flag of the United States of America to the for stands one nation under God invisible liberty and justice for all at creep mon School District we Empower each student to positively impact the world for a bright new future thank you both secretary and rou and board member Jamie all right close session we do have a reason to go into our first close session for the reason being the appointment employment compensation discipline performance or dismissal of specific employees have a motion to do as what was read second second by Bill roll call please um Mr alre I miss rup is an i Mr swales I miss SES dumus I president Brown I we are in close session and for roughly how long minutes okay between 30 and 40 minutes and we will come back and continue
on with our meeting e e e okay everybody's back all right I would like a motion to open up public hearing on 2023 2024 amended budget so moved second Nelson second by Alex when you're ready Madam Secretary roll call please okay Miss s stum I Mr swales I Mr rup is an i Mr gigos I Mr alre I president Brown I motion carry we have any public comments put a put a public hearing of 2023 2024 amended budget only I heard we do not good we gonna have Brian he's talking he's gonna talk about this all right good Brian go ahead all right um good evening everyone my name is Brian Johnson business manager for the school district here to walk you through our 2023 2024 amended budget presentation to be voted on next week
so as an introduction um we can choose to amend the budget the reason for this is we did fund balance transfers that we discussed previously in May so now we just need to amend the budget to align that with the new fund balance transfers um we did the public notice everything was in the newspaper we'll vote on the budget next week and then we'll post the budget to the website and submit to ISB once everything is finalized and approved just a quick overview of some definitions revenues of the sources of revenues for the district are property taxes state taxes and or state revenues and federal revenues we do get other revenues that are not state and federal ources but those are pretty rare and then expenditures salaries and benefits that makes up the majority of
our expenses purchase Services supplies capital outlay and other objects again purchase Services is just paying someone to provide a service for you supplies and materials are physical objects under $5,000 capital outlay is any assets valued over $5,000 a other objects are just items that don't fit in any of the other categories and then non- Capital equipments just a separate category for longer term equipment that's less than $5,000 that we don't need to depreciate our tax levy is the amount we need from property taxes to run our district we process everything for that in December the tax extension is the process of the county G giving us the money that we are owed from property taxes and then our debt limit as of June 30th of 203 our long-term debt liability is just under $129 million
with an outstanding Bond principle of just under $13 million this first chart is a summary of revenues and expenses for all funds the First Column is our original approved budget the second column is our proposed amended budget and the third column is the difference between those amounts this one's much higher level and has a lot more money involved which it's currently showing a little over a $29 million deficit which again as discussed in previous budget presentations we've sold Bonds in Prior years where we had a surplus where are now using that Surplus to pay this $29 million deficit so it looks a little scary but this is to be expected because we're covered from prior Bond sales the next slide is the same information but our operating funds [Music] only property tax is projecting slightly
higher um revenue from State sources is projecting lower which we'll talk about in a little bit and then Federal sources is projecting a little higher we do have some Esser money still coming in for this year which is helpful salaries are projecting a little higher than originally budgeted by about 1.5% again those projections have some Trends in them for June where similar to last year this looked a little higher and then ended up evening out coming in a little lower which is what we're expecting again this year we just don't like to manually change any of those projections just to keep consistent purchase Services is showing High a lot of this is based on outof District transportation which will get reimbursed 80 to 85% of next year so we just kind of need to weather
that until we get the additional revenues supplies and materials is down a little bit which is helpful Capital outlay we've got 3,000 over what was originally budgeted a lot of that is equipment being purchased with Sr money so that's fully reimbursable and then other objects that's our interest on our debt non- Capital equipments pretty steady and then we are currently showing just under a $1.5 million deficit we have a note below our projections for State Transportation revenue is currently showing that it's going to come in $1.6 million below what we've requested from the state we expect to get a lot of that money we just again don't want to change these numbers to keep it consistent so we did add a note that if we receive all of the transportation Revenue we would be forecasting
a $134,000 Surplus and then the bottom other financing sources that's the money movement from the fund balance transfer that was approved in May so we're showing $22 million in Revenue which is money that we moved in from our working cash and then the $42 million out that's moving money over that $20 million difference I apologize is the money that was moved to capital projects which again was previously approved so that bottom number that 20 million deficit that includes the 20 million that we moved to capital projects so again that $21 million total deficit is accounting for the fund balance transfer and is there any questions on this before we move on so Brian is the issue with the transportation the million 6 is this just a timing issue and we will get the money or
correct okay and just again based on how the projections are in the system we use there were a couple years where that was paid later than June where we expected in June every year so that just lowers the projection based on the average of the timing of when it's been received historically so your amended budget is based off this projection correct okay got it that might have answer the question I was going to ask regarding that with the delay in transportation money owed to us we are looking to take a snapshot of our fiscal year ending June 30th to come up with our state profile correct correct how how is that delay in transportation cost would affect how will that affect fact our cash on hand of 180 days which is a big indicator Financial
indicator and heavily weigh that could either give us a recognition or give us a review sure and you need to remember that our audit is done on an acral basis so so they would ACR that money back that's the answer and create yeah and create I was looking more cash a receivable correct that that did it that's that's it that's the missing piece okay thank you all right so if we're good here we'll move on and we'll talk again about that 180 day cash on hand in a moment this first chart is all all funds projected fund balances which is showing to be about $9 million below that 180 days cash on hand but again this is all funds so that's not really a concern because for our financial profile score it's based on our
operating funds only which is this next chart and you'll see from April to may there's a big drop in that blue line that's the 20 million that moved out from our fund balance transfer and then it should go back up and this is projecting will be about $150,000 below the 180 days cash on hand but again we're expecting to receive more of that Transportation money than these projections are showing right now so we're thinking we should be fine to be above that threshold I would love to see Ken go out on recognition leaving us with recognition right okay I know where you live D it oh no I get I get people in strange so Brian real quick so it's a cruel is what they're going to base it off of right so they're going
to look are they going to look over all 12 months because when we had borrowed that Bond money and passed that is to make sure we stayed above that threshold but it looks like in May we're 9 million below it so even though we're borrowing 20 you're moving 20 million out of there for capital projects I guess the question is why are we below the the six months um are we are you anticipating a tax payments coming in at some point it should hit this week okay so is that why in May it went down 9 million below where we want never wanted to go no that was due to the fund balance transfer we moved 20 million out of our operating budget to our capital projects so we were anticipating that drop and then
we'll get a good chunk of tax money in June and that's why it jumps back up but will it affect our score by dipping below that no that's just as of June 30th and if anything they would average out the 12 months and we would be above that but it's as of June 30th is when that metric okay so forecasting it out I guess the can you know I guess my thought is at one point we were below that 6 months 18 180 days correct so when we borrowed the bond money we put that extra little bit in there out of that original borrowing to make sure that we always maintain above that so are we just kind of taking that now to pay some capital projects until the tax money but the tax money
will re replenish that correct what we've taken out of there I mean not the full 20 million but no but I mean replenish to stay above the 180 days right consistently throughout the next 12 months that's the plan yes okay well I don't I don't know if it was ever that it's always that you want to be at 180 days at the end of the year right end of May is always going to be your low point in your cash balances because that's the very end of the tax year then you start getting tax revenues in June and into the third quarter that that beef your balance back up right I just my fear is you know how it's like anything else so if you're home in your budget and you're going to pay something
and you borrow something out of something to as long as it's replenished right it's like taking out of your savings account we just want to make sure and I know Mr Brown's big on you know we've worked to keep that status um on our audit and I just want to make sure that's not something moving forward I don't want to see you know obviously by the end of next year the consistent trend is I want to make sure that we're above and not it doesn't start creeping in April or stuff like that sure yeah it's definitely something Bill exactly right you want that even though we are evaluated to have that 180 day cash on hand at the end of our fiscal year we would love to have that at any given time right we
love to have that you never know when the circumstances may arise to need that period to have that money so it would be great to have it all the time I know it varies like Nelson said it varies and you pay out x amount that category funds drop and and you may have 90 days cash on hand at that given time but you're not being evaluated on that time but it's nice to have it there yep yeah and again this is an extenuating circumstance where we took a large chunk of that and moved it out so it does look a little scary yeah but yeah we definitely work to stay above that 180 throughout the year and it's a timing thing sort of and and I like I said I'm only bringing it up because
I don't remember seeing that like that coming below the 180 but if you would have done it in two more weeks from now or a month from now we would have never seen it Go below there because the tax payment would have been inter right we got receipts some tax Mone y all right and then our final slide this is the same slide that was for the original 2324 budget presentation just our department goals the first goal is always to complete our audit by October 15th we did extend this year just due to the timing of the board meeting our Auditors have already been through for the preliminary audit it's been pretty smooth they've been great to work with this past year and we don't anticipate there to be any delays or anything for getting
our audit done we're scheduled the last week of July first week of August for them to be back on site shouldn't be any issues having everything they need by then so you're saying you do not expect board members to Be Tardy on the information that the Auditors want right correct that is correct okay so I wonder who it says there to complete your uh fiscal year uh audit by October 15 2023 correct this is the exact same goals we put for the original budget presentation okay but don't you want to change that to 2024 then correct for the fy2 budget presentation oh you're this is the amended one from this current year so these are our current year goals I'm just giving you an update on those I got you so we met that goal
within a couple weeks just again the timing of the board meeting didn't want to submit the audit to the state without the board having a chance to hear what the Auditors had to say um and then the next few a lot of that has to do with building policies and procedures manuals and formalizing our closing procedures for the month which we've made a lot of progress on informally we're now working to get formal documents together so that if somebody wins the lottery and decides to quit work tomorrow we then have the manual that somebody else can just pick it up and run with and at least be serviceable in a pinch and we've talked about that during our performance reviews and things and that's going to be a big push over the summer so that
when we're giving our next budget presentation we have more concrete progress and goals and then the facility planning and capital projects Ken and Jason have done a great job keeping you up to date on that but that's still just an ongoing process with our current three-year plan that's wrapping up and then the new plan that's starting with the Middle School the athletic facilities the parking lots and again just keeping an eye on that and the timing of sale of bonds to fund off all of that um but we're in a good spot with that as well so does anyone have any final questions when will you bring us our the budget for next year so we're talking about a preliminary in July we just need to get some pieces moved around I don't know if
people have heard I'll be going in July to pick up one of the dogs from the healing pause program so it's a little tight with July but that's our plan and we should be able to get that done for a preliminary in July for discussion and then the more formal process in August okay we have to vote on it by September correct okay so that gives us some time yep okay any other questions comments good job thank you Brian I I don't want to say concerns cuz don't need any of those all have concerns but all right I appreciate your time thank you very appreciate it thank you all righty so we did not have any public comments so I would like a motion to uness the board have no further comments on concerns I
would like a motion to close the public hearing on the 2023 2024 amended budget so moved move by Alex second second Nelson Jamie roll call Mam secretary when you're ready sure Mr alch I miss z stumber i Mr gyos I Mr swales hi rup is an i president Brown hi motion Carri uh no public comments or regular meeting here or committee as a whole hearing none any board up dat okay I have none already would talk about administrative updates um just just a couple highlights uh we just finished graduation uh as you all know and that was a huge success when my dancing your dancing was very successful yes sir I don't know I got a letter Anonymous letter is probably that talking about my dancing I don't know uh we're very pleased our strategic
plan is uh completed and it will be uh presented to you next week uh Dr Lori Mueller from the Donovan group will presenting it virtually uh she had some conflicts will not be here in person but she'll be presenting that virtually we will have it in your board packet for you to review PRI prior to the meeting um and then also this Saturday if anybody can make it out we are going to be celebrating our juneth uh celebr ation uh here at the at the U is out here in the um on the uh where the old Sixth Grade Center is so that you can see a lot of activity there and so forth so we're excited about that so that is it okay then press plus yeah okay um I'm just going to direct
the board uh to a couple of the policies for press plus 114 uh generally as you know with the Press plus it's usually just legal updates references and usually it's not a big deal uh this time there was a couple thing I just wanted to point out to you um the first one is policy uh 2 colon 270 this is a brand new policy and basically what this is is adding some language for um discrimination and harassment so they've created some new language for that so that is threaded through many of the other subsequent uh policies that are coming through so just want to make a note of that the other one is co uh policy 2 colon 220 exhibit to E2 and they've now added an additional reason to go into close session and
that reason is for evidence or testimony presented to the board for denial of admission to school events or or the property so that's just another reason that we can go into close session which will be coming um for four colon 190 um that again this was just an update regarding the uh School violence prevention blurb there on that and see I think the rest of them are just the Discrimination threaded through changed the language and replaced them with those other policies so those were just wanted to highlight U Miss rup was there anything else you might wanted to add Miss rup looked at these as well I just had a question question on one of them it was supposed to be if the board wanted to add something and I don't remember if we o
which one was that uh I did a little corner and I just had it a minute ago no um we shouldn't oh here we go where say Circle one well a lot of them yeah a lot of them say that but um so it's page well that's not going to help you so it's policy 5 colon 100 staff development [Music] program I think that's the one it's really long and there's a question for districts that have a practice of providing instruction and life- saving techniques and first aid in their staff development programs insert the following optional paragraph and I thought it said if the board wanted wanted to do it or not but I might misunderstood it okay and it's um just an opportunity provided for all staff members it's about like he lick CPR
and using the defibrillator yep and I'm not sure if we decided to add that in or not okay do all of our staff are they train on that I believe so good question if it's the official like American Heart Association or Red Cross training there's an expense that goes along with that for CPR and first a and AED because it's through those organizations that someone will become certified we do expose employees through our compliance training every year to some of those measures um one of the new ones that's actually on there is um stop the bleed training um so that one is brand new that's going to be going on for all employees this year so there there it just depends that level of certification that we're looking for do PE teachers have any different
criteria yes PE teachers have to go through that including concussions and things like that as well okay so there's always staff people that do have it yeah yeah so I think that we're covered okay all right I think that was it all right great still back to you oh okay under business okay um Mr osinski is up good evening president Brown other distinguished members of the Board of Education Dr koganes I'm here to discuss um and accept the bid results for garbage and recycling services at all Sites located districtwide uh we recently went out to bid for those Services we're looking to have a two-year contract um the results of the bid were one company uh our current provider Republic Services those bid results and the costs were based on um a price per cubic
yard which was $3.80 um when calculated for all our buildings in the districts total annual cost came to $52,400 predicated on last the last B roughly yeah but it is our current provider it's very comparable to our current cost we did um receive one foyer request from a competing firm after we provided the information for the Foye request uh we did not receive bid results from that firm sold bitter yes sir okay and when they measure when you say priced on cubic yards is that just a container itself yes sir okay so if they had a 15 cubic yard container it could be pulled to the top and over is there a limit based on on how much we can compact that uh no we trying to fill it in as much as possible so
get our monies worth yes sir okay cool two years okay and then then that cost is uh consistent for year one and two which uh in this current economic uh environment it's good to have a locked in cost in my opinion especially dealing with the outside vendors okay so that's two years with no option for the third just a two-year no just it's actually one year with an option for one year option yes sir can they deny the option and we can deny the option can they deny the option say we don't want it next year I think we can deny but they cannot they cannot right correct go back and check that I'd have to look into I could let you know FYI about that so just because it don't seem like as many
disposal companies out there being competitive I guess that's why I'm like they was a so bitter and if they decide they don't want it just be prepared to rebid it next year just be prepared if that's not in the contract for them to have option or not have their option if absolutely I've seen I've seen a lot of bids like there but a v understand you know what I don't want to I don't want to take my option here to move to the next year I want to get out right now so now we have to rebid it yeah no we will keep that on our radar and hopefully keep the you know the relationship that we have with them yeah Republic been around for us for okay thank you thank you all right any
other questions Jas no questions nope okay thank you again all right thank you Dr koganes does you have any further thing to say all right do we have any old business new business uh does anyone know if Dr Hall is uh health and good health uh we missed him at the yeah I just got a message from him yeah he's he's okay healthwise yeah I just got a message saying that he will not attend okay that was that was I worry about them I know we worry about it I worry about it everyone I know you guys worry about me if I'm not coming around or whatever but uh all is well at least physically with him to my understanding okay great one new business I would like to say I guess this would be
a new business this is a compliment to you Keith the grounds really really look nice compliment to you and your team and the contractors okay give them my compliments good job any other new business hearing none I would like to go have a motion we do have another need to go into close session for the second time and I would like a motion to go into close session for the reason of the appointment of employment compensation discipline performance or dismissal of specific employee have a motion for that reason stated or those reason stated so move so move by Jamie second by Alex roll call please never you ready M secretary Mr gyos i m r and i Mr swales hi Miss site stumbris hi Mr alre hi president Brown I we will be in close
session for approximately 1 hour an hour and we will not take any further actions after close session so thank you public for joining appreciate it enjoy the rest of your evening thank you
