001To the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible with liberty and justice for all. I flagship among United. It is the fourth. >> Fourth graders. >> Fifth. She's so All right. Um, all those in favor say I. >> Public comment. and then uh admin reports uh let's see or you first >> um I just had a few budget adjustments there to tell you about. Um the rest of the adjustments are actually action items so I didn't include them on here. Not much. I just short up some spots where I want to raise some money, mainly title one and I put some money in that those restricted funds so I'm able to get those out of there and put them put them to

002use. question. >> Thank you. >> I actually I was going to tell you I I haven't I've heard some from my from the new auditor, but they have actually extended the time for the audit to be due if you have a single audit and I think it was some date in January. So, there's some time there still left on that, but so far he he hasn't they haven't shown up, but they have this portal where I submit things to them and I guess they're working from afar, but >> Okay, >> this is for our 25 or six or >> last. Yes. and um Raquel got the purchasing card put together and u one of the coaches used it. So we'll see how it goes. We're kind of slowly rolling it out because we're really we'll

003see what the reconciliation on it all is. >> Who's all going to get one? Is it check it out or >> Yes. Yeah. Well, that's good. I think >> be a lot easier than checks, right? >> Well, it's one of those things that, you know, most places don't accept a purchase order. It's going to be handy. We're going to try to roll it out small increments, kind of do some travel and the meals and that sort of thing and see how we can pull it together. You know, it's a learn learning curve for us too until we get with it and do it. >> Multiple cards are just one. >> Yes, we've got um several ordered for the buildings different, >> right? Cool. Awesome. >> I don't see Gary. >> Oh, he had a situation

004at his house, so he's not going to be here. >> Okay. >> I don't know if Miss Reyes was going to chime in or so. Um, he did say that he has an emergency and he won't be here today. He did not provide me with his report. I can tell you that, um, uh, currently they have been busy. They are removing the the dirt over at the uh football field and um you know I'm sure when Abra this his report he'll give you a report as to what's going on over at the track bill but uh they are removing it. Um the city actually let us borrow a dump truck. I know it's taking longer than what I expect but hopefully we you know he'll be able to get that soon. Okay. Um, special everyone.

005Just a few things. Um, went to the sped law conference last month and learned how not to get ourselves sued. It's a lot of fun. Um, Walsh Gyos puts it on and they're very good. Um, next month thought no. January is the next big thing, the winter academy. It's usually a contentious thing put on by the OSC. Um but I'll go and you know figure it all out. Um the only other thing is um we finished the indicator 13 upload today which is our annual one of our annual audits. We get audited basically every week. Um, and that's the one for transition for postsecary for our secondary kids. So, that's complete. They haven't quite nitpicked it yet and sent it back for corrections, but it's at least complete. Um, and that's about it. Anybody got

006any questions or anything? >> Any questions? >> Appreciate it. Yeah, thank you. Uh Cter since last meeting everything's good. Just moving parts with the construction people around but other than that we're detectives. >> Oh and then our vape detectors will be coming in. We got 10 of them >> give to us. >> So through LA through CASA through um it's a it's a grant a federal grant. So we're getting 10 of them. I'm going put them in each building up separate elementary but down at the commissary area >> the cafeteria bathrooms >> and high school and middle school >> sometimes it tastes like these beable once we get the new building >> yes >> I'm sure by then they'll be upgraded so we'll We can move them or we'll upgrade them by then. >> All

007right. Any questions? Thank you. Elementary, I think she's online. >> I'm online today. Good morning. Good morning. Good evening. >> How are you? >> Good. How are you all? Um, so for my updates, enrollment is at 27 students. some updates on our our hired math interventionist and she's also our STEM teacher. She's been working with various students in the kindergarten through fifth grade pulling them or pushing in services depending on what their need is and then also took over the STEM classes and so she's been teaching those. Um, and then as far as professional development, we had three teachers this last week go to Capturing Kids Hearts in Reoso and get trained on just being able to build a better connection with students and families and how to facilit facilitate that in the classroom. Um,

008I was able to be a part of Lacoscha this last week also where I was able to learn about just different bilingual programs that are happening around the states, uh, best practices for bilingual and then how to best help our multil- language learners. And then, uh, we plan on teachers finish the mirror benchmark at the beginning of the month. Um, we're still working through some kinks, but looks like everyone has been tested and it's just processing. And then we're just working on planning on completing our middle of year assessment in December. As far as attendance goes, we have about 79% perfect attendance for quarter two. And I'm working on just some different plans on attendance and making sure that it correlates with my attendance plan and also our 90-day plan. As far as behavior, we're

009continuing to work on um capturing kids hearts. And then I'm I am attending all the capturing kids heart huddles to be able to learn from like the building side and how to empower our teachers and our students. And for vacancies and we still have our one EA who's going through the ped licensing and our other structure literacy EA did begin today and got to get some training today. Um and then for recent activities we had our Thanksgiving lunchon this last week and then up upcoming events we'll have our Christmas program and then second quarter awards. Do you have any questions? >> I have no questions. >> Thank Thank you. >> Okay. Thank you. >> So for secondary we have um our enrollment as of today 26th graders, 33 7th graders, eighth graders, we have 26.

010We gained one since last month. So 85 total in the middle school. And then ninth grade we are at 14. Gained a new ninth grader. 10th grade. Got one back. So we're at 21 there. 11th grade we're at 25. And we are at 26 for this seniors which is down one, but I think it's going to be back up to 27 tomorrow or the next day. Um so we're at 86 171 total. Uh attendance for the month of October. We finished an average daily attendance of 95.68% schoolwide. Um class with the best attendance were the seniors uh with 97.04 which is just a little bit better than the 10th graders who were 97 even. Um right now looking at November's current averages, we're down a little bit but we've seen a lot of sick kids

011the last two weeks. Um we're about 94% for November. Um, but we've had lots of we've had I think we had I know in this building like eight or nine kids out sick today and some that went home sick during the day. Um, progress reports are handed out for the mid9 weeks reporting. Um, we did have a student complete some credit recovery that makes them eligible for a graduation in December, which is a really good thing. um meetings have been scheduled and held with students who had or are currently in credit recovery kind of to monitor their progress and make sure that everybody's on track to where they need to be for this time in their in the year. Uh map testing will be given here pretty quickly for middle of the year data. Um

012in October we finished out the month with Red Ribbon Week. We had dress up days. Coach Morales's ELA classes made a lot of posters. If you see the red ribbon themed posters, those are a result of Coach Morales's classroom. Um, we had Kim Rutley from Lacassa come and do a presentation to the fifth through eighth graders on the dangers of drugs and how they affect brain development. Uh, Gear Up had a FASA night on the 12th. We took nine seniors to the BRBO be proud job fair on the 13th in Rosal and it was mostly for students who are interested in a career in the trades after graduation, not necessarily ones planning on going to college. Um, and it was a really good event. they had got to connect with a bunch of different potential

013employers, had some on-site interviews and practiced that and got to explore some different career options that they might not have otherwise thought of. Um, and then student council was really great help at the Thanksgiving dinner and they were uh tremendous in making that a successful event. Um, we invited parents to the academic awards which we presented on the 22nd of October. Lots of parents were here for the Thanksgiving lunch on Thursday the 13th. for as far as professional development, it's been pretty busy since we last met. Uh the math teachers and I went to the high quality instructional materials, which we thought was about math adoption, but it's not. But it was still good training. It was good information. Um in Roswell, Miss Flores attended a gifted um training in Albuquerque. We had four staff

014members go to Capturing Kids Hearts in Rodosa last week. Um, we had 44 staff members from across the district participate in a 1-hour workshop conducted by the UNM mental health program for non-suicidal self-injury and self harm. Uh, gave us some tips on how to identify and support those students who might be struggling with those issues. And in November on Friday, we had November PD and we worked with Stacy Diller from CES to better understand our Namasa test data and our school ratings and some plans that we can do work on things to improve those scores. Um, our goal for capturing kids hearts currently is to create more student empowerment and see and see them take the charge in leading like our good things and other stuff without it always having to be a teacher lift.

015Um, upcoming events, we're going to have a parent meeting, invite parents to come and and have conversation with us on December the 10th at 6 p.m. in the comments. The junior class is planning a bingo fundraiser on December 11th and we have final exams scheduled for the 17th and 18th of December. Student of the month for middle school for the month of October was Daniel Romero and high school was Jessica Ortiz Sto. And staff members of the month for middle school was Maddie Henson and high school was Mrs. Ley. And looking ahead, there's just 15 days till Christmas break. >> When did you say finals were >> the 17th and 18th? It's the Wednesday and Thursday and they're all day. We're not blocking schedule. We're going to follow a normal bell schedule and have kind

016of had a conversation at our staff meeting that they can divide it up. They want to give a two-part test and give part A on Wednesday and part A B on Thursday or give it all in one day kind of lead up to teachers. We found that blocking the schedule is really not necessary. It kind of creates more chaos than help and there's nobody's given a test that that's long that long anymore. So, >> and our periods are longer. >> Yeah, we now we have 50 we have a longer period in general. So, it's also nice because it doesn't disrupt the athletic periods on either end of the day and that kind of stuff if we do >> or elementary. They can still have all their specials and all the stuff that they normally do

017because it gets a little crazy and lunches and those kind of things. So, we're going to try it. Um, and of course, we'll learn something from doing it a little bit different. But, that's what I got. >> Any other questions? >> Thank you, Parker. Oh god. Um, good evening guys. Um, been busy. So we, this is the second year we've been audited for 40-day audit for CT classes. Um, this will be our first year for 80-day audit coming up. Um, we had some data come back that they wanted us to recorrect. Um, I've kind of spent the last two and a half weeks kind of reading every NOVA SCAR code that we have trying to piece together our heat maps. If you go back to 21, uh, the school year 21 all the way to

01824, our heat maps don't equal, don't show the correct data. Um, they're not following the same path. And so I'm trying to find that path and correct those mistakes. So as we go forward, our data looks clean and coherent. Um, currently it shows we have a one student in a transportation class. We don't offer a transportation class here. Um, and so I don't know if it's a misalignment on Ped's side, things like that, but we were able to get um, some of the mistakes corrected um, pretty immediately within the deadline. Um, Ped approved it. Um, they sent Miss Reyes and I the approval letter approving our data moving forward. Um, so we should be good there. We should be clean smooth into 80day hopefully. Um, that's coming up pretty soon. Um, other things for CTE

019wise, um, this is the CLNA year. Um, so I'm going to start pushing out some data collection, start collecting interest, things like that, so I can take it to CCB as we start having our regional meetings and things like that and say, "Okay, this is what Hegron District wants. This is what our students want. This is what and fight kind of this is how we align our priorities." And so we get three regional priority priorities. The state selects two priorities and then we get two local need priorities. And so if we can get all of our priorities in district, then we can have some extra access to funds to support other things within our district, not having to rob Peter to pay Paul in there. That's kind of where we're at on the CT wise.

020Um on FFA wise, we started our contest season last Friday. We had our first LDE um junior high creed and quiz and we took nine students. We had a team of quiz students and then five individuals who gave the creed um who did a phenomenal job. two sixth graders, a two seventh grader, and two eighth graders. Yeah. Um who did phenomenal phenomenal job. Um out of 32 students, one student took fifth, Daniel Romero, so he qualified for state already. Um which is exciting. Um all those students gave the creed 100% memorized. Um they walked out, which is always a goal of mine to see them be able to recite that memorized and so it was a good turnout. Looking forward to see what comes up next in January for our LDES. For that, I stand

021for questions. What's a heat map? >> The CCB. Um, and hopefully by January I'll have our next heat map out app so I can give you guys a copy of all four years that we have. It shows our clusters that we're offering. So, agriculture natural resources cluster, business pathway cluster. Um, government technically falls into that category as a CT concentrator, health technically falls in there as a CT concentrator. And so it shows how many students, shows where they align as a male, female, non-binary. Um, and then it gives a whole bunch of other data. And so right now I'm trying to clean up our data and clarify, okay, these are the exact classes we're offering at Heggerman schools. We have never offered these schools. Why are these codes counting this way? Why are we showing

022that we have a transportation class over here? Why do we show we have this uh way it's a little bit cleaner on our CLNA um our local needs assessment that's coming up in January. >> Okay. So, it's basically just a number of students per curriculum provided. >> Yes. >> Once you get that corrected, that would give us access to classes that we can add or can offer. It's going to help us align everything to a better pathway. And so PED has really strength pushed us into used to we used to be able to okay we're going to teach a one two and three or business one two and three. Now PED wants a cohered um pathway and so they want their students going from introduction class. So say intro to a or intro to business

023then they want to go to a concentrator and then a completer and then they have that fourth option to master all they want to go in that direction um >> sequential >> yeah sequential pathway they don't want us having say business one and three but not offering that second class or a one and three >> so it be like intro large animal science small animal science the fourth one would be vet science >> or a dual credit or some work based learning and things like that. They want that dedicated pathway. And so by cleaning this data up is going to allow us to clean up our pathways and really align to better fitting the need of our students. Currently our business pathway is kind of all over the path path. Um part of the ad

024pathway is kind of all over the path because we have just a horiculture class. We have just a food science class that don't follow in that sequence. And so kind of aligning to the needs of the state head >> that is bigger. this >> our region hopefully >> hopefully our region but knowing everything sadly up north >> um fall sports are officially over. Um very successful season uh for for all our sports. Uh girls volleyball fell a little bit short. They did not make the playoffs. uh struggled a little bit this year in district, but still had a pretty decent record right around 500. Uh football, made the playoffs, got out first round. Um but big improvement from where we've been the past couple of years. Um and then uh cross country uh did very

025good. Girls placed in the top 10. Boys got sixth uh overall and we did have one runner on the boy side place in the top 10, Fernando Zamora. Um and got a pretty young team on both sides, so a lot of kiddos coming back there. um alignment and classification. Those numbers are starting to be gathered and discussed. There will be the official uh results or the votes will be in early December. So, we'll kind of figure out where we land district-wise. Um we're numbers look like we're going to stay 2A for the next two-year block. And that's just our numbers purely. It doesn't take into any like Arthur for for football or anything like that. just our numbers will keep us in 2A for the next uh two years. And then uh there was discussion

026about possibly a 1A 11man football division. Um I guess that fell through. That's no longer on the table. So we'll stay eight man for for the next uh two years for sure. Um winter sports have started. A lot of uh a lot of kids have gone out for for basketball. Um numbers are are pretty much up across the board. um or kind of holding steady with a couple of uh the sports. 21 uh boys have came out so far. That'll probably drop down uh here within the next couple of weeks. Uh 13 girls, which is I believe up from last year. Um 26 junior high boys and 16 middle school girls. Um still doing one middle school girls team uh for this year just because a majority of those 16 are sixth graders. Um, and

027then hopefully next year we can go back to having two boys, two girls teams at that level and then it'll carry over and we'll have a JV girls team as well. Um, what else? Oh, uh, we are not going to co-op with Lake Arthur for basketball this year at the boys or girls level. Um, we had a meeting through >> right after the board meeting, I think, >> and um, they had some some concerns that that they felt needed to be addressed. Um, and we did not come to a common agreement on some of the uh, things that they felt they needed to co-op. And um, so we're just not going to do that, at least for the time being. That might be something that we we discuss um maybe down the road, but this

028year for sure was not going to happen. Um cheer uh is has been having some camps. They're getting routines together and they are going to try to go to a few competitions this year uh in Lovington and possibly Cruises, Artisia, Goddard. There's some local ones that they want to hit up and they've been working really hard on putting a routine together. Um, esports is doing great on their their fall season. It's like a almost like a scrimmage season, but uh what did Mr. Sanchez tell me? Six out of the eight teams are made it to the playoffs. Um, with the Mario Kart team being very dominant, beating the crap out of um, every team in New Mexico, whether they're from 2A or 5A. So, they're doing really, really good, and they will start their their

029big playoff push this week. um and in throughout December. And then uh the track is for the most part done. Uh we need to stay off it for sure this week and uh talking with Miss Reyes. We decided we'll open it um in December after Thanksgiving. Um it looks good. Check out the video. It's on my newsletter. Go on there. It's on the website. Uh exchange loans are green. They got the uh the markers marked on there. It's really bright. it pops. We have three lanes to jump now in a area that we're not going to run into the bleachers. And then as far as I know, we are the only Yeah. only school in this area and probably the only school in in 1A 2A that has a um a track area that we

030can throw a jab on. So give us a good vantage before we go to state. Um, that's all I have. I stand for questions. >> U high school basketball schedule. Not yet. >> Oh, I have it out. Yes. I forgot to read. So, I will get it to you guys. >> And the question is they're not just going to do basketball this year. >> Yeah, they they decided that um they didn't have enough to do basketball and um you know, after the meeting there was a few things that they kind of wanted it to be like a true co-op. Um, and I don't want to say they made demands, but they had some things that they wanted us to to give up. And you know, that's one thing I wasn't willing to give up. And

031talking to to coach Scott, this kind of one thing he didn't want to give up as well. So, happened this year. >> Questions? >> Yep. Thank you guys. Oh, and I see some alumni up there. >> If y'all want to do the alumni game on Saturday, >> Trevor's going to be at Disney World. >> If I was here, I'd still long gone. >> Well, you you got a kid coming up the like your boy's a senior. >> Come on, Duster. Show them up. >> You can go in for like two plays. Two plays. >> Do you have oxygen available? >> Can we buy some of those cans if they haven't? >> You know, maybe we'll do just hockey subs, >> you know. Maybe we can do that. Just, you know, just get fast break. >>

032Fast break. >> Well, there should be some pretty good alumni coming up from last year, right? >> It's better when it's the old people. >> It's better. >> I've heard that it's terrifying to play with Tori, though. Those younger said that's terrifying. They they need to >> be tough mentally and physically. >> Well, if you don't want to or if you don't want to play, we'll have some food there, too. >> Yeah. Who's cooking that? >> Um Anthony and his brother. >> Be ready to go. It's going to be good. It's gonna be fun. >> Starts at five. Yeah. A song will be available starting at 4. >> Is the bearded Bill player? >> I talked to him at the uh Thanksgiving thing. I need to text him and give him the details and >>

033kind of ring his arm a little bit. I mean, it's my my my team. It's been 20 years since we all got together and I can grab like three of them really quick. The other ones are way out of town, but >> yeah. So you will have your >> I if I can get Bill and I need to call Alan Pilly and then I need to convince coach Morales. I could grab Trevor. I mean he was on he'd be 21 years. So Trevor would play we'd be like oh yeah here we go over >> Shorts. Shorts and Trevor. >> All right. Um, next item is any questions about the minutes from the last meeting, any investments and stuff the month of October. Say I. All those oppos I make the motion to approve the budget

034adjustments move by chairman. A second. All those in favor say I. >> All those opposed it. Item B, resolution donation of the church. This is Miss Reyes's item. >> Uh, yes. Uh, first of all, my apologies for not being there uh in person. I am attending a uh the safety summit up here in Albuquerque. So, you know, thank you for allowing me to be online. So, the uh item B, the approval of the uh resolution of the donation. So, I have two items, you know, together with that. So, first of all, President Moss, you know, members of the board, so um I am presenting a resolution for your approval to formally accept the a property donation from the First Presbyterian Church of Herman. The property is located on um 310 North Cambridge Avenue, just right

035next to the school. And the church has confirmed that there are no leans or encumbrances. So, this resolution allows the district to officially accept the donation through the attach real property donation agreement and uh I recommend the the uh approval for you know resolution to be able to accept the property. That was that's the first part. And then the second part of this now is uh Miss uh Carlton is she present. No Alan is she here? >> She's here. Sorry. >> Okay. So then the second part of this is uh actually the real property donation agreement. So this agreement formalizes the donation of the property again located on 310 North Cambridge Avenue. Um, so the church is transferring the property to us for a nominal consideration of a uh minimal donation of $100 with the

036district covering the closing cost. The property is being accepted as is and the agreement outlines the title process, the closing requirements and then the responsibilities of both parties. So um this document you know basically it just authorizes us to move forward with the title commitment the survey and the preparation of the warranty deed for final transfer. So the closing must occur before December 31st. I don't know I find it kind of hard to be able to do this by the 31st. I will need to to you know move uh forward with this uh very quickly if approved. So I am requesting the board approval on this uh donation agreement so that we may proceed with the acquisition of the uh property. So uh I still need to find the escrow company so that we can

037finalize the process. And if Miss Carlton and Miss Susan, if they have any questions or would like to say anything on this, >> we just um would like to see it used. >> Thank you, ladies. >> Miss Rice, you haven't had like an estimated cost on title. >> Yes. Yes, it will be. And I have been working with uh our legal counsel on this and it will be anywhere from uh somewhere around $2,200 and that and that will be of course you know the the district uh the cost to the district. >> This doesn't affect anything with the new school either will it? >> No. So, we will be able to utilize uh this property as uh storage the plan. I've been talking to several uh administrators, my administrator team and then the uh some

038of the teachers that we could possibly use uh the uh top part the you know possibly have like a a teacher workroom you know where we have printers there. We have our copy paper there. Uh we have uh at the elementary currently we have like a big big poster machine. So all of that could be housed u you know in there. And then of course the basement can be used for uh storage documents etc. Any questions? No sir. uh action item. >> Yes, sir. >> I will make the motion moved by Trevor. >> I'll second. Second by Chris. All those in favor of this resolution say I. >> All those opposed say we accept. Appreciate it. >> Thank you guys. That's awesome. >> Thank you. Is there anything left in it upstairs? >> I'm afraid

039so. >> We'll work on getting that out of the way. Are >> there like pews and stuff left? >> There are there's six pews, but there's some some other stuff, but we'll have it empty and I'd be glad to show anybody through the building and you know. >> Okay. Yeah, I'll get with you because we might use that'd be great. There's an elevator. It's not working right now, but I don't think it would take much for for it to get going again. got a great heating and cooling system and the water is turned off right now. >> And I sure want to appreciate uh you know the members of the church because they and I think we mentioned this at the last board meeting, but they actually donated all the proceeds from their sale to

040our um FFA program. So, thank you very much. >> They worked for it. I was going to say that we it wasn't a clear donation. They worked for it. >> Well, thank you anyways. >> Okay. Uh moving on to out of state for Mr. Parker. >> Thank you ladies. >> Thank you. >> Let us know what we need to do next. >> Yes, ma'am. Thank you. >> Good evening, school board. uh has joined administrators tonight. I come for you guys to ask for permission to travel out of state. Um back in May, I was awarded a opportunity to serve as an ambassador for the National Association of Agriculture Educators. Um it's by far been the best professional development I've ever received um and have seen out there. Um I've brought back many new skills that

041I've been applying in my classroom each day. Um and part of this ambassador program requires me to facilitate a workshop um while I'm there. uh aggroics um tying inquiry based learning together for um young teachers older teachers across the board um in that aspect. I will also have an opportunity to help lead a discussion meet with um future act teachers on key topics and kind of helping give them the foundation and skill set that they need to go into student teaching. Um this ambassador program is very unique. Um they accept 16 um applicants a year. there has when I went to the training and all that stuff this summer they said over 300 applied so I kind of feel honored to be serving on this level of ambassador program through this our association of a

042teachers the conference is um same conference I had the privilege attending last year as a rookie a teacher and the turn the key participant um it's the national association of agriculture educators conference co-aligned with the association of career technical educators conference and so it's two national conferences tied together that's really focused on bettering the teachers for career technical education um a education and all different aspects. Um the really unique thing is NAE will actually cover all my costs. So there is absolutely no cost to the district to myself. Um NAE is covering my hotel. I will be staying with a roommate um through my cohort of ambassadors um on our site facility. So we will be there um for the discussion meets. We will be there for the conference, the career fair, um awards, different

043things, our workshops that we're facilitating throughout the week while we're there. Um and then they're also covering uh quite a few of our meals while we're there. And so it's going to be a pretty unique experience. Um I stand for questions you if you have any questions. >> So basically, would this be more for professional development? >> Yes. So, um, while I'm there, um, I've already kind of, they've already kind of put the schedule out and so I will be attending. Last year, I came home with 60 hours of PD credit. Um, and so my goal is to continue growing as much PD credit as possible while I'm there. Um, along with I am also now certified. I will be providing professional development to teachers across the board as well on inquiry based learning. Um,

044my workshops tied with agriculture with um, farming and different crop methods. And do we offer any of that right now for any of our classes or >> my all my classes I have incorporated inquiry based learning. And so that's the big push that I'm teaching um is how how can you take your generic teaching and apply more inquiry based learning. And so when I brought back from my training originally this summer um I've applied inquiry based learning to all my classes from shop classes to horiculture to my eighth graders. Um, and I've seen a huge leap in student accountability, um, student engagement, student, um, understanding of the knowledge, um, to the point that I can almost give the supplies to the kids and they are running those labs themselves now. Um, and so it's really

045great learning. I wish more teachers would take advantage of learning, inquiry based learning, how to apply it in their classroom. I wish I knew more of this before I graduated college. Um, and so it's professional development for me and also providing professional development to the teachers that'll be attending this conference. I know it's a hard time of the year, a week before finals. Um, I really wish they would change this conference and put it in the summer. Um, but it's how things go sometimes, I guess. >> And while you're gone, are there any important tests or anything for your classes? No, my students um my shop classes will be working on their certification which is all NC3 platform and self-paced. My other classes will be working on wrapping up their final projects for that time.

046And so everything will be done in the classroom virtual self- sustained. >> I have a question. Um last month went to nationals, right? >> Yes, sir. That was on my own stuff. >> No, that's that's fine. Um, so if the school's not paying for this, so why is it >> miss being brought to the board? >> Miss Ry said it was probably best to come since I I was asking for professional leave. If professional leave is not accepted, then I could take personal leave. Um, >> that that is correct. anytime we have a teacher although we are not uh paying for for the uh you know the cost the only thing that the district will actually be paying will be for the the the cost of the substitutes unless Mr. Parker, I don't know if

047the uh organization will be able to reimburse us for the substitute, but anyways, anytime we have a teacher who is attending uh any training out of state, then we have to get board approval. >> Yeah, there's professional development credits here, too. >> Yeah. So by the time coming home, I should have quite a few additional professional development credits across the board. >> And as a past participant in the same program, um part of the when they accept you to be part of the program, you agree that you will present at national convention, which is usually at the cost of the eye teacher themselves. I know when I did it, I had to pay for myself to go. Um and then when you go to national I teachers conference they pay for you to go with

048the stipulation that you have to attend so many sessions present your session that you're scheduled for and then do any other things that they ask you to do while you're there. You're kind of >> working working your debt off for national for NAE. They'll pay for you to go and they take pretty good care of you but you also get to do a lot of other things there. And then Parker because he is a graduate of the teacher turn the key program with NAE you kind of become part of an alumni of different groups. So now Nick he'll always be a national aeroscience teacher ambassador. Myself there's about at one time in New Mexico there were about 16 of us. A lot of people have left the classroom or left the state. So there's not

049as many but it's a pretty big deal in New Mexico to be an ad teacher ambassador. It means that you've had kind of a higher level of training and and pretty capable in terms of the kind of classroom work that you're capable of. This might be a repeat question because I don't know. So with him using professional development, does he have to do so many hours a day to for it to be considered that type of leave before he has to take personal or are there guidelines on that or >> I'm not exact I'm not exactly sure what you are referring to uh Mr. Perry, but um with uh in other words, our teachers have to do a total of 60 hours of professional development. We provide the professional development. Um the with this and

050I know it's a difficult time of the year and I I totally understand that Mr. Parker was gone just recently. However, this is an opportunity and and I don't see it as an opportunity just for Mr. Parker. I see as an opportunity for our students. I do expect for him to be able to bring back because he is our CTE um advisor. So therefore, we have other teachers here in the building that that uh will benefit from this as well. So my recommendation is that we do approve this uh this leave. I know it's not the perfect time of the year. Alan, I do recommend that you do talk to the the uh organization and see if they can change it to the summer because we definitely need you here. However, it is an opportunity

051for our district. It is an opportunity for our students and for everybody here. >> Yes, ma'am. Thanks, Miss. >> Any other questions for Parker or Mr. Do I have a motion to approve? I'll make a motion. Second. >> All those in favor say I. All those oppos. >> Thank you guys so much. >> Next item is the PY grant. Mr. >> Yes. So, uh, again, uh, President Moss, members of the board, they Haggerman, we were just recently awarded a grant, a total of $40,000, uh, to support professional development for our new teachers and of course for our administrators. So the funding will provide uh mentoring and coaching services through the by your side uh program including monthly coaching sessions and training throughout the school year. So actually uh this is a collaboration with the PY

052Foundation and the written and red. So the PY Foundation awarded us $28,000 and then Written and Red awarded us $12,000. And um I recommend you know to the board of education that you approve the acceptance of the $40,000 or the $28,000 from the PY Foundation grant to support the mentoring professional development of our new teachers and of course our administrator. So um President Moss, you will be and I'm not sure if you already received it. I know you received it a while back, but this is a docu sign email from um Destiny Ro who is one of the directors from the PY Foundation. She did say that she will resend the document to you for you to be able to sign if the board of education if you decide to approve the and accept the

053grant. >> Okay, >> perfect. Any questions to adopt those? I'll make a motion to approve the second. >> All those in favor say >> uh item E um travel rates. >> Okay. So yes sir. So for the the travel and the PDE uh update so we are asking for a board approval request. So basically the state of New Mexico they they have updated their PDIEN rates. Uh this was actually July the 1 of uh of this year. However um we didn't even know about it because for some reason it's like they they had their own meeting but they never really put it out there till about a couple of months ago. And uh we definitely you know want to be in compliance with the DFA travel rules. So I am requesting the uh board approval

054for the following updates so that uh you know Heggerman schools could be uh in compliance. So for example the meal there's a meal aotment. So the employees will be receiving a meal aotment of $70 per 24 hours. Currently they receive a $59 aotment. However, they have to bring the the receipts with the $59. So, with this new rule, the allotment will be $70 for 24 hours and the receipts will no longer be required. Um, if if all the meals are provided by a conference or the event because that happens, you know, many many times that the conference will provide all three meals, then no meal a lotment will be given. uh because that would be like kind of like a double whammy there. So this aotment also covers um gratuitities. So in other words, the

055district will not be paying for gratuitities. The employee will have to, you know, with the $70, that's all they get for the 24-hour period and the district will not pay, you know, for any additional tips. Now, for lodging, the maximum lodging reimbursement that also increased from $215 per night to 350 per night. Um, and and we usually we don't give them the $350 because we actually provide the the hotel for them. We book the hotel. You know, Miss Carmen does all of that. She will book the hotel. And usually when there's conferences, we always request the the, you know, a better rate. However, just in case if there is like for example that Mr. Parker is going to Nashville, in this case, we don't have to pay anything. But sometimes going out of town, out

056of state, the lodging is very expensive. And so now with the new DFA rules, we can book a room up to $350 a night. Now if the lodging is above $350 then we will require prior uh board approval. So these changes ensure that the district remains in compliance with the DFA rules while simplifying you know the reimbursement process for the employees. Um again I'm requesting board approval so that we can adopt these updated travel policies and foreign rates and be in compliance. Any questions about the rate changes? >> I'll second. >> All those in favor say I. >> I. All those say. >> Next one is student rates increases. Thank you. You know, we have a few more. So, um, for the student travel rates, you know, I am requesting approval so that we can

057increase the student meal travel rates from our current $12 to $15 per student for trips such as sporting events, FFA trips, BPA trips, and you know, just uh similar activities. So when students travel to for example like the metro areas including Albuquerque or Santa Fe then the rate will increase to $20. Currently it's 15 but uh you know we wanted to increase to $20 per student per meal. The unfortunately the current $12 rate uh does not adequ adequately cover the complete meal. So they have to really limit themselves and and this adjustment will better support our students while traveling. We don't want them to go hungry. Now we do encourage the coaches and the the uh you know our sponsors to be able to to be mindful of the budget and select meals that align

058with within the the limits. And you know, usually they might be able to buy pizza and kind of they buy it in a bulk and and it's, you know, it's cheaper that way instead of saying, "Well, you have $15, so go spend your $15 in any way." So, we do encourage coaches to be mindful and be able to, you know, just to to go the the cheaper route. However, it's really I mean, you go to McDonald's and you pay 14 $15 for a meal. It's just unbelievable the the uh increase of rates. So, so once again, I am uh requesting approval to increase the student uh travel rates from $12 to $15. That would be, you know, locally or you know just uh near places. And then if they go to Albuquerque, it will be

059$20 a meal. >> Okay. Any questions about these rates? I have a motion to approve. I'll make the motion by Trevor. I'll second. All those in favor say I. >> I. Carries. Next item G is early release January 23rd for active shooters. >> Uh yes. So um on this one here, so President Moss and members of the board. So I am currently working on the uh safety plan for all the three schools. This is actually due December the 1st. However, one of the requirements is to provide an active shooter training for all of the employees. We had this about two years ago, but we it is imperative that we do this again. Um this training has to be documented and it has to be included as safety plan. So, I contacted Thompson Associates and the

060next available date for the training Friday. It's Friday, January the 23rd. I am requesting an early release day. That day we actually have school on that Friday. But I am requesting if we could release the students at 1:15 p.m. which that would be considered a full day so that the training can be held from 1:30 to 4:30 p.m. Currently our school year requires a total of u 11:40 instructional hours. And you know, we are already exceeding this requirement with about I believe it's like 1,200 hours. So, we're exceeding it by 60. Even, you know, with the early release, we will remain well above the required instructional hours. So, I'm requesting board approval so that we can dismiss the students early on Friday, January the 23rd, so that we can allow the staff to participate in

061the uh important training. and thank you for your consideration with this. >> Is this a training that we set up, Miss Res? I mean, is there is this the only available day? I guess >> it is. So, I we have several available dates. We do, but Palms Associates, they do they do not. And this is the first this is the only available. The other one will be during the summertime. However, like I mentioned, I do have to provide this training, the active shooter training for uh the safety plan. It has to be part of the uh safety plan. And that's why that's the that's the only day that's the the closest day. So, I do have to contact uh you know the safety bureau and let them know that the training is scheduled for January

06223rd. if you approve the uh the other if not then it will be during the summertime. >> Okay. So, is this like just training or will they be actually like is this one of the actual drills? >> It's actually they they do the training and they they actually I believe they shoot a gun in one of the classrooms and good Any questions? >> I mean, how do you say? >> Yeah, I'll second. >> Second by Chris. All those in favor say I. All those opposing it. Motion carries. Next item H is the library bond $11,459. >> Yes. So, uh, once again, members of the board, so this is a capital outlay grant agreement from the New Mexico Public Education, the legislative appropriation for 2024. So, Heggerman um has been awarded 11,459 specifically for equipment uh

063supplemental library resources including you know any print non-print uh furniture for the library, electronic materials or you know any um the this could actually be it's actually for all three of the library. So, we do have for all three schools. We currently we still have the funds from I believe it was join if I don't remember the exact year uh but that Mrs. Brrisa will be using that. So I recommend that this with this one you know we will use it for the secondary. So this agreement basically outlines the requirements for procurement reporting reimbursement timelines uh and how the funds will be spent. So by approving this um you know you will be authorizing us to enter into this agreement follow the state guidelines and then move forward with the purchasing the approved library resources.

064Again this will be used for the secondary um I recommend approval so that we can access and uh you know utilize the the funds Any questions? >> Do we have a deadline when we have to use these funds by >> Okay, the the funds it's usually a couple of years. However, I do have a deadline to be able to submit this form and the deadline is tomorrow. So, once if you decide to approve this, Mr. ask members of the board then if you can give the signed copy to Miss Jolene and then Miss Jolene will be sending it to me or Jolene can send it herself to um they I actually had to contact I mean we only we got this like probably about a week and a half ago and they want the uh

065the approval by today. They wanted it today. So I had to contact them and see if they would give us an additional day. Uh so and they said yes they will be on the lookout for this form if you know we decide to to approve this but I believe we have a couple of years and and that's why the other the other funds have not been used but they should be used we have to use and the other funds I think it was like 10,000 maybe 750 somewhere around there that has to be used before we could even uh have access to these uh you know this other Okay. Uh, any other questions about this? Chris say I >> post. Miss Re, there's not a signature page on here for school board. I didn't see

066one on the >> It just says approved by department cabinet secretary designate chief financial life officer and general counsel. >> Okay. But but but it is on the uh we have the board meeting the the the meeting and the agenda. So Jolene will be able to send them the agenda. on you, Moline. >> I guess >> if not, you can send it to me, Jolene, and I'll send it to them. That's okay. >> Um, item I is the uh PSOC capital outlay project award. >> Yes. And I think this is the last one. So, uh, board members, uh, so, Heggerman Schools, we have been awarded a total of $200,000, 515 from the PSOC. Uh, basically, this fund, it's under the House Bill 450. So these funds are designated for school security improvements uh CTE education

067facilities and maintenance or repairs of uh school buildings. So the award requires no local match and we must spend the funds only for these purposes. So the plan is to use the funds to purchase and upgrade our safety cameras. So I did ask Mr. branches to look into the safety cameras because the current ones are just not working properly anymore. So, we currently have a quote of $199,000. We couldn't get it any closer. So um I am asking the board to to approve the acceptance of the award so that we can complete the required scope of work and committed to um the deadline to accept these funds is actually November the 28th. >> Remind me what was this one for the scope of work? So, we will be doing the um cameras, security cameras throughout

068the uh district. >> Okay. By approving this, it's not any way going to affect the new building. >> It should No, it it it will not affect the new building. So basically the house bill uh 450 they and I think I did sent you a copy of it and what they did is they have a total of I think it was $50 million in appropriation that was distributed to all of the uh schools and so he I mean we received a total of $200,000 which you know for us it's I mean we just can't say no. So, you know, we have the option. If we don't accept it, then it's one of those that uh you you snooze, you lose, but it should not affect anything. Now, the only thing is that um I mean

069I I I don't I don't think this is going to affect with the with the new school. And uh if the new school is completed within a couple of years, I mean, I think these cameras should still be functioning properly. But the only thing that I can tell you is that the the ones that we currently have are just not working. Uh Daniel, if you want to chime in on this. >> Good evening, members of the board. Um I just wanted to mention that if we do decide to go forward with this project and implement these new cameras, um they will actually be um used for the new building as well. Uh typically when these cameras are purchased, they're purchased with a 10-year license. So any problems that we encounter from now until 10 years

070from now will be covered pretty much with the warranty. Um so if the camera goes out, we get it replaced, any of that stuff is covered by the camera company. Um but even going into the new building, these cameras can and will be reused for the new building. So even if we do decide to make the upgrade now, they will be um used heading into that new building as well. Okay. They don't they won't charge us 190,000 to move from this building to that building, will they? >> Well, that is going to be a very good question and I'm going to go ahead and reach out to cabinet on that specifically mainly because uh moving into that new building, we are looking into options for uh moving current technology that we have in the building

071as it is. Um, so like door readers, all of those, we're going to try to repurpose them mainly for the reason of it will save us a lot of money in the long run, but they're all completely functional. So talking to Camnet moving forward, we can go ahead and hopefully come up with a good agreement and um hopefully get it moved over with very minimal cost. And if not, then I may be up there wiring them. >> Daniel does a great job wiring cameras. Any other questions? >> I have a motion to approve. I will make it. Trevor second. >> All those in favor say I. I. >> Miss Ray. Superintendent report. Jeez, seems like I've been the only one talking today, but that's okay. I'm almost done. Trevor, I promise we'll be out of

072here by 7:15. >> okay, the clock is running. So, um I just want to say thanks to to Mr. Daniel Sanchez. He has been working very very hard with the uh 40th day um reporting. It is almost time for the 80th. However, he has been extremely busy or I could say we have been extremely busy, but man, the heavy lifting it's it's on him. So, he is her NOVA coordinator and he does all the reporting and but it's been a lot of work. So, so based on the 40th day report, our district is showing an overall decrease of approximately 29 students and this is compared to last year from the 120th report. So the primary reason for this decline is that you know we are no longer serv servicing the students from the youth challenge

073academy. So last year in when we had the youth challenge kids we would enroll anywhere from 15 to 20 youth challenge students who participated in in credit recovery courses through us and then so that partnership temporarily increased our enrollment. It also impacted negative you know there was a negative impact on our graduation rate as many of those students you know sometimes they move they earn a GED uh or they just there's no we don't they exit and and we don't know their whereabouts. So without the youth challenge students included our true enrollment decrease it's closer to about 10 students. So although this references, you know, it does represent a small decline, it provides a more accurate reflection of our resident, you know, student population. So I know that several dairies within our area have closed

074and and you know, that just it doesn't help us any. So, I'm very hopeful that our numbers will increase once again with the uh I mean I don't know if you guys know are familiar with the development of the housing uh just down on I believe it's Aberdine. So, that it's a housing development. So, um some of you might be familiar with that. You know, there's actually they have housing lots that are for sale now. So, I believe that this development is to e, you know, they can either install mobile homes or build homes. So once that happens and they're already for sale, this could actually increase our our numbers. So at this point, there's really nothing to be worried about. If this trend continues, then yes, we would be worried. However, I do believe

075that uh once those lots, you know, are they start selling, then houses will be built and and that brings families to to Heggerman. So I'm I'm being very optimistic about that. Okay. So uh just recently we had um actually it was a representative from Decker uh President Moss and I we attended the recent town council meeting where the council actually approved the annexation of Cambridge Street and then also St. Charles Street. Um anou must be signed by the town council and then by our board. I don't have it with me today and I don't have it on the agenda for your your approval because the counselor may have yet to to uh bring me the signed copy. I will go pick it up and then I'll have it on the agenda for next month. So,

076you know, in essence, it's really not ready uh for board action just today. So, theou simply states that the school will allow the you know, public access to of St. Charles Street and then we will notify the town of any future uh renovations and then um so I will continue moving forward with the the legal steps required for the annexation. And then we do have the company which is Gohan Houston who completed the surveying for the new school site and um it is recommended to conduct the annexation survey as well so that they you know since they are familiar with the property I can tell you that the cost and this is strictly the the district's cost because PSFA will not pay for this since this is part of the I The cost is approximately

077$20,000 and that would be paid by the district. Once the street is officially the school property, then PSFA will be able to cover related project costs. But in the meantime, this is something that we will have to use uh bond money to be able to to uh pay for the uh annexation of the u the street. Okay. Um and then uh last, okay, I have two minutes. The New Mexico Vistas accountability report has been uh released. Uh you have access to this. So you can go to New Mexico Vistas and then so Heggerman schools received a traditional rating. All three schools are traditional. While this is not the level of performance that um I aspire to, I am confident that with the work we are doing together, we will move the needle and position us

078to become a spotlight district. Uh we have several academic initiatives already underway that will directly support and increase the student achievement. You know, I'm always saying that it truly takes a village to raise a child and our community continues to demonstrate that spirit. Our teachers are just amazing. Our administrators are amazing. So, with everyone working towards the same purpose, I believe that we can and we will raise to a spotlight uh status. uh this past Friday uh and Cody already mentioned this to you but our staff participated in a strong professional development session centered on data analysis. So during this training the uh New Mexico Vista's accountability data was reviewed and then uh the teachers received guidance on increasing the instruct instructional uh rigor. So the presenter provided an explanation of the DK's which is

079the depth of knowledge levels and strategies for elevating uh the classroom uh rigor to support higher student performance. And um at the December board meeting, our administrators will be presenting their building level data and they will outline the action steps to continue moving our district uh forward. This is all I have for today. I think I have enough and I stand for questions. >> Thanks, Miss Reyes. Any questions for M? >> Mr. Ry, I got a question. >> Yes. >> Uh, why was that? >> Ask a question. Um, have you heard anything from PED about them changing their view on gradu graduations days compared to school years or school days like when the school ends and when you graduate? The reason I ask uh Lington has theirs like ours where they graduate. We graduate the

080week before school is actually out >> and PD made them change that to the last day of school. So they had to vote last month to move their graduation a week back. >> So I I can tell you that our ours was approved. However, the way and the way we did it last year and the way we will do it this year, the although the students have the graduation, ours is uh May the 16th, the following week, which is only like three or four days, the seniors still come to the school to check in all of their their equipment to their computer. They come in for their transcript. So, it's not a matter of just having graduation on the 16th and then they're gone. But basically they still have to come back to the school

081and uh you know complete a checkout pro process. So that's how we are able to you could say get away with it but yes it has been a an issue in the past. I can tell you that ours was approved because that's exactly what we do. We have the seniors come back and then they come back and they help the elementary with with the um field day. I mean just any of the activities that they have but yes a lot of the schools are being asked that they need to move it. So for example our last day of school it's on the 22nd of uh I believe it's the 21st or the 22nd of May then uh you know they would want us to have graduation after that date. But again, our seniors still come

082to the school. >> Well, theirs theirs on was a pretty too. And they they do the exact same thing. I mean, everybody does it. OB did it. Um, Lovington >> both had to go in and change the graduation day because PD is saying technically graduation day is like the last day of school even though it's not. into that. >> So, I I don't know if you want to like check in on it or kind of be like, well, we won't change it until they say something. >> Make us change it. >> But Lovington's having a pretty hard time because people already ordered invitations and scheduled trips and they had to move graduation a week back. So, >> so, uh, yes, currently my schedule was approved and, uh, this was part of the validation for the

08340th day report and a lot of the schools were not. So, ours was approved. So, I mean, if you want, I mean, we're still, we have an order of the invitations. If you want me to, I can move it to the next weekend. All I'm saying is we need to check because their schedule their one they submitted in the summer was approved and the PD came back at them and said >> what pre what precipitated that? >> What my sister said was PD told them like well if graduation's this day which I think theirs was the 17th then those seniors didn't have a complete school year because they're short. Did somebody call and report them or did >> I what your sister wanted to >> Well, I mean technically our kids do have to come

084back like we have our ceremony that day but they're not done. >> We we withhold their diplomas. I'm just I'm just saying that's what they looked at it as graduation day compared to the end of the school. He's just a >> similar saying that's they do they do it like we do >> and I don't think they're >> well they're not certified until their like like our last day of school like >> I was saying they parents had like through a walleye fit when they had >> I can see where that would be >> when they had to vote again to change graduation day >> because it was >> but did P reach out to them? >> Yeah, P contacted them. >> I wouldn't worry about it. Well, I mean, we can, but >> then

085we're going to wait till the last minute. >> If you wait the last minute, we have to change it. Then parents, you know, >> I don't think I don't think that they'll make us change it anymore because I can tell you that, you know, Ped did contact. Okay. So, the first approval was back in the summer. That was the first approval of uh everybody's calendar. Then um all the school districts they actually had a a call from PED and basically it was from the um every school it's given like a analyst. I got a call too and you know they just asked me if uh if I had school for on Veterans Day and I told them that we were in session and they're like okay approved. So, so, so everybody had to go through

086a second approval process for the 40th uh day count and uh we validated. So, at this point, I think we're okay. I mean, I don't know if you want me to look into it more, but I mean we we validated for the 40th day and a lot of the schools were not. I I can tell you that because uh we had a superintendent meeting this was Thursday and a lot of the schools they had to look into it but we were validated. >> Well I I don't know exactly what prompted their why it was just Lington and Hobs and it might have been more schools but that's just the ones I know of. >> I I would just hate to try to be like well they had said nothing and they say something in March

087or April and I I don't know. I mean, still learning enough to change it if we have to. >> Well, technically the Justin's people are here tomorrow to handle like caps, gowns, and all that kind of stuff. >> So, I'm saying that's what happened. >> Caps and gowns tomorrow. >> Like they had to vote. >> We just needed to say like, hey, order your invitations as May 2026. >> There you go. >> Yeah. I mean, >> commencement ceremonies will start at 7:30 p.m. >> undisclosed date.
