002assuming that it is if it's not I you stop um thank you I want to thank U Miss Ramirez for being here um and we are really excited to recognize Amanda as Mrs anglehart said celebrating Orioles is always a high of our board meetings and to tonight we're celebrating M Ramirez for a couple of recognitions that she has received within the last uh couple of weeks but first to tell you a little bit about Miss Ramirez she's been a teacher for Avon High School for the last 12 years she has been the first vice president and Conference chair of the Indiana foreign language Teachers Association but I will believe this past weekend she became the president of the Indiana language Teachers Association when I talked with Mr shakley and Miss rodkey they commented that she
003is a leader at Avon High School and that she's a member of their diversity equity and inclusion team she's an advocate for students with diverse backgrounds and sponsors the Japanese Olympiad the Japanese Honor Society the martial arts club and the Japanese Club as she is one of our Japanese teachers however the reason uh that we on top of all those other accolades and and responsibilities that she has the board is uh recommend the board is recognizing her this evening because she was awarded the 2020 secondary Teacher of the Year by the Association of Indiana teachers of Japanese that was nominated and chosen by secondary and Collegiate level colleagues on top of that mrz was awarded the 2020 secondary Teacher of the Year by the Indiana foreign language teachers Association and she was chosen from among
004all of the 2020 teachers of the Year for all languages across the state so two state level recognitions that M Ramirez received as teacher of the year uh specifically for Indiana teachers of Japanese and then broader Indiana foreign language Teachers Association so we are very proud of M Ramirez very thankful for all that she does as a leader at Avon High School and within Avon Community School Corporation [Applause] she here I think she can now can she would she like to share some thoughts because I would love to hear from her [Music] all right well I will be first to say congratulations Ramirez what an honor oh that's just precious um but congratulations you are such a great teacher I've heard from so many of your students Through The Years about how they love learning
005about learning Japanese from you and this just couldn't isn't a surprise honestly and I'm just so happy for you so excited and and in a year where it's so challenging to this um honor um just makes it even sweeter so congratulations and thank you for um just taking great care of our students we just are really grateful for you board M yes I'd like to Echo my congratulations to you Mrs Ramirez what an honor to be recognized by your peers um in this uh capacity there is um a lot to be said about being recognized from a group a panel that may not really uh walk in your shoes but to actually be um acknowledged by a group of your peers is truly an honor indeed you know Avon has for a long time talked
006about the number of languages spoken in our community and how we really uh want to be a community of inclusion and this is just a magnificent honor and a huge step in the direction of uh being able to include um especially those that are Japanese speakers into and welcome them into our community so thank you so much congratulations and uh we're so very very proud of you I too would like to congratulate Mrs Ramirez uh quite an honor and I'm sure that your students appreciate your talents and I have a little quip here that I often told my students remember to talk so M the point I want to make which is hard to make via Zoom is thank you so 12 years in our school corporation uh especially with the cuts we have and
007the hard decision we made for like World Language programs in the middle school and those kinds of things you live through all of that so you stuck with us and you continue to bring your Excellence every day U I don't think you've had my children but I do know who you are through hearing about the excellent things you're doing for us so I say congratulations but more I say thank you thank you for for your talent to our also M I'd like to congratulate you and thank you and keep pressing forward we appreciate you thank you it's really difficult not to get our taking with you it's um always so nice to have that but maybe we'll figure that out in the future can you great thank you all right members we will move on
008to a consent agenda item um we were given on the documents from um on last week that cover um many items and that includes um minutes from regular board meetings and working sessions claims payroll for October a manyi payroll in October ECA check register from all schools qu three finial report monthly fund transfer report the Personnel report disposable equipment and a um donation report for your consideration I move the board of school trustees approve the amend of the regular meeting October 5th 2020 the budget adoption working session on October 26th 2020 Plage 2053 and 2054 through 2018 306 410 through 2020 2 274 through 237 202 983 and 984 994 through 996 1 01 through 1124 the payroll for October 16th and 30th 202 the mini payroll for October 30th 2020 the ECA check registers
009for all schools from August 1 through 31 2020 the quarter three financial report the monthly fund transfer report the Personnel report the disposal equipment report and the donation report as presented second motion by gr second by Cindy are there any questions all in favor well I'd like to wel every welcome everyone tonight um to a really important meeting and that's redistricting our um our elementary schools and I have a short story back when we were revisiting uh for River bir at that time my husband and I had a second and third grader so we went through the whole process the plans were laid out we voted made the decisions and we went forward so summer came again we knew students were being moved and and um we got to fall our two children then now
010was going to be in third and fourth grade got on the bus went to whiteo and when they got off the bus they had huge Tears in their eyes and I said what was wrong he said we don't know anyone at our school I didn't know one teacher and it never dawned on me that yes we had moved children around and many to rever but left up wide open with 36 students and then never dawned on me how they would be impacted and that was a really great lesson for me since I sit on the board but as I prepared for tonight and preparing for our future meetings about we District te I'm very mindful of the students that are not only being moved but the students who aren't being moved and this is a
011destruction to all of them and so um that is at the front of my mind um constantly thinking about children and and and the staff that will be moved around as well and how um it's something that's important it's something we needed to do then and we need to do now to keep balance in our buildings but cannot stop for a moment to think about those children and and and and families that will have some disruption in their life and um we hope to make it as easy as transition as possible but no my children now are in college they survived it and they Ed having great friends um that friends that lasted then through middle school and into high school so um thank you for coming tonight thank you for um sharing your thoughts
012and being involved we are grateful for your attendance and we will um be mindful of everything that is shared with us and there's some upcoming meetings so please make sure you mark that in your calendars as well I would like to at this time to take public comment from um anyone here we um would like for you to stand up share your name and address um you have three minutes to share and please refrain from mentioning any student or staff names at this time please stand all right well thank you again for joining us this evening we will move on to unfinished business um enrollment report Dr yes uh this month's enrollment report again uh kind of holds steady where we continue to uh gain students um we're up another 12 students and I will
013say over fall break we had several students move in the settlement if you're familiar with the settlement has really started um picking up stee and we've sold I I think not we have sold I wish I'd sold but but they have sold many homes and we we've uh gotten several new students in just in that particular area I know Cedar saw a big jump in their enrollment right after fall break it was attributed to uh the settlement and new homes there so it's kind of exciting times excellent thank you very much second reading of revised board policy 54661 that yes if you remember last month um this was presented for you to consider it is in regards to classes or courses taken at the middle school level for high school credit and when that credit
014can be you know formally accepted or when when a student has to to retake a course perhaps and some adjustments like that Mr shley Mrs bod has uh really spent a lot of time kind of comparing our policy to others and try to be a little more consistent if if I read it correctly this doesn't start till 2025 correct beginning with the class of 2025 that way there are no surprises or anything like that yes and I think that's done In fairness okay will the counselors the kids counselors be involved in guiding them the right direction and helping without the counselors and the assistant yes thank you I move that the board incl trustees approve the Revis for 541 up second second motion by second by Kim are there any more questions all in favor
015cost savings and efficiencies peer this month we have two uh cost savings uh events to bring before the board the first is a $15,750 incentive check from vord uh this is for the hbac um that we actually implemented in or put into Maple um and this is an incentive check because it was a high hbac uh the second thing that we have is uh we have usually have the American C Association do CPR training for the district uh now through transportation and maintenance we have six trainers who can actually train um our own employees um and to this point they saved us $5500 uh by being able train the trainers and I actually I'm going to get trained Myself by one of the trainers next week I have a question um so on the hbac
016at Maple is that implemented as part with the new construction it is and Maple's not the only place that we have it if they our first incentive check that we received oh okay okay CU I'm sure that took a substantial upgrade with the um large new footprint and then on these trainers would they so they would train our own um employees would there be an opportunity for them to train employees of other school corporations there may be um and they're open to that because with our director of Transportation um about what they' be willing to do and they're open to uh helping out any way they can so that could be an opportunity we can take advantage of well it's just nice and hope to be collaborative in our own County to help other schools
017might save them a little bit of um you know you know cash as well thank you any other questions all right we move on to the open of office Chief light and as Chief light comes forward um I just wanted the board knows this but just for those in our audience we're really excited this year to have our uh School Police Department this being the first year and we've got several of the team here with us uh we're excited to uh that the board approved the hiring earlier in this meeting of officer Dan Rooks uh who is a very familiar face in Avon schools but through the hard work of Chief Li we were able to receive a grant from the state of Indiana specifically for school safety that is allowing us to take our
018Police Department from five to six officers and that six officer officer Rooks will be paid for by that Grant so we're really excited this will allow us to better support our students um and really set us up for a lot of support so I appreciate officer Rooks for being a part officially now of Avon schools even though you've been here for for quite a while and then Chief Le for his hard work to secure this grant for funding purposes it's important to say that officer Rooks has actually preceded all of us uh as police officers in the district he's been here for three years going on year four laying the foundation of relationships and mentoring uh with our students in the context of law enforcement and so we are so thankful to have had his
019partnership even before he was wearing the badge that he has on his chest today so we are so thankful to have stolen him from the Avon Police Department uh we we have certainly the blessing from uh Chief stops and deputy chief Brian Len uh and their staff and they are incredibly excited for officer Rooks as well uh I would like to say a couple things about officer Rooks that he has been responsible for training all of our officers since we have been in the district as far as helping us learn the buildings and the students the culture of Avon he has done that for us our entire time here uh he has led our entire training effort for every officer um he has really been a part of the success that we've had including the
02012 opportunities we've had this year to divert kids from the criminal uh justice system we've had the opportunity uh to arrest a kid for uh criminal offense and we have not done that because we have gotten them other opportunities officer Rooks has been on the ground uh floor of that and so we are so excited to add him and so pursuant to state law uh we will ask him to uh agree to the oath of office and we will do that now officer Rooks if you will raise your right hand repeat after me I Dan Rooks I Dan Rooks do solemnly swear do solemnly swear that I will defend the Constitution of the United States of America that I will defend the Constitution of the United States of America and the state of Indiana and
021the state of Indiana I will Faithfully perform my duties I will Faithfully perform my duties as a law enforcement officer as a law enforcement officer of the Avon School Police Department of the Avon School Police Department impartially impartially fairly fairly the best of my abillity to the best of my ability I affirm that I will enforce all laws I affirm that I will enforce all laws and follow all legal directives and policies follow all legal dires and policy prescribed by the Avon School Police Department prescribed by the Avon school police department so help me God so help me go [Applause] congratulations welcome backer Rook glad to be here we're glad you didn't go far as we know our students are very grateful for you and we are very grateful for how you have um really
022dedicated your life to students and our very special students that sometimes don't make the best of choices and um thank you for dedicating your life to them thank you for all the help you've given our Poli course since the day we agreed to create this course and how you've been there at every step and so it is only fitting that you are now one of them so thank you I'd like to Echo that thank you for laying that ground for what is now um become a really essential ingredient in our Avon success um we really appreciate um you being able to bring your expertise uh to our Police Department um and the only other thing I'll say is Chief Le maybe you shouldn't use steal from the Avon Police Department just saying uh I remember
023when we sat in a conference room actually and started discussing whether or not uh we were going to create our school Police Department uh and one of the things that we were all very adamant about is that our great collaboration with the Avon Police Department um could not that we wanted whatever they wanted um and certainly um Chief Stoops was um very outspoken about how he felt that creation of our Police Department was in everyone's best interest including Avon Police Department um so we were really grateful to receive that affirmation because they have been such magnificent partners with Avon Community School Corporation for low these many years that we wanted to make sure that we were taking care of that relationship so thank you welcome uh in this new role and we are delighted that
024you're joining our Avon police team thank you congratulations Mr R Avon schools are proud that you are keeping the schools the students and the staff safe thank you which as you know consistency in relationships are key so when we launched Department we knew that our partnership with Avon was Paramount we knew and hoped that you would be around um we can't put things into your heart to stay with us but we are so grateful that in your heart you chose to stay with us and we know our our kids ultimately benefit from that so thank you thank you for keeping us congratulations and thank you and welcome back thank you [Music] next on the agenda we will hear the boundary adjustment report Dr and Dr L thank you we are very excited to present um
025our report to the board and our recommendations um on behalf of the committee I want to say thank you for allowing us to go through this process again um it was very challenging given the constraints of being in a pandemic with social distancing and masks and trying to get a group of people together uh but we were able to do that and and felt like we did it in a safe manner uh we were able to use a lot of our resources uh internally U and so we had a similar process to the past but we also tried to update it a little bit we use first TR to help with our maps and rou and and could turn our Maps around a lot quicker than in previous years um and then we also leaned
026on our curriculum department for a lot of our subdivision developments and and keeping track of that rather than having the the uh committee go out and find that information um this presentation will consist essentially of four parts a little bit about the committee itself and the supporting Personnel some background information on the processes then the exciting part will be the recomend commendations and then finally just some next steps where community members can have input if they will if they are interested so to begin with um our committee was comprised of 11 different people um the bulk and vast majority of the committee were our parents we had one parent from each of our seven elementaries that that we um applied and and helped helped um helped us through the whole process the bulk of the
027work was done by this these seven people um I think I see Becky here right now Becky raise her hand she is one of our parents that was on our committee I don't know if I see anyone else but uh I appreciate Becky coming out tonight to be part of that the remaining members of our group uh consisted of two of our elementary principles both here tonight Mr rer Mrs Harrison uh we chose them because they have substantial changes to their buildings that are taking place uh Mrs Harrison's buildings probably going a double close to double in size having a whole new Wing added on and then a nice new gym and stem lab and everything Mr R here is also getting a little kindergarten Wing at it and several more classrooms so we felt
028like it was appropriate to have two of our elementary principles that were going to see substantial changes in the building and I want to say thank you to both of them they're at every meeting they LED some of our small breakout groups and helped kind of keep the meetings moving and and got really good feedback and Drew really good questions out of their parents that that they work with their groups and then finally the last two members of our committee uh were Dr l and Dr L was instrumental because he'd been through this process before uh he'd been through as a as a principal as a parent and kind of helped us step through it and make sure that we were successful and stayed on the right path and I greatly appreciate that and then
029I served as the last uh part of the committee we were supported uh most importantly by Teresa Clark and Keith hen from the Transportation uh department and Teresa brought us map after MTH after map after m M we would have an idea and I Dro some notes down and she Dro notes down and by the time I got to her office the next day she already had Maps ready to go she's like this is for next week I'm already good and so I thank you so much for all the work you put in and thoughts and really a lot of the the processes uh she and Keith would bring us binders to to each meeting that would be several inches thick with demographic information and options and different things and without them it would not
030have gone as smoothly or as quickly we greatly appreciate you outside in the four year there are backs and she put those together that we're going to use for our parent uh forums later this week also I'd like to say thank you to our curriculum Department Vicky LR kept us all in order and kept us organized as Vicki always does even getting the Maxs over here tonight with easels and finding easels in our district to to display those uh Barb marot was just a good sounding board at different times and Bri Moss was our one who kept track of all of our buildings uh our additions our subdivisions all of those things organized it for us reached out to Realtors reached out to uh developers found out what was on the table what wasn't what
031was happening and then presented that information so we can give it to our committee and finally Dr Windam um bless his heart came to every one of our meetings I greatly appreciate you spending your your evenings with us uh he helped kind of kick everything off and explain to everyone what uh the background history of how we got to this point and why we were expanding some of our elementaries and remodeling them and then he was there to answer questions as we went along and that was greatly appreciated and now I'm going to hand this over to Dr L and allow him to kind of explain the background thank you Dr Dr L and members of the board what Dr did not tell you is that U he was gracious enough to give me the
032easiest part of this presentation so I'm going to cover um some of our current reality uh our goals and some guidelines that really drove this process of this them so what we're uh you what we can see here is uh again our current reality we have seven elementaries uh and we really have three distinct sizes of Elementary uh the first two at Cedar and River bir are our seven section schools and then we have Hickory and Sycamore that Range four five sections and then we have maple Pine Tre White Oak that are three or four sections and the one of the things that's important on this slide is just the ches that presents and the equity of what we can provide for student services at each school so again one of the things that drove
033this processes to be able to find that Equity when we take a look here that's that's what we move towards uh a much more balanced approach U when we look at on on one side we see Hickory P sore those grow those become four to five Section Elementary schools and then Cedar Maple and River birs become five to six section elementary schools a much more narrow lens of with in order to navigate providing equity for our students and our families uh from from our current we have range anywhere from 3 to seven and sometimes even eight now we're we're looking at four to six a much more uh balanced approach uh for our kids families teachers and staff so as we look at uh our goals uh was clearly um what drove the process for
034our boundary addressment was to balance our elementary schools provide equable educational experiences to all of our elementary students and the previous two slides you know really the current reality makes that difficult as we move towards that more balanced approach we believe uh we can provide we can meet this goal so as we approached and started this journey um with this team we we wanted to establish guidelines and parameters uh one of them and uh mle hard alluded to that earlier is the impact on kids and we we strive uh to move as few children as possible and we also need to look at several other factors uh and really the demographics uh of each of our schools we want those to be as balanced as possible uh as we move students around so we want
035each of our elementaries to have a range so again that we can have balanced Approach at each of our elementaries another important one is to maintain neighborhoods really you know you know kids in the same neighborhood need to go to the same school so really wanting to avoid splitting neighborhoods and this last one's new for us um in the past we we've gone through this before we've always added a school uh and this one's different um we're we will have one less Elementary moving to a preschool we wanted to make sure that we focused that on those children keep as many white oak children and families together uh as we move through the process again just uh some guidelines that drove our work and one of the cool things was you know watching the parents
036uh and all the members of the committee be driven by these guidelines and look at all the data in order to find and again when Dr K gets shows what this led to knowing that we had to be driven by guidelines going back and forth how how to weit each one and how to end up getting the best results for kids and families because that's what was important this is a quick look at our current map again part of our current reality um you can see through the middle right above where it says white oak that white line is Rockell road so that divides our north and south and a couple things to note in our current reality is white only Elementary that was uh that went to uh through our feeder system that was
037driven to both sides of our boundaries so uh it was split through our North and South boundaries and then you'll also notice how Maple at Through The Years uh how it's begun to change as we've added neighborhoods and balanced our um enrollment and it used to be just that one perfect square rectangle and then we've continued to add so it's become a little bit more chopped up over years as we need the balance enrollment this is my favorite map uh it it is can be difficult to look at but each one of those different colors is a neighborhood and so this is something that we had to look at and again our goal not to not to divide neighbor not to divide neighborhoods but again just a quick glance at our school district and all
038the neighborhood uh up in the corner the red one uh that's part of the riverb district that that was important for us to consider because uh that is not a gigantic neighborhood uh what that is those are Farm fields that had the potential to be neighborhood so when we look at U our future needs not wanting to do this every 3 or four years we needed to look at areas of potential growth so it happens to be my favorite map but I'm not sure if it's everybody's favorite map so that's again that's just to take a look at our current reality and some goals and things that drove uh this process then now recommendations all right this is the exciting part and we are going to present recommendations to the board in a slightly different
039manner than than what has been done in the past we have five maps that we're going to present to you but we've divided the district by north and south and what I mean is we' looked at the schools south of us36 there are three of those schools and we have two maps for our Southern boundaries then we look at the schools North and we have three options that we came up with and we felt like we could pick the most of the best of those options and when we did could slide those together um and we actually happened about that kind of by accident Teresa one night brought in some large large maps for us to really look at and she had cut them cut them in half right down Rockville Road right excuse me
040right down yeah Rockville Road or US 36 and we looked at it we said that's the way to present it that makes sense like we can just look at the southern boundaries and the northern boundaries so that's what we'll have for you tonight um Southern schools are listed as one 1B and 2B North is 1 a 2 a and 3 a so the A and B to notes either north or south and uh we will start with uh kind of a little bit of a highlight this is our current boundaries Dustin just explain that and we will start with the southern boundaries and kind of highlighted here in green and currently that is part of white oak and we decided as as he described earlier we will try to keep all of our white o
041children together in one school that are anyone that is south of us36 and that came across from and I'm glad Becky is here tonight in our opening comments uh she we said introduce yourselves tell us why you're here tell us why you're on the the committee and she really broke down and said you know I'm here to represent all of the kids at White because they will no longer have a school and that really drove you know really really drove it home to us how important what we were doing really is because you know we have over 300 little kiddos that are going to a Brand New School uh and and we kind of from that conversation and her introducing herself we came up with the idea to try to keep as many of them
042together as possible and our options tonight our Southern options will keep all of our southern white oak children together the northern options will keep all the white oak Northern kids together so it it really has worked out well and I want to say thank you I'm glad you're here tonight Becky because that was really an important part of our whole process uh schools currently in the in the southern portion that we're going to look at would be Cedar Hickory and pine tree and these are roughly uh the the enrollments and demographics right now um and you can kind of see where we look at currently where we're at free and reduced in in our different demographics so our first option for the southern district would be option 1B as we term it all of our
043White Oak children will go to Pine Tree um and the the major changes here would occur right around Avon High School right around Avon High School would be um windmill and um Windmill Point and West Wind additions along with Glenfield those would move from Cedar to Hickory and that would be the big change um and by doing that we move about 25 students plus all of our southern white oak children which is right now we estimate to be about 100 kids um this is nice because this includes the fairwoods area moving to Hickory which allows Cedar more room to grow and Glenfield moving also provides probably the maximum growth for Cedar as that settlement uh area begins to grow and by doing so our demographics would look like such uh we estimate that cedar will
044have somewhere around 665 students Hickory will be a little over 500 and pine tree will be in the 466 range and you can see the uh impact on free and reduce rates and this particular model has the best balance between free and red stes you will notice in the next option that we present pine tree will not change and I will show you why here is map 2B for map 2B again all of our white EG students go to Pine Tree there is no difference in Pine Tree in either map the biggest and the only difference really in the southern map is Glenfield Glenfield will stay at Cedar in this particular model uh and by doing so we we just felt there weren't tons of options in the southern part of the district and so
045by doing so we move way fewer students uh as a matter of fact I think we estimated we would only move five or six students total besides the white children um and it's still allowing for growth in fairwoods because that would still attend pickery um and finally you can see the uh demographics there's a little bigger split between the free and reduced rates in this particular model and that's because Glenfield shifts it just enough to make an impact on pickory so those would be the two models that we proposed for our Southern boundaries I will say in our Northern boundaries they are radically different these were very similar and there just wasn't tons of options at the time that we went through every time we came up with something it just our our it wouldn't
046work out really well um but as we move to the northern boundaries it would be up here where the the green Tri or the green square is and we look at sore Maple part of white o and River Birch and our first option um excuse me for our first option these are the current numbers and you can see one of our big concerns is River birge where there's a big disparity in free and reduced and demographics um and we would like to try to balance that we found that's been one of the overriding overriding principles here in Avon for a number of years ever since we've with at redistricting to try to balance our demographics and our our SCS we find that that makes a more Equitable experience for all of our kids and so
047this is going to really hopefully change for the better in some of our options so our first option is this one and this was one of our very early maps that uh Teresa brought us from some of our conversations um and you can see that upper part where River Birch had once run all the way across the top is no longer like that but rather River Birch kind of includes part of the bottom section now and would take up all of the whiter children from the northern part of the district some notes about this northern part it moves the most children we move over 410 students plus about 153 we estimate from White Transportation efficiencies are better in this model uh we have buses not going quite as far especially buses going to River Birch
048aren't going quite the same distance but the tradeoff on that is that we have the largest disparity with our our sces and our free and reduced rates and even in some of our different different demographics and that's kind of demonstrated in this slide um you can see we've narrowed the gap on some of our demographics especially with our free and reduc rates but we can do better in a couple more of the slides that you'll see shortly our second model um kind of came back to conversations that we had and several several of our committee members said what if we go back to something similar that we've had can we can we kind of tweak it a little bit and this was this was the last two models were kind of a result of that
049that one night conversation several of these came out and then they were tweaked over and over and over so this 2A model you can see Maple runs um kind of along the bottom and picks up some River birs children uh it moves only about 282 students plus again all of the White Oak children it is probably our most balanced in terms of demographics and and free and reduce rates are SS and one of the I guess one of the uh downfalls to this particular model is some of those newer subdivisions that were placed into Maple are not part of maple any longer and that would be kind of like Regency preserve Regency Reserve Regency Estates some of those type of areas that before they were built they were designated to go to Maple uh to
050take some pressure off of other schools those will no longer go to Maple so that's a little bit of a something to consider at least and those children will be part of those 282 that are moving and as we mentioned you can look at our demographics here really really B B in terms of free and reduced rate um really good uh and then other numbers across the board look probably as good as we could get them and then our last option is again similar to that but what we did was we said can we include some of those Maple school um boundaries that are present in other words the the part going up includes a lot of the Regency um Regency preserve Regency Reserve Regency Estates some of those newer newer uh subdivisions that have
051been built recently and keeping those in Maple and doing so the map would look like this this map has a boundary I believe of Avon Avenue between River Birch and either Sycamore or Maple and it is probably from a map maker perspective one of our parents also happened to work for a map company he said this is your cleanest map in terms of straight lines it looks nice to the eye it's a feeling um I'm not sure if that's really important but it was to him which which was good and it was an interesting perspective that it that that that he brought to us um within that the SCS is probably the second best overall and we maintain some of those neighborhoods at Maple again all of our White Oak children would attend Maple and
052we can show you a quick snapshot our sces you can see not quite as close but but better than the first option I believe um and then again you can look at some of our demographic members those would be the five options that we present to you and then I'd like to just inform you of some of the next steps that we'd like to get some Community input that we will then share with you uh we will update our website tomorrow morning with the maps we've kind of held off on that we'll have the maps part of this PowerPoint presentation we'll put up just so our community members can see that that map or those Maps may be found on our website under about Tab and then it has boundary adjustment Stephanie telling me on
053PR right and so we've got all of our summaries from our meetings there some pictures of some of the remodels and constructions as well as we'll add the maps tomorrow um the next part is we will be sending out a survey to our elementary parents anyone uh I think we can Target that survey to kindergarten through third grade students so so the families that'll be impacted next year to get feedback that's one way we're gaining feedback and then the other way is through two open forums we will have at Avon High School this Thursday and a week from this Thursday uh it'll just be an open time we'll have the maps on display we'll be there to answer questions and our community members can come in and give give feedback as to uh their opinions
054or just simply ask questions about why why is this like this what's the advantage of this map over that map and hopefully uh we can answer that a lot of our elementary principles will be there to help us with that as well as Dr Le and myself I think a couple of board members have even volunteered to be there which we greatly appreciate we appreciate your support and that is our presentation if you have any comments or questions Dr l or I could answer if we need to and I provided for you a copy of tonight's PowerPoint uh as well as the report that we kind of put together um one of my questions um goes to the area around River bir going to be developed even one of our emphasis or one of our
055points was to to not make River bir a smallest possible but to reduce that enrollment so that we could allow for that future growth a lot of our conversations had to do about where's another another subdivision being built like fairwoods was one example that's why it ended up in hickory's uh School District along with the settlement stain in in Cedar so we can balance grow there same thing around we know coming around uh River bir maybe in the next 3 to 5 years we don't really know we're guessing 3 to 5 years that will begin to be to be developed and when it does it will really impact the River Birch uh community so we try to reduce the enrollment for that syamore and Maple they're pretty land left I mean there's a few I
056saw there's a few red red Fields left um but around River the developer give you any idea how many houses we projecting for that area around River bir so it was a it was a very large number but it was a 10 to 15 year buildout correct yeah once it started it was going to be 10 to 15 years and I would guess I say I don't even know if I would say because I think it was very tentative and they were in the process of going taking that to the town for approval so I don't know that they want us to share it was a large number but they there were um different levels of homes uh that were going to be a part and even some um apartments or condos kind of so
057it it was U but they emphasized this this was they equated something like Bridgewater that Bridgewater took a long time to develop fully and they can see that this would take even longer than Bridgewater okay because also getting I saw the um wccd started plans foration of to the car PL which as well would be residential I didn't know if there was I'm not even sure you on that on that land yeah we were aware of that I mean that was made aware to our committee and to uh I think at least internally we were aware of the station and those things coming online soon too concern is that we have um Shockers on for when that land does develop it will take a while has a lot a lot to go on but a
058lot for them lot of Hoops that they need to jump through get to that but nonetheless that is going to be developed and it's going to be resal um so I just wondered how much of a cushion will you uh we I I think River Birch is right now we're guessing just under 600 students depending on again it depends on which model you pick but somewhere in the U 586 to 596 current enrollment not what it was built for but what's its current enrollment its current enrollment right now is 7 push I will say last year they I think had 814 students it was the second biggest in the district last year now they come down from that that was a lot of fun that that was yeah as a parent trying to pick up
059or drop off I'm sure it was a lot of fun yes as Mr D knows and I I liked when I was reviewing this that um Li would primarily go to Pine Tree given that will be from W so I think that's a nice transition and that's just a real nice there's some familiarity there schoolar face right and and I'm hoping you know maybe some of the teachers will follow as well I know that's you know that we'll go down that that that road later I thought that's a really nice um added feature for those students that yeah and I think that for for about half a little under half of the kids that'll be a good a good starting thank you for the answers thank you very much um I have a couple of
060questions sorry so on model 3A we talk about sc's within 9 percentage points was there a B for lack of better term a help me hurt me line where you said this model is too much disparity and didn't go forward in it so what was that not only on SCS but on el el we were a little more confined to where people live um because groups of el students or demographics tend to live together and so that was that was a little bit of a hindrance at times and we didn't want to split like that up if you can help it if that makes sense U maybe speaking languages when you keep more together in one school it's easier for us to uh address and help and serve um I would say I don't know
061that we had a hard hard number necessarily but we threw several out because because of the disparity disparity right now in our district goes anywhere from roughly 28 or 29% up to almost 49% I believe I'm looking at Mrs Harrison I think your building's a little over 49% um so we have about a 20 point swing right now our goal I think internally my goal was to get somewhere around 12 point difference if we could and that's based off of the last three districting when River bir was open um it was very similar I think at the time there was a 21 or 22 Point difference in in free and reduce rates and they got 12 and I thought if we could get down to that number we would be doing really well so that's
062and I think both of our models and again they're different because they're by North and South but they're well within that boundary or that range so it's actually under that and I felt like we did really well with that terms yeah um well I realized that e is complex because of the demographics of people that you know would live other in areas right but in several of these it's there's a doubling of e instruction in one school to another that's very um concerning to me in in the case of uh for example 1A uh River Birds would have 6.5% ell while Maple would have 12.9% right and while those numbers seem to be close we know that El instruction is very um intensive in terms of U uh expenditure of our resources in order to
063fully meet the needs of those students right so doubling that just feels to me very um and what I would say is I would compare to where we're at today um and and where we're at today we are much closer there than than our current if you go back a couple Pages um River Birch has about 3 and 12% so we have narrowed that Gap it's not perfect um you can make one area really good but then at the expense of some others so you got to have your tradeoffs and I think we started with um I would say SCS or free reduced rate and then went from there but yes I I know why you're saying but I think we're better in our Maps than we are currently right were horrible then um not
064as bad is not good so great um and that might be one of the reasons not to pick that if you're on 1 a I would say 1A has the biggest disparity in sces also as far as free introduc yes and it also moves the most kids okay so that might be one of you may have just ticked off the three reasons that it may not be the best MTH in your opinion I'm not going to say how my opinion is but Mr also oh I have only one more question was there um any consideration obviously moving of students um which ones move the most which ones move the least that's very helpful yes to have that that's good um is there any early calculation on Which models move the most teachers and which one
065move teachers are going to be a whole separate category we are going to start in January and um follow probably a similar process that we've done in the past what we will do is give every teacher kind of an option here's a option je so it is independent of this other than we will have to staff certain building at certain levels um like Maple obviously is going to see an influx of Staff just because they're going to be a bigger they're going to go from a three section four section building to a to a five or six section building so part of that yeah part of it will depend on Which models we have but part of it is just the structure of the of the remodel building themselves schools themselves yes but that's we're
066going to do that in January and February but it is but you anticipate that the same Dynamic that we've enjoyed in the past in redistricting with teachers being able to indicate refence exactly and that's what that model would still be followed yes I'm glad okay I'm glad you asked that because this afternoon CHR and I don't know if she's here oh yes she's here yay so we met this afternoon um on that very subject and went through I think the options we're going to look at would be um like I want to teach this certain grade level I want to teach in this building I want to teach with this uh partner or this other person or I want to stay where I'm currently at I think three or four that's kind of a rough
067track right now based off of kind of previous three districting and options that we've given teachers so we'll submit a survey out to teachers let them tell us and then we'll start placing them where we can I think in the past we've been somewhere over 90% of the first option like 92 to 95 ballpark I I maybe higher um I was trying to remember what Dr Morman had shared with me before she left and we are going to go through that's what we met on today to begin that that same process that will start right after the holiday break okay and then I can fill you in on that too so i' glad you ask that's a good question Mr D couple of questions and comments and just for the group um my first experience
068is the White Oak to River bir tree District being of 11 years ago my daughter went through that I'm fortunate enough to say that my daughter will graduate in spring with her best friend being the young woman who was her best friend in her kindergarten at first grade at White Oak who Moved Riv with her and they're going to graduate from high school next year still best friends that's exit so I get that and that's always going to be in the back of my mind um I'm I'm most interested in the impact on the white parents um and I just want to make sure to have you confirm just here to confirm that as a starting point in all these Maps white split because of the boundary north south and the white parents are generally
069okay with that or at least digested it yeah and and what I would say is White Oak is split now so if you live North you would end up at Middle School North if you were South you Middle School South so so we kind of maintain that traditional split if you will they're going to just they're going to separate at some point anyway yes they were going to anyway regardless so we just kind of kept that boundary of us36 to kind of maintain the boundaries within the district have you heard from those parents a preference for them to move to map over River um I could I let Mrs answer that as a parent of course yes go ahead so the the general thought process from a lot of the parents I talked to has
070been um out of all the schools in the district river is the last on the list it has nothing to do with the school or the it has more to do with the drive quite frankly it's if you look at all the the feeder subdivisions that feed into white oak we live less than 5 minutes from White uh from White Oak um we don't really live too far from our school and we were used to that dve and driving all the way out to River is not ideal when you're trying to either drop your kids out before you go to work or um taking them to before and after um and things along those lines it's not super convenient when you live over say in Lakeland Farms which is where we're at or even a
071little bit further closer to say Raceway and that was some of the conversation that got us to map two and three for the northern part was based off the we that Mr has just shared that's helpful thank you most of us thought that we that honestly that I've talked to the people I know um figured we when we moved here oh really yeah justed where we live didn't work out that way no um so couple comments the southern options have the difference in the number of students mov is 5 25 yeah it's pretty you go to the northern about 400 kids in my the way I read that this may be unpopular but in the southern options there's no difference between 5 and 25 moving the white families and then a very small number so
072the number moved in the southern half discussion is less relevant as it is in the northern Ming hundreds of kids and families then that becomes a heavier weighted variable cor um and then I I agree with everything as wward said about SCS and the diversity mrix I think that should be the first and foremost Cornerstone of once you take into consideration the impact on the families and those kinds of things um and and also talk about growth that petrifies me as well so those are again my my two team members here are already talk those I will points as well the third point that I want to just add as a comment to his Transportation um this mentioned the distance that fames drive and having now sort on the board for a couple years I
073see what the issue is in the district for transportation as a parent in the past in Milan years we had the experience of kids being on buses 50 55 minutes and someone Riv KS because of his book so I didn't see a huge amount of and that's where that first map came in that's kind of where we started uh with those maps and and then um they mored into the next two part of that to ability to to balance demographics and SCS things like that became really difficult so I didn't see a ton of what Transportation was yeah and and I will say to their credit because they're the ones who started the maps and and they had a big voice in that but they also listened to the committee as what the committee felt
074and I I kudos to them because I know I I'm sure there was pressure on Teresa to create a transportation friendly map and um and and she created the best match Force possible regardless of I do think as we go further discussion the impact on Transportation should be in the equation because that is an impact our so I just don't want to lose that as a PO point you know we talk about the other things I'm thinking about diversity I'm thinking about room for growth and I'm thinking about impa on Transportation as the fiscal impact on the district but also the kind of Social and mental impact of a kid just got to ride a bus for 45 or 50 minutes in school so well and practically speaking with an Aging bus fleet that most
075of our buses or many of our buses are up to 12 years into their useful life you have to practically match what would put l miles on those buses as as a consideration as well I mean I I wish that we were able to fully fund our transportation program uh in a way that would and and Kudos of course to our maintenance people who keep them fa always passing inspection Etc but you know like anything if the useful life is being depleted because of the way that that demographic works out it's a much less consideration that those children but it also as practical matter has to be thought of again as we go through this process make sure informed on differences about these choices imp L do we do we have any idea right now
076what would be our longest bus route current our current current uh I'm going to defer to Mr the longest one we have now about5 minutes it does come Wind River thank you I have another question um was there any thought given um to because this is what I hear from White parents you're just we're just going to go to Maple right that's that's their thought process so was there any look at just that transition cuz it seems like about the same number of students now obviously we need we need to support riverb because it is we need to help relieve we needed a pressure relief Val River Birch but was there a look at just taking those students so they were still staying together as a co-art and taking them to M may have put
077them over in enrollment but to me that seems like an easy transition and I'm sure there's a reason why we aren't Hing yeah I think if we put the two schools together at that point we would be pretty close to maxing out um Maples new kind of predict projected capacity uh and then we would also have kids you know in the southern part of the district going to to middle school north and I don't know if that is relevant but we've always used that divider of us36 so that's kind of where we landed on that keep the two groups at least together I think easier transition yeah and it's one I mean it's still a transition obviously going to the west east the north whatever but I just wonder to me that would keep that
078cool together yeah and by doing that it would be a struggle to to get like River purchase numbers down to allow for that future growth to that's the other kind of component of that thought so right so you need we need more to absorb some of the river bir children thank you thanks any more questions U thank you and thank you to your committee um s like they had a great committee but very challenging and we've heard updates throughout the process so thank you to them for that commiss we will pass it yeah they uh given the circumstances we did really well I feel like given the pandemic and everything else going on in the world uh they were willing to give up their time and effort and deal with masks and social distancing and
079still sharing thoughts and and our two principles did really great at at throwing out some of those thoughts it was good it was it was a fun experience so thank you for joining us tonight too all right so th the next two Thursdays it's going to weate an opportunity to look at the closer you're take going to have pen and paper and ready to take thoughts surve thank you [Music]
