001Pledge of Allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Well, they just came in. So, Miss Would you like to? Okay. Hi. Um, this is the president of the >> Hello Martinez, student council president. >> And then we have uh Mr. Mr. Delos, the vice president and the secretary. >> Picture for >> Yeah. And then the freshman representative and then the sophomore representative Riley. >> Do you want to tell them a little bit about the group? What they >> um we we have just recently um done responsored the um homecoming and I think it was very good. They did all the job and then um with the help of our principal of course

002and the admin and we are doing that and then we did we we are doing um fundraiser and then well as of the moment we we're only like helping the school in whatever they want or you want us to be doing for the swim tree and then Eduardo have so many plans I think right Eduardo would you like to say something >> not right Well, he has been helping with school, I think. >> Well, and can I say something about Edardo real quick? Um, so he actually has caught the eye of the Republican party of Travis County already, too, and they are taking him under their wing and they have big plans for him also and who has been coming to all of our um town council meetings and everything too. So, I think he

003has a very bright future and he stays on the path. The Republican Party of Chavis County has already decided that he is something and they're taking him under his for their caught their eye and they like him. So >> I noticed that last week when we were at the town council meeting, he walked in, but I don't know if he I just thought, "Oh, I wonder what Edardo has to say." But I think that's great, Eduardo. I think that's great. I'm proud of you and everybody else here, too. So thank you. Now you guys, Miss Ley, you all don't have to stay. You're welcome to stay, but >> but if you notice the pop rings in front of the school, that's the handiwork of Edargo, literally and physically. So he's taken that upon himself to

004reinstate some school pride. So thank you for that. >> He's welcome. >> Appreciate it. >> He has plenty of other ideas. He does good. >> He does. The only thing is that he I think he's like me. He has the idea and he wants to execute it immediately. But he's doing good. >> Thank you guys. Thank you. >> You're welcome to stay. >> Thank you. We'll go. Sorry for being late to cosplay. >> Sorry guys. >> Never know. >> We have a couple presentations. >> Uh yes, and we went ahead and put them, you know, like uh right after public comment, but we can go ahead and start with this. So, um members of the board, good evening everybody here. So, I want to take this moment to introduce we have two ladies here, Miss

005Karen Carlton and Pastor Susan >> Suzanne. I I I always have a hard time saying her last name, but anyways, they do have a short presentation for us. As you know, the Presbyterian Church here in Heggerman, they are closing their doors and uh they would like to uh propose I I'll let you have the floor. >> Um no fancy presentation, but we are um afterund some odd years, the Hegelman Presbyterian Church is closing. Um and it it's a sad thing for us, but one of the things we wanted to do was um offer the school um kind of first opportunity at the land in the building. Um we are not looking at making a profit. We are looking at not having it go derelict. Um and um we've we've always had a a close relationship

006with the school in various incundary ways and we just wanted to make that available to y'all. We are not asking for we're asking for enough money to make it a legal deal and asking y'all to pay the um title and tax fees associated with that. um and otherwise then have that belong to the school. We know that with the renovation going on um your first use of the building might actually just be storage. Um it is air conditioned, it is heated. Um the roof is good important things. Um and um then thereafter as you see fit there would be no um restrictions or anything that we wouldn't put on it. We just don't want to see it go derent able to sell everything at the sale. >> Um we were not able to sell everything.

007We did have a sale for all the stuff that was in the church. The A youth helped us um move stuff around and the proceeds of that sale went to the A youth. Um and um there's still some stuff in there that did not get sold. Some of which we end up having to we're still trying to get rid of some of it. Um but the if y'all want the building when before y'all take it over it will be empty. >> So I and of course we are not you know you're not taking action tonight. However, you know these are just a few of the steps that that we need to do if we decide to move forward. So the first thing that we would need to do is to pass a resolution formally accepting

008the property. Um step number two, we will need to approve the real property donation agreement which will also need approval from the uh church leaders and then of course from the board. So this will be created with the assistance of our legal council. And then uh the church leaders they they already provided us a with a copy and I sent you a copy of the um the current deed as this will allow us to incorporate the deed into the real property donation agreement and prepare a warranty deed. And then um additionally it was recommended by our council that the district purchase title insurance during the transfer process to ensure clear and protected ownership. Okay. So um I can pursue with these steps and then we will have everything ready if you decide that this is

009something that you want to do. Thank you, ladies. You're welcome to stay, but you don't have to stay. >> Thank you. Okay. >> They are going to do a brief presentation and basically uh I believe we have uh JL from Decker and then I believe we have Noah Pierce from um Bohan Houston and Victor. I believe Victor is there. I don't know who else is there. >> Yes. Hi. >> Hi. >> And and Jim Hill. He is actually from PSFA. So on um last Tuesday, we actually had a meeting with town uh council and um you know it was presented the annexation of uh Cambridge Street and we al you know we already have Charles Street. It's already you know our property but um JL who's going to do the presentation? >> Uh I'm going

010to do it to do I'm going to do it to do it. >> Okay. Um so so basically he is just going to do a presentation of what was presented at the uh town hall for the board. >> Go right ahead. It's all yours. >> Good evening everyone members of the board. >> My name is Jose Luis Beharano. I'm the assistant project manager with Decker for this project. Um this evening I'll be going over the presentation like Miss Rees was saying discussed during the town hall meeting last held last Tuesday. Um I will briefly talk about the overall site plan design the new building footprint within the contest context of the existing facilities the proposed annexation of St. Charles Street and North Cambridge as part of the effort to create a unified campus layout and

011a safer outdoor learning environment for students. I'm going to share my screen real quick. >> Here it is. Can you all see the site plan layout? >> Yes sir. >> Okay. >> So this is the overall site plan layout that we have designed so far. Um we are in design development phase. So we are continuing to move things around. not too much, but some of these uh it's it's just safe to say that it's not final. So, real quickly, um we can see North Cambridge right in the middle of of our the end of our football field and separating the the school campus as your existing buildings show. We have the existing middle school on the left, existing elementary school on the on the south, and then the existing high school, and then the existing

012gym. So, for those of you that are not familiarized with this project, um we are planning on building the new proposed school on the east side of the property. And this is the footprint that we have for the new building so far which as you can see is uh within the open space that you currently have in the campus. Everywhere else we have existing buildings that limit our design orientation for right now. This is the the proposed school. Um I sketch a orange rectangle here which is indicating the classroom wings. So this this orange rectangle is going to be a twostory building. We're going to have classrooms for prek through um what is it? Uh elementary school on the first floor and then we'll have middle school and high school on the second floor. The

013rest of the building, it's going to be a singlestory building. Um, this south portion will be the administrative offices and the special education program with a specialized um outdoor learning area. And also, um, we have a a courtyard in the middle where we have outdoor learning areas and play areas for everyone in the school. Um, in the middle portion of this one-story building, we have the CTE building. We have a band room, cafeteria, kitchen, and then the main gym with an auxiliary gym right next to it. And the the last portion would be the locker rooms just to give you like an overall idea on how we're planning on distributing the the new proposed school. Um our idea is to do this in a phasing sequence. So the first phase would be to construct the

014new building. Once we have the new building, students will move into the new building and then we'll start phase two, which is demolishing all the existing buildings so we can prepare the site for the play areas, the playfield, the basketball courts, parking lot on the on the north, uh a student parking lot on the west. And real quickly, um the parent drop off entry will be from Oxford Avenue and they're going to come in through here going down this loop and then this is this is a two-lane drop zone, drop off zone. So parents can park here, drop off students, and then the the other parents that are ready to leave, they can take the second lane and exit again back to Oxford Avenue. Uh for the buses, we're going to use St. Charles Street,

015which is on the northern side. And the buses are going to come in through Oxford Avenue through Charles Street. Over here on the far east, we're going to have parking lot. And this is the bus drop off area where they can loop back around St. Charles Street or some of them can park in the existing bus facility. But the intention is to separate parent drop off and bus drop off so we have easy uh access to to both of those drop off zones. Okay, let me let me go back to another file. So, so this file, this PDF file that that is shown on the screen, it's the property line for the existing um Herman Municipal School campus. As you can see, um it's divided with North Cambridge and St. Charles Street, which right now

016it's it's owned by the town of Hager. And when we met with them last week, Someone's Yeah, someone's mic is very loud. Okay. When we met with them last week, we proposed to have the St. Charles Street annex, which is shown in this green rectangle. And then we show them uh North Cambridge Avenue to BANX to Tiger Municipal Schools which is shown in this blue rectangle so we can have a a unified campus. And during the town hall presentation, the council agreed to move forward with the vacation of St. Charles Street and North Cambridge Avenue with a condition that St. Charles Street be memoralized through a conditional use memorandum of understanding between the town of Herman and Hagermanerman Municipal Schools. The town requested that theou include a documented permission process for the town of Hagermanerman

017to have use of St. Charles Street to navigate from North Oxford Avenue back to North Cambridge Avenue. So the condition basically would be to have St. Charles Street open 24/7 for the town of Herman so they can access back to North Cambridge Avenue. In this in this PDF it it shows better um the green portion of St. Charles Street in North Cambridge would be utilized for the town of Hagermanerman. um 247 and then we can easily add some gates on North Cambridge and right here on the bus drop off loop to enclose the campus um after hours or when we don't have any activities during school. Um, let me see. It was also emphasized that although these streets will become property of Hagerman Municipal Schools, any future modifications or improvements to the annex street such

018as the installation of speed bumps, gates or similar features will be jointly coordinated with the town of Higerman to maintain collaboration, safety and cons consistency in decision making. The next steps include uh developing a memorandum of understanding, anou, and coordinating the necessary legal documentation to formally transfer ownership of the land from the town of Hagermanerman to Hagermanerman Municipal Schools. Uh, Miss Reyes asked for an example of a memoranda of understanding and Decker will provide an example document via email and we recommend that Kagerman Municipal Schools review the terms and clauses in consultation with the their legal council to ensure alignment with district and town requirements. Um lastly, the the surveyor will continue to update the site boundary to include the additional land and streets under the new Kegerman Municipal School property limits. And we all

019believe this is the right move to move forward and continue to have good faith with the partnership between the town and Herman Municipal Schools. That is it. Does anyone have any questions? I do jail. So I I just want to clarify that St. Charles it's already the property of the school. So I don't know if you recall but I did send you a copy of the deed. So it's already it's part of >> Miss Reyes. I'm I'm sorry. This is Noah chiming in. Uh that that document was included in the title report that our survey team did did provide with our deliverables. Um the document that you sent uh only referenced the so previously St. Charles was an 80ft ride ofway. They only uh that that document only indicates the the southern 40 ft. So

020the the the green area that is highlighted is not the school's property currently. >> But I had sent you two copies though. So it is the entire the entire street. So the first part it was back like in 1956 which is now part of the high school. And then later I went ahead and sent where you have the green shaded area. That was the second part, the second deed that I sent. So we actually have the deed for the entire so that part does not need to be annexed anymore. The only thing that the only part that needs to be annexed is Cambridge. >> Uh again, ma'am, I think that's I I I remember the documents that she had sent over um in sending that to our surveyor who is you know the legally allowed

021to basically put these documents together that it's only the southern 40ft. So it is, you know, per all the legal documentation that's had that 40 feet is still not within the So I don't I don't know that it necessarily is a end all beall. I think it, you know, it's definitely something that we can include, but it is. >> Um, yeah. >> Sorry. Go ahead, J. >> And let me chime in. Uh, Noah, Miss Reyes, the first document, it actually it actually was talking about St. Charles being from North Cambridge to let me open the Google Earth that I have. Manchester. >> Yeah. This street over here. >> Yes. >> Correct. That was the first document. >> That was the first document which it's already part of the school. >> Correct. And then the second

022document was from Cambridge all the way to Oxford. >> The southern 40T. >> Yeah. But it says only a portion which is a 40t southern 40t like Noah was saying. So not the whole street. That's what the document entails. So, we still have to ask the town of Hagermanerman for the full annexation of the street. >> Okay. I will look for more documents. Again though, just just to reiterate, I don't think, you know, that I don't think and and if you do have that documentation and and that is correct, then you know, that's that's that's great, too. But I don't think even if it's not it's not a it's not an end- all beall, you know, I think we could still proceed with the direction. We would just need to, you know, in the in

023the ultimate conditions where we're where we're designating these legal descriptions, we'd need to just do an update there and make sure that we have it properly documented. But there were no um reservations from the town council in that meeting about you know the ownership or the kind of the property lines as they've been designated for the future inclusion in the school's property line more so they were just um to Jail's point stating that they would want um anou or a memorandum in place that would basically state that um in the future uh after it is included in the school's property that there is contingencies in place that the school wouldn't be able to um basically make any, you know, modifications to the to the roadway that would wi without the without the consent of of

024the town itself. That was their main their main point that they wanted to to get across. And then if they can have that in place, they felt that um they felt comfortable in in moving forward in this process. That is correct. Does anyone else have any questions? >> I think we're good. >> Okay. >> Team, >> thank you everyone. >> Thank you. Thank you, Miss Thank you, >> J. Thank you. Thank you. >> Thanks everyone. >> Thank you. >> Good evening. public comment. Anybody online? I guess you see my little laundry list of adjustments. And kind of what brought this on was PD doesn't like my restricted expenses. I used to have an analyst who basically allowed you to put your restrictive expenses have unforeseen expenses. Well, they don't like that anymore. So, I am

025moving that line out and I'm just kind of shortening it up short. A lot of professional development short utilities as well. So, I'm basically just getting it out of expenses. And then I was full time. I'm moving money. I thought it was going to be our people for salaries, but it's not. It's a contracted service for some children. So that's what that was about. You haven't been working with well I haven't seen the auditor yet but basically you set up a portal for me to submit documents to him. So I've just been trying to complete whatever I haven't had any questions from him yet. I don't know if they're planning on cleaning here on the ground. As far as purchasing card goes, we've been working and we had one online meeting tomorrow. How to set

026up this working now formal and they're helping process. So that's in the works. >> Guess that's about it. what I've been doing. >> Any questions? >> We have been installing new LE LED outside lighting, replacing the older style lights. Finished installing the ones in front and the side of the cafeteria. So now it's nice, safe, and bright for the cafeteria ladies when they come in in the early morning hours. We still have about seven more to replace around campus. Also been doing our usual unstopping clogged drains and replacing worn out faucets. Track will be closed for the next two weeks for the track repair and resurfacing. I was hoping they were going to remove the old asphalt surface and repair the base, but they said that the cost was not allocated. So, we're stuck there.

027We're still waiting on um White Rock Construction to come and finish the repair on the high school gym locker room area, the sidewalk repair, and then build and add on to the little uh hut for the water softener at the cafeteria so roads could come and install the water softener. November, we'll be starting changing our HVAC filters. You have a timeline on when they're White Rock's coming to finish any of it or >> they just keep stalling. They said we'll get there next week and then they don't show up. So hopefully they will in the next week or two. For those HVAC filters, we're not using the MV 13s, are we? >> Not anymore. No, sir. We had two there for during the CO, but now we're back to the fiberglass, which 15 times cheaper.

028Plus, these units aren't really designed for those Merb 13s and makes it pretty hard on questions. >> You said on the track that the base was needed some attention. >> Yeah, cuz that's that's where we was getting all the cracks at, but I don't know. They think they can just re That's what they did last time. They just resurfaced it and then it started cracking again in two years. But hopefully this one will be better. They swear it will be. So time will tell. >> Are they offering any type of warranty or guarantee that not le I mean >> I can get with BSN and see, but I know they're going in and they're cutting out all the cracks by hand and patching them right now. They're going to go over the top with the

029new stuff. I know originally wanted, right? Or what we >> how we originally thought. Yeah. >> Are are you getting what you want, though? Because it doesn't look like >> we're we're get we're getting enough to get us through I would say the next five years or so. Um we defin this was way overdue. We're going to need a new track I don't think for the amount of practice that we put on it. um hosting meets. Um I know that was one thing the past I'd say three years, you know, we just got complaints like, "Hey, when you guys get a new track, when you guys going to resurface, whatever it might be." I know it's going to help us uh get away from that and and have a better surface. Um, we're going to

030have the best javelin um area probably in for small schools in the state because it's going to mimic um the state uh the state runway. It's going to be um asphalt and then with a track coating over the top and they'll we'll actually be able to practice that. Um because typically it's you know go find a field and grab your football cleat and throw it as far as you can. Now we actually get you know javelin spikes. Um, our triple jump, long jump is going to be better, safer. Um, so th those regards, I like what they're going to do. Um, high jump is going to be bigger, safer. Um, it's not quite what we're expecting with maybe those two D- rings, but I think for for what they're offering to do, it'll be sufficient.

031>> So, they're not going to enclose that whole other side then. No, they're not. That was going to cost way too much cuz they were going to have to move the goalposts forward about what 10 15 yards. >> Um and that meant a lot of you know sprinklers that they had to move and relocate and a lot of irrigation that they had to deal with and um leaving that alone I think made it a little bit easier. >> So we're moving the pits outside the field too though, right? >> Yes. Well, yeah, that won't be in use anymore. >> The long jump, >> the >> I think the long jump will be able to if needed, but the triple jump was >> always the one of the worst ones just because, you know, it's outside

032there. Um, a lot of the gravel and stuff would get onto it. The bleachers are right there. So, a lot of schools did not participate because of that hazard. It's going to just be black >> um >> for the like the just the normal truck. Yeah. Black and then the exchange zones should be green. >> And currently, you know, they it is closed to the public. >> It'll be probably for what couple weeks it has been. made it through homecoming September October. Good. Um, got one serious arrest citation issued out. Other than that, Um, okay. So, starting off with enrollment, our current student counts about 207 as far as instruction and coaching. Um, and grading schedule begin another round of walkthroughs and feedback with formal observation cycles. Hiring update. We officially hired a fifth grade

033teacher, Mr. James Scott who has been in the classroom for a couple weeks now. We also have a math intervention in interventionist with title one funds and she's serving as our math interventionist also. Um she's also teaching the STEM classes. We I put in a recommendation for an EA for the first and second grade hallway and then also a structural literacy EA. And so once all of the paperwork goes through and comes back positive then I will be fully staffed. Um and then some celebrations. So students participated in red ribbon week making posters to several students a couple several students from a variety of classes earned a $10 prize for their artwork and our grand prize winners of Kaden and Landon received a $50 prize that they were very excited to be sharing and promoting

034to be drug free. Uh staff involvement. There's been a lot of parents and teachers stepping up with PTO and so we've seen some new faces and some enthusiasm is high. So I'm hoping we can continue that throughout the year. Right now we have world's finest chocolate fundraisers and that's running through Thursday. And then teachers have some teachers have lunch here to prepare booths for Halloween carnival on Saturday. Our spirit week's going to begin on Thursday through out the remainder of the week for Red Ribbon Week. Kindergarten through third grade are going to Artisia for a pumpkin patchfield trip on Wednesday. Then upcoming events, we have our Thanksgiving lunch that we're preparing for in November. So you will see tickets coming out for that. As far as parents and community engagement, PreK held a pastries with

035parents where we saw it was a big success. We saw lots of family a big family turnout. And um they are also planning a pre-K fall carnival October 30th featuring pumpkin pin picking games activities for families and the prek students. And that is about it. Any questions, concerns? Thank you. >> Well, thank you. Go back. >> Okay. Backward threw me off. I just skip around. >> All right. It's no big anyway. The crazy world of special education. that um there's basically only one thing to report um you know we got 77 kiddos with an IEP at the school that doesn't include our handful of gifted kids and a handful of 504 kids and um you know every 40th day we're basically audited uh and um because Daniel Sanchez works super hard um we've got zero

036errors zero errors from that um because we did a bunch of um kind of proactive work to make sure that we kind of keep the PET and the OSC happy. Um that that's the main thing because it's hard to I don't know what kind of data they're extracting, but it's every kind of chaotic thing you can think of and and so we had that that came out perfect. Um um other than that, you know, like I'm going to this bed law conference. Well, I'm going to leave tomorrow. It's Wednesday and Thursday and you know all of us come up there and shake our heads for a couple days and just think oh my goodness you know why did I ever not stay retired that kind of thing. Um it's really a great deal though Walsh

037Gyos puts it on and um it's super helpful districts. Um I know that all the RBC schools are going as well. Um and then other than that, the week after we got the sped director's uh meeting with the um the recourse. Um other than that, it's just business as usual. Everyone working hard and trying their best. So questions or anything? questions. Matter >> of fact, this was, I think, the first day, speaking of on Monday, that we ever had an IEP for a kid who actually checked out on the exact same day we had the meeting. And I thought to myself, man, this is this is really a Monday. How does that happen? And then I realized I'm so glad I don't work at Hob Schools after our meeting in the afternoon because they're they're

038messed up, too. But anyway, we're going to talk bad about these districts. Thank you. Yes, sir. Thank you. >> Okay, come with handouts today. Um, just because it's a lot of information to share and if I have to rattle this many numbers off, it might not make that much sense. First thing, we'll start off talking about enrollment and attendance. Um, our enrollment hasn't changed a whole lot. We lost a sixth grader but gained a seventh grader. So, we're still at 84 in the in the um middle school. uh high school. We're down a freshman, but we gained a freshman, but apparently my number was off. So, when I counted again, we're at 13 with freshman. Um we lost a sophomore. Um and then we have the same numbers for juniors and seniors. So, we're at

03985 in the high school. Um 169 total. Uh the paperwork that I hand out talks about our attendance data for the first nine weeks and and up and through uh Thursday, I think. Um if you look on there, the first two pages are spreadsheets that we do daily here that calculate how many absences plus our daily average attendance and our weekly average attendance um by the month. And then some highlights from that. Um our daily average attendance for percentage for the first quarter is 96.359. August we were averaging 9684. September 9606 and October to to date is 95.99. Um, class with lowest average is our ninth grade class, which is also our smallest class. It doesn't take very many of them to be gone to really impact that number quickly. Um, seniors have the best

040attendance overall. We've had seven weeks with at least one class maintaining 100% attendance for the week. The week with the lowest attendance, it's going to shock everybody at the fair week. Uh, low week with the highest average daily attendance was homecoming week. So, some data if you're into that. I've been working on the attendance plan for middle school and high school. Some other important information comes from the other two pages of that uh just some pages from that process. Last year at the high school we had a chronic absentee rate of n 3.95% which was down from 26.1 the year before. Uh which is some big improvement. Our to target goal for 2526 is 2.97. Middle school we got some work to do. Uh in 2324 the chronic absenteeism rate was 15.38. Last year we

041improved it to 13.89. Our goal this year is 10.42 or less. Um, for academic achievement in progress, we did hand out report cards. Last week, I had parent teacher conferences and had staff available Thursday and Friday. Uh, any report cards that weren't picked up have been prepared to be mailed home. Um, honor roles have been posted. Also, some cool data from there. For the middle school, 55 students or 65% of our kids in this building made AB or A honor roll. Um, in sixth grade, 50% were on the AB honor roll and 31% were on the AB honor roll with 81% of the sixth graders being on one of the two, which is pretty aggressive. Uh, seventh grade, 55% on the AB and 6% on all A's. Um, and then with 61% of seventh graders

042making the honor roll. And in eighth grade, 32% made the AB and 24% made all A's. 56% of the eighth graders on an honor roll. High school data not as impressive, but we still had 21% of the high school population on one of the honor rolls, 12 students grade nine, 12 on AD, um, and six students on the all A's. And we can only hope that those numbers will improve as the year goes on. Uh, still middle school students are having the opportunity to participate in the LL vocabulary bowl. It's a national contest. something they work on through their ISL program that they already are using for supplemental um and for additional instruction here at school. Um and then we continue to see success with the students. We're using um the subject.com learning platform for

043credit recovery. Uh for assessment and testing, 10th graders took the PSAT on Thursday. Um we mentioned previously that we had homecoming. It was a great week of activities. If you weren't there, um Jordan or Agular was homecoming king. Saiisha Kyio is homecoming queen. We had a great dance. Mr. Parker DJed after the game. We had a lot of kids uh grades 6 through 12 show up for the dance and a few Lake Arthur kids even came by. Uh Eastern New Mexico State Fair had lots of kids in the showing livestock. FFA had a float in the parade. Mrs. Hall art class had a very interesting display of mushrooms. Um esports is doing well in their fall scrimmage season. Uh Mr. Um, Sanchez has shared some some good outcomes and I know that our teams have

044defeated some 5A schools in some of the recent matches which is pretty impressive. Um, and then we had Dr. Arens Romero, former education secretary with the New Mexico PED here uh, two weeks ago to present um, anformational talk to all of our secondary students on Title Nine and some other key issues. Uh I had hosted a forum for parents that was very lightly attended on the 24th of September and I'm looking forward to the next opportunity to engage with parents on Wednesday, December 10th. Um some as far as staff professional development, myself and the math teachers were going to are going to go to the high quality instructional materials training uh hosted by the peed in Rosel next Tuesday. Uh, Miss Flores, the middle school gifted and high school secondary gifted teacher, is going to

045the training for gifted education Albuquerque the end of this week. Um, and staff members are working on various trainings um, engaging with our CES site coach and our by your side coaches hopefully within with the goal of improving their craft and pedagogical approaches um, in the classroom. Uh, behavior and discipline and school culture. We're still continue to work on reinforcing capturing kids hearts protocols, refining daily procedures to ensure safety and making sure making sure that our school's a positive place to learn. Um dur so for facilities resource and technology updates. Mr. Sanchez did have information about the optional device insurance policy that parents can uh purchase on their own. It's not required, but it would help minimize any out-ofpocket cost for damage loss replacement of schoolisssued devices. We handed out this information sheet during parent

046teacher conferences and a lot of parents were very excited to get that information because for $30 they can for for a calendar year they have their devices protected against unlimited claims whereas a screen I think is $75 if you have to replace that out of pocket. Some other upcoming events and important dates. We're going to have our first nine weeks uh honor roll awards assembly on Wednesday afternoon at 1 pm in the high school gym. Next week we're going to celebrate red red ribbon week. Um we'll have dress up days planned. We kind of collaborated middle school student council and the elementary collaborate on some things and have some dress up days planned for that. And then on Wednesday the 29th um someone from LASA mental health will be here to present some information to

047our fifth, sixth, seventh, and eighth graders on staying drug free and making healthy choices about that. Um, celebrations, recognitions, middle school students of the month, student of the month for September was Andrew Mans. And staff member of the month for the middle school was Claudia Martinez. At the high school student of the month was Luke Gray and staff member of the month was Coach Rodriguez. And looking ahead, we have welcomed Mr. Frank Paul, our new high school math teacher. And I stand for any questions. I realize that's a lot of information. Are you partnering additional things? >> Um, so October one we hosted our CCRV rep, Justin Mum. Um, he is our new representative that kind of oversees the career and college readiness bureau um for our region. Um, never seen a CCRV rep come

048and do site visits, so it's kind of interesting. I didn't know what to expect. Um but he miss Rice and I met with him that day and then I kind of gave him a tour around our campus showing different types of CTE classes um that followed suit that the CCR CCRV is funding. Um and then I took him to see Miss Dunn and they kind of talked to you as also our PSAT um and SAT coordinator for the state. And so they were able to have some good conversations about that as they geared up for the PSAT last week. Um other than that, we've had it's been a busy um year um so far. Um, next week I'll be hopping on a Zoom call um to start our CLNA process, which is our local needs

049assessment um that focuses on what our region's going to fund, what our state's going to fund, and what our district's going to fund through the Perkins and NextGen funding. And so this is kind of the first part of looking at data. This will probably be the first year that our school district will see data since Miss Reyes has um stepped up as superintendent. I've kind of helped her out with the um CT side of things. So, it's going to be exciting to see where we're at. Um the last few years we've kind of been looking at some data that hasn't portrayed the most perfect picture of what we're really offering here. And so it's gonna be really exciting to see the changes and the growth that our CT programs have seen. Uh moving forward um

050at the award assembly um for June for secondary and elementary um the FFA chapter will be presenting um kind of some information about the bond. So, if you guys are there, they'll be giving little speeches and kind of talking about what the bond has for them, kind of promoting, making sure we're educating the public about it as a community service project and a civic for our chapter as well. Um, trying to think, I don't think there's not too much more going on. The Presbyterian Church um graciously did donate all any proceeds they have. Um, still they're still selling things if you guys are looking for anything that who knows what they still got in there. They've had a lot of amazing little knick-knacks um that they graciously donated um and have been either delivering money

051to Miss Reyes or she brought me an envelope. So, I'm going to go lock that up here in a little bit. But, um they've really taken care of us. I guess back in the ancient day, the A program went over there and dug the basement out for them. They were telling me stories about this and I was like, so um they've been really good about taking care of the community and so we've been trying to take care of them and helping them out in all aspects. But for that, I kind of stand for questions, anything like that. So >> you say that this is going to project future funds we get now. Are we projecting like out for here or projecting for when we get the new building? How far out are they projecting? >>

052So the CLNA process is a two-year process. Um so when uh Miss Rice and I kind of first learned about this, they did not require us that year to um complete that first the full process. And so this will be the first year our school district has completed the full C cl C CLNA. Um it's a 30-page document of all the data. So our completers, our concentrators, and our active students who are taking at either ad classes, business classes, cyber security, um going to Lake Arthur, taking the educational rising, any of these types of CT classes. And so this will be the first year. I'm actually predicting our funding line is going to go up after this year because this will be the first year we'll actually be able to prove that we have completers

053have taken a class freshman year, sophomore year, junior year, and they've completed all the programs of study their senior year. Um, and so I'm really excited to see what the data is going to look like. Um, I've been working with some of the people around the state that do this and they were in the same position before and they've kind of just being able to see what funding lines they're at. We're kind of at the baseline. Now, we're going to be that next step ahead hopefully. And so, there'll be some forums. I know January they'll have the big CT leadership conference in Albuquerque that will be required by all districts to attend. And then they'll have region meetings, which typically region meetings, they'll start sending stuff out and inviting schoolboard members, inviting Wolf members, community

054members, businesses, and kind of seeing what what's our region looking at. And so our region is from Roswell all the way to Hobs, Carlsbad, um, loving unists. There's about 20 of us in our region in this area. So, >> um, fall sports are winding down. Um, middle school, as of right now, all middle school fall sports are done with. Um, junior high cross country on the boys side, they didn't lose on that they went to. Uh, so they finished their their season basically undefeated. Uh, middle school football went four and one. And if we would have played Gateway two times, they probably would have went six and one. Um, volleyball, the the the younger team, the seventh grade team struggled, but there was a lot of participation out there and and a lot of young

055girls were playing on that. Uh the older team, the eighth grade team, I think they're about 500. So seven and seven, I believe is what their record was. So that's that's pretty good for them. Um high school sports winding down. Cross country just went to uh the pre-state meet. Our boys have legitimate shot to podium at state because most of the top dogs were there and and they they placed I think fourth as a team. and that's with one of our best runners running about half the race with only one shoe on. So, yeah, I'm expecting uh him to probably catch a couple more people, which is going to lower our score and get us close to that that podium. Um we had one individual placed in the top 10. The girls um struggle a

056little bit, but I think by the time district rolls around, we have a shot to win both districts uh boys and girls. When we get there in a couple of weeks, it'll be at Portalis, then at district at in the mountain gods, then we go back to Albert for State. Football is almost over. Last uh regular season game is this Friday in Gateway. Right now we are projected to make the playoffs as anywhere from a I think a 10 to a 12 seed is what we could probably get in there at which is going to put us on the road right now. Um barring you know we would be gateway that's probably move us up even more on Friday. So uh the seating selection comes out Saturday at 8 o'clock. Um and then we'll see

057where we're at um after that and then switching gears to basketball. Uh, schedules are almost complete. I wanted to get them out to you guys today, but I'm waiting on a couple of schools to confirm times so I don't put out like a four o'clock time. And I know it's usually up in the air anyways, but I just want to try to get everything as accurate as possible and waiting on Lake Arthur to add a couple games at the middle school level. Um, high school is pretty much complete. Just waiting on some J JV boys um games to be confirmed as well to try to get us at full fulls for everyone. Cheer just got did a stunt camp. They stunted at the at the football game on Friday night if you guys were there

058to watch. And then they are looking at a couple of competitions uh once we get back in the spring semester to go to like out on the board so they can try to be competitive this year. That was one goal and they didn't reach that last year but I think this year what they got and the ones that are stick that are sticking with it hopefully they can go and get a taste of that competition. Um we talked about the track a little bit. I think that's it. Can you talk about the Lake Arthur team? >> Oh yes, thank you. Um Lake Arthur will not have a um basketball team, boys or girls, at the high school over the season. Um they've kind of been in conversations about co-oping. I reached out to Scott Ona

059in Maya and he looped in Dusty Young and it would be fine if we do co-op, which we are moving in that direction. uh we'll co-op with them in basketball uh for the rest of this block which ends this year and then the next two-year block. So for the next three years we'll have to co-op with them. Uh which is really going to help our girls because we're in that point where you know we had to have sixth grade participation for a lot of these girls to play um when they were in junior high. Now they're in high school and numbers are still pretty low there. So, it's really really going to help our girls program and then we'll get a few boys as well with that. So, it's going to be good. It's going

060to be exciting for the next few years. and our our enrollment. Um, we have they haven't talked anything about where we would land without Lake Arthur in the next cycle, but with them we have to count their numbers and it looks like we'll just stay 2A, which is kind of what I was projecting anyways for for at least this next one. Um, next item is approval of the minutes from September 15th September. business. Any more questions? >> All those in favor say I. Next item is amendment of policy J3431. Okay. So this is a continuation from uh last month. So uh J3431 and this is actually the it deals with student interrogation, searches, arrest and basically what this is. It's an acknowledgement concerning the use of uh you know uh student property. So um before

061I go into this one here, I would like to just let you know that I um you know did some research uh in regards to the you know back in the last meeting we discussed about the uh drug searches and then um anyway so so basically and I have I invited Michelle to be able to talk a little bit. So, um, in essence, yes, we can. And we do have a policy for this, and it's actually policy J3411. I also sent you a copy of that. And if I didn't send it to you, then I will send it to you. So, this is the use of dogs in drug searches. So, the the school district, we are authorized to use the dogs whose reliability and accuracy for snipping and detecting any illegal or unauthorized substances

062and objects has been, you know, established. So, um there's a few things that need to So, the policy it pretty much tells you what we can do and what we cannot do, but I invited uh you know, officer Baitman so she can just tell us a little bit about the uh the dogs and what they do and what they can sniff and what they cannot. >> Okay. Um yeah, so the the ability of the dogs that that law enforcement um would be bringing in um so since they legalize marijuana um we well we don't have a dog but any any law enforcement agency that has a dog in the state of New Mexico um has had to retire those dogs that can detect marijuana. Um so they've been retired. So currently law enforcement dogs only

063detect um harder drugs like fentanyl, heroin, methamphetamine, um that sort of stuff. So um I have not heard of or know of any major drug problem like that. Now I'm not saying that some kids wouldn't have fentanyl or cocaine or something like that here. Um so then in that case it would be beneficial. But as far as if our purpose is to bring in the dogs because we're concerned about marijuana use, uh, vapes and stuff like that, um, the dogs will not detect that. They will be of no use for that purpose. So, it would probably just be for show, but then there's there's benefits and then there's consequences. I mean, if the we cannot run the dogs on the kids, we can only run them on the walkers and all that sort of stuff.

064So, we can bring the dogs in for show. Um, they will check the lockers. Um, but they will not be they will go right past any marijuana, um, THC, vapes, anything like that, they will not detect at all. So, >> so unless they find fentanyl, heroin, methamphetamine, cocaine, those sorts of things, that's that's all the dogs will detect. >> Uh, that so that that is correct. And that's exactly because I've been in contact with our legal counsel and that was exactly what they did. You can bring the dogs here. However, we cannot be having these like every two weeks or every month because there's been other districts that have actually they had litigation issues because they were just doing them, you know, every so often. But we can do this randomly. We cannot do this.

065They cannot go into the classrooms and sniff the kids. They cannot go and sniff any backpacks. They can go and sniff lockers. And if there's reasonable suspicion, then yes, we could have a backpack, but it not everybody's backpack. >> Well, not to interrupt you, but on that same topic. So the one of the things too is when we do this um you know there is certain rules and policies that you guys have and then there's criminal law. So um there's a fine line. So when we're coming in as law enforcement officers and we are bringing law enforcement dogs, then if we do find anything, it will be at that point taken into law enforcement hands, which means that we would have to hold something, get a search warrant because I don't have the right to

066go get in somebody's locker. If we detect narcotics, um, because basically everything a dog can detect is a felony level, then we couldn't do it on probable cause. We have to get search warrants at that point. So, say we bring in a dog, say it hits, um the dog's not going to tell us what it's hitting. It just will hit at that point. If we had um the dog based on the dog hitting on that, we could have probable cause to petition for a search warrant at that point to get into that locker, but we wouldn't have the right to actually access that locker where you guys would. But if you guys open that locker, then you hamper our criminal investigation. So, we would have to establish prior to doing something like this um decide

067how we want to handle it if it comes about, whether it's going to be administrative or law enforcement handling it. And and I think that um the people that do run the dogs are asking for some type of written um consent form from the school um to cover us on on that aspect so we're all clear on the same page. So, I believe there was an incident at NIMI um where they asked the dogs to come in for show and everything like that, found a whole bunch of stuff and then Nim's like, "Oh, never mind. We can we just pretend this never happened." But no, um it doesn't work that way. So, I I'm not saying that will happen. I'm saying that is something that will happen. The the dog runners and the law enforcement

068agencies that provide them will ask for written consent from the school um for you guys to give them to do that. And then it does need to be established before we actually start that. Is this going to be handled administratively or is this going to be handled by law enforcement? Because if it's handled by law enforcement, we will have to go with search warrants. If it's handled administratively, if you The thing is if you guys call us and you find drugs, >> then you you we you found not us. So, we don't have to get search warrants. You're you're turning them over to us and we can deal with it in that fashion. If we are on scene, present looking for drugs and find drugs, then we have to follow the law. Regardless of being

069on the school campus or not, we still have to follow the law. So if a dog hits on a locker, we can't just open that locker because the dog hit. We have to get a search warrant for that locker. >> So from a legal standpoint, would it be better or do we have to? Is it required to use law enforcement to run the dogs or can we get a state certified security company that runs the same dogs? >> You very well could. I I don't know that any exist and I'm not aware of any, but but some of the security companies may still be in possession of dogs that do smell for marijuana. Um, I do not of hand know of any. I'm not saying that they don't exist though because a lot of law

070enforcement dogs are extremely expensive and some of them are retired and just the owners can or the the trainers can buy them back. Um, some may have been donated because they couldn't do anything with them. So, I'm not saying that they don't exist anymore, but in the law enforcement world they don't. So, not in New Mexico. I know that there is a company I believe in in Reoso, but of course, you know, that is going to cost us probably an arm and a leg that I believe they're still able to detect um you know, marijuana use. But again, we can't I don't know. There's just like mixed emotions with this because if we let's say we were to bring them in and then the dogs can't really sniff the kids, then the kids are going

071to be like, "Haha, you know, they didn't catch anything." And I will say if you do hire a private company to come in and that that pushes us out of that, like we can't get off of a private company at that point, whatever they find, then it would have to be handled differently, too. We couldn't be present for that. >> Even if you found it in a locker for to blame it on that personally saying that's behind >> I'm not here. So I'm not sure. >> So that so that's why I do have this policy. So this is a policy that we already have in place. However, the only thing that I am doing to this policy it's adding a parent signature. So basically so that the kids are aware that the lockers are the

072property of the school and it could happen you know basically we can search them anytime and you know if there's reasonable suspicion and then uh so basically this is what the policy states that the students lockers are of the property of the district. Student lockers always remain under the control of the district and then it says here I'm expected to assume full responsibility for my school lockers. So each kid even though if they say well that's you know it's not mine somebody put it in my locker well the locker is assigned to that particular kit so they will be responsible for that and does this address anything with the vehicles that they bring on to >> so so this one in particular does not but we do have on the uh I believe it's on

073the student handbook it it talks about the vehicles this one only talks about the uh lockers itself so basically we had, you know, like the student name, the date, the locker number, but then we didn't have the parents signature. So, this is something that the parents, you know, I believe that they need to to be aware that this could happen and and that way we can just have it in place and if it's ever needed. I I do believe that the kids need to have this copy and they need to sign it at the beginning of the year. So, this is a good time, Cody, to be able to send it home and then um you know, for the parents to be able to sign it and put it in the kids file if you

074know if it's approved by by you just in case we do need something like this. Now, I will look for another one, see if the NMSBA policies, there's thousands of policies in there and it's so hard to find them all, you know, once. So, I will find another one for the uh vehicles. Now the vehicles because they are part of the the although belongs to the student the vehicle is parked in our parking lot. So that means >> they choose to park there. >> Yeah. Really? So that parking off campus walk. >> So so therefore you know if there's reasonable suspicion we can also be able to search. >> So are we having an issue with this or who is requesting who is requesting dogs? I've had some parents who have requested, you know, that

075uh if we could have the dogs. >> But the beautiful thing with it is the dogs can't be here while kids are in session, right? So their vehicles wouldn't be >> No, the the dogs can be here. >> They can be here while the kids are in session. They just can't go to the classroom. The kids >> So we could run dogs on cars and and you know, and honestly, if we ran a dog on a car and a hit on a car, we could seize the car for a search war and tow it. I mean, it would be if we if we did it. Yes. >> Yes. But again, we marijuana is not illegal in the state of New Mexico. But if they bring it on school campus, it is. But again, it's it's

076illegal in the state of New Mexico. So the the law, the district attorney and all that stuff, if we're talking about marijuana, they JO, no, nobody takes it serious. Nobody takes it seriously. >> I'm sorry. said even if they're underage >> even if they're underage statute for underage outside of the school property >> unless it's posted and that's why Miss Ry had put up the signs and everything like that unless it's posted that then we can get them for bringing it on to a drug-free zone but that's what we're having to go off of is a drug-free zone. When they um legalized marijuana they forgot about the kids. See, when we submit those to GQ, >> nothing happens to them. Literally nothing happens to the kids. Absolutely nothing happens to them. >> I don't mind

077having students sign that we're, you know, the lockers are ours and stuff. My question is is do you want me to take the locker back from the students if they parents refuse to sign it? >> Well, they can't have backpacks. So, >> well, well, they can't have backpacks. They don't they refuse to sign the locker. So, we're kind of setting ourselves up to have a mess of some sort. I don't know. That's that's my question. >> My stuff. I have nowhere to put my stuff. That's why I didn't bring it. >> Well, and and they haven't brought the backpack really pretty negligible. We don't see a whole lot. They've all got a computer bag now. And so, the computer bags have become a substitute for the backpack. Um, but you can't put as much stuff

078in it. has it. No, nobody's tripped and fallen on the computer bag yet. >> Easier to search. >> Yeah, they're easy to look in. They they hold something that belongs to us. So, >> oops. >> We haven't had anybody, you know, sorry. >> Do we put Do we allow students to lock their locker? >> If they choose to lock >> their own combination, >> some of them don't though. They don't even >> majority of them don't. Middle school kids can't open accommodation locker. And so I spend more time I do have a pair of bolt cutters that I keep in my office for that very purpose or they'll bring one with a key and I they lose their key and then I still have to cut the lock and one time they cut your daughter

079by mistake so >> yeah about six about 60 years of the average >> yeah so so again with this policy we already have it in place the only thing that I'm doing is adding just a parent signature so that the parents are aware too instead of just having the um the students sign this then the parents are also aware of this and if we ever need it we already have this in place kids are bound to make mistakes and what I worry about is that the police force does come in they find something legal actions taken that kids future They wanted to go to the army. I understand that right. They get a felony. They can't go into the service. >> As a juvenile as the juvenile system is a joke. >> Yes. They want

080to go in the military. They look at it criminal record anywhere else. >> So to jeopardize because everybody makes mistakes and I was one of those guys. I made mistakes. So but I mean this polic already in place that dogs can come on. The only thing you're adding is the signature case for the parents to acknowledge that dogs can come on. Um I mean policy is already in place. >> As long as of course as long as we abide with the policy and we need to make sure that we are not doing this all the time. If we see that there is a huge problem then yes. If we have suspicion then yes we can do it. We can't do it every so often. We can't say okay we're going to do it at least

081once a month. Uh I mean I think it needs to be like a possibly a third party where that way >> that way >> if you're looking for specific it sounds like marijuana or THC or whatever it is something along those lines that's exactly what you're looking for. >> And if there's no police dogs then we're just going to have to go a different route like a third party or something. >> Especially if we're trying to keep the kids from you know we want there to be repercussions but it doesn't need to be like a lifelong repercussion. Well, >> and just understand you bring a third party party with that drug dog and they find stuff, >> our involvement is minimal to that >> cuz it Yeah, it's about the way they find it. So,

082I mean the thing is if I if we were seeing fentanyl like if we had concerns for fentanyl or something like that, I would absolutely be like, "Yes, we need to bring in the dogs." I I have not that I have nothing like that has been brought to my concern and I mean any in those cases if we were seeing that sort of stuff in the school then absolutely we should bring those dogs and we should do that and I'm not saying it's not here but if there have not been any signs or any indicators I mean if we had information that there was kids that were bringing you know that sort of stuff into the school then yes I think that we should do that and that's the way to go but even hiring

083a private company I would get the information because I my understanding and correct me if I'm wrong is so even the the old dogs or the private dogs I think they can smell marijuana but I don't think that the THC um liquid THC is detectable by the the dogs is it >> it's very faint >> yeah I I I've asked a few people about it and they don't think that the dogs pick up on like if you had like a THC vape the dog is not going to hit on that but it'll hit on a joint a bag of marijuana whatever ever. And I think kids they are still smoking that too. They are we definitely still are seeing that but they do I mean they do primarily like for school and stuff like that

084bring the little THC vapes. So I'm not even sure and you'd have to ask that company. I'm not totally sure what that I can't speak for what their dogs are actually trained on, what they get on, but I would just make sure to clarify that too of whether they can detect the THC um oil and vapes and stuff like that because my understanding from what I've been told is they cannot. So basically marijuana they could come in and marijuana and I'm assuming maybe other stuff whatever their dogs are trained to do >> you know and and the my only concern is that of course you know they won't be able we can't even take them into a classroom not even you know let's say we were to bring them in here and then just do

085a walk through we can't do that if kids are are in the room you know that's totally illegal uh the only thing would be just the the lockers really if there's suspicion I mean, I agree with what he was saying. I'd rather >> I I understand with y'all it'd be minimum involvement, which wouldn't get the kids in a lot of trouble, which I were saying. It wouldn't ruin their future >> if they had if they just had like some simple stuff. Yes. But yeah, >> and I mean I granted I agree it's a hard way to learn a lesson, but we don't want something that's going to follow them. But again, we want to if there is a problem, I mean, thankfully we haven't been called about nothing, then it's better to catch it sooner

086rather than later because if we're we can't catch it in the school we have now, the big school is going to get built, it will come an even bigger problem. >> I can tell you that we have had minimal instances, probably what, a couple this year maybe. I mean compared to a couple of years ago that it was on a daily basis and it was something you know that it was really difficult to >> tackle but I think you know we've only had like a couple of incidents this year which I think that that's great. Do we want zero? Absolutely. But it's really difficult to >> I mean completely >> and and the kids would have signs like if they were using like fentanyl at school and stuff like that like I don't know if

087any of you have dealt with anybody on fentanyl but >> well I can tell you this your new school is more secure than what the school you sit on right now because these kids can walk to their car they can have people drop stuff off to them. They walk down the sidewalks. Most you the ones that are the kids that are work problem that are uh out of the view just live right down the road. Everything was accessible. Everything's accessible at this school. The security here is like you can get it >> at in the new school. You're boxed in. You have more eyes. You have more smells. Then >> the hard stuff we're not seeing here. So, >> and what's going to be good about the new school is, you know, here our our

088middle school kids go down this hallway and then they come and go down that hallway and then they go down this hallway and our high school kids go down here or they go to the commons, they go around there. >> Absolutely. But for the most part in that new school, it's >> one way, you know, >> and A-Rod and I have been looking at some things that we can get for the new school and possibly off of grants that would eliminate um some of that process for weapons and other detections through this new metal detecting system, which works off of AI and will search the bag. You don't teachers don't even have to be there. It runs off the AI and it alerts you if it sees something and then you go and it shows

089that person. You walk to them. >> I think once we get the new school, I think it'll be wise to invest in in purchasing some of the vaping detectors for the bathrooms. >> I think right now >> Albuquerque, they're pretty they're pretty crazy. >> If vaping is our only problem and THC vapes are our only problem, we're blessed. Well, and honestly, um, with Lassa, with Kim that comes by, she she's somebody that we could definitely talk to. I know that at one point, um, I wasn't able to spend my entire budget with her, and I don't I don't know what the price of those are, but, um, I know that she at one point was looking to get them for, um, Goddard or Roswell High. for talk to her. >> Yeah. Again, I would I

090would definitely try to ask Kim because I think Lassa has money that may help us, you know, with that. And I just put them like the few that we could get in problem areas that we have for right now, but Lassa might be able to help us with that. >> She'll be here next week. >> Next Wednesday. >> Okay. And you can remind her that we are like one of her only partners. So she should have plenty of money to spend on us. >> So this amendment is just to add a signature line >> to to add a signature line. May I approach approach the bench? >> It doesn't affect any of this. >> Not at all. Not at all. And basically this is all we need. This is all I added. Just the parent

091signature. So this will go home and then they know the kids know. school. >> Yeah. Yeah. We talked about this last night. >> Yes. >> First day. >> Correct. >> It's not that we are search >> but at least we have the information and just in case if it's needed then >> we can just add it as a page to the actual report after this year. >> We can I mean this will be what I what I have to do is I have to submit it to the NMSBA and then they update it. Any question? Okay. Uh Daniel, can you please uh post the the quotes? You probably think that I'm gonna sound like a broken record with this. I mean, I know we already approved it once. However, um it's there's been there's a

092few changes that I have. Thank you, Miss Michelle. So, during the last board meeting, you know, we reviewed several quotes for the purchase of the new school bus. So, at that time, the quotes reflected a smaller engine. See if you could expand expand that a little bit. And so, it reflected a smaller engine sizes. So following that meeting I reached out to Elva and Mark Hamill and so that they could provide me with some guidance on the appropriate engines you know specifications. So of course uh based on their recommendation I contacted the vendors and requested an updated quote that includes the preference engine size and then of course to be able to paint the uh vehicle. So, I mean, I don't know. The updated quote reflects the specifications that will meet our district's transportation needs.

093However, the cost is significantly higher because we only allocated $150,000 for the bus purchase. So, a new quote exceeds that amount. So, I have several quotes. Um, I know right now we probably won't be able to move forward if we decide to just go with a big activity bus and in a bigger engine size then, you know, we just can't do it now because we only have $150,000 with the prices here. It's like $90,000 more. So, it's significant increase. However, this includes a bigger engine size and then it includes painting of the uh the bus. So, um, what I like to Daniel, can you is that the largest you can make it? Okay, this one is from Tillery and the cost of the bus is 241,123, but this includes um the tariffs, which the last

094one did not include the tariffs. And then also it includes the the paint decals which is $18,000 and then $30,000 to be able to make it um you know it's got a rooftop parcel racks the dog system and then can you go ahead and and move to the next slide Daniel? >> Okay so it would look like something like this. I I told Jerene today that I could paint myself to do it. Our yellow one can still down the road just fine. >> Does it have to be? >> You what? >> Can it just be the yellow? >> It can. It can. We can just get the yellow bus. Then it's going to be about $20,000 cheaper. The only thing is that it's more expensive is because it has the rack for activity bus. >>

095Uhhuh. >> That's pretty vital. >> It is. It really is. And the other one didn't have it. And this one I believe it also has, you know, the bottom where you can put stuff, you know, the bottom. So, I mean, it's pretty equipped. Uh, keep going, Daniel. Next slide. >> Called what? >> Something >> really, huh? Now, here's another one. You know, it's pretty similar. That's a I think that is Spartans. Ara, who's the Spartan? Is that possibly? Okay. Goodbye. >> So, they're all pretty much the same. you know it will be a white bus but we can make it a yellow bus. So then this one here it's also this is a second quote but this is for uh pretty much the the same this is a uh let's see 40 passenger and again

096a bigger engine. The this one here for the painting it's $25,000 and tariffs this one doesn't have tariffs so like unless they go back and add subject. Okay. Sub tariff subject to change. It actually does. $2,500. So this one it's $246,623. And uh can you go up and that would look Keep going like this one here. That's the gel. That's a really cute one. >> It's a lot of paint. Yes. I bet I could just see the bobcat and then Eduardo's uh paw prints >> across the paint half of the car's bus. >> You know what? We could have you seen the Roswell the Ros >> and we've we've used them >> we've had to use them for transportation. I mean our bus was down. We're like hey you guys got the bus. >> What

097are they going to use our bus for? >> Valencia and Los Lunus do it. >> Yeah. I mean, I'm No, I'm serious. >> No, I'm I I agree with you. I totally agree with you. >> Pay the bus for what you're thinking. Like, all right, you guys pay for boys travel and we'll take that bus and girls go on this one >> for sure. Like, seriously, like you could repay the bus. I I don't see Arthur ever >> getting back >> doing their own thing again. Like, >> why not? Honestly, >> especially I mean they might but >> I mean >> but I mean they also if we keep doing some of this heavy lifting. >> Okay. So these here are from Tiller. So if you keep going Daniel the other ones are actually from

098Roberts and Roberts there's one that it's a little bit it's this one is for a 32 passenger. It's I'm blank 2 uh 209,475. Um, scroll down. And then there's another one here. This is for a 44 passenger, 215. So the these here are slightly better prices. And according to the Hamls, they they usually purchase through international, which is Roberts. So here's some of their buses right there. I think that's Capitan, right? >> Yeah. I see the flat top. They don't have the shiny >> pretty much. >> And then the other one. >> Keep going, Daniel. And that one is >> West Las Vegas. So, they're all pretty much, you know, pretty similar. >> The only thing is like I like I mentioned right now, we only have $150,000. So, I mean, when the idea of

099buying the van is like, "Oh my gosh, that that was ideal." And then the small bus, we can still do the the small bus and we can just get a yellow one and just get a decal and kind of like the one we have and just leave it as yellow or wait until next year is where we could be able to have a little bit more funding. you know, we can save this 150,000 and then be able to try to get, you know, budget for more and we'll be able to have enough for next year. >> They're not going to charge us extra to make it yellow again, are they? >> Probably probably not because the yellow I mean the yellow that's really the the color that they make them. I'm I'm serious about the

100Lake Arthur deal. Like I don't know why we could explore that option and see what they say >> and have Lake Arthur pay. >> Oh man, we we could take 40 grand and repaint their bus towards Lake Arthur. That saves us. >> Problem is they still have activity bus. But you know what the only thing is that their activity bus I believe it's only like a >> it's a 32 or 44 passenger. It's very very small. >> And when they they uh let us borrow the bus, we had to get I don't know if it was a couple of uh excursions because we didn't fit. But that's fine because really what we needed I mean we need a smaller bust. That's what we need. Because sometimes, you know, we do have kids that it's like

101Parker's FFA kids. It's only a few kids, but >> So on these quotes, >> did they just automatically price it with the upgraded engine or is that something we're required? >> We are not required. We can go with the other engine, but these here are more quality. I I'm not an expert when it comes to all of this by by far. So that's why I I contacted the Hamls and Mark Hamill, he he's pretty familiar with all of this. So he's like, "No, you know, this engine will be better. The other one will not last you as long." >> Are we trading anything or is there any trading value on >> the the old one? My office, the one that wanted to be my office. So that one I I did, you know, like I

102was telling you last time, I did talk to Elva Hamill and uh they do have some people that come from I don't know if it's Honduras or Guatemala and they're supposed to be here. The last time it was about a couple weeks ago that I talked to her again. She said they should be here soon and they'll be purchasing that that old bus. >> Our old bus, >> the the old old the one that doesn't work. What is it, Gary? 2009. 2009 TVs. >> The one that's down for the dev system. >> Oh, that would Yes. >> I talked to one of those guys and he said they're they're not interested in that bus because they they like the ones with the engine up front. They don't want the back. >> Six grand. Delete the

103dev system. You have a better bus with its own upgraded engine. >> Yeah, I bet you got to get rid of this tool. But it has no miles because >> So again, I know it's kind of hard to make a decision now. We can wait on it until we have the budget for something like this. Or we could try to get the yellow one or just a plain white. >> Yeah. But is just getting a yellow one or a white one going to knock >> We don't have 100 grand. >> About 20,000. That's what it's going to knock. >> Yeah. If it only takes 20 grand off, we're still not going to be able to cut the buds. >> No, it's still not. If you don't have the money, you don't have the money. >>

104Mhm. >> I think we're just start selling burritos, Miss Ray. >> Then if we did go with it, we probably wouldn't even get it till next sometime, >> you know. And that's another thing is it'll probably be about maybe August if we were to order it now. The only thing is that we won't be able to pay upfront until you know next after July of next year. But I don't know if we will be able to budget for them. Miss Jolene. >> Yeah. So, do we just need >> Yeah, even with the >> half the bus. >> Yeah, I mean, we're still >> We can buy the chassis and the engine >> a rolling frame and actually build a custom bus. Mad Max. >> You sure? >> They lease they lease. You know what? I

105don't know. The only thing is I'm just very afraid to to do a lease because what they do is they give you like a certain amount of uh miles and then if you go over >> Yeah. Our district is really going to help that. Yeah. >> Lordsburg next year. So >> we have >> Well, we we can kick D off. That that's what we did a home and away. We can kick them off if he wants to get off. So >> Oh, okay. Yeah, but then you're still coming into basketball season. That's where you're putting miles on. >> Okay. >> Two games. >> It's not football season. It's basketball season. >> Yeah. Two high school games a week and two. >> Now, do we need a bus? Yes, we do. We really do. So, that's

106something that we definitely need to look into it for the future. Unless you want me to get the special bus, the tiny one. And that one we have enough fun. Um, but I thought we decided that one wasn't even >> Yeah, it's >> it's not even going to hold enough for I mean it serves the same purpose as the the >> correct >> wait until >> I make the motion by Trevor to Well, I just make the motion to be uh to take action. >> Oh, you want to take action by Trevor? >> So, Parker, you want to help me make burritos? >> Get after it. I got a nice girl at the >> All right. All those in favor say I. >> All those opposed say nay. Ne have it. >> No. Sorry. No.

107>> Someday. >> So, you're saying we have $150,000? >> Freedom. We will save it until we can buy a bus. >> Yeah, we should start setting funds aside for bus purchase. >> Say because next year they're going to add on another >> 60,000 to it. So >> we got 10 at least >> and then you're put charge station. >> We can't. So, we might be able to do something next year with SB9. Professor SB9 are pretty okay in the area. It might be closer than what you think. >> All right. Superintendent report. >> Okay. I'll try to be brief. I know we've been here for a while. So, uh Cody did mention a little bit about the um attendance plan that we have to do. So, I also have to do an attendance plan for

108the district. And actually our attendance it's really not bad at all. We have an overall uh absence rate of 5.5. So really the state wants it to be less than five but it you know I mean really it's really not bad at all. And our target for 2526 and again this is the district is 4.72%. I know that we can uh we can do this and it's going to take everybody's help trying to get the kids in school. Um then we do have the chronic absence rate. Uh Cody did mention to you about the secondary and actually this is the high school which was 5.6 I believe. It was really it it I mean really good numbers. The middle school was like 13.6. Cody, do you have that? you have they have all that information

109>> and then and then we have the elementary was like 14.85 so we definitely need to work at the elementary level right now I mean it has been an issue and it has been an issue with some of the kids just uh you know some of the parents decide that they want to take their kids home and then they just pull them out. I mean it really hurts our attendance. So we definitely need to make sure we continue working at the elementary level. But overall we I want to reduce the chronic absence target. That would be 9.03. So um each building you know like Cody did say they they will create an action plan which includes tier one interventions. You know the tier one interventions will be like what is it that that they do

110for all of the kids? uh positive attendance, you know, incentives, uh parent communication campaigns, and and we do that, you know, I I I send out my newsletters and I usually put things like that about attendance. I ask Cody to be able to send, you know, in her emails to be able to send this information so parents are familiar. Then we need to do the same thing at the uh elementary. I know at the elementary level what they do it's each teacher they have like a poster and they have to spell perfect attendance. So each time all of the kids are in school if they're all present then they get a letter at the end of the uh when they spell perfect attendance then they get either Icy Pops or what is it that y'all

111are getting now Tori? >> Yeah I don't know. >> They're still working on their letters. They're still working on their letters, but that I mean at the elementary we definitely need to to continue working. So then we have the the tier two which are targeted interventions for students that are at risk and you know risk of chronic absence. So, we definitely need to do some mentoring, uh, check-ins, attendance monitoring, and sometimes it's just a matter of calling the parent and say, "Hey, you know, where's little Johnny? They need to be in school and and let them know." And, you know, most of the time they will comply. And then, of course, the tier three would be the intensive interventions and and these are students with high absent rates. For example, you know, parents, they decided

112to take a vacation. there's um then you know we just need to make sure that we are providing interventions for those uh students and then of course you know these there's got to be data monitoring and this is based on the 40-day intervals now at the secondary it's being monitored on a weekly basis and I think that's great and there's got to be responsibility so the kids need to be responsible about if they're not in school they are not learning um so the next steps would be that each building, you know, it is due October the 31st. They will submit their detailed attendance plan and the plans, they need to be aligned with, you know, the overall targets and and strategy. So, I don't see a problem with that. Moving forward, I do have um

113you know, we do have to have a safety plan updated and this is due December the 1st. So, we do have a committee. it has been set up and we will be meeting to update the plan accordingly. Um I will be attending the safety schools summit in Albuquerque and this will be November the 17th through the 19th. Okay. Um moving on, our standardized data for 2425 has been released and uh we will provide a presentation hopefully at the next meeting. Okay. Um, next, uh, just want to let you know that we have received a grant from the PY Foundation and from the Written and Read Foundation to continue providing professional development and mentoring to our new staff members. So, each member has a one-on-one mentor and the mentor coaches uh, the teachers, you know, the

114ventes once per month. Uh, this was very effective last year and we want to continue to offer this to our staff. And then uh the last but not least, we received a grant called the out of school grant and this one is to offer after school tutoring. The last time I talked to you about the u classes that we are already offering, it's the guitar classes and then the uh dance classes. Then just recently and right now I am working I contracted a high dosage tutoring a company called book book nook and they will be providing tutoring services for the elementary students. We will target about 20 students. So this will be based on recommendations and uh needs of the kids. Um this company will provide two cohorts, one in the fall and then another

115one in the spring. So I'm really looking forward to having our students participate and get these services which will improve at the academic achievement. I have no further I stand for questions. >> Thank you. Any questions? No questions. Okay. Thank you. All right. Well, thanks every
