Uh, Perry. >> Okay. Okay. Are you ready? >> Yes, ma'am. >> Yes. >> Chris. >> Yes. >> Trevor. >> Dusty. >> Yes. >> I see Trevor on, but Maybe >> I can't figure it out. I voted yes, but I can't push buttons. >> Okay myself, yes. >> All right. Well, um, thanks, Trevor. Public comment. I don't see anybody. No public comment, Miss Re. Okay. >> Uh, we'll just go on the admin reports with Miss Jolene. I I heard she was on. So, >> um, yes. I'm not quite prepared with all my budget adjustments since I didn't go to work today. But I know that prek needs to move some money not only for this trip, but also um there looks like maybe a is it a Prometheian board, best persa or Daniel? Yeah, it's a
movable Prometheium board. >> Okay. So, I I need um at least 10,000 out of the medical line to put into general supplies and also I'll be needing to move some out of asset line. Um she's going to try to spend out some of this prek money. Um and then if that her trip gets approved so the teachers can go to that conference this summer. Other than that the only thing I remember is I know that there was some uh budget adjustment in cafeteria just to move some funds around for them. >> Other than that I know we um our auditor got our audit in. I guess he got sick and was missed a few days, but he um just emailed and said he got it in on time. Um so I haven't seen anything on
it, but um we hope to shortly. >> Perfect. Um any questions for Miss Jolene? >> I have none. Mr. S, I didn't see Gary on it. Is he not? >> Uh, he did not provide me a report and I don't think he's on here. >> Okay. I saw Mr. Lassard on here. You want to go next for bed? Hey, everybody. I hope you can hear me. This is a bizarre iPad I've got. Okay. >> Hey, um, Miss Reyes told me to keep it quick, so here we go. Um, a couple of things. Everything compliancewise, we're fine. Um, we're headed into four more months and we're doing good. Uh, we had a a couple of trainings. I went to the state um, sped directors winter academy. Everything was pretty cool up there. Um, one of the
rumors coming down for next year or maybe the year after is the state is going to try to get all the districts down underneath 15% for every sped population below 15% which is what the state rule has been all along and everybody is way over. And they've got a bunch of um bunch of ideas that they're going to probably try to make into bizarre OSC rules, but we'll see how that goes. Um, some of it actually makes some sense. We'll work on that come later in the year. Um, and the other thing we had a little training, a regional training, me, Miss Bagana, and Mr. Chan went to a um, a special ed training in Artisia on Friday. Um, went real well. All of the regional schools were there. the RECC has got um in
conjunction with CES and with um Walsh Gyos has got the resources and the money to do plenty more trainings. Um I mean gez I I think we could get a training in every Friday it seems like and they're more than willing to give us money for it. Um I told her we'll see you know uh we got you know we still have to you know do our jobs. So but um that's about it. Um, anybody got any questions, comments, or anything like that? >> This is Trevor. >> Trevor, >> I have one question that I saw today on the because I I could just get to sit around and catch up on emails >> today. >> Yeah. And there was one that was like a house bill something about the sped. They're wanting to deputy
director >> the I believe that's House Bill like something. Is it House Bill one? hospital. >> No, it's it's 64. >> Is that the one where they want to make the OSE a permanent fixture in the state? >> Uh, pretty much. And I do have some information about that and I will provide it during my uh superintendent report if you're okay with that, Mr. Gray. >> Sure. >> My two cents, uh, Mr. Gray, is that that's not a good bill. And, uh, but it's going to easily easily pass in the state of New Mexico. um we we really don't need the OSE to be a permanent fixture when we've already got the peed. All it does is create another 100 bureaucratic jobs in my opinion. Um but it's going to pass easily. Let's just put
it that way. >> Sounds about right. >> Sorry to be so negative there. I'll I'll change my attitude here come tomorrow. >> All right. Thank you everybody. >> Appreciate it. Um I didn't see SRO or anything. So elementary Miss Ry is that good? >> Yes. >> I didn't see. Yeah. Okay. All right. Elementary. Hello. Good evening everybody. Can you hear me? All right. >> Yes, ma'am. >> All right. Let me So board updates. I want to start out with some shout outs. So, I've witnessed I've witnessed how kind and collaborative our staff and community have been when individuals have faced some faced some personal challenges. So, it's been really uplifting to see just everyone coming together in meaningful ways and really being able to witness everything I learned through my interviews and talking to people
of like the Hagerman way and just how close-knit everybody is. So, it's been really nice to just be a part of this now and seeing how everyone comes together in meaningful ways. Um, I've been observing teachers and I've seen a variety of instructional strategies including technology, um, students doing partner work and just keeping students engaged in a variety of ways for learning. Our current student enrollment is 207 students. We did lose a couple students over um, the winter break who unenrolled right before then for a variety of reasons. For instruction and assessment, all of our middle of year benchmarks had been completed in December. We will be beginning weed to access testing with everything students this week. So, we'll be getting a schedule out and figuring out how we're going to get all of our
students assessed in time in the during the that opening. Um, by your side has been coordinating schedules with staff that they're supporting. So, they've been sending out scheduling dates and calendar invites. I have been completing formal observations and walkthroughs and will continue this process with completion expected by the end of February. professional development. So during the January inservice day, staff participated in the following professional learning opportunities. Um we got to do a stop at launch training. K3 teachers engaged in additional Orton Gillingham professional development which focuses on structured literacy and small groups. Our social worker Samantha Reid facilitated a positive discipline training for preschool teachers and ed educational assistants. Teachers completed EXL elevate training and then staff reviewed safety procedures and fire drill protocols including walkie-talkie use. Additionally, I attended the comprehensive threat assessment guidelines
guidelines training provided by palms which was really inform informative really enjoyed the training and will support um and look forward to getting any additional training by them. They also facilitate our act facilitated our active shooter training this past Friday. Um, student support and interventions. We are continuing our math tutoring to support targeted student needs and academic growth for our third through fifth grade students. Recruitment is underway right now for teachers to support the afterchool reading tutoring portion that's going to be coming up in March. The SAT team met with parents to discuss student progress and next step plans. A group of teachers held their first meeting to develop student council. So, we're focusing on student leadership opportunities in the elementary staff and parents participated in the strategic planning sessions and we look forward to continuing
our collaboration with CES. And then this month has been numerous of IEP meetings held um from annual reviews reviews to ed eligibility meetings student after school program updates. So during November and December, Coach Scott and Mrs. Angie worked with students through the little ladycat basketball club for fourth and fifth grade girls where they focused on skill development and participating in supporting the high school girls basketball team during their home games. Guitar and fllororico programs will continue this month and throughout the rest of the semester. Mrs. Copeland launched her drama club for fourth and fifth grade students for family and community engagement. So our Christmas program was held this last week of December and was well attended by families. We hosted a literacy night this month. While attendance was lower than anticipated, teachers and educational assistants
created a welcoming winter wonderland atmosphere with engaging literacy stations and a special thanks to Mrs. Bar and Mrs. Agular for facilitating um their literacy themed bingo station. And that is about it for elementary this month. Any questions, comments, concerns? >> Awesome. Uh I don't. Somebody else does. anybody? >> Well, thank you. >> All right. Thank you. Appreciate it. Um, >> thank you. >> Middle and high school. >> Good evening. Um, I apologize this won't be as detailed as I normally would do, but uh, all of my stuff is at school. And so, um, a few things, a highlights, and I plan to send out a detailed report later once once I'm back on campus. Um, enrollment is looking good. We gained a new sixth grader since last report and we've gained a new eighth grader.
So we're at 92 kiddos in the middle school. At the high school, we had a student who used to be one of ours come back in the 10th grade and we're at 89 in the high school. So 181 for both buildings together. Um attendance is looking really good. were averaging at about still about 95% attendance the um in the first three the we had two and a half weeks of of data for January um and would like to have a look at the whole full fall semester now that we finished that um and hope to have that later this week for everybody um but I think even with the sickness and some of that that we've dealt with in the last week or so since coming back from Christmas we've had we still have see
really positive trends with attendance uh we did have a Friday school last uh Friday the uh the 16th um for and I think we had about three or four kids there for um to address tardies and a couple for minor discipline um thing went really well. Um we'll continue with that. Um we've have started to notice a decrease in the amount of just tardies throughout the day. um only have a couple of kiddos and looking at some intervention opportunities to work with those kids on getting their their attendance um is in the form of tardies improved. Um uh as Miss Pada mentioned, she and I did attend the threat assessment training in Dexter put on by Palms. I think it was a really beneficial training. I think it's something that we can develop and definitely
utilize um which will be beneficial for our district. Uh, I don't have I cannot remember all the December students and staff of the month, but we'll include that in my report. A bunch of stuff is coming up for February. We do have a basketball home homecoming planned um for the week of the 9th through the 13th. Uh don't have a formal schedule to share on that yet. that I know Coach Rodriguez was working on what we what how we kind of want to plan that week cuz it's a very busy week cuz we also have parent teacher conferences and the NIMI STEM night and a few other activities going on that week. Um I know Miss Dunn has been working with a the Gear Up program. We're trying to get our juniors um able to
attend a SAT prep workshop prior to their testing. I think tentatively where we last left that we're planning on the 19th of February for them to be able to attend that in Roswell. And I know that uh we're working on a VRC VRC showcase um coming up at the end of February. Our math teachers will be going to a textbook adoption event um in Rio at the convention center put on by region 9. And I'm sure there's tons more that I can't think of right off the top of my head, but it has been pretty busy. Lots of basketball. Middle school has kind of wrapped up their season. They were supposed to play tournaments this last weekend that got cancelled and they're scheduled for this coming weekend. Um I know that our middle school boys
got number one seeds I think in both the seventh and eighth grade brackets and they'll play at Loving. The girls will play at Tatum on um all of those games on Saturday. Um FFA has had some things going on kids. Uh but I won't steal Mr. Parker's Thunder cuz I know he's on the call as well. Um, is there any questions? >> No questions for me. Uh, anybody else? >> Well, thanks, Miss Dennis. >> Thank you, >> Parker. Got anything to add? >> Yeah. Um, like Miss Rice said, keep it short and so I'll keep it pretty um, quick and save for everything for the March board meeting. Um, Heggerman FFA competed in junior high district events on January 16th. We had a great turnout with our five students. Um, they all came home with
um, a fourth, fifth, or sixth place. Um, so it's always great. It was a tough tough competition that day. Um, and looking forward to seeing where those kids go in the future. Um, we will also be hosting chapter public speaking February 13th. Um, adding to the crazy, Heggerman FFA will host it in Heggerman, um, which will be the chapter contest, job interview, and things like that. Our judging season's fixing to kick off very short. Um, we'll have our first FFA meeting kind of now that the spring schedule's opening up a little bit. February 2nd will kind of be our back to school and kicking off judging season and all the other things going on this spring semester for us. Um, in the a shop, um, Cody and I attended the CLNA workshop in Hobbs on
January 14th. Our region voted to secure agriculture, energy and natural resources and health and human services as our regional priorities um for state and federal funding for Perkins and NextGen. Along with that, our state has decided that digital technology, education and management entrepreneurship will be state priorities. Um and so any of those clusters will be ideal to fund and secure state and nextgen um nextgen and Perkins funding as we're working on our application coming forward. Um our CLNA is almost done. Um hopefully soon I'll send it over to Miss Reyes to have her review it. It's just our community local needs kind of where we're at in our program over the last two years. And then we'll submit our APR in March and then start our application in late April time for um securing federal
and state funding for all of our CT programs. Along with that, I submitted a intent to apply application for Perkins NextG um red redistribution. So, some school districts didn't use their money and so we'll have a chance to secure some extra money this year. For that, I um stand for any questions. Thanks, Parker. Um, anybody got any questions? All right. Well, thank you. Um, I don't see A-Rod on or anything. Uh, I just moving on to number six. uh the uh minutes from our January meeting uh and any bills and investments for the month of January. Any questions or changes or comments over the meetings? >> If not, I just need a motion to approve. >> I'll make a motion. >> Uh moved by Dusty, second by Chris. >> Yes. All right. >> And then
Jennifer, just call roll when you're ready. Okay. Trevor, >> yes. >> Dusty, >> yes. >> Chris, >> yes. >> Dustry, >> yes. >> And myself, yes. >> Perfect. Thank you. Motion carries. Um, item A, new business, approval of budget adjustments. Any any new questions or more questions for Miss Jolene over any of the adjustments? Not. I just need a motion to approve. >> This is Trevor. I make the motion. >> Moved by Trevor. >> Do I have a second? >> Second by Chris. >> Yeah. >> All right. It's on you. >> I'm sorry. Say that. Roll call again. >> Roll call. Yes, ma'am. >> Okay. Trevor. Yes, >> Chris. >> Yes, >> Dream. >> Yes. >> And myself, yes. >> Okay. Motion carries. Thank you. Uh item B, approval of out of state travel for
preK teachers, Dallas, Texas, Elevate Conference, June 21st through the 26th. So joining us today, I believe we have Miss uh Sierra Flores and then also Yasa Gra. So ladies, it's all you it's all yours. Okay. Um I'm not too sure why my camera isn't working. Um I tried but it's not. So I'm sorry about that. Um okay. So, we're requesting approval for uh me and Miss Grotto to attend the Elevate Your Classroom Conference in Dallas, Texas. And I know it says on the agenda for you um June 21st through the 26th, but the website is June 21st through the 23rd. Um this professional development um is specifically designed to strengthen um early childhood instruction within the classroom. Um we want to attend this because um preK is the foundation for all of our future learners
and this conference focuses on supporting language development, early literacy, social emotional learning and play-based instruction. Um and all these components are actually really important in our classroom and that's what um we base a lot of our stuff on. The sessions are researchbased allowing us to immediately apply the strategies that we learned into the classroom. Um the skills and strategies that um we will gain um include differentiated instruction, intentional play strategies, classroom management um aligned to social social emotional growth and assessment pra practices. These directly align with the New Mexico PreK standards and support our role in preparing for students for kindergarten because that is coming up real soon. Um students will experience stronger classroom routines, more engaging lessons, improved language development, and increased independence. They will also um or this will this learning will strengthen
our classrooms by um creating a more consistent and high quality instruction that I think both me and Miss Gretto agree that we would love to keep growing our classroom and making it stronger for the future kids. Um so now it comes to cost. The registration for this um conference is $400 per person. So, with me and Mscato, it would be about $800. Um, for a hotel, um, it's about $300 per night. So, probably, uh, let's see. If we're going to do four nights, it's going to be $1,200 per person. So, $2,400 total. Roundtrip transportation. So, that's the shared Uber around um, Dallas, would be $150 to get from the airport to the hotel and such. meals is $280 per person, so 560 total. We are going to be flying, so it would be with the
trip insurance, $1,500 per person, so $3,000 total, of course. Um, depends on the price of the airline tickets at that moment, but that is as of current. And baggage fees is $80 per person round trip. So 160 total for both of us. And so the total cost is going to be around um $7,070. But with this um it is during the summer. So we do not need any substitute coverage. And yeah. So um do you have any questions for me or Miss Grotto? I do have and I think we need to look at the um flight. I think it's a little high, $1,500 a person. I mean, it is from here to Dallas. And normally, I mean, let's just look into that again one more time. And I think it's going to be much, much
lower. I estimate it would be anywhere maybe from $300 to $400 round trip on that. But anyways, I just don't think it it's that high from here to Dallas. Go ahead. Sorry. Didn't mean to interrupt. And just to add on to that, um, so we did, so I will definitely look at the airfare trip to see I we did this a couple months ago because before bringing this to the board, we actually have to present this to New Mexico Ped. So it has already been presented to New Mexico Ped and approved through them. And so now, um, looking at the airfare, that might be an adjustment. So hopefully it gets a little bit less since we're closer to the date. U and so I just want to add and I also want to add that
when it comes to finding any type of professional development when it come with prek it's kind of difficult just because of there's not a lot out there. A lot of the professional development really ranges from kindergarten and above. So I that was one of the things I found really interesting about this training in particular is that it's really dedicated towards our those young learners and preschool educators. So, I thought that was special and important to include. We stand for questions. >> Do do you have money set aside for this or or um funding already in place for this? >> Yeah. So, the reason that it's only a um and Mrs. Mrs. Ford and or Mrs. Flores and Mrs. Grado is because they are New Mexico prek teachers. Therefore, they're they have a lot more funding.
And so, I think it's important that a lot of the some of the funding that we look at that goes towards prek and doesn't just go into, you know, some of the supplies and things of that sort, but really finding ways that they can develop and grow their themselves to be better teachers. And so, there is funding that's there. Like Jolene mentioned before, there's some line items that we have to move around because of the budget was created based like reflection of last year's. there's some line items that aren't being used that do need to be used to be able to get into our New Mexico budget to make sure that we we spend all of it. So, that was a long answer for yes if we move around some money. >> Yeah, no problem.
Any other questions, comments? All right. Uh, do I have a motion to approve this out of state travel? >> This is Trevor. I make the motion to approve. >> Moved by Trevor. Have a second. >> This is Chris. >> Second by Chris. All right, Jennifer. Uh, roll call. Jennifer, did we lose you? >> No, I was on mute. Okay, Dusty. >> Yes, ma'am. >> Trevor, >> yes. >> Chris, >> yes. >> Bestie, >> yes. >> And myself, yes. >> All right, approved. Appreciate it. Thank you. >> Thank you. >> Uh, next item is C. Um, board reorganization with the upcoming or previous selection is required of a reorganization. Um, we don't have to reorganize, but we need to put it out there and see if if we want to do uh some changes. So, uh,
any comments, questions, or do I have any nominations, or do we want to keep it the same? >> This is Trevor. I feel we should keep it the same. >> Okay. Is that Are you going to make that motion, Trevor? >> I would I will make the Well, if anybody wants to debate that, but I that's my motion. >> Okay. I I choose not to debate with Trevor. >> All right. >> Chris, are you sure you don't want secretary? >> Uh, I'm 100% positive I do not want that. >> Chris, you're so good at it. >> Uh, >> good understudy. >> No, it's all good. >> I will fill in if necessary. There you go. >> Say that again. >> This is Dusty and I'll second Trevor's motion. >> Oh, okay. Okay, it's been moved
and seconded. Um, Jennifer, uh, I guess we need a a vote. >> Okay, Dusty, >> yes. >> Trevor, >> yes. Chris, >> yes. >> Dusty, >> yes. >> And myself, yes. >> What? Appreciate it. Uh, item D. Uh, Miss Rice, did did they Decker get online yet or >> I'm not sure if they did, but I do have a PowerPoint that I would like to present before they actually um >> We are We are here, Miss Vegas. >> Okay, Jose. So, so I do I created a PowerPoint that I'd like to present uh you know briefly and then you can uh chime in after my PowerPoint. Are you okay with that? >> Yeah, >> sounds great. >> Okay, thank you. So, let me stop sharing this and then >> Mr. Are you in the ski
lodge or something or? >> Yes. That's my pretend to be somewhere nice and if it was the snow somewhere be somewhere else. Yes, >> it would be somewhere else. And doesn't it look beautiful though? >> Yeah. >> Let me see if I can find my PowerPoint and then um if not, if I can't share it, then Daniel will. Okay. So, um this is going to be somewhat uh brief. Let me see if I can get rid of this so I can see the whole thing. Okay. So, so basically um I wish I would have known about this. uh you know three or four months ago. However, uh this is basically a proposed um land acquisition for the new school site. So, as you could see here, and I just kind of put some uh information
together uh you know, just doing some research. Uh so the the school, you know, what basically what we're doing is evaluating a purchase of a uh some land about 29.53 acres across from the current football field as a potential site for the new prek through 12 uh school. And the property is currently owned by John and Denise Hill. I believe that Miss Hill was a teacher here at the school. And um you know right now the current price that they're asking is $10,000 per acre. And um so with that uh let me see if I'd be able to get this. Okay. So uh this is basically you know with the proposed uh with you know some of the site details with the proposed 29 53 acres that's what the the total acreage is. Uh we
could possibly discuss about less acres, but I I honestly I really think that would be the best option going with the entire um you know amount of uh total acres because you know we would have room for expansion. So that would equal probably about $295,000 the purchase cost and this does not include the the uh the cost of uh you know any other fees. So, so basically the proposed 29.53 acres, you know, it it's it represents a significant expansion opportunity for for Heggerman Municipal Schools. And uh right now we currently have uh 8.52 acres. That's uh where our campus is located. So, you know, it is the the current size is 3.5 times uh smaller than what the the uh the total acres across the football field. So the total estimated purchase cost of it's
approximately $295,000 and of course that is the asking price of $10,000 per acre excluding the closing cost, the legal fees and uh any other expenses. Um okay so some of the advantages and uh you know I've been talking to the admin team and uh you know some of the um stakeholders about this and some of the advantages of building off campus. So I want you to think about it. It's you know there's going to be uninterrupted instruction. So the construction would occur completely away from the current campus which that is going to allow the instruction to continue without any disruption any noise uh you know uh safety concerns and uh all of that is just I know it's going to be too much. Um there's no need to be able to relocate the students. So,
our current high school students, they will remain in their in their classrooms uh throughout the construction, eliminating the need of temporarily relocating these uh students to the middle school campus. I know it's possible, but if we don't have to do it, I think that that is just a win-win situation. And then of course the building uh will be built on a vacant site which reduces the complexity allowing the contractors to work efficiently without uh navigating through the occup occupied buildings. And uh again that's another win-win situation. Uh let's see look at this one. Now if we look about the long-term growth and expansion potential. So with almost 30 acres, this provides flexibility for future district needs and in some of the community growth. So for example, if we want to be able to um build
teacher housing in the future, I mean there will be dedicated space for for that, you know, for some of the staff uh housing. We wanted to do that this uh with this uh project, but you know, we weren't approved for that, but maybe in the future we will be. And then of course, let's think about the parking because right now we're just kind of like scrambling for land to to be able to to have everybody park. You know how it gets whenever we have the the game. So, there's going to be a lot of uh parking, a lot of room for staff, visitors, uh event parkings, and um I think that it's going to be another win-win situation. And uh I know that uh some of the community members, some of the the um the
students and some of the teachers, you know, they're like, "Okay, what about an auditorium?" Well, obviously we don't qualify for an auditorium right now, but there will be space if you know in the future if we ever want to have a an auditorium or any kind of performing arts center. So again, the space will be available and then of course you know athletic expansion. So we have we have additional fields, sports, facilities to support growing athletics and physical education programs. And you probably think all of that it's a dream, but again it is um we have room for expansion. So now and in a little bit uh JL he will be talking about the significant cost of uh you know that this will be that by building over at the construction you know at the
other field we would be saving uh PSFA anywhere from seven to eight million dollars and and Jose Luis will be talking to you more about that. Um, of course, you know, we there's potential for cost effective, you know, like perhaps maybe like a just a one-story design instead of a twostory. Um, no water retention ponds required on this side. Let's hope. I I don't think so. But, uh, you know, just reduce staging and logistic expensive and then also faster project uh completion timeline. Uh, let's see. And then of course there's um you know other connections. So it would be close to to the football field, the new school directly across from the current football field and the sports complex. Uh it's it is a familiar location and then uh you know it will be a
centralized uh access. So students, families and staff will benefit from a centralized operations while gaining access to modern facilities. designed specifically for the 21st century learning. Okay, let's see here. Okay, so now I I discussed a lot of the pros, some of the well cons you could say. This is an immediate investment. You know, it's an upfront land acquisition cost about 295,000. It requires district funds and it may temporarily reduce financial flexibility for other operational needs. Now, uh Jose might Jose Luis might be able to tell us a little bit more about this. I was we had a a training last week and the one of the previous uh secretary of education he I was telling him about the project and he did mention that there there's a possibility if we are saving so much
money to PSFA PSC there's a possibility that they might be able to help us with the the land acquisition and again that's a win-win situation you know they're they can I don't I don't know maybe Jose Luis can talk to us more about this because I really don't know if if there's any grants out there, but if you know, if there are, I'd definitely like to um be able to apply for for that. Um, you know, PSFA, they may realize construction savings, the land purchase itself may not be fully reimburseable. I don't know. Let's hope that they they they do. And then, of course, uh the funds allocated to land acquisition could otherwise address facility upgrades, staffing needs, or instructional programs and priority shift. And then uh you know we I have been in in
contact with Jolene about this and and I know that this it might be a little burden for the district. However, we might be able to make something work. We might be able to uh work with the current owners and um do a guess counter offer and see what we could do. Now the development uh challenges so utility extension. So the water, sewer, electricity, natural gas and then the fiber optic connections they may need to be extended to the site. However, I believe pretty much everything is uh we will be okay with that. So the costs depend on current infrastructures, the availability and the capacity requiring coordination with the the uh municipal uh utilities. And then um let me see what else do I have here. And then of course, you know, this land acquisition represents
a a pretty good investment in Heggerman Municipal School's future. And uh so I know that there's going to be upfront cost and I know that we already incurred some cost with the um what we currently did. So for example, we paid the uh replatting of the street, but in the long run, it will be significant savings. And then I guess we have to look at more of the the pros. Um let's see. And so you know just uh I'm going to pass it over to uh JL. JL I don't know if you have a PowerPoint and then uh you will be able to provide us with uh more information. >> Yes, we surely can do that. >> So I'm going to stop sharing and then you can share yours. Okay. And >> and members of
the board, I will send you a copy of this uh PowerPoint. >> Good evening everyone. My name is Jose Luis Bearano. I'm the project manager for Decker. Um I have with me uh Victor Sto, Adriana, and Cindy Terry who also will be joining us here. Um, Victor, would you mind sharing the presentation? >> Sure thing. >> And by the way, Miss Reyes, it's going to be hard to follow up your presentation. That was that was a really nice presentation. I'm going to put up a good work for you. So, you can come and I got the information from you. So, >> you can come and work at Decker. That was that was great. Okay. Um, we we're we're going to go over the project update and the site discussion with you all. Go ahead, Victor.
We we have a a few items that we we will run through this real quickly. And this is for anyone that hasn't seen any of our presentations. Uh, you can get an idea on where we are right now. We'll talk about the site plan, the floor plan, uh drainage challenges in the existing site. Um we have a site plan and facing sequence that our team has put together. Um the alternate site plan location that Miss Reyes just talked about and then we we have a slide with the pros and cons very similar to what you showed Miss Reyes. And then uh we'll stop for any feedback from you all and we'll summarize with a next steps from our end. And like we always do, we always start with a mission statement from Heggerman, which is
to ensure that each student graduates with the skills and knowledge needed to transition to college without remediation and or pursue a rewarding career. The vision of Hagermanerman Municipal Schools is to create a learning community that provide quality education services to all students. Uh real quickly, this is the project schedule uh for this um Hagerman Municipal Schools project and right now we are on the design development phase. Um we have adjusted our schedule um a little bit because of some of the challenging aspects that we have encountered uh like the annexation of the streets. Um what was the other one? Um the pause to evaluate >> the drainage. Yeah. Evaluating the drainage. Yep. >> Yeah. So as as we move forward, we'll we'll continue to adjust as needed. But this is um from our end to
have full transparency with you all that we are continuing to develop uh the school and we are continuing to move forward with this. Go ahead, Victor. >> Okay. And uh with that said, um I'm going to go ahead and continue on to our current design just to kick everybody up to speed on where we are uh for those who may have not seen this uh progress um in in a little while now. So, what we're looking at here is our current site plan. on the current site. Uh outlined here in the dash lines are the existing buildings that will at some point uh be demolished after our new L-shaped uh combined school building is built. So, as you could see here, um there's a you know, plenty of constraints that we uh have been running
into on this site. Nonetheless, you know, we're we're making it work. However, it does um take a few steps for us to to make this happen, which we'll go through in a minute. So, uh once those buildings are demolished, uh we'll just do a quick run through the site here. Down on the south side, we have our parent drop off along with some visitor parking. This long loop allows uh for two lanes of cars to either park, drop off their kids, or bypass and continue onto Oxford Avenue. Um to the north of that we have our student parking spaces which is located more or less where the middle school building is currently at. If we follow uh the new St. Charles Road that is part of the plan to reopen this road. This is how
buses will access our site and we'll drop off kids on the north side. Uh north of that we have a little series of parking spaces dedicated for the staff uh giving direct access to the rear portion of the site. And uh following the road here we have our fire uh or emergency access lane that uh pretty much goes through the entire perimeter of the site. And last last but not least, of course, we have our L-shaped building, which um if I could walk everybody through really quick. Down on the south part, we have our main entrance. Everything in green is administration. Over on the east west wing, we have all our classrooms starting from kinderg kindergarten to fifth grade. We do have uh a a series of stairs uh located centrally here, one at the
end and one at the main entrance that takes you to the second floor which hosts all the middle school, high school, uh science labs and libraries. Going back to the first floor here in Teal uh in the centralized area, we have all our common programs such as art, CTE, um that is strategically located uh centrally since we know uh all grade levels uh could potentially uh participate in these classrooms. And north of that we have our cafeteria in yellow along with the kitchen uh band room that opens up to the dining room uh for any special performances. We could expand that space and do a nice little setup at the band room. We also have our health classroom here in blue which is um connected to the gym which is here on the north portion
of the building in orange along with support spaces such as lockers, coach offices, and storage. Um so that's a brief run through the current floor plan and uh I'll stop there for any questions if there are any. Okay. All righty. So, just really quickly here, um, going back to the site and a couple of, uh, constraints that we've been made aware of since we got the topographic survey. Uh, as you can see here, uh, this Xbasin 6 is where currently all our water is, uh, naturally shedding towards, uh, or at least half the site. The other half of the site is actually uh going towards the northwest. And in this diagram here, we could see more or less uh that there's a ridge that is crossing diagonally on our site and our water is naturally
flowing to these two directions. So, uh, one of the big issues that our civil team, uh, you know, mentioned after we received the topographic survey is that we're essentially building on a on an existing pond and we would need to figure out where we store that water in the interimm period when the existing buildings and our new construction is up at the same time. So um you know we we gathered our heads and we did come up with the plan and also want to thank the uh the design board team for helping us uh come down to a decision on how we could make this work. Um and yeah, along with their help, we developed um this phasing plan which uh ultimately uh determines that we could build the entire new facility in one phase
uh if we are able to have the opportunity to demolish the existing high school building first as Miss Reyes mentioned earlier in her presentation. So, by eliminating the high school building, this obviously o opens up a nice big area for temporary ponding. It also opens up a good space for us to um have our construction um the staging area uh centrally located to have a crane setup and essentially reach all corners of the building. Uh one of the challenges with this first sequence is going to be uh relocating the high school kids into the middle school building as Miss Reyes stated along with the CTE uh department that is currently hosted in the high school building. Uh, regarding that, we do have an option to uh renovate either the existing storage room shown here in
green or the bus shed shown here in red um to accommodate all the equipment for that CTE department or program to continue for for the next year or so. And the other uh challenge was we were notified that the main IT room is also within this u high school building. So we would have to figure out a way to basically relocate this room to still have all our buildings uh connected uh through communications here. So again, sequence one, this would be our first step to make this happen. Once the high school building is demolished, uh we would have that temporary pond. We have a nice crane stage area and our construction for the new L-shaped building would uh happen. So during this time all these other buildings, middle school, elementary and gym would remain and
we would also reshape our uh construction fence line um in between some of these phases as we continue progress on construction. So after sequence two, sequence three would be to uh finalize our demolition uh to make way for our brand new site which is currently uh designed in this manner or like the first couple slides that we uh just saw. So, uh, with that, um, again, a couple things that I want to reiterate as far as ponding goes, um, to accommodate for the ponding in this, uh, L-shaped building with those existing buildings still in place, we have determined that this little southoutheast corner, uh, having a pond in this area along with a large swale on the east side that essentially runs the entire length of the site, north, south, uh would be needed to
to retain water there. And then over on the opposite side, uh we would we are proposing to have another uh pond over on this side to hold the water that's shedding towards the northwest. Um so that's our the current status of the project in a nutshell. Um, with that I would like to give everybody a few minutes in case there's any questions, thoughts on our progress so far. Okay. So, um, sometime, uh, last year, I think it was about Christmas or so, we received, uh, the the great news that there's another opportunity to potentially, uh, locate our brand new school on a brand new site, which, uh, Miss Reya's presentation, I think, hit it right on the dot. Um, as we all know, we we're a little familiar with with the land here that was
uh being proposed to be purchased here and outlined in red. I realize that our acreage countage is is a little off here. Uh, you know, we're just doing rough sketches on the Google Earth here, but uh this would be the approximately 28 acres that is available for purchase. Um, we did a quick little site analysis and a couple things that are noteworthy to point out is along the middle, well alongs a third of the site, more or less here where this white line is, there is an irrigation ditch that runs uh north south. Um, so when we first did our initial rough sketch or overlay of the uh new building on this site, it was determined that it's possible to build our entire new campus, including parking, including play areas within um this within twothirds
of the site essentially east of that uh irrigation ditch here that we could see on this picture. Um, of course, you know, the possibility to purchase the whole land I think is still at play and that essentially just gives you uh a lot of options for future growth, whether it's teacher housing, uh, maintenance building, etc. Uh, the possibilities are endless. Uh but we do want to I guess make the point that uh we really could um bring all the amenities that we had on the other site onto this portion of the site and be able to fit uh very very comfortably. As you can see um in order to have a nice comparison apples to apples, we uh kept the two-story building in this layout. Uh we kept our drop off for parents and parking
still on the south portion of the site. Um couple of changes that we did do is that the buses uh do continue to go on the north side. However, the students are now located here on the north side of the of the site and our staff is along the east side of the site allowing for uh a direct connection to the admin area and you know maybe the kitchen or the gym areas for those teachers. This next slide uh shows essentially what exactly what I just described just a little more uh enlarged. Um again this was just a quick study but we could see here how everything fits very comfortably. We're even also able to expand a little bit of the play areas. You could see the old line work here. Um so obviously we
could um you know expand our our um option here a little bit further um if and so this this does get approved and we could continue um accommodating our our site here. So this is the the current um floor plan or site plan I should say and a couple of advantages and disadvantages are the following. So biggest thing I think um that we you know noted along with our consultants is that this site would completely eliminate construction sequencing or phasing and related drainage challenges that we discussed uh on those different sequences uh on the current site. This also simplifies existing utility coordination and easement vacation. Um, with the exception of the gas line that might definitely need that gas line extension, uh, we were noted that down on Morgan Street there's a brand new, um,
electrical feeder that was installed not too long ago. Our electrical engineers have um um consulted with the utility company and they did mention that this site would uh definitely work out for them if not better than on the other site. Um the other site I do want to make another point. uh you know, in order for us to have those different phasing sequences uh working, uh we would also have to do like temporary power on certain buildings like the gym um because of existing uh easements that are that are currently within our building footprint. Uh moving on to point number three, eliminates the need of row annexation. That was the the road cambridge that we were gonna essentially acquire as part of our entire uh property. This also avoids placing the large drainage pond adjacent
to neighboring homes which would reduce neighborhood impacts and helps maintain long-term community support. It also would reduce overall construction costs compared to existing site due to a singlephase construction. Creates a cohesive campus with proximity of schools and field amenities. campus that is easy to supervise. And by that we mean, you know, the the existing high school uh football field here and track. Uh we're we're essentially just adding on to that and and we thought that was a big plus for the school as a whole. Um you know, now our coaches don't have to drive a few miles to to go to the field. Uh you know, it's essentially across the street. So that was a really really good uh plus that we found here. Um, it also allows the current floor plan design with minimal
or no revision. Of course, if uh, you know, we would like to move over to a one-story building, we could further look at that uh, after decisions get made here. But at the moment, again, to keep our comparison apples to apples, we're we're assuming the the same or very similar configuration as we had before. Um and then the couple big ones in our minds I I think that you know directly affects the community is that it eliminates any disruption to the ongoing process of education on the existing campus. Um you know all our high school kids would not have to move especially the ones that are you know seniors this year that that might have to you know go go through that um you know relocation into the middle school. So none of that would
happen and uh we think that that'll be a very positive thing for them as well. Uh we would also be able to properly utilize the entire site available rather than trying to squeeze things together if we do need ponding uh miss which we we will be um nowadays you know we have to kind of retain water on your land. there is more than enough land for us to carve out areas where we could create some of that ponding. And uh another big one that was brought up from you know the get-go on the other site is to locate the build the new building as far as away uh from the railroad tracks as possible. So this site here would obviously just you know uh take care of that that issue that we were maybe having
before. Couple of disadvantages here is that the main gas line extension would require a significant um extension to reach our site. Uh but uh I think if anything we could talk about options if this decision does get approved uh with going with all electric uh if we would be open to consider that. So there is I guess little loopholes around the the gas line here. Um, another disadvantage is moving the school from a site that is currently embedded in the town of Hagermanerman. We know the existing school has been there for years and um, I know there might be a little bit of uh, sentiment there uh, but that you know we we identify it as a disadvantage. Potentially there could be additional design services depending on the extent of uh, the redesign. So, that's
going to be up for discussion uh a little bit later. And a couple of other things is that we're going to have to um procure a new topographic survey on this site as we all know. And the last one is is not necessarily a disadvantage just because we were able to pause the geotechnical survey on time on the current site on the current site. And uh we we did let them know that the that this possibility is up in the air. So we do have them on pause. So we have not spent that money. Um but the the time that that uh survey needs to be u made would be impacted with uh moving over to the site. So that was a quick summary on that and uh with that Jay I'll throw it back
to you if uh you want to talk about this slide here. Yeah, thank you, Victor. And to follow on Victor's uh comments, uh we want to thank Miss Reyes for all her support on this and her design committee. Uh you guys have been great. Uh it's been a pleasure working together and uh discussing ideas to make this work for you all and it's it's been great so far. So, thank you for that. Um, real quickly, this this slide here, it's just a summary of the cost based on our cost estimator that we have on our on our team as our consultant. He had uh as a design development phase. So, we're still developing everything as we move forward. But as in in a design development, the original site location um cost is about 66 millions.
if if we round it up. Um and then the new site location, he gave us a cost estimate of about 58 million. Um we noticed uh today actually we noticed that he didn't include the demolition costs in in his 58 million um total. So we will have to deduct that amount to the total savings that we were thinking of 7 million 7 to 8 million in savings but we might >> or would um JL the other option is that they don't demo the school old school but they are able to equate that to the community or something like that. We we thought about that Cindy that that's a great um observation but uh we were told by Juan Dorado that since theou with PSFA uh includes the demolition of the buildings that it needs to
it needs to happen because it's written in the contract. So >> that's the contract would have to change. Is that what I understand? >> Yeah. But for now, we're we're thinking of just following the exact u scope of work. So that's why we're we're uh we're going to subtract that cost of demolition. But I mean, still the potential rough magnitude savings right now, it's 6 million to 7 million, which is a lot. It's a it's a great amount. and we are we are happy to to work with you all. Um we would support you on either side location. Um we don't we we don't have a a preference like we're open to to help you in any ways we can to to move this forward. And then the last slide that we have for you
all um would be our next steps. So the the the the most important one is the decision from from your team uh from the board. Uh we need a decision so we can uh push forward and have the progress continue to to move forward. Um from that decision uh if I go to number two, we need to amend the additional service for the replat work. And I was gonna ask Miss Reyes if if the replaid work was completed. Um I don't know half >> half of it >> half of half of it was already completed and we already submitted payment for half of the uh the replanning services. >> Okay. So we right now we put a pause to the other half I'm assuming. >> Perfect. That's going to save us a lot of money
too. Um, number three, we're going to need a a survey for the new site if that's the decision that you need to you're looking to move forward. And that approximately takes about two months to get. And then the geotechnical report, we also were able to uh have them on a on a on a pause. We called them and we told them that there was this opportunity of a possible new site. So we told them not to proceed with the work at the existing site location. So they're just waiting for us to to make a decision. So whatever um cost estimate they gave you, they would just move on to the new site which is it worked perfect. Um after that we will continue to to do our our work and we we will meet with
first responders, fire marshals and continue uh future committee meetings so we can continue developing the final site plan, the elevations and the massing for your new school. With that I I think we can summarize everything. Um, let us know if there are any questions or comments from from anyone here. >> So, uh, JL, Cindy, Victor, I do have a, um, I don't know if you want to say a comment, but there is a caveat to all of this. So, I just want to let you know and I want to let the members of the board know that currently the land is leased. And so the owner did mention to me that he has the the land lease to I believe it's Blatner Energy. So uh Blender Energy that were supposed to be building some of
those um uh solar panels, but the project really never happened. And uh the the Mr. Hill, I'm thinking Jim Hill, the Mr. um you know, the owner, Mr. King, he actually contacted the the Blanner Energy and uh the I believe the contract it's uh it's due to terminate in in May. However, the if the company desires, they can do another uh five years. However, the company told them that if this is for the school, they can provide him a letter that they'll do away with lease. So, that should be that should not be a problem. And you said this lease might end up in May. This >> it ends up in in May. So it was leased for five years, but the company I mean really the project never happened. That I cannot tell you
as to why it never happened. The uh the owner, Mr. King, he did say that he doesn't see that it's going to happen, but he did contact the um the leasing company, which is Blanner Energy, and they said that if if this is something for the school, they can u sign it off. >> Okay. Thanks for for letting us know. >> Any other questions, comments? Does everyone agree that we are we landed the second place with Miss Freya's presentation tonight? >> Oh, be quiet. >> That was really good. It was good. I was like, what are we gonna say now? No, you >> thank you >> members of the board. I mean, is there any other discussion that any other questions? >> So, I have a question. Yeah. Fantastic. >> Um, so if we purchase
this new this new land and build the new school there, once everything's done, are we able to sell where the school is currently at and recoup some of that money back? >> That's a good question. >> What have y'all seen? Uh, what have y'all seen in, you know, other districts? Um I've seen um at other schools uh some of them Turzoso actually had a um some of it they tore down just because they'd have flooding issues but they did have a good um gym and that got taken over basically they signed it off to the community and so they were able to get it off of their books is which is what PSFA requires. Um, there is a possibility that if you wanted to sell it, I we did a project at JA where the
old school, it was just a really solid building, so they didn't want to tear it down. They built somewhere else and then they turned the the old school into an industrial park. Um, so there there are lots of options like that. We could um talk to some of the other facilities that we've done and see what other options are there for you. It seems to me that you would be able to sell the the lot. I don't know. I mean, I'm not sure about this. >> The only This is This is Chris. The only issue I see with selling if we sold it for someone else to come use it, they're going to do an inspection and they're going to realize we're building a new school because of the condition of the elementary and And
I don't know if be like buying a home. You go do an inspection, you find out the home needs a lot of work and they're like, "Well, there's there's a reason they're building a new school in the first place." But I I don't see why we couldn't just sell the lot if we had >> But everything would be demolished. >> Yeah. If if everything's demolished, then it doesn't matter. Um we could sell it or But for someone, I think, to come in and buy it and use it as is. Yeah, the high school, the middle school, maybe the middle school would pass inspection or be okay, but I don't think the elementary would. >> So, what does PSFA requires? Because my understanding is that it would have to be demolished. We could keep possible the
high school, but then donated to uh maybe the community. Is that correct? Not the high school, but the gym. Yeah, I think from my understanding and we could uh maybe chat with Juan a little bit more about this, but the main thing would be to get it off the off your guys' books. That way PSFA uh has no responsibility to upkeep those buildings that are under uh HMS's name essentially. So, so that that's the main thing I think that we need to uh look out for whether we demolish or keep the gym for instance and donate it to the community. As long as it's not in your name, um from my understanding, it should be okay. But yeah, let's circle back with Juan on that. >> Okay. I think I think one thing too, Billia,
and and the members of Decker, we need to consider looking at if if trying to swing the money for all 20 25 to 28 acres, we also need to look at the possibility of just getting that irrigation ditch that you were talking about. That's 2/3 and and the 2/3 is on the east half of that property. Just look at acquiring that. obviously be less money, still have more room than what we have now. If if it comes down to to a money issue, that's a possibility I think we need to look at as well. >> This is Trevor. Um I I think if you're going to make, you just buy the whole thing. We got room to grow. We could put the a farm there. Uh we could do teacher housing. I think you just
buy the whole thing if you're going to do it. And if to put it in perspective, we were looking at buses that were costing at, you know, that could cost this much a bus. You know, I don't it just be interesting where we're going to come up with the money. That's the only thing I see as an issue is where we're coming up with it. So, so definitely I, you know, Jolene and I have we kind of discussed this a little bit, but I think, you know, this is something that we probably need to get with the board or, you know, with maybe Dry or um and then be able to discuss this, you know, further. >> Millia, I I know this is Chris. No, my father-in-law being an ex- mayor, he said that the
town, a municipal was never able to go to the bank and get a loan for something, but are New Mexico schools able to finance stuff. >> So, so once again, I mean, we would probably have to borrow from Peter to pay Paul, but I think we should be we should be okay. Now, we also have to I know there's an offer, but I think we need to counter offer and and be able to, you know, offer less. >> Well, I'm just thinking of I I don't want this land purchase to put us in a financial bind in case something does happen. if we're able to finance for 10, 15, 20 years the land just so we're okay financially. If if if the Mexico schools are able to finance, I think that's something we also need
to look into too just to not have such a financial hit right off the bat. members of the board, I know that you're very busy, but I mean, would you be willing to we can have a meeting with just the members of the board, the finance team, myself, and then um I mean, it would have to be an open meetings and then be able to to come up with the solution. >> Yeah, M. I I think that's best. I mean, I think it's a great idea to relocate and I think there's a lot of benefits to it, but I think we need to figure out the financial >> first. I mean, >> yeah, I think that's the the decision right there is just the financial burden of it, you know. >> Okay. >> I think
I mean y'all done some crazier things like Trevor said, we were trying to buy a bus for that. So surely I mean and I know we can't allocate those funds for things like this either but you know what I mean I I think we have some opportunity here. I think it even if we have to purchase less at the moment and maybe purchase more later or whatever maybe that an option I you know I don't know. >> Yeah. >> I mean I this is Chris again. I would absolutely love to have all 25 acres, but right now we're sitting on eight. So, I mean, we'd have even twothirds of it would be 10 more acres than what we got now. >> Controlling your neighbors. That's what it is. Controlling your neighbors. >> That's true. So,
uh, members of the board, I know that we have a meeting next week in, um, Santa Fe, but I mean, if you I think that we probably need to meet as soon as possible and and then that way, you know, we can come up with some numbers and and then that way you can make a decision. Can you can you research it for a week or so and see if there's any funding loopholes or you know things like that that you could bring to us and we can meet next week. >> You just tell Jolene to come up to Santa Fe and we could have a meeting up there. >> Sure. and we'll find out what we can for you guys too in during this week and find out what other schools have done uh
in the same situation. >> Perfect. >> As much savings as we're saving the government. I mean, maybe they just give us that little bit of, you know, >> well, it's worth it's worth investigating if um they're going to save quite a bit of money by not by moving. Maybe there's a possibility that they would have an interest in that. So we can check into it. >> See, and that's what the one of the former secretary of education was telling me that it will be in our favor because if they're saving anywhere from six to 7 million, I mean that's that's huge savings and then you know that maybe even PSFA will be able to say, okay, you know, here's we can fund the the the land acquisition. I don't know. You know, I agree with
that. I think it's a good idea because I mean, even from a safety standpoint, I mean, we're finally getting our kids away from the tracks. Um, and then we're flooding everything else. I mean, I think it'd be better for our kids, too. >> Well, not only safety away from that, but you know, I just have a hard time believing that construction and demolition you bring some equipment in, those kids are going to be curious to what's going on and and it I can't see where it's not going to interrupt the educational process, even if it's and then the dust in the spring and we really need to to explore all the possibilities on this new site for sure. >> Yeah. Was this an action item for tonight or is this just a discussion? >> Well,
it's I have it as discussion and possible action, but then you know the action again I think we probably need to discuss as a board and then uh of course as soon as possible and then uh we'll have some numbers for you guys too. But then >> I mean I I don't I don't know if Trevor is going to say anything, but tableabling this and and researching it out. I mean, giving us given a week or so to research, I mean, I think that'd be better. >> Okay, >> I would agree with that. Any other discussion? Or do I have a motion from Trevor to table this till a later date? >> I'll make the motion to table this for um a week so we can do some more uh investigation this acquisition. >> Okay,
I have a motion. Do I have a second? I'll second Dusty. >> Second by Dusty to be tabled for a week. >> Um Jennifer, you have to do roll call again. >> Okay, Dusty. >> Yes. >> Trevor, >> yes. >> Chris, >> yes. >> Dusty, >> yes. >> And myself, yes. Awesome. Thank you. Motion's been tabled. Um, thanks, Decker. Thank Thank y'all for joining. Um, appreciate it. >> Thank you guys for the opportunity. >> Thanks. >> Thank y'all. >> Thank you. >> Uh, Miss Reyes, item E. Uh, >> yes. >> Signature card. >> So, uh, members of the board, I just want to let you know that Mrs. Rosa Barela is joining our central office. uh staff and uh we are hoping to have her join our staff by February the 1st. I think she,
you know, is I know she is just a great asset. And uh with that, I mean, we do need to be able to have her on the signature card for the uh James Folkstone Community Bank. >> And really, we just need u you know, just approval to be able to add her signature to to the signature card. >> Okay. any comments or questions? >> Uh what's her job title be going to be? >> So, uh Miss Rosa will be one of the um she will be doing payroll and uh she will be doing uh RFRS like request for reimbursement. >> Did we lose somebody? No, but we had I don't know if you recall that we actually had um a we've been talking about hiring an additional staff member. It was uh recommended at the
the last uh audit that we had, you know, to be able be, you know, to be able to have an additional uh person uh helping out with central office. And uh so Rosa, I believe Rosa is that person. Currently, we are holding a I mean, I know Cody is doing some um interviews to be able to to hire somebody for the uh secondary. >> Okay. Um, any other questions for Miss Reyes on adding her to the Miss Bella to the signature card? >> Do I have a motion? >> I'll make the motion. This is Chris. >> This is Trevor. I second it. >> Moved by Chris. Second by Trevor. Um, Miss Jennifer, you'll have to roll call again. >> Yes, sir. Dusty, >> yes. >> Trevor, >> yes. >> Chris, >> yes. >> Dusty, >>
yes. >> And myself, yes. >> Awesome. Thank you. >> All right, Miss Rice, your superintendent report. >> Okay, I will be brief. Okay. So, uh first of all, members of the board, so I would like to recognize our Heggerman Municipal Schools board uh for their dedication. I want to thank you for your dedication, your leadership and commitment to our students. As you know, actually January is board recognition month. We wanted to do something at the board meeting today. However, you know, with the circumstances that was not uh possible. So, President Moss, Vice President Gray, Secretary Madrono, and of course, members Perry, and Mr. Pilly, thank you so much for your time that that you volunteer, you know, your thoughtful decisions that you make and of course your continued support of a high quality education for
every Herman student and your service, you know, is just uh truly um reflects the heart of our our community. And uh I do have a small token of appreciation for each of you. again, you know, we're not in the building, but I hope to see you before and actually maybe if we have the the board meeting next week, then I will be able to give you just that little uh gift and then uh maybe I will be able to see you at the NMSBA conference and you will be able to wear this to the meetings and we could look like all the other boards wearing the same thing and then of course we can show our Bobcat pride. So I'll hopefully I'll have them ready by ne well they will be ready by next week.
Okay. So I just wanted to let you know as you know the legislation session it's already underway. This year is a 30-day session and of course it began last week so it will be a short session. One of the bills that uh was presented today was HB uh 47 and that is the school insurance employee program. So basically what this bill does, it focuses on the uh recruitment and retention by being able to address the rising cost of employee insurance. So HB47 would move districts to an 8020 split. And I think this is going to be something that is going to be really good for the employee. So with the district paying 80% of the insurance cost and then the employee paying 20%. Currently, our contributions, they vary by the um income tier. So, for
the the teachers, you know, they're at a 6040 and then there's other employees that are a 7030 and then of course, you know, we do have some employees that are 8020. Uh but this with this bill, it would be pretty much everybody would be an 80% 80 with the district for the employee. So the bill would be fully funded through the uh SEG. So there would be no additional cost uh for the district. Um today HB47 was actually amended and uh you know approved. So the bill would provide much needed relief to some of the educators you know especially because Nipssia premiums they continue to increase each year and then the co-pays remain very very high and for some people even with having the insurance and paying so much there's people that are paying over
$1,000 of insurance you know um on a monthly basis and it is just uh really really high. So I fully support this you know legislation as you know and it supports our our staff and and ultimately benefit you know our student outcomes. That's the number one goal. So then we also have SB 37 and then uh uh Senate Bill 37 and Senate Bill 1537. It actually is a literacy bill. It strengthens um a statewide literacy by ensuring reading instruction and uh you know in evidence-based practices identify and supporting the struggling readers and then of course providing sustained uh expert support to schools with the greatest needs and and that would be you know providing a literacy coach. The only thing that really worries me about this is that the literacy coaches sometimes they're taken out
of the classrooms to be able to you know uh have the literacy coaches but then you know that leaves u an open space in the classroom and we definitely need teachers in the classrooms as well. So uh so this act you know it expands to uh proven reading supports and this is going to be for all the uh students and um that's SB 37. It actually passed anonymously through the Senate Education Committee on 123 and then it passed the Senate Finance Committee and then the full Senate and then uh the House committee and of course the House of Representatives. So it's a done deal on this one here. But then we also have Senate Bill 15 which is uh for numeracy or math and basically it's the same as uh you know the literacy and
that this one passed today. So hopefully we will be getting a literacy coach and then a math coach. Now the one and Trevor you uh question about this one here special education bill SB 64. So this one here is pretty much a continuity in special education. It establishes what it does. It will have a deputy secretary to be able to oversee the um special education department and be able to monitor compliance and of course be able to support the districts. And uh basically what they uh want to do is be able to implement a statewide IEP template which is aligned with uh synergy as you know synergy and we already use synergy so for us it should not be a problem. However for many uh districts they don't use the the same SIS but now
basically what they want the SPE department is to be able to have everybody to be able to do the same uh template. Of course, the only thing that changes would be the the student content. Um, currently we have about statewide we have about 20% of our students that are being uh served statewide in special education. And with this new bill, the the goal is to be able to to drop it to 15%. Okay. So, we will see uh what will happen with this one. Uh it hasn't been heard as of yet. Um okay, moving forward. Uh members of the board, I just want to let you know and I did send you a couple of emails. Um the NMSBA is accepting nominations for the 2026 Excellent Excellence and Student Achievement Awards. So um this uh
statewide program recognizes school leaders, staff, individuals who have made a significant impact on student achievement at the district level. So uh these awards provide an opportunity to highlight the dedication, you know, innovation and of course outstanding contributions to student success. I have received a few nominations. I believe I have three. I will be sending these to to uh all of you. I will be ma emailing them to you and that way you could look at them and be able to make a decision at the future uh you know next month's uh board uh meeting and I also have a list of the the uh teacher staff members who have uh received this award in the past. Okay, next item, the anonymous reporting system. And as some of you probably already know um you know and
I'd like to inform you just in case you don't know about this that schools we have implemented the stop it uh basically it is an anonymous reporting app so all staff administrators and the students they have been notified and trained on the use of this uh application. So the purpose of stop it, it provides a safe and and uh an anonymous way to report uh safety concerns, bullying, harassment, or other uh issues, allowing the district to be able to respond proactively and be able to uh support a safe school environment. So um let me know if you have any questions on this one here. It's already ready to go and um you know, the kids have um access to it. Okay. Uh, moving on the active shooter training. You know, this is just an update.
So, I just want to provide you an update on the active shooter training that took place last Friday. So, the training was actually very informative and it included a loud noise component uh simulating gunfire inside the building. So the staff uh participating in exercises on how to communicate, hide, run, and fight if necessary during this active shooter uh situation. So we had uh almost 100% of our staff in attendance along with members from the fire department, the law enforcement from Dexter and Heggerman. So this training was actually uh excellent. It was an excellent opportunity to ensure the safety and of course you know preparedness of our staff and the uh students. So uh members of the board thank you for your support because you know the approval of uh having an early release just uh
made this uh we were able to make it happen. Okay. Um, and of course, you know, uh, being able to do the intruder, uh, the the shoot, the active shooter, we were able to, uh, complete our safety plan. So, I'm very happy to report that our safety plan for all three schools has been officially approved by the Department of Education. So, what I will do now is conduct a training with the staff very soon to ensure that everyone is familiar with the uh, procedures. So recently I met with our new fire chief, Mr. Seth Liy, and uh I will also be meeting with the local law enforcement, our SRO to continue strengthening our school safety efforts. So um of course, you know, these steps along with the recent active shooter training, it just demonstrates our
ongoing commitment to keeping the students and the staff safe. Okay, any questions on that? Um the first strategic planning meeting was held with the staff and the students using a uh sore activity. So we actually had here Mr. Kurt Steinhouse. Mr. Steinhouse is a previous secretary of education. So now he is working with CES and he was able to facilitate the the activities. So with the staff he was say we were able to identify the strengths and then the areas of concern and of course the areas of growth. Um Herman schools you know as a team we identified you know we're just identified as the heart of the community. Um I really like what what Tony Tony um our mayor said one day that the school is the heart of the community. Without the school
the community does not exist. Uh so you know we are grounded in strong relationships. Um we have grit and a focus on moving from quality to excellence through high quality instructional materials and of course our CTE program. So the second meeting with the parents and the board members followed a pretty similar process and it helped us identify the uh district and and community needs. Um the results will be shared and the next meeting will be with the uh members of the board of education. The meeting will be facilitated by Mr. David Chavis who he is the uh CES director and he will be able to help us develop district goals and a one to fiveyear uh strategic uh plan. I will provide you and I will email you with some dates and u members of
the board, you know, um please let me know if you are available for those dates and we can get together and be able to um you know create our our goals for the district. Um and that's all I have. So I know I told my administrators to make it short and mine was not too short. So, um that's that's all I have and uh I stand for questions. >> Thanks for everybody awake. >> Yeah. No, we're good. Any any questions for M? >> I don't have any. >> Okay. Well, with that, Miss Re, um we could dismiss everybody. Is Daniel gonna get us into another room separate from this for the executive session >> once everybody is dismissed and we can just ensure that nobody is here anymore and David Daniel will go ahead and
the the executive session will not be recorded and once you know all we have to do is just ensure that no one is in the meeting and we are okay. >> Okay. >> Thanks everybody. Thanks for attending. I need to uh you don't have to Jolene.
