e e e testing one two testing one two let's try that again testing one two testing one two e e e okay I would like to call this meeting I would like to call this meeting to order for creep mon School Board 201u special meeting for Tuesday July 9th 2024 12:00 p.m. can I have a rule call Madam Secretary sure Mr alre here Mr gagos here M rup is here Mr sish Miss s dumus here Dr Hall president Brown here let us stand for the Pledge of Allegiance led by board member Mr gagos and followed by our mission statement by our board secretary Mrs Ru I pledge allegiance aliance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with Li and justice
for all and our new mission statement is to engage and Empower our students to positively impact their community and future thank you thank you both board members I would like to have a motion to open up public hearing on waiver of school code section 10-20 d1212 Alpha some moved move by second by uh Nelson second chery yeah have a rot call please miss sight stus i r is an i Mr gagos I Mr alch I president Brown I motion carry okay who's taking the floor here okay uh yes Mr osinski will you go ahead and uh remind the board and the public um about the uh why we're here today yes Dr koganes uh president Brown other distinguished members of the Board of Education good afternoon the purpose of this public hearing today is to
request an waiver from the Illinois State Board of Education that will allow the 24 previously identified nine residents to attend Creet Monon School District tuition free thank you thank you oh is that the comment yes okay all right I do have been submitted to me in rent form a public comment with the title or the topic being Annex and the comment itself ritten has been ritten have we been given an update regarding annexation of the area in question and that was written and submitted by Mr Evan Robert Roberts if you'd like to come up Mr Roberts if you like to come up and speak is it a Podium up there and a mic okay yes good afternoon board how are you good good afternoon so I just wanted to know how uh I know the
waiver is one uh step that's being taken uh but I know that annexation was a possibility or just something that was mentioned previously so I want to know was there any progress or is that something that the board is looking into or or are we waiting on uh citizens to kind of take that step well I can address it a little bit and then people can jump in a little bit um we had discussed the possibility of an annexation but because of the nature of the pull out it was going to affect a very large group um and so we decided to go in this direction instead and you can add on to that uh this is Eric gry our attorney it's on is it on the annexation would have uh overcompensated for uh by
pulling out a larger swath of folks than what uh is really necessary to accomplish the board's goals M and in light of that u a waiver is a smaller car out uh we have the of the school codes a smaller car vout to accomplish what we wanted to accomplish and uh and easier we think um to do what we want to do so that's the route that the board's okay has gone anybody else the how long how long does this waiver uh stay in effect the waiver if approved would be for five years and then a reapplication would have to be made at the expiration of the waiver so if the kids have not graduated by then they we can apply for another waiver and then keep that would be something that the board would
have to evaluate in the future four and a half years from now right correct okay so we do have kids that's in the district right now that in 5 years if they were to be in in five years I guess they would not have graduated right in five years that's correct we have some as early as ELC in first grade okay how would we communicate to those parents about there's no guarantee it sounds like there's no guarantee future board and whatever right that they will be entitled to have this waiver I think there's there's lots of uh you know uh things that are up in the air and you know at at this point you know first of all we don't know whether this waiver will be approved we're hopeful that it will be and
then you know four and a half years from now the the makeup and composition of the board may or may not be the same the make up of composition of the general assembly may or may not be the same so we are at the whim of you know other decision makers so let me make sure I understand so from a legal standpoint the five years is that a criteria a requirement that's the max we can go that's the max that is the max that you can apply for okay okay just one quick followup if that's okay for the waiver for this year um how does that impact I know we say we have to wait for approval how does that impact the students if it is not approved if it's not approved then the board
will have to evaluate um following isb's decision how it wants to uh um you know treat those families that are impacted um with respect to whether tuition is to be charged or whether uh to wave tuition in in that circumstance right but all families have been told they can register for the 20124 25 school year that is correct okay just for clarification what was the issue about tuition waiver going forward I remember you said something about setting a precedence so that's where we got stuck on it for this time we could have just given tuition waivers and enrolled that won't actually work longterm can you re explain that please well there had been discussion at the board level about about setting like an arbitrary uh tuition amount which wasn't necessarily reflective of the actual tuition
that we would charge for a non-district resident and I think the discussion was that that would be a poor precedent to set and one that's really not tied to the school code because you were supposed to tie it to the actual non-resident tuition um the reason that I were doing this is to have this carve out where where nobody is charged tuition if they are part of this small subset of folks and um for all other non-residents continuing to permit the district to charge non non-resident tuition perfect I just wanted that for clarification thank you much and I I saw the application um but is there any description that goes a schedule that goes along with it says these families or these children is it how is it specific to so this situation right so
um what you probably saw was just the cover page to the application and there is a narrative description that's about three to four paragraphs long that'll be included okay uh and that describes that there are uh 24 students from 13 different residences okay is how we identify them we don't identify by name or address or anything like that that's sufficient for my purposes and again how many residents are we talking about that's in this neighborhood total not that has students but how many I don't know the answer that question I don't know if you know Jason I don't have an exact number but last time we checked it was over a 100 residencies that was impacted in that area okay I would like to know that if we could if not today whenever but what's
your question about who's because that's kind of a nebulous question and it it was but because of the way the the map is drawn right well I guess we know from that area the families right because that was one of that was one of the things we looked at that you know when we say or looked at the possibility of annexation that area we said it was too incum it was too cument that we need to lower the scope and just deal with is how many how many residences would be if we re anex versus what we're doing now yes if we were to re anex okay how many residents will be affected from that point not just these families not re anex but Annex those into District exactly and it sound like we don't
know that answer not that I expect you to know but I just kind of a question came to my mind when we said that we was going to limit our scope to just providing these families that's affected today um and giv them the five you know with the five-year waiver as opposed to the annexation so I'm all about an annexation however I would love to Annex that however how does that impact Stager and their school district for those 100 right that I think would be the I mean I would love to do it but I think that would be the hang up with stagger letting that whole annexation go yeah they're not going to give up tax right they don't want to give up the tax revenue from those hundred homes so this is the
best best solution for the situation we have I can think right and I'm sure there's students in the same situation there they've been there their whole career and they're not going to want to come this way so I think this is the best solution hopefully at this point at at this point all right thank you very much our answers thank you sir one more question when once isby approves a waiver is it more likely to re-approve a waiver once it's just I mean I know you could be a different assembly at that time could be a different board but just from history I don't have any data to like okay to to be able to answer that concretely sorry okay is there a way to get that renewal process on the schedule already 5 years
out so we know need to begin it at an appropriate time for these families I I think it just be a matter of us all docketing it four in four years whomever is in charge here in in four years or or me um in four years to make sure that we're we have it on our radar okay y thank you yep so I'm sure Jamie you'll be around and that a be thanks Jamie make notes firsthand okay all right if there's no further public comments on the topic at hand I would like a motion to close the public hearing on the waiver of school code code section 10-20 D12 or 12a Alpha so moved second move by Nelson second by Alex any questions or comments if none roll call please Madam Secretary Mr Alber I
