001testing one two testing one two okay you ready I'm done okay I hereby call this meeting to order a roll call please Dr Hall president Mr Solange Mrs Walters Mrs Galbraith here Brown is here vice president Rue here president Albrecht here please stand and join me in the Pledge of Allegiance pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all and Ms Rupp would you please read the mission statement sure our mission is to empower each student to positively impact the world for a bright new future thank you okay first up is the truth and taxation of public hearing so can I get a motion to open the public hearing roll call Brown is an
002eye Dr Hall aye Mr Solange hi this is Galbraith hi Mrs Walters vice president Rue aye president Albrecht aye okay with that I'll turn it over to Mr sermon thank you president Albrecht good evening board Dr Kara um Santa Claus good evening uh and also to the public in that um this is our truth and Taxation hearing for the 2022 Levy uh that will be on property tax bills in 23. uh the presentation I'm going through is online is part of board books so those at home want to pull it they can get it offline in that um I'm going to be talking about four things tonight a little expansion of what I normally talk about with the tax levy but I'm going to talk about the 2022 property tax levy for taxes that are
003paid in 23 I'm going to go into a little bit of the property tax relief Grant um I want to touch on some new financial reporting requirements for the school district and I'm also going to touch a little bit on tips text increment financing so a little bit of expanded version uh of things but you'll see the relevance as I go through this so the first thing I want to talk about is the 2022 tax levy which is the money that will be collected for property taxes to realize the district on property tax bills in 23 a couple definitions I want to just share with everyone just to make them familiar as I start mentioning these terms one is the equalize assessed value that's actually the after applying the state Equalization Factor the assessed value
004of a property which is usually about a third of a property's value so if a home is valued at 150 000 the eav is fifty thousand dollars there's a taxi which is the amount of money that is requested by the district that does not mean we're going to be getting that money that just means that's what's requested by the district the task extension is actually a process that is completed by the county clerk to calculate a tax rate to determine the amount of taxes that are paid by an owner so by the levy and by looking at things the tax the county clerk uh calculates a tax rate which is what goes on your bill and then lastly is the tax rate which is that factor that is used on your eav and what you
005pay in taxes again I'd like everyone to keep in mind that we are not the only entity that charges taxes there are a number of entities Villages park districts uh other entities libraries that charge taxes or Levy taxes and as part of your tax bill so we are only one portion of it we are the largest portion of the school district is the largest portion but we are one of them yeah okay so here are the requirements of the tax levy the extension may increase a maximum of five percent or CPI of the previous year's extension so that's the tax extension the tax extension is actually what we get not the levy but what we get can only increase by five percent or CPI whichever is lower last year's CPI was seven percent so property
006taxes or the revenue that we generate or can receive can is capped at five percent yes Mr Brown you said and the max we can go after is CPI or five percent but there are cases that we do go over five percent which is could be less than CPI for example right there are ways and that's again the second line You'll see here new construction or designing tips are in addition to so that is extra money but again I can only be five percent of the previous year's extension besides new construction and dissolutions right and that's always been kind of a challenge out there when we put the black box so to speak out there and people have came up to me and said I thought you guys can only go CPI or five percent
007and I haven't seen CPI at five percent since I've been on the board true I don't think anything's here so we're definitely going to get there so in this case we are going well I'll let you get in yeah and I'll touch on that a little bit about it concerns ballooning a levy right so I'll touch on that a little bit if a levy is more than five percent of previous year's tax Ascension we do have to have required by law to have a truth and Taxation hearing um and there must be a notification in the paper within 15 days we have done that I will say that the policy and the practice of this District no matter what the increase is is the Habit truth and Taxation hearing uh I think that's the best
008way to be transparent to the public no matter what the increase is you should have the truth of Taxation hearing to let the public at least make any comments they would like and then lastly if the tax levy is approved it must be filed with the county clerk by the last Tuesday of December which is December 27th so those are the requirements uh so what I'm going to go into a couple questions we're going to ask tonight is how much should we Levy to capture all the property all properties captured how much tax revenue will the district receive and what's the impact on the property tax owner so through my slides here we'll be answering those three questions which really are the main questions to be asked and answered so this will give you just
009kind of a historical look of the upper part is the eav or equalized assessed value of the school district this is the entire school district and you will see over the years how it has risen and at the same time you'll see how tax rates have declined and that's the way property tax should work as eav goes up your tax rate should go down all right if eav was going down tax rates will be going up so that's the way it should work to balance itself out so the trend is good there these are just some of the things that I put together and the data that I gather in order to determine what the levy is and you'll see a bunch of things on here information from 2021 on tax rates uh levies extensions
010and I'll get into that a little bit more here is the actual eav from uh 2021 and the estimated eav for this year the way I've estimated it an estimate of new construction in our school district right now as of September uh the county assessor has said there's about a little over 1.1 million dollars in new construction it'll probably be a little bit more but that's as of September of 22 and lastly like I mentioned before the CPI again the CPI was seven percent however we're capped at five percent yes it could be commercial yes it could be commercial and in new construction also what could be considered it's not in this number is any tips also that may roll off are considered new construction and that's put in the final number but that number
011you won't get until you get really your extension which is in February and March and so I'm going to go back and touch on a little bit of what Mr Brown was talking about about ballooning the levy one of the problems with the Illinois tax system is that you're estimating things all the time we're we're estimating what eav is and uh so what a practice of the district has been in many districts across the state is what they call balloon the levy over ask and then it comes down to what you can actually get and that because if you under ask and you can get more by your extension when they calculate that you can't raise it once you get your extension you can lower it all the time but you can't raise it so
012many districts will what's called balloon their Levy they will over ask for what they think they're going to get so that they capture all the revenue coming in because one of the things to think about and this is one of the complications of the system that is that is very difficult to understand is there's a compounding effect on these things and what I mean by that is because we're capped at five percent that five percent is based on the previous year's extension so if I don't capture all that money I lose it in this five percent rollover and that number is compounded every year that I lose it and I lose it and I lose it so you always want to try to Loon your Levy and capture all the funds associated with that now
013there is abatement that can take place and I'll talk about that later but I'm a firm believer and my recommendation always is and this is always a board decision is to balloon that Levy to make sure you capture all of those funds yeah because we abated last year because there's a new lawn and uh I will say John Izzo is here who is very knowledgeable on a lot of the legal things when it comes to property taxes he must be a lawyer so there was uh there is a uh there was a new law that was put on the books where uh a district or an entity that is collecting taxes can collect all of those adjustments that took place in the past and John you may be able to explain this a little bit
014better and so it's up to the entity or the school district determine do you want to get that and I believe off the top of my head that was about three or four hundred thousand dollars then we said no we didn't want John do you wanna just just hold it down for a few seconds yes yeah yeah that that was effective for the first time last year was if you if a taxpayer gets a refund because they appeal their assessment of the value of their property and they keep appealing it after they've already paid the taxes then they get a refund and that refund is subtracted from your future tax revenues but and then and it had been that you'd never make up for that loss what they did last year was passed a law
015and said that the County Treasurer in each county has to certify in November the amount of refunds that each taxing district suffered during the last 12 months and then the county clerk will automatically extend that additional amount to make the districts whole and that extra Levy extension is outside the tax cap consideration so the net effect is it's spreading out the taxes the way it would have been if that assessment had been lower the way the assessing officials had later ruled on appeal a lot of districts have said you know we won't take our Levy adjustment this year for instance and you can do that by simply updating it it's a year-to-year decision you don't have to Abate you don't have to take the money it's up to you but just so you know that
016that Levy adjustment whether you Abate it or not doesn't impact the calculation of your limiting rate the next year okay a quick question can you say we so far about a little bit over a million dollars in new property yes that sounds like a lot but that's not much no I don't think okay and what period yeah I I we have had built in our subdivision two houses which has pretty much absorbed that right so what period are we starting the clock to capture or that that number capture I know we go all the way until April next year right to capture new business no I believe I believe it's my calendar year it's a calendar year it's the calendar year yeah so that's that's why we don't know it yet because you're leving for
017calendar year 22. and you'll that you'll collect the taxes in 23 but we don't know the final number on your new property new construction for 22 because but we can capture all the way up until that date at least go into April right I'm next year Oh you mean as far as whether you can Abate no for a new bit for a new construction County determines the values by calendar year so the number that estimate is what will be the new new construction in this taxing District's boundaries during calendar year 2022. so through December through December 31st but I think what you're asking is where did you come up with the 1.1 it's low yeah because the amount of houses that are in Monet going in that's here for the county assessor and here's something
018it's just my subdivision alone so let me let me explain this this is a number that came from the assessor that's the question is who does it come from okay from the county assessor that said so far as of September of 22 this is what's on the docket is new construction so when you go ahead and balloon a levy when you balloon 11 the reason you belong to Levy so you want to make sure you capture all of new construction things of that right right all right because you don't know the number of the new construction or you don't know the new number of the current eav either and here's the answer I think Mr Brown it's coming from the assessor the assessor doesn't know that that's going in until it's completed so 1.1 is
019completed construction even if there's jobs that are going on that was the answer that I was looking for course if it's coming from the assessor they don't know about it till the till the job is done and it goes through their office so there's probably triple that two two to three times I don't know that yet right I I agree it'll actually probably come through 23. right yeah that's right the assessment starts when the uh Habit the the permit for habitation is issued by this Village right okay so if they're in the middle of working on a building the assessment is zero okay okay yeah when they get the permit saying okay somebody can now live I as soon as the occupancy permit is issued then the assessor picks that up they'll prorate it for
020that year so if the occupancy P permit is issued on November 1. so to get them it'll only be one-sixth of the value added in that calendar year okay and then beginning in the next year it'll be new property for five six for the next year that makes sense so you can't definitely you'll capture it all oh but you may not get it all in the first year okay that makes sense too okay thanks guys so let's talk you'll see this column in yellow here so this is my recommendation on the levy now again I do want to emphasize is a district only levies in the operational funds not in the bonded interest that is set by the county clerk already so that is all set so my recommendation is that Levy would be 49
021million two hundred and eighty thousand dollars you'll see historically what we have done in the past these are actual numbers of our levees in the past so last year it was 48 114. this year I'm recommending we go to 49280 again this number is set by the county um automatically so we don't even touch this number and so our actual Levy will be the 49 280 is what my recommendation would be Levy for our debt right there is uh it's a different cap that's a different camera well no when you say there's no cap well you know we don't touch this at all that is already set so we don't levy on this number we're limited on how much we can borrow right so and then you Levy as much as needed to okay if
022it's non-voter proof bonds and there's limited things you can do with that but the amount is that you can live in each year is based upon that they call The Debt Service extension based yes they sell yeah and that that was what what your D sub was in 1994 increased by the rate of inflation so that's your basically your credit limit okay and so that's the that's the limit it's not the it's not subject to pick out an intense cap get it but it has its own cap and that's the D7 and that can be over five percent it could yeah it could be and that's again those are questions that were asked to me before so it's good to bring it on in public okay all right so again this is the ask 49
023280. and this is my prediction on what the extension will be 49 45 782 761. okay so again Levy what we asked for and what I believe we're going to get okay now you'll see it is an increase of about 2.2 million dollars from last year this is our actual extension last year in our operating funds the 43.5 million dollars so it would increase about 45.7 the increase here is about a 5.1 percent increase five 5.1 percent increase okay and that has to do a lot with new construction and that now when I calculate this I just use that number of new construction to 1.1 million I don't guesstimate on anything else just use that number so I believe that this is going to probably be a little bit higher even could be a little
024bit higher are you looking to invite both tax assessors from wine from monia wine from I have not done that sure I mean I've tried doing it before and I've never got a response from them you know because again what seems to be seem as an issue is the board basically said we're only going to go up five percent three percent CPI whatever that be and when they get their tax bill they are over 12 percent of 13 and say how can that happen and we don't do not assess the homes so I agree with that and but all roles seem to come back to us on that the district the school district so we have had in the past where the various tax assessors have came and spoken on that because you know they
025kind of defend us so to speak yeah and and we can do that I think you know one of the um I don't want to say problems but one of the difficulties is individuals understanding their tax bill yeah I guess but it just it's a difficult read but I can only imagine what the assessment has been in probably 25 percent more or whatever yeah those are the numbers people are going to see right right very high from last year to this year eav is going up and we have nothing to do with that right we do not have anything to do with the assessed values at all but I I'd point out as as Ken was pointing out um tax cap District like we are uh the the function of our eav going up means
026our rate goes down right okay that's not true with the home rule unit like certain Villages because they're not if their eav goes up that means they can tax form okay that's not true for the school district we're tax capped so if our EA like back in 2008 when all the eavs went down our tax rates went up but our Revenue stayed more flat are all three or four municipalities feeding into our district home rule I I know up I'm not sure I think up has a very high rate I think that's right I assume that they're and such as Park people yeah because I I remember part four is because the way the Constitution says for a village is if you're over 25 000 your your home rule if you're under you're not but
027you can reverse it either way by referendum so in the village of Park Forest hit went below 25 000 they put a put a referendum on the ballot and then they approve home rule I vote so I know Park Forest is homework okay it may be all yeah that's interesting if you can follow up on that can just say for sure the home rule municipality and then I'll pick it up again on what John had talked about and that is a reduction you'll see a reduction here in the overall rate from a 7.81 down to a 7.77 so again his eav is going up the rates are coming down and that which is what we do want to see okay so this is just kind of a chart that I put in there just so
028you can see the blue is actually the levees every year and then the gold is the extension so it'll kind of tell you that every year we have what I call balloon the Levee over what the ask is and then you'll see what we have gotten all along and again this is just an estimate so this is a chart and there's a lot of numbers on it but again I'll just kind of decipher this for you and this tells you what does it mean to a property tax owner so this is someone over here that has a home valued at a hundred thousand dollars is going to see an increase in their taxes of a little over a hundred dollars for the entire year and again this is School District amount this is not the
029entire tax bill just the school district's amount of a hundred dollars so you'll see I've broken it down into four different categories here to show you what the increase is on each one of the whole values so so you're assuming a four and a half percent increase in the property value yes but that it could be much more than that it could be less we could be that's up to the assessment but again as John says if it's more than that your tax rate will come down and I think it'll it'll level itself out you know I think I think this increase is still going to be about the same because again if this amount is going up this amount should be coming but for an individual taxpayer it doesn't that that rate is what
030we apply if their their property goes up 25 000 they're going to pay a lot more taxes if the property value comes down they'd pay less all things being equal their taxes should go up tax cap is designed to do is that their taxes go up with the CPI okay when when the tax cap came in in the early 90s we had a period where land values were going up much higher than Consumer Price values and that's what this is designed to do is to prevent you from paying more in taxes just because your house is worth more okay it kind of protected then the school districts back in the recession when home values went down um then the rates floated back up and it kind of leveled off the school district revenues so as
031far as the school district is concerned all else being equal um the just because vote value if your value of your house goes up but it's the same amount as all your neighbors going up then your taxes aren't going to go up higher than the CPA so yeah yeah maybe your house is worth more but if you're how if your neighbor's house is worth just as much more than your tax burden is going to go up any more than the CPI okay okay so this is a summary page I just kind of threw everything together on this one page here that you'll see you will see over here the 2022 tax levy 49 280. again I thrown into bonded interest so you can just see everything what my estimated extension will be and then what
032the tax rate will be along with the effect on each one of the houses or in your presentation and I've seen it you know not only here in the school district but it's almost like a robotic or a rubber stamp it says that CPI we wanted we want to capture CPI we do not want to capture less than CPI because it's compound year on year and we lose that compound attribute of those funds so can you ever see a time that we do not capture all of CPI no I'll be I'm gonna be very hesitate a little bit to think about it here and here no no you don't have to make me think about it and because uh this is what I'll say Mr Brown because of the way the property tax system is
033set up I think what you have to do is capture all the revenue and the operating funds and then if you're thinking about scaling back Abate the property the bonded interest fund a lot of districts do that yes yeah if you got if you got money right now that you may not be able to count in the future but you got cash in the bank what you can do in what a particular year is just what Ken describe is you transfer some of that extra cash operating fund money into your bond fund and then you cut your bond Levy it's a wash but it protects your taxing Authority into the future so you don't have that compounding effect but you can give the taxpayers a one-time break but only do that if you've got the
034cash on hand to do it but that a lot of districts do that so it goes both ways we go that way you give them a one-time break but if we go with the CPI and we lose that CPI the district lose it but at the same time that's a break for the homeowners forever yes exactly right exactly right so I I don't know again we can be really really financially that much more healthy if a lot of these tips were expired we can get all of that business property on a payroll you know on the tax roll here and back into the district and then we're talking about a whole lot of money there and I was just saying do you foresee holistic I don't want to go back and I'm talking about um
035historic data but futuristic forecasting that there is that just a cut dry say this is the way we want to go we never want to lose CPI we never want to lose that regardless on how our fund balance look no matter how good our Surplus is how much revenues we got in sure you know we just knocking out of the park with our revenues that's just a cut and dry in your opinion right now we will capture CPI no matter what I would always recommend you because we could be what what what if it's the time we have we are debt free right well that's that's a whole different situation personally and everybody you know I at the way the system is set right now I would capture my recommendation would be to capture all
036of CPI and if you want to Abate Abate in bonded interest that's my recommendation to you that's what I would do Atlanta and it has the same effect but you're not losing that compounded effect that's all and if there was a situation where you are debt free where the district is debt free at some point then I think you have those discussions about whether you capture all that money or not and that's the whole difference I mean you have many districts that are debt free so I'm just saying I'll leave that next okay I'll leave that alone thanks Ken sure no problem Mr Brown all right let's talk a little bit about the property tax relief Grant uh so this is something again that was established as part of the evidence-based funding model school districts
037with high tax rate with an opportunity to lower their tax Birth by replacing it with a portion of property taxes again abating property taxes is what uh they're talking about we currently ranked as our preliminary numbers we currently rank 40 out of 851 School Districts The 39 school districts above us total of 56 million dollars that they could get now there's a pool of 50 million dollars I don't know if we're going to be able to get it because you still have to request that money and John is more familiar than this with this but you have to request it we have a maximum that we could get of about 4.1 million dollars that we could get through this grant so it just has to do with if the money is going to be available
038come on Ken you had us this looking at our chops and smiling and going guys conversation with John and he sent me over the place and we just saw them because I I here we was giving each other high fives wow you know but I don't understand how they're calculating this because there are districts on this list that continue to be on this list for three times four times three times in a row the three times and the next one in line yeah most of them are repeats yeah but you know I still recommend that you apply because you never know okay it costs you nothing to apply and then we was tasting that money yeah and if for some reason enough you know six or seven districts out of the first 30 there don't
039do it and there's a chance they won't then you might qualify and basically what it does is if you Abate your taxes for two years by the rough amount of the grant then that amount of that Grant permanently gets added to your annual evf funding that's what it's designed to do you could you did last year but no it's the thing is supposed to uh it's supposed to lower your rates part part of the issue part of the issue here is when you qualifies because you have high rates and of course so Southern suburbs have notoriously High tax rates you go in the north suburbs of Chicago and you know their their tax rates are nowhere near this so none of them qualify yeah so this is these are the preliminary rankings now what I
040couldn't do is I tried to go back and see if I could find the preliminary rankings in previous years versus what the actual rankings were I don't know that all I saw was when I looked at the first year which I think was 2019 we were on the preliminary list number 97 I believe and I think we ended up somewhere around 50. so they're like 40 schools that didn't apply for this thing so I I don't know what's going to happen I I honestly don't I thought once people this is what I thought once people got this twice they were off the list and it became part of their permanent evidence-based funding but they're back on the list somehow I I don't know how I just don't I just remind me sure what was our
041evident-based funding how much did we get extra this year was it uh 750 000 extra okay because we're back on tier one now and we lost that amount roughly the year before right the year before I believe was the covid year where where they did not give the extra money you just got your base amount okay you didn't get the extra money but I thought there was a component based on enrollment there was one year that we we went down to level two uh and only received about four hundred thousand okay yes all right okay so here are the next steps uh first one is passive resolution authorizing the submission of an application that was done at our last meeting did that I've applied uh the application went in on the 25th of November um
042I keep on checking to make sure it says that we submitted everything so we're all set there will be a determination oops I'm sorry there will be determination in January of 23 of what schools get the money and then if approved we would obey taxes either in February or March uh I did this because I wanted to show what it would do for a property tax owner because it does save the abatement will save the property tax owner some money so what you'll see here is I've estimated that we would receive 3.5 million dollars and then we would Abate that amount into debt service so if you remember from my previous slides this is the amount in debt service and bond and interest fund that we would get we would say we don't want 3.5
043million dollars it would end up as this amount it would reduce the tax rate from 1.6138 to 11431 in the mount and would save the property tax owner 20 to 75 dollars for the year including the increase so remember that hundred dollar increase on the on a hundred thousand dollar home would not have that increase there would be and it would save an additional 20 to 75 dollars also because if you remember I'm abating this amount and if you remember the total increase was 2.2 million dollars or something like that that I said we would get additional operating funds so it eliminates that increase altogether and it gets us also gives us some more money to to go back to the taxpayer with are you still using that based on 150 000 home those numbers
044yes these are savings this is just a tax rate it's not as far as the dollar the monetary yeah well invading it on a hundred thousand to two hundred and fifty thousand okay so depending on what level you are go in high-end okay yep okay so any questions about that I thought so let me talk real quickly uh about some new financial reporting requirements that have come out so there's a lot of words on here but I do want to go through this as part of the Illinois school code code now at a public hearing which is School District certifies its annual budget and annual Levy which is right now one of them the district let's disclose the cash Reserve balance of all funds held by the district related to its operational Levy and if
045applicable any obligations secured by those funds isn't that something great so it's basically showing you our fund balances all right I'm going to do that in a second so I have that I am really not worried about this because we do our fund-based balances on a monthly basis it's as part of our financial reports so we're transparent with that all the time and I think that was part of the reason for this change in the code is to be transparent the second one is a little bit more in depth a good faith effort must be made to collect and publish the following information from vendors and contractors whether each vendor or subcontractor is a minority-owned or woman-owned business as those terms are defined by the business Enterprise for minorities women and persons with Disabilities Act
046two whether the vendor or contractor holds any certifications for those categories or if they are selfish self-certifying and if self-certifying whether they qualify as a small business under Federal small business standards that one's a little bit more difficult I'm going to go into detail how we're meeting that but let me first share with you these are as of October 31st these are our fund balances in that John correct me if I'm wrong there is no date that for the fund balance is it just no it's it's a very um Loosely written statute it said it has to be done at now at your annual budget hearing and at your annual Levy hearing but it doesn't say is it the fund balance as of the end of the fiscal year or you know so uh uh
047so we're all aware of that so at what point when we look when the state look at our financial profile at what point are they looking at our fund balance or which as of June 30th June 30th June 30th of our fiscal year end of our fiscal year all right okay so then the second part the second one is is the good faith effort for our vendors so what we are doing we we're in the process of creating a form to distribute to all vendors we're sending them out uh by first class mail and it'll also electronically to answer these questions for us we're going to enter all of that data into our database which is Skyward we have room in Skyward to put that in there so we're going to put that in there
048we will run reports export the data and publish that on the district's website all right I don't believe again I'll refer to John on this but I don't believe they say where you have to publish this I just said you have to publish it so on your website on our website okay so let's go on our website so all right so I don't know if there are any questions or comments about that once I get the data completed I'll bring that to the board so the board can see that also because I know there is a uh a priority of having minority and women-owned businesses so I'll I'll bring that to you once I have all that data so we're going to talk about tips and again we've asked John Izzo to be here who
049is probably one of the leading authorities when it comes to tiffs and the legalities of Tiff I wanted to do this because in 23 which is a year from now there are two tips that are going to be expiring or what I'm going to call dissolving one is in Monet and one is in up and so I wanted to bring this out now so that preparations can start as we move forward because it will have I feel a significant impact on our district than that okay so I wanted to talk about tips and how they work and John please jump in anytime you see fifth please Annette so the concept is you designate an area in a municipality to declare it lighted and then what you do is you approve that area by using property
050taxes generated by the increase in equalize assess value because I'm taking that money and reinvesting it in the property to increase the eav to make it a better property financially and a tip can last 23 years or I'm going to jump in one thing to clarify you say you do this you do this it's the municipality does this thank you okay thank you school districts don't have a veto they can appear at the opening hearings and have to provide their public persuasion and their input and ask important questions but one of the things about Tiff is it's totally controlled by the municipality I'm sorry don't but you're you're fine I appreciate that thank you a tip can last for 23 years however it may be extended 12 years for a total of 35. so how
051many do we have out there I'm gonna get into all that thank you don't worry about that I'm very good to that so I wanted to talk about how this works because there's some terms here that I want everyone I'd like everyone to understand because it is a little bit complicated so you're going to see here this is kind of a tiff where it starts here it's going to last for 23 years it could be extended a little bit but there's a base tax value and that's the Eevee of the tip when it started the district receives property taxes on that so this is the base value of a tip and that base value continues for the 23 years you also have what's called EA increment and you'll see here it's the growth of an
052eav over the 23 years so hopefully if the Tiff is managed and develops properly that VAB will continue to grow we don't get this money that goes back to the municipality that is reinvesting it into the property and that's how they continue to grow it so let me give you an example okay Monique Tiff three all right and you'll see up here I put was established in it should dissolve in 2023. okay so the base value and this is the base eav value was 24 205 dollars on that the district realizes 1483 dollars a year in property taxes that's what we get that's what I imagine that was only land it was no bill probably was it probably was but that happens for 23 years yeah okay according to the latest Will County site the
053eav increment now on that property is 17 million 80 665 dollars that's the incremental eav right now which means the property taxes to the tip funding municipality is 2 million one hundred and twenty thousand three hundred and seventy six dollars now that's right now that's up at right up here okay didn't start that way it grew but that's what they're getting right now okay when this Tiff dissolves you'll see the revenue generator from the total eav which is the base the base the incremental eav go to the school district now we get a portion of this because we're only one of the taxing bodies of there all right so when I did all the calculations and everything this is the base tax value 24 000. this is the eav incremental here this is the total
054eav so this here would be the portion that we received one million forty six thousand seven hundred and twenty thousand dollars based on our current tax rate than that plus that is what now we would get in the property after this dissolves and I just want to I'll step in right there that's what you would get provided you balloon Levy the year it ends so this year when we were looking at that 1.1 million dollars estimated new property you got to look at that entire incremental eav amount from the expiring Tiff as if that is new property so you're going to have to really balloon Levy in order to ensure that that you get that extra 1 million because if you don't do it the first year you've blown it that'll be that'll be next
055year's lucky well it'll either be next year or the following year I mean it depends on I don't know how the village is calculating I think at 23 tax years so it might be the next the 23 is their next Levy your work the last year or or not so we'll have to figure that out and can I ask you a quick question about if the village asks for an extension in that case do we need to agree for them to be able to do that yes because the statute gives the village the right to create it without our consent for the first 23 years to Extended another one they have to pass a special law and if you look at the Tiff act there's about a hundred special laws added on where they've extended
056it for 12 years it's not written in the law municipality could do it without our consent but the current political um tradition policy Gentleman's Agreement whatever you want to call it the general assembly will not pass a law to extendative without the taxing District's consent and so right now Moni is asking for us to talk to them about whether I I just want again a little bit more clarity you say without the taxing body's consent yeah and I think I mentioned before I that a percentage of those tax and body three-fifth three or five sort of a majority and there's nothing etched in stone because I think it was believed that if the school district which is the biggest absorber [Music] of taxes right if they were to say no we do not agree with
057whatever municipality to extend that Tiff and if we say no the buck stopped there but that's not necessarily the case he says pretty much it's an Unwritten rule the general assembly of the state has to let politicians have has the last say so on it right correct but they were value what we say right in my experience over you know last 30 years I have never seen the general assembly extend one where the school districts didn't give it's okay okay can they of course the general assembly can do whatever they want to do they change the law next year and say that they need the school district to set from the get-go but it is no law to say that if the board disagree or do not agree with extending of a particular Tiff that
058that's where it stops at the municipality cannot do it there's no law right there's no law saying that the the municipality I mean excuse me the general assembly has to pass a special law to allow it to extend the municipality can't do it on its own they need the general assembly it's the general assembly that by practice will not extend it unless the school district says okay all right uh-huh can this can the regenerative assembly disregard the school district in theory yes in 30 years I've never seen it happen Okay I don't see that changing however you know it it it take it takes a lot to pass a special law and if a school district objects to it I politically I don't think they would ever do it okay but the municipality has to
059go half in hand to the school district and hand to the general assembly and say pass a special law they do it frequently but they have to do that in order to extend it for the extra 12 years so again I want to ask the question again and this will be it on this topic for me that you have a high level of confidence that if municipality come to us to want to extend a tiff and the board say no we're not in agreement with that for all practical purposes that's what a book is going to stop you don't see a municipality challenging that and if they do word a challenge what time frame can they continue on what's that you know now the tip is over do they continue on with the Tiff continue
060I don't know well they're coming to us now because they have to do it in the next within the next general assembly okay in 2023 they would have to get that login okay okay and and I don't know anything unusual in this circumstance why they would do change their practice that they have ever done I mean you know why are we any different than anybody any other community I just want to have a good as a board have a level of confidence that hey if we chose not to we know that we expect you know we can forecast better because we expect money to come from a particular Tiff because we're saying you know for whatever reason we are not going to agree with the extension of a particular Tif and we could count on
061those revenues when we forecast well I I think here's what I'll say Mr Brown and the reason I bring this up is the last time up dissolved the tip it took me 10 months to get them to do it and so that's why I bring this up now because and I bring this up because in June of 24 I'm retired and you return the Tiff but but and this is I will tell you this this is this is going to be a difficult because you know it needs to be you need to stay on top of this and it's going to be the business now you'll see this at the end of my slides and it's going to be the business office's responsibility in consultation with John to make sure this is done because in
062order to dissolve a tiff it has to be filed with the county clerk so if they don't you're not going to get the money and if you don't get it right away you lose it so that's why that's why I'm saying and that's why I bring this up and I know I I understand and I and I apologize for this but again it's something that's going to take time that we're going to have to stay on top of this is is all and I I understand the concern but the concern I have too there are no guarantees with this there are not because and you're going to see and so let me go through Mr Brown let me so let me show you the money we're talking about here so that we we all understand
063so when we talk about the money on this there's what I'm going to call I'm going to try and simplify that there's two pots of money we're talking about here one is the eav of the check and the tax rate when we talked about new construction the money that comes in Via property taxes that's one I'll kind of know that all right I have an estimate we balloon our level we make sure we get that so you know that's one pot of money the second pot of money though that there's a possibility of I'm not saying it's guarantee it's a possibility of is that there's a bank account that sits out there there each municipality when they have a tiff has to have a tiff bank account where all the money is deposited and there
064may be some surplus funds there now we're supposed to get an annual audit all right from all of the tips and that okay there have been some issues as John can talk about there have been some issues with up getting those audits we have not seen them nor have they been filed with the control they're two years behind and two years have been forever to come up with the two years before that okay uh I don't know that yet at the end of the tip but but the municipalities there are notorious for finding new projects at the 11th hour yeah sure what they don't use if they can you but the law allows them to use the Tiff money for certain qualifying projects the people who are supposed to be people who are developing within
065the TIF district you know in order to make it more enhanced for development if they if for whatever reason the village hasn't used up all that money whatever is left over is supposed to be distributed at the end of the at the upon the dissolution of to all the taxing bodies Pro rata based upon their tax rate so we're the biggest piece of that pie we get we would get the most but as Ken was pointing out we don't know how much money will be left and if you ask the municipalities they'll say well we're working on some projects we don't know what will come through and that's a one-time that surplus funds is a one-time right if there are surplus funds right it's a one-time whereas the property tax revenue if you capture it
066right you get forever exactly exactly exactly it's a more known factor and it's and and it's sustainable it's every year the the the if you get any money from the distribution at the end it's gravy yeah you definitely can cast music potential funds in any manner right and I hope I hope no no yes have we since you've been on the lead man in your English and we obtained any surplus we have actually the last time a up uh last year was it yeah it was it was a couple years ago I think two years ago we did receive a check from up for some surplus funds I know 1.4 million 1.7 I forget what it was something about that yeah and I and I believe I know when uh the last Monet one went
067off the board uh there was no Surplus I got the audit and there were no surplus funds there were some funds left in there and of course the month before well no there there was at the end of of the Tiff but then I called out and I said well those are obligated to payments or something like that okay thanks have a good day you know so no okay but yeah so this is Israel I have a question so in January of 21 we're talking about tips there would that be taken out of the serp the side that doesn't affect the what we're talking about a closing one of those tests or was that you're talking about up yes the problem with up is they've been doing internal loans and using Tif money to pay
068their operating expenses theoretically they're supposed to pay that back well they should have done in the first place but in any event they should pay it back by the end of the life of the Tiff we don't know whether that's going to happen so the question is is that out of the one that they're going to close yes so well um I think they've been on all of them and the new one yeah absolutely so if they close out the Tiff and that's not there does that affect the money that Ken's going to show in the next slide it affects what is left over in the bank account it'll affect here it'll affect us it won't it won't it won't affect it will not affect that would it affect you you're guaranteed to get the
069effect of the eav as long as you keep buying them to make sure that they timely terminate so Mr Brown going back to your question over here uh so these are I've listed out all of the tips which uh about all the tips that we have and all their values these are a lot of numbers here so um these are all the tips I've separated by municipality I've circled the two actually that are going to be dissolving in 23 and that that's three and money and five and up uh yes yes yeah okay over here you will see what I perceive to be the amount that we would receive from property taxes so on Monique Tiff 3 is is a little over a million dollars and on up to five almost five million dollars is
070what we would see again this is money for property taxes that we would see from year to year it would be increase in our property in our operating funds and so that's where we would balloon the levy and you're going to see that the eav increment is 79 million dollars here so I would probably recommend that we balloon the levy by 90 million dollars just for that one you know and then you've got up here another 17 million so between the two you're at 96 million dollars I think something like or 86 96. so we're probably going to need to balloon the levy 6.1281 that's last year's tax rate 6.1281 6.1281 because you're only you're only using the operating funds you're not using the bonded interest just using the operating parts to determine that okay
071yeah [Laughter] so again I've separated out again just those two tips so you can see those two tips here's what I believe the scenario is and John and I have talked a little bit about this the Tiff will dissolve in 23 but I believe they have 12 months to file with the clerk the proper paperwork so it won't actually they'll wait till the last minute and it won't get filed till 24. so in 24 so then it's added to Levy in December of 24 so your Revenue begins coming to The District in June of 25. and how many years in a row are we going to get that Revenue forever it's a permanent bump again it's a permanent bump so that's a massive deal to make sure they stay on point on that well that's
072no that I'm telling you right now that number changes a lot of things and so staying on top of like Mr serma said whether we have to put someone to do that right you know that's their that is a revenue stream of money that it has been earned over 23 years that would come here I'm telling you that's a big deal we talked about that it is and so these corporations panaged the tip but the municipalities corporations for the business impacted now once it took pay that same rate or do they pay more before the tip expired to academics I'm not familiar with it it has no impact on on how much taxes those businesses pay however they may have been getting incentive payments yes from the tip fund okay that's where the businesses benefit
073s okay it does not it does not help or hurt the businesses inside the Tiff on their tax bill but but they they've been getting incentives sometimes they get a refund of their taxes or the village pays for in their own own improvements and very consistent but when these business set a certificates fire these businesses are no longer okay so all I'm saying is that our have we looked at the individual businesses you're taking a snap to look at best predicate upon that's predicated on those business having that eav staying solid right so once those businesses if they decide to leave we had a couple quite a few businesses leaving Monet some years ago and I believe when tips expired I believe this is years ago Michelin tires and you got the big building still
074there a gun without the building was there but right any idea since they built a massive Amazon building in front and then Amazon bought that half of the Michelin building right and put something in there so now it's but all I'm saying is buyers beware that's not an absolute there bill that's all right that's not an absolute so we just got to factor that into some type of contingency when we do our forecasting yeah this is what we got it looks like we gotta get it but you know what I'm hearing through the grapevine that this business may leave once the tip expired because they are no longer longer getting those incentives as Johnny Luna too but just on the flip side of that if we don't extend the Tiff either way and nothing's filed
075everybody loses right I agree so I agree why like that why even do that yeah that'd be 5.9 million on I also think the way you have to look at it it doesn't have to do with the business staying there it's the real estate that is being taxed so I'm going to give you an example the Bank building that's sitting over here vacant they still have to pay taxes on is it the same same amount because it's value the same way a vacant building it's value the same way really yes because remember if they're leasing the building out to somebody yeah a property owner is still paying the taxes on that facility for whatever the value the assessors oh that's a good point yeah that's very good very good thank you you've got some brownie
076points you redeemed yourself so let me let me just share a couple of and I'm almost done here so let me just share a couple recommendations because the other thing I want to point out about a tiff dissolving is it benefits the taxpayer so I just put this real simple example up here and where the what this does is because we have kept the board has kept our tax payment or our bonded interest payment level I just put an example up here that if our annual debt payment was 10 million dollars and we have 4 000 Property Owners a total eav was 400 000 or 400 million dollars this would be what the tax rate is this was what they would be paying on taxes for just bonded interest okay but if a TIF rolls
077off valued at 50 million dollars now I'm still have my same tax payment but I'm spreading it out more on eav and so what happens is the tax rate will come down and I'm paying less in bonded interest so that's what will happen also it's a benefit to the taxpayer when that tip falls off also because that eav comes on the tax rolls and also so there's a benefit there okay this goes to show you I I recall reading a long time ago and don't take it for the gospel but I thought our district first of all I know this to be factual University Park has the biggest Tiff area in the state of Illinois other than Chicago we as a district as a whole here has the has have one third of the Tiff
078area in Will County I believe so I think so you have those well-to-do high volume municipalities don't even have tests because they're they're getting their revenues are so robust from the businesses and things like that so we have a lot a lot of people drive past up and won't need and see all the big businesses whoa they're doing really well and I'm sure the homeowners is paying a little taxes yeah no because of the tips okay uh for a chip as we talked about a little bit earlier for it to be extended additional 12 years I mean this probably requests a letter of support from all taxid bodies especially the school district uh one of my recommendations is don't approve a tiff extension without getting something in return that's just my recommendation all right it's
079within the legal right of the school district to negotiate their approval so again if you look at this Tiff in money over 12 years to 12.5 million dollars so again when I negotiate that's my starting point 12.5 million compound to five percent a year value of a dollar no problem with that issue and that 12 million dollars now is much worth much more than years from now because always keep in mind that a municipality is concerned about a municipality school districts concerned about a school district we're concerned about everybody well I know we are but again from a financial standpoint that's what we have to be all right and then lastly as I said earlier the school district must monitor the dissolution of tips to make sure they occur this will be the role of
080the business office along in consultation with our legal counsel that being said I am done okay any questions or comments now is there any public comment related to the 2022 tax levy only okay can I get a motion to close the truth and Taxation hearing oh you've moved good job Ken okay thank you okay roll call Brown is an i Mrs Roop aye Mr sawant aye aye Mrs Walters vice president I I did I'm sorry just kind of skipped saying vice president Muse I threw myself off I was trying to stall for Todd to come back oh my goodness I do president Auburn aye motion carriers hold on I didn't get to vote no he did root twice Dr Hall motion Kerry Smith all right usually he goes with me laugh I'd say like what
081okay um is there any regular public comment there is none okay uh next up is board updates any board members have any updates I I would like it if everybody can bring to the board next week a regular board meeting some updates uh some whatever they want to share as far as the best conference we went to yeah we could do that yeah I'd like to I'm just itchy to share okay laughs all right um okay uh then next up is Administrative sorry Nelson I was trying to turn this on I just want to uh make mention that we have some great things going on I guess um regarding the mentoring program that we're doing so I just want to commend the district on that I think it's an awesome thing that we're doing um
082they've had the real men read we're doing a Men's Conference coming up and so that's just some exciting news I just wanted to kind of put out there so great good thing for our district any other board updates everybody have their mic turned on okay if not uh go on to administrative updates and I'll turn it over to Dr kagwan Nissan um you're super you don't have any okay going right onto business and again Ken so discussion uh good evening again everyone I want to introduce Carl Thomas who's one of our senior Auditors for Miller Cooper our auditing firm to give you a rundown a little synopsis of our 22 fiscal year 22 audit so Carl um Don do you have a mic please there you go unless you want a wireless I can give
083you my wireless microphone you're good yeah okay off yours as Ken said you know who doesn't have a schedule yeah there's nothing in the middle Susan's down here I'm up here you know so anyways thanks for having me um not as interesting as as these fellas over here Mr surma and Mr Johnson or Mr Izzo by the way nice to meet you in person we've emailed a bunch before so um but anyways thanks for having me um you know we just wanted to go over the uh deliverables from our audit again not as interesting as tips and stuff but important right so um here's are the ones we're going to go over we're going to go after the audited financial statements commonly known as the bound report the regulatory report you know it as the
084AFR that's the recognition score you mentioned sir uh if you mentioned that earlier so the required Communications to those charged with governance which is the U table here right um our we call it the control letter so any matters identified of sort of a finding nature so we'll go over that too okay and um I think it'll be quicker than the tiffs depending on the questions we'll see so anyways um do you have the PDFs because okay so I won't I won't I won't belabor the point with page references and things I'll I'll sort of call out what I'm looking at and we go from there so okay correct yes exactly SparkNotes that was the one when I was in high school Cliff Notes was the old stuff I didn't mean it I actually didn't
085mean it like that I didn't mean it like that it was the new I didn't mean it like that it was the new player in the market I guess I am getting a few more laughs than Ken huh okay um I apologize for that I have a little too much personality for an account right I need to be more boring that's right okay so um you know the the plan is of course to of course file everything on time which is Thursday right statutory deadline the 15th that that's the plan so um we were bringing these drafts here for you to see them you know and talk to them a little bit um you know before that that final submission to isbee on the 15th and the regional office and so on and so forth
086Ken's gonna have to make his Mad Dash down whatever Road he has to make to get to the regional office before three o'clock on the 15th as he does every year and get that signed by them too so you know timely timely submission is is good we're happy for that you know with respect to that bound report there's there's several opinions that the auditor can render um the good one is the one you're getting it's called the unmodified opinion it's called the clean opinion in sort of layman's terms so to speak um that means there are no material matters identified and the financial statements materially represent the district's condition so good news okay um when I look at the some highlights the financial results the net position of the district is is kind of um
087like fund balance but of the whole District not just the education fund not just operations and maintenance sort of the whole picture of the district with the capital assets the debt everything it's sort of like what's left after you add the capital assets add the cash subtract the debt pension obligations things like that and when we look at that again I'll spare you the page references uh that position was 4.4 million so again this is like the long-term view so in terms of we call it a cruel accounting so this is how Apple General Electric these big companies that's how they look at their financial results so again this isn't any sort of cash position that is being monitored this is a it's only done once a year and for this purpose okay so that's
088a positive and it was an increase from the prior year of 9 million so that's that's good so the main reason for things like that is when you invest in your facilities which you're doing now with all this Bond money the capital assets go up and that increases what you call Net position so you're not simply spending the money on expenses it's being put into facilities which for that view of the district that's an asset Okay so all right so now when we talk about fund balances that would be the next highlight to make those 93 million this year now a lot of that's Bond money so you can't just simply say this is free cash to sort of spend however this is facility money for the most part okay um that's an increase of
08940 million dollars which is roughly equal to the net proceeds from from the debt transactions that were undertaken during that fiscal year that doesn't include the things that happened in the fall of 2022 those will be in next year's audit okay uh that that Bond transaction was about 115 million dollars some of it was was money into the capital projects fund for facilities and then some of it was simply quote-unquote refinancing old debt and restructuring that old debt okay so it was a in of cash but then it was an out of debt so it really didn't have any effect on the fund balance okay the sum total of the boundary report is that there there was really no new significant estimates no new accounting pronouncements other than the leases which um simply reclassified some
090matters kind of a cosmetic change it really didn't change numbers too much okay the gazbe who's the standard Setter likes to rename things every 10 to 15 years and yeah we all find it very helpful right guys [Laughter] um you know that is a very high level summary of something that's about 100 pages long you know there's a lot of other good information in there there's there's notes that show the beginning balance of debt the ending balance of debt and how it got from point A to point B um that's back there there's the capital assets you can see what's being added to the facilities with the bond money things like that you can see the depreciation that's taking that balance down so it's kind of a constant battle between you can really look at
091your your investment in your Capital Assets in these notes and you can see how easy it is to get into the deficit position because the depreciation is constantly taking it down that's why it's important to keep investing and the financial statements show that so that's why you had that increase this year a lot of budget to actual things in there too again don't want to waste time going through it all but it's in there and you can always ask questions you know at a later date if you would like I'm here and the business office is there too the next document um actually let's talk about the is the AFR the projected Financial profile score is 3.70 it's exactly the same as last year recognition correct so I wanted to get that out there for
092you I kind of I had to make sure I was looking at the right document in both years I thought I was looking at 2022 twice but it was exactly the same in both years so you're looking for a 4.0 [Music] I looked at that the score was four and every category except that yep cash on hand is four also wow yep it is um subject to a final review by the USB but that's the projected for now so okay let's talk about sorry my screen went to sleep Our IT guy is kind of paranoid about hacking so he puts our screens to sleep instantly it's not a bad thing it's not a bad thing trying to keep the data safe okay okay the next document I'd like to talk about is the required communication
093to those charged with governance which is you now this document puts forth kind of a summary of what we do and what we're responsible for and what you and management are responsible for I think the the point I always like to make about this is that the Auditors are not internal control so just keep that in mind keep doing what you're doing okay you know keep on Ken and Brian they're doing everything they can do and you're going to hear about some improvement that I'm pretty proud to you know happy to share with you that they've been working hard and stuff so okay but yeah this document is is a little bit of a dry read I'm not gonna lie it's it's talks about the the estimates that are in the financial statements so the
094evaluation of Investments different things like that um the pension obligations it talks about a lot it's kind of a technical read but it does talk about those things it also talks about any uncorrected errors okay that's kind of important too we're required to talk to you about that um there were two um they're not significant so they're not a big deal but one of them was there was a revision to the capital asset records which is actually pretty common at Illinois school districts the capital asset tracking is a is a is a struggle your District does a better job than others but it's very very common to have revisions to the equipment balances because they're kind of hard to track and there's a lot of activity with iPads and one-to-one and things so that was
095not a significant matter it was corrected during the audit it was management discovered it and uh we we just put that in there to let you know that there was a revision to that okay the other thing is that the district leases certain space to a business in what is a building called guys burrowville yes the district leases business I think it's a dental business correct yes it is yeah it's actually a taped out box I saw it it's kind of it's kind of funny when you go in there but um that lease under the new leasing standards should be sort of a receivable on the operations and maintenance fund and the district has chosen to not record that because it's small that does not materially misstate the district's financial statements and that's why it
096was not done what are we collecting what are we collecting on police or is it a yearly lease a monthly three grand no they're still there they wanted to get out of the loose if you remember yeah yeah they wanted money to get out of the lease and we said no I'd have to look at the lease until you retire so I just wanted I I just want to make it clear that the district is receiving the cash and it's being recorded and deposited it's simply that um so it's just that we're recognizing it as Revenue as we receive the cash instead of establishing the receivable correct that's exactly correct okay you got it um the accounting standards want districts to set up a receivable and a deferred revenue which is essentially a zero of
097impact and then make certain adjustments when a check's received right right the district is to be honest this is what we call a cost benefit in accounting it's a lot more practical to Simply deposit a check and record that Revenue when it's received as opposed to doing all the record keeping and the adjustments of one very small lease right so that's allowable under accounting that was not a material misstatement by any stretch it's very trivial but we have to tell you okay the next document I'd like to talk about is the the control letter okay this is where certain things like findings might go if a district has a finding you may remember in Prior years this letter was a few pages long okay uh it's it's a lot shorter now so I'd like to
098you know think about guys you know working hard trying to kind of get controls going oh my computer's given up um I think I'll close it up yeah this letter had one matter this year there previously I think maybe four last year and the year before that maybe even more than that and um the summary of that matter is that simply the district operates under a budget constraint with Staffing and personnel and it's not possible to segregate every single task in the business office that's also another cost benefit right if you don't have you know this is an apple or GE kind of like I talked about earlier right so you can't have 25 people processing an invoice it's just it's not the cost benefit is not there we talked about the property taxes there's
099there's a limitation on what can be done so districts have to operate within that constraint and so what they can do is they can instill other controls let's say Brian has to do two steps of a process Mr surma can review his work that's that's called a compensating control instead of we we can't have five Mr Johnson's it's not practical we can't we can't afford that so Mr Johnson does a few steps of a process there's other controls over him to review that to compensate for that lack of a segregation and that's all that matters it's also not uncommon to Illinois school districts okay and it doesn't rise to a material matter it's been downgraded from last year actually so one matter and it was downgraded so that's the letter okay that's pretty much my
100summary any questions oh thank you very much for finishing the audit timely and Ken and Brian great job thank you thanks so much for dealing with me guys thank you give them hell next year find some more stuff okay um good job superintendent next up is teaching and learning proud this is your show Chantel test one two here me too testing good all right good evening thank you Ken for a lovely evening tonight um good evening to the board to Dr Cara students online staff online and families and the staff that we have and families that we have here in person we want to thank ourselves and welcome our staff up come on up we have joining us this evening representation from elementary middle school and high school to help with tonight's presentation on student
101data we have Mrs marcinik from Crete Elementary we have Mrs castalonga from the Middle School Mrs schreffler from the middle school and Mrs bielen from the high school so the board has asked us to give a data report on looking at student student data over time year by year and by cohort tonight we will be looking at common um assessments that we have at the primary and uh Middle School level which is our nwea testing and we have recently started testing at the high school level within WEA and when we get some consistent data for that cohort those cohorts we will bring that to the board this is an assessment that is administered three times a year um and let me change the slide uh I also included some high school Common Assessment data which
102is our PSAT and our SAT data um and just so to go over with the board this is just one measure of assessment data that we are going to take a look at again it's given three times a year it's adaptive to the student it's very specific for each student it looks at and measures what students know progress and sets goals Compares them to their peers and then at the high school level we are going to take a look at our practice sat data that's our PSAT and then at sat data the board acts so we get all of this data and then what happens teachers monitor it and our staff will talk to you about how we set individual goals with students to personalize it teachers develop strategies and then at the grade level
103content level and at the building principal level and District level we talk about uh that data and how we can support students and teachers so if you take a look at each row this goes from 2016 to this past spring and row by row if you take a look at like first grade it looks at each first grade cohort each first grade for each year going down how those students scored on NWA if you take a diagonal diagonal look then that talks to you um about how those students did as a cohort and this is our March data from um this is our math data for nwea and this will be uh posted on the website then this looks at our map data for the pet this past spring again and this looks at our
104reading data again from the data goes from first grade to eighth grade we have not been consistently giving it in kindergarten but we will work with our kindergarten team and talk about what that looks like again this is not map data but it is the common assessment data that we have for 9th through 11th grade with the PSAT and our SAT scores this looks at our math data here and then this looks at our evidence-based reading and writing for our high school students 9 through 11. and so I'm going to have each member of each team talk about what goal setting looks like um how we goal set with conferences with students what that looks like for instruction and how in their role they can help teachers if they're in IB coordinator or IB coordinator
105or a math coach hi my name is Karen marcinic yeah you can keep it nice and low for me okay um oh sorry my name is Karen marcinek and I'm the math specialist at Crete elementary school and I'm here to talk about math data goal setting what the instruction would look like and what the next steps are so we in reading is we do similar goal setting for reading we would follow the same steps but they have they might use some different assessments but for math I use or we use nwea when students take the mwa test three times a year the students will get an overall math score and we have to dig into that score because that score is a combination of four domains in math so the domains are numbers and operations
106operations in algebraic thinking measurement and data and geometry so if you just look at a student's overall score in math it doesn't tell you a whole lot they could be what would be perceived to be a grade level score or right where they need to be however in two of those areas they might be above grade level in two of those areas they're below grade level it's a possibility so we really dig down into the average of the four scores and where that average came from um we have one-on-one goal setting with all of our students we are testing our kindergartners so before the conferences the teacher has a class meeting where the entire class will work together to brainstorm ways that we can improve in math for a small child what what does that
107look like for a first grader to be ready to learn in math so they'll kind of go through and as a class generate or brainstorm a bunch of different ideas and of course the teacher in case the class doesn't have the ideas the teacher will have the ideas about what it looks like to be ready to learn in math um after the class brainstorms um the teacher will meet with the students oh I'm sorry all of those things that were brainstormed will go on a menu the teachers type that up and when the students meet with the teacher and the teacher says how do you I want you to pick three of these things do you think you can pick three of the ideas here to explain to us or to write down on your
108goal sheet what you're willing to do what commitment are you willing to make to improve yourself in math and then the teacher offers of course we'll tell the students other things that they can do and we break the scores down like I said and um so this the students continue to get grade level curriculum and then we have intervention time so our intervention time would be where we go in and we look at the four domains and sometimes we could take the students lowest performing domain and say that'll be your intervention goal all of the programs that we use electronically at the entry level e-spark success maker is IXL DreamBox not all the schools have all of those some of the schools I think some of the schools have IXL some have DreamBox it could
109be a little bit different I know they're going to look at all those programs next year but every program that we have purchased we can take the students domain score and plug it into that program and this it'll walk the student or it'll take the students through an intervention along with that the teachers will group can group students according to um where they're at and you know as the students are working on the computer program the teacher can pull the students and work in small groups the wonderful thing about nwea I've been using it I started using it in other District in 2009 they have something called it used to be called Descartes now it's called The Learning Continuum so when I go in and click on a student and it comes up with their
110score it'll tell me what their lowest performing domain is where they're struggling and where they're at but for every one of those domains I can click on a link and it will take me to a description of what according to research and how the students scored what the student knows what they're developing what they're ready to learn and you can also see in there if they're not ready to learn something so it's very prescriptive so when we have meetings or coaches meeting with teachers we'll sit down and we'll go through all that with the teachers so that they understand where each child is at and what each child needs so we do a lot of small group work in math now and like I said we have the whole group instruction everybody at the grade
111level curriculum and then we have our intervention time where the students are working where they're at we meet them where they're at and we go through we try to fill in gaps um let's see here what else do I have um oh nwea there goals are for the expected growth of one year so if our students come to school for one year we should all EX expect that they would have one year of growth and that's how they set their goals and we've decided that that's okay if a student is at grade level or above grade level we have some students performing below grade level and some of them far below grade levels so we need those students to exceed their goal because if a child is in the 10th percentile on map and they
112meet their goal they're still in the 10th percentile so we look at how we can get that child from the 10th percentile the goal up to at least the 50th so that's where the learning Continuum is very helpful because it the prescription is right in the program here's what the child knows is it always 100 correct no a student could have a bad day on one of these assessments but the teachers generally know if something went wrong with the testing if somebody's score is completely off um let's see here I'm sorry I just have some notes because I don't want to leave anything out um see like I said all that as far as next steps go this is like this is a circular process so we assess we set goals they get their grade
113level instruction they get their intervention we reassess we analyze the data and we start over and this goes on all year and then for our students from year to year it's the same process so we're continuing we continually assess look at where they're at come up with ideas for what they need provide them with research-based instruction and it just continues and the students even the elementary students they sit down they they have a graph they fill out the graph with their data they color they talk about what they could do better what they could change for next time and if they meet and exceed goals we celebrate we have school celebrations classroom celebrations and individual celebrations so that's about it and oh I'm sorry so so explain to me again is I'm looking this percentage
114of students who met the projection I'm just looking at the K-8 math it's not pretty I wouldn't imagine so is the projection based on the tool that you were talking about where you look at each individual student and what they can achieve yes that so that's all part of nwea it's actually in an electronic program I didn't even know you were there so yes so um okay yeah and I know we have tested we are testing now the kindergarten first and second um but I guess this this when we say met projection that's that's driven at an individual student level that is every student whether they're low medium high at grade level wherever I mean even our students that are above ground so if I look at sixth grade 2018 2019 seven percent we're meeting
115projection that's really an aggregate though of those students who were meeting their potential so to speak that would be those students who grew a year and one year so um so that that's where they get their projection in math it's um or reading it's you want the student to grow one year so I think I mean this question originally came up to kind of compare how are students doing now versus pre-covered so like and and I don't know if this is thinking about it right but if I look at the 2018-2019 line compare that to kind of the 21 22 line it tells me with the exception of like third grade and eighth grade students are doing that or better than they were pre-covered is am I misinterpreting the data or reading too much into
116it [Music] fluctuates and you know there are many factors that go into you know analyzing where our students are and I would say if you look at our 2122 data what you'll see is that our students are rebounding that you know they hit some lower scores but when we came back in the spring we see that they are rebounding from the pandemic okay so so real quick on on that if you don't mind no go ahead so I guess the understanding is 1920 and 2021 you can just draw a line through it right ideas that we can 22 without 1819 because 19 to 20 was in school then covid in 2020 to 2021 was covered then back in school so we know line that the way we I'm interpreting that is that seven percent of
117the kids in sixth grade met uh the projection for math correct and now it's 24 correct so when they tested in 2022 of spring so we jumped up 17 in math correct correct that would be for um sixth graders of 21 those sixth grade sixth grade I mean 24 of sixth graders have met the projection in 76 percent have not meant the protection that would be correct so then when you go back to the reading and the next slide in the spring data every one of the categories dropped from somewhere between three percent and thirteen percent you remember from 1819 to 2122 because the two years you've got to draw a line through it because the the original comparison we were asking for is you can't ask the covered years because it was different right
118it was challenging for everybody students staff so we wanted to go back to a normal Year yes to this year because we've been in school since August and now even last year was tough but it looks like if you look at these projects I just want to make sure we're reading right right now in in Spring of 2022 under reading 18 of our sixth graders can read at that level and is that what that's saying they set a growth goal through NWA so it might be a five point growth and that's saying that 18 of those students met their growth goal all right so they met their target grow so we don't know where the students are at in 1819 if in sixth grade if there's um uh okay Junior High 900k so if I'm
119figuring there's 300 students right yes we do we know that 300 out of the 300 students how many are at sixth grade level and then today are they at this you know those 300 kids this would be what three school years later they would be freshmen are they still at that are they at the Freshman level or are they we're struggling I think I am as a board member are we behind and how do we how do we help the kid you know how do we make it how do we know where they're at you know because we went through two years of you know of mixed up you know covet was half of one year or you know a quarter of one year and it was pretty much half of another year so I
120think what you're asking um Mr Wallace's are our kids on target with state standards and Mastery and that was the last kind of presentation that I showed uh of how they're scoring with our iar assessment that's our state assessment that says and I'm just I don't know if this number is correct like 14 of our sixth graders are reading on level and what this shows is our time um of the meeting their their growth targets of where they are does that help yeah so um I guess when I look when I look at this regardless of the the hard part is we can't compare fifth graders in 2021-22 to fifth graders in 2016-17 because it's a totally different groups every year here as it goes down that's a different group so now we can look
121at like those would have been sixth graders so that score went down then the seventh grade it went up but we know that we have a Transit District so it could even that could be a different set of students when you're looking at the data uh we just look at it and say oh we have this amount of the kids who are not meeting or what or how whatever but we've never had a majority of our kids meeting whether it was in 2016-17 or 2122 we we just have it and I'm not that's not a knock against anybody that's just the reality of the day uh so and I'm just trying to give Clarity on that um I I definitely understand nwea I've worked with it but I guess now it would be interesting to
122see from 2122 to see where they are this year which is important because we come back out of the pandemic one thing that we are that Educators know this school year and I hope you all agree has been much better than last year coming out of the pendant we saw a lot of things that we probably didn't never saw in education so I would hope I'm hoping that 22-23 school year will see us starting a rebound again and really growing yes and I I will have the the teachers um speak to what that what that looks like but I will reiterate that historically our students have when they stay with us they do grow we can get students to grow and so you know there'll be times during the year when we'll talk about kids
123that grew green kids that grew blue and what that means and that means that they're on target with their growth again we receive a lot of students that are below level but we get them to grow and when we can get them to grow more than one year that's when we turn them blue pulled out numbers good with us from even if it was early childhood yes through Transit shows that they do better but and I think that that's a number of reasons right yes it's a great teacher here in the district it's something to uh to say for stability with stability Yes yes again when we have kids over time we can get kids to stay with us to grow we use all of our research-based strategies again bringing kids in to talk and
124understand where they are and where they need to go that's a huge help is my holidays my my youngest daughter went through the creek money system she was always in the IB Program in her first two years of high school she was not a junior senior year when she was a diploma program a lot of kids found it very difficult but because she was in that same system and she understood and how it helped her and vaccines for the highest accessible and cool and I definitely gone through this program yes thank you Dr Hall I'm going to have Mrs casalonga and Mrs schreffler step up for the Middle School I'm a schreffler this is olonga um we definitely do use map and we do a goal setting with our students as well we're going to
125kind of walk through that process before we actually do the process with the students we do actually roll it out to the staff to explain like what we're looking for what types of conversations to have we my job like IB I'm not in the classroom unless I sub I did actually do some goal setting but I help those teachers have those conversations ahead of time so that they know how to get the students to individually Cycles which we will show you in a moment so done completely so um students first reflect on their scores in relation to Norms of the nwea they answer questions regarding how they think they did is their score what they expected which subject they feel they scored better so we kind of show them this slide and we have those
126conversations right there in the classroom um students then are told that they're going to have individual conferences and this happens in their advisory which is also the teacher that gives them the map test so they're in that same group um they are told that they will be identifying specific programs or steps that they will use to practice to achieve these goals in their scores and they are given access to a choice board which if you go to slide three you can click on the choice board link and this Choice board is posted in the kit or in the student's Google Classroom both grade level and advisory it is also that something that teachers Post in their Google classrooms for you know early finishers like if they finish the assigned language and literature for the day
127they might go to their choice board to work on that um certain programs posted are marked priorities so those are the ones that show data wise have the biggest impact so for example in math Alex is given priority which is Don can you zoom in on that screen a little bit or increase it around here oh okay okay there the old eyes can see it now so Alex is given priority for Math and then in for like reading literacy Achieve 3000 is given priority in addition to those listed for priority we also have some fun ones that tie in as well such as like fact monster Prodigy um Spelling City so some different options that students can use students are told of the incentives for meeting growth goals which is actually the next slide in
128this Choice board so one advisory class per grade level that has the highest growth overall for their class will win a pizza party sponsored by the administration and individual students who make the projected growth in either reading or math or both will receive Food treats from admin and be entered to win a 25 Amazon gift card two students per grade level receive that incentive so um then yeah so then the advisors start actually conferencing with their students and we did this mostly during advisory but we were also given a half day to complete the conferencing during these conferences students are showing their scores again in relation to the norm scores from the fall benchmarks they are also given more information about their strengths and weaknesses and this is all given to us in a report
129from nwea which is actually pretty nice and convenient but for example if a student needs more work with informational texts um a student can choose a program such as Achieve3000 to practice these specific skills students look at their fall score and their projected score for the spring test they decide which or they decide to set a goal based on those two factors advisors stress that we want the goal to be achievable because of course kids you know they want to reach for the stars and they might say that they want to you know grow 10 000 points which is not something that's realistic but we do specifically try to look that like if a student is in green we usually recommend that they stay near the projected score growth score because they are towards the
130top of the area already for their grade level but if a student has a lower score we look at their previous history to see if they had higher scores that might suggest that they have a higher growth goal that might be like maybe they had a bad day so they tested poorly on that specific day so we try to look to see if there's like patterns or Trends once a student sets a growth goal they then set a plan and to practice the identified skills using that choice board that was up here earlier we do try to tell them to commit to something that's realistic and you know not something that's going to put on necessarily like an overbearing workload like I teach seventh grade math we tell them you should be doing at least
13130 minutes of Alex a week but if they decide that they want to do an hour every week you know we we try to say like you know is that realistic for you because we know that students you know have a lot going on so we try to make sure that it's a realistic goal and it's something that is achievable um as this conference is going on uh The Advisory teacher is actually entering the selected goal that the advisory teacher and the student set into the ndwea program they are actually also putting the action items so what um items they chose from the choice board and how often they chose to work on that and that goes into the report as well then the advisory teacher runs a PDF report that shows the end like
132the map score it shows the projected growth it shows what the student has set as a goal it shows like areas of strength it shows areas of weakness so like it will give you like informational text or geometry as some topics that the student might work on it also um gives like it does go even more specific like if for example their um operational sense was um a weakness it will say specifically um adding and subtracting with rational numbers or even more specific they'll say with fractions so that is very helpful especially from a teaching standpoint to know that you know the majority of our kids are lacking in that area so when we go to hit on that when it comes up in our units you know we know that that's something to focus
133on so then no that's okay that's good so uh then once the PDF report has been generated that gets shared with the parents via email it's sent there and it is I mean what like 37 Pages pedia um it's quite large and then um the Math teachers get the math scores and the reading teachers get the reading scores so because of that breakdown of you know what areas might they need assistance with um in the winter sixth and seventh grade typically takes map again and they'll review those scores where they are are they heading towards their goal eighth grade doesn't take map uh in the winter because they do PSAT during that time so that is one of the reasons we look at setting a goal for spring also because you want that whole year
134goal and then in the spring we'll review those scores and students will get incentives hopefully so that thank you thank you so that PDF file information in there and it also also has like what they agreed to like they said they're going to work on Alex 60 Minutes a week or they're going to look at Prodigy for 10 minutes three times a week um so that's in there that's typed into that nwea and that generates in the PDF report that's emailed to parents okay so my second part of that question is um maintain or try to maintain a balance of in-person versus maybe computer or these extra things because some of this is computer-based correct all of that choices is there a balance between in person and well well with I mean obviously because the
135math and the rating teachers are getting access to those scores and they do try to do intervention as needed um when time allows um I mean I'm just curious yeah class for 40 minutes and they do backtrack based on their goals but they also have like you know a lot of variety in what those students have like either you know high standards or you know areas a week so to do that an entire class all the time and reach the state standards for that grade level isn't always so they do um and I mean correct they do do like little Skill Builders if you will that we didn't ties in with that as needed especially if it builds into the current curriculum like they review fractions if they're working on purpose and profit probability things
136of that nature because that's a basic skill that's lower level but it's something that they need for that current time and then they also the nice thing about Alex I should point out is um it also breaks down my skill level so kids have to do a test that basically brings those skills different areas and it gives them areas to work on and then once they graduate it moves on to the next skill level so it's a program that grows with them okay this in my mind I Envision when you walk into class 20 kids are in there and 20 kids are getting a lesson together but that's not really the way it works is that correct portable setting no or just regular every day I mean how are we doing that every day some
137some kids may be working on Alex while otherwise you know a one class lesson then when they walk into place Mrs Scarborough can I and say that there's a whole group lesson that takes place so all students yes all students get a whole group lesson and at some point during that period it is differentiated by this personalized goal setting and what that student needs and a teacher could be working with five students over here on a specific skill and five students over here could be doing something else and five students over here are working on something else yes together yes whatever whatever Linked In in their classroom so if you finish the science lab that you were working on that's the first place you're supposed to go this is that choice for and work on
138Alex we're achieve what you're building those other skills um so math and reading are still working on a grade level math and read ing students are also using these as extra like fillers to build up their level and hopefully reach those goals what happens you know what happens with that with that class as a unit so that made it very clear instruction s all right so so we have heard from thank you Mrs castalonga and Mrs Shreffler that's uh Elementary Middle School and now let's hear from Mrs Belen from the high school so we just started math last year and I had a student teacher and so um Mr hollyfield walked by and he saw what I was doing and so he's like oh you'd be the perfect person to come here to kind of
139see what we did and um this year I don't have a student teacher so doing those conferences in the room you know was a little bit more difficult but let me just start by you know the students took the test I'm gonna guess it was like about the second week of school and um we had to get all the students that were absent stuff we kind of had a week for them to make up the map test and then we look at the data and we set like two it took me about two days to get through my larger classes um some of my smaller classes maybe it only took me one day but um then what I did was I had the kids come up to my desk and I conference with the kids
140so I was giving them maybe a review that they were working on for a test something that they could work on so I could into individually meet with these kids and at the high school level this is so important and having those conversations I had a couple kids in AP stats that scored really really low I'm like what what were you doing oh I didn't even try you know I thought this was a waste of time and so because this is kind of new at the high school I you know like the seniors they thought okay I don't need to really do anything and I'm like you guys this is really important data and looking at some of the data um my seniors their geometry was weak well two years ago that's when they were
141in geometry and so it was kind of interesting to see that and so and I said so what can we do to get those scores back up because obviously you have a deficit now in that in those geometry and maybe that reasoning and thinking and so that's when we would talk about okay well what can I do and one thing I I know all teachers don't do this but I'm pretty much I I was I came from school to hear so I got to school at some this morning and I'm you know still haven't gone home yet but I had kids in my room after school um kids that some kids are you know kind of strong kids but they are goal Seekers and they just they don't want to settle for a bee so
142they're going to work really hard and they're coming after school because they want that extra help I have kids that you know are that at that D level and they're coming in after school to get that extra help so when we have those mat when we have that meeting I asked them I'm like would you be willing to come after school one day week to try to bridge that gap for where they're missing some of the resources that we use at the high school are we Khan Academy is probably the biggest one because while I'm talking with those kids I'm also having them go into Khan Academy and they can put in what their scores were so then Khan Academy will automatically have them work on those weaknesses that they have some of the great
143things about it though I had this I have I had a student a sophomore in geometry and she scored higher than most of my AP stats kids so she was new to the district I got I told Mr Noble I'm like we gotta get her on math team she's in band like connecting her with other people and making my instruction to her at that higher level recommending her for honors next year so when we get these map scores you know we're having these individual conferences with these kids but then we're trying to get them on track um at the high school the seniors it's a little bit lower for the juniors I'm looking for Four Points of growth okay and what's really cool too is when when I conference with them you know a lot
144of times what's their weakest score geometry I'm like that's great you're in Geometry right now we're going to grow that score your algebra score was really good you had a great algebra teacher last year you know we're gonna so having those conferences with those kids and showing them hey you're in this class that's going to help you grow um one of the things that you know you know is probability statistics is one of the the units also so with my AP stats because I'm like you're gonna grow in this because that's what this class is all about so having those conferences and then really talking to them what can we do what can we do together to get you where you want to be um I've got kids that are in that 90 percentile it's
145hard for them to grow you know for them we recommended going growing two points um for some of my kids that maybe were in the 30th percentile and telling them what the 30th percentile means I think is also helpful giving them a reality like if this is where you want to go being at the 20th percentile isn't going to get you there so you're going to have to do something to get there um so I guess you know having that having those conferences having that goal setting now our next one's going to be I believe January 12th is when we're going to do our next map testing how it works in the high school is it's in their first period class we do both of them at the same day at kind of from 7
14630 to about 10 o'clock so they do the math first and then the reading or the reading first then the math and um kind of interesting to see like if we do the math first does that help you know do the reading so you know different things like that but um that's how we're kind of doing it in the high school and like I said last year was our first year of doing map testing and that last year was such a hard year I don't know if that gives us a good Baseline for what we're doing I think this year start you know and then just having those conversations with those kids and saying this is important don't just blow off this test don't take this and when I'm walking around as they're taking the
147test you can kind of see where they're at that's the really nice thing about map if they don't understand the problems will keep getting harder until they start missing and then they'll go down but you might have kids going down where you're seeing a pie with fractions of fractions of something that they're struggling with um so it's really interesting to see you know to see where they're at and and teaching the kids also you know you have to try yes you're going to have hard problems but that's part of perseverance you know don't give up just because you got a hard problem you know and and using some of those strategies so I guess um how it infects our it impacts our instruction then you know knowing where those kids are at and trying to
148you know differentiate that instruction so um that one girl I am trying to give her harder problems trying to really um have her be a leader in the class have her kind of be one of the kids like where we break up into groups where she can help other kids so it really does help kind of see kids that you can put together work together and I'm already seeing my kids working a lot better together you know putting them kind of in groups to have them work together um I'm kind of excited to see how they do in December in January what we kind of did when we were setting our goals was we were kind of looking at okay well if we want four goals for the year let's try to get two goals
149by January two points by January and then another two points in the spring so do you guys have and so I told I told uh Mr hollyfield I'm like I'm just gonna tell him what I do I didn't have notes or anything but if you guys have if you guys have questions that's how I do it at the high school okay thank you Mrs Bailey I appreciate the enthusiasm from all of you at this time of the night too Mrs Milan and when you go on her class that's what it looks it looked um so I think it's important to understand that we do give students an opportunity to talk about their growth their personalized learning teachers do know that was one of the questions of the board um do we know where kids are
150do um teachers what are they doing to help them and this is kids that are below level on level and kids that need enrichment opportunities and we get that with that personalized kind of goal work and we're sending teachers out right now to get trained so that they can go out and train the staff on more ways to support our students any additional questions oh um let me talk about assessment schedule again we give this assessment three times a year we're gearing up for our winter assessment and in all nine buildings there's some type of data analysis meeting where they sit down and they talk about individual students and what um students need in various tests but certainly with nwea we determine what our staffing needs are we looked at coaches this year and how
151they can support teachers and then we look at and determine what our curriculum needs are and what resources we need to purchase and and get for students and for teachers questions I don't have a question I have a comment as always first of all I'd like to thank you Dr cognanis and Mrs Roop the four of us sat down and after there was so much confusion we kept asking where are our kids what's going on you keep saying we're behind we had a great meeting the last time and the bells went off and we sort of figured out that it was growth that we really wanted to see we I don't think understood that growth is is the number we really want to be achieving and I really really want to thank the four of
152you for taking your time out tonight because you made it much more clear to us um we we know you're working hard we just didn't get those numbers why are those numbers so low we didn't understand it I clearly understand it I I hope the rest of the board does now I absolutely want to see those growth rates go up um but it's also nice to understand the process what are you doing and each of you are doing something different which is great you're doing what works your area with your your students and I just want to say thank you for being here tonight for being so dedicated to our students and tolerating all our millions of questions at this hour of the night so thank you very much I didn't understand I think I
153need them to come back you need to just sit over there and behave for a minute thank you all right no really thank you all seen kids I've had and having the success I've had Julia I've had your kids so it's really cool because you know you know I know maybe our test scores don't talk but we really are turning out some awesome kids so I you know please don't get discouraged sometimes I think states that you know those numbers can be different and and sometimes we're missing it by so little and it's just um our kids are a lot more than just numbers absolutely I do have a question yeah go ahead real quick because I've got it yeah so thank you so much again for all you do really appreciate it stepping up
154to the plate for our kids so the question I have again you may have said it and all the data that was given to us tonight but going to we're not doing any form according to what you disseminated to us we're not doing any type of assessment with The Kindergartners right no we do have assessments um with the kindergarteners we just don't have consistency at every school to be able to say this is how that particular cohort is doing but we do have the kids assessment and that's one assessment that my office gives you data on and we're going to work with our kindergarten team and bring over that data from Matt so we're going to make sure that we're consistent across the board with that okay so I just want to take it another
155step before kindergarten do we obtain any type of data or data from ELC here yes so that's our teaching goals strategies and that's one of the reports that I put in the FYI I think even miss Chester talked about um maybe perhaps last in the spring of how our student students were reaching for kindergarten Readiness for that assessment okay so we use all of that from the pre first grade to come up with a projection or a target number for our first grade leading on all the way through high school right yes that's just a different assessment so Pre-K assessment is different from the map assessment they don't take that at all thank you thank you much thank you Mrs field and this is also this this is helpful I mean I think the more
156that you can bring you know other than Dr Hall we're not Educators here yes but we're all very interested in seeing all our kids achieve academically is absolutely to their potential so I think the more you can bring to us like this the more we can ask better questions of you so keep doing it and and we'll get there okay yeah I think so I think we kind of start off asking questions maybe they're not the right questions so I we need some education on how to think about it measure it and then we can as a board think about okay how how do we allocate resources appropriately so the kids are being able to Max maximize you know their achievement so it is the Magic in their hands and we want to thank you
157guys again this has been a long night for you thank you so very much okay do we have any old business okay um can Dr Cara somebody I'd like to know where we are with the numbering of the windows and the doors um the last update still said quotes um I'm really getting frustrated because at our First Responders meeting today one of the things that the First Responders brought up is they are all having to help each other in different towns Moni is having Frankfurt respond to many of their calls they don't know our schools don't know where they're supposed to be going so we're working again on getting um the layouts of the schools to them but again we want to know where that numbering and that's going I mean it's been a long
158time I know that it kept getting dumped to the side by different people but the First Responders very much want to know because they're having these issues they're all responding to different towns different times and they don't know our schools I mean even our own First Responders are saying they have to stop and think what school are they at and where are they going so I would really like to know where this project is outside of quotes I'm tired of seeing quotes on the update so I just approved the contract to do that today uh it's somewhere between seven and eight thousand dollars so that's going to be done and then uh the vendor has said that they will start the project over break so that's when they're starting the project to get the numbers
159on and that's for every school yes that's for every school what's the target end date I I don't know that off the top of my head okay can we get that information please yeah and how they're doing it because we have schools that are going to have issues with things with the asbestos removal and stuff right well a lot of the numbers are going on the outside of the windows so that won't be an issue right but the only place that we're having asbestos abatement is here at this building which is only our administrative offices and then um it uh Crete and Balmoral which is going to be the cafeteria area that's it okay I I would like to know what they're projecting will be their target date so that we can get this put
160to rest yep thank you any other old business any new business um I have a question about the consideration for a mascot at the middle school that was in our updates and I has been brought to my attention that there are some teachers that have been wondering if we could not make the um all the schools Warriors I don't know if that's something that we want to consider or at least maybe just the middle school have them be Warriors then that of course then go up to high school as Warriors instead of each School having its own so that's just what some teachers have been talking about so I don't know how we feel about that but wanted to bring that to your attention so yeah and that's why I was updating the board with
161that because um when the athletic directors uh came and talked with me about that they were really excited because what we're trying to do is start creating consistency in the district and creating more um a uniform uniformity throughout the district so I had told them I said if you're going to do that make sure you're involving the students in that decision making and eventually we will need it to come we would come through the board on those kind of final decisions but um so I think it's kind of a Grassroots movement as what we have right here and I'm letting them kind of do that at the building levels let the students participate in that um and then we'll kind of bring it through to the board at some point Okay so sounds good I
162just think like I said for the especially the middle school because we are trying to grow them into the it would be make sense to make them Warriors yes we're really doing a lot to start having more consistency and just more collaboration between the two buildings they do already but anything more that we can do to enhance that especially with the new athletic programs that we are working on we're really excited right okay great thank you I just want to say I was here um when for basketball Saturday Friday and Saturday the week before and I was really impressed with how everything ran I was really impressed to see the the Middle School athletic director over here supporting and watching and everything and it seems like they're really working together and I was impressed thank
163you I'll pass that along they're doing wonderful things as a team together any other new business okay we do have a need for closed session can I get a motion to go into closed session for student disciplinary cases look second roll call Brown as an i Mrs Galbraith aye alcohol aye Mr sawales this is Walters aye vice president aye president Albrecht aye motion carries um for the for the audience uh after we come out a closed session the only thing we'll have is adjournment so we will uh suspend the video feed now so thank you for joining us
