003there's a a oil company uh by the name of uh Holly Corp that's coming into the community and they purchased some property that's west of the school and they're looking at drilling the word is that they're looking at drilling water. They're uh doing some fracking in the Lindrith area. Uh so right now we're doing we're in the process of doing as much research as we can but just to let you know where the well is at it'll be uh right by the river just directly north of where uh the school well is at and the Gina community well water well is at and just like I said we're in the process of doing as much research as possible but it will have a tremendous impact not only on the communities even cap we're looking at
004drilling a well just uh east of where that one's So it's going to have an impact not only like I said on the communities but the school as well. So we just wanted to make you guys aware of it as we get more information but definitely we'll we'll share with the school board. But again just to just to make it >> um I just like to add that it's a big concern just because of the know drought that we're in right now. We've seen water levels on a lot of wells just drastically drop and I'll give you an example. We have a well up at French Vessa. Um 10 years ago water level was like a 60 ft. It's at 120 ft now. It's just a time of, you know, as all of you know,
005we haven't had moisture in >> years. And a company like that could come in and just pump thousands of gallons of water every every day. And um like Mr. Chapon said, we're trying to get information on it. I think it's important that we get all the facts that we could get and what their plans are. So, I've been trying to schedule a meeting with like the state engineers office to see, you know, what the process is for them to either drill a well or pump water out of the river out of the and the reason I bring up the river is because they do have water rights on that property had water rights on the myas ditch down at bottom. So trying to get some facts, but it could be a huge impact of community
006if they, you know, seize the well and just start closing water. Um so I started usually start the reports with the goals and this time around I have check marks because in one way or another we have accomplished our goals and then the next section has the dates for the um summer mostly um the times that I'm out of district. I'm taking personal time off and
008then attending the Navajo Nation J conference. um the procractor meal today. Um test comparison uh this one's from the IMASA and so really brief the red, yellow and green are need support near target on target and I formatted it in a way that you can see beginning of the year, middle and end of the year for each um each color. And so for reading, the grades that made gains were third, sixth, seventh, and eighth. I'm going to let you look at that later. For ELA, the grades that made gains were fourth, sixth, seventh, and eighth. And we actually had a kiddo join uh third grade that altered our third grade data. So when you look at that, you'll kind of see some of the gains there. For math, um the grades that made gains were
009fourth and sixth. And I want to red flag 8th grade because some might go into um Coronado High School for 9th grade. So um 100% beginning, middle, and end were in the red. So, just FYI, if you get any kiddos from your school, um testing comparison and professional proposals, sorry, between this year and next year, um I went ahead and wrote down every single assessment that our students had to take throughout the year. And some of them are not required by the state. And so I I wrote for 2627 what I would recommend because we noticed a lot of tension between April and May of our our students. And so um I wrote what was required. So for example, I stationation is K through 2 grade monthly instead of doing K through 8th grade. And
010same thing for a mirror reading. We actually use eye station for math so you guys know. And then NWA um there was one teacher who talked the rest of the teachers into us giving this assessment and it wasn't required even though it's more accurate. I'm wondering if maybe we might want to go ahead and um take that out and then I won't go through each one but the third bullet on the bottom of the page. It has a bottom line. The goal is decreasing non-mandatory testing for students and then use attendance discipline referrals and summitative form and formative assessments in the classroom as data points instead of testing them all the time. So there's that just to let you know what's going to happen next year. And then other updates. So this year we were
011really excited to have a parentled promotion. And so the prek, kindergarten, and eighth grade promotion um was planned almost completely by parents. It was just facilitated by myself and the two teachers and you can see a picture of all of the parents there working hard um on Tuesday night and it came out beautifully. Um the other two bullets there since the recent release of federal funding updates Johnson on the federal level um was will receive $0. So that means that the school on the federal level for Johnson will receive $0. The Navajo Nation uh conference is going to be June 16th through 18th. And last year the Navajo Nation president had pitched in extra amounts of funding to supplement the cutbacks we had this school year. So next school year will be worse. And so
012hopefully they'll do the same for that and I'll keep you posted on that. And the last part, the plumbing in the bathrooms has not backed up since my last report, but it had has had some stinky days where we've had to open up all the doors and all the all the um places we can to let the building era sub. We'll talk more about what we're doing in other areas, but uh NMAA has accepted the Library School under the NMAA umbrella back effect July 1. And they're probably, we're not 100% sure, but
014they're going to try to wave the $500 membership fee for a separate campus and just consider us under the district. One of Gary Allison is the assistant director at NMA. He was a big part of getting us on that track. So, um, Mr. Garcia, I mentioned the games being scheduled, a lot of work to do there, but is trying to involve the coaches and, uh, the coaches we have on board so far. Uh we've had Elite Services on campus quite a bit trying to help fix a lot of the little problems with the access points and so on in the district. Uh they're doing a good job. And uh a side note, I just got word today,
015we got word that services for Shawn are going to be Friday, June 5th. Uh let's see, at Christian Faith Fellowship at 11 with a meal falling here at the Gomez Gym. So, I'm going to have a couple of our employees representing me since I'll be at a previously scheduled conference with a couple of you. Um, if you need any other information, just contact me and I'll get that to you. uh the rest of it. Uh we are talking to Elite about adding to their contract to be on campus hopefully twice a week during the school year and more days during testing uh the testing process, etc. We have a grant right now that's going to help pay for some Apple computers, laptops for several of our teachers to have new computers. And um I'm not
016sure if we're doing anything at the library campus right now with the it kind of a lull in services right now but we're going to be ready for the school year. >> Okay, moving on. >> Mr. Kushman, maintenance update. >> Okay, maintenance updates. Um we are doing work with we have two contractors on board with us. I mentioned last month or last board meeting. Uh they're both helping us out quite quite a bit. Uh one of those two is on this campus working on the housing some major issues. One home is getting a new water uh water heated water supply. We're going to on demand wherever possible in our teides when we're replacing water heaters. The cost difference for the units are very similar and uh we hope those are more efficient for our teachers.
017Um, there's some other just general maintenance happening on housing. I'm holding off on repairs on one house, waiting for the public school facilities to tell us whether they expect us to demolish that house that we've talked about before or uh remodel it. And we were all set to go with remodel after deciding to demolish. And now we're back to demolish mode. So hopefully I'll know more after Wednesday's meeting. at the library campus. Uh Miss Mononttoya mentioned the sewer uh backup. Ed Pomeroy has been he's stuck a camera down there and found some areas that definitely need attention over the summer and he's trying to figure out cost and how to go about some major repairs in that sewer system. We're also working on uh some projects out there that have been neglected for some time.
018Mainly doors on stalls and fixing some toilets that need to be repaired, some issues in the kitchen and so on. So that's just ongoing. Hopefully I'll have more detailed information for you uh next meeting. The two warehouses are uh being prepped for demolition and the main step we have to have on those is when PSC says we're going to give you money to demolish those buildings. We have to be ready to go within 6 weeks and we're down to two maintenance people and Daniel and they've done an excellent job of cleaning out the first building. What is that called? just you what is that building called that you all attended the elementary old elementary okay I wasn't sure if it was just elementary or what but uh that building is very close to being ready
019I've asked our maintenance people a couple months ago to organize like chairs in one area desks in another area things that we need to get rid of so we can get ready for sale or donation uh quickly that building's just about ready to go and then the other building. Don't go in there. It's scary. So, a lot of stuff stored in there, but that's the next step. And so, uh, Daniel and Genie have been swamped, and we've had a little bit of help from a couple of substitutes getting that building ready to go. Again, I'll know more after Wednesday's PSOC meeting. I think that's it on maintenance. >> What about the water in the big gym? >> It is not fixed. uh reached out to TLC to come and tell us what needs to be
020done. Theres has the name of a contractor out of Farmington. Um and then well those are the two main ones we need to look at. It's not repairs we've been led to believe before and so it's beyond my scope in that building. Everyone's afraid to touch certain valves because we're afraid we'll break something and have bigger problems. But um we're going to have TLC probably come back to tell us what they already did and what they think needs to be done. I did talk to uh the Honeywell ref last week about uh once the lawn sales start and as part of our ongoing projects um instead of just doing refrigerated air on the leopard's end making those units heating and cooling units which would help us replace the boiler system instead of trying to keep
021repairing it. And if we're able to do that financially, then uh we would probably put on demand hot water in the showers in the locker rooms. So that's kind of the step we're in right now. >> Okay. Moving on the business office report. Mother, >> um thank you. Um I'm presenting and you have in your packets the present preliminary budget expenditures and revenues um that we're submitting to PEED for this um next fiscal year and um our total operating budget or operating fund this >> SEG now should have been like the pre yes one's revenue and one's expended charge you should have Our total operating budget this year is 4.9 um including the SCG and our cash carryover which we anticipate being about 700,000. Again, that's our goal for each year. Um the total budget
022for the district is 8.8. So um f approximately 5 million will be in operating and the rest is capital uh grants mostly impact aid um title grants title one title two your IDB all of those grants but the operating budget will be a 4.9 um revenue um and operating um I wanted to kind of you got your presentation last week on a different um budget, what's in the budget, basically what we what we had to um do according to legislation. And um we had an increase in units um although we did have a decrease in some of the factors. So we ended up being around $100,000 um additional over this last year. Um we did have the 1% increase um salary increase for all employees. Um and in fact in this new budget there's a
02352 FTE which means we have 52 full-time employees budgeted. So um everyone got 1% increase for this next year and the district is in turn matching for all the health um insurance for all employees now 80% of the premium. So before teachers the higher paid employees included teachers and up were paying um the district only paid about 20%. So, it's a big take-home increase for for the employees of saving on their insurance revenues. So, that's good. But those two things um basically ate up all our additional revenue plus our cafeteria. As you know, we're looking at that through food services too this year. So, um there's been no changes uh when what we preliminary presented to you as far as what was included in the budget number wise and basically we weren't able to do
024anything new um this year. So, it's basically the same budget with the increases. Um and that's our presentation. We'll be presenting this after tonight. We must sign off on it. We'll present it to peed for final approval. So any questions? >> You didn't have any to make any cuts or anything too much? >> We didn't. We we're looking at um from attrition maybe. I know Mr. Kushman's looking at employees that are leaving or um have retired and um seeing what we actually need. Look at class sizes and see what we're actually looking at as far as vacancies that we have posted. So, non employees we haven't cut, but I mentioned a little bit before that we are cutting expenses for things like student travel by um ending the elementary athletics of dollars in travel because
025the kids are not going to be going opposite directions. We've also trimmed on our overall stipen uh list by combining some posi positions such as we know we don't need uh JV coaches in certain sports and all that. So we took those out of the budget where appropriate. We just carefully looked at all those stipens. I think just on stipens on athletics we cut 14,000 or something like that out of the budget. So trying to look at every single area. We're still looking at the food service which as you know is extremely in the red and that's going to be the biggest challenge I think for us this coming year um due to various uh issues um on inspection frankly we talked about a few months ago at the library and kitchen um this may
026be that well we have to either upgrade some things in the kitchen or um do the food service at one location as we've talked and so we're pricing out a food service trailers and trucks and that sort sort of thing to see if if nothing else, we'd like to go to the food distributors oursel in Albuquerque. If it's once every other week and have someone from us go there there and pick up the food and bring it to our cafeterias and then we are considering the option of food prep at one campus, but we have to make sure that we're going to actually save money and not raising increased prices for us. Um and then they'll gather information through April and then they'll be back in the later in the fall to get the remainder of the

As we've discussed several times, uh have not heard any hints about where they're going on any of that. And uh um you either heard me shout for joy or weeping. I don't know. We'll figure that out. So that's Wednesday. Uh we look forward to that meeting. And then u we have our bond folks on here for action a little later. Uh the teacher update again. There's um a couple of units that need to have water heaters put in. We're going to
029be leveling one area of one of where one of the mobile homes used to be, two travel trailers, and we have two employees that are going to live in their own travel trailers this coming school year. So, we need to do some prep there. And then, of course, they'll pay some uh lower rent. I can't remember what the rate is. $50 a month, I think, plus their utilities for the use of that space. But, uh that'll save us on some teacher expense as we get started for the next school year. And then um uh let's see personnel openings. We're still advertising right now advantage of taking bringing a principal from another district is he's uh recruiting from his old district and uh we're hoping to get some applicants from uh that area and we have
030two teacher openings currently. one for sure and uh one's in special ed, maybe two in special ed for next year, one at each campus. And uh then we also have the maintenance and custodial positions which are utilizing substitutes right now for the district because we're trying to we're going to do a request for proposals for maintenance of the campus and have already talked to each of the employees involved in that possibility and still do plan to separate custodial and maintenance from each other, not have it the same department. And so we've been talking to our folks about that who wants to fit in. We're trying to make the best decision we can for the district. So hope to go out for a proposal on that from contractors hopefully by the beginning of July and have
031an answer for you on what we're doing there. U teachers have until June 4th to turn in their letters of intent. Most of our employees have stated they're coming back. 032with it. Okay, >> great. Uh well, good afternoon, president, members of the board. Um Eric Harrian with RBC Capital Markets. I will share my screen. Um looks like sharing is not quite turned on, but you might have the presentation in front of you. Um so I'll just um uh walk through the presentation. >> She just hit allow. Oh, >> okay. All right. Let me uh try see. Let me know if you can see that. >> We can. >> Terrific. Um so, you know, as we kind of always do when the um when we start off with these presentations, we talk about your assessed valuation. um your assessed valuation drives a great many things. One of them being um how quickly you can retire your debt and the u tax rate that is uh needed to
033support the uh pro uh the uh voter authorized bonds. Um so for this current tax year that we're in tax year 2025, the district said did see a decline in its tax base which was really driven mostly by the decline in oil and gas. um oil and gas values drop from 146 million to 94 million and oil and gas represents the largest component uh of your tax base. We do have um values uh oil and gas values for 2026 um because they are um based upon the prior year's um production and values um and it will be a slight increase uh little bit more than 100 100 million um but we don't have uh residential or non-residential values yet. Um so going on to your uh tax rates. Um so um back in 2023 voters
034authorized and approved the implementation of a 2 mill levy which uh the district has been collecting um for the last couple of years. And then for this upcoming tax year, for tax year 2026, because voters did uh approve $8.1 million in general obligation bonds, um as we'll kind of talk about in the resolution that's going to be before you, we'll authorize the issuance of a portion of that of $4 million. Um the projected debt service tax rate is $4.50 roughly. And this is in line with the expectation of what the tax rate uh was that was communicated to uh voters when the district went out for election um in November of last year. Um so as I mentioned, voters did approve the uh 4.1 million. Um the 4 million uh will be sold uh um
035through the New Mexico Finance Authority this year with the remaining 4.1 million to be sold in 2 years or as directed by the district. Um however um when voters give uh authorization bond authorization that authorization is good for four years. So the district has until November of 2029 uh to issue the remaining 4.1 million. Um, as mentioned, the projected tax rate is $4.50. This will push the total um residential um non-yield control tax rate above 7 mills. Uh, and for u PSFA, the the waiver requirement for um uh Hus Mountains uh student population is 7 mills. Um, and this is consistent with um, what we uh, were anticipating and expecting. As I mentioned a little bit earlier, um, voters did authorize uh, an SB9 mill levy in 23. That's good for 6 years. So, the
036district will not need to go back to voters for additional um, uh, authorization or or continuation of that until November of 2029. Um, from a time from a timing standpoint. subject to the board's approval. Uh we will uh move forward with um getting the um resolution and application to the New Mexico Finance Authority. Um the New Mexico Finance Authority will hear the application um at its July meeting. Um and after approval, uh we don't anticipate any issue with that. Uh we would uh price and lock in interest rates on August uh 3rd. Um, and then the bonds would uh scheduled to close in and around September 11th, and that's when funds would be available for the district to uh begin to expend um on the uh on the project. Uh, one of the things that
037we did just want to bring to your attention um for this upcoming tax year um there are there were two um uh exemptions that were approved by New Mexico to the uh by New Mexico voters to the constitution which effectively expanded the exemptions that um veterans receive. The first one which is actually current it would uh so one of the exemptions which is the standard veteran exemption. It's actually currently active for this tax year. Veterans are able to claim it. Um but the other one is the disabled veteran uh exemption and effectively uh what that is is that uh any disabled veteran that is a property owner um can uh claim an exemption up to their uh percent disability. Um, so in in analyzing what the estimated impact is to the district, we estimate it
038to be about $663,000, which is a less than 1%. Um, and part of that is that uh residential values are just a small component of the district's overall tax base. Um we see we've seen u school districts as high as 7% and some as high as uh you know double digits in terms of the impact of the disabled veteran exemption but we expect it to have very minimal impact uh for Hus Mountains um tax base. Um just from a I'm just going to kind of very high level talk about the market. Um but but really the market is uh currently um it's really being uh driven by uh what's going on with the Iran conflict um and effectively the impact in oil prices which uh which you know ultimately impacts uh inflation. Um and so
039we have seen a fairly market increase in interest rates over the last uh couple of months because of that. Um it it you know there it seems to be um you know every single day there's there's new um you know news on a ceasefire not a ceasefire. Um the market is you know pretty much reacting to headlines when it comes to that. Um and so we've just seen a lot of volatility. Um the the the good news, you know, for the district is that by going through the New Mexico Finance Authority, you get to take advantage of the very strong ratings that the New Mexico Finance Authority has and those rates are essentially passed on to, uh Hamus Mountain Schools. Um so while we do expect, you know, volatility to continue, um you know, the
040the interest rates, um are expected to be well below the estimated planning rate when we put together the district's finance plan. um last year. Um and with that, I'd be happy to answer um any questions about the plan of finance. Uh Kaylee and myself will uh be on and uh answer any questions as the action items uh come up a little bit later. So, we're regionally placed. We're also considered a state agency and we're administratively attached to the public education department and that's
043the statute that um where we're administratively attached. We always say we're small in number, mighty in impact, and we're writing for the brand. So the purpose of rec and a purpose of what we are about is that we're not just defined by size but we are we strive to equip educators with high quality high impact knowledge and tools. So we're in the schools a lot for technical assistance. Um we are some of our core values that we worked with with um superintendent Kushman and the other seven um seven school member district superintendents last year. We met in June and we worked on the strategic plan and we'll I'll have Roberta in a bit go and get each of you one of the strategic plan booklets from the car. Um we worked on our core values,
044we worked on a new mission, we worked on a new vision. So uh the three core values that the superintendents and I worked on and including our team was that we'd be making a difference, that we'd work on success and teamwork and growth. So a little bit about us as I explained is that we we serve eight member school districts. So on this side of the mountain we we serve Heis Mountain, Cuba, Chama and Dulce. And then on the other side we serve Taos, Questa, Pyasco and Mesa Vista. And um there like I said we are part of the uh statewide regional education cooperative association with the other uh 10 RECC's. As you can see from the distribution map um we serve all that green area and then you see some like hashtags. So we
045also serve Espanola, Los Alamos, and Paka, but they're non-members. So the way we serve them is we we invite them to our professional development trainings. Um so that way they can also be included in that. And maybe one of these days we'll get one of them to join. But right now we have just the eight member school districts. This is our governing council um that worked on the strategic P plan last year. So my board consists of the eight superintendent. Um a little bit about me. I um this is my 30th year in education and I was a superintendent in Qua and I was also superintendent in TA. I've been a teacher um a director, a a high school principal, a middle school principal and then superintendent and now um I have the pleasure of
046being the executive director for the eight member school districts. Here's my staff. I as I um introduced um Miss Robera V Hill, she's our educational coordinator and program support. Uh Vanessa Martinez is my assistant business manager. Miss Vicky Abrao is our other educational uh coordinator and program support. Miss Jannine Sparks, she's our business manager, CPO, and HR. Miss Martha Sanchez, she's our educational support, CTE, and Title 3 coordinator. So, some of our school districts are part of our consortiums. Same thing with Miss Dolores Platino, she's our Medicaid coordinator. So we also do uh Medicaid billing for Hemis Mountain Schools. Susie Chavez is a possible coordinator. Um Miss Danielle um GGO, she's our social and um digital media uh contractor. Miss Erin Easley is our disciplinary literacy coach coordinator. And Miss Brandy Corey is our POS
047POS administrative co coordinator and contractor. And then we have part of our disciplinary literacy coach um IGA initiative from the state department. We have 10 disciplinary coaches and they're spread out throughout the entire state depending on which school districts apply for the funding. So we have Miss Gina Suto, Dorian Cahill, Marlene Pitman, Candy Reigns, Jessica Winchester, Leslie Arnold, Shannon Davis, Selena Lopez, Corey Law, Annette Holder, and Wana Castillo. So, as you can see, we work very closely with our member districts to provide um and facilitate support, guidance, technical assistance. Um and we have a joint powers agreement with each of our member school districts. Here's some of our targeted um priorities. And these targeted priorities come from our needs assessment that we do every fall with each of our member districts. So, um one some
048of the targeted priorities is crisis prevention institute, which is called CPI. um our sped empowerment series, sped inclusionary practices. As a matter of fact, we just held a statewide um specialed inclusionary practices with the the well with two bureaus. One with the special ed bureau at the state department and one with curriculum instruction and our focus was MLSS with inclusionary practices. We we barely had received budget authority literally like um the Friday before and we we had they our expectation was to have a statewide um conference. Uh they gave us uh 210 slots and we sold out literally in three hours. So we had over uh I think over a hundred people on our waiting list. Um so it was awesome that that concluded on Saturday. We do we purchase the gold book licenses for
049your district. Um, we also provide assistance with IEPs, Medicaid billing, the district needs assessments. We also pay for your power school special programs and digital signature for him mountain schools. Now, you guys will be trans um you know moving from power school to synergy. We provide instructional resources as needed. Um we provide assistance with childfind. We have a title three consortium, a CTE consortium, and then we um spearheaded the rural CT alliance with our member school districts and in partnership with CES. Some of our work that we continue to do is our secondary disciplinary literacy coaching program. We um are part of the northern transition team. So, Hemis Mountain is part of the NT transition team. And then we have for the TA county folks um that's called Lamari Posa. And then you all are
050also part of our north central consortium and that is for the broadband pieces especially like that like even the library at Liebrook. We also host scholar athlete honors banquet. Um we provide support for your school improvement plans if you have one. We host a regional spelling beep. Um part of um Robera's work is to provide FASA support for your high school students. Um, I provide mentorships for superintendents and principles that are new or need assistance. We also help with any type of correction, corrective action planning and special education. We, um, as needed, we break down, um, data and help districts with their instructional planning if needed. Um, my business office can also help with grant management, fiscal services, and human resources support on a contract basis. These are the legal trainings we held this year
051for our all of our eight member school districts. We um use the Walsh Geigos Law Firm and we use Lori Gerky. She used to be for the Walsh Geogles Law Firm before she retired and now she has her own LLC attorney at law. So we provided um a fura which is family education and privacy act training this year, the open meetings act, uh chronic um absenteeism, special ed legal training. So that was focused on balancing safety and rights, threat assessment and discipline under the idea. We provided um how to write legally compliant goals. Um FAPE and self-contained classrooms. Um we provided a gifted training and like understanding how to serve gifted and talented students. We also provided a legal training on graduation options in New Mexico. We provided section five actually we we provided two
052section 504 legal trainings and we also provided LRE which is called least restrictive environment and equitable access to education. So, as you can see, we serve as a cornerstone of professional development in the Northwest region, providing impactful training and support that benefits not only our administrators, our superintendents, our teachers, our support staff and students, but most of these initiatives are delivered through intergovernmental agreements with the New Mexico public education as well as the early childhood and education department as well as programs uniquely designed by the RECC. Some of the professional development that we offer your your teachers and your schools is um special ed law and compliance that we just talked about. We also provide professional development on your state performance indicators through special ed inclusionary practices um as I just stated we just held
053a big MLSS um which is your multi-layer system of supports training across the state for everybody across the state um CPI training. So, we have two CPI um certified trainers that will come out and show you um the proper holds and trauma-informed practices, deescalation techniques. Um Robera coming in from higher ed, she also provides scholastic aptitude test. That's SAT. And then two to your high school seniors or actually I should just say even sophomores and juniors, but it's to high school students. Um there's three of us that are certified in PBIS in tier 1, tier 2, and tier three. So we'll be providing that PBIS structured um professional development this fall. Um deescalation techniques, trauma-informed practices. We provide um substitute teacher training for your district and educational assistant trainings for your district. We also um
054we also uh provide training in college and career readiness. Miss Martha is the CTE coordinator, so she'll provide that including um Roberta. Um we provide standards alignment for mathematics training, best practices and high impact instructional strategies. UDL which is your universal design for learning. Um there's two of us that are certified in ED protocols and after July there will be three of us that will be certified in EDA protocols. Now there are over a 100red E edu protocols. Um we we learned 11 last year. We're going to learn 11 this summer, next month and we'll continue to um take those to our school districts. Um we also provide powers school special programs including digital signature PD. So that is through a contract we have with powers school that we pay for all of our member
055districts. And then we also were paying for air learning. And then of course like I stated earlier part of your goalbook licenses we provide goal book training and we have intergovernmental agreements meaning that the state department contracts with rec to roll out these different initiatives. So, we have large contracts and IGAs with the New Mexico Office of Special Education, the New Mexico Early Childhood Education and Care Department, New Mexico Governor's Commission on Disability, the NMPED Priority Schools Bureau, NMPED Literacy and Humanities Bureau, NMPEed College and Career Readiness Bureau. Um, we also have an IGA with the language and culture division, community schools and extended learning division. And some of the four goals that are part of the strategic plan that you will see once we bring in your booklets is that the four goals that
056the superintendent felt were important for rec to focus on was high quality high impact professional development, strengthening governance and accountability, the growth and expansion of rec. So they wanted to see growth and expansion. So we have grown tremendously. Another goal was strengthening advocacy and collaborative partnerships. So those are the four goals that they created for the next three years. And as you can see, we collaborate with our member districts to make sure that we are helping with any local needs and that we're delivering evidence-based PD and technical assistance. So that way, our teachers of our region are better equipped to implement highquality, high yield instructional practices. So as we look ahead, we reflect on our accomplishments and look forward to the future. So part of part of the strategic plan was for me to come
057at the end of the school year to um do a presentation to the school boards each year to just say look this is what we've we've offered you all this year and then we'll be working with superintendent Kushman um in August to do another district needs assessment and then start coming out and providing professional development as requested and I stand for any questions. questions. 065It's uh to a resolution authorizing the sale of school bonds, establishing the procedure for that sale and the delivery of the bonds as well as authorizing and approving the submission of a completed application for financial assistance and project approval to the finance authority. Uh this is kind of an omnibus resolution that really sets out the whole process for the sale of bonds. Um through NMFA um Kaylee, if you want to add anything to it. I mean it's it's an extension kind of the same. >> Yeah. >> Go ahead. >> Yeah, we always um you know approve these in conjunction with each other. Really what the delegation of authority resolution does is that it delegates the authority to your business staff to be able to uh sign the bond sale documents on the day of pricing.
066Um that way we don't have to call in a special meeting and and have all of you guys sign instead. Um I think within the delegation of authority resolution though the important thing to note is that there are some parameters um such as you know the bonds cannot exceed 20 years the maximum interest rate on the bonds cannot exceed 5% and also the true interest costs cannot exceed 8%. You know should we go into pricing and we don't meet these parameters um then we can't have the the district staff sign the bonds but we don't anticipate we'll definitely be below you know that 8% true interest cost. I I think that's a good point to point out. I appreciate you doing that that this isn't a cart blanch delegation of authority. There are uh requirements
