001testing testing one two 3 testing e e e all right I would like to call this I would like to call this board meeting to order this is the cre mon School Board 201u Committee of whole today is Tuesday October 8 2024 18:30 military time 6:30 p.m. Madam Secretary and have a roll call please sure Mr alre Mr gag go here uh Dr Hall rup is here Mr swales here miss site stumbris here president Brown here okay let us please stand to site the Pledge of Allegiance and also hear our mission statement Pledge of Allegiance led by board member Alex gigos and mission statement followed soon after led by Dr Hall I Al to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible

002with liberty and justice for all and our mission is to engage and Empower our students to positively impact their community and future and our mission statement is to Eng oh oh engage and Empower our students to positively impact their community and future thank you for thank you for the clarification thank you uh any public comments okay hearing none we have any board updates other then what's listed here on Alpha a or five Alpha um I don't know should does this go on board updates what I told you I wanted to talk about or mention bu I'll do it now get it over with okay okay um I just wanted to discuss I mean I I don't know how much can be done but as I brought to your attention I wanted to bring to the

003board's attention the the conditions of the football field first game was really bad grass everywhere it was just overgrown um you have when we she did the fly when we did the flyover just how bad the conditions of the field were with the Brown all the brown spots and circles um trash um the garbage cans need to be if you ever walk the track you see just trash cans just filled with trash um in the middle of the game the sprinklers came on last year in the middle of the game the scoreboard goes out and I don't know how much maintenance has to do with that but it's just like always something going on and the conditions of the field when people are walking that are it's a Community Place it needs to be cleaned

004up the grass needs to stay cut as long as we have grass which shouldn't be a problem hopefully soon but I just think that um that needs to be looked at not because if not just for the fields that means that it's probably somewhere else as well all right I can definitely take a look at that and follow up with our um operations team thank you thank you well just quick question on that who addressed the mo of the turf the field football field is that contracted out or is that in-house do we do that in-house Jason could you address that please it's uh Keith initially contracted out on Monday and then the buildings and grounds Department uh ideally updates it throughout the week to Ure that's ready for play and I agree with Dr

005Hall that I was not happy uh with the condition of the field week one um I believe the field was in a good condition week zero when we had our game against Hill Crest um I totally agree with him regarding the grass clippings that were left on on the field during week one and also um we spent a lot of time Friday before I believe it was week four um getting the lines corrected and putting forth the best effort to put the field in great condition for our students and for our community members so I am aware of that I've addressed this with buildings and grounds and I'm not you know when I wasn't happy but for when I hear the last couple weeks there has been an improvement when we made some internal changes

006and um it's gotten my attention thank you all right appreciate it Jason okay any other public comments other than what's stated on the agenda uh yeah we on um the 29th I believe the Saturday sorry I said public comments board upates board updates yeah yes that was a year misstep uh we had the uh Fun Run uh which I particip IP ated in I don't know how well I did uh I didn't come in last so that's good was your dog there yes she came uh bill was there were you yeah that's right uh and Cheryl was there yay yeah that's right um other than that it was it was a success excellent thank you Bor members for participating uh I was there in the Spirit mhm so all right if there's no other board

007updates is this you Dr coges for a okay yes I just wanted to bring up for discussion uh discussion of board policy 2 colon 125 and that's regarding um board member expenses according to our policy that we just updated uh board members um are encourag to participate in additional professional development activities um in and out of the district um they are uh kind of allocated $4,500 per board member uh to seek those um professional development opportunities if by chance a board member does exceed that a board policy does um allow us to um let you vote to allow another person to person to um exceed that amount we do have one board member that has exceeded that amount and there is a request to attend to different session one of them is the um it's

008called the cube conference it's a councils of urban Boards of Education that would be taking place in October um so there is an total cost for that of uh $ 33700 and some change and then um additionally that would be the joint conference that everyone generally goes to which would be an additional $ 3470 so just need to find the board's uh interest in uh allowing this uh individual to go to one if not or one or the other of these conferences are we allowed to ask questions oh yes absolutely I'll do my best to answer um so there was a first conference on that list and how much was spent on that conference uh $5,500 and some change so for their very first conference knowing kind of what our budget had been set at

009they already went over that well I think we we are um had we had it before it was always kind of understood that if there was some overages and there was some discussion I think at the last board that was here that was allowing people to go over that and I'm not disagreeing with that but they went over the total that they were theoretically supposed to spend by $1,000 for their first conference no KN that there was the triple ey later but again as Dr Cogan alluded to Jamie that it was kind of a precedent set that if the reg The Other Board colleagues members did not utilize their full amount that it kind of It kind of I'm disagreeing with that when was that conference that July July okay so how um did they

010know no one else would be us money and that there would be an overage yeah I mean yeah cuz that's the fiscal we do fiscal year right I guess the question we got to look at too is we got to look at like the reason the how reasonable some of it is I mean if you look it's a 4 day three night right and if you look at the housing that's crazy like that the number doesn't it doesn't compute I mean it's a lot and we're supposed to be Ally responsible to the taxpayers and that's not and then I and I understand you're looking at the other thing but even the housing at the one in in October I'm like there's T of places you can go so I guess the question is um CU

011I asked a friend it you know how they did it he travels a lot for work and so the office will set up you know this is when you got to go to do a live week and then they book everything for them so they get the best rate right so who's booking everything and where I mean I'm assuming is Miss heinl doing that that is correct so all these is or were these the conference whatever and that's where they want cuz like I know one of them takes place I thought in Las Vegas right and there are some great $80 a night rates at the Stratosphere like I'm seriously asking like if you want to spend over and above what has been allotted for everyone then why aren't you trying to do it in

012the most financially responsible way which is not that's what I'm agree hotel that is and you can commute back and forth to that hotel for any kind of conference activities that may be going cuz Vegas has some cheap Transportation right so I don't understand what that extra expenses for can I say something I just want to say this that's why it is some checks and balances and that's why we had the dialogue and conversations over the last couple months so everyone was assure and understood the policy that we have so there's a certain level of like there was some uncertainties there on how people looked at it I and I give everybody that that leverage and that you know that position I'm not disagreeing with you but the policy is currently stated it is it

013is and so now we need to look back at what has been done that is going to take place after that policy technically the fiscal year started July 1 exactly that's why so I I don't know what to say at this like if you've already spent all of the money technically and you have been to other conferences multiple times you made your choice and that's why we again the board members have an opportunity to chime in on that as the policy indicate where we actually take action and open yes that would be next week right no I'm just saying like that's my perspective especially when it appears given the request that frugality was not necessarily considered I guess I guess to to to agree in that is just that when you're going somewhere and we're

014supposed to be fiscally responsible to the taxpayers we have to do it with you know if I'm doing something personally on my own and if I feel like I'm going to go somewhere and spend you know stay somewhere that's fine but when someone else is paying it I just think being a little bit more you know simple-minded is is is more or less I think what Jamie is saying which which I agree with because I mean I look at some of the housing there the one in July and I'm I'm blown away that that's that's what it is that's a lot I mean I'm tell you right now I booked five days of Vegas for January first and it was for one person was we uh U air flying airplane TI gets in hotel is

015700 bucks yeah for for I'm like I look at these numbers I just I'm thinking you have to be responsible we're talking to the tax you know we're responsible to the taxpayers so I just look at this and the other part you got to look at the totals 127 right I got to make sure we get something out of that 127 to make sure that they're getting something out of that 127 that's a lot yeah and again that's for the board to try in on and and that's why we want to make our policies black and white for the most part and let our polies drive drive the yearly average okay um so everybody go ahead we have repeated that and when did we come up with this agreement I think in August sep August

016was that after July correct oh wow so I don't understand so now we understand it was after we came up with the policy no no no no because question was well how would someone knowing what the policy says do thise no because it was after it was after the policy was created before the it was not a number thec second 4500 and we went back to it we didn't know what the policy said because we assumed it was a 7,000 something like it was supposed to be written in the email yes in the email that I found I was in those meetings weum we assume that it was 7 $700,000 like it was stated in the email it was some unclarity was some unclarity but it's always been so the first trip was after was

017before that's what I said the yeah yeah I'm sorry the first trip was before the policy was made clear but if so after that it doesn't matter so understanding was it 7 or 7500 let's just go with 7500 safe uh you're already you're still you can't even go to the The Joint triple down exed no I understand that and that's not even a big deal to me the the big deal to me is to act like I already like it was already known can I finish I didn't I I apologize I apologize it was like as if I knew that the policy wasn't the way it was supposed to be written in the first place I have the emails from 20 was it 8617 that says it was supposed to be $7,000 nobody else has

018anything that states that it was changed to 4 500 other than the fact that it was changed to 4500 so I we were going by that so to say that it would be over that's fair it it would be over so then the second thing is to insinuate that who me or whoever goes out and finds these hotel prices and just is not being fiscally responsible that's not the case if you've ever if you've ever spent the time to try to get knowledgeable on board happenings you know that most of the time when you stand up place it's usually state of uh pay state of play or whatever you want to say or they try to put you at least where the conference is located and you go by those prices it's not that when

019you go out you you as the board member go shopping for prices and it's not like when she goes to look at the prices she's trying to be fiscally irresponsible by doing by trying to make it convenient that's not the case and it's not even when I what do I say to you on your email flight please make it as as cheap as possible one flight I took to go there I took three different flights just to make cuz I said I don't want it to be overly so to make it like oh anybody's trying to be irresponsible with funds no that's not the case and to say to look at the hotels if you look at the hotels and you go if you want to say hey the person cannot stay with the conference

020is because those are too much then say that put it in a policy no but there's a huge disparity but that's not that's The Who that's not the board member who does that we go by we try to stay if we you can say the same thing when when it comes to Triple I if we go to Triple I regardless of if it's within budget or not in budget the hotel price is ridiculous so to look at that and say oh this is ridiculous why are you standing you can just drive back and you got to understand from a person now in my second year not going because I don't see the fiscal the the I don't see the the benefit to the taxpayer for me to go and look at this listen to the

021same stuff but that's AO I decided not to go because I don't think it's fiscally responsible of me to spend that money on Triple ey to the taxpayers when I just don't see the benefit of it think that's real isue the cost benefit right is it is the district does a district really benefit worth that much money I think that's really need to be looking at not so much so the question on the table tonight isn't necessarily to debate what was the debate the question is on the table um is the board going in the direction to approve um the cube conference yet kind of a yes or no and then the next question will be will the board approve the person to go to the triple ey yes I I think again I think

022we got I think we got Clarity of the policy I think you know it's each it's up to each and every one of us as board members again to do a deep dying do a self valuation on how we are allocating taxpayers money so I'm definitely leaving it up to you and the board will as we I see here challenge that and so we know what's on the table we know what to vote on next next week and again I don't think nothing was was intentionally done in in a in a bad way here I I don't I think we got Clarity we went over the board policy regarding this expense over the last month so and so it's black and white now so now we all know and as they say in the legal

023will ignorance is not a defense right and I just want to say it's fine to say yes or no but don't try to make it like somebody did stuff on purpose and why they not be responsible and blah blah blah and no it's either no I think that's too yes or no but to try to Grand stand and be like well I'm doing this for this and I would I would never do just because you don't want to gain the and it's clear that you can only go to one confence it's clear you can only go to one conference a year at the price that we have it's about what knowledge somebody wants to gain cuz this isn't about gaining knowledge you don't know that how can you speak for me because you're saying other

024people don't want to gain the knowledge you said if you don't want to gain the knowledge I sure all of us would but you know what there's a time in place we each get one what's the time in place get one a year we know even but you shouldn't only get one a year because if you if you are trying to get better giving you the opportunity to speak on this and I know cuz it's just kind of going uh fair enough I know you're absolutely right thank you I really appreciate it though but I think everybody know the premis and what's going on here let us digest it we got a week to determine how we're going to vote on any I don't know exactly I would assume it may have something to do

025with Jud you I'm not sure what this is all about here as far as as individual per se but we know what what the large scope of things we'll have it on there for an action item next next week yeah and again everybody look within themselves when it comes to board training and say does it benefit the school district as a whole taxpayers and leave leave it up to you guys and if it's something that the board feel that that's not happening you we can chime on it okay thank you thank you guys thank you Jamie and Dr Hall and all Bill chiming in on this all right is that all for that particular I believe so yes sir board updates okay so number superintendent update so yeah administrative update superintendent a good news I

026do have a good news to share with you I chose not to put it in the FYI because I wanted to really present it h today so um we are really excited about some good news that we have here regarding a grant that we applied for and um I'm going to turn it over to Mr okasinski to kind of uh do the drum roll thank you Miss R yeah good evening uh good evening president Brown distinguished members of the Board of Education Dr kagin uh stand before you and I'm uh very proud to share this great news with with you um the district applied for the school violence prevention program Grant it's issued by cops office which is a subsidiary of the United States Department of Justice uh the purp purpose of the school violence

027prevention program Grant is to improve school safety by funding evidence-based programs and Technologies our svpp grant was one of A8 uh submitted only 203 were awarded um I'm proud to announce that the district was awarded a half a million dollars um each award thank [Music] you each award is covers a three-year span uh 36 months and duration for a maximum federal share of the $500,000 so um initially when we began this process we were just identifying a couple items that we previously discussed and I'll speak on a little bit later but uh you know the team decided hey if we can go up to 500,000 let's not let's try and go for 500,000 so um we did um that's the envelope we pushed and as I said we're proud to announce that we rewarded that

028amount of money there is a local cash Max uh cash match excuse me a cost share requirement of at least 25% so the district does need to put up $125,000 over that three-year period to ensure that they we meet the parameters of this grant um what I'd like to do now is take a few moment moments to just thank some individuals that were involved with that and also some of our local uh stakeholders that also helped make this a possibility for us um in the audience tonight I have Mr Robin Tobias uh Jamie Heisman Vicente Castillo and not in attendance was Carmen Thompson um all of those were integral in gathering information in the process to help us apply for the grant and last but not least I would like to thank Miss Andrea pow

029who spearheaded the initi um she served as the point person between us and the grant specialist that we worked with um she was present in every meeting and um it's just a pleasure and uh just a great job by her so um and everybody to be honest with you but I can't stress enough how much you know these individuals worked outside of their normal job responsibilities to help secure funds for this district and also make your vision of providing this as a safe environment for our students and staff members so um I would like to take a moment and thank them for their hard [Applause] work I would also like to thank uh individuals from our local municipalities Village President Michael ironhorn on behalf of the village of cre Dr uh I'm sorry mayor Dr

030theres Bogues on behalf of the village of Moni in addition I would like to also thank some First Responders uh our local First Responders the village of Creek Police Department univiversity Park Police Department Moni Village Police Department and the Park Forest Police Department all submitted letters of support for this grant I would also like to thank the village of cre fire department um and the Moni fire department for Furnishing letters of support also sorry was a long process and uh they did a great job getting all this support um we also received uh a letter of support from US senator dick Durban and other Community Partners such as First Baptist Church of University Park Dr Reverend Reginal Williams Jr Schoolhouse Counseling Center of Chicago Illinois Nicole coffee cre Area Chamber of Commerce Jamie Healey and

031creep Mony 201u Education Foundation Reverend James E hunt and last but not least our kids count uh Mr donzel Franklin items that will be covered with the grant over the three-year period um we are looking to upgrade our current camera system uh with digital cameras and install new cameras as needed and identified throughout the district we also looking to install shatter resistant or complete our uh project of shatter resistant window film and the new Bridges edition of the high school and also the rear of the high school where we have the cafeteria and all those open windows in the back we are looking to upgrade classroom door security for our lower level classrooms we have a series of handheld weapon detectors that we are also purchasing at brand new and last but not least we'll

032be looking to implement a camera weapons detection system um and those are the items that we included in the Grant application and that were approved uh with that being said uh I'll open this up for any questions or any comments regarding uh the SVP Grant excellent job thank you I mean actually all the work goes to them to be honest with you is to continue the safety and and if you turn on the news and see it every single day it's crazy so the fact that we continue and the staff continues to take strides forward is amazing now that but you know presenting a you know a budget deficit this money will really help us out and we can definitely work forward um freeing up that area uh those amounts of cash um to see

033this thing through but it's definitely something to help with the district I agree with you Mr swes any of them no questions but thank you to everybody and congratulations phen thank you very much but one thing I would like to add I just when you was just spilling out those names in one group after another I was waiting to hear just the entire District participation and you hit them all you hit University Park Park Forest Mooney Creek uh that was just a great and and internal team player stakeholders as well that was just a collaborative teamwork effort and this is the result of that so good job you spear hen this and and our security director Robin over there for doing such a great job this is this is a wind wind wind win so

034keep up the good work all you know people make the places and it's definitely a great place to work and have a great team working with me so thank you excellent thank you thank you for all you do let's give them one more this actually ties in very well to our next topic um okay go ahead um fa you know over the course of the last seven years as we've been really focusing on the future forward with all the work that we've been doing here ultimately the goal was trying to really integrate all four communities into working together for a common cause and as you know it wasn't as smooth at the beginning but it is now and I think this is just Testament to see how everybody did come together for a really good

035project to benefit all of our students here in the district and keeping in vain with that same philosophy is you know a conversation about perhaps thinking about how we're going to Brand our schools to finish that Unity piece um I had mentioned it in my FYI to maybe think about talking to see if there was some interest in an updating or adjusting some of our elementary buildings um to have a similar name to unify them to dignify the various communities that they come from you know there's been conversation all along about you know the all the schools were in the creek Moni uh School District but not all the schools are represented since they're in Park Forest they're in University Park and so forth um so so and thinking about that one way that we

036could kind of unite them without changing everything would be to just unify them through their their towns such as if we were to rename our elementaries it would be cre Elementary of of cre uh Moni Elementary of Moni uh tala of Park Forest Bal moral of creit leaving the middle school and high school alone because of I think some of the work so anyway we're just wning to bring that c sorry I didn't have on my list yes of course CR Scott King Magnet School of University Park so I'm just bringing this up as a discussion point to see if there's any interest in kind of continuing that conversation I have so many questions oh boy but at least we know what's driving and I thought that was what was driving what was driving but

037cre Elementary of of cre and mon Elementary of mon is a little redundant I'm open for other suggest and I mean not to be funny but like is like so to our I know who ketta Scott King is but and I'm assuming to ala and Bel moral are named after particularly important community members after a street name meod probably the RAC is no longer here okay all right so hear me out we've got a cre Elementary we could we do a Park Forest Elementary we've got a mon Elementary and then the the Bal moral which is also in cre how about this University Parks kescott King school it's still long I mean yeah this mon Elementry of mon I mean that's in the cre don't need to be changed but the other ones because they

038don't are not so I'm going to write these down these are good ideas okay so what do we have again Elementary Park Forest Park Forest and you can't change kis Scott King so that's going to have to be long if you really want to put so it could be of or could be University Parks to make it consistent yeah yeah okay so I've got Park Force Elementary CS can I say I'm sorry the only thing I could see changing is maybe the Middle School to University Park middle but I don't know and and that's actually not a bad idea that's not a bad idea except that it's it's hard to reflect the Rebrand all of it but yeah cuz I mean cuz you already have the high school that's the creep on need because of

039the township and that's why I think to suain uniform if we're trying to Brand it with the Warriors you'd almost want to do Creon junior high school because you're you're trying to keep it all consistent from one building so that they're growing into a seven-year thing instead of a three and a four right you don't want to keep them separated I can see that well like in K ke all of their schools are K whether it's V stuen they're the K whether it's um Kennedy they're the K everybody's the ks and the and the colors are the same so so the mascot stays the same the mascot stays the same so they're still the Warriors but they would be uh University Park Middle School right Warriors yeah right everything is the C like out there

040everything is the casay that's just an idea I'm not opposed that that would be kind of cool yeah just okay so I've got Park Forest um Elementary I've got University Park CSK univers City Park Middle School what about B moral yeah see I was going to say I think I think you stick with the elementary schools first and see how that goes over any meaning and see how that because obviously cre Mooney they already have the name in so you don't need to do it but balm moral CSK and tala definitely want to make them feel like where they belong right I mean tala is tala men but it's part of Park Forest so it should have some sort of meaning for them there for sure ball moral should have some sort of meaning to

041that too whether whether it be Creed or however it's presented but B moral tala um CSK you're going to want I think you just Rebrand for sure to make sure that and I think the main reason for rebranding B Maro is because while there was a Creek Elementary B marrow was after the racetrack but the race track is no longer there so I don't know we can B think about that one because we want something important I think at one time Bal was called intermediate Center I believe wasn't it it was something in that predates me yeah yeah but I agree uh there was some redundancy there saying cre Elementary of creed mon Elementary of Moni but I I want to go back and about Park Force I think because tala has been a name

042stuck with Park Force you know the school in park Force for a long time I would probably want to keep that name in there toala so Park Force I I don't know how to put it but I would probably want to keep tala with Park Force have Park force in there and Tava well can I ask why because why because it's just so known now you're taking a whole name out wouldn't that by that logic wouldn't you want to keep B moral then too because that's all because well then we're back to the putting the towns in the names right and Barrow is unincorporated it's not in the village Incorporated unincorporated Elementary School I mean it's it's unincorporated it's in right then say unincorporated call it it's an unincorporated you say I'm not disagreeing with

043you I just putting their name with the town then brings us back to the same park tala yeah I don't know I just guess the point is we agree that we want some kind of unity in the communities but don't completely agree with the selected name and it's up disc this just a starting point but I think but I'm sure there's a lot of really creative people if you put it out to staff maybe the community or the students should get a vote okay so it sounds like people are open to kind of revisiting this rebranding this to kind of create that finishing off that Unity piece yeah I think the schools that don't have their name like create Elementary and morning Elementary I don't think you change right but the other ones I think

044you give the buildings too that have been there people that have been there for a while maybe they have some insight on that the staff yeah all right I will um bring this back and start moving it through the staff and circulate it we just needed to find out if the board was interested in going in that direction sounds like you support that we'll let the uh the Titan loose we'll let the buildings kind of have voice in this process and I we'll keep you informed I'm going to take it a little further though um I think that was some talk about the bridges program building that so I think we got some push back on that and I think do we want to name they they just want to call it the South the

045students specifically said that they didn't want it to be named something different they just wanted have it be called the South Wing so they don't feel like but there's a purpose for that though well it's a program within the building so the bridges program is uh is a just like any other program that we would have is in the building but it doesn't need own building name I don't care what you do with it I just I'm just saying there was a purpose behind correct call it because you are you have been put in this for a reason so and it is a a separation between the two but I mean we can bring it back to the kids just like we do the rest of these um to get their voice on that so

046so okay I'm taking another step okay Leaps and Bounds today and what do you guys think about naming the new ad building with a name I personally thought about Dr kogan that langage we could call it the Cog billing or something kagin just does not roll out the new Administration build yeah I'm just throwing it out no administ the ad building yeah not agriculture think coming up with a name would be very difficult but um I it's a good idea I just think agreeing on a name that's very meaningful will be very difficult why do you think than sir because you're going to get all kinds of opinions I don't is there any name or any person or anything that really stands out or you know that's what I think is going to be difficult

047so that was it those the buildings that we have so I just threw it out there on the table couple with her bringing it up as a topic of discussion okay so so that's great so you're going to what's our next stuff just bring us some next I'm going to go back to the buildings and talk with the building principles about this and then figure out some sort of process that we could do to start engaging our stakeholders at the building level okay just the elementary school elementary schools correct well I had heard from the middle school as well I thought that was discussed here okay so yeah the middle school at least they can have a voice in that to see if they want to do that okay okay cuz I looked at the

048middle school you know when it kind of came across my plate is the middle school is it's not technically a neighborhood school that's where all of our kids go I know CSK you know we you know but yeah we still I still think CSK is a neighborhood school you know even though we don't have majority of our neighborhood kids from University Park attending that school but you know that name was Chang but CSK I know always said keeping things consistent from the high school to the middle school you know with the Warriors brand so I don't know so right now it sounds like we for sure at least the board is for sure were keeping Creed Elementary and mon Elementary the same I think that was kind of a consensus so the other the other

049names I guess you could deal with that too okay I'll start working on that and mo uh um the middle school with the opportunity to chim in is the high school changing the name too I don't think so I think that's going to be the hardest one to do yeah okay because I think what would be the reason high school but yeah you figure University part came into the plue probably 1969 1970 when that Village was was first uh brought about and I think the high school in it of itself was named after you had Moy Township in Creek that's all you had here one time so they collectively brought those two township names together and that's still the the only two townships though right that is right so that is the reasoning but yeah

050I think I don't know a little bit bits and pieces with beer I don't know if that's Washington Township or whatever I don't know if that's still Creek Township with the Beacher students that come here but for the most part The Heavy Hitters are you know Park 4S University Park Creed and Moy so okay that's all okay moving on to business then yeah so next up is with you the business yes uh Brian Johnson I'm going to have him uh and Russell uh talk about our 24 audit which is ready to go nice and early thank you good evening everyone my name is Brian Johnson Director of Finance for the school district I'm here to introduce Lindsay fish who is the audit partner who oversaw our fiscal year 24 audit and she'll touch on the

051highlights of the audit and be able to answer any questions you might have thank you good evening I'm not as tall as everyone else can you hear me okay yeah okay perfect um so as Brian said my name is Lindsay fish I am a partner at sikit I was in charge of overseeing the audit for the school district this year um this was the second year that we've performed the audit for the school district um as a result of our audit we've issued several different reports I can see the stacks in front of everyone so you've got copies in front of you um what I'll cover tonight is the annual Financial report which is the largest of the reports that are in front of you I'll do a quick highlight of the single audit report

052and then I'll touch on the ISB AFR which is the one thick report that's not found um let's start with the annual financial report flipping that open a couple pages to page number one on sikic letterhead this is the independent auditor report our opinion is on the second paragraph down um we've issued a clean unmodified opinion on the district's financial statements this is the highest level of Assurance we can provide and the type of opinion that you want to receive so congratulations to the district on the receipt of that unmodified opinion next page I'll cover is page number five just flip a few pages forward this is also on sikic letterhead another opinion so this is our independent Auditor's report on internal control over financial reporting and on compliance um this second opinion is required

053due to the amount of state and federal funding that the district spends on an annual basis um the results of our procedure noted no non-compliance with laws or Grant regulations um we did have one finding related to segregation of Duties um which has been repeated for the last several years and I'll go over that finding in a moment here as we flip the pages forward so page number seven um we'll show you the details of that one finding that we noted this year um again just relates to segregation of Duties due to you know limited Personnel in the finance team um the district has provided what we call a corrective action plan um so their response to the finding um is included within the single audit report um however you know the corrective action plan

054for the district is essentially um just continuing to provide what we call like compensating controls which means just additional oversight review and approval of those transactions that are under that segregation of Duties issue flipping two pages forward from there is page mdna number one so this um titled Management's discussion and Analysis and and truly is is um provided by management um what we do as Auditors is just make sure uh the numbers are consistent with with what is reported within your financial statements and just ensure that everything is presented as it should be within this Management's discussion and Analysis um so you've got a you know a big report in front of you and I would like to think that everyone's going to read this from cover to cover but I'm not so sure so

055if there is one part of this report you're going to read read the management discussion analysis that's your starting point that's your required reading right there so it's just a good high level overview of your financial statements gives some comparative information and also gives you some of the reason the why behind why some of these numbers change that you won't necessarily see elsewhere within your financial statements and just kind of give some good explanations of you know what's presented and what these numbers mean so start with the management discussion analysis when you're reviewing the report from there I'm going to flip to page nine and 10 this is your statement of net position for the school district um I call this like the 10,000 foot view of your financials um the reason I say that

056is this pulls in any long-term capital assets of the district as well as any long-term liabilities so any outstanding debt as well as any pension liabilities are all pulled into this presentation this present presentation isn't really used by the district you don't want a day-to-day operational basis it's something that you usually just see annually during the audit it's required to be presented to receive that unmodified opinion um page number 10 would be my focus here on the statement of net position you'll see your total net position is 2.5 million of that you had 19 million that was your investment and capital assets so that's your value of capital assets less any debt that was issued to acquire those Capital assets and then you have net position that's restricted for various purposes usually due to tax

057levies in those funds and then you had an unrestricted deficit of million flip the page to page number 11 this is your statement of activities um still that kind of high level Focus there um of the district's activities so the second line up from the bottom there is your change in net position um so this not only includes the changes within your funds themsel but also includes those longterm changes so it pulls in things such as depreciation expense payments on bonds things of that nature all get pulled into this change here so third line up from the bottom there you had a slight decline in net position of 6.7 million um so net position went from 9 million to about 2.5 million page 12 and 13 is your balance sheet for your governmental fund so

058this is going to be a little similar to probably more what you're used to seeing um takes out any long-term debt takes out any assets um general fund is your education plus working cash fund and then you have a column for each individual fund of the district as well um one highlight I would like to point out for your general fund um a metric that we look at is comparing your fund balance to your annual operating expenditures um so total fund balance there was 29 million you had total expenditures of 92 million so about four months or so worth of reserves there in your education fund right kind of in the range that you want to be there or your general fund rather so General is education plus working cash from there I'll flip to

059page 16 and 17 um this is your income statement for your various funds uh kind of two lines that I think the focus should be here the first would be um about five lines up from the bottom it says access deficiency of revenues over expenditures so this kind of shows you how your fund balance changed in each individual fund for the year and then the third line up from the bottom is your net change in fund balance the only difference there is that net change takes into account any transfers that you had during the year um so overall you did have a decrease in fund balance of 21 million um fund balance went from 70.8 million to 49.6 million um biggest driver of that decrease is really could just be looking at that capital projects

060fund column um that change in the capital project Pro fund of 21.8 million pretty much accounts for that change in your fund balance so you know almost all attributable to any planned Capital spending you had during the year um as you continue flipping through you'll come to page 20 so this is the notes to the financial statements not going to go over these in detail I just wanted to highlight you know what's included here so um this gives you further details on any accounting policies of the district you'll also find further details on the district's Capital assets further Det details on any long-term debt outstanding as well as repayment schedules there in the notes the financial statements and then also um quite a bit of pension information is included within those financial statements as well

061so um essentially just backup for what those numbers are that you're seeing is just a little more context is what you'll find in the notes the financial statements um from there I'm going to flip uh quite a few pages to page 56 and 57 and and not going to cover these pages in detail but just wanted to highlight starting on page 56 is where you can find the budget versus actual um so there's a budget versus actual that is presented for each fund of the district for you to review the last item I would like to cover within the annual financial report um relates to the district's pension plans so this starts on page 74 and 75 um page 74 is your pension liability for Illinois Municipal retirement fund imrf bottom corner of page 74

062you'll see your net pension liability so you at December 31st 2023 because this is based on imf's fiscal year end you had a net pension liability of 2.7 million and then the top corner of page 75 you'll see your percentage funded status so 94% funded so really a very strong position um to be at 94% funded in your pension plan IM has historically been well funded page number so if we go back to 2021 is there is there a point where we you consider we just have too much money we overly fund it so so you you had you did have a net pension asset in 2021 and so really what kind of drives those changes you know a lot of calculations go into these Actuarial valuations but the money that you have sent to

063imrf they invest that money for returns and so stock market going up and down can affect how your net pension liability goes up and down so that's why the focus is more so like on the percentage funded so it could fluctuate but overall 94% funded very well positioned and what that means for you like right now what ises having a net pension liability versus asset mean it really kind of drives what your employer contribution rate will be for imrf um that you're required to send to them so you could see as you have your liability go down or even turn into an asset um your employer rate will go down okay all right thank you page 7 6 is TRS um so this is measured one year behind so June 30th 2023 the district had

064a net pension liability of 2.8 million um however the dis the state um has a share like picks up a share of your liability for you which is the largest share um so overall your liability was 249 million your share was 2.8 million the state's share was 246 million um on the bottom there you'll see your funded status so 43.9% funded um so not you know as well as IMA but still decently positioned and and one thing that's kind of worth mentioning um for TRS is that all schools are involved and you just have a share of that liability so you couldn't just send more money to TRS to make that liability go down you just give them your required contributions and then they calculate your liability there's not really much more you can do

065if you want to change that liability so just worth mentioning you're doing everything that you're supposed to regarding that liability great page number 77 is your other post-employment benefits this relates to retiree Healthcare um this page is specifically for imrf employees so not teachers um had an opab liability of about 1 million um for that plan and then last but not least is page 78 this is the teachers health insurance Security fund um the district share of the liability was 8 .9 million the state's share was 12 million overall um had a net pension liability there of 21 million um that went historically not as well funded at 6% funded but similar to TRS you're just paying your acquired contributions and nothing more but doing exactly what you should for that pension essentially so that

066concludes my comments on the annual financial report next I'm going to cover the single audit and I just want to cover one page in the single audit and it is page number number 11 and I'll use my like one auditor accounting joke that this is what we call your report card here so it's our turn to give you a report card so it's kind of your summary of auditor results here so we've issued unmodified opinion on your single audit um there's a section called internal control over financial reporting so we covered yes there was one significant deficiency in internal control um no material weaknesses no non-compliance noted and then for our internal control over your major program we had no material weaknesses significant deficiencies and no audit findings um the district had Federal expenditures of

06711.3 million dollar this year of that we tested 7.6 million during our single audit so about 67% of your federal expenditures um were covered under our single audit this year so overall a clean single audit report you have there and then lastly is the ISB AFR which is the Unbound report and here I would just like to C cover your financial profile score so this ISB AFR essentially what's in this ISB AFR is regurgitating all the numbers that are in that annual financial report we put into this format that's required by ISB and is submitted to ISB um so the financial profile summary which is on page number four on the top corner there um is isb's calculation u based upon operating funds of the district um so they look at you know five different

068metrics here and then they calculate a weighted score for each of those metrics your total profile score was 3.7 which was the same as previous years um it puts the district in that recognition category um so congratulations the district again on the the receive that recognition profile score as well um that concludes my comments but I would be happy to answer any questions you know I have run a small organization and always get that segregation of Duties um comment and I'm wondering is there any way not to with the the staff with the size that it is is there any way to satisfy that ever like there there could be you might get a little creative so it's kind of you have to look at the cost benefit I think like is it is it

069worth the benefit of not having that segregation of Duties to you know do these other and does that affect anything when people look at this does I mean I I everything I see always has that like almost every audit I ever see so does that affect anybody that looks at these you know not necessar um but I think it's important to still include it in there because you know the compensating control I talked about or kind of what what you do to combat that segregation of Duties is the review and approval process so always I'll bring it up every year because the review and approval is kind of the control there um that helps you with that segregation of Duties so not only like the district Finance team's review but the board's review process as

070well all right thank you any other questions um I I have a couple here page 80 when you're going back to your combined balance sheet and you mentioned over assets here uh the receivables and it says receivable property tax is net intergovernmental what is exactly is that because that 17 million is a small number when I see the money we are receiving from taxes so I believe um how it's calculated it's like half of next year's Levy is kind of how the recognizes the property taxes that's probably hit it um but I will say that that receivable is basically it's offset um under the Deferred inflows line by that same amount so those net to zero and the reason that that's presented that way is that that receivable that you have is really intended to

071finance next year um so it's both an and a liability that doesn't really it's no impact on your income statement on the current year because it's intended to finance next year okay so assets and minus liabilities is equity right am I saying that right again I'm not trying to pretend to be account here okay so I see the liabilities so what would you consider Equity here I see your I'm seeing your liabilities here I'm seeing your assets what would be considered sure so I see your fund balance here yeah so it' be like the total assets of the 39 million okay and then minus not only liabilities but those deferred inflows so again like that large property tax item so that total would be that 23 the 23 million so 9us 23 that's what gives

072you that 16.2 million second line from the bottom get it yep so then we have the unassigned of 13 million and then the assigned for future years's budget so since you had unbalanced budget um we just show that essentially you're planning to spend that fund balance next year so it's assigned for next year's budget okay great and two more questions here be simple going back to the segregation of Duty is that a a account phrase itself or is that segregation of Duties yeah yeah okay one more here and then I'm going to release you first of all good job this is very well prepared very professional so I really appreciate the effort your team put into this it was going back to I don't know what number of pages the MD na6 yep yeah yeah

073I don't know if you would consider that I guess a paid five you got two fives but that's what it is it shows the pie chart just opposite of this pie chart here yep and under revenues you list General revenues property taxes and then the personal property replacement tax is that that corporate yep got it okay that's what that is it's usually abbreviated CC cppr RT there you go okay I was trying to find that so that's sources that we get our money that's all I have thank you so much anybody else have any questions no I don't have any questions I just think it's interesting like our P I don't know the terminology you were talking about our percentage of how we fund our pensions and then I'd be curious to see what the

074states percentages you don't have any idea what it is do you I I honestly haven't looked at what theirs is recently so I can't comment on that but of all that crossed my mind but I tell you what of all you said for us to come back and get that 3.7 for the state recognition for the state profile that I think that ties with the highest score we ever had so you can come back anytime you want long as you bring that number back with I'll see what I can do right and I would just like to say say thank you to Brian and and his team as well for all their they really they really keep us l and a lot goes above and beyond his normal job duties goes into the audit and

075I email him and he gets right back to me it's amazing so he's great to work with as well yes and there even one thing doing the audit that I I found that I think we need to do better at with a manual I don't want to get into further discussion but they hopped right on it and said we're going to include that for next year so I think you guys responded back to me on that and and I said basically no further actions on my part the team basically got it so great job thank you is that 3.7 your recommendation to ISB that's how ISB calculates it so that's just we put all the data into that ISB AFR and they have all these formulas that pull in the data and they calculate it

076that way so is that printed in here on what page I yeah it's page number four but it's not four pages in it is I don't know 15 pages in but okay it's if you can see it from here I'll you theage like so it's page number four on the top gotcha but page number a little odd there just like is be that we just dump the data into essentially thank you yes so board members you have homework to do to go home tonight and go through all of this tonight you have trouble sleeping you can read it cover to cover well great job excellent job for presenting giving us so there was nothing again you kind of alluded to it already but nothing just stood out that we have to address as a high

077priority at this point point right just that segregation of Duties issue I mean we could get creative and maybe you know sit down with Jason and Brian next year during the start of the audit and see if there's maybe ways we can segregate items but otherwise things are operating pretty Sly okay great all right thank you thank you good [Applause] job all righty next up for discussion is the six Bravo number two discussion on the camon education center yes um we're bringing this back up again I as you recall um we were going through the process of uh trying to put the Mec building up for sale um we did have a someone in the community that was interested and I'm going to ask Jason to just give uh just an overview of that and

078then we can have a discussion about next steps good evening again um regarding the sale of Mo education center um as presented last spring um district has two options regarding uh the sale of Moni uh education center uh first option was the sale of the property to another public government uh public SLG government entity um we did receive some interest from the Village of Moni we were in communication with them uh going back and forth in fact they uh ordered an appraisal on a property we ordered an updated appraisal on the property and uh my last communications with representatives from the University of I mean not University I'm sorry the village of monim my apologies um when I responded to them with the new appraise value um of $615,000 I was informed that at this

079time the village of mon is not interested in pursuing uh purchasing the property so that leaves us with the option uh number two which is to sell sell the property to anyone other than a public SLG government entity and that could be done in two methods one uh is an auction method and the other is the sealed bid method so um I believe and Eric correct me if I'm wrong you can set a floor price on both of those uh I know you can with the seal bid I'm not too sure about the auction so we have ask for a legal representative to uh join us tonight and share their insight and their opinion on the matter yeah so you're correct that you can set a minimum a reasonable minimum floor price um it can

080be used with either method um and and really the procedure how we work it out is you would have the resolution you would pass as be by two-thirds majority saying that you want to sell the property that kind of kick starts the process um and then uh within 60 days of that is when you're supposed to have either that sealed bid process or the aution um and then in the weeks leading up to either the sealed bid opening or the um you know the auction you have to provide three successive weeks of notice in a locally circulated newspaper um and there's a couple other uh you know kind of little things you have to do throughout the process but that's the general process you adopt the resolution um you provide notice ahead of the auction

081or uh bid opening and then you get your your offers and then uh if you've a minimum price then if none of the um offers are basically meeting that price the district would then have the opportunity to engage the services of a real estate broker um there's some restrictions on the type of compensation they can releve it's a maximum of a 7% commission and that has to be contingent on the property being sold within 120 days after them being engaged um so that's kind of the general process any any other specific questions on that I don't I don't have any sir but I'll be sure to be in touch with your firm deciding the action that the board wants to take we're happy to help so great I I do have a question on that

082process where if someone won the bid per se just from the dollar amount how do we determine if that group or that person is qualified to obtain the money necessary to acquire the property how do we do that how how do we verbalize that in other words they won the bid and when it came to like okay you want the bed we want x amount of dollars by c a certain date to close on it and they cannot come up with that money do you go to the next person or what how do that work um at that point in time um you would probably you could probably decide to reopen the bidding at that point if you wanted to or go back I haven't had that happen in the past um so that's something

083they I want to double check but I think that the the process would be that you could either go back to the the next highest purchaser or you could reopen up the bidding um I I would say can you put some can you verbalize it I I guess we don't have to get into details just so you don't waste time going back and rebidding and putting out for auction to have these serious people that's serious to bid on this put up some x amount of dollars I don't want to say earnest money I don't know I mean that's that's kind of what I was thinking president a significant amount of non-refundable earnest money so if they can't qualify they're not because because it just when you when you submit a request for proposals or bids

084you have I don't know um bid bonds for example a bid Bond you end up put in that money and you win the bid and you say you know you want to bail out or whatever you lose your bid Bond money so that something to that effect you don't want to waste our time can't you get a letter of intent or say like you do do that exist at this level there has to be some consequences there has to be some consequences if a person said okay on paper you wanted to B but you know what you really didn't have any intentions on buying this or you you know you don't have the money or you waiting for someone at that point I think it would be easy just to push them aside and go

085to the next person that that's what you can do that you can do that right you can do that but that's why we verbalize that to say that okay and people know up front that they have an opportunity to get it even though they were the second when it's announced on a s s bid opening and the lost bidder won it and the next lost bidder then but there still may be an opportunity I don't think you at that point say you won a bid just she was the lowest bidder there there actually should be some other verbage you could highest better oh highest bidder you could also is it highest bidder yeah highest bid say yeah yeah I'm just doing just the opposite this particular yeah the highest bid yes in in this situation

086president Brown you're correct we want to get the most money for what we're selling yeah when we go out to bid we like to have the lowest yeah when I say lowest bidder I mean you know it's the win put it like this the winning bid high or low winning the winning winning bident terminology yeah the winning bidder you can also when you if you did the bidding process you could have you know specs that you would essentially have on the bid so you could have for example um pre-approved financing requirements and stuff like that there's all types of options that put there just I I just don't want to go out there spend this time and only for the person that won the bid is not qualified for it and now we have to

087start the process over that's all that's my intent of saying what I said I understand the the last thing I'll just add to is if you set a minimum price and then for example you did not get any of no one met that price for example and then you ultimately decided to lower the price you'd have to Rego through the entire bidding process once again just something to keep in mind so we want we want to be one and done with this I would say right we want to be one and done and and still trying to obtain what we want one and done and but still trying to me meeting our goal best we could we put on Next Step yes I am I don't know well the next step is the two pro

088proc it's the it's bidding and out right or the property transfer which we were entertaining with the village of mon right where you just it's the no it's the the auction or the seal and are there like prosen kinds of each of those or you can't do you can't do the property kind you can't do the property transfer again if someone wanted to is that only with a government entity or is that with a nonprofit organization as well when you can just entertain Ain contractual talk with just that one sole per uh entity from my understanding and based on the research I have it's a public SLG government entity not a nonprofit okay public okay so a nonprofit would probably be subject to option two which is the auction or the seal bid okay that's

089correct so seal bid or auction which is open that's I'm wondering is which direction do we want to go so I guess my question is based off of your for you all's expertise is one better than the other um or do you need time to try to look at it and see which one might benefit us more than than the other you know I would like a little time to um consult with legal counsel on that um to be honest with you this isn't a common practice of selling School dist you know school buildings um which limits our uh you know the potential buyers out there so that is one thing that I would ask they do tend to seem the same um I'm familiar with sealed bid processes based on everything we do um

090and I just don't know how the auction would actually work out but I'll be sure to I would think it would be additional money if a seal bid there's no middle person when you auction office there got to be Auctioneer out there that we have to pay I would a certain percentage so I would think financially the seal B bid process would be probably better and we got to put a floor on it so it does yes we put a minimum amount or whatever we we're looking and we don't have to deal with people they submit their bid you have a a bid opening at a certain time you open it up for the public to come in sit in or however you want to do it so I would think probably the seal bid

091should be the best way so you need to talk to him and then you all will come back to us and let us know we don't have to make a decision tonight right no okay no but I think we do need to go close session for that because in negotiating so that'll be next time not we don't have it could be next I I guess my point is we can move on if they need to talk yes am I right okay there you go thank you so was it a consensus that the board have our counsel and our business assistant I'm oh I just assuming that they had to talk regardless yes so no for for the best approach yep yes next week okay you guys going to talk about that with the best approach

092and even a recommendation our offic will'll communicate with him so that next week we can at the board meeting we can have a better idea of if we have a recommended approach between either auction or a sealed bid process yeah probably see what's the monetary value of an auction you know it pays a lot for that guy to go you know how they speaks like that all right all right thank you uh assistant superintendent for bringing us to number oh we got three oh and four four all right it's on you number three apologies I forgot my agenda over here you're supposed to know this by hard [Laughter] Jason kind of want to zip through this like Dr cogin when she reads off all the bills and stuff but I don't think we can so

093um you did you did Pat dudes um addressing uh item number six Bravo 3 as president Brown would say I'd like to open up a discussion to accept and approve awarding the project of the creep Moni High School renovations to Burns and Jones Construction to include a multiport a new multiports stadium new baseball and softball fields a practice field renovate tennis courts create pickle ball courts and new asphalt to all existing asph on the creep mon high school campus so so the only question I have is in the FYI so it says that um the Tiff has been the Will County Clerk has confirmed that they received it and it's going to add about 92.3 million to our eav so we've discussed this we've talked about it and we've proved it in both phases of

094this correct yes um but can you maybe by the next meeting or being say even in November is fine figuring out now that Moy and up have closed those tiffs there's I want second Mr swallers um the only Tiff that was dissolved a year ear early was Tiff five in University Park uh mon is not going to disolve their Tiff year early um those funds will be captured in fy2 Levy so then it'll be pushed a year um yeah it's just not being dissolved a year early I think that are we actually dissolving till 5 in up early yes it's dissolving not early I'm sorry it's dissolving it on time yeah so then we'll have if I understand right the 92.3 brought us roughly $4.8 or5 million yeah it'd be roughly our effective tax rate

095is slightly over 5% so when M dissolves there is that'll be approximately 1.1 million or somewhere around depending upon what the eav is and then what our our ra at that time could be more or less could be um depending upon the way our econom is going and the property value so with that being said we have both of these projects but is there a way we can just say that hey the total amount is going to be approximately $6 million what are we using that for and how is it going to be distributed so that I can definitely have that for you uh one thing that I do want to keep in mind I know we've had previous discussions about what those funds would be for and you know we were just estimating around

096$6 million we were looking at about $2 million for uh you know alternative revenue bonds to fund those annual payments we're also looking at about $2 million a year for preventative maintenance to ensure that all the work that we've done is uh going to sustain you know a substantial amount of time and then there was also the the leftover amount um kind of still in that scenario uh one thing I do want to continue to emphasize is that we did you know approve a budget of roughly $580 some, deficit so um hopefully we don't need to use the money for that cuz I know that with the idea of the Tiff rolling off that that would be new money that we can't use for other things but that's something that's closely on Brian and my

097radar to be honest with you and that's exactly what I want to make sure is that 2 million was supposed to go for the the bond payment 2 million for preventive which we need to make sure that every the money that we spent is maintained correct and um actually I've also spoken with Brian Brian's in the process of creating account codes specifically desicated to dedicated to preventive maintenance for the buildings and grounds department so that will give us a Tracker a way to track those funds they're just now looped in with the overall buildings and grounds funds and don't get co-mingled to what we currently spend and with the you up Tiff and even Moy being delayed a year it's not going to affect it because the mo is approximately 1 million and you're only

098looking for four out of that six right now the other two would go into general fund or what wherever so at least we're at least moving forward with everything else correct it it won't come all at once but it will be coming subsequent years yeah okay um and I'm probably missing it is the finalized Renovations of the Middle School in here no they're not in there at this time but the funds from the the issuance of alternative revenue bonds would address the um renovations to the middle school that was presented I believe was last May it'll be allocated for when we did the other projects that's kind of how we no I just want to make sure like that was my like I think when we voted on that it's I think we earmarked it

099that specifically cool perfect I just wanted to make sure is that right we specifically earmarked the Middle School the sports uh number three number four and then the middle school is all earmarked out of that money correct B the yeah correct the reason I didn't put it on the agenda uh at this time is because um you know just to keep our time frame of starting the Sports plex and completing it by next fall where we uh we do need to get moving on this if we want to stick with that time frame if we don't take action now then there is a possibility that it you know it will be delayed a year and you had to wait until this happened anyways right to confirmation correct right and that was the big thing you

100know uh Mr surma attended the meeting on May 28th when it was passed we felt that as if we could not move forward in good faith without having word from the Will County Clerk that the paperwork has actually been filed and uh I received that word I believe leave on sept the afternoon of September 20th sorry if you don't mind no burn bernon Jones and and bear are they holding their price is it staying yes they are um yeah they're holding their price from the letter intent that was issued um I believe it was approved in March of 2024 so now the for the Middle School same thing is there anything on that that's with it being out so far we did a projected estimation right projected estim now who are you are you're going

101to start working on at least the preliminary um renderings and all the architectural stuff so we can get some good hard budget numbers yes we are we've actually started working with Burns and Jones in regarding the preliminary site development for the sports plx um I will be reaching out to Bear not only for the concession stand but fact that the middle school project is much bigger um I'm going to work on that as well all right now that we have financing secur thank you you you can walk and chew gum at the same time I would hope so okay all right anything else any questions for Jason for number three okay so uh quick question sorry I uh wanted to see uh the tennis courts they're uh are they going to be painted with pickle

102ball courts on them or like are you you taking a you're not taking away the tennis courts right we currently have eight tennis courts four of them will remain tennis courts and then the other four will be converted to 14 pickle ball courts okay both courts will be crack fi refinished and resurfaced and everything to make both of them playable and keep them in excellent condition okay I just all right thank you when you remind me something we do have a tennis team right do we have a tennis okay and the courts are being used right yes they are that's why we're not eliminating all courts boys and girls boys and girls okay great and our hope is to to also you know introduce pickle ball not only as a a sport but through the

103curriculum of the physical education department and giving our students exposure to a Leisure an additional Leisure sport you wonder if HSA is going to adopt that at some point I I I given the popularity I've seen in certain areas it's it's it's definitely growing yep okay I do challenge you Jason and Alex thank you for bringing that up and I think I brought this up once before that's the pickle ball court the sound the decibels that they you know playing with the noise level and all of that just make sure before we finalize the drawings and we know if there's some type of noise level that's acceptable and I don't know what guidelines is out there but I know just the profession that I'm in there's certain noise level that we have to maintain in

104the neighborhood whatever if if not we could get fined by yes and I've I've actually looked in no not fin by pickle ball but I'm talking to the noise that's it's a a loud it's like tennis Ser Willam not pickle ball it makes noise that's been all on TV and neighborhoods tennis I was at The Acorn Fest and there was a pickle B pickle ball tournament going on I didn't hear anything scho just saying you go back and look at it and I know it's been it's been on the news and you know Condominiums and people Senor think I think much of that yeah pickle ball it's the noise it says it's been driving neighborhoods crazy so I'm just saying to go out and just you know yeah I know but it's been all on

105the news Google people playing it though yeah Google yeah Google no actually um I I do remember you bringing that up and I'll uh put the information back in the FI FYI um regarding decibel levels I believe a lot of it is originating from people put them in close like senior orientated communities the fact that we're putting it south of where our football field is that can work very well I'm just saying do our do dillig to say we assess this da da da we're not going to have a problem the court is going to be over here it's not going to exceed any noise level it's not going to violate anybody uh you know living conditions so to speak that's all yeah no I I got the literature it is I mean you want

106to go Google it it's been all on the news over the last on the last uh year 85 Deb so whatever you're not wrong like I said I I looked into it I pull the information included in the FYI after Friday okay but like I said I hate to put it there and then all of a sudden you got a neighbor complaining and then we have to address their complain and say hey we are in violation whatever and now you know we got to start it's some start over from scratch so let's do our bu wall H build a wall and use a noise barrier must be from the chering from people chering no it's it it makes a sound it makes a sound a loud 85 deible noise but most of the complaints come

107from quarreling that's what you say 85 DB and just there some normal conversations in 35 40 DB 90 DB require earplug so yeah so that's all that's good thank you thank you so much you're welcome and you pretty much addressed number four or you still talking about number four here um no uh six Bravo four goes along with three number three so if there's no questions regarding the concession stand that's kind of within the same scope of the project okay thank you thank you thanks Jason all right Charlie okay for item uh one it's uh board policy 7 colon 270 270 for revisions as you saw on your board packet it was highlighted in green basically this is just some additional language to include that allows the district to maintain a supply of medication a

108prescription for medication uh for asthma and those with the EP epinephrine injection so that was just there for you to take a look at later that's the epip pin yes correct okay how do that work do we have do we know students that may require we have a list of those students we do and I know this is a year or so ago the cost of these epip pins was extraordinar high so we keep someone stock right we keep them that's what thisy is asking us to do do you know what we're paying for uh I don't know roughly just nurse Kate that's to be outside ofit have nurse nurse Kate oh I knew I had she just we plan this she gave me the question to ask you know I don't come here for

109fun I'm here there's a reason uh so right now the we have um for the albuterol which is the asthma so this is to address the asthma and the um allergy medication okay so for just to preempt the question the alol which is the inhalers we have free P we have free was given to us through the um asthma allergy Foundation the Rescue Foundation has provided us with at least two inhalers so over 300 doses for every school so we already have that with disposable Chambers like all set ready to go M um gotcha and then um um for the epipens I am waiting for a shipment of epipens of the adult and the Junior from the epipens for school um through the EpiPen company so that's already done they've approved it I should be

110getting two doses of each for every building hopefully I just don't know when it is a very slow moving um I think I submitted it back in July and just got that it's processed it we'll let you know when it's shipped I got that notification in September and it's still apparently not shipped but it didn't matter because I can't do anything with it until you guys so I add this to the policy so it can sit there legally we can't do anything with it until it's in board policy so it should be free the barrier that we had in the past about having it has been lack of prescribers we didn't have anybody that would prescribe the standing order for epipens so I finally found one hopefully I can convince them to do one more

111so that'll give us another two years um and so that was the only barrier we ever had it is not abnormal most schools have undesignated medication so what is the cost for one of those pins uh in the world for like not prescription it's a few hundred for us and for most people it's free ah yeah okay it's just access to it and then insurance insurance okay yep all right thank you random aside yes love it does the high school have Naran yes all of our buildings have Naran and we actually have Naran available um for staff if they wanted it to keep on their person as well um our provider has been willing to give us whatever we needed so we've even opened it up to our staff at our yearly meetings or trainings

112that we meet with them at the beginning of the year that if they ever wanted to supply a Naran that we're happy to get that for them thank thank you okay anything else thank you n thank you that was actually great okay that's the that's for um what's the drug for overdose overdose yeah yeah opioid okay okay all right is that it with the policy yep and it's going to be for us to approve we'll have on next one next one next one okay all righty thank you got any old business the the only thing I just want to say is I saw that video I thought that was kind of kind of cool that we did a a drone and a video of homecoming I just like the whole Atmos the everything about it

113so I like the direction the district's going for homecoming trying to bring in um the past the present and hopefully the future so yeah and we are looking at uh we've been just using some contractors out there for various um videos I will be talking with you soon about trying to have a full-time videographer I've not wanted to do that but I think the direction we're going it would be helpful to have a full-time videographer on staff so they could be out there daily pushing out the videos that are going on you can see on the website it made such a difference you know it's in an interactive video uh you've got the aerial views and things like that so there's a lot of things that we can do with that and I'll be talking

114with you about that sooner than later but yeah I'm excited about that and especially for homecoming for next year yeah excellent any other old business new business hearing none we do have a reason to go into close session tonight and that's for the the purpose of the appointment employment compensation discipline performance or dismissal of specific employees can I have a motion to go into close Chester some moved move by Alex I second broll call please any questions com Miss s stumbris i Mr swales I miss r and i Mr gyos I Dr Hall I president Brown I okay so we should be in close session anywhere from 35 to 45 minutes and we will not take any action after that thank you public for joining us we are adjourned L yeah
