002spring fine arts program tomorrow for grades 3 through 5 in the gymnasium at 2m I would like do open at 1:30 excuse me I'd like to thank Mrs ad and Mrs bod for all their work our Spring Book Fair is open for business tomorrow is the last day 8: to 300 p.m. money race for book fair allows us to purchase books for the library a big thank you to Mrs Olsen Friday is a week Friday Cuba City Elementary School will be hosting a second annual Wellness day students engage in learning Active Learning experiences focusing on Wellness both physical and mental and then staff will also further in service participate in Wellness day as as well big thank you to miss dresa miss buen and Miss Olen for planning organizing the great event fifth grade students

003will be hosting their wax museum on Friday May 3rd from 2: to 3 p.m. just like the real wax museum people go around and sit quarters in the cups and students have done a lot of research on a significant historical figure complete a bio write speeches and then present to family members and friends if you haven't come it's a free need event thank you to Miss Glennon Miss babies Miss keeper Mr vendor for all the hard work and then finally I would like to thank the entire Elementary School staff for their professionalism these past couple of weeks obviously there is a lot on their mind but you want to know it by walking into the elementary school you know they have not wavered on the belief that children come first so please know I appreciate

004each of you and have enjoyed being part of such an awesome team that's it thank you TR um can we now have Janet um do her little introduction and presentation here I've been very lucky to have joyard my agent for the last 20 years and we just found out last week that she was the recipient of the nutrition Association Wisconsin state employee of the year for the state of Wisconsin [Applause] yes all right uh spring sports are all active now more with practice than competition due to our Spring weather uh we hosted a very successful prom this past weekend thank you to miss Roan and Miss Clayton for all of their planning with that congratulations to AA nice and Hannah Albert for competing at the state FCCLA competition Hannah ER silver medal in the job

005interview category and also earned a $500 scholarship for being our regional representative AA brought home a gold medal in the children's literature category uh they also brought home the fork this is a traveling trophy and they will add cu's day to it and take it back to the state competition next year Miss Merwin hosted a youth Apprentice celebration yesterday with 17 seniors uh they enjoyed Pizza shared where they worked what they learned and how they would be using it in their future careers uh FFA students recently competed in a soil judging competition and they are going to be heading to the state level for the CES or it's career leadership development events uh miss Ben scand also wanted me to let everybody know that she are here uh Miss Rollins Miss up and Miss up

006and Miss burket have been helping students prepare for National History Day state competition which is going to be held this coming Saturday at W Madison good skill to the eight students competing in their quest to earn trip to Washington DC for the national competition uh Bandon choir have six students who have qualified to compete in the state solo Ensemble competition held at w plat on Saturday April 27th high school students will showcase their talents at A Fine Arts night on Monday April 22nd and then middle school students will do the same on Thursday May second finally good skill to our forensic students as they will be competing this weekend at the state competition the Forest High School thank you Mr sander for your report and Deb would you do special ad please I have a

007reminder once again that open enrollment application period for the 2425 school year ends next week on April 30th and there is a link on the website for more information in the link to the application also on April 30th Brad vans from CA 3 will be coming to do District observations and meetings with our co- teers who are co- teing this year and this will be his last visit for this year next week April 24th is Administrative Assistant they and on behalf of the administrative team I'd like to extend a big thank you to all of our administrative assistants they're extremely dedicated and certainly keep our buildings running smoothly so thank you thank you Deb that business report please um an update on the 23 24 budget we were 75% through our fiscal year and we

008had spent about 53% of our fund 10 budget this is a little less than what we've spent last year at this time um but it's good to keep in mind that our summer payrolls are backd to June 30th um an update on our fund 49 um account in the month of March we had revenues totaling $32.76 that was purely just revenue or it was purely just interest we didn't have any expenses and at the end of March our balance in that account was $15,512.71 April typically sees a lower voter turnout in our community approximately 50% Less in dur November elections this trend continue in April's election at 75 voters cast in favor of and not opposed to the referendum the outcome in tonight's attendance would be very different the rejection of the referendum now puts

009us in the position to implement significant budget reductions many of it which we will not want to make which is why so many of the people up here at this table and in the preachers were so outspoken in the support of the refere these Cuts will unavoidably impact both students and staff posing challenges for our core mission of Education which is striving for excellence together it's very difficult to cut your way to exence moving forward I recommend implementing a more targeted approach to gather specific Community input regarding funding priorities given the accuracy of School perceptions past projections during the November 2022 referendum where their forecast closely aligned with the actual outcome it was within 1% I will be proposing a contract tonight to Ser to use them for a community survey the survey serves the

010dual purpose of informing the community about our needs and bringing in specific preferences regarding funding priorities furthermore it's crucial to note that omissions and mailing addresses have been identified and utilizing mailers both in November and this past Although our address database is nearing completion it remains important to communicate clearly with our community regarding the expected arrival dates of the surveys and the mailboxes should any individuals not receive their survey in that expected window they're encouraged to promptly contact the school and Arrangements will be made to ensure they receive a copy at their earliest convenience given the recent referendum failure we Rec we currently canot fund existing programs for so strategic planning is imperative for the upcoming referendum if this contract is approved tonight we anticipate having a budget finance committee meeting to review the survey

011before presented it to the full Board of Education the timeline for this has an 8we turnaround aiming to finalize the survey in early May and collect data by early August the schedule aligns with the required legislative requirement to approve the final referendum language at August 21st 4 thank you Mr ol at this time we'll move to discussion the nence items considered for the 2425 school year budget T the first rule in deling bad news is acknowledging that you likely won't be able to make it better there are a lot of ways that you can make things worse we've been trying to make things not be worse since April 2 I believe a lot of us in this gym are on the same page tonight these aren't good MERS because they aren't good for students and

012they AR good for staff the vast majority of us pres tonight do not want to make these which is why we asked our community for permission to receive the revenue back last week we shared approximately 30 potential line items programs and services for possible budget reductions or elimination this was conducted in front of a large audience focused on understanding considerations being made it's normal for each member of the audience to have their own list of priorities regarding which items should be targeted for cuts first sment and so forth understandably many attendees may have reservations about the propose cuts a sent shared by both board and administration because we did not want to make these Cuts either but the community has spoken they were unwilling to fund current programs and services we already anticipate ending this

013year by using between $450 and $500,000 worth of our fund balance something that we cannot financially do a second year tonight I will be presenting a shortened list comprising of 16 potential items for budgetary reductions and or eliminations these items are categorized into two sections the first pertains to measures that do not directly Impact Staff positions or programs well the second do it's important to note that nothing being presented tonight is new information from last week the creation of this list involved a rigorous and challenging process as advocates of student learning we recognize the complexity in making budgetary adjustments while maintaining the Integrity of our education Mission our aim was to minimize disruption of the effective operation of our school district to the best of our ability to achieve this the various factors were considered

014including student participation programs feasibility of partial versus total Cuts Staffing requirements across departments and ultimate impact on both students and staff here are the first 10 recommendations to rep to consider one is the health insurance change we were able to find a self-funded option that cut nearly $300,000 from the next year's budget this option likely saved four to six staff positions for the end user the staff and their family they will not make notice much of the difference they can still choose Medical Associates or selfless health or healthare right now our families that utilize selfless Healthcare pay a little higher premium than Medical Associates this plan has Medical Associates families paying a little bit more than Southwest he with all insurance plans the healthier we are as a staff the better it is but there's

015always risk two suspend tuition reimbursement for Staff College creds three lower the cash and R of insurance from $4,000 to $2,000 four contractual changes with our four-year-old kindergarten kindergarten Partners in dick five athletic Equipment and supply C six suspend District share of college courses and offsite regular education courses this is for non for all non DPI required cost shares regular education forces programs offsite virtual seven technology Supply Cuts eight Department Supply Cuts including vendors or third party contractors that perform special tasks that we cannot perform with our staff on site nine teacher supply cuts and 10 curriculum resource Cuts potential cost savings resulted from these measures are around 630,000 the upcoming six items primarily concern personnal and full fulltime equivalence which is a full-time staff M which we call FTE while we were discuss the

016allocations of the FTE and open sessions it's important to knowe that specific staff staff members cannot be discussed in an open session in evaluating staff reductions we will adhere to our guidelines outlined in our handbook these guidelines include considerations such as your service life insure performance evaluations Advanced qualifications and other factors or other relevant factors prioritized in no set here are the six Personnel related budget items for the board to consider one custodial consolidation with a current daytime custodial resigning we would not fill that position this would take the custodial crew from 4.5 ftds down to 3.5 Administrative Assistant consolidation this would move from five FTE for administrative assistance to four activities on January 1st when we have one person in that department reti three fourth grade consolidation with low numbers in next year's fourth

017grade class we currently have three FTE teachers servicing regular education and special education students in grade four this would take that down to two ftds when program elimination due to numbers in the program this would move from one FTE to zero FTE middle school high school atrisk coordinator elimination this would move from one FTE to zero FTE six Elementary School math interventionist this is currently an open position that we would not fill and go from one FTE to zero FTE the potential savings associated with these six Personnel related measures amount to approximately $420,000 collectively the 16 recommendations presented tonight represent Savings of just over $1 million by eliminating six FTS or fulltime appointment staff that also means that we will have to provide three certified staff members with preliminary non-real notices while acknowledging that these

018PS will impact around 70 different students Educational Services and programs that they currently receive in our district before we open up for the discussion some board members did share some questions that they were getting from members that like to address can we um do just enough cuts to get through November and hope to passive while already using to $500,000 in fund balance this year that would be very risky to not make Cuts now and hopes that it pass in November two can we look at sharing position with neighboring schools this is actually something we look at almost every year next year we're working with cost sharing with Sou Western School District for part-time speech and language pathologist three have we looked into cost-saving programs for our larger projects we use competitive bidding process uh to

019find the best prices four our cuts of physical education being considered like they are with art and music unlike art and music the Wisconsin Department of Public Instruction has required minimum class periods students are required to take for physical education these requirements are not present music five can we compare salaries to other schools we actually do this every year when looking at salary increases our board is happy to share that our starting teacher salary and ending teacher salaries have been in the top three to five in all of the 31 schools in CES of three for the past few years six why are we adding Sease the contract and Community survey in the midst of enormous Cuts we already touched on the season 3 the community survey is a way that we can both educate

020our community and ga formal feedback to see what the community will support and what they will not and that allows us to move forward at next week's meeting on Wednesday April 24th we must adopt resolutions around final budgets spe specifically to meet non rual state requirements and laws for certified staff at this time the board may discuss any of these items or consider other options thank you Mr at this time uh we will go to public recognition and I do have something that I do need to read um we have a considerable number of residents who wish to address the board each will be lotted three minutes as per the board policy public comment typically does not exceed 15 minutes or accommodate more than five speakers given the current circumstances the board may choose to

021wave this portion of the rule for tonight's session is there a motion second to extend the time limit to 3 minutes for each of the speakers who have already signed up second that's for the total time not the three minutes it's three minutes per person but unlimited everybody on the list gets to speak it didn't make a whole lot of sense when I read the le le that I was given so sorry and so go ahead just a Voice vote is all we need all in favor we back up a second us time the board may discuss any of these items or consider other options and we skip that and went to public recognition are we not doing that part thank um the premiums and deductibles are similar I was under the impression they were

022the same sim just found out today at like that there there's some change in it was I correctly it was there might be a higher cost for Medical Associate families in South Health where this year that's kind of reversed and we can choose to keep it similar or we want it's just going to cost the any I just I voted on things last week based on the information Chang U Less Than $10,000 difference so this is something we can further discuss in close session I think probably what will happen is when they give us more specific information I can share that directly like before next Wednesday where like the final Y and then are we discussing it all about like come November things pass we bringing things back or that's not we're not there yet

023that's actually what we want to put in the survey so we want to kind of have options where if we run this referendum we'd be able to bring back some of these things if they if you guys approve this amount we would be able to bring back these positions so that would be really clearly listed this I don't think we're there yet we need to have that but just so you know that that's that's thanks okay this evening we will adhere to the public comment each speaker on the list will be granted minutes with the timer set to ensure compliance speakers are required to State their name address any relevant group affiliation it is encouraged that participants avoid repetition of information or positions already addressed by previous speakers additionally during the public comment period Please

024address remarks to the presiding officer and refrain from directing questions or comments individually to board members it's important to note that the board does not entertain public conduct during the performance or conduct of any specific District employee or student the residing officer that his mean de evening retains the authority to interrupt warn or terminate a participant state if it exceeds the limit or if it is deemed personally directed abusive obscene or irrelevant given that we will start with Austin s we've got austinn the CC CCE Department was originally on the list that was presented last week so we prepared a statement for the board the CTE Department consists of business education career um teched Andor sciences and agriculture food and natural resources we believe our department and our programs have a significant impact on our

025students when making decisions in regards to budget cuts we urge the Board of Education to consider options that will be less impactful to students and cutting CTE in the state of Wisconsin the Department of Workforce Development list the top 50 in demand jobs of those 50 jobs the vast majority are CTE related students of all abilities including those who exceed academically struggling Learners and students with IEP take CTE courses for a variety of reasons these reasons include to meet school and State graduation requirements such as science financial literacy and computer literacy additional reasons include to gain industry recognized credentials such as Microsoft Office specialist Precision measurement assistant Child Care teacher and oce certification students also take advantage of the college credit options offered through our department and benefit from the life and career skills taught

026in our classes according to our current state superintendent of schools 95% of Wisconsin stud students who take two or more CTE courses graduate high school this is 10% higher than the national average we as a department would hate to see your graduation break fall or for our students to open a rule elsewhere in order to take classes they deserve to have comments have been made that if programs and positions are cut they may be brought back later pending a future past referendum due to a shortage of teachers in our areas we Fe that if you cut our programs and try to rehire later you may not find someone qualified to fill the vacancies skill development and career college readiness extends beyond the classroom in our programs our department has three Career and Technical student organizations

027tied to FFA FCCLA and Educators Rising the number of great opportunities available to our students through these organizations are too great to us we also host a semi annual career day in which students are able to connect with community members and alumni the youth apprenticeship program which is directly related to CTE allows students to learn outside the classroom and develop important skills meaningful to our community as part of a state requirement for this program students must have a form of related instruction this requirement is often met through CCE courses if CTA programs are cut students will have to take classes elsewhere likely cting the district more money thank you all right first I'd like to say I'm sorry that you guys are sitting in that position I've been in that position so I know these

028these decisions are very difficult with that being said I just want to say that I'm very frustrated by some of the things that I've seen on the the board in the biggest frustration I had this when people are s and said that we will talk about it in close session one of the reasons that our referendum isn't is because people don't feel that the board is being transparent with them okay they want to hear the ideas that you guys have they want to hear the ideas that the public has and they want to hear an open session they want people to hear what the ideas are now understand from sitting in your seat that there's a lot of things that we feel that are a possibility and I have a list of them tonight that

029I feel are a possibility but I don't know because I know sorry I know school funding is a very difficult thing there's a lot of accounts and there's a lot of regulations as far as what you can and can't do I just don't want to see people silenced on the board and not being able to talk and a for some of the that I have today I asked for a print out of our third party vendors it's 35 pages long $1.6 million before we cut our staff these people that have given their all to us and our kids have we looked into third party vendors now I know a lot of the things on that list are needed things right but there are things that I'm sure can be cut or that can be negotiated

030I think it's a wonderful job of the list that you guys came up today compared to the one that I heard last week so you guys have been doing your due villes and I appreciate that but before we cut into staff members can we look and I'm glad you brought it up tonight about CA too because I know it's C said there's a lot of programs that are beneficial that we C share with other districts but there may be some that we don't know and those are people that are outside I would rather see the people that we already have here our wonderful staff not have to worry about their jobs being cut but we have 30p party vendors that still have a contract with us and I think it's important that we look at

031those another question I have is we pass the building Norland $18 million correct or what is it 26 okay so $26 million where is the interest for that going because we haven't started to do with 90% of the projects can that interest that we are collecting off of that money being used for operating reference I don't know the answer to that okay another thing that I have is the um if the district receives the feema grant for the gym and we have $8 million can that go back on a referendum that $8 million in savings instead of using it for additional building to put it up to the voters if they can use a portion of that money for operations versus building yes fortunately your three minutes is up you're making great is there something

032that you can share pleas with us just to be fair to everyone yes I will send you an email with them but again I think it's important I understand that we have time limits but I think it's important especially the taxpayers are able to be heard and I'll come back to another meeting unfortunately the next one you're making the decision but 3 minutes hopefully everybody else that has something to share can get up with the [Applause] [Music] [Applause] [Music] say hi I'm Jen hes and I'm Christina Brewer and we are the current fourth grade teachers we would like to address the consolidation of fourth grade due to class size we are proposing that I move to a dual role as a fourth grade general education teacher and special education teacher I will continue as a

033full-time fourth grade general education teacher and together Mrs Brewer and I would co- te all the incoming for graders this would allow us to consolidate from three positions to two instead of two general education teachers with one fourth grade special education teacher we would have 1.5 general education teachers and a half special ed teacher we have a movable wall between our classrooms we would partially open it to create one large classroom so we can co- te the class and separate into smaller groups as needed leaving the wall partially open would help provide a more secluded place for small groups the larger room would allow us to spread out students who have strong feelings towards each other and give us space to create a calming corner for students to manage their social emotional needs and return

034to class responsibilities also with both of us having lots of experience in fourth grade we feel we can be very flexible and one of us leaving to help a student and the other seamlessly taking over instruction I would teach fourth grade content and service students with IEPs would continue the wild program that students do with Mrs burough and provide additional MTH support Mrs Holmes has a certification as a Orton Gillingham tutor so she can further support these students throughout the day to make connections to their wild instruction we believe that in our current situation this solution is best because first we both have prior experience co- teing with each other our long-term relationship makes us feel that we can successfully take this on it also creates a smooth transition when returning to two fourth grade

035classrooms the following year we have already begun revising and improving instruction and assessment for next year and we are taking the writing Revolution training this summer to implement next year to leave the work to those who aren't familiar with it would diminish the effectiveness of the instruction and assessment of our students we are both extremely dedicated and invested here we have each been at CCSD for while over a decade live in Cuba City and have children who our students in our district in fact I have a daughter and a nephew coming into fourth grade next year and I am comfortable with the solution for my own family we would really appreciate your consideration for our students and our district thank you for your time and your support thank [Applause] Redford hi my name is Carly

036Red and this is am and we are part of the intervention Department with the option of not filling the interventionist position on the list as a potential cup the intervention team feels it is our duty to speak on behalf of our students currently the intervention team provides services for 120 4K through fifth grade students these Services include support for the parochial schools in our district English language Learners Behavior Support for students and intensive interventions for students who need additional help with math or reading if you choose not to fill the math interventionist position this will mean that these student services will be cut by roughly one3 as scheduling would not allow for two people to service 120 student students in the capacity that is necessary for student growth early intervention is vital to Student Success

037and taking that away would be detrimental the effects won't just be felt at the elementary level but they will trickle through the district as students who do not receive early intervention risk falling behind year after year we care deeply about our students [Music] and believe that they deserve the extra support in order to reach their full potential with that being said we understand that cuts must be made and that there is no perfect solution there are however some solutions that were suggested that may be better than others we urge you to seriously and thoroughly consider options that will not directly affect the sole purpose of our school and that's our students thank you for your time and [Applause] consideration years most of them City Schools I here to represent the kindgarten and many of the

038questions and thoughts that we had have been answered tonight because we were just told consolation we were not told what kind of consolidation you know this wasn't Vicky but was going to half day you know whatever so many things have that with that one thought to be given is Mr told us in the meeting last week that there's roughly about 51 students in go C for next year with the possibility preaching at 6 so what we have two teachers or two teachers if you're going to eliminate one for with that campus last year I students split between two rooms two assistants in one room myself in one room I was responsible for two rooms that was very very difficult they were wonderful assistance but I had I was responsible for all the children responsible for

039giving them the ass activities and recommendations and all that you know it's my responsibility this year is the first year in a long long time we have had a second 4K teacher in the building you know the last four or five years went to all day we were forunate enough to have G to take some of that student Lo go into that Center but if we're going to lose that teacher you know we are going to then have 51 to 60 students responsible in elementary school and currently we Ser we have one assistant sh we currently have 36 students in elementary school with two two teachers and one and being shared with you know that is needed sometimes in both rooms you know because they're little they're little people and they need help with bathroom

040and just all kinds of services sometimes our assistant is needed in two places and it's just not possible we are stopping construction to assist what's needed so I just want you to think about what would be best arrangement and if we are looking at the same number and today I'm read through an email from Epi from Sher p and it was from her in the department partment of children services and we had a graph and they were talking about um Child Care deserts in the south West section of Wisconsin is considered a child care desert not that it it pertains you know this particular situation our moving facility um it did the M out green specifically but just I'm Julie Ka um this statement is in response to uh the items presented at last week's

041uh special board meeting on behalf of the music department I appeal to the school board to reconsider a potential Hut of Music teaching position at the loss of a quality music teacher not only disrupts education but also burdens the remaining faculty eliminating a position will overload teachers decrease morale and risk bur not with sta protention ultimately impacting education quality this strein would extend to other staff disrupting schedules prep time class sizes and supervision duties in both buildings creating a domino effect across the district cutting a music teaching Position will inevitably lead the decline in quality of musical ensembles as students will have fewer opportunities for instruction practice and performance for instance teachers covering their 28 Elementary music classes a week would not be able to teach lessons to middle or high school students without individualized

042instruction B inquire students musicianship suffers leading to fewer acces and prestigious festivals furthermore a decrease in the quality of music education May deter perspective students and Le to Decline and enrollment thereby trishing the school's reputation it doesn't make sense to propose the construction of an auditorium meant for music performances while simultaneously reducing the resources dedicated to music education without adequate teaching staff the potential of the proposed Auditorium to serve as a venue for enriching Fine Arts will be severely limited music education is one of the three pillars of our school that that our school stands by and supports alongside academic and athletic Excellence rech research consistently shows that the students engaged in music education demonstrate improved academic performance critical thinking skills and soci emotional development cutting these programs would deprive our students of these invaluable

043benefits hindering their overall learning and growth these music classes are not just extras they are essential components of our students education while they may not be required or subject to State Landa tests they provide a safe space and a second home for many students for some they are the only Refuge that students have these classes are not just desired they desperately needed for the wellbeing of every student into the city cutting them would be of service to our students in our community I wish the bo to reconsider their proposed cut to music education teaching position by preserving and investing in music education we affirm our commitment to fostering holistic development and academic success of our students thank you thank you [Applause] hello I am Mary girls and I am here to represent the special head

044Department in the elementary school um especially for Holly and myself we were concerned when we heard at the last meeting that the only assistance that they were thinking about rehiring we oneon-one assistance um Holly and I are both people that have assistance that work in our program and we feel like our programs have been very successful I will not be able to do that without the help us someone and I know there are people in this room that I have taught your daughters your sons or your grandchildren I can't do it alone to teach these students you need very intensive instruction in a small group you need something that is different and I need the assistant to do that um this assistant needs to know the program I can not have someone just come in

045for an hour during reading that has no background with wild and expect them to teach it it's just an impossibility and I always thought special ed was supposed to help kids reach their potential not just put them in a room and do nothing with them it's just very concerning we're also concerned about cutting the hours of assistance because Holly and I both need really good assistance to help us do our job correctly and to help every student meet their potential regardless of where they're starting and I just want you to think about that we need to help these students [Applause] thanks first and foremost I'd like to thank the school board members for listening to our legitimate concerns my name is Melissa Gil and I been at kud City High School for eight years as

046a cross paat special education teacher as a former member of the Armed Forces I have seen my fair share of reductions due to lack of funding budget cuts and deployments I have personally been affected that have seen the negative effects of downsizing within a unit company and Jet field these effects are long lasting and will change the school's climate for the foreseeable future when making decisions regarding budget cuts we urge the board to consider options that would have a less negative impact on students in cutting the potential elimination of the CT Department program with our school district it is imperative to recognize that the CTE department and the special education department are deeply intertwined it is ensuring the success of our students CTE programs play a pivotal role in fostering an environment where students can

047cultivate essential succcess skills such as effective problem solving abilities teamwork positive attitude time management and the development of self-confidence and self speaking CTE classes Foster the development of these critical success skills there not merely supplementary skills they are the Bedrock upon the future skills success and built students with IEP stand to be disproportionately affected by the removal of CTE programs removing these programs will not only deprive them of valuable learning opportunities but also undermine their Prospect for postsecondary education and meaningful employment it is essential to consider the long-term outcomes of our students after they graduate from high school each year I conduct a post indicator 14 survey which assesses the further education and competitive employment experiences of students with i as they transition into adult life the data collected from these surveys underscores the vital

048role that CTE programs play in facilitating successful post transition the data shows that students participating in CTE programs were more likely to enroll in higher education or secure competitive employment within one year of high school the success of these students not only reflects positively on the school district District but also has a tangible Financial benefits as each successful survey response brings approximately $11,000 to the school furthermore it is crucial to recognize that CTP programs serve as a pathway to success for many students who not necessarily pursue traditional acade academic PRS by equipping students with practical skills and real world experiences with regard to these considerations I urge the school board to reconsider any plans to eliminate or signic ific L reduced CTE programs within our district instead recognize all the invaluable contribution of these programs

051to build relationships with our students and their families will suffer we take pride in getting to know our students and their families so that we are better able to support them for their so many needs that the public doesn't see or realize we joke about being part-time mothers to our students and staff but the reality is that this is a very true comparison we see them when they're earning we see them when they're hungry we notice when they're clothes and their shoes are unwashed and don't fit we see when they can't afford meals and trips or supplies we hear them when they're frustrated our ability to identify these needs and help in any way will suffer if we are too thin and can't make those connections with our families with a significant administrative changes on

052the horizon combined with possible reduction our of our department the T of finding substitutes will no longer be a sustainable part of our duties any longer it will set us up for failure in expecting us to find coverage fortive buildings while our increased workload suffers additionally our ability to assist with stepping in classroom coverage behaviors lunchroom or recess assistance will significantly be reduced if not impossible this is an unly difficult time and we do not en the tough decisions we have to make please know that we app appreciate your time and effort and especially for giving us the opportunity to shed some light so you can consider what the reduction for our department would being for our students and the staff of our CU City School District I submit this to you on behalf of

054Scandal and Nancy Merin I can guarantee you we would not be celebrating this Milestone and is Miranda Doyle here yeah my son would not be here if was not um so um he took a genuine interest in Andrew met him where he was at and figured out how to help him achieve his full potential as a student but more importantly as a young man my youngest will be a freshman next fall she plans to pursue a career in animal andet Sciences Julia has informed me if our district no longer offers CTE programming she will need to open and roll in a district that does in order to achieve her education goals I fully support her in this decision these programs offer valuable skills and experiences to students that may not be pursuing the typical four-year

055education plan post high school for example take a look at all the AP classes in English chemistry math what percent of the student body enrolls in those classes I'm not saying they're not important what percent enrolls now look at all of the CTE classes and imagine the percent of the student body that invol in these classes and in fact many of those classes have a weight list to get into in our current economy all of us and all businesses are helping with resources and finances and this is the time to be widely creative with and diligent stewards of our District budget dollars cutting CT programs and teachers is only a Band-Aid it is not a solution to the problem in the state of Wisconsin it will be very unlikely that they will increase our funding

056in the future either in a few short years we will probably be right back here talking about a short shortage and struggling to decide what stays and what goes I grew up in a West Central Wisconsin town the same size of Cu City all of the small communities have their own elementary school but they all came together four different schools for junior high and high school they could offer those students so much more um what about brands has anyone looked into what is available for to Grant dollars to support these and other vital programs and services for our kids I have personally seen how CT programs and while importantly their leaders that changed the lives of my children and I'm willing to work towards a solution as well yeah [Applause] good evening my name is

058someone hadn't taught you how to create a meal or a business plan these and so many more life skills are what you were considering eliminating previous to this meeting from the school experience because not many students do these activities or that they are perceived as extra I'm not sure about you but I honestly do not know where I would be today without the opportunities afforded to me as a young person for Music Arts and other programs like FF and C while I can understand a need to limit already limited programs considering should up removing them Al together could provide Everlasting detriments to the future of our students as parents our two kids have had the opportunity to grow musically because we have have a program that has love them to challenge themselves as well as

059try the opportunities that were offered to them outside of the school district and at the state level both of our kids have participated in FFA events and are has learn in Bible schools and it's moood for Life class this semester that's let's face it because he's learning them from someone else and not his mom will help him to become more responsible U adult classes like our business classes are also places to help our students learn to adult better than any parent could ever help their students to learn consider again the lifelong implications of not offering students these types of opportunities is this the type of student you want to the students to be known as my second Point as you are making your decisions please put a little heart instead of that logic behind that

060as an impacted staff member of a rent layoff and one who has been able to teach in your schools for the past few months I've lived what you're CF are going through there is constant worry and concern that surrounds you each day from sun up to sun down it's like living in a world of zombies the worry that you aren't valued because you teach a program that has lower numbers or a seen as extra I believe you know how tough this is as you're going through it yourselves we were also not here in their shoes day in and day out trying to keep your emotions at Bay while also trying to do your everyday job supporting and teaching students to do their best your teaching support and frontend staff are amazing and they are doing

062will special education teachers and classroom teachers provide instruction for a class that includes students with value teams so differentiation and instruction is crucial in every one of my teaching assignments working side by side with one or more instructional assistance was vital to ensuring success of students the responsibilities of these professionals include that are not limited to the following direct instruction for individual students and small groups of students reinforcing skills with students needing raching and extra practice assist students who have special needs during large group classroom instruction so curent is accessible to them collect data on student progress for goals communicate with special Educators classroom teachers and other Staff Master curriculum in delivery often at a variety of trade levels utilize technology applications manage students with social and behavioral difficulties which may ow following a specific

063behavior intervention plan assist students who have physical disabilities or medical issues establish positive relationships with students assist with preparation of instructional materials attend staff meetings with Services assist on field trips complete documentation of grow for professional goals is mandated by DP provide daily Supervision in several locations including outdoor recess indoor recess student arrival and dismissal the cafeteria Crossing Bar Dy plus supervision the existence of PA Professionals in the classroom whether special education or general education allows certified teachers to manage every aspect of instruction and classroom management without sacrificing the needs of any student compensation for these positions consists of an hourly wage along with a health insurance benefit package typically take- home pay for a care professional barely matches a current living wage for St I know Care Professionals who take on extra duties within

064the district not only because they care about kids but because they need to supplement their income some also work non-school related jobs Beyond school day the health insurance benefit is crucial to the financial well-being of these employees without that benefit I can't imagine very many if any of our assistants will remain in the district and attracting new candidates for these positions will be next to imp possible maintaining the high standards historically valued in this District requires retention of our instructional assistance I certainly do not end with the task you now face I only ask that when making these difficult decisions you do everything possible to retain and compensate staff who directly provide education services for our children and this doesn't professionals thank you for your time and attention good evening my name is ky and

066think it's important that we touch on all aspects here how this will set the students as well as the teachers I know we're SP to focus on the ramifications to the students and I will get to that but if positions are eliminated and the remaining teachers are asked to absorb those what does that mean typically this means that the teachers who remain remain will be asked to take on extra duties in doing so there are many so many things that can be affected by this one being that the teacher May no longer have the time to do lessons during the day with their students they will have to add hours to their dat to accomplish this besides the extra duties that have been just thrusted upon them is that fair do they get extra pay

067for those extra hours what about the burnout if anyone is burned out at the job can seriously affect many aspects of their lives in this case would affect their ability to do a quality job for students there is also the possibility that the teach teacher would just say enough is enough and leave in turn uprooting the relationship that has been built between the teacher and those students when I made my daughters aware of everything going on in the possible Cuts music program they were very upset all three were very active in ban and require and some of the things they shared with me that they felt about their experience been music over the years here at City included one so many of these programs give students a reason to come to school not all students

068are good academ academically and music art egg food Etc gives them something to enjoy as part of their day two the student teacher relationships that are built in these programs are important in some cases these classes are a safe space for kids three for my daughter Nicole she said for me the Arts were the one thing that kept me going through high school I could go to band I could go to the band room or art room and just be especially my relationships with those teachers my safe space Arts are so important because they are more than the physical production we are losing so much creativity in the world and problem solving skills and four they were given opportunities to form with larger groups through [Music] honors this is all very important to us and

070to know that we are here and we are here to answer your questions please start asking them please come in please see what we are doing we are here for kids please make your decisions based on what's best for kids thank you [Music] [Applause] hi I currently have three children attending to the city elementary school they're in second grade and four-year-old kindergarten I came today to plead to you to not eliminate a 4K certified teacher sounds like that was last week and here it tonight but have Miss feel anyway having had kids at the school for five years now I feel like the 4K program has finally got on track this year key benefits to having two certified teachers include more direct instruction all day structured activities and more organization I've noticed these differences this

071year compared to when my oldest da was in it is important to keep class sizes lower to ensure that all students are getting age appropriate assistance instructure this will start start to set them up successfully for kindergarten if we switch to half days where will kids go the other half the day Child Care is also in a state of Crisis due to Cs and funding our local Child Care Center centers don't have the capacity to enroll foury olds back into the programs because there's a lack of space current daycare laws require one staff per 13 foury olds one per 13 of a four if a 4K teacher is eliminated that means one certified teacher would need to report on 50 plus students next year that teacher could have five assistants but that still means that

072one individual would have 50 sets of parents to have meaningful conferences with 50 students to monitor for early signs of special needs and at the end of the day have to try to remember and differentiate between interactions with 154 yearolds how can one person do that effectively unless there's a robot signed up for this It seems impossible to me I Cuts need to happen but I don't think we should see those cuts made in the 4K program as especially after all the progress It's Made it would be a direct service to the 4K students and families that are eager eagerly looking forward to starting their education Journey thank [Applause] you hello my name is is well and I'm currently a junior at C City High School today I'm here to speak on behalf of sccla

073and the school of work program I'm most respectable student who is being directly defected by this C so first of all at ccla I currently Public public relations officer OFA and next year's president this will be my fourth year in sccla and I witness firsthand the positive impact we made on the community in our school sccla is a great program for students from all backgrounds to come together give back to the community we participate in many activities one of our PRS being Comfort bags foro patients the club gets together and makes five pillows and bags activities to donate for local hospitals we also Le winter clothing gr to give back to the less fortunate in our community during winter months not only does sccla benefit our community it also provide students with a club that

074focuses on inclusiveness and the leadership development sccla provides a platform for students to come together Mrs plays a vital role in fcla in the running of it in my four years Ina I've seen Mrs tily create a fun productive and helpful environment next I'd like to speak on School of work program having a teacher and advisor who really cares about her students and their Futures makes a world of difference last summer M City Bank was looking for a new youth apprentice and Mrs M noticed my interest in finance and kind mentioned by name to to the City branch manager shortly after um Bank St to me to encourage me to apply after a string of filling out the application to going through the interview process I was offered and accepted the job through this experience

076and people in our community [Applause] thank you so much for allowing myself to speak uh for those of you that don't know me lot people doing to Hazen District resident I high school principal here 2009 or 1997 2009 great great School District I inherited when came here as a principal it was a master school at the time we were probably one of the 10 best schools in the state Wisconsin look at the ratings and currently we're about number 30 that's great we're still you know one 400 and some schools were still there lot of work to do one thing I asked president Andrews dad I'm going to try and keep through three minutes I got a couple it at the end I think everybody would like to hear so if I go over three minutes

077I would ask for that EXT time my last speaker no oh I'll try okay first of all 2023 building referendum great results bring to keeper City facilities done so we're keeping up with our surrounding schools we didn't do anything else what what surrounding schools have done so we're finally getting us up to where everybody else is open R time back no tax increase I personally believe that's why that pass because it was marketed as own tax increase and it was the only problem was when the 22 taxes came out people didn't realize the school taxes went up but it wasn't until the 23 school and that kind of gave a negative reaction to people I heard that but it wasn't your fault that's just the way it was um too bad it's taking so long

078for our buildings to start I understand federal government is dragging their heels that's too bad because if start to see some billing bricks going in add the to exchange every they see where the mone's going so again uh biling ref great job now one to just want went down the 2024 spending Camp terrible time you know no State help or school aid as hopefully we were all hoping because you know they were talking about billion dollar deficit we'll talk about that a little bit later but nothing came across that was expected to help R schools none of the 33 rural schools in our cesa have gotten any help and that continues and I'll talk about that later the marketing of the referend is fantastic the videos that were on the School Board site fantastic answered

083has ever been able to motivate me so much this is such an important position for students who need that little bit of extra help they need the ex support and en to push them push them and encourage them to keep their grades up and get through high school if this position gets cut it will put more pressure in work on other teachers and on the counselor to help students with testing assignments I believe that M Williams is and will always be needed at high school level and I feel that you'll be doing a huge disservice TOS students by eliminating your position I hate the thought of Cs students not g the same opportunities with my that I've had thank you for this opportunity to [Applause] share thanks about teacher currently I am the head of

084student te and uh um at the University in PL an internship State and we have place this my I've been actually 15 years since entire year I've been involved in the education department for training new good teachers and I don't know if you saw the news recently just the other day CBS had a been report 60% of the teachers that entered the field 5 years ago are now 60% in this country channel 3 did another similar thing happen so we're having a big teacher gr why because it's so much different much I can I can be I can tell a story with be last year she had was in charge of two classes 21 I believe in the class correctly wrong correct me if I'm wrong I had had an intern or a student teacher

085rather assigned to her after the four first four weeks this is 4K she was bit car slapped hit knocked down and called the F five and six times every day I had a p after six weeks because in most shouldn't hand anymore that's what's happening that is what's happening in our schools now in the elementary schools especially that's why we need these support groups we need mental illness uh instructors to help but we need that's got to come out from our tax that's going to come from our state federal cof that is what's going on that's why you're having a hard time teachers so after I was a princip with had 21 High School teachers 15 of them had more than 15 years experience the other six were less than that they had great mentors

086our students had the best elementary school was the same thing I didn't keep track but I know that 34s of them had 15 25 to 30 years experience great mentors for young teachers and look at it now we have about to say am of teachers full-time teachers and I'll bet you in the elementary school there probably isn't even a third them that are 20 year veterans they're new same thing at the high school the staff I think I C maybe 11 staff are just still there so we do that we're losing and and we have to do things that we can keep our new teachers that are here culture them make them like Comm City High School give them support starts with you people and then it's everybody the whole Community has to show these

087people that Cuba City is a great place to be and great a great School District to live we now have coaching going on what is coaching back before this act 10 that was passed in 2010 on that that was the saor takeway teacher me is everything else you Crea it's not a coaching game other school districts Will Call some of your best teachers up here and say I have a math opening come we'll talk satday and they can leave they can offer them $10,000 more dollars 20,000 more I've got beginning tech ed teachers come out of college and they're they're out there and they are part 60 70,000 for starting wage and then they're in a school district where a kindergarten teacher is getting paid 53 for being here 20 years that is not fair

088that's another thing you're deal with you start cutting you're not going to attract those people you're not going to for to pay those bonuses that you're going to have to do te unless you can keep our teachers that are here out get the mentor get so B and again less opportunities in teaching and classes less less student quality and the students don't get um you're going to have the perfect State you know our our buildings and grounds are going to be perfect not the students to come because open enrollment they're not going to come they're going to start leaving they come to City because do the best when open the r and started way back when we have all kinds coming in not only are they Athletics no not always state budget I wish if

089we had Travis travel and we had Maron sitting right here they should be here tonight they should listen right now the state is projected by the end of being next by 3.5 billion Cirus one half is saying give it back to the taxpayers return it to the taxpayers the other half is saying give it to World schools give it to those that need it we need to get out there and we need to tell those legislators to help World schools we need to do that there's election coming out in November and if they're not willing to talk to you about that that's how we can change it that's how we can change it so again it's begin quality what voucher schools I'm not talking about s r and our other Catholic schools they don't get

090that Mone they don't qualify for the kind of vouchers that paying the public voucher schools over our schools we need to work on that with with our legislators too now the next ref we lost the scri refer this sent me today 146 votes that's what we lost about Cuba City won it by about 47 vots in all the successful referendums that we have here in Cuba City School District when I was principal here we the Cuba City city Cuba City had to pass in three to one in order for me to pass Jan work to PO she came home and said how' they do we won by about 50 vs I says pass because we have to you know our our West neighbors again we've got to get them involved we got to get them

091understand what's going on so they appreciate yeah they don't have the school in without the benefit but tyy Bill and keer and our Western townships we need to get them involved and see what what's happening here I don't believe that the majority of those no voters are saying that because they don't want quality education what they saw was that tax increase and that's what we need to go out and we need to work on that now for those referendum that passed we did all of the marketing things that you guys did only we did one thing else different we went out and we started a committee that went out and worked for yes votes we had a plan where we had 100 people H 10 people that they know that they could get 10 votes

092and get them to V that's a thousand votes and it worked I know for superintendent here that now lives in Illinois myself would come back we' be glad to help if that's some that you want to go to try and get a ref friend pass because I believe number one that we did not have to turn up and there's a lot of people that didn't vote vote Yes but you got they do not go online and read look at videos a lot of those like they don't do that when they get Mars they probably got made up it you know there's so much inconsistencies and and fact everything else out here you don't leave L right that's why you got to get out you got to talk to people so again that's my comment tonight

096going to receive it and there's $8 million there instead of doing additional $8 million worth renovations to the the building if we can put that on a referendum to take that money instead of building and gr or for building referendum to use that as an operating referendum we would have plenty of money to keep going for years to come and you can put that additional $8 million into this facility but as Mr Hazen said who's going to take care of we got additional buildings to heat we got additional buildings to take care of it's going to be a problem also the other thing on my list is running additional facilities I seen that on a thing and one that I had is um I was kind of blown away but Sports referees now I know

097we got to pay for sports referees and it's in the amount of $440,000 for our different Athletics and I'm wondering if there's a way that to our booster club and I know they do a wonderful job and they get back to our school but if there's a way that our booster club could pay for the referees for those games and then any additional money they have after that I know we're only talking 40,000 but we're talking 40,000 that could be the difference some's job right so those are the the list of items that I I have that I I do appreciate all the time that you put in that you guys did come up with $600,000 but I think in the additional third parties that we PID we can e come up with the other

100item C is approved the contract of school perceptions for the community survey that was mention brought up in my board report contract is a little different they kind of break it out look like last time it was9 $10,000 this time um they 10% last 56% us so we would like to use this to see okay these are the things that already cut if we pass this version of would you support this version of the referendum and that would bring back none of these positions the next option bring back a couple of these positions one option would bring back bring back all the positions we like to see where our community obviously a lot of feeling and supporting the gym for this but we wanted to send that out to all of our 2000 residents and

101have that factual data back that say okay now that we theun this be able to bring back these positions that's my are there questions Mr regarding that school perceptions Community survey obviously came to going do we have to participate in all of those sections can we pick and choose what we think we need I know there was like a list in the prices and the optional services but do we have staff and people at our disposal that could help us with some of that stuff so we didn't have to send 10,000 when I read through it I didn't think there was a section that be able to handle in the timely that we need to is which is so if we approve it right now we approve the whole thing only that we pay as

102we number mail outst but when I use 2000 to go out and is that typical to other places that you the same company two years ago and youed done before that that was my first time and rest of the bo you feel comfortable with that purchase of $10,000 well I'll just share for a little context this is just one example in 2017 we had done more informal um polling and kind of that those surveys it was not nearly as accurate or successful when we were trying to do it just as like a team volunteers right we got only got about 200 recipients where School perceptions with the 2022 gave us incredibly accurate that's just what I need to hear because as a person that wasn't on that board and maybe people in the audience are

103like $10,000 wor sending on what I that we were cutting you yeah and I fully appreciate that I'm I'm also way the you have to put the money in know what it's going to work I think that's why we saw failure as we discussed tonight um we didn't have the data we didn't have the input from our community or the information out there so it feels like an unfortunate have to spend money to make the situation okay having been on the board long enough to be through referendums that have passed and referendums that have failed I personally will feel much better having direction from ay because I guess what I recall from the previous one you actually ask arange of what dollars they support and so we would just I guess I take sh right
