meeting tonight with introductory comments Spire superintendent of schools Dr visu Cleveland thank you and again um on their newscasters it was edited it was quite a bit longer than that and they have a lot of other things in it but for uh this evening we made a little bit shorter but again it was great and we really appreciate San Diego sending us better session um a full legislative report is going to be provided by Chris Wilson on the Beth Pendergrass and a future uh board meeting um anything that went to the governor's desk today has to be signed um uh within a very short period of time and some really key pieces of legislation didn't make it there and so uh that was that was really good news but there's still a lot waiting and
uh to be heard on the house and the senate floor and uh so really we still don't know what um that really what the final report will be but we will we'll know a little more at the next board meeting certainly there are many substantive changes that are being made that are going to impact our district our staff and our families uh it looks very likely that high school graduation requirements will change um those if if there are changes they will begin with the next freshman class uh there's actually a statute that says it cannot impact current students so we have students we've had a couple of calls about that um it will not impact your your student only if they're a 9th grader next year and they uh and also boards have some flexibility
with regards to this to the uh the requirements the ability to maintain some credits if you choose to do that there are still some flexibility at the district level this sets the minimum standards for the state of New Mexico uh it looks I don't know if the governor uh was able to to sign it today but certainly on the governor's desk right now is uh free school lunches for all children in New Mexico and that's that's good for the children uh but it also will be very good in terms of stabilizing Revenue which will also help food service programs it will also speed up the process for lunch which is always a huge issue for us and there's some there's some other positive uh benefits from that and that's looking very good we're expecting the
governor to sign that and then the extended year which we did this year uh will become mandatory and permanent uh there are still a few additional little twists to that but basically we're very close now to what the new requirements um will be for uh for the state we will be on spring break next week and I know folks are really looking forward to that um a lot of people won't be on spring break though there are several facility and I.T projects that are taking place next week and and there are other staff that are working across the district grounds and in other areas but most of the district will be um on spring break the district office will also be experiencing some HVAC work that will be completed and so part of our building
will have to be shut down during um during that work and again March 20th through the 24th is our spring break it is aligned with the Albuquerque Public School District which is good for for staff who commute either way we have some wonderful commendations this evening the Arizona Coyotes have donated hockey equipment to Maggie Cordova Elementary Rio Rancho Middle School in Rio Rancho High School a presentation was made at the events center and it was attended by several District staff members and I see Joe Cordova's here this evening and Joe when we get to that item uh if you would like to say a few words he's the one that kind of facilitated this and um Joe is not a stranger to our district it was very instrumental in the early years of the district
was also City councilor in Rio Rancho and uh if you notice we have a chord of a name on one of our schools and uh and so uh that was Maggie and so welcome Joe but thank you for the uh effort in getting this equipment to kids in our school and uh they can share a little more with you when it gets to that to that agenda item the uh the Rio Rancho Board of Education by um by policy has to formally accept all donations and so the board is being asked to actually ratify this gift that has already gone to the the three schools I just want to say we really thank the coyotes for their generosity and providing an opportunity for some of our students to experience hockey in our community and you
know you don't often think of New Mexico and hockey you know it's kind of one in the same yeah we have a very strong hockey community in New Mexico and we have more and more students who are playing hockey and finding it uh to be their passion and so this gives students an opportunity to to try it out and see if they might like doing that okay um Suzanne Nguyen is the executive director of federal bilingual and Native American programs she's going to share with you greater detail about Foster Del Sol Elementary it has earned the bilingual Multicultural education program Excellence award and she will share with you a little bit about what that means and a very special congratulations to principal Dana Petro the staff and students for this important recognition for their school
and we have um we have the State Bowling Championship winner uh and uh they're here this evening and gives us a chance to congratulate them and to um it's okay um uh it is it is in New Mexico Boeing is recognized as a student activity rather than a an nmaa sport it's just a difference in terminology they're both wonderful uh activities and it is very exciting and competitive and so we're delighted that Cleveland took first place um so congratulations to the storm and we'll mention this again in a couple of minutes this place went to Rio Rancho High School Rams and so Stacy Salinas I believe is here Stacy here she may or may not be um she is the activities director for Cleveland and John Abramson is the coach and but we will talk
about this in a little a little more detail I do have a quick video on that and this we were able to take off the nmaa website and it shows just a clip of that event and I think you will enjoy seeing it so uh are we ready okay yeah okay oh we're good we're good El Dorado just snuck in there [Music] one two three one more time [Applause] sit up [Applause] [Music] [Applause] [ __ ] question [Applause] this one is extra special for us my niece bowled on the team this is her senior year we really wanted to get a trophy for her this is my last year of coaching so this one's more special than any we've ever done [Music] well congratulations and who is here to speak tonight for the team would you okay
come on up or do you want my I'm sorry I'm out of order sorry my mistake I just get so carried away I'm so excited about it all right sorry okay and then um president Galbraith has been a member of the social studies adoption committee for textbooks um for the past several months and she wanted to provide a an update to the board uh regarding her experiences and observations regarding the process and the actual social studies adoption presentation and the full committee recommendation is going to be brought to the board in the very near future we have two rfps very quickly uh one is for a copper refresh at Ernie Stapleton Elementary and that information and presentation will be made by Michael Madrid purchasing director and Scott leppelman executive director for it or one of
them for sure and then the second is on our substitute teachers and educational assistants um the the contract for those services and that will be presented by Michael Madrid and Mike Chavez um uh our executive director for human resources so uh those are two rfps this evening I would just share with you on the RFP for um this year for uh substitute Services we did if you recall piggyback onto the aps contract this year we'll be doing our own contract and negotiating our own contract um for for those services all right and then we have a policy update uh policy 718 administration of medication by staff in compliance with the District Health office mandates and this will be a second reading therefore the board is required to to take action on it was discussed at
the at the last board meeting the this was this policy change was really necessitated by the fact that we had two policies that were a little different and not completely consistent and this will make sure they're both exactly the same uh information to uh to be provided for for staff and community and then that will be presented by Sherry Carver who is our executive director of student services and our district legal counsel has also reviewed these uh proposed changes as well we have an application this evening for bilingual Multicultural Multicultural education uh Suzanne Nguyen our executive director of federal bilingual and Native American programs will present the application to the board for your review and approval uh for for um bilingual and Multicultural programs and our services this particular application is for State funding not
federal funding and this will be for next year and I would stress this this found some pretty important programs that 11 of our schools so it's a very important application and we thank Suzanne for her work on that and that's all I have okay thank you thank you any questions or anything okay thank you thank you so much appreciate it okay um so we'll know now go to approve the prioritized agenda and propose time allocations board member Jeff Morgan I make a motion to approve to prioritize agenda and propose time allocations uh secretary Noreen Scott I'll second okay okay and we have a motion by Jeffrey Morgan and a second by Noreen Scott all in favor aye aye any opposed okay motion carries five zero okay now we will move into our public comment and
portion of our meeting and we so we have two ways that we have public comment one of those is um through our public comment form which is through our website and we did not have any public comment which is odd for that came in through that through that Forum this week and the other way is here live in the Board Room and so um we have about one two three four we have five public comments and that will be here in our boardroom as we go through and but we'll just go over a couple of of items with doing public comment is that you have three minutes to give your public comment and so make sure you have that and then also the board reserves the right to limit our cartel any repetitive comments or
other Expressions that are obscene profane disruptive of the orderly conduct of the board's meeting and so harassing or defamatory or not keeping in with the decorum of the school board meeting which includes um students or minors and so with that and honestly we are so I'm always happy that we have people who come in and give us public comment I feel like sometimes we don't have enough of our public coming into our meetings to to give their thoughts on on different issues and so I just want to say that I really appreciate these individuals for coming in today um and so I'll name each individual and they can come up Kim will have a timer that will go for three minutes and when that goes off then it then it will be time to end
that public comment it's also important to know that the board because it's we don't have these items necessarily on our agenda tonight and that we will not be able to make any comment back to you and so sometimes it seems a little awkward but we are unable to make comment back um just so you know that so we'll start with Ivan Torres um if you want like to come up one of our students at Cleveland High School hello members of the board my name is Ivan Torres I am the director of diversifier narrative in District lead for Rancho public schools and also a senior at Vista Cleveland High School I have long known this district has a diversity issue and the most recent issues I'm about to speak about is only the beginning a friend
of mine Olivia Brown and her sister who are both black of which is a long time friend of mine she went to Rio Rancho middle school and we both did now she has a sister that goes there at that school last year there was an issue where boys were throwing cotton at her and calling racial epithets relating to being black that was not the first racial incident OA would experience at Rio Rancho Public School this year her sister will in English class had a creative writing unit and in that creative writing unit students were permitted to join groups and write a collective story in that Collective story a Boys the boys came up with the story with aligned with racial epithets and slurs related to black people and when OA approached her teacher and told
her that she felt uncomfortable her teacher said I don't care her teacher specifically mentioned that that was not his problem because quote he had experienced racism from white people so she should experience racism from white people or black people excuse me now the reason Miss Brown and her family is not here today is because of the severe mental and physical emotional trauma that this has caused her having an anxiety attack so I'm speaking on her behalf this is not okay and this is just the beginning of these incidents the students submitted it and read it in class and after that Mr thuringered her teacher so that it was completely fine to mention that last year in my AP United States history class my teacher Antonio Flores repeated in a repetitively referred to black people as
quote the blacks now when teaching about World War II he mentioned that they were quote good Nazis but when Antonio Flores continues to use this language this year it's defamatory wrong and Antiquated and it's not like the district or Administration doesn't know about it Administration is well aware Administration doesn't care that's the issue now again the last year at Cleveland High School there was an issue where a student wore a Nazi arm band to class and in this issue the student was only told to remove that armband and return to class this is unacceptable it speaks to the larger issue of the lack of diversity in these uh administration at Rio Rancho Public Schools does it really surprise us in a school that serves mine a majority of minority students that being Hispanic yet only
a slim minority of the administrators at Rio Rancho Public School are Hispanic and I have met zero in my time at River Rancho public school who are black it's not an incident it's not an accident it is intentional we are a growing majority minority City yet that is not reflected in the district that is to educate our youth to empower us to teach us to drive us that's not what's happening now and it's unacceptable this District must reimagine its approach to diversity in education and that starts with an independent office of diversity equity and inclusion if the district's intent is to ignite student potential they need to stop actively blowing out the flame that does that and that starts with the principal at Vista Cleveland High School that when I have given public comment to
you before has went to other my uh the leader of my speech innovate club and has berated her about me giving up a comment to you that's not something I should have to worry about I should be able to voice my opinions to my elected officials and have you all listen take into consideration and take action with that I thank you thank you it's okay Ivan Taurus okay give me Ivan Torres Yvonne sorry um our next one is Kaya Brown Chef my name is Kaya Brown I am a junior at the Cleveland High School and I serve as president of the new Native American student union and I also serve as the Navajo Urban representative of the New Mexico indigenous youth Council I came here to voice my opinion and my word for Native students
as a whole at our school and at our district um it's just unfortunate that I have to come here to explain and voice on the ignorance that goes on not only around our students but our staff as well personally I have experienced ignorant comments and microaggressions from teachers myself that have said numerous um just ignorant comments just about how making noise in classrooms is considered a powwow or when our Student Union became um known and we had District I mean School announcements um we were represented with headdresses and dream catchers and it's unfortunate that our teachers thinks that this is okay to address Us in this way when we are a minority within our school and we deserve to be represented in a way that we feel our identity is recognized and we aren't marginalized
as a small community and I just I hope that there can be some training and some cultural sensitivity training on our teachers so they can understand that these comments do mean a lot to our students and they do upset a lot of us and we do feel belittled by them and I thank you and these are my comments yet thank you um our next comment is Mary Bissell please hello president Galbraith members of the board my name is Mary Bissell and until two years ago I was actually a Rio Rancho Public Schools teacher I had students like Miss Brown and Mr Torres in my classroom for 12 years um telling me about the microaggressions they were facing and it's really hard to love students like they're your own and to try and support them in
your class and tell them that they're safe when when they leave your classroom they're not um because I'm white I have had other staff members say things to me about how the Indians had it coming we were just doing our white Duty people adults that I work with have said things like that to me I have called them out personally I've called them out to District leaders and it's always sort of a well they they mean well you know they love the kids the final straw when I left was the Nazi incident I have a two-year-old daughter she is 12 years out from attending high school here but my husband is Jewish his grandfather was the only member of his family who survived the Holocaust and when that student wore not just a Nazi yarn
bed but Nazi insignia he was taken to the office after four class periods and they said can you take the armband off he was sent back to school back to class with most of the Insignia on and he was out of dress code he was wearing a trench coat but I thought I wouldn't send my daughter here I'm 12 years out but I cannot I cannot teach here in an environment where my husband doesn't feel safe and where I wouldn't expect my child to feel safe and it hit home because I'd always been trying to keep my students safe and I realized that sometimes you have to move on and you have to fight in other ways I thank you for your time I hope you consider the stories of these students there it's easy
to look at students and say oh they're probably exaggerating kids or emotional kids these days it's not just the kids ask adults in your schools even an anonymous survey I think you'd be astounded at the amount of ignorance and hateful comments people have heard thank you for your time thank you our next comment Barbara Jordan thanks well thank you for um hearing these comments my name is Barbara Jordan my son is Devin Jordan he is a senior at Cleveland High School we arrived here in Rio Rancho in October of 2015 after I served 20 years in the Air Force um he it took no more than for him to hit Middle School for the first time that he was called a [ __ ] um I did email the superintendent and I emailed his teacher at the
time and I was ignored and then again it happened in 2020 and I stand in solidarity with these students and the teachers and parents to let you know that it's an ongoing problem my child should not have to come to school amongst all the other things that they have to deal with and deal with microaggressions and flat out discrimination just trying to get through school these kids have enough on their plate they have enough on their mind their mental health is always at task and yet my child still has to go through this I actually picked my home based on the school so I was proud to be a member of Rio Rancho Community and I was proud to have my child go to Rio Rancho Public School District I have since I have since
I I regret sometimes that we're here because of the things that my child has to go through not only has he had to go through being called a [ __ ] which I'm saying it because I don't want to soften the blow for you because my son had to deal with it he also has to deal with other things like oh you don't talk like you're you're black you know oh you should just get dreads you know things like just just multiple things that he has to go through every day that he goes to school so I'm asking Rio Rancho public school to look at this head-on to stop ignoring the issue it's not going to go away we're not going to go away my your minority community members were not going to go away we need
your help and it stops starts from the top down so I'm asking you to hear these comments to know that these are lives that are being affected and to take action and we need for you to take action now thank you so much and our last public comment of the evening is Alexis Jimenez uela Alexis Jimenez my name is Alexis I'm of the Comanche Nation I live here in Rio Rancho have for um well let me just say I'm a grandparent and a parent of Native American students and I've been part of Rio Rancho public schools for as long as you're Dr Cleveland so I was a you know one of the first of the of the Native American um parent advisory committees to be formed and I am not here speaking for them on
any on any behalf but we can come to that in a minute um I actually am here to support these young people and I applaud them too for being here and stepping up because as hard as it is you know it takes a certain amount of Bravery to stand up for your friends but we all know what's kind of harder to stand up for yourself right so so I apologize thank you for being here um their experiences that I'm hearing are really hurting my feelings and I hope they're hurting yours too um but I'm going to take us off in a little bit of a different direction one of one of um the things that I've noticed at Rio Rancho when I'm hearing about the native students and how they're doing is compared to other
native students throughout the state um and I think we and so yes it's impressive they're doing better than them but are they doing as well as the non-native students at Rio Rancho public schools and is there any real progress being made that way because I never seem to to hear about that um anyway I would like to see that and um I was one of the parents or grandparents that went to the social studies adoption um and it is important I think for for you all to hear because I don't know if you're going to start hearing about certain things um and having to do with telling the truth about history and I find that um most of the the books were okay they weren't great but they were okay they weren't horrible they certainly
weren't what you and I grew up with um but I appreciate it you know I applaud that effort too I know it took a lot of work and um and unfortunately there weren't a lot of people there but that's okay I mean that's but I was there and so So Hear Me Now um anyway so anyway just I support these these kids and they're um sorry and there's a part of an office of diversity equity and inclusion I think it's something that is needed here um and Santa Fe Public Schools has one and uh you guys have the kids and the staff that will they need one obviously I hope you see that and I hope you hear these kids and me thank you thank you okay thank you and that's all of our public
comment for this evening you know I just I want to say once again we're just we are really grateful when our public comes in and speaks with us um we also the board all has emails that are also up on our um on our website and you are welcome to send us any emails through that you um we're grateful to hear from the community so if anyone would like to wish to in the future you're welcome to come into our normal um scheduled board meetings um to give public comment and also go through our website and use the form that is there to give public comments so thank you so much for being here tonight okay moving into our commendations this is always my favorite part of our meetings and so we'll start with our
first Commendation for the um Arizona Coyotes donation of hockey equipment to Maggie Cordova Elementary School Rio Rancho middle school and Rio Rancho High School and so Dr V Sue Cleveland um will be presenting this okay um I mentioned earlier that we have this donation I want to give Joe Cordova a chance to to thank you things if he would like to come because uh he facilitated this and the ceremony at the events center where that was donated so uh Joe welcome and thanks for your role in this thank you Dr Cleveland president Galbraith and members of the board um it's like it's been forever since I've been here I don't even recognize this building um the older part of the School Board office at the other other building but uh as Dr Cleveland mentioned uh
we've been working diligently myself in the New Mexico hockey amateur Association namaha to bring hockey to the Forefront but the National Hockey League has found out is that there is not really a Grassroots effort to educate and promote hockey and that's what they have done and through Grant from the National Hockey League and the Arizona Coyotes a lot has got together and say hey especially myself I want to make sure we get hockey into uh into Rio Rancho Public Schools uh with the help of Dr Cleveland and Bruce Carver we sent out an email to all the schools we had the response of three we're hoping that more schools will be involved with the program because the coyotes definitely do want to bring equipment and the hockey curriculum to the schools they were excited they
were happy to see Dr Cleveland there and I can't say enough about the Arizona Coyotes organization from the ownership uh to the general manager and their support of public education here in Rio Rancho so I'm glad that we've developed that partnership and I hope that we can grow hockey here in uh in Rio Rancho again thank you so much for allowing me to say a few words okay and and so as I said earlier uh this gives some of our students an opportunity to experience hockey and um it isn't something that all of our students have had a chance to look at or play or whatever and hopefully the program will grow uh if those those are interested in it but we do appreciate you thinking of us and this opportunity for some of our
students and um you know I was laughing and having grown up in New Mexico I didn't know much about hockey and um and then I married someone from Pittsburgh and all of a sudden I learned a lot about hockey and uh the Penguins and and all of that but it's a great sport we have a growing sport here a larger number of kids we've got teams that are developing across our state and it's just one more opportunity for people to be involved in something they really like so I my recommendation to the board is that you accept this gift and uh and you can you can certainly accept it for these three schools and if you also wanted to you could accept it for any future donations if other schools Express interest so that's strictly
up to you whichever way you want to go but that would be my recommendation for the board to consider okay Madam president I'd like to make a motion to accept the donation of the hockey equipment from the Arizona Coyotes hockey team to Maggie Cordova Elementary School Rio Rancho middle school and Rio Rancho High School and additionally any other schools that show interest in the future board member Jeff Morgan a second okay we have a motion by Jessica Tyler in a second by Jeff Morgan all in favor aye any opposed okay motion carries five zero so okay thank you thank you thank you so much you know you don't know me I'm sure but I know your family and I went to school with your children we kind of followed each other up through the years
and and I knew your wife from when I was in elementary school and so thank you for just being such a strong member of our community and being with us for for my whole life that I can remember and so we're grateful to you thank you so much for that donation let me just add one other thing the first time I ever met Joe he was working with Matt diavrio and with my husband and they were knocking out walls at the old district office that is now under Unser Boulevard and we didn't have anybody else to do that work and so we were in there knocking down walls and painting and putting down our own carpet and it was quite an interesting time it's that building now is gone but that's my first my first
introduction to to Joe so he has been a part of our straight for a really long time all right okay thank you um for our next Commendation will be our puesta Del Sol um Elementary School bilingual multi Multicultural education program Excellence award Suzanne Nguyen our executive director Federal bilingual and Native American programs will present I'm happy to share the great news that Festa Del Sol Elementary was elected to the bilingual Multicultural education program recognition award we have with us tonight Dana Kudrow principal Francis segofia bilingual coordinator and teacher Claudia Stovall ELD coordinator and bilingual teacher and a parent Isabel Pena the New Mexico Constitution Article 12 Section 8 recognizes the value of bilingualism as an educational tool the statutory goals within the bilingual Multicultural Education Act of 2004 emphasize the importance of bilingualism and biliteracy

her son will be participating in the Spanish spelling bee tomorrow he's a fourth grader that's wonderful thank you I'd also like to say that um she's a very humble person Miss Segovia we start when I first started at puesta we had five teachers bilingual teachers from kinder through fourth grade and then we had the Heritage program in fifth grade we also had teachers from Spain teaching some of those classes and um during covet and during that time we lost some staff members so in order to keep up the rigor of the program it was these two ladies that did that um Francis Segovia not only be as the bilingual coordinator but she also pushes into classrooms into certain grade levels where we didn't have a bilingual teacher and work closely with the general education teacher
in the classroom and then miss Segovia is actually our ELD coordinator and she is working on her bilingual certification right now on a waiver and she took over our fifth grade classes so in order to continue the rigor of the our bilingual program these two ladies are really who made it happen so I just would like to honor you two and thank you very much for all your hard work yeah thank you sorry I didn't prepare anything or anything big but um I'm really grateful for um having my child both both my kids I have three boys once my other one starts you know going to puesta same thing putting them straight into uh dual language the they learn so so much they come home they come all happy hey Mom this is what I
learned and I I'm really grateful for them at home and then a lot a lot of times I've been told like you know you need to speak Spanish at them at home and everything and they encourage me I grew up speaking Spanish but then once I started with my children I I was so used to English you know so like they're teaching me you know they're reminding me how important it is to speak to who languages and and everything like that so I'm really grateful for the program yeah thank you thank you [Applause] anything else Dr Cleveland just I just want to well again thank you all for your hard work and this is a wonderful recognition and so well deserved and and so it's nice yeah I know you don't do it for the
recognition but it's really nice when people notice it and appreciate it and make it the really big deal that it is and so uh we thank you for your hard work and uh it's just it's it's great and I I think I ran into you with the capital um in that process and uh so a very competitive process so congratulations to all of you um thank you for your hard work yeah thank you so much Marine did you have something I just concur with what Dr Cleveland said it's really appreciated that you put the energy and time into helping so many children thank you yeah thank you anyone else anything else okay thank you thank you so much thank you yeah congratulations thank you so much you know it's during these times when our students
are young that they're with languages and such that they're most impressionable and actually at puesta Del Sol Elementary where I uh first attempted that's I remember Miss Lopez teaching us Spanish during that time and now that I learned trying to learn Spanish again it's that Spanish that's still I still remember the best so I'm grateful very very grateful that we do this in elementary school thank you so much okay so now thank you for staying with us Cleveland High School so it's our Cleveland High School bowling bowling team state championship um recognition we have um Stacy Salinas I believe are from CHS activities director John Abrams Abram's son from CHS bowling team head coach or whoever is um who will be presenting please come on up and you can bring your students up with you
could you introduce everybody who's with you yes that would be great Johnson um it was actually surreal I was on the team [Music] 2012 as for as a state championship team so I thought that was pretty cool to give that back to them right here I have uh our freshman um Shane Muller who is on the team on the State team and uh junior Gabe Reyes who both performed really well both of these guys did excellent in the state championship um but yeah I want to thank you guys for commending the team um again that's something I expected uh thanks to the parents that had to you know shut their kids every week for 10 weeks to the uh to the tournaments my assistant coach Dennis you saw him in the video um he was
a he was a huge help I want to thank the school Cleveland High School for giving me the opportunity to coach it and um thanks thanks for having me here I didn't really prepare much but um thank you good thank you guys so much for having us here thank you thank you can I can I pick on one of yours feel free I don't know who's more comfortable speaking that all season feel free do you like I just want to hear a little bit about your experience of being on the team would you mind just just giving us a quick moment if that if that's uncomfortable that's okay but uh yeah um I joined Cleveland High School bowling team last year and I've improved so much from the team there's they've been so much help
since I did State last year and my average then was I'd say a 167 and this year with my High series from pers personal records of I scored a 242 average in the State team all obviously like my coaches help and all like the inspiration from the team that the more I was just really good on the team everybody's cheering for each other like somebody misses a fair or something well like we're always just saying like you can you can get the next one you got this and it's just it's great the whole team is just awesome thank you so much thank you for sharing that thank you guys and congratulations [Applause] congratulations thank you we've had a long history of bowling and strong bowling teams in our district and so uh it's it's great
to see a state championship out of that but it is I watch that you're just truly amazing you really are so thank you for coming out tonight giving us a chance to congratulate you yeah and I think you guys have close-knit teams I've talked to different members around the city at volcano and also at Rio Rancho and and they I they just love they love bowling and they love their teammates and so I think it's just a fantastic thing and I wish you good luck with powerlifting another up and coming sport in our in our district so I hope that goes well for you too okay well thank you for being here tonight and so for our next item we'll go into reports and so um I will be um just I just wanted to
take a moment to discuss and the social studies committees and and their hard work I'm not really giving a fully comprehensive report on everything that they're doing um but I wanted to just take a moment to to talk about their process and that it's been amazing to be a part of and to um and to watch as they go through it we have um there's there's many different um there's many different groups that are meeting I've been meeting specifically with our U.S history group so from middle school and also from high school and as I've had that opportunity um to meet with them I what I've seen is teachers who are passionate about our students in our district as they look through the materials they truly discuss what is going to be most beneficial for
these students um how um you know in every aspect of it whether it's online whether it's going through the book and what's going to be most helpful to them as I've gone through the materials and I know that this could potentially be um you know Hot Topic as we as we get closer and it has been throughout our country and our state but I I do want to say that I haven't seen anything as I've gone through the the textbooks at this point um that has caused me any huge great alarm as we have that parent talk about you I thought that the books that they are that they're good and so with that I do want to also give you an invitation that if you are interested this isn't just something that President Galbraith
gets to do and look at these textbooks that we will be voting on these books at the end of April is the tentative date for that last meeting and so if you are interested in looking at any of the textbooks you are welcome to do that and you can work with Erica Lozano or also Todd um can if you want to talk with either of them or you can schedule it through Dr Cleveland and if you want to just have an opportunity we don't want to bombard them they have a lot of work that they're doing but they do have a lot of copies of the textbooks so if you would like to sit down with those or I'm sure you could even bring some of them home and look at them and bring them
back and so that you can do that but really that was my point of just giving that update today was to let you know that you're welcome to look at those textbooks any questions go ahead so Madam president Euro you're there's a possibility where we could check a few out study them for a few days and then bring them back and forth okay yeah and they've narrowed it I think some of them already are pretty sure which books they're going to use and they've narrowed it down they're going to have their um last vote here in a couple of weeks and so you don't have to take like during Christmas I have my my house is just loaded up with all the possible textbooks that for those two groups that they were gonna it was
like a mountain but now that it's narrowed down yes you could just take a couple of those and take a look at them so like I said if you are interested in that please let Dr Cleveland know and she'll make sure that you can very much allow to do that okay okay so and without any other questions or any other comments okay all right thank you and so I think I worried the curriculum Department a little bit that I was gonna give their reports for them but not at all I just wanted to make sure that we knew that that was coming up and that it's a very it's a very important vote that we should take seriously and so if you'd like to look at those um those books that you could do that
maybe they were excited and relieved I don't know I know I know I know they honestly it is I I just have to say one you know one more thing is is it's been wonderful to to be with those with the teachers of our district and just to see how much they care and I think when they first had me on their committees they were a little nervous about you know having me there and just over time they've definitely you know they've realized that I'm I'm just a person just like them and I'm just interested in in our students and so it's really been it's just really been a great experience so I want to thank all of them as well for all their hard work um okay so we'll go to approve our consent
agenda any questions Madam president I'd like to make a motion to approve the consent agenda board member Jeff Morgan a sec okay we have a motion by Jessica Tyler and his second by Jeff Morgan all in favor aye any opposed okay motion carries five zero okay we'll now go to the business portion of our meeting and we have four items of business and these will all be action items tonight um so for our first um we'll consider the award of RFP number 2023-014-i-t-e rate category two Ernest Stapleton copper refresh and Michael Madrid our purchasing director and we'll present Dr um as indicated this is a solicitation for award request of the board I think before I get started my presentation I do want to acknowledge the IT team and thank them for their assistance in
developing the technical specifications and putting together the the e-rate Grant and all these other pieces that are required to get this funding as it relates to this procurement this procurement is as indicated a copper refresh to upgrade the old CAT5 cabling at Ernest Stapleton this will be a two-year project depending on funding that we get from e-rate Central we received a total of four responses to the solicitation Acom Technologies out of Albuquerque Advanced Network management out of Albuquerque converge one Solutions out of Albuquerque and Cypress Communications systems out of Corrales New Mexico as is typical we review the solicitations we reviewed the information that they provide and unfortunately for advanced Network Management Incorporated it was determined that they were non-responsive they did not acknowledge some of the mandatory affidavits that were required and they didn't
also acknowledge the agendas that modified the scope of work so they weren't elevated for review by the evaluation committee so that leaves us three responsive responsive excuse me offers and recommendation is for the highest ranked offer Cyprus communication systems and with that I'll stand for questions and then redirect you if you so choose go back to the requested action Do you have a well I move where if we accept uh proposed Cypress communication systems as Mr Madrid has proposed can we there's a question before no no I don't know it's all right okay board member Jeff Morgan I said I thought you had a question we have a motion by Noreen Scott in a second by Jeff Morgan do we have any questions before we go into our vote okay Kim can you take a
roll combo for us please vice president Morgan yes secretary Scott yes board member trip yes board member Tyler yes president galbra yes motion carries 5-0 okay thank you thank you um our next is to consider the award of RFP number 2023-013 HR temporary services for substitute teachers and educational assistants um and Michael Madrid once again will present or president Galbraith members of the board superintendent Dr Cleveland this is a recommendation of the valuation committee that the board approval War to Kelly Services the highest ranked offer for the solicitation uh once again before I get started with the details of the procurement I want to thank Mr Chavez and his team from HR for their expertise in evaluation in assisting and developing responses to questions and things like that so thank you Mr Chavez uh for
this particular procurement we received um six responses athletes Global out of West Palm Beach Florida edu staff LLC out of Grand Rapids Michigan ESS South Central LLC out of Hillsboro Oregon Kelly temporary services out of Troy Michigan staff EZ out of Franklin Tennessee and teaching Nomad out of Denver Colorado as is typical we do conduct the password verification and once again we had a submittal from athletes Global that was deemed non-responsive they didn't provide an extensive amount of evaluation information that we needed to really review The Proposal so we drafted a determination notice that they were non-responsive and that was sent to those folks the other five firms were evaluated and scored and it's the recommendation of the evaluation committee to recommend awards for the highest ranked offer Kelly Services I do want to the
attachment that I gave you on the agenda as far as the scoring Matrix is incorrect I have a corrected evaluation Matrix okay foreign do we have questions before or after the recommendation before we go into motion or even after you can ask any questions that you'd like to okay so yeah do you want are you do you want to still present or would you like to take a question but I have I have a question too okay okay we have a couple questions I just wanted to go over the The Matrix that I gave you um and see if there's any questions so uh it breaks out the evaluation by each Committee Member uh each Committee Member ranks the evaluations and what we do is we take the overall ranking and we average those rankings
and the very last pay shows the overall ranking by the evaluation committee uh you can see by the overall ranking on the last page Kelly Services was a unanimous number one selection for the evaluation committee and once again I apologize for the disconnect is totally on me okay Mr Madrid is the Kelly Services local office who you will work you're not really working with somebody out of Michigan are you that is correct there is a local presence uh the response and that's why it's referenced as Michigan uh came from those folks and they probably put the solicitation together but there is a local presence and and they will be the the ones who will be working directly with the district is that correct all right Mr Chavez on a few I want to give some
more detail on your interaction with the folks here in Albuquerque good evening president Galbraith Dr Cleveland members of the board um to answer your question board member Scott we have an actual representative who comes to our district um and works directly with us and with our principles goes out to the schools and interacts um with us there's also uh uh representative that we've worked with for the past year that works over at APS um who has essentially trained our representative um and um has been working with APS for several years um this this partnership came about in March of 2022 um we were having great difficulty hiring substitutes um just like EA's custodians you name it um and we we decided to um try working through a contract Service much as APS was we have
piggybacked on their contract for the past year and but we needed on upon Mr Madrid's advice we needed to get our own contract and but we have worked with Marie hessinger who is our uh direct representative and Patricia Prentiss who is the representative for APS and then there are probably seven or eight other um individuals who worked in town um with both APS and us um for recruiting for um Staffing purposes for hiring and for any sort of disciplinary issues that that might come up with substitutes as well so I have two questions if I am interested in being a substitute teacher say at Rio Rancho High School do I go to the school do I go to the to you how do I how do I become a substitute teacher under this format and
then my second question is are are we get uh doing background checks oh yes um so the process is essentially the same as it was when we it really hasn't changed from when we hired our own Subs we actually have um we have a link on our website directing anyone who's interested um to Kelly Services but also that they can contact us for information um essentially an employee will will will interview and apply with Kelly Services to become a sub but as far as picking up um substitute jobs on a daily basis or on a long-term basis it's still done through our Frontline program just like it was when when we oversaw the entire system uh Donna McCormick and Claudine Baldwin are still our substitute Specialists they work directly with the sub still they do
work directly with the admin assistants and the principles it is a very very close partnership with Kelly Services and very little has changed in terms of in other words it wasn't just a handoff to them and we walked away we have worked hand in hand with Kelly Services on this entire process so that the subs didn't feel like they were simply being handed off and and left uh without being part of rearrange public schools and yes absolutely um anyone working with our students be they a volunteer a contractor contractor's employee or an applicant for permanent employment with rearrange Public Schools is required to have a background check and to complete a great deal of training but one of the things we kind of liked about Kelly Services is they have taken over much of other
training with the substitutes and do some extensive training as far as what it means to be a sub how to be a sub how to be a good sub okay thank you you're welcome I mean go ahead Gary Tripp Michael is just going to ask if uh there were any major changes as far as salaries or contracts that things go up down did everything kind of stay the same well actually this last year things went up significantly because the state of New Mexico required that that all employees are in a minimum of 15 an hour so our subs prior to that were earning quite a bit less than that so this last year for 22.23 the minimum that a substitute would earn would be 15 an hour just like our EAS and our clerical and
and those positions we are I am working with Dr Cleveland and the cabinet um at this time to discuss what what type of salaries we might be looking at so we have not entered into the contract negotiations portion of this RFP yet with Kelly Services and we will be talking about um I'm sure Mr Baker will have something to say as well um we'll be talking about what salaries will be looking at for substitutes for the coming year that's a very good question so in my second my last question is have we seen do we continue to see because the last time you gave a report we were saying very positive results are we continuing to see positive results and attracting more substitutes to the district um I think I think we are I think
we're seeing positive results in several areas and I hope that we will continue to see those positive results I think um that we'll see uh you know we'll we'll continue to see um the employment grow in several areas we're hoping that EAS will definitely grow next year I do I do we have seen the number of substitutes grow Kelly Services is now employing approximately 250 substitutes for rearrange Public Schools the unfortunate thing is we were we were employing well over 300 before the pandemic um with ease um it it quite frankly board member trip it's it's we're in a situation where a lot of people don't need to work and just don't don't uh have the uh impetus to work and um it's difficult at that level to get people to to come to work
so we're still struggling a little bit but we're seeing Improvement thank you you're welcome Madam president I'd like to make a motion to can um consider awarding RFP number 2023-013-r slash temporary staffing services for substitute teachers and educational assistants to Kelly Services board member uh trip I'll second that okay we have a motion um I wrote that in right by Jessica Tyler and the second by Gary Tripp and um Kim if you want to take a roll call vote for us vice president Morgan yes secretary Scott yes board member Tripp yes board member Tyler yes president gel yes motion Gary's 5-0. Amanda real quick make sure that this to put Kelly in here because it just says temporary services so can we put Kelly in there yeah yeah so it'll be it'll be in our
notes um though that we that would be consider for Kelly Services the motion was for Kelly Services so the RFP is for Staffing Services it's just I think confusing because then the bitter name is Kelly Staffing services or Kelly temporary services yeah so it'll be in the thing I know but my motion asked for Kelly Services but just from a documentation so it will be in the motion we'll be in our minutes and we'll be good yeah well I'd like to thank you guys an example so if you look at the first one it lists the name of the company okay but in the second one B it just says temporary services normally we would put the name of the company that's all I'm saying so from a documentation standpoint let's put the word Kelly's
Temporary Services it's not just temporary services what I'm saying okay that's all I'm getting at okay um Dr Cleveland I know just had a couple of thoughts before we finish up with this one uh just a couple uh to to um now this has not been a normal year either and so we're hoping that next year is going to be a more stable year we'll be able to maybe get a better assessment of where we are just a couple of quick things for the board um our our sorry is it bad but we're nowhere near the top and so that's something we have been talking about do we need to make an adjustment but we are for example considerably below Farmington considerably below some other districts so we do need to take a look at
that uh the other uh excuse me one of the the concerns a board membership that you've raised several times about educational assistance being pulled out they're still being pulled out an awful lot and so we haven't we haven't been able to resolve that but we're getting we're working on it and so we've still got some issues that we've got to work through but again this was in a regular Year we're still we're still trying to work our way through some of those things I think compensation is something we're really going to look at we want to remain competitive we're going to have to be competitive with other districts and so there's some things that obviously we've got to work on that's all okay all right thank you anything else from from anyone okay thank you
Gary Tripp does have one more go ahead I just want to I just do want to thank you and thank you Mike and everybody and I do know it's difficult and it's it's a challenge it's a different game and so but thank you thank you we enjoy very much what we do so um we we recognize the challenges but we we enjoy uh working with all of these uh folks so thank you very much okay all right we're good okay thank you all right moving into our next um so we'll have our second reading of changes to policy 718 administration of medication by staff and complaints with District Health office mandates Sherry Carver our executive director of student services will present good evening president Galbraith members of the board and Dr Cleveland this is the
second reading of policy 718 and you'll recall that when I brought it to your attention we just simplified the wording in this policy to say that nurses uh basically will administer medications unless there's special situations and then in this policy we're referring you to board policy 1029. okay any questions for Sherry okay motion Madam president I'll make a motion to accept the changes of policy 718 or approve the changes to policy 718 administration of medication by staff and compliance with District Health office mandates this is Noreen Scott I'll second we have a motion but Jessica Tyler in a second by Noreen Scott and Kim if you'll take a roll call vote for us foreign yes secretary Scott yeah board member Tripp yes board member Tyler yes president Galbraith yes motion carries 5-0 great thank you
thank you I do want to point out that in the future we may bring policy 1029 to just kind of clean it up as well and that is when we can delve deeper into the whole medication policy it's like 22 pages long I have a kind of a quick question so like this one like we're just kind of telling them to go look at can we not just like get rid of a policy because it's all numbered so nicely that way you know we discussed that and Lauren Lauren let's just leave it there so there's not a skill there's not a skit that's what I figured but okay that's fine president Galbraith who seconded that um it was Noreen Scott okay thank you Madam president members of the board Dr Cleveland my name is Lauren
hatch um yeah so there's not a skip that's one of the reasons but the other reason is uh board policy 718 is in the employment series um oh yes 1029 is in the student series and so just so that it doesn't get lost and if people are used to looking for it in in 718 we want to make sure that they're going to the right place so okay thank you thank you for explaining that appreciate that um okay are any comments okay our last item will be um consider approval of the 2023-2024 bilingual multiple Multicultural education program funding applications and Suzanne Nguyen our executive director of federal bilingual and Native American programs he's presenting thank you hello once again Madam president gulperth members of the board doctor Cleveland tonight I respectfully request for your review
and consideration of approval the nmped state bilingual Multicultural education program funding applications New Mexico is the first state in the nation to have a bilingual Multicultural education law passing the BME Act of 1973. the law was expanded in 2004 and stands as an exceptional model National model for State legislation this year marks the 50th anniversary the purpose of state-funded bmeps is to ensure that participating students become bilingual and biliterate as well as meet all academic standards that all students must meet this year's funding applications are for continuing programs at Maggie Cordova Elementary puesta Del Sol Elementary Eagle Ridge Middle School Rio Rancho High and VC Cleveland High and a new program this year at Lincoln Middle School the language needs that this school Community was the primary driving force behind the decision to implement a
new program beginning this next school year the program at Maggie Cordova Elementary likely plays a large role in this as students have matriculated through Elementary and viewed directly into Lincoln Middle School we're dedicated to leveraging the linguistic assets of our students as a vehicle to develop literacy skills and acquire academic knowledge generally we follow a dual language program model at the younger Elementary ages with a careful transition to a Heritage program model in the Upper Elementary grades through 12th grade additionally at the secondary level we have enrichment model programs again I respectfully request your consideration of approval of these applications and I'm happy to answer any questions you may have okay thank you so much do I have any questions from them from the board Gary Tripp do we have uh certified bilingual teachers at
all those schools right now or are we working towards it Suzanne I mean what's the kind of the status of that certified teachers though not fully and we continue to be a part of um those efforts and finding solutions to getting more Spanish bilingual endorsed teachers we not only need highly qualified licensed teachers that are highly effective but also that have the proper endorsements as well so to teach in a Spanish bilingual program the teacher has to have their bilingual endorsement and at the secondary levels also the modern classical native language endorsements I know that the Gadsden School District proposed to the legislature that that the teachers been given a a five thousand dollar stipend just like they do the Master Teachers program and then go very far but um you know to really say
we're a diverse Community if we're going to start walking the walk and maybe we need to make a push towards those ends as as well not that all our teachers need in this community like they do but but that there's some funding that would allow us to help teachers get to where they're going so maybe something we want to think as a board as future legislative actions in the future if if we're going to put our fight there yeah thank you yeah I most certainly appreciate that um especially the support of the board always we do currently offer three thousand dollar stipend so we know that that um can only go so far but it does help and some other avenues that we are pursuing include targeting specific post-secondary institutions that have a high number
of programs that do work in Spanish-speaking countries and also through the visiting teachers from Spain program that we've been participating in for numerous years and expanding that to the visiting teachers from Mexico program yeah it's great thank you thank you Dr Cleveland did you have anything you want just just to your point and I think kind of an interesting examples we started this year um we couldn't find a Spanish teacher and I said what what do you mean we can't find the Spanish teacher this is New Mexico why can't we find the Spanish teacher and so you have um but you have a tremendous uh competitive environment today for people who are due language and business and medicine and they'll they they are certainly um you know in in great demand and so really encourage
our students to maintain those skills and but it isn't always easy to find people just because um they are in such high demand but I I think the idea of an additional stipend for anyone who is willing to you know speaks a second language and willing to perform any of those Services would be a very valuable thing to do for our students we do have some incentives do we not now for Native American uh teachers and staff in our in our state uh it would be nice if we also looked at a stipend for dual language all right thank you any other questions Madam president I'd like to make a motion to approve the 2023-2024 bilingual Multicultural educational program funding State applications board member Jeff Morgan a second okay we have a motion by Jessica
Tyler in a second by Jeff Morgan and Kim if you want to take a roll call vote for us yes yes okay thank you thank you so much um okay as we get into advanced planning we'll draw this out for the next end I'm just kidding I do have a couple of things so um so first on our Advanced pundit Kim would you mind putting on the board's calendar um through our Google Calendars the upcoming graduation dates just so everyone's kind of working on that if you could put those on I'd appreciate it um also something um norin Scott would really like to attend our meeting on the third but she's going to be able to do that since we moved the the meeting I don't know the possibilities we we kept off having a
meeting on the 27th I believe it is because we're coming out of Spring Break um but if that's a possibility for the board and not too much for the district to undertake if could we do that meeting on the 27th of March would that be an issue for anyone Dr Cleveland did you want to speak to that well just just to say the 27th we didn't that's our regular board date it was the board that requested not to have it immediately following Offspring break yeah so um I mean the district can accommodate whatever the board wants us to do but the 27th is our regular meeting the second and fourth so um and unfortunately the the reason for the tents the issues the spring budget workshop and the state announces that very late we'd literally
just learned of that um and they said it during the session when they think they will be able to get the information financials back to the school districts so um and there's an executive board meeting that night to go over that information with superintendents and everyone has requested to be there so uh we can do the 27th if everyone else can I was up for Gary and Jeff does that work with you or no yeah okay All For You Noreen thank you very much I will be in town I should go to on a cruise or something but that's not happening so if that if that's why don't we put that in for the 27th do you want to get back to us for sure if that's going to work we don't want to just
okay I was just going to ask about the spring um the regional meeting oh that's upcoming no I miss it it's not I didn't see it it's on the 12th yeah it's the 12th of April oh yeah so I didn't see it and it is that's in Los Lunas um so let me just quickly go through some of these dates um even though we just talked about a few of them yes yes yeah yeah okay and there's going to be a um audit committee or finance committee I can't remember which on the 13th uh no matter no matter whether we move the meeting or not I got a call from Darlene saying that we were going to have the meeting anyway so I think it's audit committee that Gary but I'll check my notes it
doesn't have to be uh we can make that that could be changed as well okay all right I don't believe it would matter would it matter for the committee either of those dates no oh okay I mean that's just when Darlene had it down I have a tentative for the 10th is what's on the I know the board prefers not one night rather than two if we can manage that so all right okay okay so I've been coming to everyone good on those dates so we got March 17th will be our Middle School parent teacher conferences um no classes for middle school students the 18th thank goodness for our legislators it's the end of the legislative session um and then the 20th or the 24th is Spring Break um and then once again we'll have
a meeting now on March 27th we'll be at board workshop and a board meeting here in the boardroom um and then for the rest of the dates please just refer to your agenda for those dates anything else on the on Advanced planning okay anything yes tomorrow oh that's right okay so the Spanish spelling bee is tomorrow here in this boardroom what time does that start Claudia okay at 10 A.M thank you okay thank you okay our meeting is adjourned for this evening thank you so much for being here thank you thank you guys for changing that I really appreciate it write it down she owes you one right here yes foreign
