good evening I'd like to call this meeting to order for Creek mon School Board 201u today is Tuesday October the 2023 time is 6:30 can I have a roll call please sure Mr alre here Mr gagos here group is here Mr swales here miss Z stumbris here Dr Hall here president Brown here can we stand for the Pledge of Allegiance led by m the board member Mr gyos and followed by missous statement read by Dr Hall I pledge allegiance to the flag of the United States of America to the Republic for which it stands one nation under God with liy and justice for all our mission statement is to empower each student to positively impact the world for a bright new future thank you Mr guyos and Dr Hall any public comments electronically no public

comments have any board updates uh so I was uh I it's not an update yet I I I don't know I was invited uh on Thursday uh to uh help facilitate as a translator for uh a church that is uh donating coats to the uh the migrant families that we have here in District um it's going to be a little uh tight uh with my work schedule but I I hope I can make it uh on time um so I'll let you know how that goes on Thursday excellent thank you for bringing us those strengths that you have regarding that to the board really appreciate it because uh my Hispanic is terrible all right any other board updates if not we going to go right into administrative updates superintendent okay but it's under you as

far as business we going to business I don't know U Mr Ser do you want to introduce our auditor sure I'm going to turn this over to Brian Johnson our business manager who will do the introductions good evening everyone um I'd like to introduce Anthony cini from Sage he's the audit partner who oversaw our FY 23 audit for the year good evening everyone evening good evening well again my name is Anthony serini I'm partner in charge at sikit of our local government team served as the partner on the district's audit this year I just give you a brief overview of the very positive results of this year's audit for the district uh first of all just want to thank Ken Brian and all others that participated in the audit process for their efforts and getting

us the information again this is our our first year doing the audit for the district transition year with a new auditor can always present some unique challenges but all in all from our standpoint from Talking uh well with Ken and Brian things went very smoothly on that so got a good foundation in place related to uh next year's audit going forward some high level um overview comments here for you we'll be issuing a clean unmodified opinion on the district's financial statements that is the highest level of assurance that we can provide it means the financial statements in our opinion are fairly presented in accordance with generally accepted accounting principles so that's certainly the level of opinion that you want to receive there so commend you for receiving that opinion our audit was conducted in accordance

with two different sets of Standards both generally accepted auditing standards as well as generally accepted government auditing standards the latter of which required because of the amount of federal and state funding that you have uh no compliance findings related to either of those so again very good report on that overall your ending net position for the year was $9.3 Million up about $5.3 million from their prior year variety of factors go into that fund balance changes the impact of your long-term debt issuances your capital investment things of that nature uh but overall you saw an increase there uh your financial profile score remained at 3.70 which is a recognition status which is the highest level uh status you can receive from the Illinois State Board of Education or ISB on that so again very well

positioned from that standpoint as well there's five criteria that go into that on a five uh or five criteria each on a fourpoint scale so the only thing that brings it from that four 4.0 score to a 3.7 is just the amount of debt that you have outstanding related to that so that's the only impact there but again that stayed consistent with the prior year youve expended about $10.5 million of federal funds during fiscal year 23 the education stabilization fund and speu special education cluster constituted a little over 50% of those again no findings on those those were the two major programs that we tested we had no material weaknesses identified during the course of our audit uh you have had one significant deficiency reported previously related to segregation of Duties uh that was repeated

this year but I do know that business manager Johnson is working through addressing that and putting additional procedures in place also from a the only other comment of note that you may have seen is related to the district's purchase of capital assets with federal dollars there we did have some some discussions with staff on that there's already a procedure in place to track that going forward within the accounting system for that going forward so that should address that as well again all in all though our gratitude to the district for um allowing us to serve in this capacity and to work with you all happy to answer any questions that you may have thank you this is the first year we've used sikic maybe you could talk a little bit about your firm types of

practice how many professionals geography absolutely so sikit is a a top 30 accounting firm in the country based in corporate headquarters out of naville for that um the state and local government industry has been an area of focus since we started as a firm for that and has continued to be a focal point for us there so work with variety of municipalities myself uh Lindsay fish who is the senior audit manager on the engagement here all we do year round is work with units of local government for that so certainly an area of expertise that we have there Lindsay also serves on the uh iasbo professional Development Council for accounting and financial reporting as well uh as a as a firm professional wise we have over, 1500 professionals uh across the country on that and

across the world in terms of our size on that but again locally based on that a local team on-site fieldwork as as needed for that as well and just I'm happy to answer any other questions on that okay thank you my pleasure uh you mentioned that we had that was a financial score of 3.7 yes sir and to my knowledge I think that's the best that we have at least tied with the best that we have ever had at least that I know of again to my knowledge and you said that one of the factors that it could have been higher but because of our long-term financial debt that kind of brought it down a little bit but that's not weighted real high that long-term financial debt it's not so why they did that I

guess the state used that I guess they feel that school district districts are going to be in the need to borrow money so but yeah so that's weighted low just want all the other board members to know that if they don't already know absolutely not I think that's weight at the lowest of all the five indicators there yes there's other ratio certainly other factors that go into it in terms of your reserves and other considerations there that are more heavily weighted as part of that absolutely right and our cash on hand exactly given that number I believe our cash on hand was right at 42 so which is good yeah all the other criteria were at that four correct okay excellent but thank uh just one Clarity on the degreg of Duty is did I

say that right yes you did yeah what exactly is that so when you have a a limited number of personnel uh involved in the finance function there often times there can be situations where we look at things from a risk standpoint as part of the audit there so if one individual has the ability ility to access certain things in the system or make certain changes in the system there using the system as an example there you might have what somebody has classified as what we call a super user on there so they can do anything within that system there when you have situations like that depending on the number of overall personnel and the other controls that you have in place there something just in terms of we identify the risks that are there as

part of it highlighting those for you and then management has the opportunity to look at those risks either determine can additional Personnel be involved in the process to reduce or mitigate that risk do we accept that risk or is there opportunities to add what we consider to be compensating controls as part of that as well where uh additional layers of review on that so more so uh there's a the risk is there however not something that we feel ISC you know concerning to us in terms of we didn't identify anything or any issues with that there just more so that the risk exists for you all to to be aware of and have make sure that staff is working to uh look at those procedures on a regular basis which by all accounts they are

okay so so Ken are we putting forth a plan to mitigate those risk or I I know you don't have a plan probably now well no we do actually we do have procedures that that are secondary you know like approvals on things so to kind of give you an idea so Brian will not only reconcile account but he also does journal entries so I also have to approve those any transfers in our in our banks or in our funds not our funds but in our accounts I have to approve also so there we do have things in play of checks and balances on those also that that we're comfortable with excellent so I'm glad I heard that we're reconciled because that was an area that we was a little challenged at so yeah I mean

in the past there was and and we've taken care of that care and if corrected that I think there always will be you know there's going to be because again as Anthony has said the limited amount of people that we have on staff there is always maybe going to be that finding you know and that because we have people you know doing various things and doing the same thing so but again as as long as we have checks and balances in place and procedures in place to protect ourselves that's what we want excellent thank you any further questions for our auditor if not thank you we appreciate all you do thank you Anthony Bo I I just want to just say this that this is the earliest we've had a um an audit done uh

so it is it it went very well I want to thank Anthony and your firm for that I want to thank Brian for his leadership on on getting this done too so um it is it has gone very well very smoothly our goal is actually a little bit earlier next year uh but again uh we're very pleased with that well I don't know if you get my questionnaire that you sent out to the board it was kind of the last minute so I hope that didn't hold things back all right thank you so much thank you everyone appreciate and we expect we expect the service from a firm that's a top 30 we expect this type of service then well absolutely all right pleas so much all righty all righty next up is the consent

agenda for approval can I have a motion to appr first of all I would like to say if anybody want to remove anything from the consent agenda to be voted separately yeah um I was reading the uh I I I wanted to make a motion to remove the regular meeting minutes of September 19th M and for what reason um so if you remember that was the um the day that we voted on accepting or not accepting the resignation yeah um I was reading the the minutes and it said uh it it had the question will we accept the resignation and all but Dr Hall uh said nay right and then it says motion carried so it's wrong so it's wrong okay cuz I said yes I mean I said no I didn't want to everybody

else said yes right and so it's a motion carried and then the second one the motion was I think I actually said Carri motion Carri but it did not it did right it failed so so so the reason is just an error and that was my oversight because I do look at the the minutes for approval so I might I missed that too so are you saying that would you would you vote on it if it was correct yeah yeah so we can instead of voting on a different this particular different agenda item can we vote on it with the changes the correct changes sure it it it needs to be changed and then we can vote on it in the consent agenda how does that work no no we can we can vote on

it with the state of change we can still vote on this particular the whole consent bill you can help me out here the whole consenter item with this particular yeah with this particular item right being you know change correct corrected so you guys can approve the consent agenda with with with a modification to approve the regular meeting minutes of September 19th 203 to replace amended um by member okay and that would be just yeah and that'll be just one vote you got that if that's all the change then both the rest is an OB of us we're just noting that we made that change in the approved minutes okay looking to make motion to approve the consent agenda with the modifications to the regular meeting minutes of September 19 2023 as proposed by member G

okay so can I have a motion to approve the consent agenda with the modification of the approved regular board meeting minutes of September 19th 2023 as proposed modification on that particular agenda item uh with the proposed modification presented by board member Mr gagos so moved second okay you got you got Nelson sorry all right Nelson approve Nelson move second second okay all right I'll let Dr Cog e read it off and then if there's any questions after that all right here we go um item one approve regular meeting minutes of September 19 2023 with modifications uh item two approved Committee of the whole meeting minutes of September 12th 2023 item three approved Committee of the whole meeting close session minutes of September 12th 2023 item four approve the therapy dog handler stien of $1,700 item

five um approve revised board policies um 2. uh 260 and then 2 um 265 and then five um colon 10 five colon 20 7 colon 20 and um 7 colon 180 item six approve revive athletic and extracurricular activities code of conduct for business item one approve the Board of Education financial report item two approve the payment of um $344,000 to6 to CCC Holdings Inc to the work completed at cre money High School item three approve the payment of $244,700 35 to RL Soho for work completed at B moral item four approved payment of 29884 78 to RL sohle for work at CSK item five approved payment of 7995 cents to ARL Soho for what completed at creit elementary and item seven approve the school maintenance project Grant application for uh item C Personnel report approved

Personnel report 24-1 and item two approve Eis administrator and teacher salary benefits report okay do we have any further discussion on the consent agenda items I've just got a question i' on the um under personnel and culture number two approve the Eis admin and teacher salary and benefits report I don't ever recall seeing this before in past years is this new or is this no uh usually around in October you know most districts you know will put that on there it's just on the website it just has a a listing of all of the I get that but I just I don't every I don't think we've done it in the last couple years okay yeah you haven't seen it I haven't seen it because it was brought up by again sharpy board member and

I talked to Dr kog he on this there's something that it's a public compile yeah it's a compiled statute on this particular item that we have to get it out by x amount of date so uh moving forward we're going to you know be in compliance with that okay so I appreciate Alex actually uh shared it with me about um this not being reported so good catch again um so I I saw that on the website the the report it's there now yes it's it's there now the other uh years prior years are gone we didn't see it yeah they're not there anymore they used to be there um and I was looking at your your organizational chart uh for your district office and a lot of those names are not on the annual report

all right we'll take a look at that so well is it is the is it because that's from the prior year is that the prior Year yes it would be right okay and the is the the chart updated now uh yes but my guess is we haven't uploaded it to the website so we'll take that to make sure that they match okay so is a requirement that this is just certified staff or all staff it's for all staff all staff the statute two I think it's 2012 that it came out okay compile statute 2012 okay it's been round yeah yeah it has two differ there's a section on the meeting that refers to IM employers having to do it people to make over a certain of money and then there's a report on the school

code which what you're following you have to list every every every employee put on the website you have to send it to oh okay and then I think it's supposed to be discussed with the board prior to putting it on the website I guess approve such in in this in this environment I guess okay well good catch and you know we are got a lot of moving Parts here and everybody throw their pieces of the pie in and we can make a whole pie does that make sense all right so was that it got a motion on the floor any other questions on the consent agenda if not Madam Secretary roll call please sure um Mr swales hi Mr gigos hi Mr alre I Miss SES dumus I rup is and I Dr Hall I

president Brown I motion carry all right under action report I would like a motion to approve item Alpha number one under action on line item number eight approve a contract to Pur purchas Thompson is that rers wrers uh clear software for the verification of student residency I have a motion so moved move by Alex second okay give it to Dr Hall Dr Hall thank you any questions any comments further clarification yes so Ken are we going to immediately use this to replace National investigations so yeah yes um well I don't know about immediate but the plan is that once it's approved by the board uh our contract would actually start November 1st and during from in November we would go through some training uh with our staff on how to utilize the system get things

uploaded and all that uh we would start paying the monthly bill in December so that's when it would actually start that we would start using that and fully I I shouldn't say fully replacing National investigations I think there may be some cases where we need to use them but for residency purposes we'll be using this clear software for that so the total cost for this year is going to be as I mentioned $2,740 for the clear software beginning in 2425 a little over $21,000 almost $22,000 a year uh for the software I I would say that we will slowly wean ourselves off of National investigations as we move forward not clearly not spending anywhere near amounts we were spending before and it'll be up to it's going to be up to the registration staff of

who they send over to yeah I mean it seems to me with national investigations they were billing a lot of hours just at their own they were deciding when to go out and do extra work if we can still use them but use them more more a more targeted basis I think that makes and that's what our that's what our goal is when we discussed it when Jason myself and Eric had discussed that the goal is is you know the registration department will decide who they go and investigate yes and that's what we want absolutely I don't think we want to not partnership I think we want to partnership with them still but in the most effective and efficient way possible right I agree okay okay okay we have a motion it's been moved any

further discussion on this item if not roll call please Madam Secretary okay Miss site stum I rup is an i Mr swales I Mr Al I Mr gyos I Dr Hall I president Brown I motion carry item number eight Alpha number two can I have a motion to approve the extension of cre Tiff number two so moved move by second second by Nelson any discussion the only question the only thing I want to say is I know all be all voted tonight for sure but a year ago we not only said no to Mo but we asked them to compensate us for the Tiff that we said no to if we wanted to if if they wanted to extend it and we're extending a tiff for a second time that'll be 47 years just and

up in until what an hour ago hour and a half ago I I haven't seen anything of what they're going to do you know I mean I just it is what it is this is going to move forward with or without me doesn't doesn't my vote doesn't even it matter at this point but I just don't think it's the diligence is done for sure that one Village that we submit and say and we had Mr Surman do it that we wanted you know somewhere between 12 and 15 million in compensation to extend end it 12 years and I I just don't understand that and I know at the very beginning I know you're working with up because what's really passionate obviously is if we get Moy and we get up closed then we can get

the eav money so we can borrow money to build an athletic or sports or whatever we're going to do at the very beginning of that conversation they wanted to extend it and we all in agreements that we weren't going to have them extended and you've worked diligently to get that closed fully respect that but well I'm I'm going tell you that I agree with you I don't we don't see it we have don't I don't know a plan that they have um the other part is we did say that we were going to close it I I considered and I want was going to vote Yes for it initially and I changed my I'm changing my mind partly because of what you said and then partly because I think the people who who come and

ask us this um I would say could at least pretend like they respect you um when they talk when you talk to them and when they talk to you but if they don't then they show that what I thought would happen is going to happen when we need something we're not going to get it regardless so that's I agree with what you're saying and I'm going to stick by the same answer that you're going to give I I'm not 100% I understand decisions that were made in 2022 and what the board agreed to previous to my arrival I didn't sign on to the no tiffs for any any area so I'm always willing to be open and discuss those again if somebody and and I knew you you and Mr GIS were new to the

board right so that's why I asked the question today and I had Mr Sera give the answer so you guys are aware of what we did a year ago just so that we're on you know you didn't have the information at all correct and again I understand that you know that we did make a concession in the second part of that a new business coming in we want new business to come in but you know in in the same sense Dr Hall's you know his we know how driven he is and how passionate he is about what he's looking for for and to get to achieve that goal we need them to change you know to close that and and so that our EA that eav will go up $5 million and in the same

sense we actually literally told Mo that if you want to close it you know we're looking between 12 to $15 million I mean we did and and then they decided to say forget it you know and they canel the meeting so I'm just for me I'm my 98% of my constituents are from Oni so that's my thing that everybody that voted for me I'm looking in their best interest again I'm one person there's nothing that can happen on your from one but I want you guys to know where I stand just and I respect everybody's opinion here and your vote of how you vote but you just I want you guys all to know how how I feel and I appreciate that I just want you to know that I can't in good conscious without

deciding I can't inherently go with previous decisions without looking at them individually and I personally I'm looking at the millions of dollars that your community as a whole received in that Grant or that deal that was made for that business and that was millions and I'm not 100% sure the20 and some odd thousand of this one Tiff has that same impact now when we get when three and four come up and they're H they have more money that's another discussion but the $20 and some odd thousand that potentially come from this one Tiff is not going to be in my opinion what breaks the budget for this when other communities are getting millions of dollars in tax writeoffs for their businesses so I do see that as a little bit of a tradeoff right if

your community is getting that millions in other ways right meaning what do you mean can we can we discuss then some of the the money that I from what I understand there was a contract written for if a new business came in they were they went to Mon and asked the school district that was number two on the list right right but we're willing to make those type of concessions and Deals on individual basis and I agree with those and that's why in this situation I think we can look at it in an individual situation for the 200 and some odd, the only reason I equated is because we said no to the Tiff I'm comparing the Tiff to the Tiff cor and and I agree with that the second one's not a tiff correct

I agree with that that that it's not but it's we're looking at the overall dollar impact and so I think when we're looking at the funds in general it it would have a financial impact both ways that's just where I'm looking at it from personally I understand and I hear you and I and I appreciate what you are saying and so I I'm with you right like we need to do what's best for each of our individual communities and we need to help make those decisions it is about individual communities but it's also about the whole right so the whole is like I'm supporting you know the reason I really I'm from Moni I and I voted to to to to noted a tiff right to extend it because I know Dr Hall passionate and

I know at the end of the day that that money and both between the communities are serving together it's not about just Mon it's about serving together is that I you know if I'm going to vote ask for him in his community to close one well then I have to do the same thing for mine and and I would absolutely agree with that if they were within the same frame of value right closing the closing a $200,000 Tiff right now when there's literally zero happening not much happen I think at the end of the day we all have our reasons and we all have our vote and regardless of what we explain or how we feel our vote is our vote you feel how you feel she feels how she feel and I mean I'm

I'm good with whatever you all vote if that's you vote that vote then that's fine I vote how I vote for my reasons um regard regardless and I I do agree that um it's not in comparison it may not be that much money but that could pay a couple salaries and I do I do agree that I'm willing I would be willing to work with all the villages because at the end of the day I I don't I even though a certain segment voted Us in we're all here for the whole our include our teachers our sta all of our staff members all of our students but um so that that's my bigger go not the village of or and I'm not even pointing a village out but not the village of but then at

the end of the day like I said months ago in the beginning when it came down to it I don't think it would matter that we support what they need if we need something I don't believe we're going to get it it's not going to stand so we we need this money they need the money I care about our needs not their needs ABS y absolutely true I'm not suggesting that it's one and I apologize if I made it sound like it was a one no no no it wasn't even about what you you're fine you're good you have to explain how you feel cuz it's your vote yeah okay I just didn't want anybody to think I want to pit Community that's not what trying to do it's your it's your vote so and

again I think what he's saying is the same thing I am however you vote I respect it it's your it's your vote all love okay cool I just want to make sure like I didn't understand the the equation and I guess that was my confusion but thank you thank you thank you Jamie and and Bill and and Dr Hall for chiming in on this and uh again Bill I just want to and I think you know this every vote count your vote matters regardless on how and Dr Hall alluded to as an individual ual vote but it matters it matters if one vote NOS one vote Yes it still matters so never think that your vote don't matter okay so again I and I mentioned this before uh we have had some barriers in this

community with the school district and various Villages and all of that and you know I'm here and I'm sure the board is here to try to break those barriers down best we could to be good partners mentioned this last week and I think Nelson again reiterating he mentioned it several months ago we did the board approved on giv let me you know even though it wasn't under the Tiff umbrella but it was an abatement a tax abatement to a business we without revealing too much information we may be looking to do that with another Village that is not under the Tiff umbrella so I think behooves us that Creek the village of Creek has always to my knowledge been fiscal responsible for their budgets and how they spend money and for them to come and

say hey and they compareed they brought to the board where they were comparing to other Villages where they were as far as eav and things of that nature and how their growth were compared to other Villages and I I think again it all comes down to an individual boat so I took heart to that I listened to them listened to them in a meeting where one other board member attended as well as our superintendent and some of her cabinet members so I took all of that into consideration yeah there's not a big economic plan out there for Creek I looked at University Park they have a about a 90 page economic plan mon has a 220 page economic plan going back to 2021 but cre does have a person that's spearheading a economic plan who's

also the village manager so I have no doubt that the money that they're going to continue to receive under this Tiff if approved for an extension will be useful and would be something that will cause our district to receive some benefit in some way shape before okay any other questions if not Madame secretary roll call please all right Mr alre I Mr gyos I Dr Hall n rup is and I Mr swales no Miss site stumbris I president Brown I motion passed any old business so I don't know if this is uh new business or old business I did bring it up last week about uh teacher retention stuff and I wanted to dive in a little bit more in the information right so I looked up cre Mon's uh report card Illinois report card

and and they have a they have a retention tab you know and I looked back a few years and we have been below the state's average for retention for a long time um so I I just wanted to bring that to the board's attention um um and uh since I brought that up last week there was a Foya request I believe I have it here uh asking about uh retention plan right and the response was and this is from the district and I quote we do not have any formal written plans or documentation of District initiatives related to certified staff retention from 2022 to present we do not have any reports or survey data from January 2021 to present related to certified staff satisfaction and or retention the only information that would exist is within

exit interview data which is confidential so I mean the retention numbers are not good and this is this is not sustainable having extra kids in the classroom is is okay but this is not sustainable I I think um one of the two of the reasons you probably will see a higher uh a lower retention rate is one when you if you and I don't know this 100% but if you compare our high school teachers compared to high school districts they probably leave because it's higher pay at other high school districts um so we may have I wonder if we have a lower retention rate at that level and when you look at our cost of insurance to ensure a family it's probably that's another reason so that's why I said before I think we should

get into a co-op versus however we're doing it now because it's like it takes there it's taking their salary away way to be in the system that we're in for this is this is districtwide it's not just a high school no no I'm I'm telling you if you broke it out you might see a difference it might might be because U and then but when you factor in the cost of insurance that for family that that makes a difference too hear I think that and I'm just saying I think that might be two of the re reasons it could be others but I think that might be two of the reasons so I what I want to what I'm what I'm trying to say is is I want to plan for retention I want I

want uh datadriven plan um you know satisfaction surveys from teachers some some sort of feedback yeah I guess on that note you know we identify a problem right and how much of a problem do we seem to have I don't know if this is routine this is regular EX amount of percentage this is regular for school district I don't know so I guess Dr Hall or Dr kogan if you can just identify first of all is this it a problem let us know is it really a problem was it just caused during the the co period or what as far as retaining our students or just what I know at one time it was money the money was just not sufficient but I think we have closed that Gap big time over the last many

years last many contracts to my knowledge so if you can identify what the issue is with retention if we have an issue if it's been trending at this level 10% 5% well over the last 10 years over over the time over the time that I'm looking at the report cards it is getting better it is it is in an upward trajection MH uh but it's still lower than the state's average so it sounds like you probably need us to put together some sort of a presentation to do some of a share the data that we have um we actually actually and I think to address the foyer question when you do a foyer we are asked to produce uh or a report that's already standing so we didn't have any reports that were actually standing

but we actually have been doing a lot of things to retain teachers and uh that I can put in the presentation for you folks next week if necessary and at the insurance level I think we mentioned this last week we did identify that problem and they are taking steps to to compare to other districts see what they're doing and where we stand so it that has moving it's moving forward as far as exit interview can can't you give that an aggregate level we can yeah and that's why I'm saying we can put some of this in together some sort of a presentation so I think you know just like the registration presentation you saw I think you're probably looking for something to get a handle on you know where are we at with our staff

where is our attention what have we we've been doing um because last week you said that the recruiting was also in charge of retention or or something like that right yes um I but I just I haven't seen like anything to say we're trying to retain our our teacher our staff right I want to say we used to have a committee and maybe this was pre-co with the recognition May right yeah well I think this is more than recognition I think this is going into and like I said we've had conversations with the Union even of last year trying to address some of the concern that were coming up as you recall discipline was an issue we've taken that on pretty much headon we've reduced a lot of the discipline issues you don't hear much

at all this year about some of the things uh safety was a huge call out uh for those kinds of things and that was really postco um and we put a lot of energy into that supporting the mental health of our staff was a huge issue um that we were taking a look at the insurance I think is coming up as another area so there are quite a few things that we have gathered from our discussions with Union as well as just working with staff so I think it would behoove us to probably share collectively what we've been doing um like I said we don't have an existing report That's why nothing showed up in the fo but there will be after a presentation is made okay also looking at things compared to state is

one data point but I don't know that that really tells our story I mean probably comparing us to other districts surrounding districts would be more beneficial than comparing to the state average just my yeah thank you so would you like me to bring something back if you have you think the next regular board meeting ample time for you to collect the needed information put it together for a presentation I will talk with my team it'll either be November or dece our committee of the whole probably in December I try to balance the heaviness of we have a huge presentation on curriculum and instruction next week so we might do DEC that's fine okay but yes absolutely and we would be glad to do this because we actually have been doing quite a few things and

thank you Alex for driving at home appreciate it okay any other old business Nelson excuse me I just have one uh for Eric maybe uh I know between the the August meeting and September meeting I think we had pretty big jump in enrollment with migrant students and if you could just maybe add that to your FYI just to so we're aware Mr Albert there's a weekly report that's in the FYI that has our enrollment for elll students and our newcomer students so each week um there's a report there with those numbers there is it broken down by m you have to click into it it is which I didn't figure out for quite a while okay I'll dig further into yeah it'll say click here is it is that from the beginning of the year

um we we run it uh the numbers run from I believe 20 21 to present is there any way of finding out if we can figure out how many students from the beginning of the year till now and then each month figuring that out because at some point it's going to have a financial impact on our district if they're if they're here for an extended amount of time yes right Mr Surman I mean they're going to have a financial impact on our budget and I'm just hearing from a little sidebar up here that we cannot ask the question when we have so many people that enroll new into the school district where are they from who are they ask immigration immigration status so we can't ask that so if it's 72 kids coming in we

just say 72 kids coming in right yeah correct okay so we can't break it down like that have have we been breaking it down well have you been breaking Mr gleon we we have we we have it by um newcomers the students that are new to the district that do not speak English is how we have it listed is that allow quy by ell that's we cannot request we can't ask people their documentation status when it comes right no no we have not done that good want to follow follow the law okay okay I don't want anybody in nuclear jail that's a term I use all right any other old business if not new business in new business um I'm looking and I know normally when we hire employees or they change positions where we

put the salary and the salaries aren't in here and I would like the salaries back in there so that we know what what it is and that it's not a mistake being made and you know I was looking at that but that's the new the new approach were there any new hires this there were this this meeting I there was a I know for example it looked like everybody it would just look like family leave uh no it wasn't it was some uh people that were employed I think the employed mean is a e next to it now yes yes so so do you want the salaries just for the new or just all like going from one position just put the salar I prefer at least new hires at least new hires or if

you're CH going to another position yes okay okay with that do yes absolutely put that back make that adjustment okay so can I add something for new business potentially AB absolutely okay I first of all let me say I love the therapy dog program love it right like everybody should have one um however I would like to have us I since we are now going to have additional expenses of supporting the dogs which we should absolutely do I'm not suggesting under any circumstance we don't but we also have um some expenses with sending the handlers down to Florida and then getting additional training even though the the dogs come to us potentially without without cost I'm wondering if there's some kind of contract that can be done between Handler and District that if they leave

within a certain amount of time they are reimbursing us for the travel and training that they have received that they could potentially then take to another District so let's say they go down to Florida and there's the travel the training all that kind of stuff and it's like $1,800 or whatever it ends up being they have to give us they have to guarantee us a certain number of semesters trimester service with those dogs CU what happens if somebody gets their dog and then the next year they're gone we have to do that entire process again and vet the people so I'm I'm interested in knowing if there's some kind of contract guarantee that we can maybe work into this program for both the safety and funding of the handlers all that kind of stuff and

the district because I love it and I want to keep it going yay so very good anything is possible uh uh we would just need to ask you how long you would want the retention for I don't even know if that's something anyone else is interested in I think it's a good idea is why I brought it up under new business like I want to keep it going forever but like if everybody else is like Boo no then boo no that's why we're here I I think with three having three dogs the cost of having an attorney write that up would probably be an excess of what we paid to send them down for training have you seen have you seen lately he went down so you know and concern so and um you know

I think you know given the limited amount we are probably pretty rigorous in who we choose to to be these handlers so but I think too uh Nelson and and Jamie I I look at just the concern you have that someone may jump shift after they got all went on the Bondo and and enjoy the fruits of our district thinking about something that's like never happened so but but it lends itself to look at that because other different jobs or something of that nature where employees could reap the benefits of you know extending themselves to tuition tuition reimbursement and all of that and knowing we we may not know but knowing the intent of what they're trying to do and then after they receive the benefits they're gone so I don't know if we have

anything so that only not only in that position you're talking about with the Dog Handlers but it could be multiple position so it lends itself to me that if we're looking at something like that we look at the big scope the extent of condition on this if if that's something you want to do and I don't know if it's I don't know if we have anything let me know if there's a direction from the board to do that and I will yeah I'm just saying as opposed to isolation thing is there anything else that might come under the same umbrella what why don't we all think about put our next meeting okay yeah just a question more than a we need to do something like I it was just a thought and that's why I

threw it in there so everybody ruminate yeah okay say stay with comp but not more than two of you we're not stressing you out we're not stressing out don't look at the extended condition too far okay correct all right a good point Jamie good point any other new business if not there's no reason for close session session okay can I have a motion to adjourn so moved move by Alex I'll second second by secretary Ru uh roll call please just voice all in favor Voice vote all in favor I I any Nays the eyes have it we are a j have a good evening everyone we appreciate your attendance both public and here in person thank you
