okay i hereby call the special meeting of the board of education to order roll call please brown is here mrs galbraith here dr hall here mr sawalis here mrs walters here vice president rube here president albrecht here please stand and join me for the pledge of allegiance of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay ms roop would you please read the mission statement sure our mission statement is to empower each student to positively impact the world for a bright new future thank you just for those of you in the audience first thing tonight we have a quick budget hearing and then after that we'll go back into our regular meeting including any public comment can i get a motion to call

the fiscal year 22 amended budget public hearing to order moved second roll call brown is an eye this is galbraith aye dr hall aye mrs walters aye mr swanless hi vice president rue aye president albrecht aye motion kerry so ken i'll turn it over to you thank you mr albrecht good evening board dr cara and to the public and those in the audience [Music] this is the public hearing for the amended budget for this year i will tell everybody that we have posted the presentation online if you follow along i will not be showing it up on the screens board i've given you a hard copy of it that you can follow along with just because it's difficult to see up there and i thought it better that you have a hard copy so let

me go through this you will see again this it's very similar to the format that we've had before on our budget in that a regular budget but uh on page two you will see all of the notices in that that we have met for the presentation of this tentative amended budget we are required to amend the budget just because of the bond sale that we have had so normally i am not as you all know a fan of amending a budget however we are required to do that because of the revenue that uh is generated with the sale of bonds so that is why we're having the amended budget on page three is again just some terminology and a glossary of terms that i may use during the time of my presentation so to just

make you familiar with that page four and page five are the two uh main pages of the amending of the budget so what you will see on page four this is all of our funds not our operating funds but all of our funds and you will see the columns there both the revenue and expenditure categories the yellow column is the adopted budget from september of 21 for this year and then you will see in 2022 the amended budget the numbers there in the blue column and then the green column is the variance of all of those what you will see on all funds is a deficit um of approximately 7.1 a little over 7.1 million dollars that is just a lot of that has to do with capital projects a lot of that has to

do with how we had to book the funds um the the bond sales and all of that so that number to be very honest with you is just off funds and doesn't really um well it's a deficit doesn't concern me what is of most important is the next page which is page five in our operating funds and you will see that i am projecting out a surplus of a little over 4.6 million dollars for this year in our amended budget that does not include the bond sale i just want to make that very clear that is strictly our operating funds and our natural expenditures you will see the variances and where we are down in areas a lot has to do with salaries and benefits you will see and also some supplies and materials so

you know i would say it's a successful year from a financial standpoint the difficult part is i believe that there were some staff that we could not hire that we did not fill that was part of our our issue but again i'm happy to report that there's a 4.6 million dollar surplus i think that's going to be a little bit better this is this includes projected numbers for june it includes actuals all the way through the end of may so i think it's going to be a little bit better but again uh i'm happy to report that you will also see on page six our fund balances and again that's a chart of this fiscal year again it does reflect our actual amounts through may and june is projected but what you'll see on that

page is the perforated line is last year which is the the dashed red line the blue line is what we are projecting and we're projecting a fund balance of for a little over almost 49 million dollars this year and again that's just in our operating funds um and i'm happy to report that which is an increase over last year of about 7 million dollars um so um it's a good financial report again i think the the difficult part of this is that we were not able to staff some positions and that's what led us to that um to that number along with again some savings that we had in certain areas and all of that so i'm going to open it up to questions to the board and see if you have any questions about

the amended budget at all so so ken with those numbers that you just gave out to us i'm just thinking of our financial profile the five categories that four of those categories going to be a four the highest you could get right balance yes revenues or expenditures over revenues and short term balances short term borrowing and cash on hand over 180 days right so i would expect four in all of those categories yeah i i i think are in long-term borrowings yeah our long-term borrowing has always been like that i think that's what's going to bring us down but again i believe our financial rating is going to be recognition which is the highest rating i i believe that's going to be the case with those numbers i think the highest we have had was

a 3.7 yeah about about a 3637 that's usually about the highest we can get because of because of the long-term borrowing brings us but that's weighted very low it's weighted very low so um i think we're in a good financial position the district is and um you know i think uh things look bright for us on the financial side so you're saying that's that certain surplus in a positive well surplus is positive and that's not predicated on working cash it's well working cash is in it but it's not it's not predicated on the bond sale that we just had that were working cash bonds this is that is under if you look at the chart on that let me see on page five you will see under other financing that's where the bond sale comes

in and that so that is not included in the 4.6 million dollars so this is strictly operating expenditures and none of the essa money anything like that in this some of the sr money is in this i mean that's on the revenue side where we got reimbursed for things okay uh so some of that is all included in here and i think that's what makes us more positive also is some of that reimbursement that we received there were excuse me there are a couple of things if you remember i shared with the board that we were going to receive about 444 thousand dollars in additional evidence-based funding money um we received that in may that was because of the miscalculation that took place um from the state um so the i believe the city of

chicago got 81 million dollars too much and everybody else in the state got less so our portion of that was 400 about 440 thousand dollars so that came in in may um in one lump sum so that was in addition that's in here also but we lost 600 000 there about the year before so we still minus in that category yeah we were but we were mr brown and that's because we went from tier one to a tier two uh you know district now um so and i and i i'm thinking we're gonna stay tier two um so again that's just but that that 400 000 though is will be added to next year's base also so we'll continue to get that money oh okay so that's that's that's a good news that's that's really

good news in addition to any other tier two money that we may get next year so so that was a positive i think um because of our filing with fema we were able to get some more money from them also uh they reimbursed us for some things that we weren't planning on i think and now about in 150 thousand dollars more so there's a lot of little nuances that we were able to take advantage of and were beneficial for the district so is it fair to say is it appropriate that you do share with the with the public about i think it was three or four hundred thousand dollars that we abated back right yes well and we really i mean we could have had that as revenues but we chose yeah we could well

that's that we would have that as revenue for next year that comes on our actually this year's taxes and all that stuff um and i to be clear on that too mr brown we didn't abate that back we just didn't take the money is is what it was we didn't debate it back but we we didn't take it and that so if i'm right on that am i right john i'm gonna turn to john on that i mean it's still it's a splitting hairs though but yeah the semantics yeah yeah it is just we have a lawyer whatever he says what is it [Laughter] but the public will see the change right the deduction um right so can when will uh the auditors come in sure thanks for the segway i appreciate that so that's

on page seven um i want to share with you you know at the beginning of the year when i gave my budget presentation we had some goals and so let me share share our goals with you and where we're at to complete the fiscal audit by december 15 to 2022. uh we have already started that process brian and i have started that process already the auditors have started looking at all of our stuff already they're going to be doing their field work in august they have that set up already so we're way ahead of the game right now so we are in really good shape with our audit again um our financials our accounts all of that have been taken care of and are in really good shape so you know as i shared with

them i look at this one as being pretty painless you know and that so i'm happy with that okay yes we're using the same company right using the same company miller cooper yes thank you um we did transition our business suite platform from skyward sms to skyward cumulative um that is just an ongoing process but we did we did transition that i will share that it has made a lot of our processes a lot more efficient as we as we move forward here and we're still developing those as we go so that we've completed the end of the month closing procedures i think we have that is pretty solid you'll see as you as you can see our new financial reports uh that you've been able to see now um we just may update our

procedures every once in a while brian will do that but for the most part that that just continues um we have restructured the amazon business account now so that um every department has their own business amazon business account it has approvals in it uh budgets are in it and it's also all taxes and purchases so we've had that all set up and we're happy with that and again as you well know facility planning and capital projects is moving forward so okay okay so in the category there's no rest for the worry when we get the budget for next year there yeah well [Laughter] yes sure okay no um any other any other questions please annette okay okay thank you thanks again thank you and cheryl we did not receive any public comment for the amended

budget hearing only didn't we okay so no public comment can i get a motion to close the fiscal year 22 amended budget public hearing i'll second whatever okay roll call brown isn't i this is galbraith aye dr hall aye mr swanless aye mrs walters aye vice president rule aye president albrecht aye okay the amended budget hearing is closed um so next up is back to our regular meeting and public comment and we have one from pat fogarty and the topic is can we get metal detectors in our schools pat you can come up to the [Music] well after the last shooting i was very upset and i was i had thought that after the sandy hook instance all schools would have metal detectors to my shock most schools do not thank you most schools including

crete mone do not have them i think for the safety of our children and our students it's the least we can do we can't do anything about at least i can't do anything about mental illness or ak-47s but hopefully i can put some pressure on the school district to get some metal detectors in the school thank you okay and cheryl was there any other public comment okay next up any board updates hit okay okay um moving on to administrative updates i'll turn it over to dr cara and talk about safety plans great thank you so much this evening i have invited members of our administrative team both from the middle school and the high school as well as our central office team to come and share some updates uh regarding safety and security within our

buildings of things that we're working on for next year it is not an ex exclusive list but it gives a good overview we have ms krisos mr hollyfield from the high school mr cerma will be giving a few comments and uh mr simpson from our uh director of security so may invite them to come on up and i believe they have just a short power point and then after their uh presentation there's certainly some time for us to discuss some of the items on the uh their presentation and one of those is certainly do you have a clicker detectors all [Music] good evening again i think one of the issues that has been neglected quite honestly on our part is residency checks and residency verification so later on during the business part i'm going to

be given a detailed update on a recommendation that i have for verification of residency but i think as part of our safety plan that whole process needs to be looked at to make sure that we are verifying the residency of not only new students but also continuing students to make sure according to board policy that only the only students that are being educated by crete monet are creep money residents so um i'm just i just wanted to say a little bit about that um again i'm going to be given a more in-depth presentation during the business part of the um of the meeting but i just wanted to share that with you okay okay i just wanted uh first of all for those who do not know me i'm mr hollyfield the associate principal for

the high school for the upcoming school year and we have looked into metal detectors i presented a proposal for eight to be installed at selected high traffic doors where our students enter and exit at the front door and the last quote i received for eight is in the range of forty thousand dollars definitely we wanted to look into that especially after the incident that occurred in texas and we recognize that it's a big problem so we wanted to bring that information to this committee of the whole so that is on our radar for now is that is that 40 000 per 40 000 total total yes did you say those are the overhead type the overhead the overhead tires yes so walkthrough walk through and it will also help because we've been doing manual bag

checks so that will help expedite the process so that we get the students in so that they can get to class in a timely fashion the the metal detectors are a walk-through metal detector it's a garrett product that and they do have a what they call a school special on that that will include also battery packs and casters so they're movable so in the event let's say we have you know mr outfield has an event in the gym instead of having two he could also have four there and that's so they they are movable and they do have battery packs on them they also excuse me come with wands so you can one and check people that way too and that so uh it's it's a full package again it's about 5000 each that's fully

installed also so somebody will be here to install them and all of that that's complete does that include maintenance uh there's a three-year guarantee on them warranty on them so i'm assuming that if something happens they're being repaired i can check into that but i believe there are there's no uh maintenance to them except you know keeping them clean and all that stuff i believe i did price it out with covers too i think so that you could move them outside actually and use them outside if you wanted to too so thanks ken i have a i had a question for mr hollyfield yes when you said eight in your high traffic areas i think you said right the doors where students enter and exit don't we only let them enter in the main door

well because the buses uh come in the back we have two entrances one in the a hallway and one in the b hallway so just be at two doors right yes and then exiting those same two doors and the front door but would you be having them go through metal detectors on the way out also i guess i'm just trying to clarify well entering is the problem we want to manage what's coming in when they're exiting they may be there but we don't necessarily have to have them on i just was asking for the people at home who are watching yes got you they've been emailing the board seriously so there's a lot of questions out there about metal detectors great thank you thank you so i guess the question is are you thinking only

high school are you thinking high school and junior high or all schools the other and the other question is i understand after what happened we all talk about it it's emotional but the only concerning thing is eight right let's think of the the the effect you know the logic of that there's only eight how many doors are here so the problem is if you do some of the research where did the person come in at that school they didn't come in through the front door so we have to be careful that athletic doors this is a high school we have athletic doors we have theater area we have a shop area we have kids coming in i guess the theory is i don't if we're gonna do it don't think small-minded uh because there's a

lot of access points here in this building and and i know that middle school is a little bit smaller right but still how many access points they have sports they have theater three access points so i mean we had to think outside completely right i mean so so i would say i think that with the eight just from knowing high schools and he said high traffic areas those will be the areas where they're coming in and out now you could put it at door 17 where nobody comes really comes in and now it's not really monitored but if it goes off who's there to monitor it so that's one of the reasons you want to put it in the high traffic areas the eight that um that they see will be more higher volume than

others where they may not naturally come in a door but they know that it's high traffic and they have security in that area so that that would be the reason for it otherwise i think the difference i think what bill is referring to i think you're talking more about the students coming in and out i think he's saying if there's an active shooter that's not a student they could enter through any door so i think that's that's the concern that's where procedures and rules though come in because the door was was propped open in that situation and they were not following rules and procedures so that's important i'm gonna i'm gonna speak on that that was a good point we had uh mr ken trump come in ken trump is a national security international security

the the not a the he came in and spoke in this very room uh four days after uvalde happened uh we had him come in uh i had him scheduled before and he spoke on metal detectors and i've i've spoken he's done a hundred i think in 80 interviews about uvalde since it's happened that's how well respected this gentleman is one of the things i got out of his class about metal detectors was this and it really stuck with me it's a tool it's one thing uh one of the things he talked about is it's about people not products and miss roop going exactly what you said we could have a thousand metal detectors in this school if we don't have the proper training of our staff uh our security staff i'm gonna speak with

mr hollyfield we're gonna meet on this because we could have these metal detectors but every person that's monitoring them needs to know what to do when they find something what's the policies and procedures going to be i had an incident recently where one of my security officers made a bad decision on something and those are the things i'm trying to avoid when we locate items so that's the first part the second part is the training on this it is a tool it is one tool but one of the things that i wanted to move forward on this is it's about understanding behavior and actions of by everybody because this is a community here and we need everybody's secretaries and teachers and everyone to recognize these things yes this is going to help us but it's

only one thing and uh to prove that point is exactly what you said where uvalde was pretty secure i was just down in texas and i had five people from very similar school districts how they have their police department set up i was down there for the dogs and i was talking to him just about this and mr trump and it specifically goes to this so yes this is a piece but the training component of everybody involved is very important and that's what's going to make this effective not just the item yeah i agree with you pat i i read a very profound article written by ken trump regarding this topic and he was not really one that advocate or advocated metal detectives as a number one thing to stop this violence so there's a

lot of things that we need to do equitable equitable policies enhancements and so on and many of the things that you mentioned so i guess i would like to see data that shows that none of the metal detectors does in fact stop violence you know what schools have installed metal detectors is it is it a combination of majority african-american schools with the demographics or or white students majority demographics or what because i can see this as being a barrier it has pros and cons to it but i don't want people to have a false impression that this is this is the end of all that this is going to solve all our problems and forty thousand dollars i definitely expect it to be more you know that's not a whole lot of money but i

think on the surface we already got a trust issue here with the students with the teachers we heard our students come in our last meeting talked about behavior issues so on and so forth that's still going to be there so what do we address first what do we invest our money in first even again even though it's forty thousand dollars then i heard someone say about maintenance i that ken trump article talked about schools don't understand that there's gonna be train needs training and these detectors get outdated and what's the plan for that so on and so forth so i would like to see more of the data that you obtain your team your team obtained and the pros and the cons and what's justify what justify these metal detectors right now was it that

shooting that just occurred could that have prevented it i'm not trying to answer questions or or throw answers out there or questions or whatever but i just at the end of the day want to see a very comprehensive plan myself and mr brown i think to your comments i agree and i think what you're going to hear as we move forward this is just one strategy which is why i'm proposing that we start with eight because it's not the end-all i can tell you that i've worked in many schools where there were metal detectors it does not alleviate the need for training and real conversations to occur with students and the adults that are in the building so you're going to hear about that as we move further but i do think that the eight

will be a tool one way to help because we plan to continue the backpack searches i think this will relieve the burden of us using staff that could be strategically placed in other areas where they're not just stationed doing what devices have been created to do our everyone staff included have to go through a metal detector the staff included yes i want the staff to go security personnel as well other than those who are allowed to have a gun because again it's just not right yes can't bring in guns but that was my thing even with staff we know that various people due to the unprecedented times that we're living in may be going through something psychologically so i would not be opposed to everybody including myself going through because i think if we're going

to institute it just like you're talking about to be equitable i think students need to see me walk through it as well to reduce this stigma that might be out there surrounding these devices yeah right absolutely i agree all right everybody right yes and and i think we have to do our part with dispelling uh the stereotypes why schools have these devices i think that these shootings are transcending like racial lines they're coming into all types of communities with this so i think we just have to be proactive instead of reactive we don't want something to happen here and then we have the conversation about the metal detectors when we could have put the strategy out there and we know it's not the only strategy i'm with you it has to be comprehensive and we're

working on that and you will see some of the ideas that we will bring up tonight and as dr kaglini said it's not fully comprehensive we're still working on it but we will give you a very good idea of what the plans are okay okay thank you so um just to kind of reiterate what bill said is it something we're considering for all schools at this point we were looking focusing mostly on the high school there was some conversation about the middle school and we had conversation with the administration about the practical pieces of how they could do that and i think we're getting a little stuck on that so i think there's some more conversations to come with that we have not discussed it at the elementary buildings okay i think it's something that

i mean is worth at least having those discussions these shootings have happened at elementary level schools as well so um i'd like to see that discussion as well i agree because it's not only the students and staff we have to worry about an outsider coming in and it's an outsider who did sandy hook it's an outside i mean you just go down the list it's not somebody who belonged at the school it's somebody who came to do damage so my theory is where if one gets it they all should get it because it's not all coming from inside the school it's coming from outside they're entering and they don't belong there i read all the cases from 2000 to 2000 to this latest i read a little bit of each case and there was one

case where i believe it was a seven-year-old shot a six-year-old so i know we can't solve world hunger we have to start somewhere but again i would expect some short-term and long-term as far as as far as this you know this plan is concerned for strategies not just stop it right here metal detectors and the other things is added here but i would like it to be expanded to a really a plan this is what we're looking to do now this is what we're looking to do in the future and i think it's really important to hear from the board your your thoughts on this this is a difficult these are difficult decisions and uh and again it's not about the money it's about you know protecting our students number one and our staff and

then again how are we going to operationalize this because there's logistics that will go through with how we're moving students through um does it add to the school day those kinds of things whose staffing those will be some things that will need to be considered in you know rolling out a plan as extensive as as it could possibly be so your input is very helpful i i don't know if there's maybe john our council can ask answer this is there some type of bill on the table down in springfield a house bill requiring metal detectors in schools or is that colleges i saw something out there pending 2019 or something like that the general assembly is done for the year so there's whatever was pending is that didn't pass there's nothing new on that okay

but nothing come to your memory off hand about no not not requiring mandatory metal detectors in all public no no you might expect to see something introduced and proposed as a result of the last few shootings but remember all you know the legislature left early this year they usually finish up in late may and they were they were about a month earlier than that this year so um they'll come back for a veto session in the fall but that's always use a very limited agenda you'll you'll see a flock of new bills coming in in january okay do you know anything or they can or any one of you know anything with the president or the bill that's going to be sent to congress or something to that effect about gun control having money sent

to the schools for safety i thought i heard the phrase metal detectors in that that's supposed to be coming hot off the press are we looking to get any money to offset some of these costs anybody know anything about that thanks don the the bipartisan agreement that took place in the senate part of that agreement does have additional funding in there for school safety um however that bill hasn't even been written yet they still have to write the bill and there hasn't been any amount or allocation given so we don't know where that's coming you know how much it's going to be what it's for they did mention that it could be used for metal detectors and things like that but i don't foresee that bill happening i mean john knows how the legislature works

but he said it's going to be on a fast track i think it will but again i don't i don't think it's going to get passed until the fall at least okay but it's the congress can act quicker right now they're there right so just back pocket information i have a question um did you get to i don't know if i missed something did you go through everything that you were going to go through no okay okay that's all you want but we have more to say we have more to say um i just wanted to piggyback on what dr cara said and patrick too about you know i know the desire is to have them at all buildings but with that comes additional human capital that we have to hire to cover all of

this as well so bear that in mind it's not just the cost of metal detectors but we would also need staff like you know male female to search people as they come in if they beep under the thing we would have to have training and every building would have to then have security officers or someone trained to do that work solely so just it isn't just about the metal detectors i just want to reiterate that it's not yes or no to the to the tool it's really around how we can best service getting in our building 1100 kids in at any point in time with having the additional staff needed or an elementary school as kids are staggering in at the times that they're coming in so bear that in mind as well as you're

thinking about this because it is it's a big concern and it does add to the feeling of safety i think i think overall people feel better when they see a metal detector but there's a lot involved in the background of that too so just bear that in mind i think patrick's got the next part of the presentation if we want to move on to the next section unless you guys have something else about metal detectors well i just want to say what you said as far as having people and my understanding from the background i have that is that people are the number one deterrent um everything else is truly like you all said a tool so if somebody wants to commit a crime you can have a metal detector there they're going to commit

a crime they're going to come in shooting guns but if some even if you have somebody at the door that could still happen but people are generally the number one deterrent uh over the tool so uh just some to add on to this a little bit we started doing daily random uh we were doing random bag searches at the high school and at the end of the year the last maybe two weeks we did it every day and we've seen a significant decrease in uh like kids bringing a large amount of snacks and they might have been selling them or what so is it is it illegal no is it contraband it's supposed to be in the school no water guns water pistols when they knew we were doing them every day it got down

to to zero you know the first after the first date was 50 it was gone then 20 you know and it after that it went down to zero and that was mostly manpower here we also had a extremely high presence of both security and police in the parking lot that also helped us so it was it was that uh just what dr hall was was saying it was a massive amount of presence we had all hands on deck and then we were actually checking so they knew when they came into school every day that they were going to be subject to search so that that's what helped that actually was a recommendation from ken yep okay continue on um there's there's been some changes on our threat assessment we did we did do some training

but this new this new public act 102.0971 that just passed recently we are doing everything that's in there we do have to do a little bit more notification but we did uh did some threat assessment training here with ken trump we have our district's threat assessment team and we're establishing our each school team we did do some this year we did a pretty good job but we want to move that out and make sure that our schools are a little bit more comfortable so we had a bunch of principals administrators as we have to by law uh psychologists our social workers some administrator staff members so we are moving forward on that and it is going to fall right into that new public act there there are a few other things in there but we

we're we're doing everything already i think i have to do maybe make one or two more notifications one of the things that uh we that is not up there that i shared with dr cara is the sharing of information one of the things that i've done is create an intelligence group so i have two of them one is just school officials the other one's law enforcement so what we're doing is we're sharing information so hf and bloom and crete and whoever else just continues the growth is something that i'm going to expand on so if we know and it's it's usually either football or [Music] basketball so if i know that there was a large amount of fights at hf the hf security director who i invited to some of our training recently he's going

to put in the group chat hey we had we hosted kankakee last week you guys have them next week just so you know the the you know the the players are mad or the you know they had a lot of rowdy uh you know rowdy crowd or whatever it is not a lot information but it's still information and that and this this this is something that was new that is continuing to grow and it's going to allow us hopefully to get ahead of a lot of these problems as we know a lot of these things get resolved from information that's where we're going to beat these things from intelligence developing relationships with our students partnering with our law enforcement partners sharing of the information now one of the unique things we have here is because

we had something today that the fbi was able to share with me because i'm current law enforcement so we are getting information we are sharing this in a way and it is coming back to the school so that's that's definitely something positive one of the things we move forward on is our communication we're trying to get better on that so we're dr care is drafting safety alert letters that are going to be the same and we're going to send those out the principals will send those out immediately upon an incident that's happening we've updated our handbook with a lot of security stuff to reflect uh some of the changes in the law and also moving forward on a lot of other other the threat assessment stuff and a few other things uh we have a

administrative national uh mass notification system it's our former cast notification system so anytime anyone calls 9-1-1 what happens is the people that are on that system they immediately know about it so if any person from any phone in the high school calls 9-1 it immediately goes to my phone it goes to dr carroll phones and lyle's phone and i'm not sure whoever else so that we know we know that there's a 911 call so generally what happens is when that goes off i see it i pick it up and i call the school if i'm not there and ask what happened so that's been a great help for us because sometimes it's accidental sometimes it's a it's an ambulance but what that is is that's getting information out very quickly now that's just simply uh

a call that system can be used for a lot of other things we're still implementing it we're still getting used to it but we do have the system in place and we hope to use it if needed i think that's all going to happen patrick i have a question for you a parent asked me a couple weeks ago she said that her student came home and told her that his car had been searched in the parking lot and she was curious as to that i did explain that's on school of property but are we randomly searching cars are we just walking around and peeking in them or what's going on police officers or the security officers i believe i believe it was a security officer so she didn't really tell me who she just said

that her son told her that he'd been told his car i'm not going to speak on what crete police police may or may not have did i would they have done that on our property without you knowing them well yeah they could have i mean i know that sometimes they do traffic stops and things like that they're right right right right um so i'm not sure i mean if you want to give me her name i can call her but i i hadn't heard anything about that yep well i think that's something we definitely should know even though these are police officers coming on our school grounds and randomly without a cause to search cars so that's something we definitely should know and the reason being if there's no probable cause why are they searching

students i've never seen them do that mr brown and i i don't i don't know if that's the case i don't know enough about i don't know enough about it but i i can tell you right now i've never seen creed police department do something without probable cause they're they're very reputable police organization uh everything i'm not saying they are but yes they are i will right i believe i think that's why we need to find out the individual yeah right i'd like to yeah just say brother if you got that name and number out i'd be glad to call them now there was i mean there was a uh i think when we um [Music] we were walking the parking lots for a while but i'm i'm not i you know i don't want

to speak on something i don't have enough information on so no no we would never we would never search anybody's car no we don't have no we don't have yeah no we we've walked the parking lots and looked in cars yeah but we haven't no we would never search we don't have the authority to do that but the parking lot is definitely an area that we need to do all we could before things come to the school you know i just see that as a gap but we can only do so much so we uh dr hollyfield and i are talking about current measures that we have in place for safety as well as some additional enhancements that will be going on for next year in the past backpacks if students wanted to carry backpacks

in school not have to go to their locker every period but rather carry backpacks it was always required that they had a clear or mesh backpack this year we are requiring all students regardless to have clear backpacks we know that if we had to supply them that's at a significant cost and dr hollifeld has worked up a plan and a budget to present but that's probably one of the biggest issues is you know making sure that we have clear access right away to what's what kids are bringing in the building so that it helps to facilitate entry and making sure that all the kids and families understand that this is a safety piece at this point now i mean we realize that they might be a little pricier but it's going to be a required

component of being at the middle and high school minimally and if we can if we can help support that obviously by having them purchased and on site so that the kids who don't have them can we can help out with that we would really greatly appreciate that in terms of behavior management because it this harkens back to something dr hall said earlier you know it is about the human beings connecting with the children and knowing what's going on in your building safety overall is really about knowing what's going on and then when you see something you say something that's i mean we talk to little kids about that all the time it doesn't change as they get older and between all of our buildings i know that you have very dedicated teams of teachers and

staff and support staff and administrators who want the best for the kids every day and want to walk home every day to their own families and make sure that their buildings are secure and safe for our kids so understanding that that builds out from a classroom level first okay so we really have been pushing hard if you don't know the work of dr randy sprick he talks about safe and civil schools and that's part of the champs behavior management ideas and it's been around for a very long time we've implemented components of champs over time at the middle school and the high school is going to come in line with that by producing some more practices and it's really about training kids to be safe in an environment knowing the routines the rituals the procedures

knowing what's expected so that everybody remains safe ids are a big deal so for the public watching if you i mean we we really hearken on this and like harp on the kids about wearing their id in school it's important for us it's important for us to be really available around the neck so that we can recognize who belongs and so that we can counter somebody who's in a building who doesn't belong there because as you've all indicated the people who are coming in and causing harm are people who don't belong in the building they're not necessarily members of the staff or the team or the children so the high school is going to work on getting earlier distribution we're pretty good at the middle school about getting them out pretty quickly first couple days

of school kids have them around their neck this also requires some compliance from our bus company so that kids when they're getting on our buses are actually our own kids getting on the buses with their id on around their neck and then the other idea of this common language it really is coming down to universal procedures expectations for safety and then consistency with implementing those safety measures you know nobody should be walking to a door and propping open a door you should just never do that nobody should not be checking in at the main office there's a lot of things that we do on a day-to-day basis that we take for granted as our measures and our routines but we need to revisit them again and remind kids especially now that they you know some

have been out of school for a long time and we had to change things up a little bit with our protocols due to covid you know we have to get back to that basic understanding of everybody's everybody's job to keep our building safe all kids all staff all individuals and then parents being compliant to that too so when we post an expectation or expect something from our families they need to be compliant with that as well to keep our kids safe and i just want to chime in on two things on the first slide one of the things that we were proposing is one thing to require a clear backpack but one of the things i was proposing is that we provide each student with the backpack the high school would like to have what

we call passport days where the students come ahead of day one and they secure their ids their schedules the backpack we go over some expectations they would rotate among stations so that they're clear before day one of school the thing with the earlier school ids i feel that that should never be a problem uh so what we're proposing we have pictures from the picture day the previous year and we're looking to work with our photographer to have the ids ready day one they will do the sorting by first period teacher so we can hand off all of the ids to their first period teacher because i think we cannot afford to wait a week or two for every student to have an id one day is too many days so for those for whom we

have pictures the photographer would deliver those to us to give to the students on the passport day they will provide a list of students who did not take a photograph so when we get our incoming freshmen the photographer will come out and we will invite those students who miss the picture day last year because number one priority i would like to see everyone uh possible with the id the first day of school so that's what the earlier id distribution is about uh the other thing just one question real quick so the policy right or the procedures right now for the students right now as i speak is that the students can come to school with a non-see-through backpack but they have to put in any locker and exchange that one for a clear one is

that correct statement or no that's not no okay they are not to come to school right now presently without a clear backpack no they can come but they have to leave the backpack in the locker for the entire day that's what that's that's what i said oh i thought you said to exchange it for a clear one no i guess right right to exchange whatever oh no one does that if they come with a black backpack they typically will not exchange it for a clear one they want to try to walk around with the black backpack which is why we have to focus on making sure that everyone's enforcing the policy with fidelity so we're not changing the policy we're just going to enforce it we want to enforce that since we issued you a

clear backpack don't bring any other color backpack into the building so we're saying again no other backpack is allowed in the schools unless it's the clear one that's issued by the district that's what we would like yes because currently we do not require clearer mesh we the current we don't have a current policy at least at the middle school i don't believe at the high school that it requires clear or mesh backpacks the kids can bring any backpack to school we just when they're in the building don't allow them to walk around with a backpack unless we can see in it does that make sense so they have it's never been an actual policy so they just have to carry books or notebooks or whatever they have in their arms yeah i think um mr

brown and i um because we've had this discussion with the committee that we're on i guess it wasn't clear then because our understanding was they could come to school with any backpack but that they were required to leave that one in their locker and if they wanted to carry it all day they had to have a clearer mesh one that's correct that was what our understanding always has been so and i think that's what we would like to understand and to be but it's not policy we would like to have something written that the student needs to have a clear backpack start to finish to enter the door with a clear yes are you trying to implement this before the 2022-2023 school year yes and that's one of the reasons i'm proposing that we provide

them because to expect that all parents will be able to comply may be unreasonable so in the spirit of equity i think give them the first one well then i think then you take away there's no excuse right absolutely you know otherwise you're gonna have excuses and like you said you'll be weeks in before so i think it's a great idea yeah no no pun intended but no gray area is a clear area right okay okay we're all good yeah okay uh additionally to address uh what dr hall mentioned we're looking to provide training and additional resources to staff at the high school i'm also sharing the resources with the middle school there's a pre-referral intervention manual with every thinkable situation that could come up give you 99 different interventions that you could try with

students to help them address noted deficiencies also we want to implement discipline in the secondary classroom it's another book we want to share strategies via professional development led either by division leaders teacher leaders or teachers who are practicing these principles we want to share this with the entire staff not just teachers paraprofessionals all of the adults in the building and a third resource is the teacher encyclopedia of behavioral management it comes up with 100 problems and give you 500 plans that you can roll out of course these plans can be tweaked because as you know there's not a cookie cutter method that can be used in schools but this will provide our staff with additional think outside of the box strategies that they could incorporate in their practice i just would recommend that throughout this

whole process and i heard this phrase used over the last since our last board meeting in some way shape or form towards me in an email by a staff member and i did not like this phrase i shared it with the powers to be within this district calling our students repeat offenders so throughout all of this verbiage and language that you are going to incorporate with these policies i ask that you do not use that phrase that's criminal when you use that phrase our kids are not criminals so if you thinking about that phrase in some way please think hard and not use that phrase right and that's another thing uh we don't have everything on the slide just addressing the way that we interact with one another teacher student student to student we are

addressing those things as well in the upcoming school year one thing that's not on the slide i have proposed and talked to dr coghlanis about having great level meetings every quarter with the entire grade level sort of like a state of the school address because i want to allow them to know where i think we are and to hear from them because i think a lot of times we do planning around students without incorporating any of their ideas that has to be addressed as well because what you'll find is students are more prone to follow rules and policies that they had a hand into at least having a conversation about so we can't make things that are sort of saying you are the problem and i'm going to fix you we have to bring them

to the table here's what i see going on can you give me some recommendations because this cannot continue so we want to address that via grade level meetings in addition i would like to have like a principal action committee composed of students parents the different stakeholders so that the communication that we're involving the stakeholders and decisions that we are making the other thing that i think is vitally important is increased visits and visibility to high school classrooms one of the things that troubles me if people are jumping when you come in it's probably a signal number one that they don't know who you are which is a sad commentary but we have to ensure that we are visible interacting with students so we're proposing a schedule where we division leaders deans administrators principal included during

school day you have to be visible you can't just be in the office pushing papers making policy sitting behind the desk you have to roll up your sleeves if teachers are struggling to say here is what i recommend here's what it looks like let me come in and work with you and i think all of that is about building relationships and when students see you doing that they model and emulate what they see additional things too and i'm going to get out of the way we would like to continue the staggered dismissals that we implemented at the end of the school year what that means we did not release all students at one time we released by grade level so today it could have been seniors sophomores then freshmen and uh the juniors the next

day you mix it up so they don't know who's going first and we found that the building cleared faster because you got the one great level out onto the bus prior to dismissing everyone at one time and then we would like to continue with the random locker searches just because of the climate we're in these are just some of the strategies that we've come up with we have many more but it would take up the rest of your time okay mr hollyfield you didn't give us your estimate on the backpacks because i want to make a suggestion okay after i hear that oh i know what the numbers are but i don't know the total but uh for the middle school we're looking to get the medium size which hold up to 42 pounds they

run roughly about 16 dollars per backpack the larger backpack for the high school they are 1865 and they hold about 68 pounds okay many years ago this school district had solid business relationships we had businesses who were always there to help us we could go out and say prom is going to cost us a thousand dollars more than we have in the budget and we had that thousand dollars before he blinked your eyes i'm suggesting we take a good look at partnering with our businesses again i have local businesses little mom and pop shops that say i loved it when i was a part of the community at the school i loved being able to hear they're going to do this and they need my monetary help because the school district doesn't get the money

seriously we need to start with these business partnerships again and i'm not talking just mentoring i'm talking having them involved they hear this they're gonna they're gonna have their checkbooks out they want to help but we have to ask them and we have to tell them what we're doing and why we're doing it so i'm begging you all to get together and start this and i'll be walking the streets right along with you collecting cash because it's out there and we need to involve our businesses with our children and that's part of the ongoing strategy because as we move forward i would like for my visibility to be more than in the school in the community as you indicated not only for mentorship but we need your help and here's what the benefit is to

you to put out even promotional pieces so that we can communicate with them you've given us two thousand dollars this is an investment in students and here's the impact for the community at large and that's one of the things that we're working on once i'm able to get situated and roll up my sleeves what you just articulated is going to be more than talk you will see it and that's one of the reasons i think that you all and dr coghlanise have allowed me to function in this role for the upcoming school year i'm a firm believer that the community has to be involved for the school to move forward okay thank you uh ken i've got one question for you on just back to um uh metal detectors if we were to have them

installed for day one of school next year do you have any idea of how long the delivery time is or we ordered you know i i honestly don't um conversation i had with the sales rep is they are available so you know but you know the sooner we we put the order in the better off we're going to be right um i just don't know that i i didn't ask that question um you know i just asked for a price and that's what i got so okay i can find it out though i think i think if we're we're thinking high school and you're going to put that budget together ken i got to tell you after this year's incident you got to think of the middle school there's no age there's no age at

the axis of whatever they can bring in there's no age in that and where where it's coming in from and i think the other thing is if there's not a policy do we have to create one and we have to enforce it we have to enforce are we going to i mean we listen to what what a student said whether he was able to walk through there whenever he wanted with it with his backpack we have to enforce it which goes back to having the staff to do that but you know i guess we got to have a plan in place how this is all going to function without disrupting you know are you going to be able to hire more people or are you not going to be able to um are you going

to have a budget line for it can because the other part of that is i think mr holyfield said it a little bit is walk in the hallways right right there increased visibility the teachers have been asking from that for the administration for for a long time for for administration to see what they see so they can come up with a plan on how to fix it in the same sense like mr stevenson said it'll be about training how to utilize the tool so i think there's a lot of unanswered questions here before we even make a decision on if we're going to do the high school that's great but we all seemed this year that it doesn't just stop at the high school it went lower you look at tv every day and you

look at the news these people these kids aren't 16 17 they're 13 they're 14 they're 12 whatever they are so i think we need to look at all of it and i i agree bill we we owe it to all of our students uvalde was not a high school or middle school uvalde was babies and we went after somebody went after and i just like i'm part of that as well if we can if you guys can is there other high schools in illinois that have them if there are is can we have a conversation how effective everything is i mean it's anything we do we at least reach out like mr seaman said you know you asked that gentleman that came here and gave you training what it's what does he see i mean

we're pretty much asking their opinion and what works for them kind of the same thing so if other high schools are doing it how effective yeah board i think you know i can create a budget line that that that's easy that's not the issue here i think the issue is as as these guys have said is you know i think we need to put a full plan together bill you're saying the same thing but we also have to look at logistics of implementing this if you put eight metal detectors in the high school what staff do you need to monitor them and what are you pulling away from in order to monitor them i'll give you an example when you go to the airport and you go through a metal detector there's a whole bunch

of tsa people there and i i know it's not but i mean there's just a lot and so you can't just have one person at the metal detector there are also let's be honest there's also going to be some union issues here because if you're having staff monitor those things they also need to be trained appropriately and i think like was brought up you have to have males and females searching so and how and how many people will it take to get how many students do you say 1100 1100 1100 middle school to get through yeah and and so i think we have to look logistic and please i i'm not saying we should not have them i'm not saying that we can't afford them but i think bill i agree with you that there

has to be a kind of a full plan put together so we know we can't rush through it and we have to do it right and let me let me just again on the elementary side you know again there's two or three entrances that we have kids coming in we're having staff maybe monitor that i don't think we can add enough security guards to handle all that but if they're doing that now they're not in the classroom when the kids are going to the classroom so you know again it's just things that we just need to think about logistically and how we're going to do this uh me if you don't mind no meaning instead of having it the first day if we take the time and do the research and we get everything planned

out and we have a plan then let's just say maybe it's after winter break just you know or it's the following whatever but you have to have a plan in place because one we got to sustain it right yeah it's the same the training we have to sustain it all i just don't think that you know to try and do it the very first day in all of our schools is going to be realistic i just don't think that because again we're looking at putting a plan together we've got to order these things and that so i think you know again my recommendation is i think we you know we have to kind of progress this i think we start with the high school and get them set up and then start moving forward and

you know you kind of you kind of learn as you go with the logistics of how this is working at the middle at the at the high school and then we have conversations with kokona her staff her leadership team okay you know maybe we come back in i don't know i'm just going to say october maybe we can put them in october over there and so we slowly start putting these in because i just don't think we have the resources here's the other thing all of our buildings are under construction right now i can't do anything as these guys will tell you back here well not all of you yes ken as we were saying you know that metal detectors is one tool so if it's something that we're saying that we're going to do

you know let's get it done in the high school first then we just need to still know that there's safety plans that are continuing to you know to the highest level sure aside from that you know whatever else needs to happen over there i i agree with that and i and i think those things can easily be implemented the very first day and i think we've already talked about that i know dr kara and chantel and lyle and i have gotten together and we've talked about you know professional development before school starts and all of that so i think all of that and actually we had gotten an email too and you know i don't know how you fix something like this because of course we wanted to build the new schools we all know

that didn't happen so we do have buildings where there's a lot of windows right you know they're almost like sitting ducks if somebody does come in so that's something else that we're going to have to figure out how we can address as well you're right there are things like shades on windows you know that's what i'm saying if we can at least start in those things at the elementary level we need to be doing something yes i agree and then another quick question um how when are we planning to roll this safety plan out to the parents to give them some reassurance that we are doing these things that they can feel you know because i know there's a lot of requests for metal detectors and what are we doing you know people want to

know what we're doing so when and how are we rolling that plan out to the parents well actually we are working on a district newsletter to go out probably the end of july and we are going to be putting in these pieces in there and wherever we're at with the decision on the metal detectors that'll be in the newsletter as well as reminding parents about what the vocabulary is you know the hold and teach the secure building what does that mean when i get a phone call so we want to educate we have kind of a security campaign what we've talked about to educate everybody on the terms so people don't get nervous because they see a hold and teach it might mean there's a student that's having you know an issue or health issue

in the hallway just because we have to move kids back to the classroom doesn't mean there's a shooter at the building right so we want to make sure that we are really educating not just our staff but our community on what we're doing here so that newsletter it's going to be going out before school starts and it will hit everyone's mailboxes so whether you have a child in our district or not you will know what is being done because certainly we've got a family and friends here this evening that carol very much and they may or may not have students here but maybe some grandchildren right and they care about what's going on and so we want to make sure that they're well informed of what we are doing yeah i think that's great because

like i said it maybe will help ease some people's minds you know with all this going on i know parents are truly upset understandably and i just think that like you said educating them so there's a clear understanding of what's going on with these terms i think it's a great idea so um and then it'll also be on the website i'm assuming i'm kind of planning the website yes we just talked about some of this stuff today uh as far as the website uh okay as well so that people can see what's going on perfect thank you so bored i i think the one thing i'm going to ask this they may not but i will i i would like direction on two things i think one is metal detectors because i need to start

the process now if we're interested in putting metal detectors at the high school that's number one because i can't wait until the july meeting to do that it's going to be too late i'll just say that and then number and that cost is about forty thousand dollars all right the second part are clear backpacks of getting clear backpacks for every student in the district that cost is going to be about 50 to 70 thousand dollars i will tell you that i i know that we we ran the numbers and all of that stuff in fact i know mr hallfield found a vendor that has them in stock and so that's why i want to jump on this right away it was achieved i'm sorry is that just per student or is that per student plus

extras if they need to purchase i believe it's i believe it's per student i've added it's a few more extra in there you know that so that every school would have extras there in case a student you know needs one in that now or if we get transferring our transfers and all that um i will i i will tell you this i'm looking into our money and esther money to see if i can use that for some of these things i think i can so i think they'll be reimbursable for us and all of that so i just need direction on those two things i know they'll be happy that i'm asking this question so i and so well i'm gonna come back with one thing though for patrick mr brown asked if there were

statistics on the pros and cons of metal detectors and is there anything that shows that they've assisted narcissist or whatever and i i think that you know that would probably help for sure mr brown and a few of us understand is there anything that you can give us that shows anything [Music] i'm not sure but i'm going to speak on two things i think i'll close this out with this if you think about abraham maslow hierarchy needs what's at the very bottom security right number two above that is learning self-accusation so we need to utilize everything we can to get that safety and security for our people for our students so that they can learn it's a it's a basic principle of learning you have to feel secure and safe and metal detectors are one

thing i didn't get a chance to speak on this and everybody in this room including dr cara is going to hear a part of this for the first time i have two thoughts on how to uh and uh mr hollyfield had spoken on getting students involved now dr kara knows about one of my thoughts on this is have a student safety committee and and what's the purpose of that to bring them to the table to develop relationships to get information from them to have them be accountable and you know responsible for their own safety the second part is that is the parent safety committee uh dr kara is doing a lot of things with volunteers i think those would be excellent people to add to this along with other people for the community and bring

all these people together because it's all stakeholders just like mr hollyfield so he stole a little bit of my thunder here about bringing everybody to the table but that's i think that's really important because when we have the students come in here they i mean their scientific data fbi uh bystander report they're gonna know about violence they're gonna know about a lot of things before we do why not have them involved with the actual safety of the school well i think it's also a deterrent you know if you know there's you know if they're here then they know they're not going to get away with it we have a lot of other committees that were you know that we're doing a safety and security committee and i think this is just one piece that's going

to complete the whole circle here can my suggest for those two items uh sure given you need direction well we put it together and at least have them as agenda items next week for action items oh okay all right we can vote them up or down we can have more discussion about it but at least we're prepared to take action on it okay i can do that sure i can do that and again i'm a guy that like to look at numbers like to look at statistics and like to look at those driving points and parameters and key indicators that will help us make robust decisions such as this so i hate to say that i heard a lot of it's my opinion this is the way i feel i just want to see from

out there what data do we have to say metal detectors is good in this environment or that environment that should be easily obtainable that's what i would like to see for next week wherever you get it from say yeah and let the chips fall as they may because i'm not going to be here talking about what i read and that added out of that you know it's going back and forth so just bring some information to say hey we talked to three schools or here's some data here's some information and say metal detectors definitely is the way to go given this scenario or not maybe it's somewhere down the road but we're going to put these measures in place first i i think that um not to like say that anybody's concerns or thoughts are

bad but i think that it would be we you may be hard-pressed for somebody to say well the metal detectors were or not because a lot of times you know we don't know what a kids actually bring into school or not right so they don't know ahead of time they would have had to done the study ahead of time before they can get it get numbers and data um it's kind of like we're like the federal government so my background my bachelor's is aviation management and they used to always tell us that the federal government doesn't do anything with aviation until somebody dies and i think that we understand we need these things for deterrence we understand that we need people we understand that for unfortunate that crete monet high school or middle school or

whatever could be next we understand all of that so i don't really understand what's what we're splitting hairs about when it comes to whether or not we get metal detectors whether or not we add give the school what they need versus say well we we needed the data to see what was going to happen or we needed um to save money on this or that we needed and everybody has that each one of you would say you had your own opinion but i just really really coming working in the school being over safety and security being out working over the days being in charge of that every day we go home as board members and yeah we care but we don't come into the school every day like they do hoping that something doesn't happen

and could it still happen with those measures in place like i said earlier if somebody wants to commit a crime they're going to commit a crime i worked in a prison i worked as a military police officer in the marine corps somebody wants to commit a crime it doesn't matter if we have metal detectors it doesn't matter if we have somebody at the door it doesn't matter what we have it was a sandy hook the place was locked they barged their way in they started shooting it doesn't matter but if we can have the deterrents i worked at cps schools we have metal detectors did we still have stuff happen yes we had stuff happen did it stop stuff yes to stop stuff at my school now we had a shooting right outside the school

and after that shooting we we got it was no question we got metal detectors but what and not and i'm not saying anything negative about them but what i'm saying is something had to happen for us to do it so if we have a shooting tomorrow or there's no students but the first day of school and we didn't get them up we'll say well somebody people are going to come here and say you should have you should have and we we have the chance to get it you say that if you wait till july that that would be too late or would it oh or are you just trying to say that it will set you back or what i don't understand well if i what i'm saying dr hall is that if i wait

till july there's no way that i can have the metal detectors here by the first day of school got it that's all i'm saying so let me ask you this and i know i'm just playing devil's avenue if you give the board members what they're requesting right you give them what they're requesting they don't get it the first day of school we still can move forward with the training until we get it correct sure okay sure and i think that's something that mrs walters brought up too is that there are a lot of things on here in our safety plan our full safety plan that still can be implemented even though we don't have metal that one deterrent that one tool there yeah i think that uh again i'm one person one opinion i'm more

for giving you all what you asked for in this case um because i i see it as being important and so you're saying dr holland your opinion you're saying this is what i'm oh you got the opinion thing no no well that's what you said that's what you said you said you said in your opinion oh okay go ahead you said you said in your opinion in your opinion that the implementation of installing metal detectors is more of a pro than a con as our students see it that's our who our students you said our students feel safer there's there's no negative connotation with our students our demographics here is that no there's no negative connotation no um i think that dr hall yes i think we need to also take in this conversation tonight

as far as we can take it we can pick it up next week if we have action items on the agenda maybe have some more information we can decide to vote it up or down but we've got a lot of a lot more on the agenda if i can just say real quick though we really need to consider the voice of parents as well and we've been hearing a lot of that and so as board members i think we need to listen to the parents and what they're feeling so i'll end with that thank you okay i do have two quick questions social media is that part of this whole process monitoring social social media yeah yeah we def we definitely do that we have uh yeah we do it every day every day okay

continue on that track another question for ken going back to national investigation or investigators are we looking to do the same thing with them utilize this one firm to do the same thing that they did for us a couple years ago or in another capacity um i think um in the same capacity and enhanced some more and that's what i'll share that with you when i get into my presentation it's later on okay yes it is if i can make one point about metal detectors that dr hall made me think about everyone's thinking about people doing things with bad intents that intent what about the person that just because we see it at the airport all the time i forgot my gun was in my bag what about the concealed carry holder that's illegal to

have a gun outside those doors but he's not allowed to have him in here what about someone who has a gun illegally has no intent to do anything here but has an on him or a knife those people may not have any criminal intent anything but we want those things in our school absolutely not so you see that these things are not only catching they've they've caught judges and everybody they're not only catching criminals they're catching good citizens that are making just poor mistakes or they forgot but that still doesn't mean we want those items in our school so there's there's other benefits to having these and i think that's really important and you see these all the time at courthouses you see it all the time at airports oh i forgot that was in

my bag so that's that's definitely something to consider okay as you know pat reading ken trump article which i read he geared in on that very point you are going to catch some metal detectors but does that justify the installation of them as it impacts those minority kids as far as they see the implementation implementation of mr brown okay next up personnel and culture discussion regarding staffing well good evening dr cara just asked me to kind of rehash something that was in the fyi last week and that was to just kind of publicly talk about our higher status of hiring staff for next year and we still do have quite a few positions posted we have administrators working hard to fill them as we speak and we've had a number of candidates recommended today that

will be on next week's personnel report we have a bunch coming on tonight's personnel report we also continue to have resignations come in i had two come in today so we do have kind of a mix of things going on throughout the summer right now as it stands we have about 45 of the vacant teaching positions filled that doesn't mean that we will not find the rest it just means that's where we are today and we have about 28 percent of our support staff positions that are vacant filled now big issue with the support staff right now is the settlement of the acme agreement once we know what the salaries are going to be we have some candidates waiting uh to take jobs they just want to know what they're going to make and they're

not going to take what we were paying last year but they are waiting to see what we're going to pay next year so some of this is on track to improve pretty quickly but we do want to caution that we you know we may still struggle to fill some of the hard to fill positions i did look in today in the system we've been receiving approximately 20 applicants a week in the system now when you compare that to five years ago when we're receiving a hundred applicants a week this is pretty small and it's not going to be enough to fill what amounts to about 70 plus positions we have open however we do see about up to five to 15 applicants for a lot of our certified positions which is better than we've seen

in the past years so i am hopeful that we will see some improvement in our ability to fill our certified positions and have a lot of hope for our non-certified positions as well once we get our acme agreement settled and we can actually tell them what they'll make and i think we'll get more people applying and coming on board so that's just kind of a general overview of where we are one last thing i'll mention we did just come off of a second round of a statewide job fair the online job fair that was run through the illinois association of school personnel administrators i believe about 25 candidates were talked to by our school administrators and i know we have some of those i recognize some of the names on that spreadsheet that are starting

to come through the pipeline so we are we are seeing some results from that as well so our people are working hard we're trying to get this taken care of but just wanted to kind of let you know where we're as of june 13th or 14th or whatever today is okay thank you [Music] okay ken you're back up uh thank you very much i uh i'm going to start with uh capital projects so i did i want to share a handout with you um i wanted to give you an update of of our capital projects that are going on this summer behind me um and they're they're they're staying behind me hiding and i got to thank them for being here because as you may know they're probably starting at 5 4 35 o'clock in

the morning our representatives are our general contractor um rl soho for our projects along with representatives from our architectural firm healey bender pan and bean so they're here to answer some questions as i go through this i ask them to be here they have graciously are here i want to thank them for that because this is a really really long day for them especially joe's at home somewhere doing whatever so um but anyway let me take you through this i put this kind of cheat sheet together so you can see the one thing i want to say before i get started is this we are opening our schools on time okay i just want to be clear on that our plan and they know this behind me is that we are opening our schools on

time they may not be fully completed with their projects but they will be open on time and they will have occupancy through the regional office of education that being said let me walk you through this project number one temporary cooling rooms those have been completed those are done they were completed over spring break and optional and are operational in the spring so those are done we've made our final payment on that complete project number two is the demolition of the sixth grade center in dome that project is being a little bit delayed i i say that because originally the end time was going to be august of 22 however as we have talked with the board we're holding off on seeding that property until the fall so that we could have the proper moisture in

order for the grass to take so it's going to be delayed until probably october i've been told you don't see unless it's a month that has an r in it so that's the way you do it so um so we'll be seeding in september everybody's going some time for october so we're doing september and october we'll be doing the seating on that and so that should be complete we are waiting on some real quick yes ask mr brown yeah are we going to need to bring in any type of feel feel any type of fuel there is um there is in the bid specification there is some fill that is going in there some topsoil that is done before the seeding uh in order to grade everything so that will be done yes and that's

all compensated and paid for all right that's all within the contract okay yes all of that is within the contract okay thank you yep project number three the hvac and electrical over at elc in talala that project will be delayed because of equipment uh getting a lot of those are there some rooftop units that are going in along with our chiller we're being told that the earliest that they will get here is the end of september so what we are doing over there in that project is we are leaving everything in place that can be left in place before we put the new equipment in so i'll give you an idea things like the administrative center that rooftop unit i believe is coming in okay thanks joe so that rooftop unit is coming in so

we're taking out that uh hvac old unit and we're able to replace it but there are other areas in there that the unit is not coming in so we're just leaving everything intact we're running the new ductwork and everything so when the new units come in we'll be able to we'll be able to put those in those units will be put in at night and on weekends so it will did not disturb the instructional time of our students either so that is our plan right now i foresee us being under construction probably through november i will just say that right out because of the time frame that's what they're quoting us right now on the units that could change tomorrow are we are we going to absorb any additional overtime for those weekend days or

evening days we we should not do that um you know and that and that's something that i will monitor and see but we should not be absorbing any additional cost for that and the cooling rooms still are functional the cooling rooms are still functional yes yes and there are other areas within there that are cooling right now and we're just leaving those as as is too there are some other like special ed rooms that have air conditioners we're just leaving those right now okay uh project number four which is the life safety and hvac prep projects at balmoral creed and coretta again that project is going to be delayed there were some rooftop units there also that we're going in over there so those again will not be in until the end of september uh

and again we'll be doing the same thing over there installing those things within uh on weekends and nights in order to get done so we don't uh interrupt instructional time the one area that we are working on bringing some portable units into is the there's going to be a new office area there and so um that will not have its rooftop unit there so we're going to bring in a couple with what they call cool spot units and portable units in there to provide air conditioning in that area he can wasn't these three project four only be the prep this year and then next summer they were gonna do the they were and one of the things we decided to do was was uh we learned from the previous two schools that we probably should

have done some rooftop units in some areas like our big areas uh and do that along with the project so uh we still came in under budget and we'll be under budget on the second round of this so some of those yes you're right bill some of those were going to be done the following summer so next year we're still going to have some projects in these three oh yes we still will yes yes hey ken yes life safety issues you know at one point the board was looking to not open bore morrow but our last meeting we decided to move forward i'm sorry i'm thinking of nbc yeah okay yeah i'm sorry not bone marrow mec it's not on this list though but we have life safety issues with mec 2013 starts another survey

for us for life safety 10 years from 2013. that was a test for you so even though that's not on this list that is a a cost for us how how do you plan on getting that done my i will tell you this my plan is not to do this is not to do those life safety issues because um you know again the addition should be ready by fall of 23 and so we should be able then to close that facility uh at the end of the school year in 2223 can you at least have the conversation with the regional superintendent uh i will have that i have not had that i apologize yet i'll have that conversation the earliest we could do those anyway would be next summer we would not be able to

do anything right now i'm just trying to say that so ring a bell i was looking in bomb tomorrow i saw him on the golf course but i didn't want to interrupt his beverage to talk to him about that so yeah um meetings already so we're on track to close that we are on track and maybe delayed a year but we are on track to close that building we are yes so but i'll have that conversation i will yeah i think the 2023 survey kicks off somewhere in july and next year i don't know sure right around that time okay okay uh project number five led lighting at the high school the exterior lighting is done they are now working on the interior lighting our estimated completion date on that is august 8th so we're

on track with that the addition at the high school uh bid documents are are to be published in june i just talked to scott over here that's probably going to be early july that will get those out the tentative schedule is to begin construction fall of 22 with the edition opening and fall of 23. so that is still on target project five interior of the high school what what are they are they doing field house uh i believe they did i have to ask okay is it being done we have the fixtures for that we're doing it ourselves so we have that do we have it can you find a completion date on that for the next painting sure i can do that number six the edition yes starts fall of 22 finished fall of

12323. is that in any way going to hinder bus routes or anything like that um have we looked at is that going to cause any disruption no i don't think it will i i think uh the bus routes uh that we run you know kind of at mec now we're just kind of i mean like coming to the high school if they're building at the high school or is that going to affect oh no that will not i meant the bus drop off excuse me i'm old you know wrong word yeah no that's not because it'll be down at that end so it will not be affected okay we'll be good yep uh project number seven on the back the electronic signs marquee that is going to be delayed but the only reason that's really

going to be delayed is because i've staged this they're not able to do all the signs at once so you're going to see there the order of installation is they're going to do lec talala and moni elementary then the second round is going to be crete balmoral csk and then the last one is finally going to be the building and grounds facility those signs have been ordered it's about six to eight weeks to get those in so they're going to be starting on that and then last is the playground construction at elc that contract was awarded on the 22nd we're beginning construction actually the crane is we want to have some fun the cranes coming tomorrow i believe to uh crane everything over the building into the courtyard um and then completion is set for

august 8th so we're on target with that one thanks for letting me know okay did you have a buyer for the existing playground equipment we actually donated that so there was a company that came in and took that out it's a worldwide company i don't know the name of it off the top i can get that to the board one of the things i did talk to them about though was about donating it locally however there are some codes that they are not able to do that because there's new codes where the bolts have to be concealed now on playground equipment and that had exposed bolts on it when it was put together so they couldn't donate it locally so they donated worldwide internationally where they build playgrounds throughout the world and that so i'll

get i'll tell that in my fyi i'll get you the name of the company that did that but they came in and took that out the only thing that's really was left in there was the uh the shade the big shade that was installed by the boosters that was kept and that is being kept okay any questions good uh all right update guys i thank you good evening thanks thanks yup thanks for all the hard work this summer and don't mind the heat tomorrow we actually wanted you guys we actually wanted you guys one at a time to come and speak no just kidding just kidding don't even chuck guy's doing a great job thank you and and and again i'm going to reiterate this i i can't say enough about soho and the work

that they're doing and uh the cooperation that they've been it is a pretty good team that they have put together and things have gone really well so it has and it's it's gone gone well uh even though with the delays so okay um so let me move on um number two three and i there's a little i had a little misorder in this i apologize for this and eight thank you uh are gonna go together so if you recall board there was one more financing that we needed to do for the addition at the high school and that was for 15 million dollars in bonds and i had a discussion with bob lewis we were supposed to do that sale in february of 23. however with the increase of rates and everything we are recommending

that we begin doing that now and get that um um and try and capture as much money as we can i will share with you i don't know if we're going to be able to get the whole 15 million um but let me worry about that and uh but i think we we need to accelerate this and begin this process it is not going to have any additional impact to the taxpayer at all because if we did it in it would go on to that tax bill then and so even if we do it now it'll go on that tax bill anyway so it won't have any impact and again we're not raising the tax rate at all um when it comes to this there are two sale of bonds there's a 15 million dollar

working cash bonds and eight million dollars in funding bonds the eight million dollars in funding bonds are just us just refunding some of our bonds so that we can fit it all under the same uh annual debt payment so we're not raising the annual debt payment so those three there's two resolutions there one resolution is the intent to issue eight million dollars the second one is the intent to issue 15 million dollars and then the third one is to his tab establish the public hearing date which is the bina hearing of the board's intent to sell bonds um for july 19th um and then we will begin uh the petition period and all of that stuff and get all that taken care of and everything so those three kind of go together and those three

will be on the agenda for next week so candice 23 million dollars we're talking about here the refunding and the working cash right but this is up to 67.4 million this is all part of the 67.4 million right and i i noticed way back that this part that we're looking to approve should have occurred back in february of this year and i guess the question is how is it you said it's no additional cost to the taxpayers but yet we was going to secure the bonds during the february time frame as opposed to coming up and that interest rates have probably drastically increased so it will be additional money to us no let me i may have spoken we were supposed to do this february of 23. you did say that that's why i was

right what you did 23 we were supposed to do in february 23. they want to move it up but we want to move it up now to now so that we can capture as much money as we want as we can maybe when i looked at it i saw february i just you know sherbert and all of that sure so that was february 23. 12 year 23 is what our plan was to do this sale but now we're doing it now we're not we're not bringing in 23 million dollars extra we're bringing only in 15 million the other eight is just refinancing you know uh old bonds and that that's all it is and so that that'll keep us at our annual debt rate and again if you recall i don't know this up time

ahead in a couple years that debt rate goes down even you know to 10 million dollars the annual debt payment right so that'll be a tax savings also right okay so we're maintaining that also when on the 8 million that we're refinancing it'd be interesting to see what interest rate we're replacing on the old debt okay the new yeah i can have bob put together the spreadsheet sure i can do that and we're doing this to try to head off what we know is going to happen with the fed right in now i'm hearing they're going to do two more raises probably this year not just one was the latest um that they're looking at a second so i'm assuming that we want to speed this up to try to get the lowest yes exactly

interest rate we can exactly right yes okay has it started going up already oh yeah oh yeah it is okay okay and that's why you know what what to understand is that this is actually the intent to sell now what will happen after you have your binder hearing then you'll have a resolution on the actual amount and at that time bob will able to get us a projection of how much of the 15 we can get you know we may only be able to get 14 million out of 15. that's all so all right but why is that why is that i mean because of our debt limit okay yeah i i don't want to spill the formula for that because that's why yeah that's why it's our debt limit or whatever ea so yeah

okay the petition period will begin with the bina hearing no the petition period actually begins uh the day that the publication goes in the newspaper after you approve the resolutions of the intent so starting the 22nd will begin the petition period of june okay yes yeah the the resolution of intent and publishing the newspapers start the 30-day period then you have to do the binding hearing it can overlap and but then you have to wait i think seven days after you do the body hearing before you actually issue the bonds so what you usually do is you schedule the binary hearing during the 30-day wait period so we could have it at our july committee of the whole see why not no brian was just mentioning me that the annual debt payment drops to 11

million in 2026 and then the next year goes down to 10 million and now right now we're at 12 million so it'll it'll go down a couple million dollars yeah i told them what to say yeah before it is i think i think that brian i think it dropped from 10 11 million to two million dollars right prior to all this borrowing and then that went out to 2034. it then go down to zero it went down to about two million dollars from 2027 i think to 2034. that's if we had not done anything exactly that's if we had not but we've already but we've already approved a lot right you did you did say it was enhanced huh so board the next item i want to talk about is again about residency and residency

what i'm going to call residency verification and i i i think you know and when i looked at our registration process um quite honestly i saw some some holes in it i uh you know and that that's part of of looking at that and you know that area reports to me now so you know again as i've always shared with the board i look at processes and not people and our process was clunky our process is long our process is aggravating to our parents and the main part of that is the residency part of it quite honestly just because of having to submit documents and doing all of this also there are some issues when it comes to residency and our current students i think we all know and hear about students that are not

residents of our district that are going to our schools and how do we solve that and again i only know one way to talk about things and that's straightforward i do not have the people power to do that to check that we we just don't we don't have that capability nor do we have the expertise and that and so i believe the best way to do this is to bring in a company and a contractor that's an expert in this so i'm going to share some things with you i want to talk about where we're at now in our processes and what my recommendation is as we go forward with residency to make it equitable and equal for everybody and that so the second page is about our board policy and about uh also it

has some sightings on the illinois school code but again our policy is that only students that reside in the creep money school district should be going to our schools there are some exceptions i'm not saying there aren't any exceptions but there are you can see them there but my goal is to make a process not for the exception but for really everybody and then the exceptions will fall into line so the third page you're going to look at there's three types of residency verifications that go on one is for new students one is continuing students and there's one where there's a question of residency by someone during the school year then all of a sudden somebody says that person's not a resident what do i do all right so let me talk about what our

current process is and that's on i think page four and i apologize for not page number knees i should have but anyway for new students right now the student fills out or the parent or guardian of the student fills out an enrollment application during our through our new student online registration process we confirm the adult's identity and relationship to the child by a birth certificate so during the process we ask for a birth certificate annette and they have to upload that or attempt to upload it sometimes they don't and then we have to confirm the age of the child because even though the parent fills that in on the application there are parents that don't know the age of their children i mean they just are and so we have to confirm that with a

birth certificate that they may or may not upload then we have to confirm that the child resides in cm 201u by uploading appropriate and current documents and here's where the hang up is it's getting those documents uploaded by the parents or even getting them dropped off we have had and i will tell you this last year there was a backup of registration i know you heard about it i i know that okay and most of that when i looked at it was documents that were either not uploaded or were sent in and we didn't have the manpower and we didn't have a process in place and that there were literally 3000 emails sitting there of documents that were not looked at so think about that going trying to go through 3000 emails so that's part

of it and then finally when that happens then we can enroll the student yeah there's a host of them and here's what the state says and and again john can correct me on this the state says you cannot require a certain document but you can give a list of options so we give a list of options to the parent like we we may ask for a tax bill we may ask for a lease we may ask for a utility bill and so there are different categories that we ask for normally there's about three documents we ask for if it's a lease they upload the lease but here's the thing some people only upload page one they don't do the signature page some upload a fake lease so now we have to figure out if it's

right or not and then in the process you're trying to contact the parent so you can see the time this this all takes we have people quite honestly that and we can and our registration office keeps a log of calls and i've looked at this they've started calling in may and by august the parent still hasn't called them back and so and then all of a sudden what happens is come school time why isn't my students in school i've tried yeah you know so it's just a lot of and then you know parents have to have the ability and the knowledge to upload documents and they a lot of them don't i mean that that's just you know that's the way it is so for continuing students as you'll see on this page we have

no residency verification right now we don't and then when we question a student's residency during the school year like if mail comes back there is no residency barricade verification i i and and i will tell you this it falls under me i don't have the people power to do it i just don't than that so the next page talks about national investigations and so let me share with you a little bit about them so you understand them they are licensed fully insured investigative agencies specializing in residency investigations they have 10 full-time investigators they have 22 part-time investigators they have three database analysis they have six office administrators based out of shanahan that's their website and you'll see in the table that i put there those are the kind of investigative services that they provide we

don't utilize all of that but that's what they provide they're there are a reputable company ken is this we used in the past this is who we used in the past yes we used them a few years ago and then prior to that the district also used them too you will also see all i'm saying and they could be very well good but there was some a lot of dissentance among you know the public took this board among board members many of these board members and in ways that was deemed and seen by many to be inappropriate and things like that i i just don't want to go down that path again i don't have a problem with your recommendation to use a firm like this i just want to have some insurance that once

i share maybe next meeting or something i share those things with you what was shared with me that was inappropriate actions carried out by this firm that you would do everything in your power if the board choose to go forward with this firm you would do everything in your power to keep those things from reoccurring yeah and i've had those discussions with them here here's what i i will say mr brown because it divided it divided it invited the community to the neighborhood and the board and all of that but the one thing i will say is that when that occurred last time there were approximately three to 400 students that were designated as non-residents right and they were given letters and not one of them fought that decision right that very well could be

so well i know it's a fact i i i know that i'm not and so what i'm saying is that there's always going to be people that are going to complain about that all my references and again if you turn to the next page you will see the districts in our area that use national investigations all of them and that and again their process is pretty solid and i'm going to go through that process because when i say enhanced they are also going to be able to do new student residency verification for us and that so again i've had that discussion with them and i expect them to act appropriately honestly and above character and i only expect the best out of any vendor that i have and i will for sure have those conversations

and have had those conversations with them yes okay that i agree with you i appreciate it again i'll have some offline conversations with you i don't want to prolong this well i remember what came up i i was there so i i know you know that so i'll i understand where you're coming from i do and i appreciate it sure so let me share with you if you go to the next page i've got two tables on there the residency and that's after the page after all the other school districts are listed so and here is here is what i'll say about those other school districts if you take a look at those in the in the area if they're not going there where are they going naperville so i don't think so either they're

going to lincoln make their way north so anyway on the next slide i've got the residence veer verification process for new students so again you'll see in the red table is our current process beginning july 1 this is the process i would like to use the parent or guardian will fulfill we'll fill out an application on this new student online registration process we will confirm the adults identity relationship with a birth certificate along with the age however on a daily basis we will send national investigations the name and the family name they within 24 or 48 hours will tell us that that person is a resident once we get that back then we can continue the process we will not need a parent to upload any documents except the birth certificate the only other document

we will need is a transfer form an isb transfer form if the student is a transfer from another school quick question is this is this um more to make the registration process smoother or is it more to see who's in legal and i think it's both about i think it's both so i think i think it helps our efficiency of our registration process because it doesn't drag out that process and it gets decisions done faster for us and i think it also uh assures us that we have another tool in place that we only allow residents of crete monet in the district so i guess so then my other question is i see the districts that you have on here right and i guess for them it was important i wonder how much it's helped

their their bottom line how much it's helped their discipline because a lot of this is about discipline because if the kid didn't do anything we wouldn't have an issue but then i look at schools who don't have it right like i jokingly said lincoln way like lincoln way like the sandberg district like oak park uh i don't see unless they have it and i don't know right but i have friends and i know people who go to those schools who don't live in the area and they don't do an extensive back check like we do and i'm like i'm just trying to figure why is it more important for one area than another area i believe it has a direct effect on discipline and let me give you a perfect example i i received a

an email from dr riley kiana riley about a student that had some discipline issues and that and said they're not a resident so i said okay so i sent it over to national investigation within 30 seconds i had a reply from them that said they're not a resident so did that stop the dis did that improve the discipline well i think it doesn't feel existent because that person was a person that had some very serious and i mean very serious offenses that was going to one of our schools that was not a resident so it's going to improve your discipline because the student's not here uh okay [Laughter] well i i think again you know there are individuals and i'm choosing my words carefully here there are individuals and families that are sending their children

to schools and they're outside of the district because they're not able to go to their district schools because of discipline issues and they've been expelled well if they've been expelled they shouldn't be because it should be on on the farm now they may they may do it in lieu of exposure right but yeah so that's in lieu of expulsion but if they are regardless if this is about discipline or saving money because we don't have as many kids in the district it's about following our board policy i mean it's clear you either are a resident of crete money school district or you're not so so my i guess my question is then is it are we saving or gaining more money by spending money it's not worth this and to me it doesn't even come

with any question if we either follow our board policy or we don't so then that following the board policy and that doesn't come into question so then we shouldn't question if we should have metal detectors because it it keeps uh it's a part of our safety so i shouldn't have questions about it because it's in policy just like nobody else should have questions about it because it's supposed to keep everybody safe i it's the question i have it's like the sec there's like the i don't know i don't think that it's bad for me to ask the question i didn't say i agree or disagree i'm asking you so that you can explain i guess i felt like you were trying to get after the motivation for doing this and the motivation if i had

the motivation i would just say it okay okay i'm asking him because i know that people have these questions so i would have just said it if i okay if i thought it i think yeah and i think dr hall i think you know i'm going to go back to one of your previous questions you know my concern is making our processes more efficient and easier not only for our staff but also for our community and i think you know the notion of uploading documents and all of that is a very inefficient system and costs us time and labor from our standpoint along with aggravation on a parent standpoint and it gives them a bad taste in their mouth just before they start and let me say this that's so you can understand i sit

in a meeting weekly and say i feel like because my superintendent and uh associate superintendent comes to me questioning well why aren't your numbers up why why can't they upload it why can't so i'm thinking that hey there's some good to this as well so but i'm asking the questions yeah because for me it's from i i'm sitting here thinking i wish they could be at this meeting hearing what you're saying right now about the difficulty that people that you have trying to get in touch with somebody who started the process who won't upload stuff and you're calling and you're going not so that's what i'm thinking so i don't want you to think that i'm no no i don't i i appreciate your questions you know it's just that you know i look at

it from a process standpoint and i you know and again i i just think it's difficult for us to be in the residency field in making those decisions especially you know the numbers that we have and you know and again i i'm just going to be honest there are people that are trying to scam the system you know and it's it's hard to figure sometimes those things out and it doesn't mean that here's the other thing if if national investigation says to a new student about a new student that you know you're not a resident they will contact that and say you know we're coming up that you're not a ret not a resident can you give us some documents to show that you are you know so they're just not leaving it that way

so they're doing the investigation and contacting the parent and all of that so again i just think it makes our our system a lot more efficient than that hey can when when a parent is contacted by an employee of national investigation how are they identifying themselves to the parent as a representative of national investigations so what they have is they have a letter they will have a letter on our letterhead that actually says that the school district utilizes national investigation to verify residency and it goes through that and they are they contact them and then they share that letter with them that they are a resident or a non-resident is that going to be communicated to the district that this firm is going to be used i will be talking about that okay yep i

will do that yes um returning student let me go to let me go on returning students then the verification is during the summer they will get a list of all of our returning students they will run that list in their database to determine if there are any non-residence families and then they will be contacting them so all students will be checked for residency on an annual basis and then during the school year the next slide talks about during the school year if there's a request that we verify the residency status of students we will gather some data on that student we'll pass that along the national investigation to take a look at that and to give us a determination of that also so in the process we've kind of set up three different levels and

covering all the various areas that we need to cover from a verification standpoint so then the next slide talks about communication to families and that so what my plan is i've already created a manual on the residency verification process we're going to post that i haven't posted yet because i wanted to talk to the board about this it has all of our policies in there it has all the appeal processes all of that in there it has been looked at by national investigations also we're going to post that to our website my plan is to do a mass mailing to all of our families this week i've got june 15th but i'll be getting to it this week and that will indicate that we are going to be using national investigations to verify residency of

all students we are also going to send out electronic email electronic mailing and email to all of our families on the 16th that will say the same thing that's in the letter so we're going to do that by first class mail and by email we're going to post notice in skyward's family access and then also during the application process i have in there what's called a residency affidavit but i also as part of that affidavit that we'll be using national investigations to verify the residency of all students including those that are applying so i think i've covered from a communication standpoint how we're going to get this out to everybody both electronically and by first class mail cost wise i put that in the next step and you'll see that the new student verification i've

estimated that as about 400 students at 300 at three dollars not 300 three dollars each so that's about twelve hundred dollars about eighty four hundred dollars for residency of returning students along with uh if they have to do some investigation i budgeted about 15 000 or like the budget about 15 000 so the total cost of this is about 24 600 is what i'm estimating questions or comments that's what i have i saw that number we had a similar number i think we were not to exceed ten thousand dollars something to that effect the last time but i think at the end of the day i think we expended something like seventy thousand dollars yeah i can get you the exact number i don't know that off yeah but i can get you the exact

number of what we spent before so i just wanna know what will drive this 24 thousand dollars up in any fashion yeah i think what would drive it up it would be any investigations that need to be done um that's like that's that was you know that was leading me to the next question about can you give us an example of a typical physical investigation that may occur sure going out to the home of a person that allegedly is not do not have a child legally to attend our school what are they boundaries the investigators boundaries sure so normally what what occurs on the investigation so let's take a let's take a case where i get notified or secretary cosman says hey this person we believe is not this student is not a resident of

our district so what will happen i will gather some data put that together i'll ship that off the national investigation national investigations will do a couple of things one they'll run it into their through their database and they have a proprietary database that is incredible i will tell you that i when i was at troy i had access to that and the actual federal government came in to interview me in order to give me access to that and it goes through everything so so they have access to that so they will look at that if there is some question about then the student living there then they will go out to the home and they will ask to talk to uh the parent to see if the parent is there they'll look to see what

cars are in the driveway are the cars that are registered to the parent there or not so they'll look at those things and that do they go into the home i don't know that mr brown i honestly don't know that i don't believe they have access to go into it but i i don't know that i'd have to ask them what they do and that but for the most part they're interviewing the people that live there to see if those are the people and are the parent of the guardian of the person that lives there okay yeah if you can get that information for sure i think that is imperative that i know that [Music] because you know again just he said she said i want to know facts that these investors get these investigators

came out to homes and asked to look into bedrooms and things like that i don't know if that's true i don't i don't know if that's true but i can tell you right now if the databases that ken are talking to are extremely comprehensive it go they're looking at utility bills they're looking at cell phone records they're looking at social security numbers and they're looking for patterns i would say 99 of the stuff is done from a desktop and then they're going to go verify that with with the checks which is going to uh be in line with what our policies are but i think you're looking i think if i'm correct they're not doing a criminal investigation on this this is this is something different and they're going to handle it differently most of

this is is supported online by documents they may have to go to the courthouse and pull a marriage file or something like that but this is uh this is almost all uh based online it's all online online documents and like i say pat you know i'm all for it as our president said too you know it's our policy kids students and nobody should not be students to not be in our district if they do not live in the district and once we see some type of sign that that student do not live in a district how do we go about it there's got to be some measures and it has there has to be measures that are fair are equitable and that's going to be my question ken if we if we have a verification

during the school year we find somebody who's not a resident what are our options how's that handled um yes so normally what's happening i'll give you an example i know last year i had a residency hearing um last year i don't know what it was but we had a residency hearing so the parent was there and they were not a resident in that i i will tell you that right now they were not a resident there was about two or three months left in the school year and that and the parent had some pretty severe issues and all of that so the option was let them continue for the rest of the year drop them right there you could charge them out of district tuition if you wanted my decision was i let them continue

for the rest of the year for the sake of the child and told them they could not register for this year and they did not and that so there are options that are there um you know a lot of them i i i just will share that you know each case is an individual case and so that's the way you really have to look at it with the facts and all that stuff if there are some extenuating circumstances i think the one thing that i want to share from a procedural standpoint is from my understanding there was some something that if a student moved out of the district after junior year or during their junior year in high school they could finish their high school year their senior year here as a non-resident uh where

is that coming from well it's not but that was a practice that was taking place i would just i would just say that right out so you know i my recommendation is that practice should not take place that i believe that everyone should be a student and again if you move out of the district during the school year you have a choice of finishing the school year you can you can do that you have to provide your own transportation but you can do that than that however i don't believe it's in the best interest of the district that we allow students to come back just for their senior year and i believe we've had some cases that have gone to the board about that too yes yeah yes so so that was a practice that

was taking place yeah yeah i would just this one question last question for me is how do we handle i know this is a very sensitive topic regarding this matter is the mckinney-vento i believe i'm pronouncing sure act you know homeless sure students yes and again that's a sensitive topic and how invasive do we engage ourselves or engage this company to verifying that this person is a homeless person a legitimate homeless person or playing the act sure that that recommendation will come through carmen carthan who is our our homeless liaison our mckinney-vento liaison she works under me and so she works as part of our registration office so she handles all of our homeless when call i'm not going to call homeless i'm going to call mckinney vento students and that so if someone comes

in and says they are they want bikini bento what carmen will do will be interview them to make sure they fit under the mckinney-vento act and then you know she will ask for documentation if she feels that they need to be investigated by national investigations she will she has that at her disposal but she does not do that automatically what documentation do you ask for well i i think she asks you know where they are where they're living you know that that type of thing because there are people that you know they they may be living at a motel so where are you living are you living at the motel you know that or they can tell you they they're living on the street how do you validate that uh that that's the tough part

of it and again i heard there was a slew of kids getting off the train in university park and attending our school and i think that was one of the things that drove this whole conversation the last time around and so how do you validate those kids and verify that those kids are still in the system or well actually homeless so that's i just you don't have to answer it now but i just throw that at you for mr brown i've had that complaint since i came on the board and at one point a previous superintendent looked into it and they were mckinney-vento kids and my understanding at that point i was told is that the federal government or the state government or some government pays for them because they started at crete money that

year and now they're out of crete mountain either homeless somewhere else they're they're living in a shelter or whatever they have the right to continue that entire school year with us they some government pays for them to come there's a bus that picks them up at the train station brings them to the school and then returns them back to the train and that comes up every year because there are people who are riding the train to go to work and they see all these students getting off and when i i brought it up at a meeting at the beginning when i first came on the board and that was the answer i got so i every year assume that that practice continues because it's not changed well that could be that can be true yeah

um that they can they can continue the year or you're right well i don't know a year i think if they are following ever they can well i think it depends on if they started at crete money just like i started then i believe i think they can go because i haven't done mckinney-vento in a while so i wanted to say that but i do know that they um i mean we talk homeless homeless can be a number of things i can't be living with my cousin with my eye with my grandmother he's shacking up we're doubling up hey now so it's it's not just right because sometimes we think that it's just living in the hotel or being on the street and then sometimes people look at it like well you're living with so

and so so you're not home but you really are home that was the explanation i got them and i recall them saying they could finish that year it could very well be the four years i don't really know but i do remember that was the explanation that i was given i can just tell you that the honor mckinney dental if you qualify for for it then you have a choice you can either attend the last school of attendance so that would continue from your year right or where you're physically located not that you're resident but if you're in if you're doubling up with somebody a friend or a relative or or if you're living in a hotel if you're living on the street if you're physically located there that's one or you can go to

the last school of of attendance but if they started where they're physically located then they stay at that school they don't come back to that school they they still have that choice okay but they can't flip flop no i can't i think they can they can't they can't those things you can flip flop those those the two but but i i just want to clarify that some people think that means they can go wherever wherever they want to they cannot they but they can go either to where they're physically staying or where the last school that they were at where they they were properly there okay and then they can continue there as long as they're not they don't have a residence okay and that that can be checked every 18 months so mr brown

also on the kenny bento students just so you know the board is aware of this too is that so every year mrs carthage meets with every family on an annual basis to recertify them kind of call it that for mckinney-vento services and that so every year she's meeting with them to see what their living arrangements are and all of that and interviewing them also during the year then she's in contact with them to supply um whatever needs they have you know that we have at our disposal and that too you know whether it's you know maybe providing some gas cards to them to you know transport the student or something like that okay all right and i know you're going to do everything you could can in a in a positive way to make this

process work so i just want you to continue down that path and i'm just asking things to be equitable i agree with this whole process and again i think every board member here do not want kids in our district that doesn't belong here i think we all for that but again those that have have been identifying to not belong here that that process is thorough it's equitable non-invasive and we take you know we feel good about that i agree with that 100 yes okay ken what else do you have on your okay the the final ones are just uh payouts that will come before the board next meeting uh for all of the capital projects that are taking place uh there's four payments and those are for the four main projects that are taking place

so what about the discussion of moani village and development plan discussion oh yeah john i'll stay here but john you go right ahead all right uh dr karen and ken have informed me that they were contacted by the village of moani that there's a developer interested in a location within the um and i checked i don't think it's currently in the village money so i'm wondering if they're going to it's will county but they must be going to an exit uh because why else would the village money be do we know where it is i'm sorry you know where it is yeah do your mic oh i thought that was ridgeland i thought it was a property behind my house i don't believe it's actually your house they could have it i paid too much

taxes well they didn't annex the village of money and makes the property right it's on ridgeland off of road just west of the i-57 east of ridgeland and just yeah do you know where the thornton's gas station is there mr yeah behind there yeah down down the street down that way yeah oh no you said easter ridges and that's originally the thornton is right there thornton is just right on the corner of ridgeland road so it's on the east side of ridgeland it's on the east side of ridge and thornton is on the east side originally the throne is on the floor same side but all the way down behind thorns okay okay let's move on yeah well they're interested in putting up an office warehouse they want uh they were interested in some kind

of incentive tax wise to deny okay um so uh you know we we talked to them explained well you know we we can't do anything about their assessments in will county but uh the district has the power to to grant a partial tax abatement uh the limitation is five years it because any commercial industrial property you can do that if you think it's necessary to incentivize somebody to develop within your district okay but there is also a monetary cap on that it can't be more than four million dollars over those 10 years from all of the taxing bodies involved i think we would be the only one they were talking to but we're 75 percent of the tax bill and ice and and we had a discussion this morning um with the village attorney and

and and uh uh ken and carol were saying that you know one of the things the district would be looking for is a contribution toward the foundation for the development to assist with the financing and the development of a multi-sports uh complex facility and um you know denied and uh oh there you go see the lights went out we're done no all you are all right so i you know i said you typically with these things you know we we don't just say yes or no we put conditions on them so um and um you know so i i talked to them uh i mentioned well again i uh i it was just uh the village attorney on the phone and uh he didn't think any of those things were gonna be a problem but

i would say look uh before we you you ask for a uh economic benefit from us we're looking for things like uh you're gonna pay your taxes on time you're not going to try to detach you're not going to develop this into an unwanted use you're going to not file tax rate objections or that those kind of things that can be an economic detriment to the school district and then at that point if they're willing to accept those then it's it's um uh it's it's just a matter of the dollars and cents um is it you know would they actually develop this without the incentive if they would develop it without the incentive there's no reason for you to give this so john let me make sure i understand this is this is a property

that's going to be built in money or monies annex and this well i thought it was already in money because we were talking to the the village attorney but then when i looked at the tax bill today uh it's it's it must be unincorporated so i have a feeling what's happening is that they're going to be annexed into the village yeah they did they did tell me that in our original conversation that they were going to annex that into the village so so right now is it the thorn in that other complex this right there by i-57 is that a tif area apparently they were it's not a tiff i know that and uh that they the village looked at it and tried to see if it could qualify for tiff and they felt that

they couldn't which is amazing i've never heard a village say they couldn't tiff something wow uh so wow yeah uh so um this is not a tiff this is not what they're talking about um so the only other way for them to incentivize through the tax process is for a discretionary abatement of their taxes um and we can put whatever strings you want on it you know again any time you're talking about a tax incentive like this it's discretionary with you and the purpose of it is to entice them to develop here because this would be new property which would mean that as it's constructed it would be a revenue boost to the district if you for a temporary period of 10 years you reduce their tax burden it's going to be it'll only be

a reduction in the additional amount that you're getting and at the end of the 10 years it's going to be you're going to get the full benefit of that if you don't abate the taxes you're not losing any money but you may not get the development so you have to make a judgment on whether you know 50 of something is better than 100 of nothing uh if you know if but if if we think that they're genuinely going to develop this anyway you know then then there's no there's no reason for it the reason to do this is to try to entice them to actually build in this location and you know so we will get something in 10 years as opposed to a typical tip of 23 years with additional 12 years oh yeah

yeah this is so that's right this isn't like a tiff okay you'd get it right away and you know their estimate is is a million they'd be paying a million dollars of taxes a year to the school district okay after the 10th year well yeah if if they develop the based upon the value that they're placing on it the tax burden would at least for the school district would be a million dollars so if you decrease that amount in order to bring them in what whichever poor you know if you if you give them a tax break of 400 000 a year you're getting 600 000 additional dollars for 10 years and then after the 10th year after the 10th year you're getting a million dollars get it okay all right so if that's necessary

to bring them in it's win-win okay the real question is um you know you know we're bargaining here what is it that they need from us to make sure they actually really will develop this property i guess the other consideration would be you know are they bringing workers that would live in the district that would bring children you know yeah does it become a burden on the district because they're bringing more families more well i mean without the income it's an office warehouse so first of all it's not residential so right there by itself this development is not going to place burden on on our students on our ability okay will it bring in more workers you know and where will they live who knows but typically these warehouses don't they don't have it's not

it's not a factory it's not a retail um you know yeah so i don't know how many actual workers would be okay uh would be in this but th this is to be the type of development that that would be great for a school district because it's relatively yeah it's not it it's not going to be a burden on your services it's just going to be extra tax dollars so who needs to put together a proposal of what we would get in return and how does that get to the board for a vote yeah so i think and again john you can jump in on this um i'd like to talk in close session about some negotiating of this and i think we i do we have that capability john of talking about negotiations about

um or not really no because that's negotiating with your employees so um we but we do need guidance from the board so um you know if um i guess how much are are we willing to first of all is the board interested in this is it yeah i don't think so okay does uh one question on does this set any type of precedent in any manner it's not binding president you can judge each case on its own okay yeah how do you determine whether or not this is the the the thing that makes them do it or not i mean how do you know a leap of faith it really is it really is yeah it's difficult yeah i mean obviously the the village is working this they're they're kind of brokering it um they

don't have a sense about how serious they are with or without this deal i mean that's that's kind of the questions we need to ask the villagers you know i don't think they would be coming to us if they didn't think this was necessary but we do need to ask those questions so um john i'm going to talk numbers then okay okay thank you all right so i have to consult with my attorney here so how that goes so my thought is uh i think a new stadium football stadium is going to cost us somewhere between 15 and 18 million dollars to build i believe that what we should do is say to them we offer them this incentive but also say to them that you if you want the naming rights on our facility

that's gonna cost you five million dollars and you can pay that over um either a 10 or a 20 year period depending on how we have to finance that because we are going to have to finance that um i think because i've used that number as about a third of what the cost is in order to get the naming rates and that i think we leave it at that and i think then we let them say we don't want the laming rights but maybe we'll give you this and then the board can decide what they want to do and that but again i i understand that this is as far as i'm concerned virgin ground of what other districts has ever done i've done this many times on the college level i mean that's how

you get your money but you know it doesn't happen very often in the high school level or on uh and that so this is brand new and this is something that is uh you know kind of thinking through this of how you do this because again this is part of how much you ask for you don't want to ask for too much you don't answer too little you don't want to you don't want to do that so in any event we are going to have to finance it i believe the donation would have to go through to the education foundation because they are a 501c uh they couldn't donate it directly to us and then the foundation would have to donate it you know over to us or cut us a check and that i

mentioned it on a yearly basis because again if we finance it we would finance it over you know 10 or 20 years whatever we can i will share with the board i think the soonest opportunity i i think it's going to take them a year and a half to two years to develop that property they want to try and fast-track this as quickly as possible they want an answer as quickly as possible because again as interest rates go up it's going to cost them more money so they want to do this as quick as possible so we're looking to get something to them john has already worked on a preliminary agreement he just needs to put the numbers in there um so so again that that's kind of my thought on it and you know

my idea doesn't mean it's right honestly but it's just something that you know um i i've been kicking around and that and of course i've got dr hall in my ear so you know ken can i ask a question sure what exactly does naming rights mean so in essence what you would do is you would name the stadium whatever the company is so you know let's say it doesn't mean they could just make up a name no no we wouldn't know whether they're willing to do that or not because it's not it's a development it's not like and john and i had the discussion you know it's not like it's wintrust bank or it's not like it's the united center or anything like that you know and that so it you know it depends but

i i again i don't want to start low i don't want to start real high john thinks i'm crazy anyway so well the thing i just want to point out is the maximum we can abate by law over 10 years is 4 million if we ask them to donate more than the four million dollars i i why would they yeah because because you asked if you don't ask you won't get it well i can tell you they are looking and viewing this meeting that's right no i hope we don't try to have strategies it doesn't that's all i'm saying we ask for more again what we can do or not we you know john would do this is he can put an agreement together uh that we could share with the board um and then

if that's if you guys are okay with that then then we can go ahead and or you know have any other thoughts or ideas you know then we can uh share that with with their attorney yeah a million dollars to add those additional rooms to the middle school sounds great to me you get my vote take that dr hall so again ken i mean is this something that you could yeah it's on yeah again i mean is this something you could put together as an action item we can vote it up or down or we can table it i mean john yeah i mean i i i got the agreement i could it's just filling in the numbers well we have to share it with them i don't know what their feedback is going to

be but i really don't think the agreement's going to be the problem i think it's going to be uh the dollar number so yes we can bring this to you as an up or down and we're going to have to negotiate we were talking to the village we don't we don't know what the developer will what their position is i'm wondering and and again i don't know what the best way to do this is but i'm wondering if we should negotiate first get a final number and then bring that to the board i i don't know yeah i i think so okay well but i think i think we needed guidance first to know right i agree you know because there are some boards that say we're not abating taxes you know if you want

to come here fine if you don't you don't yeah well to me that's not what i'm hearing from to me as i kind of understand it's found money i mean it's either it's something we're not getting today no no no no no because because we would theoretically we would get 10 million dollars over those first ten years we we can't by law abate more than four million of that okay awesome okay well you you work on the timing i mean if it makes sense to come back next week if not then it has to be a july item yeah i think it's going to take it's probably going to be a july or august item and something like that so but you know i think john you know we can work on the number and

then share with them we can negotiate that and then bring it to the board when that's right very good okay okay all right okay next up teaching and learning discussion consolidated district plan good evening everyone i do not have a presentation this evening i will present our end of the year academic report at the board meeting next week we will also be coming to you with uh on the consent agenda for next week for the approval of the consolidated district plan this is a plan that we ask you to approve every year before we can submit our application for our title funding and our idea funding we must have you approve this plan so you have the plan it was in the fyi and then of course it is attached to the report for this

evening any questions i have a question about something else yes did you have some and i i i'll have to look at the fyi i don't see it attached to this though or am i missing it to this yeah i mean do you see it on your computer no it's not um but that's fine i'll look back in the fyi i just had a question because somebody asked me this and i didn't know the answer but there is a specific political ad that is running that states that sex education is taught in public schools in second grade and i'm just asking if that's a blanket statement or that person was making a statement specifically about where he is or what he's run into is i am not familiar with that political ad um we teach

what is um it's jesse sullivan i mean it's okay for the tv yeah not familiar with that but um sex education is not part of the second grade curriculum but i i will definitely look that up and see what what is taught that is uh grade level appropriate uh we have sex education begins at the middle school okay thank you i i didn't think we were but you know then they put the doubt in your mind like did i miss something i i will check what we have that may be age appropriate and and my guess is that we do have curriculum that talks about appropriate touch and mandates that we have yes right thank you any other questions okay thank you okay so we got one okay next up is the personnel report can

i don't know if we can yeah no not not right now i'm sure he didn't want to talk about it right now but yeah because you know i think it originally started doing it because i thought something else was going on in the past i think things are different now yeah so have a good night [Music] so [Music] so superintendent just came out and she said probably gonna be maybe so [Music] so [Music] it's rolling dice most nights are pretty good [Music] but once i start approaching over five hours might as well just ask for over time but most are fairly short [Music] so [Music] so foreign [Music] oh [Music] can i get a motion to adjourn some moves
