And tonight, we are going to honor some state and world champions, our 2026 validictorian, and some math excellence that's happening across our elementary schools. Um it has been another very successful winter season for the Avon uh marching black and gold and uh we want to start with them because several of them have to get on to an orchestra concert. So uh

003I know time is precious. I want to thank Mr. Shockley for being here as well as Mr. Abby uh assistant director of bands and next director of bands. Um and so uh if we could have our students from indoor winds if you would come forward. Mrs. Parent will read a commendation for you. You can stand right there. Well, I think you've been here before and you know how this goes, but for the audience, just wanted to acknowledge that uh accommodation is one of the greatest privileges that we can honor to the achievements of our students. So, I'm going to go ahead and read this. Uh the Avon Community School uh school corporation board of school trustees would like to congratulate the Avon High School indoor wins with

Whereas the Avon High School indoor wins won the IPA Scholastic World Class State Championship which was their seventh consecutive state title. Whereas the Avon High School indoor wins were winter guard international WGI world champions which is their seventh world title and fifth consecutive. Whereas the Avon High School indoor wins have demonstrated perseverance to the achievement excellence at the high at a high level and demonstrated excellent work ethic, determination and commitment. Whereas the Avon High School indoor winds have earned the respect of the entire school community for their high standards and expectations. Whereas the highest level of distinction given by the Avon Community School Corporation is accommodation from the board of school trustees. Therefore, let it be resolved the Avon High School indoor winds through the work of

006super excited to continue to see this grow. So, thank you. So, next we have the Avon High School drum line. So, if you'd like to come forward, which also had a very successful season, and uh we will read that commendation. I think Mr. Langford is going to read that commendation. >> My privilege to read the resolution of accommodation for the AHS World Drum Line. 008In four sentences, we never take it for granted. Your excellence 13 years in a row is an amazing feat. Congratulations to you and all the other members of the line. Uh it's the pinnacle of teamwork and perseverance and dedication and you make us all proud. Thank you for being part of Avon schools and have a good concert. And then the trifecta of state championships is uh then our world guard. So if we could have the world guard come forward, they had a successful season. Our next item is uh recognizing the 2026 balladictorian uh from Avon High School. So Ryik, if you'd like to come forward. We were the board was able to recognize our saludiatoran last month because she was here for also another recognition. Um, but we definitely wanted to celebrate uh this young man's impressive resume and impressive accomplishments uh through his time at

011a Avon High School. So, Mrs. Woodward, good luck with a lengthy commendation. I've lived 60 plus years and I have never done all this in my entire life. This is a resolution of commendation. The Avon Community School Corporation Board of School Trustees would like to congratulate Ryik Shanker Suaker Sankar um as the validictorian of the Avon High School class of 2026 with a whopping it doesn't really say whopping, but I'm going to say that 5.562 GPA. Rythic whereas Ryik Suncar was honored as a 2023 outstanding underclassman for band a 2025 rising star of Indiana a Yale young global scholar and plans to attend the Georgia Institute of Technology to study computer science. Whereas Ryik Sunar has been a Japanese National Honor Society member since 2023 is the 2025 2026 AHS Robotics team captain the 2526

012computer science honor society cap president and a 202526 national honor society member. Whereas Ryik Suncar founded the competitive coding club in 2024. Whereas Ryik Suncar assisted in the Rose Holman operation catapult which created a prosthetic arm that can pick up a water bottle. Whereas Ryik Suncar was a part of the speech and debate 2022 23 world schools debate team and the 2324 Congress debate team. Whereas Ryik Suncar has demonstrated excellent work ethic, determination and commitment. Whereas Ryik Suncar has earned the respect of the entire school community for his high standards and expectations. Whereas the highest level of distinction given by the Avon Community School Corporation is a commendation from the board of school trustees. Therefore, let it be resolved. Um, it was at uh Mrs. and Angelhart's retirement um for from the board of school trustees and because she had been so heavily involved in the robotics program she wanted um a robotics team to come to her um retirement. So there you were doing robotic stuff. I don't know what that was. And I said, "Who is that?" And she said, "Oh, that's Rick. he's a genius. And I said, "Really?"

014And a a person behind me that happened to be one Mr. Chris Hill said, and he's a great guy and an inspiration to all of us. So, that's all I needed to know about you and your um upward trajectory to be this year's validictorian. You know, a lot of students, I'm sure, start their uh career in school really hoping that they will aspire to that, but I can tell you that it is just diligence and hard work that cause you to stay that course um and to be involved in so many other things and still be an exceptional student and an exceptional role model. So, thank you so much for representing Avon so tremendously well. Uh, we just can't wait to see what you do both as a genius and a really nice guy. Thank

015you. Next, we're going to recognize some students from Avon High School who are a part of the HOSA um competitive group, which is health occupation students association. So, these are students who are all interested in going into a health related field when they leave the high school. there is a competition uh that they compete in and we have two students who achieved state level championships in their respective competitions. So I want to thank Angie Miller uh who is here, one of the sponsors of HOSA. >> Oh there I knew I knew I saw her and Lori McAfee is another teacher at the high school. She could not be here because she uh was ill today but she wanted to be here um to celebrate. Uh first up is Tanmeat Carr. So if Tan meet will

016come forward and um I believe Mr. Yoder is going to read this commendation >> resolution of commendation. The Avon's uh community school corporation board of school trustees would like to congratulate Tanmear with the passage of the following resolution. Whereas Tanmear earned two HOSA future health professionals state champions championships. Whereas Tanmik car placed first in pharmarmacology, a health science event where she demonstrated her exceptional understanding of medications, their classifications and uses. Whereas Tanmear also placed first in the ATC occupational health and safety OSHA showcasing her knowledge of workplace health and safety standards. Whereas Tanme has distinguished herself among the top competitors across the state and her success reflects her dedication to pursuing a future career in healthcare. Whereas Tanme has accomplished the high highest level of achievement at the state level. Whereas Tanme has demonstrated work

It's always amazing to see the people who put in those hours,

018the dedication, um the perseverance, uh the work ethic was mentioned uh several times. Um, I don't think the rest of us would know how much effort it takes to prepare for something at that level, but to compete at the highest level that the state offers and to win in two events um, really sets yourself apart. So, congratulations on everything um, throughout the year and we look forward to seeing your success in the future. our second HOSA student uh is not here, was not able to make it. Um so we can contact her and see if she'd be able to come to our next board meeting uh and and recognize her at that meeting if that's okay. Um our last item under celebrating orals is a new one. So sometimes uh you know some of these

019groups we recognize pretty regularly. This is a group that we have not recognized before because uh it is a new recognition from the Indiana Department of Education recognizing some uh third grade students with uh designation as a national math star. So, uh we've got some elementary students here that we would like to recognize. So, if you could come forward when I call your name. We've got one student from Cedar, Elean Evelyn Riggsby. One student from Evergreen, Bo Step. Five students from Maple, McKenzie Hooser, Lincoln Vanstrom, Cameron Nifnax, Aiden Wan, and Jacob Cox. And then two students from Sycamore, Nathaniel Kirk, and Mercury Wang. And I know we've got uh several principles from those schools here, assistant principles, and I see some teachers as well that came to recognize these students. So, let me tell you

020a little bit about this. The Indiana Department of Education has partnered with the National Math Stars to recognize exceptional mathematical talent across our state. So, these students that are recognized tonight were scored within the top 2% of third grade students in math in all of Indiana. Nice job. Little math stars, huh? Uh, and so we, this is based on their iLearn assessment data. And so we have uh the the state sent little packets for each student that has a certificate. And I think there's even a medal in there because it's pretty heavy. So you can uh pull out those medals and take a look at them. But we are very proud of your hard work in math and thank you for our teachers who have done such great work to uh create students that are

021math wizzes. So congratulations. So, if you guys want to scrunch together a little bit, we'll take a picture and they'll give you your envelope. Yes. Yeah, >> it was it was pretty neat to to I'll talk with Rick later to see a valadictorian and all of his accolades, but Mrs. Woodward and I just met a rocket scientist. So, >> yeah, we did. >> Oh, yeah. >> All right. Well, we cleared out a room, but that was exciting. We'll move on to item number four, which is comments from the board president. And I have um some special news to share that um our humble, fearless leader um loves the attention, I'm sure. But Dr. Scott Windham uh is recognized for uh from the Indiana Association of Public School Superintendent as being the District 5 Superintendent of

022the Year for 2026. So, we are very proud. Yes. Um obviously they see what we see in him. Uh the accomplishments, everything he does for our students, our staff, and the community at at whole at large. So um he will go on uh I believe it's seven others um and they will make a decision in July that and I have full confidence. I don't know how the board I think you would agree with me that there's a very good chance that he will get it for the entire state. So congratulations Dr. Windom. Um also just May busy time of year. It's been great to see the teacher of the year for each building as well as the support staff and love to see the pictures, their smiling faces and and hear all about the wonderful

023work they're doing in the schools. So, that's all I have. So, we'll move on. Uh I believe item number five, public comments. We do not have any. So, we'll continue to move on to uh item number six, which is comments from the superintendent. >> Thank you, Mrs. Parent. Um appreciate those kind words. And as I uh told you all, it uh superintendent can only accomplish things with a supportive board. So, I appreciate getting the chance to work with all of you. Um lots of excitement and fun this these last few weeks around our schools. Uh it's hard to believe that we're in the final uh weeks of the school year. Graduation is on May 29th. We'll be in a new venue uh at the state fairgrounds and uh Mr. Shockley stepped out, but uh he

024and his team, as you can imagine, put a lot of work into making sure that that is a welloiled machine graduation and to change venues is a lot of work on him and his team. And so, they're working hard to make sure that that uh that we are all set up. But I just appreciate our staff and um all the great things that are happening in our classrooms as we wrap up this school year. Thank you. >> Thank you. All right. Item number seven is a consent agenda. Um, this includes a number of items that the board receives ahead of time that we spend time reviewing and asking uh the necessary questions. Um, this week we were reviewing meeting minutes, claims and payrolls, uh, the first quarter financial report, the transfer memo, a personnel report,

025disposal of equipment, our donation report, overnight field trip requests, ECA purchases, and account changes. So with all that board members, I will entertain a motion on the consent agenda. >> Can I make one comment before you do that? We did have a lastm minute addition um under item A or under under item I the disposals. There is a um document that was inserted that is disposal of some curricular materials at the preschool. And the reason they wanted to get that in is they want those materials that are no longer being used to be able to put out for kids to take home if they want. Um, so we told them we would get that on the agenda. Um, but I just wanted to point that out because it was not there this weekend when you

027will move on to item number eight, unfinished business, and we'll start out with hearing from Mrs. Alde on the enrollment report. As you know, this is a busy time of the year with enrollment. Um, so we're in the middle of multiple things. We're in the middle of returning student registration. So, um, having our families just update records of students that are returning to Avon and that helps us know where we're at, of who's moving and who's staying. Um the other piece is we are enrolling new students and a majority of our kindergarten students that will be coming to us next year and we're running we always look at our number compared to last year at this time and we um last year at this time had 501 kindergarteners and this year at this time we

028have 500. >> So we're running pretty exactly the same. >> Um the other piece we're monitoring right now is our non-resident enrollment. So this is year two that the boards appro opened this back up because of our additional construction and we have space again. Um last year at this time we had 64 students and this year at this time applications we have 73. So we're running a little higher in that area. So just a busy time and as we know the importance of students and the impact in our schools. So um any questions? >> Thank you. >> All right. Thank you. Um, next we'll hear from Mrs. Glass over here. 029Uh, Avon received a check from our RX benefits for the rebate for quarter 4 of 2025 in the amount of $231,219.89. That not only helps support our self-insured fund, but it also help us to keep our premiums down. >> Thank you, Mrs. Glass. And then finally, we're going to hear from Dr. Windam on the second reading of some board policy updates. >> Yes. Thank you. Um, as you know, we are regularly reviewing our policies, working with the Indiana School Boards Association to make sure that our policies are up to date. We reviewed these policies in April for first reading u but bring them back uh to you for second reading um and and if approved then they would become uh active policies. There are two new policies um relating to uh f some financial um

030topics and then uh several revised policies. I do just want to point out um there was one uh policy um threshold for material loss shortage or theft and I had shared this with you. There was one change that we uh Mr. Yoder had asked a great question about the introductory sentence to that policy that upon looking at it more more closely I understood the confusion. So we suggested some clarifying language in that first sentence uh based on that feedback. So that is the only change to those policies from what you reviewed uh in April. But I recommend your approval on second reading. I move that the board of school trustees approve new policies 6120 and 6250 and revised policies 1106 3340 4018 4322 4540 610 0 6130 and 7030 as presented on second reading >>

And first up, we will hear from Dr. Finley regarding the Avon online 2026 27 student handbook. >> Thank you. Previously at the April board meeting, the board approved all of our student handbooks. And at that time we were still working with Kelly Rodkkey and her team on the Avon online parent and student handbook and it's finished at this time. So we're recommending approval. >> Board members, any questions or I will entertain a motion. >> I move that the board of school trustees approve the 202627 Avon online student handbook as presented. 032right. Next up, we will continue to hear from Dr. Finlay regarding the Avon High School bleacher project. >> So, uh, we put an RFP out for our bleachers at the main high school. gym. They've they're original from uh pro the the building when it was first opened. So about 25 years old and it's time I think we're running out of um I think Mr. Rollinsson has been keeping it up and going for a long time now, but we're running out of parts and um it's created some issues with the wood floor. So we felt like it was time and we ended up with a great proposal from Lee Company. We're excited about that. that Lee Company also did Brownsburg's gym recently in Westfield and they've done some other large high schools. So, um I'm recommending

033that we approve the the new bleacher project at Avon High School and obviously this is a huge undertaking because we're taking away our main gym for a certain period of time. So, uh Jason Young will be working very closely with them so we can do it. I think we found a little window of time in the fall when we can start to bring them in so that we're not missing any basketball season or volleyball games. How many how many RFPs did we receive? >> Three for this project and and two were about $100,000 more than this particular and there's a certain type of bleacher we were looking for which was a Hussy product which is what Brownsburg used. It's a real durable product and so we had put that out and we ended up receiving

034three. Yeah. and Lee company fortunately and we've worked closely with them at the start but then they ended up coming in about $100,000 less than the other companies >> and so the your best projection I know this is a wild guess maybe an educated wild guess how long do you think the entire project will take from beginning to end >> they are saying we should it should be done in just a couple of months so they're going to start in August and they feel that within two months they'll at least have the main bleachers in and Jason felt like we could have basketball games at that time and they'll continue to work on the upper level. So, they felt like they can get it all in pretty quickly and if they get things ordered now,

035then we'll have a good start. >> Um, I had a couple of questions also. So, the 30 380 net seats, is that at least the same as what we have now? Greater or lesser? >> Yes, it's about the same as we have now. And it's a little bit of a different design on the upper level. I guess the the top bleachers were in a position where it was difficult to open with the basketball goals behind the bleachers. So, they've designed it so it's a little bit taller, but it's the same number of seats. And Jason also decided in the end that the bleachers on both ends were not needed because we typically don't have a crowd that will fill those bleachers. So, we're just redoing the the two sides, bottom and tops. >> Okay. And

036then the top bleachers will still accordion so that it creates those workout spaces behind. >> Yes. >> Okay. And then the only other thing I didn't see here is it doesn't call out um uh handicapped seating. >> Will there be special seating for >> Yes. That front row there's there's it's designed to accommodate any the handicap seating as well if you're not seeing it in that design. >> Okay. >> Yeah. Is it the 10 inch quartz side plastic seats? >> Yes. If you if you look at What page is that? Page four. Um you'll see them in the front row. I see. Yeah. >> Okay. And how many seats do we have of that type now in the gym? Do you know? >> It's a great question. I know that we wanted the exact same

037specs, so I know that it will it will meet >> as long as it's the same. That's great. Thank you. >> I know Dr. Friendly, you mentioned the age of the bleachers and that Mr. Owensson was doing all of this. My guy ever worked to keep them together. >> Um, what are some of the problems we were facing that required these to be replaced? >> There were support brackets and the area of the bleachers that were really creating the biggest issues is where our student section is. And of course, when they're excited and standing on the bleachers and jumping, it's a plastic product. And so the the support braces underneath continued to give way. And for a long time they were able to get the parts and we're having trouble finding the parts at this

038time. We have a company come out every summer and inspect all of our bleachers outside and inside. And so this last year the the number came in at about $25,000 um to do the additional work to keep these bleachers going. And I feel like it was just something that would continue and continue. And um you know I think it was becoming a little bit of a safety issue in certain areas where they were getting kind of soft. And so if people stand on the the top of the bleachers, they were kind of they were giving way a little >> uh for the proposed funding. Um I think I already know the answer, but uh does this attach to the referendum or any of the funds raised? >> No, this is coming from um already existing

039funds. Yeah. >> Any other questions for Dr. Finley? Is there any discussion? All those in favor? That motion carries 5. All right. Next up is the Sycamore Elementary playground project. And look at that. Dr. Finley, you're up again. Thank you. When I first started, um, Mr. Rollinsson and Sheila always have a a top 10 list of projects that we need to get started and and things that are are in pretty immediate need of of change. And Sycore Playground was really at the top of the list. And we've been waiting to get through the school year. And you can see from the pictures

040the existing equipment that we have there. Every summer we have our insurance carrier um, hire a company to to ensure all of our playgrounds are safe. So they go around and inspect all the playgrounds and the last few years they continue to remove playground pieces from Sycamore. So at this point there's not really much left. There's a big um blacktop area. The kids still find ways to have fun of course, but it's just time to to upgrade and bring it into a new um you know a new facility with great what we've tried to do is replicate what the other elementary schools have. And so when we put this out for bid, we did receive three bids, one in particular. And if you go to the next slide, Dr. Wendham, um you'll see that it

041looks very similar to Evergreen and Willow. It's the same company, a lot of the same playground equipment that they have on that playground as well. And then Maple also has similar playground. So I I think it was time. The kids are going to be excited. And it also has new subsurface, so it's going to be much safer than the existing playground. Next up is the River Birch Elementary Wall Repair Project. >> And again, we um this is something that was on our top 10 list as well.

042And we've completed the flooring at River Birch over spring break. And so now we need to complete the walls. And again, we we had RFP um for this project. And we had three bids that came in and and actually um two of them were about $80,000 more than the winning bid. and it's a company that we've worked with in the past, Elite Pro Painting. So, um I recommend that we approve this um wall repair project. So, it's painting and then the Acraven. I'm learning a lot about construction, but it's the the PVC that goes around the bottom that's that's really durable. So, when kids are bumping into the walls, um it should look good for a long time to come and it's going to be great for Riverbrook. >> Um I have a question. So

043what was put in our board um packet um did not there were two options one is the good option the best option um and then there's no subtotal so I'm there's a cost difference are you recommending that we go with the good or the best option >> well it's not always the Avon way to go with the best and I think we're always extremely frugal here but I think in this case it was about $4,500 more for the best option and I asked Mikey about this and it's just a higher quality quality paint and it's one that will last on that wall with lots of little fingers moving along the wall. They're 14 passenger diesel buses. They're um the special education buses, yellow buses that have the stop arm and the wheelchair accessible lifts. So, um he felt like they were needed at this time that we were going to replace one and then

045two next year. And he really felt like if we could do two this year. Um, the exciting piece with this amendment is that in 2027, Sheila's favorite line item will be there and we will have zero bus replace. So that that number zero is there. And I think if we can take care of these this year, then we won't have to spend any money on buses next year. >> Board members, I'll entertain a motion. 046that eliminated textbook and curriculum costs for our parents. While that is beneficial for our parents, that is an unfunded mandate for Avon schools that impacts us over $300,000 annually. Also starting in July 1st, 2025, our state curricular support from the state actually was rolled into our overall state tuition, which also created more complication to our state funding. We also received uh recent updates about what we cannot charge families for curricular materials as defined by do IDE that includes books, hardware, computer software and digital content that is adopted by the board as curricular materials. In light of this new guidance or this updated guidance, we are proposing to charge student fees for the 2627 school year, we also consulted with our legal um council to ensure that we are in compliance with student fees. Now, Mrs.

047Alday will actually give you a summary of our fees, proposed fees. >> So, we have worked um curriculum has worked collaboratively with finance. Um, I mean, this is work we do each year. Um, but we just want to take it to another level and and really look through each item of what we need and making sure we're being very diligent and thoughtful what we charging our families. So, above you see um our proposed fees for K through five. Um, and on this list, I mean includes things like a communication folder, some hands-on materials, some art materials, and some I mean some innovation hands-on materials. So, kindergarten through 5ifth ranges from 1156 on the low end to 1401 um on the the higher end for K5. Um in middle school is a little different because it

048is dependent there's some the asterisks are dependent if a student enrolls in the course because there's some differentiation by registration. So you can see um there's some courses that are not listed on here and because this is student fees, the textbooks are still covered by Avon schools. So these are just the student fees and so the hands-on materials and different pieces like that. And so depending on your course, these would be the fees that you would be charged. Um and this is not all inclusive. There is some differentiation sometimes in a high ability course. We were just trying to give you some examples. Now, the next one's the hardest is the high school because we offer so many courses um at the high school. I did quickly count um of all our courses at Avon

049High School, we have around 200 courses that have a fee of zero. Um so about 200 that have a fee of zero. Um the average, if you would average from the low to the high, is around $25, some being a lot more lower. I mean, some significantly lower and some significantly higher. um some of those significantly higher courses. Uh I mean those are some of your biomemeds um project lead theweight courses. There is a really awesome course at our high school where kids actually build and create a guitar that they get to come and take home with them. And I mean if you shop for a guitar, you know how expensive those are. We have um we're working with a high school right now on courses that are have more of a signific significant cost.

050We are going to send communication to families this spring um to make them aware of that. cost. And so if they're again, we don't want any kids not taking a course because they cannot afford it. And so we're being very thoughtful of that, but we also want parents aware of what they're committing to. And um if they have questions, they definitely can reach out to the school. We work with them. So I think Mrs. Glass has brought you a list of all the courses um that we're proposing tonight. >> One thing I would add, uh as u Mrs. Glass shared the legislature took over fees in 2023. As you know, we've been advocating for them to increase that um allocation as have schools across the state of Indiana. We are not unique that it has

051been underfunded since they passed that in 2023. So, we have for three years been advocating for an increase in that dollar amount and the answer has always been no. And now this latest iteration of answers is well we we will clarify what you can charge for. So rather than allocate more funds to this the the state solution was to clarify those expenses that schools can charge for. So, uh, yeah, I think this will be, um, you know, hard for some parents to understand, but we have given the state three years to try to fix this. And, um, in comparison, in comparing what many other school districts are doing, many are having this exact same conversation because you just cannot sustain $300,000 deficit year over year over year. And we we tried to give them time

052to fix it. It's clearly not going to be fixed anytime soon. So, um, will the qualification for free and reduced lunch not allow for student fees to be collected from those students? >> It will allow us to collect those fees. We just can't send them to collections. >> Okay. So, you will um assess the student fee, but if not paid, then they can't be sent to collection. >> Okay. And then my other question is about uh the frequency. So I'm presuming obviously the K through five that's an annual supply fee. Some of the student fees in middle school and many of them in high school would be on a semester basis. So will there be two collection periods for middle school and high school? >> No, it would just be one. So when they sign

053up for those classes just like have we have that we did previously they will receive one bill and it will actually have each quarter or each semester of what those costs would be but it only be one bill >> and then if a student were to drop ad um then the the school treasurer would be the one that would take that up with finance. >> That is correct. Okay. Yes. They will adjust it. They will prorrate it. >> Okay. Thanks. >> So I have a couple questions. First of all, uh did you come up with a projected collection ratio? Uh assuming as you said that there will be some students who will not pay and we do not have uh an ability to collect on that. So what is the percentage that you are anticipating?

054>> I'm anticipating what our free reduced um percentage is and it's around about 49 to 50%. So your perception is as you budgeted for this was that we will collect from about half the students. >> Okay. My second question is um we're not seeing unless and I understand probably because it's a work in progress the high school fees. Um we kind of heard some generalities about 200 classes that fees aren't going to be charged. But I didn't hear how many classes there are going to be charges. Do we know the answer to that? >> No. Those I don't know how many but I didn't add them up but they're in the packet. >> Okay. It's in the packet. Yes. You're you're chewing through a lot of consumables that are that are directly going to your cost. So it's not necessarily to school money, but you're paying for the work or the materials you have in the course that you that you're using. >> Is that right? I guess I'm saying it as a statement, but that was my understanding. Is that correct? >> You are correct. >> To to your point, uh, Mr. Yoder, when we have analyzed the state allocation, um, it it really has in in

056the past been somewhat close at the elementary level. It's really at the high school level where you get into those college level classes. And we all remember what it costs to buy college level textbooks. Um, and that is where the state just has never really fully accounted for those additional expenses. Um, and and then those ancillary costs that kind of go along with those courses as well. >> I just remember being a PLTW teacher having middle schoolers uh do their brain dissection and not their own brain but some cases >> it was a large expense but it it's not many students are getting that hands-on opportunity that early. Um and even helping uh students like u non- majors at DEPA in my senior year, the first dissection you do is always going to be bad.

057Uh it's unlikely to be excellent. So if you get that first one done when you're younger than by the time you're a freshman in college, you're much more likely to get, you know, nerves and and legitimate anatomy uh learning rather than this is fun. What can I get out of this? They still get a lot in middle school, but it's a middle school level. I had a few questions. So, as far as the fees, I'm assuming you'll work with families and if they need to do a payment plan, you'd be willing to do a payment plan. >> Um, and are we in line? I don't know if we have other data from other districts. Are we like are our fees comparable to other districts around? >> So, um, we've seen fees from a couple other

058central Indiana districts and I would say yes. We're probably a little on the lower end, average end. Um, districts around us are having conversations. We haven't seen theirs yet. I think they're in the same um step of the process that we are. >> Okay. And then um the instrument fee, this my understanding is that it's not if you rent from pages, this will not affect you. 059to say like this is a huge lift on our building treasures, especially at the high school. when you look at how many courses um and our finance team, it's I mean it's a massive lift to always get this to the finish line each year. So, thank you. >> Thank you. All right. Next up is um item G, first reading of board policy updates. Dr. Windam, >> thank you. Um we have another batch of policies uh that we have been working on.

060Uh there are two proposed new policies uh distribution of literature and advertisements and then wireless device prohibition. These are both reflective of changes to um state law that require a policy. Uh the one that of course has gotten the most attention is the wireless devices prohibition. And what that legislation said is that boards have to determine whether it is a cell phone ban that you literally cannot bring your phone onto school property or if it is a uh still a bailto bail ban on cell phones. but students are allowed to have them if they're powered off inaccessible um you know and stowed away. And so we are of course recommending that second option knowing that um our our families need to be able to contact their students if at least before and after school or

061an extracurricular activities. So as we've been talking with other uh area school districts of course that seems where most are leaning to to go to that that route. Um from there of course is the practical implications of what does that look like and the high school team is really doing a lot of work um with a collaborative group to help them uh piece together the specifics of implementation for that. Then there are four uh suggested revised policies. Um one of those is in the student discipline rules 4300 that is to basically reflect that wireless devices uh prohibition. So those two are kind of linked together. Uh I am often critical of our state legislature but I will give them credit of policy 1700 the public records uh policy. Um we have seen a significant increase

062in public records requests from outofstate companies uh that are really seeking to use the data for commercial purposes. And so uh that's happening across Indiana. And so the legislature passed some some changes to that public records law that would allow us to um have some additional restrictions for those outofstate um requests that seem to be more commercial in nature. And then um the other piece of uh revisions policies specifically 4410 seclusion and restraint is really consistent with some of the other policy work that we have done of making sure the policy contains what the state says has to be in policy and then developing uh administrative guidelines or a plan outside of that that also addresses what needs to be included and the state is very prescriptive specifically in that policy of what needs to

063be in the plan. Uh and so our team is working on that as well uh to make sure that any information that was previously in the policy will be reflected in that plan to meet the state requirements for that. Certainly glad to answer any questions but recommend your approval on first reading and then of course we would bring uh these back for your consideration again in June. Um, and I will just end by saying I've been to a lot of school activities that kids are involved in, some big and some small. Um, but never in my entire life have I been as impressed um, as I was when Teal Raboreals were able to attend the World Championship uh, in robotics. I have never seen anything like it. There were 19,000 students um and about 135,000 spectators. Um and our team performed really well. Um, and like many activities this time of year, you see the seniors as the a as the clock was winding down on the finals, you saw our seniors realizing that it was their last um moments

065to be on the Rooreals and there were a lot of tears and a lot of um sadness, but um in in our division the Teal Reals came in 29th um which is wonderful and it it's just a very good activity and I was pleased to be a part of it. Uh I want to congratulate our graduating seniors. H how many seniors are we graduating? I think it's around 850. Okay, just those 850. Um, and it is it's a bittersweet moment for all of us because we have honored and celebrated a lot of high achieving students and to see them walk across the floor is both gratifying that they've made that milestone. Um, but also you just have to think to yourself, oh man, how will we replace that one? And yet somehow our students step

066up and year after year they prove that they're excellent in so many ways. So, congratulations to our class of 2026 Avon High School graduating class of 850. Thank you. >> Uh my favorite meeting part of the meeting is always celebrating our students and I am very impressed with this new Indiana Department of Education. I think that's fantastic that we can, you know, just one more step to recognize our students. Um and congratulations Dr. Windom on your achievement. First, um, I knew one of the the students who was honored for math, his name was Jacob. And I said, Jacob, five students from Maple. He was one of them. That's amazing. There must be something

So, and Dr. Winnham very much congratulations. So deserving. Uh certainly your success is reflective of Avon's success and Avon's success is reflective of your success. One doesn't work without the other. We're very proud of you. Um, and when I have many um, conversations with my fellow school board members throughout the state, I often hear about some of the challenges they have with school with superintendents coming and going and maybe not being on the same pathway. It's wonderful to have you in the position that you are. The last thing that I will speak about is something that we all know

068occurred two Fridays ago at the high school. There was a call-in of a threat without getting the unnecessary details. uh when I live with someone who went through all of that with her students, I will tell you it was a moment and I know it was a moment for a lot of panicked uh teachers and students and parents and it's not something that just everyone said, "Okay, great." Turns out it was sort of a false alarm, if you will. It it's all it's all fine. Well, that's not the way I appreciate that the administration uh treated it because I don't think the teachers and the students and the parents treat it that way. I really appreciate the fact that there was a debriefing. What can we learn from this? I wish we could go back

069to the era when we were all in school and we just had uh drills for fire alarms and tornado drills and that was it. But this is the world that we live in. Um and it was traumatic depending on who the student is and who the teacher was, different levels of that. I I really appreciate that we had a plan in place. Um that our student resource officers and the town police sprung to action. I know there's some further investigation going. I'm glad that the f the first real moment we've had like that, it was a learning experience. Um that that nothing came to its inevitable and terrible fruition. So um I guess in short, what I'm saying is um I hope that's the last time we ever go through it, but we have to
