hello and welcome to the Monday September 19 2022 Hillsborough Township Board of Education meeting in accordance with the stage Sunshine Law of New Jersey adequate notice of this meeting of the Hillsborough Township Board of Education was provided on September 15 2022 to the Hillsborough Beacon and The Courier News uh can we take roll please Mr Gillette Miss Jackson here Mr kid Ms Lanning beater here miss nurse here Mr Oliver Mr Roo Mr Hill here and Mr Marine here we have a quorum whereas the open public media act chapter 231 of the laws of 1975 provide that a public body May exclude the public from that portion of a meeting I wish the public body discusses certain matters for which confidentiality is required if we're in section B of the 7B of the ACT resulted by

the Board of Education of the township of Hillsborough and the county of Somerset in the state of New Jersey as follows one matter to be discussed is the superintendent search to the matters discussed in executive session shall be disclosed to the public when the need for confidentiality no longer exists can I get a motion in a second summer second all in favor all right we are now in exec thank you hello and welcome back to the Monday September 19 2022 Hillsborough Township Board of Education we are back from executive session I would really please stand for the Pledge of Allegiance I pledge allegiance all right Mr record could you please take roll I should have done that first but oh well Mr Gillette here Miss Jackson here Mr kidding Miss Lanning beater here miss nurse

here Mr Oliver here Mr Roo Miss Trio here and Mr Marini here we have a quorum and just for voting purposes on the record we have seven board members in attendance so majority will be four votes instead of the normal five um and we can continue all right I'd like to acknowledge the correspondence as listed and we will move on to committee reports uh we'll start with Mr Gillette I'm not even warmed up yet thank you he did say here all right so the operations committee uh met last week on the 14th um let me turn to it here we go we had a number of topics on the agenda we reviewed policy 7250 that's where school and facility names we reviewed that so I'm going to say that this time we also reviewed policy

0045513 carob school property this policy is being revised primarily to revise it to cite the current New Jersey statutes that apply to it and to change some language another substantive in that in those changes um we also uh Mr Eckert is recommending that the district subscribe to an enhanced version of our policy review service called uh we use scratch SMA to review our policies and recommend when policies need to be changed and also for if we think of a new policy to to get recommendations from them what a new policy might look like they have access to policies that all school districts have all around all over the place so I've used them for all those things in the past they have an enhanced Service uh which would include well first of all includes that

they host our policy book on their server which will allow us uh to have and the public to have easier access to um various search functions if you tried searching the policy now you know how difficult that can be of finding particular like particular words phrases you don't know what policy it's from you're trying to search for it it's almost impossible Now you kind of need to know what policy you're looking for in the first place it's kind of defeats the purpose of the search so they would fix that and some other things about that the committee uh we spent a lot of time discussing it and the committee was in agreement that we should move forward with that um we also got um update on the referendum work I'm pleased to report that it's

nearing completion and administration and operations committee have high confidence that all the work will be done by the end of this fiscal year which is June 30th I think that date was mentioned in the meeting mentioned as mentioned at the June 30th with I would say now a high confidence not a certainty but a high confidence that we've done by June 30th which is good the biggest things are outstanding on the referendum now are um and we know about them AC work at woodfern still ongoing and we're upgrading a number of doors throughout the district I think mostly the middle school if I'm not mistaken and some other places I'm getting uh doors so those are two of the big big things working plus the projects that we've already talked about at previous meetings the

vestibule is being finished and things like that um we uh we've been informed by Mr I'm saying your name a lot tonight Mr actor but uh stabilization a the application for that has been submitted we're gonna wait to see if we get that and we had a lengthy discussion although very preliminary just a lengthy discussion on uh school start times I know public has been asking for us to start discussion on school start times we have we did talk about it didn't make any decisions and make any plans we just got some parameters out there about what what uh what earlier school start times the high school might look like um and that was about it thank you oh and we changed our start date that's like inside baseball I mean our um our uh

committee times yes committee uh dates for next month but that's yeah that's neither hindered after the public discussion all right thank you thank you Mr Black uh we will move to Mr Oliver for HR thank you Mr Marini so um the HR meeting we discussed uh we had an update on a placement guide update on vacancies and anticipated vacancies we discussed the ad hoc committee for participation in athletic fees we also changed the HR meeting to coincide with education and all the committee meetings Dr fishbein gave us a pretty interesting statistic about the teacher shortages and it's really an epidemic both in New Jersey and Across the Nation it's just teachers not coming out of college um you know credited teaching certificates so well it you know looks like we struggle we continue to fill

vacancies and doing a really good job but we're going to continue to explore the options and and try to make it better all right thank you Mr Oliver uh Miss Jackson since uh Mr Kidd is not with us tonight if you give us a quick update on the education committee sure um from the 914 meeting um we reviewed curriculum for the below subjects American Sign Language professional speaking for career Readiness social studies grades k through eight um we spoke about virtual or remote instruction plan for 2022-23 the plan was updated and it consisted of Consolidated consolidating elements of a few plans into one comprehensive plan for State submission and the virtual remote instruction is limited to emergency use and not as an alternative to snow days the great body shop program grades five and six

the public are invited to comment which they may do if they're attending in person when the first public comment period members of the public May comment about items that are listed on tonight's agenda before the board votes during the second public comment period members of the public may come out at any school or School District issue that a member of the public feels may be a concern to the residents of the school district as per by law zero one six seven before you see your comment you will be asked to provide your name and address there's a three-minute limit of public comment please understand that our public forums are not structured as question answer sessions rather offered as opportunities to share your thoughts on the board this is where the board believes that there's a

misunderstanding or an accuracy the board president or superintendent will address the comment there will be times when a member of the public makes a comment or ask a question about Personnel hiring decisions kindly know that the local public meetings Act and the Privacy rights of public employees and Compass there and did not permit the board to discuss Personnel issues in public session uh if you come up to speak please identify the agenda item that you will be speaking in regards to thank you something good evenings on your Lockwood's almost One River Road uh speaking on 10.5 the adoption of the great body shop is a fantastic decision I looked it up a little bit when the uh agenda was published on Friday the content is great but I know that we don't all agree in

town so I just want to take an opportunity as a as a resident to share what I found the the source that I found is from the publisher and it's from the Oregon standards which I guess they do this maybe for every state but this is the one I could find but the really Salient part of this is that they the publisher already identifies what might be considered sensitive information so when parents are reviewing this stuff when kids get this book and whatever there there is and this is just direct quote from from the um from the publisher to make it easier for to you for you to review potentially sensitive material and optional sections we have located instances where such material is to be found in the in the teacher's guide but still it's

it is available so for parents that are concerned because I know there are parents who are concerned talk to your talk to your uh your students teacher they have access to this it's outlined it's clear um the discussions that are that are sensitive are certainly things that maybe some families aren't comfortable with um surrounding HIV surrounding you know sex uh sexual orientation gender identity that kind of stuff it's very it's a really really great resource I'm very glad that the board is has this in front of them tonight and I encourage you all to adopt it um the reviews are Stellar for this for this and I really appreciate Dr paltry and the staff that worked on selecting this book Thank you thank you for your comment okay good evening Henry good Hugh Hillsborough Education

Association I'd like to speak to two items on the agenda tonight uh starting one with uh 12.10 which is the resolution from the njsba um while I don't agree with every single bit of whereas that's in there um the therefore is well placed um we are seeing dramatic increases that are almost double to triple and this is throughout New Jersey but above the national average and I appreciate that the board is taking action um to advocate for a lessening of that impact as well as some of the language which did note the direct impact that this is having on the employees as we're facing inflation and all kinds of other issues that are decreasing paychecks I would just encourage the board to continue advocating on this issue go further on it we were successful in

advocating together on other things like school funding maybe we can be successful on doing this as well and at least we're all all Towing in the same direction on this one but I do want to say in general I do appreciate this resolution and that the board is noting how this is impacting the staff so thank you for that and on a far happier note I just want to point out 12.14 which is the dedication of the wood Fern Elementary School cafeteria for James Cox he's been an amazing asset to the district today was his last meeting with us as a rep it won't be the final time we deal with him because we said we'll keep him on retainer but he was an amazing asset to both the association and the district and I

appreciate and commend the district taking steps to honor that service so thank you thank you [Applause] all right seeing no others I will close uh public input on the action agenda and with that we will move on to the in terms of attendance recommendations yeah I'd like to present for consideration uh professional travel 10.1 professional travel related expenses 10.2 the emergency virtual or remote instruction program for 22-23 approve the revised curriculum 10.4 approved new curriculum 10.5 approved curriculum material for Comprehensive Health 10.6 new courses AP drawing 10.7 approved curriculum writing and Common Assessment development 10.8 approved concurrent enrollment courses and stipends for 2223 10.9 uh approve the submission of the amendment for and accept transfer funds within the idea our grant 10.10 approved the 2023-2024 district calendar 10 11 approved policies for the first reading

listed below that's it all right um can I get a motion in a second um push in the second first in a second the second from somebody second all right uh any comments or questions from the board uh I'd like to uh propose a separate vote on 10.3 10.3 okay any other call outs or carpets Mr Gillette so this is uh not directly related to the the content but for something like 10.5 which we had some from the public early speak about if I wanted to refer back to this meeting and find which meeting do we discuss the body shop which I think is the textbook or maybe it's more of a you know new age type materials because I don't think I don't see it as a textbook well I guess it is a

textbook whatever it is can would I be able to search and find that because it just it doesn't State what it is in in the thing it just says adoption form is the name of the PDF that's the attachment and I may have brought this up a couple years ago too I think it's it's difficult to Now search and find that so what can we maybe we have to brainstorm but what can we do in the future for this you know Jerry you understand what I'm getting because this is kind of your preview of the agendas right yeah I mean I think you could search through minutes to see if they could find it but aside from that um to get creative at naming files right because I mean it would be impossible to find

I want to refer back to which meeting did we talk about so looking through agendism I'm not finding that at all I'm not even finding anything I mean you know if I knew it was material for current grants of Health anyway all right that's I had my piece on that we can add that discussion to committee meetings next month okay any other comments from the board all right so we'll take a motion for uh that would be 10.1 through 10.11 with the exception of 10.3 Mr Gillette yes Miss Jackson yes Mr kid I'm Sorry Miss Lanning Peter yes Miss nurse yes Mr Oliver yes Mr Hill yes and Mr Marini yes motion passes 10.3 very cool give me another motion I don't think so right part of the same motion I think I will say

we'll take another first and second on 10.3 somebody moved it some move all right so can we have a discussion about this first we need to okay make a motions okay thank you and we have a discussion on 10.3 so I know we discussed this in great detail in the education committee and there's a lot of information for us to digest I have not been able to get through a lot of it I know Dr feltree went through it in great detail at the education committee but we are limited on time um I don't know if this is an option to table this motion for another meeting let the public look at it review it and if there's any public comments or questions regarding it we could vote on it at another meeting I'm just

not a hundred percent comfortable with it because I'm missing a lot of pieces and in reviewing what I've been able to get through I had more questions and I had answers just brainstorm so I guess Dr feltry what's the impact if we were to table 10.3 invitation of the curriculum are you talking about social studies and special services just social studies was was a question I couldn't get through so can we what's the real world impact of doing that what will they do so that they'll continue with the existing curriculum to the best of their ability yes I was just wondering Mr Oliver is it concern or just questions are you comfortable some concerned with some of the content that I've been through and in going through it and then asking questions during the presentation

I had more questions that I tried to answer myself through it I'm not totally uncomfortable with it but I'm being asked to vote on something that we just looked at two days ago three days ago and obviously you know we've we've been pretty busy lately so it just was hard for me to get through all that information you know and I think I I would be fine I feel like we have presentations about what it's going to entail new curriculum and revised curriculum before we had to vote on it so I would second Mr Oliver's uh congestion so you want me to make a formal motion to just be tabled for the next meeting to get more detail and have the public give public the opportunity to make some comments or information just comment so

um our our curriculums are based on State Standards adopted you know by the State Board of Education um and um you know we're we're compelled um to to teach it um and all all administrators and board members you know take a pledge to uphold all code statutes Constitution and This falls into in that area um so I think you know it was covered in detailed in the um in the curriculum committee so I just add that information in because there's only so much time in the school year to cover the entire curriculum and the clocks already started you know the beginning of September oh Mr Gillette so I take I take issue with uh that comment because we heard all summer from the state when a controversial curriculum was being talked up that no no

the state doesn't mandate anything local boards will write that and approved that local boards will approve that so the state chokes out of both sides of the mouth when it's convenient for them I I this is literally hundreds of pages I I I'm already I'm you know on page two of the eighth grade curriculum that's already outrageous stuff and and you see um you see how curriculum is presented because you saw one tonight it's topics and questions we never get to see as a board member what what answers what are the answers to those questions what actual content is it going to be what will some of the materials worksheets and whatever what will they look like what will a uh a typical lesson look like in any classroom I don't know if I ever

see any of that I kind of like wanted to speak before Elaine I think when you're probably going to speak last on this um but I mean that's what I that that's those are my comments on it I think it's it's difficult yes on this um I understand the concern but the curriculum guides and The Curriculum maps are not what the teachers the worksheets and stuff that are given to the teachers these are that's why they're called maps and guides they're given to teachers to help guide and and map out according to the standards for child estate requirements that yes we get impacted by Cusack so that's 23.24 but so if we if if you all vote to not have curriculum that's aligned to the standards ultimately we will get gigged on Cusack which has

financial implications that's not the case in this situation because the 2020 and the 2022 standards are aligned enough and the content that's being taught is aligned enough that it's not going to be a huge thing so a board will never see individual worksheets because that's not what that's up to the teachers the teachers take the guide and they turn it into you know what goes on in the classroom and that's where they're the professionals and that's you know so thank you for clarifying that it's up to the teachers what the kids learn thank you I'm sure the parents in Hillsboro and the other taxpayers and residents are happy to know that is way curriculum is run as a teacher you're giving a curriculum you go to meetings you are outlined it's not that everybody's teaching

different things it's that the approach to how it is being taught not the content teachers do not get to choose what they want and don't want to teach or get to change anything it is the approach that they use so um that is I think with I don't want to put words in Dr belcher's mouth but I I think that is um what she is saying I think the only thing that I have concern with is like I promised that I would never be a rubber Stamper up here and if somebody on this board feels that they didn't have enough time to look at it I wouldn't want them to be in a place where they had to feel like they have to approve it because it's time sensitive if they don't have enough time

um I've said for a couple years since I've been here that working in other districts I know that supervisors come to board meetings and present new curriculum present revised curriculum so not only the board knows and can have a better um more information to make an informed decision but also the public knows so I I continue to hope for that here as we go and I know it's all time sensitive as a district most of the work is done in the summer and you want it in place in September um but maybe we need to try to make the curriculum writing towards the beginning of the summer so maybe in August we can we've actually changed it so it will be ready to approve at the beginning of the summer that's our hope that's the

goal for this and that's perfect I think we're definitely moving in the right way but I would like to support other board members who are not ready to to make this vote now and you know I I get the time sensitivity but waiting two weeks so others feel comfortable is I think something that we should do instruments I'm just trying to think when is the next episode yeah we have like three years yeah three I mean at this point if we have four that are gonna vote no We're not gonna pass so um so all that I ask is is that in the next three weeks you go over it and give us a chance to answer your questions and be aware that the goal is on October 4th the education committee will see the

high school social studies curriculum so I'm not well I'm not in favor of tabling it I'll vote no tonight if it passes four to three it passes what's the what's the difference if it's going to pass four to three or you know in in three weeks just passing four to three tonight which yeah I thought the point was so that you didn't get through everything I went I got through everything that's only neither you're a speed reader I mean my point is I'd like there's a couple of topics that I found on there to be a little bit controversial a little bit offensive I don't have you know I haven't had a chance to really go through it and look at it but my my point to just holding this off is to just give

the public a little bit more chance to review this and and give them an opportunity to weigh in as well so we have the option of voting and shooting it down or we can just table it for the next meeting I would prefer to just table it for next meeting there's a question are these attachments available to the public though or is this just us oh it was okay just making sure yes I remember now that they weren't but I just want to make sure okay so we can do a motion to table we can vote and then if there's a majority of the table then we will push it off otherwise we'll vote so we have a motion in a second table this can I get clarification please are we tabling special services and

social studies or just social studies so I think we can move special services through so the motion would be to table social studies we get a motion a second on that one we can take a vote so move I'll second okay I will be rolling up do we need any more discussion now that we've done a motion I have I have a question so we're taking the moment is the table social studies so for the board members who had questions could we have an informational one-way email just so that other board members can be aware of what the concerns are because as I reviewed I did not have so I'd like to be highlighted as to what well we'll do is we'll compile the questions and we'll put it in the FYI thank you very

much any other comments questions nope seeing them with the girl understood we know this is for the tabling then we'll we'll prove the rest of 10.3 after this Mr Gillette yes Miss Jackson Landing theater yeah this nurse yes Mr Oliver yes Mr Trio no and Mr Marine I'm gonna vote no but motion passes all right so we will then move to uh in the motion a second on 10.3 special services so moved second discussion all right do we have a discussion good point had a lot but special services no all right Mr Gillette yes Miss Jackson yes yes Miss Lanning beater yes Miss nurse yes Mr Oliver yes Mr Hill yes and Mr Murray yes motion passes okay I'd like to present for consideration 11.1 uh resignation 11.2 uh we send uh 2022 2023 employment

contract 11.3 approved contact contract changes 11.4 leaves of absences 11.5 a revised appointment 11.6 appointments 11.7 approved sixth and seventh period coverages 11.8 approved extra coverage um 11.9 uh approved additional extra coverage 11.10 approve unaffiliated administrator salaries for this school year 11.11 approve unaffiliated staff salaries for this school year 11.12 approved group changes all right can I get a motion in a second so most any discussion by the board on on 11. all right seeing them we'll move to roll Mr Gillette yes Miss Jackson yes Miss Lanning beater yes Miss nurse yes Mr Oliver yes Mr Hill yes and Mr Marie yes motion passes like to present for consideration in 12.1 uh monthly bills 12.2 facility use agreement with the Hillsborough Township 12.3 at a district placements 12.4 contract contract see change orders with Amco

Enterprises 10.5 contract C change order with Amco 10.6 contract C change order with Amco contract C change order with Amco 12.8 contract B change order with Amco Enterprises 12.9 contract with Strauss Esme Associates LLP 12.10 10 approved the njsba resolution opposing the proposed increases to the school employee health benefits program 1211 approved 2022 2023 Transportation contracts and uh quote and quoted routes 12.12 disposal and sale of obsolete equipment 1213 approve bylaws policies and regulations for the first reading 12 14 approved the dedication of the wood Fern Elementary School cafeteria and 12 15 approved settlement agreement all right can I get a motion in a second so moved any discussion by the board seeing them so in my committee report I didn't I didn't mention the dedication of wood for a cafeteria because I figured something

might come up and I didn't want to say it like so you know it doesn't it doesn't sound right just coming off that for me so I appreciate Mr you coming up and uh talking about Mr Cox and his uh tremendous work and as many years of service to Woodford school and to the entire Hillsborough Community and um it's really wonderful that he's going to have the cafeteria name for him absolutely thank you Mr Gillette any other Portales we'll go to Patrol Mr Gillette yes Miss Jackson beater yes yes nurse yes Mr Oliver yes Mr Hill yes and Mr Murray yes motion passes all right we'll move on to the second public comment uh period you're very much welcome to the public during board meets there'll be two 30-minute periods of time that the meeting

will be open with public comment we're members of the public are invited to comment which they need to do if they're attending in person during the second public comment period members of the public may come out on any school or School District issue the member of the public Fields may be of concern to the residents of the school district as per Bilo zero one six seven before you see your comment you'll be asked to provide your name and address there's a three-minute limit on public comment please understand that our public forums are not structured as question and answer sessions but rather offered as opportunities to share your thoughts with the board this is where the board believes there's a misunderstanding or an accuracy the board president or superintendent will address the comment many times in

the member of the public makes a comment or ask a question about Personnel or hiring decisions Kelly knows that the open public meetings Act and the Privacy rights of public employees and publicity do not permit the board to discuss personal issues in public session we are now open for public comment hi Amy Amy Salinger teacher at school AGA Treasurer I just wanted to comment on the social studies curriculum and the book to table it tonight I'm just disappointed on behalf of my many colleagues who work very diligently over the summer under Direction and under you know you know efforts to adhere to the state standards and to keep everything in mind so that was very disappointing I don't think I've ever been on the board meeting where I saw that happen um they were anticipating

that this be passed tonight because that's usually what happened so um I guess my question which you probably can't answer would be do you have any plans now to communicate this to them so that they know how to proceed over these next three weeks properly with lesson planning and scope and sequence and things like that so that in three weeks when hopefully this does get passed and that's a long time it's almost a month of school so will there be some communication now to let those teachers know who worked hard under direction adhering to state standards that it didn't pass and some knowledge that they do so something to consider and I hope three weeks from now that it goes through thank you thank you for your comment good evening and we're good Hugh Hillsborough

Education Association uh I'd like to speak on the same topic as my colleague Amy Salinger just did I guess I I'm I'm struck by the fact that we came out here and that these questions were here not that you're asking questions because you have the right to ask questions in fact that's what you're elected to do but were we to enter our classrooms unprepared we certainly would bear the responsibility and weight of that um there are committee meetings there are multiple meetings that take place before we get here and I I'm not saying who did what I don't know but what I'm saying is this shouldn't happen again when we come out here whether or not someone wants to vote Yes or No for something that's their prerogative as an individual board member and that's

fine I I can't take issue with that Beyond personal levels on individual issues but when we come out here after all the work that our members have done and we're telling them that this is something they're going to implement and then because there was information missing or reading wasn't done frankly that's unacceptable and then to tie that into vitral and and make comments that are directed towards the teachers that imply that they're somehow you know moving on to teach something that's not in the curriculums that you approved with oversight from the administrators that you employ that's reprehensible there's enough anger and just negativity directed towards public education Educators right now and for any of that to come out in that I'm sorry I take exception with that as a taxpayer as a parent and as

an educator and at the end of the day you approved this the study skills curriculum if you opened that there's actually facets of the social studies curriculum you just tabled in the study skills curriculum you just approved so I can't explain that to people I'm left at a loss with that and I would like to understand why thank you [Applause] hello everyone I'm Ashna and we're all Juniors at Hillsboro High School we've been trying to re-establish the FBLA Club a business club for over a year now we've been supported by several faculty members such as Mr de Lolo Mr Simpson and our advisor Miss Grogan recently Mr de Lolo sent a letter to the interim superintendent on our behalf and we've created proposals which we could pass out to everyone right now foreign I feel

they provides multiple opportunities to Hillsboro students students gain Hands-On leaderships with experiences with business economics Financial sectors and Leadership experiences students would participate on a national level and competitions representing our school schools like Montgomery Bridgewater BowTech Princeton and many other schools in our area offer this opportunity this was a previously established Club hi I'm Veronica by the way this was a previously established Club at HHS and there's still interest for it throughout students we surveyed students that are taking the AP micro macroeconomics course and received more than 50 plus students that were interested in this club and that since this was only survey only from one course there's many other students that we haven't even asked or even freshmen that haven't even been offered this opportunity and wanted to see if this club would be

approved for that reason hello I'm Terry Shanker so we are aware that for stipended clouds there is a pre-established contract um done by the Hillsboro Education Association however this contract is renewed every five years and by the time that this contract is renewed we'll be out of high school and we've talked with previous the previous principal Mrs Fisher and she had suggested if we could reallocate funds from um inactivated clubs to stipend our advisor is broken we also plan on fundraising our club to pay for any competitions and any other burdened um expenses thank you thank you for your presentation good evening um we are Rohan and Diana from Hillsboro High School's robotics team team 75 and we would like to update our community on what our team has been working on these past few

months in our off season we have focused on connecting with our local community especially as younger members to provide them with greater access and opportunities to a stem education in the realm of robotics after much coordination we are thrilled to announce the expansion of a youth robotics program in the school district FLL first Lego League at the middle school with Dr tribalski support the program expanded those six teams with over 50 students total and was off to a great start last Wednesday under the leadership of our wonderful faculty Mrs Toller and Mr McDonald and our student mentors we are excited to see where the season will take them as we are holding our 16th annual boroblast competition on November 19th our team is also proud to announce our new expansion into FTC First Tech Challenge

which involves Team 75's new member lineup from 8th to 12th grade competing in the upper Central Jersey League the program is very Hands-On and gives all our new members the opportunity to be involved very early on with an emphasis on technical departments on November 6th we are running a meet at the high school with about 12 to 18 teams competing at at The Rotary Fair our demo Booth attracted many Elementary to Intermediate School age students interested in robotics coding and stem our team realizing that Community lacks stem engagement for younger students has decided to bridge this Gap by starting a new event program at the Hillsborough High School library the events hosted by team 75 initiatives and will be held on the second Tuesday of every month also known as stem specifically for k-6 students

a new event will be held every month based on from based on anything from analyzing the anatomy of Pokemon characters to making DNA models out of candy information about participating will be spread to science teachers throughout the district from all schools another exciting event for a team has been working on is rbsts the Raritan Valley Science and Technology showcase three other robotics teams along with Team 75 are hosting the event together at the Bridgewater Commons mall on October 1st and 2nd it will be an event with a robotics competition a college fair stem seminars and many activities and exhibit exhibition Visions by STEM organizations and universities from the tri-state area especially designed for K-12 students and their families admission is free to the public and we hope everyone will enjoy the vet thank you again

for the board of education for their continued support thank you for your presentation [Applause] sorry for coming up again but we've been trying to establish this club for a year plus and we were wondering what is the next step into a meeting with your principal on this um this week okay thank you [Applause] good evening again this is Millstone River Road unlike our friends in the blue t-shirts I don't have to negotiate a contract with you so I can call you out directly Mr Oliver just like you knew I would and just like I wasn't going to when I saw that this was on the agenda tonight let's be real about what this objection is it's the same objection that Mr Oliver had last year to diversity equity and inclusion instruction being done in the

Hillsborough schools this is in response to the state mandate but Asian and Pacific Islander curriculum be updated history curriculum will be updated no one in Hillsboro who I'm not supposed to talk about politics right let's face it teaching the truth about what happened in a place like Vietnam probably isn't real popular with a good portion of this community's population teaching the truth about what happens in a lot of parts of American History probably isn't real popular with the people that Mr Oliver relied on to get him into this position so now in a lame duck session since he's not running for reelection since he kind of messed up last year for those of you that are doing you might recall but there are a lot of people in this community whose histories were specifically meant

to be included that our staff worked very hard to have included in our history in our social studies curriculum and that has now been just as Mr Goodview said tabled that hard work and quite frankly our community members access to that education this isn't white bread America anymore it hasn't been for 20 years there are a lot of brown people in this town and they deserve to have the standards that the state passed be taught to their children they deserve to learn the history and social studies curriculum as it is meant to be taught by the state standards and for you to come up here and disrespect the work that they did and to think that you have some sort of power as Dr fishbein very eloquently pointed out to override a state standard just

because you don't like the words the diversity equity and inclusion by the way Mr Gillette page two of the eighth grade curriculum I counted maybe three or four instances of the word Islamic so I don't know if maybe that's your problem but people need to know that that's what is being discussed here that they need to understand that the curriculum that is being stalled is specifically curriculum mandates regarding brown people and we know how Mr Oliver feels about brown people don't we your comments are inappropriate I'm sorry Mr Oliver's remarks on the record last year during the meeting are what I'm referring to uh when he criticized the black lives matters poster all right we will open the seeing no other public comment we will now move to board comment if there's any Mr Gillette

so um I I echoing what someone from the public said um in in many years sitting here I also have I don't think I've ever seen us table something that had board support to pass that that's my issue with it really I mean it I I think generally when there's board support to pass something if people are if people are clearly unsure and there's not there's not a majority to pass something then we have table stuff if there was if there was majority no votes and people in the administration really wanted us to pass it we said it would be encouraged to table it or if people were just we're truly unsure of how they would vote but I looking around I know there's only seven of us here tonight but I think there's support

to pass ten point what was it three 10.3 social studies Mr Eckert can we is there such a thing as a motion to revisit the vote on tabling if you want to revisit that vote I mean I guess technically if someone made it made a motion to pass it you could do it but I didn't make a motion too generally I think you only put on One Thing Once in the given night okay so we didn't vote on that one we didn't vote no no go to the table so you can make a motion to you can't vote to un you can't vote to overturn your tabling do you have to do something like that I mean I guess if someone could make a motion for to pass that or to have that reconsidered if

it gets a second and then it could be to reconsider the actual that's reconsider 10.3 is that how it's done the portion of it that was tabled yeah the question that was table look I'd like to make a motion to reconsider I make a motion reconsider 10.3 we consider voting on that tonight that would require a second Miss Marini can you speak up I didn't hear you I said that would require a second he made a motion okay I think I think Gene already did well does it have to be someone who voted no well there was no no vote because we only voted the table oh okay then sure we'll go back to comments once we once we have this conversation and once we make the motion if it's back on then we'll have

a separate discussion about this also I think it is a second so now there's comments on the board now that Mr Gillette if you want to add some commentary as to why you made that motion um so we can have a discussion on that well I I mean by commentary I started with my commentary which is if if this has board support to pass um now I don't think anybody that voted that so I don't know if this I mean I just don't see anybody going home and reading it more closely and coming back and voting no that would know that when vote no tonight well you know I could answer that better because we had a presentation at the education committee meeting on this there were some references that were made there were some

resource tools that were used which I then went through the curriculum and going through those resource tools had some additional questions again I understand it's a state mandate but the reference tools that are used are are somewhat optional right so there's different reference tools we we went through this with reading curriculum last year there was only one non-fiction book that a couple of board members had some issues with and we didn't have any other options to choose from so again because I wasn't able to get through all this I think it just is a little bit more in my mind I don't want to vote no for it I I think it should pass I think it will pass however I don't feel comfortable voting yes for it because I still have some questions with

some of the reference tools that were used I also wanted to bring some light to it because I would like the public to go in and look at the material and see if there's any questions or objections and let them come to the podium and give that so that was the purpose for tabling this right I just didn't feel comfortable voting yes I didn't necessarily feel comfortable voting no right but I just I need some more information on it so so I'll ask a question of Dr feltry so if we improve this tonight and then there's some questions about certain content can adjustments be made moving forward maybe notifications on questionable content Etc like we've done previously with with content offerings like what we did with health of PE yeah no if if it were

to pass tonight could changes be made to the curriculum based on questions that they have Well we'd have to rewrite I mean we'd have to pay the teachers to rewrite those changes but I mean I agree that it's important to allow them to teach what's been generated so I mean I voted no on on tabling this I I believe that they should continue uh teaching the curriculum at hand um but if we need to make changes notifications on questionable content make those items aware we can cover them in the next meeting if there are specific concerns have that discussion uh that's just my question and again I'm going to go back to Ms nurse's comments again it's the rubber stamp issue right so that's that you know I'm going to keep going back to that

and I understand this is but it just seems like it's going to change we are going to change it we're not going to be rubber stamp anymore but you know again it was a lot of material to get through it was a lot more than we normally have to get through in in a typical board meeting and again we've been very busy with with you know interviews so again I I'm probably not a no vote on this but I'm just not comfortable with the yes vote just yet until I can get through some of that content that we're using as references so I understand it a little better and possibly ask you some questions on and I I would add to that I don't think there's a clear identification if anything that is in current

history has been had to be moved out to make room for newer references that are State mandates I think there are a lot of questions and I think there's questions on actual substance in there um as as to how certain people are now viewed historically um things like that I think I think it was too much and Too Short a time I apologize to the teachers I didn't know that they had spent that long but we again had hundreds of pages to review not realizing it was going to be that much and not realizing how quickly the boat would come up okay all right Miss nurse yeah I think unfortunately and I apologize for your feelings I understand that you had hard work and I don't I am not saying that I don't put Faith

in the job that the teacher said in writing this I do think that there might be maybe a process for us that we need to fix um and I would I voted to table this because I don't want any member ever to feel pressured to make a decision and I don't think that we should reopen tabling this because it would put people definitely on the spot from hearing from the public the comments got heated and there's speculation about people's motives which is very uncomfortable up here and it's and it's frustrating I know I would never presume to know why Mr Oliver had concerns I would use a conversation to find out why Mr Oliver had concerns um I really we get the agendas on Friday we were interviewing all day Saturday um it's too much

turnaround if it's hundreds of pages now and I didn't even know because of not on the education committee did not know that there was a whole K to a process being talked about and I I think we need to move forward and maybe talk about revisiting a committee of whole so we don't continue to have maybe some hiccups but in terms of putting anybody on the spot today to make a decision I I definitely disagree with and um unfortunately there might be feelings that hard work is is being put off but I just think that people need to be comfortable uh I value what the teachers do and I'm sure that it is aligned with this with the state um mandates and uh curriculum but I would support anybody on the board who was asking

for more time to make an educated decision and to have conversations because I think that's what is so important and what has been lost and I feel like we're getting there as you know when I came in here everybody was just silent and all you did was vote and that was that I think that it's great that we're having more conversations that people are feeling more comfortable to ask the questions and we need to continue to encourage this and make people on this board feel that that's okay and I'll just make one additional statement you know when you're considering this you're weighing the impact of three weeks of not being able to Leverage The Curriculum that's been developed so that requires now change to their lesson planning and content Etc as opposed to the board's

review to which if we wanted to we can make changes after the fact um to the curriculum which again costs money but it also costs money to have teachers spend time revising curriculum so I'm not trying to sway one people here once it's passed it's passed in terms of the board and our involvement in it you know we don't get the right to reopen and ask for revisions in the curriculum that is not our job that would that always stems from the cycle of curriculum revisions Mr Gillette yeah so I appreciate Mr Oliver's um take on this I really do but look I've always tried to be pragmatic about this stuff and I just can't see anybody maybe I'm repeating myself now I can't see any board member including the ones that aren't here tonight

spending another three weeks that were like today being inclined to vote Yes and then through it should not be inclined to vote no see and that's the only reason I think to to table it is that if someone were being kind to vote no three weeks from now that is going to vote Yes tonight so that that says to me that it's going to pass so it's if it's going to pass it's going to pass now we're doing a disservice to the teachers and the kids because they can't start in with it that's something that's going to pass anyway so I would encourage we already have a motion on the floor to vote on 10.3 social studies tonight we have to vote on it so I encourage board members just to vote however you want

to vote if you want to vote Yes vote Yes and let's pass it so the motion on the on the table right now will be to uh basically untable the about a 10.3 that we take if I may just make one more comment right so so there's about four or five items that your resource tools that I had some questions on that I don't quite understand that I want a little bit better clarification I am likely a yes vote on this curriculum I understand the impact of it tonight I'm a no vote because I don't understand the curriculum of it and and I go back to Ms nurse comments we have to stop this inherent problem because this this was one item on an agenda of six or seven other items for Education committee on

Tuesday or Wednesday whatever it was Wednesday night and it was an hour and a half meeting right so it was delaying and HR committee was already gathering in the hallway couldn't come into the meeting like there there are certain times and I'm not advocating for longer meetings but there are certain times that those meetings need to be a little bit longer to get through some content and understand it a little better my concerns could have been maybe solved with more questions and a little bit more resource materials and I would have been a yes vote tonight I don't want to be a no vote tonight but I'm not comfortable doing it any other comment it's true just have a point of clarification for Mr Eckert how many votes are needed to four so it's a

it's a reconsider not a yeah the first one is to reconsider voting on that one and then the second vote if that passes would be to vote on those components of 10.3 which were tabled yeah thank you thank you all right seeing no other comments we will move to a vote on so a yes vote would be to re-vote on that content is the vote is this the vote on no this is the vote on the ability to vote on the Congress oh is that what it is okay yes before I lose what I'm supposed to vote in my mind so I think roll Mister tomorrow yes Miss Jackson no Miss Lanning beater yes Miss nurse no Mr Oliver no Mr Hill yes and Mr Marini yes motion passes um now we need a motion

to vote on 10.3 components that are remaining we have Motion in a second so moved second second okay any further discussion before we begin the vote on this I think maybe we've had enough but if anybody's additional comment they can edit all right so we'll take a motion to approve the curriculum Mr Gillette no Miss Jackson no Miss Landing beater yes Miss nurse yes Mr Oliver no Mr Hill yes and Mr Marini yes motion passes unfortunate all right um we'll take a there's another board comment Mr Hill I have a few updates from the Municipal Alliance and borrow safe so the municipal Alliance met on Friday September 9th and just as a reminder to the community the Hillsborough Millstone Municipal alliance's mission is to change lives by empowering our communities to combat substance abuse and

its related problems at home school and work with proven practical resources prevention education advocacy so some of the highlights from our discussion are there's life skills and Red Ribbon Week parent recruiting for grades K through six emails were sent from the school principal so if you'd like to get involved in your Children's Schools that's a great opportunity next Wednesday September 28th at 7 pm there will be a minding your mind webinar and the Hillsborough happenings newsletter has that registration link just as a summary it's a virtual presentation where a young adult who is successfully navigated their mental health challenges shares their story of Hope recovery and resilience and it's a great reminder that you're not alone and youth are encouraged to seek help next the Red Ribbon Week football game will be on Friday September

th and all board members are invited to attend you'll meet at the goal post at 6 30 to walk onto the field around 6 50 for that game the high school assemblies are currently being planned and the First Assembly is dirt for high school freshmen it's an odd name but if you watch the show you will understand where the title comes from it will be presented to the students the High School freshman on Thursday October 20th in the afternoon and then there will be a special evening presentation for parents and the community that same night so October 20th on Thursday 6 30 p.m at the high school auditorium and I've seen John Murillo perform this many times I encourage our board to visit to see the show that evening if they're available it's a one-man
