all right I'm going to call this meeting the order this meeting is for Creek mon Board of Education District 2011 U the meeting is committee of the whole is Tuesday January 16 2024 at 18:30 military time or 6:30 p.m. Madam Secretary roll call please sure Mr alre here Mr gyos here uh rup is here Mr swales here miss site sters here Dr Hall here president Brown here okay let us stand for the pledge led by Mr Gay heos and followed shortly by him is the mission statement read by Dr Hall I pledge allegiance to the flag of the United States stes of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all and our mission is to empower each student to positively impact the world
for a bright new future thank you both do we have any public comments okay any board updates well I would just like if there's none by any other the board members I just would like to Yes um today I went over to 90 Town Center uh it was really it was run really well um lots of coats giving away I think you said 200 I know you're going to talk about it more so I won't get into into much detail but it's run really well I was really impressed um I'm glad that we can help the families and everything so excellent that's a multi-day event isn't it yes yes and I'll talk a little bit about it in my updates just to give some people some information on that excellent and I know for a
fact that our Madam Secretary board secretary and board member Jamie attending the rimon cutting since you guys are shy about that I really give you Kudos and stand it in the gap for the rest of the board members they're on the front page of you're on the front page on the website oh oh okay thank you uh when I heard that did me well okay thank you so much that's great that's great and just wish everyone a belated Martin Luther King birthday and with that being said over to you duck for administrative updates yeah I've got a couple good news to share uh one uh Dr Hall alluded to already it was at the community Wellness Fair it was held over at University Park at um the Town Center and again that was a collaboration
from many Community uh organizations that really all pulled together to try to support our families in need uh we were a little nervous about the weather but uh because many of our families were to be walking across and many even don't have the coats uh but we were able to secure transportation from New Hope Church uh Rich Township will be riding a Pace bus tomorrow and on Thursday David short and his organization will providing Transportation on Thursday so folks can take the bus uh to access uh that um it was extremely well attended uh I had heard it was extremely well organized we thank Dr Hall for for coming if anybody else is available to help out on Wednesday and Thursday it's between 10: and 1 you can come for some of the time um
you don't have to come for the entire time um Faith Movers in particular they uh gave first aid kits out uh there was just so much that was was uh provided uh the food was provided by the um I think it was the black women's Coalition and again the the Will County Center as well so just really well attended we were really glad to be able to help our families that were in need uh we were we were also um closed on Monday in recognition of Martin Luther King uh so certainly want to U make a note of that um we were closed for a few days uh the buildings but we did have e-learning that took place for our students so we were able to continue um uninterrupted uh instruction for our students so
we've become very skilled at turning that on pretty quickly and I think that was really helpful for us as we begin to make these plans it's not such an so um strenuous I guess in making these decisions because we've got so many good programs that are put into place so we thank our teachers and our staff um for helping make that uh transition smooth um and then of course we were really excited we uh did our ribbon cubbing ceremony to open up our bridges program and we're excited to have that going as well we certainly encourage anybody in the community to stop by um make an appointment and so you can see uh the facility as well so those are just a few things uh that opened us up this year great and again thank
you thank you Dr Hall for attending the event as well and I just want to just cut in I know I'm a little I should have got this in early I want to just really give kudos to all of the board members for in one you know some shape or form they're out there in the community they are they are so it great job from all of you over the last many months okay okay doc sorry that's okay so business uh which one that was yeah we can go on to the business item have a few things to discuss the good news so um there are several things that we wanted to just bring to the board's uh level of awareness some of the things that we've been working on one in particular was the
update on the evolved system I know that's been uh an area of great concern not only to our board our staff but our community as well is keeping our students and staff safe um in the air of Safety and Security and a lot of gun violence that's out there so I wanted to have um our folks give an update on the evolved system they just got done putting those in and so we wanted to share that with you today so um Mr opinski or Mr Tobias you're up thank you Happy New Year to everybody Happy New Year I will uh give you a few evolve updates where we're at where we've come from I do want to thank this uh board for their vision and U their ability to help our business office and our
finances make this happen uh we do have evolve concealed weapons units up and operational in our new Wing uh the bridges Wing at the high school um there's two units installed one by the student entrance and one by the main entrance these units uh have techn ology that's a little more advanced than the standard metal detectors that have already been in place at MEC uh these two units that are operational um use a an AI artificial intelligence technology that works with um video imagery as well as database uh saving images or red flags that we have at the same time it also allows us to communicate Wireless with other systems should we have an alert and we need um more administrators or our SRO on site should we discover something that shouldn't be in school
um but it'll detect um types of firearms other weapons Blade weapons um we have the Mec or excuse me the bridges staff um are very well trained on using these two devices they've already had the experience of the metal detectors there we are looking at mid-march for the remainder units to go on the high school Wing uh we have a few electrical outlets to go in and we want to make sure the units we have at the bridges Wing um we've troubleshooted everything we need to train everybody we need to throughout that process it's a good prototype opportunity right now where they're stationed um not only can we have the bridges staff um trained in using that right now um but we've also taken our cmhs admin and other security officers and filtering through there
um in just a few days we've had them operational uh so that is our current evolve update any questions or anything anybody wants to add so so Robin so when we are in full operation what's the to drop de date for that full operation our our two units at bridges are fully operational the remaining units for the high school Wing are scheduled to be installed somewhere around the week of March 18th um so we've we've originally targeted that to be around spring break actually to to have them in place originally after spring break but we're going to be able to do it before spring break so we can get them up and running um have the appropriate staff trained and then um equate our students and staff with it um Mr holfield is going to
have to do a messaging system um because that's a side of the building that isn't used to working with those units or having to pass through them on a daily basis so we do have some time to educate people and train on that um but that week of March 18th would be our Target week to have them install the training and process um and operational I think um that week before Spring Break um we'll be able to um kind of test that out and then um get any bugs out the week while everybody's on spring break we can get some bugs out or reposition some things they need more calibration and then be fully operational on continuing that after spring break okay great so if whatever reason looks like you're going to go longer than
March 18th can you communicate with the superintendent you can give us an update FYI okay most certainly right now with the um the Evolve installers and uh our our vendor that we've worked with are are already calendared um putting that in the system so that is our our plan date right now if that changes we'll notify you okay and the new building we are fully operational there right yes the new portion yes and everything seems to be good right we had them uh in place and ready to use on ribbon cutting uh ceremony day they came and installed on March 8th we trained on that day um not having the students in the building on March 9th when we had the the um ceremony there was great because we were able to um continue to
use January 9 January yeah EXC you really 24 let me make sure I'm talking about 2024 too um so January 8th they were installed uh the ninth we continued training and and just kind of going through our working the keypads and the buttons on that so um we had a chance without um any Interruption to work it and then we went live on January 10th Wednesday with student arrival and it worked very well so far excellent excellent this may be a silly question but have you tried going through with a knife or anything just to see if it sets it off oh yeah it the um so the devices when they come and they're all packaged up they they also come with a package of simulated type weapons okay uh that you can use to
test and calibrate the device um it'll store the image of the actual person walking through the just as we showed with some of the other videos we had when he introduced it to the board the red box showed up um not only do we have those devices to practice and rehears with we had our local police uh come and they're well armed and and it up in their gear um passing through the device on on multiple situations as well as moving um what could be the suspected weapon um from different areas of the body a hood backpack um ankle area waist thigh and um the device was registering as it was supposed to through that process okay so maybe it wasn't a silly question no great question it was a great and and we're thankful
that the creep police were able to come and uh become part of the uh training and entertainment for that moment because um not a lot of them had seen something like that up close as far as how the inner workings of it happened um a lot of people had passed through them in some of the venues for the major ballparks or mccormic place but you're passing through not knowing how the inner workings are happening and what's registering on the the tablet screens so it was a really good educational process last week as we went through it okay great and I'm I'm assuming the bridges is a great training opportunity because there's a limited amount of people going so you can work all the bugs out before March we can and the benefit is those those
staff and the students assigned there have um they're already accustomed to going through a metal detector process and um a welcoming process that way so onboarding the staff with this upgraded technology was not very difficult um in fact the other training individuals we had down there from you Mr hollyfield and and some of the administrators and security staff from the high school Wing um just molded right into the process without having gone through it before so um very pleased right now with how we were able to onboard everybody and how they're operating and everything I'm sorry go ahead and everything flowed right so not where everybody complains about the metal detectors there lines everybody just flowed right through and it seemed pretty correct we had a few alerts uh I mean there's some standard things
that are going to alert certain type of laptops um you know musical instrument and those but in terms of able to um isolate that um make sure that's what it is as as pegging on it have somebody Walk Through People flow through at a good pace so them up correct yeah you're not having to walk stop have somebody direct you to free flow until the alert happens and we need to pull you out of line for a moment and then are these um are these the mobile units that we were talking about or are these the permanent uh where they're stationed I I would refer to them as semi-permanent we have the ability if we need to um due to the need of an event move one from one end of the building to the
other um but the goal is to keep these stationary um because every time we would have to move them they've got a um the wiring has to be unplugged or plugged a certain um way they have to be calibrated and leveled um they're durable uh in those terms as far as once you have them set up and they have some weather resistant qualities to them in terms of some internal things if students are throwing water water bottles or things like that um but they're meant to be where they're they're meant to be at this time so uh those wouldn't be moved to a different location for like say a sports sporting event or a basketball game or anything like that we don't need to our um right now because the units we have installed at
the bridges Wing would stay there okay um the additional units we have remaining to be installed in the high school Wing we do have that accounted for we we have a unit planned for the um athletic entrance for our spectator entrance and and our welcoming team entrance we have a unit planned for the auditorium entrance as specified as well as our main entrance and our A and B entrances for the student arrivals so we've we've mapped it out pretty good um with regards to how our usual traffic flows in the mornings um and for afternoon or evening events as well okay awesome are there any plans for the old metal detectors I mean are they useful anywhere else we had two at at MEC one um they're probably almost 20 15 to 20 years old
and they're pretty much obsolete in terms of their ability and Technology one is um just failing to to operate as it needs to the other one just holding on so the timing of the new new Wing opening and these two units being installed couldn't have been more perfect um with what we needed in this process well that's a very good question you still want to seize the opportunity to maybe use those best we could I mean had we not involved ourselves to purchase these units here we will still have those metal detectors that we're talking about so correct unless you can just come out and be 100% for all practical purposes certain that these metal detectors that was over at MEC has pretty much outlived his useful life so I don't know if you can
say that but if not maybe we can just hold on and use them somewhere else until we can better provide security in the places that we corre there's no current plan to toss those and and dispose of them they they're there right now and um we because we are so um interested with the timing of these new units and their technology we haven't had a a full discussion as to what we may or may not want to do with the units that are at MEC but they're not going to be disposed of anytime soon if if we can repurpose them we'll do that okay just one other question I would like to ask it's more of a technical question and you probably already did this but I know we when we did the electrical design
of the building and all of that I don't think we had this in mind to have these type of detectors here so being said are they on their own dedicated circuit electrical circuit or are they sharing other loads on that particular circuit cuz I would like to see them on a dedicated circuit sure um you know if that's not too hard to do or you know take other things if they are being shared on the same circuit with some other things take those off because I hate for something happened breaker tripped and now I think we go into battery mode I believe something like that but I would not want to challenge that that that's a fantastic question now that that's great I can tell you that um they're not they don't need to be
hardwired in and they just operate on a standard plug in terms of like a regular floor flying would would be plugged in um right now in terms of Outlet space they're isolated to themselves as they're plugged in I cannot speak right now um having that ignorance as to how our our um circuitry is between one Outlet if that breaker shared with another one that's something we'll look into and investigate that's a great question that and label the low box the panel that breaker for so we know security purposes paint it red or something I don't know but make sure that someone don't a accidentally trip the breaker turn a breaker off and we have no power to correct security okay I anticipate that that that outlet that it's with I know it's labeled it's marked
it's probably marked within the panel um as far as how I know all our other panels are are pretty sophisticated and marked um but going back and seeing if there's anything else on that breaker that's a great question okay we'll have to do that yeah we don't have to solve a not that uh tonight but definitely look at the opportunity okay yeah last thing we need is somebody pluging a microwave in I'm telling you somewhere else that's a good question thank you you're welcome see as long as we're on security this is uh the next aspect of it uh we wanted to talk a little bit about security cameras in particular we went and did some invest a on something called zeroi zeroi is another type of camera system that uh helps to alert us
if there's something that emerge in the school so I wanted to have our gentleman share a little bit more about uh zero eyes I'm not sure who's up first it's you again okay I can yes I can um we we were able to um the Technologies new but has different phases and it's interesting how the world's safety seems to be advancing itself and a lot of it's coming from from uh government military grade making its way into civilian life um in in a good way um which enhances our security systems but they always come with with a cost or other variances that um will either work or not work at the same time um but Mr Surman Mr osinski and I recently were able to investigate zero eyes and conference with those individuals um zero
eyes um to explain it's a type of AI technology that can integrate with the building surveillance camera system uh with the purpose of detecting specifically a gun um or other weapons which will provide situational awareness uh the technology can be used with external internal cameras and it's really the gun has to be brandished it's not necessarily going to pick it up in a bag where our evolved technology um the AI quality is is looking for metallic and weap grade system that might be concealed and in a bag it won't necessarily tell you if it's a gun or not but it'll alert you to something that might be on a uh somebody's person the zero eyes technology is specifically targeting um that brandishing of a weapon um could be a distance from the school using your
current cameras or it could be something that somebody reveals within the school they take it out of a pocket or a bag and the camera technology picks up on that immediately um the the cameras once the software is installed they have site operators um in Pennsylvania and Hawaii I think that are watching would be the schools or businesses camera system 24/7 um and as soon as that picks up within a 2C period um they're referencing to see if it's a false alert based on our camera images or they're notifying local authorities on our behalf um to have that investigated while they're also notifying the owners the school system the businesses as to how that's operating at the same time um we conferenced with the the vendor about our capabilities and worked with our technology department
to investigate our systems and our camera operations um to determine the feasibility um and while it's it's a great product overall we have some variables that wouldn't necessarily allow this to integrate immediately into our system we'd have to look at some substantial upgrades um but that's that's what the technology is zero eyes is meant to zero in on that um brandishing weapon um as it's going to be used or could be used or as it reveals itself and it goes into an immediate alert process with authorities or officials of that that school or business at the same time any questions or Clarity I can make with that as I just summarized it I'm learning more about it as as we spent time but that's pretty much what the system does in a nutshell so is
the security camera on here besides the zi to are you thinking of upgrading some of the security systems in like the high school or the middle school well the security C zero eyes is part of the security security cameras correct and so what we were looking at is we do have security cameras throughout all our locations we could look to get even more cameras in there we have to start thinking about how much we're going to invest in the next stage zero I was something else we wanted to talk with you about because if we were looking at getting an additional layer of security and you wanted us to continue with that there were it was um sub substantial cost I think what was it 750 yeah so so let me let me share with
you some some Financial numbers just so you have an idea so what we have found out with zero eyes and Robin Jason Jump in on this any time is that our cameras our cameras actually will not work of them will not work with the system we would have to upgrade our cameras zero eyes is not the camera zero eyes is just background software that integrates with the camera so we would have to upgrade that whole system we have right now 377 cameras throughout our district we would probably need to add additional cameras to make sure all the exterior of the buildings are covered because in in buildings and let's just we'll just take ELC here at ELC we don't have a camera covering every single entrance and area you revealing too much no I I
understand that but I I just want to say you know that there's a substantial upgrade okay I'm estimating that upgrade for all of our C system is probably going to be in probably around a 200 to $250,000 range to upgrade those cameras all right so the technology will work the technology itself over a six month or or a fiveyear agreement with them uh we're estimating now we got some numbers but I just I just said some quick estimating it's probably going to be around 80 to $ 85,000 a year for the system itself okay so those are the financial numbers that are there so so once you do the 250 upgrade you're basically 855 to 100 Grand a year to for the system right that's really lower than I expected what you were going to
say is that yearly or is a one time shot oh that's yearly I mean for the new for for the fact that it's AI technology and the way everything's going I figure that number would be more money the thing I think the thing to remember is something that's very important that it will only detect if the weapon is out okay it will not detect a concealed weapon being said first of all our policy I know unless you security of police officer or something like that you're not allowed to bring guns into the building can you bring concealed weapons not in the building but on the school property in a parking lot concealed I don't believe they can be on school property Illinois Illinois laws if you're a parent let's just say come in a parent
open house and and you had something like that with you that's staying in the car they per can bring it on the property if you're if you're coming for a visitor business can't be concealed on you and it's got to be locked and put away in your vehicle um in terms of the the um bullets that may be fired as well as the gun they need to be separated within the vehicle per Illinois um lawn and transporting a fire so that answer that question now the next question I have regarding this you have police officers they're not vanish Vanishing the guns but they have it in their holers and all of that would the system pick that up if we we asked those questions we asked a variety of questions like that so that's a
great question it would um but the system they they've refined their AI technology to determine that that would be a police officer however they do in their 247 surveillance of our system when that alert would happen they have uh human eyes within two seconds looking at that image and would determine that that's a police officer and would not flag that as an immediate alert um particularly we could also um work with the company to supply them with you know Creek Police we have an SRO here's what he looks like or who he is and that would be identified in the process as well I guess you're right is the idea is the AI technology picks it up but a human's going to look at it and figure out through our cameras whether it's an alert
or not that's that is what we are told their process is so they they would have an algorithm in any sense is how these AI processes function um something that is fishy is picked up on the device that alert is immediately happening and we're told within a two second time frame human eyes are looking at it from either Pennsylvania or Hawaii that's where their hubs are right now and they've got um people working on that 24/7 um and they would send immediate alerts either to the 911 of our current police or Joliet um dispatch if we had to as well as notifying um the facilities so for example um two in the morning when school's out of session if there was somebody walking through the parking lot brandishing a weapon hypothetically um and our external
cameras were on and operating then the system would pick that up um and the same alerts would take place either creep police or notified to come to the parking lot um or the school and then just like our fire alarm system goes off where we'd have a call list they would be going through a call list at 2: in the morning to alert um uh cm2 new employee that hey this is what pinged on one of your cameras um we either get an image from them logged in through an app or we'd log in and see what the image is and determine if we knew that person or not um or if it was Hunter Bob walking through because it's deer season and they were just kind of going through the system and cutting through
our parking lot hypothetically um but the police would be notified and and would investigate that as per their process okay so you all talk to a company who did you talk to about this zero zero zero and did they tell you that they have ways to help you find money to pay for this stuff because the rep that I know has said that they that she's able to help district money there has to be a security Grant I'm sure there's a grant because everybody's looking for schools there's got to be something that the federal is going to fund yeah for sure because this is definitely I mean you're talking AI scary and this is like NSA this is really advanced technology that's where this a lot of these surveillance systems including the Evolve had originated
from um in in terms of some of our government operations and now they're making their way down to civilian level yeah for a cost so can the 250 the upgrade is that just to buy additional cameras or no I think that would be for those thing now again I I haven't gone out and had a vendor come into a well let me ask this question the 300 and some odd cameras we currently have are they sufficient to work with zero eyes or you have to have a you have to have one more Sensi no some of them will not even work with with zero eyes Okay some of those cameras won't even now we we haven't looked and assessed exactly how many will or will not because I didn't want to bring a vendor in
yet I want we wanted to have this conversation with the board first to see what direction he want us to go we can do that um you know now we just we just need to know what direction you're and I know in the past we've had some incidents that's happen here and we had some issues where the cameras weren't working in an area or what not I think the first thing we would probably address is that the camera systems are all functioning that is that that's the million dollar course have that first yeah and then you could consider the next step of it but I mean I had some cameras in my house upgrade you know changed and then the technology it's 5 years old and they all had to be changed cuz the techn
ology didn't adapt to a camera today well that's what happens I mean this technology is just so rapid it changes like everything else right so so so it's it's ownership on on the administrators here to give to the board some type of assurance that the current cameras 377 cameras that we have is at least adequate to take visuals as needed because we had issues years years ago about a a incident happened and it was not able to be captured because of the camera the old technology I don't know where we are as far as did we ever upgrade that or not do we do PMS on this do we do periodic testing of these cameras so and again you don't have to answer that now but that's I think the board would be looking for
this to say hey we do PMS once a year we go through a whole Litany of of tests and try I think we talked about that before we did or just to make sure the 377 are completely functional functional do they need to be updated if we do this I understand that but at least that we want to make sure they're functional right at at that then we could take the next step level and find out what can not what cameras are not competitive with the AI but the current cameras that we have is it providing are they providing their necessary function to ensure that we can capture video as required now so all our I can speak to that all our current cameras right now throughout the entire District external internal are operational when
Ken tells you 377 plus um and that there's a little that number is a little higher because of the new Wing that just got going with all those so how do we know that do we go through a periodic yeah I went through every single one so I I is that just past practice tribal knowledge it's my practice I I I audit that okay often can we can we have some type of standard there the because of the sure the magnitude of having functional cameras is so imperative that I think there should be some type of curiosity some type of frequency that we can test these cameras I don't know how you do it but say you know what yeah we can assure the board to the best of our knowledge because we test we
do a functional test every six months or whatever can you give the board something like that would that be too hard I I'll put something together I can tell you they're standard when you leave somebody else can pick it up and so we do this yeah I'll I'll put documentation together to to share how the process would be Doc you okay oh absolutely board members you okay yeah yeah okay Mr Brown so you know this too and so the board knows this now in Robin's office he has a couple panels that are frequently going through cameras and showing cameras up there if one does not work it's a black screen he knows automatically so and and again he's also testing those on either a six month rotation and looking at all those cameras so that
that that's good no no no I understand that but I just want to let everybody know that he's constantly viewing it in him and Jamie are constantly viewing that and see that in the office so that immediately we know if a camera is out yeah the other thing I will address and say is that and again I I I I know this is a public meeting but I will say this is that you know not all property is covered by the camera going say that as long as you don't share with the world which portion is I'm not going to but I'm I'm just going to say that because that's just the way it is you know that so again we can look at that and we'd have to bring a vendor in I'd also
think we'd probably need to go into our buildings and look at our internal cameras to see if we need more I mean I we just have to would have to look at you know that statement that you just made to kind of scare me a little bit right at least you guys your team can say and bring back to the board just say you know what we believe we can't solve world hunger when it comes to security we can't just do that but we feel pretty confident that we are monitoring key areas that we believe need to be monitored if you can say that and we have eight cameras now but we need 12 you need to come back to the board and say we need four more and I think that's compared okay and
in regards to zero ey I would like to know how much like have a some type of a quote and plan as to how this can work and how much it'll cost and I'm asking I don't know who you have as a rep because the rep that I know says that she can help us get money and I'm asking that you speak with her to see what she can and cannot do in comparison that way you can compare it to the uh we'll take that name'll it please and and I will tell you the zero why the camera this is basically an upgrade and a maintenance so maintaining what we have and and and if we have to add 20 more right whatever it is sure that should not be part of the zeroi thing
because technically that should be upgrading maintenance on our existing system correct zeroi is going to be a separate total where I think it'll be more obtainable to get a grant or some assistance with that because they're not going to pay for a camera upgrade but they'll pay for the system may like a portion of it but they will raise your licensing based on number of cameras okay so the more cameras you add the more cost on an annual basis sure man you you you guys are really knocking it out the park really I'm you know I'm really proud that you guys are really bringing some good things to the table to the board on security so I don't want to just be pointing the finger here so please please don't look at me like Okay
so all I'm heing this board is here just to make sure that we taking you you guys recommendation and we just need to add and we're just listening here so well let me add too um we have kind of a fail safe with our camera system too because every single principal and their assistant principal have access to um they should they're building cameras and and I work with them so they're quick to notify if they notice something down while they check and log on every morning we also our vendor our current vendor does a great job of if we notice something that is not operating right or we've got a camera that's not panning anymore or it's foggy uh our vendor's been really good to get out almost immediately to take care of our needs
I'm in those situations and we can get additional quotes as we need to for internal and external things um but I'll put some things together and and make sure there's a a plan in place for future people to follow excellent excellent we will pursue that and then get back with you yeah just kind of communicate with the board and give us an update great job Rob questions okay back to you doc you got a whole lot whole lot great stuff to say Doc quite a few items just go through these quickly [Laughter] quickly no I won't um the next four items have to do with Summer uh construction projects um so I'm going I'll take these one by one and then I'll pause and see if there's any questions on this the first one is
concerning ELC and tala the work being done there this summer uh so it's just a summary to let you know uh that includes painting the interior of each facility both facilities and replacing the flooring throughout the facilities some of the flooring has already been replaced at tala U but we'll replace all of it and then we're replacing all the flooring in this facility also uh we had the AL alternate bids you'll see alternate bids seven alternate bids and those involv and and uh we're asking for approval of this is the ELC flooring in the multi-purpose room which is kind of across the hall there painting the exterior of ELC uh removing the current lighting and installing all new LED lighting here um and then over at tala we're going to remove and replace a corridor
concrete slabs and sanitary line if you recall last meeting I mentioned that that that floor is kind of crowning so we're going to pull that replace it uh and there's a sanitary line hopefully Jim Jimmy Hof isn't there but there's a sanitary line there we replace that and then level the floor paint the exterior of tala uh remove the lighting and put in new LED lighting and then there's some electric cabinet heaters there's some vestibules there that need some cabinet heaters in there so we would do that um the cost of all of that is 3 point a little over $3.4 million uh the base bid and the alternate bids so the only question I had on that back when we started this two years ago you had mentioned in this building because they were
three to 5-year-olds that you were going to try to remove the lockers and put some C you know something are you going to is I didn't see any of that when I look through all that any of that removal no there's there's nothing that we were going to do with those lockers at all to be honest with you uh because of the cost of that and also uh getting the case workk um it would add probably two to three million million dollar onto the project just for that removing those and putting new casework in and from a priority standpoint I thought it best not to do that and then when you go to paint you're doing the interior of these the ELC tala um Creed pal moral CSK they're all they're elementary schools yes so
are you doing them just a blanket gray or a blanket cream or are you allowing them the the way I have always envisioned that and when I went to each several couple years ago I went to each school and talked to the principales elementary schools are you know inviting you go to a a children's dentist or children's doctor there's inviting colors it's it's very it's therapeutic it's it it helps kids being more inviting are we doing a blanket color or are we actually going to at least in the hallways and in the main entrance do something different just because it's it's an elementary I mean these are kid these are little kids yeah Junior High in high school they don't care yeah I I um at this point we're going to do a blanket color
I'll be honest with you we're going to do a blanket color on it I think you have to look at each building individually I'll give you example cre Creed has tile up six feet on wall I don't know if it really makes a lot of sense to put a different color up there especially when teachers also post things up there and cover that up so I think there's things that you know you just kind of look at and then you're then you're also looking at when I have to repaint what do I do so I I think it's to me I think it's easier just painting them one color whether it's a gray or a beige I don't know who decided that yet we've done more actually with the flooring and putting design in the
flooring to add some let's just say some life to the building in that regard too you know you just don't want it so monotone I I know Junior High and high schoolers could care less cuz they're so focused on everything else you know not around them you know they're focused on their music or they're just not paying attention where little kids are coming in they're paying attention yeah one of the other things bill that we're we've talked about is branding buildings and um we've met um in fact Jason is doing this he's going to be meeting with the vendor to look at starting a branding our high school you know with logos in that on walls and and you know making it you know more uh spirit friendly and and that and then we were
going to move down to the element to the Middle School and then to the elementary schools and do some type of branding at elementaries I don't know what that means yet but I I think at elementaries you know uh you know you can do some brand new things I'm not just talking um logos I'm talking culturally doing some things at the elementaries on their walls and that so I think that's something that we're looking at it again in order to add a little bit more life to the building right and and simple things are I've been to uh a facility whether it was a children's hospital or something or you're going through different things in your life and you go down a hallway and it's blue right you go another one it's it's it's a
soft green just it's simple stuff like that you know I'm not saying but it's just different right so just look at if we can look into it what's the cost going to be in their minimal if they're swapping out um you know 10 five gallon buckets down this hallway for cream as opposed to a a soft green or or blue I'm just saying it's Elementary sure if something if anybody has anything or I'm off JS but they're kids they colors and shapes and yeah it's it's a good idea I mean the less the less our our schools look like a prison the the better I think and I don't mean like I said Junior High and High School junior high and high school they're they're so focused on so much others we're little kids are
little kids we want them to we want it to be happy sure okay what do we know about read construction there a low bid um I I do know uh they have done a lot of work I know our our architect has worked with them before they been very good they're a big company um yeah they're a pretty big company um I haven't you know I haven't I haven't worked with them before it looked like you put information in a board packet about them as well yeah it saying that some of the different projects that they worked on you put background in there they did in the past yeah yeah so I was glad to see RL Soho at least bid yeah I mean they've done good work for us so think but they were
way off on like that U putting in the new sanitary line right till all it seemed like there was a big disparity in bids there but anyway okay good can I I guess we're talking about just roughly I'm just looking at these numbers look like over $10 million right just roughly accumulating all of this can you maybe just explain a little bit maybe to our two recent new board members kind of you know this money was already we sold bonds right and I think we're looking at less than seven 7 million here I don't think it's uh I just seven you're right yeah what we get three it was a planned expenditure right it was a planned expenditure three three and A2 and that's another three 6 and a half seven eight now just look
at the total contract amounts don't that's okay all right thanks I can okay so it was it was the expenditures was already money was already allocated for this so now we getting the fine-tune bids so what would what would we do if the money that was allocated the bids all came and hired than the money that was allocated it did last year last year it did and we we didn't accept them and my recommendation to the board was let's not accept them and let's get this done early and we'll go out the bid and that's what we did we waited a year they came in they and it came in cheaper okay so so far these bids are within the money yes got it okay and I was going to say every project we did
we had contingency money and we spent some of it but some of it we didn't so there's I'm going to say this is covered underneath what we borrowed did we have a 20% contingency 10 I 10% and then there's out and all that so we're hoping U working with uh Jason and Keith and Brian and Dr Cara we're hoping to have we'll have an accounting for you next month see we're coming to the finish line here with all these projects so we looks still look pretty good with the money we look really good got it okay be honest with great all right but I have plans but I I'll that's for later okay um the next one is um uh tiles and style LLC to replace the flooring at creep money middle school now this
is the corridor flooring that is currently carpeting that is currently buckling that is currently doing whatever so this will replace this all with tile uh the total and I should put the contract price in there I will put the contract price in there for the motion that will be approved uh tiles and S that's 225 843 is the cost now superior flooring was less at 22473 however there was a mandatory walkth through that needed to take place and they did not come to that so we had a um take them out um so it does go to TOS uh in style this money there are uh the good news on this is that this is being paid for one $50,000 is the maintenance Grant from isby that'll be paying for that and the rest of
it I have in eser money that will get reimbursed for so all of this U is is reimbursable money it's not costing the district um the next one is at CSK uh again the total contract ract is 1,396 62 it includes painting the interior replacing the flooring throughout the facility there is some small lighting and electrical work and then we're going to be also removing some case work removing the flooring under there and then putting the casework back that's an altering bid but uh we determined that we should do that uh so that's it on CSK a lot of the other electrical work LED lighting and all that was done um last summer so we're good on that the next one is at Creed Elementary School painting the interior of the facility replace the flooring
in the facility a lot of that was done last summer but there is still some that needs to be done uh some lighting and electrical work and then painting some of the exterior of the building total contract on that is $85,900 and then the last one is belm moral Elementary again uh painting the interior replacing some of the flooring some of that was done last summer we're finishing up uh this summer some of the some small lighting and electrical work and also painting the exterior for a total contract of $687,000 so our recommendation is to approve all of those we'll have them on the agenda uh for next week week uh substantial completion on all of these is approximately August 5th something around there would be the substantial these okay are we looking to have
a cleaning company come in again a bid are we going to be looking for a bid for that ke a couple hundred, cleaning company coming in after the projects are we going to need that yeah okay all right so yeah so we'll have another bid on that probably Mr and that's included that expenditure is our we know about that expenditure potential yes okay be good okay thanks any questions for Ken or Keith or Jason or Don briyan yes side joke all right no further questions and Dr car you can here I'll continue on um Dr melan chenko this is under his uh he's a little under the weather today so I'm going to just kind of talk through these uh the other one was press plus3 it's a first read um again these are highlighted
in green these were all basic uh legal reference updates there was nothing substantive on that so you can take a look at those um at your leisure but again just simple updates on those it looked like there's a new reason to go into close session is that what a lot of those were there something about if you're not allowing somebody to attend which item was which one was that there a lot of them you know what I'm sorry I don't yeah I don't have it right here now but um it looked like a lot of them were because they added related yeah and add they added another reason why you could go into close session but I should have pulled it up before I said anything and I didn't but anyway that's okay um so
please take a look at those um before next week um then for number two um this was uh anou that was put together with the uh Union and this was just an oversight on our last contract um it basically is giving some verbiage for co- teers and I'll just kind read it for the good of the whole in classrooms that contain co- teers if one of the co- teers in the classroom is absent and is not replaced by a substitute the remaining C- teer in the same classroom will be compensated at the extended day rate multiplied by number of hours teaching without the co- teer and the day rate that was negotiated was at $38 so this language was an oversight so we're just putting that back in so we put in anou uh for
that um then um at next week's meeting this will be just part of a docu sign for you to include that so that was what that was and that's all I have for his report okay and then any questions withing and learning y Okay carry on Doc okay Miss Perkins she is going to be talking about our our closing off of our strategic plan as we get ready to start our new one is this mine Keith you're my new wingman I think it's supposed to pop up where ke where I looked up at Don's gun and Keith got the we're in trouble the floor that's okay no all right Keith you need to do what you do best Keith thanks Keith great job great job Keith I knew you can do it well while we
are waiting for it um to pop up oh there it goes um uh good evening to the board to Dr koganes to our family students and staff um I do want to Echo the same Sentiments of uh Dr Cara with the e-learning plan and so we are very thankful that that uh our staff was able to put that into action um there is a link on the website for any feedback that our families have that they want us to know um whether that's positive or opportunities for growth so we uh will take all of that feedback on our uh e-learning process uh so tonight is about um looking at the results of our 4-year strategic plan this will be our final update of this plan um as you know we went through a process with
the committee um and then the district leadership team met with uh building Administration coaches teacher leaders teachers to prioritize our goals put everything into a timeline and literally work the plan um this is um a plan that is a working document um these goals Mission Vision have all worked together and so we'll kind of wrap that up of what it has um looked like uh we have given you updates throughout the year years and then evaluated and reviewed uh where we are and so uh we start with the mission of the district our vision statements and our core uh values which were determined and prioritized by the commit and so why does a district have a strategic plan uh without a district strategic plan districts do not know what direction to go to reach the
vision again this has been a working document this is not a strategic plan that was built and sat on a shelf in a book on a website and was not worked uh strategic plans identify priorities aims and goals that provide a road map toward a vision without a road map we can easily get lost and become distracted by the day-to-day issues and so it started with the district planning uh and then it went into the action plans and complex plans that were put together and it goes to the building level where the teachers and principls and administrators and staff in those buildings work that plan and it comes back to the uh strategic planning team and um it works through a cycle of reviewing and evaluating and so our plan has six goals and they
go from staff Equity students families uh resources and Facilities there's 17 strategies those are what are marked from a to q and under those 17 strategies there's 76 action items with those 76 action items there could be um as many as five items for one plan and then there is a plan that went into putting that action item into place and lots of hands um that help that across the district at this point we can say that we're about 96 uh% complete um and then there's some lessons learned um there this is a lot of work that took place um over this four-year period and certainly because we had that little bump in the road of Co again and I can go through um I'll give you some details on where we are with each
of these uh these are the uh 17 um strategies that we have and there's a metrics that went into with each assistant superintend endent and the superintendent and the teams of where we would rate those and where we need to go um and for instance I'll say under goal one from a through e where you see those percentage points there are 21 plans that went into a through e 21 plans that went into F through I 19 plans that went in from J to M so it's not just those points they're um PL that went into each of those categories any questions before I dig into the numbers all right and so this is what an evaluation would look like um when meeting with the teams that were putting together the work um to decide
whether it is complete more work needs to be done do we move it to uh the next strategic planning sessions that are coming up shortly and we'll post all of this on the website but it just kind of gives some detailed information of what that revision and evaluation of each of those 76 items looks like again this is all continuous getting to our mission statement of empowering each student to positively positively impact the world for a bright new future uh in there we've put some glossery of terms and so when we talk about continuous summary um we discovered that there were some areas where uh we will need to continue the work and some areas where um how we find it was uh problematic um when I take a look at a for example and
I'll tell you this is a very extensive comprehensive um action plan that was put into place uh it took several committees uh we are uh we put a lot into this that we would uh Implement standards based grading reporting um and prioritization K8 we've actually done some work k12 and what we've had to do is to First prioritize and decide um what were the priority standards um for the teams and then the OTL team uh Dr marer our coordinator Mr jardo um our director um and coaches division leaders um and all went in and prioritized the standards created action plans for each of them uh created assessments uh those teams met um you know K had to talk to one to two to three it went all the way up to 12 and it went
back around so that high school teams would know what's happening in kindergarten in order uh for those students to be ready at the high school level and so we didn't just we designated a number that says here's where we are again being very ambitious to say we would do all five areas um we've done math completed math and Ela and so for each of those there is a very complex plan that goes with those uh many of them will be um that if they are not complete uh we'll work with the new uh strategic plan committee and determine uh what that will look like going in the future when I say something may have been Pro problematic uh one of the areas was using Define learning to incorporate Project based learning experiences we know project-based
learning experiences are very important to our students but we no longer have the company that platform um Define learning so when we go into making new goals we will certainly um look at how we word um items as such and then this continuous summary just really really goes through where um we are with each of those all right questions well just by definition goals are to be with the acronym smart right yes and I'm just looking at the continuous first of all good job all the hard work you guys put forward superintendent with this strategic plan a lot it is it's all this is there some heavy stuff here for lack of a better phrase to use just good job good job but I'm looking at when you had the continuous summary up there and
under strategy I India I it says 70% just one I just want to comment on it says address safety needs at the building level by securing at least one school resource officer SRO in each of our schools did we really believe we was going to do that well I think when it was written I would say yes that probably was but that would be one of those problematic items that we would take apart and so the team would decide now going forward would get sro's and if they're needed at each building so it's on the wording of how we put it for for example what I do want to point out is we actually do have a security guard at each building we didn't have them before we do have and I think what do
we have about 20 security personnels throughout the district they're about about 20 and so we do have one at least in each building we have one in each building now yes and about 18 throughout the district wide president Brown about 18 okay but as far as securing an SRO so much of that is contingent upon the police department and their own personnel and they don't have them to give right so so this this needed to be just looked at worded we we did accomplish it we have security every building okay so again we can look at this when we start our strategic plan everybody get together you come up with a goal you come up with an action plan and that can be a it is a living document right so we have the opportunities
to pel it add to it and do whatever we need to do right because some things may not be known at the time correct so are we looking at those opportunities I heard you say you moving forward to look at some because I see some again we got a bunch of high marks and we got some very low marks on certain things percentage I'm like was that a real thing we really looked hard at or you know what do we do so I just I just challenge you to I think this board probably in agreement with this that when we have our strategies and we come up with our goals to meet and obtain those strategies with the action plan and we Implement those and we go ahead and look at the effectiveness of those
particular goals at some point when it look like we not going to have we're not going to get a bank for our buck that we do away with it or change it and try to get the highest score try to get the best adjust it yeah and I think we were a little cautious about erasing goals that was done by that's what committe you know so I think that's why we left them there but again we looked at it I and I'm sure you did your do diligence on this when you came up with the goal you thought at that point it was achievable And Timely and smart in the whole nine yards but at some point something didn't happen when you know when you got the lower percentage here 25 10% or whatever so
I guess Lessons Learned Lessons Learned this was but at some point again you know seek out if it's something that the board could do Reach Out say hey we haven't we're struggling with this particular goal we're struggling with this action plan if something the board can do don't hesitate to come to the board yeah and and I think that we like I said Lessons Learned like I said this was our really our first big strategic plan as we're rolling into to the next one you know we've learned a lot by going through this process okay are you looking to start from Ground Zero with the next strategic plan or I see a lot of this that we can use right still shamelessly so to speak I was going to talk a little bit about next
steps if we're ready for that and how this rolls out um so we were actually you know taking this opportunity to celebrate this was a large plan this was a super high level it didn't have all the nitty-gritty super high level of what we accomplished um with you know a high degree of accuracy and getting things done so where do we go from here so as I mentioned you earlier uh Dr Lori Mueller she is our um our consultant that we work with through the Donovan group she's been working with us she does a lot of our Communications they can do the Strategic plan and it's embedded in our and our fee that we pay once a year so it's basically free so um and we've worked with her all year and she's High Caliber
and they've done really quality work she's going to be here next week on Tuesday so you'll get a chance to meet her she's got a presentation to kick off the next process and what that looks like so we have been working with her on this piece so she can roll it into the next one and we want it to look the same as far as same Graphics same images and again the buckets will look the same it's you're going to be Personnel it's going to be curriculum and instruction it's going to be staff it's going to be finan all those things will be the same same so what we'll do is we're going to start focus groups again um to talk about where we need to go next um and launching off from here what
we didn't finish where we still need to go um the board even after tonight's meeting I'm going to give you a a survey for you to fill out after this for you to take a look to start thinking about where you want us to go next and then we are going to be meeting with uh our first focus group is going to be all of our staff members so she'll come next Tuesday she's going to stay here on Wednesday we're going to do focus groups with all of our staff members we've got a representative group to gather that information and then starting February 22nd we are going to be bringing in large groups from the communities like we had done before a representative and that process will be meeting once a month again going through
the same process you know we would invite those that would be interested probably looking for at least two board members that would be interested in going to these uh many of these would be in the evenings uh so that you can make sure that we can have people there and then again same process again what are the big bucket areas we narrow it down and then from this we come up with a new strategic plan that we basically upload into these structures so and uh like I said and then then we're on our way um feedback we basically heard from a lot of our staff this uh from over this process is um it was a living document we talked about these every single year they brought this up with their staff people had the
language and we actually got quite a bit accomplished on that plan because of this and so I'm actually really looking forward to see where as a community we want to go next you know um so it should be a really good process I think as we go through that so any other questions on where we go from here well where we go we have every all roads lead back to Rome or something like that so all roads all goes and the next strategic plan has to lead back to our mission that takes us to 2027 so then uh that's where we are at right so long as we stay focused on our mission statement yes and I think that's how we need to go all right thank you thank you Gentle good job thank you
kudos for such a lot of work hard work and overall I think it was a success our staff was amazing with getting all this stuff thank you all right anything else doc any other questions regarding this strategic plan any board members okay if not old business any old business I've got one um and for Jeantel yes I was thinking about you know your presentation in the fall about the growth model and kind of you know where we are with that and on a lot of it you'd have different cohorts of of student data you know mainly Broken Out by race or eth ethnicity is that right ethnicity um is it would it be possible to slice and dice the I'd be curious to see how our growth model works for students who have been in
our district the prior two years so you know to kind of isolate the transitory nature so if you look at a fifth grader this year how you know can you can you pick out the students that were also enrolled in our district in third and fourth grade to see how they're doing and you know I think that'd be interesting data so yes we can we can we can we can so when you do it in the spring maybe you could slice and dice it that way yes definitely because I think that'd be a fair representation of kind of how our staff are doing you know with students especially as we look at the growth model you know where they've had more time to work with the students okay that will be our spring presentation for
M yeah the only thing I had but I wasn't sure if it was old or new is now that we're open a new Wing what do we do with me are we going to decommission MEC and move forward with that like we did before where we had our three meetings and we decommissioned it that was actually something I was going to bring up a discussion for our Fe one of our February meetings because yeah now it's time to say now what do we want to do with the building um we where we left off we're going to have to do the same three Community meetings that we did last time because those kind of expired so we'll have to do that again right and then we'll work with our attorneys um with you know you
creating an auction for it um deciding that piece and uh so again I don't I don't have any expertise in that so we we' have one of our Ines come through and walk us through that is there just basic cleanup that needs to be done there I mean um how much I don't know how much was moved from that building into Bridges um any equipment and furniture that was not being used and brought into Bridges was left at MEC so given the timing of the move to Bridges we prioritized you know things that the teachers exactly need a lot of the stuff that uh went into the classrooms was purchased new so a lot of the old materials are still left at MEC with a plan to clean that up later on due to the
time frame to move into bridges on time and get the students in attendance uh by January 10th so it's equipment that could potentially be put out to auction or but there's not just trash or like no uh the building secured I actually set the alarm off uh a couple days ago when I went there uh last week so it's secured and it it still looks like kind of looks like how is when when we left for covid in March of 2020 it looks like people just well they packed up a little bit more than that time but uh very reminisent of that okay did we complete all of the life safety issues at that school or that we decided just to hold tight and we haven't we haven't done any life safety issues there at
all yeah yeah we stopped we haven't done any life safety issues there at all because we knew that not going to have that building occupied by students or we didn't do any we didn't invest any money all okay I think we had about $600,000 there about wasn't a whole lot it wasn't you know life well life safety but nothing number one priority critical right on AE plan when we decommission it for whatever use that could sold for auction could change life safety remember the life safety is based on uh ISB yeah so it could be different yeah I don't think that would be our responsibility no that's the new it's sold as is you know yep yeah enjoy and I think I think if it comes Under The Village uh there is codes that has
to be little life safety issues and codes they can be two different things so so it may it'll fall under the village then unless it was use as a school a public school yeah it may different standards perhaps okay but you also mentioned Dr kogan that you was kind of putting on a table I mean it was very informal about possibly keeping at school um in light of you know maybe having more students or whatever you kind of mentioned that it was very informal so we take that off the table a side comment I think to wanting to see how our our numbers of students coming in they've St have stabilized after the holidays and we well remember the whole point of doing the addition and adding Bridges was being able to reduce the number
of buildings we have in our district I I'm in total agreement to offload off the school yeah and uh we we don't be I'm just and if anything it would be just temporary until we could get it sold but I know okay yeah or or auctioned so are we giving the doc um Direction on talking to our Council on how to St go about that we just kind a there not taking action right now but so I'll have Council here in February at the committee of the whole to get some direction and discussion on that so we know where we're going okay okay okay all right any new business he stole mine uh very good points from both of you with old business no further old business or any new business if none we do
not have a close session and it leads us to our favorite part of the meeting you have a motion to adjourn so moved second move by Nelson second by Dr Hall all one voice to adjourn say I I any Nays we are adjourned thank you appreciate it thank you public for joining us this evening and doing this cold evening thank you have a good evening board members
