001good evening we are here today for our committee of the whole for Creek Monique School District 2011 it is Tuesday December the 12th 2023 6:30 p.m. we call this meeting in order can I have a roll call please sure Mr alre here Mr gagles here M rup is here Mr swales here miss s stumbris here Dr Hall here president Brown here like us to stand and citing the Pledge of Allegiance led by board member Mr Alex gagos followed by a mission statement read by Dr Hall I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible liberty and justice for all our mission statement is to empower each student to positively impact the world for a bright new future thank you
002all right open TR trth and taxing taxation hearing motion get a motion you need a motion yeah okay to open all right can I have a motion to open the truth and Taxation hearing so moved second by Alex second by Nelson any comments if not roll call please Miss I stumbris I Mr swales i r is an i Mr GEOS I Mr alre I Dr Hall I president Brown I okay okay so Brian look like you're up yes sir good evening everyone my name is Brian Johnson I'm the business manager for the school district um going to go through our truth and Taxation hearing this is the same information that was presented last month we just have to go through it again um so if I start rushing or anything please feel free to Slow
003Me Down ask questions we'll start with definitions again equalized assessed value this is the amount that you pay on your property taxes in Will County it's a third of your property's value example of a $150,000 property your eav would be $50,000 the tax levy is the amount of money we request from property taxes and that's split out through the different funds the tax extension is completed by the clerk they run through our request and they extend to us the amount they agree upon and then the tax rate is the percentage that we will charge to get to that extension um the tax extension can increase a maximum of 5% or CPI whichever is less CPI for the year was 6.5% new construction and tiffs rolling off are not included in these figures if a levy
004is more than 5% of the previous year which ours is we have to host the truth and Taxation hearing um we have to publish everything in the newspaper which we did last week in the Tribune and then once everything is approved we'll have to file it with the county clerk no later than December 26th which we're scheduled to do that the morning after the board meeting next week and then here's just a historic view of the district's equalized assessed values which have been steadily increasing which then inversely the tax rates have been decreasing and that's just because the more money we have it's split out a little more equitably so people can pay a little a little bit less on their taxes um here's some data we used to determine the levy again the Consumer
005Price Index unfortunately were capped at 5% last year the CPI was 7% this year was 6 and a half% our equalized assess value of all property throughout the district is 87 m91 12,000 which is a 45% increase over last year which was um just under under 773 million our new construction increased by a little over 57% from 7 million to 11 million we don't have any tips rolling off this year so those are both zero and then our annual Bond payment has stayed the same at just under $12 million here is a historic look at what we have levied previously um we always increase a little bit each year so this year our total request is an increase of just under 11% for our operating funds and just under 9% for all funds including Bond
006and interest which again we we balloon our levies so we intentionally ask for a higher amount than we will be allowed just to make sure we're not missing anything and we're not leaving any money on the table when it comes to our revenues for 2024 and then here is our historic tax extension again this is the amount that we receive from the county 2023 is estimated at just under $49 million for operating funds and about 6 and three4 or 60 m750 th000 um so that's just under 9% increase over what we we received from last year's Levy and then again these are just the rates broken down by fund of how we collect the funds when we collect the funds from the county we split the money according to these percentages into the different funds
007for our revenues then here's just a quick chart of what our proposal is and how that would impact homeowners at homes valued at different rates for example a home valued at $100,000 our increase would be just under $50 total which would be $4.7 per month um just including that to help kind of explain sometimes people think their budgets monthly rather than annually and then a home valued at $250,000 their total increase would be just under $125 which would be $10.41 per month and then here's the important dates for our tax levy today is our public hearing next week will be the board's vote to approve the levy and then December 26th is our deadline to submit everything to the county clerk and have it approved which again we're planning on submitting that electronically on December
00820th and with that I'm happy to answer any questions anyone may have yeah Brian back on that page where you show the amount of Levy request year-over-year back yes from the 49280 to so if we're capped at 5% how do we get from you said that was an increase of 11% again that's because we balloon so our extension will not be allow to be above 5% but we can request any amount we want okay and that's we always just ask for more than the 5% to make sure we're maximizing our revenues allowed to us okay so it's the extension that gets capped it's not the correct Levy so to speak correct okay Brian the 20232 with the new construction did we ever figure out where that new construction came from we talking about $1 million
009so we aren't sure the specific property numbers that make up that 11 million but we did some research just how the assessor defines what's new property and it's basically it goes off of building inspections and certificates of occupancy once those are given to businesses or builders and then also real estate transfers and closings on new property those then get put on the books for the county they then calculate that total new construction number and they provide that to us so I don't know if we can request to get individual property numbers that are made up of that 11 million but that was the the general knowledge we were able to quickly look for okay I just know personally in my neighborhood a couple new homes got built this past this year so I'm sure that's
010included in this value I was just curious to see if there's other new homes being built in other Villages so okay cool that 11 million that's the eav right so it's really like more like 33 million of new construction yeah that makes sense yeah yeah a third of it or 36 million right which is a lot yeah and and one other question I I just heard today a lot of stuff came out with reporting inflation inflationary numbers and things like that and I didn't quite catch it they said what CPI is trending at do you know because we're going to base our next levy on CPI that's going to come out in January so that's right around the corner that kind of give us an idea what we are going to Levy for next year
011do you know what that CPI is the November 30th numbers I've seen we're around 3 and a half% wow okay so it has been coming down you have 3.1 today Okay cool so we could kind of look at that number I don't think too much is going to change over a month it could be a little bit so we know we not going to be at a cap of five that's what it looks like so okay great any other questions board members all right thank you thank you Brian you passed another test all right now um I'm going to open this up for any public comments on the truth and Taxation hearing only anything BR none all right I would like a motion to close the truth and in taxation hearing so moved second okay
012that was move by next Nelson second by Alex okay any questions if not Madam SEC secretary roll call please Mr Al I Mr gagos I rup is and I Mr swales hi Miss stumber I Dr Hall I president Brown I motion passed do we have any public comments all right no public comments any board updates I do um so Nelson and I regularly attend the First Responders and safety meetings that happen for the district and so just to update everybody the evolved security system will be in place for the official opening of the bridges um January 8th will begin the school resource officer full-time assignment at the high school March 18th approximately in there will be the official use of the Evolve system at the rest of the high school so just before spring break
013they'll begin rolling it out so then shortly after spring break or after spring break it'll be like full on so everybody knows how it works that's it okay thank you all right great update J feel good thank you any other updates that we had the uh 90th annual uh joint conference uh in Chicago uh I was there for every day uh it was very uh very informative uh lots of great speaking um I saw almost everybody there at least once um and uh had a great time on Thursday uh Thursday was really fun um that's about it great what happened Thurs Thursday Thursday was the uh Equity immersion yeah and uh so that started off um with a bang because uh it it was just all day event and uh there's a lot of uh
014uh vendors there and and good speak out uh table talks and uh a lot of good presentations so it was awesome including doc Dr H's wife yeah yeah gave a great great uh presentation as well all right thanks Alex and I we got some old pictures of them all floting around and I think Alex I think anything you wanted to know you could went get answers at that session right yeah most part I L I was going through I said Alex what to do excellent yeah had a good time on Thursday anybody else want to chime in on anything any updates anything on the conference would you like to I'm not going to put a gun to your head but if you want to share something with us I'll say the conference was good um
015a good time a lot of good speakers um a lot of good workshops um I think as far as what's going on in the district athletically I think I mean I've got to see our boys play a few times this week haven't seen the girls yet they're doing great um lot really competitive um didn't win all the games but they're a lot better than they were had been and our seventh grade girls they went down state I mean I don't know if people were going to mention that maybe I was but that's okay you can mention it again yeah you can mention it again so I I really like uh the job that um Mr keki and his team are doing um they are they are they have really changed things and I guess the
016next thing hope is to get wrestling at the middle school and soccer and I mean it it really is good for our kids so yeah we have new bleachers going in at the middle school which is going to be I was going to let you say okay well we're excited about that they they needed them yeah the Middle School gets a lot of stuff that's good they need it they do excellent great anybody else okay there's a few things I would like to keep my my not he's got he's got a notepad yeah all ready just in case all right uh I attended the the turkey I think you did something too that's turkey try right sh come on I did yeah I did something called run for medy um it was a Nickerson Family
017Foundation they give scholarships to high school students from un University Park yeah yeah I did that 5K um all right it was really nice excellent you represented thank you for those kids University Park I appreciate it thank you uh did you come in first or last probably I was I was one of the first Walkers oh you one of the first Walker yeah there were some Runners but I was the fastest Walker that's sorry you kind of yeah competed with me running uh I can't do that anymore well that's two of us yeah I got out there 7 o'clock in the morning on Thanksgiving day and never thought I would do that and I thought my wife was crazy asking me to do that I said who does that and she end up not not
018going and I end up going so but it was very very well put together right here at her Heritage Park by the Creek Running club so that was a good event and gentel assistant superintendent please help me out I I attended a project dealing with Early Learning tremendously well a lot of our staff members that have occupations here in the learning in the early learning category so kids what does that what does that active stands for again that's all right I didn't write it doubt but that's all right don't I don't mean to put you on the spot because I thought thought I had it WR now but I am so looking forward to I mean that program as I see it is Johnny on the spot for getting our kids young kids engaged early
019in the process mothers you know that's having child childbearing mothers and all of that getting them engaged I look so forward to that it was a a tremendous success in my opinion that that first meeting so thank you for inviting me and I really stands for the kindergarten individual development survey there you go yeah okay I'm not going to write that hold down but I I put something there so I can remember okay that meeting was great and Then followed up with a well after that one of the teachers was in there I was able to that was I think a Friday and that Tuesday I was able to that was the global giving day I if you recall that so I was able to go to B kindergarten class and I felt like a
020start they came out and when I came in they the kids kind like I'm like who am I they I mean I need to go back there if I need some love I need to go back there but I was able to give a love token to the teacher and I I just felt so so privileged to do that to be able to be in a position to give and then we had this Grand Finale I don't say Grand Finale the kids with that acronym the summit actually had a summit with various school districts at the Tenley Park Convention Center on this past Friday and everybody I think knows me there right jentel for whatever reason that was a hit to looking forward to that program coming to fruition it was on it was on
021a stall because of Co I believe now it's being kicked in full gear so I'm really looking to for that program to go Full Speed Ahead within our district more to follow on that and I'll share more information with the district and also How Could You Forget How Could You Forget the rooc ceremony Awards that's right excellent I learned how to March a little better to my wife orders okay so that was a excellent excellent I think uh our secretary has been there a couple times so to see that that was my first time and I think it's one coming up again something to that effect I saw that come across our plate we just had it pass and review I missed it I missed it and it was well done all right well done
022well and again there's so much I can talk about the the tripley conference and I apologize to my colleagues for not being able to make it to your firms dinner got a little caught up in time and we I think we moved that date because of the light show is that why yeah yeah but you did tell us about lighting up the Christmas tree that was like terrible it was millions of people that came down for that event in fireworks so lessons learned that was on me Lessons Learned so I'll make it up to you guys and again that session went to multiple multiple I end up actually communing actually coming back every every day yeah using a train no more driving for me using the train and and again it was it was an
023excellent conference and one thing I got a I got a lot of things out but one thing that stood out was a session on the superintendent and how we as a board could help her succeed or him succeed and that class has standing room only so but we're doing a lot of the things that they recommend and one of the things that can stand out is for the boards to not only recognize use a superintendent when you are successful but your cabinet as well okay and from that it even trickled down to I'm big in rewarding acknowledging people acknowledging teachers students all of our employees in some way okay and last thing here this was this this really kind of of got me here I went to a board president Round Table session and each
024table had to pick out something they felt was a topic for discussion and our table actually picked out board cohesiveness this board acting One Voice being together one team and then we spread out and went went into sessions on whichever table you want to go to it was about 90 districts represented about 10% of how many districts we have I think we have about 190 180 somewhere around there and the one table on board cohesiveness I was the only one at the table so in other words they didn't see that as a problem and I talked to a couple board members a board presidents after that they said as long as we have four majority of votes that's all what matters to us so they didn't see that as a problem having a team having
025you know not just yeah yeah everybody's not going to vote together on any issue but having a team and you know is dear to me now that I seeing things from a whole different perspective is there to me in this seat to have a cohesive board so that's all I have I think that was enough and I dropped the mic all right going to administrative updates superintendent and I just want to say I did add in the superintendent if she can start moving forward and we have so many good things to talk about our district and I would like her to if there's no objections to any board members to say something that we not just say identify at every meeting a good news we have enough bad news to share that's not a problem
026okay but a good news okay I identify just three top areas that came to mind um as Dr Hall alluded to we wanted to acknowledge our seventh GR grade girls basketball team uh this was just started the middle school for this year um they beat uh M hoyya and Seymour 46 to 31 on November 29th and so they were able that was at the sectionals they were able to advance to the IESA uh State series um this is really the first time in history that the girls had gone down they rated as top eight teams in the state for the 4A seventh girls basketball team team so we were really so proud of them this was their first time going down the middle school did a really fabulous job of recognizing the girls before they
027went down there was a big parade uh they went around the whole school um I was I was I was at the tail end of that parade but the parents came out with the flowers and so forth and they did it this year because the gym was torn apart with the with the bleachers but this was probably a really successful idea that they had and they said that they might consider it again because the excitement of all the kids coming out of their classrooms and watching the kids come down was really powerful and the the parents just felt um so proud of their students you know their children as they were able to go to that so that was really a special time that we had there uh a couple other points um again Mr
028uh kcki and the team are doing a wonderful job we really are trying to elevate our our program and highlight some of the good things that are going on so I just wanted to mention that we are now going to be live live streaming all of our home basketball games in the winter and volleyball in the spring at the high school on a site called huddle TV so we're really excited about that because not everybody can come out to all the games and certainly there's a lot of interest in what's going on um so we want to make sure that people are aware of that excellent we're also in the middle of of live streaming um at the middle school for our Indoor Sports as well so that's moving along as well so we're um
029trying to offer that some other things that we wanted to highlight uh just this morning I was over at um uh University Park Village uh to look at some of the rooms we are getting so many donations that are coming in we can't even house all of them we are going to be planning a popup event for all of the community of of our district but we needed to go outside the district to actually have it because we didn't have enough room here to do that so on January 16th 17th and 18th from 10:00 to 1:00 we're going to be hosting a popup food and clothing for all of our families and communities we are looking for some volunteers um we are even looking for some staff of our members that can go out maybe
030on the lunch break to help out but if anybody's interested in helping us out you know we would certainly love to have the help 10 to one 10 to one correct and it's going to be held where at the um 90 what is it 90 okay that's and that'll help many of our families that can walk there and to get supplies and so forth and we're going to be donating or uh giving information out in Spanish to all some of our apartment buildings to notify them as well as you know getting the information not through social media so that'll be coming out shortly that's going to be in January yes January 16 17 and 18 okay 16 17 yes yeah for three days okay when is this Mar Luther King birthday the 15 is the
03115th it's celebrated on the 15th yes it is okay and that wasn't on my notes but we are actually doing another one of our youth Summits that day we're doing it for our uh young men and our young women and so we're we're putting that together I'm meeting with the community Mentor group Thursday it'll be at the high school again and again overwhelming support for this yes is this um our bridges program we are so excited to finally launch our bridges program our PR program MEC currently known as MEC will be moving um over to the new Wing uh on January 10th uh just a few just this last week we had the current students come over with the classroom teachers to tour the facility they were very very excited about that we had some
032donuts for them and um you know just a lot of really good comments that students were January 10th yes what's janary so so so the students are coming on the 10th we are going to do a ribbon cutting ceremony little different on the 9th yeah so want to let you know about that but the students will start on the 10th so when we come back after break what is it the eth um teachers will have an opportunity to move their things in uh get settled in they're going to have some PD then the next day on Tuesday we're going to do a ribbon cutting ceremony and that's what you're all invited to now because we don't have an open gym really ready yet we're gonna have a smaller invitation and you'll notice we're doing it
033at um what is it 130 1:30 130 230 2:30 very small gathering we're inviting you know just our local districts our our Mayors our trustees uh for that because we don't have a lot of space to house them so we'll do ribbon cutting our students will be there and as well as our parents that can come will have some snacks some appeti tour of the building and then the students will then come uh the next day um we're going to do a larger ceremony where we're going to ask you know um U more representatives to come in a broader sense probably in April where we can have it in the gym and will be more of an open house uh so everybody in the community can come for that so there will be two events
034but certainly wanted to give you a sneak preview did did the tour kind of help ease any concerns or trepidation the students had about the move it did a a lot of our uh uh students were concerned that they weren't able to play basketball they they love to do that they'll get there in the morning they'll you know shoot some hoops they'll relax they have some camaraderie uh on their breaks or at lunch they'll go in there and they were concerned about not being able to have access to that so um um we did work with them to come up with some Alternatives we have an empty room there that we will be uh bringing in uh I don't know foosball uh and some other kinds of games which they were ecstatic about um to
035you know play and have kind of a more relaxed environment so they were they were were loving it they were sitting in the chairs we have ban baged chairs comfortable furniture they thought it was great so uh they were comfortable with that in fact I had everybody in a round group and I had everyone take a vote because we said if there was not consensus that they weren't comfortable with we would we would have um pushed back the opening date so I went around to every student they raised their hand whether they were going to they were comfortable going and I think it was like 17 of the 20 said that they were so we decided to go ahead and move forward I I don't I don't know if you remember we talked about this
036and I would like to still do it like what we did at what university park did a governor State when they invited the industrial park over different businesses to see um to have the remember we went to Governor State for the uh business the nwork I would like yes the networking I would still like to do something like that with this uh new as soon as that gym is open it'll give us an opportunity to have a larger group of people so that's probably going to be February May February March I mean I don't know the time but I I definitely want want to keep that on your radar because we talked about doing it and then that would give those businesses an opportunity to see we have and what we're doing and hopefully start
037to get more connected with them yeah and I think that's really important because we want to show showcase to the community this is a we we've got we've really opened it up to some Innovative programs even during this tour um we talked to several of the students that were going to be graduating and we said what are you doing next a lot of them are interested in the trades and Mr okasinski did a fabulous job he was starting to work with some of the electricians that were there on site and we are going to put together a panel of the trades um I've also talked with a member uh Brett Milhouse in the community works for the water operations he's going to help set up a tour for some of our students um we are
038going to what did I say mil house mil house Milsap deal mil house but thank you I don't want to mispronounce it yes um so we're going to be setting up something in January we're going to invite the students with their families to start talking about the trades and having them have some Q&A with them and the three of the students that I talk with you know had said to me they they're excited about graduating but they don't know what they want to do and they said you know traditional jobs you know is not for us and I said that's okay there's a lot of great work out there so we're going to be connecting with that so again so excited about the open opening of the facility and um you know certainly want to
039extend that to the community um yeah I think that was it for my highlights that was a good thing that was a good thing yeah I'm proud of the board of championing that endeavor on so that's a great Dr C good news good news all around on that okay all right and I think uh discussion of the board policy oh did we get there no we still got a couple things to do here right yes we do okay so that was under good news was it just good news okay so you still got discussion in the board policy yes have H Dr Millan Cheno do you want to come up and talk about this um you want to share with yes go ahead and talk so the audience can hear at home we just want
040had a suggestion for a revision of a board policy 7:30 and that has to do with um a parents may be requesting to change schools during the middle of the year we do have policy that allows that but we wanted to create some um some addition to make it more clear hi so uh we're looking at policy 730 um it was recently updated with press one of the things that our current policy is missing from press is the paragraph under Stu transfers within the district so from time to time we do get a parent asking um if their student can attend one of the other schools in the district and a great example of this is is if we have someone register and they're in an overflow situation so if they were supposed to attend
041tala and they are overflowed to mon because the grade level is closed at tala um the next year comes that students return to tala um we had several of those instances over this past summer of where the parent had asked could the child stay at Moni because they had such a great experience their kid built relationships with their peers with the staff there this paragraph in the as we're proposing the update provides that mechanism for the parent to give us the their reasoning and for us to give a decision um other than that there wasn't anything that was clear that currently exists so um and then as Dr coglin said if we get a situation that happens in the middle of the Year this also provides us um what a parent is supposed to do
042in order for us to actually get some something tangible from the parent to make a decision on versus you know we get a call and then we have to make a decision yay or nay based on what they tell us so that's what this update is about okay okay all right and then um moving forward um a lot of the policy updates will be coming for me too I've been bestowed the I've been bestowed the the board policy manual so I and no worries I've done it my last district with press um well versed in all of the updates and how those come out and wish they would stop putting out the 100 plus page updates that they occasionally do but you know we roll with that so just how was he here before you
043dumped that on him 24 hours now just for clarity are you going to be working with our secretary on that or how do that are you still going to be working for policies and things like that I I will still be somewhat involved but we'll we'll work on the kind of the uh internal workings okay and you're going to be looking to bring this policy back for approval for approval next next week okay all right so you know board members you know if you get a chance if you have not looked at that policy take a look at it and you know forward any questions or concerns to the superintendent pror two yes or board secretary all right okay thank you doc back to you doc okay under business uh who Ken is this yeah
044okay I'll take this one um this is just a small contract board that we're going to bring um as you know in this facility we're going to be replacing the carpeting or the flooring and doing some painting and inspecting that we found that there were two areas that we found had spus under it one is uh all the way back in Pam's office in the back uh of the kitchen under the carpeting we found some uh specious glue that was there we didn't find it the environment engineer found it and then uh there are two rooms off of room 37 which is on the other side of this wall two small offices there that also had some specialist in the glue so um we're we're proposing that we get this done over winter break because
045the school will be shut down and get it done um we did do a bid on and everything you can see it's $9,400 uh for the contract and so we're recommending that we get this approved next meeting and then we'll get the work done uh over winter break and then we'll be done with that okay so did we not have a company bid out the abatement of ASB bestus be before this location did they just miss this area there was well yes it was done with some of the some of the the pipe work that was done esus was done in that regard um you know we we looked at areas along with the environmental engineer which is Jensen they looked at areas they didn't see anything but then when we started doing the secondary
046look just to make sure sure of everything because it's an old structure we found these two areas um we were surprised actually I'll be honest with we were surprised there wasn't anything under this carpet you know but but there isn't everything you know tested out fine in all the other areas it's just those two areas we wouldn't have done anything to those areas before anyway because it's carpeting it's flooring um the other spus a lot of the esus inspections that were done before were in the walls on the pipes all those things so okay um it's just those two small areas that we found and you could pretty much say with some level of high high confidence that we are after this abatement we're completed yes I I can I can say that uh with
047confidence the only thing I I will urge is that you know we don't know what's behind some of these walls behind with the exception Behind the Walls okay um in testing in uh looking at all of the flooring and all of that um all of it will be out of here anything that was on the out of here all okay excellent thanks and this is below the threshold that you had to get competitive bids we did get competitive bids anyway okay uh so we did do that there were three bids that were submitted this was a low bid um uh gorix has done all of our almost all of our specialist work already so they're very familiar with us so I think that's one of the reasons why it was low but we did bid
048it out anyway okay good okay that was the next question the previous vendor bid on this and that's who this is that's who this is yes excellent okay anything else kid no that's it good doc anything else all right any o business out there yeah the only question I had Canen I saw the bid documents went out for cre ELC and tala for 2024 summer is that for all the um decorative whatever you know yeah the Cosmetic impr improv yeah that that's for the uh painting and flooring we've got some alternates in there too and I don't know if top of my head bu what the alternates were I can I can get all that information we talked something about here because there are preschoolers taking the lockers out and putting my cubicles and stuff
049you know like stuff like that I think we're doing that as an alternate because of the expense of that okay uh you know I don't know if we're going to be able to get that done to be honest we're looking at finances for everything um and then the other facility um CSK belmorrow and Creed those bid docks will be coming out real soon also okay and then and they'll be doing cosmetic improvements I think too I they yeah because this was it except for the Cosmetic yes and ELC and talo would have been done last summer but we put on hold because of the cost right and I think the other the other big thing that'll be done this summer uh is and I I don't know if the board remembers this but over at
050tala the one hallway crowns in I I don't know if you're aware that kind of crowns like that um I I laugh about it because we joke about what's buried under there and why it's doing that we don't know why it's doing that so we're actually taking that out uh we are going to be replacing a sewer pipe that is down there too so that concrete is coming out so we can level that all up and over too um it hasn't really buckled a lot but I mean there there's a a difference from the wall to probably the Center of about an inch or inch and a half I mean it has risen that much over time it's really bizarre usually it sinks but this is risen yeah I know I know the water pipe
