Whenever I to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Our mission statement is
to engage and empower our students to positively impact their community and future. >> Thank you both. Do we have any elect uh electronic submitted public comments or any written >> in your folder? >> One in my folder >> here. Here I see it. >> Oh, this one. Oh, sorry. >> Oh, sorry. This is the Oh, >> all right. All right. We have a public comment from John Pachuda. John Puda August 11, 2025. And it reads as such. Was the TIFF money acquired from UP and Mooney enough to cover the sports complex project? That's a question. Was the project within budget? Another question. Was any money used from the alternative bond that was currently issued for the sports complex? How much when the public notice was published? Which outlets were supplied with the notice? Has the
board been discussing another alternative bond for this year? Same publication as last year. Was the tiff money from UP and Mon from prior years or is it future money? In other words, was the money already taken in or is the tiff money yet to be acquired. Okay, that's it. >> All right, we want to >> I have a I have a question. This uh John person. Have you ever been to a board meeting? Cuz this is the second time, please. >> I don't believe so. >> You don't believe so? >> Actually, I did things out of order on that. Sorry for public comments. I apologize. So, open public hearing on the 2025 2026 budget by our business director, Mr. Brian Johnson. Do you need a motion to open the hearing? >> Do I need to
take a real call? Okay. All right. Can I have a motion? Moved >> for those reasons stated earlier. >> We got a move by Bill and moved by Bill and second by Janine. >> Any questions or comments? >> Roll call, please. Madam Secretary, >> Miss Venegas, >> hi. >> Mr. Sales, >> hi. >> Dr. Hall, >> I >> Miss Wolf, >> I sucker says an I. >> By phone, Mr. Gagos, >> I. >> Mr. Brown, >> I motion carried. Now it's on you, right? Good evening everyone. My name is Brian Johnson, director of finance for the school district. This is the 2025 2026 um bu budget presentation. This is substantially the same as the presentation that we had at the preliminary budget last month. And again would just ask to please hold any questions and
comments until the end. As an introduction, the annual budget sets the plan for accomplishing the financial goals of the district. The board of education may from time to time amend the budget, which is the same procedure as the original adoption. We need to post notice of the hearing for public inspection prior to the budget hearing. We posted in the tribune in early August. We need to adopt the budget at a public hearing held after the budget hearing which will be voted upon next week. Post the budget to the district website once finalized and submit the approved budget electronically to ISBY within 30 days of adoption. Some definitions are sources of revenue, property taxes, state revenue, federal revenue, and other revenue. Our majority of our funds are through property tax through our levy, which happens in
December. State and federal revenue is our evidence-based funding and grants. And then other revenue are just things that aren't categorized anywhere else, such as donations or refunds. Expenditures. Our main expenditures are salaries and benefits. Next is purchase services, which is just any amounts paid for services rendered where goods are not provided. Supplies and materials are purchases for physical items individually priced at $500 or less. Capital outlays are large capital projects for buildings and facilities. Non-c capital equipment is for physical items purchased that are between $500 and $5,000. So, we do need to separate those out, but those are not items that need to be depreciated. Termination benefits are limited expenses that we may pay out for terminated employees. And then other objects are just other goods and services that don't fall into any of the
other categories. Our tax levy is the amount the district needs from property taxes to fund our annual expenses. We request the levy in December. The tax extension is the process the county clerk goes through to give us the tax revenues we are allowed. And as of June 30th, our debt limit, the long-term debt was at just under $153 million with an outstanding bond principle of $148 million. This is a similar slide from our preliminary budget. The yellow column is our tenative revenue and expenditures for all funds throughout the district. You will see a large deficit there of almost $22 million. This is covered by bonds that we've sold previously, which is to be expected, but just a reminder to everyone that we do have funds in the bank to cover that deficit. Next is our
operating funds. Again, this is fairly similar to what was presented in August. There was a slight improvement in the projected deficit. Um, we received a more favorable CPPRT estimate which helped bridge the gap a little bit, but then we did have some more accurate estimates for utilities and things for building and grounds. So it didn't as prove improve as much as we originally hoped with that PPRT estimate increase. Next is just um how we ended our fund balance at June 30th. Again, the orange line in the middle is our 180 days cash on hand goal. And then the gray line halfway down from that is our 90 days cash on hand requirement that meets our board policy. Next, we'll touch on um the business and operation department goals for the 2526 fiscal year. Our main
goal is always to complete our audit by October 15th. We're on pace to do that. Everything's pretty well wrapped up. Same as the last several years. No major issues or anything, just routine. Our auditors have been great to work with and they've helped us clean some things up. So, we should be even better than audits in the past. Next is to build the staff planning module in cumulative. This will just help us project staff needs, salaries, and benefits to help us improve with our budgeting and forecasting and as well as help with our ongoing efficiency planning. As always, operate within the adopted budget financial parameters and then our ongoing facility and cap capital projects just to continue to oversee the completion of the short-term facility plan. through 2026 and help set us up to address
future capital needs. And with that, I'm happy to open it up for any questions you may have. >> One question I had just I know that we're in the 2526 school year. How is the transportation payments are they up to are they on pace? Just wondering. Uh traditionally those payments the categorical come in uh September, December, March and June. So uh we haven't seen it hit frizz yet. We did uh complete and submit the uh transportation reimbursement requirement by August 15th. So that was submitted in time. Um I actually looked off today and I haven't seen anything uh submitted or processed by the controller yet. >> Okay. I have a couple questions here. Brian, you mentioned about cash on hand six months. You mentioned that being a board policy. I don't think that's a board
policy. >> 90 90 days cash on hand is the board policy. >> Yeah, >> that's in the board policy. >> Correct. >> Yeah. >> Can you send me that board policy? >> Sure. The 180 days cash on hand is the goal for the financial profile score metrics. >> That is that's factual. >> Yes. >> But I thought the policy we had for the board regarding the state profile is maintaining 25% o overall budget um compared to I think it's either revenues or expenditures. is kind it's just the opposite of the state profile. I think we have that in our policy. I wasn't aware that we had 180 days. We wanted that and that's that's >> the gray 25% is our board policy. >> Right. We're our goal is to do the orange. >> Okay. I've
been looking at the colors. What is the orange here? Is that the >> orange is 180 days. >> That's what I'm saying. >> That's our goal. >> I thought he said it was a policy. >> No, the policy >> board policy is the gray line. The financial Is that how you stated it? >> Correct. >> Okay. My fault because I heard 180 and then I heard board policy. So >> the orange line is the 180day cash on hand for the financial profile score. >> Yes. >> The gray line is the 90day cash on hand board policy metric. >> Thank you for the clarification. And the other question I had was and it's very simple. I'm sure. Looking me right in the face. Let me turn to it here. Is regarding the outstanding debt we had
of a of bonds 152 million. This the third page here. The debt the debt limit. >> Yes. >> You said as of June 30th, 2025, the district long-term debt liability is 152 million some odd dollars. >> Correct. >> With an outstanding bond principle of 148 million. So the delta or the difference between those two is that the interest we're paying. >> Correct. And that's all. So we borrow, let's say we borrowed 148 million and we are to pay back $153 million, just five $5 million more. This gets a little complicated where I think it's based on time value of money calculations where the real dollars that we will pay out might be different but they use financial calculations to bring it back to current dollars for that liability. >> Okay. Um I'd like to seek
a little bit more clarification. If you borrow for your home, for example, $100 million or $100,000, you expect to pay probably over 30 years amortization, probably at least 250 million or 250,000. So, I would expect at least at least double paying back with interest. And I think all of this debt is over 20 years. Is that fair to say? 20 years amortization. >> I mean, the schedule varies. is based on >> it varies on the bonds come due and call things >> didn't we refin and I thought we refinance some of the bonds to get a better rate >> I don't know if we >> at some point in the last three years >> oh and one other thing I'm glad you brought that up when you say refinancing do we have any capital appreciation
bonds you don't have to answer that now >> we we do and we've met with PMA we can look to refund I believe there are two different bonds that starting in October we could do that and they've been keeping an eye on it and it's just the rates aren't favorable enough yet to make that worth pursuing at this point. >> Okay, those were callable bonds, >> correct? >> Okay, which we have at least go at least 10 years before we can call it to get a lower interest rate. Okay. So, yeah, I just that just kind of struck me is we borrowed 150 148 million and we only paying back the principal 148 million in addition to interest which is 5 million for a total of four or five million here for a total of
01615. I said that's a good deal. That really is a good deal. So, if you can bring the board a little bit more clarification, real dollars, what we actually paying back >> predicated on what we borrowed. >> I pulled that from what PMA responded to an audit request for, so I can pass that along. Definitely. >> Okay, I appreciate it. That's all the questions I had. Anybody else? Any more questions? Questions? >> All right. Thank you, Brian. >> Thank you. >> Appreciate it. So, do we have any public comments based on the budget? >> Do we we need the motion to close this? >> Okay. Thank you, Madam Secretary. Can I have a motion to close out the open public hearing on the 2025 2026 budget? >> Moved. Moved by Bill. >> Second by Jamie.
Any questions or comments? If not, roll call, please. Madam Secretary, >> Mr. Swalish. >> Hi. >> Miss Venegas. >> I miss Wilfo. >> I >> Dr. Hall. >> I says an I by phone. Mr. Gagos. >> I. >> Mr. Brown. >> I. Motion carried. I don't know if I need a motion for the public comments. I don't think so. Just public comments. >> H that was it. >> Well, no, that was this one I read was public comments, but this is public comments regarding the budget only. >> You asked before we before we closed it. >> Okay. So, they go hand in hand. So, we close it. All right. A lot of strange things happening on this one here. All right, we got public comments. Do we have any board updates? >> Um, yeah. I
just wanted to say I went to I went to the uh PTO meeting at the at the middle school. Um, I want to go to some of the others. Um, it was quite interesting to sit there and listen and learn. Um, I I won't I don't have any judgment. I just wanted to update you all and say that it was interesting to see what's going on, some of the activities that they have going. Um, I plan on going to others just to check it out and support and see and hear what they have, what type of things they're trying to do for our children. Um, gone to the football games. Um, the last the first two away games, they were not what we wanted. the result we wanted, but uh I know coach will get
it or pull it together. He always does. Um and and went out to a couple of um just checking them out. Um they they'll be together. They'll be all right. Um they got good relationships with each other. And I think that's it. Yeah, that's about it. >> Okay. Was that the PT? >> PTO. PTO. >> PTO. Okay. PTO. Okay. >> Yes. >> Uh >> M I heard we had PTO's for all of our schools except Talala. Is that still the case? >> Actually, we have them for all schools. >> Oh, wow. Great. Excellent. Great. >> Now, I didn't see any teachers on the PTO. Um I saw >> you said, right? >> I hope that they're able to start to get teachers at least at the middle school. I didn't see it. That doesn't mean
they're not on. They just I just don't didn't see them that night. So, I mean >> Okay. So, overall at the middle school, you got a pretty good feel of >> I did. >> Okay. There was there were some >> there were some challenges there. >> There there are there are some still I didn't want to bring that up right now. >> Just wasn't a >> Okay. We have opportunities to excel. >> There's opportunities. There's opportunities. I would say that there's opportunities. >> Excellent. >> All right. Good. What you can >> Yeah, I was going to say if you guys read the FYI, you see that the we have a girls flag football and they won their first game which is amazing. >> Was that here? >> Yeah. >> Yes, we do have a girl.
They beat Yes. >> Where did they play at? Where did they physically play at? >> Where? >> They played away, right? >> Yeah. >> Oh, it was This is a W away game. >> Yeah, but it's brand new. It's >> new sport, which is great. It's really t taking off in the state. They've already had a couple years with the state championships and it's it's taken off. So, it's good that we have that for our girls. >> Oh, wow. >> Great. >> Okay. Good news. Thank you, Dr. Hall and Bill, for sharing that. And we did a couple of us made it to Well, a couple things going on. Was the University Park after >> the Mon parade? >> Okay. Was that was the university park after our last meeting? >> It was. It was
after. Okay. So, we got we got a double de parade. Okay. >> Okay. Would you like to share something on that? The parade. >> Uh yes. I'll give you the district as well as many of our board members participated in the uh University Park parade. We handed out all of our candy this year. So, it was wellreceived. We had a beautiful day. wasn't well it was a little hot for uh University Parks Day and then we this this last weekend we participated in the Mooney parade and it was again beautiful day passed out all of our candy and it was really well attended. Uh they did both did a beautiful job in organizing that. >> Thank you and thank you all who was able to make it out. >> I was I was kind of
confused on the Monique thing. That's why I sent you like what wear shirts for what cuz you said where I didn't know what she was and it was >> at that point it was too late. I was already planned out and I felt bad cuz I was like man I should have Yeah. >> Well, I can say both events the board we was in we was in sync with one another with our shirts. So, thank you. >> Appreciate it. Good event. All right. Administrative updates. >> All right. I want to start off with >> Hold on. Hold on. Oh, >> I'm sorry. I I have a uh a comment. Uh I uh because of my employment, I am unfortunately not able to be there in person, but uh I am here uh on the phone.
Uh and I just wanted to remind everyone that if uh you're speaking without a microphone, it's really hard to hear you. Um, so if any if everyone could uh make sure that you have your microphones on and um so I can be a part of the meeting as well. That would be great. >> We will make sure of that. Um and if you can't hear anything, please just speak up and we'll ask people to repeat it. Everyone does have their microphones on. >> Yeah. >> Okay. Awesome. Thank you. >> Yeah. And and probably next time around, Don, we're gonna ask if you can tighten it up a little bit. Maybe put speakers on each side. You capture that, Don? >> I'm sorry, sir. >> Okay. So, we may >> caution with turning them all on
at the same time. That's when I try to fight for feedback. >> Okay. But we may want to look to get speakers on that's how we do it at work with conferences and all that. Okay. Can do we do that? Do we have an ability? We can talk offline. adjusting these, but it's going to invite more feedback into the system. >> Okay. We'll talk offline, though. >> Yeah. >> All right. Thank you, sir. All right. Thank you, Alex. Uh, we do the best we could with what we have here in front of us. >> So, I can go on to a good news report if that's all right, sir. >> Yes. >> All right. I have three of my administrators here this evening, and we have lots of good news to share. Um, first, I
have uh Mr. Kcki. So, I'm going to invite you to come up. Um, I don't know if some of you had a chance to see the email that I sent out, but we do have our first game coming up this Friday, and it is also our ribbon cutting ceremony. >> First home game for Well, yes. Excuse me. Yes. You said we had two first home game. Yes. >> Okay. >> This is the big day. >> So, I expect a tremendous big score in our favor to offset those two losses, I guess. Okay. >> Yeah. So, he's he's going to share a little bit with you, but I also will need to find out for sure who is going to be able to come and you can just tell me later because we have to keep
a tight schedule and we do have photographs and so forth. So, just make sure I hear from everybody at the end of the meeting uh what your plans are. So, Mr. Kcki, I'm going to let you go through that and you can also share their their little gifts that they have in their gift bags. Good evening. Thanks for having me out. Uh I don't normally need one of these, but I'll make sure that I'll speak into it. So, Mr. Gos can hear us. Thank you very much for having us here. Mr. Schwal, you stole a little bit of my uh my thunder. In front of Dr. Coglin is the signed game ball from the inaugural win against Bremen High School from the young ladies on the team. So, we wanted to bring that in. That'll
obviously dis be displayed in in her office. Uh, just if I could very quickly, that's since 2022, that's the seventh adding uh girls flag football is the seventh uh sport that we've added at the middle school and the high school since 2022. Uh, including esports, boys volleyball, girls softball, boys baseball, boys and girls soccer, and then, you know, um, if you also count the, you know, we had girls wrestling as well. Uh, you know, that would be our, you know, our eighth sport. Uh, so we, you know, we'll continue to work to to add And to Dr. Hall's comment, girls flag football is the fastest growing sport in the United States. It'll be in the Olympics in this next iteration. Uh you know, and I, you know, not many of you know this, but prior
to in in addition while I was I coached two, uh women's uh tackle football teams, two, uh gold medal me medals as the head coach of the US national team. So I've been involved with women football for quite some time. So we're very excited to have that in place and we're looking forward to uh amazing things out of that particular group. If you guys, the board members, I brought some gifts for you today. Now, you don't have to wear them. If in the bags there are jerseys, baseball jerseys that as well as I gave everybody a faximile, the other bag, Dr. Hall, the gray bag, there's a gray bag there. Those are all So, those are for you guys. And then in addition to that, there's a copy of the uh coin that will be
tossed. Dr. Car will be doing the coin toss. So everybody has a copy of that in their in their uh bag as well. U so have that as a momentto for an amazing day. Saying that um Mr. Brown, I appreciate your question about multiple touchdowns. I'm going to let you know that I'm presently an open uh as an open forum. So we're looking forward to a wonderful athletic contest. And if and when there are touchdowns that take place, please know that the lights will dance. So if you have had an opportunity, do check out our social media channels. We've been working uh diligently to ensure that all the facets of the sports complex are operational and we're looking forward to a fantastic game. So uh on the 12th we will be opening the uh stadium
with Dr. Cognes and Mr. Brown and members of the board of education. At 6:00 we'll be doing a ribbon cutting set uh ceremony that takes place at the 50ard line. Uh after that we will then uh pivot into our senior night uh from 6:15 to 6:40 and then we will then start to our warm up at 6:40 p.m. At 6:15 p.m. uh not to get super specific, but this is super specific. Uh Dr. Conway needs to be meeting us out there to do the coin tosses, our honorary representative to uh start that off and then obviously we'll continue on with the band. Uh starting it off and then at 7 p.m. the they will kick off. So we're obviously very very excited. If you haven't had the opportunity to be out there, it's amazing. for
somebody who's been in the district for a very long time, I had the opportunity is uh to see it on paper uh to be part of the planning in some capacity and to see where we're at right now is just really really fantastic and it's definitely uh representative of the level of program programmings that we have and it's a wonderful opportunity for all of our student athletes and the entire school district and our school community to participate in. We're really looking forward to it. Any questions from the board? All right. >> What's the most points you put up coaching women's >> football? 107 points. >> German national. >> Okay. You think he could beat that? >> Ah, you know what? I'll be I'll be pleased with half of that. Okay. 107. They scored first in
their in my defense. >> Oh, no mercy, huh? if it was >> and the Germans. >> Quick question. Does it cost to attend our football games if you're not a student? >> It does. >> $5. Okay. >> And we've been we've been pushing out that information. Thank you. That's a great question. We've been pushing out that information via social media. Uh we'll continue that. It's $5 >> and for board members, it's $10. >> Just want to let you know. Don't be surprised. >> It's a wonderful question. And students are free as long as they have a student ID. Yes. Or Okay. >> So, uh, so we'll come through the students come through the the home entrance. There's a separate entrance for students. Separate entrance foreneral >> nice >> public general population >> and concession stands
will be open too. >> Concession stands will be open. Oh, this is >> Yeah, it's going to be fantastic. And there'll be a spot press box for many of the members in in uh this room to partake part of the game. And it's really going to be an amazing experience. And if you haven't had the opportunity to go out there, like I said before, it's >> and that's parking for like is there parking for like administrators? >> Yes. So the parking for uh and I can send this all out to everybody. Parking for there'll be parking that's what we grade six high school lots as well. >> And that is in my update. I sent a little bit. I think you did send it seems like I've seen that before unless I've seen it on
social media >> and then you can ask me questions >> as it gets closer. >> There was a separate email I think you just sent. >> It was a special >> I thought I saw it. >> They had to list the time of every >> I do have to say this. Thank you for everybody's supporting here. Thank you for you know working with us and you know it's just one of amazing and I I had a lot of words this afternoon. I'll I'll I'll stop about you know for somebody it was uh there's this uh the word excited isn't the word exuberant I think it was the word that we used uh and it you know it made some people a little miskey when they saw that field for the very first time some amazing
things >> thank you for the update >> Mr. Uh, Kcki, Coach Kcki, I've always been a fan of yours and and did you Oh, I I might have a football that I want your autograph. >> Stand by. >> I appreciate. >> Wait, you got you have he has three more wins to reach what? >> Uh, so yeah, Presley had three more wins to win uh to to be at 100 wins uh my career. So, wow. and you will be inducted into the Creepomly Warriors Hall of Fame. Right. Right, Lamont. >> You know, so I Yeah. Well, that's Thank you very much. I appreciate that. >> Okay. So, let's get those Let's get those wins. I know guaranteed without any shadow of a doubt that that will happen this year. >> Thank you. >> All right.
As we move on, Mr. Hollyfield and Miss Chester, can you join me up front, please? So, I invited you both up at the same time. >> So, we are really excited to um receive these recognitions for both individuals and your staff. Um the first one we'll talk about this goes to the high school. So Creekmon High School has been recognized with a high national ranking in the US News and World Report of the best high schools list for the 2025 2026 school year. The ranking was released on August 19th and it placed Cremon High School among the top 40% nationwide earning this great distinction. The high school ranked 143rd out of 3,921st nationally. This is based on state required test graduation rates and college readiness. So, can we please just give them a round of
applause? >> And Mr. Hollfield, I'm going to come around and present uh the the school with this uh special plaque that we would like you to hang in the high school. >> Yes. by yourself. >> Come on up. >> Yes. >> Thank you for being here tonight. Keep Miss Chesta company up there. So, our ELC program, as you know, our little ones, uh, it's interesting. We got the book ends in the district, right? You know, starting and then finishing. So, that tells you much about our programming here, but anyway, I know we have been working in partnership and Mr. Brown, I know you've been a champion of the ELC program all along. Um, the Illinois State Board of Education has also recognized the ELC program with the Gold Circle and Quality Award. The award is
based on the most recent monitoring results focused on high standards around instructional excellence, family services, staff qualification, professional development, and program administration. Can we give them a hand as well? >> Yes. >> And I'm going to present with you this certificate because your plaque's not in yet. Wow, great job. >> Wow. >> Anyway, yeah, thank you for being here tonight. Uh, and like I said, put those up and share them with your staffs, please. >> Wow. Excellent. Excellent. H >> how amazing. From early learning center to high school, >> I was just getting ready to that. You you can't ask for anything more. >> That's great. >> And that's the whole you know when I got opportunity if you don't mind just continue saying a few words. >> Yeah. If you don't don't you leave.
Hold on. Okay. Don't you hold on hold your horses. This this comment is for all of you guys here. Just a comment. That's all. Hold tight here. This give accolades here. So I I was so honored to be part of the ear early learning initiative this past year and a half or so and everything just came to fruition. I saw how the three and four year old teachers was working with the kindergarten teachers and Bill just alluded to just what an honor it is to see the inception of our kids coming into the district to our kids leaving our high school. How we got recognized on both sides of the fence here. That does my heart well. Lord, you can take me home now. >> Don't say that. So, great job. Great job. I am
so honored. Board members even the first couple years and the final four years, how >> I just want to also notice, have you noticed what we we're celebrating tonight? We're we started off celebrating our stadium and all the athletics that we have always had good programs here, but it's about the academics, right? >> From beginning to end, our academics are strong. And I think this attests to the all the fine work that we do in this district from every part of raising holistic children uh for doing good stuff. So I just wanted to make that that point. >> Yes. I mean this uh >> if anybody I I I don't like fighting but I'll fight someone they talk about our school district. Okay. >> It's out outstanding work. Outstanding work by by the directors. >>
Hard work. Yeah. all the way from you being our leader in the district all the way down your your your team your cabinet all the way down principles the teachers >> PTO's [Laughter] >> even though a few teachers didn't show up but that's >> I thank you all for all you do >> thanks for coming out tonight guys >> it is awesome >> now you can go yeah >> do you have food at your do you have food at your meetings I don't >> you do. Okay. Oh, I'm there. >> Tremendous job. Tremendous job. >> Wow. That's that's that's a hit. We got some rock stars in this district. >> Yes. >> And some more fun things on my list. Uh >> oh, we can't take it. >> Press plus. Um I worked with Jamie
on this as part of our secretary. Uh part of Press Plus um 119. Um, and you can see through in your board packet, every single one of these press pluses is um specifically just um dates, footnotes, legal updates, and so forth. So, there was really nothing to to share um that was unique on this. So, I just wanted to make note of that. Um, and for the next item would be the um administrative procedure exhibits. So in our last press that we did earlier uh we um worked on one of our press policies now but we also add what we call an exhibit. Now what exhibits are are the actually the forms that our staff fills out and to support that. So we have created forms for um administrators to use on if a student
is we have to fill out the forms and we have to submit that to the state. So basically what you're approving tonight is just the forms that we've used. So that is all I have for that. Okay. >> All right. Thank you. Thank you uh Dr. Klinise for your report out. Even though you didn't have a captured it says good news. That was good news. Okay. >> Great. All right. Okay. So, next up we have is under administrative updates is business and that is for the discussion on updated short-term facility plan. >> Okay. Uh good evening President Brown other distinguished members of the board of education. Dr. Koganise. Uh thank you for allowing me to present an update on our short-term facility plan. Uh facility plan B. Uh most recently, uh this plan was presented
in April of 2025. Hold on. I think Don's working through a couple technical difficulties here. I think we got the screen behind him also. Don, I don't know if that impacts your broadcasting. Thank you so much, sir. Um so, uh as we move uh forward with our capital projects, uh felt it was a good time to give you an update. got some good news to share with you here also so we can keep the momentum going from the evening. Um what we have here is a slide that you guys have all seen before. This is a breakdown of capital projects per building per summer time frame. Um kind of go with the the fiscal years here. So, uh, we currently have just one project, uh, yeah, one project, uh, from summer 2024 that is still
outstanding. That's the work that was done at the ELC in Talala. We're still working with uh, architect and the general contractor to finish out those final items. I anticipate that being done at some point soon. Correct, Mr. McLean? >> Yeah. Okay. Thank you so much. And then as we move down here to the summer of 2025, three projects that we focused on this year was finishing the Creek Elementary roof replacement. Um and also we began the demolition work and the construction of the small group rooms at the middle school. And then obviously as Mr. Kcki alluded to, uh working on the sports plex on the CHS campus. So what you guys will see there is the original uh costs of those projects and the remaining capital balances as we paid on them throughout the year
and as those projects have progressed. Um for the 2526 school year, we're going to continue to work on the middle school projects which in middle school project, I'm sorry, which includes an additional seven classrooms, the four small work rooms that we uh discussed and two additional teacher workspaces that will be completed in the rotunda. Uh in addition to that, we are exploring replacing some of the rooftop units in the middle school and I'll speak to that a little bit later. And also what we've added to the high school that we're looking to possibly get done this year is uh the district through the work of Mr. Bernaki my Mrs. Bernaki I'm sorry and the FFA club and curriculum. She was awarded a $50,000 grant uh through Isby. Correct. Mrs. Bernaki >> through state legislation. So
um she did a great job procuring those funds, planning out how to spend them. Um, she was awarded $50,000. I think she spent or has uh 49,999 of those dollars earmarked for the FFA program. >> Way to go. >> Now, the one thing that will come with that is in order to uh make her dreams come true, which is a wash pack building for her FFA program. Correct. We do have some capital needs that uh need to make that building a reality and I'll speak to those a little bit later. But this is just a slide that you guys have seen before. Nothing new and I'll get to the middle school and the high school uh just to dive a little bit deeper into those projects. Um we have the breakdown per elementary school and
also the Ernie Learning Center. Um the only school on here that had any work as we as I previously stated was Cree Elementary. I'm happy to say that we concluded that project on time. There was no disruption to staff returning um or uh students returning. So, I'd like to thank Mr. Mlan for uh working that out. He was really hands-on with that project uh while I was focused on the sports blocks. He was actually for focused on the sports plex as well, but he played a lot of uh paid a lot of attention to the Creek Elementary roofing project and uh as far as our concern, that's gone very well. will be meeting soon to wrap that out and do a final walkthrough on that in probably the coming weeks. Correct. >> Okay. Uh next
slide here is just a repetitive slide. It's as I said nothing was done at Mooney Elementary or Talala. You can see the work that was done in the summer of 2024 and should had something for 2025 in oh no 2024. My apologies. The years all just blend together when you start doing these capital projects. I'm really having a hard time uh knowing when when what happened, but um I know we got it done. So um so here this is the slide for the middle school. I I've taken some time and I've built this out a little bit. Um we have at the top, as I mentioned, I am currently working with uh Bar Construction and architect mechanical uh engineers to take a look at the rooftop units in the middle school. Um, I believe the
rooftops in the front portion of the school, Keith, are all the original ones. Correct. Uh, our HVAC team is is there all the time. And they tell Jason, we we're doing everything we can to get these together. So, um, I've earmarked, uh, $2 million that's always been in this presentation. That's a dollar amount that's always been there. Whenever I get final, I mean, updated pricing for that, I will update the presentation and present again. But, uh, Mr. Wallace joined us for a meeting for the design meeting at the middle school. At that point, we were about 50% done with the design. We actually uh had a meeting a couple weeks ago. We're about 90% done with the design. And I'm proud to announce that due to the timing of the project, since we're not doing
it as a SummerSlam project, um, and we're getting started earlier, going through TIPS cooperative to get pricing, the pricing came in favorable for the district, uh, to the tune of, uh, just around $213,000 in savings. Okay, so I updated those numbers um, for the exterior. Those are the two classrooms we're putting on the exterior. Also, I updated the numbers for the interior. Um, those are accurate numbers for the small group and teacher work areas and the amphitheater demolition. What wasn't previously on the slide was an estimate for the seven classrooms uh that we need to put furniture in. So, out of the 213,000 was able to account for the classroom furniture still leaving us with some money that we can go ahead and still have in the coffers for any additional capital projects that we
look to do in the future throughout the district. Um, we do have a design fee which is a new line item, but previously that was also included in the uh the addition work. So, I just spelled that out now that I got that detailed. And we do have a 10% contingency in there for that project. So, overall, it's coming in uh and costwise favorable. I am proud to say that, you know, working with Bear Construction, they did the project for us in the stadium building. It's uh going to close finish on time. Very minimal change orders. It's been a pleasure working with them on that project. So I'm really excited to work with them on the middle school as well. Um as far as the high school goes, nothing's really changed on this presentation except
for the column here for summer of 2026. And I'm actually hoping to break ground on that and get started a little bit earlier, not wait till the summer. But the line item you see right there is for $315,44. Those are the capital needs that uh Bear Construction came out and gave us an estimate on to provide uh concrete insulation, plumbing, HVAC, electrical, earthwork, landscaping, and provide site utilities to that pad in that location. And what we're looking at is we're placing looking to place the wash pack building behind the high school uh near Miss Bernaki's uh community garden or not community garden technically. >> Food plot. I'll go with your uh terms because it sounds more technical. Uh in the vicinity of that. So the students will be able to harvest from the food plot
and then take that uh material into the washing pack building and prepare it for possible use in our cafeterias distribution things along those lines and add another level of uh application to the students that are working in that wonderful program. So that was the addition for the high school. >> Can you go back? I just want to uh there's a phrase here contingency for stabilization. What is that? >> Oh, that was due to the um the state of the parking lot at the high school. It's always been in there. You remember how bad the asphalt was in the in in the parking lot >> there. Um so we did have a contingency in there for stabilization. We did use a majority of that contingency for stabilization. I think the one area that wasn't um too
bad was when we did the circle, the front circle we did that. So the east side and the west side of the lot, the south side of the lot were in some pretty bad shape, which we anticipated given the condition it was in uh being less than 20 years old. Um but we do feel that we won't need to use that whole contingency for well, we didn't use it all for the uh a portion of it for the circle and also we're going to do the north lot that is currently what's referred to as a old sixth grade center lot. Okay. Okay. Uh, so just to go back to how this project was funded and where it where it all started, um, going back into December of 2020, working cash bonds were sold. The current
amount in that bond account and is slightly over $6.7 million as directed by the board. We're going to continue to keep that those funds in our fund balance and not touch those funds. All the other funds from previously issued bonds of bonds. excuse me, have been exhausted and and depleted. Okay, so if you take a look at the bottom table, that is a slide that pertains to all the alternative revenue bonds that were sold. Those were secured by the expir uh expiration of TIFF 5 and hopefully the expiration of TIFF 3 in Mon. Uh the district authorized the sale of $35 million of alternative revenue bonds. Last year, we sold $30 million in revenue bonds and two separate sales to avoid arbitrage. So, the net proceeds on those bonds were uh 28,455,000. Of those proceeds,
we currently have slightly over 2.1 uh $21 million left. Um filled out the small maintenance project grant. We're going to apply those funds of $50,000 to the CRET Elementary roofing project and probably at sometime in the next couple weeks we should see the school maintenance project grant open up for FY26. We'll apply that again most likely to the middle school to get those funds from ISBY. Okay. So, uh total additional >> real quick. He said we approved the board approved $35 million in revenue bonds and we we actually sold 30 million. We got 5 million left to be sold. There's a time frame that we can act upon that. What is that time frame? >> Um I have to get you the exact date when when it stops, but it was uh when you passed
the resolution for the binding hearing, it was good for three years. So I probably think we're about a year into that. So we probably have to act on it within the next couple. Let's let's not let that slip by. >> Absolutely, sir. That was actually going to be part of the next slide. I was No, I was just going to speak to that, not necessarily anything in the presentation, but just to give you guys an idea of where the district stands in total in totality with the capital projects. >> Thank you. >> So, just an updated financial summary. We have the contract balances that are remaining um at each one of the schools at the top uh for a total of 15 point just just under 15.8. 8 million. And then um the remaining proceeds
we have to pay for that sit at $21.7 million, leaving us with roughly slightly over $5.9 million to uh address those capital needs. And as you alluded to, President Brown, you could tack on probably around 4.5 4.6 after we sell those $5 million worth of bonds. We can add that on there. So, the district's looking over, you know, right around $11 million in in funds to fund any additional capital projects if we want to include them in the plan after 2026. >> That's if we want to do that, right? >> Yeah. >> I I have a question. Did we ever take care of the the fieldhouse floor? >> No, we did take that. Uh we did not take care of the fieldhouse floor. So, that's something that we definitely could look into. >> And what
I know the scoreboard is pretty old in the gym in the main gym. Um, is that something we're considering? >> It definitely falls into the realm. Um, I know I included in the FYI a couple weeks ago when we were preparing for opening day. Um, we are starting to notice some um issues with the electrical equipment in the auditorium as it's it's uh approaching the end of its useful life. In fact, we uh >> um we noticed that there was a issue with the power supply. Correct, Keith? In the auditorium, uh we took it to a place in the city. >> The auditorium or the scoreboard? >> No, the auditorium. So, I'm just talking about needs that need to be done. I mean, we can have that in a further conversation because obviously we have
the funds um to to address needs throughout the district. So, I was just speaking to some of the other things. >> No, I understand. Yeah, we're we are running into some things at the high school and then, you know, um hopefully we can take care of the RTUs at the middle school. We've done all the great work at the elementary schools and then we'll be in a good shape really facilities wise with with the entire district in totality. So basically this fund the the fund that we're looking at is in good shape and this is separate from what the public would but what what other fund I don't know the name. >> Yes. No I I know what you're trying to say. Um you know I think since I've been in this position and I've
stood up here I I've emphasized the importance of you know differentiating operating expenditures from capital expenditures. um capital expenditures don't fall into the uh financial profile score which we know is very important to our communities um just to show that we're being good stewards of the funds that we've been >> in this is capital >> this is capital >> okay I was just making sure >> yeah so you guys do see like I said the 5.9 right here as it sits and then we also do have those additional funds um that we have to if we look to sell them within the next couple of years um that you guys approved a few years ago with the binding hearing I >> I I know that Mr. Swallish have been talking about the floor in the
in the fieldhouse. Um I don't know when we could do it, but we don't want anybody to get hurt. Um I don't on that. And like I said, you know, >> I can definitely look into that and like I said, if I don't know the process, I'll work with Dr. Coglin just to see how we can go about, you know, identifying some projects, bring them to the board, and then we can see how to proceed after 2026. I'm fully in favor of that. >> Okay. Thank you. >> I do have one question. I didn't miss it. Did we vote on the on the Washington Pack building? >> No, that's >> I was wondering, did I miss it? >> No, that was kind of what I was doing. Traditionally, we haven't necessarily voted on it. I
was going to put that action item on. They've always been kind of laid layered into the short-term facility plans, any of the projects that we've taken. >> And you included information like where do we get information on that? I put in the FYI actually hyperl the uh itemized um I actually hyperl the itemized uh proposal from bear construction. >> Right. I seen that but there's Okay. I didn't see anything else on there. I saw the cost breakdown but I was just wondering how we got to to that point because I must have missed something. >> Okay. Yeah. I think about a month ago I uh said that uh Miss Bernaki got the grant and then it was in there and then when I also included in the FYI this presentation I just reiterated that. So,
I apologize if I if I'm sliding past with the hyperlinks. I was trying to be techsavvy and avoid my typing. >> Thank you. >> Are there any questions on that? >> Can you teach me how to grow stuff in my house? >> Okay. >> Are you Are you >> send a hyperlink? >> You're not done, are you? >> Um, actually, I believe I am. I think that's uh uh right there. The next wonderful slide. Uh it actually concludes. So uh any other additional questions for you guys regarding I will be looking to take action on those items. We do need to formally um approve the contract for bear for the middle schools too. So um I was waiting to get a better pricing on the design of those which we save money on. >> Do
you know when they're going to give you pricing on the rooftops? >> Do they know when they're going to be have an estimate on that? >> Um we're doing a walkthrough at the middle school on Wednesday. Um, so I would hope by midocctober to be honest with you cuz I really do want to include that. You know, there there's a couple ways I'm looking at that HVAC project bill. It's, you know, I think once we do the the renovations, that'll be the fourth renovation at the middle school. Correct, Keith? And speaking to you, I'm not going to try and educate you on this, but you know, the HVAC system has been put, you know, the original part was designed for the original part addition here to serve the addition. Now we got an addition. Now
we're adding classrooms to that addition. Uh I think it, you know, I would at least like to explore the cost of having it being one optimal system and see what that looks like. If it comes in too much, then obviously we do need to do something about the rooftop units. But my my goal is not only to replace the units but actually have the middle school operating on one optimal system where all the addition >> so all the controls would be you're looking as well. >> Yes sir. That's what I'm hoping. >> I have a couple questions if no other board member have any other questions. If if you do please ask now. Okay. Couple questions. You had various places up there when it talked about design and contingencies percentage. >> Yes, sir. >> Is
bear and burns. That's the contractor and the design vendor choice. >> Um, so where you're getting Burns and Jones, those that is through the co-op for the sports. >> Okay. So, they handled the sports specs. Bear handled the stadium building. >> Okay. So, Burn Burns and Jones doesn't do any interior designs. >> They're not doing anything for the middle school. >> No, that would be all Bear Construction. And then who we're working with is a firm called Archon and Associates. They uh would they're responsible for the design for the middle school. >> That was not submitted out for bid. They went you went through the co-op or >> not necessarily the co-op. When I came here, the law allows and I cleared this with Mr. Gleason. The law allows for you to use a different
architect aside from your architect on file if you have a previous relationship with them. So when we got started with the middle school project and I began here, Healey Bender and Patton proposed four classrooms which I don't think are met our need at that time. So we reached out to someone else. They came out saying, "Hey, you can actually do seven classrooms in here." So that kind of kicked off the relation. >> That's what I wanted clarity on. So Healey and Bender are not in the picture for our middle school project. They remain architects on the file, but we will not be working with them for the middle school project. Yes, sir. >> Okay. Who are we working with with our life safety issues? >> Yeah. Helen back. >> They did that. >> Yes, they
did. >> How are we incorporating? I see, you know, we got a lot of some needs definitely, but a lot of wants here. The projects, good projects. I'm not downplaying the projects, but I heard nothing about our life safety issues. We have funds. We got that covered. Do we have a open life safety issues yet to be completed? >> Yeah, the the 10ear life safety issues. Uh I believe >> even from the previous 10 years, did we complete all of those? >> Yes. >> From the 2013, >> that's all done. >> That's all. >> That's a clean slate. >> I think to to clarify, I think the only thing we have left on the 2013 is MEC, but we're but we decommission that building. >> Okay. >> So that if I'm right, >> I forgot
about MC. only thing left off that >> let me see that was only 400,000 plus >> and then we came out with the new life safety and it's it's pretty >> about 600,000 550 something like that and a lot of that um we thought was electrical that we could do in house with the help of Jack Sarinella our uh our electric electric maintenance worker >> so we're trying to do a lot of those things inhouse that's considered critical one first year >> yes sir >> okay so we got funds to cover that and and I I'm sure the board probably be in agreement. We got five years to address the life safety issues from critical to less critical, but all critical under life safety. We want to possibly since it's only 600,000, clean those up
as best. >> I want to knock them out as soon as possible so they don't enter around here. I understand and I recognize the work that uh all you board members did addressing something that was, you know, violations for 10 years that you guys took on and that you um you tackled. I appreciate that. I would not want to leave that for anyone else. So, yes, President Brown, I my intention is to clean those up as soon as possible. >> Excellent. And again, I want to thank you, Bill, for being part of the design process, too. And this my last question. Do we have ele We have an elevator over there at the middle school? Right. Is it an elevator? Yes, >> it's elevator. Not we're not going to have a new elevator or anything
like that, right? >> No. >> Okay. Could you tell me, not now, I'm not going to throw a loaded question or statement out here, but can you get back to me and tell me how that elevator, this is really technical here, but that elevator has a motor obviously to lower and raise the the cart in the elevator compartment there. What type of do you have a regen? a regen unit. Basically, what happens is the elevator when it goes down, gravity brings things down, the motor gives a signal to go down, it generates, it becomes a generator and it generates power back into the system, right? And I'm just curious to see how that generated power is going back because we're finding out on my nineto-ive job that's is an issue. But I want to know
how is it being generated? How is the power? Is it wasted power going into some type of low bank or is it going back into the system? And we are recouping money by generating power the district recouping money by generating power and putting back putting it back on the grid. Okay? Because I would love to have that if we're not doing it in a way that's efficient. I would love to see an opportunity to make that a more efficient process. So, I can talk to y'all flying on this if you need to. Yeah, I know I threw a lot out there. >> I definitely don't have an answer for you on that one right now. So, yeah, I'm gonna have to look into that, but uh >> and I actually didn't I I've never noticed
the elevator at the middle school. >> You probably know that's what maybe I could come over and show you, but we can find ways there's grants out there where we can get money to help redesign the system for the elevators. >> And I think we got one in high school, right? >> Yep. Yeah. >> Okay. Okay, one in the high school and put a more efficient system in there to take that wasted power when the motor becomes a generator and put power back into the system that is not going to a low regen system and that power being dissipated in a very inefficient way. So I just want to know what type of system we have and I thought we was putting the elevator in. I said, "Oh, hold you know what type of system."
That's all. Sorry. Sorry. I threw a little technical stuff without throwing numbers, but >> Oh, good. My my director of buildings and grounds got his laptop to take great back to you on that. >> I can talk to you more offline on that, Keith. Just just, you know, I can go up and look at the operator elevator room or whatever where the motors are and we can talk to your elevator vendor and see. Okay. because um that's really people in buildings that have elevators are taking advantage of modifying their system and it's a cost savings big time. >> Okay, >> we'll do. >> All right, that's all I have. Anything else, board members? >> Yeah, the last thing I got is it's good to see the contingency of 10% in there for all these projects
because you never you're covering the the unknown. >> Thank you everyone. Great presentation. >> Thank you. Alrighty. So, we have any old business out there? Any new business? We have no reason for a close session. Can I have a motion to adjurnn? >> Moved. Moved by Bill. >> Second by Alex. All in favor say I. I. >> Any nay? Any naysay? We are we are injured. Have a great evening public. Thank you for joining us this evening. Be safe until we meet again.
