okay so 7:20 okay all right we good Mr Williams and Mr Burton okay all right it is 6:30 we are going to go ahead and start our Schoolboard meeting tonight on November 11th we normally start with the Pledge of Allegiance but given um what today is Veterans Day I would ask that all veterans please stand in the room to be recognized I'm sitting next to one there you go okay Mr Glick as well all right thank you all very much for your okay um if we could all now rise and for the Pledge of Allegiance the United States St of America and to the rep for it stands Nation indivisible Justice for okay we do have a full board here tonight so I'll call this meeting to order Dr Phillips thank you Mrs wion we'd
like to start each meeting by uh reciting our mission vision and core beliefs uh to remind us of the reason that we're here this evening bcsc's vision is Cho and relevant phys and social and psychological needs are met that our community and School District district are stronger when we partner with one another democracy are by Civic thank you okay so we will start with a public hearing on Ed Flex waver M so um I think there was some explanation and what came out to to you all ahead of time we've posted a public notice um as required for this Ed Flex waver it's a new um public procedural thing in terms of offering an opportunity for com comment on um or public comment on our application for this waiver that is around the qualifications and
um getting highly qualified teaching assistance in our classrooms that are federally funded so at our title schools it allows us some flexibility in being able to do that um not only by their schooling and and that sort of thing but also by ways that we can train them to be highly qualified in the classroom and give us that flexibility so and so in the past back when I used to be in the same role that Mrs scha is any that was paid with title funds with federal dollars had to either have a bachelor's degree or had to to pass a a it's called the parpro test um cost them a pretty significant amount of money to take that test created a barrier for us to be able to hire people for those positions the federal
government now says you can wave that requirement for these teaching assistance classified staff position but you have to go through this process of advertising that you're waving the requirement and then also conduct a public hearing and we and we've been sorry to interrupt we've been waving that requirement for a number of years they've just changed the procedural process of allowing for public comment so we've been training through some some bcsc modules and training processes through our own PD to help those folks be highly qualified before they're in the classrooms just with more flexibility so that we can do that with the right kind of individuals working with our kids and so it's not this does not lower the standard for um our staff compared to what it was last year but at this time uh
if any member of the public uh wishes to comment on this this waiver this is the appropriate time to do so I think that was appropriate wait time yep it was okay thank you thank you Mr Chef now we get some recognition fantastic that's right Columbus North High School Mr Clark or Mr Lewis and our um our first ever boys individual tennis state champion from Columbus hello uh good evening everybody uh my name is Brian Lewis I am the athletic director at Columbus North High School and just want to say thank you guys for acknowledging for his um success that he's had um this season um in the fall so a couple of items I want to read out to you guys just to let you know the success he's had over the last four

special recognition for us about another one of our staff members hello I'm honored to be here my name is Adela dicki I'm the was the chief technology officer for Northwest Allen County Schools up in Fort Wayne for a number of years uh before retiring but I continue to work with the Indiana CTO Council and a program that we call the CTO to be program which is intended to help find future education technology leaders to take over CTO roles so that some of us can retire so as part of that program we um we bring together the CTO to bees and mentors and pair them up so that they can work together for the year um and hopefully then at the end of two years they can also sit for the exam that Cen has arranged
the certified education technology leader exam which is why I'm here tonight for Anastasia um Anastasia went through our program I believe last year and uh I spoke with her Mentor today and she the mentor said that um she had a wonderful year working with Anastasia and actually took ideas that that she was given back to her own District too so it was a great partnership for the two of them to both learn from each other and and benefit their schools so I want to congratulate Anastasia but also let Mr Williams thank you um Anastasia joins just a handful of Technology leaders in education with the cetl uh certification now there's a lot of backgrounds in the technology leaders of Education districts from education to uh the private sector to even some just lawyers or business
people so uh it's it's a difficult or at least a different environment that takes some dedication to learn and Anastasia like we talked about in our mission not too many slides ago uh are dedicated to expert Learners and investing in people Anastasia started as a TA at Central moved into a teaching position and is now one of our District's uh best technology leaders as an educator so she really exemplifies what I think this District wants out of our staff um and it's a privilege to be able to honor her here tonight so so thank you for the time congratulations another picture congratulations congatulations one more picture C you're fine he does amazing things with that camera and before Mr Williams moves on to the next item on the agenda which is also led by Mr
Williams I want to uh embarrass him by pointing out that none of these recognitions in his Department happen without him pushing great people to do great work um under Nick's leadership we are now the only District in the state with three uh people working in our technology department who have this certification so thank you Mr all right Switching gears here um I want to thank you uh for the time to talk about a program that is extremely important for myself and for a lot of people in this community and that is Friends of mioshi uh we have not been able to give a board presentation for a while uh mainly because this is taking a while to get back up to what it normally was after the pandemic uh but we thought it was a
great opportunity to talk to you about again in this wonderful relationship between the city of miosi schools and bcsc this is a 30-year-old program now Janice uh Montgomery was one of the first ambassadors who's here and we have many other friends here that help support this fantastic group um and we're going to talk to you briefly about some of the things that bcsc does the community does to help welcome and really make this relationship what it is today and that is uh every year we have mioshi students come visit us they stay with middle school students um and are here for a week and go to school we also have a group of high school students who are studying Japanese under Mrs baz who's also here um who get to visit mioshi and also have
the privilege of being able to stay with students over there um in Japan and mioshi due to their generosity is the best word I can describe it is they send an educator every year over to uh mioshi for a week um and several ambassadors are here as well um that has been able to do that over the years and I'm going to pass it off to Blake who kind of LED this year's visit from Moshi thanks Nick um and I'm Blake Manuel I'm assistant principal at Columbus East High School for team 2025 and I've had the privilege of working with the mioshi partnership um for probably over 10 years now as a teacher at Central Middle School as an assistant principal at Central and now assistant principal at East and um with this visit from
Yoshi they come every year usually in the August time right at the start of our school year um and this year they brought 16 students three adults and two adult Leaders with them as part of this visit and and when they come they partner up with middle school students um as host families and the mioshi students stay at the homes of our Columbus students and so this year we did a number of group activities every year we visit City Hall and have time with the mayor we SP time at the Columbus Police Department um they love talking to the police officers and getting to see the police cars and we had the chance to meet officer plank outside this year um where they were able to ask just a ton of different questions um you
know how police uh policing compares to the movies and all that stuff and kind of going through those conversations and um one of the other big things of the trip is that we do a a field trip where uh north side and Central students travel with the mioshi students to Columbus Youth Camp and they spend um the day there doing team building different activities and that's at the very beginning of their trip and it's a way to kind of form those bonds right away as they get ready to spend a week uh literally living together and sharing life together um so starting off the week at that Youth Camp was a great time uh every every year as well mioshi pays for an Arigato party and that's their thank you party and that's their way
of saying thank you to the Columbus Community for hosting them and for spending that time and um this year arato party was at Northside Middle School um where our students got to participate in in games from that the Moshi students prepared they did songs they did Dances all in the north side um cafeteria area and this again is just a great time for all the families to get to come together and to kind of share in this experience of of Hosting these students from mioshi uh one of the highlights though at the beginning of the trip was our students all of our students traveled to U North High School where they met um Mrs Ba's Japanese class and they spent time there interacting with the students in the Japanese class class um and spending time
introducing themelves sharing about um their favorite hobbies and things that they were excited about on their visit and then they were actually able to have a lunch prepared by um the C4 students in the culinary arts program and Chef KY and just continue that conversation over the course of lunch and and sharing that meal and so that was just a really exciting time for uh the Columbus students um who some of them also traveled to mioshi this past summer on a field trip um as well as the Japanese students coming in so um again just with the partnership uh we try to even it out eight students at Northside eight students at Central hosting these mioshi students and spending a week in the classes um having school lunch riding the bus sometimes just really living
that life and so right now I'd like to introduce will Andress who's a seventh grader at Northside Middle School who's going to share about his experience hosting a mioshi student hi my name is Will Andress I a seventh grade student in noride middle school and my family got to host a mioshi student named haruma one of the things I learned after hosting was that even though we lived very far from each other we still had very many things in common like playing basketball we had siblings and we had like uh we we had very many games that we like to play um one of my favorite Parts after hosting was that we got to play basketball together uh he taught me how to count to 10 in Japanese and we rode my electric scooter um
his favorite part though that he told us was going to Skyline Chile playing basketball but I think his favorite part was probably going to Texas Road House and eating all of the rolls that came to the table I had a very fun uh time hosting and I had I got to learn a lot of Chinese culture and I wish to see him again thanks will um so again that's just a little Glimpse but tons of food lots of different stories of all the different places they go and eat and zahar coast and just I'm living that life uh I think you were given a blog post written by Will's dad um just sharing about their the impact that having a host had on that on their entire family and so that was really exciting and
um one of the other things we do during the visit is we take the leaders around to the different schools and so we hit almost every single school we took them to um the new school location we took them to Parkside to see the renovations there and we took them to um many other elementary schools just to see those changes um but one of the biggest events was we went to Southside and spent uh a lot of time there with um some of their students giving a tour and so right now I'd like to introduce Soju AA who's a sixth grader at Southside so he can share a little bit about their experience of having um the guest at Southside hi good evening K my name is soier w and I am a sixth grader
at Southside Elementary School I moved to Columbus from Japan with my family when I was in grade I used to live in chiva perfecture which is near Tokyo when I moved to Columbus I could understand a little English but I couldn't say very much over the past 3 years I have studied hard and learned a lot of English I was a little nervous to help the group from mioshi but I was Su successful and felt proud of myself I think that knowing two languages makes me special and I think it will me it will help me in the future I will recommend visiting or living in another country to anyone because I feel that experiencing different cultures give you New Perspectives I hope other American student get the opportunity to visit Japan and vice versa
other Japanese student get to visit the United State thank you so the other parts of this beautiful friendship is that again miss baz has the privilege to be able to take students over to Japan and there's a picture of them in Tokyo which is about four hours away from mioshi um but they get to meet students there that are attending their schools and also get to stay with some of their families and Chef KY uh was able to join this summer and it was the first time in a few years that they were able to go so it was nice to continue this part of our relationship and then the last part is that again uh miosi said SS a Goodwill Ambassador from bcse every year um and has for 30 years which is kind
of hard to believe Blake went in 2023 I went over fall break uh just last month um and Beth Bowers is going to be our next Goodwill Ambassador in 2025 um and and it is you're a celebrity there it's it's quite amazing but the best parts are that you get to talk to the students you get to go to the schools teach them about America and then just connect with people who have traveled over here for years um it's just a deeply Rich uh type of experience one of the best things I've ever done and to be able to do it with the schools it just makes it that much better so thank you for the time and we'd be happy to answer any questions uh about this wonderful friendship any questions from the team
no hey the picture of the food that's a lot of cheese and Fries they're going to have a very bad impression of our diet here in America he was he he told us that he thought American food was kind of like uh a lot worse than Japanese food but he also uh cooked for us one of the days and he made us this like uh lettuce and like bacon meal but the bacon wasn't fully cooked so now I will say I told my girls when I got home that there was no bread or cheese there and they're like nope I'm not going I very much appreciate the students coming to talk tonight really nicely done thank you very much that was very helpful okay I believe we have school Ward member reports um we'll start
with Mr Bryant do you have anything tonight no Mr major no only thing I have is uh Redevelopment met last week with a special meeting to talk about buying a new salt Barn when they move Department of Public Works the other side of town other than that nothing from the Health Trust no changes so thank you nothing Mr sh um I don't have a report that County Redevelopment meets on Monday November 18th so next meeting I'll have an update from them just a couple quick things from the school Foundation uh and this is primarily aimed at any teachers out there that might be listening uh the grants process um is still working on uh we're still continuing to work on that process with the goal being that that will be rolled out uh soon after
the first of the year to replace what used to be uh donors choose uh yesterday the school Foundation held um a successful event at East yesterday afternoon the Wizards game it was a fun for very fun for everybody who U was in attendance I know I was there with a lot of family members able to see my brother Chris play and uh one of our adorable grandsons Liam was taken to Center Court by lunatic and uh and uh was able to uh make his lay up and then uh steal the ball from King Arthur and remarked afterward that was the best day of his life so yes that's it thank you Mr I don't have any okay Mr Schultz it was actually a very busy week for me uh we had the ccic meeting this
week where we went over IAD strategies um we also got some insights onto the cohort's best practices um so thank you Mr Edwards on that and then uh safety is going to be reviewed in the next meeting and then today we also met for the Hall of Fame uh selection has been confirmed but will not be announced from this section and it'll be announced I believe in January with a banquet follow so uh stay tuned um that information will come to the board here in the coming weeks thank you cabinet reports thank you Dr bosan has an update on our official fall count from the beginning of October I do um as is normal protocol this time of year we have our official count from the ADM which is average daily membership which um these
are K12 students that I'm not doing anything uh I I'll keep talking here Nick will Nick will fix us um K12 students that um determine our state funding for tuition the um Des reminder there are no prek students on the um on this data at all um can you hear me okay am I am I coming through okay sorry I can't I can't tell very well from where I'm sitting here so um a couple of notes uh for your for your review here um we're actually up uh 20 students from September 24 back to September 23 which we're uh we're pleased we're pleased of that result 11 , 396 officially compared to 11,375 the same time last year uh I note that because um according to our demographic study we have some slides that we'll
share here um in just a moment we're actually our ADM um is actually outpacing the um what was projected from the demographic study actually both demographic studies that we've had in 2016 and 2020 um we were actually um expected to uh lose about 53 students between September 23 and uh the current time so being up 20 is uh certainly uh benefit and and we're happy to see that um the anticipated according to the demographer the anticipated enrollment was to be 11,281 this year so um we outpaced that projection last year and this year um I'll mention that the kindergarten numbers are lower as you see on the left-and side uh from what we've seen and heard from others um that's a trend across the state of lower kindergarten numbers um generally speaking and I I'll
mention also um I think that part of what contributes to the fact that we are up 20 students is in our high school grades we have um we are down 41 students between grades 10 and 12 uh normally that um over the past eight years that average a loss of 87 students so uh going from an average of losing 87 students in those high school years to just 41 I think is a complement to our high schools and the work they're doing with the cohort models and and and building those relationships with students Dr fil you want go next slide thanks this chart you've seen uh you've seen this last year when Dr Phillips had done this presentation but the line at the top is indicates cumulative growth of enrollment so since the um um
since 0304 that's a net gain of 1,339 students and uh roughly a point I'm not sure what to do about that Nick I don't know it's probably sorry um it's about a 610 of a point um increase over over that time a couple of couple items here that I'll note the um the large gain you see in 2015 we did not not gain 594 students that year that is the year that the state counted all kindergarten students as uh uh full tuition students versus half time sorry my prior to 2015 check check getting tested here on my resiliency I think um restate that again the we did not have an increase of 594 students in 2015 that's when the state county kindergarten students as full tuition students prior to that they were counted as half
tuition so uh that's the result of that um the the dips and the gains that you see otherwise uh back in 2009 and 10 uh you may recall that's when a local charter school had opened here in Columbus and that school had closed in 1314 you see the um 148 student loss and the 74 student gain and then um ironically the other the other big bump there is 124 students in 2122 which is um students we gained during during covid time the last slide we have up here for you is just a comparison of our um our enrollment comparatively to our demographic studies that we've had so the blue line is our actual ADM that you see there the the orange line um and the green line are the demographic study so the orange line
is from the 2016 study and the green line is from the most recent 2021 study and if you look closely you can see that the blue line as I mentioned before is outpacing both of those studies um according to the demographer so um I know Mr Schult you had asked um a couple meetings ago for an update on the on that demographic study um here since where we've been a couple years are moved and where we have that preliminary data we actually think we have a call with Dr breig tomorrow to to review that so we'll have that to you just as soon as it's it's ready to be reviewed so um with that I will uh do my best to answer any questions you may have yeah I I appreciate that and I was
just about to bring it up but the one question I also have is just because we're really focused in on increasing the elementary capacity is how does the elementary ATM compare as well right because a lot of it may e and Flow with the private schools and everybody that funnels in at the high school level but the 12th Elementary is essentially to increase our capacity by one 10th probably once you factor in the smaller Elementary School we project that ADM growth to offset some of that capacity needs well we do um and that's that will be a benefit of getting that updated demography study as well so far we've been outpacing as I mentioned the high school um but the fact that we're up um 115 students um since the um we had the study
reviewed a couple years ago um would indicate such but that will we'll know more when we get that study returned to us yeah I think the two areas when when you talk with this de demographer is the one two areas that I'm noticing the most of when I'm looking at the taxpayer bills is we've seen like a I believe I was talking with a couple members of the County Council a 4X increase of people that work within the county but they reside outside the county and so a big question mark that I'd like to see if that trend is going up especially as people are looking more with cumin and the practices of RTO some people may be willing to move further if it's only two to three RTO full five day work those are
questions like how does that behavior impact I mean because res we're really driven off residency not necessarily employees right yep thank you any question I have couple questions on the first spreadsheet um yeah so the new Tech students um I assume those are not included in the East or North numbers that those are if if they're East North students but going to new tech they're just counted once in new tech is that correct yes the 353 for new tech is not duplicated in the East and North numbers correct and um I think this is maybe a comment or a challenge a challenge for us and we we saw this in the our discussion around the cohort models and how they fit is that we have two high schools that are very different in size and
it looks like that's at least from last year to this year that has become more of a challenge um I'm curious how many of those um are transfers in the past it's been fairly even transferring between schools is that still the case or what are those numbers like yeah so I Mr Edwards can speak to that I I I do know and I don't want to speak for him um the uh the High School principles and the leadership there do factor that in as they're making decisions on on accepting of transfers uh but you'll you will notice that that that divide is is in terms of enrollment between the schools is increasing so North High School you can see is has increased from 1932 to 2075 um students that enrolled there and East has declined
just just a little bit um um so I don't know Mr Edwards you can you you want to speak to that better than I can on the process I don't have a lot to say about the uh process but I will say that those numbers are fairly flat so when uh you ask the question you know do more students transfer in the North or more students transfer in the East there used to be uh again some discrepancy uh and we would see uh more of the students transferring into East that has not been the case the last ser or three years and so that is fairly flat it is it's fairly even nobody's winning the transfer um nobody we're not nobody's seeing um larger numbers it's it's it's flat so the increase and decrease we're
seeing is is from basically the change in The Homeschool population by District that is correct okay particularly in the last two I would say the last two years that's been the case prior to that it was that there was a net gain of students to East from in the transfer and historically until about 2019 is when that started to flatten out the last couple of years that increase at North has just been we're seeing the same thing at Northside and Schmidt um just in that area the number of students that are locating there we're not sure if that's because of um housing turning turnover um where maybe older families are moving out and younger families are moving in but it is it is really concentrating in that that geographic area right there which I will
I will say that leads me to um to your question Mr Schultz about the of course the 12th Elementary the Elementary on another Elementary on the west side of town allows us to have additional capacity for future growth um but even if that doesn't happen we have problems that we need to address if there's not a 900 home development on the west side of town we have problems that we need to address for example Schmidt's enrollment being well over 700 and we still can't uh fit prek in that building which is one of our buildings where we believe our students would most benefit from prek in addition um building that Elementary on the west side of town allows us to District Shadow Creek into Southside Elementary right across the street from it so there are
other problems that get solved um even if we don't see some dramatic increase in elementary numbers um anyway that's it Mr N I think I interrupted did you have another question also no thank you um I understand why we didn't include prek here but I had a similar line of thinking how many pre students do we have today just 250 right now isn't that right Mrs hack about 250 between 225 and 250 and do do we feel like there's more of a need that we are not able to accommodate today uh definitely depending on the location yes and um certainly for financial assistance um we would see those numbers dramatically increase if uh we provided more scholarship spots yeah thank you and we uh at the ccic meeting this week last week sorry discussed the
initial findings from uh the lhp study into our prek that uh told us sneak peek here told us that um there's a dramatic impact on the I 3 learning I read I learn sorry I read three scores um for students who are um elel English language learns um it looked to be um somewhere north of 30 percentage points different if you attended our prek versus not attending our prek uh so dramatic impacts and we'll bring you more information on that probably at the next board meeting thank you question just a a reminder we do adms uh every fall do we also do them now in the spring yes what what month is that February February thank you and the the other thing I'll note on this slide while it's up there I just pulled it
up um to remind you another dramatic Trend that continues is just the decline in the number of students who are in the CVP program uh we were 458 at our height in September of 2021 uh and then down to 222 now part of that is also attributed to the the cohort model where the um teams are now taking more control over whether a student transfers to CVP and um are if a student's not successful in CVP they're going and telling meeting with the family and saying that student needs to come back in person where they can be more successful thank you Dr bosan thank you uh so this would be a time in our agenda for public comments um just a reminder that if you would like to speak on any topic um you can
come to a school board meeting there's always a blue sheet on the table when you walk in and you can sign up to to talk with us for 3 minutes um on the screen you can see a list of some of the notes for for speakers but we do not have any speakers currently signed up tonight so I will I will pass over this part thank you Mrs to approvals under old business tonight I request approval of the minutes of the regular school board meeting of October 28th I move that we approve the minutes of our regular school board meeting held on October 28th second thank you Mr gron Mr Schultz as Mr Bryant was not able to join us in that meeting I believe he's going to abstain from the vote I'm just goingon
ignore you this time just one time Mr Brian okay so we have a motion and a second are there any questions or comments on the minutes from last school board meeting no okay all those in F favor of approving school board meeting notes from October 28th please say I I all those opposed please say nay motion carries 60 thank you and then tonight under new business request approval for supplemental contracts field trips and professional leaves school fundraisers raisers the claims for for November 11th and the pre- runs from October including the one payroll uh also in addition to the one payroll uh from the middle of October and then also items uh e through J the policy reorganization work which just a reminder that was uh 13 policies to replace all or part of 50
current policies that integrated several of the changes that were uh suggested by Mr major and Mr nen also item F permission to bid Phase 2 projects for Johnson Early Education Center to allow us to double the capacity for right Beginnings item G is permission to bid C4 at East item H is permission to bid the Smith renovation and item a is related to the hear I'm sorry item I is related to hearing we held earlier and allows us to uh ask the board for permission to approve that flexibility for the federal programs and then last item J is permission to purchase four portable classrooms uh for use initially at Schmidt during the construction phase of uh Schmidt but also possibly following that as we move prek back there prior to uh likely redistricting in a
couple of years so again request approval item number 10A through J I move that we approve line items 10 a through 10j as presented second thank you Mr Schultz and Mr Nan are there any questions or comments from the board members on items 10 I just have one comment Dr Phillips and it was from a constituent that I was talking to last week is that it was very appreciative to be able to see all the contracts and I don't know for anybody listening in you can go on board docs you can look at all these publicly nothing in here is blocked and so like I just want to say thank you from them and also Dr Boseman on the portable classrooms I think it's going to increase our flexibility especially if we try to I
know one of the big concerns I got out Parks side was protecting the gym space as much as we can so um that's something that I appreciate okay I was going to mention the gym space was something that was important to people that I'd heard um the other thing on policies I I'm I'm still got some questions on talk through with everybody but on one of them uh actually there's two very similar the 450 and 550 450 is drug prevention and drug testing and 550 is student search and seizure um both of them I left some questions in there that weren't all answered um one of them was about who is going to do searches and so I think the question is uh or drug testing all that um there was nothing noted in there
about SRO and I feel like um if if we're looking at drugs or searching a a student's vehicle or Locker I feel like it'd be better to have someone from law enforcement there since they're fully trained in in especially the search and seizure um there were questions that I had about parent notification so do when do we notify do we have that codified in here somewhere that says you know we're going to talk to a parent um before during after and then in the process of doing this uh especially search and seizure um having it be a buddy system so it's not one teacher versus one student and it's US versus them um but having you know at least two people do the search along with possibly even video collection during the search to make
sure that you know uh nobody is is concerned that they're getting taken advantage of and we're to file like a fourth amendment complaint against search and seizure so I had those questions and then on employee background checks I know we removed one section but it's still in the contractor side so the the question the the section 4 that you removed is still it's it's still down here in the uh contractor side where it's uh School Corporation contracts for services may not and then it's got your section for so I didn't know so the section we removed from that is the phrase that read um for positions that work direct I'm not going to be able to quote it exactly but for positions that work directly with students that's the fa phrase that we took out
which is what I thought that both you and Mr Nan had requested that in fact we will not employ people at all that have that type of offense and that was for um direct employment this one is uh additionally an entity with the school corporation contracts for services may not and so this would be a service provider or a contractor side and it's that that's still in there in that section as well it's it's States tell me if I'm incorrect it states that we will not contract and and no no entity that we contract with could employ someone who works with us who has an offense of the nature defined by that Indiana code right but it still States unless a majority of the board approves the hire contract which is what state code says
so that's that's state law and so if if if in fact you wanted to approve the board wanted to approve having us either employ or contract with someone who had an offense defined under that the board would have to vote to do so so it says here that um engaged in a course of conduct involving repeated or continuing contact with a child that is intended to prepare or condition the child for sexual activity as defined by a code uh IC 35424 13 unless a majority of the members of the board approv such higher I don't think the I think the conditions for SE the sexual activity with the child's defined but I think this still comes down to if we know my my concern is this if we know that um we're going to contract
with somebody we should be telling them they cannot have someone work on our contracts if they have if they knowingly have an individual that has done something against that law that's exactly what we're we're working on that's what the policy reads and we're working with um actually with Mr mcgyver to U develop standard language that we will send to every contractor anyone that we contract with to make sure that they sign agree but this States right now when we change this it's still going to state that unless a majority of the board members approve are we still going to keep that in there that it's what it's what Indiana code says is that the exactly the words there that unless you all approve that we cannot contract with an entity I I don't believe we
should contract with them I agree with you Peri I agree with you and so the board the part we did change was um it said I think this is where in for those offenses it says in an academic environment and and Mr major and I both thought why are we limied that to only if it only occurred in an academic environment so that's the part that is gone now correct so it's in any situation correct and just for purposes of clarity I think to Dr Phillips's point the default terms of any contract that we would want put forward for the school corporation with an entity would say that entity will not hire or contract with an individual who engaged in this conduct that's what the contract would say period sometimes in the course of negotiating
a contract an entity may say oh well you know paragraph J can you change that paragraph K can you change that the board would retain the discretion to change that based on what you're saying and what I see the heads nodding I don't think the board would ever change that policy or change that provision in the contract but the default the default terms going out would say that that entity would not hire or contract with someone who had engaged in that conduct good so we're going to leave it like that that's up to the that's up to the board any other comments or questions on that one before cuz I want to go back to the search and seizure one just to make sure um we clarify on that one anything else so on the
search and seizure question some of the some of the details um around um parent contacts I think aren't addressed explicitly but it the policy does require us to document anytime that we have a search um I did think that it had that you wouldn't search Alone um that there would be two staff members in there Dr Boseman is nodding his head like he thinks it's in there as well um and so we'll look we'll look for that um on the question of um who conducts the search our practice within the schools for for decades has been that only an administrators um you know Deans principles assistant principles would conduct a search I would not want to um without talking explicitly with um Sergeant Smith I would not want to delegate the search to the police
department because then it becomes an actual police search at that point that that legal line between a school search and a police department search has some pretty significant differences when it comes to um the what you can and cannot do with the information that comes from that search um there are uh tremendously higher legal standards for protection from uh individual and Mr mcgyver correct me if I'm pretending like I'm a lawyer um and I'm misspeaking but much higher protections for the student if the police department is conducting the search versus a um versus a school staff so when it comes to school staff for example because um we have handbook um statements that say Hey if you're a student here and you're in um you participate in athletics or Co co-curricular program or drive to
school you're basically consenting then to have your car searched you're consenting to a drug test if you so you give up some of your rights if the police are conducting that search those things don't apply so there's a significant difference between if if an SRO is doing it even if they're one of our s because they're still um working for the police department because we contract with the police department for those services and just for my clarity um because I know this has been brought up to multiple courts both in the Indiana court of appeals and I believe the Supreme Court has ruled in this area a couple times I recognize that students aren't afforded you know full protection under the Fourth Amendment right you you have a right within certain parameters but you're not
guaranteed that when you enter into a School situation I do feel like we need some kind of a an SLA in here requiring a contact to a parent although I agree documentation is sufficient at the end of the day I mean a reasonable person could conclude in which you were trying to seek that search in which the information would be turned over at what point a minor is a minor and does not have the ability to represent themselves in that situation will draw further ey from the courts and so I mean I I'm sure Mr mcgyver is read over these and agrees with them but that's another level of protection to the school corporation which you know within the that school day the parent is notified which I'm sure is the current practice as of
today but without it being backed in policy you're left at the discretion of individual administrators which can create liability so I would just I would just encourage some level of SLA be put into the policy so that you can just so at least everybody knows what they're marching towards there there is a statement here that says the administration will make a reasonable attempt to apprise the parent or guardian of the situation it doesn't say when y so my my my belief is they should do it possibly before during after right they should definitely before they're going to search the a a student's Locker or car or do a drug test they should notify the parent that this is this is this is our concern this is what's happening it could be a reaction to medicine
that's causing a kid to act a little loopy it could be that the kid stole some beer or something right I mean there's a lot of things that could happen there but to do these things without parent notification before I think it would be a concern to me and to Logan's Point Now's the Time to put it in in policy if we can so but but I also I also want to clarify I think there's three different elements right who and Mr mcgyver I know you're far more versed on this so I'll lean to you is like searching of a locker or a desk is the lowest level of right that school property there's no afforded protection search of personal belongings such as backpacks Vehicles any non school property item would be the next one
ad minister of a test that could eventually have legal implications and turned over to law enforcement for criminal investigation it's kind of that third element right so like I mean my gut here is with you know searching of a locker by all means you're in the real searching a personal property probably within that day needs to get to the parent ASAP which I'm sure again is customary practice I've never been on the side of it thankfully but customary PR prior to administering a drug test I feel is appropriate because at that point that that student if they were to say I accept is essentially forgoing one of their legal rights of possibly saying no and allowing for that to rule through the courts again that's just my Layman's examples of that but that's that's how
I see those three and I will um I agree with you and and we agree the um we have found through this policy review uh a number of things that our current policies say that we do that that as far as our current team knows um you know we're finding that in fact that practice has dissolved or or slipped away at some point in the past and um one of those is you know a signature in the handbook from while that happens uh I'll say Almost 100% of the time for students in the lower grades not so much in the upper grades but in the high schools that's where that notification lies in the handbook and that acknowledgement and agreement um is signed by the parent saying yes if my my student in fact does
participate in athletics drive a school band those kinds of things then I agree to um for them to be uh included in the pool for the random drug random drug search or drug test and and that's a good point because I made a note for the drug test one it it does state that a parent or Guardian has to sign off it doesn't say when so that's it should State they must sign off prior to the start of that season or activity whatever it is so and then it then it's clear it's very clear the coaches should not I mean that's a check sheet item for a coach did you turn your slip in no you did not you can't participate until then and so that's another way to encourage them to review and sign
off as well so thank you these are two of the um you know policies if we were considering these for a revision as we came to the board certainly ones that we would engage in a pretty deep discussion about many of these topics I would request um that we proceed with approving these in their current format for the purposes of working our way through this reorganization and then us adding this to the list of ones that we come when we complete this reorganization process that we immediately come back to to have a public work session and and dig into some of those more detailed changes um again simply for us to continue to work our way through this reorganization process I I would just ask I mean there's going to be a time lapse between
here and there right of at least a few months and that's a fair I mean this is a behemoth of policies that we're trying to go through I would just ask that you look at the administrative guidelines and see do we have those checks in place at some because again right is from a legal standpoint we have to have that policy to protect us and the last thing I would want is to put an administrator in situation where they have literally the variation at them and they're not and then all of a sudden we find out well administrator coursed student a into drug tests that then led to criminal liability and now they're claiming they were coed and you get into the whole He Said She Said situation there and so I think that as
long as I'm I'm good as long as you're willing to go through the administrative guidelines because those can be CP fixed now absolutely yeah policy and process should not be ambiguous thank you okay yes Mr I don't have a concern but I do have a question on um c150 which is about homeless students talked about a um liaison for homeless children so in our system I assume that falls under somebody's duties but I don't know where uh Jana Norman okay correct our U coordinator of student and staff services I believe is her title and she's our Kenny vento officer and I do believe there was another question I apologize I was in writing that now that you brought up that question um to of that policy the mckin vento ACT requires us to provide transportation
for any homeless student back to their home school so if they are temporarily relocated to Columbus but they were going to school in Seymour um then we I'm sorry actually in that case Seymour would provide the transportation for them back to see more same thing here a student um finds themselves homeless doubled up and they are forced to move to Seymour if they wish to the family wishes to have them continue to attend school here then we are required to continue to provide transportation and we do for several students sometimes um partnering districts will meet us at the County Line and we we help one another out in that way but um if that's not possible then we do provide transportation there was a question about that in writing thank you you're welcome okay any
other questions or comments only other thing I had real quick um what just curious what's the cost difference to rent those Portables versus purchase yeah thanks for thanks for your question the um I'll provide some clarity we're seeking aiss to to purchase those portable classrooms we're still making those decisions on if it's best to rent or buy um we're chasing a few things down um this week and we'll certainly update you but we do want to act in short order as the reason we want to bring this to you for your permission um tonight versus wait another month for the next board meeting um depending on the model it's about a break even about three and a half years or so rent for rent versus a lease versus a purchase yeah the reason why I
asked is you've got potentially three schools that might use them that's why you know if you if you use up all your money buying them versus renting multiples for each school because I know I've I've heard Logan's heard um multiple times about keeping the gyms open to be gyms because especially at an elementary age those kids need that PE time in December and January that you can't easily get outside and so the to protect that um it might be better to look at renting and getting enough for all the schools that are going possibly need them yeah thanks it it could be there is um I'm learning as I'm going through this because I've I've not been part of uh portable classrooms before um I'm learning of the substantial for lack of better term cost
and set up and tear down and and moving them and and getting the hook up to Life Safety Systems with your fire alarms and your PA systems and your networking all that sort of thing so um there's certainly um a lot more to it than just you know signing on the D line so to speak wait for them to to show up so I will I will mention the the immediate concern at at at Schmid as Dr Phils mentioned is that increasingly um that increased enrollment that keeps trending up um is this as a remedy in the Here and Now for Schmid uh but certainly in the future um to be considered for for that that solution if it if it's needed elsewhere or others the the other thing with that um it's certainly not
going to be attractive to do but uh looking at like a tin and Awning place so that walkways between the classrooms and the schools are covered at least in a couple of places so that in inclement weather kids can get in and out of school without getting drenched there there are some Creative Solutions to that that we're that we're exploring we're there's a setback I'll get into too many details that you don't care about but there's a setb for the building we have can't have it too close because of fire code and and Etc but um but we're we're exploring some of those those options as well so thank you okay any other questions or comments okay I think we had a motion and a second to approve items 10 a through J all those
in favor please say I I I all those opposed please say nay motion carries 70 thank you thank you yeah thank you president Wen Dr Phillips and members of the board of school trustees the human resources recommendations for this evening consist of two appointments and two resignations I request that you please approve the recommendations as presented in the board packet I move that we approve the HR recommendations under number 11 letter a is presented by Dr stal bom second thank you Mr gon Mr major any questions or comments from from the team okay all those in favor of approving item 11a Human Resources recommendations as presented tonight please say I I all those opposed please say nay motion carries 70 the additional Human Resources recommendation for this evening consists of one appointment I request that
you please approve the additional Human Resources recommendation as presented in your packet I move to approve line item 11b as presented second thank you Mr Schultz and Mr major any questions or comments from the team okay Motion in a second to approve item 11b additional Human Resources recommendations all in favor please say I I alls oppos please say nay motion carries 70 thank you okay time for board input and review Mr Bryant would you like to start tonight the uh new buildings unless you get them all together can you invite me back so see what's going on we'll consider that yeah it's short time between our meetings the big thing for me is just to thank all of those veterans we did that earlier tonight thank you for all that you've done and the communities
in the world to keep us safe and give us the freedoms that we have today uh congratulate again hanlin and Anastasia both on their uh state champ and certificate and then um thankfully I think uh everybody's happy that all this election stuff is over so just want to congratulate Nicky Whitney and Tom uh they get to sit in here next year so congrat congratulations uh it was great to hear from students and teachers tonight um there were great elements in the presentations that we heard I'd also uh like to I'm sure everybody on the board would like to thank everybody that ran um we're a better Community better school board because we have people that are interested in this work so thank you Dr Philips you'll be including around would you like to say anything
um I'll just Echo theirs as as we all do but um also want to thank all the volunteers who came out yesterday for the school Foundation event um really is amazing how many people it takes to pull something like that off and um it was a lot of Staff members and community members that came out and helped out and Mr Grimes Liam made his layup in fewer attempts than I did two two you were yeah yes it was good um I also want to say this is our second meeting where uh in a row where we've had students come and present that have just totally floored me in their character and their um ability to stand up and talk in front of a room and they just did a nice job that I would appreciate
that we continue that Trend going forward um and also I think in terms of the election I I felt like the school corporation did a nice job of trying to prepare um students staff Etc on just being prepared for what might come um and I think everything was very calm and quiet I didn't hear of a lot of issues that occurred in our schools it can be a very difficult time for people and I think we tried to get ahead of it and and appreciate the thoughtfulness in in that this year Mr yeah once again thank you to the veterans who have sacrific so much uh thanks again to all six candidates who who ran for the school board in this recent election and congratulations to Mrs wien Mrs Lloyd Mr Glick and um thanks
to all those that uh shared and provided an update here this evening and for all those that have worked uh countless hours behind the scenes on uh providing the most recent Invision 2030 um update on Smith north side and the new elementary and um I I certainly don't want to make anybody think that I'm not going to take my last month and a halfish as a school board member um not seriously because I certainly am but um our last meeting because of our roll call votes I was reminded of a pirate joke so um here here are three and so you can on some more uh the last meeting in December too so being relatively close to Thanksgiving I'll start with the one that some might I you know I hope not many but some
might consider mildly inappropriate um name what what's something that's usually insulting but not on Thanksgiving when a family member or friend gives you the bird sorry all right the last two are just cute um what what sound does a turkey phone make wing wing and then uh what do uh little sweet potatoes wear to bed they're yammies I'm done thanks third one was the best one wrote All I yeah I don't know I don't have any jokes I don't have any jokes either I will say when I taught seventh grade we had one class that had a it started every day with a joke and I always had to say is it appropriate and if they thought very long then no it does um so I have three things I um I don't usually talk
about supplemental contracts but I noticed that in this um the supplemental contracts that we got this time that C4 teachers were compensated for their preparation time and pres presentation time for the stem event that they did for girls and I just want to commend Dr Jean hack and C4 for um respecting teachers time and communicating to them that they are valued by by paying them for their efforts I wish we could always do that and then on the other side where we can't always do that um I attended the Schmidt Fall Festival the day after Halloween um and it was it was um commendable to see the number of staff and teachers that were there not being paid but offering something to their students and the families and um the school community that was very
well received there were kids lined up from one end of the kids and families from one end of the parking lot to the other um and then and at actually at the end of the parking lot I have to give a special call out um one of our bcsc bus drivers was there with his bus Kenny Redfield was handing out um treats to the kids and he to his credit he actually had just recently switched from a Schmidt route to a Richard's route but he wanted to come back and do this for his um kids at Schmid and the fact that we have staff and teachers that are willing to do that kind of thing is just wonderful um also oh in terms of tonight's meeting I wanted to um assure Mr Williams we might
not have had any had any questions for your presentation but it was very inspiring and I appreciate it um and finally um Rachel McCarver and Roth lovens who are the um media teachers at North High School took for 14 students um to Philadelphia for a national um school media um Publications conference and seven of them walked away with national recognition um senior Reggie hul Queen Mia and juniors Mia Bowers Gabby Ruble um Lewis guest guest sorry Clare Rawlings oh sophomores Clare Rawlings Bella Herbert and Levi Tobias um and in addition to the student awards um noris newspaper the triangle was um placed fifth in the nation for school newspapers and no jokes yeah no jokes here either the outside about being at the end is really you just end up echoing everything so I'm going
to thank the veterans I'm also going to thank all the presenters especially the Moshi I'd never heard the background of that and so interesting coming up through bcsc and hearing the long-standing relationship shs thank you okay I believe our next meeting is on December 2nd 5:15 it is an executive session so that will be board members only uh we then have a reception for retiring board members all retiring board members will be in attendance Mr Brian and Mr Grimes um on December 9th at 6:00 p.m um here in the admin building and then our regular board meeting will follow at 6:30 p.m. as well okay with that meeting is adjourned
