001Wednesday. That wouldn't answer you doing what do what the lady was advertising. That was just too cool. Remember really Where in the world did you learn to dance like that? Me. [snorts] You got three You got three left shoes. Three left feet. You're welcome. Hey Mary. How you doing? All right. Good evening. Good evening. Thank you for joining us tonight for the March 9th public board meeting. Um we are going to join in a moment of reflection. Okay, and if you stand with me with the pledge or to say the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Okay, thank you. Uh Dr. Hill, if you could do the
002guidelines for public comment, please. Thank you. 004member of the board or administration may be designated and will follow up with the individual sharing public comment to ensure their question or concern is properly addressed. Okay, thank you. I officially call this meeting to order. Thank you, Mrs. Webb. Board, in your packet and in your email you received tonight's agenda. I recommend that you approve that with no addition. Okay. Ask for a motion. Move to approve. Second. Okay. All in those All those in favor say I. I. >> I. All those opposed say nay. Okay. Uh eyes have it unanimously. Thank you. Board, also in those same mailings, in the same package, you've received the minutes of the February 9th, 2026 board meeting. I ask that you approve those. Okay. Anyone with a motion? So moved. Second. Okay. All those in favor say I.
005I. I. All opposed, nay. Eyes have it unanimously. Thank you, board. Tonight, in answer to um I think Mrs. Wilson parent had asked about Title 1 parent advisory committees. I know Mrs. Collier had asked about that at the last board meeting, so I've got a really quick presentation here about what we do in terms of Title 1 parent and family engagement. And that's a an ESSA section 1116 overview and dictates Title 1 and the requirements for parental participation and engagement. So, the purpose of this presentation is to clarify the district and building title one advisory structures, identify the documented committee participation and confirm compliance. Um So, the compliance section of 11:16 is we have to jointly develop a parent engagement policy, develop a school parent compact, hold an annual title one meeting, and allocate 1%
006of the budget uh in title one to fund that engagement. And our documentation, and I had literally probably 60 different documents that I pulled all of this data from. The documentation reflects full compliance with all requirements. Um we have to have a district level advisory committee. That structure is title one parents, teachers, principals, social workers, counselors, and the federal grants director. And their responsibility is to develop district policy, evaluate effectiveness, and uh recommend annual updates. Each building that's a title one building has a building level advisory structure. And that committee's responsible for parent involvement policy revision, school parent compact review, and parent feedback um collection. All of our schools do have these, and they are functioning. And I'll go through those here fairly quickly cuz they're all pretty much the same. But at Valley Grove,
007they have a can All the pictures you see are from the various um title one um literacy nights, family engagement nights. Um and that's from Valley Grove, and that staff is uh the principal, title one director, staff representatives, and parent representatives. They last met on October 2nd, 2025. The annual meeting and their compact is verified, and they've scheduled their literacy nights. Anderson Intermediate, principal, title one staff, parent representatives. Their meeting was held September 8th, 2025. So, their meeting was conducted. They do have a compact on file and their literacy engagement events completed. You see, it looks like a pretty fun night. I popped popcorn one night at E2. You may see a picture here, but I still have the popcorn burns from that. Tenth Street, um and and they're all There's some slight variations in
008in in in composition, but not much. But, principal, Title 1 staff, parent representatives, their documented meeting date was October 21st. They got theirs done early. Um and they've had their annual Title 1 meeting and they do have a compact in place. Erskine, same thing. Uh Title 1 staff, principal, social worker, parent representatives, they met September 22nd. So, they had their annual meeting. They verified their parent their parental compact and they um set their literacy engagement. And you see that's that's the picture again from one of their nights. Eastside, um again, principal, Title 1 staff, literacy data coach, and parent representatives. Uh they met September 12th. They had their they conducted their annual Title 1 meeting and they did their parent survey parent feedback was collected. Highland, um pretty much the same. Principal, social worker, Title
0091 staff, and parents. They met August 18th. They have met their annual meeting compliance and their compact documentation is on file. Edgewood, that's that's kind of a nice picture. That was somewhere around Christmas time, I think. But, their um committee was principal, social worker, Title 1 staff, and parent representatives. They met September 8th. And their compliance requirements are verified and they have their spring and fall literacy events in place. Anderson Elementary, same thing, principal, social worker, title one and parents. Um and we have the names, but I don't have you know, the parent name permission to list them up here, so we just said parent representatives. But they met on September 2nd, 2025. They had their annual title one meeting and they have conducted their their surveys. So, um just to summarize, 100% of title
010one schools maintain advisory committees, 100% conducted their title one meetings, 100% maintain school parent compacts, parent feedback collected district-wide and literacy engagement events have been implemented as required. Um I took a step further um and thought, well, now what parent groups do we have that are active that aren't title one focused? And so, schools that currently have what we would call PTO or or uh you know, PTA and those two organizations are sort of copyrighted organizations, so they call them you know, parent engagement groups or something because PTO's a is a is an actual corporation. But so, the parent advisory groups are actually active at E2, Edgewood and Ten Street. Erskine and Highland plan on implementing uh this coming fall. AIS has conducted a survey model where they surveyed all of their parents and they
011processed their feedback. Uh Anderson High and D26 have program-based feedback. So, if you're a parent of a band or choir member or robotics or PLTW, uh you have uh they or uh if you're on the uh e-sports team, they have a lot of parent interaction in those particular groups. If you've ever been around band or choir and theater and you've met those parents, you know, they have a very active parent group. And D26 uses advisory committees for all of their trades. So, um we also run All Pro Dads, uh which is uh they meet in the mornings at various schools and it's E2, Edgewood, Anderson Elementary, and Ten Street all run All Pro Dads. The schools that don't um will probably pick it up next year. It's been a very popular event and you see
012some of the things that they do on Facebook. Um I know Mr. Meadows is very instrumental in getting those things to happen. But, these examples reflect the current documented approaches in addition to the Title 1 advisory requirements. Now, and I don't know who that grinning person is with the popcorn, but um somebody else selected that photo for inclusion. I don't know who it was. But, so family engagement works best when parents partner with schools. If you're an interested parent and anyone listening online, interested parents are encouraged to contact their students' teacher or building principal to get involved. So, if you don't feel like you're involved enough, then contact your school and get involved. Uh all the schools that we have are very uh receptive to parent comments and parent engagement. Um reach out and see
013how you can get engaged. Um and those are the sources, all the um Title 1 documentation that I processed. Um and then survey data. So, um if there are any questions, I'll be able to answer any questions regarding this. Um you can always contact Mrs. Pam Storm. She's our director of Title 1 if you have any specific questions. Um but I'll be happy to answer what I can right now. Yes. Mhm. concern. Did you follow up with her and let me know >> No, but I can get it to her. Yeah. That's Mrs. Carnita Wilson, I believe. This is so I can get that to her. Okay, any other questions from the board or the public? The only other thing that I have is that um spring break approaches next week. Um 2 weeks off.
014I want everyone to be safe, be healthy, be happy. We want everybody back on the 30th. When we come back, I know that seems like 3 years away, but the the 30th's going to come fast. So, everyone have a great break and be safe. Thank you. Okay. For board president comments, as promised, I um will continue updating um the community on our uh superintendent search. Um so, the board is currently meeting with um a search firm representative um from a university group as well as the ISBA, which is the Indiana School Boards Association, to deter Excuse me. To determine the best process for conducting the search and ensuring that community voices are included. One of our priorities is creating opportunities for meaningful public input so that staff, families, and community members can help inform what
015we are looking for in our next superintendent. Um over the next coming months, um we will share more details about how the community community can participate in that process. Our goal is to conduct a thoughtful, transparent search that reflects the needs and priorities of our district and our community. We appreciate your patience and engagement as we move forward and we look forward to working together to select the next leader of our district. Okay, so let's see here. All right, next is comments from our patrons and we have two that have signed up. Uh first one and forgive me if I mispronounce, uh Avriel Johnson. Ms. Johnson, if you could state your name and any part of the address that you're comfortable with stating and uh please try and keep it in within 5 minutes if
016possible. My name is Avriel Johnson. My address is 1917 South Post Road. And Ma'am, would you make sure you're speaking right into the mic so we can hear you? Thank you. Avriel Johnson, 1917 South Post Road. Natasha Burks, 1019 Martin Drive, Anderson, Indiana. Hello school board members, administrators, and community members. We are parents and residents of Anderson, Indiana. We are here today as parents of sixth-grade students at Anderson Intermediate School. We are also here to speak on behalf of other families who share these same concerns. Our goal today is to bring attention to several serious issues that are affecting our children and many other students in our community, especially black and brown boys. First, we are concerned about disciplinary practices at Anderson Intermediate School. Many parents believe discipline is not being applied fairly. We are
017seeing situations where black and brown boys, I'm sorry, black and brown students appear to receive harsher consequences than other students for the similar behavior. When students feel they are being treated unfairly, it affects their confidence, their academic success, and their trust in our school system. Second, we are concerned about the discipline matrix being used at the school. Children in sixth through eighth grade are still developing emotionally and socially. Many parents feel the current discipline system does not take these developmental stages into account. Instead of helping students learn from mistakes and improving their behavior, the system often seems to escalate punishments. Parents are also concerned that positive intervention tools are not being used consistently. We understand that the district have resources such as behavioral supports, counseling, life coaches that are meant to be helped to that
018are meant to help redirect students towards better choices. However, many parents feel these supports are not being used before serious disciplinary actions are taken. Another major concern is the use of the probationary continued education plan education agreements, PCEAs. The agreement requires parents and students to waive important due process rights in order for the student to remain in school. Many families do not fully understand these agreements and feel pressured into signing them. Parents should have clear information and fair options before being asked to sign away these rights. Because of these concerns, we would like to ask the school board several questions. What steps are being taken to ensure discipline is applied fairly to all students? Does the district collect and review discipline data by race to identify possible disparities? Are suspension and expulsion rates for black
019and brown students at Anderson Intermediate School higher than those at other schools in our district? How is the discipline matrix reviewed to make sure that it is appropriate for middle school students? Why are families being asked to sign probationary continued education agreements that require them to waive due process rights? Will the district hold a public meeting to explain the discipline matrix, the probationary agreements, and behavior intervention policies to parents? Why aren't there other processes for consequences in place to set students up for success? Students fear instead of trust administration, causing them to not want to come to school. We also would like assurance that our children will not face any retaliation because their parents have spoken up about these concerns. We would like to ask each school board member directly, are you willing to meet
020with parents to discuss these concerns and work toward meaningful solutions for our children and our community. We are requesting a meeting with the school board members and district administrators so that parents can have a thoughtful and productive discussion about these issues. We understand that if full board if the full board attends the meeting, it must be public, and we are open to participating in multiple meetings if necessary. We are also respectfully requesting that diversity of administrators, equity staff, and other appropriate district leaders be present to participate in these discussions. We are submitting this letter to be included in the official meeting minutes. Our contact information is included so that we may be contacted with possible meeting dates and times. Meeting starting after 4:45 would allow parents the opportunity who work to attend. At the end
021of the day, this is about all of our children. Every child in this district deserves to feel safe, supported, respected, and treated fairly at school. We want our children to succeed academically, grow emotionally, and feel their school believes in their potential. Our children are watching how adults in this community respond. We hope that we can work together to create solutions and truly support all students. Thank you so much for your time and your commitment to the students of Anderson Community Schools. Thank you so much for um coming and sharing your concerns. Um I am not going to speak for the other members of the board, just for myself, though I can uh pretty much assure you that um most, if not all, follow my same thoughts. Um students are my number one priority. And I
022would be happy to speak with my other board members um in regards to what our next step with you will be. I would love to meet with you personally. Um and with any other parents um that have concerns. Um and so if you could allow us time to discuss that as a board um as well as with administration, I I will contact you Um and we will set up a meeting that works for everyone. Is that okay? If that can be done this week. I can't guarantee a meeting this week, but you definitely will be contacted this week. Fair? You're welcome. Let me ask you something. Um the information you wanted the board to have, can we get a copy of that right now? Can we get a copy of the list of things to
023all board members right now? Um when when it comes to discipline uh there needs to be documentation of every disciplinary action that was taken with any student. And they should be able to show you a paper trail of all the steps of the matrix that was followed to get them to the point to where they come to this conclusion of being expelled. That should be readily available and that should be something that you should have in your possession. Um because if they follow the matrix that's the way it is. If they're not following the matrix then that's a whole different problem there. And you parents should have been anytime there was a disciplinary situation, especially if it if it were your kid you should have been notified of that. Uh is that online? Uh yeah.
024It's online and plus uh do they send home uh hard copies? Yeah. So anytime your kid got in trouble and they were disciplined uh you should have gotten a notification of that online and in hard copy. If you and if you didn't get that you need to reach out to the appropriate um administrator to see why not. And I'd be more than happy to meet with you, too. There were a few things in there that got my attention. I was trying to write as fast as I could and trying to listen at the same time. Um but I heard, I think, that discipline is not applied fairly, that discipline by race is not always applied fairly. Uh probation agreements, I know there's an acronym for that but I can't remember. Um are not always understood.
025Um those things are concerning. Um I would very much like to be a part of any meeting. I will meet with you individually if you would like. I'd rather meet as a board, but I'll meet individually if that's necessary. Um I think this is something where we value your input and we want to make sure we're doing things right on our end and we also want to know how to be supportive of you and your your children. So, I think a meeting is is appropriate and I would support that. President Wyatt. Yes. Dr. Crump, are you aware of any of this information that's been brought before us? Um no. I'm not. So, my question to the family, if you guys can come back to the microphone. >> [clears throat] >> Ms. Johnson, Ms. Burke, what
026steps have the families taken with the administrators of the school system at that particular school? And what type of answers have you received from the principal, assistant principal, deans, whoever? Um because Dr. Crump just said he's not aware of any of this behavior or what's going on at AI. I guess my question would be, do you have enough time? I have all the time you need. >> Because um for myself, um my son is uh Christian Scott, and I every um well, I will say when if he got suspended or if there was a referral, I contacted the school, I went to the school, I had a face-to-face conversation. There was disagreements in how um the wording of the use of the matrix system was being um implemented and perceived. So, um for an example,
027a tap on a shoulder is not referral-worthy, in my opinion. Um and then there's several other examples that I feel the same way about, that it's not that other when um I sit down with assistant principal or administrators in the building, and we come up with a plan, and the plan is to for the child, if there's an issue in the class, for the child to meet with a life coach, or if they're seeing that the child is antsy or talking before it gets to several referrals, because my son receives three, four referrals in one day. Before it gets to that point, the plan was that he goes to the life coach, and that did not happen, even though that was the plan. Um it's things like that that was very concerning. Um when I'm
028sitting in the room with my son and he's telling what happened, and I get the paperwork, and he said that he denied it, and I get the paperwork, and it says that he admitted it. I addressed it. It says that everything was accurate. When I then brought it to the administration, then it was corrected, but after several times. And that that was falsifying the information. I was concerned about that. I didn't know um if that was part of the decision-making process on why he was suspended pending expulsion. When there is cameras in the school and they say something happened as a parent, I want to know. I want to be able to see that camera footage if he's pending expulsion. My son hasn't got into a physical fights where I mean, he is not a
029criminal or a a child that um is posing threats or safety harm to the school, but he was up for pending expulsion. That's a concern for me. And my son is Josiah Burks and a lot of similar situations that have happened with Aubrielle has also happened with my son. Upon putting my son into Anderson um Community Schools uh as he left Liberty Christian to enter into Anderson Community Schools, uh my initial meeting was to ask um if there were things that could be put in place because he um needs to be redirected because of hyperactivity. So, for instance, one of his referrals was, "We asked Josiah to take his seat four times. He moved too slow." That was a referral. Another referral, a student took Starburst from him and he was pulling the Starburst back.
030I was told that was aggressive and intimidating behavior from my student and he also got suspended for 5 days during that encounter. So, there has been a plethora of things and I told um the principal there, well, excuse me, the assistant principal, I've asked if the like counseling staff, the life coaches, different ones could come in. We've come up with plans. When my son asked to see them, um he was told that he couldn't see them. When I requested to speak with teachers, they said, "Josiah, why are you going home telling your mom these things when these things are not true?" I have yet to hear from his academic teachers who teach him every day on his team and I've reached out several times via Parent Square, and no response. So, then I asked about
031the 504 placement of my son because he sees Centerstone Counseling inside of Anderson Intermediate School, where he has an active ADHD and oppositional defiant disorder diagnosis, and I asked about him getting the 504 prior, and I asked for the counseling staff to come to the meeting with us, and I was told that there hadn't been a release of information signed, and that they couldn't be present to help me to advocate for him. So, there has been several things, as Abrielle has stated, and we could go on and on, but we know we don't have that time or space, that have been very inconsistent for behavior for a sixth-grader, an 11-year-old. Consequence-worthy? Absolutely. And he has a lost consequences at home, but expulsion-worthy? Absolutely not. I don't want to be I don't want to embarrass you
032or anything like that, but are either one of your kids in alternative education? Now they are as a result in the five in the 10-day pending expulsion and expulsion meeting that we had to come to and sign the PCEA. So, currently they are both in alternative education because of the 10-day pending expulsion for behaviors. But prior to that, they were not? They were in gen ed? Correct. Okay, and then the other piece to that is very concerning. The right the part that says that as parents and students, we wave wave our right to due process. The language I'm sorry. I I said I wasn't going to get emotional with this cuz because it's as a parent of a black and brown child, the language is preparing them for prison, and that bothers me. I I
033went to the the school from the very beginning when they said that there was an issue and he's he's too he touches too much or he's, you know, he's he plays around too much. Yes, my my child he's silly. He he plays, he talks a lot, but again, not expulsion worthy. When we addressed when we addressed teachers and we and um the child should not get a well, your parents said that she mentioned the same thing. That happened to my child as well. When I have a referral, when I go to the administrators and they said that, "Oh, we took care of this. It's not going to be a referral." But then I still see the referral after reviewing all the referrals, it appears that the referrals were being stacked to do the progressive matrix
034that is applied so that can take place. Why? Why is my Why was it needed for him to go to expulsion? That was my question. Why did a teacher, when I asked, "How can I help as a parent?" Why did they say, "Well, maybe you should take him to your primary care physician so he can get tested." Why is that the answer? Why is it that it isn't there trainings that the teachers do to help students to redirect them? Why is it that my child is now in alternative class and he doesn't have those same problems? And I wanted to say I wanted to say that as well. We spoke with the alternative education teacher and we asked has she been seeing the same behaviors or experiencing the same issues with our children and we
035were told no. And when my child was placed in alternative ed and we had the meeting, um the principal said to me, um the teacher of alternative barely sends students to the office. She deals with the issues herself. And I said, well, why is that? Does she know how to relate to the discipline issues and redirect them? She said, yes, and I'm burdened because she's retiring. So, I have something out against her. And I said, that seems like a problem to me that one teacher in the whole school can deal with children who have problem behaviors, but the rest of the teachers continuously send students to get a referral or to the dean for a behavioral issue. How much time um have our students missed in school? We were constantly working to get his grades
036up. They would get up and he would get suspended again. The time out of school is the time that he's away from the teacher. Um that was a big huge There like she said, there are many things that I would love to I wish I would have known I would have had the opportunity because I was told to be prepared to say what you have to say and then that and sit down. And so, I wasn't prepared to have all my questions answered or to talk about today. >> No, you're But I appreciate that. Thank you. Okay, you're fine. And um if you could write those things down for when this meeting happens um as well as anything else that you can think of that comes up. Um and Yeah, is there any other question?
037>> have one more thing. Um approximately how many referrals have your kids gotten? I'll say 15. And so, do you have documentation of all those? I do. Okay. And I would say 11, and I also have documentation. Now, did you compare your documentation with the with the matrix as far as the um Yes. Yes, and the wording bullying and intimidation I'll put on there when it could be class disturbance. So, again, um there's left for perception in how the administrators want to perceive the situation in my opinion. And one more thing according to the first offense, second offense, third offense, fourth offense, then by the discretion of the administrator. So, I will personally say for myself as well as Ivory L that our children didn't get that step process. It was immediately a referral, which
038resulted in ISS or a 5-day suspension, uh then a 10-day suspension, then uh suspension pending expulsion. Okay. Thank you for that information. >> [clears throat] >> Thank you. Thank you. Thank you for coming to the board meeting. Okay. All right. Next on the agenda is Anderson Federation of Teachers. Good evening. I am obviously I'm not Randy Harrison, but he did ask me to uh read his um update for all of you. Uh he could not be here this evening, so he just wanted to acknowledge the appreciation for the ability to speak at the board meeting. Um and the staffing rounds have been completed in a very smooth fashion once again. He appreciates everyone's cooperation in affording our educators the ability to have choices in selecting positions for next year. He wants to extend a huge
039thank you to Kelly Tumulty for all of her work in assisting with the placement of our educators. We look forward to this week's upcoming job fair and look forward to future collaboration in the spirit of staffing for our professional educators. Thank you, Randy. Thank you. All right. Now, we are moving on to board actions. Um first up is financial report for Mr. Elmore. Thank you, Madam President and members of the board. I would like to direct your attention to the financial report located in your board packet for the approval of the monthly claims for February 2026. Uh these claims have all been properly reviewed and approved uh by the appropriate channels and I submit these claims for your approval through resolution R-2026-08. Okay, thank you, Mr. Elmore. Uh board, if we have a motion to
040approve. Move to approve the financial report R-2026-08. Second. Okay, by roll call. Mr. Chamberlain. I. Dr. Hill. I. And I for me. Mrs. Renz. I. Mrs. Collette. I. Mr. Bookhart. >> I. Mrs. Green. I. Okay, eyes have it unanimously. Thank you. All right, next up the human resources report, Dr. Deats. Thank you, Madam President. Uh good evening, ladies and gentlemen of the board, teachers, administrators, and members of the public attending tonight's meeting. Before I step into the human resources report, um I will borrow from Mr. Harrison's uh words that uh this Wednesday is the Anderson job fair and that is taking place at uh the Anderson Career Center or D26. Begins at approximately 4:30 and runs till about 8:00 tonight. Uh Mr. Meadows, Ms. Tumulty, and myself have been working on this job fair. Uh
04110 schools will be represented because they have positions open. And right now we have nearly 50 uh folks coming in and we take them even the evening of. And they have an opportunity to uh to interview with those schools that have positions that are um appealing to them. So, it's always been successful and we look forward to another successful evening. In tonight's human resources report, we have resolution 2026-9, which is the recommendation of the monthly consent agenda addressing personnel recruitments, leaves of absence, retirements, and resignation agreements. Additionally, it includes the recommendation for our newly formed assistant director of the Anderson Career Center. As many of you know, the Anderson Community Schools and the Anderson Career Center, D26, have been thoughtfully evolving and expanding its programming to meet the needs and demands of our community and
042state. In fact, Governor Braun visited D26 last week. Our committee, made up of three dedicated teachers and two administrators, are enthusiastically recommending Mr. Rodney Rivers, who comes to us with a wealth of administrative and leadership experience with youth and adults both in and out of the school setting. I welcome and recommend Mr. Rodney Rivers along with the human resources report. Thank you. Thank you, Dr. Deats. Um Act Should we vote on that first? Yeah, that's Okay. >> [laughter] >> Okay. Uh Mr. Rivers, will you please stand? You are the recommendation for the assistant director of D26. Then we'll have him come up to the podium after the vote. Okay. All right, board. Um for the HR report, um, could we have a motion to approve, please? Motion to approve? Okay. By roll call, Mrs. Green?
043I. Mr. Buckhannon? I. Mrs. Collette? I. Although I'm sad to see Dr. Deats's name on that. Yes, I agree. Mrs. Renz? I. And I for myself. Dr. Hill? I. And Mr. Chamberlain? With a name like Rodney, I. >> [laughter] [gasps] >> Okay. Congratulations, Mr. Rivers. The eyes have it unanimously. Would you please come up and introduce yourself? All right. Good evening, everyone. Good evening. Good evening to the board. First off, thank you for the approval. Also, thank you to Mr. Deats, Mr. Neil, and the entire interview staff. I just want to say that I'm very excited about this opportunity. I think this is going to be a great chance to lead a long some great individuals over at D26. I think with my experience and background, I'm looking forward to serving the families and the
044students of Anderson Community School Corporation, and I'm ready to make an impact.
