001call please and brown is here this is galbert here dr hall here mr sawalis here mrs walters here vice president rule here president albrecht here please rise and join me with the pledge allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all and roop would you please recite our mission statement sure it's to empower each student to positively impact the world for a bright new future thank you okay first tonight we have the public hearing on the 2021 22 2022 tennessee budget can i have a motion to open the public hearing for the 2021 2022 tentative budget moved okay second all right okay one second by root roll call brown is an eye

002dr hall all right mr swallows hi mrs galbraith hi mrs walters aye vice president rupert aye president albrecht aye motion carries and with that i'll turn it over to ken cerma thank you president albrecht good evening board good evening dr cara and good evening to the public this is our public hearing on the 2021-22 tentative budget that we are mandated to have by law so i'm going to review this with you i will tell the public that we have published this online it isn't part of board book it is also published on our website so um i won't be presenting because i've given the board hard copies and again online you can follow it um if you wish to do so and that um as i take the board through this if you have some

003questions any questions please feel free to ask as i go through it um it is uh pretty familiar with what we presented before i will share with the board that in the last budget that i shared with you back in august none of these figures have changed they're all the same figures everything is really the same nothing has changed but i will kind of walk you through that so let me go to page two you will see on page two both an introduction and a budget development just to let the board know and the public know that we have met all the statutory requirements uh for the budget including the public location of putting that in the newspaper uh publishing on our website having it available for the public to come in and view we've

004done all of that the budget itself needs to be approved by the board of education by the 30th of this month i am going to be recommending to the board that that budget be approved at the regular meeting on the 21st which is a week from today you will also see that there's some budget development information there of how the budget was developed using different methods of budgeting you'll see all of that we have utilized those methods in developing the budget on page three you will also see some terms and some definitions that i have included normally within the budget just so everyone has kind of the same understanding of what certain terms mean so those are all listed there and i'm going to direct your attention to page four so this is a little

005different format that i know you've seen in the past but it aligns also with our financial statements now and so what uh i've begun using along with brian johnson our assistant business managers we're utilizing forecast five to put all of our information in that's what kind of brings out all of our financial uh statements and reports and so now all of our budget information is in there too so that's where these reports are generated from so on page 4 you're looking at both the historical summary and the tentative budget and i'm just going to kind of walk you through this so you can see this and this is for all funds and you'll see that at the top of the page you'll see the funds listed the third line down you'll see all funds historical

006summary so the green column is the final numbers from our afr or annual financial report audited financial report so those are all there those are listed then you'll see the blue column which is the annual financial report from fiscal year 2020 which is the 1920 year and you'll see that in about the middle of the page you'll see a line that says surplus deficit and so for fiscal year 2019 for all funds there was a deficit of 3.3 million for fiscal year 20 there was a surplus of 40 000 are amended when it says amended there that's our amended budget but that aligns with what we have as our ledgers right now is a surplus of 1.8 million dollars from last year in all funds and you you will also see the tentative budget that

007we are i am presenting tonight has a deficit of three million 75 forty four thousand dollars now that aligns with the number that i shared before i'm gonna be going in a little bit more detail to that to tell you where that is and what what's that all about but again that's all funds um and that now the one difficult thing i will share uh with the board is the fact that when you look at the afr numbers the green and the blue column those are based on a modified accrual system and the numbers that are the amended fiscal year 21 column kind of the beige column is a cash basis so those numbers will change a little bit based on what the auditor does and when they do their modified accrual system but for

008the most part you'll see that surplus of 1.8 million dollars most of that is coming from the transportation the lack of having transportation during the 21 school year at least for 50 percent of the year half of the year and then the second then the next page page five is a breakdown of the revenue analysis when you look at all funds and where our revenue is coming from so you'll see that i'll just kind of give you a minute to kind of look through that but you'll see again the columns are all the same the columns were made the same the tentative budget is the yellow column there that you'll see but just kind of see the breakdown of our property taxes other local sources evidence-based funding which is our state aid along with other

009state revenue and federal revenue so you'll see where all of our money is coming from hey ken real quick on page four yes when they do our audit at the end of the year they're going to show our fund balance in numbers it's 7.3 which will be good when they do the financial profile yes so that bottom let me let me just pick up on that so that bottom line there you'll see is the fund balance number of months of expenditures that we have so what mr walsh is referring to is that for right now for fiscal year 2021 we have 7.3 million dollars 7.3 months of expenditures in the bank right now for our fund down so now in the tentative budget you have 5.6 right so at the end of the year when

010everything's cleaned up at the end of 2022 that number could come up that number because because when they go to do their audit the idea is to have six yes that would be ideal to help perform that's going to be the goal yes okay all right now the thing that you also have to remember is now and again let's let's turn if you can turn to page seven if you would please instead of let's go and we're going to kind of compare if you want to rip that apart we're going to compare page 4 and page 7. page 7 is our operating funds and that's what the financial score and profile is based on so according to that you'll see at the end of fiscal year which is the end of this current fiscal year

011we'll have 6.18 months of cash in there and that's what the financial score goes up by not all funds they just go by your operating funds okay so just to kind of you kind of keep that in mind so i appreciate that question too all right so that's where it kind of gets a little bit confusing when we talk about operating versus all funds but i wanted to share both with you and the community you know both scenarios there okay so again going back to page five you'll see a breakdown of our uh our revenues for all funds and where that's coming from and how that's distributed and then again if you look at on page six you'll see the same breakdown will be for expenditures and how those are broken down both in salaries

012and benefits purchase services supplies and the rest of the categories and those again are standard categories that we have uh based on our annual financial report and how things are broken down and then again moving to page six you'll see our operating funds and again following those pages are breakdowns of both the revenue and expenditures only in our operating funds and the two main funds that are not in there are our debt service and our capital projects those are the two that are not in operating funds all right the last one is is actually life safety but that's minimal right now okay so i'm just going to give you a couple minutes to kind of look over that and see if you have any questions about those again the numbers haven't changed from before they're

013the same they're just in kind of a little bit different format and again the last thing i will share with you is that again if you look at page seven the surplus deficit is going to be in the operating funds 566 versus when i talked about all funds being a little over four million dollars and that's really because of as i've shared the capital projects that are going on that we have within the budget and ken just to be clear so the capital projects that we have are not being paid out of the revenue that we're collecting this year that's already money that's been borrowed and and set aside for those projects yes that was the money that was borrowed in the bond sale that we had in december of so that money was put

014in the bank and that was calculated in under other revenue other other revenue sources on your afr and you'll see that listed under um you know the amended fiscal year 2021 you'll see that 17.6 million dollars there but the expenditure for paying that out is actually happening this fiscal year so that's why it's recorded here right yeah and then and then on page seven so if i look at that projected deficit of 566 000 that's impacted by the largely by the timing of the transportation reimbursement it is it's it's mostly well it's impacted uh yes i should say that yes you're right it is impacted by the timing of the transportation reimbursement because our reimbursement is paid based on last year's expenditures and i share that and i have that in here on the table

015if you look at page 10. i've included that table that we talked about in our last meeting concerning the impact of transportation on our budget and so the money that we get in this year on our claim is based on last year's expenditures so since last year's expenditures were less we're going to get less money in and that's where we have that operating deficit of 566 000. so is it fair to say absent the timing for buses were effectively balancing this year's budget yes and you will strive very hard to get that 566 to zero by the end of the year i will try very hard to do that that's the goal yes okay so as we're talking about goals let's look at i can share on page 10 some of our business department goals

016business and operation department goals um you will see that our plan as always is to complete the fiscal audit by december 15 2021. i will tell you that we are probably 30 to 45 days ahead of schedule on that right now things are going really well ryan has brian is here in case you have any questions but we have given everything to the auditors they have everything right now we're just waiting for them on testing and all of that they've already been out to meet with us on a couple occasions um so that is going very well um so um i'm i'm real happy with the way things have gone and real happy with the work brian has done on that so we're ahead of schedule on that again our goal is december 15th and

017but we're hoping to have that done sooner we are transitioning our business suite platform from skyward sms to skyward cumulative is a new system that they have and so we're transitioning over to that system um this year which will make us even more efficient than we are already so that transition will take place in february of 22. we're prepping for that right now getting training on that and working with the various departments it will include um both hr and the business office and changing and also all the employees and how you enter invoices and all of those things payroll and all of that so well will that result in any cost efficiencies it probably will i think it will because the systems will be more efficient so it may even look at personnel efficiencies also

018okay yes we continue to develop end of the month closing procedures those are always ongoing in case we need to add any again as you have seen that we are producing our monthly financial reports in a timely manner for the board meeting we already actually have them ready already this month by usually the third of the month all of our accounts are reconciled so that is continue to go but i leave that on there just in case we need to add anything you know as we start moving forward for the end of the months and that um analyze and restructure the district's amazon business account this is something that we took on this year as you won't know amazon is a big player out there we do order a lot of things so brian and

019i sat down and we restructured with that so that we can put best practices into play so now all orders have a primary and a secondary approval process that goes through also we have been able to put our budgets right into amazon so people can overspend in certain areas too so we have structured that that's actually been done already we're all all set and then facility planning and capital projects um we'll present a short-term facility plan tonight where i'm going to be talking about that a little bit later especially concentrating on our non-air conditioned building and also life safety issues so i'm going to presenting and sharing that tonight also and then finally the last page you will see just a few things about the budgets and just some comments and recommendations that the budget

020you know again is is pretty well is complete from what i presented here um it will be part of uh presenting it tonight and then the approval will come on the 21st i'm going to recommend the approval that take place i did talk about capital projects and what's included in here you will see those capital projects here the life safety projects and asbestos abatement at elc in talala about 2.7 million dollars is in this budget some of that we paid out in last year's budget so that will remain there the gym floor refinishing of 35 000 that is in here that'll be paid out this year it is complete it is done it came out gorgeous i will tell you that if you haven't seen it yet you should uh it looks great football field

021light replacement 315 000 that is complete and done if you're at the football game it's a lot brighter coach kaneki uh is immensely grateful for that i don't know if dr hall is but i know coach connect is you know i had to say that i'm just waiting to see with the price for the turf field that we need oh okay there you go i agree and then uh the the other thing i will tell you is we we are still continuing to work with our insurance company to get reimbursement on a fourth of that project so that's going through the process but uh it looks like we'll be getting that and then uh the cooling tower maintenance of so is the 315 the full cost before insurance that's full cost before insurance okay so

022about 80 thousand dollars a poll about 80 000 yes okay and again once you know once dr hall dedicates the turf to our field then uh we'll be able to move those poles anywhere we want okay good deal you know sounds good i'm just saying all right um and then again lastly again on the short-term facility improvement plan i'll be talking about that a little bit later tonight and my plan also that that includes from june of 21 through august 24 and then uh in the future i'll be looking at a long-term facility planned five to seven years and i'll be presenting that to you so that was my presentation i will entertain any questions i have a i have a couple questions here sure ken uh first of all i believe it was page

023four you were talking about i guess you don't have to it's probably in multiple places but under the operating fund page four you were talking about cash method under using that cash method under the amended section on the page four and you use the modify method and go back to the page here modify account method under the tenant of budget so the cash basis under the amended uh actually that's under yeah that is page four yeah page four and i capture that so the cash basis under the amended modify accrue method under the tenant of budget so what method are we using in general is this standard on the gas speed you know under the standards that we use cash modify and accrue yeah so what's what's driving these sure so let me clarify that

024mr brown so on page four which is all of our funds the green column and the blue column come off of our annual financial report yes which is uh a modified accrual basis okay okay or or accrual because that comes directly from the audit the auditor's doing an accrual basis in order to complete their afr all right okay the crew accrue not modified accrual basis okay the amended fiscal 2021 is a modified accrual basis because there are some expenses there that have been accrued back such as salaries because we pay our salaries over 12 over 12 months into july and august from the previous year so that is mostly a modified accrual basis that takes place which is the amended fiscal year 2021 those are our actual ledgers that we have uploaded now they have

025not been modified they have not been audited so they are not a true accrual basis but they are modified approval basis right now okay okay and that's um the standard for us here huh that that's standard that's normal that's standard for any school district that's the way they are and then the tentative budget again is a really a modified it's on a cash basis it's really a modified accrual basis too because again mostly the salaries and benefits even though they're paid over 12 months july and august they're recorded here in that year so those salaries that are there if you look on the expenditure side under salaries let's just say there's 46 million dollars there and i'm looking at page six 46 million dollars in salaries those are paid actually over two fiscal years they're

026actually paid but we account for them in the current fiscal year which is a modified approval basis so if i understand it correctly then salaries are paid from the beginning of one school year they're budgeted or paid from the beginning of one school year to the beginning of the next school year but our fiscal year ends starts and ends july 1st and july 30th so we're paying kind of two months of salaries in the in the budget we've got out there for fiscal year 2023 that are incorporated into this budget is that um close okay so yes so let's say the teachers contract starts in september the first pay that they get is the first first week of september let's just say september 1. so they get paid september 1 through august 31st we account

027for that though all in one fiscal year all right okay so that's what i was which is maybe what you were saying i was trying to start breakfast yeah okay yeah i guess the cash method you know as far as the board remember looking at this and you say okay i got cash this is when i get it i can document it boom boom boom accrual you hadn't got had not yet received cash but you say hey i'm going to get it because i'm putting it on the books right now and then the modify modification you know the modifying method is kind of utilizing both so it kind of looks you know if i don't know what's going on hey you're not pointed out to me i would have really been a little confused yeah

028as documenting this sure and now and i'll okay i'll confuse you even more so that this is why and this is why it's modified accrual basis so let's take property taxes right okay keep in mind that some property taxes now with will county you have four payments absolutely and so some of the money according to auditors and what the auditors do from from an accrual basis is they only go out to august 31st any revenue that should be accrued back only goes to october 31st but if i get another tax payment in from that past from the june payment let's say in september i don't accrue that back i have to keep it here so that's right it's a modified accrual basis you're only accruing certain things okay that's all that makes sense that's a

029good example really good example okay great thank you sure and one other question i have yes back i believe it was last december of last year the board approved to borrow working cash of like 17.5 million dollars yes and and i'm trying to locate that amount sure in our revenues i know it's captured somewhere you said am i missing it i'm just i'm sure it's on here it comes from how you kept doing that in revenues yeah it comes under actually when you um when you account for it it comes under other financing sources all right so people see a line on him if you look at page four mr brown you'll see a lineup that says other finance finance sources you'll see the 17.9 million there that's where it's that's how it's recorded you

030see that yes 7.17.935 on page four got it okay okay okay that's it sure say my next questions for the regular board meeting okay any other questions for ken hey ken thank you very much you're welcome thank you thank you ken do we have any public comment on the tentative budget only okay hearing none can i have a motion to close the public hearing second move by sandy is that you sandy yeah okay okay we'll call please brown is an eye this is galbert hi dr hall hi mr wallace aye sorry vice president group aye hi this is mrs hi president albert aye motion carries okay now back to our regular committee the whole meeting first up is public comment we have one present from scott calejo is that i pronounce that correctly okay and

031the and the topic is understaffed or special needs classes at csk are understaffed yes my daughter goes to uh cfk and uh i have a problem with uh the safety of uh the kids it's my daughter and all the other kids they're in the class there's not enough staff obviously i've been told you know it's it's out there you know the positions can't be filled um you know that's you guys that have to figure out how you guys can fill those positions there's several different ways how to fill those positions it's not my job to tell you guys how to fill those positions um it's just uh these kids in special need are obviously i don't know if you guys have any special need kids but um there's many different concerns with these kids and

032when we have help come from other other places in our other schools people have came to help the classes well they don't know these kids these teachers are teaching these other helpers to help these kids and these teachers are concentrating on telling what needs each one of these kids need daily and these kids need to see consistency and i'm gonna fight for my daughter as much as it takes there's been a person that's uh in the school system that told me that you know mr clay joe what's the big deal your daughter's got 22 years 22 years of school that pretty much threw up a red flag to me telling me that my daughter is a failure i feel that she's been pushed to the side and no concern no heart you know i mean

033she holds a job where she should have a heart for these kind of kids and i just feel like um everybody's getting brushed aside it's very unsafe for these kids recess i think the teacher took upon herself to change the time of the recess because 160 180 i don't know exact number of kids that are out on the playground these kids are small my daughter um is missing two parts or a portion of her chromosome and she's very small she's fatigued and a lot of kids are bigger and i don't blame these other kids that are on the playground they're bigger than her but she wants to be involved in everything i have five other kids besides ava ava's my youngest one and you know she wants to be out there i feel that these

034kids in these classes they deserve an education you know i mean this is our future of our kids in the school our special need kids we need to be concerned about their safety and making sure we're filling the staff and feeling it correctly like i brought to their attention that you know i mean the second third day of school there's different people grabbing my daughter out of the car don't my daughter does not even know this face and it's not fair to her to be scared to go to school and be confused and be confused with the staff and the different people in the different places she needs to see consistence of the same faces and like i said it's hard for everybody code i own a small business i can't find help i can't

035find help if you know what i mean and i'm paying good you know i'm putting it out there i need help to get my jobs done and i understand what you guys are going through and what you guys are trying to do i appreciate everything that you guys are doing but there's there's people out there there there's people you could hire help wise to figure out how we could address this situation how we could bring people in and people that are educated and not just hey can you help me with this class can you help me uh change these diapers can you help me uh take these kids to the bathroom we got a lunchroom my daughter won't eat lunch unless there's somebody that's you know helping her out ava come on you got to

036eat something you know i mean you need to eat something for lunch and so i'm very thankful for the teacher that we got she moved her from one side of the lunchroom closer to her because she's connected to her because she sees her it's a consistency of seeing that teacher every single day well i have a problem with like all the other kids in this classroom that their parents maybe they feel that they're getting what they deserve for their children i don't think they know how these kids are being treated and i'm not saying it's your guy's fault called people are getting paid more at some different place or they don't want to come because they feel that they're underpaid or they don't want to come because it's not air conditioning here you know what

037there's people out there man and we need we we need to stop brushing these kids to the side and give them an opportunity to learn and be educated i feel that i want my daughter to be working someday i want my daughter to graduate when this lady told me 22 years i said you're out of your mind i said i told everybody this i have told children's hospital the the thing that ava's got is no one can tell me it's bits and pieces there's no one in this world that has what my daughter has so i'm lost on it trying to figure it out and i tell everybody i stand in front of that don't you know she may be an olympic someday and i have hope for and i'm going to keep pushing for

038and i'm going to keep pushing for all these other kids and all these other parents that are dealing with this like i said this is my sixth kid and it's it's hard for me to suck it in when i have to bring her to school and she has to see a different face well now i'm walking her up to the front door and i'm bringing her to the person that she knows to make sure that she feels safe no kid should be able to walk through the doors of a school not feeling safe no one and i understand that i only got two minutes and i probably went past my two minutes i really appreciate everybody's time i really appreciate everybody i talked to i did start from the bottom and i went all the

039way up talked to everybody i possibly could talk to um i'm gonna constantly be working on this and you know me and my wife laura is here to help and do whatever we can and uh we're concerned parents and i just uh i ask for your guys help and uh anything that we can do i'd be happy to do you know what i mean it's just uh i just need a little help from you guys and i understand that staffing is a problem but persistence is big for these kids um a lot of things that uh for my daughter were addressed until the day of school um like i said my daughter's very small you would see her she'd be standing right next to me you'd be like wow she is small well she needs

040a potty you know i mean it wasn't addressed until i personally had to call the principal which is awesome dude great hands down i don't think he could be replaced he's an awesome person over there he does a great job and no potty for no step stool to get up to the toilet didn't couldn't figure that out so here i am first day of school bringing a potty bringing a step stool and he got the stuff there and i'm using their stuff because it was all brand new but there was no there's nothing set so these ladies that are dealing with these special needs kids that have no clue what's going on with these kids got tossed around three days before school the first day of school not knowing what's going on because we were

041in one class then we're in another class these these kids and these teachers need a little more consistency and i hope that you guys can understand where i'm coming from and you know i left my email address if there's anybody that can reach out and help me i could help you guys whatever i'm going to attend more of these meetings i'm not going to stop and fight stop fighting for my daughter until she gets what she deserves and i promise you guys that and i want to know if we cannot take care of what we need to do for these children what's our next step we need to send them where there's a place that can fulfill their needs it's all it is about you know i mean we have to do something we can't

042just let it go so i thank you guys very much for your time thank you thank you thank you did you say your email is your email list well we've got it on the public comment awesome we'll share it with them okay okay the next public comment excuse me was sent in by email good evening my name is jody olson i've been teaching in our non-air-conditioned buildings for 17 years i would like to address remote learning on excessive heat days i have served on the district calendar committee for at least the last 11 years the topic of heat versus the start date of the school year has been addressed every single year including this year through multiple terms of administration during calendar committee meetings but ultimately fitting high school exams in before winter break has

043always been a strong deciding factor for the year's start date typically the unions have voted on a preferred calendar with different start dates winter and spring break dates and end dates the outcome is reported to the boe to consider in their decision to approve a calendar however it is a fact that this last year the unions did not get an option to vote on the start date we have never been able to come up with a viable solution to this ongoing dilemma of giving our older students enough time to fit content and exams in before a long winter break and giving the summer weather time to subside so that our younger students can begin learning there's never been a way to service both ends until now now this is what i really want you to

044hear i want to thank the district for allowing non-air-conditioned buildings to attend school remotely on days it is simply too hot to learn our buildings it has seriously changed my lives and the lives of the students in my own classroom the temperature is often over 88 degrees after lunch if it is warmer than 83 degrees outside masks of course make this ten times worse over the years i've often wondered while looking at my sweaty sleepy children how it is that people would so quickly call the police over a dog being left in a car on a warm day and not realize that our tiny humans suffer the same circumstance in these classrooms neither should ever happen new learning on extremely hot days is not happening i promise you you i promise you it is not

045hot days are more than about hydration and survival not math and reading if you add up all the days warmer than 84 degrees over a six-year period a student in an air-conditioned building will have learned almost an entire school year more than a student in a non-air-conditioned building by time they reach our air-conditioned middle school it is now an unnecessary gap there are still many days it is uncomfortable for now the worst of the days can be saved alleviated productive and safer this year is a game changer equity has finally been chosen we can do this now because we have developed the tools and skills to supply it even this was not the intended purpose your entire staff has worked tirelessly often 10 to 14 hours a day over the past 20 months to become

046effective while being remote we would all agree that being in person is the best possible scenario but i don't believe it is on excessive hot days i would like to share with you the benefits i have experienced from teaching and learning remotely on these hot days i was able to establish deeper relationships early on with my families i was able to hear my children and they spoke more often i was able to cover so much more content and they were able to digest it because they were cognitively present they were not hunched over thirsty tired and miserable i was able to see their smiling faces a human connection our learning momentum has not been broken teaching remotely requires much more work but it is worth it they got so much more out of their school

047day please here again thank you allowing for remote classrooms and hot days is a band-aid to the situation but it is one that speaks of equity and allows time for you to come up with the long-term solution you are seeking you have a working machine as long as equity is being served i believe it will continue to work hard until you find solutions to our environmental issues i am rooting for you we need you to succeed it is so easy these days for staff to jump up just up and move to a district that can offer a better working environment and they are doing it it is up to you to keep us all together promoting true equity is a move in the right direction we need to keep you making good decisions the hard

048decisions and even unpopular decisions do not go unappreciated or unnoticed they make a difference the seemingly seemingly small change in routine makes a huge difference for that i thank you again sincerely jody olson first grade teacher creed elementary okay that's all for public comments so with that i'll turn it over to dr kara for administrative updates all right we're going to open up right with business thank you um the first item that i have on there is a certificate of payment in the amount of two hundred ninety 512 dollars and seventy cents to rl sohold the general contractor for the uh continued work at talala elementary school and the early learning center uh this is the summer project that's taking place part of the contract that was approved we still are holding back approximately ten

049percent of the project so we are holding approximately three hundred thousand dollars that is still being hold there's still be one more payment we are still working on some punch list items uh there's a few little things odds and ends that's still taking place but overall the project is uh substantially completed the only thing that has not been tested are the boilers and i don't think we want to turn the boilers on yet so uh we'll wait on that but uh again we'll hold back a little bit of money before that testing is to take place uh but this is the next payment that they have submitted and been approved so uh i just wanted to share that this will come to the board next meeting for approval also no actions taken type but i

050just want to share that or if you have any questions can how long is the retention how long are we holding the retention for when the punch list is completed until we're satisfied okay there's nothing else written like a time so we're satisfied with everything yep the the second item then there you'll see discussion to submit an application for the isbe only state board of education school maintenance project grant if you do remember a couple years back uh i came to the board and requested us to submit an application for fifty thousand dollars uh as a maximum grant with matching funds to replace drinking fountains throughout the district and so i just received notification of that grant being open again and uh another fifty thousand dollars and so i thought the best best thing to

051do would be to flip the high school to led lighting um and so this project if you look on i i gave everyone a copy of the short term facility improvement plan if you turn to page 88 of that plan the page numbers are down at the bottom you'll see this is actually the board report before it but again it's got the figures in there so i wanted to share this with you and i'm going to kind of walk you through this so all the way at the bottom of page 88 you'll see that this includes exterior and interior lighting and then so the estimated cost of exterior lights is 41 165 top of the next page the exterior light installation is 19.4 total of 60 565. the cost of the interior lights uh 273

052the interior light insulation is 108 424 total cost you'll see a 381 so total cost is 442 259. we are able to get rebates uh estimated rebates in the amount of 16 and also on the interior lights 102 000 total rebates of 118 174 also take out the project grant the net result is the project would cost 274.085 in that now the other thing i will share with you is the reason for going to led lighting also is to reduce our operational costs we figured that we could probably reduce our operational costs and this is not my calculation this calculation by the electrician and by about 20 000 a year so the roi on this our return on investment the payback on this is about 10 years in addition the light fixtures should last us

05315 years and so we would not really have any you know i mean there'd be a couple that are going out but those would be covered because there's a 15-year warranty basically on those things so again i think it's it's something that would be uh a great uh project for this grant so we would get 50 000 uh from the state on that uh they give us that money up front and then we just complete the work um we my plan would be to have that work done next summer and uh we would have to go out to bid for it so these are just estimates that we got but we'll have to go out to bid for it and to move forward on it and so in order to submit the application uh to

054isbee i would need board approval and so i would recommend that we that would be approved uh at the next meeting the funding for this would come out of the funding that i've put together as part of the short-term facility plan that i'll talk about after this i don't know if any of the board has any questions about this all right so you won yes go ahead we employ an electrician so do we have to go out to bid because of the cost of the project because i know that we have an electrician and a lot of times he's not the one doing the project and i don't understand why it's not our employee before a company so maybe you could explain it early on the reason is because of the scope of the project

055quite honestly if we were to have our electrician do it there's no way that he has the capability he's able to have the time to do that you have to remember this is replacing every single fixture in the high school okay and probably doing some rewiring uh that may need to take place um so it's this is a major project and then and so i'm more comfortable bringing in a contractor to do this with the scope of work and we defined that than having us do it internally so is is that the deciding factor more or less the size of the project because didn't we replace the lights in the field house or something with the company we did we did replace the lights in the gym the gym okay the main gym i think

056we did right keith yes we placed them in in the main gym and we had a contractor come in to do that because again they take care of all the rebates and all of that too okay so just for my own knowledge then what do we use our electrician for just everyday stuff everyday things any rewiring that needs to be done uh you know in a lot of our buildings uh there's always fuses that are blown and rewiring you know circuit will be blown in that we've got to rewire some things uh you can remember we have nine facilities so right right going through all those facilities but i think i i wasn't clear on how you decide when our electrician does something and when he doesn't yeah it's just a decision that keith and

057i will make when we look at the scope of a project and to see are we able to do that internally or is it best that we bring in an outside company to do that okay and certain costs you have to go out to bid is that correct if there are if you do over 25 000 you do have to go out to bid and all that so on certain things to do there are some cases where you don't have to like the technology net but for most part 25 000 is a threshold so no matter what we would have to go out to bid even if we thought our person could do it yeah even if we we thought that we would still have to go out to bid probably for the lighting itself

058for the actual fixtures themselves okay you know and again that way even with the fixtures that way we're not um you know looking at what size fixture the company will do that and so then it's warranty that if it don't work i can go after the company okay you know and all that too thank you for the clarification ken i thought i think we need more clarity on the amount that would drive you to go out and bid the job out i thought it was 25 000 for certain things and 5 000 for others 5 000 is is you need three quotes you don't have to go out to bid you need three quotes for five thousand okay now 25 000 you need to do an rfp uh or sealed bid okay for 25 000

059okay you have to go through the whole process you have to go through the whole process yes got it okay going back to the gym real quick the gym we did replace the lights in the main gym they were that uh or those lights replaced with leds yes those are all led okay yes so this bed excludes that the gym i mean yes okay and it's interior and exterior so even you know the light posts outside the sconces on the building all of that exterior that would all be replaced everything okay and i'm sorry who did the engineering on that to determine what lights we will need the lumens and all of that you'll see mr brown if you look at the pages after that board report you'll see the estimates that have come in

060we had a company come in to do that to see the size of the picture so you see all that those that are a little bit more knowledgeable on that than i am you'll see that there okay okay so ken the next week you're just asking for approval to submit the application we're not approving the project no no no no not at all okay not at all just the grant itself okay okay and then lastly i'm going to talk about the the short-term facility plan for the public i will let you know that we have uh published that to board book so that is out there uh and board and dr carr you've received hard copies of this so i've given you hard copies so i'm going to go now i will tell you it's

061110 pages long i'm not going to go through every page even though i know you want me to but i i'm not going to all right but i want to my goal tonight is to do more of a high level and what i want to do tonight is to ask the board to give me some direction if i should continue to move forward if that is the case my my goal is going to be at the next at october's committee of the whole meeting to bring in both our architect and our finance person all that's included here to answer maybe more specific questions that i may not be able to answer in that but i wanted to just kind of give you a flavor because i didn't want them unless you know you really gave

062me the authority to move forward in that so let me touch base let me first turn your attention to page three and i think you've seen this chart but this now is what our our plan is and i'm going to kind of go through this a little bit and i've color coded this to hopefully you know help uh some things so in summer of 2021 you'll see we're doing life safety projects and and hvac prep work at talala and early learning center so that's the project that is going on now that's a project that will have the payment taking place during the 21-22 school year this coming which is what we're in right now i have included in here the demolition of the sixth grade center and dome and i've also included in here temporary

063cooling rooms in four of the buildings that would not get air conditioning next year now i that is an estimated cost i don't have the engineering back on that so i just put estimated and i just i just really i guessed it a number i'm just i'm just telling you that um but i wanted to put something in there so i can just kind of get a full total cost and give you an idea and then in talking with the architect we don't believe of course it's going to be any more than that it may be under that but again when the engineering is done uh we'll find that out so during the school year that work would be be done we would bid that out so that work is done on nights and weekends

064so it doesn't interrupt the instructional value of the classroom at all and i we believe that that work could be done by april of 2022 if the board allows us to move forward on it then next summer you will see in the dark blue boxes you will see hvac prep at balmoral life safety projects and hva prep at coretta scott king cree elementary school and monique education center those four buildings and then you will also see in the goldish box we would put in doing some additional life safety work hvac and electrical work at talala and early learning center so that would happen next summer summer of 22 and then again i've also included for the high school the led lighting project that is in there and you included the full price on that i

065included the full price on that from from a from an accounting standpoint you always have to include the full price and then it nets back we're looking at a lot of those from a net standpoint a lot less but i just wanted to include that full thing because the bids could come in more i i don't know but yeah okay okay yep summer then of 23 i've included the life safety hvac and electrical work at balmoral csk crete and monie education center so by the end of the summer 2023 by august of 23 all non-air conditioning buildings would have central air conditioning and then i've also included in here cosmetic improvements at talala and elc for that summer however i do want the board and the public to know that i have not included that

066and will not i haven't yet included that in the financing piece at all and i'll talk about that a little bit and then summer of 2024 would be possibly some cosmetic improvements at the other four schools and that and again that is not included in the recommendation with the financial data analysis again i'll go through that okay so that is the plan the way i want it laid out now if you turn the page to page four then this is sort of a summary page of everything it's got a lot of numbers on it but there's going to be a lot more numbers coming so than that but it kind of gives you a breakdown on the top box all the life safety projects the costs associated with that along with fees and contingencies and

067then the bottom part is the non-life safety things those things that are basically associated with the hvac or as we talked about in our last meeting when you replace the pipes here those are life safety but new toilets new faucets that's not life safety and that would be included in the non-life safety things and you will see i've separated those out each column represents either a school year or a summer and you'll see all the total cost now when we talk about cost then on the life safety side the upper box that's 6.2 million dollars we have that in the bank all right that's the money again that the board approved for bonds out last december of 2020. all right the bottom part you will see is 48 million dollars which would be the additional

068funding that would be needed in order to do the other work in the buildings based on estimates can i ask a quick question about the temporary cooling rooms yes you just talk a little bit more about that like um how many rooms and then is the money that's going into those is it just for that short time period or is it something that can be used in the the longer term plan so what what we did was um we we toured actually balmoral elementary with mr brown mr smallish and then the principal dr cara and myself we toured that facility to kind of talk about you know what could be done you know because the thought was first do we put air conditioners in each of the buildings or each of the rooms and in

069talking with the principals what they will tell you is that they right now may have an air conditioner in a in a room however they have to turn everything else off to turn that on so there would be a lot more cost but what what the principal over here but said was hey if you could get us more cooling rooms that we could take the kids into that would be great so we asked the principals to give us or give me a list of five rooms in their building that we could turn into cooling rooms cooling centers and they would be within the room and we would run uh extra circuits there electrical circuits from the panel uh in fact mr brown was looking at the panel and all that so we would run that

070to each of those locations so it does not interfere with any of the instructional equipment that is needed in those classrooms smart boards uh and whatever else that we have in there so we would be identifying and know and we would just do it in those four buildings so the two buildings like elc and talala that are going to get air conditioning next summer we wouldn't but in those four buildings we would put five additional room cooling rooms in yeah and i just want you to know i think those numbers are really conservative i think they're high yeah so i don't know that we're gonna get close like a million dollars is a lot but i will tell you there's a small error on this page of four you have them risk listed as 000

071in each and i'm assuming and on this page it's 245 right well the 245 and i will clarify that because 245 includes all the contingencies fees and all of that so on the on the page on page four mr wallace where you see 200 000 there's also there's also some fees and contingencies on this is that on the bottom all right yeah so that's all it's all included in there which is accounted for and how about the second part of the question is that stuff then that gets utilized for the long-term plan or just trashed and it's used for that year and then you know i think when we talked it maybe donated or whatever i still think it's really high because you're talking about window units that are in in baltimore now when we

072were in two of the rooms they had him in there but he's being very conservative which is good that we're not being under right but mr brown if you can and ken i think it's a very conservative number considering i mean i would be surprised that it would be that much if not maybe it'd be allow us yeah and again we we'd have to go out to bid for it and all that stuff so we'll drive the number down and all of that but again i you know i just want to make sure that um we're covered that's all i'd rather be conservative than liberal options i i think again i'm sure you mentioned you're looking at it we are spending a lot of money here and for a short period of time and what

073can we use when the smoke clear at the end of the day now we've got this really it's a long term you call it a short term but it's a long term putting hvac in the central systems in so yeah i mean you know we can't we can't get the hvac systems in we're going to come up with a hot spell in the may part of next year you know next year so no way we can get this work done with the hvac systems until school is out that's when we start working but the temporary thing we possibly can do things in before the summer next year i think that's what we're looking at and catch these hot days that's coming up in the may time frame you know and next august exactly right so

074but it's you know it's not a win-win situation here yeah it gets a billion dollars and then it's going to be a cool cool start to the year exactly but we can't you know we can't afford given that you know we had we had warning warning this past you know this past couple weeks that we can let our kids go through school with these hot days without doing anything and i i understand i do not want to be in those hot rooms and i know what they're going through i'm just wondering if a million dollars if that is i know you're saying it's conservative but if a million dollars for that period of time yeah is worth it or if it's better to keep doing the remote days i know that's why we you know

075we come to the board i mean it's been 80 years and now we're talking about one year i know and that's all and again i'm not discounting the fact that they are suffering i'm not anyone's listening i'm not discounting that fact i'm talking about we're talking about one year in the scope of so we gotta look at the money yeah i understand yeah and i'm hoping to clarify i think can if i'm right we can get if this goes forward mr sherman will get a someone to bid it and come up with a true number and if the number comes back to where i think it is yeah i wasn't expecting to see numbers like this yeah and again i'm not worried about it but at least i think the reality is i think we'll

076be all can breathe better when we see it yeah i don't think excuse me i i don't think that from when you talk about are we going to lose anything or are we just kind of you know let's be honest kind of throwing money away here yeah i don't think so i you know the the window unit you know 500 750 100 you know 500 to 750 dollars is probably what that is the circuits that we're going to run into the classroom i don't think those will go to waste i think the the buildings that we're talking about are short anyway on the circuits that they have coming into the classroom anyway um so i think there'll be a benefit in the long run anyway yeah you make you make a good point ken you

077know running additional circus to accommodate the portable right or the temporary air conditioning units and i think these are 120 units not 220 so right and right now if you talk to the principal what's happening in the buildings actually even like when we got the hepa air filters there are some rooms that when they turn those on they got to turn other things off you know so i you know adding the circuits i don't think that's going to be a waste i think that'll be a plus at least in those rooms you know the the air conditioners we could probably donate somewhere be happy to do that you know and all that too so i don't think it's going to be fully money wasted okay i just wanted to clarify we keep saying conservative actually

078those numbers are ballooned i guess you would yeah when you say that actually we've got a big cushion a big cushion there yeah but yes but i don't think that a lot of people understand that and when we're saying conservative they're thinking yeah it could be 400 right so i'm just making clarity on that that these numbers because it's different if you're talking about revenue or expense so and then i guess my next question would be big margin in there you know i was i've gone through the creed schools i've had kids go through the creed schools they've always been hot you know we've brought popsicles water and stuff what would happen let's just say next year there's no masking is this something that we would still continue because i think right now what it

079is is they've been hot for years um the reason being now that we have the added element of a mask what would happen next year if there is no masking is this something we would still go forward through i think i think we still do i think we do we still put the money in i think the parents in general have spoken and let us know they do not want their kids to be taught in hot schools but this still does not mean that every kid is in air conditioning all day it doesn't right it doesn't we're trying to provide some relief until we can get the big permanent fix here so how long do we project for the big permanent well that's what this was listed here so by the end of my summer

080dr hall by summer of the end of summer august of 23 all schools will have a6 vsc systems yeah and what i wanted can and i don't know if we can do it but if we can really expedite you're saying that they are they have to be worked together to life safety issues with piping given what type of air conditioning system we're going to use then we need piping fix which is part of the life safeties in some of these schools and i just would really like it to be work parallel best we could again i'm not sitting down at the table looking at the drawings and all of that but i would really like things to be worked together if we could yeah our our plan um about this is you know the way

081we have this laid out is the way it's going to be i mean it okay you know my plan is not to you know and i'll just say this i'll say this straight up my plan is not to do balmoral or to do belmoral and not do csgo that's that's what i'm saying i'm just i'm going to be very clear on that that this plan is doing parallel projects i've talked with the architect i think we're going to bid it in two separate kind of packages and what i say by that is i'm going to look at next summer so next summer we're going to bid out the life safety and hvac and electrical work at talala and elc is one package and then we're going to bid out those other blue boxes there as

082another package so everything can be done parallel the same thing will happen the next summer and then because again and that's why i i continue to emphasize to the board that i need consensus too because i have got to start working on this now and then so that we can get our bids out by december because this is a major major undertaking it is and one thing i like about this because i was very passionate about completing all of our life safety issues prior to the next life safety survey that starts somewhere in 2023 yes so it looks like we will be completed with our life safety issues during the summer of 2023 is that how i'm seeing this yes through the summer of 2023 and you'll see that in all the charts that i've

083accompanied and i'm just going to go through one of them but yes mr brown all of that will be completed by august of 23. yes okay it looks like the summer of 23 there's pretty minimal life safety i mean it's it is looking at the like safety work in and of itself if you just look on page four you know if you look at the dollars assigned by summer you're completing 5.6 million in summer 22 and you only have 700 000 left to do right in the summer of 23. that's great yeah okay i just asked one more question just help me with that the timing here then so we're saying that the temporary cooling rooms could be in this year maybe by the end of this year our plan is to have them in

084by april um okay so at the end of the year if we had hot days then we have all next school year where we would be using the temporary cooling rooms in just those four buildings in those four buildings but then the following school year we'd have the hva we'd have the so we're talking basically one full school year and maybe some months of another one yes all right i just want to make that clear because i thought somebody said two years and i thought i was not reading it correctly yes and i want to clarify i didn't make a mistake i didn't mean conservative i meant to say the number was safe i did say that wrong for sure no that's a good point it's very good can i have one question yes who's

085going to oversee all this work being done at one time there is uh and again one of the things that i have done is i've kind of restructured our our building grounds department so keith will be overseeing a lot of this work along with myself um and that's why we're going to split this package so we have a couple different construction managers here uh general contractors handling the work along with our architect so it's going to be a combination it's it's uh you know it's it's an aggressive uh project it really is um but i i will tell you this uh i was i was very happy and i've shared this with the board i was very happy with the way things went this summer in this project uh and the work being done um

086you know it was crazy i i mean i'm not i'm not gonna deny it it was crazy but uh it's doable but it's just getting the right people on board that's awesome i was just wondering how that was all going to work because you're going to have a lot of stuff going on constantly do we have the people and i'm not slighting anybody in this room do we have the expertise to know that what's going on is the right thing and that it's meeting the standards and we're moving along at the cliff we want to move along that type of thing yep i don't want to select anybody but no do we have somebody qualified or do we know what we're doing i i believe we do at this point you know again as i

087get more closer to the project i'll be able to see that but i think at this point we do uh please know that um i'm not i'm not shy by saying hey listen we're gonna be you know deficient here and we need some help you know i'm not i'm not shy with that at all um you know that so um i i will let you know that if that becomes i i will tell you though that as these projects go we have weekly meetings on these projects um so all during this summer we met on a weekly basis uh on these projects with the team you know to make sure we're on track because that contractor knows we're opening school on a certain day you know that's the way it is you know and so

088because you've got four schools that you're going to be doing so that's twice what you've been going through and that was my concern that's all it was was are we spreading people too thing then do we need to look at this whatever yeah actually next summer it's seven schools yeah i didn't like crazy i was just talking to four projects yeah it's okay it's seven yeah projects so and that's all it's just it's an abundance of work to have going out there so i i like that you're honest enough to say that you'll ask for help if you need it and sure i i think as speaking for myself i would really appreciate that because otherwise we get ourselves in a bind and now how do we get out of it sure so thanks kim

089not a problem let me let me just touch on just a couple of things and then i also want to talk about the financing of this too before you before you move on real quick ken the highlight highlighted block here with the demolition on the sixth grade center and dome i don't know if you are aware or i'm not sure if you sent something out in the fyi dr coghlanis but there is a house bill out there that has been signed this year that i'm paraphrasing here that states that anytime a school district is looking to rid themselves of a facility or building must go out to the public and have three or four meetings something to that effect prior to so many days prior to taking action okay okay so i don't know if

090you're aware of that and if this put the bill um i i am not aware of that bill um but i can i can look into that i will check that out i haven't i haven't seen that come across but i'll check it out mr i'm sure our legal team can check it out i know there's something in regard to the closing of a school but i didn't know if it meant tearing down an unused facility yeah that's what i said i don't know all the ins and outs of it but school buildings or facilities something like that okay i'll check it out i'll check it out make sure we okay so i want to uh what i've done in this again in this report is i'm going to turn your attention to page five

091so you're gonna see in page five and every school has the same formatted section so page five is balmoral elementary school you will see starting on page six kind of a narrative of things i'm not going to go through this but again it's just kind of a narrative of the building some of the work that may be done and all of that hey ken you have about four page fives here what's up with this huh well yeah you have to look at the blue numbers mr brown look at the blue numbers all the way down the bottom corner where it says page like okay there's paid five right there too right i'm sorry look look at that kid that's a page um so you'll see some pages that kind of go through uh some of

092the things that are there kind of give you a little history of the building and all of that stuff that the architect has pulled together you'll see starting on page 9 of 110 which is the blue number pages so page nine this comes from our our engineering group and it kind of go through the entire project and associate some cost with all of this of everything that's going to be done now again some of you may get bored with this and looking at this some of you may enjoy that but again it's there so that you can see the work that's going to be done and then the last thing i'll share with you if you look at page 16 and 17 of 110 you will see everything at balmoral that's going to be done

093with cost estimates based on and you'll also see it broken down again by the school year 2021 summer of 22 summer of 23. so each building that is in here has a section like this and we'll break it down for you and we'll break it down for the public and give me an example for example in baltimore and just a number stuck in my head life safety from baltimore was about 163 thousand dollars that was 2013 right dollars where is that today so that is well again those numbers again if you look at page 16 right at the top the life safety projects of 140 000 that's right from the life safety survey i haven't escalated those costs at all i've taken those numbers directly from the life safety survey and then from 2013. yes

094yep oh i thought i thought we test our architect to give us some updated numbers there are some but i just wanted to be consistent with some of these numbers i i just don't want to make up numbers you know so i can get some numbers with him and come back at the next meeting when i bring the architects here okay so this report is not our architect report that we test them to do for thousand no no no no no okay oh that's not this has nothing to do this is completely different get it okay okay carry on sir okay no problem no problem so again you're going to see that for each one of our facilities in that so i'm not i'm not going to go through each facility but again each facility

095is broken down that way for you and for the public so that you can look at that great the other thing i'm going to talk about is i want to talk about the financing of this so if you would turn your attention please to page 98 of 110 and this is we're going to get some mixed pages so i asked pma our uh our financial advisor to put together uh the borrowing and again what we're looking at is a total projects projects totaling 48.7 million so i asked bob to put together a scenario of borrowing 49 million my premise with him was this i want to roll off the current building obligation debt as quickly as possible and i also want to reduce the annual debt payment to the taxpayers to save them money if

096we extend out debt okay so what that means is that i wanted to try and uh lessen the tax burden uh to people so that being said if you turn to page and it's going to be hard to see page 100 of 110 which is page 3 of his presentation it's going to say current debt service levy so this is our current debt structure right now so again you will see those green bars there that's long term debt that's still a lot of the debt from the high school and the elementary school that hasn't been paid off yet and all that and you'll see it comes up to 12 million dollars so our annual debt payment is 12 million dollars okay bob is recommending that we finance 49 million i asked him for 49 million

097he's going to do that and he'll be able to talk to you he wants to do that as a combination of working cash bonds and funding bonds you'll see that on page five of his presentation and then you would also see on page six of his presentation the new debt structure and so if you can if you compare what you'll see is in 2025 you'll see those green bars at 12 million but then our debt payment would drop to 10 million dollars a year that amount saves the taxpayer about 140 a year in just that amount okay and again it does still give the district some leeway to borrow in the future as you will see that out in the future it still gives them some leeway if they wanted to borrow additional money in

098the future yes so the short term is 49 million but on your graph at the beginning the green with the cosmetic improvements is 10.6 that's not included that's not included in there so that's a separate discussion if that's to be if you want to add that we can add that but i did not add it because again the direction i had was to complete life safety and to get air conditioning in buildings so that's a separate discussion ken what advantage will it be if we borrow because we then specifically borrow money for life safety we borrow working cash to address life safety and you're saying we have about almost seven million dollars of life safety issues to complete what advantage will it be if we borrow seven more seven out of this 49 million dollars

099we borrow seven million dollars just for life safety bonds only there's no petitionary petition period with that anything like that so what advantage is it is there somewhere along the line we get a lower interest rate or anything like that no what advantage will it be i know one event again there's no petition period yeah there's no petition period the only i don't know if there's that much advantage to it i think districts will use that so they don't have the petition period especially if they have a lot of life safety issues the problem i sometimes have is that it doesn't give you any options you're locked into that that's true you know and that so you know it lacks a working cash gives you more options but but all i'm saying is we still

100we know we have to address life safety sure yeah and and you know we know we have to do that right and i think that's you know i was just looking for any other advantages well mr brown i i would uh i'll i would pass it past i'm going to pass the bucket out when bob comes i think yeah save that question and ask bob okay and he would be better equipped to answer that for you okay you know what would be better for the district in that regard okay thank you the the last thing i did want to share then on when it comes to financing is if you look at paige the next page page seven of bob's presentation there's kind of a timeline there of events so you'll see october 19th which

101is the regular board meeting the board would adopt a resolution authorizing sale of death certificates so there are some death certificates here again bob would be able to talk about those and everything but we would start the process on october 19th and then we would close on the bonds you'll see february 9th there is a petition period here you'll see that on december 20th there's a 30-day petition period and that's when it ends so that would be all included in here you still need the binding uh buying a hearing like we had before and all of that so the process is very similar a little bit spread out a little bit because of the type of financing bob is recommending but again if the board wants to move forward on this i'll have bob here

102next committee the whole meeting that he can address any questions that you need to have so ken the question i have and just kind of looking at page six of bob's presentation with the 49 million of new money have you gone out and kind of dovetailed this with what you're thinking on long-term plans are and just doing this hamstring future boards from really accomplishing any longer term facility you know consolidating reducing the number of facilities that we operate uh that type of thing yeah i why that's a good question to be honest with you because i have a lot of things going through my mind on that one [Music] i don't know i i think the way i'm going to answer that mr albrecht is i i don't know if if we'll ever be able

103to agree on a long-term facility plan you know i think this option does give some flexibility to future boards if they want to pursue that to be honest with you all right because i i use this premise like i've shared last i believe committee the whole meeting i think we have too many facilities i i think that's the bottom line in this district and it poses what i call an operational deficiency you know in staffing in services and all of that but i don't know if we can ever agree on what we need to do and that's the difficult part i know what i would like to do i will i can share that with the board i'm not opposed to that and sharing what my thoughts are and putting it in a plan but

104i think this does give options for future boards i think the other thing that from a financial standpoint that the district and the board needs to look at is when that main tiff rolls off in up i think that is a key uh moment in time that is gonna give the district some much needed operational revenue and you're talking probably about five to six million dollars or more or more per year couple years i think it's 25 or 26 one of those two you know so again i i i think the best thing you know i i've sat back and thought about this you know because you know let's be honest i i've shared with the board probably three or four different plans you know and that as we've gone here um and i think

105the best direction for the board at this time is this okay i think invest your money into the buildings you have and that right now get your air conditioning in your buildings do that i do think there needs to be some cosmetic improvements what those should be i don't know but i think they need to do that i think the second thing you also need to concentrate on in the very near future and i know dr hall brings this up is your football stadium i do believe that you need to address that sooner than that because um i think your program and i'm talking football program i'm talking your overall both athletic program into scholastic athletic program and your communities deserve a better facility and it could be used on a community standpoint too by

106having camps not only not for football alone soccer and baseball and so i think that also is something that needs to be addressed and then again i think looking once that when that moment in time comes for those operating funds i think then is when you have a conversation along with your strategic plan on developing where your facility should be okay yeah i you know i'm i nelson i i hear you i hear you loud and clear and you know we've been around the corner quite a few times on the facilities and things of that nature and again it's a lot of moving wheels a lot of dynamics out there and you know we have to move forward in some capacity and is this the best bang for our buck you know that's for interpretation

107but i think this is a plan i wasn't i wasn't sure what exactly he was bringing to us tonight and i i really want to commend you that hey we're addressing life safety issues we're addressing these big guns out here with this ac and then i think it lends itself for a conversation for a football field i don't yeah that's right that point that way okay i'm a life safety guy he just forgot his checkbook yeah you know but so so this is a in my opinion this is a huge step moving forward i asked ken a few days ago for me for him to obtain and send to me the 2003 life safety issues and there was a binder out there but i was able to receive something and a lot of these like

108again i'm not pointing a finger at old boards and previous boards and all of that but a lot of these are i hate to use this phrase repeat offenders out there that we are finally addressing finally boilers and pipes and things of that nature when that work was done here at elc and and talala i'm like wow we actually replaced pipes out there so to get that knocked off our plate to get the air conditions i know again you know putting all that that turn putting good money in bad schools you know what that's the move point we can move forward and focus on the education of our kids because there's been a lot of conversations about facilities and this and that let's just move forward that's that's my gut feeling and i hope the

109board approves this and get it get this work done and i i i personally i mean i agree i mean we've got to get hvac in these buildings just for air conditioning one but more importantly probably is just the overall quality of the error in in the buildings for the health of the students and staff but what i my concern is that we're going to vote to put in you know 10 million dollars of building into hvac and then we're going to turn around and get a long-term plan five seven year plan that says well we're gonna get rid of that building we're gonna consolidate it into another and now you've you've limited your borrowing capacity because you can't you you know for that future board to make that decision you've borrowed this money you've

110hamstrung yourself because you don't have the capacity to to do that make that that next decision so and and maybe that's you know something that is just the cost of doing business and we have to sell it that way and something that this board is willing to accept and vote on and that's fine but i just want to make sure you know we kind of lay it out and we're not just thinking next two three years and kind of reacting to what we've experienced over the last month and not thinking long term i i and i i i agree with that too i think the other thing to keep in mind mr albrecht is you look at the financing plan after one two three four years you know you have a bunch of money that's

111rolling off that you're paying off right you know that gives you more capability in the future you know i think you know again as i sit back and i analyze from a financial standpoint i also think your annual debt payment is too high i think it should be around that 10 million mark and i think this gets you to that and then once those years roll off you know you're clear also in the future so that you can add that up to that 10 million mark and still in the future you know you have some years that are zero especially now again i hate to say the r word i just say but i'm going to especially if you do something and you go to referendum you also have the option of going to 30-year

112financing so so it does it does open up some things for you you know and it doesn't strong you know hamstring i will agree though that there may be some investments in buildings that maybe in the future you get rid of that may be possible again i think you wrap that discussion all in your strategic plan in the future as you move forward to determine how you want to move forward because i know there's also some curriculum issues i think you know when you talk about magnet school and stuff like that so you know i think there's other things but i think it will give you some flexibility and for future boards also i want to say this i think that it's maybe it's not too many facilities but it's maybe too many old facilities

113that we're working with and i think that the it's great to have a plan and i think you all did the best you could with what you have because no we don't we don't have the ability to have new facilities i think it just comes down to a group of leaders who are willing to make the tough decisions regardless of what people say because sometimes you have to make decisions regardless of what the community says they want but we have because we're here we have to make what we know it's the best decision uh for example we uh i think mr brown points it out that they've been haggling with this facilities plan probably since forever because people are afraid to make a decision because oh well this group doesn't want this and this group

114doesn't want when what's best for the oak the um students is what we should be focused on not what a group wants and i think that if we remember that then making the the plans for example say we we didn't have to go to referendum but that was just an option and we decided okay we're going to go to referendum well we could have not gone a referendum had the facilities built and by the end of everything being built everybody's like oh that's so beautiful we love it and then they forgot that we didn't go so that's kind of what what we will face against but we we um and i don't know if that's what you all were faced with i wasn't on the board that's just an example but i'm just saying if

115we're faced with that again i'm willing to put my seat on the line to say let's do what's best for kids versus what see which group wants what and um have the battle of the communities because at the end if it is what's best for kids i think everybody will be happy at the air versus being in this position where we're like oh what do we do nobody's happy now so there are qualifying factors when you have to go to a referendum right i get that i'm just saying if we were in a position where we didn't have to because i know like one time you knew we did it here right but that was time that was there may have been a situation where it wasn't just an option um it was probably favorable

116i mean probably from a from a standpoint of it looked better to go to referendum because of the amount but we really didn't have to go to referendum that's what i'm saying if we're in that situation um so that's that's my two cents so mr albrecht i i i guess i would ask for you and the board if i could if i'd get to go ahead to continue to move forward on this my plan would be uh i would authorize probably our architect to begin doing some engineering plans for for these things including uh the uh you know the cooling rooms and all of that we'd start that moving forward and then at the committee the whole meeting in october i would bring in our architect and uh pma to have final discussions with the

117board on both the plan and the financing part of that if that's okay so i'd leave that up to the board well we're not just i think he's just looking for a consensus to kind of continue to move forward so he can present it at the october committee the whole continue to put the work in see looking for anybody i'm i'm for it same here because i don't think we have any choice i mean now the choice was taken away so what what else do we have nothing yeah so i'm for it okay i i will also develop we have already developed a facility page so i'll make sure this is posted on that page so in case you know the public or anyone wants that i can get that done by tomorrow or thursday

118and this is online also this is already online in board book we have it in board book online and the public can get it yes the public can get it well thank you for this it is amazing oh not a problem thank you you're so easy to understand for school that was fabulous he does i don't know who did it but so i was actually thinking of this earlier how nice it would be to have this so when you put this down i was like wow this is like i thought it and it happened and you shall receive right when you bring pma back next month can you do me a can you bring a financing picture of what it looks like with the improvements the cosmetic improvements as an alternate just so that we

119can see what it looks like with the financing sure i can do that all right okay thanks ken thank you good job okay uh next up uh do we have any old business any new business okay we do have uh do need a closed session tonight can i get a motion to go into closed session to reach for the purpose of discussing the appointment employment compensation discipline performance or dismissal of specific employees of the public body five ilcs 120-2 c1 in litigation when an action against defecting or on behalf of the particular public body has been filed and is pending before a court of administration administrative tribunal or when the public body finds that an action is probable or imminent in which case the basis for finding shall be recorded and entered into the minutes
