I Mr swales I miss z stumbras i Dr Hall I president Brown I motion carry now it brings us to public comments do we have any public comments oh we do oh I didn't see these things covered up over here oh all of these for the whole year this okay all right where's where's my oxygen tank okay okay let me see if make sure this beginning this right oh okay this is this is oh this is the read out yes this came in first that came in first yes and it's from just Sumer and I'm looking for the title there a title here okay we have an electronic submitted public comment that was by Summer Snow regarding boundaries change we to undersign urge the school board to reconsider the recent boundary realization that would force

our Stu childrens to leave their current School District the proposed changes have caused unnecessary stress and disruption to our families our children have flourished academically and socially in their current School environment they have formed strong bonds with their teachers and peers and uprooting them from their family surroundings would be detrimental to their well-being we understand the need for equitable distribution of resources and balancing enrollement but we believe that there are are alternative solutions that can address these concerns without displacing our children by allowing our children to remain in their current School District you will not only preserve their educational continuity but also alleviate the emotional strain placed on our families we are requesting that my children be grandfathered into the district as we provide our correct address upon enrollment and any other family that has

provided their correct address upon registration I have also been very involved within the school as well as the district as the PTO president for the ELC early early learning Center and trying to create more of a community within the whole District thank you for your attention to this matter Summer Snow okay next up regarding District boundaries say 24 students who should be grandfather into the district by I think it's SEL Butler okay you can come up to the podium and could if you could adhere to three minutes do you think you could you need any longer time seconds oh okay four three two I like your public comments okay good morning or good afternoon sorry good um I fully support Summers snow in this uh petition um though I am I'm not in that boundary

setting I do stand with her on this petition thank you thank thank you appreciate it again topic for this next public comment is District student grandfather asking for the board to grandfather and students as well as fixing the current issues that was submit submitted by no name okay don't have a name but I read it out see anything on there got an email address there emails okay that's all right okay thank you for the help there okay so do you want to give your name you don't have to but good I've got someone to talk too so okay uh good evening my name is sumers snow I a resident of c and have been since October of 2010 my son has attended the ELC since January of 2022 and my twin daughter since January of

0112023 I have been extremely active in the district since we have arrived I am currently the ELC PTO president as well as a member of the districtwide PTO when enrolling my children I provided the district with everything they requested I believed I belonged in the cmtu as I live in cre on Monday April 15th I registered my son for kindergarten and my daughters in their last year of prek with no issues on Saturday April 20th a letter stating that we did not belong in the district was delivered and I actually saw it and read it yesterday morning Monday the 22nd needless to say I was heartbroken and upset about this I started immediately looking into this more upon talking to others as well as watching the March 19th board meetings my question is how many

times will this continue to happen how is upon registration these addresses not being caught I did not falsify anything I came in looking to get my child an education and to get them what they needed if you are not aware there are 24 students that do do not reside in the district five high school five Junior High one CSK seven cre Elementary four ELC and two outplaced these 24 students account for 0.005% 1 half of one % of the school district and according to the board meeting on the 19th the incorrect boundaries were on the districtwide website since 2010 and just recently fixed yet this has been an ongoing issue upon reviewing my taxes I am investing 36.1% of my property taxes into the village of Creek such as Library District Park District Township funds

roads Etc all creating a community and then I have another chunk going to District that I have no buy into to how is it that I am a resident of Incorporated cre and it would cost me $6,000 per year per student in tuition to attend a public school in the village in which I am a resident of just to be clear that is $48,000 to attend a public school in my very own town I do not I do know that this is a larger issue so what I am asking for you today is number one grandfather the 24 students who have been impacted by by the incorrect School boundaries that were posted allowing them to remain in District 201u without further disruption to their education two work closely with the families of the affected students

to address any additional needs or concerns they might have and as a result of this error three collaborate with surrounding districts to thoroughly review and revise District boundaries to ensure accuracy and fairness for all students and families within the district allow me and my family to continue to be a vested partner in this community and this District which I have loved up until this point president Brown you are correct we can't go back in the past and solve the problem but we can look to the Future and make the right CH Choice thank you for your time thank you thank you very very well spoken thank you all righty District boundaries again 24 students who should be grandfathered and due to cleric clerical errors and I believe it's Chanel or Chanel right hello everyone as

president Brown said my name is Chanel Wright and I stand here in solidarity with my co-president Summer Snow I am also a member of the EC PTO as the secretary and I am also the president of the districtwide creek PTO board as well um summer has been nothing but phenomenal and affecting the lives of not only the ELC students but also other students in the district this is an unfortunate event given what was posted given what the history has been and again we urge you to strongly reconsider myself along with a lot of other families that we have here today thank you thank you okay next up is again topic for discussion is the residential boundaries please consider allowing the students I believe it's j Jordan um Mullins to complete his last I believe six

years at cre money High School based on being in the district for 10 years so I would think that's 10 years two years I think it's two years yeah last two years I'm sorry and that's Jacqueline Marshall Mullins yes okay hi everyone as I stated my name is Marshall Mullins and I'm here on of J Ms and instead of me going through that whole spill again I agree with Miss Summers and Miss Al bright I just want to reiterate and add the fact that um Jaden has been in the district uh since kindergarten so that's about 10 years he has two more years before he's completed uh stre M high school he also is in a program an engineering program in which um he has it's three years it takes three years to complete the

program he has completed two of those years and he's on his way to complete the third year he plans to use this uh these classes for his col credit so I definitely have an issue with this this whole situation and I'm hoping that you would take their consideration and fact and we can all work together to make it happen for the children BN forward thank you you thank you appreciate it all right next uh comment here is Juris jurisdictional boundaries I would like to have the Juris traditional traditional boundaries reconsidered my child is being dismissed from the district due to the mapping of the jurisdiction and believe it's Dynasty Styler St St ni St okay thank you good evening everyone um my name is Dynasty stallion um and I will say that I've been in

Creek for a little bit over a year now um we love it I have a 5-year-old that goes to CSK um she loves her school she is comfortable there um her teachers her friends and you know I don't want to go into the whole spill again because everyone before me has already went through the whole thing but I just wanted to say that I really feel like you know when we submitted these applications and we submitted our addresses everything was correct nothing was falsified I feel like we shouldn't punish the children I shouldn't have to uproot my child and disappoint her and let her know that she can't go back to that school and she can't see her friends she can't see her teachers right now she's at the top of her class she's reading

she's dividing adding subtracting she's a 5-year-old and she's doing you know she's at the top of her class um I feel feel I also feel like as far as you know going into our the tax field and looking at the property taxes and looking at the boundary lines um upon receiving this letter over the weekend I actually took a look into um my tax bill and how the the mapping is set out as far as my house and my home actually sits on two two parcels and what I realized is that one parcel um the line is split down down my house one parcel I'm paying taxes to Staker and the other parcel I'm paying St taxes to the 2011 District so I feel like that's also something that should be looked into as well

um I really feel like you know once again we shouldn't have to upo these children we've done everything correctly and the biggest thing we can do for our children is pro provide love stability support and to uproot them from their schools to the places that they know they're comfortable we we'll just rup that so thank you thank you thank you thank you really appreciate you uh sharing with us some things that we may or may not have known appreciate thank you okay another public comment is boundaries boundary issue and it's by Mike galinski alone gisi gusi okay well I'm kind of scared of you with the word go there okay okay and and as um I I would assume that's the wife Carla okay you double teing us okay all right good evening board members

and Dr Cara Kagan I didn't mess that up my name is mikee booki and this is my wife Carla Cumberbatch we prepared a statement we' like to read okay on Saturday April 20th we received a very troubling letter in the mail we were shocked and Confused to learn that our residence was not part of the CMU 2011 school district and that our sons Caleb and Dylan would not be allowed to register for the 2024 25 school year when we registered our oldest son Caleb for kindergarten in April 2015 we consulted the district map online and were informed by District officials during registration that our home within the village of C was part of the CMU 2011 School District we were told that every family with a mailing address in cre was to register for schools

within the CMU 2011 School District every year since we have provided the required documentation to the district regarding our address during the registration process in no way were we attempting to deceive circumvent or cheat the system we were simply doing what we thought we were supposed to do however after watch watching Mr shera's presentation at the March 19th board meeting we Now understand the reality of the situation mistakes were clearly made by us as parents the CMU 2011 school district and the Stager School District 194 regarding the understanding of the attendance Zone the boys have developed lifelong friendships and relationships since kindergarten they view their schools and the school district as home we as parents feel like all the other parents here feel as though it would be devastating to tell them that they would

no longer be attending school in this community that was a hyp discrepancy Caleb and Dylan are only two of the 24 students in this predicament I'm sure each family has their own story and children from these families may be equally devastated to help lessen the emotional social and academic toll of this mistake in understanding District boundaries by all parties we propose the following three compromised solutions for the board to consider regarding the 24 affected students option one allow children to be grandfathered into the district district through the end of high school as was mentioned in the March 19th Committee of the whole board meeting this same error occurred many years ago in the past and this was their solution option two provide a reduced outof District tuition rate to the 24 affected students significantly lower

than the $16,300 per year tuition through the end of high school option three allow parents to pay the equivalent amount of their property tax allocated for K through 12 public education to the CMU 2011 School District per year through the end of high school for the impacted 24 students parents would be required to provide the district with copies of their property tax bill each year to determine the amount owed to The District in closing we kindly ask that the board members promptly consider one of the three proposed options regarding the 24 affected students to remain within the CMU 2011 School District We Believe for families who choose this would lessen the social emotional and academic impacts a change in school district would cause thank you thank you thank you very well said spoken as a

team thank you again and the last public comment we have here is student residency and make a public address concerning the issue of residency of schools and again we do not have a name but we have a email someone want to oh you oh you just just knew this is you okay okay okay okay uh write that in okay good evening board good evening community members my name is lesie Roberts I am here on behalf of my husband Evan Roberts and our son Gavin Roberts my son has been a student in this District since he was in kindergarten Mr and Mrs gusi are my neighbors our sons have grown up together our children are home homegrown to the district our children are the you we would really strongly suggest please reconsider your decision as far

as our students our children deserve everything that this district has to give as well as the community and their parents and I truly believe that they deserve the opportunity to be able to finish out their academic career here in the U thank you thank you really appreciate it and I can say that I've been on this board for quite a few years and when a man of this magnitude come before the board that I have never seen a group of parents as polite as civil as courteous and voice your concerns so eloquently so I really appreciate that and I assure you that the board will look at every possible way to sure that this is a win-win situation for everyone don't know exactly how it's going to turn out but we look the board will

always look for ways to ensure that it's a winwin situation for all stakeholders so we appreciate it thank you so much any board member would like to say anything we usually don't go back and forth in public comment but I'll give the board members the opportunity if they want to speak on anything okay if not thank you so much all right do we have any board updates oh actually I do have one okay um at the last uh District safety meeting I spoke with fire chief and we did determine what I talked about last time issue placement of the nozzle where actually fire department pump water support exting spr system so he did and I thank you for uh attending the district safety team meeting and then going and I thank Mr Tobias for uh

taking the time along with the representatives from Creek Fire Department to clarify that issue with you Mr Albert thank you before I want to send something out to the board but I just want to give a boards ah hits up I'm going to be looking to assign you don't have to take it but I'm going to assign a couple board members to each things a couple things I'm looking to do so that's going to be coming your way so just support me if you could and I'm sure you will I'm going to spread the wealth on a couple things okay all right any other board updates okay Dr cogn is on you with administrative updates all righty okay well I'm very excited you may have seen we have some extra members in our audience this

evening it's my great pleasure pleasure to recognize some of our students this evening regarding their accomplishment at a March 8th 2024 athletic event and right now I'm going to turn this over to Mr keki our District athletic director to kind of introduce our students and their accomplishment Mr keki thank you very much uh Dr kin East members of the Board of Education uh had a fantastic spring and obviously we'll have the opportunity to speak about our student ath athletes uh here in just one moment but I have to say that this is now the second time uh 2013 we were state champions in uh basketball and this is now the in 20 this is now 24 uh it's our second time around so I'm gonna bring up coach Calderon here in a second but before

I do that I'm on uh March ath in 2024 our student athletes went to Illinois wesland University where they competed in in several games uh and just want to just give some brief overview and highlights uh for it and then I'll obviously turn over to coach keron uh kerone and allow her to introduce her staff as well as her student athletes uh we defeated stag High School by a score of 35 to 25 in our SE semifinal game uh the state much anticipated State Championship uh game pitted us against vidm Park Vikings uh in that matchup uh I would like to say that we not only won but we completely and utterly dominated our opponent Now Sports are about sportsmanship but I think that you do have to say that that happened and in that

particular evening we beat uh the Vikings by a wonderful score of 59-15 to be crowned the division three state champions for uh the special Athletics champ right with that being said I'm going to bring up uh our head coach Michelle Cerone who's going to uh introduce her coaching staff as well as uh the student athletes who participated in this so without further Ado thanks he put me on the spot by the way I didn't know he was doing all this um no thank you for having us here tonight we are um really thrilled um I'm gonna bring up uh Michelle Gallardo and Tyler Gunther uh my assistant coaches um they're awesome couldn't do it without them um but we are extremely proud We are a small team this year but definitely a mighty team and

in the Vikings defense they only had five athletes and they fouled out so they played with four of the rest of the game so uh we still would have got them oh and we only had six though we still slaughtered them though um I do have to give them a little bit on that so but um no we're really really thrilled so I'm gonna introduce our athletes so thank you again for having us here um and no particular order I have Christopher hogland [Laughter] [Applause] abery all right now um his sister Katherine hogland abery Emmy Humbert Howen yes yes Aiden [Applause] Smith that's our dominating shooter there and Edgar Lozano I I do have to recognize our other athlete mom was really upset they couldn't make it the flu is hit their house in a

revolving Circle so Kobe Reid unfortunately could not make it tonight all right can you get a picture get taking a picture okay yes uh real quick though um again I'm GNA present Mr keki with our trophy to be displayed with the rest of the trophies at the high [Applause] school and then I'm going to have our two sad as it is graduating athletes this year we're definitely not thrilled about it um present Dr Cara the district and everybody else with a plaque um from our team wow good good go ahead doc go ahead look at that oh sure thanks Jamie with us sorry guys it's okay we haven't been home yet are we supposed to get in I guess sure we can't be left out oh my back [Applause] thank you very much we appreciate

it thank you very much for all your support any comments from the board yeah one one last thing they're going to get I think in 2013 we hung a banner up in the gym so they're going to get a banner for 24 right so the banner is of been ordered uh we're presently working on the location uh where the banner will be uh presently in the gym and if you also uh notice that when you walk into door8 there are also the placards above the door for the uh special uh Athletics state championship the football championship and then the state track track Championship so there'll be a fourth one that'll go up above d8 as well excellent yeah i' just like to add that you know how proud the board is of all of you

and I know every time an email comes out with score I comment back to coach Calderone that we're proud of you and I hope she's passing that along so um keep it up a good work and okay good okay good any other comments great job I really am proud of you all thank you yep yeah we're all so proud and I also want to thank coach for always sending us messages always sending us pictures so if we can't make it we love to see the pictures of you all so thank you and congratulations y yes Alex anything yeah great job State uh state champs unbelievable good job guys yes I Echo all of my colleagues comments and one thing I can guarantee uh coach keki that if you are not being presented a trophy from

other sports within the district we can assure that our special El team is going to bring us a trophy so I really appreciate that and the coaches all and and you guys are again as my colleague Nelson said you know he's sending us the emails and I'm like I'm going to go to this event I can never make it but I promise you next time around I'm going to be one of your biggest fans I might scare the opposition away me cheering so loud but good job good job alrighty back to you doc discussion of the administration seeking opportunities to dispose of Moy education center Mr surma has a few comments for us uh good good evening Dr car board uh in the public in that um there were some questions that were brought up

at the committee the whole meeting concerning uh what to do with MEC and the disposal of MEC so I did a little research and I want to share with you this is the resolution that was passed back in uh March we're in April March uh get my dates right if you look at section three here this is what it says the administration is authorized to seek opportunity to dispose of the property in a manner consistent with the Illinois school code and or the local government property transfer act which will be brought to the board of education for consideration and approval so one of the reasons we did not put a uh item on the agenda uh to dispose of the property or to sell the property is because you've already given us the authority to

seek opportunities to do that all right uh my question for the board and then I guess the second part of this is the terms and conditions of selling that property and my recommendation is because we can talk about that I'd rather talk about that in close session because it's real estate and we can do that so I'd like to talk to you in close session about that about the terms and conditions of this of selling the property if that's the direction you want us to go um again I because that has already been done all I think we need from the board is that that's the direction you want to go is for us to see opportunities um if you remember my presentation last meeting I did talk about the Illinois school code local government

property transfer act whether it's a government entity or non-governmental entity all of that stuff so we would seek those opportunities bring that back to the board give you a recommendation that we would think and then it's up to the board to make that decision all right okay okay any questions at all I think that's a fair fair uh way to go okay okay so appreciate it thank you thank you thank you okay back to you doc here this evening that's going to be uh presenting our academic uh report uh we provided that report uh several times to let you know where um the progress of our students is going so she'll be presenting that to you and I believe you have a booklet as well so you can follow along with the slides and take

notes on anything that you would like nice nice nice good okay good evening uh this evening to the board and to Dr koganes uh to our staff families at home and um we do want to say again congratulations to our student athletes and to coach Calderon Mrs garard Coach G [Music] gado gardo thank you and uh coach ganther so this evening um a couple of months ago at a board meeting uh Mr albre asks that we look at our academic update in cohorts and looking at the same uh level of students uh moving from one grade level to the next and looking at their academic progress and we have provided for you to start off with um we call it our OTL glossery of terms um you often will hear us say things like standards

and Acra proficiency um our growth models NWA and student growth and so we provided that information information to the board and it will be on the website as well for anyone that needs um further information in terms of defining our terms when we talk about academic uh growth and um performance one of the test uh assessments that we give three times a year uh that we give for grades K12 is our map assessment and that is a measure of our academic success it is an an Adaptive test which um the uh as students need to be challenged the questions get more rigorous and students that struggle um it gives them an opportunity again to show that window of growth of uh ways that the they need to have uh support uh with their uh teachers

and we give that test three times a year uh it is an option to give it in the our students home language of Spanish tonight we're going to look at like I said that cohort growth and we're going to go from grades 12 down to grades uh two which will give us three years um of growth and then we'll talk about schools growth and that we look at our EA report that's one of the reports that we look at for uh student uh growth for our proficiency when we say Allin and in the past we've talked about about are students growing uh blue meaning they're growing above their expected growth or are they growing green where they're projected to grow uh based on where they are well look again we talked about this data in

the fall how we're closing the achievement Gap uh with our standardized tests uh from the state we'll take a look at our summary and look at some celebrations and opportunities that we have we'll look at our current practices and then we'll talk about next steps so let's take a look at that cohort grow we're going to go from 12th grade down to second grade the beauty of being in a unit district is that we have an opportunity to look at our students growth from prek to 12 again in map we measure from K to 12 if we look from starting from 2122 that's the end of the year 22 to 23 in ela and 23 to 24 we're we haven't completed this year yet but we're looking at our winter um growth that we just

finished and uh in the summer or when we finish our uh spring uh we'll come back in June and take a look at um our numbers there so with our 12th grade um what you will see is that we do have a decline over the years um we have been working with our high school getting input and voices from our um High School teachers and administration of why we think this is happening analyzing the data and um also getting um student feedback and I will tell you the biggest factor is that by the time they hit 12th grade what is being reported to us is that they are all test out and this assessment um they have more um impact and want to do well on their AP exams as well as their sat which

may change to act and the F for I so this cohort so this included all students who are currently in the 12th grade this is all students currently in the 12th grade yes so it doesn't doesn't isolate those who were with us each of these the 10th 11th and 12th so we have a new um data warehouse where we will be able to isolate and take those students out um we weren't able to do it for this but this is all students that had that were assessed um when we had them in 10th Grade 11th grade and now currently in 12th grade that completed the assessment with us but once you going into next year it'd be great to see that because I still think that you know where we have students transitioning in and

out if we can isolate the students that the current 12th graders that were also here for their 11th grade year and 10th grade year I'm hoping we see more Improvement just to it'll either show or it won't but hopefully it shows that students who are in our system for a period of time are improving correct so this new data warehouse that we have um will be able to isolate those students for us where we don't have to do it Hand by hand and look through um you know our 400 students that we have at each cohort and find who was here or not so this new data warehouse when we come back in June I will be able to isolate those and do that comparison and say Here's everyone and then here are the students

who were just with us um for those exams each time okay so in June we're we plan to bring up just that piece because that's what's missing in this one yes okay perfect and literally we got this two weeks ago so we're playing with it so um but again looking at our 12th graders um this is what their their data is showing and we have talk with teachers admin and and um not that we're saying um that this assessment um is not important for them but we wanted to know the factors of why we see this did I'm sorry can you explain the difference between the correlation and the causation between the test scores and having too many tests so now they don't want to like that what that I mean like make how does

that help um because from what you're saying is these test scores aren't as good because they're just tested out and again I'm using we're using our analysis to say and when I show you the data of they've been doing well and they've been progressing and when we go to the students and we say hey what's going on with this test and we get the data results that say on a 60 question test you completed it in five minutes how is that possible so we have conversations with them about what the importance of doing well no matter what again we're listening to our students and trying to figure out why this is occurring but what are you telling them is the importance because they're probably thinking well it does it might not help me in college

and you know or to get scholarships or whatever else they're looking to I'm not saying it's not important it is but I'm just saying in their minds they're probably getting a little burned out and so they're concentrating and the things that are important to them at that point they're they're concentrating on their college readiness part of this is a local assessment and um you know I'm taking the AP exams and I'm taking my SAT which I may or may not need to go on um further in my college path and again I'm telling you out of the mouths of babes I'm not making that up that came from them and that's just a small sample size but again and trying to figure out why that factor happened but you'll see I wait I have a

question just for clarification and I've heard kind of what you've said before you said we may be going to the ACT I I've heard we are going um what have I mean what has there not been a final word so last Wednesday is had a state meeting and a lot of superintendent and assistant superintendent and directors of curriculum um wrote Into the state superintendent and said um there are a lot of factors again have we thought about all the reasons why we're going from sat which is now um adaptive that that it looks at what a student needs um going back to what um I believe the ACT is paper and pencil that we would be going backwards um and again I can't tell you all the factors I know there was a lot of

discussion and a lot of letters that were written to the state superintendent that said have we really really thought about this um they run um the bid it was a $10 million difference um I can tell you that act did win that bid I can tell you right now there's a pause now we're supposed to get an update like any day I believe a contract was signed as far as I know there's still discussion around it okay thank you so I mean the longest we was going down the ACT Road and then all of a sudden we went sat yes and now you're saying actually they trying to go back to the ACT that's exactly what this so again you know I know that over the years we've talked about the assessment keeps changing the

target keeps changing um you know some colleges um no longer require the assessment some are going back to it so it's just a lot of different factors in the assessment World okay okay so now when we look at this 11th grade cohort again these are students that in 2122 school year started off with us in ninth grade 10th grade and then in the winter these were our 11th graders and we can see between uh Ela and math we have you know a little bit of a of a dip but again we can analyze this and teachers are doing a phenomenal job of starting to um look at our data look at our evidence statements look at where students are and again give them what they need based on the students that are in front of

them um and then in math we can see where that trajectory is continuing to go up and I think Mr arre asked that question of are we seeing growth with with our students and then again what does that look like we are still hovering around the 35 to 45% percentile we want to be at the 50 percentile that's the national average norm is 50 percentile so again are we are where we want to be for our performance level yet um we're not there but what you'll see is that we're tracking growth along the way and then again we'll be able to isolate those students um who have not been with us for all three segments in in our testing way so look it looks like if you look at that you want me to go

I'm sorry if you look at that it almost looks like because before the argument was well they're coming out of Co now it looks like they were doing better coming out of Co than they are in regular school and again I I would say I would have to do like a deep analysis on just that group of why Dr and cuz it was 12th and 11th grade that dropped so it wasn't I mean it wasn't just like we had the four different scores of three out of four they did better coming out of Co than they are when they attending regular school school on a regular basis and again looking at who those individuals are and and I know you see that I'm just point pointing it out so I appreciate that Dr like an

anomaly or you know so and again that that's what happens when you look at students as a whole versus individual students and that's what our teachers look at the individual students that are in front of them making those personalized plans for the students that they serve in front of them um on a daily basis here we are for 10th grade our ninth grade cohort eth grade cohort our seventh grade C what year did we Institute or um look at the math program districtwide and Consolidated the instruction so we adopted the math program um at the elementary we and we don't have a a districtwide um program Elementary has all um I need to think about that we were in Co I believe when it was adopted so I just have to think about what year

was before Co I think we were doing the pilot before covid and we were doing our training I remember when we were on remote so it's been about four years four years for that um and then um the middle schools uh they write their own units and then we have some platforms that we use to support students um at the middle school and then of course high school has the different courses but as we start to get kind of the eighth grade on down here they've had the benefit from that curriculum yes and I think we're seeing I you know it's hard to say there's causation but you know hopefully having that consistent curriculum across the district is resulting in these improvements yes um and and we um again our team of teachers work really

really hard in developing the action plans in and their lesson planning in order to support students and looking at at this data and looking at root cause analysis for why this is occurring here's our sixth grade cohort and as I reported in the fall um the middle school has um worked really hard in um putting together some um math challenges and uh making sure that students are creating their own goals students owning their own learning and being accountable for that learning to say here's what I scored before here's my target here's how I'm going to to get there here's how I'm going to um do my part and then the teachers talk about how they're going to do their part with their students to make their projected grow and then we will be bring that

um student goal setting to all elementary buildings as well uh High School is also doing goal setting our fifth grade cohort fourth grade and again we'll be able to isolate those students who have not uh traditionally been with us for uh each of these years third grade and then before I end with the cohort I am going to tell you that second grade you're going to see that dip again we had that dip at 12th grade and then here's a another dip with second grade and I'll talk about those factors so again doing that root cause analysis of you know what's happening um with these particular students as we take a look at um our K1 test is read to those students and when they go to second grade they read it themselves again not

saying that that's um the the Beall to why this is happening we're just looking for the root cause analysis of why we're seeing um this drop at this again that assessment not that it doesn't change year to year but even the format of How It's given um that that assessment is read to them in K1 and then when they get to second grade um they are uh reading that assessment themselves and we know again we have some gaps that we need to fill so let's talk about school growth so again we use um our erra platform that does a uh really complicated formula that looks at students who now these are students who have been with us and they have to have uh so many levels of scores to count um again even if you

take a look at B moral with 382 students um that uh does not Encompass all the students are at at that school the the enrollment is probably closer to 450 500 students but it only counts students who have had so many um tests that assessments um that count into that number um again um it looks at the level number percentage of students who met the Benchmark students who had a propensity for high growth meaning when they are looked at with their peers they make growth higher than their peers um the expected growth is what puts us in the green effect um area and then students who made low growth and it calculates our growth effect size again this is the score that we use to each year to talk about student growth and our students

growing at the rate that they should be we want we talk about all the time our students need to grow blue we need them to grow higher at a higher rate and we're looking at ways that we can make that happen here is our reading for the [Music] winter so if you're green you're right around zero there kind of that the growth effect size all that's saying is the model says they should grow this month and they're growing that month that much what we want to do them is get them the trend line above Trend so that they're exceeding that they need to grow faster faster yes right our math again this is for our winter um Benchmark that we had and who sets the expectation is that ekra that's ekra but it it sets

the expectations of their peers and how they are growing and are they making that expected growth so like I said it's that based on yes good okay so when we talked about in the fall about closing that achievement Gap um again are our scores where we need them want them to be they are not but what is showing even by the smallest percentage sizes um we do have some Gap closing between the state and how our marginalized students are uh performing and so for each of these areas with the except setion and we have a a small asan population um we are closing um those gaps with our student and so this was the data that was reported in the ball and this is where the state again um when they do our student growth

calculation that they are giving uh credits to school districts um for making growth and closing that Gap uh again looking at all of our uh reading scores for our subgroups and how we're on track and on Trend again growing those students in green our goal is to grow blue same thing with our subgroups for our uh winter map data again we want to grow blue so summary of our data talk about celebration so let's talk about capacity building right so our um leaders are in um training um this year and have spent a significant amount of time in instructional support and ways to um support our teachers and develop As Leaders as instructional leaders um we are sending our teams our school leadership teams um our teachers have been working um really hard and we're

sending our teams to some um additional training on um how to use our data and help our students to grow um we have some student growth you know um and so we want to celebrate that we are closing that achievement Gap and uh with the foundational work that we put in and the amount of time that has gone into prioritizing standards um in looking at data we hope to see um us to continue to close that achievement Gap um and then this year um this is our second year of revising our coaching program uh where we have brought in teams of of Paras to support each of our schools as we call them our SWAT team as they go in and provide Prof professional development um to our teacher teams in our buildings um opportunities

for growth we know that by looking at our data we can look at our targeted and be very intentional about um ways to close those gaps with our students that we are looking at our evidence-based practices that we are only looking at um ways and strategies um that are going to leverage some impact for us uh peer walkthroughs um our coaches have gone on walkthroughs throughout the building um going from our High School uh staff and teachers and committees going down to the elementary to see what that looks like and talk again about those practices and bring those practices back to the school to say um this is what's missing or this is what we need to work on as a team and we've invested quite um a bit of money and funds and time

um um with our staff and um they are having those conversations about uh what is working and what's not working and then uh incorporating those Innovative practices like Project based learning inquiry learning um discourse with students um letting um the teacher be uh the facilitator and so we're using all of those to leverage our practices to um have better outcomes with uh our student achievement so let's talk about what those current practices look like right because you know you're not in the classroom every day so what what does that look like for us and what have we done and so over this period of time over this period of like this four years um we have looked at our standards and our data Trends and what that means is again having those um vertical conversations

that kindergarten is talking to First and they're having a conversation of I'm going to cover this you cover this and then they're we're going all the way up to 12th grade and um making sure that those standards are covered that everyone needs and then talking about those trends that we see with the data um that the teachers are planning for those students that they're reflecting they're communicating they're communicating with families they're having those goal setting conversations with students and um pushing them and giving them the motivation that they can um do this work that we have implemented core instruction where everyone is um using some of the the same practices that we're using the same curriculum that we're doing it with Fidelity um and then again uh re uh creating that coaching plan of the

adult learning theory that we're helping we're supporting the adult and that they're able to reflect and have those conversations with those coaches another level is that again we've unpacked some professional development with our school leadership team and have brought in some external Partners to help us support us with that work um our building leaders I talked about that in celebration that they're having conversation um amongst the administrators the building leaders about what's working and what's not and building that capacity and again we're going to be doing some summer training um with our professional learning uh communities and our teachers and all of that information filters back to those committees and those teams of teachers working together strategy three is that we have been examining our small group model and trying to get our ratios down

for when we give small groups and trying to personalize that learning for students um that we have been monitoring our core instruction and deciding you know uh as a district we purchased a lot of platforms to get us through the pandemic so now we um are pulling back for things that didn't work or just were for that moment um and then using that evidence-based um curriculum materials again strengthening that coaching plan um strategy four is is learning um together again being very targeted and intentional about our work incorporating that ownership um and for uh our summer work we have a large capacity again to get that racio down of the adults supporting the students um to give them that kind of personalized learning and then coaches creating that reflection time um for teachers Next Step

so again it the story it's targeted Focus that we know as we analyze this data and uh D dive really really deep into it um that we've got two new data Weare houses which are going to help our teams um that we're going to look at our evidence-based practices that we're using research to help us that we're using those peer walkthroughs to see what's working in your classroom and how can I bring that to my practice um and then we're uh using those Innovative practices again those things that we know that are evidence-based that work um to push towards um student achievement and ownership right questions on that targeted Focus how quickly can you turn around if if you see something in the data how long does it take to get that feedback loop back

into the classroom so we try to work on like six week cycles of what's working and what's not working for a student and so we take that data and we look at it over that six week period and we determine if it's working or not working and sometimes it works for some and not for others and that's why you know groups can switch in and out okay um but what we have now is also a digital platform that will say let's say John T has been working on this skill for 6 weeks and it's not working um and she worked on that skill and it was working in fourth grade in fifth grade and now we can we have a platform where now jonel's fifth grade teacher can now see all of those skills that

I was working on and what worked and what didn't work okay so we have a place to house all that information additional questions well your strategies that you have here listing the four strategies yes are these the strategies that came out as a result of your work cost investigation or analysis yes so this comes from our committee work our SLT work and our work uh School leadership teamwork and our work with our our principal teams yes okay so and you have here on your OTL road map ways to improve the achievement Gap and we know one of the biggest component of achieving a a achievement gap of gaining making that Gap smaller is dealing with the family component I see you have in strategy one the socioeconomic component right and also you know we you

and I are working on an initiative yes that only a few other districts are doing that we known just the prek the K that part right there where at the first five years of a kid's life they've learned more in the first five years right yes so any other part of any part of their life so I don't see that as part of a strategy I don't know if that should have been captured here that we have to because again we all know that the kids are coming into our district a lot of them kind of behind right before they enter arcade and I think and then we playing ketchup the kids is kind of catchup all the way yeah so I think I focused here on what we're doing in the classroom and in

our instructional Focus but I can certainly um and even put in the FYI some of our plans with our um one of the things that we're um completing is um and developing is like a parent University um that allows parents um there'll be different phases to it um but certainly videos and workshops and some other things that we going to use to bring our parents into this conversation sure um certainly our parents are involved in in seeing like their child's goal setting but again how can we push that further so I can kind of draw out what that plan is for uh the parent inclusion pce okay and just one last question I have for you we talk about the achievement Gap and that's based on assessments right for the most part that's how our

kids are you know they're being assessed with getting that data but and your opinion is there a direct correlation between how well a student is doing in class and how well they achieve scores on an assessment test is it a correlation there for the kid is doing well in class we expect them to do pretty well on an assessment test you know I would very loaded question I I would really have to look at at at at our data and here's what I'll say we we know that kids suffer from test anxiety you could be a straight A student you can be in AP courses and get an A+ and I put that exam in front of you and you're you may not score well now I can't tell you what those numbers look like

I would have to really really go in and try to do an analysis of what that looks like um but we that that would be our hope okay yeah and again you you have a lot on your plate and the whole staff here but I would at some point because at one point the admin from the curriculum point of view they brought us test not test scores but grades yeah from each Cort from each level I a wow and it kind of mirrors somewhat of the achievement gaps the test scores the assessments this is a while back so I'm curious to see I would say we would have to be using like standards based grading in for in order for that to happen because sometimes my grade might be different than my neighbor's grade but

if it's based just on a standard and you have met the standard and that grade is tied to that standard now we are we are not there yet we are we are growing and we're getting there and again that's the beauty about being in a prek-12 unit district and those are the conversations that are many committee members are having and the work that our teachers are putting in on a daytoday basis about what's working and what do I need to do for my kids right and all that being said is the assessment test themselves does not tell a whole story it just don't tell a whole story it's just it's just it's just one component it and again I say when you've got a kid that finished a 60 question test in five minutes versus

the kid that took the the whole you know 75 minutes there's some there could be some correlation there and they could have taken the 75 minutes and still not scored as well as somebody that took 20 minutes so there's a lot of factors that weigh into that okay well great appreciate it any other questions from board members well it's not necessarily a question just statement with the correlation um I think it's one of those who what came first the chicken or the egg they both right they came with the same ter person but anyhow I know that the key that I according to the University of Chicago they they have the Consortium and they did a study some years ago that showed that it wasn't necessarily the test that not necessarily determin and I'm going

College only whether a student would be successful in college but what determined how successful a student would be was the courses that they took in rigor and relevance in which that course was taught for example Aid takes a AP course M and then and you got he gets say he gets a c and the kid who takes a regular English course he gets an a now the kid who takes this AP course gets a c fails the AP test M that kid had a a greater chance of succeeding in college than the kid who received an A in regular in in I guess a regular English class or honors English class even um just because of they had already taken a college style course they've already taken a course that pushed them and and yes

but they don't necessarily score well or as high as somebody else so it doesn't always tell the story sometimes it can give you a p paint a picture for you but it doesn't necessarily always tell the story as to how grades don't always tell the story as to how well a kid would do because you always get it being in this field well Johnny had straight A all his life but he scored a 17 on the ACT and I'm just using the act and and does that mean Johnny can't do well in in college no it doesn't um but what courses did Johnny take how you know that that may make you got to look at the whole the whole the whole thing and that's why a lot of schools are going like the Harvard's

and UI universi they're going away from those the test scores just a test scor you want to look at the whole looking at the whole person and not and eliminating test scores that makes sense sense and what I will add to that is it is about having access and opportunity so as Dr har was talking about um you know this kid may not have scored well on that AP exam that doesn't get them the college credit but they did have access to having those courses I believe at last count we have 23 AP courses that's phenomenal for the south suburbs and we don't charge a fee for that now do we no we don't charge a fee for that we've even paid for students to take that test and if they do score a four

or five they do get college credit but even access that we have is our dual credit that our kids go to k key our kids go to Prairie State and if they earn a SE or above they earn college credit so that is helping our families and that was part of that parent University that we were talking about making sure that our families understand that we have access um to these programs for their students that your kid can walk into college and have up to you know 18 credit hours and financially how much does that help our students so the the um you know when we talk about the board um which we'll talk talk about in a minute um approving budgets and things like that those are the opportunities that we're giving to our

students excellent and and we did we did have one student that challenged us and going back but that's a story I'll share with the board at a later date but good good information okay okay additional questions okay thank you so much I appreciate it a lot of information a lot of good information thank you so much okay back to you you're not getting out for that [Laughter] quick comes on the Cent agenda we don't do a presentation for this one but basically the Consolidated District plan is what the state of Illinois requires before we can um begin to um get our uh title funds and our grant funds from the state um we present this plan to them that says um we have a holistic program where we look at all of the needs of

our students um and the board says um yes we have targeted Focus programs um and how we're going to uh deliver services to our students and then once we produce that to the state which is the Consolidated plan which you'll hopefully approve um uh in the consent agenda and then the state then says here are your um Grant funds of how you can use that those funds and so it goes from closing the achievement Gap buying curriculum materials providing professional development and looking at our uh elll program and you filled out all 51 Pages accurately and to the best of that would be Mr jardo who's probably watching us from home yes Mr jardo do do that but there's a team of people along with Mrs Van kiken and we have to get um the

input um from the staff on how they would like to spend funds and how they um want to service the students in their particular buildings okay okay all righty thank you we should go pretty fast with these other items here now next up is item number 10 consent agenda approval do we have anyone that want to pull anything out of the consent agenda for a separate vote I do you do yes and which item is that um the Personnel Report with the D situation so there item Delta number one yes 1 a 1 a okay so we want to separate vote on it yes okay anybody else okay can I have and Bill correct me if I'm saying this wrong console can I have a motion to approve the consent approval or consent agenda with

the exception of item number Delta 1A to be voted on separately so moved move by Nelson second second by Alex any comments questions concerns okay Dr kogan you want to read off all right under the consent agenda superintendent report item one approve regular meeting minutes of March 19 2024 item two approve committee the whole meeting minutes of March 12 2024 item three approv Committee of the whole meeting minutes Clos session minutes of March 12 2024 item four approve the 2425 Board of Education meeting dates underneath business item one approve Board of Education financial report item two approve a payment of 339,50 to RL Soho for work completed at CED Elementary item three approve a payment of $286,400 cents to oural Soho that for work done at CSK item five approve a payment of $81,400 66

to CCC Holdings Inc for work completed at Creet Mooney High School item C for teaching and learning approve the njrc overnight field trip item two approve the Consolidated District plan item D underneath the Personnel report excluding D is stop it right there I was going to say excluding one on there oh yeah we just that one yeah we that out and uh yeah we'll pull that on read that over that just deep Point okay have a SE got it okay so then that's should conclude it correct and you could read all the numbers again if you want this kid oh no all right so the consent agenda entails alpha bravo charlie you have any questions further questions yeah the only question I have Jason if possible um the CCC Holdings is is a partial payment

that we talked about last week once cuz they came up with a resolution correct it was a schedule the regular schedule pay application that I was holding until both parties uh upper management from both firms met with us in person and came to a solution yeah and it came to a solution and that meeting took place last Wednesday and then items two three and four um are any of those retention payments or are they pretty much payments from last year um as far as the RL Soho uh everything has been paid out except for the 10% retainer is that what this is I believe so we still have to um yeah yes this is because we have reached the substantial completion with the exception of the chillers that were installed in the fall so we

still need to test and balance those and then those are the only outstanding items at each school is the testing the balance and the chillers okay this one is Brian I'm going to send this to Brian's way because Ken conveniently stepped out um on um we're over budget or look we're projecting to be over budget on both salaries and benefits and just kind of curious I mean seems like we knew what the cost of the contracts were going to be when we went into the year for the budget um so I'm just look did you know has the board approved hiring additional positions or I can't remember but I'd just like a little more analysis on why we're over budget or projecting to be over budget on salaries and benefits for the year and I

think on maybe on the variance analysis on page six maybe a typo because it says salaries are 2.3 million over plan I think that's more like 800,000 if I go back to the schedules anyway if you could just look at that and put something in the FYI about driving yeah we'll definitely look into that and part of what happens towards the end of the year is again because we're basing on projections March was a three pay month a couple of the times we've uploaded things and prior years April was a pre a three pay month so our projections might be a little high okay so we'll dig into that and confirm things because we looked at it offline today and we were as a budgetary item it seems like we should know every year pretty

pretty accurate if we know how much how what our staff Count's going to be what the pay schedule is we should be able to and if anything we know we're going to have vacancies so we' probably expect to be under budget versus fully loaded but correct but then it's the system does the projections based on historic Trends okay and those Trends change and as practice we don't go in and adjust those just because we don't want to start okay you know messing with numbers and getting user errors in there but yeah we'll we'll confirm get back to you with what we think things are going to end up and have a more detailed response okay thank you you know I I have to have a question about the financial re I am not jealous okay

that's what we are board members here to do our duty thank you for those questions okay no further questions from board members on the consent agenda Alpha through Char if not Madam Secretary roll call please all right Mr gagos I Mr sish I Mr alook I miss S stus I miss RS and I dror Hall I president Brown I motion carry all right can I have a motion to approve under the consent agenda item D Delta only one a alpha have a motion to approve that moved mve by Cheryl second second by Jamie further questions or comments or discussion so I'm looking at um and help me out Bill if I go to someplace I can't go which bill right I was thinking the same thing earlier double trouble here um I'm looking at the

dean position and I see that um the person has been somebody has been moved back into the ding's position from another administrative position um I I guess uh my concern is there are um rumors as to why the person was moved back in there um and then rumors as to the position that's vacant and how how somebody who's supposed to get the position and I I guess my question is is not not so much the rumors but if somebody is if we have a Dean's position and we have an administrator are we moving administrators because in this case because and you kind of answered this to me but I I wanted to bring this out um are we moving administrator because they are not doing their job where they are or because they are really

good at their job because I recall before that it was said that maybe that the the position that the person was in was not necessarily a good fit and now it's a good fit again um and I just wanted and I don't know where we can discuss this if we can disc talk about performance of a specific employee session that's that's what I wanted to get that that's why I try not to say it so one way to handle it is if you want the board of really wants to you guys could table voting on this talk about it in close session and then vote on it after close session that's the board to a motion table because there's already a motion a second motion table it gets a second and takes president to vote

on that and you can just after close session if you want to so how would I do the motion it's already on table if somebody want withraw sounds like Dr Hall wants to make a motion to table this item until we have there's a discussion amongst the board in close session I would like a motion to table it okay Sor okay so we got a motion we got a motion correct right now now there's the motion has been voted on so now there's a motion to table is there anyone willing to second the motion I'll second that okay now the motion to table is on the floor precedential motion so you would ask the board to vote on the motion to table this item until after close session while we do have the motion do

we can we have a motion what's this the motion or if it get moved discuss the issue or just not the table but the discuss is say because I mean if the board the board right here do they have the opportunity to say no to vote for or no not to table it doing the roll callable or not okay okay given just okay so you make that motion and Bill second that's been out there okay so the roll call so the roll call is on motion to take all right and then the other motions before we just ignore that for right now holding it because now the motion to the table we'll vote on first and then if that fails then we'll address the underline motion okay so roll call for the motion to table

Action Report Bravo number five approval of the administrative and nonunion salary increase for 2024 and 2025 need a motion so moved move by Alex I'll second second by Nelson questions comments concerns Eric I just thank you for putting that the information in the FYI so that was helpful okay we got a good team here hearing no other further comments or concern Madam Secretary roll call please all right Miss rup is and I Mr swales I miss s stus i Mr alre I Mr gyos I Dr Hall I president Brown I motion carry okay that Lisa us to number 12 do we have any old business I I do and I apologize because I wasn't here at the March 19th meeting when the whole boundary issue was discussed no reason to apologize you had a very

good reason I had a good reason yes yes um I think it deserves some revisiting because um when you talk about those types of issues and you don't have names and faces it's a lot different than when you do and I just um just wanted to know if we wanted to open that up for a little more discussion I had under new business but I guess in the email we got earlier Mr gle's here maybe uh we can ask him the question is there an annexation or transfer that that can happen on that yeah so sure there's so you can detach or into schools from different boundaries but there's a legal process to do it under article 7 of the school code and there's different folks that can initiate the process so it can either

be a certain amount of residents and properties owners that are in a defined area that's contiguous with the school uh boundaries or the board of education for whom the properties would detach so in this circumstance that would be Bloom uh District 206 and stagger District 94 their boards could pass um resolutions to file a petition with the appropriate Regional Board of school trustees to allow to start the Detachment proceedings and if cre traditionally if the the school that would be annexing in doesn't object to it um the hearings go pretty quickly on it so it's all a legal process that can be done through uh article 7 okay and so as long as they don't say that they don't want that to happen they actually have to take action they' have to file the petition

nothing we can do correct we can't initiate the process only the detach the detaching school districts could so the ones who are losing the property um could would have to file the petitions you say that's two other school districts it's too impacted because they don't have they're not unit district school district High School District 206 okay and the area we're talking about this is what I just found out maybe I missed it that is actually corporated area that's not in that's what I heard is that I I thought it was unincorporated I I'd have to look at the map again with the the boundaries that yeah did you hear that anybody else I just don't know so the idea is how how does that want how does that happen if that's the case does that

something that our district does or do the residents apply to um to Annex you could they could do it either way um so thank I know it's a really dicey line we've looked at this before but so if if you could you know obviously your your Administration has professional relationships with the administration at those other school districts I'm sure they can start conversations and then the question becomes are those other school districts going to be interested in starting a process where right now they're collecting money and they're not actually caring for students so are they going to be willing to do that even though you know we heard from the folks who are sending their kids here about how detrimental this is so their kids would they be willing to do that knowing that they're

going to lose revenue is that something they can do in front of their board absolutely their boards would have to take the action so their boards would have to file the petitions and you know Mr serman and I talked about it and certainly you know I I know if there's an interest from your board I would do what I could do to help facilitate that process um I know the law law firms that represent those school districts so we have professional relationships them as well so we can certainly help facilitate it if they were interested in doing that in my opinion just just just my opinion I think it's worth the effort um to do that because technically they're in creit you know mailing address however that works but why not get least I know

that you two gentlemen talked about that that it at one point in the past this has come up but how can we officially put it finish it right but do it the right way and see if there's a way we can try to make that work I think it's as Mr Glon and I talked today um we we kind of put our heads together try and come up with Solutions and um you know for I know there are parents here and that so that's why I want to kind of explain a little bit more about what we're talking about here so you understand that um there were a couple and I also want to go through a couple options that they shared and Bill you can jump in on this too and that one is

reducing the tuition cost um that is a possibility however we can't just reduce that cost for just those students we have to reduce the cost for all nonresident students that wanted to come here so let's just say and I'll just make up a number let's just say it was $1,000 instead of a $116,000 well then anybody could come into our district that's a non-resident for $1,000 okay it's a possibility I don't think it's the best solution in that um the best solution that both bill and I talked about is to Annex that part of uh the area and we have to determine what the boundry would be of of that area into our district and so what that means is that you would actually officially become members of The Creep Mooney School District you would

we would file petitions with the county so that your property taxes would be creepy property taxes instead of as you look at your bill they would be staggering that that would make make it official that would solve everything that's the best solution because we had a a comb up here offering to pay what that money would be but that's obviously not the right thing because they're already paying taxes already to someone else that doesn't right and obviously that is the best solution and I will share with you I looked at the tax rates our tax rates here in cre are a little bit less than what that was that was the question I was going to ask that was that that took care of what I had and if we think this in a realistic

term if you take while we were while we were talking through you know I mean and again it's the same thing Ken just did but if you took an average tax bill of just I I just used like 7,000 and and you took your 65% I use around $4,500 times 24 students is 108,000 the thing is if it cost us money to do that investigation it's a long-term thing but it's also finishing something that was an issue before right so I think definitely taking the time in my opinion as one is to invest that work and at least try to make that work because if they say no and they don't do anything then we got then that's another discussion we got to have well and I think the other question that I had that

bill and I talked about were are the students able to stay here while we go through this process uh bill you can give an answer but I think the answer is yes actually okay just on to that your thought well let me before you go Bill add on to that what if a new family comes in in this area and want to enroll their kids in our school can I how do we do that can I answer that real quick just is my again my opinion it's been going on for so long right and we and we did that but if it takes four months right we all know dealing with a school district and and the county is not going to go fast now I know Mr Gleason said that it could but in

my opinion what's the difference right and if if someone enrolled here I just think our cut off wouldn't be June 30th of 24 it would be June 30th of 25 the end of next school year because that gives us an adequate amount of time of looking in researching doing our due diligence and giving the families an opportunity to go present their case instead of trying to rush around and right I mean that again that's just my opinion and if we then throw another aspect I I that's just an option right because it's been happening for so long at this point this is going to take I mean the process for these parents would have to go and petition the school boards of the other two districts right I mean this isn't going to happen before

enrollments for for next year I mean it's going to it's going to happen probably fastest it probably be July or August for it to be done and that's that's presupposing that nobody fights it afterwards right so I would like to hear Bill's answer to the legalities of it if we want to go ahead and let them stay in the district knowing so the problem with it is the school code obligates you to charge tuition so now that you know that you're not you're you're basically going to be out of compliance with article 10 so the only way that I could think of that you would try to correct that is to ask the state for a waiver um of that provision and see if the state would approve a waiver for a defined group of

people u based upon a unique situation and I I don't know whether they wor that it wouldn't but that's the only solution I can think of that come up with to get out around the code violation have you ever done that yeah there's so in the old days a lot of schools used to seek waivers so that uh the children of uh staff members could attend without paying tuition um and the state pretty regularly granted those and now they changed the statute so you don't have to get a waiver for that um so it's certainly something that we could work with our State Rep and is to see if you know we do it so they are they are paying taxes right they're paying taxes for their kids to get educated it's just the way

things are it's stagger and the other school district is collecting can we get the money from them to come over in the meantime can we go over to them petition them say hey you guys been for the last 20 years now okay we're trying to solve this problem in the meantime we want the money well I don't that doesn't seem going the route of officially trying to do it seems realistic is the waiver coming from Roe or ISB it it comes from the general assembly okay so when we have our we we've been doing our life safety studies for the last you know we've been talking about that for the last 10 years and we did certain amount and then we didn't do anything and then we did it again and remember how we would

say well we have it in the works and we're in the plan it's is it the same assembly that approves that allows us to continue on meaning we can get a waiver for that all the way to 2023 that's the Roe you know like that's a different body there you know we talking about Will County Roe and you talking about there there's a myriad of reasons that school districts are applying for and getting waivers you could look at on the general the general assembly's website there's a lot of reasons it's for a lot of different things and that's more of a classic one that you're bringing up yeah which is the easiest way or the the the I guess not the easiest but the most efficient way so that we don't have to keep revisiting

I think the most efficient way would be if the other school dists are going to play ball and agree to it and they file the petition with the regional board and basically we go in and don't object to it and say we're in support of it I think that's likely to kind of just fly through the radar because there's not going to be a dispute about it and especially they have been collecting money for uku years and have not did the work for that money so I I would think if you said the parents would have to initiate the conversation so it it seems like either one the steps would be for us to apply for the waiver one well I don't know if we apply for the waiver it has to be that school

distri no for the waiver the waiver to allow these students to continue here them to pay because legally they're required to not got it but then until such time that the other districts can either agree or not agree I mean we can't control ultimately try to do it for a school year and then if the other school districts don't agree then that would give the the impacted families perhaps enough time to get the paperwork together to do it themselves right and then it would just be up to what type of uh you know evident burden are they going to have have to meet in order to get the regional board to Grant the petition but I think you know doing a lot of these cases I think they have a pretty good argument in that

you're removing their children from a setting where they've got educational experience and I know talking to folks in education that there there's usually a learning loss when you balance educational institutions so that's that's a really strong argument for the families to make support of coming into the district at that Ty hearing yeah and and at the same token we will have kids in this area where that's in question continue to come in and so we have to make a case that it sounds like we want to make this permanent that's what I would like to do just make it permanent we Annex make it permanent case Clos but kids additional kids is going to come in every year families move in family move out and if this doesn't have a long permanent process now at

some point other families is going to be impacted as well but it would just be in that one are be getting be codifying the boundaries as we've been operating in them it's not it's not expanding it it's so if anybody moved within that footprint they become exactly I don't know that yet I I guess I'm going to throw this out here I you know it's something that we have to look at but we don't want another family to go through this want to another go through this let me explain this Mr Brown we don't know where we want to put the boundary yet because it's not just affecting the 24 students there are a lot of other homes in that area that it affects Don can you pull up the attendance map that I sent

you please can you can you do that real quick so I can just show the board this so so here's here's another question I had so it sounds like no board member covers that area in that's not in the voting right now I don't know that that I don't know but that could be the case that not only is these families are in the area that's not considered our school district that should not be in a voting area well so if it is now and now another Whoever has close to that area picks up these family does that because right now we have about 3,000 relatively easy 3,000 voters registered voters per board member about 21,000 in total with that increase I sound like a small number well we just talking about we're not talking

about voters I think we have to look at that too right what impact would that have extending that because everything has to be equal for all board members that's just something to think about right so it's determining where the border is going to be when we talk about the annexing of what we're going to bring in because again we we can't just pick and choose those families like you said there's going to be other houses that are there I would assume that pce you you highlighted is what what we're talking about not just the 24 we're talking about the whole piece yeah there's there's a whole piece and that's why if Don can get it up I know I apologize if you can't get it up that's okay so there's a there's a phrase I

use it says though it may be lawful it's not expedient right and these families came up here with a compelling argument right in my case empathy here right empathy so that's why I said a wiwin situation address these issues and but how it impacts us from a legal perspective though we definitely have to follow the law yeah I think I think what I would like to do and uh you know Dr car and I haven't even talked about this none of us have but I think we like to have discussions with the other districts an administrative standpoint first and you know because Dr Cara has relationships with with the other superintendent I have business you know all of that stuff and you know try and get an idea then of what their thoughts are as

we approach this topic I think that's number one and then um depending on where that goes you know then we can have conversations with Bill because Bill's already said he will assist in all of this as much as possible uh with helping them um you know uh so I I think and we can do that I I think that's our first step uh and then we can keep the board informed of this I think we know that and we understand that we want to have a win-win with all of our families absolutely as you talk to the other districts I mean one alternative would be they keep the tax revenue but those districts pay us the tuition yeah that's what I'm saying and give us all our money for the last pay the tuition pay

the tuition on behalf of these families right and until that kind of grandfathers them through the system and then we live with a new boundary beond by right yeah I uh I think I think you know the ultimate solution is going to be to change the boundary to Annex families in I think that is the the bottom line so but I think for those districts that's going to be more homes than there are students tax revenue they're going to lose that may be a hard that's why again it's going to take time because we're going to have to do some calculations we need to ask these families to all live on the same block you know well they don't so so again board let me I I'll refresh this and I know the are familiar

with this so anything in yellow right now is ours and everything in Orange there is Stager and Bloom so again you know a lot a lot of the families are living along Fairway Drive Fairway court I'm going to talk about the one parent that talked about her her lot too which That's How Bizarre this whole situ the split lot two down you'll see T cord and all of that so it depends where we run the boundary do you run a boundary like this so we capture all of these homes um again I need to do a calculation on that from a taxwise so you know the other district will ask well how much revenue are we going to lose versus what are we going to gain so I I just need to do those calculations

going to take your time this is how bizarre the situation is and and I apologize for the parent here but we're talking about a lot that's right up here the actual line her house has two pin numbers and the line literally goes if you look on the map on um The W County Assessor site the line actually goes through a corner of her house it it honestly it does goes through a corner of her house so that part her house is in Stager but the other part of her property is in creep money so she's paying taxes to ster and bl and I laugh and I apologize for laughing but this is how bizarre this is and um the tax is are going to Creek right but it it's literally going through the Corner House

and as Bill and I have talked about that there are cases out there that okay where's the bedroom of the house fall on the line I mean where the child where the child is sleeping I mean that's how that's how bizarre this is you know so and and you will see other ones there's another a lot down here this one is is in half so I I we don't know where Bill has done research we don't know where these boundaries came from but that's how unique this situation is it it just is so again I I think what we'd like to do is have conversations with the with the other administrations talk to them and then we'll have conversations with so do you think I guess the question is do you think a realistic time

frame to have a direction would be Committee of the whole of May a direction of not an answer but a direction of this is what I think or what we may because we're going to if we're going to do a waiver right for the 24 families that's got to happen relatively not in a week or two but it's got to be relative in time frame and we could put that out there so that if we have them come one more year right and then but we have that date for the following because that'll give us roughly what uh 14 months to kind of get it figured out before the end of next school year does that I mean that sound reasonable yeah and you know we'll we'll move as as fast as we can guarantee

time is what it is but I mean a realistic time frame of a conversation and say okay bore this is our this is the direction we think at least by the three weeks could we well the other thing I the other glitch you know this is just crazy I think stagger has a new superintendent coming he's here already is he here already okay good so that's good so there you that's your job this and you won't have answers in three but you'll have like like this this is the feel that we got and then the next step you know for the residents and us because I think it's going to be a collaborative effort between all of us right right so so Bill and and US board members need to go talk to the their

board members you go talk to the business manager you talk to the you can let you know Dr okay so we we we work work this as a team so we understand your your pight appearance and we would do every effort within the legal ra ramifications that make everything okay so okay so Bill thanks Ken thank you make it happen that's my favorite phrase make it happen you sure you want to teach in this be the Principal in this too late too late we voted yeah 30 minutes to resend that happened okay thank you appreciate it all right and new business we do have a reason to go into close session motion to this is reason I this now motion to yeah okay all right we do have a reason to go into close session

and I would like a motion to go into close session for the setting of a price for a sell or lease of property owned by the public body that's coming from five Illinois compile statue 200 two sorry c 2 C two Charlie 6 and the appointment of employment compens ation discipline performance of dismissal of a specific employee of the Board of Education that's five Illinois Capal statue 122 CC1 is that of the public body or of the Board of Education you're the public body yeah you're the public body okay special employee of the Board of Education public body I'll put them both in there okay have that motion move by sure second second fight uh Alex we're not going to let you out of this okay any questions or concern okay can we have a

motion I mean roll call please Madam Secretary Mr Alber I Mr gagos I miss rupai Mr swales I miss s stumbris i Dr Hall I president Brown I roughly time motion Carri time about 45 minutes and we will come back and take action yeah we have to come back AC on the personel I believe that was 11 no was it 11 that was 10 10 b1a okay thank you public for joining us if you so choose to stay the remaining after we come out a close session please feel free to do so thank you public for joining us here in person e e e motion what we still get a yeah d1a motion yeah yeah redo that motion all right I have a motion apprent agenda move comments of questions any comments or questions if
