to that possibly a workshop just to get the board together take an opportunity in the July time frame it it'll be in the afternoon okay even though we deliberately didn't have a committee of the whole in July that's a good point that's Dev was okay that's what we talking about yeah that's a good point just for it say it's a busy month but we'll we'll see okay maybe June we'll see we get I don't want to stress anybody out definitely don't want to stress anybody out I'm stress and too late too late for that and I just want to share this and I'll put this in some words I have to you guys uh on the on the site basically without violating any open meetings act i attended the National School Board conference and I'm

just going to say this I am so proud of our superintendent she did an excellent presentation really really I all that that you presented I kind of like didn't know a few things I'm like okay maybe I'll have you presented to the board but that was very good I really was proud of you I was so proud that I came back the next day thinking she was presenting but she wasn't she was this other school was there from Utah yes very good you you really represented us well talking about the barriers that we are overcoming and all the things that you have done so very good very good presentation proud of you all right know the board updates ministrative updates um I've got a few my on I've got a few um just wanted to

let you know uh teachers and students are working very hard and as we're um coming into the spring season uh finishing some testing um so we're working on that um we were out to visit the Middle School visited with uh the leadership team School leadership team and uh to kind of share some of the results of the feasibility study for the space um concern that we have so we're circulating that among um the Departments and the uh the different grade levels and uh we will be meeting them back uh next week to uh hear some of their questions or concerns so we're we're pleased about how that is moving forward I'm really delighted that um I'm going to be working with the high school we're going to be going out to park Force Water Treatment

Center uh on uh the next Thursday we're taking 12 students out um to see if we can start getting students more involved with Community uh work especially our public service work there's a lot of holes out there and there's a lot of jobs that people don't know about so uh we work to provide a tour for them so I'll be going with them so I'm excited about that to learn actually about how the Water Treatment Center Works um so we'll be taking those students and lastly um we're halfway through our strategic plan we have our next meeting tomorrow evening um we have one more meeting in May and then we'll be presenting it to the board in June so we're moving along on that so things are going well in that in that department so

those are my updates thank you not time really fly getting through that strategic plan you guys doing a good job doing that so okay uh business we datting yeah I S I'm like did I I said did I miss that okay that's why I kind of gave you a chance I'm like okay I must missed something here all next year um we've adjusted as we could to various and so forth uh July we have just as a regular board meeting without the comme as the whole uh we did that last year and it seemed to work out well lot material in July so that's why it works out really well um so anyway this is our schedule if you would like to entertain any conversation about the schedule so in August we'll go the first

and second Tuesdays yes and again uh we usually are trying to capitalize on all of our late hires we do have a lot of mentoring and um you know a lot of teachers like to get into the classrooms and took a look around so we want to make sure we've got them hired okay I don't have it in front of me what when is our first when is our first meeting in August okay and no committee as a whole per se in August no well the reason why we have a special boarding so we can take action on any of our hires okay all right okay have any questions with those dates just get back to the superintendent you concerns yes yeah we'll get to her before uh we vote okay now can I say

business business department it's three of you not all three of you jumping thank you president Brown uh Mr Tobias is here to give you guys an update on the EV system at Creet mon High School good evening everybody thank you for having me Mr President Mr superintendent and members of the board I do not have a lengthy presentation just some simple statements you're welcome uh simple updates and reminders that uh you agreed to the Evolve um weapons detection units which are all in place at the high school now we have seven units assigned to the high school two of them uh were active and put in place at the first week of January when we returned January 8th 9th and 10th was the installation and activation process for those at the bridges Wing um the

remaining five in the um previous high school or original High School Wing uh were installed uh the week of March 18th um with training and um other updates or software updates to them throughout that week uh we had them live at the end of that week uh some prel linary testing with students and staff uh as well as security and administration working them uh we had them available and live for any parents that came during parent teacher conferences to see firsthand and then we went very active with them the week of March 25th before Spring Break um kind of a soft open getting students understanding the process uh looking at our entry procedures um seeing how the scan were working and then when we returned from spring break we went to um more rigorous uh

scanning and uh conversation activity with students so we have three that are used every day on that High School Wing side um the entrance a and the entrance B from the bus lot where the students arrive and we have the main entrance which is active all day it's there in the morning for student arrival for those being dropped off by parents walking or driving themselves and then we have that unit working all day um for any guest visitors that arrive and late arrival of the students um the bridges Wing those two are still active they have the student arrival entrance which works during that time and then they have the unit by the main entrance which is operating all day for any late arrivals of students or visitors and other guests at that time uh

we have access to an online portal uh we are just getting access to that which we can review our software updates and get um daily weekly monthly reports as to the amount of activity those units have um with regards to number of bodies that pass through them number of alerts we have we can also adjust the settings to make them more sensitive or less sensitive and that's part of the learning curve we're going through right now um I think it's gone very well thus far Mr holfield has done a great job um addressing any parent questions or concerns meeting with students personally that are curious about them or have other questions um I I think it's the right decision this time as far as the board agreeing to it and us getting them installed um

it's made for some easier arrivals than I think people anticipated through the scanning process um but we'll continue to kind of go through that learning curve and um make the adjustments as we need to we have our evolved vendor and installers on hand anytime via phone call or Zoom or texting um to troubleshoot anything uh we have a startup and um calibration process that is done daily at the high school to make sure the units are scanning properly for certain items uh and a shutdown process that needs to be followed rigorously at the end of the week so they can um get their rest and go through any software updates over the weekend we do have uh units by the auditorium entrance and the athletic entrance um which are in place are operational and we

anticipate more rigorous use of those going into the fall um with the fall athletic events by door three and any of the auditorium events um by door two we do have the spring Musical coming up at the high school where people will be passing through those and we'll have security on hand to kind of go through a preliminary kind of soft open process for that to see what's alerting um letting patrons know when they're coming um that they may or may not have something on them that that is making the the machine register um so those two devices by the auditorium and the athletic entrance um are are just going through learning curves right now but will be more active come uh the fall when we initiate those for regular events um at this time

they're all live online active and um are able to use as we need to daily any questions yeah uh Robin have you have you guys encountered any like bumps in the road um so to speak like any issues um that happen all the time or um something that's that shouldn't happen it um great question and nothing I would say out of the ordinary that I've been informed or have seen or experienced um they they are designed to hit on pieces of metal that should be we um could be drawn concern with firearm type stuff but there are also types of metals that mimic that um Chromebook stuck together with with a metal thermos um an eyeglass case that's enclosed uh certain instruments um the the devices have an AI quality where they learn so umbrellas

would register as as a ping usually um but through the tablet we can identify it as an umbrella a the machine that it's detecting umbrellas and it begins to learn maybe not to detect those types of umbrellas in the future through further software updates that doesn't mean we wouldn't check them and make sure people aren't hiding stuff in them um but there hasn't been anything unusual that has been brought to my attention as as far as a bozo no no being brought into school um we've also created at the high school and we'll be initiating probably next week um something called amnesty buckets um which some schools do they they have these buckets placed at the various entrance of the students and upon their arrival if they remember they have something due to being at

a parents house over the weekend that maybe is okay in public but not appropriate in school they can deposit in that bucket and make sure it doesn't come into the building and we can retrieve it and work through it that way um so we we haven't been alerted to anything unusual or extraordinary other than dealing with um uh how Chromebooks might be pinging and then students make those adjustments they may take them out of their clear backpack hold them out in front of them so we could see when they pass through it's pinging on the Chromebook book and then everything else is clear um the device registers uh a little red box indicator um either on the person or against the backpack depending on the area of concern we should have what it's registering and

if somebody has multiple concerns then multiple red boxes will appear on the backpack or in person that we can address um it's very efficient and at least alerting us to either the backpack or area of the body that we should address right away and then letting other people pass through if if there's nothing of concern there's similar devices that are like McCormack place you see at Disneyland um Wrigley Field white socks Park um the difference we experience or any school is when you're walking into those facilities it's usually just you your person um if something's pinging they'll address you personally that way but you're usually not carrying in a lot of luggage at schools we have kids carrying in luggage all the time whether regular backpack athletic bags instruments so the process is going smoothly

but it's it's not going to be as quick or smooth like you experienced in those other places because you're just passing through as a person um all our students are bringing in something every day um hopefully for academic or or extracurricular reasons um but we've been able to address those and and figure out okay your your Chromebook and your three- binder probably shouldn't be touching let's figure out how we can make those um easily and and more readily um passing through and the students have been resilient they've been really awesome of just adapting to it um the high school staff and Administration staff have done a good job job adapting to what their new routines are because a lot of this is obviously new to them or there supervisory roles to it or work in

the electronics of a tablet um making sure they're not overlooking something um Security's been great in working that through too and any bag searches we've had to do are are really minimal in the sense of we got clear backpacks so it's easy to see yeah that's probably the thermos in there or you can look at it real quick and see if there's anything else hiding in there um that's been very helpful in terms of those types of procedures and processes we have have um average over 400 students coming in the the door B entrance over 400 about that coming in the door a entrance on real good attendance days um and then we have over 600 students that probably come in that main entrance the the A and the B we filter 400 plus students

through that those two doors in 12 minutes less than 12 minutes um prior to the detectors being in place it was probably seven or 8 minutes so we had about four or five minutes due to being more r ous and going through the process uh the main entrance for student arrival between 7:00 a.m. and 7:25 has about 600 students coming through there um due to drop off walking parent um and self-driving so um once that process completes the A and the B entrance will shut down store those tablets in a safe place for charging uh in order to also download the data and then the main entrance will operate all day for visitors as well awesome I I you know personally wasn't impressed I was over at the high school a couple weeks ago and

Dr Hol hollyfield uh gave me a walk down I saw the machines in action I saw machines being tested or challenged and and went the process was seamless in my opinion so I tell you it exceeded the machines themselves exceeded my expectations and I think all high schools should have something like this they're they're C it's nice they're customized with our cm2 oneu logo so they they look friendly um while they're they job they do they just you know again it I just wasn't a fan of metal detectors and but this it it it's kind of modern very modern and Sleek you know and I'm like wow it's a seamless process so good job good job good job doc thank you we bringing this to the board okay good job thanks question much thank you

thank you thanks Don good evening board and Dr Cara and everyone else um wanted to share with you uh about is this yeah oh good thank you sry um some questions about the sale of MEC or what your options are of the sale plus the use of the proceeds most the information or almost all the information I'm going to share with you came from Bill Gleason um I know he's not here tonight Eric groski is here tonight uh so you know there may be some legal questions ask but let me kind of go through this there are really two options with the sale of that property if the board chooses to sell the property um one is if you sell it to another public governmental entity that's number one that's the first option and that

falls under the local government transfer act and what needs to happen is the Board of Education passes a resolution approving the sale based on agreed upon terms and conditions so very similar to selling a real estate property you would go into negotiations with the other entity work out the terms of that the price anything else and then uh the board would have to pass a resolution agreeing to that that is by 2third vote um the same thing and again I put Village Moni because I know they're interested in that they would also need to approve it by a 2third vote and then after both approvals our legal council will take care of the paperwork filing with the county clerk and the transfer complete okay so that's the first option are there any question before I

go into the second one are there any questions about that what if you had competing government bodies looking to possibly purchase the building how do you do that is that up to the board to determine which direction they want to go just little different than two buyers from a seller I believe that there are public entities that you would just talk to each one of them and determine which one you want to go with I I pref I don't know if Eric know that but I would think it again each one is a public entity so would have fall under this and you would just negotiate with each one you know and determine which one you want and then go through the process okay okay so that's option one again going from one public entity

the district to another public entity or government entity the second one is the sale of the property to anyone other than a public governmental entity so somebody else that is not a village of a church that that we know of charitable organization anyone else so that falls under the school code you'll see I referenced that but here are the action items you may sell it through auction or sealed bids okay so it has to be one of those you have to publish notices uh three successive weeks prior to the date of the auction of the date of action or bid opening board May set a reasonable minimum selling price meaning the board May accept a written offer equal to or greater than that price if the board desires to lower the minimum selling price so

let's say you don't get any bids and you want to lower the price you have to go through the same process again with putting out three more consecutive weeks of public Ing and all of that once the offer accepted by the board legal council will schedule the closing and will file the paperwork with the county clerk okay so it's a little different process if it's not a governmental or public entity that you have to go through you have to go through either auction or bid opening sealed bids all of that and go through some Publications again on the other one you don't have that so it just depends which way to go can a um Can a governmental entity bid under this scenario I would say yes they can Eric I would I would think

so yes I would think so I don't know why you would go through that process though think call you and say we want to this purchase okay excuse me got a question over here oh I'm sorry Jam no that's okay is it an either or so like do we have to choose so can we announce that we're putting it up for sale and then if governmental entities wanted we publish the three weeks but if a governmental entity decides they want it they can do it the other way I I think that would be the first step that you're going to want to do that you know the board is going to want to make determination what to do with that building and if the the board's decision is to sell the building then that's part

of the public we can put a public we can put a an advertisement out there public notice out there that we are selling it uh and to see if there's interest to contact you know probably contact our legal counsel would probably be the best thing to do don't contact us because this I mean and and the reason I say that is because I think this is a real legal process that we need to follow and just need to make sure of that that's all yeah Co I was just like why not no I agree I agree I agree I think it makes I but I and I think the first step is what you're referring to I think the first step is you know have the board decide what to do with the property perfect

yes and just saying that the Board needs to discuss is that a closed session discussion I think the discussion could take pa place in close session because it's real estate okay however I think the action item has to be taken in public MH yeah you know so a motion would have to be made in public to go into discuss that but you can discuss it in close session under real estate yes okay and going back to the seal bid if you had just say X Y and Z bid on this property and X get it for whatever reason based on price are there going to be any stipulations that says that xap to provide money or the the know to show the board that they could pay this within x amount of time and things

like that and what are the consequences if the prospective buyer were to back out of the deal so now the board put all this energy in there I call it the responsible bidder this person is not responsive now do you go to the next bidder I don't I that's a legal that's a great question and um it's something and Eric I don't know if you know this but it is something that I asked Bill also can we put the terms in our notice so can we say and I'll just give you an example Mr Brown I think this is what you're alluding to is the purchase price has to be paid in one installment by this day let's just say okay so can we put that stipulation in there when we are requesting bids I

think you can but I I'm going to have to refer to legal counsel on that to say and Eric I don't know if you know that if we can can put the stipulations on that yeah I I didn't see anything in the school code that says otherwise so that would be my way of answering uh confirming what you're what you're saying that I believe that could be like just like we put other um stipulations into into a bid I think that could be one as well so yeah and and then again you know I I'm I'm assuming and again I just assume this that the board wishes to sell that building as is you know that'll be listed me it'll be listed that way well that's what I mean it's sold as is you know

and all that stuff so I think there are some stipulations and again um I think once the board makes that determination that they wish to sell it then I think we'll confer with legal council to kind of put some specifications together again if there is an entity out there you know other than a public entity that is interested now I know the board has heard that you know and again but but talking them and saying okay um you know these are the stipulations you know and all that stuff to make sure that they can meet that so yes okay so we've gone just so where I know where we're at we've gone through we've had the three hearings yes do we H does the board have to do anything now other than that's completed now

it's kind of up to us what next step is so the board has passed a resolution saying that we don't need the building anymore I'm summarizing that we've done that yeah okay so that's all done now we're at the step of okay the board need to decide what to do with the property got it okay so that would be the next step you know and all that do you know Ken do you know roughly I know this kind of a loaded question but do you know roughly the expenses that we're paying right now I don't know that I know um Jason was over there the other day we've lowered the Heat and all I remember the old Sixth Grade Center you know we were expending I believe like 40 Grand a year wasn't a whole

lot but yeah it's not a whole lot are we looking to are we looking to rid ourselves of the building we don't yeah I think it's I think it's very minimal we we were keeping the heat down low you know there's not that much going there's no air conditioning over there so yeah that's not right who cuts the grass who maintains is that that's part of our l that's us Landscaping contract oh really yeah that's part of our Landscaping contract so that's all wound into our Landscaping contract so we'll maintain that you know I think the goal so the board knows this um you know we've talked about we are probably going to need that facility during the summer for storage okay uh especially as we transfer out our new uh our old I should

say classroom Furniture um so we're going to store it there you know first um and everything so we're probably going to need that so I think think you know the idea is if the board chooses to sell that property to close on the property probably September October time frame okay that's what that's what we're kind of thinking and we would recom and the property includes the building and the land that includes those two ball fields yes I believe it does we we can get a a pla of survey on that and to let you know in that uh you know when it goes on close session agenda we can have all that stuff available and everything okay the last thing I wanted to share is and this is this is all part of the El

school code is okay what can I do with the money if I sell the property and so I wanted to share this uh to let you know that there is part of the Illinois school code that places restrictions on the use of the proceed so here's what it says first you have to pay any principle and interest on any outstanding Bonds on the property being sold we believe I talked to Bill about this that we do not have any Bonds on that property at all um so that's a good thing so we check that one out and then the second one is is pretty hold on let's go back let's go back on that because I kind of rang a bell here was there any way along the line that we borrow life safety soow

life safety bonds or borrow Life Safety bonds or whatever and which included addressing the life safety issues at MEC no I that wasn't part of a package deal right I went back into our uh when we originally sold the bonds in 1920 when we started the first short-term facility plan what year oh 19 well I I should you were here it 209 they they didn't have bonds back there I'm sorry yeah I wasn't that 19-2 19-20 okay but yeah uh I like okay so when I went back and looked that we did not mention mon Education Center in any of our presentations or anything like that so none of the bonds that we took out were earmarked for that school okay so we look that facil so we're good on that regard okay okay the

second one used to meet any urgent District needs as defined by the Illinois school code and this is what the Illinois school code says Life Safety that present an immediate Hazard to the safety of students or one that present an imminent and continuing threat to the health and safety of students or other occupants requires complete or partial evacuation of a building consumes one or more of the five emergency days or otherwise cause a school to fall short of minimum number of attendance days okay so in essence what is saying is that if you have any outstanding life safety items that you have to use it for that we believe and we're going through that process now that there will not be any outstanding Life Safety is uh items oh no no no it'll be finished

there there will not be any life outstanding life safety issues um at the end of this summer because we're we're we're finishing those all up from 2013 we don't have any new Life Safety surveys yet so the idea is I would sell this property before the next life safety survey and then your proceeds as number three says can go into any fund for any authorized purpose okay I got to take a step back here we had over $400,000 of life safety issues remaining with m so you saying and we put the braks on that so you saying we went back and addressed those like no we have not we're but but we're not we don't have to use the money to fix that building up okay even though there's life safety issues even though there

life safety issues there because you got to remember you're going to get the proceeds after the sale you're going to sell the building you're going to close on the building now I have the proceeds I don't own that building anymore more so I don't have to do any life safety stuff there we're selling it as is so s it as is so you're trying to so so that's just another reason for us to rid ourselves of the building prior to the next life safety yes which is next next year this year well it'll it'll come next year but you know you haven't signed with an architect to do that yet you'll do that in the fall and then it's going to take them a while so right you know if you can close on that

building in September October you're in good shape okay yes uh can you put that in writing to the board just some Milestones what's what's that just when you're looking the be wi is so we can have that captured in the room form yes okay I can do that all right okay thank you that's all I have all right but good job good job Ken thank you no any other questions from the board on this would just back on the life safety survey even if we still had the building and we're not using it for academic purposes would it even be included in the scope of the new life safety survey I I don't know the answer to that okay I I don't know we'd have to find that out I I would think it may

it may be a moot point but just curious yeah I would think it'd be outside the scope of it the building's not being used no and there's no students in inhabiting it right so again I'd have to look into that too but my my guess is that it's outside the scope of any safety issues mhm okay and um I I read a couple months ago that there was a school district the school district and the municipality were going back and forth and the school district felt that they had the rights of how they control life safety issues under the school code but the village saying you know what this is a village ordinance and the ordinance supersede the life safety issue and I went to court I think here in Illinois and they sided with

the village so we're not going to have any issues like that right as long as we have the building oh think I'm not I'm not aware of any okay I I'll I'll kind of locate it or and send it over to a superintendent or something it was a Crystal Lake I believe that kind of for me yeah it was here in Illinois okay I might be talking about apples and oranges here two different things but nonetheless when you said that about here's the life safety issues because we always had the perception that we are kind of exempt from the ordinance of the village but that particular Village ordin is superseded the life safety issue of that school at that time okay and they had to address it and did they they had to deviate from

something that they were looking to do but it was based on the village of wildness okay I'll I'll see if I can find anything I think my one question to the Bo Mr Brown would be um when do you want to put something on the agenda or what to do with that building I would think you know hearing what you discussed that we want to hold on to the building at least till September or whatever for storage purposes right so I would think the sooner the better that we offload the building would be better there's no reason for us to have it okay there's no purposes other than what you have looking to do with the furniture and all of that sure that's me I don't know if the board want to chime in on

here anybody else and we can start the process of but we need to talk too among ourselves about which direction we want to go well I'll talk to Dr car and then so we can have that in close session even probably I don't know if it's too early on on Tuesday or in our next board meeting the sooner the better you know have it as a action something on the agenda that we can talk about and go in close session and talk about it why don't we do why don't we have discussion in close session next week yeah and then we can have an action item on it after it yeah in May you guys because I would think if if we don't want if we want to use the property for storage up until

August September we may not want to start marketing putting an notice out there it's possible June or July maybe I I think as part of your stipulations you would say you know closing wouldn't be until that point so okay great anybody else any questions don't let me speak for the whole board on this and Nelson anybody else have any problems any quals sooner the better yeah cuz we can set the closing to whenever we I drove past it today it says building cloes on the Marquee yeah okay thank you board all right all right thank you oh no that's not me yeah I'm like uh Staffing just a little bit jump president Brown members of the Board of Education Dr koganes I'm here to discuss the uh bid for post construction cleaning at five of

our schools in the district uh we went out to bid and the winner of the bid was pure bright janitorial services they bid a base bid amount of $138,900 and the buildings that would be covered for our post construction cleaning are balore element Elementary tala ele Elementary excuse me creit elementary um Keta Scott King Magnet School The Early Learning Center and did I miss another one I think I got all five of them in tala I'm sorry tala Elementary so um we actually have a representative from Pure bright janitorial sister uh systems in attendance this evening um any questions regarding the bid or for the representative from purebright well when we first get into Contracting out our buildings for cleaning janitorial service following the construction and cleaning jobs of our schools you know the work

going on in our schools I think we had pure brigh was there the first company to win the bid I'm sorry the very first year was yeah that was about $300 something thousand I believe and then there was some quals last year with how the document and all of that and another company won it for I believe like aund and something thousand correct the winning bid last year went to custom and their their base bid was $4,550 for four schools did we you didn't did one of you guys from the business department sent us a bid tab on that I didn't see it yes it was in did okay so was it one one company two two bids it was Custom Companies yes sir and they what was their bid the other company 157 157

you say it up there okay I'm curious to see why I think we got the same amount of schools right same amount last year there was four schools we didn't do any work at ELC and then this year we will be doing work at ELC so there how would you guys I know that's you know how you decided to bid that's your prerogative but I'm looking at are we getting the same service to go down from 300,000 to to be more much more competitive cut the price in more than half are we looking at the same scope of work here to get it for 148 $138,000 $140,000 roughly yeah I think uh the 300,000 was two years ago last year custom won for 114 so last year at four schools it was 114,000 which they

completed the job and then pure bright came in at 138 yeah so the first bid of 300 something th000 how many schools was it at that time Keith can you help me speak to that that was probably the summer of that was roughly we talking this is the last time right is this it are we looking should be we going to do everything in house after this right okay so I'm just curious so I think you're trying to figure how they cut it so much and get so low they were ad if they were at ad coming up here again that's your that's how you bit that's how you bit you was you guys were adamant about the other company bidding so low and almost saying how could they do that how could they do

that and yet and all you come back and you was able to win the bid for the same price and are we going to get the same service the scope might be different too well I guess that's what they would yeah L more construction wasn't there I mean it was really is the scope is the scope different that's the question like how is it yeah no the scope is very much the same but you know when we got the bids in can they hear me up here if you want to Keith you can come here I think the question isn't scoped this year versus last year is scoped this year versus two years two years ago two years ago right yeah yeah exactly exactly there was a lot more demolition the first year um there

was a lot of demolition that first year he ter ceilings down things like that to so at the end of that summer things were were a mess but that wasn't something that was really up front you know that came at the end of the summer uh when their bid came in low this year I did I called meeting went them to make sure we went through you know the bid document and uh parts of it and know Jan he said that they're comfortable they did bit much much leaner than they did the first year uh he's he's a new manager um and bit differently than I gu uh Jake did so they seem comfortable with their bit okay that's all I just want to know you know that just kind of Jarred my memory on

such a low price in the same company you know company stood up here and said you couldn't do it for that price right right but Jean Jean is not Jake so that's where we're at right now and we got a we got a time frame and expectations is to be cleaned up and ready for our kids to get back in school and stad abs Keith can't Keith emphasize the time frame when he met with them after okay correct was there any provisions if they did not make that time frame anything uh hold them accountable for whatever reason yeah we have a 10% built in% Bond on that it was a bid Bond yeah okay but wouldn't we won't get that until after approval got it okay sounds good thank you is he to speak yeah

he could speak if he yeah the door was the floor was open to he but look like you didn't have much to say all so the number dropped truthfully they did drop we could more organized I appreciate it thank you any additional questions thank you thanks Jason you can stay up there you giving it back to the Godfather tagam oh okay we're tag teaming tonight um again hello board um I'm just going to say right here real quick um the last item on the agenda is just a discussion about the Bina hearing which is the bond issued notification act hearing that's required that'll take place it's a public hearing that'll take place next week um on Tuesday um everything's been published and all of that it allows the public an opportunity to make comments about

the selling of bonds uh keep in mind that the selling of bonds will not take place until probably February of next year um however this is just a procedural thing that we're going through um it'll it can last for three years um so it'll cover you for three years but again um hopefully s bonds will take place in febru them so um just wanted to reiterate that um again it's very similar to the budget hearing and all of that so okay any questions at all so I guess you will not be around at that time when we sell us F probably not you got a lot of seat open seat I know you do I know well I might be a surprised visitor every once in a while so thanks thanks Ken for all you

do appreciate it okay all right any questions for Ken he hasn't sat down yet all righty all right number six Charlie personnel and culture all right so uh before the Staffing presentation the uh uh new evaluation system uh we looked at evaluwise as a new vendor to do all of our employee evaluations we've had some we've encountered some Road bumps with our current system um not many districts also use our system whereas a value wise is utilized by a lot of Will County and Cook County school districts I've been using I've used the value wise 10 plus years prior to my arrival here um so we presented it with our par committee had our teachers an opportunity uh to kind of look at the system provide some feedback and ultimately decided to go forward with

uh eval wise for the next school year um they provided a different renewal options uh year one year two year threee um at the three-year it will come in less than what we expect to pay with our current system so that is the recommendation to go with the three-year as well as to have them provide us some support and getting it set up and then we kind of take the Reigns from there um their set up is just kind of helping us get a some of our forms and rubrics in the system showing us how how to do it and then we kind of will be spending the summer typing away getting everything in there for the start of next school year how much do we spend on the current system the current system is

about it's about 155 and we're expecting about an 8% increase so that'll put us over what uh the three-year renewal of a value wise would be okay y okay and it'll do the same exact same thing that we're doing now uh it'll relieve some administrative um backend issues and evaluator issues that we've kind of experience so it'll be a better system all the way around okay all right now for the time you've all been waiting for our staffing looking uh forward to next year our staffing plan um so I've kind of baked in our enrollment because enrollment is going to drive some staffing um have some data here to share with you about our enrollment historical present and then kind of go into Staffing and some recommendations so our enrollment here for the past five

school years and then this current school year um I've got this information from The Residency presentation that was shared back in October and then our enrollment report you can see that we are up from the last five years and you'll kind of see more than likely why in the next coming slides um student demographics this information again came from the Illinois school report card that's been shared The Last 5 Years and then our current information um right kind of the middle two lines you can kind of see a shift in um some demographics where our Latino population is now steadily our second highest demographic subgroup over our uh White students our English language learner population has grown almost 4% almost doubled last year's our students with IEPs remains about the same it as you can

see it fluctuates throughout the year our homeless students have also gone up over 5% this year so between this number and our English language Learners our our enrollment spike is more than likely contributed to the number of newcomer families that have joined us which we've experienced throughout the school year that we've discussed at this level um throughout so some other items impacting enrollment for next year uh we have our pending boundary change that was discussed with the board uh that will result in a loss of 24 students um some other things are how we overflow students uh board policy 730 which is Student Assignment governs how we overflow um I have that on the next slide so typically how we overflow is by geographic area so if a section a grade level is closed at

tala for example we will typically overflow to Moni if something at bmal is closed we will overflow to creit ideally to kind of keep students geographically close by doesn't always happen we do have some kind of crossover just depends on numbers and enroll um any students that were overflowed this year we did notify them in January that they would be returned to their home school so in the Staffing levels and class size um for the elementary you'll see some of those numbers reflected in that um also because in board policy 7:30 uh parents have the opportunity to appeal the decision of their return um by writing a letter stating that their child will be serviced by uh better by their current school by the educational program there so as of right now six students have

been approved to remain at their overflowed School versus returning to their home school so with our registration process as you know we've implemented clear uh we're creating affidavits for people to for those that are doubled up or that are claiming that they live with a taxpayer again just additional verification our Registration Department is doing to make sure we are servicing students that truly do live in the district uh kindergarten registration started yesterday and that's going throughout this week and then May 1st will be new and return returning student registration and we plan to keep that open throughout the summer instead of in the past it was shut off uh we plan on keeping that open and then here is uh board policy 7:30 student assignments that govern again um your authority to shut down a

section at a grade level because of enrollment and then to overflow that student to another building based on that and that um students parents can request that um that transfer back to their home school this is all that policy that governs all of that okay any questions about that first part okay all right so with our projections for next year I've made some assumptions I made some the assumptions that all of our overflowed students were returned to their home schools um our current grade level just rolls up so whatever whoever's in kindergarten in 2324 is in first grade in 2425 etc etc etc and then the kindergarten projections were based off of projection uh our kindergarten enrollment this year um as best as I could so you'll see some areas that are marked with yellow

that we will need to be watching and some areas that will be marked with red that we would state that these sections are flows then we would beginning to begin overflowing um with that all right so first up is the ELC The Early Learning child Early Childhood Center uh we're projecting as of right now 2117 students that's down from 72 um but that is because it's enrollment here at ELC is on a rolling basis they do their screenings they've got five scheduled screening dates set down from 72 or down by 72 572 okay yeah sorry um so they have screening dates they have they are continuously enrolling students so that number will expect to go up by more than likely this time next year um it's just as students turn three and become eligible to

become enrolled here um that's kind of what we have to wait for so um with that we don't anticipate any the enrollment to D dramatically remain low where we would need to remove staff um we can we're going to keep staff levels the same we don't expect also a huge Spike that would result in adding staff unless new grant opportunities became available which you know director chesta would kind of keep us all informed of that um so status quo for ELC at B moral we're looking at 394 students for next year which is down six students from this this current year uh there are three teachers in each grade level K through five the one area that we would be concerned with is fourth grade at bmal um also on the right side you have

we have the contractual limits of class sizes that are within the the um cmea contract that we keep in mind um we kind of you really use these as the barometer of closing sections and overflowing um whether we need to either add staff or uh again over flow um that that is our North Star with determining whether or not we're closing a section so fourth grade here is looking a little high so we'll keep an eye on that over the summer cre Elementary projecting to be 337 students which is down four students from this year um kindergarten right now we would look at closing based off that projection because there are only two teachers for kindergarten at cre uh of the other sections have three uh the actual enrollment in kindergarten right now for this

year is 49 so we're just one off from our projection but again we would close that section if that enrollment holds and then begin overflowing more than likely again to B moral um depending on their enrollment too CSK is different um just because they're subject their enrollment is subject to application we won't go over we Cap all the class sizes there at 25 automatically um so again we don't anticipate any changes if we get 50 kindergarteners to enroll at CS CSK will be up 15 students over this year with again just monitoring the third and fifth grade sections if all of those students return mon Elementary is at 304 students for next year with a loss of 56 s that is in large part due to overflow again I in these projections I did return

all overflow students so that is a big contributor to that um large number there three sections of each grade level at mon uh again we would maintain all three there because then we go over to tala we see lots of red and yellow so again returning all of the overflowed students would result in some overages in some sections so we would already begin preparations to overflow students but again it's enrollment is on a first come first serve so it would be impressed upon the building to put out the communication to their parents to register and return as early as you can to guarantee your spot at tala because there's the potential that depending on what grade level you're in you might end up in an overflow situation so I have a question real quick on

that so if so if you have two teachers at Mo you know you have grade levels of M Elementary and you have at tala and instead of taxing the teachers at tala is would there be an option that you would pull a few more kids instead of just two say maybe six and put two in each classroom at Moy Elementary to raise their numbers but then the teacher is not you know what I mean so you're kind of evening it out so she's not at her Max because if you do get another student during the year you know what I mean at least you have a little leverage one way or the other right yeah when we've experienced that this year where we've said okay we're at you know a capped class size at tala

and we maybe we've lost the student at tala and when we're we've already entered that overflow situation we typically continue that overflow situation so again like you said oh we've got one spot let's add one and now here come three more for that grade level you know it's again to try to even it out balance okay yeah we do that well it seems like there's a fairness aspect to it too if you got move some over kids to students to and then somebody else you lose somebody and somebody comes in rules later not the ones You' already moved yeah to bring that next person right yeah the differences in teacher size um numbers of classes tell in each School depending on the size of the building yes okay yeah yeah there there is is no

room to add a third section tala here yeah so that's the elementary um I'm going to preface before going on to the middle school and high school that they're a lot different because again it's subject to certification so I you know it's their average class size is going to look a lot different but again it's you can't just say oh we lost 20 kids we're going to cut a teacher it's well they have to have a certified English teacher math teacher science teacher social studies teacher so I just again like to preface all of that before you know going on to the middle school and high school hey Dr am just one quick question before you go into the middle school and maybe Ken could answer this question at one point Moy Elementary was considered

over right at the 80% that's the threshold we use for being overcrowded or Max Capacity 80 percentile I believe for Mony for all the schools is it 80% for I'm not sure for students okay but mon was mon Elementary was kind of meaning towards the red for this capacity so this number 304 I don't know what's the max what's our capacity at that capacity students right I'm sure that I'd have to see I know that again another loaded question I I I guess I want to I'm sorry go ahead goad I wanted Clarity cuz I think I know what he's talking about and when you about the 80 Pur I remember the terminology and I just wanted to be clear that as he's talking about the same thing do you know what he's talking about

when he says 8 student Roman not SP realization but student Roman student Roman students themselves because I don't want to lose sight that you know we're talking about adding rooms I know we're not talking you know really discussing that tonight but adding rooms to the middle school because of the potential overcrowding and all of that right more classroom space the building is designed it's designed for a certain enrollment for maximum enrollment based on square footage student square footage so we can look at that and see yeah I think that's something we need to be for future forecasting we don't want to lose sight of that for Mo Elementary okay okay okay all right so with the Middle School we're looking at uh 966 students for next year that's down 16 stud students from this year

um we have 16 core teachers so your core subjects are English language arts Math Science History and integrated studies um which is a part of the IB curriculum so there are three teams on each grade level um average class size we're looking at between you know a a 17 and a 20 the contractual limits is a 30 so we've got really nice class sizes at the middle school I have a back yep so 16 * 3 is 4 got 86 that is including all of the specials teachers special education teachers so they don't factor into the class size because they provide an ancillary service to the than the core teachers do and I did pay attention on the other we had that same no this one on the elementary schools we just are looking straight

at class size for the uh but you do have special ed teachers yes yeah okay yeah there's no anticipated change in the special education teachers at the elementary levels the uh specials teachers your art music PE all of that will remain status quote I I I do have a question um back before we added the addition I think we were about 1,200 students and it wasn't a sixth grade in there now we are at 966 students and we had to we added an addition since then now we have to add another addition we've added sixth grade I get that I've schedule for IB and I don't know these special circumstances that everybody keeps talking about that makes this schedule impossible let's go go back for clarity we we didn't have 1,200 kids with without the

sixth graders coming over I don't think we is that what you said I thought that was it without the sixth graders without we never hit 12 No 1 1200 I think was with the sixth with the sixth grade okay okay I stand correct it so 1 1200 with the sixth grade still is down to 966 yes and they keep talking about these I've heard I want to say they um the cabinet has mentioned that's who the day is the cabinet has mentioned this the special circumstances for scheduling IB and I've scheduled IB and I've been over IB from 7 through 12th grade and I'm still not understanding why we don't have room for our um for our teachers I don't understand I don't know what I don't so I'm trying to I'm sure Dr yeah

I'm sure Dr KAG is going to have a detailed report I'll be I'll be honest with you I'm going to go into that with a skeptical eye because I just don't believe that that's a uh the case yeah I mean we don't even know what the feasibility study is going to suggest yet so the brain space does kind of address some of that because they look at the amount of classes the amount of rooms available and the scheduling of those rooms that's what she kind of talks about doc you under the radar with that report now you under the radar can't wa can't wait for that and so that's not and again don't get me wrong if if they can get it they can get it I the more the whatever I'm just looking at

like it's something I'm missing so basically you're saying doc show me the money so show me the money okay I'll show you the space Have you have you visited the middle school during the day that's a rhetorical question no I mean I have been to the middle school that's not the question the question is the scheduling piece of it it's not even a because I've scheduled for for those programs and I and it's added you know but I'm just trying to see it could look a certain way but I don't know what this I don't know what the scheduling looks like yeah that's I don't know that so have I been there I have not this year but at the same time I just wonder if there's something more efficiently that we can do um

well do we expect do we expect your report to kind of Encompass the topic of scheduling as well so I want to make sure into the scheduling per se basically look do an analysis of room usage and um but you'll be able to your team will will be able to validate the scheduling again based on Dr Hall concerns and all that right with the report you're coming to Better is the int and again that's I'm not trying to take anything from the middle the middle school I'm just saying I can we be more efficient I that's what I want to see yeah yeah sure all right going on to the high school uh we expect 1414 students 1,414 that's down from 47 from this year uh again with a total of 93 teachers teaching 695

different courses um and again certification plays a big part into the number of teachers there um used to be where teachers could teach out of their certification for a small portion of their day that is no longer the case so we're working uh really hard to make sure that the high school has the appropriate licensed staff that they need again that's not to that is not an increase of of any staff from what we currently have this year I wanted to share this with you too this is kind of where our overflow numbers break down so you can kind of see um where our students are being overflowed from and where they're going um it's at all kinds of different grade levels um so I just wanted to let you know about that that's kind

of some of the discrepancies that you saw with mon losing so many students tala gaining so many it's more than likely because of the it's big chunk of the Overflow students so and that first graph you had a three overall enrollment going up 300 yeah but if I look at the individual Pages I've got an increase in uh hold on tala plus 30 and CSK plus 15 and so that's up 45 every other school is down enrollment so how how do you reconcile that that that enrollment that bar was for this current school year okay so and then those other numbers are for next year okay yeah so uh this is our current or our current and our past five years teacher Staffing patterns um as you can see we've kind of have become more

efficient by the number of teachers that we've have in the district um because that number has steadily declined enrollment has but except for this year so we've had to make better use of all of our people that we we have here in the district this this school year um for this school year these are this is the list of positions that we were unable to fill um with a certified licensed teacher that have been filled with a uh long-term substitute teacher so you can see that there are 11 positions there um we have all of these positions either posted or ready that are already filled for next year these are our current openings for next year that are still available so if you know anybody you want to send them our way um a lot

of these positions are in process we have had principles have held interviews they're just processing their candidates before they've made their way to me um one of the new things that we've implemented this year year is all candidates being recommended before you approve them on a Personnel report get their final interview with me um and it's been a real joy and it's it's been a wonderful uh a wonderful addition to our process because I really stoked about the people that our principles are are finding to fill some of our positions for next year um we've got the swath from you know uh right out of school couple years of experience to people are coming as a package from other districts because the word is getting out about us so um that's that's good to hear

our retirement pipeline is up here so at the end of this year we'll have three uh licensed teachers retiring all of those positions have been filled already for next year uh large part due to when we posted because again we know that these positions are coming up we posted in February so we got the jump on um other districts so we've been fortunate to fill those positions already and we're going to do the same for all of the years um that to come so kind of wrapping everything all up our enrollments increased it appears that it's in direct correlation to our elll and homeless students um our newcomer families that would fall into both of those categories our Latino students are now our second largest student demographic population all of our class sizes are within

our contractual limits are really looking really good at the middle school and high school and we've become more efficient with Staffing patterns to as we've experienced that increase in enrollment this year without increasing staff but that's also to go that doesn't go without saying that we do need to have a couple of additions for next year and really that's at tala to service our elll students um because again that's the building that's been hit the hardest with our new cmer families so what we're looking to do is to create three different sections of elll um inst struction there so at the K1 level we would create a bilingual section uh at 23 would be an elll section where the the students would uh be with a gened teacher part of the day then pull out

with the elll teacher and switch you know with them being in second and third grade and then a bilingual section with in fourth and fifth grade um an overall net increase would be one one teacher uh is what we're looking at because one of the current grade level teachers at tala in fifth grade I believe is that right johnel um has got her bilingual certification so that would be the teacher that would take that section uh we already have an elll teacher at tala so the K1 section would be the new section that would' be looking to add above what we have this year um another recommendation could be to not look at returning the overflowing students from tala but again I think that's going to it's really going to depend on when students enroll

at tala the messaging from the school to get in get get in as early as you can to secure your spot and then fluctuate that support um for elll we could maybe shift some of that support from tala to Mo if that's where students are overflowed from so that's something that we will keep an eye on as we start um next year and then as I mentioned before B moral we're just really going to make sure that we monitor that fourth grade enrollment again impress have the school impress upon their parents get in early to secure your spot or otherwise you could be potentially overflowed somewhere else and that that overflow would go to cre more yeah more than likely okay and again more than likely I say that just again it's going to depend

on what C's enrollments looks like so and looking at this our registration has gone up our elll has gone up our our numbers have our enrollment has gone up our ell has gone up our homeless have more than doubled and why did the homeless population go up so much because of our our uh newcomer families they're technically classified as homeless okay yeah okay I I knew that I just want Goa I'm just wondering with the newcomers do we have any gug gen like like I don't know what um like if there's any benefits like if they were getting some rent or something paid and does that stop do we do we have any idea if think people will stay if they'll move on from what what I I I can't speak large scale but I

do know that we are generating interest in employment here and some families have signed up to be sub Food Service workers sub custodians um and Hector and Vince Have Been instrumental in helping us get th those people signed up to do that so I think there is there is a I don't I again can't speak large scale but it seems like there looks like some families are looking for that stability to stick around okay yeah thank you I was just wondering if we had any idea on it thank you you cleared up a lot that was a good presentation thank you very much in my opinion I appreciate that I can't speak for the board I got yes you can I'll I'll take it thank you thank you doc d appreciate it all righty do

we have any old business new business old business any update on Up's their resolution to dissolve the Tiff I know that it was on the agenda at the U at their last get my dates right on this at the end of March on the on their business meeting at the end of March um they pulled it and tabled it um due to the fact that the lawyers needed to work on some wording because the res the the agenda item said if they dissolved it it would have been dissolved right at that time and that's not the the proper wording so the next day I contacted John ISO our attorney John is working with their attorney to clarify all that and then once they get the resolution done it'll be put back on the agenda they're

hoping to get that done um this is April I think either April or May they're looking get that done okay so so that's where we stand with okay so you haven't gotten any updates from ASO I have not gotten any up I can find that out for next meeting that'd be great or put it in the FYI put it in the FYI I'll do that see where we're at I had one old business uh Ken I saw the FYI I don't know who put it out uh about the bridges with CCC and and um Healey Bender so the 10 the retention is is that all we have left there is the 10% retention no we have I've stopped all pay application but I mean that's the only payout left is the 10% right no there's

a couple there's there's still some payout on some construction items that still have not been done that are still being done okay uh plus the 10% is there so that is there now the other work is real minimal it's not a lot um I see there not one of CCC is not coming to the there's a solution issue there so I'm just making sure that you know yeah uh we had our regular schedule of meeting last Thursday um on April 11th when we met on March 14th Ken requested upper management from CCC and Healey Bender her patent to be president in person when we went to meet on April 11th the only representative from CCC was a site superintendent so at that point I ended the meeting documented the attendance and that's when I instructed

both companies that I won't process any further pay applications until the meeting we requested to resolve the issue takes place that current that meeting is currently scheduled for tomorrow at 9:00 am. correct Ken yes all right with all parties so I'm assuming Friday we'll have an update of Thursday or Friday of what that meeting was about then we should yeah okay that's my hope to have that meeting and we were steadfast and not scheduling it it won't be virtual no one's calling in we want all parties at the table with an applicable amount of time frame to resolve the issue and if if I understand that was an infiltration issue that was that a sprinkler pipe that broke or a water pipe it was a sprinkler pipe that broke uh you know from what we

understand it was an air filtration issue where cold air got in during that real cold time cold air got in froze the pipe it expanded and then it burst okay um you know again so the board is aware we have stopped all we are not paying either Healy patent Healy Bender patent Bean or CCC any more money until this gets resolved because our feeling is is that this has gone on long enough it need to be resolved and we should not be responsible for that the only question I have on that and the only thing I and I and again after the meeting tomorrow maybe it'll be a mute point but we just have to think as a district that if Healey bender and CCC can come to a conclusion that it was a matter

of four different trades whatever it is that if you have 20 trades in there and they're all money we have to be careful of That So within respect the reason I say that is because I do I do stuff like this right and when someone you know I know procedurally but we just want to be aware the 10% I get holding till the job is 100% complete i' I've done that for a year and a half waited for until a a resolution came up about but the rest of it we just got to be aware if we want people to come back and do more work in in in long term that's after tomorrow's meeting just think about that and I agree with that but the subs don't report to us the subs report to

the contractor so again if there's payments due to the subs that should come from the contractor you know now even though we're holding money yeah they should be able to I wasn't sure if you were approving a contractor's statement so in in direct payouts would be directly to them I wasn't sure if that was happening or was it going straight to them it it goes directly to the contractor not to the sub that's different too that's because I've done it both ways where they were cut directly to a contractor SW statement and yeah we we cut all of our checks directly to contractor we don't kind do that to the subs and all so all right so that's where we're at with everything so uh it's unfortunate but you know it's a stance we we

feel comfortable taking and have to take to protected District thank you and I just want to clarify that uh we're not processing any pay applications for Healey Bender patent and being subject I mean that pertain to that specific project not the other work that they're doing throughout the district right okay that okay good conversation any other old business new business uh yeah I was at uh speed meeting uh I think it was last month I believe uh last month do we have any outstanding payments to speed for our uh kids that go there not to my knowledge we process everything as it's submitted to the office okay all right just a quick question thanks any other new business yeah I've got one this came up at a uh District safety meeting I think a month

ago and the representative from the cre fire department made kind of a comment in passing that the fire hydrant that would service the bridges program was in a less than ideal s place that they would have to actually bring their vehicle up onto the grass and it would you know sink in and and might be just something to follow up and and check into okay so now I don't know whose responsibility would that be is that ours is that Villages you know but be worthwhile to check into I'll bring that up to the architect when we meet with them tomorrow okay excellent point any other new business okay I I do have one I I think this would be considered new business uh first of all I want to congratulate bill for being the recep
