evening board and also to the public and Dr Cara at this time I do want to introduce Brian Johnson who's our assistant business manager who will make the presentation on the proposed amended budget for 22-23 right good evening everyone as Ken said my name is Brian Johnson assistant business manager we're going to talk through our revised budget for 22.23 as an introduction this is just the steps we need to follow in order to present our budget and get it approved we've done our posting and all of that has been online posted at the ELC and our district office at the bank building um we're going to touch on the different sources of revenue our main revenue is property taxes which we go through the tax levy every year which you approved in December of this
year then our extension is the amount of money that the county actually gives us which is usually a little lower than what we ask for we have state revenues and federal revenues which is grant money evidence-based funding and different sources and then other revenues that just or anything we receive that doesn't fit into these other categories donations things like that and then our expenditures the big ones our salaries and benefits those are pretty self-explanatory purchase services or any Services we receive from vendors outside of our district supplies and materials capital outlay is anything we spend on additions to fixed assets building new buildings other objects is also just something that doesn't fit in these other categories non-capitalized equipment is more durable goods that are less than five hundred dollars and then termination benefits we usually
don't spend much there but that's just payouts for unused vacation time um this is a proposal of our amended budget we used our actual numbers as well as forecast right now we're looking at all funds which shows a bit of a shortfall in revenues for now which I'll touch on later um and then expenses we are doing better than projected for salaries and benefits and capital outlay we do have some some big numbers that look a little scary in the deficit that 42 million dollar number but please remember we've sold Bonds in previous years that we're using to cover the funds those just aren't reflected here because those are prior year revenues and then at the bottom the just below 14 million dollars and other financing sources that's the bonds that we sold in September
which is the reason for this amended budget because we didn't originally have that listed we ended up selling bonds a little sooner than we anticipated and now we're going to break down this is just the operating funds and again we're showing a little bit of a revenue shortfall which we believe we will make up um so we have a deficit reduction plan that we're working through there's about a million dollars in transportation Revenue that is not projected here that we're anticipating right around the end of this month so that should bridge that Gap a decent amount we also have a tax revenue product projection that is a little bit low compared to what we're anticipating again just with the pandemic and timing of tax revenues and things the county split up when payments were due
so we should get a little bit more there we also invested some of our bond funds that we didn't need right away so we should be getting three hundred thousand dollars or more in additional Bond Revenue um sometime in June and then we've expanded some additional money and transportation this year that will be reimbursed in fiscal year 24 and we also have spent a little over half a million dollars in laptops for next school year that will also be reimbursed with grant money so that should help bridge those gaps for us and this is just a snapshot of our fund balance projections for all funds the red dotted line is where we were last year the solid blue line is our actuals through May and then our anticipated fund balances at the end of June
the orange stagnant line that's just over 60 million dollars is the six months cash on hand for board policy and the Gray Line towards the bottom a little over 31 million is 90 days cash on hand which is Board of Ed policy so for all funds we're anticipating being above board policy by a little over nine million I'm sorry a little under 9 million dollars hey Brian just real quick sure can you repeat that you said 90 days cash on hand I thought we was looking at 180 days so the orange line is the board policy six months cash on hand which is your 180 days and then the Gray Line the 31 million that's our bare minimum requirement got it so we're projecting at the end of June to be just under 9 million
above board policy for all funds and then this next slide is the same chart for our operating funds we're anticipating being around 20 million dollars above board policy which would be the 43 million orange line and then um just because we do have such a strong cash position we are anticipating to keep our financial rating at the recognition level as it's been the past several years and we we definitely have an eye on that and we're working with new Auditors now and they understand that you know we want to keep everything status quo with the progress we've made and with that we also wanted to share our department goals one of the big goals is to get our audit completed by November 15th of 23 which we've started out our preliminary audit everything's going very
well we're working well with our new Auditors they seem to be pretty efficient in using technology and they really like how we're doing things so far so we don't anticipate any issues with our scheduling there we also want to continue our transition to fully maximizing the new Skyward cumulative system which we've gotten a lot of policies and procedures in place and are growing those efficiencies but one of our goals is to develop a more formal policy and procedure document for that so we have something to hold ourselves accountable to and also we have documentation as a training for new staff or people who want to Branch out and learn new areas of the platform and an ongoing thing that we're always looking to improve is our month and close procedures which again our new Auditors
have we've walked them through our process and they seem to like what we're doing but we're hoping that they can help us clean things up even more just so that everything's documented and if someone wins the lottery and someone else needs to step up into that position that'll be smooth and everything will be squared away for them and then finally is continuing our facility planning and capital projects everything's you know ramping up for the summer right now so we expect to have some improvements there as well so if anyone has any questions or would like more information yes sir so the you want to turn it down I don't know how low that is so the operating fund working cash is is up 20 million over the six month on hand but if we look
at it from last year it's about 13 million dollars up is that the money from the construction projects that's in there is that why yeah that's why we're up because there's at the bottom is 13.9 million on your other financing source that's just the bond money for the construction progress correct okay the other thing is a property tax we the budget was the revenue was for 64.5 million and we got 4.2 million less so is there a reason we got 4 million less in in property tax and local like where do we miss on so again there's some timing issues with those projections just traditionally when they come in correct traditionally you have to pay every six months on your property tax and then the past few years will counties adjusted where you could pay
every two months or every three months so it's just it's not as consistent as it has been which is why it looks a little light where last year we also got a big payment in May where that kind of excuse the numbers of what they were expecting for May of this year so it looks a little low but again we're hoping to make that up with higher than projected revenues in our bigger June tax payments so now overall we're at 71.8 million at the end of May which puts us roughly 9 million close to 9 million over which is still good for our financial rating correct yeah and included in that 9 million we have one group of bonds that's a little over six million that's just been set aside for working cash that we
don't plan on touching for any of these bigger projects so that's so the last of the the the bond money other than that is already in player right so we don't have any more sitting there keeping our all of our balances at a higher number right so meaning the 13.9 million is already out of that essentially because you're if you're within nine million you spend 13 you're going to be 4 million underneath the threshold that makes sense yes but to Brian it may but no yeah so 13.9 million is on the bottom of your other financing because that's the bond money right but we're within nine million dollars of our six months cash on hand so if we spend the 13.9 million some of it is already spent because that would be the addition at
the high school and so some of that has already been spent the CCC holding and you've already been paying that out yeah we've already been paying that out correct yes so it'll be okay yes well Bill you asked all my questions um Brian just make sure you know this guy always came in with a budget that had a little deficit on it and he would make it up during the year but doesn't mean you have to come in with a budget for next year that has a deficit so well that's a working progress Okay so Brian can you listen don't give away my tricks come on can you go back and you said about the transportation the reimbursement correct transportation and again how much are we over that so we will receive 80 percent of
our expenditures and right now I believe we're about 1 million over what we've budgeted and again there's just increased cost with drivers and our invoices are just higher than we anticipated but again will bridge that Gap next year where we'll receive 80 percent of that reimbursed things are increasing so there was a lot of unexpected expenditures for transportation but I thought we was locked into a contract then we had some basically I know appeal to Ken on that Transportation side yeah there's two two answers Mr Brown one is I'm going to go back to your original question that we're still owed about 1.2 1.1 1.2 million dollars from the state this year for transportation and as Brian mentioned we should last year when we when I looked it was paid out on June 15th so
I'm anticipating that in June we're going to get that money okay all right so there's that the second second part of your question is yes we are locked into a contract however what I did do is I uh have shared with the company and have offered that we pay drivers a little bit more to retain drivers because we will have a little bit of uh a driver shortage so that they will work for our company so that has happened in addition to we are supplying transportation for a lot of our ELC program now uh that I've added uh those routes to the system so that's additional funding so as Brian said that showed an increase in expenditure there but we'll get that next year we'll get that back next year when we get reimbursed we'll
get 80 of that back and that now some of it I will share with you and this is where our work comes into play that you know I hate to say this from a financial sampling but we we start juggling some things you know some of it I may be able to take out of some Esser funds uh you know so we get 100 reimbursement too so that's just some juggling acts that we do but the minimum would be 80 of that cost we will get back what how much do we have roughly sitting on a sign with the answer funds um I believe right now off the top of my head around four million dollars and that and that needs to be used by September of 24. now there are a lot of different
stipulations on that because some of it has to be used for summer programs some has to be used for learning loss so there's some real specific um guidelines to that and I mean to give you an idea for summer school we have not used any of the Esther funds for summer school yet because we've been using title one now that will the title one will take out so now next year we're going to have to use that uh those those funds we'll use for summer school so again there's just some guidelines we have to take have to use I think the other thing is a lot of our specialist abatement that we're doing this summer will probably come out of Esser funds too you know and that so so there's there's just some things some
juggling that we have to do but you know but the key on on Transportation is we get reimbursed next year based on how much we spent this year yes so you're always on a lag yes so it's a lab have they been pretty timely the state been pretty well they were until now uh yeah they they have been uh they've been they've been a heck of a lot better than they have in past years I'll be honest with you uh so they they've been pretty good I think I was going to say they just passed their state their their budget so maybe that wasn't the way there yeah but this it wouldn't have to do with this budget it has it's just that they hold on to the money so they can get more interest
on I mean obviously you know so great okay all right so so at the end of the day when we take our snapshot for our financial profile for this fiscal year which is June 30th that's when we take our snapshot correct and you feel pretty good that we are going to be in the recognition yes both of us do yes yes okay are we doing the necessary steps to make sure we get that information into the state oh yes without a doubt yeah that's all the uh Auditor's responsibility okay to do that yeah to do that but everything's been done in a timely manner for the last few years two three years now yes excellent any further questions board members well good job Brian thank you okay you look pretty good at that Podium there
that's why we dress the same today I see all right okay do we have any I don't think any any public comments uh no first do we have to see if there's any public comment solely on the on the amended budget yeah do we have any public comments at all on a budget only the amended budget if not if not I would like a motion to close public the public hearing when it's 2022 2023 amended budget so motioned moved by Jamie second by both uh Alex and no no Alex roll call please all right it's like plumpers I Mr swallish aye group is an i Mr Gallegos aye Mr Albrecht aye president Brown aye motion Carrie I have one public comment here by our cmpa president regarding negotiations foreign [Music] Education Association we want to
thank our board members Dr Todd Hall and Mr Bill swallowish we want to thank the administrative team for all of their hard work um I've been in the district a long time sat through several rounds of negotiations and I have to say this round of negotiations your Administration team and your board members who came to the table on your rehab listened and really had a collaborative working relationship with us during our bargaining sessions and it's deeply appreciated your team members worked very hard to really hear the needs and concerns of your staff and what we need going forward to make our district the best it can be for all of our families so um just wanted to say on behalf of everyone thank you very much for a very collaborative working relationship and I look
forward to that continuing in the future thank you and Mary thanks for your leadership because I know that's what helped it make us make it go so smoothly so thank you appreciate it Mary thank you so this sounds like it may be your last negotiation you could you could come back if it goes this well you can stay a while okay [Music] all right we do all right we do have a kind of an Unwritten but the public person here was here but just didn't understand the exact format but we do have one more public I'll let her get it in one more public comment if I sit there Hudson regarding Awards or giving things out to special needs people okay students good evening everyone um I went to the graduation and I saw a
few students there and I was so very proud of them they had special you can physically tell that they were special needs and they had handicaps and I was thinking I also went to the award ceremony before graduation where they was giving out the high school the scholarship to the students that had certain gpas and did except exceptionally well and I thought to myself do they have something like that for special needs students because to me those students work extra extra hard to graduate high school with all the things that they're dealing with health-wise and you know with physical mental or you know their disabilities and for them to graduate high school is a great accomplishment and I'm wondering do you do something special like that you know I know some of them are not
going to college so I was thinking you know why not give them a special certificate you know or some kind of plaque or something along with a small monetary donation you know award you know just to show your appreciation and that I'm really really proud of you because I know it was it took something extra for you to make it to that point and I always say put your money where your mouth is if I bring something to the table I'm willing to work do the work to go for it so I've already been talking to a couple of business owners that I personally know and I asked them if I came to them with this would they be willing to donate something you know a monetary donation towards this and they told me to
find out how many students were talking about give me some information then come back to me let me know so I don't know if you all have something in place already like that but if not I hope that you would consider doing that thank you thank you thank you I don't know also do we capture that comment and somehow we'll capture that answer respond on on the site okay thank you okay thank you both public taxpayers that spoke tonight and that should conclude on public comments and at this point we move forward to board updates where our superintendent is actually going to update the board regarding board training I just wanted to bring it also to the Public's awareness that the board will be participating in two board trainings um next Tuesday on June 20th
the board will be participating at 4 15 in a closed session called starting right it's a board evaluation and so that will be our first official board training with our new board members so that'll be at 4 15 following that will be our regular board meeting opening then at 6 30. our second board training will be on Saturday July 22nd it's here at the district it will be a continued work on our Equity our new board members will be trained along with our existing team on more information on equity and more to come on that so I just wanted to bring that to everyone's attention July 22nd it would be I think we said like 10 to 1. 10 to 1. yeah next week is Lori putting on next week the 20th or is it
we have Dr Natalie Lori is no longer doing is our rep but Dr Natalie will be doing the same thing that she had done before it's called starting right it goes back to discussing the roles of the board members about the expectations with superintendent and board are these both ideas uh yes she I believe she is and we did have two dates out there we tried to actually get the 15th I know Bill had some conflicts there but we did try and they came back and said they cannot accommodate the 15th so that's the next state was so I'll have to check my calendar for the 22nd as well okay I may have a conflict okay uh let us know um for that okay thank you okay and then administrative updates I might just oh
go ahead oh excuse me okay all right moving right on administrative updates by our superintendent yes we have officially closed off the school year and we are now working uh actively this summer we've got summer school up and running all of our district departments are working to continue to close out the year as well start in preparation for the next year just wanted to bring it to the board's attention the community the district will be closed on Monday to celebrate Juneteenth uh on the 19th so um and then on Tuesday we'll have to be back for our regular board meeting and that is it okay thank you and next up is I need a motion to approve the consent agenda with Personnel changes a couple Personnel will not be on this report so I will
ask Dr cogmanis to just take those three names yeah there are three people we'd like to have removed we've got just a couple changes that we have to make and then we'll bring them back next Tuesday and that would be for Cynthia blocker Maura Maura Burke and Robert Moore though so we'd ask those be removed and then we'll make some corrections and then bring them back next Tuesday okay and you can go ahead and just uh what what else are we approving that's Alpha do you want me to read that Mr Brown yes okay under superintendent item one is to approve the regular meeting minutes May 16 2023 item two approve regular meeting closed session minutes of May 16 2023 item three approved press plus issue number 111 on a Personnel report it's item one
is to approve personal reports consisting of uh certified staff employment reassignment resignation and intent to retire and educational support staff employment resignation and intent to retire all right do we have a motion out there we don't have a motion do we not yet motion to approve second second I won this dice competition so we had Jamie moved and and secretary Cheryl group I moved second second all right all right um any further discussion if not real conflict on the Press plus issues it looked like most of those were edits in various policies to deal with kind of sexual misconduct for employees or potential employees is that right yes okay and then the only other one I can't I don't have it up here right now but was on um it's about um the library policy
and if there if parents have concerns about the books in the library they could bring a kind of agree events or there's a process than to come to the board but it seemed like it was ultimately your decision okay is it is that I guess my question is that something you you want on your shoulders or is that something that the board should decide or you would defer to the board if you're uncomfortable well generally if there was this decision like that I would usually point that to a design need to put a committee together to review okay to the room the materials okay does the Illinois library law that was just signed today impact I heard about that I heard about that um that's a good point and I know I heard heard the
same thing that you know either don't have the right to take a book out or censor a book and I don't have to find it about that today yeah I think we should look into that because I know that was the libraries yeah and see how applicable it is I was just talking to the library about that today you know we're not officially a library but a school district I don't know how that applies so but that is but this new Paul the new the changes to the Press plus did provide for parents or the community to file agree if it's a process to come to the board so okay okay great and Madam Secretary are you engaging with the superintendent when it comes to these policies yet she will be for the next round
actually I had right here ask Kara about the policies because I know this last round that's where you get your extra pays no it's true because after I saw that I'm like you know we didn't really yeah I'm sorry was it a good turnover yeah we um if we have like a standing meeting time or if we just do it so when whenever it comes up whenever press plus gives them to me I call you and say hey and then I send them to you and then we'd set a meeting to review them okay or you can have zoom calls in a different state and all of that too whatever works [Laughter] good that's great so roll call roll call please Mr sawales hi I'm missing aye rupees and I Mr Gallegos aye Mr Albrecht
aye president Brown hi motion carry we are into our action reports now I would like a motion to approve that's Alpha number one approved collective bargaining agreement between Creek only educational Association Board of Education cream only School District 201u 40 Years of 2023-2027 and promotion to approve that line item so moved moved by a second second deep voice by Alex any questions if not roll call police Madam Secretary all right Mr albrook aye Mr Gallegos aye group is an i Mr swallish aye Ms sites numbers aye president Brown aye motion carry [Music] next item up for approval is Alpha number two approved a 2023-20 22 2023 amended budget in a promotion to approve that item moved oh bye secretary group all second second by Mr Albert any questions some comments if not roll call please
Mr Gallegos aye Mr Albrecht aye group is an i Mr swallish aye Ms Light Sunburst aye president Brown aye motion Kerry and next line item for Action Report on the 12 B Bravo personnel and culture approved administrative contract can have a motion to do such removed moved by Alex I'll second second by board member Nelson any further questions or comments if not roll call please Madam Secretary all right group is an i Mr sawalish aye Miss light stonebris aye Mr Gallegos aye Mr Albrecht aye president Brown aye motion Kerry have any old business out there I don't know if it's old or new but I just brought up before teachers are leaving are we doing exit interviews to find out why because we're losing actually teachers to Dr Hall's District from what I understand those
were deep positions correct because we had someone leave a year or two ago and now we've got a couple more that are leaving so I'm just what are we doing here that's different over there we do have exit interviews Miss Trish is in charge of those she has gone out to meet with teachers or to submit the application for them to fill out the survey I have asked for her to put together a document that I will share through the FYI to let you see a trend of for the last five years if there's been an uptick and I also present some common trends of reasons that people are stating for leaving I'll have that out probably in the next week okay any other all business is there any new business I have a couple
things maybe one or two I had opportunity to meet in person or VI telephone a representative from all four of the libraries that feed it to our district X lupitone supports a great portion of money Park Forest I talked to representative there Creed I talked to a representative there and I actually sat down for a couple hours with a representative at University Park and it's basically trying to get information that we can use for our young kids from zero in the belly to prior to them coming into our district and it's a it's it's a great deal of information by all four of these libraries all four and I'm gonna try to bring something to the board for Tuesday and try to get board members to a couple with a document that I get from
Dr coglinis regarding Early Learning information student Early Learning information for our students so I said I don't want the summer to go by it's nothing but more of a supplement that I'm looking to do to give parents information for their kids to learn and that can better prepare them once they enter here Early Learning Center three years old or kindergarten so more to follow on that but I have really I've been turning these old legs and feet of mine here so again on Monday Tuesday and then next board meeting I'll try to get you something electronically share it with you guys and be soliciting your support in whatever manner you deem necessary to get the information out and I was just so surprised and basically all four of the library Representatives that I talked to
said I said all this information is out here they say yeah but it's not getting out it's just not getting out the parents so when you see some of some of the information you say oh my God I didn't know they were doing this couple would again I got a good document from Dr cochliness and her team again tell probably was involved with that our ELC director and for the kids to again have some of our parents have some information to give over to their kids for the summer a lot of good things is happening our libraries is providing for us okay so and Bill remember this day July 8th they having a fun day in Monet with kids so there'll be opportunity July 8th for us to be over to Monet pass out one
of these packets then I'm gonna try to put together with Dr coughliniss and her team approval it's July 8th yeah we got a date tomorrow something going on at Crete tomorrow with a speaker it's going to be over there talking about you know kids stories and things of that nature so everything is focusing on kids don't get me wrong I'm not trying to circumvent the process but I'm just trying to do whatever I could do to help out with the process of learning for our kids outside of their normal hours here okay so I need some support I need someone I'm coming at you I'm going to give you a busy you know I know none of you have anything to do over the summer okay so and that is all I have um you
did I did that flew best okay I did go and actually I was asked to speak at this pass Saturday and money Creamery historically society that I found though Dr cogmanis is a a member of and I spoke for longer than I expected a couple hours you know you don't get them on the mic and I did but they was very attentive yeah I didn't think I could I didn't think there was that much information out there on June like Juneteenth but it was so that's all I have any other no more new business yeah so I would I I went to a uh a bpec conference uh earlier uh last month I believe and I in one of the sessions they talked about having a family oh if you don't know bpac is bilingual
parent uh advisory committer or action committee or something like that I'm not sure of the specifics but it's basically bilingual uh parents um so one of the sessions had to do with uh family Liaisons for the district uh as as it is right now uh our ell uh teachers our bilingual teachers our Spanish teachers they are having to uh translate and advocate for themselves at the same time in the same meeting um whereas uh if you if we would have a family liaison there they could do the Translating and the teacher wouldn't have to do everything uh in in the room uh it it helps with uh the families it's it's a point of contact for the families uh so if if you know families uh mother and father don't speak English they can go
to this family liaison to uh ask about things and uh they will send them in the right direction um bpac also has a lot of meetings that that do this already they have uh trainings for parents so we we already have something in place for this but a family liaison is is a district like a full-time position that would do basically everything the district needs as far as translation goes um there are also grants that are available to take the uh the hit or the the salary uh hit for the districts so I don't have all the information right now I'm gonna have to go back and talked to Maria she's the president of bpac and see if I can get a rundown of the session uh and maybe included in an email to you
guys so you guys uh see what I'm talking about because the session was a lot better than what I just explained just now so uh you've done a nice job yeah yeah it's it's um I took some photos and of screenshots and stuff like that but it's not it's not nearly as complete a presentation as they had up there so that's just an idea that I was kicking around excellent yeah I'd be wondering what percentage we have that falls into the category of families yes I I'm sure it's not a lot but we do have uh we do have a pretty consistent attendance at our vpac meetings and our events so there are definitely families out there that could use this type of service what what kind of region does bpac cover or is it
so the summit that I went to uh there was uh ever all over Illinois uh it was Chicago it was Waukegan it was um all the districts around here uh all the districts of northwest suburbs so so it's not like a Crete Mony chapter no no okay it's regional yeah it's it's big there's there's a lot of people and there's a lot of languages uh so bpac right here for for us would be like Spanish right but uh in other schools it's Arabic it's uh Japanese Polish Russian uh so I was in a meeting with everybody there and everybody had their own uh earphone and they had different channels that you could hear what the presenter was talking about on your specific Channel with that language yeah and there was like 15 of them hmm
so sounds like the U.N yeah yeah that's buddy okay well great great information and if we see see the need because again I I actually saw something like that at a conference that one school district had that they had a representative for different languages so but it was multiple but I think Alex is talking more just maybe predominantly one other language mean maybe Spanish yes yes well thank you Alex saying I'm not going to try to that's okay all righty if there's no other new business I would like a motion to adjourn moved moved by Nelson second by Alex all in favor aye aye any Nays motion carry have a good evening everyone thank you for joining okay
