together that won't fit into a regular weekend, or even just a brief mental reset for my student and myself. Speaking with several teachers, I have learned also that they rely on these days for those same reasons. This school year, we have 23 early dismissal days. That's almost 13% of total required attendance days. These days are hard for families and their students, including those parents employed in the district. The days are inconsistent, making child care difficult. Instruction comes to a halt as middle school and high school either have abbreviated
026periods or no classroom instruction at all and are replaced with assemblies. I urge the school board to find other ways to fulfill their objectives proposed by this calendar change while meeting the goals of staff retention and staff well-being along with student attendance. I know that my childrens will be absent every year on these days so we can reflect and honor our history. And the next one is from Awana Castello regarding public comments to whom it may concern. I am writing to notify the Creek Monol School District 2011U board of education that I am against the proposed school calendar holiday waiver to hold school on the dates listed below up below. District 201 has
028many students from different ethnicities that celebrate these special days. Same for students who have family members that have served in the military and deserve to be honored. Teachers Institute, parent teachers conference or staff development meetings should be scheduled on other days that don't fall on a holiday listed below. Thank you, Wana Castello. Calendar days listed below is January the birthday of Dr. Martin Luther King Jr. February 12th the birthday of President Abraham Lincoln. Cashmir Palaski birthday October Columbus Day November 11 Veterans Day. The last public comment regarding this issue is from a Jennifer Smith. Dear 2011U board members, as a teacher and parent of 2011U, I do not agree with the proposed school calendar holiday waiver. These holidays exist to honor individuals and groups who contributions and sacrifice turning them into regular school or work
029days while offering vague institutional recognition undermines the purpose of these observance and reduce them to a scheduling convenience. I also want to be honest about this impact on educators. Three-day weekends tied to these holidays are important opportunities for rest, reflection, and preventing burnout in a profession that is already stretched in. Many staff also rely on these days to schedule medical appointments, family responsibilities, and other obligations that are difficult to manage during the regular work week. Removing these days off negatively affect staff morale and well-being which ultimately impacts students. Additionally, we have not given clear information about how the change would affect the overall school calendar with this result in fewer earlier dismissal days, fewer planning opportunities or other changes later in the year. Without transparency about the trade-off, it is difficult for staff and families
030to fully understand or support this proposal. Finally, I am concerned about the lack of meaningful outreach regarding this proposal. The notice appeared to have been posted only on the district website with no clear effort to directly inform or engage teachers, families, or other stakeholders. For an issue that affects our shared values, our school calendar, and our working conditions, this minimal level of notification does not reflect a genuine comm commitment to meaningful community input. Uh, here to just briefly discuss a procedural item that we're going to have to undertake annually now that we have uh sold alternative revenue bonds. Uh, part of the stipulation of selling those alternative revenue bonds is we're going to have to pass two resolutions. one for uh the bonds that were issued in 2024 and 2025 on an annual basis. We do this to abate um any funds that would be levied to the taxpayers for the bond and interest portion of the levy. This is simply a security measure that's in place by the purchasers of the bonds. Um, this is what we've intended to do all along. And just to
039reiterate to the public that we will be paying those bond payments from proceeds that we got that are levied in the education fund and those additional revenues came from TIFF 5 in University Park and the soontobe uh realized TIFF 3 and Mon. So I just want to take the time to speak to you guys about it. see if you have any questions because this is the first of what will be an annual process as long as the bonds are in place.
