I'm eating with a black so you could rise in allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice and on our website there is a link to make comments but will be closed at the end of the so if you would please Thank You missus Englehart members of the board as you know there is personnel report as part of the consent agenda and I would like to call your attention to one specific item that is the transfer of mrs. Carrie Mize who is the Pinetree principal currently to become the new white oak tree school principal effective July 1st of 2021 additionally in the personnel report is a second recommendation to transfer mr. Jared gas currently elementary to
become the principal of pine tree Elementary effective July 1 2021 later on in the meeting we're going to have some conversation about the reconfiguration of our schools or the 2122 school year but I I was important to point out that that is part of the personnel report and we're very excited about these changes as the board knows mrs. Mize has been with us for her entire teaching and administrative career she has a strong background in elementary specifically primary instruction this huge welcome to the preschool to Pine Tree when we needed to expand beyond maple and white oak and she's looking forward to embracing this new challenge likewise knowing that white oak was going to become a preschool and no longer be a kindergarten through fourth grade school in the 2122 school year mr. Gatlin is
thrilled to follow mrs. mrs. Mize at Pine Tree mr. Gatlin also has a phenomenal background as an elementary teacher an instructional coach and assistant principal and a principal and he's looking forward to this new challenge so with that we recommend an accrual of the personnel report thank you thank you for members you have before you the joseline Cruz payrolls [Music] I move that the board of school trustees approve the minutes of the regular meeting on April 13 2029 executed safe sessions on e4 13 and 8 for 29 2020 claims to zero zero four two through two zero zero four three two zero one eight nine one zero zero zero five seven seven eight through nine one zero zero zero five nine four seven two zero zero zero zero zero one six two through two zero

Gatlin for accepting these new roles as the preschool I personally interests the world just thrilled by their decision to your head these new new journey for both our agent our preschool we - I'm still encouraged today I had the pleasure though to wait for half an hour [Music] laughter and still use angle hard members of the board you have
in your packet an updated enrollment report as of May 6 2020 you can see that our enrollment has stayed fairly constant from April of course we're watching this closely and looking at the number of students that we continue to serve even though it'd be remotely I would point out to you we have seen some growth in preschool and I thought that might draw your attention and that we as you know are evaluating students constantly throughout the year as they turn three into our preschool program and you can see that we've grown a total of nine scoot students in preschool over the last month those are students who their evaluation was in process at the time of our closure so our staff held meetings to get those students place but they have not actually started with
us but they are enrolled so I was curious at that when I looked that we had added nine students in preschool while we had been closed but our staff has continued to do that virtually for students that were in the in the process of an evaluation so we continue to track our enrollment closely and are working through processes to start to get some feedback from our parents about returning enrollment for next year so we're getting geared up for enrollment for next year at this point that's all I have thank you thank you I thought I'd highlight something a little bit different but yet related to what our staff is doing during this closure so you know that we have students that are accessing their curriculum both online and via packets while we are closed one
of the things though that I wanted to highlight was the supports that our students receive to address their social emotional or mental health needs and those continued even while we are closed as you know we've had a partnership with Cummins for many years and what that partnership allows is for Cummins to use space and our buildings to serve our students and they're able to do that particularly for our students who are Medicaid eligible at no cost to the school district so I was working with talking with PEG Murphy who has kind of spearheaded this program and over this school year come and served 210 students in first semester and 231 students in second semester to help meet their social emotional and mental health needs at no cost to Avon schools other than just providing them
space in our building the other thing that mrs. Murphy was really excited to share is that you've probably seen some of this on social media our mental health team our own staff has been doing some really neat things to help support our students during this closure it's creating videos having a YouTube page that is accessible and Mrs Murphy shared that sense our closure those videos have been act assessed by 1713 students and 1987 adults so our staff is really working hard to meet both the academic and the social emotional needs of students during closure and I just wanted to highlight those for you briefly yes so that program through Cummins is based on their Medicare Medicaid eligibility but one of the things that we heard from our principals and from our teachers is that there
were students that needed support who were not Medicaid eligible so so one aspect of the project aware grant has been that we've been able to provide some services for students that are funded through that Grant so that's been a great addition and even while we're closed Cummins has been able to do that via telemedicine telehealth and so that's been a neat thing that we've been able to provide for students so yes they if they become Medicare eligible then they are included in this they can be included in this if their parents give consent and then we also through Project Aware have other means that we can potentially get families connected to those services in many cases our counselors or our administrators or each have to our students and our families on a daily basis and
sometimes their discovery and some of our students are struggling a little bit more than normal and so often times it's not necessarily the parent with a student that's a secret going to come in this during the closure rather our counselors our assistant principals or principals are finding out that there is a family that struggling and then they're making those referrals panicky that's good to know that we can as we may hear her friends and family we can direct them to the principal you know provided what they need so they can be serviced thank you well we're going to new business district in process thank you mrs. Abel hurt we have been in some focus on today we just perfectly normal with what's on our last eight weeks that we might not think about the future
and the future is going to be here but whether they were writing or not and so I wanted to take this opportunity to share with the board what our planet is going forward for that beginning of the 2122 school year and furthermore this will be quite a bit over review because you have been involved in this every step of the way but for some people in the public if they not been intending or refused to talk about how we intend to then through experiences for our students and we were sharing in the screen so that the me missing my clicker we are going to hurt me we're going to share with the community kind of how this all started this goes way back to the January 2019 board retreat at that point you talked with
the board about the need for some renovation as well as some programmatic changes and as always is the case our board is always focused on equitable educational experiences for our students and so we begin that discussion in 2019 and then later that year and may we held a couple of different community presentations about our clients specifically we were focused on our long-term facility needs we know that many of our schools are quite old white oak and maple ar-fifteens years old respectively and we know that in the past several years we haven't been able to maintain all of our abilities quite the way we were used to maybe a decade ago so we knew that it was time to really take a lot to complete a facility we wanted of course to support our enrollment and
also think about future growth we do not want to construct another elementary school but we do not think that that is necessary and it is also cost prohibitive so we begin to look at alternatives that would allow us to handle the growth that our demographers says is coming our way but would also allow us to make sure that we have equitable equitable programs across our elementary schools you know it doesn't take an educational genius to realize that when you have very small schools of 350 and very large schools of over a hundred the student experience is by definition boys be different and we want to have equitable experiences and so there were two enemies to have any equitable experiences for our youngsters one was the very disparate very small school and very large school and
the other issue was space and so we believe that this program that we are embarking upon will provide long term and high quality so where the first thing is that we looked at because what can we do for our preschool we have a phenomenal development preschool program as well as an absolutely fabulous seedlings preschool programming those programs have been around for years and they're very successful if our students start with us and preschool they tend to very very well and so we know that we wanted to improve our high quality program for preschool and we also knew that any facility changes that we were going to make we needed to make without increasing access to the taxpayer we've done a good job of keeping that very intense rate down you'll recall that the referendum which
is not a building referendum but an operational referendum the public gave us the opportunity to asked for 35 cents on every $100 of assessed valuation we got that down the first year of this year in 2020 we got it down below 30 cents and that's what our public expects they expect us to be frugal and careful with their dollars and they expect us to only ask for that which we need so we certainly had no intention of asking the taxpayers to pay any kind of increase or any kind of building projects we are going to be able to accomplish this without raising taxes specifically maple which is currently a very small school and a very old school will expand to closer to the size of river birch can see your elementary will serve around 700
coasters why don't we'll have some modest renovation to become a centralized preschool as I discussed right now our crystal dumpsters are white oak maple they're a pine tree and that's very challenging you have a consistent program with specialists such as oaties PT's speech-language pathologists probably here there and everywhere dragging equipment but to have a centralized preschool to immediately enhance our program will also allow us the opportunity to expand our preschool faces our premium is history as you know we have very few large meeting spaces we're constantly scrambling and this will allow allow us also to add some professional development space or Powys and additionally we mean to expand some of our other elementary schools we're going to be adding a new classrooms to every elementary school nine new classrooms to send more all of that
will happen between now in the beginning of the 2021 school year many of our parents and listeners know that we also have some very crowded schools right now River Bridge is operating over capacity with over 800 youngsters and done marvelous job of reusing and revising the use of space so it's going to come very challenging and signore's not far behind them although they have 500 students they are very very pressed on space and so this comedy gear at the 20/20 here there will be two orbitals added to Ritter birch and two portables added to stay more the construction timeline has actually already begun and was scheduled to begin and I ain't know but we've been able to be a little more aggressive starting the construction without students here in our school so if you're driving
around the district you see that a maple renovation has already begun in Korea Edition and say more additions have also the gun and then those portables will arrive during this summer it will be on notice on your screen that it won't be until the summer of 2021 the white oak renovation will happen you might wonder how we can do that can be ready for our preschools at the end of started 2021 and that's actually because the renovation is not a significant pathway out as it is at these other buildings were simply out in restrooms to the classroom and readying some classrooms to make them more age-appropriate from preschoolers something that I know our staff members have been very interested in and perhaps our parents will be interested in is how will this redistricting and occur
because obviously this is going to affect all of our children and all of our staff members and for those of you who have been around as long as I have you know we have a very strong process that is very fair for redistricting and tonight the process begins with me reviewing this with our school board of Accession over the next month or two we will establish what we call redistricting guidance and these are the guiding principles that our redistricting committee will follow things such as let's move as few students as possible things such as let's try to get some balance in our schools let's make sure that our sixth Elementary School's have some good balance and the diversity of this two popular the experience level of its teachers and staff and let's make sure that
we respect natural boundaries crossing 36 is always something we've just assumed avoid we want to respect our feet our schools it's working very well are you know that they will go with their elementary school to a specific intermediate school has specific middle school it provides for a lot of continuity and so that and things like keeping neighborhoods together you know violin in the same neighborhood as twenty other kids I want to go to the same home to true school as those kids so we begin establishing some of those guidelines here this side and then the real work begins in August of 2020 with the selection of a redistricting committee and part of our history has been to make sure that parents are well represented and actually the parents outnumber administrators would be district in committee
we have found that even though some district just go back to room revise their find injuries come out and tell what you do over the last five three different things that we've done since I came to in 2000 we have found that involving parents provides for a much richer experience we will ask for one parent from every one of our current seven elementary schools and should be a parent who have some skin in the game specifically a parent who has a student who next year will be in second grade or youngin in other words apparently children may be affected by redistricting those of you have been around a long time to recall that one be redistricting River Bridge the redistricting committee presented two models and one of the parents on the committee said I don't
like these models because my child is going to be transferred from our beloved elementary school but these are the best two models for the entire district it was very helpful for our parents to explain how complex this process is how much input they will have to those boundaries and how they have to weigh not just what's best for their family but what's best for most of the students hearings will apply to the only redistricting committee and they will apply here to the central office and dr. turkey own our assistant superintendent for k-12 teaching and learning will be revising those will be working Liebeck free and you will have the opportunity to review those applications some people say well gosh what a lovely or as I said we're looking for a cure he's invested in we're
also looking for a parent who's been involved positively in our district who has the best interests of our school system at heart they need admitted a leadership position previously and you have some specialized experience that will help us with the challenging logistics of this but typically we have more applications than we have spaces and we just try to do a very best to select seven parents will best represent those seven schools in addition to those folks on the redistricting committee that will be su Elementary administrators and advisors from the transportation department they will help us quite a bit so we hit the ground running so we'll be soliciting parent applications right way to can audience 2020 between August of 2020 and October that redistricting committee will get to work they will do some of their
work during the day and some have been working evening meetings because they will be working with the Transportation Department to determine what happens if we move this school boundary how many students does it mean if we change this and so they will be working very diligently to come up with a couple of months historically we have surveyed parents since they are not not everyone can be part of the committee historically our redistricting committee has put out an online survey to ask parents for their input and of course to ask for their input and we get a lot of comments but do whatever you need to but don't hold my child we also get lots of great ideas and great suggestions from our parents so I'm quite certain that the redistricting committee will do a survey
we also want the process very transparently this is very hard and finally it's harder for the adults than it is for the kids time and time again it's been a challenge for us to change schools or for parents to give up their to lunch school but the kids are very resilient and do a marvelous job of adjusting so to make sure that this process is transparent whenever he redistricting committee meets they will update the website with minutes and updates and constantly provided feedback to the community about what's happening then in November we anticipate that the redistricting committee will come to the board for a public presentation of usually new models obviously we don't want the redistricting committee to only provide one because that would be doing or go to Florida the more lots of choices
and the board is going to want to hear what are the pros and cons of each model so for example the redistricting committee might resent one mom saying this model moves the fewest heads it doesn't provide very much balance in terms of free and reduced lunch students or special needs students or diversity and so they will have a comprehensive report which typically is on our school website prior to that warden being and then they will make a public presentation and as has been our history for the last several years whether it was the efficiency task force or the referendum we will allow a process for the public the parents in particular to provide input to the board typically when we've done that so that we can hear all voices and not just have five or
ten people speaking the loudest is we'll have a presentation and a large auditorium and then we will move to a cafeteria where our administrators will set crash with ten or twelve community members staff members and parents and they will get input and reaction from the parents and they will add all those comments together and then they would present those that same evening to the board so the first principle has the toughest job and year she goes up goes through all the comments and then the second principle doesn't repeat anything the first principle has said but does have anything new that way our public knows that the board is hearing everything they have to say now that evening the morning asking redistricting committee some questions and asked me to go back and do some additional research
they won't be making any decisions that night but they will be listening and reading that report and hearing from the public now you'll notice below this November 20th it says that there will be a public presentation of models computing start time possible changes you know whenever we make changes like we will be making at the start of the 2021 school year it's a good opportunity to look at everything it's good an opportunity to look at the efficiency of bus it's good opportunity to look at our personal start times the optimal time for children what makes sense for parents that kind of thing and so frankly I thought by now we would have started this session but obviously we have been focused on teaching and learning here during this time of school closure and so we
haven't had a lot of discussion about that but I do want to say I'd be Ruth in the possibility of some adjustments to our start times and then December it before I take a vote to reestablish our faith or boundaries for the six elementary schools going forward as something that's been on our staffs mind is how do we sign staff to the newly reconfigured six elementary schools and so prior to our school closure and then as recently as this week I have been meeting with the K for faculty to explain to them how we have managed staff movement to redistricting and what we typically do is we ask every teacher who is certified to teach and the KFOR level to submit a confidential ballot to Kristin Ewing our director of HR that ballot is confidential
because they made use to talk about it with your colleagues but they prefer credit and we will ask them to rank order their purposes so let's pretend we're talking about a sycamore 2nd grade teacher that teacher may say hey maybe I don't care where I what grade I teach or who I teach with but staying and said more is my number one priority so she would ran sick more this school number one then her second choice might be I'm lucky enough to get sick more I would love to continue in second grade she might was that second and then her third choice might be I'd love to continue to teach with Jane Marie or to memory so the idea is that teachers get input into the school maybe great level and the team member with
whom they most like to teach and they can rank order those in any way they choose it's always been the administration's priority to give teachers as many first choices as possible we know that is in the best interest of our youngsters and we can do that and so they will submit that confidentially we'll take those preferences into account but we also have to take other things into account such as who has a high ability license who has an English language learners lessons how many teachers we have that are veteran teachers versus new teachers do we have teachers that speak on their languages so there are lots of factors that will take into account as we provide the best balance across all of our schools then one of the doctors are huge challenges and with his
implications he will be determining now that the board has told us where those boundaries are how many classrooms will we need in each of the schools how many sections of first grade or sections of the second rate well we need knowing that our referendum targets continue to be able to high priority in our district where law special education programs be right now we have an impact program on CR Elementary School and an impact program at the river's edge we have two classrooms of impact at theatres where will those programs be where will our striving produce our life still students so all of that we'll take a look at the boundaries keep in mind we want to notice new students as possible keep in mind we need to write there's no to be in the right
schools to meet all of our children's needs and they'll make those determinations they'll also be talking with a board and with the community about possible educational change as I said when you're changing several items it's that I can't look at everything so we have the chance to look at a for education and say what changes we need to make for example we may commitment to stem the innovation and that is happening both from a physical standpoint of our ability to changes but also from an instructional standpoint we've already started to recognize they could pay for level we need kind of stem innovation specialists in all of our schools which we don't have right now but we're certainly working towards that's the kind of educational discussion we're going to want to have where are we offering
to pay for what needs to change then prior to spring break out of a staff here we'll go through those all and they will notify certified staff above their tentative placement more than 2021 school year I say tentative placement because some things will change let's say that Maggie London doesn't get her first choice you really wanted to be in Sycamore like she ended up at one of the other schools but then as is happening the people resign or retire or their spouse or partner gets transferred maybe there comes an opening where I grew through we are always going to defer to our existing teachers before we hire EB jeepers so we're going to keep right up to the very end we're going to keep trying to maximize teacher choice to make sure that we get
everyone hopefully where they want to be and then we know that it's important in April of that year to provide some collaboration time for staff it's important for newly configured staff to have a chance to get to know each other some people have mistakenly thought that we would just take all of the white our teachers and move them over the maple and that really wouldn't meet our needs for balance and our needs to have our voices included so there will be changes on every one of our six school building faculties I'm going to want to provide some transition time also we have a great record any time you be district it the may before it happens we make sure that we have some really fun activities if there's a third grader who is going to
a new school or fourth grade we're going to make sure that there are some very cool during the day at least so that youngster can feel very very confident about where he or she is going the next year need to do the same for parents as I said this is harder than it all staff members of parents that it is on kids but we've got some really great transition activities scheduled and then what about our important support staff you know there are stone Ian's and our service workers and have front office secretaries they're important to this process too while we won't go through an entire confidential balloting situation we will certainly determine based on the size of our abilities how many people we need in each job category and then we'll want to take their
preferences into account - because we want them to be happy as well and so that will all occurring April of 2021 and then and they will be able to share their assignments with our support staff for the following school year finally July 25 one will be here and we'll be moving and then in July of 2021 the White House preschool will begin and the reconfigured schools will open my final quote before I open this up to board for comments or questions is kind of an interesting quote in light of what we've been experiencing for the last eight weeks for all its uncertainty we cannot clean the future and I for one don't want to leave if you dream and I won't be around but these exciting changes I am so thrilled that we're going to
be able to improve equitable experiences for all of our children without raising the tax rate and there's going to be wonderful wonderful opportunities for all our kids as a result of this mess it up I'm grateful to the board for the world that they've done thus far particularly grateful to series of human and dr. Stockley them who have been doing all the behind-the-scenes work I'm designing for these renovations and designing these educational programs and you Wow so that's quite a bit kicked off and this is your six four members any comments just can't wait I'm happy to see that parents are included and the Transportation Department they're very much in this for knowing where who's going where so thank you for that I'll second what Cindy said I appreciate all the hard work you guys
have done putting this plan together and very much appreciate your going having in the past in this process Ben rely on parent yeah now you can yeah my computer mutes itself twice so well I've got a I've got several questions thank you for all of the diligent hard work not that this is for the newer board members that haven't been through a redistricting process this is a tried and true that always includes parents always includes a number of key stakeholders and I must say that my gratitude really stems from the fact that every time we've done this we've learned lessons and every time we've learned lessons we have process improved and so that for that I'm really grateful so my question is about the teachers making their selections I know that there is always a
modicum of [Music] difficulty about that because you you tried it you strive to give them their first choice first choices and are not always successful in doing that but it occurs to me that the last time we redistricting which was for river birch that there was quite a bit of content about how that process unfolded that there was there that there were very few teachers that were unhappy or disgruntled unlike the one that was before that the redistricting effort that we did when I think we were bringing maybe hickory online was that the web before for elementary there there was a greater amount of dissatisfaction so really I say all that is preamble to be this number one whatever lessons we learned from river birch albeit that that was so many years ago I think
we should carry forward in this process but then the second part would be in just broad brush terms how many teachers will be potentially in play during this particular redistricting process and I'm asking you to get out your crystal ball and predict that because obviously retirements play heavily into that this will be a period of time where there will be retirements but there will presumably not be too many curriculum changes as we've had in prep in past redistricting but I guess we're just for argument's sake is the board really looking at a hundred percent of our teacher population will be in play for this redistricting at K through four or is it more like some lesser percentage is that I don't want them to go away thinking that it's only the teachers who will because
we just fifteen or eighteen while teachers we would not our goals right so I really tried to emphasize to them that everyone has the potential to be moved just like our students we do not want to move more than one more teacher than we have to and yet we do know that if our students are going to have a political experiences we have to have equitable education levels licensure that kind of thing so you know minimally what do you think about the size of white oak minimally will be moving twenty teachers if I had to guess I would say it will be at least maybe more okay that's a good that's a good thing to do the educational program should look like of course whatever it is but you know is one music teacher for
elementary school sufficient is having music once a week sufficient is having PE once a week sufficient so I think there are going to be a lot of questions they my answer educationally and then that will open up some of those conversations this certainly isn't going to be the wholesale redistricting that we had at River Bridge for example right beautiful empty building with 750 ministers they go to that so we knew we were going to move at least 750 dusters and at least that many teachers so that was really easy to predict but as you said we have learned every single time and I don't think so future redistricting but I couldn't go back of course I've got the notes I went back to 2000 and we have always been able to accommodate our teachers at
more than a 95 percent rate every single one of those ivory districts has been more than more than 95 percent of them have got your first choice I love it when the teacher says just put me wherever you need me which occasionally teachers maybe because that gives us some really great opportunities but I really feel confident that of being at the forefront not just what's best for children but what's best for staff too I really feel confident that we work hard to get teachers where they like yeah thank you I really appreciate that ninety-five percent get what they really wanted you know you and I have both often said we Revere teachers and in an atmosphere that has been so taxing to them recently with what we're going through now but also just all of
the mandates that we started this school year with and just the litany of legislative changes that teachers have had to go through I love any opportunity we can to satisfy them rather than to disrupt them so thank you for doing that another question that I have and this is obviously premature as I'm going back when but I will say that one advantage of being on zoom' is that you get to capture the slides and you can just take a picture of the slides and then you they're right there on your desktop so that's pretty awesome so when the redistricting charge is given to the committee's can you talk a little bit about what you'll remember that in the past when we did river birch which is the most one in most recent memory the redistricting
lines were drawn a number of ways but one of the ways that we really urge the redistricting committee to contemplate was the strata across the district in order to maintain title one is that I guess so many years have passed and title one has changed so dramatically is that even a thing I mean is that something that we when we get ready to task our redistricting committee that we will even ask them to contemplate the effect of title one no when we district into River Road let's just take one demographic let's take the number of students who benefit from our yeah we sought to make that banded much narrower and in fact we were below 10% so our most to our school that served at the least it was about seven eight nine percent difference
that difference has grown because our district has changed over the last more than a decade and now we have more than forty percent of its ten stirs you benefit from created reduced lunch and another school that has around 21 or 22 so I think just as we will want to try to balance our English language learners or not yes I think we're going to want to look at that now that was the trend of course the board can be districting committee because you don't want to have students drive-by or elementary schools just so you can balance things out doesn't feel good but as some the redistricting committee will grapple with and thanks to technology is not going to be nearly the challenged confident Columbus than it was over a decade ago into consideration but I
don't think we have to worry this is what word about using title one funding because doctor made doctor juhyun and I'll ask dr. Jim unit he has to be comments he wants to add a doctor with a doctor too you know we'll be working on the title one for it's not really no I think you covered it other than I do know you and I have had discussions already about trying to keep balances in place of try to balance some of our poverty and our Creed reduced counts and even demographics to as much as possible to to make us all more alike than different and I think that's our ultimate goal right well presentation [Music] don't do you think about July see April and May of twenty one when don't know what we do it
next week so it's this is very refreshing to have this presentation I also want to reiterate how important is to try and move as few children as possible as few teachers as possible but yet set our buildings up to be very very successful and our students and our families to be able I appreciate the extra transition I'm also that's okay well then we will move on to [Music] resolutions program funding program protects anticipation Thank You missus Englehart so this resolution addresses part of the governor's action that he has taken in addressing the financial concerns as a result of koban 19 so as I'm sure you know the governor delayed property tax payments as a part of his efforts to help Hoosiers during this time what the governor did in one of his early executive actions
was he indicated that Hoosiers could delay their property tax payments until July they're typically due in May they could delay their property tax payments until July unless their payments were escrowed through their mortgage company so in talking with our Hendricks County Treasurer about 30% of Hendricks County has their property taxes paid via escrow so 70% of our tax base in Hendricks County is eligible than to delay their property tax payments so that's great for the individual tax payer but of course local taxing government governmental entities have been very concerned about that and what that means so we've been working through that and I will say Hendricks County has been exceptional in communicating with the local taxing entities and helping us work through this answer our questions and and all that goes into that and really
unprecedented times so what we have to prepare for is a worst case scenario and as you know property taxes impact several of our funds our operations fund our referendum fund our pension debt fund and our debt service our debt service fund we would be able to withstand late payments in all of those funds with the exception of the debt service fund that's the one that causes us the most anxiety because our debt service payments are due June 30th and as a school district you do not want to be late on your debt service payments there's significant ramifications for that as we look to the future so if we only sieved 30% of our property tax payments we would not be able to make our June 30th debt payments so we have been working with Indiana
bond bank and many schools and many governmental entities across the state are working with the Indiana bond bank right now to receive advance funding on our property tax our property tax revenue that we would receive you're familiar with this because we've done this with the referendum fund the last two years getting an advance on those funds so that we can pay teachers and not have a deficit fund balance this would be the same concept with the debt service fund they would give us an advancement on those funds then we would receive property tax payments in june/july or potentially even late payments in August that we would then be able to MIT to reimburse the bond Bank for that advance funding each year when the board and the fall has approved the budget we have typically
included an amount for a tax anticipation warrant we haven't needed it in previous years this year we need it so that was good planning on the board's part so that we can can take this step and make sure that we've got the funding necessary to make our June 30th debt payments so this resolution authorizes that and allows me to then move forward what the bond Bank will do is bid this out to local financial institutions so that we get the best interest rate possible and of course interest rates are at historic lows so you know that that helps us as well as we navigate through this this uncharted territory that we're in certainly glad to answer any questions that you might have but we recommend your approval of this resolution correct we would not need
to dip into our rainy day fund to do this and and part of the reason why we need to do this is we would not have enough funds in our rainy day fund to make our June 30th payment [Music] got it I move that the board of school trustees approved the 2020 mid-year funding program with a debt service fund resolution as presented first reading you have a new board policy duck Thank You this is named of our members of board as you know when we have a policy change recommendation we first rank order first reading and then present that and then the board can vote that to become a policy of the second reading this is a policy and it is actually required by state law that July 1 and I apologize we do not
have the exact number of this policy you may recall that we have moved away from an organization called Neola it's your professional organization the Indiana School Board Association that is now advise us on policy which has turned out to be a great move in this first year were one of maybe a dozen school districts that switched over to is PA and will really like it did they're doing a marvelous job but we're still kind of tunneling between the two numbering systems so we'll have to have that for you upon second reading but essentially this is a really great common sense policy about students with mental health and behavioral service records we talked earlier in times for being about the fact that some of our youngsters benefit from Cummins behavioral health counseling or other sources of
counseling and with this rift what this says is in records regarding the mental health of a student are just as confidential as any other medical record and they are to be a medical record which means they may not be at this dues cumulative file than other people you know maybe I got a chance to look at that this is how these records are to be maintained in separate students by our house or principle depending upon the situation and indicates where they are to be secured and how they are to be secured and who should have access so this is a great common sense policy and we recommend approval on first reading of the student mental health and behavioral services read which policy that the board approve the policy of what we're creating is religion second
most Romania second Mississippi for there any questions on paper thank you [Music] don't ruin is there anything else no I I must I say no no nobody speak I only have a couple of board meetings left and so I can't possibly say thank you enough our parents have been phenomenally supportive and it is not easy as many of you know for our earrings is working inside and outside of the home and trying to finish learning our youngsters have done a very very nice job they're sticking with us our teachers and our instructional staff are constantly reaching out to support kids we can see on any learning day Monday Wednesday Friday we can see that level of engagement and it is not at all unusual to see more than 90% of our youngsters actively engaged on
Schoology and so I really have to give them a lot of obviously we are trying to do everything we can for our seniors to make this a special time and we did have to cancel on Wednesday night our last week 720 yard signs were delivered to all of our seniors my various staff members and they are also placed around our the community is so excited to see that the town of Avon designed and erected banners at the intersection of Dan Jones and 150 South congratulating our seniors are very very grateful and we're not going there are still a few more things to go mr. Shockley our principal has been working tirelessly to try to provide a computer person graduation that is still our goal it is very difficult and it is not that one version
is better than the other there's too much controversy about what each school is doing we are just hopeful that we do still provide for our youngsters so we're hopeful that everybody in it again is doing their part to help the governor it prevents these phases so that we can have an and maybe a modified graduation but we do something impersonal for those youngsters and I'm very very grateful to mr. Shockley for the evidence that he had the staff are going to try to accomplish this and also to the students and parents with providing you with feedback and our next board meeting on June 8 we'll have the opportunity to recognize our valedictorian and our salutatorian it might even be a personal which would mean them great even better but if not it is certainly not
have the opportunity to recognize them by assume we won't be able to hold our small word reception for our retirees this year that timing is not going to work but we have some other ways that we'll be honoring our retirees we will share those as the the next few ease unfold looking forward to the bringing in the school year thank you alrighty or remember I'm innocent [Music] well and I'm inside and the new preschool I guess and the great job [Music] thank you ma'am just a couple of quick thoughts first of all I continue to be impressed with the stamina of our teachers and our staff I am definitely seeing parents and kids wearing out and to be honest parents a lot of them I am certain that we have teachers wearing out they're not
showing it they're here through this now many times on their backs and so just shoot us the teachers and please continue to pass on to them that we know while they may be crying in their evening drinks at the end of the day they aren't showing it to out there ain't the kid there carrying us through that good to see especially as again a lot of people are wearing up on this we talked a little bit tonight about our efforts to reach out to our students and our families were struggling and I would just encourage the staff that I know it is for you to keep that a very very very high priority the rest of us will get through it but there are some some folks who are down caring for sick people loss
or jobs those kinds of things where they need our support that's to be our number one priority and I know it is but I wanted to specifically thank you for that you keep putting her into that and also just wanted to say publicly that I support anything and everything we can do to salvage some sense of normal t normal t normal state use me for our seniors so that we can honor them as they move out of there have an experience and become young men and women in the world let's just again be as flexible as we can and patient as we can to somehow give them some sort of honor as they as they leave our fault so appreciate your efforts and all that and it's very very very very much appreciative of the
leadership of our central office staff to keep all this going thank you well first off I'd like to state that school board meetings always go on every month but this meeting is definitely in a different format as dr. Wyndham stay in our enrollment he said I believe sit grew by six preschool and then as I was doing my research over the weekend I saw two that we received for students K through 12 so our enrollment went up four in the K through 12 so we thought that all of this is going on we still got some new students I too would like to thank dr. Horniman for presenting the construction program the calculation timelines and them and what all redistricting when we go about this what else going to happen with redistricting I drove around
I think it was Thursday night I drove around back in there and looked at the buildings and I never got to go to those two buildings but they've been around a long time and I've been in a boat they were always referred to as mr. Parker's building was always white oak and then mr. wheelers belly was the one in the back so when somebody tells me white oak or another school named maple ankle huh and then I'll figure out who it is and it's going to be cool to see all those change there many decisions to be made by everyone in this redistricting I've been through it as a former teacher not everybody's going to be happy at first trust me but that should change very soon real quick I want to share something I
thought of I taught fourth grade all my life and I'm 28 years and one year I'm certified to in preschool I don't know what I was thinking then the fourth grade and one year enrollment was really high preschool where I thought and they didn't need a fourth grade teacher when I was the only one certified in the whole district to teach preschool so here I go to preschool from fourth grade bringing my top down to preschool and I just look away one day I was there and I said then those kids you know would look good on me call me teacher all this and I said now my boys and girls we're really going to start cooking and they what are we going to eat what are we gonna cook and I thought oh soon
as I don't know if we can do this but we made it so that made me think what dr. Horton he was talking about redistricting what else involved there couple other things it's a good idea one thing that dr. Herman being a former teacher to anybody can get on those few folders of staff members and lots of times they do for behavior problem suspension anything like that I think it's great that these mental and behavior service records be put in a safe place with she named a school official who is responsible for the services for that student I love love that idea I would also like to take a minute to personally thank each teacher and administrator who has been working so diligently to ensure our students to continue to receive the best instruction during
all these difficult times I know from a teacher's perspective how difficult it is to prepare online you never had to do that though but I bug through it with my side of my system what they do how it is to prepare online and to be away from your students that you care deeply for thank you and goers both on I had the unmanned um well a couple of things I'll echo this sentiment that I'm really sad for our seniors I've been working with Brownsburg senior this week on a project that we're doing for the reopening of our company and I asked her I said you know what do you miss the most do you miss not going to prom and she said no I wouldn't have gone to prom anyway and I said well do
you miss the potential missed the commencement that you won't be having and she said well no not really I said okay what's the thing you missed the most and she said well what I really miss is that we used to get the day our last day as a senior to go to all of the schools that we went to in our school career and we got to go to each teacher and thank them for being our teacher in our cap again and I thought you know that really said it for me that really those are the kind of things that you know students you just think about the big rock items that they're missing but such a small but very sentimental thing you know for our students to be missing out on the opportunity to
thank their teachers so I hope that our seniors will take every opportunity to find creative ways to do that because I hate that they would miss out on that I also want to echo mr. Danis comments about our heroic teachers I mean my goodness I have had the opportunity now a couple of times sit in on zoom' meetings with my grandson's teacher and watch the energy that she still has for 4th graders that are about as abstract random as you can get I mean they have a hard time staying on task but on assume meaning they feel like that's a stage and they have the opportunity to perform on that stage and she's just been really a energetic creative enthusiastic she includes every student so our teachers really we know they're heroes but this year
they are superheroes because they really have kept the educational fires burning and they have made it so that our students really feel included and that they feel that they though they know they're missing out on learning opportunities they don't feel that they're missing out on that social part and the interaction part and then a final thank you to our admin team for working recently you know to get all the t's crossed and I started and getting everybody back to work and sending out the information that was contained in our board packet about returning to work I have a Naren Deer place in my heart for that because I've tried to do the very same thing and that that is monumental work you know that our employees people are still scared they're afraid they have childcare
issues they have health issues they have a lot of obstacles and so it is really awesome for our administrative team to really do the hard work of trying to remedy all of that and still be in tune to the fact that we need to resume some normalcy as mr. Dina said and that we need to begin the process of what's next so thank you administrative team for doing such a great job at introducing that back to work and then getting everybody kind of on that schedule and like I say the only benefit of being on a zoom meeting is that you can't take screen capture and you can take the notes and you've got them right there to refer to so but I am looking forward to the day when we can all resume just
meeting in the room together thank you I agree together Artie the table's lonely I have Anita more than six feet away back together whenever that is I staff or teachers and everyone is involved too is Mickey the end of the school year the last month more than just surviving I truly believe our students there are struggles but there's lessons with those struggles that I'm just so grateful that I got to participate or I got to witness bingo they're one of my children's own cost today that was interesting to learn and still be able to have communication just seems like there's examples all over the thank you thank you for community our community is still providing great donations without mentioning that is very challenging for about looking I would say this is well if you haven't
driven around I've seen some of the construction that's happening at Hickory six more and maple you should it's one of the highlights of my day drive around and see what's changing and I would also say kudos to the principles of those buildings that are not making decision be assumed about carpet and paint color and all those those fun things and teachers that have gone into those schools to clean out their classrooms in addition to teaching virtually they are going in and cleaning out their classrooms so that the construction companies could get in there and get a head start so with everything else going on the fact that we're able mobilize and get the building projects going a couple weeks ahead of schedule is really kudos to our principals a couple things yeah everyone said how
exciting it is with the new construction I would encourage you to go look I'm I know today they were moving a lot of dirt just behind the central office yeah admin office you know it's exciting and it'll be an exciting process as we move through that I appreciate dr. Horne immense guidance and kind of that background in history is so valuable how we've done things previously and we'll continue to tap into that I think I'll be calling her a few times even after she's gone if that's okay last week was Teacher Appreciation Week in and we greatly appreciate everything our teachers have been doing they've been doing online learning longer and more often than anybody else in the state and and to them I they're doing an outstanding job we met Friday with principals and
they talked about the engagement and how many kids are still being engaged and and being productive and that that just goes to the relationships that our teachers have built and I think that's what's outstanding and so commend them again on that and reminder to our students we still have five days left two days this week three days next week so finish strong as a former teacher of mine used to we say and I want to say thank you to Frank Meyer for providing the opportunity to deliver some senior signs I got to speak with many parents as I dropped off my signs and they were greatly appreciative just such a small gesture but it was really a big a big gesture and like my my viewpoint and I enjoyed just the time to talk to
a few of our parents and then finally I think we would be remiss without acknowledging mr. Mac Shockley and mr. Matt Heinz be named principals of the year and assistant principal of the year for our iasp district congratulations go out to them it's a quite an honor I think mr. Sokolow may be a second time and I'm no mr. Heinz is his first time so congratulations to them and that's all I have thank you all right well thank you everyone
